THEY STARTED OUT IN A PROGRAM CALLED, UH, SUMMER ARTS INSTITUTE, THAT'S A PART OF THE PUBLIC SCHOOL.

AND SO I LOOKED AT A JAZZ FESTIVAL.
SO WE LOOKED AROUND 15 YEARS, AND THEN SEVEN YEARS AGO, WE SAID, OKAY, LET'S PUT TOGETHER A JAZZ FESTIVAL.
THERE ARE ABOUT 51 ACTS OVER A THREE DAY PERIOD, UH, FOR THE JAZZ FESTIVAL.
WE'VE DEVELOPED A PARTNERSHIP WITH DOWNTOWN HOTELS IN FIRST YEAR THAT WE DID IT, UH, THE FESTIVAL, WE HAD NINE HOTELS THAT WE CALLED HOTEL AFTER PARTIES.
AND ONE OF THE IDEAS THAT WE WANTED TO DO WAS TO REALLY PUMP LIFE AND ENERGY AND BUSINESS TO DOWNTOWN, UH, UH, HOTELS.
AND WHEN PEOPLE LEAVE THE FESTIVAL COMING FROM OUTSIDE OF THE CITY, THEY WANT SOMETHING EXCITED TO DO.
AND SO WE DID THE HOTEL AFTER PARTIES THIS PAST YEAR.
WE HAD ABOUT 15,000 PEOPLE OVER THE THREE DAYS THAT CAME TO THE FESTIVAL.
65% OF THOSE PEOPLE THAT CAME TO THE FESTIVAL CAME FROM OUTSIDE THE STATE OF TEXAS.
WE HAD A GROUP, UH, THAT THERE WERE ABOUT 15 OF THEM.

I MEAN, PROMISING YOUNG ARTIST STAGE.
AND THAT STAGE IS UNDERWRITTEN BY THE DALLAS MAVERICK.
THEY GAVE US $25,000 TO DO THAT STAGE.
AND ONE THING WE TALK ABOUT, AND YOU CAN SEE A YOUNG ARTIST THAT'S 15, 16 YEARS OLD, HAVE A CONVERSATION WITH SOMEBODY LIKE LUKE, OSCAR JUNIOR WHO'S BEEN THERE, OR A, UM, DAVID SANDBORN WHO'S BEEN THERE.

UM, I'M EXCITED TO HAVE A PARTNERSHIP WITH THE DALLAS DEPENDEN SCHOOL DISTRICT.
AND OF THE SIX PROGRAMS, WE HAVE 15 TEACHERS IN MUSIC, THEATER AND DANCE.
AND WE WORK WITH THE DISTRICT AND THOSE TEACHERS GO DIRECTLY IN THE SCHOOL SYSTEM AND THEY WORK WITH THOSE, UH, UH, YOUNG PEOPLE IN THE AFTER SCHOOL PROGRAM.
AND THE LAST THING I'LL SAY IS A PROJECT WE WORKING ON WITH THE GREAT TREMAINE HAWKINS.
UH, SHE AND I WERE TALKING ABOUT THREE MONTHS AGO, AND WE'RE DOING A PIECE WITH FOUR SCHOOLS.
IT'S CALLED GOSPEL MUSIC, A CLASSIC.
AND I DON'T KNOW IF YOU KNOW TREMAINE HAWS, SHE'S WON TWO OR THREE GRAMS AND SHE'S A PART OF THE HAWKINS FA FAMILY DYNASTY.

HOW WAS IT A BLESSING TO US? WE HAD A $350,000 DEFICIT, A $250,000 DEBT.
SO WHEN YOU LOOK AT OUR BODY, WE HAVE NO DEBT AND WE HAVE NO DEFICIT.
SO WE HAD TO PULL BACK AND FIGURE OUT HOW DO WE RELY UPON THE COMMUNITY AND THE COMMUNITY THAT HAS ALWAYS SUPPORTED OUR INSTITUTION.
HIS COMMUNITY ALSO PULLED US OUT OF OUR DEBT DURING THE PERIOD OF COVID.
SO WE'RE REALLY EXCITED ABOUT THAT.
UH, WE WERE ABLE TO GIVE OUR STAFF A LITTLE RAISE.
UH, WE ARE ABLE TO
WHEN I WAS IN NEW YORK TWO WEEKS AGO, DALLAS IS AN MAZE CITY.
A LOT OF ARTISTS, PEOPLE ARE COMING TO THIS CITY LIKE YOU WOULD NOT BELIEVE.
AND THEY'RE DOING INCREDIBLE THINGS.
AND SO I THINK THAT WE SHOULD APPLAUD OURSELVES AND I APPLAUD YOU FOR SUPPORTING THE ARTS AND SUPPORTING THE INSTITUTIONS LIKE THE BLACK OF ARTS AND LETTERS.

