UM, ALSO BEFORE I, I GET STARTED HERE, UH, WE HAVE TWO PRESENTATIONS FOR TO TONIGHT.
ONE WILL BE A BRIEF OVERVIEW OF A PROCESS GOING FORWARD, AND THEN WE HAVE OUR OFFICE OF HOMELESS SOLUTIONS AND ALL THAT.

BUT BEFORE I GET STARTED, I ALSO WANNA SAY, UH, WELCOME TO SOME OF OUR CITY STAFF.
OF COURSE, WE HAVE, UH, WANDA MORELAND FROM THE OFFICE OF HOMELESS SOLUTIONS, WHO WILL BE PROVIDING A PRESENTATION SHORTLY AFTER, UH, ME, BUT ALSO WE HAVE MS. DINA OWENS FROM, OH, A NEW PERSON THAT WILL BE WORKING WITH JUSTICE ON OUR, UH, COMMUNITY OUTREACH AND ENGAGEMENT FOR OUR JANUARY MEETINGS.
I ALSO, UM, WANT TO INTRODUCE TO YOU SHAYNA TONY, WHO IS NOW OUR NEW, UH, PROGRAM MANAGER WHO WILL BE ASCENDING AND, UH, WORKING WITH JUSTICE, UM, TRAINING UNDER HER.
SHE'S OUR NEW MANAGER AND WE WANNA WELCOME HER.
AND THEN JUSTICE WAS TELLING ME WE HAVE, UH, CITY ATTORNEY, UM, VERONICA, THAT IS OUR CITY ATTORNEY ASSIGNED TO THIS GROUP.
SO GLAD TO SEE EVERYONE IN PERSON.
SO, AS I SHARED, UH, MY PRESENTATION WILL BE VERY BRIEF.
UM, WE ARE ABOUT TO START OUR COMMUNITY DEVELOPMENT BLOCK GRANT, CBBG EXTENSIONS AND REPROGRAMMING PROCESS.
SO WHAT I WANTED TO DO TONIGHT IS TO KIND OF SHARE JUST AN OVERVIEW OF WHAT THAT PROCESS IS AND WHAT IT'S ABOUT.
THIS PROCESS IS, IS LED BY OUR FINANCIAL MONITORING AND OVERSIGHT COMMITTEE.
AND THEY WILL BE SETTING A MEETING TONIGHT BY, HOWEVER, YOU GUYS ARE ALWAYS WELCOME TO THAT MEETING.
AND, UM, SO I WANTED TO TELL YOU WHAT THAT'S ABOUT.
AND IF YOU WOULD LIKE TO ATTEND, YOU WILL BE INFORMED ABOUT WHAT'S GOING ON.

UH, STAFF WILL BE SENDING OUT THE SPREADSHEET, UM, WITH THOSE PROJECTS.SO YOU DO KNOW, EACH MONTH WE TRY TO SEND OUT, UH, YOU RECEIVE THE FINANCIAL STATUS REPORT, AND THAT'S ALL OF OUR CDBG FUNDS AND WHAT, UH, THEIR STATUS, THOSE FUNDS THAT ARE ENCUMBERED AND SPENT ON A MONTHLY BASIS.
THAT IS OUR OVERSIGHT TOOL FOR OUR PROJECTS.
SO WITH THAT, THE TIMELY EXPENDITURE POLICY ON SLIDE FOUR, THERE ARE TWO TESTS.
ONE IS CONDUCTED PER THE REGULATIONS BY HUD, AND THE OTHER IS THE CITY COUNCIL POLICY, UH, VIA COUNCIL RE AS DIRECTED BY THEIR RESOLUTION FOR OUR HUD REQUIREMENTS, HUD REQUIRES THAT CDBG FUNDS BE SPENT IN A TIMELY MANNER WHEN THERE IS NO MORE THAN ONE POINT TI 1.5 TIMES THE ANNUAL GRANT ALLOCATION IN OUR LINE OF CREDIT.
