MEETING TO ORDER.[Dallas Park and Recreation Board Special Session on October 26, 2023.]
THAT I WILL HAND IT OVER TO MR. JENKINS.THANK YOU ALL FOR BEING HERE TODAY.
I KNOW IT WAS IMPROMPTU, BUT ONCE WE RECEIVED OUR NUMBER, UH, WE NEED TO CALL A SPECIAL BOARD MEETING.
UH, AND I, FIRST I WANT TO THANK EVERYONE WHO SERVED ON THE COMMUNITY BOND TASK FORCE COMMITTEE.
UH, EVERYONE WHO SERVED ON THERE, I APPRECIATE AND APPRECIATE THE NUMBER THAT WE WE'RE AT.
AND THAT WAS, UH, 350 MILLION.
AND WITH THAT BEING SAID, ONCE WE RECEIVED OUR NUMBER, UH, LATE TUESDAY NIGHT
AND AS YOU ALL KNOW, IT WAS VERY TIGHT JUST TO GET TO THE 3 99.
'CAUSE WE REALLY, TECHNICALLY, WE HAD ALREADY WENT TO 4 29
BUT ONCE AGAIN, THE PROCESS WORKED BECAUSE YOU HIT THE COMMUNITY MEETINGS.
WE HEARD FROM ADDITIONAL COMMENTS FROM BOARD MEETINGS, WE HEARD FROM ADDITIONAL COMMENTS FROM, UH, A COUNSELOR AND ALSO FROM COMMUNITY FOLKS.
SO I THINK THE PROCESS WORKED.
SO TECHNICALLY WE HAD TO BRING OUR NUMBER DOWN FROM 4 29 DOWN TO 350.
SO WE HAD TO GO AND REALLY FOUND $79 MILLION TO START CUTTING OUT.
UM, UH, I THINK EVERYONE, I THINK WE'RE AT A GOOD PLACE.
IT'S BETTER THAN US BEING DOWN TO $300 MILLION.
AND, UH, JUST BASED ON WHAT COMMUNITY MEETINGS I WENT TO BOND TASK FORCE MEETING AND THE FEEDBACK I RECEIVED FROM STAFF AND BOARD MEMBERS AND COUNCIL MEMBERS, AND ALL I SAW WAS FOLKS SUPPORTING PARTS.
THEY SUPPORTED OTHER INITIATIVES.
BUT I WAS REALLY OVERWHELMED BY THE AMOUNT OF SUPPORT I SAW FOR PARKS OUT THERE AND HOW MUCH THEY REALLY APPRECIATED HOW PARKS TRULY DO IMPACT THEIR NEIGHBORHOODS AND COMMUNITIES.
AND I WENT TO ONE TIME CALL MEETING AND THEY WERE SPEAKING OF HOW THEY'RE NOT GETTING THIS SERVICE AND THIS SERVICE, BUT THE ONE THING THEY SAID THEY DID APPRECIATE WAS OVER THE LAST COUPLE BOND PROGRAMS THAT THEY GOT A REC CENTER, THEY GOT A SPRAY GROUND, THEY GOT IMPROVING ATHLETIC FIELDS, AND THAT THEY FELT LIKE THEY COULD ACTUALLY SEE WHAT PARKS WERE DOING FOR THEIR COMMUNITIES.
I'M TELLING YOU, THAT WAS, THAT TOUCHED ME THAT WE HAVE THAT TYPE OF IMPACT ON SO MANY COMMUNITIES IN THIS CITY.
AND SO THOSE SMALL PROJECTS REALLY ADD UP TO A LOT FOR A LOT OF COMMUNITY.
THEY THINK A, A PLAYGROUND DOESN'T IMPACT THE COMMUNITY, IT IMPACTS THE COMMUNITY.
WE THINK OF A LITTLE LOOP TRAIL DOESN'T IMPACT THE COMMUNITY, IT IMPACTS THE COMMUNITY.
AND SO I WAS JUST AMAZED IN WHAT WE HEARD AND HEARING ALL OF THAT.
'CAUSE I HEARD ONE, I WAS LIKE, OH GOSH, THERE'S NO WAY.
HOW DID WE MISS THIS? HOW DID WE MISS THAT? WE FINNA ACQUIRE THIS PARK OUT HERE AND THEY DON'T HAVE ANYTHING OUT HERE.
AND WE FINNA GET THIS PARK THAT THE STATE THAT WE'VE BEEN WORKING ON FOR ABOUT PROBABLY FIVE YEARS WITH THE STATE TO GET THIS PROPERTY.
I'M SORRY, I PROBABLY JUST PUT ON SOMETHING.
WE DIDN'T ANNOUNCE IT, BUT, UH,
BUT, UH, IT'S LIKE THERE'S NO WAY THIS, THIS NEIGHBORHOOD DON'T EVEN HAVE COVERED, YOU KNOW, WE, WE TAKE FOR GRANTED THAT WE HAVE COVERTS THAT COVER UP DITCHES 'CAUSE THERE'S A SIDEWALK.
THESE NEIGHBORHOODS DON'T EVEN HAVE THAT.
AND, AND THEN I'M LIKE, HOW DID WE MISS THIS? AND YEAH, I HAD TO MAKE SOME ADJUSTMENTS ON THAT BOND PROGRAM, YOU KNOW, I DID.
AND SO YOU'RE GONNA SEE WHERE WE HAD TO TAKE SOME CUTS, BUT WE ALSO NEED TO MAKE SURE THAT WE ADDED SOME MONEY TO SOME CERTAIN AREAS AS WELL.
UH, AND THEN WE ALSO HAD TO ADD MONEY BECAUSE, YOU KNOW, YOU KNOW, THERE WAS SOME, SOME DISTRICTS JUST DISPROPORTIONATE.
AND, AND I NEVER WANTED TO GO INTO THIS TRYING TO DIVIDE STUFF OUT BY DISTRICT.
BUT ONCE I STARTED DOING OUR ANALYSIS, IT'S LIKE I GOT ONE DISTRICT DOWN HERE, OR MAYBE TWO DISTRICT DOWN HERE WITH $7 MILLION
[00:05:01]
AND EVERYBODY ELSE IS AFRICAN 17 MILLION.AND AS THE PARK DIRECTOR, NO WAY, I WAS GONNA ALLOW THAT TO STAY.
AND SO WE HAD TO MAKE SOME ADJUSTMENTS.
SO IT WAS BIGGER THAN JUST GETTING DOWN TO THE $350 MILLION.
AND THAT'S WHY, UH, WE WERE STILL MAKING THOSE ADJUSTMENTS LITERALLY UP TO ABOUT 1 1 40 TODAY
AND SO THAT'S WHY YOU, THERE'S A DELAY FOR IT TO PRINT OUT THE DOCUMENTS.
NOW YOU ALSO, YOU ALL CAN HAVE IT, SO WE CAN GO THROUGH THE PROCESS.
SO I'M GOING TO ASK UNTIL THEY CAN PRINT THE, UH, THE PRESENTATION TODAY.
IF THE PRESIDENT WOULD AT LEAST ALLOW US TO GO INTO RECESS.
THE OTHER DOCUMENTS ARE PRINTED, MR. JENKINS WILL DO IT.
THIS WOULD NOT HAVE HAPPENED IF YOU WOULD NOT HAVE GONE TO BED AT 3:00 AM AND STAYED UP ANYMORE.
SO WITH THAT SAID, IT IS TWO 19 AND WE'LL TAKE RECESS TILL 2 45 AND COME BACK AT 2 45 AT ALL.
THIS IS, SO I GOT THE, HERE'S THE EXTRACTS.
WE CONVENE THE DALLAS PARKS AND RECREATIONS BOARD.
BUT THANKS AGAIN, JOHN, FOR MAKING THAT STATEMENT.
A LOT OF WORK HAS GONE INTO THIS.
AND I THINK, AGAIN, YOU KNOW, WHILE DOING THIS, UH, JOHN AND STAFF AND JARED, THANK YOU, THEY'VE KEPT INTO CONSIDERATION, YOU KNOW, HOW INITIALLY BOARD WISHES WERE SO THEY HAVE NOT DISCARDED ANY WISH FOR THE BOARD, BUT THEN TO SEE HOW THE ALLOCATION HAPPENED, WHICH IS FAIR, EQUITABLE DOES SOMETHING LIKE WHAT MR. DICKEY ALWAYS SAYS, MAINTAIN IT
SO WITH THAT, UH, UH, STATEMENT, I THINK A LOT OF WORK HAS GONE.
HOPEFULLY IT'LL BE EASY FOR US TO, UH, GO THROUGH AND, UH, APPROVE TO GO TO THE SUBCOMMITTEE.
SO WITH THAT, I GIVE TO, TO JARED.
TODAY, I'LL PROBABLY GO AHEAD AND WALK IT BACK TO THIS.
HE'S EXCUSED AS, AND I WILL BE DEPENDING ON JERRY
SO YOU ONLY, YOU THINK THIS IS NOT, THIS HAVEN'T BEEN PROOF AT ALL.
ALL RIGHT? SO WE MAKE SOME MISTAKES.
UH, ALSO, I WANT TO RECOGNIZE, UH, I KNOW CHRIS NOWHERE'S NOT HERE TODAY.
SHE WANTED TO BE HERE TODAY, BUT I INSTRUCTED HER.
SHE HAD ALREADY HAD SCHEDULED VACATION.
I INSTRUCTED HER, SHE'S NOT COMING.
SHE HAS CANCELED VACATION BEFORE THROUGH THIS BOND PROCESS.
THIS TIME I WAS LIKE, NOPE, YOU'RE GOING ON VACATION.
'CAUSE I NEED MY TEAM TO GET THEIR REST, TO GET THEIR TIME AWAY FROM HERE.
DO NOT MAKE BAD MISTAKES LIKE I DID.
AND I'M NOT GONNA ALLOW THEM TO DO THAT
ALL RIGHT, WE GOT THE, WE HAVE JARED
AND I DEPEND ON THE REST OF MY TEAM MEMBERS IF I NEED THEM TO CHIME IN AS WELL.
ALL WITH THAT BEING SAID, YOUR HONOR, I'M GONNA WALK YOU THROUGH IT AND TRY TO GIVE YOU, WHAT I CAN REMEMBER IS WHY WE MADE THE DECISION WE MADE.
SO IF YOU GO, I'M SKIPPING STRAIGHT TO PAGE LEFT, RIGHT? AND SO, YEAH, WE DID ELIMINATE, UH, ONE POOL.
AND WHAT WE DID LOOK AT IS THAT WE CAN DEFINITELY GO OUT THERE AND MAKE SOME IMPROVEMENTS, I THINK, WITHIN OUR OPERATING BUDGET, UH, TO, TO AT LEAST GET THE POOL PART WHERE IT NEEDS TO BE.
AND THEN WE HAVE OTHER POOL IN THE AREA.
THEN WE CAN ALSO WORK WITH RECREATION CENTERS, WHATEVER WE NEED TO DO TO MAKE SURE THOSE KIDS HAVE A GOOD EXPERIENCE AT THIS PARTICULAR POOL.
ALRIGHT, WE CAN MOVE ON PAGE, UH, 12.
I NEED TO MAKE SURE YOU ALL STARTED THE DISTRICT
[00:10:01]
PROJECTS.BUT WHAT I FIGURED OUT HERE IS THIS IS ONE OF THOSE WE'LL JUST HAVE TO DO LITTLE MORE SLOWLY.
