AND, UM, TO BOTH OUR DALLAS FIRE ASSOCIATION AND POLICE ASSOCIATION PRESIDENTS WHO HAVE ENDED THEIR SERVICE AS OF 2023. AND SO LET'S CALL DOWN MIKE MATA FIRST.

WHAT I WANT TO SHARE WITH YOU.

WE'RE GOING TO GIVE YOU A MINUTE TO SPEAK.

IF YOU WANT TO HAVE A SEAT.

YOU'RE WELCOME TO. WHAT I WANT TO SHARE WITH YOU IS JUST A LITTLE BIT ABOUT MIKE.

NOW, WE'VE ALL SEEN HIM ON TV AT SOME VERY CRITICAL MOMENTS FOR INDIVIDUAL OFFICERS, FOR VICTIMS AND FOR OUR CITY.

BUT WHAT YOU MIGHT NOT KNOW IS THAT HE JOINED THE POLICE DEPARTMENT IN 1994.

HE'S WORKED IN PATROL, HE'S WORKED IN TRAFFIC DIVISION, HE'S WORKED WITH THE ACADEMY AND HE'S WORKED IN MAJOR CRIMES.

HE WAS PROMOTED A SENIOR CAPTAIN IN 2006.

HE'S BEEN ASSIGNED TO SOUTHEAST, CENTRAL AND THE ACADEMY.

HE'S TRAINED RECRUITS IN SERVICE OFFICERS FROM 2010 TO 2016.

HE WAS PROMOTED TO SERGEANT IN 2016, AND HE WAS ASSIGNED TO SOUTHWEST, NORTHEAST AND CENTRAL PATROL DIVISIONS.

HE WAS ON THE EXECUTIVE BOARD OF THE DALLAS POLICE ASSOCIATION SINCE 2012, AND HE WAS ELECTED PRESIDENT IN 2016.

HE SAYS HIS MAJOR ACCOMPLISHMENTS DURING THAT TENURE WERE COMPLETING THREE MEET AND CONFER CONTRACTS WITH THE CITY.

AND FOR ANYONE WHO'S BEEN INVOLVED IN THAT, I THINK THEY RECOGNIZE THAT AS A BIG ACCOMPLISHMENT.

HE'S LOBBIED IN THE STATE LEGISLATURE FOR A PENSION REFORM BILL THAT HELPED STABILIZE THE CITY FUNDED PENSION PLAN.

HE HELPED COORDINATE WITH CITY OFFICIALS THE RESPONSE TO THE COVID PANDEMIC, TO ENSURE THE SAFETY OF THE OFFICERS WHO WORK TIRELESSLY THROUGHOUT THE LOCKDOWN, AND HE HELPED TO ENSURE THE SAFETY OF OFFICERS THROUGH 12 WEEKS OF CONSTANT DAILY PROTESTS AND CIVIL UNREST THROUGHOUT THE CITY.

HE CREATED AND LOBBIED FOR A NEW LODGE FOR THE NATIONAL FRATERNAL ORDER OF POLICE WITHIN THE DALLAS POLICE ASSOCIATION, AND THAT IS FOP LODGE 716. HE'S REPRESENTED HUNDREDS OF OFFICERS AND ADMINISTRATIVE HEARINGS PROTECTING THEIR CONSTITUTIONAL AND LABOR RIGHTS.

HE'S BEEN CHAIRMAN OF THE ASSIST THE OFFICER FOUNDATION.

HE BECAME CHAIRMAN IN 2014, AND HE'S HELPED RAISE MILLIONS OF DOLLARS FOR FAMILIES OF FALLEN AND INJURED OFFICERS, BOTH IN DFW AND ACROSS THE STATE.

BUT WHAT I'LL TELL YOU, FOR BOTH OF THESE MEN WHO ARE LEAVING, IS HOW IMPORTANT THEIR KNOWLEDGE OF THE ACTUAL JOB HAS BEEN IN TEACHING COUNCIL MEMBERS ABOUT WHAT EMPLOYEES ARE FACING AND POLICY DECISIONS, AND WHAT THE IMPLICATIONS OF THAT ARE, AND THEN ADVOCATING FOR THINGS THAT THEY NEED TO IMPROVE THEIR DEPARTMENTS AND IMPROVE OUR CITY.

AND SO THROUGH ALL OF THAT, I'LL JUST SAY IT'S BEEN MY ABSOLUTE PLEASURE.

AND, YOU KNOW, WE GET ASKED THE SAME QUESTION, AND IT SEEMS LIKE WE ALL ANSWER THE SAME WAY.

UM, AND IT SEEMS LIKE MAYBE IT'S A PLANNED ANSWER, BUT IT'S NOT.

WE TAKE THIS JOB TO SERVE PEOPLE.

WE TAKE THIS JOB TO HELP PEOPLE.

UM, THAT'S JUST HOW WE'RE MADE.

WHEN THEY SAY ANYBODY CAN BE A POLICE OFFICER, THAT IS NOT TRUE.

IT TAKES A SPECIAL PERSON TO BE WILLING TO RISK YOUR LIFE AND GIVE YOUR LIFE FOR SOMEBODY THAT YOU DON'T EVEN KNOW.

IT TAKES A SPECIAL PERSON TO RISK YOUR LIFE AND GIVE YOUR LIFE FOR SOMEBODY WHO 30S EARLIER, UH, YOU KNOW, WAS TRYING TO KILL YOU OR HURT YOU, BUT YOU STILL DID YOUR DUTY AND YOU HELPED THE COMMUNITY.

THERE ARE PEOPLE THAT I HOPE, UM, ARE LIVING BETTER IN THE CITY OF DALLAS BECAUSE I CAME TO WORK EVERY DAY.

UM, AS FAR AS WHAT WE'VE ACCOMPLISHED OR, YOU KNOW, THANK YOU VERY MUCH, CARA, FOR ALL THOSE NICE WORDS.

BUT I DIDN'T ACCOMPLISH ANY OF THAT BY MYSELF.

YOU KNOW, JOHN HIT IT ON THE HEAD WHEN JOHN CAME HERE, WE WENT AND HAD LUNCH.

AND, UM, I'M GONNA BE HONEST WITH YOU, YOU KNOW, I HAVEN'T HAD THE BEST OF RELATIONSHIPS WITH CITY MANAGERS ALL THE TIME.

BUT WE HAD LUNCH, AND THE FIRST THING HE TOLD ME, HE SAID, MIKE, WE HAVE GOT TO FIND A BETTER WAY TO HIRE OFFICERS.

HOW DO WE GET OFFICERS HERE? AND HE SAID, I'M LOOKING AT YOUR PAY SCALES.

WE'VE GOT TO FIX THIS.

AND HE GAVE ME HIS WORD THAT HE WOULD DO EVERYTHING HE COULD TO HELP FIX THIS.

AND HE KEPT HIS WORD.

UM, AND SO KUDOS TO YOU, JOHN, AND THANK YOU VERY MUCH FOR THAT AND FOR YOUR FRIENDSHIP.

I COULDN'T HAVE DONE ANYTHING WITHOUT ALL THESE FOLKS RIGHT OVER HERE AND MORE.

BUT THESE ARE THE LEADERSHIP OF THE DALLAS POLICE DEPARTMENT.

THESE ARE THE INDIVIDUALS THAT MOLD OUR DEPARTMENT, THAT GIVE IT A VISION AND GIVE IT A PATHWAY TO SUCCEED WITHOUT THEIR LEADERSHIP, WITHOUT THEIR GUIDANCE, WITHOUT THEIR EXPERIENCE, AND MOREOVER, WITHOUT THE LOVE THAT THEY SHOW FOR THE RANK AND FILE WE WOULD NOT BE ABLE TO ACCOMPLISH, WE WOULD NOT BE ABLE TO LOWER CRIME IN THE CITY THREE YEARS RUNNING. THERE'S NO OTHER CITY THAT'S DOING THAT.

THIS CITY IS DOING THAT.

AND THAT'S BECAUSE THE MEN AND WOMEN COME TO WORK EVERY DAY WITH THEIR GUIDANCE, UNDERSTANDING A MISSION, AND THEY COMPLETE A TASK.

UM. YOU KNOW, I KNOW FOLKS FROM TIME TO TIME THINK THAT YOU GUYS AND ME, THE FULL COUNCIL, THAT WE DON'T GET ALONG.

THAT'S NOT TRUE.

THAT'S NOT TRUE. SOMETIMES, YOU KNOW, WE'RE LIKE FAMILY SOMETIMES.

