TO KEEP OUR MISSION AND FOCUS IN FRONT OF MIND, THE CITIZEN HOMELESSNESS COMMISSION IS AN ADVISORY BODY.

THE PURPOSE OF THE CHC IS TO ASSURE PARTICIPATION FROM AND INCLUSION OF ALL STAKEHOLDERS, INCLUDING THOSE WITH PAST OR PRESENT EXPERIENCE WITH HOMELESSNESS, TO DEVELOP POLICY RECOMMENDATIONS TO ENSURE ALIGNMENT OF CITY SERVICES WITH REGIONAL SERVICES TO ENHANCE EFFICIENCY, QUALITY, AND EFFECTIVENESS OF THE COMMUNITY-WIDE RESPONSE TO HOMELESSNESS.

THE CHC DUTIES AND RESPONSIBILITIES INCLUDE, ADVISE THE CITY MANAGER AND DALLAS CITY COUNCIL ON ISSUES AFFECTING HOMELESSNESS.

ASSIST THE CITY IN EVALUATING NEW AND EXISTING PROGRAMS. COORDINATE WITH OTHER LOCAL AND REGIONAL BODIES ADDRESSING HOMELESSNESS AND PERFORM SUCH OTHER DUTIES ASSIGNED BY THE CITY MANAGER OR THE DALLAS CITY COUNCIL.

UM, JUST TO SAY THAT THIS IS OUR, UH, NOVEMBER HOMELESSNESS, UH, RESPONSE SYSTEM QUARTERLY REPORT.

UH, YOU'RE GOING TO SEE SOME EXCITING CHANGE THAT WE HAVE TALKED ABOUT FOR, UH, AT LEAST SIX MONTHS NOW IN TERMS OF, UH, TRANSITIONING FROM THE DALLAS REALTIME METHOD REHOUSING INITIATIVE TO THE REALTIME REHOUSING INITIATIVE.

UH, AND THEN YOU'LL ALSO RECALL THAT LAST SPRING WE HAD AN RFP GO OUT FOR A YOUTH PROJECT, UM, THAT THERE WAS A LOT OF ENGAGEMENT FOR.

WE MADE SURE THAT IT WAS, UH, YOU KNOW, SHOUTED FROM THE ROOFTOPS THROUGH THE APPROPRIATE CHANNELS THAT IT WAS GOING TO BE GOING OUT.

WE ASKED FOR FEEDBACK.

UM, AND WHEN THE RESULTS CAME BACK, THERE REALLY WASN'T ANYTHING THAT WAS COMPLETE OR COULD BE USED.

AND SO AT THE TIME WE TALKED TO HOUSING FORD, UM, AND SAID, YOU KNOW, WE NEED TO DO A DEEP, A DEEPER DIVE.

WE NEED TO WORK WITH YOU GUYS ON WHAT A DIFFERENT PROJECT SHOULD LOOK LIKE, BECAUSE CLEARLY WE'RE NOT REACHING THE RIGHT PEOPLE.

UM, AND AT THE TIME WE'RE VERY GRATEFUL THAT HOUSING FORD WAS ACTUALLY STARTING A, UH, YOUTH NEEDS AND GAPS ANALYSIS.

AND SO THERE'S A BIT TECH ON THE END OF THIS REPORT ABOUT WHAT THAT HAS, UH, BROUGHT AND THE NEW FUNDING THAT OF COURSE HOUSING BOARD HAS GOT FOR THE SYSTEM, UM, THROUGH THE, UH, GRANT.

I BELIEVE IT'S THE FIRST TIME THAT WE HAVE BEEN AWARDED ANYTHING.

AND WE GOT THE HIGHEST AWARD IN THE US IS THAT CORRECT? THAT IS CORRECT, YES.

SO WE'LL GET THERE IN A MINUTE, BUT JUST TO SET THE STAGE FOR THIS ENTIRE THING, VERY EXCITING.

UM, THESE DAYS WHERE YOU HAVE RAIN AND THE TEMPERATURES BEGIN TO DIP, I THINK, YOU KNOW, I THINK IT BECOMES EVEN MORE PRESSING FOR US TO ENSURE THAT WE'RE PROVIDING PERMANENT HOUSING SOLUTIONS FOR INDIVIDUALS, UM, SO THAT THEY ARE BROUGHT IN FROM THE RAIN AND OR THE COLD.