AND ONE OF THE THINGS I THINK IS IMPORTANT IS TO HAVE THE KIND OF DIVERSITY IN THE COMMUNITY THAT IN THE HEART OF DOWNTOWN DALLAS THAT PARALLELS TO WHAT'S GOING ON IN THE ARTS DISTRICT, IS INCREDIBLY EXCITED.
I REMEMBER WHEN IT WAS VOTED BY LAURA, LAURA PUMP KEPT PUSHING IT.
SHE SAID THAT SHE FELT THAT THE ARTS DISTRICT THEN SHOULD HAVE BEEN IN THE CONVENTION CENTER DISTRICT.
AND SO WE JUST HAPPENED TO BE IN THE CONVENTION CENTER DISTRICT, SPIN THIS FROM AT AND T DISCOVERY DISTRICT.
NO, WE'RE NOT INTERESTED IN MOVING.
NO, WE WANT BE A PART OF THE EXPANSION.
YES, WE ARE A PART OF THE EXPANSION.

UM, WITH ANNUAL OPERATING BUDGETS, LESS THAN 5 MILLION.
THERE WERE TWO ROUNDS OF THAT PROGRAM.
THERE WAS ONE IN, UH, FY 17 AND ANOTHER IN FY 18.
KITCHEN DOG THEATER APPLIED AND WAS AWARDED FUNDING FY 18 IN THE AMOUNT OF HUNDRED 12, WELL, THOUSAND $998 50 CENTS.
THERE WAS AN ORIGINAL COUNCIL RESOLUTION THAT ALLOWED, UH, OUR OFFICE TO EXECUTE A CONTRACT UNDER THIS PROGRAM.
BUT OF COURSE, THE PROGRAM HAS EXPIRED.
UM, STAFF, UM, IS PRESENTING AN ITEM TO CITY COUNCIL FOR THEIR APPROVAL TO AUTHORIZE AN AGREEMENT WITH KITCHEN DOG THEATER, ALLOWING US TO ENCUMBER THE ALREADY EXISTING FUNDS FOR THE PROGRAM TO HONOR THE ORIGINAL AWARD ALLOCATED.
AND THIS ITEM WILL ONLY ALLOW US TO EXECUTE THIS AGREEMENT WITH, UH, KDT.

UM, SO, UH, IF YOU CAN IMAGINE, THIS PROGRAM WAS A REALLY, REALLY INVOLVED KIND OF PROGRAM TO RECEIVE CAPITAL FUNDING, ESSENTIALLY.
AND SO IT TURNS OUT IT WAS QUITE THE BURDEN FOR ORGANIZATIONS TO GO ABOUT ALL OF THIS TO, TO EXECUTE A, A CAPITAL CONTRACT WITH THE CITY.
UM, OKAY, SO IS ASSUMING THAT CITY COUNCIL AUTHORIZES THIS, IS THIS JUST AN EXTENSION, WILL THEY STILL HAVE TO, TO, TO MEET TO ALL OF THE SAME REQUIREMENTS AS IN THE ORIGINAL PROGRAM? YES.
SO WE'LL STILL NEED TO GO BACK TO THE ATTORNEY'S OFFICE AND UPDATE THE CONTRACT AS IT WAS BACK, YOU KNOW, IN 20 17 18, WHEN THEY WERE ORIGINALLY DRAFTED FOR ANY NEW LAWS, REGULATIONS THAT WE NEED TO FOLLOW ON THAT.
BUT MY UNDERSTANDING IS THAT YEAH, THE SAME, THE SAME PROCESS.
AND THE MAIN REASON THIS CONTRACT WASN'T EXECUTED EARLIER WAS THERE'S A CLAUSE IN THERE THAT SAYS YOU NEED TO COMPLETE CONSTRUCTION WITHIN A YEAR OF THE EXECUTION, WHICH MAKES IT A LITTLE TOUGH, RIGHT? ON TOP OF COVID AND THE KIND OF BACK AND FORTH BETWEEN KITCHEN DOG GOING THROUGH THEIR CAPITAL CAMPAIGN AND NOT BEING QUITE READY YET COVID AND SORT OF HOPPING BACK AND FORTH IN THAT KIND OF WAY.
THAT'S WHY WHEN I WROTE UP THAT TIMELINE, I REALLY TRIED TO SUMMARIZE IT, BUT I WANTED TO LET YOU KNOW THAT THERE WAS, IT WASN'T LIKE A DROP THE BALL SITUATION, IT WAS JUST SORT OF THIS WEIRD CIRCUMSTANCE OF GOING BACK AND FORTH.

UH, AND SO FOR THE NEXT ANNUAL REPORT, WE'RE ASKING THE COMMITTEES TO SUBMIT IF THEY HAVE, UH, AND WE'RE NOT LOOKING FOR 18 SPECIFIC GOALS, BUT JUST BULLET POINT, YOU KNOW, THE PRIMARY GOALS OF A COMMITTEE, UH, AND SUBMIT THOSE TO THE ANNUAL REPORT SO THEY COULD, UH, BENCHMARK GENERAL PROGRESS, UH, EMPLOYEES.
AND IF THE COMMISSIONERS HAVE ANY GOAL, THEY SHOULD SUBMIT IT TO LOUISE.
WE'RE NOT ASKING, UH, WE'RE NOT ONLY ASKING THE BIDS TO SUBMIT THE GOALS, UH, BUT INDIVIDUAL COMMISSIONERS GOALS FOR THE AAC OAC.
