TO KEEP OUR MISSION AND FOCUS IN FRONT OF MIND, THE CITIZEN HOMELESSNESS COMMISSION IS AN ADVISORY BODY.
THE PURPOSE OF THE CHC IS TO ASSURE PARTICIPATION FROM AND INCLUSION OF ALL STAKEHOLDERS, INCLUDING THOSE WITH PAST OR PRESENT EXPERIENCE WITH HOMELESSNESS, TO DEVELOP POLICY RECOMMENDATIONS TO ENSURE ALIGNMENT OF CITY SERVICES WITH REGIONAL SERVICES TO ENHANCE EFFICIENCY, QUALITY, AND EFFECTIVENESS OF THE COMMUNITY-WIDE RESPONSE TO HOMELESSNESS.
THE CHC DUTIES AND RESPONSIBILITIES INCLUDE, ADVISE THE CITY MANAGER AND DALLAS CITY COUNCIL ON ISSUES AFFECTING HOMELESSNESS.
ASSIST THE CITY IN EVALUATING NEW AND EXISTING PROGRAMS. COORDINATE WITH OTHER LOCAL AND REGIONAL BODIES ADDRESSING HOMELESSNESS AND PERFORM SUCH OTHER DUTIES ASSIGNED BY THE CITY MANAGER OR THE DALLAS CITY COUNCIL.

UH, AND THEN YOU'LL ALSO RECALL THAT LAST SPRING WE HAD AN RFP GO OUT FOR A YOUTH PROJECT, UM, THAT THERE WAS A LOT OF ENGAGEMENT FOR.
WE MADE SURE THAT IT WAS, UH, YOU KNOW, SHOUTED FROM THE ROOFTOPS THROUGH THE APPROPRIATE CHANNELS THAT IT WAS GOING TO BE GOING OUT.
UM, AND WHEN THE RESULTS CAME BACK, THERE REALLY WASN'T ANYTHING THAT WAS COMPLETE OR COULD BE USED.
AND SO AT THE TIME WE TALKED TO HOUSING FORD, UM, AND SAID, YOU KNOW, WE NEED TO DO A DEEP, A DEEPER DIVE.
WE NEED TO WORK WITH YOU GUYS ON WHAT A DIFFERENT PROJECT SHOULD LOOK LIKE, BECAUSE CLEARLY WE'RE NOT REACHING THE RIGHT PEOPLE.
UM, AND AT THE TIME WE'RE VERY GRATEFUL THAT HOUSING FORD WAS ACTUALLY STARTING A, UH, YOUTH NEEDS AND GAPS ANALYSIS.

UM, THESE DAYS WHERE YOU HAVE RAIN AND THE TEMPERATURES BEGIN TO DIP, I THINK, YOU KNOW, I THINK IT BECOMES EVEN MORE PRESSING FOR US TO ENSURE THAT WE'RE PROVIDING PERMANENT HOUSING SOLUTIONS FOR INDIVIDUALS, UM, SO THAT THEY ARE BROUGHT IN FROM THE RAIN AND OR THE COLD.
AND SO, UH, YOU KNOW, WE HAVE TO HIGHLIGHT THE TREMENDOUS WORK THAT WE'VE DONE THROUGH DALLAS REAL TIME.
IT'S AN EFFORT AND INITIATIVE THAT STARTED, UM, BACK IN 2021.
SO ALL OF THE INFORMATION AND DATA THAT YOU HAVE IS FROM OUR QUARTERLY REPORT.
AND AT THAT TIME, AS YOUR GRAPH SAYS, WE, UH, WE REACHED THAT GOAL OF HOUSING OVER 2,700 NEIGHBORS BY OCTOBER, 2023.
WHAT, WHAT I CAN SAY TODAY, I JUST DID A PRESENTATION YESTERDAY TO SOME OF OUR FUNDERS.
WE HAVE HOUSED TODAY, 2,767 INDIVIDUALS THROUGH DALLAS REALTIME RAPID REHOUSING.
AND SO THAT HAS BEEN TREMENDOUS WORK DONE ON THAT FRONT.