DO WE HAVE DISAGREEMENTS? ABSOLUTELY, ABSOLUTELY.

BUT I THINK IN THE END, WE'RE ALL TRYING TO DO THE RIGHT THING.

AND THAT IS TO MAKE THIS CITY SAFER, THAT IS TO PROVIDE THE FUTURE OF THE MEN AND WOMEN WHO RISK THEIR LIVES EVERY DAY, A LONG FUTURE WITH THEIR FAMILIES AND UNDERSTANDING OF THEIR FAMILIES. I WANT TO THANK EVERY ONE OF YOU THAT AT EVERY, UH, RECRUIT GRADUATION, I SEE YOU THERE.

I WANT TO THANK EVERY ONE OF YOU ESPECIALLY WHEN WE LOSE A FALLEN OFFICER, THAT YOU'RE THERE.

SO YOU WERE HIRED BY CFR IN 2005.

IN 2007, YOU STARTED WORKING ON THE FILL THE BOOT CAMPAIGN AS THE CHAIRMAN.

YOU RAISED OVER $4.7 MILLION DURING THE TIME THAT YOU WERE CHAIRMAN.

IT'S AMAZING. 2009 YOU WERE ELECTED TO THE EXECUTIVE BOARD, AND YOU SERVED ON THAT UNTIL 2015.

IN 2016, YOUR ELECTED PRESIDENT OF THE DALLAS FIRE ASSOCIATION, AND YOU SERVED UNTIL THE END OF THIS 2023.

IN 2020, YOU WERE APPOINTED TO THE INTERNATIONAL ASSOCIATION OF FIREFIGHTERS FINANCIAL CORPORATION BOARD OF DIRECTORS.

AND I KNOW YOU'RE GOING TO CONTINUE TO SERVE ON THAT BOARD.

AS PRESIDENT, YOU HAVE A NUMBER OF ACCOMPLISHMENTS.

YOU ALSO HAVE SHARED WITH ME SUCCESSFULLY LOBBYING, LOBBYING TO GET A SECOND SET OF GEAR FOR ALL MEMBERS.

THAT WAS A VERY EARLY VOTE.

I KNOW THAT WHEN I WAS FIRST ELECTED THAT WE SUPPORTED SUCCESSFULLY LOBBYING CITY COUNCIL TO GET TRUCK 18 BACK INTO THE BUDGET.

YOU ALSO OVERSAW THREE MEET AND CONFER CONTRACTS.

WORKING TIRELESSLY IN AUSTIN IN 2017 ON THE PENSION LED THROUGH THE COVID PANDEMIC TO MAKE SURE THE MEMBERS WERE CARED FOR.

THIS WAS A UNIQUE TIME FOR BOTH POLICE AND FIRE TO STEP UP IN OUR COMMUNITY, AND YOU GUYS BOTH DID THAT.

YOU REPRESENTED MANY MEMBERS IN GRIEVANCE AND DISCIPLINARY HEARINGS, AND I WILL SAY THAT FOR BOTH YOU AND MIKE, THIS JOB HAS EXCEEDED YOUR OWN DEPARTMENT'S ACTIVITIES BECAUSE YOU BECOME PART OF THE DISCUSSION OF ALL THE THINGS WE'RE WORKING ON.

AND I THINK THAT YOU HAVE STEPPED UP IN MANY WAYS TO DO THAT.

I KNOW THAT DURING YOUR TIME, I'M JUST GOING TO SHARE YOUR LITTLE PROGRESSION.

SO, UM, YOU WERE FIRST, OF COURSE, A FIREFIGHTER PARAMEDIC AND THEN MOVED TO DRIVER ENGINEER, 2009 LIEUTENANT, 2014, CAPTAIN, 2018.

AND I KNOW YOU DID SWIFTWATER RESCUE AND YOU'RE CURRENTLY HAZARDOUS MATERIAL TECHNICIAN.

AND UNLIKE MIKE YOU'RE NOT RETIRING.

BUT I WANT TO THANK THE FIRE DEPARTMENT FOR ALL THE DIFFERENT NEW STATION IN THE SOUTHERN PART OF THE DALLAS, ESPECIALLY STATION 40.

I REMEMBER 49 WAS SO CROWDED, YOU KNOW, YOU COULDN'T GET THERE.

SO MANY, UM, RUNS, THEY HAD TO RUN.

SOME OF THE HIGHLIGHTS OF THE DEPARTMENT'S RECRUITING IN DECEMBER ARE WE PROCESSED 28 APPLICANTS IN THE MONTH OF DECEMBER AND PLACED 25 IN BACKGROUND. WE CURRENTLY HAVE 57 IN BACKGROUND, AND WE HAVE PLACED 19 INTO THAT BACKGROUND PROCESS THIS MORNING FROM OUR ON SITE EVENT THIS WEEKEND.

I HAVE CURRENTLY 28 ASSIGNED TO THE NEXT CLASS, THIS ACADEMY CLASS THAT STARTS JANUARY THE 31ST, AND WE HAVE HIRED SIX OF THOSE AS PRE HIRES. I HAVE SIX APPLICANTS GOING THROUGH THE FINAL MEDICAL EVALUATIONS THIS WEEK, AND HOPEFULLY WE'LL BE ABLE TO PUT THEM IN THE NEXT CLASS.

WE ARE WORKING VERY HARD TO PUT 30 PLUS IN THIS NEXT ACADEMY CLASS.

THE RECRUITERS ATTENDED FIVE CAREER FAIRS AND HIRING EVENTS, AND WE STAFFED INFORMATION TABLES AT 17 DIFFERENT LOCATIONS, UM, UH, AND COLLEGES AS WELL.

WE ATTENDED TWO BOWL GAMES, THE FIRST RESPONDERS BOWL AND THE COTTON BOWL, AND WE CONTINUE TO ATTEND THE MAVERICK AND STARS GAMES AS WELL.

AND WE HAVE RECEIVED FINAL APPROVAL FOR OUR STANDALONE RECRUITING WEBSITE, AND WE ARE WORKING WITH IT TO START UP AND GETTING THAT RUNNING.

WE'VE GOT 580 APPLICATIONS FROM THAT PERIOD WITHIN DECEMBER, AND OF THAT, 210 OF THEM HAVE BEEN REFERRED FROM CIVIL SERVICE. SO THAT NUMBER IS GOING TO CONSTANTLY FLUCTUATE BECAUSE THAT'S ONCE THEY'RE REFERRED.

REFERRED MEANS THAT THEY'VE PUT IN THE APPLICATION AND THEN THEY'VE SIGNED UP AND HAVE TAKEN THE CIVIL SERVICE EXAM AND PASSED THE CIVIL SERVICE EXAM.

SO WITHIN THAT GROUP, UH, THE OTHERS DOESN'T MEAN THAT THEY'RE NOT, UH, THEY'RE ELIMINATED.

IT'S JUST THAT AT THIS POINT THEY HADN'T PASSED THE CIVIL SERVICE EXAM.

SO WE'VE GOT 210 THAT ARE IN THAT GROUP, ALONG WITH 63 THAT ARE REMAINING FROM THE GROUP THAT CLOSED IN JULY TO REACH OUR GOAL OF 60 CLASSES IN MARCH.

UM, SO IN THIS MONTH, WE'VE ATTENDED FIVE COLLEGES AND UNIVERSITIES.

WE WENT TO THREE HIGH SCHOOLS, UH, WHICH INCLUDED BOTH NORTH DALLAS CARTER AND ROOSEVELT.

UM, WE ARE ALSO STILL WORKING DILIGENTLY WITH THE SKILLS BRIDGE PROGRAM, AS WELL AS THE ACADEMY AND POLICE AND I WILL BE COMING BEFORE YOU, UH, SOON WITH A PRESENTATION OVER THE, UH, SKILLS BRIDGE PROGRAM SO IT WON'T CATCH YOU BY SURPRISE WHEN IT HITS YOUR DESK.

VICTIMS OF HUMAN TRAFFICKING CAN BE ANYONE, REGARDLESS OF RACE, COLOR, NATIONAL ORIGIN, DISABILITY, RELIGION, SEXUAL ORIENTATION, GENDER IDENTITY, OR CITIZENSHIP STATUS. SO I HAVE A GRAPHIC HERE.

THIS IS FROM A 2016 STUDY BY THE UNIVERSITY OF TEXAS AT AUSTIN, JUST HIGHLIGHTING SOME OF THE IMPACT IN TEXAS OF HUMAN TRAFFICKING.

