HERE.

[Dallas Area Partnership to End and Prevent Homelessness Local Government Corporation on January 4, 2023. ]

THANK YOU.

WELL, WE HAVE A QUORUM.

THANKS FOR EVERYONE THAT WAS ABLE TO MAKE IT TODAY.

UM, YES, LET ME PLEASE ADVISE EVERYONE THAT THIS MEETING IS NOW BEING RECORDED.

THANK YOU FOR JOINING US.

THANK YOU.

UM, SO THE NEXT PORTION OF THE MEETING IS PUBLIC COMMENT.

WERE THERE ANY REGISTERED SPEAKERS? WE DO NOT HAVE ANY REGISTERED SPEAKER CHAIR.

IS THERE ANYBODY HERE THAT WOULD LIKE TO MAKE PUBLIC COMMENT? OKAY.

WELL, WE ARE MOVING ALONG VERY QUICKLY.

SO OUR NEXT ORDER OF BUSINESS IS APPROVAL OF THE MINUTES.

IS THERE A MOTION TO APPROVE THE MINUTES OR ANY QUESTIONS OR CORRECTIONS SHALL MOVE? OKAY, THERE.

SECOND.

MOTION.

A SECOND TO APPROVE THE MINUTES.

ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE.

AYE.

ANY OPPOSED? MOTION CARRIES IN UNANIMOUSLY.

OKAY.

OUR NEXT ORDER OF BUSINESS IS COST OF HOMELESSNESS.

AND SO THIS IS AN ITEM WE'VE HAD ON PREVIOUSLY AND I THINK WE'RE JUST GONNA KEEP LAYERING IT ON.

ONE OF THE UNIQUE RESPONSIBILITIES OF THIS GROUP IS ACCOUNTABILITY.

AND WHEN WE HAD OUR SUMMER RETREAT, ONE OF THE THINGS WE TALKED ABOUT WAS, WELL, WHAT DOES IT COST? SO, UM, IN FRONT OF YOU, YOU SHOULD HAVE A COUPLE OF DIFFERENT PIECES OF PAPER.

AND THE FIRST ONE LOOKS LIKE THIS AND IT WAS PROVIDED BY HOUSING FORWARD.

WE'RE GONNA GO BACK AND ADD THIS ONTO THE AGENDA, UM, ON REGISTRAR, UM, AFTER THE MEETING.

SO, UM, THIS WAS PROVIDED TO THEM AND WHAT IT HAS ARE ANNUAL SOURCES OF, UM, THEY SAY INVESTMENT.

AND I WILL SAY THE GRAND TOTAL IS NOT CALCULATED PROPERLY.

SO THE GRAND TOTAL FROM THE CONTINUUM OF CARE PROGRAM, STATE, CITY, AND COUNTY, ESG CITIES, UM, COC WIDE PROJECTS AND VETERANS 4 20 22, THAT TOTAL WAS $41,353,244.

AND THEN THEY ALSO LIST OF ONE-TIME SOURCES, WHICH INCLUDES THE REAL-TIME, RAPID REHOUSING DOLLARS, AND THE BEZOS ONE FAMILY FUND, WHICH, UM, TOGETHER IS 36,000,080 $8,487.

SO TOGETHER, WHAT THE COC ALL NEIGHBORS COALITION IS SHOWING FOR INVESTMENTS IN THE SYSTEM IS 77,690,251.

SO THAT'S QUITE IMPRESSIVE.

IT IS.

IT'S, IT'S A LOT OF MONEY.

UM, SO YOU SHOULD ALL HAVE THAT DOCUMENT AND LIKE I SAID, WE'LL ADD IT INTO THE AGENDA.

AND THEN THE OTHER DOLLARS, UM, THAT WE JUST WANNA MAKE SURE EVERYONE HAS IS WE ASK THE CITY TO COMPILE WHAT ARE THE DOLLARS THAT THE CITY SPENDING? 'CAUSE WE HAVE LOTS OF DIFFERENT SOURCES FROM THE CITY.

SO THAT DOCUMENT LOOKS LIKE THIS.

AND WE DID SHARE THIS LAST, UH, AT OUR NOVEMBER MEETING.

UM, BUT AGAIN, WE'LL ADD THIS TO THE AGENDA.

AND WHAT YOU WOULD SEE IS A SUBTOTAL FOR SINGLE YEAR FUNDS.

THE CITY SAYS $14,899,491, BUT THEN THEY ALSO LIST MULTI-YEAR FUNDS.

SO THIS IS FUNDS FROM 2022 AND 2023, BOTH FISCAL YEARS.

AND THAT'S AN ADDITIONAL 50,168,960 FOR A TOTAL OF ALL FUNDS OF $65,068,452.

AND THOSE ARE TOTAL, THOSE AREN'T LIKE AMORTIZED OVER THE YEARS OF THE, THE PERIOD THERE.

THE 14,899,491 IS JUST THE SINGLE FISCAL YEAR OF FISCAL YEAR 22.

BUT THE MULTI-YEAR FUNDS ARE, BUT THE, THE TOTAL FOR THE THREE YEARS OR WHATEVER, IT'S FISCAL YEAR 22 AND FISCAL YEAR 23.

OKAY.

WHICH JUST, YEAH.

GOT IT.

SO THEN THE THIRD, UM, DOLLARS WE HAD, WHICH WAS PRESENTED ALSO IN NOVEMBER BY, UM, MY, UH, CO-CHAIR, UH, THERESA DANIELS IS FROM THE COUNTY AND THEY DID A WONDERFUL HISTORICAL EXPENDITURES.

UM, BUT AGAIN, AND THIS IS ALSO PASSED OUT, WE'LL REATTACH IT IN CASE ANYBODY'S INTERESTED.

UM, BUT YOU CAN SEE WHAT THE NUMBERS ARE FOR THEM FOR 2023 AS WELL.

AND SO YOU'RE LOOKING AT, UM, A GRAND TOTAL, UM, OF 4,359,479.

SO JUST WANTED TO SHARE THAT PART NOW.

ROB, YOU'VE DONE ANOTHER ANALYSIS.

SURE.

WOULD YOU BE WILLING TO TALK ABOUT THAT? SURE.

SO I'VE GOT, UM, ANOTHER SHEET THAT I HANDED AROUND TO THE COMMITTEE MEMBERS.

AND AGAIN, WE CAN ADD THIS TO

[00:05:01]

THE, UH, THE AGENDA AND SEND IT AROUND.

UM, THIS WAS AN ANALYSIS OF TRYING TO UNDERSTAND WHEN YOU LOOK ACROSS THE CONTINUUM AND ALL OF THE SERVICE PROVIDERS, AND THIS IS LOOKING AT MEMBERS OF THE CONTINUUM, UH, OF, OF THE ALL NEIGHBORS COALITION LIST AND THE DALLAS COUNTY HOUSING AND HOMELESSNESS RESOURCES LIST.

SO WE KIND OF PULLED BOTH COUNTY, UH, LISTS.

AND THE CONTINUUM LIST WAS LOOKING AT ALL OF THE NINE NINETIES, UH, FOR ALL OF THE ORGANIZATIONS AS PART OF THOSE.

AND FOR THIS ONE, WE PULLED THE 2021.

'CAUSE NOT EVERYONE HAD THE 2020 TWOS OUT.

SO WE JUST WANTED TO BE CONSISTENT.

SO THESE ARE 2021, UH, NINE NINETIES.

AND WITH THIS, WE BROKE IT OUT BY PROVIDER, WHETHER IT WAS PRIVATE REVENUE, SO MONEY THEY WERE RAISING FROM, UM, YOU KNOW, PRIVATE INDIVIDUALS, PUBLIC REVENUE, SO SOURCING, GOVERNMENT INCOME, OTHER REVENUE OF WHERE THEY WERE PULLING MAYBE FROM THEIR OWN INTERNAL RESOURCES OR SELLING THINGS, WHATEVER.

AND KIND OF WHAT THEIR TOTAL MONEY RAISED WAS.

IN ADDITION, UH, WAS LOOKING AT WHAT THE TOTAL EXPENDITURES WERE FOR ALL OF THE ORGANIZATIONS.

AND SO THE, I I GUESS THE MAIN TAKEAWAY FROM THIS WAS THAT THE TOTAL EXPENSES ACROSS ALL OF THE ORGANIZATIONS WAS ABOUT $586 MILLION FOR THE YEAR OF 2021.

AND NOW WHAT THIS DOESN'T DO IS THERE MAY BE SOME MONIES WITHIN THOSE ORGANIZATIONS THAT AREN'T EXPLICITLY GOING TO HOMELESSNESS.