AGAIN, I LIKE TO REMIND PEOPLE DALLAS REALTIME RAPID REHOUSING IS NOT THE ONLY INITIATIVE

THAT HAS HAPPENED IN OUR SYSTEM OVER THE PAST COUPLE OF YEARS.ALL OF OUR SHELTER PROVIDERS AND HOUSING PROVIDERS HAVE BEEN WORKING ON OTHER INITIATIVES AS WELL.
BUT BECAUSE OF THE UNPRECEDENTED FUNDING THAT CAME IN, UNFORTUNATELY DUE TO COVID AND SOME OF THE INTENTIONAL, UH, VOUCHER, UM, INCLUSION THAT WE'VE HAD, WE'VE BEEN ABLE TO SCALE UP MUCH OF THE WORK HAPPENING THROUGH THAT ALIGNMENT OF THE PUBLIC AND, AND PRIVATE PARTNERSHIPS.
AND SO A HUGE KUDOS TO THE WORK HAPPENING IN THAT SPACE THROUGH DALLAS REALTIME RAPID REHOUSING, BECAUSE THE ORIGINAL GOAL AROUND DALLAS REALTIME RAPID REHOUSING WAS AROUND THIS TIME, THE END OF SEPTEMBER.
WHAT WE WANTED TO BE SURE THAT WE'RE CONTINUING TO DO AS A SYSTEM, AND YOU CAN GO TO THE NEXT SLIDE, IS FOCUS FUTURE STATE ON ALL OF THE VARIOUS STREAMS, UM, EFFORTS AND INITIATIVES THAT ARE HAPPENING.
BUT BECAUSE OF THE TREMENDOUS SYSTEM TRANSFORMATION THAT THAT HAS BEEN UNDERWAY WITHIN OUR HOMELESS RESPONSE SYSTEM FOR THE PAST SEVERAL YEARS, WE WANTED TO, TO PROVIDE SOME KIND OF COMPARATIVE, UM, ANALYSIS FOR EVERYONE SO THEY COULD SEE THE WORK THAT'S HAPPENING BY THE NUMBERS.
WE TRULY ARE ACCELERATING HOUSING PLACEMENTS, GETTING PEOPLE HOUSED FASTER THAN WE EVER DID BEFORE.
UH, WHEN WE TOOK A LOOK AT THE DATA AND WE COMPARED DATA FROM 2018 TO 2019, WHERE WE WERE HOUSING ABOUT 80 FOLKS EVERY MONTH, UM, INTO HOUSING PLACEMENTS, WE LOOKED AT 2022 TO 2023, WE WERE HOUSING AROUND OVER 200 INDIVIDUALS IS OUR MONTHLY AVERAGE HOUSING PLACEMENT NUMBER.
AND SO THAT HAS BEEN A SUBSTANTIAL INCREASE, AN INCREASE OF OVER 160% OF INDIVIDUALS THAT WE'VE BEEN ABLE TO HOUSE.
AGAIN, THE, THE UNPRECEDENTED FUNDING THAT CAME INTO OUR SYSTEM WASN'T JUST ABOUT HOUSING OVER 2,700 PEOPLE.
IT ALSO HELPED PROVIDE A SPARK AND THE SUPPORTS THAT WE NEEDED TO ENSURE THAT WE WERE DOING SYSTEM TRANSFORMATION WORK THAT CAN, THAT HAS, THAT HAS CREATED AND ALLOWED US TO, TO HAVE AN ONGOING SYSTEM THAT IS HOUSING PEOPLE AT PEOPLE AT A FASTER RATE, WHICH IS QUITE IMPORTANT AND PIVOTAL FOR INDIVIDUALS.
UM, THROUGH, UH, OUR LAST POINT IN TIME COUNT TREND YEAR OVER YEAR, I THINK WE'VE TALKED ABOUT IT BEFORE.
WE SAW A 14% REDUCTION IN UNSHELTERED HOMELESSNESS.

THE DAY ONE FAMILIES FUND THAT'S COMING TO OUR SYSTEM, THE HUD ON SHELF AWARD, WHICH IS A THREE YEAR GRANT, THE 23 MILLION IS SPREAD OVER THREE YEARS.

