[South Dallas Fair Park Opportunity Fund Board Meeting on September 25, 2023]
[00:00:02]
OKAY, EVERYBODY LOOKS LIKE WE HAVE A QUORUM, SO WE'RE GONNA GO AHEAD AND GET STARTED.
SO IF YOU WOULD SWITCH YOUR CAMERAS TO ON SO THAT YOU CAN BE COUNTED.
I WILL NOW GO AHEAD AND CALL THIS MEETING IN THE SOUTH DALLAS FAIR PARK OPPORTUNITY BOARD TO ORDER.
IT IS MONDAY, SEPTEMBER 25TH, AND THE TIME IS 6:06 PM MS. REGINA, CAN YOU START US OFF WITH A ROLL CALL PRESENT? KIMBERLY SIMS. PRESENT.
DAMON CHRISTIAN MARQUEZ PRESENT.
DESTINY UA PRESENT? BROOKS, WE CAN'T HEAR YOU.
EVERYBODY SHOULD HAVE RECEIVED A COPY OF THE MINUTES.
UH, IF THERE ARE NO CHANGES OR MODIFICATIONS, IS THERE A MOTION TO APPROVE? SO MOVE DISTRICT 12.
UH, WHO IS THAT? IS THAT TIM BROOKS? DISTRICT A MS. BROOKS.
NEXT AGENDA ITEM, PUBLIC COMMENT.
MR. REGINA, DO WE HAVE ANYBODY SIGNED UP FOR PUBLIC COMMENT PROCEEDING? WE DO.
MS. DERY IS ONE OF OUR NOFA NOFA RECIPIENTS, AND SHE WAS JUST GONNA COME IN AND TELL US ABOUT HER FANTASTIC PROGRAM AND HOW EVERYTHING IS GOING.
DO WE HAVE ANYBODY ELSE SIGNED UP? OH, NO.
I'M SORRY THAT WE'D ALREADY TALKED ABOUT.
NO, WE DON'T HAVE ANYONE WHO HAD SIGNED IT FOR PUBLIC SPEAKER.
SO NEXT AGENDA ITEM, AGENDA ITEM NUMBER FIVE.
UH, NOW WE'LL GET TO MISS CHARNEL, UH, DAIRY WITH BEACON HILL PREP.
UH, AND IF YOU'LL ALL RECALL, UH, BEACON HILL PREP WAS ONE OF OUR NOFA RECIPIENTS, UH, I I BELIEVE OUR LAST CYCLE.
AND SO SHE'S HERE WITH US TONIGHT TO GIVE US AN UPDATE ON SOME OF THE WONDERFUL THINGS THAT THEY'RE DOING, UH, WITH, UH, THE FUNDS THAT THEY RECEIVED.
SO, MS. REGINA, IF YOU WANNA JUST KIND OF TEE THAT UP AND THEN WE'LL LET, UH, MS. MS. DAIRY POP IN AND, AND GIVE US AN UPDATE.
SHE WAS ONE OF OUR, UH, RECIPIENTS LAST YEAR WHO TURNED IN A FANTASTIC, UH, WELL DONE PROPOSAL.
WE'RE ALWAYS EXCITED WHEN WE GET, UM, PROPOSALS IN.
UM, SHE DOES, HAS A MENTORSHIP PROGRAM AND SHE WORKS IN THE SCHOOLS THROUGHOUT THE SOUTHERN SECTOR.
AND I'LL LET HER TELL US A LITTLE BIT ABOUT WHAT SHE HAS GOING ON.
MS. MS D IF YOU'LL JUST, UH, TEE US UP A LITTLE BIT AND JUST KIND OF GIVE US A RECAP OF, UH, UH, EVERYTHING THAT YOU'RE DOING AND JUST KIND OF LEAD IN.
AND THEN IF ANYBODY HAS ANY QUESTIONS, UH, TOWARD THE END, PLEASE HOLD THE QUESTIONS, UH, OR, OR COMMENTS OR FEEDBACK UNTIL, UH, MS. DAIRY'S DONE WITH A PRESENTATION AND, UH, WE'LL GIVE YOU AN OPPORTUNITY TO, TO SPEAK AT THAT TIME.
MY NAME IS CHARNEL DAIRY AND I AM PRESIDENT AND FOUNDER OF BEACON HILL.
FIRST AND FOREMOST, JUST THANK YOU FOR ALLOWING ME TO BE A PART OF YOUR MEETING BOARD MEETING ON TODAY.
UH, I HAD PLANNED ON BEING THERE IN PERSON, BUT I SPRUNG MY FOOT AND ON THIS CANE TODAY,
SO I SPRUNG MY FOOT THIS WEEKEND, SO I COULD NOT BE THERE IN PERSON.
BUT I WANT TO JUST SAY A, A SPECIAL THANK YOU FOR THE PREVIOUS FUNDING THAT WE RECEIVED FOR OUR BEACON HILL TUTORING PROGRAM IN SOUTH DALLAS FAIR PARK AREA.
UH, AND FOR YOUR CONSIDERATION OF HOPEFULLY A CONTINUED FUNDING THIS YEAR AS WE SCALE THE TUTORING PROGRAM IN MORE SCHOOLS AND COMMUNITY SITES, UH, IN THE SOUTH DALLAS PARK FAIR PARK AREA.
NOW WE KNOW THAT, UH, THE CITY HAS A FOCUS ON IMPROVING EDUCATIONAL OUTCOMES AND, UH, OUR
[00:05:01]
READING AND MATH TUTORING PROGRAM FITS STRATEGICALLY UNDER THIS FOCUS AREA.UH, THIS HAS BEEN A VERY IMPORTANT AREA FOR US HERE AT BEACON HILL, PARTICULARLY NOW, UM, AS YOU KNOW, BECAUSE OF THE PANDEMIC, UH, THE LEARNING LOSS OCCURRED ACROSS ALL SECTORS.
IT DIDN'T MATTER, YOU KNOW, YOUR, YOUR ALL STUDENTS INCOME LEVELS, UH, SUBJECT AREAS, EVERYONE WAS HIT.
BUT OUR STEEPEST DECLINE HAPPEN, UH, WITH OUR LOW INCOME STUDENTS, PARTICULARLY OUR AFRICAN AMERICAN AND HISPANIC STUDENTS, PARTICULARLY IN, UH, IN MATH.
NOW, BEACON HILL HAS BEEN PROVIDING TUTORING SINCE, UH, 2006, BUT 2014 WE STARTED TO PARTNER WITH THE DISTRICT AND WE HAVE BEEN RESPONDING TO THAT NEED AND SCALING SUSTAINABLY.
WE PROVIDE IN SCHOOL, AFTER SCHOOL, AND SUMMER PROGRAMS. AND NOW WE'RE PROVIDING IT TO OVER 435 STUDENTS.
AND THAT INCLUDES SCHOOLS, ELEMENTARY SCHOOLS, SUCH AS PAUL DUNBAR THIS YEAR, UH, HSS THOMPSON, CHARLES RICE LEARNING CENTER, THE MLK, UH, ARTS ACADEMY, TR HOOVER, CDC KING'S ACADEMY, CORNERSTONE CROSSROAD, AND BILL J.
UH, BUT, AND MOST OF OUR STUDENTS ARE BEING TUTORED IN MATH AND READING.
UH, WE'RE SO EXCITED, UH, WITH THE RECOMMENDATION OF THE DISTRICT.
WE ARE INTRODUCING A SPANISH LANGUAGE CURRICULUM IN TOWER PROGRAM THIS YEAR BECAUSE OF OUR ESL STUDENTS, WE KNOW THAT THIS POPULATION IS GROWING AS WELL.
AND SO WE HAVE, UM, LAUNCHED AND PILOTED THAT THIS YEAR WITH BEACON HILL.
YOU KNOW, OUR GOAL IS EXCELLENCE AND WE ARE GETTING OUR STUDENTS TO GRADE LEVEL PROFICIENCY.
WE WORK DIRECTLY WITH THE EARLY LEARNING DEPARTMENT AND SHOW OUR IMPACT DATA, AND WE HAVE SIGNIFICANTLY PROGRESSED OUR STUDENTS TOWARDS GRADE LEVEL.
AND THE SECRET FORMULA TO THAT IS BRINGING IN THOSE, UH, TUTORS AND, AND TEACHERS AND VOLUNTEERS THAT COME IN AND SUPPORT OUR STUDENTS AND OUR PARENTS.
WE HAVE STARTED A PARENT ACADEMY THIS YEAR, AND THE PARENTS ARE EXCITED BECAUSE THEY'RE LEARNING THE, UH, THE PARENTS THAT ARE PART OF OUR PARENT ACADEMY.
THEY'RE STRUGGLING AS WELL, UH, IN READING.
SO IT'S GREAT FOR THEM TO COME OUT AND LEARN HOW TO BE THEIR CHILD'S FIRST TEACHER.
AND AS I CLOSE, I JUST WANNA SHARE A, UM, A SHORT TESTIMONIAL, WHICH WE, UH, GOT, UH, THIS SUMMER.
AND IT WAS FROM ONE OF OUR STUDENTS, BLAKE, HIS MOTHER WAS IN THE PARENT ACADEMY, AND BLAKE IS IN FIRST GRADE.
AND YOU WOULD THINK, UH, BLAKE IN FIRST GRADE WOULD KNOW HOW TO READ AND IDENTIFYING WORDS, BUT BLAKE COULD NOT.
AND THAT WAS VERY, UH, DISCOURAGING NOT ONLY TO BLAKE, BUT HIS MOTHER AS WELL.
AND SO WITH THE ENCOURAGEMENT OF OUR TUTORS, IT WAS JUST, UH, SO EXCITING TO GET, UH, IN OUR PARENT ACADEMY SURVEY, A TESTIMONIAL FOR, FROM HIS MOTHER THAT BLAKE'S CONFIDENCE.
HE'S MOTIVATED NOW, HE GOT PROMOTED TO SECOND GRADE.
AND BECAUSE, YOU KNOW, IT'S SO IMPORTANT FOR US, AND THE REASON WHY I FOUNDED THIS PROGRAM IS 'CAUSE WE WANTED TO MAKE SURE THAT EVERY CHILD HAD A CHANCE TO SUCCEED AND SO THAT OUR STUDENTS WOULD NOT BE IN THIS SCHOOL TO PRISON PIPELINE.
AND SO, JUST THANK YOU AGAIN FOR YOUR SUPPORT AND NOT ONLY FOR BEACON HILL, BUT WHAT YOU'RE DOING IN THE COMMUNITY AND IN SERVICING OUR RESIDENTS.
SO THANK YOU AND HAVE A GREAT EVENING.
THANK YOU, MR. CONGRATULATIONS.
UH, ANY COMMENTS OR FEEDBACK FROM ANYBODY ON THE BOARD? UH, JUST PLEASE, PLEASE RAISE YOUR HAND.
YOU'RE JUST A LITTLE EXCITED THERE, HUH? LIKE, LIKE THE REST OF US.
ANYBODY, ANYBODY ELSE? ANYBODY ELSE HAVE, UH, SOME ADDITIONAL FEEDBACK, MR. LEVINE? YEAH, I THINK IT'S, UH, PHENOMENAL WHAT YOU'RE DOING, MS. DAIRY.
AND, UM, I WOULD THINK THAT OVER TIME YOU'RE COLLECTING, I GUESS WHERE YOU THINK THE EDUCATIONAL SYSTEM IS FALLING SHORT IS, IS THERE, I GUESS LIKE SOME DATA YOU'RE KIND OF CAPTURING I WOULD LOVE, I I I'M JUST ASKING.
I WOULD LOVE TO JUST UNDERSTAND WHERE, UM, YOU KNOW, WHERE THE EDUCATIONAL SYSTEM IS KIND OF FALLING SHORT, AND THEN HOW WE CAN EVEN GIVE THAT AS FEEDBACK TO THE CITY OF DALLAS, UH, EDUCATIONAL SYSTEM SOME KIND OF WAY.