SO IF WE RECEIVE, UH, CDBG FUNDS, OR FOR EIGHT YEARS, EACH YEAR, WE GET A NEW ALLOCATION.
SO IF OCTOBER ONE, FOR INSTANCE, OUR ALLOCATION IS $10 MILLION, THE TEST IS CONDUCTED IN AUGUST, WE CANNOT HAVE MORE THAN 1.5, WHICH WOULD BE $15 MILLION, WHICH MEANS THAT WE'VE SPENT OUR OTHER FUNDS, WE MAY HAVE SOME RESIDUAL.
AND THEN THAT CURRENT YEAR, SO THAT'S TESTED EACH YEAR BY HUD.
THEN WE HAVE THE CITY EXPENDITURE POLICY WHERE THE CITY'S POLICY SAYS THAT CDBG FUNDS EACH YEAR WHEN WE RECEIVE THOSE FUNDS, WE HAVE 12 MONTHS TO OBLIGATE COMMIT THEM, OR 24 MONTHS TO ACTUALLY EXPEND THE FUNDS.
IN 2007, COUNCIL ADDED SOME ADDITIONAL CRITERIA AND BENCHMARKS TO FURTHER DEFINE WHAT THEY CONSIDERED UNDER THE CITY'S POLICY AS TIMELY AND THOSE FUNDS THAT ARE NOT IN COMPLIANCE WITH THE CITY'S POLICY.
WE GO THROUGH THIS EXTENSIONS AND THE PROGRAMMING PROCESS EACH YEAR, LOOKING AT EACH PROJECT LINE BY LINE.
THAT PROCESS IS DONE, LIKE I SAID, ANNUALLY AT THE END OF THE FISCAL YEAR.
AND THEN ANY FUNDS THAT ARE NOT IN COMPLIANCE WITH THE CITY'S POLICY, WE PRESENT TO COUNCIL AND STAFF WILL EITHER RECOMMEND TO HAVE THOSE FUNDS EXTENDED FOR COST, OR WE WILL RECOMMEND THAT THOSE FUNDS BE REPURPOSED, REPROGRAMMED FOR ANOTHER ELIGIBLE USE.
SO THAT'S WHERE WE ARE IN THIS PROCESS.
SO THE CITY'S FINANCIAL RECORDS FOR SEPTEMBER RECENTLY CLOSED LAST WEEK.
OUR FINAL, WHAT WE CALL THE FINAL 12TH PERIOD STAFF HAS REVIEWED.
WE'RE GOING THROUGH THOSE PROJECTS, FINDING OUT, REVIEWING BASED ON THE COUNCIL'S CRITERIA, WHAT PROJECTS, WHICH PROJECTS ARE IN COMPLIANCE WITH THE CITY'S POLICY.
AND WE ARE WORKING WITH STAFF TO EITHER RECOMMEND FOR AN EXTENSION OR WE WILL RECOMMEND THAT FOR REPURPOSING REPROGRAMMING.
AND TYPICALLY THAT POT OF MONEY THAT'S IDENTIFIED FOR REPROGRAMMING THOSE FUNDS BECOME A SOURCE OF FUNDS FOR NEXT BUDGET CYCLE.
THE PURPOSE BUDGETED FOR OTHER ELIGIBLE USES.
SO, UM, THAT'S WHERE WE ARE NOW.
WE WILL BE ASKING THE FINANCIAL MONITORING COMMITTEE TO SET A MEETING THIS MONTH.
AND AT THAT MEETING, STAFF WILL BE THERE FOR ALL THOSE PROJECTS THAT ARE RECOMMENDED.
EXTENSIONS OF REPROGRAM STAFF WILL BE ATTEND THOSE MEETINGS.
STAFF WILL EITHER IS THERE TO ANSWER QUESTIONS ABOUT REPROGRAMMING EXTENSIONS OR ANY OTHER QUESTIONS THAT YOU MAY HAVE REGARDING THOSE SPECIFIC PROJECTS.
