NEXT ITEM, ITEM FOUR, RESCHEDULING THE DISCUSSION OF CITIZEN HOMELESSNESS COMMISSION RETREAT, WHICH WILL BE HOSTED BY THE OFFICE OF HOME SOLUTIONS.

THIS RETREAT HAS BEEN RESCHEDULED FOR AFTER THE HOLIDAY SEASON, AND WILL LIKELY BE IN FEBRUARY OR MARCH ON A THURSDAY OR FRIDAY.

THE INTENT OF THIS RETREAT IS TO REFOCUS ON THE MISSION OF THE CHC AND ESTABLISH PRIORITIES IN EDUCATION.

UH, PLEASE LOOK FOR THE EMAIL SURVEY LINK FROM RENITA GRIGGS REQUESTING DATE AND TIME AVAILABILITY.

SUBJECT MATTER AND SPEAKER SUGGESTIONS IS IMPERATIVE THAT YOU RESPOND TO THIS SURVEY IN A PROMPT MANNER TO PREVENT FURTHER DELAY OF THE RETREAT.

AT THIS TIME, I WILL INVITE ANY BRIEF INPUT FROM COMMISSIONERS, UM, ON THE DATES.

UM, I'LL, UH, READ INTO THE RECORD THE FEBRUARY AND MARCH DATES THAT I HAVE, UH, SELECTED HERE.

THESE ARE THURSDAYS AND FRIDAYS IN FEBRUARY AND MARCH.

SO I HAVE FEBRUARY 1ST AND SECOND AND OR SECOND, UH, FEBRUARY 8TH, NINTH, 15TH, 16TH, 22ND, 23RD AND 29TH.

OR MARCH 1ST, MARCH 7TH ON MARCH 8TH.

THOSE ARE THE DATES THAT I'LL PUT FORWARD.

SO, UH, ANY DISCUSSION, JUST RAISE YOUR HAND IN THE, UM, IN WEBEX.

OKAY.

UH, COMMISSIONER JACOB, DO YOU HAVE ANY INPUT HERE IN SCHEDULE? YEAH, I WOULD JUST ASK THAT WE CROSS-REFERENCE.

COMMISSIONER JACOB, I CANNOT HEAR YOU VERY WELL, SO CAN YOU LEAN INTO YOUR COMPUTER MICROPHONE? I WOULD JUST ASK THAT WE, UH, PAUSE RIGHT THERE FOR JUST A SECOND.

I'M SO SORRY.

IT'S ALRIGHT.

OKAY.

SPEAK ONE MORE TIME FOR A MIC CHECK.

I WOULD JUST CAUTION US TO, ESPECIALLY ON THE MARCH 7TH AND EIGHTH DATES, TO MAKE SURE THAT THOSE DO NOT CONFLICT WITH POTENTIAL SPRING BREAK FOR DALLAS RICHARDSON OR OTHER, UH,

[00:10:01]

SCHOOL DISTRICTS.

YES, SIR.

NOTED.

SO WE'LL, UM, SO I PUT FORTH THE DATES IN FEBRUARY AND WE'LL FOCUS ON FEBRUARY 29TH OR MARCH 1ST AS THE, UM, THURSDAY AND THURSDAY OR FRIDAY.

UM, DO ANY OF THESE DATES, DOES ANYONE HAVE A PREFERENCE FOR ANY DATE HERE THAT I'VE LISTED? RAISE YOUR HAND IN WEBEX OR, UM, RAISE YOUR MICROPHONE ABOVE THE DESK SO I CAN SEE IT.

UM, COMMISSIONER JASMINE FLORES? YES, YOU HAVE A THANK YOU.

AND ALSO, CAN YOU TURN ON YOUR VIDEO SO THAT WE CAN SEE YOUR FACE? IS THAT BETTER? OKAY.

HI.

HELLO.

UH, SO THE ONLY THING FOR ME, I, SO YOU ARE MUTED, I BELIEVE.

HOLD ON JUST A SECOND.

HOLD THAT THOUGHT.

CAN YOU HEAR ME? OKAY.

SO WE'RE, WE'RE HAVING A LITTLE TECHNICAL DI DIFFICULTY.

GIVE US JUST A SECOND.

OKAY.

OKAY.

CAN YOU SPEAK NOW? YES.

HELLO.

OKAY, THANK YOU.

WE CAN HEAR YOU.

OKAY.

UH, MY FEEDBACK IS I DO HAVE A CONFLICT ONLY ON ONE OF THOSE DAYS, THE 23RD.

OKAY.

OPEN THE OTHER DATE.

OKAY.

GREAT.

ANY OTHER COMMISSIONERS HAVE ANY CONFLICTS THAT, SO THAT WE CAN X OUT ANY OF THESE DATES AND FOCUS ON THE SMALLER NUMBER? COMMISSIONER JACOB? UH, THAT FRIDAY, FEBRUARY 9TH, I BELIEVE IT IS FEBRUARY 9TH.

NINTH FRIDAY? YES, SIR.

I'LL X THAT OUT.

ANY COMMISSIONERS HERE IN CITY HALL? ARE THERE ANY DATES THAT YOU WOULD LIKE ME TO CROSS OUT TO STRIKE? NO.

UM, ANY OTHER COMMISSIONERS, UM, ATTENDING VIRTUALLY WHO WOULD LIKE TO STRIKE ANY DATES? IS THAT, DO I SEE A HAND RAISE? COMMISSIONER? UM, UH, COMMISSIONER WEST? UH, COULD YOU, I'M SO SORRY.

I, I WAS NOT.

YES.

CAN YOU HEAR ME? UM, BARELY.

SO SPEAK IN A ROBUST MANNER, SIR.

I, I THINK THAT THE PROBLEM IS ON Y'ALL'S END.

'CAUSE I CAN HEAR ALL OF MY OTHER COMMISSIONERS ONLINE.

COMPLETELY FINE.

SO I THINK Y'ALL HAVE SOME AUDIO THINGS GOING ON THERE.

FYI.

OKAY.

YES, SIR.

AND WE'RE ADDRESSING THAT NOW.

THANK YOU.

DID YOU HAVE, UM, ANY DATES YOU WISH TO STRIKE? I, I, I HEARD YOU TALKING AND I COULDN'T WRITE THEM DOWN FAST ENOUGH.

I APOLOGIZE.

OKAY.

IF WE PUT THEM IN CHAT OR ARE THEY IN THE AGENDA? I'M LOOKING THROUGH IT NOW.

I DIDN'T SEE IT.

OKAY.

I'LL LIST IT ONE, ONE MORE TIME AND I'LL SPEAK SLOWLY.

SO THESE ARE THE DATES FOR FEBRUARY, FEBRUARY 1ST, SECOND, 8, 15, 16, 22, AND 29 AND MARCH 1ST.

PLEASE RAISE YOUR HAND IF YOU'D LIKE ME TO STRIKE ANY MORE OF THOSE DATES.

I'M LOOKING THROUGH MY CALENDAR.

CAN YOU GIVE US JUST ONE SECOND? I'M SORRY.

SURE.

YES.

I HAVE A LOT STUFF ON MY CALENDAR.

I'LL DO THE SAME THING.

IF EVERYBODY WOULD LIKE TO TAKE A MOMENT TO LOOK AT YOUR CALENDARS, WE CAN DO.

SO THIS IS FOR THE RETREAT? YES, MA'AM.

WE'RE JUST BOOKING, WE'RE JUST TRYING TO NARROW DOWN ONE DATE THAT COULD BE SCHEDULED.

SO I WANNA STRIKE THE ONES THAT, UM, ANYONE HAS A CONFLICT SO THAT WHEN WE SEND THE SURVEY OUT, WE'LL BE A LITTLE BIT MORE SUCCESSFUL WITH THIS SCHEDULING.

SO EVERYONE TAKE A MOMENT TO LOOK AT YOUR CALENDARS AND RAISE YOUR HAND IN THE CHAT BOX IF YOU'D LIKE TO STRIKE ANOTHER DATE.

I DON'T HOW TO READ THAT.

COMMISSIONER JACOB, DO YOU KNOW YET IF THIS IS GOING TO BE AN ALL DAY RETREAT? A MORNING ONLY, AND AFTERNOON ONLY? UM, WE DO NOT AT THE MOMENT.

OKAY.

THAT WOULD BE PART OF THE SURVEY.

OKAY.

WHAT, DO YOU HAVE A PREFERENCE? UH, I'M LOOKING AT MY CALENDAR AND I'VE GOT MEETINGS ON FEBRUARY 2ND AND MARCH 1ST IN THE MORNING.

OKAY.

I'LL STRIKE THOSE.

I'LL STRIKE THAT AS A DATE OPTION.

OKAY.

OKAY.

SO, UM, FEBRUARY 2ND AND MARCH 1ST ARE BEING STRUCK FROM POSSIBILITY.

UH, HAS EVERYONE HAD A TIME TO REVIEW THEIR CALENDARS? TELL ME, I'M SORRY.

CAN YOU TELL ME REPEAT THE, THE LEFTOVER DATES? OKAY.

ONE MORE TIME ON THE DATES AND THEN, UM, ANY MORE STRIKEOUTS STRIKES AND THEN WE'LL MOVE ON.

OKAY.

FEBRUARY 1ST, 8 15, 16, 22,

[00:15:04]

AND 29.

THAT'S A GOOD QUESTION.

UH, COMMISSIONER SHAN? YES.

UM, ARE ANY OF THESE DATES IN? ARE THEY THESE, ARE ANY OF THESE DATES ON THE SAME DATES AS OUR MEETINGS WOULD BE? NO.

UM, OH, FEBRUARY 8TH? YES.

YEAH.

SO I'M GONNA STRIKE FEBRUARY 8TH.

THANK YOU FOR THAT.

OKAY.

SO, ANY OTHER COMMISSIONERS? THIS IS THE LAST TIME ANY OTHER COMMISSIONERS WANT ME TO STRIKE ANY DATES? THE FINAL DATES SO FAR ARE FEBRUARY 1ST, FEBRUARY 15TH, 16TH, 22ND, AND 29.

COULD YOU STRIKE 15? PLEASE RAISE YOUR HAND IF YOU WISH TO SPEAK FROM THE, THE VIRTUAL BOX SO I CAN SEE.

