I'M GOING TO CALL THE PUBLIC SAFETY COMMITTEE MEETING TO ORDER.

OUR FIRST AGENDA ITEM IS APPROVAL OF THE OCTOBER 10TH MINUTES.

ARE THERE ANY CHANGES OR CORRECTIONS? HEARING NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.

WELL, WE HAVE A PRETTY FULL AGENDA.

WE'RE GOING TO GO THROUGH IT AS QUICKLY AS WE CAN.

THE FIRST ONE IS A NEW ITEM THAT I INTEND TO HAVE EVERY MONTH AS OUR FIRST ITEM.

AS IT IS, I BELIEVE OUR TOP PRIORITY FOR THIS COMMITTEE AND HOPEFULLY FOR THE COUNCIL, WHICH IS OUR RECRUITING AND RETENTION UPDATE.

SO WITH THAT, IF I COULD ASK OUR POLICE AND FIRE DEPARTMENTS TO COME DOWN AND SORT OF RUN THROUGH, THEY'VE PROVIDED A MEMO TO US.

THAT HAS SOME KEY FIGURES, AND WE CAN START WITH POLICE SINCE YOU'RE ALREADY SITTING THERE, AND I JUST WANT TO SAY ON FRIDAY AND SATURDAY, I WAS HONORED TO JOIN DPD ON A RECRUITING TRIP IN CHICAGO AND REALLY UNDERSTAND IN A DIFFERENT WAY THAN I THINK I HAD PREVIOUSLY.

HOW YOU'RE DOING RECRUITING AND WHAT THE CHALLENGES ARE WITH SOME OF THE CANDIDATES, AND WE'LL BE LOOKING TO ADD SOME POLICY CHANGES AND UPDATES BASED ON THAT.

I'D LIKE TO SHARE WITH YOU GUYS AS WE GO, BUT IN THE MEANTIME, IF YOU CAN START JUST FIVE HIGHLIGHTS OF YOUR MEMO.

GOOD AFTERNOON, PUBLIC SAFETY COMMITTEE.

I'M DEPUTY CHIEF WILLIAM GRIFFITH OVER THE PERSONNEL DIVISION.

SO JUST SOME QUICK HIGHLIGHTS OF OUR LAST MONTH RECRUITING EFFORTS.

JUST BASICALLY LAST MONTH, 46 INDIVIDUALS APPLIED FOR THE DALLAS POLICE DEPARTMENT, AND CURRENTLY WE HAVE 76 INDIVIDUALS IN BACKGROUND AWAITING TO GO TO THE JANUARY CLASS.

THERE WAS A CLASS THAT STARTED ON NOVEMBER THE 3RD.

IT SAYS 19, BUT AFTER THE MEMO WAS WRITTEN AND PRESENTED, WE ADDED ONE MORE.

SO WE HAD 20 ON THIS LAST ACADEMY CLASS.

ON THE PROFESSIONAL STAFF SIDE WE HAD 60 APPLY.

JUST TO LET YOU KNOW, WE DID HAVE AN HIRING EVENT FOR 9-1-1 COMMUNICATIONS AND DISPATCHERS.

WE SAW A LOT OF INTEREST IN THAT.

THAT'S WHY YOU'RE SEEING 60 APPLIED.

BASICALLY, WE HAVE SIX 9-1-1 CALL TAKERS IN BACKGROUND AND THAT AND A BACKGROUND POLICE INSTRUCTOR ALSO IN BACKGROUND AS WELL, AND WE HAVE TWO DISPATCHERS THAT ARE CURRENTLY IN BACKGROUND, AND FOR SOME ONBOARDING HIGHLIGHTS WE HAVE THREE POLICE REPORT SPECIALISTS, TWO DISPATCHERS, ONE SENIOR DISPATCHER AND OFFICE ASSISTANT, AND THAT IS FOR COMMUNICATIONS, AND JUST SOME HIGHLIGHTS IN OCTOBER OF WHERE OUR RECRUITING EFFORTS OCCURRED AT.

OUR BIGGEST ONE IS WE SPENT THE ENTIRE FAIR DOING RECRUITING.

WE DID HAVE A RECRUITING TABLE THERE AS WELL.

SO WE SPENT OUR THE THREE WEEKS OUT THERE AT THE FAIR ALONG WITH THE TFR.

SOME OTHER AREAS OF WE WENT TO WAS GRAMBLING UNIVERSITY, EASTFIELD COLLEGE, AND WAYNE STATE UNIVERSITY, AND WE ACTUALLY WENT TO DETROIT AND VISITED SEVERAL COLLEGES AND UNIVERSITIES THERE AS WELL.

WE ALWAYS HAVE GOOD SUCCESS IN DETROIT AND MICHIGAN AREA AND ANSWER ANY QUESTIONS YOU HAVE.

GREAT. DOES ANYBODY HAVE ANY QUESTIONS ABOUT THE POLICE RECRUITING RETENTION UPDATE? NO. WELL, I'LL JUST SAY I THINK YOUR TEAM WAS EXTRAORDINARY ON THE TRIP, AND I DO THINK THAT IT'S SOMETHING THAT WE SHOULD ALL LEARN A LITTLE BIT MORE ABOUT AND SEE WHAT WE CAN DO TO HELP MAKE THIS PROCESS A LITTLE BIT EASIER TO GET TO YES.

I WAS JUST GOING TO ASK WHAT THE FOLLOW UP IS ON THE LIST THAT YOU GO TO, WHAT THE YIELD IS AND HOW YOU ALL MANEUVER THAT BASED ON WHAT KIND OF YIELD YOU GET AS FAR AS APPLICANTS OR QUALITY APPLICANTS IS.

WELL, IT'S TRADITIONALLY THE PLACES THAT WE GO TO ARE AREAS THAT WE HAVE TRADITIONALLY SAW SUCCESS IN RECRUITING, BUT A LOT OF TIMES WHEN WE GO TO UNIVERSITIES AND COLLEGES, IT'S ABOUT AN 18 MONTH TURNAROUND BEFORE WE CAN GET THEM INTO THE ACADEMY BECAUSE THEY'RE STILL IN SCHOOL, BUT WE WANT TO GET THEM INTERESTED.

WE GET THEIR INFORMATION, THEIR NAMES, AND WE STAY IN CONTACT WITH THEM.

SEE HOW THEY'RE DOING.

THEY STILL INTERESTED IN THE DALLAS POLICE DEPARTMENT.

SO WE WANT TO KEEP THEM ENTHUSED, AND THEN WHEN WE REALIZE THAT IT'S ABOUT TIME FOR THEM TO GRADUATE FROM COLLEGE, WE MAKE CONTACT AGAIN AND SAY, HEY, WE'RE GOING TO BE HAVING AN ONSITE AT THIS LOCATION.

OR WE MAY BE ONE OF THESE LOCATIONS OR CLOSE BY TO WHERE WE CAN DO AN OUT-OF-STATE RECRUITING EVENT.

SO WE MAY TRY TO KEEP THEM INTERESTED THE WHOLE ENTIRE TIME.

BASICALLY AN INVESTMENT.

WE GOT TO MAKE SURE THAT WE SHOW THAT WE LOVE THEM.

WE WANT THEM TO BE PART OF OUR DEPARTMENT.

IT'S A GREAT DEPARTMENT TO WORK AT.

SO WE KEEP THAT, BUT SOMETIMES WHEN WE GO TO UNIVERSITIES, THE TURNAROUND IS ABOUT 18 MONTHS.

IT'LL BE 12 TO 18 MONTHS.

WELL, IT'S CERTAINLY IMPORTANT TO HAVE A PIPELINE, AND I DON'T COME INTO THIS KNOWING AN ANSWER, BUT IT SEEMS LIKE WE'RE FOCUSING A LOT ON COLLEGES AND UNIVERSITIES.

IS THERE SOME OTHER PLACE WE SHOULD BE LOOKING WHERE WE MIGHT HAVE A NARROWER A TIGHTER TIME FRAME AND WHERE WE MIGHT ACTUALLY CONVERT SOMEONE TO BEING AN APPLICANT AND GOING THROUGH THE ACADEMY.

WE DO, AND WE ARE PART OF A MEMBERSHIP CALLED RELIANT, WHICH THEY HAVE JOB FAIRS THAT FOCUS ENTIRELY ON LAW ENFORCEMENT.

