OKAY. WE'RE GOING TO GO AND GET STARTED.

THE TIME IS NOW 11:04 P.M.

[Special Called Transportation and Infrastructure on December 5, 2023.]

AND I NOW CALL TO ORDER THE TRANSPORTATION, THE SPECIAL CALLED TRANSPORTATION AND INFRASTRUCTURE COMMITTEE MEETING HERE ON DECEMBER 5TH, 2023, AND OUR FIRST ORDER OF BUSINESS.

LET ME SEE IF WE GET TO APPROVE ANYTHING FIRST.

NOPE. WE DO THAT ON THE NEXT MEETING.

OKAY. SO FIRST I WANT TO THANK EVERYBODY FOR BEING HERE, THE COMMITTEE MEMBERS, FOR COMING IN EARLY.

WE WILL HAVE THE REGULAR COMMITTEE MEETING AT 1:00 PM.

AND ALSO WE ARE DOING THE INTERVIEWS FOR DFW AIRPORT BOARD.

AS EVERYBODY IS AWARE, WE HAVE THREE POSITIONS THAT ARE OPEN AND WE NEED TO INTERVIEW.

WE HAVE FOUR NOMINEES AND WE WILL INTERVIEW THEM EACH.

SO THE ORDER OF THE NOMINEES WILL BE VICE CHAIR.

GLORIA TARPLEY WILL BE FIRST BECAUSE SHE HAS TO GO BACK TO DFW AIRPORT TO CHAIR A COMMITTEE COMMITTEE MEETING.

AND THEN SECOND, WE'LL HAVE ANGELA HUNT, IF THAT'S OKAY.

AND THEN THIRD WILL BE VINCE AND THEN MR. POWERS, YOU'LL BE AT THE END, IF THAT'S OKAY WITH YOU.

UNLESS YOU TWO WANT TO SWITCH.

SO. SO EVERYBODY KNOWS VINCENT HAD TO ATTEND A FUNERAL, SO HE'S GOING TO BE COMING IN VIRTUALLY RIGHT AROUND NOON IS WHEN HE WAS AVAILABLE.

AND THEN I THINK HE HAS TO GO TO DFW AIRPORT BOARD AS WELL BECAUSE HE'S ON THAT SAME COMMITTEE.

SO JUST WANTED TO LET EVERYBODY KNOW HOW EVERYTHING WILL WORK IS WE'LL DO LIKE A TWO MINUTE INTRO FOR THE NOMINEES, AND THEN WE'LL DO AS WE'VE DONE IN THE PAST.

JUST A ROUND ROBIN.

I KNOW WE HAVE SOME NON COMMITTEE MEMBERS HERE.

IF Y'ALL ARE OKAY WITH JUST THROWING THEM INTO THE MIX.

THAT WAY WE CAN DO THAT AND WE'LL START.

BUT IT'LL BE ONE QUESTION EACH AND JUST KEEP GOING UNTIL ABOUT 30 MINUTES.

AND THAT'S IT. AND THEN WE GOT TO GET TO THE NEXT ONE BECAUSE THEN WE WE WE HAVE TO DECIDE WHAT WE'RE GOING TO DO.

AND THEN WE HAVE TO CLOSE.

AND THEN WE HAVE TO START OUR COMMITTEE MEETING AT 1:00.

THERE WILL BE LUNCH SERVED IN THE BACK.

SO NOMINEES, COUNCIL MEMBERS, YOUR STAFF, THERE WILL BE FOOD BACK THERE.

SO IF YOU WANT TO EAT SOMETHING, PLEASE DO BECAUSE WE KNOW THIS IS DURING THE LUNCH HOUR.

AND SO THANK YOU TO TRANSPORTATION.

I THINK THE BOND OFFICE PROVIDED OUR LUNCH TODAY.

SO THANK YOU SO MUCH TO THEM FOR GETTING US LUNCH.

SO I'M WITH THAT.

THE NOMINEES FIRST WILL BE MR..

PLEASE IF YOU WANT TO GO GET IN THE HOT SEAT SOMEWHERE OUT THERE IN THE FRONT.

AND THEN MR. POWERS AND AND HONORABLE HUNT.

Y'ALL JUST GO INTO THIS BACK ROOM OVER HERE.

I DON'T KNOW IF YOU KNOW WHERE IT IS.

I KNOW YOU'VE BEEN HERE A FEW TIMES, SO Y'ALL JUST SIT BACK THERE AND THEN WE'LL CALL YOU OUT.

AND AS EACH TIME.

EXPIRES. WE'LL CALL IT THE NEXT PERSON.

OKAY, SO YOU'LL GET A TOOT ABOUT TWO MINUTES TO OPEN, AND THEN WE'LL JUST START THROWING QUESTIONS AT YOU AND WE'LL START.

WE'LL START FROM THE LEFT.

SO, MISS MENDELSOHN, YOU'LL BE FIRST, AND THEN WE'LL JUST KEEP GOING THAT WAY TO THE TO THE LEFT.

AND WE'LL JUST KEEP GOING IN A CIRCLE UNTIL ALL THE QUESTIONS ARE ASKED OR TIME ENDS.

PERFECT. THANK YOU VERY MUCH.

I DON'T SEE A TIMER, SO I'LL TRUST YOU TO TELL ME WHEN I NEED TO CUT OFF.

THANK YOU. GOOD MORNING, MR. CHAIR. GOOD MORNING, COUNCIL MEMBERS.

I'M DELIGHTED TO BE HERE.

I'M VERY PLEASED TO HAVE BEEN NOMINATED ONCE AGAIN FOR THE DFW BOARD.

I BELIEVE ALL OF YOU MAY KNOW, BUT I HAVE NOW SERVED FOR FOUR YEARS TO A SECRETARY TO AS VICE CHAIR.

IT HAS BEEN A FASCINATING EXPERIENCE.

IT HAS HAD QUITE A SUBSTANTIAL LEARNING CURVE, AS YOU MIGHT IMAGINE.

I HAVE FOUND IT TO BE REWARDING AND VERY REASSURING.

FROM YOUR PERSPECTIVE, I WOULD LIKE TO THINK TO FIND THAT THE AIRPORT IS IN TREMENDOUSLY GOOD HANDS.

THE ADMINISTRATIVE TEAM IS ABSOLUTELY SPECTACULAR, BUT MORE IMPORTANTLY, IT ENJOYS A VERY GOOD WORKING RELATIONSHIP WITH THE BOARD.

WHAT I HAVE FOUND IS THAT IT IS COLLABORATIVE.

IT IS WHAT I WOULD CATEGORIZE AS A NOSES IN, FINGERS OUT, WHICH IS THE APPROPRIATE RELATIONSHIP FOR BOARD MEMBERS TO HAVE WITH THE ADMINISTRATION.

WE CERTAINLY ARE INVOLVED IN SETTING THE POLICY AND IN SCRUTINIZING THAT WHICH HAS BEEN DONE.

AND I THOUGHT I'D BRING JUST A FEW THINGS THAT WE HAVE TO BE VERY PROUD OF OVER THE LAST FISCAL YEAR THAT YOU MAY OR MAY NOT HAVE HEARD IN A LITTLE BIT OF A LIST FORM, IF YOU WILL, BIG IN OUR LIST OF ACCOMPLISHMENTS FOR THIS.

LAST YEAR WAS FINALIZING THE USE AGREEMENT WITH AMERICAN AIRLINES, WHICH OF COURSE IS CRUCIAL, AND THAT INCLUDED 4.9 BILLION IN FUNDING FOR CENTRAL TERMINAL AREA EXPANSION.

AND OF COURSE, FOR OUR NEW TERMINAL F, WHICH IS A TERRIFIC PROJECT THAT IS REALLY BADLY NEEDED IF YOU'VE SPENT TIME OUT AT THE AIRPORT, WHICH I'M SURE YOU HAVE,

[00:05:07]

YOU'VE SEEN THE CROWDS COMING THROUGH OUR CROWDS.

TOTAL FISCAL YEAR 23 PASSENGERS WAS 79.7 MILLION, WHICH WAS 8.7 HIGHER THAN FISCAL YEAR 2019, WHICH WAS OUR LAST NORMAL, IF YOU WILL, FRAME OF REFERENCE.

SO TRAVEL IS BACK IN FULL FORM.

I THINK IT'S SAFE TO SAY WE ARE SEEING ENORMOUS AMOUNTS OF AMERICAN TRAVEL OVERSEAS.

WE SEE SUBSTANTIAL EUROPEAN TRAVEL.

THE ASIAN MARKET IS A LITTLE BIT SLOWER IN RETURNING IN FULL FORCE, BUT WE EXPECT THAT TO CONTINUE TO RISE.

SO REALLY WE WE HAVE THE DEMAND AND THE NEED TO BUILD EXPANDED SPACES.

WE'VE ACHIEVED RECORD OVERALL CUSTOMER SATISFACTION.

AND ONE OF THE THINGS THAT I THINK IS IMPORTANT FOR YOUR COMMITTEE TO KNOW IS THAT WE'VE EXCEEDED ALL MINORITY AND WOMEN OWNED BUSINESS ENTERPRISES, SMALL BUSINESS ENTERPRISES AND AIRPORT CONCESSIONS, DISADVANTAGED BUSINESS ENTERPRISE GOALS.

SO WE'RE NOT ONLY LOOKING AT RUNNING THE BEST AIRPORT WE ARE RUNNING, WE'RE LOOKING AT RUNNING IT WITH INCLUSION FOR ALL.

IN SHORT, I HAVE BEEN FORTUNATE ENOUGH TO SERVE THE CITY IN INCREASING AUTHORITY ROLES.

I WOULD LOVE TO CONTINUE TO DO SO, AND I'M HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE.

THANK YOU SO MUCH.

AND SO WE'LL START WITH COUNCILWOMAN MENDELSOHN.

AND THEN WE'LL JUST ONE QUESTION AND THEN ONE QUESTION AND JUST KEEP ON GOING.

AND IF YOU DON'T HAVE A QUESTION, YOU CAN JUST SAY PASS AND GO TO THE NEXT PERSON.

WELL, I JUST WANT TO THANK YOU FOR YOUR VERY SIGNIFICANT CIVIC SERVICE.

IT'S REALLY APPRECIATED. AND I DON'T HAVE ANY QUESTIONS.

THANK YOU. COUNCILMAN.

I JUST WANT TO THANK YOU FOR YOUR SERVICE.

I HAD AN ABORTION. OKAY.

THANK YOU. YOU KNOW, I KNOW YOU HAD A LONG LIST.

SO YOU WANT TO THROW SOMETHING ELSE OFF OF YOUR LIST THAT YOU WANTED US TO KNOW ABOUT? YOU KNOW, AMONG OTHER THINGS, FOR EXAMPLE, WE GAINED APPROVAL OF 23 NEW GRANTS TOTALING $260 MILLION IN FISCAL 23, UP FROM ONLY 14 GRANTS IN FOUR, TOTALING 124,000,000 IN 22.

SO THE EFFORTS ARE BEING MADE FAR AND WIDE TO.

TO FINANCE THINGS SOUNDLY.

WE HAVE INCREDIBLY EFFICIENT BOND PRACTICES.

FOR EXAMPLE, IT WAS MY PLEASURE THIS LAST YEAR TO THESE LAST TWO YEARS TO CHAIR THE FINANCE, AUDIT AND IT COMMITTEE.

I KNOW IT IS AN AREA OF GREAT INTEREST FOR THE CITY.

CLEARLY WE WE ARE ALL VERY FOCUSED ON THE CYBER AREA.

THIS LAST YEAR, FOR INSTANCE, WE WERE VERY GRATIFIED TO LEARN THAT WE SIGNIFICANTLY REDUCED FAILED PHISHING TESTS FOR THE FOURTH QUARTER OF FISCAL 23, WITH ONLY 3.4 EMPLOYEES CLICKING, AS OPPOSED TO HAVING COMING DOWN FROM 14.3 THE PRIOR QUARTER.

SO THE SENSITIVITY IS RISING.

WE ARE INVESTING IN SOFTWARE.

WE ARE EVER VIGILANT.

I KNOW IT'S A IT'S A DIFFICULT ENVIRONMENT AT THIS POINT FOR ALL OF US, EVERY LARGE ENTITY.

BUT I THINK THERE IS THERE IS A HIGH LEVEL OF SCRUTINY FROM THE BOARD ON THOSE ISSUES.

VERY GOOD. THANK YOU.

I DON'T HAVE ANY QUESTIONS. I JUST WANT TO THANK YOU FOR YOUR SERVICE, AND THANK YOU FOR THE THOROUGH INFORMATION THAT YOU JUST FINISHED SHARING WITH US.

THANKS. THANK YOU VERY MUCH.

THANK YOU. THANK YOU. MISS TAPIA, COULD YOU SHARE WITH US WHAT OUR WHAT WHAT DO YOU SEE AS YOUR PARTICULAR ROLE MOVING FORWARD AND WHAT YOU PARTICULARLY BRING TO THE BOARD TO SERVE THE CITY? THANK YOU. COUNCIL MEMBER I HAVE SPENT FOUR YEARS IN INCREASING LEVELS OF LEADERSHIP ON THE AIRPORT BOARD.

I SERVED MY FIRST TWO YEARS AS SECRETARY, MY SECOND TWO YEARS AS VICE CHAIR.

SO THAT IN AND OF ITSELF CARRIES ADDITIONAL RESPONSIBILITIES.

AND AS VICE CHAIR IN PARTICULAR, I CHAIRED THE FINANCE, AUDIT AND IT COMMITTEE.

SO IT HAS BEEN A VERY DEEP DIVE, A VERY DEEP EDUCATIONAL PROCESS THAT GOES BEYOND WHERE MOST OF THE REGULAR BOARD MEMBERS HAVE BEEN.

BY DEFINITION, YOU HAVE TO DO THAT IF YOU'RE GOING TO BE CHAIRING THE COMMITTEE.

SO I FEEL THAT AND I HAVE I HAVE WORKED CLOSELY WITH OUR CHAIR IN THE NORMAL PROGRESSION OF EVENTS.

I AM SET UP TO BE CHAIR NEXT YEAR.

IF THINGS GO AS ANTICIPATED AND I FEEL I AM NOW PREPARED.

I THINK I HAVE FOUR YEARS OF GOOD EXPERIENCE UNDER MY UNDER MY BELT AND I HAVE A CONSTANT VIGILANCE AND I THINK IT IS SAFE TO SAY, AND AND I KNOW YOU'VE YOU HAVE WORKED WITH ME.

I THINK I AM DILIGENT AND HARD WORKING AND DETAIL ORIENTED.

SO I THINK I'M AS I'M AS WELL POISED AS SOMEONE COULD BE TO TAKE OVER THE LEADERSHIP OF THE BOARD, SHOULD THAT BE THE BOARD'S PLEASURE?

[00:10:07]

OBVIOUSLY, WHEN THEY WHEN THEY VOTE.

BUT I FEEL THAT, YOU KNOW, AS A FIRST YEAR BOARD MEMBER, YOU'RE DRINKING OUT OF A FIRE HYDRANT.

IT IS AN INCREDIBLY COMPLICATED ENTERPRISE, AND I CANNOT CLAIM TO BE A FULL EXPERT IN, IN THE BUSINESS, BUT I THINK I NOW HAVE A VERY FIRM HANDLE AND A REAL UNDERSTANDING OF ALL THE DIFFERENT PIECES.

WE HAVE THE PENSION FUND THAT PLAYS INTO THIS.

WE HAVE A LARGE NUMBER OF EMPLOYEES WHO DEPEND UPON US.

WE FOCUS ON THEIR WELL-BEING, ON THEIR SALARY STRUCTURE.

WE FOCUS ON THE CUSTOMER EXPERIENCE.

THAT IS SOMETHING THAT IS OF GREAT INTEREST TO US.

SO THERE ARE SO MANY MOVING PARTS, AND I FEEL THAT I NOW HAVE VERY MUCH OF A HANDLE ON IT.

AND I THINK IT WOULD BE A SHAME TO FRANKLY SQUANDER THAT AT THIS POINT, GIVEN THAT I'VE BEEN IN THE TRENCHES, SO TO SPEAK, FOR FOUR YEARS, AND I THINK I WOULD BE VERY BENEFICIAL ON THE BOARD AND IN A LEADERSHIP POSITION.

THANK YOU. I REALLY APPRECIATE IT.

DO YOU KNOW OFFHAND HOW.

OH, SORRY. JUST ONE QUESTION.

SORRY. YOU CAN GUESS THAT ONE.

YOU CAN. I CAN CERTAINLY ASK THAT ONE.

WE'RE FIGHTING OVER WHO'S GOING TO ASK WHAT QUESTIONS.

I TOLD HER SHE TOOK MINE SO I WOULD TAKE HER.

CAN YOU TELL US HOW MANY WOMEN ARE ON THE DFW BOARD? THERE ARE ONLY TWO OF US.

THERE ARE SEVEN WHO REPRESENT DALLAS, OF WHICH THE TWO WOMEN ARE PART OF THAT COHORT.

AND THERE ARE FOUR MEMBERS FROM FORT WORTH.

ALL ARE MALE.

THE OTHER FEMALE IS, OF COURSE, MAYOR MATTIE PARKER FROM FORT WORTH.

BUT IN TERMS OF JUST PURE BOARD MEMBERS, THERE ARE ONLY TWO OUT OF THE 11.