UH, SO IN 2023, WE HAD A TRAFFICKING VICTIM THAT MADE AN OUTCRY, UH, TO DPD.

THIS VICTIM HAD BEEN TRAFFICKED STARTING AROUND AGE 16, AND HAD BEEN TRAFFICKED AND PHYSICALLY ABUSED FOR SEVERAL YEARS PRIOR TO THE OUTCRY.

THE VICTIM WAS WANTING TO RECEIVE SERVICES, BUT WAS UNABLE TO JOIN A PROGRAM DUE TO HAVING A DOG, WHICH WAS BASICALLY THIS VICTIM'S WHOLE LIFE WAS THIS WAS THIS DOG. SO THAT INCIDENT WAS WE WERE ABLE TO START A PARTNERSHIP WITH THE STREET DOG PROJECT.

UH, TO ASSIST ANIMALS OWNED BY VICTIMS OF HUMAN TRAFFICKING.

WE WERE ABLE TO GET THE DOG PLACED WITH THE STREET DOG PROJECT.

UH, THE VICTIM WAS EVENTUALLY ABLE TO TESTIFY AGAINST HER TRAFFICKER WHO WAS FOUND GUILTY.

UH, AND THAT VICTIM IS CURRENTLY FINISHING HER GED AND IS WORKING ON ATTENDING A TRADE SCHOOL.

SO THAT'S JUST ONE EXAMPLE OF THE PARTNERSHIP AND HOW WE REALLY COULD NOT DO OUR JOB IF IT WASN'T FOR THE PARTNERS THAT ARE SITTING BEHIND ME NOW.

UH, THAT SQUAD IS OVERSEEN BY SERGEANT KRISTEN ALVARADO.

AND THE PRIMARY GOAL OF THE DETECTIVES OF THIS SQUAD IS TO IDENTIFY AND RECOVER JUVENILE VICTIMS THROUGH PROACTIVE INVESTIGATIVE WORK.

THROUGH FOLLOW UP INVESTIGATIONS, THEY IDENTIFY AND ARREST THEIR PERPETRATORS AND WORK COLLABORATIVELY WITH A MULTIDISCIPLINARY TEAM, WHICH INCLUDES UH, LOCAL LAW ENFORCEMENT PARTNERS, FEDERAL LAW ENFORCEMENT PARTNERS, BUT MOST IMPORTANTLY, NONPROFITS, NGOS AND ADVOCACY GROUPS.

UM, WHICH HELP OUR KIDS MAKE A CHANGE IN THEIR LIFE AND MAKE THAT TRANSITION TO BECOMING A SURVIVOR.

UM, WE WORK, UH, CASES INVOLVING VICTIMS THAT ARE UNDER THE AGE OF 18, 17 AND YOUNGER, AND WE ARE NATIONALLY RECOGNIZED AS A GOLD STANDARD IN, IN, IN THIS LINE OF WORK.

SO WHAT MAKES A VICTIM A HIGH RISK STATUS? WE LOOK AT CERTAIN CRITERIA WHICH WE HAVE HONED OVER MANY YEARS.

UM, WHAT MAKES, UH, WHAT MAKES THEM HIGH, UH, HIGH RISK VICTIMS IS IF THERE HAVE BEEN A RUNAWAY IN THE PAST, IF THEY HAVE BEEN A RUNAWAY FOR MORE THAN 30 DAYS, WE RECOGNIZE THAT CHILDREN CANNOT SURVIVE ON THEIR OWN IN THE STREETS, AND THEY REQUIRE THE ASSISTANCE OF AN ADULT.

MANY TIMES THAT ASSISTANCE COMES WITH, UM, UH, FORMS OF, UH, GROOMING, WHICH THEN LEAD TO TRAFFICKING.

SO LISTED HERE ARE SOME OF THOSE CRITERIA.

AGAIN, SOME OF THOSE INCLUDE, UH, IMMIGRATION STATUS, HOUSING INSTABILITY, UH, BEING, UH, LIVING IN A, IN A HOME, UH, WHERE THEY HAVE BEEN A VICTIM OF DOMESTIC VIOLENCE AND OTHERS.

AS YOU CAN SEE, FOR CALENDAR YEAR 2023.

UH, WE ENDED THE YEAR WITH 99 RECOVERIES OF JUVENILES.

UH, THAT'S THE THAT'S THE NUMBER THAT WE'RE MOST PROUD OF.

AND THEN 74 FELONY ARRESTS WERE MADE INVOLVING THOSE 99 RECOVERIES.

IT'S IMPORTANT TO NOTE THAT, UH, AS WE CONTINUE THOSE INVESTIGATIONS, WE COME ACROSS ADDITIONAL VICTIMS AND ADDITIONAL, UH, PERPETRATORS AND SUSPECTS THAT WE WILL MAKE ARRESTS ON IN THE COMING YEAR.

SO A BIG PART OF JUVENILE TRAFFICKING IS COMBAT.

COMBATING JUVENILE TRAFFICKING IS EDUCATION AND OUTREACH.

THIS UNIT HAS A DEDICATED OFFICER, OFFICER TONY NEWSOME, WHO DEVELOPS SCHEDULES AND PRESENTS UM UH TRAINING EVENTS TO UH STUDENTS, TEACHERS, PARENTS, EDUCATORS AND COMMUNITY LEADERS, UM, TO COMBAT HUMAN TRAFFICKING AND BECOMING AWARE OF THOSE SIGNS.

IN 2023, HE CONDUCTED 257 PRESENTATIONS TO MORE THAN 13,500 ATTENDEES.

UH, WE ALSO EDUCATE LAW ENFORCEMENT PARTNERS.

AS I MENTIONED EARLIER, WE ARE THE NATIONAL GOLD STANDARD AND OUR DETECTIVES ARE SUBJECT MATTER EXPERTS IN THEIR FIELDS.

AND THEY SHARED THEIR KNOWLEDGE BY TEACHING AT MANY NATIONAL CONFERENCES, INCLUDING THE WORLD RENOWNED CRIMES AGAINST CHILDREN CONFERENCE, WHICH IS ALSO KNOWN AS THE DALLAS CONFERENCE. NEXT SLIDE PLEASE.

THESE INTERCONNECTED METRICS FROM THE CITY AND OUR PARTNER ORGANIZATIONS SHED LIGHT ON THE ISSUE.

HOWEVER, THESE DATA SETS ALONE CANNOT BE USED TO COMPREHENSIVELY IDENTIFY EVERY CRIME OCCURRING IN THE CITY OF DALLAS.

ONE CAN KEEP IN MIND THAT FOR THIS PARTICULAR CRIME, EVEN WHEN COMPARED WITH OTHER CRIMINAL ACTIVITY, HUMAN TRAFFICKING CAN BE DIFFICULT TO DETECT AS TRAFFICKERS OFTEN, OFTEN, UH, CONDITION THE TRAFFICKED ACROSS TIME USING LIES, THREATS, AND INTIMIDATION TO LIE TO THE POLICE AND OTHER AUTHORITIES REGARDING FACTS AS SIMPLE AS THEIR OWN NAMES AND DATES OF BIRTH.

BOTH THE DALLAS POLICE DATA AND THE DATA PROVIDED BY OUR PARTNER ORGANIZATIONS DOES REVEAL THAT THIS CRIME IS NOT RESTRICTED TO ANY ONE AREA OF THE CITY.

DISTRICTS IN THE NORTH, SOUTH, EAST AND WEST HAVE EXPERIENCED HUMAN TRAFFICKING IN THIS LAST YEAR.

THIS CRIME IS NOT ISOLATED TO ANY ONE TYPE OF INDIVIDUAL, NOR, UH.

IT AFFECTS MEN AS WELL AS WOMEN, ADULTS AS WELL AS YOUTH.

FINALLY, WE HAVE EVIDENCE OF REPORTS OF SURVIVORS BEING TRAFFICKED BY ACQUAINTANCES, FRIENDS, AND EVEN FAMILY.

FROM THE DATA PROVIDED BY THE DPD, IF A COUNCIL DISTRICT HAS NOT EXPERIENCED A CRIME RELATED TO HUMAN TRAFFICKING, THAT DISTRICT WILL BE LEFT OFF THE MAP AT THIS TIME.

SO ONE IS UP 400%, ANOTHER 200%.