RIGHT, AND SO WHAT WE DO IS TRY TO ATTEND THOSE JOB FAIRS AS WELL.

SO THAT WOULD BE SOMEONE WHO WOULD WANT WHO IS READY TO COME TO THE DALLAS POLICE DEPARTMENT THERE AS WELL.

SO JOB FAIR EVENTS HELP US AS WELL, AND WE HAVE JOINED A MEMBERSHIP TO A COMPANY WHO PUTS ON THESE JOB FAIRS AND IF WE SEE ONE THAT WE SHOULD BE INTERESTED IN GOING, WE TRY TO GO TO THOSE JOB FAIRS AS WELL.

THANK YOU, AND THEN DID YOU WANT TO MENTION ANYTHING MAYBE ABOUT BLUE LINE OR ANY OF THE MILITARY WORK THAT YOU'RE DOING? YEAH, SO WE'RE STILL WAITING ON THE GOVERNMENT TO COME BACK WITH US TO GIVE US THE APPROVAL TO START THAT PROGRAM, AND ONCE THEY DO, THAT WILL BE A GREAT PIPELINE TO APPLICANTS WHO ARE INTERESTED IN LAW ENFORCEMENT IN THE MILITARY CAN COME AND DO AN INTERNSHIP PROGRAM THAT'S PAID BY THE MILITARY FOR THAT SIX MONTHS TO GET THEM, SEE IF THEY'RE INTERESTED IN IN THE POLICE, POLICE FIELD, AND WE REALLY TCOLE ALLOWS MILITARY POLICE TO BE CONSIDERED LATERALS, AND SO WE TRY TO FOCUS ON THOSE PEOPLE THAT ARE IN THE MILITARY WHO HAVE BEEN PART OF THE MILITARY POLICE AS WELL.

WE'VE BEEN TO 35 DIFFERENT VISITS OF COLLEGES, JOB FAIRS AND EVENTS.

AMONG THOSE, WE'VE DONE A LOT OF WORK WITH DISD, SEVERAL UNIVERSITIES.

WE'VE ALSO REACHED OUT TO THE MILITARY, BOTH AT FORT HOOD, AND MADE VISITS TO BOTH FORT HOOD AND FORT BLISS.

WE'VE BEEN TO THREE SIGNIFICANT CAREER FAIRS, BOTH THE DALLAS CAREER FAIR, THE NORTH TEXAS CAREER FAIR, AND THE TEXAS CAREER DAY. WE'VE ALSO SPENT THE ENTIRE FAIR, SPENT TIME AT THE FAIR TO RECRUIT THERE AS WELL.

CURRENTLY WE'VE WE HAD 1314 APPLICANTS THIS TIME AROUND.

WE'VE NOW WE'VE DOWN TO 120 THAT ARE STILL IN THE POOL, AND WE'RE LOOKING AT OF THOSE HIRING 90 FOR THE JANUARY TO MARCH TIMEFRAME, AND I'M OPEN TO QUESTIONS.

SO MY QUESTION IS ON THE DISQUALIFICATIONS.

HOW ARE THESE CATEGORIZED? I MEAN, ARE SOME OF THESE RETRIEVABLE AND IF SO, ARE WE WORKING WITH THEM? I MEAN, I REALIZE SOME MAY BE YOU'RE JUST NOT GOING TO BE A CANDIDATE FOR US EVER, BUT IS THERE A WAY TO CONTINUE WORKING ON THESE TO TURN THEM INTO APPLICANTS? THE VAST MAJORITY OF THE DISQUALIFIED INDIVIDUALS ARE TEMPORARY DISQUALIFICATIONS.

A LOT OF THE TIME IT HAS TO DO WITH TIME WHERE BETWEEN THE WHATEVER INFRACTION OR THE DRUG USAGE, THERE'S A CERTAIN TIME PERIOD THAT THEY HAVE TO WAIT TO AGE OUT OF. THAT SAME THING WITH THE TICKETS.

IF YOU'VE GOTTEN A TICKET LAST MONTH, THEN YOU'LL BE DISQUALIFIED FOR THIS GO AROUND, BUT OUR RECRUITERS KEEP IN CONTACT WITH THEM SO THEY'LL BE ELIGIBLE FOR FURTHER ROUNDS OF HIRING.

ALL RIGHT, AND THEN ON THE TIMING FROM THE SOURCING PHASE TO THE HIRING PHASE, IT LOOKS LIKE A REALLY LONG TIME AND I THINK WE'VE TALKED ABOUT THIS BEFORE.

IT'S A SIX MONTHS TO A YEAR.

IT SEEMS LIKE THAT WOULD BE SO OFF PUTTING.

ARE THERE ANY WAYS TO TIGHTEN IT? YES, MA'AM. THAT'S ONE OF THE THINGS THAT I FOCUSED ON TRYING TO GET THAT DOWN.

WE'VE HAD SOME GOOD CONVERSATIONS WITH JARED AND CIVIL SERVICE, WHERE WE'RE LOOKING AT EXPANDING INSTEAD OF HAVING THE ONCE OR TWICE A YEAR HIRING APPLICATION PROCESS TO EXPANDING THAT TO ONCE A QUARTER.

SO WE'RE WORKING WITH HIM TO GET THAT DONE.

SO WITH THAT, THAT SHOULD SIGNIFICANTLY SHORTEN OUR WINDOW.

WE'RE ALSO I'M ALSO LOOKING AT SOME OF THE PROCESSES THAT WE HAVE TO TRY TO FIND SOME INEFFICIENCIES, SOME EFFICIENCIES IN THAT.

SO WE'RE PROJECTING THAT YOU SHOULD SEE SOME RESULTS WITH TIGHTER WINDOWS.

SO ARE YOU SAYING THAT PART OF THE HIRING, THE LENGTH ON THIS IS BECAUSE WE ONLY HIRE TWICE A YEAR.

YES. SO YOU'RE SAYING SO WE NEED TO SO IF WE WANT TO MOVE THESE NUMBERS WE NEED TO HAVE FOUR OCCASIONS VERSUS TWO OCCASIONS.

SO WE'RE TALKING WITH CIVIL SERVICE AND THEY LOOK LIKE THEY'RE ON BOARD.

OR IS THAT POSSIBLY AN AVENUE TO GET THEM IN? AND THEN ONCE THAT TIME HAS LAPSED, GETTING THEM BACK INTO THE RECRUITING CLASS? SO WITH REGARD TO 9-1-1 CALL TAKERS, THEY ARE TCOLE CERTIFIED.

SO THERE'S CERTAIN REQUIREMENTS, WHICH IS PART OF OUR DISQUALIFIERS THAT WOULD NOT ALLOW THEM TO BE 9-1-1 CALL TAKERS, BUT AS THE CHIEF SAID, THERE ARE SOME TIMES IT'S TIME IT'S DRUG USE AND OTHER THINGS THAT THEY MAY BE ABLE TO QUALIFY AT A LATER DATE THAT WE ALLOW THEM IN, BUT WE WOULD NOT BE ABLE TO MOVE THEM OVER TO THE 9-1-1 CALL TAKER OR DISPATCHER BECAUSE THEY ARE TCOLE CERTIFIED AS WELL.

SO THERE'S OUR RESTRICTIONS ON ON RECEIVING THEIR CERTIFICATION FOR THAT AS WELL.

OKAY, SO BACKGROUND IN HISTORY.

SO OUR TRAINING ACADEMY BEGAN AT 5310 REDBIRD CENTER DRIVE IN 1990.

IT WAS OUR TEMPORARY ACADEMY.

IN 2012, WE EXPANDED TO THE IN-SERVICE ACADEMY THAT WE HAVE TODAY AT 5610 REDBIRD CENTER DRIVE, BECAUSE THE OTHER FACILITY WAS TOO SMALL.

CURRENTLY, THE LEASE AT OUR TRAINING ACADEMY WILL EXPIRE IN JULY OF 2027, BUT SINCE OPENING IN 1990, WE'VE HAD 176 RECRUIT CLASSES PASSED THROUGH THE TEMPORARY FACILITY AND ACCOUNTING FOR OVER 6300 RECRUITS.

90% OF THE ORIGINAL CLASS THAT STARTED HAVE SINCE RETIRED.

TODAY, WE HAVE SIX ACADEMY CLASSES THAT ARE IN SESSION, WITH THE MOST RECENT CLASS THAT STARTED LAST WEEK, WHICH IS CLASS 397.