OKAY, THAT'S A GOOD PERSPECTIVE.

THANK YOU. THANK YOU.

AND THANK YOU FOR JOINING US AND ALL THE SERVICE THAT YOU'VE GIVEN TO THE CITY OF DALLAS, BECAUSE IT'S EXTENSIVE.

AND SO IF APPOINTED, WHAT WOULD YOU WANT TO WORK ON IN YOUR UPCOMING TERM OTHER THAN, OF COURSE, SERVING AS THE CHAIR OF THE BODY, IF THAT IS THE WILL.

BUT WHAT WOULD YOU LIKE TO SEE? WHERE WOULD YOU LIKE TO SEE THE AIRPORT MOVE TO IN IN THE NEXT COUPLE OF YEARS? I THINK ONE OF OUR OUR BIG CHALLENGES, AND I AM IN AWE OF THE FOLKS THAT WORK ON THE INFRASTRUCTURE, IS TO NOT ONLY LOOK AT THE NEW CONSTRUCTION THAT WE HAVE TO PUT IN PLACE, BUT TO MAINTAIN AND ENHANCE OUR EXISTING FACILITIES.

SO JUST BECAUSE WE ARE GOING TO BE BUILDING A TERMINAL F, WE HAVE TO BE VERY CONSCIOUS OF THAT.

TERMINAL C IS IS GETTING READY TO HAVE A MAJOR RENOVATION WHICH IS BADLY NEEDED.

I SEE A HEAD NODDING AND I AGREE.

SO I THINK THAT IS ALL IMPORTANT.

I WOULD WANT TO SEE US CONTINUE OUR OUTREACH EFFORTS TO MAKE SURE THAT WE ARE HEARING FROM, AND HAVING SUBSTANTIAL SERVICE PROVIDED BY MINORITY AND WOMEN OWNED BUSINESSES.

WE FOUND WE INTEGRATED SOME NEW SOFTWARE IN THE LAST YEAR OR SO, AND THERE WAS A LITTLE BIT OF TIME AND A LEARNING CURVE FOR THE DIFFERENT FOLKS WHO WANTED TO WORK FOR THE AIRPORT TO GET UP TO SPEED WITH THAT.

SO A BIG GOAL FOR ME WOULD BE TO MAKE SURE THAT WE ARE REACHING ALL THE FOLKS WHO CAN BE VERY USEFUL TO US AND HELPFUL FOR THE AIRPORT, AND THAT THEY HAVE THE RIGHT INFORMATION TO BE ABLE TO ACCESS DIFFERENT CONTRACTS AND SO FORTH.

AND THEN I THINK, FRANKLY, I ALSO WOULD LOVE TO SEE OUR PROMINENCE WORLDWIDE ENHANCED.

WE ARE CURRENTLY THE SECOND BUSIEST AIRPORT IN THE WORLD, AND I THINK WE ENJOY HIGH RESPECT.

WE'VE SPENT TIME TRAVELING TO DIFFERENT CONFERENCES, AND MORE OFTEN THAN NOT, DFW IS A MODEL FOR THINGS WE ARE DOING.

I THINK THERE IS THERE IS MORE TO BE DONE.

I THINK WE NEED TO FOCUS PARTICULARLY ON AUTONOMOUS VEHICLES ON OUR CAMPUS, BEING ABLE TO FULFILL SOME OF THE TASKS WITH BAGGAGE HANDLING, ETCETERA, THAT WE HAVE ALREADY SEEN IN PROCESS IN OTHER AIRPORTS.

SO I THINK I JUST HAVE AN INTEREST IN SEEING IT GROW AND IMPROVE IN A NUMBER OF DIFFERENT AREAS, IF YOU WILL.

THANK YOU. THANK YOU, MR. CHAIR. THANK YOU, GLORIA, FOR YOUR SERVICE.

THANK YOU. AND THANK YOU FOR YOUR INTEREST TO CONTINUE TO SERVE.

I WILL SAY I'M GLAD THAT YOU BROUGHT UP THE MWB.

I THINK THAT YOU HAVE MADE STRIDES.

I THINK THAT THERE'S DEFINITELY STILL WORK TO BE DONE, BUT I SEE Y'ALL IN THE RIGHT DIRECTION IN THAT REGARD.

SO THANK YOU ALL FOR PRIORITIZING THAT.

IT DEFINITELY HELPS TO HAVE A WOMAN IN LEADERSHIP ON THE ON THE BODY TO PRIORITIZE SUCH ISSUES.

I ONE OF THE THINGS THAT I'VE KIND OF BEEN REALLY HONING IN ON DFW IS LIVING WAGES.

[00:15:05]

AND YOU ALL HAVE DONE GREAT WITH WORKING WITH US AND AND MADE STRIDES THERE AS WELL.

HOWEVER, JUST AS WE SEE HERE AND WHAT WE CAN CONTROL VERSUS THAT OF OUR CONTRACTS, THERE'S DEFINITELY NOW A QUITE A BIT OF A DISPARITY IN WHERE YOU'RE ABLE TO REGULATE ON THE CONTRACTING SIDE.

CAN YOU JUST GIVE ME SOME EXAMPLES, ESPECIALLY AS A LEADER OF THE BOARD OF HOW Y'ALL CAN APPROACH ADDRESSING THAT DISPARITY GAP AND HOW WE CAN GET TO A MORE ALIGNED PAY SCALE WITH BOTH OUR CONTRACTS AND OUR AIRPORT EMPLOYEES? BECAUSE I DO BELIEVE THAT THERE'S A DIFFERENCE IN PRODUCTIVITY AND THERE'S A DIFFERENCE IN THE CONSUMER EXPERIENCE, ESSENTIALLY, WITH HAVING BETTER PAID EMPLOYEES. I THINK IT'S SAFE TO SAY, AND I AND I WILL SAY THIS FOR MY FELLOW BOARD MEMBERS AS WELL, I THINK WE HAVE ALL BEEN FOCUSED ON THE CONDITION OF BOTH OUR EMPLOYEES AND OUR DESIRE THAT EVERYBODY WHO BENEFITS, EITHER THROUGH CONTRACT OR AS AN EMPLOYEE FROM A LIVING WAGE, AND ONE THAT REALLY REFLECTS THE RISE IN PRICES BECAUSE IT'S VERY WORRISOME FOR FOLKS WHO ARE MAKING THE MINIMUM WAGE AND HOW ARE THEY GOING TO KEEP UP AS THE PRICING GOES UP AND UP AND UP? THAT SAID, I THINK I WOULD PUT THINGS IN TWO BUCKETS.

WHAT WE CAN CONTROL.

WE AT THE AIRPORT ARE THE FOLKS WHO ARE EMPLOYED BY THE AIRPORT.

WE CAN HAVE EXPECTATIONS AND WE CAN SERVE AS A MODEL TO THOSE FOLKS WE CONTRACT WITH.

BY DEFINITION, THE FOLKS THAT WE CONTRACT WITH HAVE THEIR OWN EMPLOYMENT RELATIONSHIPS.

WE CANNOT OBLIGATE THAT.

WHAT WE CAN DO IS SAY WE ARE SETTING THIS MARKER.

WE HAVE REACHED OUT.

WE WE WERE VERY HAPPY TO REACH OUT AND RAISE THE SALARIES OF OUR OF OUR EMPLOYEES.

AND WE WILL CONTINUE TO TO EXPLORE DOING THAT.

I ALSO HAVE TO WEAR A FISCAL HAT.

WE HAVE TO HAVE A BALANCED BUDGET.

WE HAVE TO MAKE SURE THAT WE CAN AFFORD TO DO EVERYTHING WE'RE LOOKING AT.

SO WHAT I CAN DO IS, WHILE I CANNOT GIVE YOU AN ASSURANCE OF X DOLLAR AND CENT AMOUNT, I CAN TELL YOU THAT THAT IS SOMETHING THAT I PERSONALLY, AS A MATTER OF MY OWN PHILOSOPHY, DEEPLY BELIEVE AND WANT TO SEE CARRIED OUT.

I ALSO, I'M OBLIGATED BY MY FIDUCIARY RESPONSIBILITY TO THE AIRPORT TO MAKE SURE THAT IT IS A SOUND FISCAL DECISION BASED ON WHERE WE ARE EVERY TIME WE COME AROUND IN THE FISCAL BUDGETING PROCESS.

BUT THAT IS A PRIORITY TO ME.

AND AGAIN, I THINK WE CAN MODEL THE RIGHT EXAMPLE TO OUR CONTRACTORS, AND WE CAN TALK ABOUT HOW THAT IS AN IMPORTANT THING TO US, AN IMPORTANT VIRTUE TO STRIVE FOR.

AND THAT'S SOMETHING WE WILL CONTINUE TO DO.

THANK YOU. WAS IT ONLY ONE QUESTION? THANK YOU. THANK YOU.

I WAS GOING TO GO BACK TO YOU, BUT I'M GOING TO LET VICE CHAIRMAN GO FIRST BECAUSE HE WASN'T HERE IN THE FIRST ROUND.

THANK YOU. AND THANK YOU, GLORIA.

ALONG THOSE SAME LINES, WOULD YOU BE WILLING TO WORK WITH COUNCIL IN THE CITY OF DALLAS IN TERMS OF HOW THE WAGE FLOOR COULD BE IMPLEMENTED AT THE AIRPORT? I THINK THAT IS BUILT INTO THE PROCESS, ACTUALLY, BECAUSE WE WORK THROUGH THE BUDGET PROCESS, BUT IT MUST OF NECESSITY BE APPROVED BY THE CITY.

SO I THINK THAT GIVE AND TAKE WOULD BE BUILT IN.

YES. COUNCILWOMAN MENDELSOHN.

DO YOU HAVE ANY QUESTIONS? A QUESTION? NO, I DON'T HAVE ANY QUESTIONS. VERY GOOD, MR. ATKINS. WE'RE BACK TO YOU.

VICE CHAIRMAN ADNAN, WE JUST KEEP GOING.

SO IF ANYBODY HAS ONE, YOU CAN JUST JUMP ON IN.

YES. THANK YOU, MR. CHAIR.

I'LL MAKE A QUICK I JUST.

YOU SPOKE ABOUT THE FIDUCIARY RESPONSIBILITY AND I.

AND I KNOW THAT THAT'S THE MAIN OBJECTIVE, OF COURSE, OF ANY OF THE BOARD MEMBERS.

HOWEVER, I THINK THAT IT'S AN INTERESTING DYNAMIC WITH REPRESENTING ONE OF TWO CITIES.

AND CAN YOU GIVE AN EXAMPLE OF HOW YOU NAVIGATE THAT, ESPECIALLY GOING INTO THE CHAIR ROLE OF OF UPHOLDING OUR PRIORITY AND VALUE AS A CITY, BUT STILL MAINTAINING LEADERSHIP AS THE FIDUCIARY RESPONSIBLE PARTY, AS A BOARD MEMBER FOR THE AIRPORT? YES, IT IS A DUAL RESPONSIBILITY FUNDAMENTALLY.

AND AND I'M A LAWYER BY TRAINING.

I'M VERY CONSCIOUS OF WHERE THE VARIOUS RESPONSIBILITIES LIE.

AND I FEEL THAT MY FIRST RESPONSIBILITY ONCE I TOOK MY SEAT AS A BOARD MEMBER IS TO THE AIRPORT, BUT I BELIEVE THAT IT IS

[00:20:08]

SYNERGISTIC. THEY'RE INTERTWINED.

I THINK THAT THE VALUES OF THE CITY ARE REFLECTED IN THE EXCELLENCE THAT THE AIRPORT.

I CANNOT THINK OF AN EVENT IN MY PAST FOUR YEARS ON THE BOARD WHERE WE HAVE HAD A DISAGREEMENT OF GOAL, OF PHILOSOPHY, OF, OF ENGAGEMENT.

SO I WOULD HOPE THAT WOULD CONTINUE.

I THINK THAT SHOULD A DISAGREEMENT ARISE, THEN MY APPROACH WOULD BE, AS IT HAS BEEN, ON ALL THE POSITIONS I'VE TAKEN AND AS IS MY NATURE, TO BE COLLABORATIVE AND TO FIND A SOLUTION THAT WOULD BE SATISFACTORY TO BOTH WITHOUT FORGETTING THE THE FIDUCIARY RESPONSIBILITY I OWE TO THE AIRPORT. BUT HAPPILY, I HAVE NOT FOUND ANY SUCH QUANDARY IN THE PAST.

THAT'S GREAT TO HEAR.

SO THANK YOU VERY MUCH FOR YOUR ANSWERS.

THANK YOU, MR. CHAIR. MR. RIDLEY, DID YOU HAVE ANY QUESTIONS? VERY GOOD. IS THERE ANYBODY ELSE WITH THE QUESTION? THIS IS YOUR CHANCE.

OH, I DIDN'T EVEN CHECK. THERE'S NOBODY VIRTUAL.

OKAY. ALL RIGHT.

THANK YOU VERY MUCH. THEY'RE.

THEY'RE DONE WITH YOU SOON.

IF YOU WANT TO CLOSE WITH A MINUTE OR TWO, YOU'RE GOOD TO GO.

THANK YOU VERY MUCH.

I APPRECIATE YOU LETTING ME GO FIRST, BECAUSE, AS YOU KNOW, I'VE GOT TO GET OUT THERE.

WE HAVE A COMMITTEE MEETING I'M NECESSARY FOR.

BUT I JUST WANT TO THANK YOU ALL FOR THE TIME YOU'VE TAKEN TO VISIT WITH ME.

I'VE HAD THE OPPORTUNITY TO TALK TO SEVERAL OF YOU, AND I WAS VERY GRATIFIED BY THE BOTH DEPTH OF UNDERSTANDING OF THE AIRPORT AND OF YOUR WILLINGNESS TO ENGAGE IN CONVERSATIONS ABOUT IT.

I FEEL THAT I HAVE SERVED TO THE BEST OF MY ABILITY WITH ENGAGEMENT, WITH ATTENTION, TO DETAIL, WITH A GOOD BIT OF HARD WORK.

I FEEL I AM WELL POISED TO CONTINUE TO REPRESENT THE CITY.

IT HAS BEEN MY PRIVILEGE TO REPRESENT DALLAS ON THIS BOARD, MUCH AS IT HAS BEEN IN MY PRIOR SERVICE TO THE CITY.

I WOULD LOVE TO CONTINUE TO DO SO.

SHOULD IT BE THE PLEASURE OF THIS BODY? AND I WILL APPRECIATE YOUR SUPPORT.

BUT I THANK YOU VERY MUCH FOR THE TIME YOU'VE GIVEN ME.

VERY GOOD. THANK YOU SO MUCH.

AND JUST SO YOU KNOW, WHAT HAPPENS IS THE COMMITTEE WILL THEY CAN EITHER MAKE A RECOMMENDATION, THEY CANNOT, WHATEVER IT IS, BUT THE FULL COUNCIL WILL MAKE A DECISION ON THE 13TH.

GREAT. WELL NO.

YEAH. THE 13TH.

YEAH. THE 13TH. SORRY.

GETTING MY DATES MIXED UP.

GREAT. WELL, I VERY MUCH APPRECIATE THE TIME YOU ALL PUT INTO THIS.

AND I WILL SAY IN PARTING, I DO KNOW AT ONE POINT WHEN WE WERE BEGINNING TO COME OUT OF COVID, CHAIRMAN RESENDEZ, YOU HAD SUGGESTED THAT WE MIGHT WANT TO HAVE A MEETING WITH THE TRANSPORTATION COMMITTEE AND ALL THE BOARD MEMBERS OF DFW.

SCHEDULING BECAME A PROBLEM, BUT I DID THINK THAT WAS A GOOD IDEA.

APROPOS OF WHAT MR. BAZALDUA HAS RAISED, AND I WOULD CERTAINLY WELCOME THAT GOING FORWARD, I THINK THAT IT IS ONLY APPROPRIATE THAT WE RETAIN THE CONNECTION AS APPOINTEES OF ALL OF YOU.

SHOULD I BE LUCKY ENOUGH TO BE ONE GOING FORWARD? VERY GOOD. THANK YOU SO MUCH.

THANK YOU VERY MUCH.

AND SO AND IF YOU WANT TO GRAB SOME LUNCH, I SHOULD BE I THINK I'M JUST GOING TO.

OR YOU MIGHT JUST HEAD OVER THERE, SAY THEY MIGHT HAVE LUNCH FOR YOU OVER THERE ALREADY.

SO I VERY MUCH APPRECIATE IT.

THANK YOU. YOU'RE WELCOME. THANK YOU.

AND NEXT WE HAVE THE HONORABLE ANGELA HUNT, WHO HAS BEEN NOMINATED FOR ONE OF THE SEATS THAT'S OPENED AS WELL.

AND SO, ANGELA, WHAT WE'RE GOING TO DO IS YOU'RE GOING TO GET LIKE TAKE A TWO, 2.5 MINUTES TO JUST DO AN OPENING STATEMENT, AND THEN WE'RE JUST GOING TO DO A ROUND ROBIN STYLE.

ONE QUESTION EACH.

AND THIS ROUND WILL START AT THAT END.

AND IF THEY DON'T HAVE A QUESTION I'LL JUST SAY PASS.

AND THEN THEY'LL GO TO THE NEXT PERSON AND WE'LL GO THIS WAY.

AND THEN WE'LL JUST KEEP GOING UNTIL THEY GET ONE QUESTION, AND THEN THEY START STEALING EACH OTHER'S QUESTIONS.