WE HAVE HOUSED TODAY, 2,767 INDIVIDUALS THROUGH DALLAS REALTIME RAPID REHOUSING.

AND SO THAT HAS BEEN TREMENDOUS WORK DONE ON THAT FRONT.

AGAIN, I LIKE TO REMIND PEOPLE DALLAS REALTIME RAPID REHOUSING IS NOT THE ONLY INITIATIVE

THAT HAS HAPPENED IN OUR SYSTEM OVER THE PAST COUPLE OF YEARS.

ALL OF OUR SHELTER PROVIDERS AND HOUSING PROVIDERS HAVE BEEN WORKING ON OTHER INITIATIVES AS WELL.

BUT BECAUSE OF THE UNPRECEDENTED FUNDING THAT CAME IN, UNFORTUNATELY DUE TO COVID AND SOME OF THE INTENTIONAL, UH, VOUCHER, UM, INCLUSION THAT WE'VE HAD, WE'VE BEEN ABLE TO SCALE UP MUCH OF THE WORK HAPPENING THROUGH THAT ALIGNMENT OF THE PUBLIC AND, AND PRIVATE PARTNERSHIPS.

AND SO A HUGE KUDOS TO THE WORK HAPPENING IN THAT SPACE THROUGH DALLAS REALTIME RAPID REHOUSING, BECAUSE THE ORIGINAL GOAL AROUND DALLAS REALTIME RAPID REHOUSING WAS AROUND THIS TIME, THE END OF SEPTEMBER.

WHAT WE WANTED TO BE SURE THAT WE'RE CONTINUING TO DO AS A SYSTEM, AND YOU CAN GO TO THE NEXT SLIDE, IS FOCUS FUTURE STATE ON ALL OF THE VARIOUS STREAMS, UM, EFFORTS AND INITIATIVES THAT ARE HAPPENING.

BUT BECAUSE OF THE TREMENDOUS SYSTEM TRANSFORMATION THAT THAT HAS BEEN UNDERWAY WITHIN OUR HOMELESS RESPONSE SYSTEM FOR THE PAST SEVERAL YEARS, WE WANTED TO, TO PROVIDE SOME KIND OF COMPARATIVE, UM, ANALYSIS FOR EVERYONE SO THEY COULD SEE THE WORK THAT'S HAPPENING BY THE NUMBERS.

WE TRULY ARE ACCELERATING HOUSING PLACEMENTS, GETTING PEOPLE HOUSED FASTER THAN WE EVER DID BEFORE.

UH, WHEN WE TOOK A LOOK AT THE DATA AND WE COMPARED DATA FROM 2018 TO 2019, WHERE WE WERE HOUSING ABOUT 80 FOLKS EVERY MONTH, UM, INTO HOUSING PLACEMENTS, WE LOOKED AT 2022 TO 2023, WE WERE HOUSING AROUND OVER 200 INDIVIDUALS IS OUR MONTHLY AVERAGE HOUSING PLACEMENT NUMBER.

AND SO THAT HAS BEEN A SUBSTANTIAL INCREASE, AN INCREASE OF OVER 160% OF INDIVIDUALS THAT WE'VE BEEN ABLE TO HOUSE.

AGAIN, THE, THE UNPRECEDENTED FUNDING THAT CAME INTO OUR SYSTEM WASN'T JUST ABOUT HOUSING OVER 2,700 PEOPLE.

IT ALSO HELPED PROVIDE A SPARK AND THE SUPPORTS THAT WE NEEDED TO ENSURE THAT WE WERE DOING SYSTEM TRANSFORMATION WORK THAT CAN, THAT HAS, THAT HAS CREATED AND ALLOWED US TO, TO HAVE AN ONGOING SYSTEM THAT IS HOUSING PEOPLE AT PEOPLE AT A FASTER RATE, WHICH IS QUITE IMPORTANT AND PIVOTAL FOR INDIVIDUALS.

UM, THROUGH, UH, OUR LAST POINT IN TIME COUNT TREND YEAR OVER YEAR, I THINK WE'VE TALKED ABOUT IT BEFORE.

WE SAW A 14% REDUCTION IN UNSHELTERED HOMELESSNESS.

I'M GONNA TRY TO TALK ABOUT TERMS AS WELL.

WE USE THE TERM UNSHELTERED HOMELESSNESS.