WE FEEL THAT IT'S FALLING SHORT, UH, PRIMARILY IN THOSE EARLY YEARS.
[00:10:01]
IT'S IMPORTANT FOR OUR STUDENTS TO HAVE A FOUNDATION.AND SO WHEN WE CAME INTO THE DISTRICT IN 2014, WE BRING THIS CURRICULUM, AND THIS CURRICULUM IS OUT OF NORTH DALLAS.
AND, AND PARENTS ARE PAYING OVER $250 FOR PRIVATE TUTORING FOR THEIR STUDENTS TO GET THIS CURRICULUM.
OUR PARENTS CAN'T AFFORD PRIVATE TUTORING.
AND SO WE BRING THAT CURRICULUM INTO OUR SCHOOLS.
PARENTS ARE STARTING AT PRE-K ENSURING THAT THEY, THEIR STUDENTS HAVE A, A SOLID FOUNDATION THAT IS NOT HAPPENING IN THE DISTRICTS AND THE CHARTER SCHOOLS THAT WE'RE SERVICING, THAT'S WHERE IT'S FALLING SHORT.
AND SO WE, WE PARTNER WITH THE EARLY LEARNING DEPARTMENT.
WE NOW HAVE SMU RESEARCH TEAM, THE COMMUNITY FOUNDATION IS BACKING THIS DATA NOW.
IT'S ENSURING THAT EVERY CHILD IS READING.
WE SAY, YOU KNOW, THIRD GRADE, BUT STUDENTS ARE READING AT, AT PRE-K AND, AND FIRST, BUT YOU DON'T WANT THEM GOING INTO STAR TESTING THAT FAR BEHIND.
THEIR CONFIDENCE IS SHADOWED SHATTERED.
AND THAT'S WHEN YOU START TO HAVE BEHAVIOR PROBLEMS. IF I CAN'T READ IN THIRD AND FOURTH, LET ME JUST ACT OUT.
AND THEY BECOME IN THAT PRISONER PIPELINE.
IF THEY'RE NOT READING AT THIRD GRADE, EVENTUALLY THEY CAN'T DO MATH OR SCIENCE OR ANY OTHER SUBJECT.
AND SO WE HAVE TO CATCH THEM EARLY, CLOSE THAT GAP, AND, AND THEN GO LET THEM FLY.
BUT WE HAVE TO GET THEM BEFORE THEY LEAVE ELEMENTARY.
UH, YOU'RE, YOU'RE DEFINITELY GOING ABOVE AND BEYOND.
I'M, I'M PASSIONATE ABOUT EDUCATION, SO THANK YOU.
UH, IS THERE ANY OTHER, UH, COMMENTS OR, OR MS. PEEVY? I MEAN, I'M JUST GONNA THROW A PRAISE YOUR WAY.
I HAVE A DAUGHTER AROUND THAT AGE, UM, AND I JUST, I GREW UP IN A FAMILY OF EDUCATORS AND SPECIAL EDUCATORS, AND I JUST AM LIKE, I WAS LIKE TEARING UP MULTIPLE TIMES WHEN YOU WERE SPEAKING.
AND THE WORK THAT YOU'RE DOING IS JUST SO IMPORTANT.
UM, IT MAKES ME HAPPY TO GET TO SUPPORT IT IN SOME SMALL WAY.
AND EACH PERSON THAT'S ON HERE FOR YOUR SUPPORT, UM, WE COULDN'T DO IT WITHOUT YOU.
WE DO NOT CHARGE THE STUDENTS AND PARENTS TO BE A PART OF THIS, SO WE APPRECIATE WHAT YOU DO TO COME ALONGSIDE OF US.
UH, ANYONE ELSE, UH, WITH ANY COMMENTS OR QUESTIONS OR FEEDBACK FOR MS. MS. DAIRY? IF NOT, MS. DARRY, I HAVE A COUPLE QUESTIONS.
UM, I KNOW YOU'RE SERVING 400 PLUS STUDENTS.
UM, HOW, HOW ARE YOU ABLE TO RECRUIT TEACHERS AND VOLUNTEERS AND MM-HMM.
UM, HOW MANY PEOPLE ARE ENROLLED IN THAT AND HOW ARE YOU ABLE TO GET FOLKS TO, TO, TO KIND OF FEED INTO THAT? HOW'S THAT GOING? SO, THE PARENT ACADEMY ACTUALLY STARTED LAST YEAR WITH THE HELP OF UNITED WAY.
WE HAVE AN INCENTIVE PROGRAM FOR OUR STUDENTS WHERE THEY GET BEACON HILL BUCKS JUST FOR COMING AND PROGRESSING IN THE PROGRAM.
AND SO UNITED WAY HAS FUNDED FOR PARENTS TO ALSO, UM, GET INCENTIVES FOR BEING A PART OF THE PARENT ACADEMY AND JUST COMING INTO THE SCHOOL AND SEEING WHERE THEIR, THEIR CHILDREN ARE.
MOST PARENTS, YOU KNOW, WHEN THEY GET CALLED INTO THE SCHOOL, ESPECIALLY THOSE THAT WE'RE SERVINGS BECAUSE OF BEHAVIOR, IT'S NOT BECAUSE THEY'RE DOING GREAT THINGS AND, AND, AND WE WANT TO CELEBRATE THEM.
AND SO IT'S JUST CHANGED THE MINDSET.
UM, WE'RE ABLE TO RECRUIT THOSE, THOSE PARENTS BECAUSE OF INCENTIVES.
THE DISTRICT GIVES US THE LIST OF STUDENTS THAT NEED THE SUPPORT.
MOST OF THE STUDENTS ARE TWO AND THREE GRADE LEVELS BEHIND.
UM, WE ALSO GET SUPPORT FROM, UM, YOU KNOW, CORPORATIONS ARE NOT IN THE SOUTH DALLAS FAIR PARK AREA.
AND SO WE HAVE TO GO OUT TO FOUNDATIONS AND BRING THEM.
ESPECIALLY WE HAVE BANKS THAT ARE NOW SUPPORTING, PROVIDING FINANCIAL LITERACY TO OUR STUDENTS.
BUT OUR STAFF IS PASSIONATE ABOUT WHAT WE'RE DOING.
OUR STAFF REFLECT THE STUDENTS THAT WE SERVE.
UH, WE, SAME WAY IN NORTH DALLAS, WE HAVE A VERY LOW RATIO, ONLY THREE STUDENTS TO ONE CERTIFIED TEACHER DEGREE PROFESSIONAL OR RETIRED TEACHER.
UM, AND SO IT'S NOT A CLASSROOM OF 25 IS THREE TO ONE.
UH, GIVING THEM THE SUPPORT THAT THEY NEED.
SO THE VOLUNTEERS, UH, WE CAN, WE NEED MORE, OF COURSE.
UM, AND WE'RE TRYING TO PAY OUR, UH, UH, STAFF.
YOU KNOW, WE LOSE QUITE A FEW OF OUR STAFF TO THE DISTRICTS.
[00:15:01]
THESE ARE STELLAR TEACHERS, AND SO WE LOSE THEM TO THE DISTRICT.UM, BUT WE CONTINUE TO RECRUIT, UH, THOSE THAT HAVE A PASSION.
'CAUSE IT'S NOT EASY GOING INTO THE SCHOOLS THAT WE SERVE, BUT HAVE A PASSION FOR THE, FOR OUR STUDENTS, UH, THAT ARE IN THOSE SCHOOLS.
CAN, CAN YOU SPEAK TO SOME OF THE OUTCOMES YOU'RE SEEING? UH, IS, IS IT MEASURED SORT OF ON A PERCENTAGE BASIS OR IS IT JUST STRAIGHT LINE LOOKING AT TEST SCORES IMPROVING? HOW IS THAT MEASURED? YOU KNOW, BEFORE, BEFORE THIS, UM, BEFORE LAST YEAR WHEN SMU BECAME INVOLVED, UH, WE WERE ASSESSING OUR STUDENTS USING A GIDEON ASSESSMENT.
THE, THE DISTRICT SAW GREAT RESULTS, BUT THEN THEY ASKED US, HOW DOES THIS MEASURE UP TO THIS MAP TEST, THIS STAR TEST, HOW ARE THE STUDENTS, HOW ARE YOU HELPING THEM THERE? AND FOR THE FIRST TIME, THE DISTRICT RAN THEIR MAP.
WHAT DOES THE STUDENTS LOOK LIKE THAT'S A PART OF BEACON HILL VERSUS THOSE THAT ARE NOT? AND I WOULD LOVE TO SHARE THAT DATA TO REGINA TO SHARE WITH YOU GUYS.
AND WE SURPASSED THOSE STUDENTS WERE, WHO WERE IN THE PROGRAM IN THE BEACON HILL PROGRAM, SURPASSED THOSE WHO WERE NOT.
AND, AND SO, UH, THE DISTRICT RUNS THEIR DATA ON THE STUDENTS WE SERVE.
NOW WE'RE SERVING OVER 2000 STUDENTS.
UH, WE HAVE MOVED TO FORT WORTH AS WELL.
WE HAVE FUNDERS THAT ARE ASKED US TO COME OVER.
'CAUSE THEY HAVE, THIS IS NOT JUST A DALLAS PROBLEM, GUYS.
THIS IS, UH, IN MOST OF YOUR, UH, URBAN SCHOOL DISTRICT AND MOST OF YOUR DISTRICTS.
AND SO, UH, BUT WE SERVE OVER 200, 2000 STUDENTS IN MATH AND READING.
BUT FOR THIS GRANT, IT'S FOCUSED ON SOUTH DALLAS AND FAIR PARK.
AND SO, UH, THE DATA'S RAN, UH, EVERY NINE WEEKS BY THE DISTRICT AND BY US.
AND TO SHOW THE IMPACT, WE WANTED TO MAKE SURE THAT IT WASN'T JUST US SINGING OUR PRAISES.
BUT YOU HAD SMU CORE RESEARCH TEAM, UH, DALLAS, ISD AS WELL, RUNNING THE DATA ON OUR STUDENTS.
AND NOW, UM, WE HAVE BEEN TRYING MAKING SURE THAT WE SCALE SUSTAINABLY.
UH, YOU KNOW, THERE'S A HUGE NEED OUT THERE.
BUT, UH, WE'RE IN 20 OF THE DISTRICT SCHOOLS, BUT WE'RE SERVING OVER 30 SITES.
AND SO, UM, AND OVER WITH OVER 75 EMPLOYEES.
SO IT, IT IS A HUGE LIFT, BUT WE ARE COMMITTED, UM, COMMITTED TO OUR, OUR COMMUNITY.
THANK YOU SO MUCH FOR THAT INSIGHT.
UM, MS. SIMS, I SEE YOUR HAND, RIGHT? YEAH.
I JUST WANNA ECHO EVERYONE'S SENTIMENTS AND YOU KNOW, HOW MUCH SERVICE THAT YOU PROVIDE IS NEEDED AND GIVING, UM, YOU KNOW, THE CHILDREN SOMETHING TO REALLY INCREASE THEIR ODDS OF BEING SUCCESSFUL.
UM, I DO UNDERSTAND, OR AT AT LEAST I BELIEVE IN THE ELEMENTARY SCHOOL OVER HERE, UM, IN MY COMMUNITY, UH, DISD HAS SWITCHED OVER TO A NEW MATH CURRICULUM.
AND SO HOW IS THAT WHEN THEY CHANGE CURRICULUMS AND THINGS LIKE THAT, HOW ARE YOU, HOW ARE YOU GUYS COMING IN AND, UM, MAKING SURE THAT THAT NEW CURRICULUM IS REINFORCED MM-HMM.
WE DO NOT WANT TO TEACH TO A CURRICULUM BECAUSE WE KNOW CURRICULUMS CHANGE.
WE WANT TO MAKE SURE THIS PHONICS-BASED CURRICULUM, THAT THEY HAVE THE FOUNDATION NO MATTER WHAT IS PUT IN FRONT OF THEM.