SO COUNCIL MEMBERS WHO LIKE TO TALK, IS THAT WHAT YOU SAID? SO YOU HAVE THE FLOOR.

THANK YOU, MR. CHAIR.

AND IF I MAY SAY, I THINK OUR CITY IS VERY FORTUNATE TO HAVE BEEN REPRESENTED AND HOPEFULLY CONTINUE TO BE REPRESENTED BY MS..

TARPLEY. I'M ANGELA HUNT.

I SERVED ON THE DALLAS CITY COUNCIL FOR EIGHT YEARS.

I'VE BEEN IN YOUR SEAT INTERVIEWING DFW BOARD MEMBERS.

I'D LIKE TO SHARE JUST A LITTLE BIT ABOUT MY BACKGROUND THAT I THINK WOULD ASSIST ME IN SERVING OUR CITY AND SERVING THE DFW BOARD.

WHEN I SERVED ON THE CITY COUNCIL AND REPRESENTING DISTRICT 14, LOVE FIELD AIRPORT WAS IN MY DISTRICT.

AND SO DURING THAT TIME I REPRESENTED NOT ONLY THE AIRPORT, BUT THE NEIGHBORHOOD SURROUNDING THE AIRPORT, NORTH PARK, LOVE FIELD, GREENWAY, PARKS, AND OTHERS.

AND SO I UNDERSTOOD NOT ONLY THE ADMINISTRATIVE OPERATIONAL ISSUES, FISCAL ISSUES OF OUR AIRPORT, BUT ALSO THE COLLABORATION THAT WE HAD TO HAVE NECESSARILY WITH THE SURROUNDING NEIGHBORHOODS.

WE HAD TO WORK TOGETHER BECAUSE WE WERE NEIGHBORS.

IN ADDITION TO THAT, I WORKED ON THE REPEAL OF THE WRIGHT AMENDMENT.

[00:25:02]

YOU'LL REMEMBER THE WRIGHT AMENDMENT.

AND AGAIN, THAT WAS A COLLABORATIVE EFFORT, WORKING WITH ALL STAKEHOLDERS TO MAKE SURE EVERYONE WAS HEARD AND THAT WE WERE FOCUSED ON WHAT WAS BEST FOR OUR CITY.

IN ADDITION TO THAT, AS YOU KNOW, WE HAVE A MULTI-BILLION DOLLAR BUDGET HERE AT THE CITY OF DALLAS, SO I'M ACCUSTOMED TO PORING THROUGH THOSE TYPES OF DOCUMENTS TO MAKE SURE THAT WE'RE BEING FISCALLY THOUGHTFUL AND LOOKING AT THE BUDGET FOR DFW AIRPORT.

I KNOW THAT ABOUT 46% OF IT IS FOCUSED ON DEBT SERVICE.

WE JUST WANT TO MAKE SURE THAT THAT'S IN LINE WITH MAJOR AIRPORTS AROUND THE WORLD.

OF COURSE, WE'RE UNDERGOING TREMENDOUS CHANGE AT THE AIRPORT, AND SO WE WANT TO BE GOOD SHEPHERDS OF THOSE FUNDS, MAKE SURE THEY'RE IMPLEMENTED WELL, MAKE SURE EVERYONE HAS A SEAT AT THE TABLE WHEN IT COMES TO CONSTRUCTION CONTRACTS, CONCESSIONAIRES, CONTRACTS.

AND I'M HONORED TO HAVE BEEN NOMINATED BY COUNCIL MEMBERS BAZALDUA AND RIDLEY, AND I WOULD BE HAPPY TO TAKE ANY QUESTIONS.

THANK YOU. VERY GOOD. THANK YOU SO MUCH.

WE'LL START AT THAT END.

I DIDN'T I FORGOT WHO THE NOMINATORS WERE.

SO YOU MIGHT BE GETTING A SOFTBALL.

BUT THOSE ARE THE THING.

FIRST OF ALL, I'M SURE YOU RECOGNIZE WHAT AN AWESOME RESPONSIBILITY IT IS TO SERVE ON THE DFW AIRPORT BOARD, WHICH HAS, BECAUSE OF THE COMMITMENT OF DALLAS AND FORT WORTH TO ITS ULTIMATE GROWTH AND DEVELOPMENT, HAS TURNED OUT TO BE ONE OF THE PREMIER AND BUSIEST AIRPORTS IN THE WORLD.

AND THAT IS A TRUE ASSET FOR THE CITY OF DALLAS THAT WE NEED TO JEALOUSLY GUARD AND PROTECT AND ENSURE THAT IT HAS A VERY SUCCESSFUL FUTURE.

AND I KNOW YOU AND I KNOW YOUR BACKGROUND, AND I THINK THAT YOU ARE UNIQUELY WELL QUALIFIED FOR THIS KIND OF POSITION, HAVING SERVED ON THIS BODY FOR EIGHT YEARS, REPRESENTED THE LOVE FIELD AIRPORT AREA AND HAVING AN UNDERSTANDING OF WHAT IS NECESSARY TO COOPERATE WITH OTHER BOARD MEMBERS AND WITH STAFF TO SET THE PATH FOR THE FUTURE OF DFW AIRPORT.

SO I WANT TO COMMEND YOU FOR YOUR WILLINGNESS TO SERVE ON THIS BOARD AND THE TIME COMMITMENT THAT I KNOW THAT THAT WILL INVOLVE.

AND I THINK THAT THIS IS SOMETHING THAT YOU WILL BE A TRUE CONTRIBUTOR TO THAT BOARD.

YOU WERE NEVER SHY ABOUT VOICING YOUR OPINIONS ON THE COUNCIL, AND I THINK THAT THAT BODES WELL FOR A REPRESENTATIVE OF THE CITY ON THE DFW AIRPORT BOARD THAT ALSO INCLUDES REPRESENTATIVES OF OTHER JURISDICTIONS.

AND SO I JUST WANT TO THANK YOU FOR YOUR WILLINGNESS TO SERVE THE CITY IN THIS, IN THIS CAPACITY.

THANK YOU. COUNCIL MEMBER.

THANK YOU, MR. CHAIR, AND THANK YOU FOR YOUR WILLINGNESS TO SERVE AND ALL THE SERVICE THAT YOU HAVE GIVEN OUR CITY AS WELL.

AND I'LL ASK YOU THE SAME.

I'M ASKING ALL APPLICANTS, AND THAT IS, WE HAVE WORKED REALLY HARD WITH DFW BOARD AND WITH THE ENTITY AS A WHOLE TO RAISE THE WAGES FOR WORKERS.

AND I THINK IT'S BEEN VERY SUCCESSFUL, AND IT'S NOW ALIGNED WITH DALLAS LOVE FIELD AND CITY OF DALLAS.

EMPLOYEES. HOWEVER, THERE'S A HUGE DISPARITY GAP BETWEEN OUR CONTRACTS AND THE ACTUAL EMPLOYEES OF THE AIRPORT, AND THE ACTUAL EMPLOYEES OF THE AIRPORT ARE VERY SMALL POPULATION COMPARED TO THE AMOUNT OF PEOPLE THAT ARE WORKING OUT AT THE AIRPORT.

SO I JUST WOULD LIKE TO HEAR FROM YOU ON YOUR TAKE ON PRIORITIZING, CODIFYING, GOING FORWARD, SOMETHING THAT I THINK THAT WE'RE LOOKING TO DO HERE, TO MAKE SURE THAT OUR CONTRACTS DON'T HAVE SUCH A DISPARITY IN WAGES FOR WORKERS. YOU KNOW, WHEN WE THINK ABOUT DFW AIRPORT, WE THINK OF IT AS AN INCREDIBLE ECONOMIC ENGINE, WHICH IT IS.

BUT WE OFTEN THINK ABOUT THAT IN VERY LOFTY TERMS. BUT AT THE END OF THE DAY, IT'S REALLY ABOUT THE PEOPLE WHO WORK THERE, THE PASSENGERS, THE BUSINESS FOLKS AT A GROUND LEVEL.

WHEN I WAS ON THE COUNCIL, ONE OF THE PRIORITIES FOR ME WAS SEEING A LIVING WAGE FOR OUR SANITATION WORKERS, FOLKS WHO WORK HARDER THAN ANY ANY OF US WHO'VE WORKED AT THE CITY.

WE HAVE TO MAKE SURE THAT WE'RE COMPETITIVE WITH FOR THOSE FAMILIES, FOR THOSE WORKERS.

AND WE HAVE TO SET THE TONE RIGHT.

I MEAN, WE'RE WE'RE A MAJOR EMPLOYER.

WE'RE A MAJOR CONTRACTING BUSINESS.

AND SO IT'S IMPORTANT FOR US TO SET THE TONE AS A GOVERNMENTAL ENTITY.

MY I'M AN ATTORNEY BY TRADE, AND I THINK THAT HELPED ME WHEN I WAS ON THE COUNCIL IN REVIEWING CONTRACTS, UNDERSTANDING LEGAL ISSUES.

[00:30:04]

AND FOR THAT, I WANT TO UNDERSTAND WHAT LEGAL ABILITY WE HAVE TO BIND CONTRACTORS, CONCESSIONAIRES, OTHERS TO ENSURE THAT THAT THEY ARE PROVIDING A LIVING WAGE.

I WANT TO UNDERSTAND STATE LAW ON THAT ISSUE.

THANK YOU SO MUCH. THANK YOU, MISTER CHAIR.

THANK YOU. AND, MR. HUNT, IT'S GOOD TO SEE YOU AGAIN.

THANK YOU FOR ALL YOUR SERVICE TO OUR CITY.

AND I'M GOING TO ASK YOU THE SAME QUESTION.

IF YOU ARE PLACED ON THIS BOARD, WHAT DO YOU WANT TO WORK ON FOR YOUR FIRST TERM IN THE TWO YEARS THAT YOU WOULD BE SERVING? WHEN I WAS ON THE COUNCIL, I DISCOVERED THAT REALLY MY FIRST YEAR WAS SPENT LEARNING WHERE THE RESTROOMS WERE.

YOU KNOW, JUST REALLY UNDERSTANDING, GETTING MY MY FEET UNDER ME.

SO I WOULD ANTICIPATE THAT THERE'S GOING TO BE A LEARNING CURVE.

THE THINGS THAT I'D LIKE TO FOCUS ON ARE, AMONG OTHER THINGS, TECHNOLOGY.

I THINK THE AIRPORT HAS MADE GREAT STRIDES IN PUSHING FORWARD IN IMPROVEMENTS TO TECHNOLOGY.

THEIR CUSTOMER FIRST APPROACH, I THINK, IS WORKING.

I THINK WHAT WHAT I'VE ALWAYS FOUND HELPFUL IS COMPARATIVES AND LOOKING AT HOW OUR AIRPORT COMPARES TO OTHERS IN A MYRIAD OF ASPECTS, TO KNOW THAT IF WE'RE ON ON THE RIGHT TRACK OR NOT, I THINK THAT'S A GOOD GUIDE STAR.

SO I WOULD I WOULD BE FOCUSED ON TECHNOLOGY ALSO THE IMPLEMENTATION OF OF THE CONSTRUCTION OF TERMINAL F AND AND BECAUSE WE'RE IN THE PLACES WE ARE PASSENGER WISE AND SEEING SUCH INCREDIBLE TRAFFIC, ALMOST 80 MILLION PASSENGERS A YEAR, SECOND BUSIEST AIRPORT, I THINK WE HAVE TO FOCUS ON CONSTANTLY THE FUTURE AND IMPROVEMENTS AND LOOKING AT WHAT HASN'T BEEN IMPROVED AT THE AIRPORT, NOT JUST THE NEW SHINY STUFF, BUT HOW CAN WE CONTINUALLY IMPROVE THE AREAS THAT MAYBE HAVEN'T SEEN IMPROVEMENTS? OKAY. SORRY.

GOT THAT SCRATCHY VOICE AS USUAL.

WHAT, FROM YOUR BACKGROUND AND EXPERIENCE WOULD SPEAK TO SERVING ON OR IN A REGIONAL CAPACITY? YOU CERTAINLY UNDERSTAND THE CITY OF DALLAS AND KNOW THE INS AND OUTS AND ALL OF ALL OF THE GOOD, THE BAD AND THE UGLY.

BUT THIS IS A LITTLE DIFFERENT PERSPECTIVE.

SO WHAT IN YOUR BACKGROUND WOULD SPEAK TO TO SERVING ON A MORE REGIONAL, LARGER SCALE? YOU KNOW, AS A MEMBER OF THE CITY COUNCIL, ALTHOUGH OUR FOCUS CLEARLY IS THE CITY, YOU ALL KNOW WE WORK REGIONALLY AND IN WHETHER IT'S TRANSPORTATION, ESPECIALLY TRANSPORTATION ISSUES, HOMELESSNESS, COUNTY WIDE ISSUES THAT IMPACT THE ENTIRETY OF THE COUNTY HOUSING, OUR SCHOOL DISTRICTS OVERLAP WITH OTHER CITIES AND WE HAVE TO WORK WITH THEM.

SO I THINK AS AS A MEMBER OF THE COUNCIL, ALTHOUGH I WAS REPRESENTING DISTRICT 14, I WAS REPRESENTING THE CITY OF DALLAS.

AND IN ADDITION TO REPRESENTING THE CITY OF DALLAS, WE HAD TO NECESSARILY BE COLLABORATIVE ON ALL OF THE MOST IMPORTANT ISSUES AFFECTING OUR REGION.

WE'RE WE'RE NOT AN ISLAND.

AND I THINK I RECOGNIZE THAT ON COUNCIL AND WE WORK TOGETHER, I THINK, WELL WITH OTHER JURISDICTIONS.

MR. HUNT. THANK YOU.

AND AS ALL OF US, THANK YOU FOR YOUR SERVICE.

YOU HAVE A TREMENDOUS AMOUNT OF EXPERIENCE.

YOU CERTAINLY HAVE SHARED YOUR THOUGHTS A LOT ABOUT WHAT YOUR EXPERIENCE AND PERSPECTIVE BRINGS TO THE TABLE.

COULD YOU JUST SHARE A LITTLE BIT MORE ABOUT WHAT YOU AND YOUR STYLE AND YOUR WAY OF LEADERSHIP BRINGS TO THE TABLE THAT WOULD BE ADDITIVE TO THE BOARD AND PERHAPS EVEN UNIQUE? CERTAINLY WHEN I WAS ON THE CITY COUNCIL, WE HAD AN INTRACTABLE ISSUE WITH LOWER GREENVILLE.

IT WAS.

I REMEMBER ONE EVENING I GOT AN EMAIL AT 1 A.M.

AND THIS WAS PRE-CHILDREN, SO I WAS STILL AWAKE.

AND THIS NEIGHBOR WHO LIVED ON OREM SAID, ANGELA, I KNOW YOU WON'T SEE THIS TILL MONDAY MORNING, BUT WE HAVE AN ISSUE WITH ONE OF THE BARS AND I REALLY WOULD APPRECIATE IT. WELL, I THREW ON MY SWEATSHIRT AND WENT DOWN THERE, AND THAT CASCADED INTO A COUPLE OF YEARS SPENT NEGOTIATING WITH PROPERTY OWNERS, WITH NEIGHBORS, WITH BUSINESS OWNERS TO COLLABORATIVELY WORK TOGETHER AND TO FIND A SOLUTION.

AND I THINK IT'S THAT TYPE OF COLLABORATION THAT I WOULD BRING TO THE BOARD IN PULLING FOLKS TOGETHER, IN FINDING SOLUTIONS TO COMPLEX PROBLEMS. THAT WAS NOT AN EASY PROBLEM TO SOLVE.

[00:35:04]

AND WE WERE WE WERE SEEING SO MUCH CRIME, SPENDING SO MUCH ON OVERTIME FOR POLICE, AND IN MAKING A A RELATIVELY SMALL INVESTMENT IN THE STREET IN CREATING SOME ZONING STANDARDS.

WE DROVE OUT THE BAD FOLKS, BROUGHT IN NEW BUSINESSES, AND IT'S A SUCCESS STORY.

I DON'T HAVE A QUESTION. I DO JUST WANT TO THANK YOU FOR YOUR PRIOR SERVICE TO OUR CITY AND FOR YOUR WILLINGNESS TO CONTINUE SERVING NOT JUST OUR CITY, BUT OUR REGION AS WELL.

THANK YOU. THANK YOU.

I'LL JUST JOIN THE CHORUS.

THANK YOU FOR YOUR SERVICE AND MIGHT AS WELL.

RIGHT. AND I THINK THAT IT SHOWS THAT FOLKS HAVE SEEN WHAT YOU DID IN THE PAST, YOU KNOW, WHEN YOU WERE HERE AT THE HORSESHOE, BUT ALSO SOME OF THE STUFF YOU'VE DONE SINCE BEING ON THE DFW AIRPORT BOARD, OBVIOUSLY IS A HUGE RESPONSIBILITY.

IT'S OUR NUMBER ONE ECONOMIC DRIVER.

WHAT WHAT WOULD YOU SAY WHEN IT COMES TO THE AIRPORT AS FAR AS ECONOMIC BEING AN ECONOMIC DRIVER THAT YOU YOU'VE EITHER HAD THE EXPERIENCE OF OR THAT YOU COULD HELP IN ORDER TO HELP INCREASE THAT FOR THE FOR.