THERE MAY BE OTHER INITIATIVES THAT WE OBVIOUSLY DIDN'T PULL OUT, BUT WHAT IT ALSO DOESN'T INCLUDE ARE THINGS LIKE, UH, MONIES FROM DOWNTOWN DALLAS, INC.

DO YOU KNOW, PD DALLAS POLICE DEPARTMENT, UM, PARTS OF, YOU KNOW, WHETHER IT'S THE MEDICAL SYSTEM, YOU KNOW, PARKLAND SYSTEMS OR WHATEVER.

SO THERE'S A LOT OF THINGS THAT AREN'T INCLUDED IN THERE, BUT IN TERMS OF JUST KIND OF CHA TRADITIONAL CHARITIES AND NONPROFITS, THEY'RE NINE NINETIES, IT'S $586 MILLION, ALSO.

IMPRESSIVE.

IT'S A LOT OF MONEY.

IT'S, IT'S A MASSIVE MONEY.

SO I'M JUST GONNA SAY, THIS IS WHAT THIS DOCUMENT LOOKS LIKE AND WE'LL ALSO ATTACH IT TO THE AGENDA AFTER THIS MEETING.

AND I'M WONDERING IF YOU COULD JUST TELL US, UM, THIS FIRST SUBTOTAL LINE, IF MAYBE YOU CAN JUST RUN THROUGH WHAT THOSE NUMBERS ARE.

SURE.

OUT OF THE, UH, PULL 104 PROVIDERS, UH, THERE WAS BASICALLY $200 MILLION OF PRIVATE DONATIONS FOR THOSE ORGANIZATIONS.

UH, BASICALLY 200 MILLIONS, $213 MILLION OF PUBLIC REVENUE FROM THOSE OR, UH, FROM THE GOVERNMENT.

AND THEN THEY HAD $331 MILLION OF OTHER REVENUES THAT THEY GENERATED THEMSELVES.

SO IT WAS KIND OF A TOTAL REVENUE OF THOSE ORGANIZATIONS OF $745 MILLION.

AND THEN THE TOTAL SPEND OF, LIKE I SAID, 586 MILLION.

SO I'M LOOKING AT IT, THE TOTAL REVENUE YOU'RE SHOWING IS 744,000,800, $11,903 OF REVENUE FROM 104 NONPROFITS.

YES.

THIS OTHER REVENUE, UM, I THINK IS FASCINATING.

THIS, UM, DO YOU WANNA, DO YOU WANNA SPEAK A LITTLE BIT ABOUT WHAT'S INCLUDED IN THERE? ON WHICH ONE? ON WHICH PART ON OTHER REVENUE? UH, SO OTHER REVENUES.

SO THAT INCLUDES BASICALLY, UM, EITHER, UH, PROGRAM SERVICES, MEANING THAT, YOU KNOW, AGAIN, THINGS THAT THEY'RE, UH, EITHER SELLING OR RAISING MONEY.

UM, AGAIN, NOT NECESSARILY, YOU KNOW, GALAS AND THOSE SORTS OF THINGS THAT GOES INTO PRIVATE REVENUE, BUT, UM, UH, INVESTMENTS THAT THEY HAVE.

SO INVESTMENT INCOME, ROYALTY, UH, UH, INCOME THAT THEY'RE GETTING, UH, MEMBERSHIPS, UH, SALES.

SO BASICALLY ANY ASSET ON THEIR BALANCE SHEET THAT'S GENERATING THEIR OWN INCOME OR SALES THAT THEY'RE GENERATING THAT ARE NOT DONATIONS.

IT'S A GREAT TIME TO MENTION THAT.

WE'VE GOT, UM, UH, THE BRIDGE IS OPENING UP A STORE INSIDE THE AIRPORT THAT WILL HELP ALSO, UM, PROVIDE REVENUE ON A SUSTAINABLE BASIS, WHICH I THINK IS A WONDERFUL MODEL.

UM, OKAY.

WELL THIS IS FASCINATING.

THIS IS A LOT OF WORK.

THANK YOU VERY MUCH FOR, I MEAN, LOOKING AT A HUNDRED FOUR, NINE NINETY AND COMPILING THAT AND BREAKING IT OUT, ESPECIALLY PULLING OUT THE PUBLIC REVENUE BECAUSE OTHERWISE WE WOULD'VE SEEN DUPLICATION WITH THE MONEY THAT WE SEE GOING IN FROM THE CITY AND THE COUNTY AND FROM HUD.

SO, RIGHT.

AND OBVIOUSLY WE HAVE A LOT OF BACKUP DATA FOR ALL THIS.

SO THIS IS JUST, YOU KNOW, THE ONE PAGE SUMMARY, BUT WE HAVE REAMS OF, OF, OF BACKUP DATA TO TIE EVERYTHING UP.

THANKS FOR ONLY GIVING US THE SUMMARY, .

OKAY.

DOES ANYONE HAVE ANY QUESTIONS ABOUT ALL THESE DOLLARS? I DO HAVE A COUPLE OF QUESTIONS IN PARTICULAR ABOUT LOOKING AT AROUND THE, THE AREA, THE NUMBER OF CITIES, BECAUSE THAT WAS ONE OF THE AREAS THAT WE WERE PARTICULARLY, UM, IN THE DARK ABOUT WHAT ALL OF THE 26 CITIES IN DALLAS COUNTY AND HOW MANY 15 IN, IN COLLIN COUNTY, WHAT EACH ONE OF THEM ARE DOING INDEPENDENTLY.

AND THIS AT LEAST GIVES A BEGINNING WORK ON

[00:10:02]

YES, MANY ARE DOING A LOT NOW.

THERE ARE, AND, AND ONE THING I'LL SAY NOW, WE'LL, WE WILL HAVE TO TIE UP ALL THE, ALL THE VARIOUS NUMBERS.

'CAUSE THEY'RE, OBVIOUSLY, THERE'S THE, THE NUMBERS THAT CAME FROM YOU, THE NUMBERS THAT CAME FROM THE ALL NEIGHBORS, UH, FROM, UM, HOUSING FORWARD.

BUT OUR, MY TEAM DID TRY TO PULL, UH, ALL OF THE VARIOUS MUNICIPALITIES AND CITIES WITHIN THE, THE TWO COUNTIES TO ESTIMATE WHAT THEIR HOMELESSNESS, UH, INITIATIVE SPENDS WERE.

AND WE CAME UP WITH ABOUT 55 MILLION.

I KNOW THAT NUMBER THAT YOU JUST SAID, KARA WAS 71.

SO WE'VE, YOU KNOW, THERE'S, THERE'LL BE SOME TICKING AND TYING, BUT, UM, AND I'M NOT SURE WE CAPTURE ALL THE CATEGORIES AS WELL THAT YOU DID, BUT, UM, WE CAN GO THROUGH THAT DATA, BUT THE, THE NUMBERS ARE SIGNIFICANT, RIGHT? I MEAN, WHETHER IT'S 50 IN 50 TO $70 MILLION THAT THE, THAT THE CITIES ARE AND THE COUNTIES ARE DOING IS SIGNIFICANT.

DO YOU HAVE THE BACKUP INFORMATION? WE HAVE, I HAVE MORE BACKUP INFORMATION THAN YES, WE DO .

THAT'S THE SAME TOO.

WELL, BECAUSE THEN YOU CAN SEE LONGITUDINALLY WHAT DOES IT LOOK LIKE AND WHERE ARE WE HEADED, WHAT CAN WE PLAN ON YEAH.

GOING FORWARD.

ABSOLUTELY.

KIND OF THING.

SO I DO, I'LL FOLLOW UP LATER WITH YOU JULIE, AND I'LL PUT TOGETHER, WE CAN PUT TOGETHER A PACKET OF HOWEVER WE WANT TO CUT IT AND DICE IT.

WE CAN ORGANIZE IT HOWEVER PEOPLE WANT TO.

THANK YOU SO MUCH.

ABSOLUTELY.

I'LL LET YOU GUYS WORK ON WHAT ADDITIONAL INFORMATION YEAH.

GO.

ARE THERE ANY THAT, UM, ARE ANY OF THE FUNDS, ESPECIALLY SINCE IT'S 21, AND I GET CONFUSED RIGHT, FROM A COVID PERSPECTIVE, BUT THERE, IS THERE ANY KIND OF ANOMALY ASSOCIATED WITH THE FUNDS THAT ARE AVAILABLE? WE, WHEN WE LOOKED AT THE, THE 20 TWOS THAT WE DIDN'T SEE A MASSIVE MATERIAL DIFFERENCE, UH, BETWEEN THE YEARS, BUT, BUT WHAT WE'LL DO IS WE'LL UPDATE THIS WHEN ALL THE 20 TWOS ARE OUT AND WE'LL REFRESH THE, THE ANALYSIS.