AS WE ALL KNOW, POLICE TRAINING STANDARDS AND PRACTICES HAVE GROWN AND EVOLVED IN THE PAST 33 YEARS, AND THE CURRENT WAREHOUSE FACILITY THAT WE HAVE IS OUTDATED AND DOES NOT MEET THE NEEDS OF OUR DEPARTMENT.

NEXT SLIDE. SO IN JUNE OF 2021, A MEMORANDUM OF UNDERSTANDING WAS EXECUTED BETWEEN THE CITY OF DALLAS AND UNT DALLAS.

THE BENEFITS WERE TO HOPEFULLY PROVIDE A 21ST CENTURY TRAINING FACILITY, PROVIDE TRUE HIGHER EDUCATION ENVIRONMENT FOR OUR OFFICERS AND OUR EMPLOYEES, AND EXPAND TRAINING AND RETENTION AND REDUCE THE COST TO THE CITY FOR LAND AND INFRASTRUCTURE.

NEXT SLIDE. THE PURPOSE FOR TODAY'S PRESENTATION IS TO PROVIDE AN OVERVIEW OF WHERE WE ARE AT WITH THE PROJECT, WHICH WILL INCLUDE THE CURRENT STATUS OF THE PROJECT, GENERAL TIMELINES AND NEXT STEPS.

NEXT SLIDE. SO THE CURRENT STATUS OF THE PROJECT.

THE CITY HAS BEEN ABLE TO SECURE, WITH GREAT PARTNERSHIPS, $20 MILLION IN STATE FUNDING FOR OUR REGIONAL ACADEMY.

WE HAVE REQUESTED $50 MILLION AS PART OF THE 2024 BOND PACKAGE, AND WE HAVE SOME WONDERFUL FOLKS LIKE MISS STAUBACH GATES, WHO ARE DOING PRIVATE FUNDRAISING TO HELP US ACCOUNT FOR THE OTHER MONEY THAT WE DON'T HAVE.

THE CITY AND UNT ARE CURRENTLY IN NEGOTIATING THE PRELIMINARY GROUND LEASE CONTRACT.

OBVIOUSLY, THE TERMS ARE SUBJECT TO CHANGE, BUT WE ARE LOOKING AT USING FIVE ACRES ON THE NORTHEAST CORNER OF THE CAMPUS.

WE'RE ASKING FOR AN INITIAL 40 YEAR LEASE WITH FOUR ADDITIONAL TEN YEAR RENEWAL OPTIONS.

THE COST AT $1 PER YEAR, WITH THE CITY BEING RESPONSIBLE FOR THE DESIGN, CONSTRUCTION AND MAINTENANCE OF THE FACILITIES.

AT THE EXPIRATION OR TERMINATION OF THE LEASE, THE TITLE TO THE IMPROVEMENTS WILL BECOME PROPERTY OF UNTD, AND AGAIN, WE HAVE SUBMITTED THE INITIAL PAPERWORK FOR THE 10 MILLION TO BE TRANSFERRED FOR THE CITY FROM THE STATE, AND LET'S SEE NEXT SLIDE.

THERE IS AN ADDITIONAL 4.5 ACRES PARCEL NEAR THE ACADEMY THAT COULD BE USED FOR RECRUIT HOUSING.

THE OWNER'S REPRESENTATIVE WILL HELP PROVIDE THE CITY THE EXPERTISE, THE PROJECT MANAGEMENT OVERSIGHT, HELP US CONTROL THE COSTS, STAY ON TIME, AND COMMUNICATE AND COORDINATE WITH ALL ASPECTS RELATED TO THIS PROJECT.

IN ADDITION, OUR TRAINED ACADEMY STAFF IS CURRENTLY RESEARCHING BEST PRACTICE MODELS FOR OPENING A REGIONAL TRAINING ACADEMY.

NEXT SLIDE. SO THE PROPOSED TIMELINE IN 2023, OUR CALENDAR YEAR THAT WE'RE IN, WE'RE HOPING TO SECURE THE GROUND LEASE CONTRACT.

GREAT QUESTION. SO CURRENTLY WE'RE PAYING 1.089 MILLION PER YEAR IN RENT OF OUR CURRENT FACILITIES AND SOME FIGURES THAT WERE ORIGINALLY PROVIDED TO US BY UNT HAD THEY OWNED THE BUILDING, THERE WERE SOME MAINTENANCE NUMBERS WHICH AVERAGED OUT TO ABOUT 660,000 PER YEAR.

SO IF YOU DO THE MATH, WHAT WE'RE PAYING IN RENT RIGHT NOW IS MORE THAN WHAT THE GENERAL MAINTENANCE WOULD HAVE BEEN FOR THAT PARTICULAR NEW BUILDING.

SO I'M CONFIDENT THAT WE SHOULD BE ABLE TO COVER IT IF WE KEEP THAT SAME AMOUNT OF MONEY GOING TOWARD THE ACADEMY.

SO THAT 600,000 IS WHAT WE'RE EXPECTING OUR O&M TO BE? IT WAS FOR THE GENERAL MAINTENANCE AND GROUND LANDSCAPING.

YES, SIR, FOR THOSE TWO SPECIFIC ITEMS. OKAY, AND CAN YOU REMIND ME WHAT THE TOTAL NUMBER IS FOR CONSTRUCTION? I KNOW THAT IT HASN'T GONE TO DESIGN YET, BUT DO WE HAVE AN IDEA, AND THEN WHERE ARE WE WITH PRIVATE FUNDING.

SO ORIGINALLY WHEN THIS PARTICULAR PROJECT CAME UP, THERE WAS IT WAS ESTIMATED THAT IN APRIL OF 2022 FOR THE 200,000 SQUARE FOOT ACADEMY THAT WAS ORIGINALLY LOOKED AT, WAS GOING TO BE ABOUT $140 MILLION.

OF THAT NUMBER, WITH INFLATION TODAY, THEY'RE LOOKING AT $152 MILLION, AND THAT WAS JUST AN INITIAL ESTIMATE.

SO THAT'S KIND OF WHERE WE'RE AT RIGHT NOW.

NOTHING IS FINALIZED, BUT THAT WAS THE INITIAL NUMBERS THAT WE WERE GIVEN OKAY, AND THEN I GUESS THIS IS FOR THE HONORABLE GATES ON WHERE WE ARE WITH PRIVATE DOLLARS AND ARE WE LOOKING ALL OF THAT GAP FUNDING THAT WE HAVE CURRENTLY TO BE FROM PRIVATE ENTITIES? WE MIGHT HAVE A LITTLE BIT MORE GAP, AND WE COULD EITHER LOOK AT SOME VALUE ENGINEERING, MAYBE MAKING THE SQUARE FOOTAGE SMALLER BUT OR RAISE MORE MONEY.

WE HAVE HAD GREAT MEETINGS WITH SOME POTENTIALLY LARGE DONORS, PROBABLY 15, THAT PEOPLE THAT WE'RE CURRENTLY WORKING WITH OUR FOUNDATIONS. COMMUNITIES FOUNDATION IS WE HAVE AN APPLICATION INTO THEM WE SHOULD KNOW IN DECEMBER.

SO HOPEFULLY BY THE FIRST QUARTER OF NEXT YEAR, WE'LL BE ABLE TO ANNOUNCE SOME FOUNDATIONS AS WELL AS SOME OTHER PARTNERS THAT ARE WAITING.

SO I THINK TRADITIONALLY WITHIN THE CITY FACILITIES ARE THAT WE LOOK TO PUT INTO THE BOND PROGRAM.

WE LOOK AT A 40/60 MATCH.

IF WE HAVE 40% OF THE FUNDS, THEN WE MOVE FORWARD.

I KNOW IN 2017 BOND PROGRAM, THERE WERE SEVERAL PROJECTS THAT HAD MATCHING FUNDS THAT WERE KIND OF SET ASIDE, AND UNTIL WE REACHED WE RECEIVED THOSE MATCHING GOALS, THEN WE WOULDN'T ISSUE BONDS ON THEM.

I DON'T THINK THAT'S WHAT WE WANT TO DO HERE.

WHERE WE PREVIOUSLY COULD ONLY CALL LANDLINE PHONES NOW WE CAN SEND A HIGHLY GEO TARGETED ALERTS TO CELL PHONES AND THERE'S NO SILVER BULLET WHEN IT COMES TO ALERTING TECHNOLOGY.