I WAS JUST WONDERING IF YOU COULD SHARE HOW THAT CAME TO BE, THAT YOU HAVE BEEN ABLE TO ARREST SO MANY MORE PEOPLE, AND IF YOU FEEL LIKE THERE'S SOMETHING THAT'S CHANGED, THAT YOU'RE GOING TO CONTINUE THAT, OR YOU WERE JUST ABLE TO GO UP TO A NEW LEVEL? SO I THINK A LOT OF THAT CHANGE.

COUNCIL MEMBER UM, WE HAVE REORGANIZED THE SPECIAL INVESTIGATIONS DIVISION, UH, WHERE WE HAVE, UH, EVERY DETECTIVE IN THERE IS CROSS TRAINED BETWEEN NARCOTICS AND VICE.

UM, SO THAT HAS ALLOWED US TO USE OUR RESOURCES AND MANPOWER MUCH MORE EFFICIENTLY THAN WE HAVE IN THE PAST.

UM, INSTEAD OF HAVING PEOPLE WHO ARE SPECIALIZED STRICTLY WITH NARCOTICS WORK OR STRICTLY WITH VICE WORK.

SO WE'RE GETTING THAT.

I THINK WE'RE SEEING THE, UH, THE BENEFITS OF THAT, THAT CROSS TRAINING AND THE INCREASED NUMBERS OF ARRESTS.

OKAY. UM, AND THEN I WAS GOING TO ASK YOU, UM, I DIDN'T HEAR ANY CONVERSATION ABOUT MIGRANTS COMING THROUGH THE COMMUNITY AND SETTLING IN THE COMMUNITY.

AND IF YOU FEEL THAT THERE'S ANY UPTICK BECAUSE OF THAT, I THINK IN MY DISTRICT THERE'S A NUMBER OF ISSUES, UM, WITHIN THE MIGRANT COMMUNITY. SO FOR SMUGGLING STRICTLY REPORTED TO DPD.

UH, WE HAD TWO CASES LAST YEAR.

UM, OF COURSE, MANY OF THOSE CASES WE WORK IN CONCERT WITH, UH, THE DEPARTMENT OF HOMELAND SECURITY, UM, THROUGH OUR PARTNERSHIP WITH THEIR TASK FORCE.

UM, BUT WE'VE BEEN, LIKE I SAID, IF AT LEAST REPORTED OFFENSES TO DPD HAVE BEEN PRETTY FLAT OVER THE LAST SEVERAL YEARS.

OKAY. AND THEN IS THERE ANYTHING THAT YOUR DEPARTMENT NEEDS THAT IT'S NOT GETTING? I MEAN, I'M JUST GOING TO TELL YOU WHEN YOU LOOK ON PAGE FIVE, UM, SLIDE FIVE AND YOU SEE THESE KINDS OF NUMBERS 313 WORKER I'M SORRY, 313 VICTIMS OF HUMAN TRAFFICKING IN TEXAS.

EVEN WITH THE MASSIVE INCREASE OF ARRESTS THAT YOU'VE HAD, CLEARLY WE'RE BARELY SCRATCHING THE SURFACE ON THIS.

WHAT ELSE DO YOU NEED TO BE ABLE TO HELP PEOPLE? UM, QUITE FRANKLY, COUNCIL MEMBER I MEAN, EVENTS LIKE WE HAD TODAY WITH COUNCIL MEMBER WILLIS IS GETTING THAT OUTREACH.

GETTING THAT EDUCATION IS, UM, AS YOU SAID, WE'RE JUST SCRATCHING THE SURFACE.

UH, I'M HERE TODAY, UH, I'M MAJOR JASON SCOGGINS.

I'M OVER THE VIOLENT CRIME PLANNING UNIT AND CRIME PLAN EVALUATOR.

AND I'M HERE TODAY WITH DIRECTOR KEVIN ODEN OF INTEGRATED PUBLIC SAFETY SOLUTION, ALONG WITH, UH, CHIEF GARCIA AND CHIEF ANDERSON.

THIS UPDATE IS TO PROVIDE, UH, STATS, REALLY, FOR OUR CRIME PLAN AND HOW IT'S MADE AN IMPACT CITYWIDE. AND IT'S THROUGH THE END OF DECEMBER.

SO I'LL START OFF WITH OUR OVERALL VIOLENT CRIME IS DOWN, UH, 13.79%.

UH, THANKS TO WE TARGETED THE AGGRAVATED ASSAULT NON FAMILY VIOLENCE OFFENSES BECAUSE THAT'S PRETTY MUCH THE CLOSEST OFFENSE YOU GET TO HOMICIDE.

I MEAN WITHOUT GOING REALLY DEEP INTO IT, THESE ARE LIKE ATTEMPTED HOMICIDES IF YOU WILL.

UM THAT NUMBER FOR AGGRAVATED ASSAULTS.

AGGRAVATED ASSAULTS AS A WHOLE WAS DOWN 17.34% AND AGGRAVATED ASSAULTS NON FAMILY VIOLENCE IS DOWN OVER 18%.

SO THAT WAS A HUGE CONTRIBUTOR TO THE OVERALL UH VIOLENT CRIME BEING DOWN THIS YEAR.

WE DROPPED AS FAR AS OUR GRIDS AND WORKING OUR GRIDS.

OUR INCIDENTS WENT FROM 43 INCIDENTS DOWN TO 23 INCIDENTS.

UH, SO WE WERE ABLE TO DECREASE, UH, VIOLENT CRIME INCIDENTS BY 20, WHICH IS PRETTY SIGNIFICANT CONSIDERING A LOT OF THOSE INCIDENTS INVOLVED MULTIPLE VICTIMS. OFFENSES INVOLVING GUNS ARE DOWN OVER 12%.

UM. INCIDENTS OF SHOOTING RELATED VIOLENT CRIME OFFENSES ARE CURRENTLY DOWN OVER 20%.

UM, ALL THOSE PERCENTAGES.

THE BOTTOM LINE MEANING IS THAT FOR 2023, WE HAD OVER 1500 LESS VICTIMS OF VIOLENT CRIME, WHICH IS I THINK IT'S PRETTY SIGNIFICANT.

I THINK THAT'S A PRETTY GOOD NUMBER TO END THE YEAR WITH.

OUR P AND I TEAM DID SOME GREAT WORK TO ATTRIBUTE TO SOME OF THESE NUMBERS.

THEY FOCUS SOLELY ON OUR P AND I LOCATIONS AND THEN OUR REALLY TOP VERY ACTIVE GRID LOCATIONS.

AND FOR THE YEAR THEY MADE 201 ARRESTS.

OF THOSE ARRESTS, UH, THERE WAS 265 FELONY CHARGES, WHICH MEANS SOME PEOPLE WENT TO JAIL WITH MORE THAN ONE FELONY CHARGE. AND THEN OF THESE ARRESTS, UH, THE P AND I GROUP SUBMITTED 21 CASES, UH, FOR FEDERAL PROSECUTION. AND IF YOU COUPLE THAT WITH OUR PSN GUYS, UH, THAT WAS A TOTAL NUMBER OF ARRESTS SENT FOR FEDERAL PROSECUTION IS 88.

AND THAT'S A PRETTY SIGNIFICANT NUMBER AS WELL AS FAR AS COMBATING VIOLENT CRIME.

I MEAN, IF THOSE CASES WHEN THEY'RE SUBMITTED FEDERALLY, YOU KNOW, WE HAVE THOSE CONVERSATIONS, IF THEY MEET THE CRITERIA AND THEY'RE GOING TO BE SUBMITTED WITH THE EXPECTATION THAT THEY'RE GOING TO BE TAKEN.

UH, SO GIVEN THE PROCESS PLAYS OUT, THAT'S, YOU KNOW, POTENTIALLY 88 PEOPLE THAT WILL HAVE SEVERE TIME OR A LOT OF TIME TO SERVE IN, YOU KNOW, FEDERAL PRISON

AND WON'T BE ALLOWED TO VIOLATE FURTHER VICTIMS AT THAT POINT.

SO IT'S PRETTY SIGNIFICANT AS WELL.

AND THEN WE'RE HALFWAY THROUGH PERIOD 13, UH, WORKING OUR PERIOD 13 GRIDS 63 GRIDS STARTED ON DECEMBER 1ST.

AT THIS TIME.

UH, THESE TEAMS RESPOND TO ACTIVE CALLS FOR SERVICE THAT PRIMARILY INVOLVE BEHAVIORAL OR MENTAL ILLNESS.