UH, RENEE IS, IS GETTING THIS NEWS JUST NOW, BUT, UH, I AM GONNA BE DEPENDING ON HER TEAM.
WE DO HAVE A CONTRACT WITH FOLKS WHO DO GO IN AND IMPROVE OUR ATHLETIC FIELDS.
AND PROBABLY WHAT I'M GONNA HAVE THEM DO IS I WILL HAVE THEM DO IS, YOU KNOW, THE NEXT COUPLE YEARS THEY'LL DO SO MANY RENOVATIONS, MAYBE ONLY TWO OR THREE FIELDS PER YEAR UNTIL WE GET 'EM ALL RENOVATED WITH NEW, UH, DRAINAGE AND, UH, IRRIGATION.
RIGHT? MOVING ALONG TO PAGE, UH, 13, UH, HERE, UH, WE NEED TO ADD SOME MONEY.
THIS, THIS WAS, THESE WERE DISTRICTS THAT IT IS A ROAD.
JUST PUT IT SO ADEQUATELY ABOUT MAKING SURE EQUITY THROUGHOUT THE ENTIRE SYSTEM.
UH, SO WE NEEDED TO ADD SOME PROJECTS, THAT'S WHY THEY WEREN'T CUT.
'CAUSE WE NEED TO ADD SOME PROJECTS TO THIS PARTICULAR DISTRICT FOR IMPROVEMENTS.
WE DID NOT TOUCH ANYTHING ON 1415.
WELL, 15 ONLY ADJUSTMENT WE MADE ON 15 WASN'T HIGHLIGHTED IS THREE ADJUSTMENTS, UH, FOR THE PICKLEBALL COURTS ON 12,000.
GREENVILLE, A FIGURE, WE DID REDUCE THEM BY A MILLION DOLLARS.
BUT ONCE AGAIN, I KNOW WE HAVE AN EX IN THE STAFF WHO CAN DEVELOP THOSE ADDITIONAL COURTS IN HOUSE, RIGHT? BUCKNER FOR, AND MARTIN LUTHER KING.
JUST REMEMBER Y'ALL, THESE ARE, THESE ARE ALL PLANNING BENEFITS.
SO WE FIGURED WE'D JUST HAVE TO GET SOME ADDITIONAL PARTNERS TO COME TO THE TABLE.
SO I DID REDUCE THEM BY 500 K EACH, BOTH OF THOSE PROJECTS.
UH, I'M SORRY, BUT I DID ADD A COUPLE PROJECTS AGAIN ON HERE.
THEY DON'T HAVE ANYTHING OUT IN THAT COMMUNITY.
UH, I DID ADD ONCE AGAIN BACHMAN AND WE JUST ACQUIRED THE CEDAR WILDERNESS AND THEN GATEWAY PARK, WHICH IS IN DISTRICT FIVE, UH, PLEASANT GROVE.
IT WAS ANOTHER ONE OF THOSE DISTRICTS.
ONCE AGAIN, WE NEED TO INCREASE THE FUNDING.
ALRIGHT, MOVING ALONG TO, UH, PAGE 19, LARGE PARTNERSHIP MATCH.
UH, YOU KNOW, I STAYED AWAY FROM THIS, BUT I HAD TO COME BACK TO IT.
I DID, TRIED TO STAY AWAY FROM IT.
I COULDN'T NOT UNLESS I WAS GONNA START CUTTING A LOT MORE OF YOU ALLS.
COMMUNITY AND NEIGHBORHOOD PARKS AND RECREATIONAL CENTER.
AND, AND SO HERE'S MY RECOMMENDATIONS.
IF YOU SEE, UH, THE TALL ZOO, I KNOW THEY WAS AT 30 WE'RE, WE WENT TO 29.
WE TOOK 'EM DOWN TO FOUR SOUTHERN GATEWAY.
THE REASON YOU DIDN'T SEE US TOUCH THAT WHEN IT'S IN BLUE, BECAUSE THAT IS STRICTLY TIED TO THE FEDERAL MONEY, THE MATCH AND THE STATE.
SO IF WE TOUCH IT, THAT'S GONNA BE A PROBLEM.
UH, TRINITY RIVER AUDUBON ONLY, UH, THEY AT 3.3, I TOOK 'EM DOWN TO THREE.
UH, DALLAS ARBORETUM, I WANT TO SAY THERE WAS A FIVE.
THOSE THAT IS A FEDERAL MATCH, THEY HAVE ALREADY SECURED THAT FEDERAL MATCH.
UH, I WANNA SAY THEY WAS AT FIVE.
WE TOOK THEM TO SIX TURTLE CREEK.
I DIDN'T THINK I TOUCHED TURTLE.
WE JUST, THEY ONLY TOOK 500 K CAGE TRAIL.
IT'S SUCH A SMALL AMOUNT TOUCHING.
ALL RIGHT, WE'LL MOVE ON TO, UH, PAGE, UH, AADE BRIDGES.
I DIDN'T TOUCH BECAUSE IT'S A SAFETY ISSUE.
UH, PLAYGROUNDS ONE, ANOTHER ONE, THOUGH.
I DID NOT TOUCH FOUR ADDITIONS.
UM, THERE WAS SOME ADDITION AGAIN, BECAUSE THOSE WERE HISTORY THAT WE NEED TO FUNDING TO.
[00:15:01]
RECREATION CENTER.UH, ONCE AGAIN, THESE ARE PLANNING BUDGETS AND AT THE END OF THE DAY, WE WILL DESIGN A REC OR RECREATION CENTER TO MEET THE BUDGET.
I HAD TO GET $2 MILLION ON THE REC SIDE HERE FOR THE NEWS.
UH, JARED RENOVATION SHOULD BE NEXT.
SO I ADDED A COUPLE RIGHT BOOKS ON PAGE THREE.
YOU TOOK TRINITY RIVER, AUDUBON.
THEN ORIGINALLY IT WAS AT 2.2 0.9.
AND THEN WE ADD ANITA, MARK MARTINEZ, UH, LOOK LIKE FOR THE 1.5.
AND THEN WE ALSO ADDED BACHMAN ION FOR 1.5.
SO I'M GOING TO GO AHEAD AND MOVE ON TO PAGE 33.
UH, YEAH, WE ADDED IT FOR, UH, UH, DISTRICT FIVE.
I MEAN DISTRICT FIVE, PART OF THAT EQUITY.
AND I'M MOVE ON TO SYSTEMWIDE TRAIL IMPROVEMENTS.
JERRY, YOU CAN TOUCH ON THESE FOR
SO WE HAD A NUMBER OF PROJECTS IN THERE.
WE JUST, SOME OF THE DOLLAR AMOUNTS.
SO, UH, MY ROCK CREEK TRAIL THAT WAS IN THERE FOR 8 MILLION RECONSTRUCTION, AT LEAST A PORTION OF IT TOOK A MILLION FROM THAT, UH, COTTON BELT.
THE TRAIL HAD STAYED THE SAME.
THE INTERNAL TRAIL BIKE PIT CIRCULATION, THEN SIGNAL GRAND WAS REMOVED.
UH, SANTA FE TRAIL, THEY HAD A INITIAL 2.5 MILLION FOR IMPLEMENTATION FOR MASTER PLAN.
THAT WAS TAKEN DOWN TO 2 MILLION.
UH, LET'S SEE, THE WHITE ROCK LAKE TRAIL.
THIS IS FOR THE, THE TRAIL WIDENING OF THOSE EROSION ISSUES ON THE SOUTH SIDE OF THE LAKE.
I'M GONNA GO BACK TO PAGE THREE.
'CAUSE YOU DIDN'T SEE SOME PAGES IN HERE 'CAUSE THEY WERE ELIMINATED.
THAT'S JUST GONNA BE PART OF, YOU KNOW, WHEN WE, UH, AS PART OF THE SCOPE OF THE PROJECT.
SO WE WILL ADDRESS ADA, UH, ATLANTIC FIELD, LIGHTNING LIGHTING.
WE'RE JUST GOING TO, UH, YOU KNOW, I'M, I'M, I'M GOING TO PUSH THIS THROUGH THE OM YOU KNOW, WITH THE COUNCIL THAT, BECAUSE THIS IS GONNA BE ONGOING AND WE REALLY NEED TO BE ADDRESSING THIS MORE FROM OPERATIONS STANDPOINT.
KEEP REPLACING THOSE LIGHTS, EROSION, AND CONTROL.
ONCE AGAIN, WE WILL BE ADDED IN AS PART OF THE DISCOVER THE PROJECT.
AND THEN THE MASTER PLAN, THE MAIN ACQUISITION IS GONE.
AND REASON BECAUSE WE DO HAVE THE PART.
ARE YOU NOW YOU WON'T HAVE I'M, IT'S ON PAGE THREE HERE.
BACK TO THE VERY BEGINNING SECOND PAGE.
AND THEN, UH, WE, THE LAND ACQUISITION IS ELIMINATED YOU ALL.
WE DO HAVE DEPARTMENT DEDICATION AND THAT'S HOW WE'RE GONNA HAVE TO ADDRESS, UH, FUTURE LAND ACQUISITION AND MASTER PLAN.
WE ONLY HIT A MILLION DOLLARS IN THERE.
THERE'S NO WAY I COULD HAVE GOT TO THIS NUMBER Y'ALL.
AND ADDRESS THE EQUITY ISSUES, UH, WITHOUT ELIMINATE SOME OF THESE CATEGORIES.
'CAUSE THERE'S ADDITIONAL ELIMINATED CABINET.
OH, I'M SORRY, WHAT ELSE DID I ELIMINATE? I'M SORRY.
UH, SYSTEM-WISE, SECURITY LIGHTING IS GONE ONCE GONNA BE SCOPE OF THE PROJECT, IT'LL BE ADDED IN SCOPE OF THE PROJECT.
AND THAT'S WHERE THE PIP BALL WAS.
IF YOU ALL, WE DID KEEP THE PICKLEBALL FOR FOREST ARDELIA TO BE THE, YOU KNOW, OUR SIGNATURE PICKLEBALL LOCATION, UH, OR INDOOR RACKET SPORTS.
UH, BUT THERE'S NO WAY I COULD GET TO THIS NUMBER WITHOUT ELIMINATING THIS CASE PROGRAM AND SERVICE CENTERS.
YES, I WOULD LOVE TO KEEP THE SERVICE CENTERS THAT MONEY IN THERE, WE JUST CAN'T GET THERE ONCE AGAIN WITHOUT AFFECTING THE NEIGHBORHOOD AND COMMUNITY PROJECTS.
[00:20:02]
I'M TURN IT OVER, BACK TO THE PRESIDENTSO WITH THAT, I THINK I DO THE SAME THING WE DID AND JUST START TAKING COMMENTS FROM EVERYONE, UM, YOU KNOW, GIVEN ON WHAT FROM DR. JENKINS.
AND AFTER THAT, UH, YOU KNOW, WE'LL START ATTACKING.
ELAINE, ARE YOU LET TO START COMMENTING ON WHAT YOU JUST HEARD? I AM.
AND ADDISON WILL COME TO YOU NEXT.
UM, I SAY THANK YOU TO JARED AND TO, TO JOHN.
UH, KNOW THAT THERE HAS BEEN, UH, UH, WORK THAT'S GONE.
UM, SHE DIDN'T DO WORK BULK, BULK OF, YEAH.