WE'RE OFTEN FACED WITH USING SOMEWHAT BLUNT TECHNOLOGIES TO COMMUNICATE REALLY COMPLICATED PROTECTIVE MEASURES OR THINGS LIKE THAT, AND THEN THERE'S STILL A LOT OF WORK TO BE DONE IN MAKING ALERTS MORE EQUITABLE AND INCLUSIVE.

IT WAS IMPLEMENTED IN 2012 AND REQUIRES RESIDENTS TO ACTUALLY NAVIGATE THROUGH A WEBSITE TO SELF REGISTER.

THEY CAN PUT THEIR EMAIL, PHONE ADDRESS AND.

..YEAH, EMAIL, PHONE AND ADDRESS, AND WE'VE ADVERTISED DALLAS ALERT ON VIRTUALLY EVERY PIECE OF OEM MARKETING MATERIAL AND ALL OF OUR COMMUNITY PREPAREDNESS PRESENTATIONS, SOCIAL MEDIA, ETCETERA, BUT WE'VE CONSISTENTLY HAD A REALLY DISMAL OPT IN RATE AT AROUND 1% OR 10,000 INDIVIDUALS IN THAT SYSTEM. SO THIS NEXT YEAR OR RIGHT NOW, WE'RE TRANSITIONING TO A NEW SYSTEM CALLED RAVE ALERT THAT ACTUALLY ALLOWS RESIDENTS TO JUST SIMPLY TEXT A SHORT CODE TO SIGN UP FOR EMERGENCY ALERTS, AND HAS AN OVERALL MORE MODERN APPROACH.

WE HOPE THAT MOVING FROM HAVING TO GO TO A WEBSITE AND SIGN UP AND GO THROUGH THAT ENTIRE PROCESS TO BEING ABLE TO JUST TEXT DALLAS TO TWO SHORT CODE WILL INCREASE THOSE SELF-REGISTRATION RATES.

THIS CURRENT SYSTEM ALSO ALLOWS US TO USE REVERSE 9-1-1.

THAT'S SOMETHING OEM HAS USED IN THE PAST, BUT IT ONLY ALLOWS YOU TO REACH LANDLINES, AND OBVIOUSLY THAT'S DWINDLING IN ITS USABILITY.

IT'S UTILIZED AS A MASS NOTIFICATION TOOL FOR INTERNAL CITY EMPLOYEES.

IT'S ANOTHER REGISTRATION BASED SYSTEM, AND RIGHT NOW THAT'S NOT ACTIVE DIRECTORY AWARE.

SO IT DOES RELY ON THE EMPLOYEE TO GO AND SIGN UP THEMSELVES.

WHEN WE MOVE TO THE NEW RAVE ALERT SYSTEM THAT WILL BE ACTIVE DIRECTORY AWARE.

SO WE'LL AT LEAST BE ABLE TO GET THAT BASELINE AMOUNT OF INFORMATION ABOUT AN EMPLOYEE AND THEN ALSO BE ABLE TO UPLOAD ALL CITY ISSUED CELL PHONES, AND THEN WE'LL STILL HAVE TO ENCOURAGE INDIVIDUALS THAT HAVE THEIR PERSONAL CELL PHONES TO ADD THAT TO THE SYSTEM, BUT WE WILL GET BASELINE INFORMATION.

USE OF THIS SYSTEM IS GOVERNED BY AN ADMINISTRATIVE DIRECTIVE 378, AND IT REQUIRES THAT ALL DEPARTMENTS HAVE AT LEAST A PRIMARY AND BACKUP CENS COORDINATOR.

SO THE MOST SIGNIFICANT USE OF THIS SYSTEM RIGHT NOW IS TO ACTIVATE OR NOTIFY SPECIAL TEAMS WITHIN THE CITY.

SWAT, THE DPD, NON-FATAL SHOOTING TEAM AND SEVERAL DFR SPECIAL TEAMS UTILIZES THE CENS TO ACTIVATE.

AN OEM USES THE SYSTEM TO ACTIVATE THE EMERGENCY OPERATIONS CENTER AND YOU ALL MAY BE FAMILIAR WITH THIS SYSTEM BECAUSE THIS IS WHAT DEPUTY CITY MANAGER FORTUNE USES TO SEND NOTIFICATIONS AFTER CRITICAL INCIDENTS.

NEXT SLIDE PLEASE. SO THE INTEGRATED PUBLIC ALERT AND WARNING SYSTEM IS A FEDERALLY MANAGED SYSTEM THAT'S USED NATIONWIDE TO SEND EMERGENCY ALERTS.

IT WAS IMPLEMENTED POST-KATRINA AS A WAY FOR THE FEDERAL GOVERNMENT TO BOLSTER THEIR CAPABILITIES TO REACH WIDE SWATHS OF THE AMERICAN PUBLIC, AND IT MAKES UP A SUITE OF TOOLS THAT YOU CAN SEE ON THE SLIDE THERE.

OEM BECAME AN ALERTING AUTHORITY IN 2015 AND WERE ONE OF THE FIRST LOCAL JURISDICTIONS IN TEXAS TO DO SO.

IPAWS ITSELF IS ORGANIZED AND FUNDED BY THE FEDERAL EMERGENCY MANAGEMENT AGENCY, BUT IT'S GOVERNED BY THE FCC, AND ALERTS CAN ONLY BE ISSUED WHEN THERE'S AN IMMINENT THREAT TO LIFE SAFETY OR THERE IS A DANGEROUS OR MISSING PERSON.

TODAY, WE'RE JUST GOING TO BRIEFLY DISCUSS THE TWO MOST UTILIZED ALERTING METHODS IN IPAWS.

WE DID A LIVE TEST IN 2018 AND 2019, AND THEN MONTHLY OEM STAFF CONDUCTS A PROFICIENCY TEST, WHAT'S CALLED THE IPAWS LAB, THAT SIMULATES GOING THROUGH THE PROCESS OF SENDING A REAL ALERT, BUT DOESN'T ACTUALLY SEND ONE.

A REAL WORLD EXAMPLE IS IN 2020, WE UTILIZE THIS SYSTEM TO NOTIFY PROTESTERS DOWNTOWN OF THE CURFEW NOTICE.

IT NOTIFIES A VERY LARGE GEOGRAPHIC AREA, SO IT'S NOT USED AS MUCH WHENEVER THERE'S SOMETHING THAT'S VERY SPECIFIC AND BROADCASTERS ALMOST PARTICIPATE IN THIS SYSTEM, BUT THEY HAVE A LOT OF FLEXIBILITY IN HOW THEY DISPLAY THOSE ALERTS, WHETHER THAT'S TAKING OVER THE WHOLE SCREEN OR SCROLLING AT THE BOTTOM, THEY HAVE THE ABILITY TO CHOOSE.

SO THE NATIONAL PUBLIC WARNING SYSTEM STATIONS ARE STRATEGICALLY LOCATED THROUGHOUT THE COUNTRY AND CAN REACH MORE THAN 90% OF THE US POPULATION USING THE AM FREQUENCIES AND THESE THESE SITES ARE DESIGNED TO WITHSTAND EVEN THE MOST SIGNIFICANT ATTACKS, LIKE A NUCLEAR ATTACK, AN EMP.

THEY'RE FULLY STOCKED SHELTERS, FOOD FOR 60 DAYS, COMPOSTING, TOILET COURT, ETCETERA, AND LOCAL EMERGENCY MANAGERS ARE TRAINED TO UTILIZE THIS LOCATION IN THE EVENT THAT FEMA IS UNABLE TO, TO GET THERE AND SEND THOSE ALERTS, AND SO IF WE HAVE SOMEONE IN THIS SHELTER, YOU CAN EXPECT THAT WHATEVER HAS HAPPENED IS MORE CATASTROPHIC THAN ANYTHING WE'VE EVER SEEN IN NORTH TEXAS.

SO THE OUTDOOR WARNING SYSTEM HAS NEVER BEEN ONLY UTILIZED FOR TORNADOES DESPITE WIDE PUBLIC MISCONCEPTION.

WHILE ACTIVATION CRITERIA IS UNIQUE TO EVERY JURISDICTION, OURS IS ON THE SLIDE.