SO WE WANT TO LET YOU KNOW WHAT'S GOING ON.
AND THEN YOU'RE INVITED TO, IF YOU'RE INVITED TO ATTEND THE MEETING, ALWAYS AS THIS COMMISSION MEMBER, YOU DON'T NECESSARILY HAVE TO BE A MEMBER OF THAT COMMITTEE.
ONCE THE COMMITTEE MEETS IN DECEMBER, THE NEXT STEPS IN THE PROCESS IS ARE JANUARY 4TH.
THE COMMITTEE WILL REPORT OUT TO THE FULL COMMISSION AND WE WILL TAKE THE VOTE TO RECOMMEND.
WE WILL THEN MOVE TO THE CITY COUNCIL.
WE WILL BRIEF THE CITY COUNCIL ON THE MANAGER'S RECOMMENDATION.
AND THEN THE, YOUR DELIBERATIONS AND WHAT THE VOTE WAS AT YOUR FULL COMMISSION FROM THERE, CITY COUNCIL AGENDA ITEM.
AND THEN AGAIN, THE EXTENSIONS.
ONCE COUNCIL APPROVES THE EXTENSION, THE PROJECTS WILL CONTINUE FOR THOSE PROGRAMS, PROJECTS THAT ARE RECOMMENDED FOR EXTENSION.
THOSE FUNDS ARE TYPICALLY USED AS A SOURCE OF FUNDS FOR NEXT BUDGETING CYCLE.
SO JUST WANTED TO KIND OF GIVE YOU A HIGH LEVEL VIEW OF THAT.
BEYOND THE LOOKOUT, WE WILL BE SENDING THAT SPREADSHEET OUT WITH THOSE PROJECTS THAT ARE NOT IN COMPLIANCE.
AGAIN, THIS IS JUST THE CITY'S PROCESS.
WE, THE HUD PROCESS WAS, THE TIMELY EXPENDITURE TEST WAS TAKEN ON AUGUST THE SECOND.

THE CITY'S POLICY IS JUST OUR OWN INTERNAL TO STAY AHEAD OF COUNCIL'S POLICY TO MAKE SURE THAT WE'RE ACTUALLY BEING INTENTIONAL ABOUT LOOKING AT IT AND BEING TIMED WITH OUR PROJECT AND THE COUNCIL AND THIS COMMISSION REMAINS INFORMED.IF THERE ARE ANY QUESTIONS OTHER THAN THAT, WE'LL ASK THE COMMITTEE LATER ON IN THE AGENDA TO SET A MEETING AND STAFF WILL BE THERE TO ANSWER YOUR QUESTIONS.
NOW I WILL TURN IT OVER TO, UH, WANDA FROM THE OFFICE OF HOMELESS SOLUTIONS.

WHEN DO WE ANTICIPATE THE SPREADSHEET WILL BE SENT OUT FOR COMMISSION? THE GOAL IS, IS TOMORROW, TOMORROW, TOMORROW TO GIVE YOU PLENTY.

AND I AM HERE THIS EVENING TO GIVE YOU A RECOMMENDATION OF WHAT WE WOULD LIKE TO DO FOR AN AMENDMENT FOR THE, UM, FY 2324 ANNUAL ACTION PLAN, SPECIFICALLY THE HOME ARPA FUNDS.
SO WE'LL GO THROUGH THE PRESENTATION.
SO WHAT WE'LL DO TONIGHT WAS GO, WE'LL GO WITH THE PURPOSE OF THE PRESENTATION.
WE'LL TALK, WE'LL GO THROUGH THE BACKGROUND JUST TO BRING YOU UP TO SPEED ON WHERE WE HAVE BEEN.
AND THEN WE'LL TALK ABOUT THE ACTUAL BUDGET ALLOCATION AND GIVE YOU SOME, UM, SOME MORE DETAILS ON THAT.