BUT GREAT QUESTION, MS. SIMS. WHAT HAPPENS IS, REGARDLESS OF WHAT THE DISTRICT CURRICULUM THEY'RE USING, THE STUDENTS THAT WE ARE SERVICE, IMAGINE A STUDENT WHO'S IN FOURTH GRADE WHO IS REALLY AT A PRE-K LEVEL.
SO THIS TEACHER IS TEACHING TOWARDS THE NEW CURRICULUM AMPLIFIED.
THEY HAVE TO GET ON THE SYSTEM, THEY HAVE TO MAKE SURE THEY, THEY'RE ON THERE FOR SO MANY MINUTES.
WE'RE DOWN HERE AT THAT PRE-K LEVEL, AND WE'RE MEETING IN THE MIDDLE.
SO WE'RE REALLY THERE TO SUPPORT THAT TEACHER WHO HAS A TIER THREE, THE LOWEST TIER STUDENT, PLUS TWO PLUS ONE.
BUT WHAT THEY LOVE IS YOU'RE GONNA PULL MY LOWEST TIER STUDENTS OUT, GIVE THEM THE SUPPORT THAT THEY'RE, THEY NEED, AND HOPEFULLY WE CAN MEET IN THE MIDDLE AND CATCH THEM UP.
SO WE'LL CONTINUE REGARDLESS OF WHAT COMMITTEE, THESE STUDENTS DON'T HAVE THE FOUNDATION.
AND SO WHEN THEY DO GET THE FOUNDATION, THEY'RE ACTUALLY ABLE TO, AND WE HAVE SO MANY TESTIMONIES WHERE TEACHERS GAVE US THEIR LOWEST AND THEN WANTED TO GO BACK AND SAY, OH, WHOA, I'M SEEING THE RESULTS.
BUT WE ONLY DO 40, UH, STUDENTS IN READING, 40 IN MATH, UH, PER SCHOOL.
THAT'S WHAT, YOU KNOW, UH, WHAT WE FOCUS ON.
BUT THE, BUT THE WAITING LIST IS MORE THAN 40.
THERE ARE MORE THAN 40 STUDENTS IN THAT CAMPUS THAT NEED THE SUPPORT.
I HOPE THAT ANSWERED YOUR QUESTION, MS. SIMS. IT DID.
[00:20:01]
OKAY.UH, MS. PEEVY, OH, I HAD SUCH A CLEAR QUESTION.
OH, ONE OF THE THINGS THAT, UM, THIS IS JUST, YOU KNOW, LIKE AS WE WORK TO SUPPORT YOU CELEBRATING AND SPREADING THIS GREAT WORK, LOOKING FOR, LIKE YOU SAID, THE TESTIMONIALS OR OTHER THINGS THAT WE CAN SORT OF SHARE TO HIGHLIGHT THE GREAT WORK THAT YOU GUYS ARE DOING, AND THEN SORT OF BRING THAT BACK TO OUR COUNCIL MEMBERS.
SO IF YOU HAVE, FOR INSTANCE, LIKE IF YOU'RE ABLE TO EMAIL US A FEW LITTLE, LIKE, QUOTES OR STATISTICS OR WHATEVER, THEN WE CAN LIKE SHARE THOSE, UM, WITH OUR COUNCIL MEMBERS AND WITH THE REST.
I WOULD LOVE TO SHARE, LOVE TO SHARE THOSE.
AND THANKS FOR SPREADING THE WORD AS WELL.
MR. KUMU, IT IS JUST, JUST A QUESTION OUT OF CURIOSITY, AGAIN, REITERATING WHAT EVERYONE SAID, FANTASTIC JOB, KEEP UP THE GREAT WORK.
BUT, UM, DO YOU GUYS DO PUSH-IN SERVICES AT ALL? MEANING LIKE, WORKING IN THE CLASSROOM OR INSTEAD OF JUST PULLING OUT YES.
UH, THE 40 STUDENTS THAT WE SERVE, OR THE 40, UM, WE'RE THERE MONDAY THROUGH THURSDAY ON FRIDAY TO, TO TOWARDS YOUR QUESTION, WE DO PUSH-INS AND, UM, FRIDAY'S, NORMALLY MAKEUP DAY FOR US, IF WE DON'T HAVE MAKEUP, THOSE TEACHERS ASK CAN OUR STAFF, BECAUSE WE HAVE A FULL-TIME CAMPUS MANAGER AND INSTRUCTOR ON EVERY CAMPUS.
AND SO THEY BECOME A PART OF THAT TEAM.
AND SO THEY ASK OUR, OUR STAFF, CAN WE PUSH IN AND HELP THEM ON FRIDAYS AND GO INTO THE CLASSROOMS? AND WE DO, DO THAT.
YES, BECAUSE, YOU KNOW, WE WE'RE, WE'RE WORKING WITH THAT SMALL RATIO, BUT THEY HAVE 25 STUDENTS IN FRONT OF THEM.
SO CAN YOU TAKE THESE, YOU AND YOUR TWO, TWO STAFF AND WORK WITH THEM, AND THEN I CAN FOCUS ON THE OTHERS? AND THAT'S BEEN A GREAT SUPPORT.
AND THAT'S WHAT, UM, THE TEACHERS LOVE BECAUSE, YOU KNOW, THEY HAVE GOALS THAT THEY HAVE TO REACH, AND WE ARE THERE TO HELP THEM REACH THOSE GOALS WITH EVERY STUDENT, NOT JUST THE STUDENT WHO IS, UM, TIER ONE OR TIER TWO.
IT'S, AND AGAIN, IT'S ABOUT THE STUDENTS' CONFIDENCE THAT THEY CAN.
AND I INVITE EACH TO YOU, WE HAVE A BEACON HILL LIVE THAT WE HAVE THREE TIMES A YEAR.
UM, AND WHEN WE HAVE THE ONE IN SOUTH DALLAS, WOULD LOVE FOR YOU TO COME OUT, SEE THE PROGRAM IN ACTION.
THE ASSISTANT, UH, THE CHIEF OF STAFF, UH, DR.
ELENA HILL, UH, JUSTIN HENRY WAS OUT LAST, UH, YEAR SPEAKING, AND THEY'RE SPEAKING TO THE PROGRAM AND WHAT THE BENEFITS OF THE PARTNERSHIP HAS.
SO I WOULD INVITE YOU GUYS, I CAN SEND THAT TO REGINA IF YOU ARE EVER WANNA COME OUT TO BEACON HILL LIVE AND SEE IT IN ACTION, I WOULD LOVE TO HAVE YOU.
MS. DAIRY, ARE THERE ANY OTHER QUESTIONS OR COMMENTS? SEEING NONE.
SO, MS. DARRY, THANK YOU SO MUCH FOR, FOR COMING IN AND GIVING US AN UPDATE ON THIS.
IT'S FANTASTIC WORK, UH, THAT YOU ALL CONTINUE TO DO, UH, AND WE APPRECIATE IT AND, UH, UH, ANYTHING THAT WE CAN DO TO SUPPORT, UH, WE'LL BE HAPPY TO DO THAT.
ALRIGHT, ONTO THE NEXT AGENDA ITEM, AGENDA ITEM NUMBER SIX IS AN UPDATE, UH, WITH SHAKINA LEGACY HOLDINGS.
I KNOW SCOTTY SMITH IS, UH, WITH US, UH, ON THE LINE TONIGHT, AND SO HE'LL BE ABLE TO, UH, PROVIDE US AN UPDATE WITH SOME OF THE THINGS THAT THEY WERE DOING.
I KNOW THAT WE WERE ABLE TO SHARE, UH, UH, LAST WEEK, A PRESS RELEASE THAT SHAINA HAD.
UH, SO I'LL LET HIM GET INTO THAT.
MS. REGINA, YOU WANNA GO AHEAD AND JUST KIND OF REFRESH EVERYBODY'S MEMORY ON THAT, AND THEN SCOTTY, WE'LL TURN IT OVER TO YOU.
UH, SCOTTY, THANK YOU FOR JOINING US.
AGAIN, ANOTHER FANTASTIC PROJECT THAT WE ARE WORK THAT WE FINALLY GOT TO THE FINISH LINE.
IT HAD SEVERAL ITERATIONS, BUT WE GOT THERE.
UM, SCOTTY'S CHIA HOLDING, LE LEGACY LEGACY HOLDINGS IS RIGHT IN THE HEART OF FAIR PARK AREA.
IT'S AT 1708 MLK, AND HE'S GONNA BE BRINGING SUBSTANTIAL JOBS RELATED TO REAL ESTATE IN DIFFERENT AREAS OF REAL ESTATE AND TO THE, INTO THE COMMUNITY.
AND SO I WILL LET HIM FURTHER DISCUSS ALL THAT HE HAS GOING ON AND THE IMPACT HE WILL BE BRINGING IN HIS PROJECTS WE'LL BE BRINGING TO FAIR PARK AREA.
UH, CAN YOU GUYS HEAR ME? WE CAN.
THANK YOU, UM, ONCE AGAIN FOR, UH, HAVING ME ON Y'ALL'S, UH, Y'ALL'S CALL TODAY, UM, I'M REALLY, REALLY EXCITED ABOUT, UH, BRINGING OUR, OUR COMPANY HEADQUARTERS TO
[00:25:01]
MLK, UM, EXCITING TIMES FOR US.WE JUST CLOSED ON THE BUILDING IN AUGUST, ACTUALLY, AUGUST 16TH TO BE, UH, EXACT.
AND SO, UH, THAT WAS A LONG ROAD.
I DIDN'T, I WOULD EVER SEE IT.
BUT, UH, SHOUT OUT TO THE, THE ENTIRE CITY OF DALLAS TEAM AND, UH, AND, AND, AND YOU GUYS FOR HELPING TO GET US THERE.
AND SO JUST A JUST A REAL QUICK, QUICK, UM, JUST A REAL QUICK, YOU KNOW, BACKGROUND ON WHAT WE GOT GOING ON.
SO WE'RE BRINGING, UM, WE'RE BUILDING ESSENTIALLY THIS 4,400 SQUARE FOOT STRUCTURE.
WE'RE ADDING IT ON TO THIS WHITE BUILDING THAT YOU SEE HERE TO THE LEFT.
UM, CURRENTLY THIS BUILDING THAT EXISTS IS A 1100 SQUARE FOOT SPACE, UH, THAT USED TO BE A DOCTOR'S OFFICE.
AND IT WAS, HAS BEEN VACANT FOR, UH, QUITE SOME TIME.
AND SO WE PURCHASED IT, UH, WITH THE HELP OF THE CITY OF DALLAS THROUGH THEIR MORTGAGE PROGRAM, AND, UH, WITH, UH, IN ADDITION TO RECEIVING A GRANT FROM THE OPPORTUNITY, UH, FUND, UH, TO HELP WITH THE RENOVATIONS.
AND SO, UH, WE'LL BE BUILDING, UH, BUILDING ONTO THE PROPERTY 4,400 ADDITIONAL SQUARE FEET.
SO 2200 SQUARE FEET ON THE FIRST FLOOR.
WE'RE GONNA ACTUALLY BE A RESTAURANT.
WE'VE GOTTEN A RESTAURANT HERE, UH, WHO MADE A COMMITMENT TO BE IN THAT SPACE.
A A LOCAL RESTAURANT, UH, THAT HAS A PRETTY, PRETTY COOL FOLLOWING.
UM, AND THEN THE, THE SECOND FLOOR WILL ACTUALLY BE, UH, WILL BE OUR OFFICE.
UM, THE, THE SPACE TO THE LEFT, THE WHITE BUILDING, UM, WE HAD IT SLATED FOR A COFFEE SHOP, HAD COMMITTED, UH, COFFEE OPERATOR, UH, JUST RIGHT BEFORE WE CLOSED, THEY DECIDED THAT THEY WEREN'T READY, UH, TO ACTUALLY OPERATE A COFFEE SHOP.
SO WE'RE BACK TO LOOKING FOR A COFFEE OPERATOR OR SOME, SOME OTHER SPACE OR SOME OTHER BUSINESS THAT WILL OPERATE NICELY IN THAT SPACE AND WORK WELL WITH BOTH THE RESTAURANT AND OUR OFFICE.