AND OF COURSE, WE ARE PARTNERING WITH THE METROCARE WHO, WHO HAVE A DYNAMITE AND DYNAMIC MENTAL AND BEHAVIORAL HEALTH SERVICES, INCLUDING WHEN WE ARE OUT IN ENCAMPMENT DECOMMISSIONING EFFORTS, UNDERSTANDING THE PARTNERS THAT WE HAVE, UM, TO ENGAGE WHEN IT COMES TO ENSURING PEOPLE ARE PLUGGED INTO ANY SORT OF SOBER LIVING FACILITIES AS WELL.
AND SO THAT AGAIN, TAKES GENERALLY EIGHT TO 12 WEEKS, DEPENDING ON THE COMPLEXITY AND THE SIZE OF THE ENCAMPMENT.

AND SO THEY TALK ABOUT HAVING KIND OF A TRIAGE POINT, A YOUTH RESOURCE CENTER, WHETHER IT BE A PUBLIC FACILITY OR A NUMBER OR A VARIETY OF FACILITIES THAT INDIVIDUALS CAN REACH OUT TO.
UM, BUT IT REALLY HELPS BE A ONE STOP SHOP FOR A VARIETY OF DIFFERENT SYSTEMS AND INDIVIDUALS THAT CAN TRIAGE THEIR NEEDS AND THEN GET THEM ROUTED APPROPRIATELY, UM, TO WHAT, TO WHAT WOULD MEET THEIR NEEDS SO THAT THEY'RE NOT HAVING TO FIGURE OUT ON THEIR OWN IF, IF IT'S, IF IT'S AB OR C OPTION, WHEREVER THOSE EXIST, HOW DO I GET IN TOUCH WITH IT? THERE'S A PHRASE I'VE BEEN USING, YOU KNOW, QUITE OFTEN AND THAT WE'VE ALL EMBRACED IN THIS SPACE.
UM, IS THERE, WE REALLY WANT TO THINK ABOUT NO WRONG DOOR APPROACH FOR IDENTIFYING YOUTH WHO MAY BE EXPERIENCING HOMELESSNESS, BUT THEN GETTING THEM CONNECTED TO THE RESOURCES THAT THEY NEED.
SO AGAIN, THAT'S WHY THE DEFINITIONS DON'T REALLY MATTER.
WE ARE REALLY TRYING TO CREATE A, A SYSTEM THAT PREVENT, THAT'S WORKING TO PREVENT AND, AND END YOUTH HOMELESSNESS.
THAT $9.3 MILLION, AGAIN, THERE IS NOT A $9.3 MILLION SITTING IN HOUSING FORWARD BANK ACCOUNT.
THAT $9.3 MILLION IS A TWO YEAR GRANT CYCLE WITH AN OP WITH AN OPPORTUNITY TO BE RENEWED.
BUT WE HAVEN'T SEEN THOSE DOLLARS COME INTO OUR SYSTEM.
AND THAT'S WHY WE WANTED TO PROVIDE KIND OF THIS ROADMAP OF WHEN WE EXPECT TO SEE THOSE RESOURCES HIT OUR SYSTEM.
BECAUSE PER HUD MANDATE, WE HAVE TO SPEND THE FIRST SIX MONTHS JUST DOING COMMUNITY PLANNING.
THAT DOESN'T MEAN OUR YOUTH SERVICE PROVIDERS AREN'T GONNA CONTINUE TO DO THE AMAZING WORK THAT THEY DO EACH DAY, BUT WE HAVE TO SUBMIT A COMMUNITY PLAN TO HUD AND WE HAVE TO SPEND THE FIRST SIX MONTHS ENGAGING A VARIETY OF POPULATIONS AND CREATING THAT PLAN.
SO THAT'S WHY YOU SEE THAT WILL BE CREATED BY MARCH 20TH, 2024.
THEN WE ARE ABLE TO DO A COMMUNITY-WIDE RFP REQUEST FOR FUNDING, REQUEST FOR PROPOSALS.
THAT WOULD BE ABLE TO HIT OUR SYSTEM IN APRIL, 2024 TO SEE A PROJECT EX EXECUTION BY SEPTEMBER 30TH, 2024.
AGAIN, THAT DOES NOT MEAN WE'RE ALL SITTING ON OUR HANDS WAITING TO SERVE OUR YOUTH EXPERIENCING HOMELESSNESS UNTIL THAT DAY.
EVERY ORGANIZATION IS CONTINUING TO DO THE AMAZING WORK THAT THE WORK THEY'RE DOING.