'CAUSE WE'RE STILL HAVING A LITTLE AUDIO PROBLEM IN HERE.

COMMISSIONER BROWN, COULD YOU STRIKE 15, PLEASE? I'LL STRIKE 15.

OKAY.

AND THAT'LL BE LAST ROUND.

SO THE, THE DATES THAT WE WILL BE PULLING FROM ARE FEBRUARY 1ST, FEBRUARY 16TH, FEBRUARY 22ND, AND FEBRUARY 29TH.

OKAY.

NEXT ITEM, ITEM FIVE.

ITEM FIVE IS THE HOMELESS RESPONSE SYSTEM QUARTERLY REPORT PRESENTED BY OHS DIRECTOR CHRISTINE CROSLEY AND HOUSING FOR CEO.

JOEY ROBINSON.

WELCOME Y'ALL.

I'LL GIVE YOU TIME TO, UH, SET UP AND THEN WE'LL DO A QUICK MIC CHECK.

AND WE ARE READY WHEN YOU ARE.

THANK YOU.

CHAIR AND COMMISSION MEMBERS.

UH, LOVELY TO BE BACK HERE.

UM, AND JUST GOING TO DO A VERY QUICK INTRODUCTION AND THEN WE'LL GET YOU, UH, WE'LL GET THINGS UNDERWAY.

UM, JUST TO SAY THAT THIS IS OUR, UH, NOVEMBER HOMELESSNESS, UH, RESPONSE SYSTEM QUARTERLY REPORT.

UH, YOU'RE GOING TO SEE SOME EXCITING CHANGE THAT WE HAVE TALKED ABOUT FOR, UH, AT LEAST SIX MONTHS NOW IN TERMS OF, UH, TRANSITIONING FROM THE DALLAS REALTIME METHOD REHOUSING INITIATIVE TO THE REALTIME REHOUSING INITIATIVE.

UH, AND THEN YOU'LL ALSO RECALL THAT LAST SPRING WE HAD AN RFP GO OUT FOR A YOUTH PROJECT, UM, THAT THERE WAS A LOT OF ENGAGEMENT FOR.

WE MADE SURE THAT IT WAS, UH, YOU KNOW, SHOUTED FROM THE ROOFTOPS THROUGH THE APPROPRIATE CHANNELS THAT IT WAS GOING TO BE GOING OUT.

WE ASKED FOR FEEDBACK.

UM, AND WHEN THE RESULTS CAME BACK, THERE REALLY WASN'T ANYTHING THAT WAS COMPLETE OR COULD BE USED.

AND SO AT THE TIME WE TALKED TO HOUSING FORD, UM, AND SAID, YOU KNOW, WE NEED TO DO A DEEP, A DEEPER DIVE.

WE NEED TO WORK WITH YOU GUYS ON WHAT A DIFFERENT PROJECT SHOULD LOOK LIKE, BECAUSE CLEARLY WE'RE NOT REACHING THE RIGHT PEOPLE.

UM, AND AT THE TIME WE'RE VERY GRATEFUL THAT HOUSING FORD WAS ACTUALLY STARTING A, UH, YOUTH NEEDS AND GAPS ANALYSIS.

AND SO THERE'S A BIT TECH ON THE END OF THIS REPORT ABOUT WHAT THAT HAS, UH, BROUGHT AND THE NEW FUNDING THAT OF COURSE HOUSING BOARD HAS GOT FOR THE SYSTEM, UM, THROUGH THE, UH, GRANT.

I BELIEVE IT'S THE FIRST TIME THAT WE HAVE BEEN AWARDED ANYTHING.

AND WE GOT THE HIGHEST AWARD IN THE US IS THAT CORRECT? THAT IS CORRECT, YES.

SO WE'LL GET THERE IN A MINUTE, BUT JUST TO SET THE STAGE FOR THIS ENTIRE THING, VERY EXCITING.

AND YOU'RE GONNA SEE SOME, UH, SOME NEW FORMATS.

SO WITH THAT, I'LL INTRODUCE JOLIE.

GOOD TO SEE EVERYONE.

WELCOME TO THE NEW COMMISSIONERS.

UM, YOU'RE IN FOR AN AMAZING PRESENTATION TODAY, NUMBER ONE 'CAUSE I'M HERE, BUT HONESTLY, BECAUSE, UM, I'M SORRY, IT'S THE END OF THE DAY.

IT'S RAINY.

I'M GONNA GIVE US A LITTLE BIT OF FUN.

BUT, UH, HONESTLY, BECAUSE WE'RE DOING TREMENDOUS WORK IN OUR, IN OUR HOMELESS RESPONSE SYSTEM, THAT I'M VERY, VERY, VERY, VERY, VERY PROUD OF.

AND ABOUT ALL OF THE INDIVIDUALS THAT ARE DOING THE WORK ACROSS DALLAS AND COLLIN COUNTIES TO SERVE OUR PEOPLE EXPERIENCING HOMELESSNESS.

UM, THESE DAYS WHERE YOU HAVE RAIN AND THE TEMPERATURES BEGIN TO DIP, I THINK, YOU KNOW, I THINK IT BECOMES EVEN MORE PRESSING FOR US TO ENSURE THAT WE'RE PROVIDING PERMANENT HOUSING SOLUTIONS FOR INDIVIDUALS, UM, SO THAT THEY ARE BROUGHT IN FROM THE RAIN AND OR THE COLD.

AND SO, UH, YOU KNOW, WE HAVE TO HIGHLIGHT THE TREMENDOUS WORK THAT WE'VE DONE THROUGH DALLAS REAL TIME.

IT'S AN EFFORT AND INITIATIVE THAT STARTED, UM, BACK IN 2021.

SO ALL OF THE INFORMATION AND DATA THAT YOU HAVE IS FROM OUR QUARTERLY REPORT.

AND AT THAT TIME, AS YOUR GRAPH SAYS, WE, UH, WE REACHED THAT GOAL OF HOUSING OVER 2,700 NEIGHBORS BY OCTOBER, 2023.

WHAT, WHAT I CAN SAY TODAY, I JUST DID A PRESENTATION YESTERDAY TO SOME OF OUR FUNDERS.

WE HAVE HOUSED TODAY, 2,767 INDIVIDUALS THROUGH DALLAS REALTIME RAPID REHOUSING.

AND SO THAT HAS BEEN TREMENDOUS WORK DONE ON THAT FRONT.

AGAIN, I LIKE TO REMIND PEOPLE DALLAS REALTIME RAPID REHOUSING IS NOT THE ONLY INITIATIVE

[00:20:01]

THAT HAS HAPPENED IN OUR SYSTEM OVER THE PAST COUPLE OF YEARS.

ALL OF OUR SHELTER PROVIDERS AND HOUSING PROVIDERS HAVE BEEN WORKING ON OTHER INITIATIVES AS WELL.

BUT BECAUSE OF THE UNPRECEDENTED FUNDING THAT CAME IN, UNFORTUNATELY DUE TO COVID AND SOME OF THE INTENTIONAL, UH, VOUCHER, UM, INCLUSION THAT WE'VE HAD, WE'VE BEEN ABLE TO SCALE UP MUCH OF THE WORK HAPPENING THROUGH THAT ALIGNMENT OF THE PUBLIC AND, AND PRIVATE PARTNERSHIPS.

AND SO A HUGE KUDOS TO THE WORK HAPPENING IN THAT SPACE THROUGH DALLAS REALTIME RAPID REHOUSING, BECAUSE THE ORIGINAL GOAL AROUND DALLAS REALTIME RAPID REHOUSING WAS AROUND THIS TIME, THE END OF SEPTEMBER.

WHAT WE WANTED TO BE SURE THAT WE'RE CONTINUING TO DO AS A SYSTEM, AND YOU CAN GO TO THE NEXT SLIDE, IS FOCUS FUTURE STATE ON ALL OF THE VARIOUS STREAMS, UM, EFFORTS AND INITIATIVES THAT ARE HAPPENING.

BUT BECAUSE OF THE TREMENDOUS SYSTEM TRANSFORMATION THAT THAT HAS BEEN UNDERWAY WITHIN OUR HOMELESS RESPONSE SYSTEM FOR THE PAST SEVERAL YEARS, WE WANTED TO, TO PROVIDE SOME KIND OF COMPARATIVE, UM, ANALYSIS FOR EVERYONE SO THEY COULD SEE THE WORK THAT'S HAPPENING BY THE NUMBERS.

WE TRULY ARE ACCELERATING HOUSING PLACEMENTS, GETTING PEOPLE HOUSED FASTER THAN WE EVER DID BEFORE.

UH, WHEN WE TOOK A LOOK AT THE DATA AND WE COMPARED DATA FROM 2018 TO 2019, WHERE WE WERE HOUSING ABOUT 80 FOLKS EVERY MONTH, UM, INTO HOUSING PLACEMENTS, WE LOOKED AT 2022 TO 2023, WE WERE HOUSING AROUND OVER 200 INDIVIDUALS IS OUR MONTHLY AVERAGE HOUSING PLACEMENT NUMBER.

AND SO THAT HAS BEEN A SUBSTANTIAL INCREASE, AN INCREASE OF OVER 160% OF INDIVIDUALS THAT WE'VE BEEN ABLE TO HOUSE.

AGAIN, THE, THE UNPRECEDENTED FUNDING THAT CAME INTO OUR SYSTEM WASN'T JUST ABOUT HOUSING OVER 2,700 PEOPLE.

IT ALSO HELPED PROVIDE A SPARK AND THE SUPPORTS THAT WE NEEDED TO ENSURE THAT WE WERE DOING SYSTEM TRANSFORMATION WORK THAT CAN, THAT HAS, THAT HAS CREATED AND ALLOWED US TO, TO HAVE AN ONGOING SYSTEM THAT IS HOUSING PEOPLE AT PEOPLE AT A FASTER RATE, WHICH IS QUITE IMPORTANT AND PIVOTAL FOR INDIVIDUALS.

UM, THROUGH, UH, OUR LAST POINT IN TIME COUNT TREND YEAR OVER YEAR, I THINK WE'VE TALKED ABOUT IT BEFORE.

WE SAW A 14% REDUCTION IN UNSHELTERED HOMELESSNESS.

I'M GONNA TRY TO TALK ABOUT TERMS AS WELL.

WE USE THE TERM UNSHELTERED HOMELESSNESS.