AND KEN, I THINK YOU'RE ASKING A REALLY SPOT ON QUESTION BECAUSE THERE'S CERTAINLY, UM, SOME ANOMALIES ON THE CITY SIDE, RIGHT? SO WE GOT SPECIFIC FUNDING THAT WAS BECAUSE OF COVID, THAT'S INCLUDED HERE, AND SOME OF THAT SPECIALTY ESG MONEY AND THEN THE REAL TIME, UM, RAPID REHOUSING PROGRAM LARGELY FUNDED WITH, UM, COVID DOLLARS.

SO THANK YOU FOR POINTING THAT OUT WITH THIS, UM, EXERCISE IN TRYING TO BETTER UNDERSTAND THE COST OF HOMELESSNESS AND COST OF SERVING HOMELESSNESS IN OUR AREA.

UM, IN NOVEMBER, WE ASKED, UH, HOUSING FORWARD TO PROVIDE SOME DATA RELATED TO THE HMIS SYSTEM.

SO ALSO IN YOUR PACKET LOOKS LIKE THIS, WE'LL UPLOAD IT.

UM, THEY HAVE, UM, UM, ANSWERED SOME OF THESE QUESTIONS AND SO I DEFINITELY APPRECIATE THEM DOING THAT THERE SOME THAT THEY FELT THEY NEEDED, UM, CLARIFICATION ON.

SO MAYBE THEY'RE NOT FULLY ANSWERED, BUT THE SHORT ANSWERS ON THESE QUESTIONS ARE, THE QUESTION WAS, WHAT IS THE NUMBER OF ACTIVE HOMELESS IN THE H-M-I-H-M-I-S SYSTEM AS OF OCTOBER 1ST, 2023? AND THEIR SHORT ANSWER IS 2,136 PEOPLE WERE ACTIVELY EXPERIENCING HOMELESSNESS ON THAT DAY.

SO THEY WANNA POINT OUT THOUGH THAT, UM, THERE'S ALWAYS AN UNDER COUNT COMPARED TO THINGS LIKE THE POINT IN TIME COUNT, WHICH IS ALSO AN UNDER COUNT BECAUSE MANY OF THE HOMELESS ARE NOT IN THE HMIS SYSTEM 'CAUSE THEY'RE NOT PART OF THE CONTINUUM'S DATABASE, RIGHT? SO IF I OPENED UP CAR'S, HOMELESS SHELTER AND I WAS NOT PART OF HMIS, THE PEOPLE I WAS SHELTERING WOULDN'T SHOW UP IN THIS NUMBER.

BUT ON THE POINT IN TIME COUNT, I LIKELY AM FILLING OUT THAT FORM FOR THEM SO THAT THEY WOULD BE IN THE POINT IN TIME COUNT, IF THAT MAKES SENSE.

MM-HMM.

.

SO IN A PRIOR LIFE WHEN I WAS A SHELTER DIRECTOR, THAT WAS EXACTLY THE SCENARIO.

WE HAD 160 PEOPLE ON ANY GIVEN DAY IN THE SHELTER.

THEY WERE NOT IN HMIS, BUT WE DID PARTICIPATE IN THE POINT IN TIME COUNT, SO THEY WERE INCLUDED IN THAT.

SO I THINK THAT WAS WHAT THEY WERE TRYING TO GET AT WITH THAT NUMBER.

THE ACTIVE NUMBER OF UNSHELTERED HOMELESS AND HMIS ON TEN ONE TWENTY THREE BY SUBPOPULATION.

SO WHAT THEY'VE DONE IS, OF THE 490 PEOPLE THAT ARE IN STREET OUTREACH, THEY BROKE THEM DOWN.

AND SO THAT MEANS THESE ARE PEOPLE THAT, UM, PROFESSIONAL SERVICE PROVIDERS ARE GOING OUT ON A REGULAR BASIS TALKING TO THAT ARE UNSHELTERED.

AND THEY BROKE IT DOWN BY AGE.

SO FOR SINGLE ADULTS AGES 25 TO 64, THERE ARE 372.

OF THE 490 SINGLE ADULTS, 65 AND OLDER, THERE WERE 36 SINGLE ADULTS, 18 TO 24, THERE WERE 45 UNACCOMPANIED YOUTH, AND THEY WERE ALL 15 TO 17 YEARS OLD.

THERE WERE FOUR AND THEN THERE WERE 13 HOUSEHOLDS

[00:15:01]

COMPRISING 27 ADULTS AND SIX CHILDREN.

THE THIRD QUESTION WE ASKED WAS THE NUMBER OF HOMELESS THAT WERE ENTERED INTO THE HMIS SYSTEM IN 2022 AS NEW BY SUBPOPULATION.

AND THIS WAS, UM, GIVEN TO US IN A CHART.

AND WHAT THE CHART SHOWS IS THAT 67%, WHICH IS 4,780 OR FIRST TIME HOMELESS IN THE SYSTEM, IT THEN SAYS 2% OR 107 WERE RETURNING FROM A PERMANENT DESTINATION.

3% OR 240 WERE REENGAGING FROM A TEMPORARY DESTINATION.

10% OR 679 WERE REENGAGING FROM AN UNKNOWN DESTINATION IN 18%, 1,305 OR CONTINUOUSLY HOMELESS.

THE FOURTH QUESTION WE ASKED WAS THE NUMBER OF RECORDS OF HOMELESS THAT WERE REACTIVATED IN HMIS IN 2022.

AND THEY FELT THEY NEEDED MORE CLARIFICATION ON THAT QUESTION.

AND THEN, UM, LASTLY THEY PROVIDED, UM, THE FINANCIALS THAT WE SAW.

SO JUST WANTED TO FOLLOW UP WITH THE ANSWERS THAT WE HAD ASKED IN NOVEMBER AND THE, UM, I'M SORRY, THE QUESTIONS AND THE ANSWERS THAT WE'VE BEEN GIVEN.

AND THEN YOU HAVE THIS REPORT TO AVAIL YOURSELF OF, SO THAT'LL BE, THAT'LL BE INCLUDED IN THE PACKET.

YOU YES, YOU HAVE IT.

UM, IT'S BEEN PASSED OUT TO YOU.

IT'S THIS OH, IT'S IN THE BACK.

IT'S IN THE BACK.

UM, BUT THEN WE'RE GONNA UPLOAD IT TO ATTACHED TO THE AGENDA SO THAT ANYBODY WILL BE ABLE TO SEE THAT.

OKAY.

SO ARE THERE ANY OTHER QUESTIONS OR, UM, YES MA'AM.

ROB, YOU BROUGHT UP, OH, GO AHEAD.

YEAH, SO, SO THAT, UH, THAT NUMBER OF 4,780 NEW HOMELESS IN THE SYSTEM, THAT, THAT'S KIND OF STARTLING.

UM, IS THAT, IS THAT TYPICAL OF WHAT WE WOULD SEE IF WE DID THIS REPORT, UH, YOU KNOW, OVER, OVER TIME, UM, THAT THAT MANY NEW PEOPLE ARE BEING, UM, BEING, YOU KNOW, ENGAGED IN THE SYSTEM THAT WAY? IS THAT BECAUSE WE HAVE MORE, MORE HOMELESS PEOPLE OR WE'RE DOING A BETTER JOB OF IDENTIFYING THEM? HE'S A GREAT QUESTION.

I THINK WE SHOULD FOLLOW UP AND GET PRIOR YEARS SO THAT WE CAN SEE THAT TREND.

NO, 'CAUSE THERE ARE TWO PIECES OF INFORMATION THAT YOU'RE LOOKING AT.

ONE OF 'EM IS WHAT'S GOING ON VERY SPECIFICALLY WITH HOUSING FORWARD.

AND I DON'T KNOW WHETHER THERE'S SOMEBODY HERE WHO MIGHT WANT TO ADDRESS THAT.

THE SECOND PIECE OF INFORMATION IS THAT RECENTLY THE NATIONAL STUDY COMING OUT, THAT ALSO HAD A NUMBER FOR DALLAS COUNTY OF THE NUMBER OF HOMELESS AND THE DECREASE IN DALLAS COUNTY AS OPPOSED TO THE INCREASE IN MOST OF THE OTHER URBAN AREAS ACROSS THE COUNTRY.

UM, AND THAT CAME OUT, WHAT, ABOUT TWO WEEKS AGO? UM, YEAH, I THINK THAT'S USING POINT IN TIME COUNT DATA, WHICH WE ALL KNOW IS EXTREMELY UNRELIABLE.