YES, IT'S THE REGION, BUT HOPEFULLY PUSHING TOWARDS THE CITY.

YEAH IT IS I THINK ONE OF OUR BIGGEST ENGINES IN OUR CITY.

AND I WAS THINKING.

THE IMPORTANCE OF DFW AIRPORT IS NOT JUST THAT IT'S A JOBS DRIVER.

I MEAN, THERE'S WHEN YOU THINK ABOUT IT, THE BUSINESS PEOPLE WHO COME THROUGH OUR AIRPORT, THEIR IMPRESSION, THEIR VERY FIRST IMPRESSION OF OUR CITY, IF THEY'VE NEVER BEEN HERE BEFORE, IS DFW AIRPORT.

WE HAVE TO MAKE SURE THAT THAT IS IS THE BEST, SO THAT THEY WILL THINK, I NEED TO RETURN HERE.

I NEED TO INVESTIGATE THE OPTIONS FOR BRINGING MY BUSINESSES HERE.

AND SO I THINK THAT'S SOMETHING WE DON'T WANT TO MISS.

AND AGAIN, I DO THINK DFW AIRPORT IS ON THE RIGHT TRACK WITH THEIR CUSTOMER FIRST APPROACH, BECAUSE THAT'S WHAT WILL BRING PEOPLE BACK TO OUR CITY AND OUR REGION.

IF I CAN SAY, WHEN I SERVED ON THE COUNCIL, ONE OF THE THINGS THAT WAS IMPORTANT FOR ME TO SEE IN APPOINTEES WAS THAT THEY UNDERSTOOD THEIR ROLE IN THE LARGER PROCESS.

AND FOR ME, I CAN JUST TELL YOU MY MY OBLIGATION IS TO THE CITY OF DALLAS.

IT'S TO THE COUNCIL.

AND WHILE I WILL BE HONORED TO SERVE THERE, IT'S NOT MY SEAT.

IT'S THE CITY OF DALLAS'S SEAT.

AND I WILL SEEK GUIDANCE FROM THE COUNCIL ON MAJOR ISSUES AND BRING THAT INFORMATION BACK SO WE CAN KEEP DFW BEING THE ECONOMIC ENGINE THAT IT IS, AND THAT WE WANT IT TO CONTINUE TO BE.

GOOD MORNING. GOOD MORNING, AND THANK YOU FOR BEING HERE.

AND THANK YOU FOR YOUR WILLINGNESS TO VOLUNTEER AS WELL.

AGAIN, ALONG THOSE SAME LINES WITH WITH THE LIVING WAGE THERE.

WHAT DO YOU THINK THE BARRIERS ARE FROM THE BOARD'S PERSPECTIVE OF ENSURING LIVABLE WAGES FOR BOTH AIRPORT STAFF AS WELL AS THE CONTRACTORS? I DON'T KNOW, I DON'T KNOW WHAT THE BARRIERS WOULD BE OTHER THAN IF THERE IS STATE LAW THAT PREEMPTS IT.

I WOULD WANT TO UNDERSTAND THAT WHEN I WAS MENTIONING THE LEGAL PERSPECTIVE, THAT'S WHAT I WOULD WANT TO UNDERSTAND.

IF THERE'S SOMETHING THAT'S HOLDING THEM BACK OR IF IT IS AN ECONOMIC ISSUE THAT.

BUT FRANKLY, THAT'S REALLY WHAT WE ALWAYS HEAR WHEN WE TALK ABOUT LIVING WAGES IS WE CAN'T AFFORD IT, BUT REALLY, WE CAN'T NOT AFFORD TO ENSURE THAT EVERYONE HAS THE ABILITY TO, YOU KNOW, LIVE A QUALITY LIFE IN OUR CITY.

AND SO TO ME, IT JUST MAKES SENSE FROM A FINANCIAL STANDPOINT THAT WE WANT TO MAKE SURE THAT EVERYONE HAS A LIVING WAGE.

NUMBER ONE. AND NUMBER TWO, THAT WE ARE A LEADER IN ENSURING THAT OUR CONTRACTORS, OUR EMPLOYEES, OUR VENDORS, ALL OF THOSE FOLKS ARE ARE TAKEN CARE OF.

I MEAN, WE'RE WE'RE SUCH A BIG DOG THAT I THINK THAT WE HAVE AN OBLIGATION TO TAKE A LEADERSHIP ROLE.

OKAY. THANKS.

THANK YOU. COUNCIL MEMBER.

AGAIN. THANK YOU, FARMER COUNCILWOMAN.

YOU KNOW, I DID SERVE WITH YOU FOR MANY YEARS, AND I DO KNOW YOUR STYLE.

I DO KNOW YOUR COMMITMENT.

I DO KNOW YOU'RE A HARD WORKER.

I KNOW YOU DON'T.

YOU THINK OUT OF THE BOX.

AND I DO LOVE SOMEONE WHO THINKS OUT OF THE BOX.

YOU'RE VERY INDEPENDENT.

AND I'M VERY, VERY THRILLED FOR YOU TO THROW YOUR NAME IN THE HAT TO BE ON DFW, DFW BOARD.

THAT MEANS KNOWING YOUR STYLE AND HAVE BEEN WITH YOU FOR MANY, MANY YEARS OVER A PERIOD OF TIME.

WHAT DO YOU THINK IN YOUR OWN OPINION? THAT IS, THE CITY OF DALLAS OR OUR BOARD MEMBERS ARE DOING A GREAT JOB AT DFW TO TO TO PUT THE CITY OF DALLAS FIRST OR FOR WORK

[00:40:06]

FIRST OR THE REGION FIRST.

WHAT WOULD YOU DO DIFFERENT IF YOU WAS ON THAT BOARD TODAY? THAT'S A GOOD QUESTION.

COUNCIL MEMBER. I DON'T SEE ANYTHING AT DFW AIRPORT THAT GIVES ME PAUSE.

I DON'T FEEL LIKE THERE'S A CORRECTION DUE, AND AND I WON'T SUGGEST THAT I WOULD BE THE ONE TO FIX IT, BECAUSE I REALLY DO BELIEVE THAT WE'RE ON THE RIGHT TRACK AT THE AIRPORT.

I DO THINK IF I WERE TO HAVE THE HONOR OF REPRESENTING DALLAS, I BELIEVE IN A COLLABORATIVE REGIONAL APPROACH.

I MEAN, IT'S WE'VE HAD SUCCESS FOR ALMOST 50 YEARS BY TAKING THAT APPROACH.

AND SO I THINK, I THINK WE CONTINUE DOWN THAT PATH.

NOW, THAT BEING SAID, IF THERE WERE AN INFLECTION POINT, IF THERE WERE.

SOME TIME, FOR SOME REASON, THE CITIES WEREN'T QUITE ON THE SAME PAGE.

I THINK WE DO EVERYTHING WE CAN TO TO COLLABORATE TO GET US BACK ON THE SAME PAGE.

BUT I'LL BE LOOKING TO THE CITY COUNCIL AT THE END OF THE DAY.

I REPRESENT THE CITY OF DALLAS AND CITY OF DALLAS TAXPAYERS, AND OUR INVESTMENT IN THAT AIRPORT AND OUR PART OWNERSHIP OF THAT AIRPORT.

SO THAT'S THAT'S HOW I WOULD APPROACH IT.

I JUST WANT TO THANK YOU FOR YOUR EXTENSIVE CIVIC SERVICE, AND I DON'T HAVE ANY QUESTIONS.

THANK YOU. VERY GOOD.

AND WE'RE BACK ON THAT END, MR. RIDLEY. MR. BAZALDUA.

THANK YOU, MR. CHAIR. I'LL JUST ASK.

I'VE TRIED TO RESEARCH A LOT OF DATA ON DEMOGRAPHIC BREAKDOWN ON PASSENGERS IN US AIRPORTS, AND IT SEEMS THAT IT'S ABOUT 5050 IN GENDER.

THAT'S NOT REFLECTIVE ON THIS BOARD.

CAN YOU JUST TOUCH ON WHY YOU BELIEVE IT'S IMPORTANT FOR LEADERSHIP BOARDS TO REPRESENT WHO THEY'RE SERVING? YOU KNOW, I THINK TO REALLY UNDERSTAND SOME OF THE CHALLENGES THAT SOME PASSENGERS, SOME CUSTOMERS, SOME VENDORS, CONTRACTORS MIGHT FACE, YOU NEED TO BE IN THEIR SHOES IN SOME WAY.

AND I THINK HAVING A DIVERSE BOARD THAT'S REFLECTIVE OF THE PASSENGERS AND THE DIVERSITY OF OUR COMMUNITY IS, IS CRITICAL. I HAVE TWO CHILDREN.

WE WANT TO MAKE SURE THAT THE AIRPORT IS ACCOMMODATING TO YOUNG MOTHERS.

YOU KNOW, AND AND YOUNG FATHERS.

BUT FOLKS WHO HAVE, YOU KNOW, THERE I THINK THERE'S A MYRIAD OF THINGS THAT WE NEED TO BE THINKING ABOUT AT THE AIRPORT.

MWB TARGETS, MAKING SURE THAT THERE ARE WOMEN OWNED BUSINESSES BEING CONSIDERED AND THAT THERE'S OUTREACH TO THEM AS WELL AS MINORITY OWNED BUSINESSES.

SO I THINK I THINK THERE'S AN OPPORTUNITY THERE TO JUST KIND OF BROADEN OUR, OUR THE WAY WE LOOK AT THINGS.

THANK YOU. AND THANK YOU AGAIN FOR YOUR WILLINGNESS TO SERVE.

THANK YOU, MR. CHAIR. THANK YOU, COUNCILMEMBER BLACKMON.

NO. COUNCILMAN STEWART.

COUNCILMEMBER SCHULTZ.

COUNCILMEMBER RESENDEZ.

SO MY NEXT QUESTION WILL BE ON THE LINES OF THE LIVING WAGE IS DFW AIRPORT DID DO A GOOD JOB OF FINALLY GETTING TO A LIVING WAGE, BUT THEY DIDN'T DO AN INCREASE FOR IT'S JUST FOR THEIR EMPLOYEES, RIGHT? THEY HAVEN'T HIT THE CONTRACTORS YET, WHICH IS, I THINK, WHAT YOU'RE HEARING FROM SOME OF MY COLLEAGUES.

SO ONE THING THAT WE DID HERE IN THE CITY OF DALLAS, I THINK IT WAS 2017 OR 18, WE TIED THE MIT INDEX TO OUR BASE PAY. AND I THINK THAT'S SOMETHING I THINK IT'S BEEN GREAT.

AND I'VE ASKED CITY MANAGEMENT BECAUSE WE DID HAVE A HUGE JUMP POST COVID, WHICH WAS LIKE, WHOA, THIS IS REALLY SCARY.

BUT IT'S WHAT IT WAS.

AND SO IT ALSO WAS KIND OF HOW WE WERE ABLE TO GET DFW AIRPORT TO MOVE THEIRS UP.

THANKFULLY, FORT WORTH AGREED, AND SO WE WERE ABLE TO MAKE THAT HAPPEN THANKS TO MR. BAZALDUA LEADERSHIP ON THAT.

AND SO BUT TYING IT TO THE INDEX, I THINK, IS REALLY A POSITIVE THING BECAUSE OF THE FACT THAT, LIKE I ASKED OUR CITY MANAGER AND OUR CFO, I SAID, DO YOU DO YOU ALL LIKE THE INDEX NOW? AND THEY'RE LIKE, WE DO, BECAUSE NOW WE KNOW WHAT WE'RE WALKING INTO WHEN WE'RE BUDGETING, NOT NOT KNOWING AND THEN TRYING TO JUST MAKE UP A NUMBER.

IS THAT SOMETHING THAT YOU THINK THAT YOU COULD WORK ON, OR SEE HOW THAT COULD WORK AT DFW AIRPORT IN ORDER TO NOT HAVE TO BE GUESSING EVERY YEAR? I DO, MR. CHAIR, FOR EXACTLY THAT REASON, BECAUSE IT CREATES PREDICTABILITY.

AND THERE'S NOTHING YOU LIKE MORE WHEN YOU'RE BUDGETING THAN PREDICTABILITY RIGHT INTO KNOWING WHAT WHAT YOU NEED TO ALLOCATE FOR.

SO I THINK FOR FOR THAT REASON, YOU KNOW, SETTING ASIDE THE THE PRACTICAL REASON THAT YOU WANT TO ENSURE THAT YOUR WAGES ARE KEEPING UP WITH

[00:45:08]

INFLATION, I THINK THE PREDICTABILITY THAT IT CREATES IS A GOOD FISCAL ARGUMENT FOR FOR USING THAT.

VERY GOOD. THANK YOU, MR. VICE CHAIR. MR..

ATKINS COUNCILWOMAN MENDELSOHN.

I'M JUST GOING TO LOOK DOWN HERE.

ANYBODY ELSE BACK HERE TO THE RIGHT? ANYBODY ELSE? NOPE.

THANK YOU SO MUCH.

IF YOU WANT TO DO A ONE MINUTE CLOSING OR TWO MINUTE CLOSING, IT'S UP TO YOU.

BUT I JUST WANT TO THANK YOU.

I WANT TO THANK THE TRANSPORTATION COMMITTEE AND OTHER COUNCIL MEMBERS, THE COUNCIL MEMBERS WHO NOMINATED ME FOR THE OPPORTUNITY.

I WOULD LOVE THE OPPORTUNITY TO SERVE OUR CITY.

IT WAS TRULY AN HONOR TO BE ABLE TO SERVE THE CITY OF DALLAS AS A COUNCIL MEMBER, AND TO BE ABLE TO SERVE ON THE DFW BOARD WOULD BE AN INCREDIBLE HONOR.

THANK YOU VERY MUCH.

VERY GOOD. AND JUST I THINK YOU KIND OF KNOW HOW IT WORKS.

BUT THE COMMITTEE WILL DECIDE WHETHER THEY WANT TO MAKE RECOMMENDATIONS, DON'T WANT TO MAKE RECOMMENDATIONS.

BUT AT THE END OF THE DAY, THE COUNCIL WILL DECIDE ON THE 13TH WHEN THE VOTE HAPPENS THAT DAY.

SO THANK YOU VERY MUCH.

AND YOU'RE FREE TO EAT LUNCH IF IT'S BACK THERE OR IF YOU WANT TO GO, YOU CAN GO.

SO THANK YOU COLLEAGUES.

SO THE LUNCH SHOULD BE BACK THERE.

I DON'T KNOW IF PEOPLE WANT TO GRAB FOOD AND COME BACK SO THAT WE CAN KEEP GOING OR IF YOU JUST, YOU KNOW, A COUPLE AT A TIME SO THAT WE DON'T LOSE QUORUM AND THEN WE CAN GET THE NEXT PERSON STARTED, IF THAT'S COOL WITH YOU ALL.

I MEAN, WE HAVE NON COMMITTEE MEMBERS.

SO OF COURSE ALL THE NON COMMITTEE MEMBERS CAN GO.

BUT I JUST WANT TO MAKE SURE WE HAVE FOUR PEOPLE HERE FROM COMMITTEE MEMBERS CAN BRING US THE FOOD RIGHT.

IS THAT IS THAT A MOTION MR. RESENDEZ SECOND.

VERY GOOD. I MEAN, IF SOMEBODY CAN I THINK, OH, YOU KNOW WHAT? WE ACTUALLY HAVE SOME TIME BECAUSE WE'RE WAITING ON VINCENT.

UNLESS WE WANT TO JUST GO AHEAD AND SKIP OVER TO MR. POWERS SO THAT WE CAN.

MR.. BECAUSE MR..

VINCENT MIGHT BE A LITTLE BIT LONGER.

ALL RIGHT. VERY GOOD. ARE YOU ALL GOOD WITH THAT, COLLEAGUES? JUST GO AHEAD. IF SOMEBODY WANTS LET ME GO SEE IF MR..

I'M GOING TO FEEL. A LITTLE VIRTUAL, OKAY.

HE CALLED LAST WEEK AND TOLD HIM THAT I DID.

THAT TO DO THAT? FOUR OR 5 OR 12.

THEY'RE LIKE BOX LUNCHES BACK THERE.

SO, MR. POWERS, JUST SO YOU KNOW, TAKE WHICHEVER SEAT THAT EVERYBODY'S BEEN SITTING, THAT ONE OR THAT ONE, IT DOESN'T MATTER.

YOU'LL HAVE A TAKE TWO, 2.5 MINUTES TO OPEN A STATEMENT FOR YOURSELF AND WHATEVER YOU WANT TO SAY.

AND THEN WE'RE JUST GOING TO DO A ROUND ROBIN.

AND SO THIS, THIS GO ROUND, IT'LL START AT THE RIGHT.

SO COUNCILWOMAN MENDELSOHN WILL START US.

AND THEN WE'LL JUST GO LEFT UNTIL WE RUN OUT OF QUESTIONS OR, OR TIME EXPIRES, WHICHEVER HITS FIRST.

AND THEN WHEN WE'RE DONE, WE'LL LET YOU HAVE A MINUTE OR MINUTE AND A HALF TO CLOSE.

AT THE END. SO VERY GOOD.

SO LAWYERS THANK YOU SO MUCH.

FIRST OF ALL GOOD MORNING EVERYONE, AND THANK YOU FOR ALLOWING ME TO APPEAR BEFORE YOU TODAY.

I'M TIM POWERS.