AND SO, UM, WITH THIS PROJECT, NOT ONLY ARE WE BRINGING, YOU KNOW, OUR COMPANY HEADQUARTERS AND, AND OUR CURRENT BUSINESS OPERATIONS THERE, WE'RE ALSO ROLLING OUT, UM, WE'RE, WE'RE ROLLING OUT THE, WHAT, WHAT I'M, WHAT WE'RE CALLING THE JUMPSTART, THE REAL ESTATE JUMPSTART PROGRAM.
ESSENTIALLY WHAT THAT IS, IS, UH, IT'S A, IT'S A $1.5 MILLION INITIATIVE WHERE WE'RE, UM, HELPING TO GET PEOPLE LICENSED IN DIFFERENT AREAS OF REAL ESTATE, NOT JUST A REAL ESTATE AGENT, UH, OR REAL ESTATE BROKERS, BUT MOST IMPORTANTLY, REAL ESTATE APPRAISERS, LOAN OFFICERS, INSPECTORS, UH, AND THOSE TYPES OF THINGS.
AND SO WE'RE GONNA BE, UM, WE'RE GONNA BE HELPING FOLKS GET LICENSE, UH, AND WE'VE RECENTLY, UH, PARTNERED WITH WORKFORCE DALLAS, THE CITY OF DALLAS MAYOR, UH, MAYOR ERIC JOHNSON'S WORKFORCE INITIATIVE TO ASSIST WITH GETTING PEOPLE EMPLOYED AFTER THEY HAVE THEIR LICENSE.
AND SO, UM, ONE OF THE THINGS I REALIZED IN BEING IN THE REAL ESTATE BUSINESS, SPECIFICALLY IN THE DEVELOPMENT SIDE OF THINGS, I GET TO SEE A LOT OF THE STUFF THAT'S HAPPENING, UH, IN SOUTH DALLAS.
AND A LOT OF THE STUFF THAT'S COMING TO SOUTH DALLAS, AND A LOT OF THE PEOPLE AT THE TABLE AND AROUND THE TABLE, AND THE SERVICE PROVIDERS AND THE VENDORS AND THE PROFESSIONALS THAT AT WORK DON'T LOOK LIKE, UH, US DON'T LOOK LIKE ME.
AND I RECOGNIZE THAT NOT MANY PEOPLE FROM SOUTH DALLAS OR FROM OUR COMMUNITY, UH, HAVE THE REC REQUIRED LICENSING TO, TO PLAY IN THE SPACE.
AND SO MY GOAL IS TO NOT ONLY OPERATE MY REAL ESTATE BUSINESS AND DEVELOPMENT OR THE BROKERAGE SIDE, UH, IN THE COMMUNITY, BUT FIGURE OUT A WAY TO HELP PEOPLE WHO LIVE IN THE COMMUNITY ALSO BE A PART OF WHAT'S GOING ON IN WHATEVER CAPACITY THAT THEY SEE FIT.
BE IT THE APPRAISER SIDE, BE IT THE LENDING SIDE, EVEN ON THE INSPECTOR SIDE.
AND IF THEY DO WANT TO SELL, THEN THEY CAN BE ON THE SALES SIDE AS WELL.
AND SO OUR, OUR SPACE IS GOING TO BE A REAL ESTATE HUB, SO TO SPEAK, UH, IN SUCH A WAY THAT WILL HELP BRING, UH, CAREER AND UPWARD MOBILE CAREER OPTIONS FOR PEOPLE FROM THE COMMUNITY.
UM, AND SO, UH, WE JUST RELEASED A PRESS RELEASE, UM, NOT TOO LONG AGO ABOUT THAT.
UH, AND I'M HOPING AS WE WORK THROUGH, UM, THE PERMITTING STUFF THAT WE GOTTA GET FOR THE ACTUAL BUILDING, UH, AND ALL THOSE THAT WE'LL BE ABLE TO, UM, RECRUIT QUITE A FEW FOLKS FROM THE COMMUNITY TO APPLY FOR THE PROGRAM SO THAT THEY CAN, UH, NOT JUST WITNESS WHAT WE HAVE GOING ON, BUT BE A PART OF IT.
AND SO, UM, LIKE I SAID, WE CLOSED OCTOBER SIX, EXCUSE ME, WE CLOSED AUGUST 16TH.
UM, WE'RE PUTTING THE FINISHING TOUCHES ON SOME OF OUR MEP UH, STUFF FOR OUR PLANS, OUR MECHANICAL, ELECTRICAL, PLUMBING PLANS.
UH, AND MY HOPE IS THAT WE HAVE EVERYTHING TURNED INTO THE CITY FOR PERMITTING, UH, BY THE END OF NEXT MONTH, IF THE LORD SAYS THE SAME.
[00:30:01]
AND YOU KNOW, FROM FROM THERE, WE JUST CROSS FINGERS AND HOPE THAT THE CITY OF DALLAS GETS US OUT OF PERMITTING AS QUICKLY AS POSSIBLE.UM, AND SO, UH, SHORTLY THEREAFTER, WE, WE'VE GOTTEN A COMMITMENT, UM, FROM THE TEXAS MEZZANINE FUND.
SO ONE OF THE THINGS THAT, THAT ENDED UP HAPPENING AS WE WAITED, UM, TO CLOSE ON, ON THE, UH, ON THE PROPERTY, UH, OUR COST OF CONSTRUCTION JUST KEPT INCREASING.
AND SO WE DID A, UM, WE, WE, UH, WE HAD OUR CONTRACTOR REVISIT THE NUMBERS.
UH, AND SO WE DID HAVE A, A SMALL GAP.
WELL, WE HAD A PRETTY LARGE GAP, ACTUALLY, LET ME NOT, LET ME NOT DOWNPLAY IT.
UM, AND, AND TEXAS MEZZANINE FUNDS STEPPED IN AND SAID THEY'LL, THEY'LL DO THE LENDING ON THAT.
AND SO THEY'LL, THEY'LL COME IN AND, AND BE OUR BRIDGE TO, TO FINISH OUT THE PROJECT.
SO THE FOUR 50 FROM THE CITY OF DALLAS ON THE MORTGAGE LOAN, THE 200,000 FOR THE OPPORTUNITY FROM THE OPPORTUNITY FUND AND GRANT FUNDING, UH, AND THEN THE REMAINING, UH, 697,000, UM, COMING FROM TEXAS MEZZANINE FUND ON, UH, THE CONSTRUCTION GAP THAT WE END UP HAVING.
UM, SO IT INCREASED OUR TOTAL PROJECT COST TO ABOUT $1.3 MILLION ON THIS, WHICH I'M REALLY EXCITED ABOUT.
UM, AND SO WHEN YOU, WHEN I THINK ABOUT CATALYTIC PROJECTS THAT HAPPEN IN SOUTH DALLAS AND STUFF WITH THE, UH, UH, END BEHIND IT, IT, UM, YOU KNOW, SPECIFICALLY ON THE COMMERCIAL SIDE, UM, I GET EXCITED BECAUSE THIS IS THE TYPE OF STUFF THAT, THAT, THAT GETS THINGS GOING AND GETS THE COMMUNITY GOING, UH, AND JUST GETS PEOPLE HAPPY.
AND SO, UM, TARGET NEXT SUMMER TO COMPLETE THIS WHOLE THING, UH, AND AGAIN, ALL DEPENDING ON HOW THE CITY MOVES WITH OUR PERMITS.
SO THAT IS THE LATEST AND GREATEST UPDATES ON EVERYTHING.
THANK YOU VERY MUCH, MR. SMITH.
UH, DID WE HAVE ANY QUESTIONS, UH, COMMENTS FROM THE BOARD? CAN WE EXIT OUTTA THE PRESENTATION? UM, PLEASE.
UM, I JUST WANTED TO SAY THIS WAS ONE OF THE FIRST THINGS WE, I HAVE GOT THE PRIVILEGE OF APPROVING AS A PART OF THE BOARD, AND I REMEMBER JUST BEING LIKE, OH MY GOD, THIS IS SOMETHING I WANNA BE A PART OF.
I AM A ARCHITECT, UM, THAT FOCUSES ON SOCIAL CONNECTION AND THRIVING IN COMMUNITIES.
AND SO WHEN I SAW IT, I WAS JUST LIKE, FULL BODY GOOSEBUMPS.
I'M SO EXCITED AND HAVING YOU BACK TODAY, I LIKE, FEEL THE SAME THING.
I'M LIKE, OH MY GOD, LET'S DO THIS.
UM, SO I JUST, LIKE, WE HAD OUR ANNUAL MEETING AT THE SOUTH DALLAS CULTURAL CENTER, AND I'M LIKE, WELL, MAYBE NEXT YEAR WE HAVE IT THERE.
LIKE, HOW COOL WOULD THAT BE? UM, IT, IT WOULD BE PERFECT ACTUALLY, RIGHT? SO, UM, ALSO LIKE, SO I WORK AT HKS, THE LARGE, YOU KNOW, GLOBAL ARCHITECTURE FIRM, AND IT, I HAVE ONE OF Y'ALL'S ALUM DOING MY WORK.
WE HAVE SOME LIKE MWB STUFF, SO IF THAT EVER, LIKE IN THE FUTURE WITH PROGRAMMING OF WHAT YOU ARE DOING BECOMES AN OPPORTUNITY IN SOME WAY, IT'S TOTALLY HERE FOR YOU.
UM, THIS IS SO LIKE HOT TIP, BUT PROBABLY NOT VERY HELPFUL IS YOU TALKED ABOUT THE COFFEE SHOP THING.
I WAS JUST RECENTLY SEEING A FEW COFFEE SHOP PLACES WHERE LIKE, THEY HAVE SUCCESSFUL FOOD TRUCKS AND THEY JUST RECENTLY LIKE SHIFTED INTO A BRICKS AND MORTAR.
SO I'M LIKE, IF YOU'RE LOOKING FOR PEOPLE, MAYBE THAT'S A GOOD PLACE TO LOOK.
UM, AND THEN THERE WAS ONE LAST, OH, YOU SAID YOU JUST RELEASED THE PRESS RELEASE.
UM, I WOULD LOVE TO BE ABLE TO LIKE, SHARE AND CELEBRATE THAT AS WELL.
IF YOU CAN SHARE THAT WITH US.
I'LL SHARE MS. PBE, I BELIEVE I SENT THAT TO YOU.
THAT SOUNDS F YOU KNOW, YOU SHOULD HAVE IT.
I'M BAD WITH REGINA'S ALWAYS ON TOP OF IT.
UH, IS THERE ANYONE ELSE WITH ANY QUESTIONS, COMMENTS, OR FEEDBACK? MR. LEVINE? I THINK I SAW YOUR HAND WAVED.
YEAH, I JUST WANTED TO SAY, FIRST OF ALL, YOU KNOW, I KNOW HOW TO, I OPERATE IN A REAL ESTATE SPACE, SO I GET IT
UM, I, I I JUST WANNA GIVE YOU SOME WORDS OF ENCOURAGEMENT BECAUSE YOU'RE ABOUT TO, UH, EMBARK ON SOMETHING REALLY BIG.
BUT I THINK THE SILVER LINING ON EVERYTHING IS WHEN YOU OPEN THIS SPACE, YOU WILL HAVE A WHOLE BUNCH OF LESSONS
[00:35:01]
LEARNED THAT YOU CAN POUR INTO PEOPLE WHO LOOK JUST LIKE ME AND YOU.SO I, SO I HOPE, I HOPE THAT YOU TAKE THAT FORWARD, RIGHT? AND, AND, YOU KNOW, JUST REALLY, REALLY, UM, EXPAND THAT KNOWLEDGE AS FAR AS YOU CAN WHEN YOU, WHEN YOU POUR BACK INTO THE COMMUNITY, WE REALLY NEED SOMETHING LIKE THIS AND WE NEED MORE EXAMPLES.