AND ULTIMATELY, THE MISSION OF THESE TEAMS IS TO DIVERT INDIVIDUALS FROM JAIL OR HOSPITALS AND INTO SOCIAL SERVICE PROGRAMS THAT TREAT THE ROOT CAUSES OF BEHAVIORAL OR MENTAL ILLNESS.

NOW, WHEN WE COMPARE THE NUMBERS OF ARRESTS UNDER A MENTAL HEALTH HOLD IN DALLAS COMPARING 2023 TO 2021, WE'VE SEEN THESE ARRESTS REDUCED BY 35%.

JUST COMPARING 2023 TO 2022, THERE WERE OVER 1200 LESS ARRESTS ON MENTAL HEALTH HOLDS.

NOW, WHAT THIS MEANS FOR OUR RESIDENTS IS BETTER SERVICE, BETTER ACCESSIBILITY INTO SCARCE RESOURCES AND ULTIMATELY SOLVING ROOT CAUSE NEEDS.

WHAT THIS MEANS FOR OUR PARTNERS IN THE POLICE DEPARTMENT IS LESS TIME AT HOSPITALS, IN WAITING AREAS, CHECKING PERSONS INTO JAIL, OR OTHER SCENARIOS THAT MAY NOT BE THE BEST OUTCOME FOR THE INDIVIDUAL.

THUS, MORE TIME AVAILABLE TO ANSWER CALLS OR TO POTENTIALLY DIVERT OTHER CRIMES FROM OCCURRING.

SO I DO WANT TO HIGHLIGHT THE WORK AND THE INVESTMENT THIS COMMITTEE AND THE COUNCIL AS A WHOLE HAS MADE IN THESE DIVERSION PROGRAMS. UM, YOU KNOW, OBVIOUSLY WHEN WE LOOK AS TO HOW BEST TO ATTACK THAT ISSUE AND DEAL WITH THAT ISSUE, WE'RE STRONGLY GOING TO CONTINUE TO DO OUR BEST TO REDUCE INCIDENTS OF VIOLENT CRIME AND INCIDENTS OF AGGRAVATED ASSAULT.

UM, WE'VE HAD THE LEAST AMOUNT OF INCIDENTS OF VIOLENT CRIME THAT WE'VE HAD IN FIVE YEARS.

WE'VE HAD THE LEAST AMOUNT OF VICTIMS AND WE'VE HAD IN FIVE YEARS.

BUT OBVIOUSLY, THAT NUMBER, UH, WITH THE MURDER VICTIM STANDS OUT.

YOU KNOW, WHEN WE START LOOKING AND DRILLING DOWN AT THE DATA, AS YOU MAY HAVE HEARD ME SAY THIS ALREADY, YOU KNOW, THERE ARE SOME ISSUES INVOLVING, UH, THESE ACTS OF VIOLENCE THAT HAVE TAKEN LIVES, UM, THAT, THAT ARE DIFFICULT FOR CONVENTIONAL LAW ENFORCEMENT OFTENTIMES.

YOU KNOW, WHEN YOU LOOK AT THE DATA AS YOU DRILL DOWN INTO THE INTO THE NUMBERS 78, A TOTAL OF 78 OF, UH, OF THE MURDERS THAT WE HAD ACTUALLY OCCURRED INSIDE A RESIDENCE.

UH, YOU HAVE ANOTHER 70.

AND THIS ISN'T NEW BECAUSE THIS IS WHAT'S GREAT ABOUT THIS COMMITTEE, THAT THIS IS NOT SURPRISING TO ANYONE, BUT ABOUT 70 OF THEM OCCURRED ACTUALLY WITHIN THE CURTILAGE OF AN APARTMENT COMPLEX.

UM, YOU LOOK AT, UH, YOU KNOW, 115 OF OUR VICTIMS KNEW THEIR ASSAILANT.

UH, THERE'S ANOTHER 80 THAT WE DON'T KNOW ONE WAY OR THE OTHER.

BUT I THINK STATISTICALLY YOU CAN SAY THAT SOME OF THOSE DID AS WELL.

UM, AND THEN YOU LOOK AT THE VICTIMOLOGY WITH REGARDS TO INDIVIDUALS EITHER BEING INVOLVED IN CRIMINAL ACTIVITY OR HIGH RISK BEHAVIOR.

68 OF THE VICTIMS WERE ACTUALLY INVOLVED IN CRIMINAL ACTIVITY AT THE TIME OF THEIR DEATH, AND ANOTHER OVER 100 WERE INVOLVED IN SOME TYPE OF HIGH RISK BEHAVIOR.

YOU KNOW, WHEN YOU LOOK AT THAT, OBVIOUSLY WITH THE WORK THAT KEVIN AND HIS TEAM HAVE DONE AND CAN CONTINUE TO DO IN OUR APARTMENT COMPLEXES, I THINK IT'S INCREDIBLY IMPORTANT.

UH, WE ALSO, AS A DEPARTMENT, NEED TO, UH, NEED TO COME UP WITH INNOVATIVE WAYS TO, UH, BE OF A PRESENCE IN THESE APARTMENT COMPLEXES, THE ONES THAT HAVE HISTORICALLY BEEN BEEN ISSUES, UH, WE NEED TO GIVE PEOPLE HOPE.

UH, WE NEED TO DOUBLE DOWN ON OUR EFFORTS OF FOCUSED DETERRENCE AND TALKING TO THE CRIMINOLOGISTS.

I MEAN, THAT'S GOING TO BE THE BIGGEST THING GOING INTO THIS YEAR, IS ENSURING THAT INDIVIDUALS THAT WOULD OTHERWISE BE IN A LIFE OF VIOLENT CRIME, UH, ARE GIVEN THE TWO MESSAGES THAT WE'RE NOT GOING TO TOLERATE IT.

UM, AND WE'LL USE EVERY TOOL WE HAVE TO ENSURE THAT YOU'RE NOT HURTING OUR COMMUNITY.

BUT AT THE SAME TIME, UH, OFFER THEM, UH, SYSTEMS AND PROGRAMS TO HELP THEM GET ON THE RIGHT TRACK.

AND I JUST RECENTLY GOT BACK FROM TENNESSEE COLONY, UM, A FEW WEEKS BACK, AND I WENT WITH ANTON LUCKY TO TALK TO A GROUP OF OF MEN THAT WERE GRADUATING FROM A LIFE SKILLS.

UH, LESSON, UH, IN THAT, IN THAT PRISON, SOME THAT WERE GETTING THAT ARE GOING TO BE GETTING PAROLED BACK OUT TO DALLAS, UH, SOME ONE THAT GAVE A SPEECH THAT WAS ON YEAR 12, I THINK, OF A 35 YEAR PRISON SENTENCE.

AND SO DEFINITELY RAN THE GAMUT.

UH, BUT GIVING THE MESSAGE, UH, AND LISTENING TO THOSE MEN, UH, THERE'S HOPE.

YOU KNOW, WE'VE BEEN SUCCESSFUL THUS FAR, YOU KNOW, AS, UH, AS WE CONTINUE OUR CALL IN SESSIONS THAT WE DO QUARTERLY, UH, AND THE PARTNERSHIPS THAT WE HAVE, UH, AND CERTAINLY THAT'S GOING TO BE THE WAY THAT WE'RE GOING TO REVERSE THAT.

AND IT'S A DIFFICULT, UM, YOU KNOW, IT'S ONE OF THE THINGS WHERE REALLY WE NEED TO, YOU KNOW, DOUBLE DOWN OUR EFFORTS WITH OUR COMMUNITY, UH, TO REALLY ENSURE THAT INDIVIDUALS THAT WOULD OTHERWISE BE IN A LIFE OF CRIME HAVE A MORE POSITIVE PATHWAY.

UM, YOU KNOW, THERE IS ALSO SOME, YOU KNOW, SOME PERSONAL ACCOUNTABILITY THAT NEEDS TO BE TAKEN.

I MEAN, AT TIMES, YOU KNOW, YOU SAY WE'VE WE'VE LOST THE SANCTITY OF HUMAN LIFE.

UM, WHEN YOU HAVE INDIVIDUALS COMMITTING MURDER BECAUSE THEY'VE LOST A DICE GAME.

UM, THAT'S JUST RIDICULOUS.