RIGHT? BUT IT, WELL IF THAT'S THE ONLY BENCHMARK YOU HAVE, BUT THEN, BUT IT'S NOT THE ONLY BENCHMARK.

THAT'S THE THING, RIGHT? THE, YOU WANNA ADD ANYTHING FROM THE INFORMATION? SO THE, THE DECREASE THAT IS FREQUENTLY TALKED ABOUT, UM, AND I THINK JUST RECENTLY EVEN IN THE NEWS, UM, IS THE 4% REDUCTION FROM THE POINT IN TIME COUNT.

SO I THINK, YOU KNOW, I THINK EVERYONE AGREES THAT THE POINT IN TIME COUNT IS IMPORTANT IN THE SENSE THAT IT GIVES YOU A TOUCHSTONE OF HOW GENERAL TRENDS OVER TIME.

BUT, UM, I HAVEN'T MET ANY PROVIDER THAT'S ACTUALLY SAID THEY THINK IT'S AN ACCURATE ACCOUNT AND, UM, I THINK THAT'S WIDELY UNDERSTOOD.

DO YOU WANNA FROM THE DEAL? DO YOU WANNA TALK A MINUTE? YEAH, MAN, YOU INTRODUCE YOURSELF FOR THE, SO THERE YOU GO.

THERE WE GO.

SARAH KHAN HOUSING FORD YOU TO SEE YOU ALL.

UM, YEAH, I THINK SO.

THE POINT IN TIME COUNT THAT IS STRICTLY USED TO MEASURE TRENDS, AND WE AGREE WITH YOU KARA, THAT, UH, COUNCILMAN MENDELSSOHN, THAT'S NEVER GONNA BE USED TO COUNT EVERY SINGLE PERSON EXPERIENCING HOMELESSNESS AND CONTINUUM OF CARE.

HOWEVER, IF WE USE THE SAME METHODOLOGY YEAR ON YEAR, THAT IS WHAT EVERY COMMUNITY ACROSS THE COUNTRY AND WHAT HUD USES JUST TO BE ABLE TO MEASURE THE DIRECTION THAT WE'RE GOING IN YEAR ON YEAR.

AND SO WHAT WE FOUND LAST YEAR WAS BECAUSE OF KIND OF THE INVESTMENTS THAT THE CITY AND THE COUNTY HAD MADE IN REHOUSING EFFORTS, WE HAD A ONE YEAR REDUCTION, UM, IN UNSHELTERED HOMELESSNESS BY ABOUT 14% AND IN CHRONIC HOMELESSNESS BY ABOUT 32%.

AND THAT IS REALLY A TOOL THAT ALLOWS US TO MEASURE TRENDS.

BUT TO YOUR POINT, UM, THERE ARE WAY BETTER TOOLS TO HAVE A ROBUST ANALYSIS OF THE LOOK AT WHO'S COMING

[00:20:01]

INTO THE SYSTEM, WHAT ARE THE NEEDS, UM, AND INTERVENTIONS FOR THOSE POPULATIONS, AND WHAT IS THE LEVEL OF RESOURCE NEEDED TO REALLY SCALE TO EFFECTIVELY MEET THE NEEDS.

BECAUSE WE'RE NEVER GOING TO GET THAT TYPE OF ROBUST ANALYSIS FROM THE PIT COUNT ALONE.

IT'S STRICTLY TO MEASURE TRENDS AND WE WANNA USE OTHER TYPES OF MODELING AND LOOKING AT TRENDS OF THE SCOPE OF EVERYONE WHO'S COMING INTO THE SYSTEM TO BE ABLE TO BETTER, UM, SCALE.

SO GREAT.

APPRECIATE THAT SO MUCH.

UM, SO I THINK WE SHOULD COME BACK AND ASK THEM TO PROVIDE IF, IF THEY CAN, UM, THE DATA ABOUT MULTI-YEAR FOR THAT SAME QUESTION.

AND THANK YOU FOR ASKING THAT.

ARE THERE OTHER QUESTIONS THAT YOU HAVE RIGHT NOW THAT YOU'D LIKE TO ADD ONTO THIS LIST, OR DO YOU WANNA THINK ABOUT IT? AND IF YOU HAVE 'EM, LET ME KNOW AND WE CAN MAKE THE ASK FOR, UM, ADDITIONAL DATA.

OKAY.

UM, IN THAT CASE, I THINK WE'RE READY TO GO TO THE NEXT ITEM.

ARE YOU? YEAH.

OKAY.

SO THE NEXT ITEM IS THE REVISION DRAFT OF THE ARTICLES OF INCORPORATION AND BYLAWS.

AND SO FIRST I WANNA APOLOGIZE, WE'RE GONNA HAVE A LITTLE COMMITTEE MEETING TO, UM, JUST GIVE YOU A FIRST DRAFT.

AND WE DIDN'T BECAUSE OF HOLIDAYS AND EVERYTHING, AND SO I JUST DID IT.

UM, AND SO WITH THE STRONGEST CAVEAT POSSIBLE, I'M GONNA SAY IT IS JUST A FIRST, A FIRST PITCH.

UM, I ADDRESSED THE THINGS THAT I KNEW NEEDED TO CHANGE THAT WE HAVE ALL TALKED ABOUT THINGS ABOUT THE TERM ISSUES.

UM, SO I'LL GIVE YOU THIS EXAMPLE THAT, THAT HITS WITH THE CITY, CITY COUNCIL MEMBERS TURN OVER A LOT MORE THAN COUNTY COMMISSIONERS.

AND, UM, WE HAVE A TWO YEAR ROTATING CHAIR.

WELL, THIS, THIS TERM STARTED IN OCTOBER 1ST, 2023.

IF I DECIDED NOT TO RUN AGAIN, MY TERM WOULD BE OVER JUNE 25, I WOULDN'T BE ABLE TO FINISH SERVING AS CHAIR.

SO THERE'S, THERE'S A, THERE'S A GOVERNANCE PROBLEM THERE.

UM, AND THEN SECOND, UM, YOU KNOW, IF, IF FOR ANY REASON SOMEBODY COULDN'T SERVE, HOW, HOW DOES THAT TRANSITION WORK, RIGHT? SO ANYHOW, I'VE THROWN IT OUT THERE.

THERE'S VERY SPECIFIC GUIDELINES ON HOW WE WOULD ADOPT THINGS.

I DON'T EVEN KNOW IF YOU WANT ME TO RUN THROUGH THEM TODAY OR IF YOU JUST WANNA BE ABLE TO TAKE IT BACK AND READ 'EM AND SEE WHAT THEY ARE.

UM, THERE'S NOTHING IN THERE I THINK THAT WOULD SURPRISE ANYONE GIVEN ALL OF OUR CONVERSATIONS.

BUT IT'S JUST ONE IDEA AND ONE PERSPECTIVE.

AND SO IT'LL BE ON THE AGENDA AGAIN NEXT MONTH, BRING THIS BACK AND SAY, OKAY, HATE THE WAY THIS, BUT WOULD LOVE THAT.

UM, I WILL SAY THAT WHEN I WAS GOING THROUGH IT, THERE WERE A COUPLE OF QUESTIONS THAT, UM, THAT I HAD, WHICH I DON'T KNOW IF ANYBODY HERE CAN ANSWER IS, DO WE HAVE DIRECTOR'S INSURANCE FOR THIS ORGANIZATION? SO THE ANSWER WAS NOT THAT THEY'RE AWARE TO.

UM, SO WE, WE NEED TO FIGURE OUT A WAY, BECAUSE WHILE WE MIGHT BE COVERED UNDER OUR OFFICIAL CAPACITY, I DON'T KNOW THAT ALL OF YOU ARE NOW, RIGHT NOW WE'RE NOT MAKING ANY DECISIONS OR USING MONEY THAT SEEMS TO BE, UM, PUTTING YOU AT RISK, BUT IT MIGHT DEPEND ON HOW IT'S WRITTEN.

ALSO BECAUSE IN, IN MANY OTHER ORGANIZATIONS THAT I'M A MEMBER OF, INDIVIDUAL BOARD MEMBERS ARE NOT FINANCIALLY RESPONSIBLE.

THEREFORE, YOU DRAFT YOUR BYLAWS IN ORDER TO, UH, DEFINE THAT.

SO I THINK THAT WE MIGHT BE ABLE TO ADDRESS THAT IN A COUPLE OF DIFFERENT WAYS.

WELL, LET'S TALK TO THE ATTORNEYS ABOUT IT BECAUSE I THINK AS A CORPORATION, UM, WE ARE LIABLE.