THAT MEANS PEOPLE VISIBLY OUTSIDE THAT YOU'RE SEEING THAT MAY BE LIVING IN ENCAMPMENTS, UM, THAT UNSHELTERED HOMELESSNESS HAS BEEN ADDRESSED BY, UH, YOU KNOW, SOME, SOME AMAZING WORK BY OUR STREET OUTREACH TEAM AND OUR ENCAMPMENT BEING COMMISSIONING EFFORTS.

AND SO WE'RE REALLY SUPER, SUPER PROUD ABOUT NUMBER ONE, THE WORK THAT THEY'RE DOING.

BUT THE NUMBER OF INDIVIDUALS THAT WE'VE BEEN ABLE TO SERVE THAT HAVE BEEN LIVING UNSHELTERED, THE CHRONIC HOMELESSNESS, UM, YEAR OVER YEAR, WE SAW 32% REDUCTION IN THAT NUMBER, WHICH HAS BEEN SUPER, SUPER, UM, HELPFUL IN ENSURING THAT WE AREN'T HAVING PEOPLE STAYING IN HOMELESSNESS LONG, IN LONGER PERIODS, BUT THAT WE'RE REALLY ADDRESSING AND GETTING THOSE PEOPLE INTO HOUSING FOR ALL OF IT.

I'M, I'M, BECAUSE I'M ALSO SEEING SOME NEW FACES ONLINE AND IN THE ROOM, I MIGHT PROVIDE A BIT MORE CONTEXT THAN I USUALLY WOULD.

SO FOR ALL OF THESE EFFORTS FOR PERMANENT HOUSING SOLUTIONS, YOU MAY NOT HEAR ME SAY IT ALL THE TIME, BUT I WANT YOU TO DO THE TRANSLATION IN YOUR BRAIN THAT WHEN WE ARE SAYING PERMANENT HOUSING SOLUTIONS, THAT MEANS PEOPLE ARE RECEIVING ROBUST WRAPAROUND SERVICES THAT ARE CUSTOMIZED AND TAILOR MADE TO WHAT THEY, WHAT THEIR NEEDS ARE.

SO WHEN WE TALK ABOUT, UM, ENCAMPMENT BE COMMISSIONING AND ENGAGING PEOPLE THAT ARE LIVING OUTSIDE OUR SYSTEM NEVER HAS AND NEVER WILL JUST GIVE PEOPLE THE KEYS TO THEIR OWN APARTMENT AND ALLOW 'EM TO DO AS THEY SO CHOOSE WITH NO OTHER WRAPAROUND SUPPORTIVE SERVICES.

THE REASON WHY, THOUGH, THE FUNDING DOLLARS THAT CONTINUE TO COME INTO OUR SYSTEM IS BECAUSE WE ARE DOING AN AMAZING JOB, BUT THAT WE PARTNER AND PAIR THE HOUSING THAT COMES IN, RIGHT, THE HOUSING VOUCHERS, THE RENTAL SUBSIDY WITH ROBUST WRAPAROUND SERVICES THAT MANY OF OUR DIRECT SERVICE PROVIDERS ACROSS OUR FOOTPRINT ARE DOING SOME STELLAR WORK IN THE BRIDGE, DOES SOME AMAZING WORK.

AND SO OUR CAPABILITY TO CONTINUE TO HOUSE PEOPLE AT FASTER RATES TO HOUSE ALL PEOPLE EXPERIENCING HOMELESSNESS, TO END HOMELESSNESS REALLY NEEDS THE HOUSING, THE AFFORDABLE HOUSING SYSTEM TO BE WORKING IN A WAY THAT WE HAVE NOT ONLY A MAINTENANCE OF, YOU KNOW, WE'RE MAINTAINING THE AFFORDABLE HOUSING STOCK, BUT WE ARE REALLY FOCUSED ON THE CREATION OF AFFORDABLE HOUSING STOCK.

AND SO YOU'VE HEARD INE CROSSLEY MENTIONED OUR YHDP YOUTH HOMELESS ADMINISTRATION PROGRAM, WHICH I'LL GET TO LATER ON.

UM, WE ARE ABLE TO EXPAND OUR ORIGINAL GOAL OF HOUSING OVER 2,700, UH, BY 2023 TO EXPANDING THAT GOAL TO REACH 6,000 FOLKS HOUSED BY 2025 WITH ALL OF THOSE DIFFERENT STREAMS OF REVENUE.