UM, WE HAD AN UNFORTUNATE DOMESTIC VIOLENCE MURDER JUST RECENTLY, UH, THAT OCCURRED IN A RESIDENCE WITH TWO, UM, 17 YEAR OLDS, UM, BOYFRIEND. IT'S SENSELESS, A LOT OF IT IS, UH, AND IT'S OCCURRING IN AREAS THAT THAT TRADITIONALLY, UM, WE AREN'T NECESSARILY THERE.

SO IT'S GOING TO TAKE NOT JUST OUR PRESENCE.

OBVIOUSLY, WE KNOW THE PROACTIVE NATURE OF THE DEPARTMENT.

IT'S INCREDIBLE. AND SO WE NEED TO CONTINUE TO TAKE THE CRIMINAL ELEMENT OFF THE STREET, UH, BECAUSE WE SEE WHAT THAT CRIMINAL ELEMENT DOES.

THEY EITHER ARE SUSPECTS OR THEY ARE OUR VICTIMS IN A GREAT MAJORITY AND A GREAT NUMBER OF THESE CASES.

AND SO, UM, THOSE ARE THINGS THAT THE TEAM CONSTANTLY, AND TO YOUR POINT, WE'RE NEVER SATISFIED.

UM, YOU KNOW, THE MURDER RATE COULD HAVE BEEN DOWN, AND IT STILL WOULD HAVE BEEN MORE THAN WHAT WE WANT IN OUR CITY.

UH, I KNOW MY MEN AND WOMEN AREN'T EITHER.

UM, AND SO, UM, WE'LL CONTINUE TO DOUBLE DOWN OUR EFFORTS ON THAT, BUT WE TRULY BELIEVE WE'RE ON THE RIGHT TRACK WITH REGARDS TO THE LEAST AMOUNT OF VIOLENT INCIDENTS THAT WE HAVE WILL LEAD TO MORE SUCCESS IN THAT AREA.

BUT THEN THERE'S ALSO A LIST OF ASSOCIATING WITH KNOWN GANG MEMBERS, UH, ASSOCIATED WITH INDIVIDUALS WHO YOU ARE AWARE OF THAT ARE VIOLENT FELONS.

SO IF SOME OF THOSE NOT IF BUT IT'S DEFINITELY IF SOME OF THOSE THINGS ARE TAKEN OFF THE LIST, THE NUMBER OF VICTIMS THAT WE'VE HAD THIS YEAR WILL CERTAINLY REDUCE.

UH, I THINK, UH, TO THE CHIEF'S POINT, UM, WE'RE GOING TO NEED ASSISTANCE WITH THAT.

UM, WE NEED OUR PARTNERS TO ASSIST US WITH THAT.

AND SO IT'S VERY IMPORTANT THAT THE MESSAGE GETS OUT THERE THAT BEING INVOLVED IN THESE TYPE OF ACTIVITIES, UH, COULD BE DETRIMENTAL.

YEAH, I'M VISUALIZING A ONE PAGE FLIER THAT WE COULD GET OUT TO PARENTS.

AND SO THAT MESSAGE IS NOT FULLY GETTING TO SOME OF OUR YOUNGER CITIZENS.

SO I'M NOT SURE WHO 20 AND 29 YEAR OLDS LISTEN TO.

JUST MY EXPERIENCE THAT THEY KIND OF DON'T LISTEN TO PEOPLE UNTIL THEY HIT ABOUT 29 AND THEN THEY'RE LIKE, OH YEAH.

ABSOLUTELY. BUT MAYBE WE CAN FIND SOMEONE, UM, A PEER TYPE PERSON WHO COULD HELP US WITH THAT.

AND THAT'S OF THE 246 MURDERS, ACTUALLY, 107 WERE INVOLVED IN HIGH RISK BEHAVIOR AND 68, UH, WERE INVOLVED IN CRIMINAL ACTIVITY. SO, YES, MORE THAN MORE THAN HALF.

IT'S A VERY HIGH PERCENTAGE.

ACTUALLY, THEY'RE VERY SMALL GEOGRAPHICAL AREAS IN ANY METROPOLITAN CITY THAT'S RESPONSIBLE FOR A LARGE AMOUNT, PERCENTAGE WISE, OF VIOLENT CRIME.

AND USUALLY IT'S CONCENTRATED IN AREAS.

SO WHEN WE LOOK AT A SMALL AREA, UH, CONCENTRATED AREA, I WAS GOING TO GO BACK TO ONE BLOCK I'VE BEEN TALKING ABOUT FOR MANY, MANY YEARS SIMPSON STUART AND BONNIEVIEW AND THAT SMALL AREA, THERE HAVE BEEN THREE MURDERS, YOU KNOW, ONE AT THE DOLLAR GENERAL, ONE AT THE APARTMENT AND ONE AT THE HIGH MARK AND THAT AREA, YOU KNOW, I THINK IT WAS ON A GRID.

BUT WHEN YOU LOOK AT GRID, DO THEY DO YOUR GRID.

DO YOU EVER GO BACK TO THE GRIDS, YOU KNOW, THEY EVER GET OFF THE GRID.

BUT IN WORKING WITH THE CRIMINOLOGIST, WHAT WE STARTED SEEING IS THAT VIOLENT CRIME BEGAN TO REDUCE IN THE GRIDS AFTER 60 DAYS.

AND SO INSTEAD OF WAITING AN ADDITIONAL 30 DAYS, WE REEVALUATE EVERY 60 DAYS NOW SO THAT WE'RE ABLE TO GET TO TREAT MORE AREAS.

UH, AND SO SOMETIMES GRIDS COME BACK.

UH, MOST OF THE TIME WE'VE BEEN SUCCESSFUL THAT THE VAST MAJORITY, UH, DON'T HAVE TO BE TREATED, UH, AGAIN, UH, IN THE NEXT PERIOD.

RIGHT. AND, AND I GUESS, UH, GETTING TO SOME POINT THAT WHEN WE REPORT CRIME IN THE WHOLE CITY OVERALL, YOU KNOW, IN THE WHOLE CITY, AND WE LOOK AT DIFFERENT DISTRICTS IN THE WHOLE CITY, AND YOU LOOK AT MAYBE THERE MAY BE 20 DIFFERENT 100 DIFFERENT CATEGORIES, YOU KNOW, SHOPLIFTING OR VIOLENT CRIME, UH, UH, BE, UH, THEFT OR WHATEVER.

DO WE EVER LOOK AT WHAT DIFFERENT PARTS OF THE NEIGHBORHOOD OR DIFFERENT PARTS OF THE DISTRICT WERE CAUSING THE PROBLEM? I MEAN, WHAT IS THE MAIN ISSUE? YOU KNOW, MAYBE BECAUSE OF APARTMENTS, MAYBE BECAUSE OF WHAT I DON'T KNOW.

YES WE DO. RIGHT.

AND HOW DO WE COMBAT WITH THE RESIDENT, WITH YOUR CRIME WATCH NEIGHBORHOODS AND SAY, HEY, YOU KNOW WHAT? YOU KNOW, IN THIS PARTICULAR AREA, YOU HAVE A WHOLE LOT OF SHOPLIFTING IN THE AREA IN WHICH THAT MAYBE THE STORES OR WHATEVER.

DO WE EDUCATE OR REEDUCATE THE MERCHANT OR WHAT DO WE DO? WE CERTAINLY DO OUR VERY BEST TO EDUCATE.

AS YOU KNOW, AS AN EXAMPLE, THERE'S UH, THERE HAS BEEN A BUSINESS THAT WAS, UH, BEING VICTIMIZED BY ROBBERIES AS AN EXAMPLE.

AND WE DO OUR BEST TO HAVE CONVERSATIONS WITH THOSE BUSINESSES, UH, FOR, UH, TO WORK WITH THEM.

UM, AND SO THE MESSAGE DOES, WE DO, WE DO WHEN THE WHEN IT BECOMES A TREND, WE CERTAINLY MAKE CONTACT WITH BUSINESS OWNERS.

UH, MY MAIN CONCERN SOMETIMES, ESPECIALLY IN MY DISTRICT, IS AROUND SCHOOLS, ELEMENTARY SCHOOLS.

WHEN KIDS IS WALKING IN FRONT OF THE SCHOOL, GOING TO THE HOME, AND YOU HAVE PEOPLE HANGING OUT ON THE CORNER, AND THERE IS A DETERMINANT THAT'S VERY VIOLENT TO ME AS A VIOLENT SITUATION WHERE YOU HAVE AN 8 YEAR OLD GIRL, A NINE YEAR OLD GIRL WALKING, AND HERE IS SOME A MALE SITTING THERE ON THE CORNER DRINKING OR SMOKING, DOING WHATEVER.