THERE IS A REGIONAL FRAMEWORK EXISTS THAT WAS DEVELOPED IN COORDINATION WITH THE NATIONAL WEATHER SERVICE, EMERGENCY MANAGERS AND BROADCAST METEOROLOGISTS AND OEM, AND WE'RE GOING TO ACTIVATE THE SIRENS.

WE FOLLOW THIS ACTIVATION CRITERIA PRETTY CLOSELY, BUT WE DO ALSO CONSIDER OTHER THINGS LIKE OBSERVED CONDITIONS, TIME OF DAY, THE SPEED OF THE STORM, PROXIMITY TO DALLAS, AND SPECIAL EVENTS THAT MAY BE GOING ON.

THE FACT THAT WE'RE SEEING THE DECLINE IN GUN CRIME, BECAUSE, AS MOST WOULD SAY, THE TRUE CITY'S INDICATION OF VIOLENT CRIME IS AGGRAVATED ASSAULT AS IT RELATES TO GUN CRIME, AND WE SEE OUR GUN CRIME NUMBERS GOING DOWN.

THOSE ARE AND WE SEE OUR INCIDENTS, OUR VIOLENT INCIDENTS GOING DOWN IN THE CITY AS WELL.

IT'S JUST A TESTAMENT TO THE WORK THAT THE MEN AND WOMEN ARE DOING EVERY DAY.

IT'S A TESTAMENT TO THE SUPPORT THAT WE RECEIVE FROM ALL OF YOU ON COUNCIL AND THE CITY MANAGER'S OFFICE, OUR COMMUNITY, AND AGAIN AS YOU'VE

SO WHEN YOU SAY CRIME IS DOWN ALMOST 12% FOR THE YEAR, BUT THAT'S ON TOP OF A REDUCTION FROM LAST YEAR AND ON TOP OF A REDUCTION FROM THE YEAR BEFORE, AND SO IT GETS HARDER AS THE YEARS GO ON TO KEEP REDUCING AND SO I DEFINITELY WANT TO ACKNOWLEDGE THAT, AND I THINK YOU CALLED OUT THE MOST IMPORTANT PART, WHICH IS THERE'S 1000 LESS AGGRAVATED ASSAULT VICTIMS THAN WE HAD JUST EVEN LAST YEAR, WHICH IS, I THINK, REMARKABLE.

SO IF THERE'S ONE TOOL YOU NEED TO HELP US GO EVEN FURTHER, WHAT IS IT? STAFFING, CHAIRWOMAN.

STAFFING. ABSOLUTELY, AND YOU SAW FIRSTHAND HOW HARD OUR RECRUITERS ARE WORKING, BUT OBVIOUSLY, WHEN I SAY STAFFING, IT'S ALSO ENSURING THAT OUR MEN AND WOMEN ARE HAPPY HERE SO THAT THEY DON'T GO ELSEWHERE.

THAT'S FANTASTIC WORK, AND NOW MAYBE WITH DEDICATED TEAM MEMBERS THAT CAN ACTUALLY GROW.

SO IS THE GOAL TO TAKE THE SECOND TIER OF PEOPLE? HOW WILL YOU GET TO THE NEXT ROUND OF WHAT THESE NEW STAFFERS ARE GOING TO BE DOING? SO THE WAY THAT WE SELECT OUR TIER ONE AND TIER TWO CLIENTS IS THAT WE HAVE A METRIC THAT WE HAVE DEVELOPED.

IT WAS DEVELOPED BY A CRIMINOLOGIST, AND SO THERE ARE 7 OR 8 DIFFERENT CRITERIA THAT EACH ONE OF THE FUTURE CLIENTS HAVE TO MEET, AND THEN BASED ON A POINT SYSTEM, WE DEVELOP A RUNNING TALLY OF INDIVIDUALS THAT MEET THE CRITERIA OF FOCUSED DETERRENCE.

THE EXTREMELY GREAT PART ABOUT THE CALL IN SESSION FOR TOMORROW AFTERNOON, ALL OF THOSE INDIVIDUALS WILL BE BRAND NEW INDIVIDUALS.

SO THAT'S JUST A QUICK OVERVIEW, BUT BUT HAPPY TO ELABORATE ANY FURTHER IF YOU NEED, SIR.

ET CETERA, AND SO WE SAW THE LOW NUMBER OF SERVICE REQUESTS, AND SO THE HEART TEAM JUST TO BARELY DIP MY TOE IN SOME OF THEIR WORK, THEY OPERATE A LOT OFF OF THE MAYOR AND CITY COUNCIL SERVICE REQUEST TICKET, BUT THEY'RE ALSO DOING A LOT OF PROACTIVE WORK IN HOTSPOT AREAS, AND SO WHAT I SENSE FROM THIS NUMBER IS PROBABLY WE NEED TO DO A BETTER JOB OF PROACTIVELY CREATING SERVICE REQUESTS SO THAT WE UP THAT PARTICULAR NUMBER.

WHAT I WILL SAY, AND I'M HAPPY TO SHARE IT, IS THE DATA BEHIND THE DATA.

SO MANY OF YOU ARE AWARE THAT WE HAVE AN OPIOID PROBLEM IN THIS COUNTRY, AND UNFORTUNATELY, DALLAS IS NOT IMMUNE.

THE LATEST DATA FROM THE CDC SHOWS THAT OVER 80,000 PEOPLE DIED FROM OPIOIDS IN 2021, AND LAST YEAR HERE IN DALLAS COUNTY, OVER 260 PEOPLE DIED WHERE OPIOIDS WERE CONSIDERED A CONTRIBUTING FACTOR.

WHILE, THE PROBLEM MAY BE FLUCTUATING IN COLLIN AND DENTON COUNTIES WE HAVE SEEN AN INCREASE EACH YEAR IN THE NUMBER OF DEATHS HERE IN DALLAS COUNTY RELATED TO DRUG OVERDOSES. THE DEATH RATE PER 100,000 PEOPLE IN DALLAS COUNTY SHOWS THAT WE HAVE A PROBLEM.

ONE OF THE WAYS WE'RE WORKING TO ADDRESS THIS PROBLEM IS WITH OUR COMMUNITY PARTNERS.

ONE OF OUR PARTNERS IS RESOURCE RECOVERY COUNCIL.

RESOURCE RECOVERY COUNCIL HAS OVER 75 YEARS OF EXPERIENCE PROVIDING PREVENTION, INTERVENTION AND TREATMENT OF SUBSTANCE ABUSE AND BEHAVIORAL HEALTH DISORDERS IN DALLAS.

WITH THE SUPPORT OF THE CITY COUNCIL, DFR HAS PARTNERED WITH RRC TO ESTABLISH THE OVERDOSE RESPONSE TEAM.

THIS TEAM IS FULLY FUNDED BY RRC, PROVIDING A PARAMEDIC AND A PEER SUPPORT SPECIALIST.

THE TEAM FOLLOWS UP ON PEOPLE TRANSPORTED TO THE HOSPITAL BY AMBULANCE FOR AN OVERDOSE WITHIN 48 TO 72 HOURS.

CURRENTLY, THE TEAM OPERATES FOUR DAYS A WEEK, CONNECTING PATIENTS TO SERVICES THAT PROVIDE SUPPORT, TREATMENT AND RECOVERY.

THE TEAM USES 9-1-1 DISPATCH INFORMATION, PREVIOUS ENCOUNTERS WITH EMS OR OR LAW ENFORCEMENT REFERRALS TO ASSIST ANY INDIVIDUAL THAT IS EXPERIENCED AND SURVIVED A DRUG RELATED OVERDOSE.

WHEN THE TEAM CONDUCTS CONDUCTS A CLIENT VISIT, THE GOAL IS TO BREAK THE CYCLE OF ADDICTION.

IF THE CLIENT IS WILLING, THE TEAM WILL OFFER SERVICES BEGINNING WITH AN OUTREACH SCREENING.

THIS SCREENING IS USED TO DETERMINE IF SOMEONE QUALIFIES FOR STATE FUNDED TREATMENT IN TEXAS.

REGARDLESS OF FUNDING, THEY ARE OFFERED INPATIENT OR OUTPATIENT TREATMENT.

PEER SUPPORT SERVICES.

ACCESS TO A 12 STEP PROGRAM OR POTENTIALLY MEDICATED ASSISTANT TREATMENT PROGRAMS. NEXT SLIDE PLEASE.