I CAN TELL YOU THAT 90, 80% CAME FROM CHRIS.
IT'S EASY FOR ME TO COME AND JUST CUT.
UM, I REALLY LIKE THAT YOU DIDN'T TOUCH, UM, OUR, UH, PLAYGROUNDS AND YOU ACTUALLY ADDED TO THEM.
I AGREE, THE DISTRICT FIVE WAS LOW, NEEDED TO BE ADDED TO, UM, AGAIN, AS A PARK BOARD MEMBER LOOKING AT OTHER DISTRICTS AND TRYING TO BE FAIR AND EQUITABLE THROUGHOUT THE CITY.
UM, I KNOW WE ALL TOOK HAIRCUTS, UM, IN DIFFERENT AREAS.
BUT, UH, I, UH, THANK YOU GUYS FOR THIS.
AND I REALLY, UM, YEAH, I'M, I PERSONALLY WILL VOTE FOR THIS.
I'M RECESS LAID OUT, SO I KNOW THERE'S SOME
BUT, UM, THANK YOU FOR ALL OF YOUR STAFF, ALL OF YOUR WORK.
UH, MR. UH, MR. PRESIDENT, THANK YOU ALL SO MUCH.
AND STAFF, I KNOW Y'ALL DONE A TON OF WORK ON MAKING SURE YOU TOOK A VERY HARD CUT AND TRIED TO MAKE SOME THINGS HAPPEN WITH IT.
UM, A FEW ITEMS THAT WE ARE, I'M FOCUSED ON, 'CAUSE ESPECIALLY AROUND DISTRICT FOUR, THE ZOOM, THIS A MAJOR ASSET THAT THE ENTIRE CITY USES.
I THINK EVERYBODY AND MY COLLEAGUES HERE WILL AGREE.
UM, IT'S AN IMPORTANT ASSET THAT WE SHOULD DEFINITELY PROTECT.
WE DEFINITELY TALKED TO GREG, UM, BEFORE HE DEPARTED HERE.
UM, WE SAID THAT WE WOULD TRY TO DO EVERYTHING IN OUR POWER TO GET THE ZOO FULLY FUNDED.
UM, AND IN LIEU OF THAT, UH, I WOULD LIKE TO, CAN WE MAKE MOTIONS FORMALLY AT THIS, THIS CONVERSATION? WHY DON'T WE GIVE YOUR WISHLIST AND THEN WE'LL GO THROUGH FORMAL PROCEDURE LATER.
SO, SO I'M WRITING DOWN YOUR REQUEST FROM EVERYONE AND THEN WE'LL FORMALIZE IT.
SO IN MY WISHLIST RIGHT NOW, IF, IF THERE'S A WAY TO TAKE HALF A MILLION FROM SOUTHERN GATEWAY AND HALF A MILLION FROM THE DALLAS WATER COMMONS PROJECT, I COULD PUT A MILLION BACK INTO THE ZOO.
AND I THINK THAT WOULD BE SOMETHING THAT WOULD HELP THEM, UH, SEE THEIR FULL VISION THROUGH, IF THEY OUT TO THE PARK BOARD.
I THINK IT'LL IMPROVE WHAT WE DO HERE IN THE CITY AND THIS QUALITY OF LIFE.
I THINK THAT'LL BE A HUGE TRANSITION FOR US.
WE CAN GET THEM THIS $30 MILLION.
THAT'S, THAT'S, THAT'S MY 10 CENTS, MR. CHAIR.
SO THE WAY I'M DOING IS I'M WRITING ANY CHANGES ANYONE WANTS, AND THEN WE'LL SEE HOW WE FORMALIZE IT.
UH, SO RIGHT NOW, MAKING THAT
I JUST WANNA THANK, UM, ALL OF THE BOARD MEMBERS WHO TO FOLLOW THEIR EXTRA TIME, THEIR FAMILIES, AND EXTRA TIME FROM WORK TO REALLY COME TO SIT AT THE TABLE, TO REALLY LOOK AT OUR WHOLE CITY AND, AND DISTRIBUTE BOND MONEY AND, AND REALLY LOOK AT PARKS AND, AND, AND THE HOLISTIC AND CITY IN ITS ENTIRETY TO REALLY KIND DELVE INTO ALL THIS AS A TASK.
AND SO THANK YOU TO ELAINE, SCOTT AND PRISCILLA AND, UM, AND TIM.
UM, I'M STILL KIND OF DELVING INTO THIS.
UM, I THINK WHAT I'M LOOKING AT LOOKS VERY, YOU KNOW, DOABLE.
I ALSO DON'T THINK THAT WE SHOULD LOOK AT LIKE THE THREE 50 THAT IT IS.
WE COULD GO POTENTIALLY COUNCIL COULD GO HIGHER.
UM, AND SO I MAYBE HAVE THAT AT OUR, YOU KNOW, FINGERTIPS.
WHAT WOULD YOU ADD BACK IN? UM, SO, BUT THANK YOU TO STAFF, HONESTLY.
THANK YOU JARED, AND THANK YOU JOHN AND, AND CHRIS AND THE TEAM THAT REALLY, REALLY WORKED HARD ON THIS.
UM, I JUST WANT TO THANK I DIRECTOR JACOB AND CHRIS
[00:25:01]
I FELT THAT WE HAD SOME MEETINGS IN DISTRICT SIX THAT DIDN'T GET THAT.
I KNOW THERE'S A LOT OF WORK THAT WENT INTO THIS.
I KNOW THAT IT'S STILL NOT THE END GAME, YOU KNOW, WE'RE STILL IN THAT PROCESS.
UM, BUT THANK YOU TO EVERYBODY THAT'S WORKED HARD FOR THAT AND FOUGHT, MADE EACH OTHER, YOU KNOW, FIGHTING ON FACEBOOK AND SOCIAL MEDIA, THAT THERE'S ALL THIS COMMENTS.
PARTS OF OUR PEOPLE, PEOPLE ARE FOR PARKS AND PARKS ARE ALL PEOPLE.
I DON'T CARE IF THEY'RE IN THE RICH NEIGHBORHOODS AND POOR NEIGHBORHOODS.
BUT TRYING TO PUT EQUITABLE, UM, PARKS ACROSS OUR CITY IS IMPORTANT AND PROTECTING WHAT WE HAVE IS IMPORTANT.
UM, I DO HAVE CONCERNS THAT WE REDUCE THE AMOUNT FOR FAIR PARK, UM, BY A MILLION DOLLARS.
UM, I THINK THAT WE NEED TO BRING THAT BACK BECAUSE THEIR BASIC REQUEST IS FOR THE AFRICAN AMERICAN MUSEUM, SOMETHING THAT WE CANNOT LET FAIL ON OUR WATCH.
UM, AND ALSO I BELIEVE THE AQUARIUM, UM, WHICH IS HAD DECADES OF, UM, LACK OF MAINTENANCE AND IT NEEDS A LOT OF LOVE.
UM, AND THEN TEXAS DISCOVERY GARDENS NEED A LOT OF LOVE.
UM, WE NEED TO TAKE CARE OF THOSE THREE, UM, CRUCIAL, UM, ELEMENTS BEFORE THEY GET EVEN WORSE.
SO I ASK THAT WE PUT THAT MONEY BACK FAIR PARK VERSUS MATCHING A HUNDRED PERCENT.
I THINK OUR, UM, MATCH FUNDINGS ARE OUR BEST OPPORTUNITY TO UTILIZE OUR TAXPAYERS MONEY FOR THE MOST BANK FOR THE BUCK.
SO I THINK WE'RE MISSING THE MARK WHEN WE CUT OUR, UM, LARGE PARTNER MATCHES.
UM, I THINK, UM, IT SHOULD BE A DOLLAR FOR DOLLAR MATCH IF WE DON'T HAVE THOSE DOLLARS.
UM, THAT'S A HARD, UM, UH, CUT THAT WE'RE GONNA HAVE TO MAKE.
BUT I DO BELIEVE THAT IT SHOULD BE DOLLAR FOR DOLLAR MATCHES ON ALL OF OUR LARGE, UM, MATCH TO TWO.
LIKE IF THEY, IF WE GIVE DOLLAR, THEY NEED TO GIVE $2.
THAT'S WHAT WE DECIDED IN THE BOAT.
WHEN DID WE DECIDE THAT I CAN PULL THE DATE? REALLY? OKAY.
SO WE'LL GIVE $2 AND NO, WE GIVE $1.
SO THEY HAVE, THEY HAVE TO DO TWO FOR ONE MATCH.
SO TWO FOR ONE MATCH WITH NO EXCEPTIONS.
UM, I THINK THAT, YOU KNOW, PEOPLE SHOULD BE, UH, YOU KNOW, STEPPING UP AND, YOU KNOW, FIGHTING FOR, YOU KNOW, THEIR CHA CHUNK OF THE PIE.
UM, AND, UM, WE'VE GOT A LOT OF GOOD PROJECTS.
NOBODY WANTS TO SEE ANYTHING CUT.
IT'S NOT PERSONAL, BUT IT IS PERSONAL WHEN, YOU KNOW, IT'S OUR NEIGHBORHOODS THAT WE LIVE IN AND WE DEAL WITH OUR, UM, NEIGHBORS ON A REGULAR BASIS AND WE'RE, UM, TRYING TO BE GOOD STEWARDS OF THEIR MONEY.
THANK YOU, MR. AND AS YOU ARE LOOKING, YOU KNOW, I WOULD HIGHLY ENCOURAGE TO SEE THAT WHAT YOU CAN CONVINCE YOUR COUNCIL MEMBER TO APPROVE, BECAUSE THEY NEED ALL THEIR SUPPORT TO GO THROUGH THE COUNSELING MEETING.
SO KEEP THEIR THOUGHTS AND PERSPECTIVE IN MIND TOO.
UH, MR. GOLDSTEIN, SHE MIGHT HAVE TO STEP OUT FOR A MINUTE.
SO, MS. RICE, THANK YOU SO MUCH, PRESIDENT AGARAL.
AND, UM, I ALSO WANNA REITERATE WHAT MY COLLEAGUES HAVE SAID IS JUST, UH, THANK YOU SO MUCH TO THE STAFF FOR, UH, DIRECTOR JENKINS.
UM, THAT HAS DONE TREMENDOUS WORK.
I KNOW THIS HASN'T BEEN EASY AT ALL.
UM, I HAVE BEEN STRESSING SO HARD
I KNOW ALL OUR COMMUNITIES DESERVE, UM, DESERVE A CHANCE.
SO I WAS VERY, UH, PLEASANTLY SURPRISED TO SEE THAT, UM, MORE PROJECTS HAVE BEEN ADDED TO DISTRICT FIVE.
UM, AND MANY OF THESE PROJECTS HAVE A SIGNIFICANT IMPACT.
LIKE EVEN, YOU KNOW, AT GATEWAY PARK, YOU SEE A, ACROSS FROM THE PARK, THERE'S, THERE'S SOCCER FIELDS.
AND EVERY WEEKEND YOU SEE PARENTS SITTING OUT THERE IN THE SUN.
[00:30:01]
HORRIBLE.IT'S JUST ABSOLUTELY, IT'S PROBABLY THE WORST PARKING LOT THAT WE HAVE IN, IN DISTRICT FIVE AND PARK.
SO, I MEAN, I'M LIKE, MAN, OUR COMMUNITY DESERVES BETTER.