AND SO I'M CONCERNED ABOUT THAT FOR THE BODY, SOMETHING TO LOOK AT AND, UM, YOU KNOW, SO YOU'LL SEE THAT THERE'S SOME NOTES IN THE MARGIN THAT ARE LIKE, HMM, DO WE HAVE THIS ? SO IT KEEPS YOU PAUSE.

YEAH.

SO, UM, ANYHOW, UM, PLEASE FEEL FREE TO GO THROUGH IT, MAKE YOUR OWN EDITS, QUESTIONS, CHANGES, AND LET'S BE PREPARED TO TALK ABOUT IT NEXT MONTH.

AND, UM, WE WON'T HAVE A VOTE ON THIS PROBABLY FOR A COUPLE MONTHS, RIGHT? SO WE WILL COME BACK, WE'LL TALK ABOUT IT NEXT TIME WITH ADDITIONAL INPUT.

AND THEN PROBABLY, SO THAT'LL BE FEBRUARY, THEN IN MARCH WE'LL PUT IT ON THE AGENDA AGAIN,

[00:25:01]

PROBABLY ANOTHER ROUND OF IT.

AND PROBABLY APRIL WE'LL VOTE TO MOVE THAT TO THE COUNCIL AND, AND THE COUNTY BECAUSE BOTH THOSE BODIES WOULD NEED TO APPROVE IT AND THEN WE WOULD COME BACK AND APPROVE IT OURSELVES.

YES, MCFADDEN'S OFFICE, MADAM CHAIR, THE STEVEN MCFADDEN FROM THE CITY ATTORNEY'S OFFICE, I'VE BEEN INFORMED THAT THERE IS NO DIRECTOR'S INSURANCE THAT HAS BEEN PURCHASED BY THE CITY.

DON'T DO ANYTHING CRAZY GUYS.

NO .

OKAY.

UM, SO THAT'S JUST SORT OF THE TIMELINE.

I, I KNOW WE, UM, HAVE TALKED A NUMBER OF TIMES ABOUT THE BYLAWS AND, UM, ISSUES THERE.

SO GIVE IT A WHIRL NEXT TO IT.

NEXT ITEM IS, UH, COMMITTEE REPORTS ON SYSTEM PERFORMANCE.

AND THERESA, YOU'RE YEAH, THANK YOU VERY MUCH.

UM, WELCOME BACK.

EVERYBODY HIT THE GROUND RUNNING BECAUSE THERE'S A LOT OF STUFF GOING ON, RIGHT? YES.

I THINK WE'D ALL AGREE ON THAT PIECE OF IT.

UM, FIRST OF ALL, I'D LIKE TO START OFF, WE'D ALREADY TALKED A LITTLE BIT ABOUT, UH, THIS KIND OF AN EXTENSION OF, UH, WHAT, UH, MR. HAYES HAD TALKED ABOUT OF THE WHERE ARE FUNDING SOURCES FOR OTHER PIECES, UH, RELATED TO HOMELESSNESS.

YOU PROBABLY READ TODAY'S DALLAS MORNING NEWS, WHICH DID HAVE A VERY NICE ARTICLE ABOUT HERE'S HOW DALLAS IS REDUCING HOMELESSNESS.

AND IT WAS WRITTEN BY, UH, DR.

WOODY, BY DANIEL ROBY, BY BRENDA SCHNITZER, AND BY CAROL LOVE, WHO ARE, UH, REPRESENTING FOR THE MAIN ORGANIZATIONS, UM, ADDRESSING HOMELESSNESS IN DALLAS COUNTY.

UM, THEY DID NOT GET INTO THE VERY SPECIFIC NUMBERS, BUT I KNOW THAT THEY ARE, UM, OBVIOUSLY VERY ACTIVELY INVOLVED IN, IN, UM, PRODUCING THOSE NUMBERS SO THAT THEY KNOW WHERE THEY'RE GOING.

AND I KNOW THAT, UH, CAROL LUCKY IS ON THE LINE.

I DON'T THINK ANY OF THE OTHER THREE ARE.

IS THERE ANYTHING YOU WOULD LIKE TO ADD ABOUT THAT? CAROL? CAROL, CAN YOU GO? AND MY CURSOR.

SORRY ABOUT THAT.

UM, NO, I THINK IT'S JUST A, IT'S A GOOD OVERVIEW AND A GOOD CHANCE TO TALK ABOUT THE POSITIVE WORK THAT WE'RE DOING IN THIS COMMUNITY, ESPECIALLY THROUGH, UH, THE PARTNERSHIPS THAT WE HAVE.

I THINK WITHOUT A DOUBT THAT IS WHAT THE, THAT'S WHAT WAS BEING ADDRESSED THERE.

SO, UM, JUST, IT WAS JUST AN OBSERVATION ON THAT WANTED TO TALK A LITTLE BIT TOO ABOUT, UH, DALLAS COUNTY'S, UH, ADDITION TO SOME OF THESE AREAS.

AND, UM, I HAVE MADE REFERENCE TO AFFORDABLE AND WORKHOUSE HOUSING PROJECTS THAT DALLAS COUNTY'S INVOLVED AND IN PARTNERSHIP WITH A WHOLE VARIETY OF OTHER PEOPLE, WHETHER IT'S THE CITY OF DALLAS NONPROFITS, UM, UH, OTHER CITIES.

UM, AND JUST WANTED TO GIVE AN UPDATE ON THAT.

AT THE MOMENT, THERE ARE 20 DIFFERENT AFFORDABLE AND WORKHOUSE HOUSING PROJECTS THAT ARE ON THE, ON THE TABLE, TWO PERMANENT SUPPORTIVE HOUSING PROJECTS OF THE 20, UM, WORKFORCE HOUSING PROJECTS 18 HAVE BEEN APPROVED, AND THREE ARE ACTUALLY IN DEVELOPMENT AS UTE.

AND THEY COVER A RANGE OF SINGLE FAMILY.

THERE ARE 13 AND MULTIFAMILY FIVE OF THOSE.

SO YOU CAN SEE THAT THEY'RE TRYING TO ADDRESS THE DIFFERENT PARTS OF HOMELESSNESS AROUND THE COUNTY.

UM, AND THEY ARE ALL OVER THE COUNTY FROM, UH, WORKING WITH IRVING, WORKING WITH GRAND PRAIRIE, UH, THE FERGUSON ROAD, UH, SENIOR PROJECT IN DIFFERENT POPULATIONS.

THERE'S A VETERANS PROJECT.

UM, AND THEN THEY'RE ALSO IN PARTNERSHIP WITH, UM, A VARIETY OF PEOPLE.

FOR EXAMPLE, CATHOLIC HOUSING IS, IS A CLOSE PARTNER, UH, THAT HABITAT FOR HUMANITY IS ANOTHER CLOSE PARTNER TO, UH, CONTINUE THE WORK THAT IS BEING LAID OUT BY BUYING, BY HAVING THE LAND AND THEN BUYING THE, OR BUYING THE PROPERTY AND BEGINNING THE BUILDING OVERALL OF ALL OF THE PROJECTS, IT'D BE ALL OF THE, UH, 22 PROJECTS.

THERE IS A, UH, GUESSTIMATED OF 1,769 ADDITIONAL UNITS THAT WILL BE DEVELOPED, WHICH IS, WE KNOW IT'S NOT GONNA ADDRESS THE WHOLE THING, BUT IT CERTAINLY IS A, A, A MOVE IN THE RIGHT DIRECTION.

I KNOW WE SOMETIMES GET LITTLE

[00:30:01]

HIGHER THAN HEARING THAT, BUT IT'S A SLOW PROCESS.

IT'S GONNA TAKE A WHILE.

AND WE'RE HERE FOR THE LONG TERM.

UM, THE OVERALL COST PROJECTIONS IS APPROXIMATELY 360, 360 1 MILLION OF THE, OF THOSE PROJECTS THAT HAVE BEEN MENTIONED WITH, UH, DALLAS COUNTY.

OF THOSE, THOSE WOULD BE OF THE WORKFORCE HOUSING PROJECTS WITH DALLAS COUNTY, PUTTING ABOUT 64 MILLION OF THAT.

UM, WHEN THIS BECOMES PUBLIC INFORMATION, I WILL BE DISTRIBUTING IT RIGHT NOW.

I AT LEAST WANTED TO SAY THAT THERE'S A LOT IN MOTION AND IT'S, IT'S, UH, A LOT OF PEOPLE IN THIS ROOM KNOW PARTS OF IT BECAUSE THERE'S A LOT OF DIFFERENT PEOPLE WHO ARE INVOLVED IN IT.

SO AT LEAST WANTED TO BRING AN UPDATE ABOUT THAT.

THERE ARE ALSO A COUPLE OF OTHER THINGS GOING ON THAT I THINK WE OUGHT TO BRING TO OUR HORIZON.