AND THEN THE RECOMMENDATION THAT WE WOULD LIKE TO GET FROM YOU GUYS TONIGHT.
AND THEN WE'LL TALK ABOUT NEXT STEPS.
SO THE PURPOSE IS JUST TO PROVIDE BACKGROUND ON THE CITY'S HOME INVESTMENT PARTNERSHIP GRANT UNDER THE AMERICAN RE RESCUE PLAN ACT OF 2021.
UM, WE'RE GONNA RECOMMEND A BUDGET REALLOCATION, UH, SPECIFICALLY FOR THE HOME ARPA GRANT FUNDS.
AND WE ALSO GONNA, UH, REQUEST TONIGHT THE COMMISSION SUPPORT FOR THIS AMENDMENT.
AND THEN WE'LL GO OVER THE NEXT STEPS.
WHAT'S EXPECTED TO GO TO COUNCIL? SO IN THE BACKGROUND, UH, IN MARCH, AS YOU PROBABLY REMEMBER, MARCH, 2021, THE AMERICAN RESCUE PLAN ACT, WHICH IS KNOWN AS HARPER, INCLUDED SUB SUPPLEMENTAL ALLOCATIONS UNDER NEW HOME PROGRAM, SPECIFICALLY FOR HOMELESS ASSISTANCE AND SUPPORTIVE SERVICES.
AND THAT'S WHAT REFERRED TO AS THE HOME ARPA GRANT.
SO FOR THE CITY, UM, THE ALLOCATION IS A LITTLE OVER $21 MILLION, AND IT'S AVAILABLE THROUGH SEPTEMBER 20 30TH.
AND IT'S ADMINISTERED BY OUR DEPARTMENT OF OFFICE OF HOMELESS SOLUTIONS.
UM, DELL'S GRANT FUNDS MUST BENEFIT QUALIFYING PERSONS WHO ARE HOMELESS OR AT RISK OF HOMELESSNESS OR FLEEING DOMESTIC VIOLENCE SITUATIONS, OR ARE UNSTABLE AND HOUSED.
ALSO, UM, ON, IN 2021, THOSE GRANT FUNDS WERE DIRECTED FOR USE IN THE, WHICH YOU PROBABLY HAVE HEARD OF THE DALLAS REAL-TIME RAPID REHOUSING INITIATIVE.
UH, WITH THAT INITIATIVE, THE ORIGINAL GOAL WAS TO REHOUSE RAPIDLY REHOUSE OVER 2,700 INDIVIDUALS EXPERIENCING HOMELESSNESS BY 2023.
THE GOOD NEWS IS THAT WE MET THAT GOAL IN 20 IN OCTOBER OF THIS YEAR.
AND BECAUSE OF, WE SAW THE ANTICIPATION OF, UM, THE SUCCESS OF THE PROGRAM BACK IN APRIL, WE ACTUALLY REBRANDED THAT PROGRAM TO CALL.
AND NOW IT'S CALLED THE REAL TIME REHOUSING PROGRAM.
AND WE HAVE EXPANDED THE GOAL TO RAPIDLY REHOUSE 6,000 INDIVIDUALS, UM, BY THE END OF 2025.
THAT 6,000 NUMBER INCLUDES THE ADDITIONAL, THE, UH, THE 4 2700.
SO THAT'LL BE ADDITIONAL AROUND 3,300 PEOPLE WE'RE TRYING TO HOUSE HOUSED BY 2025.
SO BECAUSE OF THAT, DUE, DUE TO THE EXTENDED TIMELINE FOR EXPANDING THE PROGRAM AND, UH, UH, ADDITIONAL FUNDS ARE NEEDED, UM, IN THE HOME ARPA SUPPORTIVE SERVICES CATEGORY TO PROVIDE CASE MANAGEMENT AND SUPPORTIVE SERVICES.