SO SEEING THAT, SEEING, UM, UM, THE LOOP TRAIL ATTITUDES ST.
AUGUSTINE PARK, THERE'S ABSOLUTELY, YOU KNOW, YOU SEE A LOT OF PARENTS, A LOT OF KIDS.
THERE'S ABSOLUTELY, IT'S, IT'S BEAUTIFUL SPACE.
THEY HAVE A, A PAVILION OUT THERE, BUT THERE'S NOWHERE TO WALK AROUND THE PARK.
SO THERE'S SOME REALLY BEAUTIFUL PROJECTS THAT WILL ADD TO THE QUALITY OF LIFE AND WILL BRING SO MANY OPPORTUNITIES TO THE COMMUNITY.
SO I'M REALLY THANKFUL THAT I'M STILL PROCESSING, I'M LOOKING AT EVERYTHING.
BUT, UM, UH, JUST, UH, THANK YOU FOR CONSIDERING, UM, ALL OF THESE PROJECTS.
AND I AM ALSO THANKFUL THAT, THAT, UM, FOR PROTECTING PLAYGROUNDS.
I MEAN, I THINK, UM, DISTRICTWIDE NOT JUST IN DISTRICT FIVE, BUT I MEAN, DISTRICTWIDE, CITYWIDE PLAYGROUNDS PLAY AN IMPORTANT ROLE IN EQUITY IN ALL OF OUR COMMUNITIES.
SO THANK YOU FOR PROTECTING OUR PLAYGROUND.
SO REALLY THAT'S, THAT'S, UH, YOU KNOW, THAT'S, THAT'S PRETTY MUCH ALL I HAVE TO SAY RIGHT NOW.
UM, THANK YOU FOR REALLY TAKING AN EQUITY INTO ALSO, YOU KNOW, I DON'T, I DON'T WANT OUR, OUR PARTNERS TO BE AFFECTED, BUT I MEAN BETWEEN, BETWEEN THEM AND OUR, OUR PLAYGROUNDS.
I MEAN, OUR COMMUNITIES, UM, ARE THE ONES THAT ARE THAT I, I WANNA PROTECT OUR COMMUNITIES.
YOU KNOW, I WANNA TAKE CARE OF OUR PARTNERS, BUT ALSO, UM, OUR COMMUNITIES ARE IMPORTANT AND THEY DESERVE BETTER.
SO THANK YOU FOR THIS IMPORTANT WORK.
UM, THAT'S ALL I HAVE TO SAY RIGHT NOW.
RIGHT, RICE, UH, AND, UM, MR. GOLDSTEIN STILL, HANG ON.
I KNOW THIS WAS CHALLENGING TO GET DOWN TO THE 350 MILLION MEMBERS.
AWESOME JOB WITH THE TEAM WORKING QUICKLY TO DO THAT.
THANKS FOR PRIORITIZING THE TRANSFORMATIONAL PROJECTS, PLAYGROUNDS, TRAILS, PARTNER PROJECTS.
I THINK YOU HEARD FROM THE
AND SO I THINK WE DETECTED THOSE IMPORTANT THINGS.
UM, I KNOW I'M IN THE MINORITY ON THIS, SO I THINK I AM, BUT I'M SAD TO SEE ANY OF THE INDOOR TENNIS OR RACKET SPORTS FACILITIES NOT IN HERE.
I FIGURED THAT WAS COMING, GIVEN THE CUTS.
BUT WE'RE THE NINTH LARGEST CITY IN THE COUNTRY.
WE DON'T HAVE A SINGLE PUBLIC INDOOR TENNIS COURT, RACKETBALL, COURT PICKLEBALL FACILITY.
UM, WE'VE GOT TO FIGURE OUT A WAY TO DO THAT, UH, WHETHER IT'S THROUGH THE BOND OR OTHERWISE.
AND SO IF WE'VE GOT A BACKUP LIST, I DON'T KNOW WHERE ELSE WE COULD CUT FROM HERE, BUT WE'VE GOT A BACKUP LIST.
WE COULD WORK ON THE COUNCIL MEMBERS TO PUT IN, YOU KNOW, 10 MILLION OR 15 MILLION SOMEWHERE TO MAKE THIS PROJECT A REALITY.
IT'S AN ECONOMIC TO BE AN ECONOMIC DEVELOPMENT DRIVER.
THAT'S HOW WE GOTTA LOOK AT THESE PROJECTS.
AND SO, HOWEVER WE GET THAT IN, I DON'T KNOW IF IT'S A BOMB OR SOME WAY, BUT WE DESPERATELY NEED INDOOR PUBLIC RACKS OR FACILITIES THAT WE DON'T HAVE.
REALLY PLEASED WITH HOW THIS HAS TURNED OUT AND, AND, YOU KNOW, THAT ONE UNIT ISSUE AND, UM, APPRECIATE EVERYBODY'S EFFORTS.
SECOND, MR. GOLDSTEIN, GORDON VOTES FROM YOU.
I THINK STAFF'S GOT ENOUGH PRAISE.
SO NO, JARED, CHRIS DONE SO MUCH.
HAVE, UM, I DO HAVE ONE QUESTION 'CAUSE I THINK I MISSED IT EARLIER.
THE WHITE ROCK CREEK TRAIL, I THINK IT WAS THE, WAS IT PREVIOUSLY AT 8 MILLION ON
WE'LL HAVE TO REALLY LOOK AT, YOU KNOW, THIS IS THE WHOLE THING NEEDS TO BE.
SO IT'S, IT'S, WE REALLY HAVE TO LOOK AT, DO WE TARGET TROUBLESOME SECTIONS AND TRY TO GET THOSE FIXED FOR OPPORTUNITIES.
WE NOW START LEVERAGING THAT FUNDING AS WELL.
SO I THINK GETTING IT IN THERE WITH IT IS REALLY GONNA GET US OPPORTUNITIES.
UH, BUT WE WOULD HAVE TO SEE IF IT'S, IF WE HAVE TO DO IT ON OUR OWN, WHAT CAN WE REALLY GET DONE NOW? OKAY, SO I MEAN, WE'LL WE WILL BE AGGRESSIVE ABOUT SPEAKING OTHER SOURCES.
MAYBE GET THAT NUMBER BACK UP.
UM, THE ONLY OTHER THING I'D SAY IS I JUST SECOND EVERYTHING, UH, MR. BLAIR SAID ABOUT GETTING THE ZOO BACK TO, UH, 30 MILLION.
AND I THINK HIS, UM, PROPOSAL IS A GOOD WAY TO DO IT.
I DO THINK IT'S INCREDIBLY IMPORTANT THAT WE FULLY FUND THAT MATCH OPPORTUNITY, UM, AT 30 MILLION AND, AND THAT, THAT IS WHAT WE SEND TO THE CITY COUNCIL.
SO I'LL BE SUPPORTING MR. BLAIR.
[00:35:01]
HIM.HE IS NOT HERE, BUT HE'LL COME BACK HERE FOR IT.
AND I DO MEAN IT'S HAPPY NEW YEAR,
I STAFF DESERVES ALL THE CREDIT.
UH, AND I AGREE WITH SCHOOL, YOU SAID ABOUT LET'S GET THIS THING.
ESPECIALLY IF, UH, BOARD MEMBER BLAIR IS WILLING TO TAKE SOMETHING FROM HIS OTHER, UH, ENTITIES TO DO TO SUE.
I THINK WE DEFINITELY, BUT ALSO WHAT WE NEED TO LOOK AT HER.
AND I WAS TAUGHT AS, AS A KID, YOU KNOW, I GOT MY FIRST BICYCLE.
MY MOTHER SAID, YOU GOT SOMETHING, DON'T BE WORRIED ABOUT WHAT YOUR NEIGHBOR'S GOT.
HE, YOU KNOW, UH, CAN'T MAKE EVERYBODY HAPPY.
THEY SHOULDN'T BE ANY SIBLINGS RIGHT HERE.
WHAT STAFF HAS DONE AND MAKE THESE CUTS.
UH, UH, WE SHOULD SUPPORT THAT WHOLEHEARTEDLY.
AND I'M JUST EXCITED TO BE EXCITED.
YOU KNOW, HOW CAN YOU GET EMPATHY IF YOU DON'T SHOW ANY EMPATHY? SO I THINK WHAT THE STAFF HAS DONE, AND WE'VE TAKEN CARE OF A LOT OF OUR DISTRICTS, UH, MY FATHER'S ROOMMATE, MR. DICKEY WAS SAYING THAT EARLIER AND WHAT LANE WAS SAYING, UH, WE'RE HERE TO BE GOOD STEWARDS TO SUPPORT THIS DEPARTMENT AND THE STAFF AND OUR DIRECTORS.
THANK GOD I'M HERE TO SAY HAPPY.
UM, I DON'T HAVE A, JUST A COUPLE THINGS THAT I REALLY WANNA BRING UP.
I'LL FOLLOW IF MR. HARRISON COME BACK, I'LL, I'LL ALSO SUPPORT YOU, SCOTT
UM, AND YOU GUYS KNOW I'M A BIG SPORTS GUY AND, AND MY MAINTENANCE DEPARTMENT, MS. JOHNSON, I KNOW THAT SHE WAS LOOKING FORWARD TO SOME OF THESE PROJECTS IMPROVEMENTS.
AND SO I'M GONNA, I'M GONNA FIGHT NOT, NOT NECESSARILY FOR THIS BOND PROJECT, BUT IT NEEDS TO BE THE OVERALL BUDGET.
I NEED A BIGGER BUDGET FOR MAINTENANCE ON THEIR FIELDS.
IF IT'S NOT HERE, IF IT IS THE YEAR, YOU KNOW, WHAT'S RACHEL AT? GET THOSE, GET THAT PENCIL OUT, RACHEL.
START WORKING OUT THE NUMBERS FOR MAINTENANCE TO GET THE ATHLETIC FIELDS IMPROVED 'CAUSE THEY NEED IT.
AND, AND I'M FIRSTHAND ALL THE TIME ON 'EM ACROSS THE WHOLE CITY FROM CROWN PARK TO SAMUEL TO HOBBY AND
YOU KNOW, THEY ALL NEED SOMETHING, WHETHER IT'S ONE FIELD OR TWO FIELDS, OR MAYBE THEY BLOOD.
I KNOW WE'RE GETTING MORE BASEBALL FIELD FIXED WITH DISD BEING A PARTNER, BUT IT'S ALSO WAS ONE OF OUR EYESORE.
SO ATHLETIC FIELDS ARE, I, I KNOW IT'S EASY FOR ME TO SAY THAT BECAUSE I'M IN 'EM ALL TIME ON ALL THE TIME.
WE GOT RUAN FIXED, BUT IT'S GONNA BE FIXED NEXT YEAR.
SO WITH THE PRO, WITH A PARTNERSHIP THAT WE HAVE, BUT WE GOTTA MAKE SURE THAT WE TAKE CARE OF 'EM AND WE HAVE 'EM SAFE DURING THIS, DURING THIS PAST SUMMER, SOME WERE CRACKING, UH, FOR DIFFERENT REASONS, RIGHT? NOT JUST 'CAUSE OF WATER, JUST 'CAUSE D DIFFERENT REASONS THEY'RE CRACKING.
BUT WE MAKE SURE WE, WE CAN GET THE BUDGET TO THE MAIN DEPARTMENT THAT CAN, IT CAN GET THE FOLLOW UP.