THE DAY ONE FAMILIES FUND THAT'S COMING TO OUR SYSTEM, THE HUD ON SHELF AWARD, WHICH IS A THREE YEAR GRANT, THE 23 MILLION IS SPREAD OVER THREE YEARS.

UM, THE INCREASE OF OUR HUD OR OUR ANNUAL HOMELESS ASSISTANCE DOLLARS THAT COME FROM HUD AND THEN A PRIVATE MATCH OF 3 MILLION IS ALLOWING US TO DO THAT WORK.

AGAIN, I WANNA PROVIDE A BIT MORE CONTEXT 'CAUSE WE GET THIS QUESTION QUITE OFTEN.

HOUSING FORWARD IS NOT THE ENTITY THAT SITS WITH $23 MILLION CHECK IN OUR BANK ACCOUNT OR $22 MILLION CHECK IN OUR BANK ACCOUNT.

UM, BUT THE IDEA IS FOR THAT TO HIRE EXTERNAL CASEWORKERS THROUGHOUT THE PARTNER ORGANIZATIONS THAT WILL WORK WITH HOUSING FORWARD, NOT TO HIRE THEM INTERNALLY.

AND THE REASON FOR THAT IS OHS REALLY FITS IN THE HEALTH AND SAFETY BUCKET.

HOW ARE STREET OUTREACH WORKERS DIVIDED IN A WAY THAT WE KNOW THAT WE'RE, WE'RE ENGAGING ALL PEOPLE THAT MAY BE EXPERIENCING HOMELESSNESS OUTSIDE? WHEN IT COMES TO THE INCOME AND DECOMMISSIONING WORK, AS I'VE TALKED ABOUT BEFORE, IT'S USUALLY, IT'S, IT'S GENERALLY EIGHT TO 12 WEEK PROCESS, DEPENDING ON THE SIZE OF THE ENCAMPMENT, THE COMPLEXITY OF THE ENCAMPMENT, AND WHAT REALLY THE SECRET SAUCE IS.

THIS IS BEST PRACTICES.

AGAIN, THAT EIGHT TO 12 WEEKS INCLUDES, UM, DOCUMENT COLLECTION, WHICH AGAIN, WE HAVE SOME TREMENDOUS PARTNERS THAT ARE ENSURING THAT WE GET INDIVIDUALS IDS BECAUSE TO HAVE A PERMANENT SOLUTION TO YOUR HOUSING, YOU STILL HAVE TO HAVE A LEASE IN YOUR OWN NAME FOR A VOUCHER AND RENTAL SUBSIDY TO BE PLACED ON THAT.

AND SO WE MAKE SURE PEOPLE HAVE AN ID, WHATEVER, DO THEY NEED A BIRTH CERTIFICATE? WHAT IS THE INFORMATION THAT THEY NEED? WE PARTNER WITH PARKLAND HOMES, THEIR, THEIR HOMELESS OUTREACH MOBILE UNIT COMES OUT.

WE PARTNER WITH NORTH TEXAS BEHAVIORAL HEALTH AUTHORITY.

WE'RE MORE FOCUSED BECAUSE WE ARE FOCUSED AS A SYSTEM ON MENTAL HEALTH AND BEHAVIORAL HEALTH.

SO WE, WE PARTNER WITH THEM AND THEY ARE ON SITE IN THE ENCAMPMENTS WITH US AS WELL, TO ENGAGE ANYONE THAT MAY BE EXPERIENCING A MENTAL HEALTH CRISIS OR MAY HAVE, UM, YOU KNOW, SOME, SOME, UH, ABILITY THAT THEY NEED TO SERVE IN THAT CAPACITY.

AND OF COURSE, WE ARE PARTNERING WITH THE METROCARE WHO, WHO HAVE A DYNAMITE AND DYNAMIC MENTAL AND BEHAVIORAL HEALTH SERVICES, INCLUDING WHEN WE ARE OUT IN ENCAMPMENT DECOMMISSIONING EFFORTS, UNDERSTANDING THE PARTNERS THAT WE HAVE, UM, TO ENGAGE WHEN IT COMES TO ENSURING PEOPLE ARE PLUGGED INTO ANY SORT OF SOBER LIVING FACILITIES AS WELL.

AND SO THAT AGAIN, TAKES GENERALLY EIGHT TO 12 WEEKS, DEPENDING ON THE COMPLEXITY AND THE SIZE OF THE ENCAMPMENT.

