UM, AS STATED, I'M PRESENTING THE FY 2223 ANNUAL COURT FOR THE VICTORY MEDICAL TIP DISTRICT.
AND UPON APPROVAL TODAY, UH, BY THE BOARD, UM, THIS WILL GO IN FRONT OF COUNCIL, UM, IN FEBRUARY, ALONG WITH THE OTHER ANNUAL REPORTS FOR THE CITY'S, UH, ADDITIONAL TIP DISTRICTS.
SO WE HAVE COME TO, UH, ANOTHER YEAR, THE COMPLETED ANOTHER YEAR OF THE TIP'S EXISTENCE SINCE TAKING EFFECT IN 2006.

UM, AND WE'RE ONE YEAR CLOSER TO THE SUNSET DATE WHERE THE TIP DISTRICTS WILL BE TERMINATED AT THE END OF 2027.THERE ARE, THERE HAVE BEEN NO PROJECTS, NO WITHIN THE DISTRICT'S BOUNDARIES THIS PAST YEAR.
UH, HOWEVER, I AM HAPPY TO ANNOUNCE THAT THE HALF PRICE BOOKS, UH, NEXT USE PROJECT PHASE TWO, UM, WHICH SHOULD INCLUDE THIS OFFICE BUILDING ON THE RIGHT, UM, HAS RECENTLY COMPLETED THE CONSTRUCTION OF THE RETAIL SPACE.
UM, THIS IS KINDA ABUTTING THE REI BEHIND THE STARBUCKS.
UM, AND THE SPACE APPEARS TO HAVE RECENTLY OPENED, UH, AS A RESTAURANT, UM, STEAKY YARD, UH, IF ANYONE'S BEEN ABLE TO, TO GO BUY THE, UM, MOVING DOWN TO OUR VALUE AND INCREMENT SUMMARY, UH, THE TAXABLE VALUE OF THE DISTRICT FOR 2023 CAME IN AT 654 MILLION.
UM, THIS IS ALMOST A 300% INCREASE FROM OUR BASE YEAR IN 2005, AND THIS WAS UP BY 4.2%, UH, FROM THE PREVIOUS YEAR.
AND THEN WITH PARTICIPATION FROM THE CITY AS WELL AS DALLAS COUNTY, WE'RE LOOKING AT 3,454,000, UH, $747 FOR OUR 2024 COLLECTION.
UH, MOVING ALONG TO OUR SUCCESS INDICATORS, UH, WHICH REMAIN THE SAME THANKS TO, UH, THE SHOPS AT PARK LANE.
ALL STAFF IS ALSO CONTINUING TO SUPPORT INITIATIVES FOR THE FIVE POINT AREA, UM, AS WELL AS THE PARK LANE, UH, DAR STATION.
AND THEN I CAN, I'LL PAUSE BRIEFLY HERE AT THE DISTRICT'S BUDGET.
UM, THE FINAL DOLLAR AMOUNT, UH, FOR THE ALLOCATED AND SPENT ADMINISTRATION, UH, EXPENSES WILL BE UPDATED BEFORE IT GOES TO COUNCIL.
UH, AND THEN I'LL ALSO LIKE TO MENTION THAT ANY KIND OF GRAMMATICAL OR MINOR CHANGES, UH, WILL BE NEEDED BEFORE IT GOES TO COUNCIL IN FEBRUARY.
UM, BUT IF ANYTHING SIGNIFICANT CHANGES, I WILL, UH, BE MORE THAN SURE TO INFORM THE COURT.
AND THEN HERE IS KIND OF OUR, OUR BIG, UH, DISCUSSION TOPIC FOR TODAY IS OUR FY 20 23, 20 24 WORK PROGRAM.
UM, THE NEW ADDITION IS THAT LAST BULLET POINT.
UH, SO IT STATES THAT THE DISTRICTS WILL EXAMINE POTENTIAL DISTRICT WIDE IMPROVEMENTS THAT COULD PROVIDE IMPACTFUL CLOSEOUT TO THE DISTRICT.
UH, SO FOR CONTEXT, UM, AS WE DRAW CLOSER TO THE END OF 2027, WE'RE ALSO NEARING THE FULL REPAYMENT OF THE SHOPS AT PARK LANE DEVELOPMENT.
UH, WHICH, IF YOU ALLOW ME TO JUMP AHEAD REALLY QUICKLY, UM, THE OUTSTANDING BALANCE FOR THE SHOPS AT PARK LANE IS 4.2 MILLION IS
UH, OR ALTERNATIVELY, IF WE HAVE TO GO INTO 2025 THERE, THERE WILL ONLY BE A SMALL REMAINING BALANCE LEFT.
UM, SO WHAT THAT MEANS IS WE CAN FINALLY BEGIN COLLECTING INCREMENT TO USE TOWARDS OTHER PROJECTS THAN THE SHOPS THAT
SO THAT'S VERY, THAT'S VERY EXCITING.
UM, AND ROUGHLY ESTIMATING THAT WILL KIND OF LEAVE US IN THE RANGE OF 10 TO $12 MILLION, UH, BY THE END OF 2027, WHICH CAN BE USED FOR, FOR OTHER PROJECTS.
UH, I'LL GO RIGHT BACK TO THE WORK PROGRAM.
UM, SO OUR PLAN THIS YEAR IS TO BEGIN IDENTIFYING POTENTIAL PROJECTS THAT THE DISTRICT CAN ASSIST WITH, WITH THOSE REMAINING DOLLARS BY 2027.
UH, THIS COULD POTENTIALLY INCLUDE PRIVATE DEVELOPMENT OR INFRASTRUCTURE PROJECTS AS IDENTIFIED BY THEIR ENTITIES.
UH, ONE OF THESE IS THE MIDTOWN IMPROVEMENT DISTRICTS, THAT IS THE AREA'S PIT.
UH, AND THEY'VE RECENTLY RELEASED THEIR FINALIZED MOBILITY STUDY.
UM, OR THIS COULD COME FROM THE COUNCIL OF GOVERNMENT'S, BAKER MEADOW, UH, STATION AREA PLAN, UH, FROM 2021.
SO THE, THE CAVEAT TO THIS THOUGH IS, UM, ESPECIALLY FOR THE MIDTOWN IMPROVEMENT DISTRICTS, THEIR NEEDS FOR FUNDING AND SOME OF THE PROJECTS THAT THEY HAVE IDENTIFIED MAY CHANGE, UH, DEPENDING ON HOW THE CITY'S BOND PROGRAM KIND OF SHAPES OUT.
UM, WE MIGHT NOT REALLY KNOW UNTIL FEBRUARY, UH, AT THE EARLIEST, UM, BUT IT COULD, UM, EXTEND FURTHER INTO THE YEAR.
UH, BUT WITH ALL OF THAT SAID, I, I DO PERCEIVE THE BOARD MEETING AT LEAST ONCE BEFORE NEXT DECEMBER.
I KNOW WE'VE KIND OF GOTTEN USED TO JUST ONCE A YEAR SEEING EACH OTHER, UM, BUT WE MIGHT,