SO EVEN IF WE REMOVE IT HERE NOW, WHICH I CAN LIVE WITH, I'VE GOTTA MAKE SURE WE HAVE A PLAN TO GO BACK TO PAR WHERE THEY NEED TO BE.
I KNOW IT CAN BE CHAMPIONSHIP FIELDS CONSTANTLY.
'CAUSE OUR, OUR, OUR CITY DOES USE 'EM.
OUR, OUR COMMUNITY USES THEM AND THEY SOMETIMES WEAR 'EM OUT MORE THAN WE WOULD LIKE, BUT IT'S JUST SOMETHING THAT WE NEED TO MAKE SURE THAT WE COME BACK AROUND AND MAKE SURE WE HAVE GOOD FIELDS FOR OUR YOUTH, OUR ADULTS AND EVERYBODY INVOLVED HAS 'EM.
SO JUST, JUST WANT PUT THAT THERE, THAT IF, IF WE'RE NOT GONNA DO ANYTHING FOR HIM IN THE YEARLY BUDGET, THEN WE NEED PUT 'EM BACK IN THIS BOND.
ACTUALLY, THIS BOARD WILL COUNT ON YOUR LEADERSHIP TO PUSH STAFF TO MAKE SURE WE LIVE TO WHAT MR. JENKINS IS PROMISING SINCE WE WON'T HAVE IT HERE AND HE NOT HAS DELIVERED WHAT HE HAS PROMISED US.
MR. KARIMI, GOOD AFTERNOON, PARK BOARD MEMBERS.
MR. PRESIDENT, UH, CAN YOU HEAR ME OKAY? YES, SIR.
THANK YOU FOR THIS PRESENTATION.
UM, MS. TURNER NOTE WHERE DESERVES THAT VACATION SHE'S ON AND I HOPE SHE'S ON IN THE CARIBBEAN WITH A UMBRELLA DRINK IN HER HAND.
UM, ALRIGHT, SO I AM, UH, I'M, I'M, I'M PLEASED.
I'M SUPER THRILLED WITH, UH, DESPITE, I MEAN, THE CUTS, RIGHT? UM, NO, NO, NO MAJOR ISSUES FOR ME.
ALL THE CUTS FOR DISTRICT 14 ARE FAIR.
UM, WE'VE ALREADY COMMUNICATED SOME TO OUR, UH, PARTNERS.
UH, AND I JUST WANNA THANK YOU FOR A COUPLE OF THINGS.
AND THANK YOU FOR KEEPING THE MOST EXCITING THING ON SOCIAL MEDIA RIGHT NOW, GOING SKATE PARKS.
THANK YOU FOR NOT TOUCHING THEM.
[00:40:01]
I DO SUPPORT MR. BLAIR'S, UH, IDEA FOR THE ZOO.UH, MS. COLLINS, THANK YOU EVERYONE.
UM, I DON'T SUPPORT MR. BLAIR'S IDEA FOR THE ZOO.
UM, ONLY BECAUSE I DON'T THINK, UH, IF, UM, I THINK ONLY MR. HUERTA, PRESIDENT AGARWAL AND I WERE THERE TODAY AT THE SOUTHERN GATEWAY GROUND MAKING, WHICH WAS RE VERY WELL ATTENDED, VERY IMPRESSIVE.
BUT I, I THINK I SAID THIS AT A LA ONE OF OUR, TWO OF OUR PREVIOUS MEETINGS.
BUT THAT $15 MILLION MATCH IS NOT A DOLLAR SHORT OF 15 MILLION.
IT IS NOT 14, IT IS NOT 14 FIVE.
IT IS A REQUIREMENT TO UNLOCK $40 MILLION FOR R 15.
UM, AND SO I DON'T SUPPORT TAKING AWAY FROM OTHER PARTNERS TO FULFILL THE ZOO.
I WANNA SEE THE ZOO FULLY FUNDED AT 30 MILLION.
AS WE'VE SAID BEFORE, UM, AS MANY OF US, I THINK THE WHOLE BOARD IS SUPPORTIVE OF THE ZOO'S, UM, FULFILLMENT, BUT NOT AT THE EXPENSE OF OTHER PARTNERS AS WELL.
FRANKLY, AND I KNOW THIS IS UNPOPULAR, I WOULD TAKE THAT SHORTAGE, THOSE SHORTFALLS FROM REC CENTERS.
AND $18 MILLION PER REC CENTER IS ASTOUNDING.
IT DOESN'T MEAN I DON'T LOVE REC CENTERS.
I, I THINK WE CAN GET THEM CHEAPER THAN $18 MILLION EACH.
I MEAN, EVEN TAKING, I WOULD EVEN IN DISTRICT 13 TAKE A MILLION OR A COUPLE MILLION FROM MARCUS TO BUILD THE DESPERATELY NEEDED SPRAY GROUND IN FAIR OAKS, WHICH IS HISTORICALLY UNDERSERVED, COMPLETELY DENSELY SATURATED, THE MOST DIVERSE PART OF THE CITY, MORE LANGUAGES ARE SPOKEN IN THAT PART OF OUR CITY THAN ANYWHERE ELSE.
SO WHEN WE TALK ABOUT EQUITY, LET'S BE FAIR, BECAUSE
SO, AND THEY HAVE NOTHING, ONLY A LIMITED PLAYGROUND AT FAIR OAKS PARK ACROSS FROM CONRAD HIGH SCHOOL.
SO THAT HAS, WE HAVE SO MANY KIDS UNDER THE AGE OF 10 THERE THAT WOULD BE SO WELL UTILIZED IN THE SUMMER BECAUSE SO MANY OF THE PARENTS DON'T DRIVE BECAUSE THEY CAN'T.
SO I REALLY WANNA ADVOCATE FOR THAT COMMUNITY.
IN ADDITION, UM, I JUST, I THINK WE CAN STILL MOVE SOME THINGS AROUND.
I REALLY WANNA ADVOCATE FOR OUR SMALLER FRIENDS GROUPS THAT NOW WE HAD TO CUT A MILLION DOLLARS OUT OF SMALL MAR SMALL PARTNERSHIP MATCHES.
UM, I AGREE WITH, I WOULD LOVE TO SEE THAT FULFILLED, AT LEAST BACK TO 2 MILLION SO THAT WE CAN SUPPORT OUR PARTNERS, OUR SMALL FRIENDS GROUPS THAT ARE ADVOCATING FOR SKATE PARKS AND FOR DOG PARKS AND FOR, UM, TRAILS AND THINGS IN THEIR BACKYARD THAT MATTER TO ALL OF US ACROSS THE CITY.
I AGREE WITH MR. HUERTA ON ATHLETIC FIELDS.
MR. GOLDSTEIN AND I HAVE GOTTEN MORE COMPLAINTS FROM RESIDENTS ABOUT MOSS PARK AND THE MASSIVE CRACKS WHERE KIDS HAVE ALMOST BROKEN ANKLES JUST TRYING TO PLAY SOCCER.
SO WHETHER THAT'S GOING INTO ANNUAL MAINTENANCE FUNDING, BUT ATHLETIC FIELDS ARE A WAY THAT A LOT OF OUR, UH, ADULTS AND KIDS UTILIZE OUR PARK SYSTEM.
SO WE NEED NOT FORGET ABOUT THEM.
AND LASTLY, UM, JARED, YOU'VE ALREADY HEARD ME TALK ABOUT THIS.
I REALLY WOULD, IF THERE IS A WAY TO GET THOSE BACHMAN, UM, PEDESTRIAN BRIDGES ADDED BACK IN.
WE HAVE PROMISED THOSE NEIGHBORS FOR OVER SEVEN YEARS THAT WE WOULD FIND A WAY TO GET THOSE FUNDED.
AND THEY'RE NOT THAT EXPENSIVE.
AND, UM, THEY'VE COME WITH MATCH FUNDING, THEY'RE BUILDING NATURE TRAILS NOW.
I MEAN, THAT WOULD JUST BE SUCH AN IMPORTANT, UM, ADDITION TO THE BACHMAN COMMUNITY.
I KNOW MR. DICKEY WOULD SUPPORT THAT AS WELL.
SO, UM, ANYWAY, THAT'S ALL MY, UM, COMMENTS AT THE MOMENT.
UH, DID THAT ALLY HAVE, UH, HAD, IT SEEMS, IF I, AND JANET, CORRECT ME IF I'M WRONG, UH, MAJOR, UH, CHANGE I HEAR IS FUND ZOOM COMPLETELY.
WE HAVE QUITE A FEW PEOPLE AGREEING ABOUT MR. BLAIR, UH, SUGGESTED.
BUT LET'S SEE WHAT
UH, ANOTHER DANIEL WANTED ANOTHER MILLION DOLLARS FOR FAIR TALK.
UH, THEN ATHLETIC FIELD, UH, JR DID SHOW CONCERN, BUT HE, UH, FEELS, I THINK, YOU KNOW, IF IF THE STAFF CAN DO MAINTENANCE WITHIN THE INTERNAL BUDGET, THEN HE'S OKAY WITH IT.
[00:45:01]
HAD QUITE A FEW OF THOSE I COULD EVEN KEEP UP WITH THE LOT OF.BUT I THINK THOSE ARE THE CLEAR ONES.
SO IS EVERYONE IN AGREEMENT? I'LL TAKE, FIRST THING FIRST IS TO FUND TWO 30 MILLION, THEN WE'LL START FROM WHERE IT COMES ON.
SO IT SEEMS NO
SO, SO LET, LET'S DEAL WITH THE, YOU KNOW, ZOOM.
SO I THINK, YOU KNOW, IT SEEMS LIKE EVERYONE IS AGREEMENT THAT WE SHOULD TAKE, UH, ZOOM TO, UH, $30 MILLION.
SO ONE OPTION WAS WITH MR. HARRISON SAID, YEAH.
SO, UH, YEAH, MR. JENKINS SAID, I THINK, YOU KNOW, HE AGREES.
AND, UH, KIND OF, AND, UH, MS. COLLINS, I AGREE WITH YOU AS WELL.
SO A MILLION DOLLAR MS. JENKINS IS TAKING AWAY FROM THE CREATION CENTER TO COME TO THE ZOO.
SO ZOO GETS FUNDED WITHOUT CUTTING SOUTHERN GATEWAY AND, UH, WATER COMMONS.
UH, SO THAT TAKES CARE OF OUR, IS EVERYONE, UH, DO YOU WANT TO FLOW THE PLAN OF, UH, SO YOU'LL JUST, UH, YOU WILL, UH, DECIDE WHICH RECREATION CENTER YOU'LL DO.
YOU'LL STILL THE SCOPE, ALL THEM GONNA REDUCE DOWN 17 POINT, WHATEVER,
SO WITH THAT, UH, TAKE IT, IT TOOK ME CUTTING $2 MILLION FROM, UH, FROM THE REC CENTER FOR A MILLION TO GO INTO THE LOW AND MILLION TO GO INTO
SO WITH THAT, I'LL START DISCUSSION MR. DEKE FIRST, AND WE CAN USE, UH, UH, TO KEEP IT EASY, LET'S USE THE MONITOR.
UM, YEAH, I JUST WANTED TO DIG A LITTLE DEEPER INTO THE DESIGN TO SCOPE CONCEPT ON THE REC CENTERS, UH, ON THE COMMUNITY BOND TASK FORCE.