UH, MR. KUKU, UH, ARE YOU ALLOWED TO DISCLOSE THE RESTAURANT THAT WILL BE JOINING? YES, THEY'RE ACTUALLY, WELL, IS THIS PUBLIC OR CAN SOMEBODY WATCH THIS LATER? I CAN, YES, ACTUALLY
UM, AND, AND THE REASON IS I
UM, THEY'VE BEEN, THE OWNER LIVES IN SOUTH DALLAS, IRONICALLY.
UM, THEY'VE BEEN ON, YOU KNOW, THE BOBBY SLAVES AND THE FOOD NETWORKS AND ALL OF THAT.
SO, UM, I'M REALLY EXCITED ABOUT IT.
IT'S, IT IS GONNA BE, IT IS A DULL SITUATION, SO I'M REALLY, I'M REALLY EXCITED.
I JUST, I JUST NEED TO KNOW, AM I DOING BRUNCH OR DINNER THAT'S ON? YOU CAN ACTUALLY, YOU CAN ACTUALLY DO BOTH.
UH, AND THERE'S A ROOFTOP, SO THERE'S THAT.
ANY OTHER QUESTIONS, COMMENTS, OR FEEDBACK? UH, MR. SMITH, I HAVE A COUPLE, A COUPLE OF QUESTIONS.
UH, CAN YOU SHED SOME LIGHT ON, UM, YOU KNOW, TALKED A LITTLE BIT ABOUT THE $1.5 MILLION INITIATIVE TO TRY TO LAUNCH AND GET FOLKS THROUGH THE PROGRAM.
CAN YOU SPEAK A LITTLE BIT ABOUT THAT AND KIND OF WHERE THE FUNDING FROM THAT'S GONNA COME FROM AND KIND OF HOW YOU SEE THAT UNFOLDING? YEAH.
UM, SO THAT IS ACTUALLY A SELF-FUNDED INITIATIVE THROUGH OUR FAMILY FOUNDATION, UH, AND OUR FAMILY OF COMPANIES.
UM, WE'RE FUNDING ALL THE EDUCATION THAT COMES FROM THAT.
AND SO THE STATE OF TEXAS HAS LICENSING REQUIREMENTS FOR APPRAISERS, UM, REAL ESTATE AGENTS, LOAN OFFICERS, AND INSPECTORS.
UH, AND SO WE'RE PROVIDING THAT FOR EVERYBODY.
WE'RE, YOU KNOW, OUR, ONE OF OUR, OUR COMPANIES IS THE LONE STAR REAL ESTATE ACADEMY.
SO WE'LL BE ESSENTIALLY GIVING, UH, PEOPLE THAT OPPORTUNITY TO GO THROUGH, UH, THOSE LICENSING, UH, THINGS.
WE'LL BE OFFERING GRANTS FOR THAT.
UM, AND SO PRETTY MUCH EVERYTHING YOU NEED IN ORDER TO SIT FOR THE LICENSE UP UNTIL THE POINT THAT YOU NEED TO SIT FOR THE LICENSE WILL REQUIRE THAT THEY PAY FOR THAT JUST SO THEY HAVE SOME, YOU KNOW, THEIR OWN SKIN IN THE GAME.
UM, AND FROM THERE, YOU KNOW, THE, THE GREATEST PART OF LIKE, THAT PART IS THE EASY PART.
AND I'VE, I'VE SPOKEN WITH, WITH, WITH PEOPLE WHO COME, WHO CAME TO ME AFTER WE DID THE PRESS RELEASE, HEY, HOW CAN WE SUPPORT THIS FINANCIALLY? AND MY, MY ANSWER IS, WE HAVE THE FINANCIAL ASPECT COVERED WHAT WE NEED, AND WHAT WE REALLY WANT IS FOR, UH, EMPLOYERS TO STEP UP AND STEP IN AND SAY, HEY, WE'LL HIRE YOU.
WE'LL HELP YOU GET STARTED IN THIS INDUSTRY.
SPECIFICALLY ON THE APPRAISAL SIDE, UM, THE APPRAISALS THAT I'M CERTAIN EACH ONE OF US HAVE HEARD OR READ AN ARTICLE OR A STORY ABOUT JUST RACIAL INEQUITIES THAT HAPPENED FROM APPRAISALS.
I'VE BEEN IN THE REAL ESTATE BUSINESS SINCE 2011.
I'VE NOT MET ONE BLACK APPRAISER EVER.
AND SO THE WAY, THE WAY YOU GET LICENSES, YOU HAVE TO DO ABOUT A YEAR AND A HALF OF APPRENTICESHIP.
AND SO WHEN, WHEN THE, WHEN THE INDUSTRY IS SO DOMINATED BY ONE GROUP OF PEOPLE, IT'S REALLY DIFFICULT FOR OTHERS TO STEP IN.
AND KIND OF ULTIMATELY WHAT HAPPENS IS THE APPRAISERS ARE CREATING THEIR OWN COMPETITION UNLESS THEY WORK FOR 'EM.
AND SO, UM, YOU KNOW, THAT'S, THAT'S KIND OF WHERE WE'RE AT.
WE NEED PEOPLE AT THE END OF THEIR JOURNEY WAITING TO HIRE THEM.
AND SO, UH, THAT'S THE BIGGEST ISSUE.
YOU KNOW, EVERYTHING ELSE IS SELF-FUNDED, YOU KNOW, OUR COMPANY AND OUR, OUR, OUR FAMILY FOUNDATION IS FUNDING ALL OF THOSE THINGS, AND THAT'S OUR GIVE BACK.
UM, AND OUR GOAL IS TO BE ABLE TO TRACK IT.
AND SO, UM, LOOKING AT THE METRICS, SEEING WHAT THESE SALARIES ARE WHEN THESE FOLKS GET LICENSED OVER A FIVE YEAR PERIOD, THAT'S KIND OF THAT IMPACT, YOU KNOW? AND SO IF WE CAN DO THAT A HUNDRED TIMES PER YEAR, UH, WITH A HUNDRED PEOPLE PER YEAR, WE'RE ABLE TO TRACK THAT IMPACT BASED ON THEIR SALARIES, YOU KNOW, THAT THEY'VE GOTTEN AND ALL OF THOSE THINGS.
[00:40:01]
GOOD.BIG COMPANIES THAT WILL POTENTIAL HIRE APPRAISERS.
YOU HAVE CBRE, YOU HAVE JONES LANG LASALLE, YOU GOT FANNIE FREDDY, A NUMBER OF YOUR BANKS.
UM, THEY ALL NEED VALUATION FOLKS.
UH, MR. MARQUEZ, I SAW YOUR HAND NEXT THEN.
THANK YOU FOR EVERYTHING YOU'RE DOING IN SOUTH DALLAS.
UM, I HAVE, UH, TWO QUESTIONS, BUT MY FIRST QUESTION WOULD BE HOW ARE WE PLANNING TO DEVELOP? UH, I SEE YOU TALKING A LOT ABOUT EMPLOYMENT, RIGHT? BUT I SEE A LOT OF ENTREPRENEURSHIP OPPORTUNITIES THERE.
HAVE WE DISCUSSED MAYBE SEEING, I KNOW APPRENTICE, YOU TOUCHED ON APPRENTICESHIP FOR THE FIRST YEAR AND A HALF, BUT ARE WE LOOKING AT AN, UH, UH, OPTION FOR PEOPLE THAT WANT TO BE SELF-EMPLOYED, YOU KNOW, JUST LIKE, FOR LIKE HOME INSPECTORS? AND IF, IF SO, LIKE TO WHAT EXTENT HAVE YOU GUYS TALKED ABOUT THAT? I, I HADN'T REALLY DOVE INTO THAT YET.
AND, AND I THINK ABOUT, I THINK ABOUT IT FROM THIS PERSPECTIVE, 7 5 2 1, 5 7, 5 2 1.
OH, IN THIS BUSINESS, IN MOST OF THE REAL ESTATE, UH, INDUSTRY, IT'S ABOUT YOUR GROWTH AND YOUR INCOME COMES FROM, YOU KNOW, HOW VAST YOUR NETWORK IS AND HOW QUICKLY YOU CAN GET TO A SALE OR HOW QUICKLY YOU CAN GET TO SOMETHING LIKE THAT.
I REMEMBER STARTING OFF, I WAS OF COURSE MUCH YOUNGER.
I MEAN, YOU KNOW, I, I WAS STRUGGLING, AND SO I WANNA BE ABLE TO HAVE EMPLOYERS IN MY MIND AS I THINK ABOUT IT, HOW DO I HAVE, HOW CAN I GET EMPLOYERS TO HIRE FOLKS IN HIGH PAYING JOBS, COMING RIGHT OUT TO KIND OF GET THEIR FEET WET IN THE INDUSTRY AND GET THEIR FEET AND REALLY GET A GOOD UNDERSTANDING OF HOW THINGS WORK THERE.
UM, THAT WAY, ONE OF THE THINGS THAT I THINK IS IMPORTANT IS YOU CAN USE A NINE TO FIVE TO FINANCE YOUR, YOU KNOW, YOUR STARTUP BUSINESS.
AND SO I WANT FOLKS TO KIND OF THINK ABOUT IT LIKE THAT INSTEAD OF JUMPING STRAIGHT OUT AND MAYBE HAVING A HIGHER RISK OF FAILURE.
UM, BECAUSE JUST 'CAUSE YOU HAVE A LICENSE DON'T MEAN YOU'RE AUTOMATICALLY SUCCESSFUL.
AND SO IF WE CAN HAVE SOMEBODY AT THE END RIGHT THERE WAITING TO COACH THEM WHILE ALSO PAYING THEM, GET THE COACHING, MAXIMIZE THAT, AND THEN SAY, OKAY, I UNDERSTAND HOW THIS BUSINESS WORKS.
I CAN GO START THIS AND CREATE THIS ON MY OWN.
ULTIMATELY, I THINK THE, THE, THE, THE BIG GOAL IS TO HAVE ONE OF THE ALUM CREATE AN APPRAISAL MANAGEMENT COMPANY AND THEN START TO HIRE EVERYBODY WHO COMES OUT OF THE PROGRAM AS ONE OF THEIR APPRAISERS.
THAT'S KIND OF THE BIG, HAIRY, AUDACIOUS GOAL.
UM, BUT WE GOTTA GET 'EM STARTED BECAUSE I'M NOT AN APPRAISAL.
I DON'T KNOW WHAT THAT LOOKS LIKE.
YOU KNOW WHAT I MEAN? I WISH I DID BECAUSE THAT'S THE OPPORTUNITY
AND THEN MY SECOND QUESTION, EXPLAINING THAT, YEAH, BECAUSE I KNOW, I THINK I READ AN ARTICLE LIKE ABOUT A YEAR AGO WHERE, WHAT, SAY AGENTS THAT ARE LICENSED, 90% OF THEM ACTUALLY DON'T EVEN WORK IN THEIR FIELD THAT THEY'RE YEAR.
SO THAT'S HOW IT'S GONNA BRING, LIKE I CAN PREPARE 'EM BETTER FOR WHEN THEY DO TAKE THIS ROUTE, RIGHT? IF THEY GO THAT ROUTE.
SO THANK YOU FOR EXPLAINING THAT AND YOUR POINT OF VIEW.
SECOND IS HOW DO WE PLAN, I KNOW WE TALKED ABOUT, I THINK EMPLOYMENT LAST TIME WHEN YOU GUYS, YOU WERE HERE, UM, FOR LIKE, YOU KNOW, HOW MANY JOBS THEY, TO THE COMMUNITY, ARE YOU PLANNING TO USE IT AS A COMMUNITY? I, AGAIN, YOU DON'T HAVE TO 'CAUSE IT'S, I KNOW IT'S YOUR, YOU KNOW, YOUR FAMILY FOUNDATION WORK, DO YOU GET DOING AND YOUR MONEY? HOW ARE YOU PLANNING TO WORK WITH THE COMMUNITY WHEN IT COMES TO, YOU KNOW, NOT JUST EDUCATING THEM, BUT ALSO USING IT LIKE, AS A, AS A HUB FOR THEM TO COME AND, YOU KNOW, BUILD RELATIONSHIPS OR EVEN GROUPS THAT ARE NOT IN THE FAMILIAR WITH THE AREA? YEAH.