THAT MEANS PEOPLE VISIBLY OUTSIDE THAT YOU'RE SEEING THAT MAY BE LIVING IN ENCAMPMENTS, UM, THAT UNSHELTERED HOMELESSNESS HAS BEEN ADDRESSED BY, UH, YOU KNOW, SOME, SOME AMAZING WORK BY OUR STREET OUTREACH TEAM AND OUR ENCAMPMENT BEING COMMISSIONING EFFORTS.

AND SO WE'RE REALLY SUPER, SUPER PROUD ABOUT NUMBER ONE, THE WORK THAT THEY'RE DOING.

BUT THE NUMBER OF INDIVIDUALS THAT WE'VE BEEN ABLE TO SERVE THAT HAVE BEEN LIVING UNSHELTERED, THE CHRONIC HOMELESSNESS, UM, YEAR OVER YEAR, WE SAW 32% REDUCTION IN THAT NUMBER, WHICH HAS BEEN SUPER, SUPER, UM, HELPFUL IN ENSURING THAT WE AREN'T HAVING PEOPLE STAYING IN HOMELESSNESS LONG, IN LONGER PERIODS, BUT THAT WE'RE REALLY ADDRESSING AND GETTING THOSE PEOPLE INTO HOUSING FOR ALL OF IT.

I'M, I'M, BECAUSE I'M ALSO SEEING SOME NEW FACES ONLINE AND IN THE ROOM, I MIGHT PROVIDE A BIT MORE CONTEXT THAN I USUALLY WOULD.

SO FOR ALL OF THESE EFFORTS FOR PERMANENT HOUSING SOLUTIONS, YOU MAY NOT HEAR ME SAY IT ALL THE TIME, BUT I WANT YOU TO DO THE TRANSLATION IN YOUR BRAIN THAT WHEN WE ARE SAYING PERMANENT HOUSING SOLUTIONS, THAT MEANS PEOPLE ARE RECEIVING ROBUST WRAPAROUND SERVICES THAT ARE CUSTOMIZED AND TAILOR MADE TO WHAT THEY, WHAT THEIR NEEDS ARE.

SO WHEN WE TALK ABOUT, UM, ENCAMPMENT BE COMMISSIONING AND ENGAGING PEOPLE THAT ARE LIVING OUTSIDE OUR SYSTEM NEVER HAS AND NEVER WILL JUST GIVE PEOPLE THE KEYS TO THEIR OWN APARTMENT AND ALLOW 'EM TO DO AS THEY SO CHOOSE WITH NO OTHER WRAPAROUND SUPPORTIVE SERVICES.

THE REASON WHY, THOUGH, THE FUNDING DOLLARS THAT CONTINUE TO COME INTO OUR SYSTEM IS BECAUSE WE ARE DOING AN AMAZING JOB, BUT THAT WE PARTNER AND PAIR THE HOUSING THAT COMES IN, RIGHT, THE HOUSING VOUCHERS, THE RENTAL SUBSIDY WITH ROBUST WRAPAROUND SERVICES THAT MANY OF OUR DIRECT SERVICE PROVIDERS ACROSS OUR FOOTPRINT ARE DOING SOME STELLAR WORK IN THE BRIDGE, DOES SOME AMAZING WORK.

DR.

WOODY IS HERE IN THE AUDIENCE.

I KNOW BRENDA SNI IS LISTENING.

STUPOT IS ALWAYS ACTIVE IN THAT WORK.

PEOPLE IN COLLIN COUNTY AND ORGANIZATIONS ARE, ARE ACTIVE IN PROVIDING WRAPAROUND SERVICES AS WELL.

AND WE WOULD NOT BE ABLE TO ACHIEVE THESE, THE, THESE SYSTEM-WIDE IMPACTS WITHOUT HOUSING AND WITHOUT WRAPAROUND SERVICES.

WHAT'S ALSO ALLOWED US TO SPEED UP OUR HOUSING PLACEMENTS IS THROUGH THAT EFFORT WITH DALLAS REALTIME, THE INITIATIVE OF DALLAS REALTIME AND THE RAISE, THE PRIVATE RAISE THAT WE HAD.

UM, WE WERE ABLE TO STAND UP A LANDLORD ENGAGEMENT TEAM THAT REALLY FOCUSES ON GOING OUT INTO THE MARKET, UM, AND, UM, ENGAGING OUR LANDLORDS AND PROPERTY OWNERS TO, TO GET HOUSING, OBTAIN HOUSING IN OUR SYSTEM THAT CAN THEN BE UTILIZED BY CASE MANAGERS SO THAT, THAT WE HAVE THE HOUSING STOCK THAT WE NEED.

I'VE SAID IT BEFORE

[00:25:01]

AT CITY HALL A COUPLE WEEKS AGO, I'M GONNA SAY IT AGAIN WHILE I HAVE THIS MIC.

THE CITY HAS TO GET SERIOUS, JUST LIKE ALL OTHER CITIES IN OUR FOOTPRINT ABOUT DEEPLY AFFORDABLE HOUSING.

WE ARE A CRISIS RESPONSE SYSTEM.

WE ARE NOT THE HOUSING SYSTEM WHEN IT COMES TO HOMELESS RESPONSE SYSTEM.

AND SO OUR CAPABILITY TO CONTINUE TO HOUSE PEOPLE AT FASTER RATES TO HOUSE ALL PEOPLE EXPERIENCING HOMELESSNESS, TO END HOMELESSNESS REALLY NEEDS THE HOUSING, THE AFFORDABLE HOUSING SYSTEM TO BE WORKING IN A WAY THAT WE HAVE NOT ONLY A MAINTENANCE OF, YOU KNOW, WE'RE MAINTAINING THE AFFORDABLE HOUSING STOCK, BUT WE ARE REALLY FOCUSED ON THE CREATION OF AFFORDABLE HOUSING STOCK.

I'M GONNA GET OFF OF THAT SOAPBOX AND MOVE ON TO THE NEXT SLIDE.

SO OUR NEXT PHASE IN OUR SYSTEM TRANSFORMATION WORK, NUMBER ONE.

UM, BUT THEN IN OUR OVERALL EXPANSION OF THE GOAL, AS I MENTIONED THE ORIGINAL DALLAS REAL-TIME RAPID REHOUSING EFFORT WAS UNTIL THE END OF 2023.

THAT DOESN'T MEAN WE'VE STOPPED THE BUSINESS OF ENGAGING PEOPLE AND SERVING PEOPLE, EXPERIENCING HOMELESSNESS, NOT IN THE LEAST BIT, BUT BECAUSE OF ALL THE ADDITIONAL DOLLARS THAT HAVE THAT HAVE BEEN ATTRACTED INTO OUR SYSTEM, A LOT OF THESE GRANTS ARE COMPETITIVE GRANTS, UM, THAT COME INTO OUR SYSTEM.

AND SO YOU'VE HEARD INE CROSSLEY MENTIONED OUR YHDP YOUTH HOMELESS ADMINISTRATION PROGRAM, WHICH I'LL GET TO LATER ON.

UM, WE ARE ABLE TO EXPAND OUR ORIGINAL GOAL OF HOUSING OVER 2,700, UH, BY 2023 TO EXPANDING THAT GOAL TO REACH 6,000 FOLKS HOUSED BY 2025 WITH ALL OF THOSE DIFFERENT STREAMS OF REVENUE.

THE DAY ONE FAMILIES FUND THAT'S COMING TO OUR SYSTEM, THE HUD ON SHELF AWARD, WHICH IS A THREE YEAR GRANT, THE 23 MILLION IS SPREAD OVER THREE YEARS.

UM, THE INCREASE OF OUR HUD OR OUR ANNUAL HOMELESS ASSISTANCE DOLLARS THAT COME FROM HUD AND THEN A PRIVATE MATCH OF 3 MILLION IS ALLOWING US TO DO THAT WORK.

AGAIN, I WANNA PROVIDE A BIT MORE CONTEXT 'CAUSE WE GET THIS QUESTION QUITE OFTEN.

HOUSING FORWARD IS NOT THE ENTITY THAT SITS WITH $23 MILLION CHECK IN OUR BANK ACCOUNT OR $22 MILLION CHECK IN OUR BANK ACCOUNT.

WE ARE A PASS THROUGH FOR FEDERAL DOLLARS.

WE ARE A FINANCIAL INTERMEDIARY FOR FEDERAL DOLLARS.

WE RUN A COMPETITION HERE LOCALLY FOR SERVICE PROVIDERS TO TAKE ADVANTAGE OF THOSE FEDERAL DOLLARS THAT ARE COMING IN.

THEY HAVE TO ALIGN TO COMMUNITY BEST PRACTICES, WHICH ALIGN WITH HUD BEST PRACTICES.

BUT THAT'S HOW, UM, THE, THE DOLLARS FROM HUD, FROM THE FEDERAL GOVERNMENT FLOW THROUGH, UM, HOUSING FORWARD.

WE RUN THAT COMPETITION WITH YEARLY PLANNING ALONGSIDE OUR PARTNERS AT THE TABLE TO TALK ABOUT, NUMBER ONE, LOOK AT OUR PIT COUNT DATA, TALK ABOUT OUR POPULATION NEEDS, AND THEN FIGURE OUT THE, UH, UH, EFFECTIVE AND STRATEGIC PLAN FOR THE TARGET POPULATIONS THAT ARE REPRESENTED IN OUR PIT COUNT DATA AND THAT PEOPLE ARE SEEING, OF COURSE, AT THE SHELTERS, BECAUSE THAT'S ALSO REPRESENTING THE BIG COUNT DATA.

SO THE DOLLARS THAT YOU SEE THAT WE ARE AWARDED HUGE KUDOS TO ALL OF THE TEAMS THAT WORK IN ENSURING THAT WE GET THOSE DOLLARS INTO OUR SYSTEM, BUT THEY'RE GONNA ALLOW US TO SCALE PERMANENT SUPPORTIVE HOUSING SOLUTIONS.

IT'S GONNA ALLOW US TO SCALE OUR RAPID REHOUSING WORK.

SUPER EXCITED ABOUT OUR ABILITY TO SCALE AND EXPAND DIVERSION.

UM, AND THEN EX UH, EXPAND ON THAT NEW AND EXISTING FUNDING.