AND ONE OF THEM IS, AND IT'S CALLED THE TEXAS ZONING ATLAS, THAT, UM, I BECAME AWARE OF THIS WEEK.

AND IT IS A, A SET OF PEOPLE, A RESEARCH TEAM AT THE UNIVERSITY OF NORTH TEXAS WHERE THEY ARE BEGINNING WHAT THEY CALL THE TEXAS ZONING ATLAS, WHICH IS ACTUALLY A NATIONAL MOVEMENT TO TRY TO, ONE OF THE THINGS WE'VE BEEN TALKED ABOUT IS KIND OF THE DEARTH OF INFORMATION THAT EVERYBODY HAS THEIR OWN LITTLE PIECE OF IT, BUT TO TRY TO GET AN IDEA OF WHAT'S GOING ON OVER OVERALL IS VERY, VERY DIFFICULT.

AND I THINK THAT YOU'VE TAKEN PART OF THE, THE FIRST STAB ON THAT IN SEEING WHAT KIND OF FUNDING IS COMING UP FOR THE VARIOUS, UH, NONPROFITS IN VARIOUS CITIES.

UM, PART OF HOW THIS GETS DIRECTED THOUGH, OR WHAT CITIES ARE ACTUALLY DOING ON SOME OF THE OTHER EFFORTS, YOU KNOW, PART OF IT IS BUILDING HOUSING, BUT PART OF IT IS ALSO WHAT ARE WE DOING TO MAKE A HOSPITABLE ENVIRONMENT FOR AFFORDABLE HOUSING TO BE, UM, TO, TO, TO, UH, BE INTERESTED IN, IN COMING TO A PARTICULAR CITY.

AND I KNOW THAT THE CITY OF DALLAS HAS DONE A LOT OF WORK AND, YOU KNOW, INCENTIVES AND HOW DO WE, UM, WHAT ARE SOME OF THE OTHER THINGS THAT WE CAN DO AS, AS GOVERNMENTAL ENTITIES? AND THAT'S WHAT THE TEXAS ZONING ATLA ATLAS IS GONNA TRY TO DO.

THE NORTH TEXAS AREA IS, IS GONNA BE FOCUSED ON BY THIS GROUP IN UNIVERSITY OF NORTH TEXAS.

UM, SO I'M LOOKING FORWARD TO SEEING WHAT KIND OF INFORMATION THEY COME FORWARD WITH.

THERE'S JUST A VERY BASIC, UM, OUTLINE AT THE MOMENT.

UH, AND ALL OF THIS CAN BE FOUNDED.

IT'S, YOU KNOW, TEXAS ZONING.COM.COM, UM, WHERE THEY'RE BEGINNING TO ACCUMULATE THE INFORMATION.

UM, AND I WAS LOOKING FOR, I THINK THAT'S ABOUT ALL THE ALL, BUT IT'S JUST SOMETHING TO WATCH OUT FOR BECAUSE IT'S ANOTHER PIECE OF, OF WHAT ARE WE TRYING TO DO HERE AND TO GET A BETTER HANDLE ON WHAT IS DOING DONE , SOME THAT STUFF.

UM, THE LAST PIECE OF INFORMATION THAT, UM, WANTED TO BRING FORWARD, I KNOW THAT THERE'S A LOT, THERE'S OLD TIMEY ORGANIZATIONS THAT ARE AROUND THE ICMA IS ONE THAT MANY OF YOU IN THIS ROOM WOULD BE FAMILIAR WITH.

UM, BUT THEY HAVE, I JUST HAPPEN TO SEE THAT THEIR MOST RECENT PUBLICATION CALLED PUBLIC MANAGEMENT, IT'S, UH, FOCUSED ON HOUSING AND COMMUNITY DEVELOPMENT RIGHT NOW.

AND THE FIRST ARTICLE IS THAT HOUSING AFFORDABILITY CRISIS.

SO THERE'S A LOT OF INFORMATION THAT'S, THAT THEY'RE WORKING ON.

I WAS KIND OF PLEASED TO SEE IN LAST MONTH'S COPY THAT THEY ARE, AS WE ALL KNOW, THAT THE ICMA HAS ALWAYS FOCUSED ON MUNICIPALITIES.

WELL, THEY ARE ALSO TAKING LOOK AT OTHER GOVERNMENTAL ENTITIES AND WHAT DO THEY HAVE TO ADD TO THE EQUATIONS OF LOCAL GOVERNMENT.

AND SO THE LAST MONTH'S COPY WAS ON, UH, COUNTY'S FOCUS ON ECONOMIC MOBILITY OF RESIDENTS.

SO IT'S, IT'S, UH, ADDING IN THE ADDITIONAL FUNDING THAT COUNTIES CAN BRING TOO.

SO DON'T OVERLOOK SOME OF THE ELDERIES, WHAT GOODIES THAT WE SEE, UM, AND WHAT THEY HAVE TO OFFER ON US FOR US.

UM, THE LAST PIECE OF , I SAID THERE WAS A PENSION FROM THE, UM, WAS THAT THERE HAD BEEN A QUESTION OF WHAT PARKLAND IS DOING AS FAR AS THEIR HOME PROGRAM AND HOW THAT FITS IN.

AND I DID RECEIVE, UM, THEIR, UH, THEIR REPORTS AND I DON'T KNOW WHETHER, UH, DR.

RIS, UH,

[00:35:01]

MIKE HAD A MORE ON POINT BECAUSE IT'S TALKING ABOUT WHAT'S GOING ON WITH HOME AND THE SERVICES THAT THEY'RE PROVIDING, NOT ONLY AT PARKLAND, BUT IN, IN THEIR, IN THE CLINICS THAT THEY, UM, THE HEAD OF ESTABLISHED.

SO, UM, WE'VE GOT, UM, A MOBILE UNIT.

WE GOT SEVERAL MOBILE UNITS, UM, THAT, UH, THAT EN VISIT VARIOUS, UH, SHELTER SITES THROUGHOUT THE, UM, THE COUNTY TWO FIXED SITES, UH, I THINK STUPA IN THE BRIDGE.

I I THINK OF THE TWO FIXED SITES.

UM, AND, UM, FROM A, UH, SERVICE PERSPECTIVE, IT'S ALL PRIMARY CARE SERVICES THAT GET DENTAL, UM, SERVICES AS WELL, BEHAVIORAL HEALTH SERVICES.

UM, AND THEN ALL THE RANGE OF SPECIALTY SERVICES THAT WE REFER BACK INTO THE, INTO THE HOSPITAL.

UM, SO IT'S AN ACTIVE PROGRAM.

IT'S, IT'S, UM, SUPPORTED IN PART BY HRSA, THE FEDERAL GOVERNMENT.

ABOUT 40% OF THE FUNDING IS FROM HRSA.

IT'S ABOUT EIGHT AND A HALF MILLION DOLLARS PROGRAM.

THE BALANCE OF THAT IS, UH, IS FROM PARKLAND.

SO, UM, UH, SO YEAH, IT'S, UH, THAT'S A SORT OF A BRIEF SUMMARY.

I CAN GET YOU MORE, I CAN SHARE THIS PRESENTATION WITH YOU THAT'S GOT SOME MORE SPECIFIC DATA ON, YOU KNOW, NUMBERS OF SERVED AND THINGS LIKE THAT.

LIKE LOOKS LIKE, UM, ABOUT 40,000 VISITS A YEAR.

AND THAT'S NOT A UNIQUE, THAT'S NOT AN UNDUPLICATED PATIENT COUNT.

THAT NUMBER'S GONNA BE MUCH LOWER THAN THAT.

I'M, I'M WONDERING IF IT WOULD BE OKAY IF WE COULD PUT YOU ON THE AGENDA FOR MARCH, UM, TO DO A LITTLE YEAH, IT SHOULD.

IT, I MEAN, YOU'RE JUST SUCH AN IMPORTANT PART OF THE SYSTEM AND, UM, YOU KNOW, AND I, I SPECIFICALLY WOULD LIKE TO KNOW ABOUT LIKE HOURS OF AVAILABILITY.

UM, I KNOW I'VE BEEN AT THE BRIDGE A COUPLE TIMES WHERE EITHER IT WAS OR WASN'T AVAILABLE, UM, BUT THIS, THIS IS SO KEY.

WOULD THAT BE ALL RIGHT? ABSOLUTELY.

THANK YOU VERY MUCH, DR.

CICE.