UM, AND YOU KNOW, THE HONEST TO GOODNESS TRUTH, I LIVE IN SOUTH DALLAS, SO I'M JUST REALLY USING THE NETWORK AND, AND THE, THE PEOPLE THAT I'VE MET SINCE I'VE BEEN LIVING THERE AND SAY, HEY, LISTEN, THIS IS WHAT WE GOT, YOU KNOW? UM, I WORK CLOSELY WITH ICDC, UM, I WORK CLOSELY WITH SOUTH FAIR, I WORK CLOSELY WITH A LOT OF THE ORGANIZATIONS WHO ARE ALREADY KIND OF DOING WORK AROUND JOB PLACEMENT.
UM, SO I'M, YOU KNOW, IT IS GONNA BE A, A RESOURCE THAT I OFFER.
I THINK WORKING WITH, UH, AND, AND PARTNERING WITH WORKFORCE DALLAS, THAT'S ANOTHER, YOU KNOW, THAT'S ANOTHER WAY TO MASS, UH, DISTRIBUTE THIS INFORMATION.
BUT MOST IMPORTANTLY, HAVING AN ACTUAL OFFICE, HAVING OUR OFFICE BUILDING RIGHT ON MLK, PEOPLE ARE GONNA WANT TO SEE LIKE, WHAT THE HECK IS THAT? LIKE, YOU KNOW, 'CAUSE IT, IT'S NOT A SMALL FEAT.
LIKE IT'S GONNA BE A REALLY NICE, YOU KNOW, KIND, YOU KNOW, YOU'RE GONNA SEE IT.
YOU'RE GONNA BE LIKE, YOU'RE GONNA WONDER, YOU'RE GONNA WANT TO TAKE A U-TURN AND SAY, HOLD ON.
UM, AND THAT'S MY, THAT'S GONNA BE MY HOPE.
UM, WE JUST RECENTLY MET WITH A FEW PROGRAM DIRECTORS, UH, SOME FOLKS WHO HAVE EXPERIENCE KIND OF MAKING THESE TYPES OF PROGRAM WORK AND MAKING THEM LAST.
[00:45:01]
FOR THEM, I WANNA JUST HAND THE BALL OFF AND LET THEM DO WHAT THEY DO AND GETTING FOLKS, YOU KNOW, THROUGH THE DOOR.MS. PEEVY, MISS YOUR, SO THE, SOME OF THIS MAY BE LIKE BETTER FOR OUR OFFLINE, UM, CALL AND I, I'M MESSAGING IT, BUT I ALSO, UM, TO BE OUT LOUD AND ON THE RECORD, UM, I WAS GONNA, I LIKE, IF THERE'S A WAY FOR US TO HELP TO CONNECT YOU WITH SOME OF THE PEOPLE, SO LIKE URBAN LAND INSTITUTE, CBRE, A NUMBER OF THE HIGHER UPS IN DIFFERENT AREAS, I THINK OF AS LIKE PEOPLE THAT YOU SHOULD KNOW IF YOU DON'T ALREADY, WHICH IS QUITE POSSIBLE.
UM, BUT I GLADLY, YOU KNOW, MAKE A CONNECTION THERE, UM, TO SUPPORT THE WORK THAT YOU GUYS ARE DOING.
I, UH, I'LL SEND YOU AN EMAIL.
I THINK I HAVE, COULD YOU SHARE YOUR EMAIL? YES, I WILL.
FOR THAT, MS. PV AND, UH, MR. SMITH, I'D BE HAPPY TO ASSIST WITH THAT ALSO.
SO WE, WE CAN CONNECT OFFLINE.
UM, ANYBODY ELSE WITH ANY QUESTIONS? I WAS DEFINITELY GONNA SAY, YEAH, PLEASE INCLUDE ME.
UM, I KNOW SOME PEOPLE OVER AT JONES LANG AND SOME IN THE INDUSTRY, SO WOULD LOVE TO CHAT OFFLINE ANYWAY, IF I CAN HELP.
UH, ANYBODY ELSE? HEARING NONE, MR. SMITH, THANK YOU SO MUCH FOR COMING OUT AGAIN.
AND, UH, ABSOLUTELY GIVING US AN UPDATE ON WHAT'S HAPPENING WITH, UH, SHAKINA LEGACY HOLDINGS AND, UH, THE WONDERFUL WORK THAT YOU GUYS ARE DOING.
AND, UM, I'M LOOKING FORWARD TO, TO HEARING MORE PROGRESS REPORTS AS YOU GUYS GET LAUNCHED AND YOU GET YOUR PLANS PERMITTED AND GET UNDER CONSTRUCTION AND START TO RAMP UP THE PROGRAM, UH, IN THE MEANTIME.
THANK YOU SO MUCH AGAIN, YOU'RE DOING, AND, UH, WE'LL TALK TO YOU.
NEXT AGENDA ITEM, AGENDA ITEM NUMBER SEVEN IS AN UPDATE ON THE KINGDOM LEGACY PROJECT.
I DON'T, I DON'T THINK THAT, UH, UH, MS. FELLOWS IS, IS HERE WITH US OR ONLINE, CORRECT? CORRECT.
SO, UH, MS. REGINA, I'LL LET YOU GO AHEAD AND TAKE OVER WITH THAT UPDATE, UH, FOR KINGDOM LEGACY.
UM, I'M GONNA GIVE YOU A FEW UPDATES, BUT I'M GONNA BRING MS. WILLIAMS UP TO TALK IN DEPTH BECAUSE IT'S HAD A FEW ITERATIONS AS WELL.
I JUST WANTED TO TALK A LITTLE BIT OF ABOUT, I, SOME OF YOU PROBABLY SAW THE NOT SO PROMISING ARTICLE ABOUT, I KNOW SOME OF YOU DID 'CAUSE WE HAD A CONVERSATION, BUT, UM, THE NOT SO PROMISING ARTICLE ABOUT THE STATE OF THE PROJECT, AND SO WE JUST KIND OF WANTED TO BRING YOU UP TO DATE ON WHAT SHE'S DOING AND, AND HOW SHE'S MOVING FORWARD AT THIS TIME.
UH, A FEW THINGS THAT ARE GOING ON THAT PEOPLE PROBABLY CANNOT SEE.
UM, THE 31, 0, 31 0 1 MLK PROPERTY IS NOW FENCED OFF.
INTERNAL PLUMBING EXCAVATIONS ARE HAPPENING PERMIT REVIEWS, COMPLETE GREEN LIGHT TO PROCESS ELECTRICAL WIRING, BUT THEY'RE WAITING ON THAT.
SO TO PRE PREVENT THEFT UNTIL SHE CAN GET THE METER INSTALLED, UM, ALL HER PLANS ARE PASSED THROUGH CODE REVIEW.
PARKING AGREEMENT IS IN DEPARTMENT FOR REVIEW AND ZONING, UH, SUP ZONING APPLICATION IN CONVERSATIONS NOW WITH THAT ZONING CLEANING COMPANY HIRED TO KEEP THE PROPERTY CLEAN, THAT WAS A BIG PART OF THE EYES OR UH, PROBLEM.
SHE SAID IT'S STILL STILL HAVING SOME ISSUES WITH THAT, UM, BECAUSE THE, THEY CONTINUE TO, THE VIOLATORS CONTINUED TO TRASH IT UP, UH, WORKING NOW WITH INTERIOR DESIGNERS, WITH THE TENANTS, UH, REGARDING FINISH OUTS.
AND THEY MET WITH HKS WELLNESS ARCHITECT TO DISCUSS WAYS TO AFFORDABLY INJECT WELLNESS DESIGN IN THE BUILDING DESIGN.
THERE'S A LOT OF OTHER LITTLE THINGS, BUT I THINK THOSE WERE THE BIGGEST ONES THAT ARE GOING ON THAT YOU CANNOT SEE.
BUT SHE IS WORKING ON HER PROJECT.
I NOW WANTED TO BRING, UH, MS. WILLIAMS UP TO TALK FURTHER ABOUT THAT.
UM, TO FURTHER THE REPORT, IF YOU CAN SEE THE RENDERING THAT, UM, THE AFTER, UM, RENOVATIONS THAT WAS PROPOSED INITIALLY, THAT RENDERING IS NOW CHANGED.
UH, BECAUSE THE CITY ORDINANCE IN ZONING, SHE WILL NOT BE ABLE TO PUT A STOP LAYER ON THAT BUILDING.
LIKE SHE WANTED TO BE ABLE TO HAVE IT OVER, UM, TOP LAYER ON THE BUILDING AND BECAUSE OF CITY ZONING AND CODES THAT THAT'S NOT GOING TO BE AROU.
SO IT WAS GOING TO BE A, JUST A SINGLE STORY
[00:50:01]
BUILDING, HOWEVER IT IS GOING.UH, SHE HAD SOME OTHER CHANGES BECAUSE OF THE REQUIREMENTS FROM TXU AND ENCORE ABOUT INDIVIDUALIZING INDIVIDUAL, UH, STATIONS FOR THE VIN, THE, UH, OCCUPANTS THAT SHE'S GOING TO HAVE IN THE BUILDING LOCATION AS WELL.
SO ALL OF THOSE THINGS HAVE CHANGED.
HOWEVER, IT HAS NOT CHANGED THE SCOPE OF THE PROJECT, UM, BECAUSE IF IT DID CHANGE THE SCOPE OF THE PROJECT, IT WOULD VIOLATE THE CONTRACT AT THIS SIGNED.
BUT BECAUSE THEY ARE ORDINANCES AND ZONING REQUESTS AND CODE REQUESTS THAT, UH, SHE WILL CONTINUE TO HAVE THE SANDWICH SHOP, SHE'LL CONTINUE TO LOOK AT THE COFFEE SHOP, SHE CONTINUED TO HAVE THE WELLNESS CENTER, ALL OF THOSE THINGS THAT WOULD STILL BE THERE.
UM, AGAIN, THE PROJECT WAS RELAYED BECAUSE OF THE CONTINUANCE BREAK IN AND THAT CORNER FACILITY AS WELL AS THE HOMELESS ISSUE.
SO BEING ABLE TO WORK WITH HER AND ALL OF THE CITY DEPARTMENTS TOGETHER TO BE ABLE TO SOLVE SOME OF THOSE ISSUES SO THAT SHE COULD GET THE PROJECT MOVING, WE DO THINK THAT THE PROJECT WILL BE ON TIME, UH, GIVEN, EVEN GIVEN ALL OF THE THINGS THAT SHE'S DONE.
SHE'S VERY DEDICATED TO THIS COMMUNITY.
SHE LIVES WITHIN THIS COMMUNITY.
SHE HAS OTHER PROPERTY DEVELOPMENT WITHIN THE COMMUNITY THAT IS NOT, THAT WAS NOT SUPPORTED OF THE FUNDING OF THIS, UM, GRANT.
SHE WAS FUNDED AT, UH, UNDER 300.
SHE WAS FUNDED AT 350 WITH A HUNDRED, UH, THOUSAND HUNDRED FROM SOUTH DALLAS INVESTMENT, UM, SOUTHERN DALLAS INVESTMENT FUND.
SO WE ARE MOVING WITH THIS PROJECT, AND I'M, I'M HAPPY TO SAY AS MR. SMITH AND AS MS. FELLOWS OR SMALL DEVELOPERS WITHIN THIS COMMUNITY, THEY'RE BOTH DEDICATED TO SOUTH DALLAS AND THEY'RE BOTH DEDICATED TO A COMMUNITY IN WHICH THEY HAVE NOT ONLY WORKED IN AND PLAYED IN, BUT NOW THEY'RE DEVELOPING AND TO ENSURE THAT OTHER PEOPLE NOT ONLY HAVE WORKFORCE OPPORTUNITIES, BUT THEY HAVE GENERATIONAL WEALTH OPPORTUNITIES.