THE GOAL OF THE OVERDOSE RESPONSE TEAM IS TO ATTEMPT CONTACT WITH A MINIMUM OF 225 INDIVIDUALS ANNUALLY, BUT THE TRUE MEASURE OF SUCCESS WILL BE THE

THIS PROGRAM IS CURRENTLY STAFFED BY ONE DEDICATED DFR PARAMEDIC, FULLY FUNDED BY RRC THROUGH A GRANT ADMINISTERED BY THE UNIVERSITY OF TEXAS, SAN ANTONIO.

RRC SERVES AS THE FISCAL AGENT RESPONSIBLE FOR ALL FUNDING, STAFFING OF THE PEER SUPPORT SPECIALIST AND COLLECTION OF ALL DATA RELATED TO THE PROGRAM.

SINCE THE OVERDOSE RESPONSE TEAM BEGAN IN JANUARY OF THIS YEAR, THE TEAM HAS ATTEMPTED TO CONTACT OVER 334 CLIENTS, MADE DIRECT CONTACT WITH 173 CLIENTS AND ENROLLED 35 PEOPLE IN TREATMENT PROGRAMS. IN ADDITION, THEY HAVE PROVIDED OVER 250 KITS CONTAINING NARCAN AND OTHER RESOURCES TO CLIENTS OR THEIR FAMILY MEMBERS.

FROM THIS GRAPH, YOU CAN SEE THAT THE OVERALL NUMBER OF OVERDOSES FOR ALL DRUGS HAS DECREASED SLIGHTLY IN RECENT YEARS, BUT THE NUMBER OF OVERDOSES FOR OPIOIDS HAS INCREASED.

SO OF THOSE 3000 TO 3600 OVERDOSES DFR HAS RESPONDED TO, THE NUMBER OF TIMES PARAMEDICS HAVE HAD TO ADMINISTER NARCAN HAS INCREASED FROM 900 TO OVER 2400 SINCE 2020.

OPIOIDS HAVE BECOME THE LEADING CAUSE OF OVERDOSES IN THE CITY OF DALLAS.

SINCE 2020, THE OVERALL NUMBER OF DEATHS IN ALL THREE COUNTIES THE CITY OF DALLAS SERVES HAS BEEN TRENDING UP.

SUCCESS OF THIS PROGRAM WILL ONLY BE MEASURED WHEN THESE DEATHS ARE REDUCED.

WITH THE SUPPORT OF COUNCIL, WE WILL CONTINUE TO TACKLE THIS EPIDEMIC.

RECENTLY, DFR WAS AWARDED A JOINT GRANT WITH DALLAS COUNTY RRC AND PARKLAND TO EXPAND THE OVERDOSE RESPONSE TEAM AND OTHER SUPPORT SERVICES. THIS GRANT WILL FUND TWO TEAMS SEVEN DAYS A WEEK FOR THE NEXT FIVE YEARS.

IN ADDITION, DOCTOR ISAACS IS GOING TO SHARE WITH US THE PARTNERSHIP WE'RE GOING TO HAVE WITH PARKLAND ADDICTION SPECIALIST OR ADDICTION MEDICINE.

SO WHILE THE FUNDING MAY COME FROM OPIATE SETTLEMENT FUNDS AND FROM SPECIFIC GRANTS, THE WORK IS NOT JUST CONFINED TO INDIVIDUALS WHO ARE SUFFERING FROM SUBSTANCE USE DISORDERS DUE TO FENTANYL AND HEROIN ALONE.

THEY CAN ADDRESS ISSUES RELATED TO SUBSTANCE USE DISORDERS ACROSS THE BOARD.

YOU'RE PROBABLY ASKING YOURSELVES, WHAT ARE THE NEXT STEPS? AND WE ARE PROUD TO BE IN DISCUSSIONS WITH PARKLAND HEALTH AND THEIR EXPERTS, ALSO AT UT SOUTHWESTERN, TO BEGIN TO BUILD A PRE-HOSPITAL BRIDGE TO TREATMENT SO THAT IN ADDITION TO IDENTIFYING INDIVIDUALS WITH SUBSTANCE USE DISORDERS, BE THEY HEROIN, OPIATES, METHAMPHETAMINES OR ALCOHOL USE DISORDERS, WE CAN GET THESE FOLKS INTO TREATMENT TO BEGIN NOT ONLY TO SAVE THEIR LIVES IN CASE OF A POTENTIALLY FATAL OVERDOSE WITH NARCAN, BUT ALSO TO GET THEM INTO TREATMENT, MEDICATION ASSISTED TREATMENT THROUGH OUR ADDICTION SPECIALISTS AT PARKLAND HEALTH IN EMERGENCY MEDICINE AND PSYCHIATRY.

THIS IS AN IMPORTANT NEXT STEP, AND WE'RE PROUD TO BE BEGINNING THOSE EFFORTS.

WITH THE SUPPORT OF CITY COUNCIL, WE WERE ABLE TO EXPAND OUR EXISTING QUALITY IMPROVEMENT PROGRAM AND PROVIDE A DEDICATED TEAM OF PEOPLE FOCUSED SOLELY ON MONITORING OUR EMS SYSTEM AND IDENTIFYING WAYS TO IMPROVE HOW WE PROVIDE EMS SERVICE DELIVERY TO THE CITIZENS OF DALLAS.

THIS TEAM STRATEGICALLY REVIEWS EMS INCIDENTS, POLICIES, GUIDELINES, AND EDUCATIONAL EFFORTS TO IDENTIFY AREAS OF IMPROVEMENT AND RECOGNIZE WHEN OUR MEMBERS PROVIDE EXCEPTIONAL SERVICE.

NEXT SLIDE. SO IT IS IMPORTANT THAT CHIEF CLUMPNER AND I PRESENT TO YOU A LITTLE BIT OF DATA AT A HIGH LEVEL, SO YOU CAN UNDERSTAND WHAT OUR EFFORTS HAVE BEEN IN TERMS OF PERFORMING QUALITY MANAGEMENT, WHICH ULTIMATELY HAS THE GOAL OF IMPROVING PATIENT OUTCOMES.

THIS FIRST GRAPH DEMONSTRATES THE PATIENT TRANSPORT RATE IN DALLAS FIRE RESCUE, AND WHILE IT IS CERTAINLY NOT OUR GOAL OR NEED TO TAKE EVERY PATIENT WHO CALLS 9-1-1 TO THE HOSPITAL, WE WANT TO MAKE SURE WE GET THE RIGHT PATIENTS TO THE HOSPITAL.

HISTORICALLY, DALLAS FIRE RESCUE'S PATIENT TRANSPORT RATE HOVERED BELOW 50%, AND WHEN YOU LOOK AT OTHER HIGH FUNCTIONING EMS SYSTEMS IN THE UNITED STATES, IT'S MUCH HIGHER BECAUSE OF THEIR CONSERVATIVE EDUCATION, TRAINING AND POLICIES REGARDING HOW TO MANAGE PATIENTS WHO DON'T WISH TO GO TO THE HOSPITAL BY AMBULANCE.

LAST MONTH, WE HAD THE HIGHEST TRANSPORT RATE IN THE HISTORY OF THE CITY, APPROACHING 68% OF ALL PATIENTS.

THIS IS NOT ONLY GOOD FOR PATIENTS, IT'S GOOD FOR THE CITY AND DECREASING THE RISK AND ENSURING THAT WE GET POTENTIALLY CRITICALLY ILL PATIENTS TO THE HOSPITAL, RATHER THAN NOT TAKING THEM TO THE HOSPITAL.

NEXT SLIDE. ANOTHER MEASURE OF PERFORMANCE IS HOW PARAMEDICS DOCUMENT A PATIENT ENCOUNTER.

THREE YEARS AGO, 18% OF THE REQUESTS FOR EMS WERE DOCUMENTED AS NOT BEING A PATIENT BY PARAMEDICS.

AGAIN, THERE ARE CALLS WHERE PEOPLE WHERE A PERSON DOES NOT NEED MEDICAL ATTENTION, BUT MOST PEOPLE CALLING 9-1-1 HAVE SOME TYPE OF MEDICAL ISSUE.

THROUGH BETTER EDUCATION AND QUALITY IMPROVEMENT, WE HAVE REDUCED THE NUMBER OF INCIDENTS WHERE THE CALL FOR SERVICE RESULTED IN A PERSON BEING DOCUMENTED AS NOT BEING A PATIENT.

