THEY'VE ALSO HELPED TO SHAPE OUR CULTURE AND VALUES.

VETERANS ARE MORE LIKELY TO EXPERIENCE HOMELESSNESS THAN THE GENERAL POPULATION.

I MEAN, IT'S SET TO THE SIDE, BUT IN THESE MIXED INCOME DEVELOPMENTS WHERE YOU'VE GOT SOME MULTIFAMILY THAT ARE MARKET RATE AND SOME THAT ARE AFFORDABLE, IT CAN STILL IMPACT THE BOTTOM LINE OF HOW MANY AFFORDABLE UNITS WE'RE GOING TO GET.

ONE OF THE FIRST PIECES OF FEEDBACK I GAVE WAS THAT I WASN'T REAL SATISFIED WITH THE LEVEL OF AFFORDABILITY THAT THE PROJECT WAS BEING PRESENTED WITH, WORKING WITH THE APPLICANT AND GETTING THEM TO GO THE ROUTE THROUGH THE PFC.
AND WE'RE GOING TO BE GOING FROM 10% TO 50% ON THIS PROJECT, WHICH IS HUGE AND ADDRESSES MUCH OF THE FEEDBACK FROM THE PUBLIC. SO THIS IS THE ZONING PIECE TO THIS PROJECT, AND WE WILL HAVE AN OPPORTUNITY TO COME FORWARD WITH THE PFC THAT JUST PASSED YESTERDAY WITH THE PFC BOARD FOR COUNCIL ACTION AND OUR DECEMBER MEETING.

BUT WHAT THIS WILL DO IS HELP FUND THE TIF WITH THE BALANCE THAT IT REALLY NEEDS IN ORDER FOR US TO GET THE INFRASTRUCTURE NEEDS THAT WE NEED, ESPECIALLY LIKE ON WEST COMMERCE STREET. AN ITEM THAT'S GOING TO BE COMING UP SOON THAT I'M NOT GOING TO TALK ABOUT, AND THEN SOME OTHER THINGS THAT WE NEED, LIKE A FIRE STATION AND OTHER THINGS THAT WE DESPERATELY NEED IN THIS AREA IN ORDER TO CONTINUE THE GROWTH THAT'S HAPPENING ALONG THE SYLVAN CORRIDOR AND FORT WORTH AVENUE THAT CHAIRMAN WEST AND I SHARE.
AND BY DOING THIS, IT'S A REALLY GOOD WAY TO MAKE THIS HAPPEN WITHOUT HAVING TO CREATE ANOTHER TIF.
WE CAN'T CREATE ANOTHER TIF ANYWAY BECAUSE WE'RE AT CAPACITY.
SO I DEFINITELY WANT TO THANK ROBIN BENTLEY AND HER TEAM FOR THE CREATIVITY IN COMING UP WITH A WAY TO LOOK AT UNDERFUNDED, UNDERFUNDED TIFS THAT AREN'T WORKING AND HOW CAN WE ADOPT CHANGES AND AMENDMENTS IN ORDER TO MAKE THEM WORK.
SO SOMETHING THAT I HOPE THAT OTHER TIFS THAT AREN'T DOING SO WELL, THAT ARE A LITTLE BIT AGED, WE'LL BE ABLE TO DO THAT AS WELL IN ORDER TO GET THOSE FIXES, AS WELL AS CREATING THE ABILITY TO HAVE HOME REPAIR PROGRAMS INSIDE OF THEM.

AND SO IN EXCHANGE, DURING ALL THAT PROCESS FOR ALTERING THE SETBACK REQUIREMENTS FOR THE PHYSICAL GROCERY STORE, WE WERE GETTING MULTIPLE RESTAURANT SITES, A GROCERY STORE, MORE GREEN SPACE THAN REQUIRED BY THE PD IN THIS LOCATION, ADDITIONAL LANDSCAPING AND PEDESTRIAN AMENITIES FOR THE SITE.