I AM GRATEFUL FOR THE NOMINATION TO SERVE OUR GREAT CITY ON THE DFW AIRPORT BOARD.

AND I'M HONORED TO BE HERE WITH YOU TO INTERVIEW TODAY.

I'VE REACHED OUT TO SEVERAL OF YOU.

OTHERS OF YOU I HAVE NOT HAD THE OPPORTUNITY YET TO REACH OUT TO.

WOULD LOVE TO HAVE THAT COMMUNICATION WITH YOU IF I COULD.

AND AND IT'S MY APOLOGIES TO YOU IF I'VE NOT REACHED OUT TO YOU TO SHOW MY INTEREST AND ENTHUSIASM IN THIS OPPORTUNITY, AND TO GIVE YOU A SENSE OF WHY I THINK I AM WELL SUITED FOR THE FOR THE OPPORTUNITY.

DFW AIRPORT IS ONE OF OUR CITY'S MOST IMPORTANT ASSETS.

IT'S OUR PORT OF ENTRY.

IT'S OUR WINDOW TO THE WORLD.

50 YEARS AGO, OUR CITY COUNCIL HAD THE GRAND VISION TO BUILD A ONE OF A KIND AIRPORT THAT HAS HELPED LEAD TO INCREDIBLE GROWTH IN OUR REGION.

AND WE'RE NOW AT AN INFLECTION POINT, A CRITICAL POINT IN OUR HISTORY AND OUR CITY'S HISTORY, TO REIMAGINE THE FUTURE OF DFW AND BUILD IT TO SERVE OUR CITIZENS AND THE GLOBAL TRAVELERS THAT VISIT VISIT US INTO NOT JUST THE BUSIEST AND THE BEST AIRPORT IN THE WORLD. I'M SORRY, NOT JUST THE BUSIEST AND THE BEST AIRPORT, AND NOT JUST IN THE US, BUT IN THE WORLD.

THERE'S A $9 BILLION CAPITAL IMPROVEMENT PROGRAM THAT'S SCHEDULED TO BE INVESTED OVER THE NEXT SIX YEAR PERIOD, AND IT HAS TO BE INVESTED WISELY.

WHILE WE MUST BE GOOD STEWARDS, WE ALL MUST.

[00:50:02]

WE MUST ALSO BE VISIONARY IN WHAT WE DO.

AND I THINK ONE OF THE THINGS THAT I MAY ADD MOST TO SERVICE ON THE DFW AIRPORT BOARD IS TO CONTINUE TO WORK WITH THE LEADERSHIP AT DFW AIRPORT AND WITH THE THE CITY COUNCIL AND WITH OUR FELLOW BOARD MEMBERS TO ENSURE THAT THE VISION THAT WE HAVE FOR THE FUTURE IS ONE THAT WILL CONTINUE TO PROJECT US INTO THE FUTURE, TO BE AN EXAMPLE THAT SECOND TO NONE AND TO BE AGAIN THE BEST AIRPORT IN THE WORLD.

I BELIEVE I'M UNIQUELY QUALIFIED TO SERVE ON THE DFW AIRPORT BOARD, PERHAPS MAY BE DIFFERENT THAN SOME OF MY OTHER SOME OF THE OTHER CANDIDATES.

FOR A MAJORITY OF MY CAREER, I FLEW MORE THAN 300,000 MILES A YEAR THROUGH AIRPORTS THROUGHOUT THE WORLD.

MOST OF THOSE FLIGHTS ORIGINATED AT DFW AIRPORT.

I HAVE A REALLY GOOD SENSE OF WHAT MAKES A GREAT AIRPORT.

MOST OF THOSE FLIGHTS AGAIN, I SAID I TOOK OUT OF DFW AND IT'S WHAT WE'RE LOOKING FOR AS A TRAVELER IS NOT NOT JUST A SECOND TO NONE FACILITY.

IT'S ALSO THE CONSISTENTLY GREAT SERVICE THAT YOU EXPECT WHEN YOU GO INTO AN AIRPORT.

GREAT ACCESSIBILITY, GREAT AMENITIES, AND AN AMBIANCE THAT'S REFLECTIVE OF A OF A CULTURE OF GREATNESS.

MANY OF YOU HAVE BEEN TO YOUR FAVORITE AIRPORTS THROUGHOUT THE WORLD AND HAVE A REALLY GREAT SENSE OF WHAT THAT IS.

WHEN YOU WALK IN, YOU HAVE THIS FEELING OF A GREAT CITY THAT SURROUNDS YOU.

AND FOR MANY OF THE PASSENGERS THAT ARE IN TRANSIT THROUGHOUT OUR AIRPORT, IT WILL BE THE ONLY WAY THAT THEY HAVE TO KNOW OUR CITY.

AND SO IT REFLECTING THE GREATNESS OF OUR CITY BECOMES IMPORTANT, AND THE GREATNESS OF THE VISION OF THE FUTURE, I THINK, BECOMES PARAMOUNT ON THE DFW AIRPORT BOARD OVER THIS NEXT SIX YEAR PERIOD.

AS A CORPORATE FINANCE LAWYER BY TRAINING, I UNDERSTAND THE COMPLEXITIES AND THE INTRICACIES OF THE BOND PROGRAMS, THE CONTRACTING PROGRAMS, THE OTHER OFFERINGS THAT WILL SUPPORT THIS CAPITAL IMPROVEMENT PROGRAM.

AND AS THE FORMER MANAGING PARTNER OF THE LARGEST DALLAS BASED LAW FIRM, I KNOW HOW TO CREATE A VISION THAT STAKEHOLDERS WITH A DIVERSITY OF INTERESTS WILL EMBRACE.

I KNOW HOW TO MAKE TOUGH DECISIONS.

I CAN BE PERSUASIVE WHEN I HAVE TO BE, BUT I ALSO KNOW HOW TO BUILD A CONSENSUS THAT OTHERS WILL FOLLOW.

I ALSO KNOW HOW TO RUN A BUSINESS FROM A STANDPOINT THAT HAYNES AND BOONE WAS A $550 MILLION A YEAR BUSINESS, 700 LAWYERS IN 19 CITIES.

SO I HAD A VERY GREAT SENSE OF HOW TO DEAL WITH A LARGE ORGANIZATION.

I UNDERSTAND OUR DFW AIRPORT BOARD MEMBERS WILL BE COMING FROM A DIFFERENT PERSPECTIVE AND INTERESTS IN SERVING OUR AIRPORT AND IN SERVING THEIR HOME CITIES.

I BELIEVE THAT I HAVE THE ABILITY TO BUILD A BROAD CONSENSUS.

I'VE CERTAINLY DONE THAT AT MY LAW FIRM AND ON THE MULTIPLE CORPORATE AND CIVIC BOARDS THAT I'VE SERVED ON OVER THE YEARS.

HAVING LED THE CITY'S ETHICS REFORM TASK FORCE, I BELIEVE THAT I'VE PROVEN MYSELF AS SOMEONE THAT CAN LEAD AN IMPORTANT CITY REFORM EFFORT AND WORK TO BUILD THE CONSENSUS.

AGAIN, THAT'S NECESSARY AMONG VARIOUS CONSTITUENCIES.

THAT'S NEEDED TO BRING AN IMPORTANT REFORM TO FRUITION.

AND LIKE ALL OF YOU IN SERVING THE CITY, I'LL ALWAYS FOCUS ON THE BEST INTERESTS OF OUR CITY AND ITS CITIZENRY AND ON THE LONG TERM GREATER GOOD.

SO I THANK YOU AGAIN FOR THIS OPPORTUNITY TO INTERVIEW FOR THIS IMPORTANT POSITION.

I'M GRATEFUL FOR YOUR CONSIDERATION OF MY NOMINATION.

AND IF IT ISN'T CLEAR TO YOU THAT I'M VERY ENTHUSIASTIC FOR THE OPPORTUNITY TO SERVE THE CITY IN THIS CAPACITY, AND I'M UNIQUELY SUITED TO DO SO, I WANT TO ASSURE YOU THAT I AM. AND, MISTER CHAIRMAN, I LOOK FORWARD TO YOUR QUESTIONS.

THANK YOU. THANK YOU SO MUCH, MR. POWERS. COUNCILWOMAN MENDELSOHN.

YOU'RE FIRST. WELL, I JUST WANT TO SAY THANK YOU FOR ALL YOUR CIVIC SERVICE.

I'VE ENJOYED WORKING WITH YOU AND I DON'T HAVE ANY QUESTIONS.

THANK YOU. I WANT TO THANK YOU ALL.

SO, YOU KNOW.

GREAT. YOU KNOW, I'VE BEEN KNOWING YOU FOR A LONG TIME.

YOU KNOW, SMU DAYS BACK IN 1980, OVER 20 YEARS, YOU KNOW.

SO THEREFORE, I WAS SURPRISED WHEN YOUR NAME CAME IN THE HAT.

AND I WANT TO THANK YOU FOR YOUR SERVICE, BUT YOU ALSO HAVE BEEN DOING MORE A WHOLE LOT OF SERVICE OUTSIDE THE CITY OF DALLAS.

SO I JUST WANT TO THANK YOU FOR PUTTING YOUR NAME IN THE HAT.

THANK YOU VERY MUCH. THANK YOU.

AGAIN, MY QUESTION CENTERS AROUND JUST THE LIVING WAGE FOR ALL OF THE EMPLOYEES CENTERED AROUND DFW AIRPORT.

AND I GUESS THE QUESTION THERE IS REALLY WHAT ARE WHAT DO YOU THINK THE BARRIERS ARE FROM A BOARD'S FROM THE BOARD'S PERSPECTIVE THAT IS PREVENTING.

THE LIVING WAGE TO APPLY TO CONTRACTORS AS WELL.

IT PERHAPS.

[00:55:03]

IT REALLY BECOMES WITH REGARD TO SETTING THOSE STANDARDS, IT BECOMES THE LEADERSHIP AND MANAGEMENT OF OF OF DFW AIRPORT BOARD TO PUT THOSE INTO RFPS, TO PUT THOSE INTO THE EXPECTATIONS FOR FOR CONTRACT AWARDS.

PERHAPS THE ISSUE IS IT HASN'T BEEN PUSHED THAT HARD YET.

THERE MAY BE. I'M NOT FAMILIAR ENOUGH WITH ALL OF THE MYRIAD OF ISSUES THAT MAY HAVE PREVENTED IT TO DATE, BUT I THINK AS BOARD MEMBERS, YOU HAVE THE ABILITY WITH THE THE CEO OF THE OF THE AIRPORT TO WORK AND SAY THIS IS AN EXPECTATION, BUT MAYBE ANSWERING YOUR QUESTION A LITTLE BIT OUT OF CONTEXT, IF IN FACT, A BOARD IS CREATING A CULTURE OF EXCELLENCE, THAT CULTURE OF EXCELLENCE WOULD CONSIDER THE ISSUE OF WHAT IT TAKES TO TO ATTRACT PEOPLE AND TO PROVIDE FOR THEM THE OPPORTUNITY NOT JUST TO HAVE THEIR LIVING WAGE, BUT TO ALSO HAVE THAT BE A CAREER.

AGAIN, IF YOU LOOK IN GREAT CITIES AND GREAT AIRPORTS AND YOU TALK TO PEOPLE THAT ARE WORKING IN THOSE GREAT AIRPORTS, MANY OF THEM HAVE BEEN THERE FOR THEIR WHOLE LIVES, FOR THEIR WHOLE CAREERS BECAUSE THEY LOVE IT.

THEY THINK THEY MAKE A DIFFERENCE IN WHAT THEY DO.

AND THE EMPLOYER OR THE CONTRACTOR IN THAT INSTANCE HAS HAS CREATED THAT CULTURE THAT HAS GIVEN THEM THE OPPORTUNITY.

SO IT'S IT'S NOT JUST ONE OF A LIVING WAGE, BUT IT'S ONE OF THEM BEING ABLE TO MAKE A CAREER FOR THEMSELVES AND, AND TO PROVIDE FOR THEIR FAMILIES IN THAT WAY THAT I THINK THE BOARD HAS THE ABILITY TO INFLUENCE MANAGEMENT TO REQUIRE THAT.

THANK YOU. VERY GOOD.

I'M GOING TO SKIP OVER THE REST OF THE COMMITTEE.

KEEP ASKING QUESTIONS. I DON'T HAVE ANY QUESTIONS, BUT I DO WANT TO THANK YOU FOR YOUR WILLINGNESS TO SERVE IN THIS CAPACITY, AND I WISH YOU THE BEST OF LUCK.

THANK YOU. THANK YOU, MR. POWERS, AND THANK YOU FOR THE GREAT WORK YOU DID ON THE ETHICS PROJECT.

I'D LIKE TO KNOW YOU SHARED A LOT ABOUT YOUR EXPERIENCE AND YOUR THOUGHTS.

I'D LIKE TO KNOW NOT JUST FROM A SKILL SET, BUT FROM, LIKE, WHO YOU ARE AND WHAT YOU BRING TO THE BOARD.

THAT'S PARTICULARLY UNIQUE.

I MENTIONED THIS IN MY OPENING REMARKS, AND.

I REALLY BELIEVE TO LEAD AND TO BE IN A BOARD POSITION TO LEAD THOSE THAT YOU'RE ASKING TO FOLLOW, YOU HAVE TO BELIEVE THAT YOU CARE FOR THEM, THAT YOU CARE FOR THE GREATER GOOD, AND THAT YOU WANT THE BEST FOR THE ORGANIZATION THAT YOU'RE SUPPORTING.

AND I THINK WHETHER IT'S DEMEANOR, WHETHER IT'S ACTION, WHETHER IT'S HOW I'VE LED IN THE ORGANIZATIONS THAT I'VE BEEN PART OF, WHETHER MY LEADING MY LAW FIRM OR CHAIRING CIVIC OR NOT FOR PROFIT BOARDS.

THERE'S NEVER BEEN A QUESTION IN MY, IN MY EXPERIENCE, THAT PEOPLE DIDN'T LOOK AT ME AS SOMEONE WHO THEY KNEW WAS FOCUSED ON THE BEST INTERESTS OF THE ORGANIZATION AND CARED ABOUT THEM AND WORKED WITH THEM TO GAIN A SOLUTION THAT WAS IN THE LONG TERM, BEST INTERESTS OF THE ORGANIZATION.

AND I THINK THAT COALESCES.

EVERYONE BRINGS THEM TOGETHER, CREATES A CULTURE AMONG THE BOARD, CREATES A CULTURE AMONG MANAGEMENT OF HIGH EXPECTATIONS, HIGH EXPECTATIONS OF EACH OTHER, GREAT RESPECT FOR EACH OTHER, AND A WILLINGNESS TO LISTEN.

THERE WE GO. GOOD MORNING.

GOOD MORNING. SORRY I DIDN'T.

I HOPE I DIDN'T LEAVE YOU TOO LONG OF A VOICE MESSAGE THIS MORNING.

OH, NO, NO, NO, IT WAS VERY HELPFUL.

VERY HELPFUL. THANK YOU, THANK YOU.

UM, SO I GUESS MY QUESTION FOR YOU IS, DO YOU COME INTO THIS ROLE WITH SPECIFIC GOALS? I KNOW YOU'VE HAD EXTENSIVE AIRPORT EXPERIENCE, SO PERHAPS YOU HAVE ONE, 2 OR 3 GOALS OR OBJECTIVES THAT YOU WOULD LIKE TO SEE SEE HAPPEN.

WELL, I HAVE SOME IDEAS, BUT I THINK I'M HUMBLE ENOUGH TO RECOGNIZE THAT YOU DON'T GO IN CHARGING IN AND SAYING, THIS IS THE WAY IT HAS TO BE.

YOU HAVE TO LEARN THE ORGANIZATION.

YOU HAVE TO GAIN THE RESPECT FROM YOUR FELLOW BOARD MEMBERS, FROM MANAGEMENT, FOR THEM TO WORK WITH YOU WITH REGARD TO IT.

BUT IF I SAID THERE WAS SOMETHING IN THE BACK OF MY MIND AND THE PASSION THAT IS REALLY DRIVING ME FOR WANTING TO SERVE ON THIS BOARD, IT RELATES TO ENSURING THAT THE VISION FOR THE FUTURE OF THE AIRPORT AND THE DIRECTION FOR THE FUTURE OF THE AIRPORT IS AS BIG AND AS, AS WELL SUPPORTED BY BOTH OF OUR COMMUNITIES AS IT HAS BEEN OVER THE LAST 50 YEARS.

SO THAT WE AGAIN, I CONTINUE TO SAY.

WE ARE SECOND TO NONE AS AS A GLOBAL AIRPORT AND AND RECOGNIZED AS SUCH.

[01:00:06]

AND WITH THAT, THAT WILL ATTRACT MORE BUSINESS TO OUR COMMUNITY, THAT WILL ATTRACT MORE GROWTH.

WITH EVERYTHING ELSE THAT'S GOING ON IN OUR CITY, WE WILL BECOME MORE OF A DESTINATION CITY THAN WE'VE EVER BEEN BEFORE AND AND MORE OF THE PLACE TO BE.

AND AND FOR THOSE THAT ARE ONLY TRAVELING THROUGH THEIR EXPERIENCE, COMING THROUGH WILL BE WHAT THE EXPECTATION IS OF WHAT THE GREAT STEREOTYPE OF DALLAS, TEXAS IS GOING FORWARD.