AND THE RESPONSE TIME IS VERY SHORT, TO GET THERE IS NOT A CRIME IS HAPPENING.

BUT THERE IS A SITUATION ABOUT TO HAPPEN.

AND MY CONCERN IS NUMBER ONE IS TRYING TO GET OUR OFFICERS EVEN THOUGH WE SHORTHANDED.

BUT WE DO HAVE ISSUES TRYING TO, UH, SOLVE A PROBLEM FOR THE PROBLEM TO HAPPEN AND TO DO THAT, YOU KNOW, IN OUR CRIME WATCH, ESPECIALLY IN THE NEIGHBORHOOD THAT THE YOUR MPO OFFICER I BELIEVE SOMETIME THAT THEY DOING A GREAT JOB A BEAUTIFUL JOB BUT SOMETIMES THAT YOU FORGET THAT AT THIS PARTICULAR LOCATION YOU GOT TO COME BACK.

YOU KNOW IT'S GO AWAY THEN IT POP BACK UP AGAIN, IT GO AWAY, POP UP AGAIN BECAUSE SCHOOL MIGHT BE IN.

BUT THOSE ARE ISSUES THAT I HAVE IN MY DISTRICT, THROUGHOUT THE WHOLE DISTRICT.

YOU KNOW, IT KEEPS SAYING THAT A CRIME IS HIGH IN DISTRICT EIGHT, BUT IT'S JUST IT SPOTTED ALL OVER IN DIFFERENT LEVEL OF CRIME.

AND THEY'RE TRYING TO FIND HOW DO WE RESPOND BACK TO OUR CRIME WATCHERS NEIGHBORHOOD TO EXPLAIN TO THEM IN DETAIL WHAT IS REALLY GOING ON IN CRIME IN THEIR NEIGHBORHOOD? COUNCIL MEMBER DISCUSSIONS THAT WE'VE HAD.

YOU KNOW, I THINK EVERY EVERY COUNCIL MEMBER AND EVERY DISTRICT HAS DIFFERENT EXPECTATIONS OF WHAT THEIR MPOS SHOULD BE DOING AND OR WHAT THEY WOULD LIKE THEM TO DO.

AND SO, OBVIOUSLY, YOU KNOW, WORKING TOGETHER WITH YOUR OFFICE, UH, TO GET THAT MESSAGE, TO GET OUR MPOS TO HAVE THOSE MEETINGS AND HAVE THOSE CONVERSATIONS WITH THOSE WATCH GROUPS WHICH WE KNOW ARE VERY IMPORTANT TO YOU.

UH, AND THOSE ARE THINGS THAT WE'RE GOING TO CONTINUE TO DO.

AND WHEN DO WE START THE ENFORCEMENT OF AND ALSO COACHING THESE INDIVIDUALS OF SOMETIMES THEY DO WANT THESE INDIVIDUALS OFF THEIR PROPERTY, BUT AT OTHER TIMES THEY'RE ALSO UNDERSTANDING THAT THESE INDIVIDUALS ARE THE ONES GOING INTO THEIR STORES PICKING UP SOME CIGARETS OR BEER OR WHATEVER THE CASE MIGHT BE, IS.

SO HELP ME UNDERSTAND WHEN THAT EDUCATION TURNS INTO AN ENFORCEMENT? THAT'S A WONDERFUL QUESTION, SIR.

NOW, THERE ARE, THERE HAVE BEEN ISSUES AND, AND I THINK THAT BONNIEVIEW AND SIMPSON STUART IS A GOOD EXAMPLE, UH, WHERE THE ORIGINAL OWNER, UH, WHEN WE FIRST STARTED WORKING IN THAT AREA, WAS NOT WILLING TO PUT FORTH ANY EFFORT.

UH, AND THEY QUICKLY FOUND THEMSELVES WITH A NUMBER OF ADMINISTRATIVE CITATIONS AND A LOT OF VISITS FROM PEOPLE THAT ARE IN CITY GARB, AND THAT KIND OF GETS ANNOYING TO THEM, UH, OVER TIME.

AND SO IF THAT'S WHAT IT TAKES TO SPUR ACTION, THAT'S WHAT IT TAKES TO SPUR ACTION.

SO I THINK THERE'S A SLIDING SCALE.

UM, AND THEN ULTIMATELY THERE ARE UNITS WITHIN THE CODE COMPLIANCE DEPARTMENT AND ULTIMATELY OUR CITY ATTORNEY THAT IF IT RISES TO THAT LEVEL OF INACTION THAT WE DO HAVE THAT ESCALATED ENFORCEMENT AGAINST PROPERTY OWNERS, THAT THAT DON'T SEEK TO DO THE RIGHT THING.

THAT'S 71% OF OUR MURDER VICTIMS THIS YEAR.

THAT'S VERY TELLING ABOUT SOMETHING THAT'S HAPPENING, AND I DIDN'T KNOW THAT BEFORE THIS WEEK.

I'LL JUST TELL YOU THAT.

AND SO I DO THINK TO COUNCILMEMBER STEWART'S POINT THAT REALLY GETTING THAT MESSAGE OUT TO PEOPLE, THAT ONE OF THE WAYS TO NOT BE A VICTIM IS TO NOT BE INVOLVED IN THESE KINDS OF ACTIVITIES.

AND THAT INCLUDES THINGS LIKE ROAD RAGE, RIGHT? SOMEBODY CUTS YOU OFF AND YOU'RE MAD THAT MAYBE YOU JUST STAND DOWN.

MAYBE YOU JUST TAKE IT RIGHT.

YOU DON'T HAVE TO GO BE THE ANGRY PERSON THAT DAY.

UM, IF YOU DECIDE TO HAVE A PHYSICAL ASSAULT WITH SOMEBODY, IT MIGHT NOT JUST BE THE OLD DAYS WITH A FIST FIGHT.

LIKE SOMEONE'S GOING TO PULL OUT A GUN, YOU'RE GOING TO BE DEAD.

SO MAYBE YOU WALK AWAY, EVEN IF YOU WERE RIGHT.

AND SO I DO THINK THERE'S SOME EDUCATION ON CHANGES OF BEHAVIOR OF THIS ISN'T THE TIME TO TAKE YOUR LAST STAND.

THIS IS THE TIME TO GO HOME TO YOUR FAMILY.

THAT'S A HUGE WIN FOR YOU.

AND HOW ANNOYING IS IT THAT THE STORY IS ABOUT 30 MORE MURDER VICTIMS? AND OF THOSE, 68 WERE INVOLVED IN CRIMINAL BEHAVIOR WHEN IT HAPPENED.

SO I JUST THINK I WANT TO SAY THANK YOU FOR EXPLAINING WHAT THE DATA IS SHOWING, BUT WE NEED OUR RESIDENTS TO ALSO BEHAVE A LITTLE BIT DIFFERENTLY SO THAT WE DON'T HAVE THESE KINDS OF NUMBERS.

AND WE HAVE PEOPLE LIVE.

SO SO THANK YOU FOR THAT PART.

THE SECOND THING I WANT TO TALK ABOUT IS WHERE THESE INCIDENCES ARE HAPPENING, NOT THE NORTH SOUTH, EAST, WEST, BUT CHAIRMAN MORENO, CHAIR OF THE HOUSING COMMITTEE.

WE'RE TALKING A LOT ABOUT DENSIFICATION.

SINCE I'VE BEEN ON COUNCIL.

I DON'T THINK THERE'S A SINGLE MULTIFAMILY DEVELOPMENT THAT WE HAVE NOT APPROVED THAT HAS COME TO COUNCIL.

BUT THEN YOU GIVE US THIS INFORMATION.

34 MURDERS INSIDE AN APARTMENT UNIT AND 70 ADDITIONAL ONES ON APARTMENT COMPLEX PROPERTY. SO I ADD THAT UP.

THAT'S 104 OF OUR 246 MURDERS THIS YEAR.

THAT'S 42% OF THE MURDERS ON APARTMENT PROPERTY.

AND MANY OF US, COUNCIL MEMBER WILLIS AND I DID THIS TOGETHER, INVITED OUR MULTIFAMILY OWNERS AND MANAGERS TO COME TO AN EVENT.

YOU WERE THERE TO TALK TO THEM ABOUT WHAT THEIR RESPONSIBILITY IS, WHICH IS DPD IS NOT YOUR SECURITY SERVICE.

YOU OWN PROPERTY AND YOU HAVE TO MANAGE IT.

