I'LL JUST KIND OF GIVE A QUICK OVERVIEW.
AND THEN I THINK REPRESENTATIVES FROM THE DEVELOPMENT TEAM MAY AVAILABLE BY PHONE.
I, I SEE A COUPLE OF PHONE NUMBERS THERE.
UM, ESSENTIALLY, UM, THE LONGHORN BALLROOM PROJECT INCLUDES, UM, FOUR COMPONENTS.
THERE'S THE, UM, THE BALLROOM ITSELF RENOVATION OF A MIXED USE BUILDING THE BACKYARD OUTDOOR VENUE, AS WELL AS PUBLIC INFRASTRUCTURE IMPROVEMENTS, WHICH PRIMARILY GONNA BE STREET SCAPE ALONG THE CORINTH SIDE OF THE STREET ADJACENT TO THE PROJECT, AS WELL AS POTENTIALLY AN UPGRADE TO A TRAFFIC SIGNAL.
UM, AS THE DEVELOPMENT TEAM HAD STARTED DOING ADDITIONAL DESIGN WORK FOR THOSE PUBLIC IMPROVEMENTS AND RECOGNIZING THAT, UM, THE CORINTH AND RIVERFRONT INTERSECTION, THE ROADWAY ITSELF IS IN, IS IN POOR CONDITION.
THERE'S A LOT OF TRAFFIC ISSUES BECAUSE THE ROADWAY IS JUST, YOU KNOW, SUBPAR, THE, YOU KNOW, THE INTERSECTION DEFINITELY NEEDS MORE ATTENTION.
SO IN THE COURSE OF CONVERSATIONS WITH STAFF FROM PUBLIC WORKS AND TRANSPORTATION, THERE WAS A RECOGNITION OF POTENTIALLY HAVING A COLLABORATION TO DO A BIGGER SCOPE OF IMPROVEMENTS.
UM, PUBLIC WORKS AND TRANSPORTATION HAS SOME, UM, AMERICAN RESCUE ACT FUNDS THAT NEED TO BE SPENT.
SO, UM, BASICALLY WHAT WE'RE PROPOSING IS THAT THE DEVELOPER DOES THE DESIGN WORK FOR THE ORIGINAL TIF SCOPE AS WELL AS THESE BROADER IMPROVEMENTS, AND THEN TURNS OVER THE PLANS TO CITY STAFF.
CITY WOULD, UM, BID OUT THE PROJECT AND DO OVERSEE THE CONSTRUCTION OF ALL OF THE, UM, PUBLIC INFRASTRUCTURE.
OUR AGREEMENT ORIGINALLY ONLY ALLOWED, UM, UNTIL THE COMPLETE PROJECT WAS DONE, ONLY ALLOWED AN ASSIGNMENT TO AN AFFILIATE OF THE DEVELOPER.
SO, UM, THE WAY IT WAS WRITTEN, WE COULDN'T JUST ASSIGN EVEN A PARTIAL ASSIGNMENT TO CITY.
UM, AND SO OUR CITY ATTORNEYS BASICALLY SAID WE NEEDED TO DO A MINOR AMENDMENT TO ALLOW, UM, OUR DIRECTOR TO, UM, APPROVE AN ASSIGNMENT OF THAT PUBLIC INFRASTRUCTURE COMPONENT TO THE CITY.
SO THAT'S ESSENTIALLY IN A NUTSHELL, UM, THE MINOR AMENDMENT THAT'S PROPOSED AND SUE IS, UM, IS THERE ANY KIND OF, WITH THIS, UH, PROJECT, I CAN'T REMEMBER, AND I WAS JUST LOOKING TO LOOK BACK AT MY NOTES.
THERE'S, IS THERE ANY KIND OF A TIME CONSTRAINT? UH, OR JUST ONCE THIS AMENDMENT'S MADE, THEN HOWEVER LONG IT TAKES FOR THE DEVELOPER TO FINISH THEIR PORTION OF THE PROJECT, THEN

THE CITY COULD GO AND MAKE THOSE STREET IMPROVEMENTS.BUT THERE'S NOT LIKE A TIMELINE IS THERE? SO THE, YEAH, SO THE AGREEMENT HAS A DEADLINE FOR ALL THE PROJECT COMPONENTS TO BE DONE BY 2026, BUT WE ANTICIPATE THAT HAPPENING MUCH SOONER BECAUSE THE, UM, THE ARC OF FUNDS NEED TO BE SPENT.
AND SO I THINK THERE'S, UM, SOME URGENCY TO GET THE DESIGN FINALIZED PRETTY QUICKLY SO THAT, UM, PUBLIC WORKS OF TRANSPORTATION CAN START AT LEAST LETTING SOME CONTRACTS NEXT YEAR.
BUT YEAH, 2026 THAT I JUST DIDN'T KNOW IF THERE WAS ANY KIND OF A, YOU KNOW, YOU KNOW, A IMPENDING
WHAT'S THE APPROXIMATE? I KNOW THAT YOU KNOW, THE FACIL THE VENUE'S OBVIOUSLY OPEN OPERATING.
THEY, THEY HAVEN'T STARTED ON THE EXTERIOR PORTION YET.
THEY, THEY ARE IN THE PROCESS OF RENOVATING THE SECOND BUILDING, WHICH IS CALLED LIKE THE MULTIPURPOSE BUILDING THAT'S UNDERWAY NOW.
UM, I'M ANTICIPATING THAT THAT'LL PROBABLY BE OPEN PROBABLY NEXT YEAR, EARLY NEXT YEAR.
UM, THE BACKYARD PORTION I THINK WILL TAKE A LITTLE BIT LONGER, BUT I THINK THEY'RE STILL AIMING FOR IN THE NEXT YEAR TO HAVE A BACKYARD PORTION DONE.
AND THEN THE, THE INFRASTRUCTURE PART, YOU KNOW, OBVIOUSLY IT WOULDN'T TAKE THAT LONG TO JUST DO THE STREET SCAPE BY THE BUILDING, BUT THEN REST OF THE ROADWAY IS, YOU KNOW, WAS IN POOR CONDITION.
SO THAT JUST LOGICALLY IT WOULD BE MUCH BETTER TO HAVE THE WHOLE INTERSECTION ADDRESSED INSTEAD OF DOING A SIDEWALK AND THEN HAVING THAT DISRUPTED IF SOMETHING CAME LATER.