AND AGAIN, I THINK BOARD MEMBERS HAVE THE ABILITY HAVE THE ABILITY TO INFLUENCE AND SET THE EXPECTATIONS OF THAT CULTURE OF MANAGEMENT.

THANK YOU AND GOOD TO SEE YOU AGAIN, TIM, AND THANK YOU FOR ALL THAT YOU'VE DONE FOR OUR CITY.

THANK YOU. AND SO I'M ASKING THE SAME QUESTION.

YOU KIND OF TALKED ABOUT IT A LITTLE BIT AS A BROAD, BUT YOU INDIVIDUALLY AND PROFESSIONALLY, IF PUT ON THIS BOARD, WHAT WOULD YOU LIKE TO FOCUS ON IN THE NEXT TWO YEARS? WELL, THANKS.

THANKS AGAIN FOR THAT QUESTION.

AND MAYBE EMPHASIZE JUST JUST A LITTLE BIT MORE.

IT'S ENSURING AGAIN, AND THIS IS THIS IS FROM THE OUTSIDE NOT FROM THE INSIDE.

AND AGAIN, BEING WISE ENOUGH AND HUMBLE ENOUGH TO LISTEN AND LEARN FOR A BIT OF TIME BEFORE YOU COME FORWARD WITH THE GRAND VISION.

BUT THIS $9 BILLION CAPITAL INVESTMENT PROGRAM THAT'S GOING TO TO GO ON OVER THE NEXT SIX YEARS, ENSURING THAT WE'RE NOT JUST GREAT STEWARDS OF THAT MONEY, BUT THAT WE'RE VISIONARY.

WE'RE NOT WE'RE NOT BUILDING ON THE PAST.

WE'RE REALLY LOOKING TO THE FUTURE, WHETHER IT'S AN AUTONOMOUS AIRCRAFT COMING IN, WHETHER IT'S REALLY BEING THE EXAMPLE TO THE REST OF THE WORLD OF WHAT'S GOING ON, THAT'S GOING TO MAKE A DIFFERENCE TO THIS CITY LONG TERM, BUT ENSURE THAT OUR AIRPORT IS EVEN MORE RELEVANT THAN IT HAS BEEN.

THANK YOU, MR. CHAIR.

HI, TIM. HOW ARE YOU? THANK YOU FOR YOUR SERVICE ON THE ETHICS COMMISSION AND IN ANY OTHER CAPACITY THAT YOU'VE.

YOU'VE LENT YOUR SERVICE.

I'LL ASK YOU KIND OF MY QUESTION WAS KIND OF STOLEN FROM ME, SO I'M GOING TO JUST I'M GOING TO REWORK IT A LITTLE BIT, BUT I, I LOVE TO HEAR YOUR ANSWER IN RESPONSE TO LIVABLE WAGES.

I'D LIKE TO HEAR WITH YOU SPECIFICALLY USING THE EXAMPLE OF, I GUESS, THE PROFITABILITY OF AN ORGANIZATION THAT YOU HAVE RUN IN THE PAST.

CAN YOU TELL ME HOW YOU HAVE USED YOUR LEADERSHIP IN IN A SUCCESSFUL VENTURE LIKE HAYNES AND BOONE AND, AND APPLIED THAT TO LIVABLE WAGES AGAIN? AND THANK YOU FOR THE QUESTION, BECAUSE IT'S A WONDERFUL, WONDERFUL QUESTION.

I THINK A BOARD IN SETTING POLICY FOR AN ORGANIZATION AND SETTING THOSE EXPECTATIONS HAS HAS CERTAIN PRINCIPLES THAT THEY FOLLOW, HAS CERTAIN BASELINE CORE VALUES THAT ARE ADHERED TO, THAT NO MATTER WHAT DIRECTION YOU'RE GOING, YOU UNDERSTAND WHAT THE CORE VALUES OF THE ORGANIZATION ARE.

AND WITH ANY DECISION THAT YOU'RE MAKING, YOU'RE STARTING WITH THOSE CORE VALUES.

AND IF YOU GET TO A Y IN THE ROAD AND YOU HAVE TO LOOK BACK, YOU'RE ALWAYS LOOKING BACK TO THOSE CORE VALUES TO DIRECT YOU AS TO WHERE YOU'RE GOING IN THE FUTURE. AND IF, AS I MENTIONED EARLIER, WITH REGARD TO THE LIVING WAGE AND AGAIN, TO ME, MORE CREATING FOR THE EMPLOYEES AND THE EMPLOYEES OF THE CONTRACTORS, THE WORKERS THEMSELVES THAT ARE ACTUALLY MAKING THE DIFFERENCE, CREATING THIS COMPELLING FEELING OF THEM WANTING TO MAKE A DIFFERENCE.

AND THEN AND THAT GOES BACK TO THEM BEING TREATED FAIRLY RESPECTED AND GIVEN AN OPPORTUNITY TO HAVE GROWTH IN THEIR EMPLOYMENT.

AND YOU CAN ONLY DO THAT IF THEY'RE NOT CONSTANTLY WORRIED ABOUT HOW THEY'RE GOING TO FEED THEIR FAMILY OR HOW THEY'RE GOING TO GET TO WORK THAT DAY OR OTHERWISE. SO YOU HAVE TO HAVE THAT TENANT BE PART OF THE CORE VALUE OF THE ORGANIZATION YOU'RE WORKING WITH, SO THAT NO MATTER WHERE YOU'RE GOING OFF IN A PARTICULAR DIRECTION, YOU ALWAYS HAVE THOSE FUNDAMENTALS TO TURN TO TO HELP YOU GUIDE WHERE YOUR NEXT DECISION IS GOING TO.

THANK YOU. THANK YOU, MR. CHAIR.

THANK YOU, MR. CHAIR.

THANK YOU, MR. POWERS, FOR YOUR WILLINGNESS TO SERVE IN THIS CAPACITY.

I HAVE A QUESTION ABOUT ORGANIZATIONAL DYNAMICS.

[01:05:03]

WITH AN ORGANIZATION LIKE DFW AIRPORT THAT HAS BEEN SO SUCCESSFUL OVER THE LAST 50 YEARS.

IT CAN BREED A ATTITUDE OF RESTING ON OUR LAURELS OF ORGANIZATIONAL MALAISE.

I'M NOT SAYING THAT'S TRUE AT THE PRESENT DAY, BUT THAT IS SOMETHING THAT SOMETIMES HAPPENS TO ORGANIZATIONS THAT REACH THE TOP TIER AND PERHAPS LOSE SIGHT OF HOW THEY CAN IMPROVE THEIR ORGANIZATION BECAUSE THEY ARE AT THE TOP.

AND THAT CONCERNS ME, BECAUSE I THINK IT'S IMPORTANT THAT WE AVOID THAT WITH DFW AIRPORT AND FALL INTO THE RUT OF DOING THINGS JUST BECAUSE WE'VE ALWAYS DONE THEM THIS WAY.

HOW WOULD YOU GUARD AGAINST THAT SORT OF INSTITUTIONAL MALAISE? IT'S A WONDERFUL QUESTION.

THANK YOU. THANK YOU VERY MUCH FOR THAT.

AND ANYONE AND MANY OF YOU ARE INVOLVED IN THIS AND BUILDING YOUR OWN BUSINESSES OVER THE YEARS.

ONE OF THE THINGS IS YOU BUILD AND HAVE SOME SUCCESS IS IS AS AS THE LEADERSHIP OF THAT.

YOU WORRY ABOUT THAT CONTENTMENT.

YOU WORRY ABOUT, OH, WELL, IT WILL JUST CONTINUE ON AND IT WILL BE HERE FOREVER.

AGAIN, I BELIEVE THAT A BOARD RESPONSIBILITY IS TO CONTINUE TO CREATE A LITTLE BIT OF FEAR IN, IN MANAGEMENT THAT THEY AREN'T QUITE BEING INNOVATIVE ENOUGH.

I TALK ABOUT THIS THIS CAPITAL IMPROVEMENT PROGRAM AND WANTING TO ENSURE THAT WE REACH EVEN FURTHER, NOT JUST BE LIKE OTHER AIRPORTS, BUT REACH EVEN FURTHER THAN WHAT WE'RE DOING.

SO I THINK AS A BOARD, YOU HAVE AN ABILITY, AND I THINK I HAD THIS FROM A LEADERSHIP PERSPECTIVE, PARTICULARLY IN MY LAW FIRM, WAS NEVER A SATISFACTION.

YOU KNOW, YOU WAKE UP EVERY DAY AFRAID THAT SOMEBODY IS GOING TO STEAL YOUR BUSINESS, YOUR POSITION, WHATEVER IT IS, AND THAT YOU'RE GOING TO WORK HARDER THAN ANYBODY ELSE TO ENSURE THAT THAT THAT INNOVATION IS THERE.

I THINK IT IT IS BUILT INTO THE CULTURE OF THE ORGANIZATION.

I WOULD HOPE THAT I WOULD FIND AT DFW AIRPORT, THAT'S A PART OF THE CULTURE OF THE ORGANIZATION.

IF GIVEN THE OPPORTUNITY TO SERVE, THAT WOULD COME INTO THAT, AND YOU COULD ONLY WORK ON IMPROVING THAT, BUT CREATING THAT EXPECTATION OF CONSTANT INNOVATION, HIRING PEOPLE IN EXECUTIVE POSITIONS THAT ARE NOT CONTENT, THAT ARE LOOKING TO BUILD AND CONTINUE TO BUILD THAT GREATNESS OR BUILD ON THE GREATNESS THAT IS THERE IS, I THINK, HOW ANY, ANY OF US THAT HAVE BEEN SUCCESSFUL IN BUILDING THEIR BUSINESSES HAVE CONTINUED TO ALLOW THAT.

AND AND I THINK I'VE PROVEN MYSELF IN A NUMBER OF THINGS OF, OF THAT I'VE LED TO, TO SHOW THAT I HAVE THE ABILITY TO DO THAT.

DO YOU SEE BENCHMARKING AGAINST OTHER MAJOR AIRPORTS AS ONE AVENUE OF ENSURING THAT WE STAY AT THE TOP? CERTAINLY, I WOULD THINK THAT THAT WAS ONE OF IT, BUT I WOULD GO EVEN EVEN FURTHER THAN THAT.

ORGANIZATIONS BEYOND AIR TRANSPORTATION ITSELF GETTING IN AS AS ALLUDED TO EARLIER, THE AUTONOMOUS SIDE OF THINGS, WHAT I IS GOING TO DO, WHAT TECHNOLOGY IS GOING TO DO, WHAT WHAT AIRCRAFT ARE GOING TO DO, HOW DO WE DEAL WITH CARBON EMISSIONS? WHAT'S THAT EFFECT GOING TO BE ON OUR AIRPORT ON A GOING FORWARD BASIS WITH GLOBAL WARMING? WHAT ARE WHAT ARE THE EXPECTATIONS? WHAT CAN WE DO TO SET THOSE EXPECTATIONS TO ENSURE THAT WE STAY AHEAD? THANK YOU, MR. CHAIR.

THANK YOU. AND WE'RE BACK TO THIS.

AND COUNCILWOMAN MENDELSOHN, DO YOU HAVE A QUESTION AT THIS TIME? I DON'T THANK YOU. VERY GOOD, MR. ATKINS. NO THANK YOU.

NO, THANK YOU, MR. GRAYSON.

YEAH. I'M JUST GOING TO LOOK DOWN THIS LANE SO I DON'T HAVE TO CALL EACH NAME.

NO QUESTIONS OVER HERE AT THIS END.

VERY GOOD. THANK YOU SO MUCH.

YOU HAVE A MINUTE AND A HALF TO TWO MINUTES.

WHATEVER YOU THINK YOU NEED TO.

WELL, CLOSE OUT.

I HOPE IT'S COME ACROSS THAT I'M VERY PASSIONATE ABOUT THIS AND BELIEVE THAT THAT THE DFW AIRPORT IS ONE OF OUR MOST IMPORTANT ASSETS, THAT WE NOT ONLY NEED TO TO GUARD, BUT TO, AS COUNCIL MEMBER RIDLEY HAS ALLUDED, TO, ENSURE THAT WE'RE CONSTANTLY STRIVING NOT JUST TO BE BETTER, BUT TO BE THE BEST.

AND I WOULD ENSURE YOU THAT IF GIVEN THIS OPPORTUNITY, I WOULD TAKE THAT AS MY CHARGE FROM THIS COUNCIL TO TO DO EXACTLY THAT AND TO GIVE IT MY BEST EFFORT TO TO ENSURE THAT, AGAIN, I BELIEVE THAT I'VE GOT A UNIQUE EXPERIENCE LEVEL WITH THE LEVEL OF TRAVEL THAT I HAVE DONE AROUND THE WORLD TO UNDERSTAND WHAT IT WILL TAKE.

I GUESS THAT I MENTIONED IT IN MY OPENING.

I DO HAVE A REASONABLY GOOD RELATIONSHIP WITH THE LEADERSHIP AT DFW, AND BELIEVE THAT I COULD COULD WORK VERY, VERY EFFECTIVELY WITH THEM AS WELL.

[01:10:06]

VERY GOOD. AND THANK YOU SO MUCH.

AND SO YOU'RE FREE TO LEAVE.

YOU CAN GO HAVE LUNCH, WHATEVER.

WE HAVE LUNCH BACK THERE. BUT JUST SO YOU KNOW, THE PROCESS IS THIS BODY, THE ACTUAL MEMBERS WILL HAVE A DISCUSSION AND THEY'LL EITHER MAKE A RECOMMENDATION, NO RECOMMENDATION THAT WHATEVER THEY DECIDE TO DO.

AND THEN THAT GOES FORWARD TO THE COUNCIL AND THEN BUT THE FULL COUNCIL MAKES THE DECISION AND THAT'LL BE ON THE 13TH.

WELL, THANK YOU SO MUCH FOR THIS OPPORTUNITY.

THANK YOU FOR ALL THAT THAT YOU ALL DO FOR OUR GREAT CITY.

AND THANK YOU FOR BEING WILLING TO BE NOMINATED TO SERVE OUR CITY.

THANK YOU. WE APPRECIATE IT. THANK YOU.

AND OUR NEXT PERSON, IF ANYBODY WANTS TO GO GRAB LUNCH AND COME BACK, YOU'RE GOOD.

THE NEXT NOMINEE IS GOING TO BE VIRTUAL.

SO YOU MAY NOT FEEL SO BAD EATING WHILE THEY'RE STARING AT YOU.

SO I THINK WE HAVE MR. HALL ON BOARD MEMBER HALL.

YES, SIR. IF YOU CAN TURN ON YOUR.

WE HAVE TO WE HAVE TO HAVE YOUR VIDEO ON.

UNFORTUNATELY. OKAY.

SORRY. THERE YOU GO.

SHOULD BE STARTING NOW.

I JUST KEEP. THERE YOU GO.

GOOD TO SEE YOU. SO JUST BE CAREFUL DRIVING.

JUST SO YOU KNOW, WHAT'LL HAPPEN IS YOU'RE GOING TO GET, YOU KNOW, TAKE A TWO, TWO, TWO, 2.5 MINUTES TO DO AN OPENING STATEMENT, AND THEN I KNOW YOU'RE NOT IN HERE, BUT WE'LL GO ROUND ROBIN STYLE. SO EACH COUNCIL MEMBER THAT'S IN IN THE CHAMBER WILL ASK ONE QUESTION AND ANSWER IT.

THAT'LL BE THE NEXT COUNCIL MEMBER.

AND WE'LL JUST KEEP GOING UNTIL WE'RE DONE.

WE'RE DONE WITH QUESTIONS OR WE RUN OUT OF TIME, WHICHEVER HITS FIRST, AND THEN WE'LL GIVE YOU A MINUTE AND A HALF, TWO MINUTES TO CLOSE.

SURE. ALL RIGHT. VERY GOOD.

SO IT'S YOURS TO OPEN.

OKAY. THANKS. AND I APPRECIATE THE OPPORTUNITY TO INTERVIEW FOR THIS POSITION AGAIN, SINCE I WAS ELECTED TO THIS POSITION BY THE COUNCIL ABOUT A YEAR AND A HALF AGO, IT HAS BEEN VERY, VERY ENRICHING AND REWARDING.

ONE PLEASE FORGIVE MY ABSENCE TODAY.

I ACTUALLY HAD A CLOSE FAMILY MEMBER WHO HAD A FUNERAL TODAY, AND I'M ACTUALLY SITTING IN THE PARKING LOT, BUT IT WAS ONE OF THOSE THINGS WHERE I WAS GLAD THAT I WAS ABLE TO WORK THIS OUT. OVER THE LAST YEAR AND A HALF ON THE DALLAS FORT WORTH AIRPORT BOARD, I FOUND IT TO BE PROBABLY ONE OF THE MOST REWARDING EXPERIENCES, PRINCIPALLY BECAUSE THE THE STAFF AND THE AIRPORT ARE SO FAR ADVANCED FROM MY MANAGERIAL AND A PERFORMANCE STANDARD. AS SOMEONE WHO CAME FROM AT&T AND LIVED IN IN KIND OF A CORPORATE HIERARCHY AND, AND MANAGEMENT AND KIND OF MADE MY, MY, MY BED THERE, I APPRECIATE LARGE, WELL-RUN ORGANIZATIONS.

AND I CAN TELL YOU THAT THE DFW AIRPORT IS NO LESS THAN THAT.