WE'RE CONTINUING TO MAKE THE STRIDES THAT WE, UH, CAN MAKE.
BUT WE DO HAVE TO GO THROUGH THIS PROCESS OF, UM, OF ENGAGING OUR FULL COMMUNITY AND DOING THAT COMMUNITY PLAN.

UM, THIS IS BECAUSE WE HAVE A, UH, T-D-H-C-A GRANT.
AND WHENEVER THERE IS LEFTOVER IN THE GRANT, BECAUSE THEY HAVE, YOU KNOW, RECLAIMED IT FROM SOMEWHERE ELSE, OR THEY DIDN'T SPEND AS MUCH AS THEY THOUGHT THEY WOULD, THEY GO ACROSS THE STATE TO THEIR GRANTEES AND SAY, HEY, WE HAVE THIS MUCH MORE.
WOULD YOU LIKE IT? AND OBVIOUSLY, THEY WERE GONNA SAY YES.
UM, AND SO THAT MONEY WAS ALREADY ATTACHED, UM, OR THAT GRANT WAS ALREADY BEING USED FOR SERVICES, UH, SERVICES AND OPERATIONS FOR, UM, CLIENTS AT THE BRIDGE AND FOR MANAGEMENT OF THE FACILITY.
AND SO, UM, BECAUSE WE DON'T HAVE THAT MUCH TIME TO DO A FULL RFP FOR THIS FUNDING, THERE WOULDN'T BE TIME TO USE IT ALL.
UM, WE ARE JUST ADDING IT ONTO THAT EXISTING CONTRACT WITH THE BRIDGE.
AND SO THAT'S GONNA COME FORWARD FOR APPROVAL.
UM, OR, UH, FOR A REALLOCATION OF THE FUNDING, BECAUSE IT WASN'T ORIGINALLY DONE FOR THAT.
IT CAME TO US AND NOW WE HAVE TO REALLOCATE IT.
UM, SIMILARLY, WE ARE ACCEPTING, WE HAVE TO FIRST ACCEPT THE AMOUNT.
SO I SHOULD HAVE LED WITH THAT FIRST FROM T-D-H-C-A.
SO ITEM TWO THAT YOU SEE HERE ACTUALLY IS WE'LL GO TO COUNCIL AND COUNCIL WILL SAY, YES, WE WANNA ACCEPT THE FUNDS.
AND THEN REALLY WHAT'S ITEM TWO IS, AND WE WANT TO MOVE THEM OVER TO BE PART OF THE BRIDGES EXISTING, UM, SERVICES.
AND THEN, UH, INTERLOCAL AGREEMENT WITH THE CITY OF DALLAS.

UM, AND THIS IS, THERE WAS A, A LARGER DISCUSSION AROUND $10 MILLION IN WHAT A PARTNERSHIP WOULD LOOK LIKE ON THAT.
UM, AND SINCE WHAT'S BEEN TALKED ABOUT, AND I I KNOW I TALKED ABOUT IT HERE, I THINK LAST MONTH WAS THAT THE COUNTY IS GOING TO GO, UM, COMMISSIONER DISTRICT BY DISTRICT AND THERE'S FOUR AND LOOK AT A PROJECT IN EACH FOR $2.5 MILLION.
AND SO THEY APPROVED A PASS THROUGH TO US FOR $2.5 MILLION, UH, FOR USE AT 41 50 INDEPENDENCE DRIVE, UM, WHICH IS A PROPERTY THAT WE OWN IN RENO, THE SERVICE BUILDING OF, UH, WE HAD THAT RIBBON CUTTING IN JUNE, AND SO, UH, THE REST OF THE RESIDENTIAL NEEDS TO BE DONE AND THEN A SERVICE OPERATOR BROUGHT IN.
SO YOU GUYS WILL BE SEEING MORE ON THAT PROCESS SOON.
BUT IN THE MEANTIME, WE'RE EXCITED TO HAVE THESE FUNDS FROM THE COUNTY.
SO, UH, THAT WILL BE DECIDED UPON BY THE COUNCIL ON DECEMBER 13TH AS WELL.
AND FOR THOSE WHO ARE NOT FAMILIAR WITH THE COUNCIL SCHEDULE, THE REASON THIS IS ALL ON THE 13TH IS WE ONLY HAVE ONE ACTION.