ONE OF OUR MEMBERS IS A FORMER CITY MANAGER OF ONE OF OUR SUBURB CITIES.
AND HE, HE RAISED AN INTERESTING QUESTION ABOUT REC CENTERS WHEN HE, WHEN IT WAS LIKE 20 MILLION, 20 MILLION, 20 MILLION.
AND HE WAS WONDERING IF THERE MIGHT BE SOME SAVINGS BY DESIGNING MORE SPECIFICALLY TO THE COMMUNITY.
AND, AND THEN THAT SOUNDED, WHEN I HEARD YOU SAY DESIGN TO SCOPE, UH, I, WHEN I HEARD YOU SAY IT, SO GONNA BE ACROSS THE BOARD.
BUT I JUST WONDER THAT IS, IS THAT, 'CAUSE IT MADE A, WHEN HE'S TOLD ME THAT, IT SOUNDED LIKE IT MADE A LOT OF SENSE.
UH, 'CAUSE IF YOU DON'T NEED THE FULL 20, IF YOU, IF YOU MODIFIED THE DESIGN BY, IS THAT KIND OF WHAT YOU'RE TALKING ABOUT? THAT'S CORRECT.
WELL THAT MAKES ME REALLY HAPPY.
I THINK THAT'S A REALLY GOOD WAY TO GO SUPPORT THAT.
UH, MR. BLA, THANK YOU MR. PRESIDENT.
UH, I FULLY SUPPORT FINDING THE $2 MILLION FROM OUR, UH, SCOPE PROJECT AND FINDING A WAY TO PUT IT INTO FAIR PARK AND INTO THE ZOO AND FAIR PARK.
IT'S SPECIAL BECAUSE I GREW UP WITH THAT AMERICAN MUSEUM.
THERE WAS ACTUALLY AN AFRICAN AMERICAN CAMP, UH, AND THEY PROVIDE A LOT OF SERVICES.
AND I KNOW, UH, ANY FURTHER CUTS TO THEM, THEY'VE ALREADY TAKEN A MILLION DOLLAR HAIRCUT.
THAT'S A VERY IMPORTANT ASSET.
HUNDREDS OF MILLIONS OF DOLLARS INTO IT.
LET'S MAKE SURE ALL THE ASSETS ARE TAKEN CARE OF IN THERE.
SO I FULLY SUPPORT MR. WOOD AND THIS DISTRICT, UH, AND I ALSO FULLY SUPPORT THE ADDITIONAL WILLIAM FOR THE SUIT.
THANK YOU, UH, MR. DIRECTOR FOR MAKING THAT HAPPEN.
AND MR. JENKINS, I THINK BEFORE I GO TO THE CREATION CENTER WHERE YOU ARE PLANNING THIS REDUCTION, I KNOW, FRUSTRATING.
AND I JUST WANT TO MAKE SURE THAT WE ARE NOT CUTTING IT TO THE LEVEL THAT, YOU KNOW, THEY JUST BECOME BARE BONES.
'CAUSE RATHER THAN YOU, I CUT A RECREATION CENTER.
UH, 'CAUSE INITIALLY EVEN WE ARE DISCUSSING EVEN MILLION DOLLAR WAS A STEEP CUT.
SO WE NEED TO SUPPORT ALL THAT.
BUT, UH, JUST WANT TO, YOU KNOW, UNDERSTAND THAT.
SO MR. DICKEY POINT, WHEN WE SAY DESIGN THE SCOPE, I MEAN THERE'S GONNA BE SOME THINGS LIMITED.
YOU ALSO, IF WE WERE PLANNING ON ER BUILD, I THINK THESE ARE NOW
I THINK OUR AVERAGE REC CENTER IS ABOUT 16.
[00:50:01]
SO, AND THEN THE COST NEEDS SO MUCH MORE.SO A LOT OF THAT IS KIND OF BUILT IN FOR INFLATION
SO THAT'S THE RISK YOU TAKE THAT YOU MAY NOT GET 25,000 SQUARE FOOT, RIGHT.
YOU MAY ONLY GET ONE OF OUR TYPICAL 16,000.
YOU WON'T HAVE ANY HOPE OF GETTING A SENIOR ANCE, THAT'S FOR SURE.
OR A WILLOW B JOHNSON, THE WAY THAT REC CENTER LOOKS TO THEM.
IT'S DEFINITELY GONNA BE REDUCED IN SQUARE FOOTAGE.
AND THAT'S WHERE I WANT TO CONSIDER, I THINK I'D RATHER CUT ONE RECREATION CENTER RATHER THAN DOING CHECK MARKS THAT OKAY, WE HAVE BUILT RECREATION CENTER SINGING HELL TODAY YOU GO, YOU, YOU, THAT'S BETTER THAN ANY PRIVATE, UH, CHAIN OR COMMUNITY EXPLOIT IN IT.
AND IF YOU ARE BUILDING THE NEW ONE TO BE THE RECREATION CENTER FOR FUTURE.
SO I THINK CUTTING A BILLION DOLLAR IS STEEP NOW GOING 2 MILLION.
I I, I FEEL THAT, I THINK WE DEFINITELY, THE MONEY WILL COME, WE'LL START IN
SO, UH, THAT, THAT'S WHERE, YOU KNOW, ANYWAY, THIS ONE JUST GO AHEAD.
UM, I'M DEFINITELY IN SUPPORT OF TAKING FROM SOMEWHERE ELSE AND PUTTING IT SOMEWHERE ELSE.
I THOUGHT WHEN YOU WERE, WHEN DANIEL WAS MENTIONING WITH BEAR PARK, IT WAS GONNA ALSO GO TO, UM, THE DISCOVERY GARDENS.
SO I JUST WANNA MAKE SURE THAT, THAT THAT'S DIVVIED UP IN THERE.
I I DEFINITELY GO TO THE AFRICAN AMERICAN MUSEUM OFTEN BECAUSE OF ALL THE DIFFERENT EXHIBITS, AND I DEFINITELY KNOW IT NEEDS SOME RENOVATION, BUT I ALSO KNOW THAT SO DOES DISCOVERY GARDEN NEEDS A LOT OF LOVE TOO.
SO I JUST WANTED TO MAKE SURE WE KNOW.
YEAH, THE FAIR PART, LIKE WHAT WE ARE GIVING THE SCOPE, THEY'RE SAYING, BECAUSE EVERY, AND, AND PLEASE DON'T WANT TO COME A WRONG WAY EVERY TIME WHEN WE ARE TALKING FAIR PART ONLY THING I DISCUSSED IS, WHICH WE ALL LOVE AFRICAN AMERICAN MUSEUM.
SO IN NAME OF THAT MUSEUM, I, WE DO, WE KEEP ON, YOU KNOW, WE JUST CAME UP WITH ANOTHER TICKET SURCHARGE AND ALL THAT.
WHAT IS THE SCOPE? YOU KNOW, HOW DO WE KNOW AFTER THAT THEY WILL SERVICE, UH, EVEN IF WE GIVE 3 MILLION, WHY CAN'T WE SPECIFY THAT THEY NEED TO SERVICE AFRICAN AMERICAN MUSEUM FAIR PART, THE FAIR PARK.
SO WHAT, WHEN WE ARE GIVING THIS MONEY TO THE FAIR PARTS, FIRST OF COURSE GO TO FAIR PARK, RIGHT? YEAH.
SO, BUT BECAUSE THIS WOULD BE BOND MONEY, WE WOULD DETERMINE WE WOULD WORK IN COLLABORATION WITH
UH, I, YOU KNOW, FOR FULL DISCLOSURE, I CAN TELL YOU ONE OTHER REASON I AGREED TO CUT THE REC CENTERS EARLIER, BUT 1 MILLION AND WHEN I DID REDUCE 'EM DOWN TO 18 IS BECAUSE I'M LIKE, AT THE END OF THE DAY, I DO KNOW, I STILL KNOW THE COUNCIL'S GOING TO GET DISCRETIONARY MONEY.
UH, SO THAT'S WHAT IS YOU'RE SUPPORTING.
SO MR. JEN, PLEASE, WE HAVE THE PROJECT LIST, WHICH WE HAVE FOR WHATEVER WE ARE PROPOSING FOR THE FAIR PART, OR THAT'S THE DECIDED, I MEAN, JUST, JUST, I MEAN, I KNOW TRENT THEM CAN GIVE YOU MORE DETAIL, BUT WE KNOW YOU CAN WALK INTO AFRICAN AMERICAN MUSEUM AND I ASSURE YOU, $3 MILLION GONNA BE A DROP INTO THE BUCKET.
YOU CAN DEFINITELY WALK INTO THE DISCOVERY SQUARE AND YOU ARE, ONCE AGAIN, IT IS A DROP IN.
I CAN'T SPEAK ON THE DISCOVERY GUARD IF I HAVE AN OPINION.
THE OTHER TWO, UH, YEAH, MR. WOOD, UM, I JUST THANK YOU.
UM, THE, THE FOR CLARIFICATION AT FAIR PARK, THERE IS UNLIMITED AMOUNT OF STUFF THAT TO BE DONE.
AND THEY ARE WORKING ON A NEW EXECUTIVE DIRECTOR AT FAIR OR AT TEXAS DISCOVERY GARDENS.
AND IT'S ALSO RIGHT NOW UNDER AN RFP, UM, FOR THE BEST PROPOSAL FOR THAT SITE.
SO THAT OWNERSHIP COULD CHANGE, OR THE MANAGEMENT OF THAT COULD CHANGE.
UM, AND AT THAT POINT, WE'RE GONNA HAVE TO PUT SOME INVESTMENT INTO THAT, UM, TO BRING IT UP TO STANDARDS BECAUSE WE CAN'T EXPECT SOMEBODY TO BRING, YOU
[00:55:01]
KNOW, UNMANAGED BUILDINGS OR UNMAINTAINED BUILDINGS UP TO CODE, UM, BEFORE THEY TAKE OVER.SO I THINK WE'RE GONNA SEE A NEED FOR THAT, UH, MONEY.
SO THAT MONEY'S GONNA BE WELL SPENT AT FAIR PARK.
UM, AND IT'S A DROP IN THE BUCKET FOR WHAT THEY'RE PUTTING IN BECAUSE THEY'RE MATCHING, UM, YOU KNOW, THE REQUIRED TWO FOR ONE.
IT'S A LITTLE BIT HIGHER THAN THAT ACTUALLY, WHAT THEY'RE BRINGING IN.
UM, WHICH WE SHOULD GET SOME MORE, YOU KNOW, GOOD DONATION NEWS VERY SOON.
UM, BUT OVERALL, SEEING, YOU KNOW, A LITTLE BIT CUT FROM EACH REC CENTER, UM, I THINK THAT THERE'S AN OPPORTUNITY FOR COMMUNITIES TO, UM, FOR US TO GET CREATIVE, UM, WITH PARTNERSHIPS LIKE JUANITA CRAFT BRINGING BAYLOR IN, UM, AND DOING A CLINIC MAYBE DOING, YOU KNOW, UM, MORE OF A COMMUNITY CENTER VERSUS JUST A REC CENTER, UM, TO TRY TO BRING IN SOME CITY MONEY.
UM, MAYBE WE CAN GET SOME, YOU KNOW, THE, THE COUNCIL COULD DO THEIR OFFICES IN SOME OF THESE REC CENTERS, YOU KNOW, JUST BRINGING IT TO MORE OF A COMMUNITY CENTER T THING.