I SERVE ON THE FINANCE, AUDIT AND COMMITTEE AND ON THE RETIREMENT COMMITTEE.

AND THE ONE THING I CAN TELL YOU IS THAT ALL OF MY PEERS WILL TELL YOU THAT I'VE GAINED THEIR RESPECT, NOT BECAUSE OF MY MY POSTURE, BUT BECAUSE I READ AND I STUDY.

AND I'M VERY REFLECTIVE ABOUT EVERYTHING THAT GOES ON FROM FROM AIRPLANES COMING IN AND OUT TO HOW WELL THE EMPLOYEES ARE BEING TREATED IN EVERY ASPECT OF THE BUSINESS.

ONE OF THE THINGS THAT WE HAVE GOING FOR US IS THAT EVEN THOUGH WE'RE ONE OF THE BEST ORGANIZATIONS IN THE COUNTRY WHEN IT COMES TO AIRPORT IN THE WORLD, ACTUALLY WE ARE WE'RE VERY GOOD BECAUSE I BELIEVE BECAUSE WE HAVE AN INNOVATION DEPARTMENT THAT DOES NOTHING BUT STUDY WHAT THE FUTURE LOOKS LIKE.

I JUST CAME BACK FROM CALIFORNIA LOOKING AT SOME AUTONOMOUS VEHICLES AND HOW THEY'RE GOING TO MAKE AND SHAPE THE AIRPORT FOR THE NEXT 10 TO 15 YEARS TO COME, MAYBE EVEN LONGER THAN THAT.

WE'RE LOOKING AT MAKING SURE WE KEEP IT GREEN.

WE'RE FAR ADVANCED IN THAT WE RECEIVE AWARDS IN IT.

WE WE WORK WITH CONCESSIONAIRES.

WE WORK WITH THE OPERATIONS COMMITTEE.

EVERYBODY TALKS ABOUT THE THE BIG INVESTMENT THAT WE HAVE IN CREATING OR BUILDING TERMINAL F, BUT THE THE REAL EXCITING PART OF THAT IS THIS GOING TO BE BUILT WHILE THE OPERATIONAL IS FULLY FUNCTIONAL, AND THAT THAT IN ITSELF HAS TAKEN A WHOLE LOT OF, A WHOLE LOT OF WORK FROM ALL THE PEOPLE THAT WE HAVE.

SO EVERYTHING THAT I'VE SEEN ON THAT BOARD IS THAT IT'S VERY DELIBERATE.

IT'S VERY WELL PLACED.

IT'S THE CHAIRMAN IS, IS, IS THE CEO IS VERY GOOD, VERY GOOD LEADER.

LIKE I SAID, THE PEOPLE THAT WE HAVE ON THAT BOARD RIGHT NOW ARE TOP NOTCH.

WE'VE LOST A LITTLE BIT OF EXPERIENCE.

AND I CAN TELL YOU THAT THAT YEAR AND A HALF THAT I'VE BEEN THERE HAS BEEN VALUABLE BECAUSE I'VE BEEN ON A LOT OF BOARDS BEFORE.

[01:15:04]

BUT ANYBODY WHO HAS WILL TELL YOU THAT EACH BOARD OVERSIGHT POSITION THAT YOU GET HAS A DIFFERENT NICHE.

I ALSO SERVE ON THE PARKLAND BOARD AS ONE OF THEIR BOARD OF MANAGERS, AND IT'S A COMPLETELY DIFFERENT ANIMAL.

I SERVE ON THE FINANCE AND AUDIT COMMITTEE THERE.

IT'S A COMPLETELY DIFFERENT ANIMAL.

SO I WOULD SAY THAT I HOPE THAT THE THE INVESTMENT THAT YOU MADE IN ME BEING ON THIS BOARD THE LAST YEAR AND A HALF, FILLING AN UNEXPIRED TERM, WILL CULMINATE IN ME BEING REPLACED TO THE BOARD, AND I LOOK FORWARD TO SERVING YOU IF THAT WOULD BE YOUR DECISION.

THANK YOU SO MUCH, BOARD MEMBER.

AND WE'RE GOING TO START AT THE LEFT END THIS TIME.

AND SO IT'LL BE COUNCIL MEMBER BAZALDUA.

THAT'S GOING TO BE ASKING THE FIRST QUESTION.

GOOD AFTERNOON VINCENT, HOW ARE YOU? GOOD AFTERNOON. HOW ARE YOU DOING? WELL, THANK YOU FOR YOUR SERVICE SO FAR AND EVEN IN YOUR PROFESSIONAL CAPACITY.

THANK YOU FOR YOUR SERVICE TO TO OUR COUNTY AND THE RESIDENTS.

I WOULD LIKE TO ASK ABOUT LIVABLE WAGES SPECIFICALLY.

IT'S SOMETHING THAT I'VE ASKED AND TALKED TO YOU ABOUT IN THE PAST.

YOU ALL HAVE HAVE TAKEN THAT VERY SERIOUS AND MADE ACTIONS SINCE THEN THAT I REALLY APPRECIATE.

BUT NOW THERE IS A DISPARITY GAP BETWEEN THE EMPLOYEES THAT ARE OUR CONTRACT EMPLOYEES VERSUS THAT OF THE AIRPORT.

AND, YOU KNOW, OFTEN TIMES WHEN THERE ARE THOSE DISPARITIES, I THINK THAT IT IT SHINES THROUGH IN THE PASSENGER EXPERIENCE.

AND SO I'M CURIOUS TO HEAR FROM YOU ON HOW MUCH OF A PRIORITY AND WHY YOU BELIEVE, IF YOU DO IT NECESSARY TO.

CLOSE IN THOSE GAPS AND MAKE SURE THAT OUR VENDORS ARE PAYING LIVABLE WAGES JUST AS MUCH AS THE AIRPORT IS REQUIRED TO DO.

THANK YOU. COUNCILMAN BAZALDUA.

YOU KNOW, IT'S FIRST AND FOREMOST THAT'S.

THAT IS MY BAILIWICK.

I CAME FROM WHEN I WAS WORKING FOR SOUTHWEST AT&T.

I WAS IN COMMUNICATIONS WORKERS OF AMERICA.

I WAS A CHIEF STEWARD AND DID A WHOLE LOT OF NEGOTIATIONS.

SO THAT'S THAT'S ONE OF MY MY FAVORITE ISSUES TO DEAL WITH.

I CAN TELL YOU THAT ESPECIALLY MYSELF AND BOARD MEMBER KETONIA, ON EVERY OCCASION, WE BRING IT UP TO MAKE SURE THAT IT IS KNOWN THAT WE WANT TO MAKE SURE THAT EVERY EMPLOYEE IS PAID A LIVABLE WAGE.

I THINK A LOT OF IT'S BEEN COMPLICATED BECAUSE OVER THE LAST COUPLE OF YEARS, WITH THE WITH WITH THE CHANGES IN WAGES THAT, OF COURSE, WE THOUGHT COULD ONLY HAVE COME THROUGH THROUGH GOVERNMENT EDICT AND MINIMUM WAGE HAS COME BECAUSE OF WHAT THE CLIMATE IS.

AND BY THAT, I GIVE AN EXAMPLE.

WE FINALLY GOT TO A LIVABLE WAGE FLOOR, EVEN AT DALLAS COUNTY.

SO WE KEEP PUSHING TOWARD THAT WITH SOME OF THE VENDORS, WITH SOME OF THE CONTRACTORS.

IT'S NOT THAT BIG AN ISSUE, BUT THERE ARE STILL SOME AREAS THAT WE HAVE TO GO ON AND WHERE WE CAN'T FORCE ANY CONTRACTOR, I GUESS, TO PAY A LIVABLE WAGE. WE DO MAKE SURE THAT THEY UNDERSTAND THAT IT'S PART OF THE IT SHOULD.

WE WANT IT TO BE PART OF THE AGREEMENT THAT EVERYBODY WHO COMES TO THAT AIRPORT CAN LIVE DECENTLY AND HAVE A WAGE THAT THEY CAN TAKE HOME, AND AT LEAST TRY TO LIVE IN SOME KIND OF COMFORT.

SO FOR ME, IT'S IT'S MAJOR BECAUSE IT'S PART OF WHAT I'VE ALWAYS DONE.

THERE WAS A BIG THERE'S BEEN A BIG ISSUE ABOUT THE TAXI DRIVERS THAT ENDED UP BEING A BIG ISSUE BECAUSE AUTOMATION IS STARTING TO FORCE THEM OUT.

AND SO WHAT THEY THEY CAME TO ME AND I WORKED ON THAT ISSUE.

I PUSHED BACK ON A LOT OF THINGS.

BUT WHAT WE HAVE TO DO IS WE HAVE TO CONTINUE BECAUSE THIS IS NOT GOING TO CHANGE.

A LIVABLE WAGE, I BELIEVE, IS GOING TO BE EXPANDING EVERY, EVERY YEAR FOR THE NEXT 3 OR 4 IN ORDER FOR US TO CATCH UP WITH INFLATION.

SO FOR ME, IT'S NOT JUST A TODAY ISSUE.

IT'S AN ISSUE THAT I'M GOING TO BE BARKING AND BEGGING ABOUT FOR THE FORESEEABLE FUTURE.

THANK YOU SO MUCH FOR YOUR COMMITMENT ON THAT.

THANK YOU, MISTER CHAIR. THANK YOU.

AND THANK YOU FOR SERVING ON THE DFW BOARD.

THIS IS PAULA BLACKMON.

I DON'T SERVE ON THE COMMITTEE, BUT I AM A GUEST, SO I'M ASKING THE SAME QUESTION THAT I'VE ASKED TO.

EVERY NOMINEE IS GIVEN A TWO YEAR RENEWAL OF YOUR POSITION.

WHAT DO YOU WANT TO WORK ON MOVING FORWARD IN YOUR NEXT TWO YEARS? YOU KNOW, I'M REAL EXCITED.

THANK YOU. COUNCILWOMAN BLACKMON.

I'M REAL EXCITED ABOUT THE ADVENT OF THE NEW TERMINAL AND ALL THE, THE, THE, THE EXPANSION THAT'S GOING TO MAKE, YOU KNOW, WHEN YOU LOOK AT THE FACT THAT DFW AIRPORT IS THE BIGGEST ECONOMIC GENERATOR.

[01:20:04]

I PUT A LOT OF PRIDE IN THE FACT THAT I'M HELPING PEOPLE.

I MIGHT NOT EVER MEET BY TRYING TO MAKE SURE THAT THAT AIRPORT GOES FORWARD AND DOES IT IN GOOD STEAD.

SO FOR ME, IT'S JUST A CONTINUATION.

I'VE JUST GOT MY FEET WET.

I'M STARTING TO UNDERSTAND SOME OF THE LINGO.

OF COURSE, EVERY EVERY OCCUPATION, EVERY DISCIPLINE HAS ITS OWN ACRONYMS. IT TOOK ME A YEAR TO FIGURE OUT WHAT THEY WERE TALKING ABOUT HALF THE TIME, BUT NOW THAT I'VE GOTTEN THERE, I'M LOOKING REALLY LOOKING FORWARD TO WORKING WITH THE TEAM THAT WE HAVE, WORKING WITH OUR CEO AND THE PROFESSIONALS AROUND HIM, AND JUST TRYING TO MAKE DFW.

I JUST I WANT DFW TO TO REMAIN AS NUMBER ONE ACROSS THE THE NATION AND INTERNATIONALLY.

THANK YOU. THANK YOU.

MISTER HALL. THIS IS COUNCIL MEMBER KATHY STEWART.

I DON'T BELIEVE WE'VE HAD THE PRIVILEGE OF MEETING YET, BUT I'M YOUR NEXT PERSON TO GIVE YOU A HOPEFULLY NOT TOO TOUGH QUESTION.

SO SINCE I DON'T KNOW YOU WELL, CAN YOU HELP ME UNDERSTAND YOUR YOUR GIFTS AND TALENTS OR WHAT MIGHT UNIQUELY QUALIFY YOU TO SERVE IN A REGIONAL CAPACITY? IT SOUNDS LIKE YOU'RE ALREADY DOING SOME WORK AT THE COUNTY.

YOU MENTIONED THE PARKLAND BOARD.

SO IF YOU COULD JUST HELP US UNDERSTAND YOUR REGIONAL PERSPECTIVE.

OKAY, I WAS.

THANK YOU. COUNCILWOMAN STEWART I WAS BORN AND RAISED IN DALLAS.

I'M A LIFELONG RESIDENT.

I'VE BEEN I'VE BEEN ACTIVE IN CIVICS AND SOME SORT OF BOARD RELATIONSHIPS FOR THE BULK OF MY CAREER. BACK, BACK WHEN I WAS COMING THROUGH SOUTHWESTERN BELL, YOU REALLY IT WAS REALLY HARD TO BECOME A MANAGER UNLESS YOU HAD SOME OUTSIDE TENTACLES.

SO I'VE BEEN ON THE BOARD OF BIG BROTHERS BIG SISTERS.

I WAS THE CHAIRMAN OF THE DALLAS TELCO FEDERAL CREDIT UNION FOR ABOUT 10 TO 15 YEARS, VERY ACTIVE IN THE COMMUNICATION WORKERS OF AMERICA.

I WORKED ON THE SUPERCOLLIDER SUPERCONDUCTOR DEVELOPMENT BOARD, PROBABLY ABOUT 15 OR 20 DIFFERENT BOARDS.

SO I'VE BEEN A PART OF THIS COMMUNITY.

I KNOW DALLAS PROBABLY BETTER THAN MOST PEOPLE.

ONE OF THE THINGS THAT THAT CAME UP WHEN I CAME ON TO THE PARKLAND BOARD WAS I MIGHT BE ONE OF THE FEW OR THE FIRST PEOPLE WHO EVER SERVED ON THAT BOARD WHO WAS ACTUALLY BORN IN PARKLAND HOSPITAL.

SO MY FOR ME, DALLAS IS SUPREME.

I KNOW IT, EVERY ASPECT OF IT, EVERY AREA OF IT.

AND AND I BET I'VE BEEN FORTUNATE ENOUGH TO HAVE ENOUGH MANAGEMENT EXPERIENCE AND BOARD EXPERIENCE TO BE ABLE TO TO TACKLE THE ISSUES THAT COME FORWARD US.

THANK YOU. THANK YOU MA'AM.

HI, MR. HALL, I'M JAYNIE SCHULTZ, AND I JUST.

HELLO. HELLO, SIR.

I JUST WANT TO TELL YOU HOW IMPRESSED I AM WITH HOW INCREDIBLY FAR YOU'VE COME.

I CAN'T IMAGINE THE LEARNING CURVE THAT ANY NEW BOARD MEMBER HAS.

AND HEARING YOU TALK ABOUT WHAT YOU'VE DONE AND WHAT YOU'VE LEARNED AND WHERE YOU WANT TO GO, IT'S VERY, VERY IMPRESSIVE.

AND I WANT TO SAY THANK YOU.

I DON'T HAVE ANY QUESTIONS.

THANK YOU, THANK YOU.

THANK YOU, COUNCILWOMAN SCHULTZ.

AND IT'S ALWAYS GOOD TO HEAR FROM A FELLOW RAIDER.

YOU KNOW, WE RULE THE WORLD.

YEAH. NO REAL WAY.

YOU DONE STARTED A RED RAIDER VERSUS RAIDER ARGUMENT, MR. HALL. MR. RESENDEZ, YOU HAVE THE FLOOR.

SPEAKING OF RAIDERS, THIS IS COUNCIL MEMBER RESENDEZ.

I DON'T HAVE ANY QUESTIONS, THOUGH.

I JUST WANT TO THANK YOU FOR YOUR SERVICE AND FOR YOUR WILLINGNESS TO CONTINUE TO SERVE IN THIS CAPACITY.

THANK YOU. THANK YOU SO MUCH.

COUNCIL MEMBER RESENDEZ, BOARD MEMBER.

THIS IS OMAR, AND I JUST WANTED TO SAY I COMPLETELY UNDERSTAND WHAT YOU MEANT WHEN YOU SAID LEARNING THE ACRONYMS AND THE LETTERS AND WHATNOT. I ONLY GO TO A FEW BOARD MEETINGS EVERY ONCE IN A WHILE, AND SOMETIMES I'M JUST SITTING THERE KIND OF STARING AROUND BECAUSE I'M LOST AS FAR AS YOU KNOW.

LIKE YOU SAID, THERE'S SO MANY DIFFERENT ACRONYMS AT THE AIRPORT, BUT YOU'VE CAUGHT ON, YOU KNOW WHAT YOU'RE TALKING ABOUT.

AND WHEN WE GAVE YOU THE POSITION, YOU SAID YOU WERE GOING TO LEARN.

YOU'RE GOING TO LEARN FAST AND YOU WOULD YOU WOULD BE UP TO SPEED BY THE TIME IT CAME TO TODAY AND YOU DID IT.

AND I'M PROUD OF YOU FOR THAT.

AND KEEP UP THE GOOD WORK ON THE LIVING WAGES.

THE ONE THING IS, IF WE CAN FIGURE OUT HOW TO WORK TOGETHER TO SEE IF WE CAN GET THE SOME TYPE OF AN INDEX TIED TO THE AIRPORT WAGES, SO THAT YOU DON'T HAVE TO BE GUESSING EVERY YEAR. RIGHT.

IT'S A IT'S MORE PREDICTABLE WITH THAT.