A LITTLE NOTE ABOUT DIVERSION, IT REALLY ALLOWS US TO, UM, TO, TO, UH, UH, THE WORD IS ESCAPING ME, BUT IT ALLOWS US REALLY TO HARNESS THE POWER OF THE BRILLIANCE OF CASE MANAGERS TO GET TO DIVERT PEOPLE FROM A SHELTER, RIGHT? SO ELLEN AT FAMILY GATEWAY GIVES US THIS DATA POINT FOR FAMILIES AND DIVERSION.

THEY'VE BEEN DOING IT FOR A, A REALLY, REALLY LONG TIME.

UH, THINK ABOUT $12,000 FOR A FAMILY IN A SHELTER, RIGHT? 'CAUSE THAT'S MEALS AND CASE MANAGEMENT ON SITE, THE ROOM ITSELF, ALL OF THE OTHER AMENITIES AND SERVICES AND PROGRAM THAT GOES AROUND WHEN A FAMILY IS IN SHELTER.

BUT IMAGINE BEING ABLE TO DIVERT A FAMILY IN SHELTER THROUGH ROBUST CASE MANAGEMENT, TRIAGING, UM, PROBLEM SOLVING WITH A FAMILY MEMBER.

MAYBE IT'S, YOU NEED TO BE CONNECTED WITH A FAMILY THAT MAY LIVE OUTTA STATE.

UH, MAYBE IT'S YOU, YOU'RE JUST BEHIND ON A UTILITY OR BEHIND ON RENT, AND YOU MIGHT NEED SOME, UM, CREATIVE PROBLEM SOLVING TO HELP TRIAGE THAT MOMENT AND DIVERT YOU FROM A SHELTER.

THAT INTERVENTION WOULD ONLY POTENTIALLY, UM, BE A COST OF $1,200, RIGHT? $1,200.

SO IMAGINE THE AMOUNT OF FAMILIES THAT COULD BE SERVED EFFECTIVELY AND EFFICIENTLY THAT WOULD DIVERT THEM FROM A SHELTER AND REALLY QUICK THEM QUICKLY MOVE THEM BACK TO SELF-SUSTAINABILITY.

SO WE'RE SUPER EXCITED ABOUT, UM, OUR ABILITY TO SCALE UP DIVERSION.

ANYTHING TO ADD THERE, CHRISTINE? NO.

OR YOU WANNA WAIT TILL NEXT SLIDE? OKAY, NEXT SLIDE PLEASE.

UM, WE HAVE OUR PERFORMANCE DASHBOARD THAT WE'RE CONTINUING TO WORK ON AND SHARPEN

[00:30:01]

IN AT ANY GIVEN TIME.

YOU CAN GO OUT INTO THE HOUSING FOR NTX.ORG WEBSITE.

WE HAVE A COMMUNITY DASHBOARD THAT YOU CAN TAKE A LOOK AT THE DATA THAT WE HAVE OUT THERE, OUR PIT CAMP DATA LIVES ON OUR WEBSITE AS WELL.

UH, WE SEEK TO BE A VERY TRANSPARENT ORGANIZATION.

AND SO WE ARE CONTINUING TO DO, UM, THAT WORK BY CREATING A, UH, COMMUNITY DASHBOARD THAT HAS A VERY GOOD REFLECTION OF WHAT'S HAPPENING IN OUR SYSTEM.

SO AS THE SLIDE IS, IS INFORMING US, UM, YOU SEE THAT SOME OF THOSE KEY PERFORMANCE ME METRICS INCLUDE, UM, HOUSING PLACEMENTS.

THE LENGTH OF TIME FOR INDIVIDUALS TO OBTAIN HOUSING RETURNS TO HOMELESSNESS IS, IS REALLY IMPORTANT FOR US AS A SYSTEM AS WELL.

THE INFORMATION THAT YOU'RE SEEING ON THE SLIDE IS JUST LIKE WHEN YOU SEE 3,500 INDIVIDUALS, 223, THAT'S JUST STOCK DATA.

THAT IS NOT TRUE TO FORM DATA.

BUT WE WANTED YOU ALL TO BE ABLE TO SEE, UM, WHAT, UH, KIND OF A SNAPSHOT OF WHAT OUR COMMUNITY DASHBOARD WILL LOOK LIKE.

UM, THIS KIND OF DATA ALSO HELPS US IN OUR SYSTEM.

UH, IT'S NOT JUST DATA FOR DATA'S SAKE, BUT IF WE ARE CONTINUING TO SEE, FOR EXAMPLE, UM, BLACK INDIVIDUALS BEING HOUSED AT A SLOWER RATE THAN OTHER INDIVIDUALS, AND IT HELPS US UNDERSTAND WHAT DO WE NEED TO DO? WHAT ARE SOME INTERVENTIONS WE NEED TO PUT IN PLACE? WELL, HOW DO WE NEED TO DO BUSINESS DIFFERENTLY SO THAT WE CAN REDUCE THOSE SORTS OF DISPARITIES? I THINK I THINK THAT THE NEXT SLIDE REALLY GOES INTO HOW WE PLAN TO SCALE ENCAMPMENT DECOMMISSIONING ALL THAT.

CHRISTINE KIND OF STARTED OUT THE TREMENDOUS WORK THAT THE CITY IS DOING, UM, FOR THAT.

THANK YOU.

UM, AND WHEN WE TALK ABOUT SCALING UP, UM, I THINK IT'S IMPORTANT TO REALIZE THAT THE MONEY THAT THAT HAS COME IN THROUGH HOUSING FORWARD IS FOR CASE MANAGEMENT SERVICES, THINGS LIKE THAT.

IT IS NOT FOR STREET OUTREACH.

AND SO IN ORDER TO UTILIZE THE MONEY AND THE VOUCHERS THAT HAVE BEEN GAINED, WE HAVE TO HAVE MORE PEOPLE TO ACCESS FOLKS WHO ARE ON THE STREET MORE QUICKLY.

SO THAT THOSE ARE THE HIGHEST BARRIERS WHO ARE CHRONICALLY HOMELESS.

AND I KNOW VISIBLE HOMELESSNESS JUST FOR A REFRESHER, IS EVERYONE THAT YOU SEE.

BUT WITHIN THE VISIBLY HOMELESSNESS CATEGORY, WHICH IS EVERYONE YOU SEE CHRONICALLY HOMELESS IS A DEFINITION FOR HOUSING AND URBAN DEVELOPMENT.

THAT MEANS YOU'VE BEEN OUTSIDE FOR 12 MONTHS OVER THE PAST YEAR, OR YOU'VE BEEN OUTSIDE FOR 12 MONTHS, AGGREGATE OVER THE PAST.

IT'S EITHER, IT'S EITHER THREE OR FOUR YEARS OR THREE OR FOUR TIMES.

UM, THERE'S A SPECIFIC DEFINITION THAT WE'RE, AND WE'RE WORKING ON A GLOSSARY FOR THAT FOR HHS AND FOR THIS BODY BASED OFF THE GLOSSARY AND THE HOPE REPORT.

UM, BUT IT'S CRITICAL TO HAVE THOSE FOLKS WHO CAN JUST GO OUT AND FOCUS ON GETTING PEOPLE READY FOR HOUSING.

AND JOEY CAN TALK A LITTLE BIT ABOUT MORE, UH, A BIT MORE ABOUT WHAT'S ALREADY HAPPENING IN THAT SPACE.

BUT TO SCALE IT UP, WE NEED MORE OUTREACH WORKERS.

AND SO THE CITY IN THEIR BUDGET, THIS FISCAL YEAR, ADDED FUNDING FOR AN ADDITIONAL 16 OUTREACH WORKERS ACROSS THE SYSTEM.

AND WE'RE WORKING ON WHAT THE PROCESS OF, OF GETTING THAT MONEY OUT WILL BE NOW WITH THE CITY ATTORNEYS.

UM, BUT THE IDEA IS FOR THAT TO HIRE EXTERNAL CASEWORKERS THROUGHOUT THE PARTNER ORGANIZATIONS THAT WILL WORK WITH HOUSING FORWARD, NOT TO HIRE THEM INTERNALLY.

AND THE REASON FOR THAT IS OHS REALLY FITS IN THE HEALTH AND SAFETY BUCKET.

WE'RE HERE TO HERE TO RESPOND TO SAFETY ISSUES, TO WORK WITH CITIZENS, TO DO ENGAGEMENT AND EDUCATION, AND TO CONNECT THOSE WHO ARE UNSHELTERED TO RESOURCES.

PART OF THAT IS ALSO SERVICE REQUESTS 3 1 1, UM, TO GIVE RESPONSIBLY CAMPAIGN AROUND SUSTAINABLE GIVING.

IT DOES NOT ALLOW US TO COME BACK AND CONTINUE TO ENGAGE WITH ONE PERSON IN A SUSTAINED MANNER.

THAT IS MORE OF A, A VERY DEEP ENGAGEMENT FOR STREET OUTREACH.

AND SO WE NEED TO HAVE PEOPLE WHO CAN DO THAT, BUT INSTEAD OF HAVING THEM COME INTO OHS AND ENLARGE OUR MISSION, IT'S REALLY A BETTER USE OF OUR TIME TO HAVE THAT MONEY SENT TO THOSE WHO ARE ALREADY DOING THAT WORK.

SO WE'RE VERY EXCITED ABOUT THAT.

UM, AND OF COURSE, AS I SAID, THAT SCALING UP CREATES MORE PATHWAYS INTO HOUSING AND INTO THOSE 480 NEW PSH SLOTS.

UM, AND AS I SAID, THIS WILL REDUCE VISIBLE HOMELESSNESS BY TARGETING THOSE WHO ARE CHRONICALLY OUTSIDE.

SO JULIE, IF YOU WANNA TALK A BIT MORE ABOUT WHAT THAT'S GONNA LOOK LIKE OR IS LOOKING LIKE.

YEAH, ABSOLUTELY.

SO, YOU KNOW, THE, UM, WELL, I'M NOT THERE QUITE TO THE, THAT SIDE.

MOVE BACK ONE FOR ME.

UM, YEAH, SO CURRENTLY WE, WE HAVE A TREMENDOUS TEAM OF INDIVIDUALS THAT REPRESENT A VARIETY OF ORGANIZATIONS.