UM, BUT I THINK THAT WE, WE DEFINITELY NEED TO FUND THE ZOO.
UM, I THINK WE'RE MISSING OUR MATCH.
WE PARTNER ARE LARGE AND I AGREE WITH, HOWEVER, THE SMALL PARTNERS, UM, ARE GONNA RUN OUT OF A MILLION DOLLARS VERY, VERY QUICKLY.
UM, I'M SITTING IN MY AREA, I KNOW THAT I'VE GOT SOMEBODY THAT'S READY TO PARTNER AND GET 200,000.
SO RIGHT THERE, THERE'S 200,000 OFF THE TABLE RIGHT OFF THE TOP.
SO, UM, YOU KNOW, WE'VE GOT, YOU KNOW, A LOT OF THAT.
UM, I KNOW WE'RE TAKING IT OFF THE REC CENTERS AND ALL THAT, BUT I DON'T, I DON'T NECESSARILY LIKE THAT.
UM, BUT WHATEVER THE BOARD AGREES ON, I I'M PERFECTLY FINE.
BUT WE ALSO HAVE ON PAGE 16 RENEW AND TRANSFORMATIONAL PROJECTS THAT WE CAN TAKE THE TWO MEDIUM FROM.
PAGE, PAGE, UH, PAGE 16 AND, AND MORE LIKE THE ONE I'M TALKING ABOUT, ONE PROJECT THAT HAS NOT BEEN TOUCHED IS INTERNATIONAL DISTRICT, SO WE COULD TAKE 2 MILLION FROM THERE OR WHATEVER DOLLARS WE NEED TO MATCH TO S FFY.
UM, EVERYTHING ELSE ON THIS PAGE HAS BEEN TOUCHED SEVERAL TIMES, BUT THAT ONE HASN'T CHANGED FROM DAY 1, 6, 7 MONTHS AGO.
BUT EVERYTHING ELSE ON THIS PAGE HAS BEEN TOUCHED SEVERAL TIMES JUST AT WHY OR WHATEVER THE BOARD DECIDES TO DO, UH, MR. TIKI.
AND I THINK THIS IS YOUR THIRD ROUND, MR. TIKI, RIGHT? OR SECOND, SECOND, THIRD.
FOR ME IT'S THREE, I THINK, BUT I'LL GIVE IN A MINUTE.
UM, I JUST WANNA SAY I AGREE WITH MR. HUERTA, UH, ON THE INTERNATIONAL DISTRICT, UH, ESPECIALLY WHEN IT COMES TO POSSIBLE COUNCIL DISCRETIONARY, UH, IF IT'S A MILLION OR TWO, I KNOW THAT THE COUNCIL MEMBER IS VERY PRECIOUS TO THAT COUNCIL MEMBER.
AND THAT REASON, YOU KNOW, I THINK IT'S GOT BIG SUPPORT AND SHE'S WORKED THE BACK OUT OF IT.
UM, AND SO THERE'S A POSSIBILITY THAT, THAT I KNOW IN MY DISTRICT, COUNCILMAN ADVICE BIG ON AQUATICS AND HE GAVE HIS ENTIRE 10 MILLION FOR AQUATICS IN THE DISTRICT SPACE, UH, AND IT MADE ALL THE DIFFERENCE IN THE WORLD.
SO I THINK IT'S A, TO ASK THE COUNCIL PERSON FOR A LITTLE HELP ON THAT WOULD NOT BE TOO BIG OF AN ASK TO GET SOME OF THESE OTHER THINGS.
NO, NO, YOU GO AHEAD, MR. PRESIDENT.
AND THEN I TOTALLY APPRECIATE THAT SENTIMENT, BUT I THINK AS BIG AS FAIR PARK IS, INTERNATIONAL DISTRICT IS THE MOST PRECIOUS UN MONETIZED PROPERTY IN THE CITY OF DALLAS.
AND COUNCIL PERSON WILL HAVE TO TAKE HELP FROM EVERY PLACE TO DO THIS.
SO, YOU KNOW, TO CUT FROM THERE, EVEN, I THINK AS MUCH AS WE WANT THAT SOON TO HAPPEN, THERE'S NOT EVEN AD SHOULD BE.
THIS IS BY, FROM INTERNATIONAL DISTRICT.
IT IS ON A PART OF THE TOWN, WHICH OF COURSE, YOU KNOW, HAS, IS NOT, UH, CALLED AS AN EQUITY PART.
BUT IF WE SEE SINGLE BIGGEST ASSET IN OUR CITY, WHICH IS UN MONETIZED, I THINK THE KIND OF ECONOMIC DEVELOPMENT THAT IS UNLEASH IT IS UNTHINK.
SO, SO I FEEL THAT SHOULD BE UNTOUCHED.
BUT MR. JENKINS NO, NO, I KNOW, I KNOW JEFF IS NOT ON THE LINE RIGHT NOW, SO, YEAH.
SO I WANT TO, SO HE CAN HEAR MY COMMENT.
UH, CAN I, CAN I SPEAK? WE CAN, YEAH.
[01:00:01]
YEAH.I DON'T KNOW THAT I CAN GET IT TO ACCESS ON MY PHONE AND Y'ALL, GEEZ.
YOU DON'T HAVE TO PUT HIM ON RECORD.
JUST LISTEN TO HIS TWO POINTS SO WE WON'T COUNT YOU AT I'M STOPPED.
THIS HAS GOTTA BE OUR HIGHEST PRIORITY PROJECT FROM AN ECONOMIC DEVELOPMENT STANDPOINT.
TRANSFORMATIONAL, WHERE, UM, WE'RE GONNA GET THIS MATCHED, UH, WITH ECONOMIC DEVELOPMENT FUNDS.
WE ABSOLUTELY HAVE TO FUND THIS.
IT'S THE TOP PRIORITY FOR DISTRICT 11.
ARUN, YOU ARE ABSOLUTELY RIGHT.
FROM A TRANSFORMATIONAL AND ECONOMIC DEVELOPMENT PERSPECTIVE, THIS IS A BLIGHTED AREA.
IT IS THE PRIMARY AREA IN NORTH DALLAS THAT NEEDS REDEVELOPMENT.
AND, AND TO ADD TO MR. KITNER, FINALLY WE ARE GETTING TRACTION.
WE HAVE EMBASSIES, WHICH ARE STARTING TO COME.
I THINK THERE IS A, YOU KNOW, THERE'S A PROCESS GOING ON WITH THE BUILDER WHO WAS TRYING TO BLOCK IT.
SO IT'S TAKEN YEARS, I THINK, MORE THAN I MAYBE IN, IN DALLAS TO GET TO WHERE WE ARE.
SO RIGHT NOW, THEY WILL DO DISSERVICE IF WE TOUCH THIS.
SO THERE'LL BE A LOT OF OTHER HELP NEEDED, WHICH I THINK IS, IS COMING TO THE PROCESS.
UH, MR. SLAUGHTER, I CAN HEAR YOU.
ALSO WHAT OUR PRESIDENT, UH, MR. MOON SAID, YOU KNOW, YOU HAVE TO THINK ABOUT WHY WE'RE HERE AND WE, AND WE, BEFORE WE GOT HERE ABOUT WHEN I COME, THIS IS NOT IN LIFE.
WHO, WHO CARES ABOUT? IF IT'S NOT IN YOUR DISTRICT, YOU SHOULD BE WORRIED ABOUT WHAT'S IT GONNA DO FOR THIS TOWN, FOR THE CITY, FOR, FOR EVERYBODY.
THAT'S WHAT ECONOMIC DEVELOPMENT, YOU KNOW, AND A SHOT IN THE ARM IS ALL ABOUT, YOU KNOW, IF WE GET SOMETHING LIKE THIS IN DALLAS, LIKE WE SHOULD HAVE HAD THE COWBOYS HERE OR THE RANGERS, I, I THINK IT'S GONNA BE THAT SAME EFFECT.
AND SO I SUPPORT THIS WHOLEHEARTEDLY.
YOU, WE DON'T NEED TO BE SAYING, WELL, WHY COME WE DIDN'T PUT THIS ONE IN, IN DISTRICT A, WHICH IS THE GREATEST DISTRICT IN THE TOWN,
SO I SUPPORTED WHOLEHEARTEDLY.
NO THANK, THANK YOU MR. SLAUGHTER.
OKAY, SO NOW I'M GOING TO SUM UP WHAT WE HAVE.
EVERYONE IS IN AGREEMENT THAT WE NEED TO GIVE ANOTHER MILLION DOLLAR TO THE ZOO.
UH, MR. UH, JENKINS, HE SAID HE CAN CUT $2 MILLION FROM, UH, THE REMEDIATION CENTER.
UH, MS. COLLINS HAD A VERY FAIR POINT.
THAT SMALL PARTNERSHIP MATCH, AND ESPECIALLY THE WAY NOW IS WHEN OUR FRIENDS GROUP HAVE BECOME ACTIVE AND THEY'VE STARTED REALLY GETTING TRACTION.
YOU KNOW, THEY'RE HAVING EVENTS, THEY'RE DOING PARTIES.
MILLION DOLLARS WILL GO AWAY FAST.
SO WHAT I PROPOSE, THE EXTRA $1 MILLION, WE SPLIT THAT BETWEEN FAIR PARK AND SMALL PARTNERSHIP MATCH.
SO I THINK EVEN FAIR PARK STILL GETS IT AND FAIR.
WE INCREASE OUR SMALL PARTNERSHIP MATCH BY HALF A MILLION.
SO, OH, SEE, THAT'S WHY I TOLD NOT TO TAKE HIM.
MR. MR. PRESIDENT, I HAD MY HAND UP FOR A WHILE.
I JUST WANTED TO GET A COMMENT IN, SO I'LL REPEAT IT.
I THINK, YOU KNOW, THROUGH EVERYONE IS AGREEING MILLION DOLLARS, UH, UH, FAIR PARK, UH, YOU KNOW, DISCUSSION IS WE NEED MORE MONEY.
UH, ANOTHER GREAT POINT, WHICH, UH, CALVER BROUGHT UP FOR SMALL PARTNERSHIP MATCH BECAUSE NOW IS WHEN THE FRAN GROUP ARE REALLY STARTING TO WORK AND ACTIVATE THE MATURING TO THE LEVEL WHERE THEY CAN USE IT.
SO EXTRA MILLION DOLLAR GOES TO THE ZOOM FROM WHAT IS CUTTING AND THE MILLION DOLLAR, WHICH COMES EXTRA HALF, UH, HALF A MILLION GOES TO FAIR PARK, HALF A MILLION DOLLARS GO TO SMALL PARTNERSHIP MATCH.
SORRY, I DIDN'T SAY, WHAT IS THE SMALL PARTNERSHIP MATCH REDUCED TO, AGAIN, LIKE, I, I THINK I MISSED THAT EARLIER.
RIGHT NOW IT'S MILLION DOLLARS.
I DON'T KNOW WHAT WAS EARLIER.
SO IT WAS REDUCED FROM TWO TO ONE.
AND I'M PROPOSING TAKE IT TO 1.5 BACK.
UM, I JUST WANNA REMIND EVERYONE THAT THIS, NOT THAT I'M AGAINST SMALL PARTNERS.
UM, IN 2017, WE HAD $2.3 MILLION AND IF IT WASN'T THROUGH THE DUE DILIGENCE OF SOME OF US NEW PARK BOARD MEMBERS, $700,000 WOULD'VE PROBABLY GONE UNUSED.