MM-HMM, , THE VERY, VERY LAST POINT IS JUST A PLUG FOR THE PIT COUNT IS COMING UP AND, UM, I KNOW THAT WE HAVE SIGNED UP, MYSELF AND OUR TEAM HAVE SIGNED UP BECAUSE IT'S AN IMPORTANT THING, UNDERSTANDING FULL WELL THAT IT IS, UM, UH, NOT AN ACCURATE COUNT OF ABSOLUTELY EVERY HOMELESS PERSON OR UNSHELTERED PERSON IN DALLAS AND COHEN COUNTY, BUT THAT IT, IT IS THAT IT'S THAT STEADY, UM, BASELINE THAT CAN BE COMPARED OVER TIME.

THAT IS, IT'S, SO IT'S AN IMPORTANT PIECE OF WHAT WE DO IN ADDITION TO GETTING ALL OF OUR INDIVIDUAL SERVICE PROVIDERS AND GOVERNMENTAL ENTITIES, .

UM, THAT'S ALL I HAVE UNLESS THERE ARE OTHER QUESTIONS.

THANK YOU SO MUCH.

WELL, UM, I JOIN YOU ENCOURAGING EVERYONE TO SIGN UP FOR THE POINT IN TIME COUNT.

IF YOU'VE NEVER DONE IT, I THINK IT'S EYEOPENING FOR A LOT OF PEOPLE AND IF YOU HAVE DONE IT, YOU KNOW, IT'S IMPORTANT TO DO IT.

UM, NOT ONLY IS IT FEDERALLY MANDATED, UM, BUT IT DOES HELP OUR SYSTEM UNDERSTAND WHAT'S HAPPENING.

AND I, I THINK IT'S IMPORTANT AND I STRONGLY ENCOURAGE PEOPLE TO SIGN UP TO DO IT.

UM, THE LAST ITEM, OH NO, I'M SORRY.

WE HAVE A BRIEFING MEMO ON THE TEMPORARY HOUSING PILOT UPDATE.

UM, SO YOU SHOULD HAVE HAD THAT ATTACHED TO THE AGENDA.

AND, UM, CHRISTINE'S HERE TO BE ABLE TO ANSWER ANY QUESTIONS ABOUT IT.

THE GOOD NEWS IS THAT WE'VE GOT SOME NEW UNITS FOR FOLKS TO GO INTO, BOTH PERMANENT SUPPORTIVE AND, UM, LOW INCOME OR AFFORDABLE, AND IT WILL NOT COST OUR SYSTEM ANYTHING.

HOW DOES THAT WORK? HOW DOES THAT WORK? ? THAT IS CORRECT.

THAT'S A GREAT QUESTION IF YOU WANNA SAY IT LIKE THAT.

HOW ABOUT CHRISTINE ANSWERS THAT THANK YOU CHAIR.

UH, CHRISTINE CROSLEY, OFFICE OF HOMELESS SOLUTIONS DIRECTOR.

UM, SO BEHIND THE MEMORANDUM, WHICH IS A SUMMARIZATION, YOU'LL SEE THE OVERALL DECK.

UM, THAT REALLY JUST GIVES MORE OF AN INTRODUCTION TO AIDS HEALTHCARE FOUNDATION, WHO OWNS THE PROPERTY, UM, WITH NO, UH, ATTACHED FUNDING FROM THE CITY AS COUNCIL MEMBER, UH, EXCUSE ME, CHAIRMAN MENDELSON SAID.

UM, AND THEY HAVE BEEN IN THE COMMUNITY FOR QUITE A WHILE, UM, IN THE VARIOUS WAYS THAT ARE LISTED IN THE DECK.

BUT ONE OF THE THINGS THEY HAVE NOT DONE IS LAUNCH THEIR HEALTHY HOUSING COLLABORATIVE, WHICH THEY HAVE IN FLORIDA AND LOS ANGELES, EXCUSE ME, WELL, FLORIDA AND CALIFORNIA AND LOS ANGELES, UM, WHICH IS OPENING UP A SITE THAT HAS, UM, SLIDING, UM, RENT, UH, FOR HOUSING TO MEET THE NEEDS OF THAT LOCAL POPULATION.

SO FOR US, THERE ARE 48 UNITS THAT THEY'RE RENOVATING TO MEET PERMANENT SUPPORTIVE HOUSING STANDARDS, AND THEY'RE WORKING WITH DALLAS HOUSING AUTHORITY TO MATCH

[00:40:01]

THOSE WITH VOUCHERS.

SO THAT WILL TAKE CARE OF THAT COST.

UM, AND THEN FOR THE REST OF THEM, RIGHT NOW THEY'RE IDENTIFYING PEOPLE OUT IN THE COMMUNITY WHO HAVE THEIR OWN SOURCE OF INCOME, WHO JUST NEED, UH, A LOWER RENT.

SO OFFICE OF COMMUNITY CARES FOR US, MAKES REFERRALS.

UM, I KNOW THEY'RE TALKING, UH, WITH MANY INTERESTED ORGANIZATIONS FOR THOSE ROUGHLY 152 UNITS, UM, THAT ARE, ARE LOVELY AND ARE, UH, READY FOR OTHER PEOPLE TO UTILIZE.

SO THE NICE THING THERE AND WHAT WE TALK ABOUT HERE IS OF COURSE, AS THE CHAIR SAID, DIVERS DIVERSIFICATION OF HOUSING STOCK, UM, ALL OF THOSE INDIVIDUALS WOULD BE ON A LEASE.

SO NO ONE COUNTS AS HOMELESS.

THEY'RE WORKING DIRECTLY WITH AIDS HEALTHCARE FOUNDATION.

UM, AND IF AT A LATER DATE MORE OF THOSE UNITS ARE TRANSFERRED TO BE PERMANENT SUPPORTIVE HOUSING, UM, THAT'S SOMETHING THAT CERTAINLY A HF CAN LOOK INTO AND THE SYSTEM CAN LOOK INTO.

UM, BUT RIGHT NOW NO MONEY HAS BEEN COMMITTED FROM THE CITY.

AND SO JUST THE ONE STEP BACK IS THEY PURCHASED THE HOTEL AND THEY'RE RENOVATING IT FOR THIS.

ALRIGHT, ARE THERE'S A COST TO THE SYSTEM, TO THE HOUSING SYSTEM.

SO THIS FOUNDATION PURCHASED IT, BUT THE CITY OR THE COUNTY HAVEN'T PUT IN FUNDS.

THAT'S WHAT YOU WERE SAYING AS FAR AS NO COST.

CORRECT.

AND I'LL GO A STEP FURTHER AND SAY THAT THE, THE COST OF THE SYSTEM, BECAUSE THEY'RE WORKING WITH DALLAS HOUSING AUTHORITY TO BRING IN VOUCHERS, MEANS THAT THOSE WOULD BE NEW VOUCHERS, NOT EXISTING VOUCHERS BEING PULLED FROM THE SYSTEM.

SO IF THEY GET THAT, AND, AND I CAN'T SAY THAT 'CAUSE I'M NOT IN THE PROCESS WITH DHA, UM, THAT WOULD ACTUALLY ADD TO THE EXISTING HOUSING STOCK.

THAT'S GOOD TO HEAR THAT THERE ARE STILL VOUCHERS THAT THAT WILL BE MADE AVAILABLE SO THAT WE CAN INCREASE OUR CAPACITY.

UH, YES.

AND, AND I WISH I COULD BRIEF ON THAT, BUT, UM, I'M NOT DHAI DO KNOW THAT HOUSING AND HOMELESSNESS SOLUTIONS, UM, I BELIEVE HAS ASKED THEM TO COME FORWARD AND PRESENT AND I'M SURE THIS BODY COULD AS WELL, UM, ON THEIR HOUSING AND VOUCHER STOCK.

IT MIGHT BE SOMETHING TO, TO TALK ABOUT, OKAY, WE KNOW WHERE WE ARE TODAY, BUT WHAT DO THEY PROJECT? UM, WHAT'S GONNA BE THE ROLE OF, UH, COMING UP, ESPECIALLY IN ANTICIPATING THAT 2026 IS GONNA BE A REAL SHOCK TO THE DALLAS COUNTY SYSTEM.

SO I HAVE TALKED TO DHA, UM, A COUPLE TIMES IN THE LAST MONTH AND, UH, BOTH BOARD MEMBERS AND STAFF AND, UM, THE GENERAL, THE VERY HIGH LEVEL MESSAGE THAT I'M GETTING IS THAT THEY AREN'T RECEIVING DOLLARS TO, UM, BUILD ADDITIONAL FACILITIES OR HOUSING, BUT THAT THEY CAN GET VOUCHERS WHEN THEY HAVE THIS SORT OF SCENARIO.

SO, UM, EVERY TIME WE CAN LEVERAGE THIS, WE REALLY ARE INCREASING THE DOLLARS THAT ARE COMING TO DALLAS AND TO HELP PEOPLE.