CITY SQUARE BEING ONE OF 'EM, I'M ALWAYS GONNA REMEMBER, FORGET SOMEONE, SO MY APOLOGIES FRIENDS, CHART IT TO MY HEAD AND NOT MY HEART.

METRO RELIEF IS ONE OF 'EM.

THOSE INDIVIDUALS HAVE BEEN DOING STREET OUTREACH FOR A LONG TIME.

UM, AND SO ALL THAT, THAT THIS, UH, CONCERTED EFFORT HAS DONE ALONGSIDE THE SYSTEM TRANSFORMATION AND REALLY DALLAS REAL TIME HAS ALLOWED US TO DO IS CREATE A MORE COORDINATED STRATEGY FOR STREET OUTREACH.

SO, UH, AND ENCAMPMENT

[00:35:01]

DECOMMISSIONING SPECIFICALLY.

SO EVEN BREAKING UP INTO, YOU KNOW, INSTEAD OF, UM, MAYBE OVERLAPPING FOOTPRINT OF THE DIFFERENT AGENCIES, THINKING ABOUT THE VARIOUS PARTS OF THE FOOTPRINT THAT WE SERVE AND THAT WE SUPPORT.

HOW ARE STREET OUTREACH WORKERS DIVIDED IN A WAY THAT WE KNOW THAT WE'RE, WE'RE ENGAGING ALL PEOPLE THAT MAY BE EXPERIENCING HOMELESSNESS OUTSIDE? WHEN IT COMES TO THE INCOME AND DECOMMISSIONING WORK, AS I'VE TALKED ABOUT BEFORE, IT'S USUALLY, IT'S, IT'S GENERALLY EIGHT TO 12 WEEK PROCESS, DEPENDING ON THE SIZE OF THE ENCAMPMENT, THE COMPLEXITY OF THE ENCAMPMENT, AND WHAT REALLY THE SECRET SAUCE IS.

THIS IS BEST PRACTICES.

I'M ALWAYS ASKED ABOUT HOUSTON'S MODEL OR CALIFORNIA'S MODEL OR SEATTLE OR NAME A CITY.

AND WE'RE ASKED ABOUT THEIR MODEL.

THESE ARE THE BEST PRACTICE MODELS THAT ARE SHARED IN OUR TEAM.

WE ARE SHARING THE BEST, BEST PRACTICE MODEL BECAUSE WE ARE BECOMING A MODEL FOR HOW TO DO THIS WORK EFFECTIVELY.

SO PEOPLE ARE CALLING US ABOUT HOW TO DO ENCAMPMENT DECOMMISSIONING THE WAY THAT WE DO ENGAGING OUR MUNICIPALITY PARTNERS IN THAT PROCESS, ENGAGING CODE OFFICE OF HOME SOLUTIONS, SANITATION, UM, IF, IF, IF LAW ENFORCEMENT IS INVOLVED, HOW ARE WE DOING THAT IN A WAY THAT IS CLIENT-CENTERED TRAUMA-INFORMED, AND IS REALLY, UM, SUPPORTING THOSE INDIVIDUALS THAT ARE LIVING OUTSIDE? WE DO IT IN AN EQUITABLE WAY.

WE ENSURE THAT WE'RE NOT JUST FOCUSED IN ONE PART OF THE CITY OF DALLAS, BUT THAT WE ARE SPREAD OUT AND WE'RE LOOKING AT ENCAMPMENTS THROUGHOUT THE ENTIRE CITY.

AGAIN, THAT EIGHT TO 12 WEEKS INCLUDES, UM, DOCUMENT COLLECTION, WHICH AGAIN, WE HAVE SOME TREMENDOUS PARTNERS THAT ARE ENSURING THAT WE GET INDIVIDUALS IDS BECAUSE TO HAVE A PERMANENT SOLUTION TO YOUR HOUSING, YOU STILL HAVE TO HAVE A LEASE IN YOUR OWN NAME FOR A VOUCHER AND RENTAL SUBSIDY TO BE PLACED ON THAT.

AND SO WE MAKE SURE PEOPLE HAVE AN ID, WHATEVER, DO THEY NEED A BIRTH CERTIFICATE? WHAT IS THE INFORMATION THAT THEY NEED? WE PARTNER WITH PARKLAND HOMES, THEIR, THEIR HOMELESS OUTREACH MOBILE UNIT COMES OUT.

WE PARTNER WITH NORTH TEXAS BEHAVIORAL HEALTH AUTHORITY.

WE'RE MORE FOCUSED BECAUSE WE ARE FOCUSED AS A SYSTEM ON MENTAL HEALTH AND BEHAVIORAL HEALTH.

SO WE, WE PARTNER WITH THEM AND THEY ARE ON SITE IN THE ENCAMPMENTS WITH US AS WELL, TO ENGAGE ANYONE THAT MAY BE EXPERIENCING A MENTAL HEALTH CRISIS OR MAY HAVE, UM, YOU KNOW, SOME, SOME, UH, ABILITY THAT THEY NEED TO SERVE IN THAT CAPACITY.

AND OF COURSE, WE ARE PARTNERING WITH THE METROCARE WHO, WHO HAVE A DYNAMITE AND DYNAMIC MENTAL AND BEHAVIORAL HEALTH SERVICES, INCLUDING WHEN WE ARE OUT IN ENCAMPMENT DECOMMISSIONING EFFORTS, UNDERSTANDING THE PARTNERS THAT WE HAVE, UM, TO ENGAGE WHEN IT COMES TO ENSURING PEOPLE ARE PLUGGED INTO ANY SORT OF SOBER LIVING FACILITIES AS WELL.

AND SO THAT AGAIN, TAKES GENERALLY EIGHT TO 12 WEEKS, DEPENDING ON THE COMPLEXITY AND THE SIZE OF THE ENCAMPMENT.

THE ABILITY TO HAVE THOSE 16 ADDITIONAL STREET OUTREACH STAFF IS GOING TO ALLOW US TO RUN SEVERAL ENCAMPMENTS AT THE SAME TIME.

RIGHT NOW, BECAUSE WE DON'T HAVE THAT CAPACITY, WE MAY BE ABLE TO RUN TWO AT THE SAME TIME.

BECAUSE AN ENCAMPMENT DECOMMISSIONING PROCESS LITERALLY IS EVERY DAY INDIVIDUALS ARE OUT OF THE ENCAMPMENT ENGAGING INDIVIDUALS.

I SAY THIS PHRASE QUITE OFTEN, MOVING AT THE SPEED OF TRUST, ENSURING THAT PEOPLE HAVE THEIR DOCUMENTS.

DO YOU NEED TO, YOU NEED TO VISIT THE THE DOCTOR.

WHAT DO YOU NEED TO DO DURING THAT MOMENT SO THAT THE END OF THE CLOSURE OF THAT ENCAMPMENT, PEOPLE ARE THEN PLACED INTO A HOUSE, AN APARTMENT OF THEIR OWN, EXCUSE ME.

AND SO, UM, HAVING THE INCREASED CAPACITY, THE, THE MAN WOMAN, THEY THEN POWER TO ENGAGE INDIVIDUALS LIVING OUTSIDE.

UM, THAT ADDITIONAL 16 FULL-TIME EMPLOYEES AROUND STREET OUTREACH WILL ALLOW US TO MOVE FASTER AND REALLY DOUBLE DOWN ON OUR EFFORTS.

WE KNOW THAT PEOPLE ARE PROBABLY AT THE END OF THEIR PATIENCE WHEN IT COMES TO SEEING VISIBLE HOMELESSNESS.

I HEAR IT EVERY DAY, BUT THE ONLY WAY THAT WE ARE GOING TO PERMANENTLY END HOMELESSNESS FOR PEOPLE IS IF WE GIVE THEM PERMANENT SOLUTIONS.

AND THAT STREET OUTREACH IS KIND OF THE, THE, THE ENTRY POINT FOR ALLOWING US TO DO THAT EFFECTIVELY FOR INDIVIDUALS.

UH, THANK YOU SO MUCH.

NEXT SLIDE.

UM, THIS TALKS ABOUT, UM, WHEN WE TALK ABOUT THE YHDP YOUTH HOMELESS DEMONSTRATION PROGRAM, THE WORK THAT, THE WORK THAT WE DID AS A SYSTEM, UM, TO DO A FULL ANALYSIS OF, OF HOW OUR YOUTH ARE IN, OH, IS MY TIME UP? NO.

OKAY.

UH, HOW ARE YOU ENGAGING OR, OR, UM, EXPERIENCING OUR SYSTEM.

WE DID A FULL NEEDS AND GAPS ANALYSIS AROUND THAT.

WE WANTED TO PROVIDE SOME DATA POINTS FOR EVERYONE TO BE ABLE TO SEE.

SOMETIMES WE GET A QUESTION BECAUSE WE KNOW IDS, UH, COUNT PREMISES ONE WAY HUD COUNTS YOUTH HOMELESSNESS A DIFFERENT WAY.

NONE OF THOSE DEFINITIONS MATTER WHEN IT COMES TO US CREATING A SYSTEM THAT EFFECTIVELY SERVES YOUTH.

BUT WE JUST WANTED TO BE SURE THAT WE'RE PROVIDING THAT DATA AROUND WHAT ANNUAL BED CAPACITIES ARE, WHAT THE GAP IS FOR US, AND HOW WE ARE GOING TO CONTINUE TO ENGAGE NOT ONLY WITH SCHOOL DISTRICTS, BUT THE CHILD WELFARE, UM, FOSTER CARE SYSTEM, AND OF COURSE, UH, CONTINUING TO ENGAGE OUR, OUR ENTIRE HOMELESS RESPONSE SYSTEM, ESPECIALLY THOSE SERVING YOUTH, TO ENSURE THAT WE'RE CREATING

[00:40:01]

A SYSTEM THAT CAN EFFECTIVELY MEET THE NEEDS THAT WE NEED, THAT WE CURRENTLY KNOW THAT WE HAVE.

SO THAT SLIDE IS JUST AROUND THE DATA POINTS ABOUT WHAT WE'RE SEEING.

THE NEXT SLIDE GOES INTO THE FRAMEWORK THAT WAS CREATED.