SO I CAN ANSWER ANY ADDITIONAL QUESTIONS ON THIS PROJECT THEN.
I THANK YOU DIRECTOR WILLIAMS. UH, ARE THERE ANY QUESTIONS, COMMENTS, OR FEEDBACK WITH KINGDOM LEGACY, UH, IN THIS PROJECT? UM, OKAY, WELL, UM, DIRECTOR WILLIAMS, CAN YOU SPEAK TO, UM, I KNOW YOU MENTIONED SOME OF THE DESIGN CHANGES.
UH, CAN YOU SPEAK TO WHAT STAGE, UH, THE PROJECT IS IN? IS THE DESIGN COMPLETE AT THIS POINT? UH, THAT, DOES SHE HAVE USERS FOR THE COFFEE SHOP AND, AND THE, YOU KNOW, THE, UM, THE WELLNESS CENTER AND THE, THE SANDWICH SHOP AND SOME OF THE OTHER THINGS THAT THEY WERE TRYING TO PULL TOGETHER? CAN YOU KIND OF SPEAK TO KIND OF WHERE THE PROJECT IS RIGHT NOW? UH, CONSIDERING SOME OF THE OTHER CHALLENGES HERE? YES.
AND JUST KIND OF WHERE THEY'RE, THANK YOU.
UH, THANK YOU FOR THE QUESTION, MR. CHAIR.
UH, YES, SHE DOES HAVE, THE DESIGN IS FINISHED AND HAS BEEN APPROVED BY OUR PERMITTING AND CITY CODE ZONING IN ORDINANCE, UM, STAFF AND TEAM.
SO THAT HAS, THAT RENDERING HAS BEEN APPROVED.
UH, I GOT A COPY OF THAT, UH, IN MY EMAIL THIS MORNING, SO WE'LL BE ABLE TO GET THAT OUT TO YOU.
JENNA, UH, A COPY OF THE NEW RENDERING FOR THE SINGLE FLOOR.
SHE HAS GOTTEN SIGNED LETTERS OF COMMITMENT, UM, FOR MOST OF THE, UH, OCCUPANTS.
SHE HAD A SIGNED LETTER COMMITMENT FOR THE COFFEE SHOP, BUT THE VENDOR HAS NOW STEPPED AWAY BECAUSE IT HAS TAKEN, 'CAUSE THE PROJECT HAS BEEN DELAYED.
SO THE VENDOR, OF COURSE, HAD PROVIDED ANOTHER PLACE.
THAT'S SOME OF THE ISSUES THAT WE ARE HAVING WITH OUR PROJECTS, NOT ONLY IN SOUTH DALLAS, BUT IN
JUST LIKE SCOTT SAID, WITH THE CONSTRUCTION COSTS GOING UP, THOSE ARE THINGS THAT ARE NOT ON OUR CONTROL BECAUSE WE DO HAVE TO DO OUR DUE DUE DILIGENCE.
UM, BUT YES, SO THE COFFEE SHOP PERSON HAS BACKED OUT, BUT SHE'S, UH, SEARCHING FOR AND SHE HAS TO HAVE ANOTHER VENDOR IN THAT PLACE AS PART OF THE CONTRACT REPLY, UH, COMPLIES THAT SHE MUST DO THAT.
SO BEFORE SHE COULD ACTUALLY GET THE REST OF HER MONEY, THE WHOLE PROJECT HAS TO BE COMPLETED AND PLEAD.
[00:55:01]
THERE.DOES THE CONTRACT ALLOW FOR HER TO SWAP OUT THE USES? DOES IT HAVE TO BE SPECIFICALLY A COFFEE SHOP OR CAN THE USE BE CHANGED OUT OR DOES, DOES SHE JUST HAVE TO WAIT TO FIND ANOTHER COFFEE SHOP USER TO COME IN? HOW DOES THAT WORK? WELL, THE ACTUAL, SHE HAS TO BE ABLE TO, JUST LIKE SCOTTY IS MAKING SOME CHANGES IN HIS PLAN, HE HAS TO BE ABLE TO SUBMIT THAT SO THAT WE CAN BE ABLE TO APPROVE THOSE CHANGES WITHIN THE PLAN.
SO THEY MAY SAY THAT THOSE ARE THE THINGS THAT THEY WANT TO DO, BUT THEY HAVE TO SUBMIT THE CHANGES AS PART OF THAT.
BUT SHE WOULD HAVE TO BE ABLE TO SHOW A SURVIVAL EFFORT.
WHY WOULD THIS CHANGE? IS IT GONNA CHANGE HER BOTTOM LINE? IS IT GOING TO IMPACT, UM, THE WAY SHE HAS PLANNED OUT? HOW WE'VE PLANNED OUT AMORTIZATION OF THE PAYBACK OF THE LOAN, ALL OF THOSE THINGS IS THAT WOULD HAVE TO BE PART OF THAT PLAN AND SHOW THAT THERE'S NO IMPACT ON THE CHANGE IN THE STATUS OF THE IMMUNIZATION.
WE DIDN'T REALLY PAY BACK THE LOAN IF THE LOAN WAS BASED ON THAT PERFORMER THAT WAS SUBMITTED BASED ON THE NUMBER OF TENANTS AND HOW MUCH THOSE TENANTS WERE GONNA GROSS OVER THE YEAR AND THE MONTHLY
UH, CONSIDERING SOME OF THE CHALLENGES THAT, THAT WERE BROUGHT UP, SUCH AS THE BREAK-INS, THE HOMELESSNESS, UM, YOU MENTIONED WORKING WITH SOME OF THE CITY DEPARTMENTS TO KIND OF HELP OUT WITH THAT.
CAN YOU SPEAK TO KIND OF WHAT'S BEING DONE, IF THAT PROBLEM'S GETTING BETTER OR KIND KIND OF WHERE, WHERE THAT STANDS? YES.
UM, THE HOMELESSNESS WITH THE HOMELESS PEOPLE HANGING AROUND, UH, AND CAMPING OUT THAT OUR HOMELESS TEAM WAS SENT OUT, UM, TO WORK WITH THE PEOPLE WHO WERE SETTING UP CAMPS AND, AND CAMPS THERE TO BE ABLE TO MOVE THEM.
UM, CODE, UH, CAME IN TO LOOK AT CLEANUP OF THE LITTER AND HOW THAT WOULD BE.
SHE HAS ALSO NOW SELECTED SOMEONE WHO ACTUALLY LIVES ACROSS THE STREET AND PAY THEM TO ACTUALLY PICK UP THE LITTER THAT'S DOWN THERE EVERY DAY.
UM, THE OTHER DEPARTMENT WAS THE PERMITTING OFFICE, WORKING WITH THE PERMITTING OFFICE TO RUSH HER PERMITTING.
UM, I WOULDN'T SAY PUT IT ON A RUSH FOR, PUT IT ON URGENCY AND SO THAT WE COULD, SO THAT SHE CAN START THE INTERIOR WORK THAT SHE NEEDED TO BE ABLE TO START.
SO THOSE THINGS LIKE BEING ABLE TO DO THAT.
UM, WE ARE COLLABORATIVELY WORKING WITH SEVERAL DEPARTMENTS AND, UH, DEVELOPMENTAL SERVICES, WHICH INCLUDE CODE, UH, WHICH INCLUDES ZONING, WHICH INCLUDES PLANNING, WHICH INCLUDES HOMELESS.
WE HAVE ABOUT 18, UH, DEPARTMENTS THAT ARE WORKING TOGETHER ON COMMUNITY DEVELOPMENT PROJECTS LIKE THIS.
AND ESPECIALLY WITH SMALL BUSINESS AND FOCUSED ON SMALL BUSINESS METHODS.
UM, WE HAVE ANY OTHER QUESTIONS, COMMENTS, OR FEEDBACK, UM, ON THE KINGDOM LEGACY PROJECT? UH, MS. PEEVY, I WAS JUST GONNA SAY, UM, YEAH, SHE AND I MET AND UM, SHE HAD ALSO SHARED WITH ME SOME OF THE CHALLENGES WITH CHANGING, UM, MEP.
SO ESSENTIALLY THAT SHE HAD CONTRACTS FOR ONE THING AND THEN, UM, THEM COMING IN AND SAYING LIKE, BASICALLY HER REVIEWER CHANGING AND THUS, UM, WHAT IS EXPECTED HAS CHANGED.
SO I'VE CONNECTED HER WITH A COLLEAGUE AND FRIEND THAT'S AN MEP ENGINEER, UM, THAT DID WORK IN DALLAS FOR A LONG TIME UNTIL LAST MONTH.
SO HOPEFULLY, UM, THAT CAN HELP IN SOME WAY BECAUSE I THINK IT'S A LOT, A LOT OF NAVIGATING BECAUSE WHEN ALL OF THOSE PEOPLE CAME IN AS SHE TOLD US THAT, YOU KNOW, THERE WAS A LOT OF THINGS STRIPPED OUT AND THEN SOME OF THOSE THINGS HAVE CHANGED AS WELL.
THANK YOU VERY MUCH MS. PEEVY.
UH, MS. KUUMBA, AND, AND JUST TO ADD, IF, IF YOU'RE NOT FAMILIAR WITH THAT CORNER, IT'S A REALLY DIFFICULT CORNER.
LIKE I'M SURE SHE'S FACING LIKE ALL THOSE CHALLENGES THAT WERE MENTIONED, BUT PLUS SOME THAT PROBABLY WEREN'T MENTIONED.
UM, BUT YEAH, I JUST, I JUST WANTED TO ADD THAT I DIDN'T KNOW THAT SHE'S, SHE'S REALLY GOING DOING HER BEST.
THERE ARE SOME CHALLENGES THAT, UM, HAVE NOT BEEN MENTIONED, BUT UM, WE KNOW THAT THEY'RE THERE FOR THOSE OF US WHO ARE VERY FAMILIAR WITH COMMUNITY, WE KNOW THAT.
THANK YOU VERY MUCH MS. P AND DIRECTOR WILLIAMS. IS THERE ANY OTHER, ARE THERE ANY OTHER QUESTIONS ARE COMMENTS OR FEEDBACK
[01:00:01]
FOR, UM, UM, EXCUSE ME, KINGDOM LEGACY, THE KINGDOM LEGACY PROJECT AT THIS TIME? OKAY, I'M HEARING NONE.SO THANK YOU VERY MUCH, DIRECTOR WILLIAMS AND MS. REGINA FOR THE UPDATE ON, UH, THE KINGDOM LEGACY PROJECT AND LOOKING FORWARD TO MORE UPDATES THERE.
UH, NEXT AGENDA ITEM, UH, THE UPDATE ON THE 2023, THE SECOND RELEASE ANYWAY OF THE 2023, UH, NOFO PROCESS.
UH, MS. REGINA, ARE YOU, ARE YOU GONNA GIVE AN UPDATE ON THAT? UH, YOU GUYS KNOW WE TALKED ABOUT THE SECOND RELEASE AND HOW WE GOT THE WORD OUT AND IT SHOWED THIS TIME BECAUSE WE HAD 21 APPLICATIONS COME THROUGH, THAT'S THE MOST THAT WE'VE EVER HAD.
I'M IN THE PROCESS NOW OF GOING THROUGH ALL OF THEM TO UM, FORCE UH, GETTING THEM READY FOR OUR EVALUATORS.
THE EVALUATORS WILL HAVE THEM TOMORROW AND BECAUSE THERE'S SO MANY, IT'S GONNA BE A LENGTHY PROCESS.
'CAUSE WE WANT TO GET IT RIGHT.
THERE WILL PROBABLY NOT BE 21 AT THE END BECAUSE SOME OF THEM ARE IN DALLAS COUNTY AS OPPOSED TO FAIR PARK.
SO WE HAD TO GO THROUGH AND GET ALL THAT FIGURED OUT TO ENSURE THAT THEY'RE IN THE FAIR PARK CENSUS TRACKED AND, UM, PROCESS HAS BEGUN.