SO, UM, I I THINK THAT'S AN IMPORTANT POINT TO UNDERSTAND THAT, UM, I DIDN'T HONESTLY, YOU KNOW, SIX, SIX WEEKS AGO, UM, ABOUT WHERE THEY WERE AT AND BEING ABLE TO, UM, SPAN THEIR EFFORTS.

AND I KNOW THAT THEY ALSO HAVE ONGOING CONVERSATIONS WITH THE CONTINUUM OF CARE ABOUT THAT, UM, AS A PART OF THE CONTINUUM OF CARE.

SO I DON'T KNOW, I'M NOT GONNA PUT CAROL ON THE SPOT, BUT I KNOW THAT THEY'RE ALSO, I'M NOT SURE HOW IT'S ROUTED INTO THOSE REPORTS IN TERMS OF, YOU GUYS WERE TALKING ABOUT REDUNDANCY EARLIER REPORTING, SO JUST BEING COGNIZANT THAT IT'S PROBABLY LISTED SOMEPLACE, I JUST CAN'T SPEAK TO THAT.

WELL, WE'LL DEFINITELY, UM, ADD THEM TO THE LIST OF FOLKS WE'D LIKE TO COME, UM, AND VISIT WITH US.

SO THANK YOU VERY MUCH.

HAVE ANY ADDITIONAL QUESTIONS FOR KRISTEN? I DO.

OKAY.

UM, SO THE LAST ITEM I BELIEVE IS, UM, ANNOUNCEMENTS OF UPCOMING EVENTS.

SO THANK YOU FOR BRINGING UP THE POINT IN TIME COUNT AND THE RECENT MEDIA.

UM, I DID WANNA TALK ABOUT NEXT MONTH I'M GONNA, UM, ASK THE CITIZENS HOMELESS COMMISSION FROM THE CITY OF DALLAS TO COME AND JOIN US FOR A JOINT MEETING.

AND SO THIS IS AGAIN, PART OF OUR BYLAWS, UM, TO WORK WITH THAT GROUP.

AND THIS IS A FORMAT THAT WE'VE USED IN A COUPLE OTHER COMMITTEES WHERE WE'VE ASKED, UM, GROUPS TO COME AND HAVE THAT JOINT MEETING.

THERE'S SOME QUESTIONS THAT ARE OUT THERE RIGHT NOW ABOUT WHAT ARE THE UNIQUE ROLE OF BOTH OF THIS ORGANIZATION AS WELL AS THAT ONE.

UM, SO I THINK IT'D BE HELPFUL TO HEAR FROM THEM ABOUT WHAT THEIR EXPERIENCE HAS BEEN LIKE, WHAT KIND OF CONTRIBUTION THEY FEEL THEY'RE MAKING, WHAT KINDS OF CHANGES THEY WOULD LIKE TO SEE, MAYBE EITHER IN THEIR STRUCTURE OR THEIR MISSION.

UM, AND I THINK THAT THEIR MEMBERS ARE INTERESTED TO, UM, PARTICIPATE IN THAT WAY.

I'VE ALSO ASKED, UM, THE COUNCIL COMMITTEE CHAIR FOR HOUSING AND HOMELESSNESS, JESSE MURANO.

HE WAS WITH US, UM, EARLIER.

I KNOW HE HAD TO STEP OUT, UM, IF HE WOULD LIKE TO GIVE US AN UPDATE NEXT MONTH BECAUSE HE'S GOT A SPECIAL CALL MEETING ON THE 18TH, I THINK.

UH, SO, UH, TWO WEEKS FROM TONIGHT, UM, AT 6:00 PM WHERE IT'S A SPECIAL CALL MEETING TO ADDRESS THAT HOPE REPORT.

SO THE MAYOR HAD PUT

[00:45:01]

TOGETHER A TASK FORCE, THEY CAME UP WITH THIS HOPE REPORT, AND THE MEETING IS EXCLUSIVELY DEVOTED TO TALKING ABOUT THAT.

AND I KNOW HE SET IT UP WHERE THERE'S PUBLIC INPUT AS WELL, SO THAT MEMBERS OF THE PUBLIC CAN COME AND TALK ABOUT THEIR, UM, THEIR EXPERIENCE OR VIEW ON HOMELESSNESS, WAYS THAT IT AFFECTS THEIR, THEIR LIFE OR NOT SUGGESTIONS THEY MIGHT HAVE ON HOW TO IMPROVE THE SYSTEM, UM, AND HOW THEY CAN BE PART OF THAT.

UM, SO THE IDEA WAS THAT WELL, WE'LL HAVE THAT SPECIAL CALL MEETING, BUT WHY DON'T WE HAVE HIM COME AND TALK TO YOU ABOUT WHAT HAPPENED AT THE MEETING AND YOU KNOW, WHERE, WHERE'S THE COUNCIL COMMITTEE AT? WHAT DID THEY HEAR? AND LET'S SORT OF DIGEST THAT BECAUSE I THINK THAT'S THE SPIRIT OF WHAT THESE BYLAWS ARE, IS TO, YOU KNOW, HAVE THESE, UM, GROUPS SHARING THIS KIND OF INFORMATION.

YOU MAKE A VERY GOOD POINT TOO, THAT I WOULD LIKE TO, TO CONCUR WITH, AND THAT IS THAT WITH THE VARIETY OF HOUSING HOMELESS ORGANIZATIONS THAT HAVE OVER THE LAST THREE YEARS, THEY'RE TRYING TO FIGURE OUT WHOSE LANE IS, WHICH IS SOMETHING THAT ALL OF US ARE VERY INTERESTED BECAUSE NONE OF US WANNA HAVE MORE MEETINGS JUST TO HAVE MEETINGS.

I THINK WE'VE DONE ALL THAT STUFF BEFORE, BUT THERE ARE PROBABLY IS ENOUGH WORK FOR EVERYBODY TO DO IF WE CAN JUST DEFINE, YOU KNOW, WHAT, WHAT'S, WHAT OUR LANE IS.

AND SO THAT'S, SO I THINK IT'S, IT'S AN EXCELLENT IDEA.

GREAT.

DID YOU HAVE SOMETHING YOU WANNA GO ON? OKAY.

UM, SO, SO THAT WOULD BE FEBRUARY, UM, MARCH.

WE JUST WERE TALKING ABOUT HAVING PARKLAND HOMES COME AND THEN APRIL, UM, WE CAN ASK DHA.

SO THAT'S JUST SORT OF FORWARD LOOKING.

IF YOU HAVE OTHER THOUGHTS OF THINGS THAT YOU'D LIKE TO SEE ON THE AGENDA.

I DO THINK THAT WE'LL PROBABLY HAVE SORT OF A ROLLING, UM, LIKE EVERY MONTH I'M INTENDING TO HAVE AN ITEM ABOUT THE COST OF HOMELESSNESS.

MM-HMM.

, NOW THAT WE'VE GOT LIKE ALL THESE POCKETS OF MONEY, IF WE CAN PUT IT TOGETHER IN A WAY THAT WE CAN LOOK AT THAT, UM, MAKES SENSE THAT WE HAVE A GREAT FINANCIAL MIND OVER HERE, UM, , UM, MAYBE, MAYBE WE CAN SOMEHOW MESH THESE THINGS WHERE IT'S NOT DUPLICATING BUT IT'S STILL GIVING US DATA THAT'S MAYBE ACTIONABLE EVEN IF WE REALIZE THAT WE MIGHT HAVE TO PUT SOME GUARDRAILS ON ESTIMATES OF, IT'S SOMEWHERE BETWEEN THESE TWO NUMBERS BECAUSE WE ALL DO DIFFERENT ACCOUNTING AND FISCAL YEARS FOR CITY AND COUNTY ARE DIFFERENT THAN CALENDAR YEARS, WHICH ARE MORE TYPICAL ON THE NONPROFIT SIDE.

SO ALL THAT TO SAY, UM, YOU CAN SEE THAT WE'LL HAVE CERTAIN AGENDA ITEMS THAT WE'RE JUST GONNA KEEP COMING BACK TO.

WE'RE GONNA KEEP COMING BACK TO THESE BYLAWS UNTIL BY GOD WE GET 'EM OUT AND DONE.

UM, SO I, I APPRECIATE YOU STICKING WITH ME ON THAT.

UM, WE ARE AT THE END OF OUR AGENDA.

IF YOU HAVE ADDITIONAL IDEAS FOR ME, PLEASE LET ME KNOW.

BUT IT IS 1259 AND THIS MEETING'S ADJOURNED.

WE HAVE 45 SECONDS BACK.

THANK YOU VERY MUCH.

THANK YOU.