THIS NOT ONLY IMPROVES OUR PATIENT CARE, BUT ALSO REDUCES THE OVERALL RISK TO THE CITY.

NEXT SLIDE. WELL, AS YOU CAN IMAGINE, ONE OF THE MOST IMPORTANT THINGS THAT WE CAN MONITOR IS THE PATIENT'S BREATHING.

IF YOU'RE NOT BREATHING, YOU DON'T GET OXYGEN TO YOUR HEART AND BLOODSTREAM, AND YOU DON'T GET THAT BLOOD AND OXYGEN TO YOUR VITAL ORGANS.

THE STATE MANDATES THE USE OF A FAIRLY NEW TOOL TO MONITOR PATIENTS' BREATHING QUALITY, AND WE SHOULD DO THIS IN ALL PATIENTS THAT ARE CRITICALLY ILL, OR THAT WE ARE CONCERNED MAY BE CRITICALLY ILL BECAUSE OF THE QUALITY IMPROVEMENT EFFORTS OF DALLAS FIRE RESCUE TEAM, WE'VE INCREASED THAT TO NEARLY 100% USAGE, AND THAT TRANSLATES TO IMPROVED PATIENT OUTCOMES AND BETTER PATIENT SAFETY.

A PATIENT IN CARDIAC ARREST IS A VERY STRESSFUL ENVIRONMENT TO HELP OUR PARAMEDICS FOCUS ON THE PATIENT.

WE NOW ASSIGN AN EMS SUPERVISOR TO SUPPORT OUR PARAMEDICS.

THE SUPERVISOR ASSURES MEDICAL GUIDELINES ARE FOLLOWED, PROVIDES SPECIALIZED EQUIPMENT, AND COMMUNICATES WITH MEDICAL CONTROL.

IN ADDITION, THE EMS SUPERVISOR ALSO IS ABLE TO COMMUNICATE WITH THE FAMILY WHILE OUR CREWS PERFORM LIFE LIFESAVING TREATMENTS ON THE PATIENT.

NEXT SLIDE. PATIENTS IN CARDIAC ARREST ARE AMONG THE SICKEST PATIENTS WE ENCOUNTER IN THE CITY OF DALLAS, AND WE WANT TO DO AN EXCELLENT JOB FOR THEM. OUR PARAMEDICS, FIREFIGHTERS AND OFFICERS PROVIDE EXEMPLARY CARE DAY IN AND DAY OUT, BUT IT'S THIS SUBSET OF PATIENTS THAT WE FOCUS A LOT OF OUR EFFORT BECAUSE IF WE'RE DOING A GOOD JOB FOR THESE PATIENTS, WE ARE LIKELY DOING A GOOD JOB FOR LESS SICK PATIENTS.

ALL RIGHT. THIS GRAPH DEMONSTRATES SOME IMPROVEMENT IN CARDIAC ARREST SURVIVAL, AND THAT'S DUE TO THE WORK OF THESE TEAM, THE DEPARTMENT AS A WHOLE, EDUCATION AND TRAINING EQUIPMENT, AND AS CHIEF CLUMPNER SAID, THE LEVEL OF SUPERVISION WE'RE PROVIDING FOR EACH OF THESE PATIENTS IN CARDIAC ARREST.

ULTIMATELY, OUR GOAL IN 2024 IS TO LOOK AT BENCHMARKS, NATIONAL AND STATE BENCHMARKS FOR SURVIVAL FROM CARDIAC ARREST SO WE CAN COMPARE OURSELVES AND MAKE SURE THAT WE'RE AT OR ABOVE THOSE BENCHMARKS IN CARDIAC ARREST CARE.

NEXT SLIDE. THE IMPROVEMENT IN OUR SYSTEM IS ALSO THE RESULT OF CASES REVIEWED BY THE OFFICE OF THE MEDICAL DIRECTOR QUALITY MANAGEMENT SPECIALIST.

THIS TEAM CONDUCTS A COMPLETE REVIEW OF EVERY CARDIAC ARREST, HIGH RISK INCIDENTS, AND ANY TIME A MEDICATION IS ADMINISTERED BY A PATIENT TO A DANGEROUSLY AGITATED BY A PARAMEDIC TO A DANGEROUSLY AGITATED PATIENT.

THIS TEAM REVIEWS ALMOST 3000 INCIDENTS A YEAR TO VERIFY PARAMEDICS ARE AGAIN FOLLOWING GUIDELINES, IDENTIFY AREAS FOR IMPROVEMENT AND PROVIDE RECOGNITION FOR MEMBERS PROVIDING EXCEPTIONAL PATIENT CARE.

CASE REVIEWS BY PHYSICIANS INVOLVE HIGH RISK PATIENT ENCOUNTERS, AND THESE ARE REVIEWED BY THE MEDICAL DIRECTORS FOR DALLAS FIRE RESCUE. EVERY CASE IS TRACKED THROUGH AN INTERNAL QUALITY MANAGEMENT SYSTEM, AND THIS HELPS SUPPORT OUR PARAMEDICS, FIREFIGHTERS AND OFFICERS IN PROVIDING EXCELLENCE AND CARE BY PROVIDING DIRECT EDUCATION, TRAINING AND MENTORING TO THOSE THAT ARE PROVIDING THE CARE IN THE STREETS EACH AND EVERY DAY.

THIS, AGAIN, IS A TANGIBLE MEASUREMENT OF THE IMPROVEMENT IN OUR EMS PERFORMANCE.

SOME OF THE THINGS WE HAVE DONE TO ACCOMPLISH THESE IMPROVEMENTS INCLUDE A QUARTERLY VIDEO FROM THE OFFICE OF THE MEDICAL DIRECTOR DIRECTLY TO THE PARAMEDICS, A 40 HOUR BOOT CAMP TRAINING CLASS DIRECTLY OVERSEEN BY THE OFFICE OF MEDICAL DIRECTOR, AND REAL TIME TRAINING TO PARAMEDICS IN THE FIELD ON TOPICS IDENTIFIED AS AREAS NEEDING IMPROVEMENT.

TOGETHER, DFR AND THE OFFICE OF THE MEDICAL DIRECTOR STRIVE TO ENSURE OUR PARAMEDICS PROVIDE THE HIGHEST LEVEL OF SERVICE TO THE MEMBERS OF OUR COMMUNITY AND I'LL BE HAPPY TO TAKE ANY QUESTIONS. SO I'M JUST GOING TO SAY THIS.

THE DATA COMING OUT OF THE DEPARTMENT ON MEDICAL OUTCOMES WASN'T ANYTHING LIKE WHAT YOU PRESENTED TODAY, AND CHIEF ARTIS, DOCTOR ISAACS, YOU BOTH ASSURED ME THAT YOU HAD A PLAN TO IMPROVE, AND TODAY I SAW IT AND THE NUMBERS SHOW IT, AND I'M SO PROUD OF YOU, AND I THINK THAT THE FIREFIGHTERS THAT I HAVE TALKED TO ARE PROUD OF THE LEVEL OF SERVICE THEY'RE PROVIDING TODAY.

A FEW YEARS AGO, WE WERE ABLE TO INSERT A NEEDLE INTO A LONG BONE AND DIRECTLY ADMINISTER FLUID AND MEDICATION THROUGH THE VASCULAR SYSTEM OF THE BONE.

THAT'S AN INTEROSSEOUS INFUSION, ALL RIGHT, AND MOST RECENTLY, WE'RE ABLE TO DO THAT THROUGH A DIFFERENT SITE CLOSER TO THE HEART IN THE SHOULDER.

PURSUE FUNDING FOR BULLETPROOF CAMERAS FOR HIGH CRIME MULTIFAMILY PROPERTIES, AND I WILL SAY, IN OUR LEGISLATIVE PROGRAM LAST YEAR, AS LINLEY INDICATED, THERE WAS SUPPORT FOR ADDITIONAL TOOLS ET CETERA FOR OUR POLICE OFFICERS.

SO THIS TRACKS WITH THAT ADDRESSING THE RESPONSIBILITY OF SCHOOL CROSSING GUARDS.

WE PUT THIS IN HERE BECAUSE IT WAS IN LAST YEAR'S PROGRAM.

SO IT CARRIED FORWARD BECAUSE IT WASN'T MARKED AS COMPLETE, BUT IT'S CERTAINLY UP TO THE COMMITTEE IF YOU WANT TO MOVE FORWARD WITH THOSE.