AND I HAVE TO GIVE A, A HUGE KUDOS NOT ONLY TO THE TEAM AT HOUSING FORWARD THAT'S LEADING THE YOUTH WORK GROUP AND THE PLANNING OF THIS, BUT TO OUR YOUTH ACTION BOARD MEMBERS THAT ARE YOUTH THAT ARE CURRENTLY EXPERIENCING HOMELESSNESS OR HAVE RECENTLY EXPERIENCED HOMELESSNESS WHO HAVE HELPED US CREATE AND REALLY VISION, UM, WHAT A, A YOUTH, UH, FACING, UM, AND A YOUTH CENTRIC SYSTEM REALLY SHOULD LOOK LIKE IN OUR EFFORT TO PREVENT AND IN HOMELESSNESS, YOUTH HOMELESSNESS.

AND SO THEY TALK ABOUT HAVING KIND OF A TRIAGE POINT, A YOUTH RESOURCE CENTER, WHETHER IT BE A PUBLIC FACILITY OR A NUMBER OR A VARIETY OF FACILITIES THAT INDIVIDUALS CAN REACH OUT TO.

UM, BUT IT REALLY HELPS BE A ONE STOP SHOP FOR A VARIETY OF DIFFERENT SYSTEMS AND INDIVIDUALS THAT CAN TRIAGE THEIR NEEDS AND THEN GET THEM ROUTED APPROPRIATELY, UM, TO WHAT, TO WHAT WOULD MEET THEIR NEEDS SO THAT THEY'RE NOT HAVING TO FIGURE OUT ON THEIR OWN IF, IF IT'S, IF IT'S AB OR C OPTION, WHEREVER THOSE EXIST, HOW DO I GET IN TOUCH WITH IT? THERE'S A PHRASE I'VE BEEN USING, YOU KNOW, QUITE OFTEN AND THAT WE'VE ALL EMBRACED IN THIS SPACE.

UM, IS THERE, WE REALLY WANT TO THINK ABOUT NO WRONG DOOR APPROACH FOR IDENTIFYING YOUTH WHO MAY BE EXPERIENCING HOMELESSNESS, BUT THEN GETTING THEM CONNECTED TO THE RESOURCES THAT THEY NEED.

SO AGAIN, THAT'S WHY THE DEFINITIONS DON'T REALLY MATTER.

WE ARE REALLY TRYING TO CREATE A, A SYSTEM THAT PREVENT, THAT'S WORKING TO PREVENT AND, AND END YOUTH HOMELESSNESS.

THAT $9.3 MILLION, AGAIN, THERE IS NOT A $9.3 MILLION SITTING IN HOUSING FORWARD BANK ACCOUNT.

THAT $9.3 MILLION IS A TWO YEAR GRANT CYCLE WITH AN OP WITH AN OPPORTUNITY TO BE RENEWED.

BUT WE HAVEN'T SEEN THOSE DOLLARS COME INTO OUR SYSTEM.

AND THAT'S WHY WE WANTED TO PROVIDE KIND OF THIS ROADMAP OF WHEN WE EXPECT TO SEE THOSE RESOURCES HIT OUR SYSTEM.

BECAUSE PER HUD MANDATE, WE HAVE TO SPEND THE FIRST SIX MONTHS JUST DOING COMMUNITY PLANNING.

THAT DOESN'T MEAN OUR YOUTH SERVICE PROVIDERS AREN'T GONNA CONTINUE TO DO THE AMAZING WORK THAT THEY DO EACH DAY, BUT WE HAVE TO SUBMIT A COMMUNITY PLAN TO HUD AND WE HAVE TO SPEND THE FIRST SIX MONTHS ENGAGING A VARIETY OF POPULATIONS AND CREATING THAT PLAN.

SO THAT'S WHY YOU SEE THAT WILL BE CREATED BY MARCH 20TH, 2024.

THEN WE ARE ABLE TO DO A COMMUNITY-WIDE RFP REQUEST FOR FUNDING, REQUEST FOR PROPOSALS.

THERE YOU GO.

THAT'S WHAT RFP STANDS FOR.

THAT WOULD BE ABLE TO HIT OUR SYSTEM IN APRIL, 2024 TO SEE A PROJECT EX EXECUTION BY SEPTEMBER 30TH, 2024.

AGAIN, THAT DOES NOT MEAN WE'RE ALL SITTING ON OUR HANDS WAITING TO SERVE OUR YOUTH EXPERIENCING HOMELESSNESS UNTIL THAT DAY.

EVERY ORGANIZATION IS CONTINUING TO DO THE AMAZING WORK THAT THE WORK THEY'RE DOING.

WE'RE CONTINUING TO MAKE THE STRIDES THAT WE, UH, CAN MAKE.

BUT WE DO HAVE TO GO THROUGH THIS PROCESS OF, UM, OF ENGAGING OUR FULL COMMUNITY AND DOING THAT COMMUNITY PLAN.

NEXT SLIDE.

UM, SURE.

UM, THIS IS JUST A KIND OF A, A TEASER ON WHAT'S COMING, UH, LATER, PROBABLY EARLY IN THE NEW YEAR.

UM, AS YOU MAY OR MAY NOT KNOW, AND WE TALK ABOUT THIS A LOT, THERE'S ALSO A LOT OF THINGS WE TALK ABOUT A LOT.

UM, WE ARE VERY EXCITED TO HAVE, UH, RACHEL WILSON WITH US, WHO IS OUR DALLAS FEDERAL TEAM LEAD FOR THE WHITE HOUSE, UH, DOMESTIC POLICY COUNCIL AND USAGE, US INTERAGENCY COUNCIL ON HOMELESSNESS.

SHE'S WITH US FOR AT LEAST TWO YEARS.

WE HOPE LONGER, UM, TO WORK ON CATALYZING WHAT'S ALREADY IN PLACE HERE, UM, AS IT TO, TO HELP US MOVE FASTER, TO IDENTIFY MAYBE, UH, POCKETS OF FUNDING OR OTHER AGENCIES WITHIN, UH, THE FEDERAL AREA THAT WE WEREN'T AWARE OF, UM, TO HEAR ABOUT BARRIERS AND FRUSTRATIONS AND BRING THOSE BACK TO, UH, TO HUD INTO THE WHITE HOUSE AND LIFT THOSE UP.

UM, AND JUST FOR, TO REALLY HELP, UM, US WORK THROUGH WHAT WE'RE ALREADY DOING AND MAKE IT BIGGER AND BETTER.

UM, SO THAT IT'S PART OF WHAT THE WHITE HOUSE HAS REDU, UH, PRODUCED CALLED THE ALL INSIDE PLAN, WHICH IS TO REDUCE HOMELESSNESS NATIONALLY BY 25% BY 2025.

SO WE'RE VERY EXCITED FOR THAT.

SHE WILL BE HERE, UM, AS I SAID AT SOME POINT IN THE NEW YEAR TO REALLY DO A DEEP DIVE ON THAT AND ANSWER QUESTIONS.

BUT SHE'S, UM, SHARED BY, UH, US IN HOUSING FOR QUITE LITERALLY, SHE'S, UH, IN OUR OFFICES, I THINK MONDAY AND WEDNESDAY AND WITH YOU GUYS THE REST OF THE WEEK.

SO, UM, KEEPING VERY, VERY BUSY AND WE'RE EXCITED TO HAVE HER HERE.

THANK YOU.

NEXT SLIDE.

NEXT SLIDE JUST IS REALLY ABOUT, KIND OF NEXT STEPS TO PROVIDE PEOPLE, UM, A GLIMPSE ON WHAT'S ON THE HORIZON, CONTINUING TO, UM, INCREASE OUR CAPACITY FOR PERMANENT SUPPORTIVE HOUSING WITHIN OUR SYSTEM.

LAUNCHING THOSE EFFORTS ALONG WITH OUR BEHAVIORAL HEALTH

[00:45:01]

SUPPORTS.

UM, THE STREET OUTREACH, IF YOU, AS YOU'VE HEARD MENTIONED, THE PROCUREMENT OF THOSE 16 FULL-TIME EMPLOYEES, THE FT IS FOR FULL-TIME EMPLOYEES, THE SYSTEM-WIDE DIVERSION ROLLOUT.

WE JUST, UM, OPENED UP THAT RFPI BELIEVE IT WAS THE END OF LAST WEEK FOR OUR COMMUNITY.

AND THEN, UM, THE YOUTH HOMELESSNESS DEMONSTRATION PROGRAM, UM, OPPORTUNITY THAT'S ON THE HORIZON, AS YOU HEARD US MENTION AS WELL.

I WOULD JUST ADD A NOTE.

UH, YOU KNOW, WE TALK QUITE OFTEN ABOUT THE EFFECTIVE END TO BETTER HOMELESSNESS.

ALL OF OUR DATA INFORMATION HAS BEEN SUBMITTED TO THE UNITED STATES AND OUR AGENCY COUNCIL ON HOMELESSNESS.

THEY ARE THE ENTITY THAT TELLS US IF WE HAVE ACHIEVED IT OR NOT.

SO THEY'RE GOING THROUGH THEIR DATA VALIDATION.

FROM MY UNDERSTANDING, IT TOOK, COULD TAKE AROUND ANOTHER SIX MONTHS FOR THAT TO HAPPEN.

BUT AS SOON AS WE FIND OUT, YOU ALL PROBABLY HEAR ME HEAR SCREAMING FROM MY HOUSE ABOUT, UM, OUR ABILITY AS A COMMUNITY TO SAY THAT WE'VE DONE IT.

WE'VE MADE AN EFFECTIVE END TO VETERAN HOMELESSNESS.

AND FOR THOSE WHO ARE NEWER TO ION, I DON'T KNOW IF YOU WANNA TALK ABOUT FUNCTIONAL ZERO.

YEAH.

SO, SO WHEN WE, WHEN WE MENTION, UM, IT, THAT'S THE TERM OF FUNCTIONAL ZERO.

WHEN WE MENTION AN EFFECTIVE END OF VETERAN HOMELESSNESS, THAT DOES NOT MEAN THAT NO VETERAN IS EVER UNHOUSED.

IT JUST MEANS THAT WE HAVE SOME METRICS THAT WE'RE MEETING.

SO UNFORTUNATELY MY BRAIN IS, HAS FUZZED ON THE METRICS, BUT IT'S HAVING TO DO, IS IT 30 DAYS FROM WHEN A VETERAN IS IDENTIFIED? IT'S LIKE 30 OR 60 FROM WHEN A VETERAN IS IDENTIFIED TO WHEN THEY'RE HOUSED.