THE ABILITY TO HAVE THOSE 16 ADDITIONAL STREET OUTREACH STAFF IS GOING TO ALLOW US TO RUN SEVERAL ENCAMPMENTS AT THE SAME TIME.

RIGHT NOW, BECAUSE WE DON'T HAVE THAT CAPACITY, WE MAY BE ABLE TO RUN TWO AT THE SAME TIME.

BECAUSE AN ENCAMPMENT DECOMMISSIONING PROCESS LITERALLY IS EVERY DAY INDIVIDUALS ARE OUT OF THE ENCAMPMENT ENGAGING INDIVIDUALS.

I SAY THIS PHRASE QUITE OFTEN, MOVING AT THE SPEED OF TRUST, ENSURING THAT PEOPLE HAVE THEIR DOCUMENTS.

DO YOU NEED TO, YOU NEED TO VISIT THE THE DOCTOR.

WE KNOW THAT PEOPLE ARE PROBABLY AT THE END OF THEIR PATIENCE WHEN IT COMES TO SEEING VISIBLE HOMELESSNESS.

I HEAR IT EVERY DAY, BUT THE ONLY WAY THAT WE ARE GOING TO PERMANENTLY END HOMELESSNESS FOR PEOPLE IS IF WE GIVE THEM PERMANENT SOLUTIONS.

AND THAT STREET OUTREACH IS KIND OF THE, THE, THE ENTRY POINT FOR ALLOWING US TO DO THAT EFFECTIVELY FOR INDIVIDUALS.

NONE OF THOSE DEFINITIONS MATTER WHEN IT COMES TO US CREATING A SYSTEM THAT EFFECTIVELY SERVES YOUTH.

BUT WE JUST WANTED TO BE SURE THAT WE'RE PROVIDING THAT DATA AROUND WHAT ANNUAL BED CAPACITIES ARE, WHAT THE GAP IS FOR US, AND HOW WE ARE GOING TO CONTINUE TO ENGAGE NOT ONLY WITH SCHOOL DISTRICTS, BUT THE CHILD WELFARE, UM, FOSTER CARE SYSTEM, AND OF COURSE, UH, CONTINUING TO ENGAGE OUR, OUR ENTIRE HOMELESS RESPONSE SYSTEM, ESPECIALLY THOSE SERVING YOUTH, TO ENSURE THAT WE'RE CREATING

A SYSTEM THAT CAN EFFECTIVELY MEET THE NEEDS THAT WE NEED, THAT WE CURRENTLY KNOW THAT WE HAVE.

THE NEXT SLIDE GOES INTO THE FRAMEWORK THAT WAS CREATED.

AND I HAVE TO GIVE A, A HUGE KUDOS NOT ONLY TO THE TEAM AT HOUSING FORWARD THAT'S LEADING THE YOUTH WORK GROUP AND THE PLANNING OF THIS, BUT TO OUR YOUTH ACTION BOARD MEMBERS THAT ARE YOUTH THAT ARE CURRENTLY EXPERIENCING HOMELESSNESS OR HAVE RECENTLY EXPERIENCED HOMELESSNESS WHO HAVE HELPED US CREATE AND REALLY VISION, UM, WHAT A, A YOUTH, UH, FACING, UM, AND A YOUTH CENTRIC SYSTEM REALLY SHOULD LOOK LIKE IN OUR EFFORT TO PREVENT AND IN HOMELESSNESS, YOUTH HOMELESSNESS.

AND SO THEY TALK ABOUT HAVING KIND OF A TRIAGE POINT, A YOUTH RESOURCE CENTER, WHETHER IT BE A PUBLIC FACILITY OR A NUMBER OR A VARIETY OF FACILITIES THAT INDIVIDUALS CAN REACH OUT TO.

UM, BUT IT REALLY HELPS BE A ONE STOP SHOP FOR A VARIETY OF DIFFERENT SYSTEMS AND INDIVIDUALS THAT CAN TRIAGE THEIR NEEDS AND THEN GET THEM ROUTED APPROPRIATELY, UM, TO WHAT, TO WHAT WOULD MEET THEIR NEEDS SO THAT THEY'RE NOT HAVING TO FIGURE OUT ON THEIR OWN IF, IF IT'S, IF IT'S AB OR C OPTION, WHEREVER THOSE EXIST, HOW DO I GET IN TOUCH WITH IT? THERE'S A PHRASE I'VE BEEN USING, YOU KNOW, QUITE OFTEN AND THAT WE'VE ALL EMBRACED IN THIS SPACE.