SO BUT THAT'S JUST THE NEXT PHASE ANYWAY.

SO THAT'S WHERE WE'RE GETTING AND YOU'VE HEARD THE OTHER WELL YOU'VE HEARD ONE TALK ABOUT CONTRACTORS AND YOU'RE ABOUT TO HEAR ANOTHER ONE.

[01:25:05]

SO BUT THAT'S IT.

THANK YOU. AND THANK YOU FOR JOINING US.

I KNOW THAT YOU HAD A DEATH IN YOUR FAMILY.

AND OUR CONDOLENCES.

MY CONDOLENCES, AND THANK YOU FOR STILL JOINING US, BECAUSE YOU COULD HAVE EASILY SAID I'LL CATCH Y'ALL ANOTHER TIME.

SO THANK YOU FOR THAT. THAT SHOWS YOUR COMMITMENT TO US, MR. GRACEY, VICE CHAIR.

MR. HALL, HOW ARE YOU? THIS IS AARON GRACEY.

HOW ARE YOU DOING, COUNSELOR? GRACE.

I'M GOOD. THANK YOU FOR YOUR SERVICES IN ALL OF YOUR CAPACITIES.

I REALLY DO APPRECIATE THAT.

AND AGAIN, I'LL JUST I'M NOT GOING TO PROLONG THE CONVERSATION, BUT JUST UNDERSTAND THAT THESE INTERVIEW QUESTIONS ABOUT LIVING WAGE IS WHILE IT'S AN INTERVIEW QUESTION, IT IS IT'S AN EXPECTATION THERE.

SO I'LL STOP THERE AND JUST LOOK FORWARD TO JOINING YOU IN THE EFFORT TO TO ENSURE THAT WE CAN MAKE THAT A EQUAL ACROSS ALL, ALL ASPECTS OF THE CONTRACTING SPACE.

THANK YOU SO MUCH. I LOOK FORWARD TO IT, SIR.

MAN. MR. ATKINS. YEAH. THANK YOU. VINCENT, THANK YOU FOR YOUR SERVICE.

I NOMINATE YOU BEFORE, AND I NOMINATE YOU AGAIN FOR THE DFW BOARD.

YOU KNOW, WHEN EVERYBODY TALKING ABOUT LIVING WAGE, I WANT YOU TO JUST KIND OF TALK ABOUT YOUR FAMILY AND YOUR HISTORY AND YOUR LEGACY WITH THE CWA SO PEOPLE DON'T UNDERSTAND THAT YOU GRASS ROOTS, YOU KNOW, STATE OF THE UNION STUFF IS SOMETHING YOU'VE BEEN DOING.

YOUR FAMILY BEEN DOING IT FOR MANY, MANY YEARS.

SO CAN YOU THROW SOME OF THAT EXPERIENCE OUT HOW YOU WILL USE THAT TOWARDS DFW? SURE. YOU KNOW YOU KNOW I HAVE THE AND COUNCILWOMAN SHERWOOD WILL SHE'LL GET THIS.

I HAVE THE UNIQUE POSITION OF BEING BORN IN DALLAS AT A TIME WHEN EVERYTHING WAS CHANGING.

MY FIRST MY FIRST FORAY INTO GOING TO A A DESEGREGATED SCHOOL, AN INTEGRATED SCHOOL, WAS WHEN I GOT TO SKYLINE.

BEFORE THEN, I'D ALWAYS GONE TO BLACK SCHOOLS, AND SO I SAW EVERYTHING THAT DALLAS WENT THROUGH IN THAT AND THAT THAT MADE ME UNDERSTAND HOW HOW SERIOUS POLICY IS.

AND SO I'VE ALWAYS HAD AN APPRECIATION FOR POLICY.

BUT OTHER THAN THAT, I MEAN, I'VE BEEN A PART OF THE UNION.

MY MY DAD WAS ONE OF THE FIRST BLACK MEN TO EVER BE A PART OF THE THE LOCAL TEAMSTERS UNION.

I RAISED MY CHILDREN IN THIS CITY, ALL OF THEM IN DALLAS PUBLIC SCHOOLS.

THEY WERE ALL OUTSTANDING STUDENTS.

I HAVE ONE THAT FOLLOWED ME AT AT&T.

I HAVE ONE THAT JUST GOT TENURE AT UNIVERSITY OF TEXAS AT ARLINGTON, AND I'VE GOT ONE THAT'S A SOPHOMORE AT VANDERBILT UNIVERSITY, AND SHE'LL BE COMING BACK. I GOT A FEELING SHE'LL BE COMING BACK TO COME TO UT SOUTHWESTERN TO WORK ON HER MED DEGREE.

BUT I THINK, I THINK I'VE ALWAYS WANTED TO MAKE SURE THAT I WAS ACTIVE SO THAT THEY UNDERSTAND HOW SERIOUS IT IS.

I'M NOT GOING TO BE ABLE TO LEAVE THEM A LOT OF MONEY.

I'M NOT GOING TO BE ABLE TO LEAVE THEM A LOT OF MATERIAL THINGS, BUT I WANT TO LEAVE THEM A LEGACY OF SERVICE.

THAT'S WHAT IT'S ABOUT.

ALL THE PEOPLE THAT I'VE SEEN IN DALLAS AND THAT I'M INDEBTED TO WERE THEY WERE SERVANTS OF THE PEOPLE.

AND THAT'S ALL I CAN EVER BE.

I'M I WON'T HAVE ANY ENTANGLEMENTS.

THEY WON'T HAVE TO CALL MY NAME TO TO WALK OUT WITH CONFLICTS.

I'M THERE TO SERVE.

THAT'S MY THAT'S MY WHOLE AND PURPOSE AND MY WHOLE INTENT.

SO I APPRECIATE THE FACT THAT I'M A HARD NUT TO CRACK AND A COUPLE OF MINUTES.

BUT HOPEFULLY IF YOU DON'T KNOW IF YOU TAKE ANYTHING ELSE AWAY.

I BELIEVE IN UNION.

I BELIEVE IN ORGANIZED LABOR, I BELIEVE IN FAIRNESS.

AND I GOT THREE DAUGHTERS THAT I WOULDN'T TRADE NOTHING FOR NOTHING.

COUNCILWOMAN MENDELSOHN. DO YOU HAVE ANY QUESTIONS? NO. WE JUST WANT TO SAY THANK YOU FOR YOUR SERVICE.

REALLY APPRECIATE IT.

THANK YOU. IS THERE ANYBODY.

THANK YOU FOR GIVING ME THE OPPORTUNITY.

VERY GOOD. ANYBODY ELSE WITH ANY QUESTIONS? ANY COUNCIL MEMBERS ON THIS SIDE? I SEE NONE HERE.

TO THE RIGHT. NONE.

BOARD MEMBER. YOU HAVE A MINUTE.

MINUTE AND A HALF TO CLOSE.

TWO MINUTES. WHATEVER YOU THINK YOU NEED TO CLOSE.

I KNOW YOU'RE GETTING READY TO GO TO A BOARD MEETING, SO.

OR A COMMITTEE MEETING SOON, SO.

BUT DO WHATEVER YOU YOU NEED TO DO TO CLOSE, AND THEN I'LL TELL YOU HOW THE REST IS GOING TO GO AND THEN WE'LL BE DONE.

OKAY. LET ME CLOSE BY SAYING THIS.

I LEARNED A LONG TIME AGO NOT TO STAND BETWEEN PEOPLE AND LUNCH.

AND SO I'M JUST HOPING THAT THE WORK I'VE DONE SO FAR WILL SPEAK FOR MY FUTURE POTENTIAL.

AND THANK YOU FOR THE OPPORTUNITY, BECAUSE IT'S BEEN A GREAT ONE AND I LOOK FORWARD TO SERVING AGAIN SHOULD YOU COME TO THAT DECISION.

VERY GOOD, AND THANK YOU SO MUCH.

AND WHAT WILL HAPPEN NEXT IS JUST LIKE LAST TIME, IF YOU REMEMBER FROM A YEAR AND A HALF AGO, THE THE COMMITTEE CAN EITHER MAKE A RECOMMENDATION, NO RECOMMENDATIONS, WHAT HAVE YOU. BUT AT THE END OF THE DAY, THE COUNCIL ON THE 13TH MAKES THE FINAL DECISION.

THE ACTUAL DECISION. SO ON THE 13TH IS WHEN WE'LL ACTUALLY DO THE ACTUAL VOTE FOR THESE THREE SPOTS.

[01:30:01]

AND THAT'S IT.

THANK YOU SO MUCH. AND AGAIN, THANK YOU FOR TAKING TIME OUT DURING YOUR FAMILY'S MORNING TIME TO TO JOIN US.

I REALLY APPRECIATE IT. SO THANK YOU.

THANK YOU GOD BLESS ALL OF YOU.

THANK YOU THANK YOU.

BYE BYE. SO, COLLEAGUES, IF YOU'RE ON THE COMMITTEE, UM, WE CAN EITHER HAVE MORE BUSINESS.

WE CANNOT HAVE MORE BUSINESS.

IT'S UP TO YOU ALL.

THERE CAN BE DISCUSSIONS ON WHAT YOU ALL WANT TO DO.

UM, THE FLOOR IS OPEN.

IF SOMEBODY WANTS TO MAKE A COMMENT OR SAY ANYTHING.

CHAIR COUNCIL MEMBER MENDELSOHN I MOVE TO SEND THIS TO THE FULL COUNCIL WITH NO RECOMMENDATION.

SAY IT AGAIN.

YOU CAN MOVE HER BACK. MOVE HER BACK.

I'M SORRY. COULD YOU REPEAT THAT? I'M SORRY, I DIDN'T HEAR.

THE MOTION WAS TO MOVE THIS FORWARD TO THE FULL COUNCIL WITH NO RECOMMENDATION.

OKAY. THERE'S A MOTION AND A SECOND.

I'D LIKE TO ACTUALLY SPEAK ON THAT.

YEAH, ABSOLUTELY. I WAS ABOUT TO SAY THAT THERE'S A DISCUSSION.

GO AHEAD. PLEASE. SO IT'S VERY CLEAR THAT WE HAVE ALL VERY HIGHLY QUALIFIED CANDIDATES.

WE HAVE THE MAJORITY OF THE COUNCIL HAS SAT IN ON THESE DISCUSSIONS.

MANY OF US KNOW ONE, IF NOT ALL OF THE CANDIDATES.

AND I FEEL LIKE IT'S REALLY NOT THE PLACE OF THE COMMITTEE AT THIS POINT, SINCE IT'S REALLY BECOME A FULL COUNCIL DISCUSSION, SORT OF THAT WE SHOULD JUST GO AHEAD AND SEND IT ON.

THANK YOU. ANY OTHER COMMENTS? A DOWNSIDE TO IT. I MEAN, SO WHAT'LL HAPPEN IS IF WE IF WE FORWARD IT WITH NO RECOMMENDATION, ALL FOR GO FORWARD.

I MEAN, THEY'D ALL GO FORWARD ANYWAY.

IT'S JUST THERE COULD BE RECOMMENDATIONS ON CERTAIN NAMES OR NOT.

THEY ALL GO FORWARD ANYWAY.

BUT IF WE DON'T HAVE A RECOMMENDATION, IT'S IT'S THE SAME THING.

SO WITHOUT A RECOMMENDATION, JUST CHANGE THE IT CHANGES THE WAY THE VOTING WILL HAPPEN ON ON THE DAY OF.

SO. BUT EITHER WAY, IT'S NOT THE SAME.

YES. I'M SORRY. COUNCILWOMAN STEWART.

THAT'S FINE. I THINK I AGREE, I KNOW I AGREE WITH WHAT COUNCIL MEMBER MENDELSOHN JUST SAID IN THAT WE HAVE SO MANY OF OUR COUNCIL MEMBERS HERE, BUT NOT ALL OF THEM.

AND SO IT'S AS IF WE'RE HAVING A COUNCIL DISCUSSION, BUT NOT WITH EVERYONE.

AND I THINK WE SHOULD PROBABLY WAIT.

AND THAT WOULD BE MORE FAIR TO DO IT WHEN WE'RE ACTUALLY ALL TOGETHER.

AND THERE'S NON-COMMITTEE MEMBERS HERE.

DO YOU MEAN YOU'LL SIT HERE? SO I'M. I DON'T MIND IF Y'ALL WANT TO SAY ANYTHING.

SO, MR. BAZALDUA. YEAH.

THANK YOU. I DON'T KNOW NECESSARILY THAT I AGREE WITH MAKING IT BE WHAT I WOULD CONSIDER MORE MESSY OF A PROCESS.

I THINK THAT THAT'S THE REASON FOR VETTING IT AT A COMMITTEE LEVEL, AND WE ALL HAVE THE OPPORTUNITY TO ATTEND ANY COMMITTEE THAT WE'RE NOT ON, WHICH IS WHY I MADE IT A PRIORITY TO BE A PART OF THIS DISCUSSION.

SO IT WASN'T TO TO BYPASS ANY OPPORTUNITY FOR THE FULL BODY TO TAKE UP.

BUT I THINK THAT I THINK THAT SENDING IT WITH NO RECOMMENDATION IS GOING TO CAUSE FOR A MUCH LENGTHIER PROCESS THAT COULD ALSO NOT BE AS CLEAN WHEN THERE WAS CLEARLY A VETTING OPPORTUNITY AT THE COMMITTEE LEVEL BEFORE BEING SENT TO THE COMMISSION. I MEAN, TO THE FULL COUNCIL.

SO, I MEAN, I AS YOU SAID, I'M NOT A MEMBER AND CANNOT VOTE ON THE MOTION PER SE.

HOWEVER, I DO BELIEVE THAT THERE'S A REASON THAT THESE PROCESSES WERE PUT IN PLACE AND MAYBE CHAIR COULD SPEAK TO HISTORICALLY HOW WE HAVE GONE ABOUT THESE EVERY SINGLE YEAR THAT WE'VE BEEN ON THE COUNCIL.

SO GREAT QUESTION.

AND SO WHAT I WILL SAY IS SINCE I'VE BEEN CHAIR, UM, WHETHER IT'S DART OR DFW AIRPORT, THIS BODY HAS MADE A RECOMMENDATION.

BUT THERE HAVE BEEN IN THE PAST WHERE THIS BODY HAS NOT.

BEFORE I WAS CHAIR THAT HAS NOT MADE A RECOMMENDATION.

THEY JUST SENT ALL THE NAMES FORWARD BECAUSE THEY WERE ALL GOOD, AND THEY DIDN'T WANT TO TRY TO SWAY THE COUNCIL BY HAVING A RECOMMENDATION.

SO I MEAN, AT THE END OF THE DAY, EVEN IF THERE WAS A RECOMMENDATION, SOMEBODY COULD MAKE A MOTION ON THE FLOOR TO, TO VOTE A DIFFERENT, YOU KNOW, TO, YOU KNOW, A SUBSTITUTE MOTION OR WHAT HAVE YOU. SO I MEAN, IT'S HALF A DOZEN ONE, HALF A DOZEN THE OTHER.

SO I'M BUT YOU ARE RIGHT, IT MAKES IT A LITTLE CLEANER WITH THE RECOMMENDATION.

BUT WITHOUT IT, IT'S IT'S STILL ABOUT THE SAME.

IT'S, IT'S MAYBE A LITTLE BIT OF DIRT, SO, BUT NOT SO HARD.

SO IT'S JUST THOSE OF YOU WHO NOMINATED ARE GOING TO HAVE TO DO A LITTLE BIT MORE WORK AND MAKE SURE YOUR NOMINEES DO THEIR HOMEWORK TO MEET WITH THE OTHER COUNCIL MEMBERS IF THAT DIDN'T SHOW UP OR DIDN'T COME.

SO BUT I MEAN, THAT'S UP TO THE NOMINEES, RIGHT? IF THEY WANT TO LOBBY OR NOT FOR THEMSELVES.

SO I DON'T HAVE AN ISSUE EITHER WAY.

BECAUSE, I MEAN, IT SOUNDS LIKE THE CONSENSUS IS ALREADY THERE.

SO ARE THERE ANY MORE COMMENTS? NOPE. OKAY. ALL THOSE IN FAVOR OF THE NOMINATION OF THE.

MOVING ALL FOUR FORWARD WITH NO RECOMMENDATIONS.

[01:35:03]

SIGNIFY BY SAYING AYE.

ALL THOSE OPPOSED SIGNIFY BY SAYING NO.

THE AYES HAVE IT. THE MOTION CARRIES.

ALL FOUR ARE MOVING FORWARD WITH NO RECOMMENDATION.

AND WE WILL HAVE A VOTE ON THE 13TH.

AND WITH THAT, THE TIME IS NOW 12:39 P.M.

AND I CALL TO CLOSE THE SPECIAL CALLED MEETING OF THE TRANSPORTATION AND INFRASTRUCTURE COMMITTEE FOR THE CITY OF DALLAS.

AND AT 1:00, WE WILL HAVE ANOTHER TRANSPORTATION AND INFRASTRUCTURE MEETING SOON.

SO YOU'LL HAVE 20 MINUTES TO EAT, DRINK, DO WHATEVER YOU NEED TO DO AND LET'S GET GOING.

YEAH, IT'S THE HOLIDAY SEASON SO YOU CAN BE MERRY AND BRIGHT AND ALL THAT GOOD STUFF.

SO THANK YOU EVERYBODY.