AND WE'RE LOOKING TO BRING THE RECOMMENDATIONS FOR ALL THOSE THAT ARE 80 PLUS TO THE BOARD FOR OCTOBER.
THAT IS THE PLAN FOR OCTOBER MEETING.
AND, AND JUST, JUST TO, UM, KIND OF BACKTRACK A LITTLE BIT, CAN YOU SPEAK TO, UM, KIND OF WHAT THE PROCESS WAS TO UH, GET THE, GET THE APPLICANTS OR DID WE DO ANY INFORMATIONAL SESSIONS? WE, YOU MAY HAVE MENTIONED THAT BEFORE, BUT JUST KIND OF WANNA REMIND EVERYBODY.
WE DID NOT DO INFORMATIONAL SESSIONS BECAUSE REMEMBER I SAID WE, WE WERE TRYING TO GET THEM OUT, UM, BY THE END OF THE FISCAL YEAR, BUT THE WORD OF MOUTH WAS SPECTACULAR.
AND WE WORKED WITH OUR NEIGHBORHOOD GROUPS AND SOME OF OUR, UM, GROUPS, UM, DEPARTMENTS HERE IN THE CITY.
THERE WAS WIDE DISTRIBUTION ACROSS THE, THAT AREA THAT CENSUS TRACTED.
AND BECAUSE OF THAT WE HAD 21.
I WILL SAY THAT A LOT OF PEOPLE ARE, EVEN THOUGH IT'S VERY CLEAR THAT IT WAS $120,000 POT, A LOT OF PEOPLE ARE ASKING FOR $120,000.
SO WE ARE GONNA HAVE TO FIGURE OUT HOW TO, UM, RECOM WHAT, HOW WE'RE GONNA HANDLE THE RECOMMENDATIONS.
DOES ANYBODY ELSE HAVE ANY QUESTIONS ABOUT, UM, THE LATEST NOVA RELEASE? UH, LOOKS LIKE WE'RE HOPING TO HAVE SOME RECOMMENDATIONS, UH, FOR THE OCTOBER MEETING, UH, AND WE'LL LOOK FORWARD TO, TO RECEIVING THE INFORMATION FOR THAT, UM, AND THE PACKETS FOR THAT.
SO ANY OTHER QUESTIONS ABOUT THAT? OKAY.
UM, AGENDA ITEM NUMBER NINE, UH, CONSIDERING THE MEETINGS, MEETING DATES, THE UPCOMING MEETING DATES FOR THE REMAINDER OF THIS YEAR, UH, INTO NEXT YEAR.
AND IT LOOKS LIKE WE'RE CONTINUING ON WITH THE THEME OF THE LAST MONDAY OF EACH MONTH.
UH, IS THAT CORRECT? JUST LOOKING AT THESE DATES? THAT IS CORRECT.
THOSE ARE, THAT IS THE MONDAY DATES FOR CONSIDERATION.
WE ARE NOT PROMISED THIS ROOM, SO I WANTED TO HURRY UP AND GET AN ANSWER IF, IF THIS CONSIDERATION WAS OKAY WITH YOU GUYS SO THAT I CAN GET WITH BOARDS AND COMMISSION SO THAT WE CAN CONTINUE TO HAVE IT HERE IN THE BRIEFING ROOM.
HAS THE LAST MONDAY IN THE MONTH WORKED WELL FOR EVERYONE? I'M, I'M JUDGING BY THE ATTENDANCE TONIGHT.
I APPRECIATE EVERYBODY BEING ON THE CALL.
I THINK WE GOT A FULL HOUSE TONIGHT.
SO, UM, ARE THERE ANY OBJECTIONS, UH, TO THE DATES THAT WE HAVE LISTED HERE MOVING FORWARD TO CONTINUE ON, UM, WITH THE LAST MONDAY? UH, IN EACH MONTH WE EXIT OUT THE PRESENTATION QUESTION.
UM, DO WE TAKE OFF IN JULY WITH COUNSEL OR DO WE MEET IN JULY? TYPICALLY DURING JULY WE TAKE OFF BECAUSE, UH, YOU KNOW, FOLKS ARE TRAVELING.
IT'S THE SUMMERTIME, UH, AND COUNCIL'S OUT AS WELL.
SO, UM, BUT SHOULD WE HAVE SOMETHING URGENT THAT WE NEED TO TALK ABOUT OR WE NEED TO HAVE ON THE AGENDA, UM,
[01:05:01]
THEN WE CAN CERTAINLY HAVE THE MEETING.SO WE'LL GO AHEAD AND LEAVE THE PLACEHOLDER DOWN.
UH, AND IF WE'VE GOT TOO MANY PEOPLE OUT, LIKE FOR EXAMPLE, THIS YEAR WE KNEW THERE WERE GONNA BE A NUMBER OF PEOPLE TRAVELING AND OUT ON VACATION.
SO, AND WE DIDN'T HAVE ANYTHING, UH, THAT WAS READY FOR US TO KIND KIND OF REVIEW.
AND SO IT MADE SENSE TO JUST GO AHEAD AND PULL THAT ONE DOWN FOR THAT PARTICULAR MONTH.
BUT, UH, THAT'S, THAT'S A DECISION THAT WE CAN MAKE ONCE WE GET CLOSER TO THAT TIME.
MR. CHAIR, ON OUR LAST BOARDS AND COMMISSIONS CALL, UM, SOME OF THE BOARDS ARE GOING TO EVERY OTHER MONTH BECAUSE THEY DON'T HAVE ANYTHING.
SO THAT WAS ALSO ANOTHER CONSIDERATION THAT IF YOU GUYS WANTED TO MEET EVERY OTHER MONTH AS OPPOSED TO EVERY MONTH, JUST SOMETHING TO TALK ABOUT.
SOME OF THE BOARDS ARE STARTING TO DO THAT.
WELL, MY HOPE IS IS THAT WE, WE HAVE A REASON TO MEET EVERY MONTH, SO, UH, HOPEFULLY WE'RE NOT, UH, DECELERATING, UH, AND NEED TO HAVE MEETINGS EVERY OTHER MONTH.
SO, UH, WE'LL, WE'LL KEEP IT AS IS.
IF, IF THERE ARE NO OBJECTIONS BY THE WAY, IF THERE ARE NO OBJECTIONS TO KEEPING IT, UH, AS IS, I THINK WE'RE IN A NICE LITTLE RHYTHM.
WE'RE IN A NICE LITTLE FLOW RIGHT NOW.
SO, UM, DO YOU WANT ME TO, DO YOU WANT ME TO TAKE OFF JULY? NO, WE'LL GO AHEAD AND LEAVE IT ON FOR NOW.
UH, IN CASE, IN CASE WE NEED TO HAVE THAT EARMARKED AND WE HAVE THIS ROOM FOR SOMETHING.
SO, UH, UH, DIRECTOR WILLIAMS. EXCUSE ME.
UH, JOYCE WILLIAMS, DIRECTOR IS NOT REASON CENTER.
UM, I WANT TO THANK YOU FOR THE COMMENT YOU JUST MADE.
UM, SIMPLY BECAUSE OF THE FACT THAT WHEN THE SMALL BUSINESS CENTER FIRST TOOK OVER THE SOUTH DALLAS FAIR PARK OPPORTUNITY FUND, ONE OF THE THINGS THAT YOU COMMITTED TO AS A CHAIR WAS TO MAKE SOME CHANGES IN WHICH YOU WOULD TRY TO MEET MONTHLY, UM, FOR BEING ABLE TO ENSURE THAT THE BILL WAS UPDATED ON NOT ONLY DIFFERENT PROJECTS THAT WE WERE HAVING, BUT THE OPPORTUNITY TO BE ABLE TO DISTRIBUTE FUNDS AS QUICKLY AS POSSIBLE.
ESPECIALLY SINCE FUNDS HAVE NOT BEEN, UH, ATTRIBUTED TO FOR-PROFIT AGENTS.
WE'VE BEEN DOING A VERY GOOD JOB OR A VERY, A VERY GOOD JOB ON, UM, NONPROFIT SIDE IN WHICH WE HAD BEEN DISPERSING FUNDS, UM, YEARLY.
UM, PROBABLY NOT TO THE MAXIMUM CAPACITY THAT WE COULD HAVE.
SO I WANNA THANK YOU OPENLY AND PUBLICLY TO BE ABLE TO SAY THANK YOU FOR BEING ABLE TO CONTINUE TO COMMIT TO THAT.
AND I ALSO WANTED TO SAY NOW THAT THE CITY'S BUDGET HAS BEEN PASSED BY THE CITY COUNCIL AND ADOPTED 4 24 25, EACH OF THE 42 DEPARTMENTS HAVE BEEN REQUIRED TO LOOK AT THE GOALS THAT ARE SET BY THE CITY MANAGER AND BY THE COUNCIL.
AND IN DOING SO, SMALL BUSINESS CENTER WILL BE SETTING, WE'LL BE SETTING OUR DEPARTMENTAL GOALS AS PART OF ONE OF THOSE DEPARTMENTAL GOALS WILL BE THE SOUTH DALLAS FAIR PARK OPPORTUNITY.
AND I WOULD BE ABLE TO WORK WITH YOU ALL AS A BOARD TO LISTEN TO YOUR INPUT OF WHAT YOUR GOALS ARE FOR THIS FUND GOING FORWARD.
MUCH LIKE MR. CHAIR, WE DID ON THE INITIAL TIME WHEN THE ROBINSON CENTER TOOK OVER THE PHONE.
SO I WILL BE ASKING AND SENDING OUT A REQUEST FROM THE CHAIR TO GET YOUR INPUT ON THOSE GOALS FOR THIS PARTICULAR MOVING FORWARD.
AND SO WE USUALLY TRY TO DO THAT IN OCTOBER, NO LATER THAN NOVEMBER, NO LATER THAN HIS SECOND YEAR, NOVEMBER, GET THOSE GOALS TO THAT CITY MANAGER.
UH, AND UH, THANK YOU FOR THAT DIRECTOR WILLIAMS AND I JUST KINDA WANNA EXTEND THAT OUT TO, TO THE BOARD.
UM, YOU KNOW, WE CAN'T DO ANYTHING IF, IF FOLKS AREN'T SHOWING UP AND THE BOARD IS NOT COMMITTED TO, TO BEING HERE AND WE CAN'T HAVE A QUORUM AND WE CAN'T VOTE ON THINGS AND THINGS LIKE THAT.
SO, UH, I KNOW EVERYBODY'S BUSY.
WE GOT A LOT OF FOLKS WITH YOUNG KIDS AND ALL KINDS OF STUFF.
SO, UM, I APPRECIATE, APPRECIATE EVERYBODY'S TIME AND COMMITMENT, UH, TO, TO SHOWING UP.
YOU KNOW, SEVERAL PEOPLE ARE HERE IN PERSON.
UH, THE FOLKS THAT ARE ONLINE ARE, ARE ALWAYS, UH, ONLINE AND ALWAYS PRESENT.
AND SO I WANT TO THANK YOU GUYS FOR THAT 'CAUSE UH, WE CAN ALL CONTINUE THAT WORK, UH, WITH THE PARTICIPATION OF EVERYBODY.
UH, AND WITH THAT BEING SAID, I WANT TO MAKE ONE LAST, UH, UH, I WANNA RECOGNIZE, UH, ONE OF OUR BOARD MEMBERS IS GONNA BE HIS LAST MEETING AND THAT'S MR. BILL MACY.
UH, HE IS GOING TO BE ROLLING OFF AFTER THIS MEETING AND, UH, PURSUING SOME OTHER STUFF.
SO, UH, I WANNA SAY, UH, TO, TO BILL, THANK YOU FOR, FOR YOUR SERVICE AND THANK YOU FOR YOUR CONTRIBUTIONS AND, UH, THANK YOU FOR, UH, ALWAYS BEING PRESENT AND, AND, AND BEING ONLINE AND PROVIDING YOUR FEEDBACK AND YOUR THOUGHTS.