WEST'S LEADERSHIP IN GETTING THE MIRAMAR HOTEL CHANGED, THE CRIME HAS JUST GONE DOWN SO DRASTICALLY IN THIS AREA THAT A REPUTABLE GROCER LIKE SPROUTS WANTS TO BE IN THIS AREA, AND THE COMMUNITY IS EXCITED ON THE NORTH OF 30 AS WELL AS SOUTH OF 30.
THIS IS A GROCERY STORE THAT WE DESPERATELY NEED FOR BOTH AREAS.
THERE'S NOTHING BETTER THAN BRINGING LOCAL ARTISTS TO DO WORK ON SOMETHING THAT IS BEING BUILT.
I CAN TELL YOU THAT WE'VE DONE A LOT OF IT IN WEST DALLAS, AND I'VE SEEN A LOT OF IT IN OTHER AREAS.
AND WHEN FOLKS SEE SOMETHING THAT'S ABOUT THEIR NEIGHBORHOOD AND SEE THEIR NAME OR THEIR NEIGHBORHOOD NAME OR WHATEVER IT IS, AND IT'S LOCAL, IT REALLY GIVES THEM A SENSE OF OWNERSHIP OF THAT FACILITY.

LAST YEAR WE WERE ON BATAAN STREET ACROSS ON THE SOUTH SIDE OF SINGLETON, AND THAT WAS DUE TO THE ISSUES THAT ARE GOING ON WITH OUR COMMUNITY CENTER.
THAT BUILDING WAS BUILT IN 1932.
IT WAS A SOCIAL CENTER, AND IN 1945 WAS DEDICATED TO THE VETERANS COMING BACK FROM WORLD WAR TWO.
MY PERSONAL INTEREST IN THIS BATAAN CENTER, NOT ONLY FROM THE MILITARY SIDE, BUT FROM THE COMMUNITY SIDE, IS THAT MY UNCLE, WHO DROPPED OUT OF HIGH SCHOOL DURING WORLD WAR TWO, BOTH OF THEM FROM ADAMSON HIGH SCHOOL, WAS BURIED AT SEA.
HE WAS A SAILOR AT 19 YEARS OF AGE, SO MY GRANDMOTHER NEVER SAW HIM COME BACK.
SO I HAVE A PERSONAL, YOU KNOW, INTEREST IN THAT HISTORICAL VALUE TO IT.
NOTHING ELSE, IT'S A HISTORICAL MILITARY ISSUE AND AN ISSUE TO THE COMMUNITY AT LARGE, BECAUSE THAT'S ALSO WAS ONE OF THE FIRST MEDICAL CENTERS WHERE PEOPLE COULD GO AND ACTUALLY GET TREATED, YOU KNOW, WITHOUT HAVING TO GO DOWN TO PARKLAND OR ANYWHERE ELSE.

BUT ANYWAY, I'VE ENCLOSED A LETTER AND IT'S FROM THE SECRETARY OF THE SECRETARY OF THE ARMY IT'S A NORTH TEXAS CIVILIAN AID, WHICH IS ONE OF THE HIGHEST RANKING CIVILIAN PERSONS HERE IN NORTH DALLAS.
AND HE HAPPENS TO BE AT THE HILLWOOD PROPERTIES.
HE WORKS THERE, BUT HE'S A RETIRED MILITARY.
BUT THERE IS A LOT OF SUPPORT FROM THE MILITARY SIDE FOR THIS BUILDING BEING PRESERVED.
AND THAT'S WHAT WE'RE TRYING TO DO IN THE IN WEST DALLAS IS PRESERVE OUR HISTORY AND PRESERVE OUR EDUCATIONAL RESOURCES THAT ARE THE CULTURAL AND THE HISTORICAL EVENTS THAT ARE GOING ON WEST DALLAS, AND ESPECIALLY THE BATAAN CENTER IS ONE OF THE IT'S UNLIMITED POSSIBILITIES.
AND IT'S THE POSTER CHILD FOR A FIXER UPPER BECAUSE IT IS AN OLD BUILDING.
BUT I'M HOPING THAT THE CITY WILL TAKE THAT INTO CONSIDERATION.
AND WE LOOK AT IT AS A PARK AND A CULTURAL AND HISTORICAL EVENT THAT COULD, YOU KNOW, REALLY BENEFIT NOT ONLY WEST DALLAS BUT THE CITY, BECAUSE WE'RE LOOKING AT A VISION FOR THE ENTIRE CITY, NOT JUST ONE AREA.
BUT WE DID A NUMBER OF DIFFERENT PROJECTS TO IMPROVE THE BATAAN CENTER.
AND IT'S REALLY A GEM OF THAT NEIGHBORHOOD.