AND WE'LL TALK ABOUT THAT A LITTLE BIT MORE WHEN WE GET DOWN TO WHAT THAT ACTUALLY MEANS.
'CAUSE ANYTIME WE PROVIDE HOUSING, WE WANNA ALSO CONNECT THEM WITH SERVICES.
SO WHAT THIS FUND WOULD, WHAT THIS REALLOCATION WOULD DO IS TO MAKE SURE THAT BOTH CATEGORIES HAVE ENOUGH FUNDING TO SUSTAIN US THROUGH THAT 2025.
SO A LITTLE BIT ABOUT WHEN IT WAS REALLY, WHEN THE FUNDS WERE ALLOCATED, UH, ORIGINALLY WHEN THE FUNDS WERE ALLOCATED, UH, THE TENANT-BASED RENTAL ASSISTANT CATEGORY UNDER INITIAL, UM, UNDER THE INITIAL INITIATIVE WAS CALCULATED VERY CONSERVATIVELY.
AND WE, WE DID THAT INTENTIONALLY TO TRY TO, TO MAKE SURE THAT WE CAN HAVE ENOUGH FUNDS TO SUSTAIN US THROUGH THAT INITIAL, UM, INITIAL GOAL.
AND THEN WHAT THIS ALSO ALLOWED IS FOR A SURPLUS WITHIN THAT CATEGORY, AS I SAID, THAT NOW NEEDS TO BE MOVED INTO THE SUPPORTIVE SERVICES CATEGORY.
SO WE CAN CONTINUE TO HOUSE AND WE CAN CONTINUE TO PROVIDE SUPPORTIVE SERVICES WITHOUT ADDITIONAL 3,300 PEOPLE I JUST TALKED ABOUT TO GET TO THAT 6,000 BUCKS, 6,000 NUMBER.
AND IN ADDITION TO THAT, ONE OF THE THINGS WE REALIZED THAT THE, THE DATA REPORTING REQUIREMENTS FOR HOME HOME A IS VERY EXTENSIVE.
AND SO WE, YOU, WE WANNA ALLOCATE A SMALL PORTION OF THAT ALSO TO SPLIT OHS STAFF TIME.
SO WE'LL TALK ABOUT THOSE NUMBERS IN A MINUTE.

SO THIS NEXT SLIDE PROBABLY GIVES YOU A LITTLE BREAKDOWN OF THE, UH, BUDGET ALLOCATION.SO OUR RECOMMENDATION OF REALLOCATION IS BELOW.
SO AS I SAID, WE TALKING ABOUT THE TENANT BASED RENTAL ASSISTANCE AND WE, WE WANNA MOVE THAT $5 MILLION TO SUPPORTIVE SERVICES.
AND THAT IS, AS I TALKED ABOUT EARLIER WHEN WE TALKED ABOUT O OBLIGATED AND UN, ONE OF THE THINGS WE WANNA MAKE SURE ANYTIME WE START A PROGRAM, WE WANT, WE, WHEN, WHEN WE RUN THE NUMBERS, WE ALWAYS LEAVE A LITTLE BIT BECAUSE WE KNOW THAT THERE COULD BE ADDITIONAL NEEDS THAT ARE NEEDED, LIKE I SAID, STAFF TIME.
SO THAT'S THAT LITTLE PORTION THAT WE, THAT WAS NOT OBLIGATED AS AS OF YET, THAT 1 48.
AND SO WHAT WE'RE TRYING TO DO NOW IS GO AHEAD AND OBLIGATE THAT THE MONEY 5.1 MILLION IS IN SUPPORT OF SERVICES.
AND THAT 31,000, AS I MENTIONED TO YOU BEFORE, FOR STAFF TIME, FOR WORKING ON THE GRANT FOR THOSE REMAINING TWO YEARS.
AND SO WHEN WE TALK ABOUT RENTAL ASSISTANCE, LET ME GIVE YOU A DEAL OF WHAT THOSE EXPENSES ARE.