DO WE HAVE FEWER THAN X NUMBER OF VETERANS THAT ARE CHRONICALLY, UM, UH, ARE CHRONICALLY HOMELESS, IDENTIFIED AS CHRONICALLY HOMELESS? AND THEN THE THIRD METRIC FOR SOME REASON, DR.

WOODY, DO YOU HAVE TO REMEMBER? I THINK YOU'VE COVERED THEM.

I THINK I'VE COVERED THEM.

UM, BUT THERE'S METRICS THAT WE HAVE TO HIT AS A COMMUNITY, NOT JUST AT ONE TIME, BUT KIND OF ONGOING.

SO AS, UH, UNITED STATES INTERAGENCY COUNCIL ON HOMELESSNESS IS REVIEWING THAT DATA, THAT'S WHAT, THAT'S THE BENCHMARKS THAT THEY'RE LOOKING AT FOR OUR SYSTEM.

AND THEY'RE, YOU KNOW, OPENING UP THE HOOD, FIGURING OUT HOW WE DID IT, ENGAGING OUR VA PARTNERS AS WELL IN THAT PROCESS.

AND THAT'S IMPORTANT BECAUSE NOT ONLY FOR THIS, BUT YOU KNOW, SOMEDAY SOON, I'M NOT PUTTING IT ON A BUCKET LIST.

I'M PUTTING IT ON THE ACHIEVABLE LIST.

WHEN WE ARE FUNCTIONALLY ENDING HOMELESSNESS, IT'LL BE FUNCTIONAL ZERO AS WELL.

SO WE'RE LOOKING AT REAL-TIME MEASURES, NOT A FLAT ZERO.

UM, AND WITH THAT, WE'LL TURN IT BACK OVER TO THE CHAIR FOR QUESTIONS.

THANK YOU SO MUCH, DIRECTOR CROSSLEY AND, AND JULIA, APPRECIATE IT.

UM, BEFORE WE MOVE ON TO DISCUSSION BY COMMISSIONERS, I WOULD LIKE TO, UH, VERY QUICKLY ACKNOWLEDGE AND WELCOME, UM, DR.

WOODY AND BRENDA SNITZER.

THANK YOU SO MUCH FOR ATTENDING.

OH, OH YEAH.

BEEN SEEING A LOT OF YOU THIS WEEK.

WELCOME.

THANK YOU.

OKAY.

SO, UH, WE ARE FOR ROUND ONE DISCUSSION.

UH, COMMISSIONERS WILL HAVE TWO MINUTES.

IF YOU'RE ATTENDING VIRTUALLY BY WEBEX, PLEASE SELECT THE RAISE HAND ICON ON YOUR SCREEN.

IF YOU'RE HERE AT CITY HALL, UH, RAISE YOUR MIC ABOVE THE DAS SO I CAN, UH, SEE IT AND ACKNOWLEDGE YOU.

SO, UM, WE'LL START WITH, UH, OUR VIRTUAL WEBEX ATTENDEES.

UH, RAISE YOUR HAND IF YOU HAVE ANY, UM, QUESTIONS, COMMENTS, UH, REGARDING ITEM FIVE PRESENTATION.

I'M LOOKING, I'M NOT SEEING ANY, JUANITA, AM I MISSING ANYONE? CHAIR BERTIE.

I DON'T SEE ANYONE AT THIS TIME.

OKAY, THANK YOU.

UM, ANYONE HERE AT CITY HALL? WE HAVE, UH, COMMISSIONER, UM, YOU WANNA, SO I, SO I'LL START FROM THE, UM, THE END.

UM, WE'LL, WE'LL START WITH GAIL SILHAN FIRST, SINCE YOU HAD RAISED YOUR HAND FIRST.

HELLO.

IS IT APPROPRIATE IN, IN THIS FRAMEWORK TO ASK IF SOME OR ALL OF THE YOUTH ACTION BOARD WOULD COME AND SPEAK TO US? 'CAUSE I WOULD LOVE TO HEAR WHAT THEY HAVE TO SAY.

UM, WE CAN, WE CAN DO THAT AS A, UM, AS A FUTURE AGENDA ITEM.

YEAH, THAT'S OUR LAST ITEM TO DISCUSS CIVIL.

OKAY.

CAN I, CAN I JUST ASK? YEAH, SURE.

ABSOLUTELY.

THAT, THAT GOES THROUGH JOEY'S ORGANIZATION.

SO IT WOULD BE UP TO HER TO WEIGH IN ON HOW AND WHEN THAT COULD HAPPEN.

THEY'RE COMPENSATED FOR THEIR TIME, NUMBER ONE, AND THEY AREN'T ON A NINE TO FIVE SCHEDULE.

WE DON'T EVEN BE WITH THEM, UM, DURING MONDAY THROUGH FRIDAY.

WE MEET WITH THEM ON SATURDAY AFTERNOON, SO WE CAN TRY TO GET THEM HERE ON A, A THURSDAY AT 3:00 PM BUT, BUT WE'LL SEE IF, IF WE CAN.

THANK YOU.

OKAY, COMMISSIONER CL THANK YOU.

MM-HMM, AND THANK YOU, UH, FOR BEING HERE.

AND I HAVE A QUESTION ABOUT THE NEW FULL-TIME EMPLOYEES.

CURRENTLY, WHEN AN ORDER COMES IN OR A SERVICE REQUEST COMES IN TO 3 1 1 FOR AN ENCAMPMENT DECOMMISSIONING, HOW IS THAT ORGANIZED? HOW, HOW IS, UH, OUTREACH ORGANIZED? IS IT, DOES IT MIRROR CITY COUNCIL DISTRICTS? DOES IT MIRROR, UM, DPD? HOW, HOW DOES THAT WORK? I'M GOING TO TRY TO NOT USE THE REST OF THE TIME WE HAVE

[00:50:01]

TODAY TO ANSWER THAT QUESTION.

UM, THAT, THAT'S ACTUALLY, AND I KNOW, I THINK WE HAVE A STREET OUTREACH SUB SUBGROUP, SO WE CAN, WE CAN DEFINITELY GET DEEPER INTO THE WEEDS THERE.

BUT, UM, FROM A VERY HIGH LEVEL, WE HAVE THREE GROUPS.

UH, ONE IS RESPONSE TO SERVICE REQUESTS AND WE HAVE, UH, JUST TRANSITIONED OVER TO MIRO, DPD OR PD DISTRICTS, UM, YEAH, DPD DISTRICTS.

UM, AND THAT IS JUST BECAUSE THAT'S HOW EVERYBODY ELSE IN THE SYSTEM WAS WORKING.

SO IT MAKES US MORE EFFICIENT.

OUR GIS MAP STILL HAS A COUNCIL OVERLAY 'CAUSE WE DIDN'T WANNA LOSE THAT QUALITY.

UM, BUT ON THE GROUND, THAT'S HOW WE WORK NOW.

AND WE HAVE 14 PEOPLE WHO ARE RESPOND TO SERVICE REQUESTS IN PAIRS.

AND SO THAT IS TO GO AND FIGURE OUT WHAT'S ON THE GROUND.

SO THEY GET EITHER ON THE SERVICE REQUEST AREA, REACH OUT TO THE PERSON WHO HAS MADE THE SERVICE REQUEST IF THEY CAN.

A LOT ARE ANONYMOUS, CLOSE OUT, REDUNDANT ONES WITH A HIGH ENOUGH LEVEL OF DETAIL TO UNDERSTAND WHY IT'S BEEN CLOSED.

UM, AND THEN TRANSFER THEM EITHER TO CODE.

IF IT'S PRIVATE PROPERTY, IT COULD BE THAT IT'S ILLEGAL DUMPING AND THAT'S SOMETHING ELSE.

UM, BUT ALWAYS WE STAY AND REMAIN WORKING WITH THE HUMAN ELEMENT THAT'S THERE.

UH, AND THEN CLOSE THOSE OUT OR TRANSITION THE SSR.

SO THAT'S THE, THAT'S KIND OF THE NORMAL HEALTH AND SAFETY PACE.

UM, WE CAN'T MOVE PEOPLE, BUT WE CAN ASK TO CONNECT THEM TO SERVICES.

THEY SCHEDULE CLEANINGS IN AREAS AND SO, YOU KNOW, AND THEN REPORT BACK IF THERE'S AN EMERGENCY.

SO OUR SECOND GROUP, UH, HART HOMELESS AREA, UH, HOMELESS ACTION RESPONSE TEAM IS MADE UP OF, UM, OFFICE OF HOMELESS SOLUTIONS, DALLAS ANIMAL SERVICES CODE, UM, OFFICE OF INTEGRATED PUBLIC SAFETY SOLUTIONS.

THEY HAVE, UM, THEIR NON-EMERGENCY MENTAL HEALTH CARE RESPONSE SYSTEM, UM, MOBILE CRISIS THAT COMES WITH US.

AND THEN, UM, WE ALSO HAVE THE DALLAS MARSHALS AND THEN ANCILLARY DEPARTMENTS LIKE DALLAS FIRE RESCUE PARKS, DEPENDING ON WHERE WE ARE AND WHAT'S NEEDED.

UM, SO WITH ALL OF THAT, THOSE TEAMS ARE SHIFT WORK.

SO THEY ARE MONDAY THROUGH SATURDAY AND THEY GO FROM 8:00 AM TO 7:00 PM AND, UM, IF THERE'S AN ISSUE THAT'S AN EMERGENCY, SO IF ONE OF THOSE SSRS, WE HAVE ONE OF OUR 14 STAFF WHO ARE OUT, AND ALL OF A SUDDEN WE REALIZE THAT, HEY, THIS IS NEXT TO A SCHOOL.

OR ONE OF THE REQUESTS COMES IN AND IT'S, HEY, THERE'S SOMEONE ON A JOGGING PATH WITH A MACHETE.

WE'VE HAD TWO SIGHTINGS NOW.

OR EVEN ONE SIGHTING OR SOMETHING COMES IN THROUGH A COUNCIL OFFICE.

UM, ANYTHING THAT COMES IN THAT'S AN EMERGENCY THAT CANNOT WAIT, GOES TO THE HEART TEAM BECAUSE THEY HAVE A HIGHER LEVEL OF, UM, AUTONOMY.