AND WE REALLY KIND OF STRUGGLED TOWARDS THE END TO GET THAT OUT THERE IN THE 11TH HOUR AND GET THAT $660,000 USED BY OUR SMALL PARTNERS.
SO IF WE, AND, AND REMEMBER 1 MILLION OF THAT WAS THE FRIENDS OF KATY TRAIL.
NOW THE FRIENDS OF KATY TRAIL ARE NO LONGER SMALL PARTNERS.
SO WE MIGHT BE GOING DOWN THE SAME ROAD.
UH, WE MAY NOT BE LEARNING FROM OUR MISTAKES.
I PERSONALLY DON'T BELIEVE WE NEED THAT MUCH IN SMALL PARTNERSHIP MATCHES, ESPECIALLY WHEN WE LOOK AT THE HISTORY OF 2017.
I WON'T BE OPPOSED IT, BUT I JUST WANT TO THROW THAT OUT THERE, THAT THINGS HAVE CHANGED A LITTLE BIT FROM 2017 AND WE NEED TO LEARN FROM THOSE MISTAKES.
UH, NUMBER ONE, UH, LOOK, EXL REC CENTER,
[01:05:01]
IT'S, IT'S, IT'S IMPORTANT TO ME.IT'S FOR THE GREATER OF THE CITY, BUT FOR TO TAKE $2 MILLION OUTTA REC CENTERS IS, IS NOT FAIR.
WHEN WE HAVE THESE OTHER BIG TICKET ITEMS, I'M GONNA THROW DREDGING OUT THERE.
LOOK, I DON'T REALLY KNOW WHAT DREDGING IS.
I MEAN, UNLESS THERE'S SCUBA, DRI SCUBA DRIVERS AND SNORKELERS OUT THERE THAT WANT CRYSTAL CLEAR WATERS, I REALLY DON'T KNOW WHAT DREDGING IS.
UM, IN THE INTERNATIONAL DISTRICT, LOOK, I GET IT, BUT A MILLION DOLLARS OFF OF THERE IS REALLY NOT GONNA HURT IT TOO MUCH.
THOSE TYPES OF PROJECTS, IN MY OPINION, HAVE HIGH PROBABILITIES FOR A BOONDOGGLE.
AND THAT'S WHAT CITIZENS ARE REALLY CAUTIOUSLY TELLING ME ABOUT.
AND I DON'T MIND SHARING THAT HERE.
WE NEED TO WATCH THOSE BIG PROJECTS.
SO TO TAKE IT ALL OUTTA REC CENTERS, SUPER UNFAIR.
I WON'T BE OPPOSED TO IT THOUGH.
I JUST WANTED TO THROW MY 2 CENTS, I THINK ON ING ONE.
BUT ING ONE IMPORTANT THING IS IT HAS SOME FEDERAL DOLLAR MATCH SO THAT THAT NUMBER MIGHT MR. KINI, AND AGAIN, LIKE YOU TECHNICALLY I DON'T KNOW, BUT I KNOW WHEN BACHMAN LAKE DRIVING DONE, IT MADE A HUGE DIFFERENCE TO WHAT HAS HAPPENED THERE.
AND THE MONEY REQUIRED IS ACTUALLY FIVE OR SIX TIMES MORE THAN THIS.
SO, BUT THIS GIVES US A CHANCE TO GET THE FEDERAL, UH, FEDERAL MATCH, CORRECT ME IF I'M WRONG, MONEY YOU HAVE FOR OH YEAH.
YEAH, THAT, THAT'S ANOTHER ONE IN THE BANK.
AND AS A POINT OF CLARIFICATION, I KNOW THIS KIND ROUND FOR ME, BUT $2 MILLION IS NOT OFF OF EVERY REC CENTER, JUST TWO A TOTAL, $2 MILLION TOTAL FROM ALL THEM.
I MEAN, I DON'T KNOW IF RUDY HAD, AND I GET IT, I GET IT.
AL'S A SMALL REC CENTER, IT'S NOT GONNA NEED A LOT OF MONEY AND, AND EVEN A TEAR DOWN REBUILD FOR A SMALL SPACE THAT PROBABLY WILL BE UNDER $18 MILLION.
BUT I NEED TO BE VERY CLEAR WITH MY CONSTITUENTS WHO WERE FIGHTING TOOTH AND NAIL FOR THAT REC CENTER, WHAT WOULD IT DROP IT DOWN TO? FROM 18 MILLION? SO WE'RE TAKING 2 MILLION FROM ALL THREE OF THOSE.
SO WE'D BASICALLY DROPPED YOU DOWN 350, 17 35, 17 35, 17 35.
THAT'S WHERE, GO DOWN TO MR. KARIMI 17.3.
AND I, I AGREE THAT THAT'S GONNA BE AN AREA THAT IT'S A SMALL FOOTPRINT ANYWAY, SO WE'RE GONNA HAVE TO DESIGN IT TO FIT IN THE FOOTPRINT.
SO, UH, YOU'RE SUGGESTING, I SUGGEST, UH, I MEAN FAR AS WAY Y'ALL DECIDED TO DO THE EXTRA MONEY, BUT I'M GOOD WITH THE TOO MANY, TOO MANY REDUCTION FOR THE RECREATION CENTERS AND, UH, MR. KINI TO ABOUT YOUR POINT OF, UH, KT TRAY USING IT AND ALL.
THEY ARE GETTING LARGE PARTNERSHIP MATCH.
AND I THINK WE WILL FIND A SYSTEM WHERE I THINK A LARGE PARTNERSHIP MATCH HAS BEEN DONE.
THEY WON'T QUALIFY FOR ANY, UH, OF THOSE OTHER MATCHES.
SO I THINK THAT THAT WOULD, BUT NOW IS WHEN OUR FRIEND GROUPS HAVE REALLY MATURED.
WE REALLY HAVE STARTED TO WORK.
SO TRUST ME, THIS MONEY WILL GO A LONG WAY TO PUT THAT LITTLE BENCH OR, YOU KNOW, DO THE WORK.
SO MS. COLLINS HAD A GREAT POINT THERE.
SO HALF A MILLION THERE WILL GO A LONG WAY IN TERMS OF, UH, MR. WOOD.
UM, SO I MEAN, ALL THINGS CONSIDERED, UM, IF FAIR PARK IS ON THERE FOR $4 MILLION, I CAN, I CAN SEE LEAVING THAT EXTRA MILLION IN THE REC CENTERS.
UM, I PERSONALLY WANT OUR REC CENTERS TO BE SUCCESSFUL AND, UM, FULLY FUNDED, UM, AS CLOSE TO POSSIBLE.
SO I WOULD SAY, YOU KNOW, LEAVE THAT MILLION DOLLARS IN THE REC CENTERS.
UM, WE'RE NOT GONNA BRING IT BACK WHOLLY TO FAIR PARK.
SO THINK I BELIEVE THAT, YOU KNOW, ADD THAT MILLION BACK IN.
NOW WE'RE JUST REDUCING OUR REC CENTERS BY A MILLION.
YEAH, THAT GOES FROM, YEAH, 3000, WHICH IS VERY MANAGEABLE.
I'M WORRIED WHEN YOU REDUCE ULTIMATELY JENKINS, YOU'LL HAVE TO START GETTING SOME WINDOWS OR DOORS AND ALL.
OKAY, SO MR. WOOD MADE A PROPOSAL JUST CUT MILLION DOLLARS FROM REC CENTER.
THAT MILLION DOLLARS GOES TO THE ZOO AND OTHERS.
I THINK WE FEEL GOOD ABOUT WHAT IS HERE AND, UH, HALF WITH SMALL PARTNERSHIP MATCH, I GUESS CI COLLINS.
UNTIL, UNLESS YOU HAVE ANY OTHER THOUGHTS, LEAVE THAT AT A MILLION.
SO, UH, SEEMS LIKE, I THINK I'M SEEING THE, WE ARE AGREEING TO THAT.
I'LL RECAP IT AGAIN, BUT, UH, MR. JENKINS HAS PROPOSED WE WILL ADOPT AS IT IS REDUCING MILLION DOLLARS FROM, UH, REC CENTERS, WHICH YOU WILL REDUCE EQUALLY FROM EACH PROJECT AND THAT
[01:10:01]
MILLION DOLLARS GO TO FUND, UH, SO WHICH WE BECOME 30 MILLION.WE GOOD? SO I DON'T THINK WE NEED TO VOTE ON IT.
DO WE NEED TO VOTE ON IT? SORRY.
I THINK WE HAVE A GREAT PROGRAM.
I REALLY BELIEVE, AND I THINK, I THINK WE CAN SELL IT TO, UH, YOU KNOW, THE COUNCIL, UH, BECAUSE EVERYONE HAS, YOU KNOW, REALLY SUBSTANTIAL PIECES HERE, WHICH THEY CAN GO AND TALK TO THEIR CONSTITUENTS AND BRAG ABOUT IT.
SO I, I FEEL, I THINK IT'S, IT'S A VERY STRONG PROPOSAL.
AND MR. JENKINS, AGAIN, THANK YOU FOR BEING SO CONSIDERATE AND REDOING IT AND REDOING IT AND REDOING IT AND COMING TO THIS LEVEL WITH THAT, WE ADOPT THIS.
UH, AND I THINK OUR DISCUSSION OF THE BOND ALLOCATION FOR $350 MILLION, UH, IS, UH, OVER TO GO TO THE SUBCOMMITTEE.
ANY OTHER POINT OF BUSINESS, UH, TODAY? ANYONE NEED TO MAKE ANY ANNOUNCEMENT? WE HAD A GREAT, UH, THEY CALLED IT GROUND MAKING OF SOUTHERN GATEWAY THIS MORNING.
JR WAS THERE, MS. COLLINS WAS THERE.
I THINK EVERY CITY LEADER YOU CAN THINK OF, THEY WERE THERE.
AND VERY POSITIVE ENVIRONMENT.
ONE OF THE BIGGEST THING I WAS HAPPY AND PROUD IS HOW THE PARTNERSHIP BETWEEN SOUTHERN GATEWAY AND ZOO IS G BLOSSOMING.
I THINK, YOU KNOW, THEY BOTH REALIZE EACH OTHER'S, UH, IMPORTANCE AND THEY BOTH FEEL, SO I WE VERY HAPPY I THINK, HOW THIS, UH, EVENT GOT TOGETHER IN THE PARTNERSHIP.
SO THAT, THAT'S A VERY POSITIVE THING FOR THE WHOLE COMMUNITY.
UM, ANYONE, ANY, ANY OTHER ANNOUNCEMENT? SO NOW THIS IS GOING TO THE SUBCOMMITTEE WHO IS MEETING
SO THIS IS GOING TO THE COMMITTEE, RIGHT? AND EITHER THEY'LL VALIDATE IT OR COME CHANGES.
NORMALLY THEY HAVE ACKNOWLEDGED WHAT HAS BEEN DONE HERE AND THAT WILL GO TO THE TASK FORCE AND TASK FORCE.
UH, IF THAT NOT ANY CHANGES, THAT'S WHAT WILL BE KEPT PRESENTED TO THE COUNCIL.
WITH THAT, THANK YOU ALL FOR COMING ON A WEEKDAY DURING, UH, WORK HOURS.
SO IT'S 3 51 AND WE ADJOURN THIS SPECIAL DATA