MY, UM, ACT OR VOTING AGENDA IN THAN IN NOVEMBER.
I ALMOST SAID THANKSGIVING IN NOVEMBER, THAT WAS YESTERDAY.
UM, AND THEN WE ONLY HAVE ONE IN DECEMBER, AND IT'S BECAUSE OF ALL THE DIFFERENT HOLIDAYS.
SO THESE ARE VERY PACKED AGENDAS WITH A LOT OF THINGS GOING ON.
SO THEY'RE USUALLY A BIT CRAZY.
UM, AND WE REALLY TRY AND KEEP OUR ITEMS TO A MINIMUM.
IT'S USUALLY JUST HOUSEKEEPING ITEMS. UM, AND THEN ACTION PLAN FOR HOME INVESTMENT PARTNERSHIP PROGRAM.
SO, UM, I'VE BEEN TELLING YOU, WELL, TELLING EVERYBODY WHO HAD LISTENED FOR A WHILE THAT WE VERY, VERY CONSERVATIVELY BUDGETED THE DALLAS REAL-TIME REHOUSING INITIATIVE.
UM, OUR PROJECTIONS FOR THAT, THAT WE BASED OUR BUDGET ON WERE TO GIVE EVERYBODY THE MAX ALLOWING, UH, ALLOWANCE FOR HOUSING AND RENT, UH, KNOWING THAT WE WOULD PROBABLY UNDERSHOOT THAT, BUT WE WANTED A CONSERVATIVE ESTIMATE, SO WE DID UNDERSHOOT IT.
AND THERE IS STILL PLENTY OF RENT RENTAL ASSISTANCE LEFT WITH THE DALLAS HOUSING AUTHORITY TO CONTINUE ROLLING INTO THE NEW FUNDING TO HOUSE 6,000 PEOPLE BY 2025.
BUT IN ORDER TO HAVE THOSE SERVICES OF DALLAS WITH DALLAS HOUSING AUTHORITY CONTINUE, WE HAVE TO MATCH IT WITH THE SERVICES.
AND SO TO DO THAT, WE ARE MOVING ABOUT 5 MILLION.
THE DALLAS HOUSING AUTHORITY ISN'T GOING TO USE, UM, OVER TO BE UTILIZED FOR, UH, SUPPORTIVE SERVICES AND ADMINISTRATION THAT HOUSING FORWARD DOES.
AND SO BECAUSE IT'S SUCH A BIG FISCAL CHANGE, IT HAS TO GO TO COUNCIL.
UM, BUT IT'S, IT'S BECAUSE IT'S A SIGN THAT WE, WE BUDGETED WELL, UM, AND THAT WE'RE ABLE TO DO MORE WITH THE MONEY THAT WE ORIGINALLY HAD.
AND THEN RIGHT CHOICE GROUP, THIS IS A, UM, THIS IS A THIRD PARTY CONSULTANT, UM, WHO WAS ENGAGED A WHILE BACK THROUGH A SMALLER AGREEMENT CALLED AN ADMINISTRATIVE ACTION TO, UH, COME AND REENGAGE THE WORK GROUP AROUND 29 29 SOUTH HAMPTON ROAD, WHICH IS THE FORMER HOSPITAL SITE, UM, THAT STARTED IN MAY.
UM, AND THE WORK IS JUST TAKING LONGER THAN, UM, THAN I THINK NOT TAKING LONGER, BUT WE ALL REALIZED THAT IT NEEDED MORE WORK AND MORE ENGAGEMENT WITH THAT COMMUNITY.
AND SO WE'RE EXTENDING IT FOR 14 MONTHS.
UM, NOT TO SAY THAT IT WILL MEET THE FULL 14 MONTHS, BUT WE DON'T WANNA HAVE TO COME BACK BEFORE COUNCIL AGAIN AND KEEP DOING INCREMENTAL EXPANSIONS.
AND SO THIS IS JUST TO ALLOW US THE FULL USE OF UP TO 14 MONTHS NOT TO EXCEED THIS COST, ALTHOUGH WE THINK IT'LL BE MUCH SMALLER.
THIS IS WHAT'S CHANGED, AND I THINK THANK YOU.