SO RENTAL ASSISTANCE WOULD INCLUDE RENT, DEPOSIT AND UTILITIES.
WHEN WE TALK ABOUT SUPPORTIVE SERVICES, WHAT WE MEAN BY THAT IS CASE MANAGEMENT AND HOUSING NAVIGATION.
SO YOU'LL HAVE A CASE MANAGER THAT WILL BE ASSIGNED TO EACH INDIVIDUAL TO HELP THEM WITH THEIR SPECIFIC NEEDS.
AND THEN ADMINISTRATION, AS I SAID, IS OHS STAFF.
SO OUR RECOMMENDATION AGAIN IS TO, UM, REALLOCATE $5.1 MILLION WITH FIVE WITH A PORT, THE LARGEST PORTION OF THAT ON GOING INTO SUPPORTIVE SERVICES, WHICH WILL BE FOR SUPPORTIVE SERVICES AND WILL BE FOR, UH, SPECIFICALLY THE CASE MANAGEMENT.
AND THEN AT 31,000, WHICH WILL BE FOR, UH, ADMINISTRATIVE STAFF FOR HS.
AND SO WHEN YOU LOOK AT THE NUMBERS, AS YOU CAN SEE, THE NUMBERS REMAIN THE SAME.
NOTHING HAS CHANGED FROM, UM, THE TOTAL NUMBER.
BUT WE, WHAT WOULD LIKE TO DO IS MAKE THIS RECOMMENDATION AND WE ASK TONIGHT FOR YOUR SUPPORT IN THAT, UM, RECOMMENDATION SO WE CAN EXTEND THE TIME TO MEET THOSE NEEDS OF 6,000 PEOPLE BEING HOUSED AT 2025.
AND WHEN WE TALK ABOUT THE NEXT SLIDE.
SO THE NEXT STEP HERE TONIGHT TO ASK FOR YOUR RECOMMENDATION, UM, AND SUPPORT.
AND WE ARE ON THE AGENDA FOR DECEMBER 13TH.
WELL, WHAT THAT, THIS ACTION IF APPROVED BY CITY COUNCIL, WILL BE THE PRELIMINARY ADOPTION FOR THIS AMENDMENT.
AND IT WILL ALSO ALLOW US TO DO A PUBLIC HEARING ON JANUARY 24TH.
AND THEN THE, UH, BUDGET, OFFICE OF BUDGET BUDGET WILL SUBMIT A NEWSPAPER ARTICLE ON DECEMBER 20TH TO GIVE ENOUGH TIME FOR PEOPLE TO, I GUESS TO GIVE FEEDBACK.
AND THEN ON JANUARY 24TH, THEY WOULD ACTUALLY HAVE A, A PUBLIC HEARING BUT ALLOW PEOPLE TO GIVE FEEDBACK.
AND AT THAT TIME THEN IT WILL BE, UM, AUTHORIZED FOR FINAL ADOPTION.
SO I KNOW I SAID A LOT OF INFORMATION,
THAT WAS A REALLY GREAT PRESENTATION AND VERY HELPFUL, AND NOT THAT YOU DIDN'T GO OVER AS WELL, BUT I DO HAVE A COUPLE QUESTIONS.

SO TO YOUR POINT, IT COULD BE BASED ON YOUR NEEDS.
SO THIS COULD BE A LIST OF THINGS WE'RE TALKING ABOUT, EMPLOYMENT COUNSELING, JOB TRAINING, UH, CENSUS AND APPLYING AND FINDING MAIN AND MAINTAINING HOUSING, OUTPATIENT MENTAL AND PHYSICAL HEALTH SERVICES, NUTRITION, COUNSELING, UH, PARENTING SKILLS FOR, FOR PARENTS AND EDUCATION, UH, TRAINING.
SO IT ALL DEPENDS ON THE NEEDS OF THAT INDIVIDUAL.