WE RECEIVED SOME FEEDBACK ON ENHANCING SAFETY, SAFETY FOR RESIDENTS AND SENIOR FACILITIES, AND YOU MAY HAVE READ SOME COVERAGE IN THE IN THE PRESS ON SOME HIGH PROFILE CASES IN THAT REGARD.

REGULATION AND REPORTING FOR AUTONOMOUS VEHICLES.

THIS IS INCREASINGLY BECOMING A HOT ITEM THAT WE'RE HEARING ABOUT FROM OUR PEER CITIES AND TRANSPORTATION ADVOCACY GROUPS

PROTECTING FIREFIGHTER AND PARAMEDIC HEALTH CARE WORKER RIGHTS, PURSUE FUNDING FOR EMERGENCY PROTECTION EQUIPMENT.

YOU ALL ARE AWARE IF THERE'S AN ACCIDENT ON THE HIGHWAY, OFTENTIMES THE FIRE DEPARTMENTS NOT JUST UNIQUE TO OURS, BUT ANY RESPONDING ENTITY WOULD PUT THEIR FIRE TRUCK IN FRONT TO HELP BLOCKADE AND PROTECT THE WORKERS AS THEY'RE RESPONDING TO AN ACCIDENT.

CLARIFY THE DEPARTMENT OF PUBLIC SAFETY AS THE PRIMARY FIRST RESPONDER ON STATE HIGHWAYS.

CERTAINLY, CITIES LIKE THE CITY OF DALLAS HAVE LOCAL JURISDICTION, BUT THIS IS SOMETHING I KNOW.

THE TOLL AUTHORITIES CONTRACT WITH DPS TO SERVE AS THEIR FIRST RESPONDERS AND SUPPORT ADDITIONAL PROTECTIONS AND RESOURCES FOR DOMESTIC VIOLENCE AND HUMAN TRAFFICKING SURVIVORS. SO THAT'S WHAT WE'VE GOTTEN TO DATE ON PUBLIC SAFETY, AND OUR NEXT STEPS ARE, OF COURSE, TO RECEIVE FEEDBACK FROM THE COMMITTEE, AND THEN ONCE THE COMMITTEE HAS MADE THEIR DECISION, IT WILL GO ON TO THE FULL LEGISLATIVE COMMITTEE AND THEN CITY COUNCIL FOR ACTION.

SO WITH THE VARIOUS SPECIAL SESSIONS, WE'VE HAD TO GET THE NEW VERSION OF TASER CALLED TASER TEN TO BE DESIGNATED AS LESS THAN LETHAL IS IMPORTANT AS OUR CURRENT TASER SYSTEM IS JUST BARELY STILL BEING SUPPORTED, AND WE'LL NEED TO BE UPDATED, AND IF WE WENT WITH TASER TEN AND IT HAD NOT BEEN DESIGNATED AS LESS THAN LETHAL, EACH ONE WOULD BE AN OFFICER INVOLVED SHOOTING, REQUIRING AN INVESTIGATION, AND COULD LEAD TO PROSECUTION FROM THE DISTRICT ATTORNEY.

SO THIS IS AN IMPORTANT ITEM AND HOPEFULLY WE'LL GET ADDED TO, I DON'T KNOW, WHATEVER SPECIAL SESSION COMES NEXT FIVE, SIX, SEVEN, BUT IT WOULD BE WONDERFUL IF WE COULD SEE OUR LEGISLATORS COME TOGETHER TO SUPPORT PUBLIC SAFETY IN THIS WAY, AND OUR OFFICERS. THIS IS AN INSTANCE WHERE BOTH THE CRIMINAL GETS TO LIVE AND THE OFFICER GETS ADDITIONAL SAFETY AND PROTECTION.

SO IT'S KIND OF A WIN WIN.

IT'S AN EASY ONE FOR THEM, BUT IT'S REALLY IMPORTANT TO OUR DECISION ON WHAT EQUIPMENT EACH OF THE OFFICERS GETS TO HAVE.

SO THIS IS SORT OF ALREADY HAPPENING, BUT I KNOW IT'S BEEN A HIGH PRIORITY FOR CHIEF GARCIA, AND I BELIEVE THE MAJOR CHIEFS ASSOCIATION HAS ALSO WEIGHED IN, AS WELL AS LOTS OF OTHER STATE LAW ENFORCEMENT ORGANIZATIONS IN SUPPORT OF WHAT WE'RE DOING, THE BULLETPROOF CAMERAS FOR HIGH CRIME MULTIFAMILY PROPERTIES. WE KNOW AND ARE OFTEN BRIEFED TO THIS COMMITTEE, THAT THE NUMBER ONE LOCATION OF VIOLENT CRIME IN DALLAS IS IN MULTIFAMILY APARTMENTS, AND IF WE COULD SOMEHOW ADDRESS THAT BETTER, I THINK WE'D SEE EVEN GREATER REDUCTION IN VIOLENT CRIME.

CROSSING GUARDS, AS CARRIE MENTIONED, IS A HOLDOVER FROM LAST TIME, BUT IT'S A SIGNIFICANT BUDGET ITEM FOR US, AND IT'S IMPORTANT FOR THE SAFETY OF OUR CHILDREN AND OUR FAMILIES. HOWEVER, I'M NOT SURE IT'S REALLY APPROPRIATE TO BE IN A BURDEN ON THE CITY AND PERHAPS COULD BE INCLUDED AS PART OF OUR EDUCATION BILLS. YES, ENHANCING SAFETY FOR THE RESIDENTS OF THE SENIOR FACILITIES.

A LOT OF THIS ACTUALLY COMES FROM THE BILLY CHEMIRMIR CASES, AND I'VE TALKED TO A NUMBER OF SENIOR GROUPS WHO HAVE SOME FANTASTIC WAYS TO HELP ADDRESS THE SAFETY THAT VERY OFTEN OUR SENIORS DON'T HAVE, AS WELL AS INVESTIGATIVE ABILITIES OF OUR POLICE OFFICERS.

AUTONOMOUS VEHICLES.

THERE'S BEEN A LOT IN THE NEWS ABOUT THAT, AND THERE IS A STATE LAW RIGHT NOW THAT SAYS WE HAVE NO ABILITY TO MAKE ANY KINDS OF REGULATIONS, AND I THINK THAT WE NEED TO MAKE SURE THAT IF THERE IS A BAD OPERATOR, THAT WE CAN REMOVE THEM FROM OUR STREETS AND PROTECT OUR PEOPLE.

ANYHOW, I THINK THE REST OF THEM ARE FAIRLY SELF-EXPLANATORY.

YES. SO ON THE LAST ONE REGARDING DOMESTIC VIOLENCE AND HUMAN TRAFFICKING, IT TALKS ABOUT SUPPORT AND RESOURCES FOR SURVIVORS, BUT I THINK WE'D ALSO WANT TO LOOK AT THE FLIP SIDE OF THAT AND ABUSE ABUSERS AND TRAFFICKERS AND WHAT WE NEED TO STRENGTHEN ON THAT SIDE OF THE FENCE AND ALSO AROUND.

I KNOW THE SUPREME COURT RIGHT NOW IS CONSIDERING CLOSING LOOPHOLES ON FIREARMS THAT ARE STILL IN THE HANDS OF DOMESTIC ABUSERS.

THIS WAS ACTUALLY LEFT FAIRLY VAGUE, ON PURPOSE, WITH THE HOPE THAT YOU AND THE DOMESTIC VIOLENCE TASK FORCE WOULD STEP FORWARD WITH SPECIFIC LEGISLATION, OR IF OTHER ENTITIES AROUND THE STATE COME FORWARD, THAT WE WILL BE ABLE TO WEIGH IN AND SUPPORT ADDITIONAL PROTECTIONS FOR FOLKS.

SOMETIME IN DECEMBER, BUT IT IS ON THAT IN THAT PACKET OF MATERIALS AND SINCE IT WAS ADOPTED IN LAST YEAR'S PROGRAM, SINCE THAT TIME AT THE FEDERAL LEVEL, SENATOR CORNYN HAS TAKEN UP LEGISLATION TO PURSUE DECRIMINALIZING FENTANYL TESTING STRIPS, WHICH WOULD THEN SUPERSEDE ANYTHING AT THE STATE LEVEL.