UM, IS THERE, WE REALLY WANT TO THINK ABOUT NO WRONG DOOR APPROACH FOR IDENTIFYING YOUTH WHO MAY BE EXPERIENCING HOMELESSNESS, BUT THEN GETTING THEM CONNECTED TO THE RESOURCES THAT THEY NEED.

SO AGAIN, THAT'S WHY THE DEFINITIONS DON'T REALLY MATTER.

WE ARE REALLY TRYING TO CREATE A, A SYSTEM THAT PREVENT, THAT'S WORKING TO PREVENT AND, AND END YOUTH HOMELESSNESS.

THAT $9.3 MILLION, AGAIN, THERE IS NOT A $9.3 MILLION SITTING IN HOUSING FORWARD BANK ACCOUNT.

THAT $9.3 MILLION IS A TWO YEAR GRANT CYCLE WITH AN OP WITH AN OPPORTUNITY TO BE RENEWED.

BUT WE HAVEN'T SEEN THOSE DOLLARS COME INTO OUR SYSTEM.

AND THAT'S WHY WE WANTED TO PROVIDE KIND OF THIS ROADMAP OF WHEN WE EXPECT TO SEE THOSE RESOURCES HIT OUR SYSTEM.

BECAUSE PER HUD MANDATE, WE HAVE TO SPEND THE FIRST SIX MONTHS JUST DOING COMMUNITY PLANNING.

THAT DOESN'T MEAN OUR YOUTH SERVICE PROVIDERS AREN'T GONNA CONTINUE TO DO THE AMAZING WORK THAT THEY DO EACH DAY, BUT WE HAVE TO SUBMIT A COMMUNITY PLAN TO HUD AND WE HAVE TO SPEND THE FIRST SIX MONTHS ENGAGING A VARIETY OF POPULATIONS AND CREATING THAT PLAN.

SO THAT'S WHY YOU SEE THAT WILL BE CREATED BY MARCH 20TH, 2024.

THEN WE ARE ABLE TO DO A COMMUNITY-WIDE RFP REQUEST FOR FUNDING, REQUEST FOR PROPOSALS.

THERE YOU GO.

THAT'S WHAT RFP STANDS FOR.

THAT WOULD BE ABLE TO HIT OUR SYSTEM IN APRIL, 2024 TO SEE A PROJECT EX EXECUTION BY SEPTEMBER 30TH, 2024.

AGAIN, THAT DOES NOT MEAN WE'RE ALL SITTING ON OUR HANDS WAITING TO SERVE OUR YOUTH EXPERIENCING HOMELESSNESS UNTIL THAT DAY.

EVERY ORGANIZATION IS CONTINUING TO DO THE AMAZING WORK THAT THE WORK THEY'RE DOING.

WE'RE CONTINUING TO MAKE THE STRIDES THAT WE, UH, CAN MAKE.

BUT WE DO HAVE TO GO THROUGH THIS PROCESS OF, UM, OF ENGAGING OUR FULL COMMUNITY AND DOING THAT COMMUNITY PLAN.

AND THEN, UM, WE ALSO HAVE THE DALLAS MARSHALS AND THEN ANCILLARY DEPARTMENTS LIKE DALLAS FIRE RESCUE PARKS, DEPENDING ON WHERE WE ARE AND WHAT'S NEEDED.

UM, SO WITH ALL OF THAT, THOSE TEAMS ARE SHIFT WORK.

SO THEY ARE MONDAY THROUGH SATURDAY AND THEY GO FROM 8:00 AM TO 7:00 PM AND, UM, IF THERE'S AN ISSUE THAT'S AN EMERGENCY, SO IF ONE OF THOSE SSRS, WE HAVE ONE OF OUR 14 STAFF WHO ARE OUT, AND ALL OF A SUDDEN WE REALIZE THAT, HEY, THIS IS NEXT TO A SCHOOL.

OR ONE OF THE REQUESTS COMES IN AND IT'S, HEY, THERE'S SOMEONE ON A JOGGING PATH WITH A MACHETE.

WE'VE HAD TWO SIGHTINGS NOW.