THEY ALREADY HAVE THE TEAM TOGETHER THAT'S GONNA NEED TO MAKE A LOT OF THOSE SNAP DECISIONS AND THEY CAN GO OUT AND IMMEDIATELY ADDRESS THOSE ISSUES.

UM, I THINK I'VE TALKED BEFORE ABOUT CERTAIN TRIGGERS THAT WE HAVE FOR IMMEDIATE RESOLUTION, WHICH DOES NOT MEAN THAT WE HAVE HOUSED PEOPLE AND SOLVE A PROBLEM.

IT MEANS THAT THE DANGER IN THIS CURRENT ITERATION OF EITHER AN ENCAMPMENT, A HOTSPOT, TWO PEOPLE IN A CAMPFIRE IS SO DANGEROUS THAT IT CANNOT BE ALLOWED TO CONTINUE.

AND THAT'S WHEN THAT EMERGENCY REMOVAL COMES IN.

UM, SO THAT'S CLEANINGS AND REMOVALS.

CLEANINGS ARE JUST, HEY, THIS AREA IS ON OUR ROSTER TO CLEAN BECAUSE IT LOOKS LIKE IT'S BEING USED AS PUBLIC STORAGE AREA AND IT CAN'T BE, AND WE'RE GONNA KEEP COMING BACK TO CLEAN.

WE'RE NOT TELLING YOU WHERE YOU NEED TO BE.

WE'RE JUST TELLING YOU YOU CAN'T BE HERE RIGHT NOW.

'CAUSE WE HAVE SPECIALIZED EQUIPMENT THAT IT'S NOT SAFE FOR ANYONE TO BE AROUND, UM, LIKE BOBCATS, THAT SORT OF THING.

AND THEN THE THIRD GROUP, AND THIS IS HOW WE PREFER TO HOUSE PEOPLE, IS OUR PART OF WHAT IS NOW THE REAL TIME REHOUSING INITIATIVE.

AND THAT'S ABOUT FOUR PEOPLE.

SO WE HAVE SUPERVISOR AND THEN THREE STAFF, AND ALL THEY DO IS GO OUT WHERE WE HAVE DECIDED A DECOMMISSIONING IS GOING TO BE IN TANDEM WITH THE, UM, SISTER TEAM THAT'S IN HOUSING FORD.

AND SO THEY, THEY MAKE ONE TEAM AND GO OUT AND WORK ON THESE SITES, PLAN HOW THE DECOMMISSIONINGS GOING TO GO, BRING IN THE PARTNERS WHEN THEY'RE NEEDED, AND OVER THAT EIGHT TO 12 WEEK PERIOD WORK TO GET PEOPLE, UH, READY FOR HOUSING AND, AND TRUSTING THAT PROCESS AND TRUSTING THEM SO THAT WHEN THE ENCAMPMENT IS SHUT DOWN, IT'S BECAUSE EVERYONE HAS MOVED TO HOUSING.

SO THOSE ARE KIND OF THE THREE, THE THREE WAYS THAT WE DO THINGS AND THE THREE WAYS THAT ENCAMPMENTS AND HOTSPOTS GET INTERACTED WITH.

I DON'T KNOW IF THAT, DOES THAT MAKE SENSE? YEAH, I WAS JUST, UH, AND SO THEN LET ME SAY, SORRY, I JUST, NOT TO CUT YOU OFF, I JUST REALIZED I DIDN'T ANSWER YOUR QUESTION.

SO THE 16 THAT ARE COMING IN ARE NOT PART OF THAT.

OUR RESPONSE IS HEALTH AND SAFETY.

WE'RE GONNA STAY IN OUR LANE AND THOSE 16 ARE GONNA GO INTO THE LARGER SYSTEM SO THAT OTHER PEOPLE CAN COMPETE FOR THAT FUNDING TO HIRE THEIR OWN PEOPLE TO DO MORE OF WHAT JOLIE TALKED ABOUT WITH JUST FOCUSING ON GETTING PEOPLE READY FOR HOUSING.

OKAY.

THANK YOU.

THANK YOU SO MUCH.

THAT WAS A GREAT, GREAT JOB EXPLAINING A VERY COMPLEX PROCESS AND UH, I THINK YOU DID IT IN ABOUT TWO AND A HALF MINUTES.

THANK YOU.

UH,

[00:55:01]

COMMISSIONER BOONE, DID YOU HAVE QUESTION? TWO MINUTES QUESTIONS.

THANK YOU.

UM, THANK Y'ALL FOR BEING HERE.

I REALLY APPRECIATE IT.

UM, MY FIRST QUESTION IS, CAN, CAN YOU ALL GIVE ME A GOOD WORKING DEFINITION OF DEEPLY AFFORDABLE HOUSING? THAT'S PROBABLY NOT A DEFINITION THAT A HOMELESS RESPONSE SYSTEM TO COULD ANSWER.

SHOULD ANSWER JOLIE, UNDERSTAND JOLIE WORKING IN AN AFFORDABLE HOUSING POLICY, DEEPLY AFFORDABLE HOUSING FOR ANY COMMUNITY GENERALLY, OR FOR INDIVIDUALS, 50% OF AREA MEDIA INCOME AND BELOW.

SO 50% AMI OR BELOW.

MM-HMM, .

OKAY.

GREAT.

AND THEN, UH, THE OTHER QUESTION I HAVE IS, IS THERE A DOCUMENT OR FLOWCHART THAT, UM, SHOWS BOTH OVERLAP OF EXISTING SERVICES PROVIDED BY MULTIPLE ORGANIZATIONS THAT MAY ALSO BE ABLE TO SHOW WHERE, YOU KNOW, SERVICES ARE BEING RENDERED BY A SINGLE ORGANIZATION WHERE THERE MAY BE GAPS? IS THERE ANY SORT OF LIKE VISUAL OR, OR DOCUMENT WE CAN GET? NO, NO.

I MEAN, I MEAN YOU COULD, YOU COULD GET A DOCUMENT OF THE SERVICES THAT EACH AGENCY DOES, BUT IT'S EACH AGENCY IS THEIR OWN NONPROFIT, SO CORRECT.

YEAH.

THEY, THEIR SERVICES BASED ON THEIR OWN MISSION, VISION AND FUNDING.

IT DOESN'T HAVE ANYTHING TO DO WITH, IT DOESN'T HAVE ANYTHING TO DO WITH MAYBE, I GUESS LIKE A HOMELESS RESPONSE SYSTEM STRATEGY.

SO WE COULD GIVE, I MEAN, WE HAVE A LIST I THINK OF ALL THE ORGANIZATIONS YEAH.

ALL THE NONPROFITS THAT ARE DOING WORK IN DALLAS.

WE COULD DEFINITELY, DEFINITELY PROVIDE THAT.

AND WE ALSO, I THINK, HAVE BEEN ASKED BEFORE, AND THIS IS JUST TO EXPAND A LITTLE BIT ON, ON THE WAY THINGS WORK ON THE GROUND TO PROVIDE, UM, YOU KNOW, WELL HOW MANY DETOX BEDS ARE THERE, HOW MANY MENTAL HEALTH, HOW MANY OF THIS BEDS? AND I THINK IT'S IMPORTANT TO REMEMBER THAT FOR US WHO ARE SITTING RIGHT HERE, WHAT WE WORK ON IN OUR PURVIEW IS THE CONNECTION TO HOUSING SURE.

AND CERTAIN SERVICES.

BUT A LOT OF THE THINGS THAT PEOPLE ASK ABOUT ARE ANCILLARY THIRD PARTY SERVICES.

SO THEY'RE NOT TRACKED IN THE SAME WAY, OR THEY'RE NOT TRACKED BY US BECAUSE WE'RE NOT PART OF A MENTAL HEALTH SYSTEM.

AND I THINK YOU COULD PROBABLY DESCRIBE THAT A LITTLE BIT MORE ELEGANTLY THAN I CAN, BUT WE RUN UP AGAINST THAT A LOT.

YEAH, I, I, I WANT MY ANSWER.

I HOPE MY ANSWER MAKES SENSE.

LIKE WE, WE CAN DEFINITELY PROVIDE A LIST OF ALL ORGANIZATIONS.

UM, SURE.

WE DON'T EVEN KNOW ALL OF THE SERVICES OF ALL ORGANIZATIONS, SO WE PROBABLY DON'T HAVE THAT DATA TO PROVIDE YOU, BUT WE DO HAVE A LIST OF ALL ORGANIZATIONS THAT ARE ONLY USING OUR HOMELESS MANAGEMENT INFORMATION SYSTEM.

WE DON'T HAVE A LIST OF ORGANIZATIONS.

RIGHT.

IF THEY'RE NOT UTILIZING THIS.

CORRECT.

YEAH.

AND, AND THAT NUMBER, WHO KNOWS, RIGHT? I MEAN, WHAT, WHAT NONPROFIT IN THE CITY'S DOING WHAT AT ANY GIVEN TIME WOULD BE A NIGHTMARE TO TRACK.

BUT I, I, I GUESS I'M MORE CURIOUS ABOUT, YOU KNOW, WHERE THERE IS SIGNIFICANT OVERLAP OF COLLABORATION BETWEEN ORGANIZATIONS LIKE CITY SQUARE, UH, YOU KNOW, WITH ALL WITH THEIR HOT TEAM, RIGHT? UH, HOW MANY, HOW MANY OTHER ORGANIZATIONS ARE PROVIDING THAT, RIGHT.

AND, AND I'M JUST MORE CURIOUS ABOUT LIKE AN OVERVIEW NEW ON THE NEW, ON THE COMMISSION, THINGS LIKE THAT.

I CERTAINLY, UH, I WAS JUST HANDED A LIST OF ALL THE ORGANIZATIONS, SO I'LL START DOING MY OWN LITTLE RESEARCH AND WE COULD, LIKE, IF YOU, IF YOU'RE, IF YOU'RE SPECIFICALLY THINKING ABOUT IT, KIM AND DE COMMISSIONING, THAT'S A A, A COORDINATED STREET OUTREACH STRATEGY.

SO YES, WE KNOW CITY, LIKE I GO BACK TO, WE KNOW CITY SQUARE IS ENGAGING IN, UH, STREET OUTREACH.

WHAT WE'VE DONE OVER THE PAST, IT'S, IT'S PROBABLY NINE MONTHS TO SAY, ALRIGHT, CITY </