WE'LL BE THERE TO RESPOND.

YOU HAVE SAID, BUT THEY HAVE A REQUIREMENT TO PROVIDE A SAFE ENVIRONMENT FOR PEOPLE.

AND OUR CITY HAS ADJUSTED FROM A CERTAIN PERCENTAGE OF MULTIFAMILY TO A MUCH HIGHER PERCENTAGE.

I THINK WE'RE NOW OVER 55% MULTIFAMILY.

IS THAT CORRECT? I THINK SO, WELL, MAYBE WE NEED TO SHIFT BACK A LITTLE BIT MORE TO SINGLE FAMILY, AND THAT MIGHT BE PART OF OUR PUBLIC SAFETY STRATEGY. BUT WE CAN'T HAVE A POLICY THAT'S CONTINUING TO PURSUE MULTIFAMILY WHEN WE KNOW THIS IS WHERE A LOT OF OUR CRIME IS HAPPENING.

THESE ARE THESE POLICIES ARE AT ODDS IF WE WANT TO REDUCE CRIME, BUT WE KEEP ADDING THE LOCATION WHERE THEY HAPPEN, HOW ARE WE EVER GOING TO GET THERE? SO I JUST WANT TO PUT THOSE TWO THINGS TOGETHER.

UM, THE OTHER THING THAT WE HAVEN'T REALLY TALKED ABOUT HERE IS ABOUT OFFENDERS BEING RETURNED TO THE STREET.

PEOPLE THAT, YOU KNOW, YOU HAVE PREVIOUSLY ARRESTED, YOU'VE TAKEN TO LEW STERRETT AND THEY SPRING BACK OUT.

AND WHETHER IT'S THEIR CASES DISMISSED, WHETHER IT'S THEY'RE OUT ON BAIL UNTIL THEY'RE HEARD.

I MEAN, YOU'RE TRACKING HOW MANY OF THOSE ARE RE-OFFENDING IN THAT TIME.

IS THAT TRUE? YES.

AND WHAT KIND OF NUMBERS ARE WE TALKING ABOUT? WELL, YOU KNOW, AGAIN, I DON'T HAVE THE NUMBERS WITH ME.

WE'RE STARTING THE OTHER THING WE DO TRACK THEM.

THE OTHER THING THAT WE'RE DOING IS WE'RE PUTTING TOGETHER A DATABASE WITH DOCTOR ANDERCHECK TO GIVE US A BETTER PICTURE.

SO THE INFORMATION THAT I'M GIVING TO YOU WITH REGARDS TO MURDER, WE ALWAYS HAVE AT OUR FINGERTIPS.

UH, THAT WE'RE ABLE TO REPORT OUT ON THAT, AND WE'RE WORKING ON THAT.

UH, BUT AGAIN, UM, WE DO KEEP TRACK OF THOSE INDIVIDUALS.

UH, FOUR OF LAST YEAR'S MURDERS WERE PERPETRATED BY AN INDIVIDUAL THAT SHOULD HAVE NEVER BEEN OUT OF CUSTODY.

UM, AND SO THAT DOES OCCUR.

UH, AND CERTAINLY WE WILL TRACK THAT ALSO.

UM, AND THAT'S WHAT THIS UH, THIS SYSTEM THAT WE'RE GOING TO HAVE IN PLACE WILL BE ABLE TO HAVE THAT INFORMATION.

SO ON ANY GIVEN PUBLIC SAFETY MEETING, WE CAN BREAK THAT DOWN FOR YOU.

OKAY. WELL, IT LOOKS TO ME LIKE THE TWO BIGGEST CHUNKS ARE ADDRESSING SOME OF OUR APARTMENT ISSUES AND GETTING STRONGER COOPERATION WITH THEM ABOUT THE KIND OF SECURITY.

AND THAT MIGHT MEAN WHO THEY'RE ALLOWING TO RENT.

SO AT THE ONE HAND, WE'RE TALKING ABOUT LOW BARRIER APARTMENTS.

BUT ON THE OTHER HAND, GUESS WHAT THAT MEANS.

YOU'RE PUTTING PEOPLE IN THERE THAT ARE GOING TO PUT OTHER RESIDENTS AT RISK, AND YOU'RE NOT EVICTING PEOPLE WHO ARE DOING THINGS THAT ARE REASON TO EVICT. UM, AND THEN THE SECOND SIDE WOULD BE HOW WE'RE ADDRESSING THIS RISKY BEHAVIOR SIDE OF CRIME.

SO I THINK THAT WE NEED TO START A CONVERSATION IN OUR COMMUNITY ABOUT HOW TO KEEP YOURSELF SAFE INSTEAD OF A BLANKET YOU'RE NOT SAFE BECAUSE THAT'S NOT TRUE.

INSTEAD, WE NEED TO SAY, HERE ARE THINGS YOU CAN DO TO REDUCE YOUR RISK.

YOU KNOW, SO THANK YOU VERY MUCH FOR BREAKING THAT DOWN.

I THINK IT WAS VERY HELPFUL AND VERY USEFUL.

AND, UM, ON BEHALF OF ALL OF THE OFFICERS THAT WORKED SO HARD, I'M JUST GOING TO TELL YOU, I HATE SEEING THAT THEY'RE FOCUSING ONLY ON THE MURDER RATE. IT'S IMPORTANT.

IT'S URGENTLY IMPORTANT.

BUT YOU CAN'T SAY THAT WE HAVE NOT GREATLY REDUCED CRIME, VIOLENT CRIME IN THE CITY BECAUSE THE NUMBERS SHOW IT.

I MEAN, WHO'S GOT AN ALMOST 14% REDUCTION? I DON'T THINK THERE'S BIG CITIES WITH THAT KIND OF VIOLENT CRIME REDUCTION.

I JUST AS WE'RE LOOKING AT THE DISCUSSION AROUND APARTMENTS AND MULTIFAMILY, I MEAN, I THINK WE NEED TO KIND OF TREAD MORE LIGHTLY GOING INTO THAT DISCUSSION BECAUSE, UM, I WOULD VENTURE A GUESS THAT THE APARTMENTS WHERE WE'RE SEEING THE HIGH RATE OF CRIME MAY BE AGING STOCK, POOR ENVIRONMENTAL DESIGN, NOT WELL LIT. MAYBE THEY DON'T HAVE COOPERATIVE MANAGEMENT.

THAT TO THE POINT YOU'RE MAKING ARE, UM, TRYING TO TREAT DPD LIKE IT'S THEIR SECURITY THAT'S NOT DPD'S OBLIGATION.

UM, SO I, YOU KNOW, I THINK THOSE THAT ARE UNHOUSED MIGHT BE LIKELY TO ENGAGE IN CRIME.

SO WE HAVE TO HAVE A THE RIGHT PERSPECTIVE, I THINK WHEN IT COMES TO MULTIFAMILY AND NEW HOUSING STOCK AND THE CITY'S PHILOSOPHY BECAUSE, YOU KNOW, POOR DOESN'T EQUAL CRIMINAL. UM, SO WE JUST HAVE TO MANAGE THAT.

AND I WOULD LIKE TO SEE US JUST REDOUBLE OUR EFFORTS ON THE, YOU KNOW, WHAT YOU'RE ALREADY WORKING TOWARD, WHICH IS WHERE IS THERE GOING TO BE A HIGHER PROPENSITY OF CRIME BECAUSE OF ALL OF THESE ELEMENTS THAT WE KNOW, UM, CREATE THE COCKTAIL FOR CRIME.

UM, BUT I AM A BELIEVER IN THE REDUCING RISK ASPECT.

AND I REALLY WANT OUR RESIDENTS TO HEAR THAT YOU DO HAVE A ROLE IN DALLAS BEING A SAFE CITY.

UM, DPD CAN HELP, UM, KEEP US SAFE BY, YOU KNOW, PURSUING CRIMINALS AND HOPEFULLY BRINGING THEM TO JUSTICE.

AND BUT, YOU KNOW, WE TALK TO OUR RESIDENTS ABOUT DON'T LEAVE A LAPTOP OUT ON THE FRONT SEAT.

I MEAN, THIS COULD TURN INTO SOMETHING BIGGER.

BUT THERE ARE OTHER THINGS I LIKE THE POINT ABOUT ROAD RAGE AND JUST DIAL IT BACK.

I MEAN, THESE ARE THE THINGS THAT IN THE MOMENT, UM, THEY NOT SEEM AS SIGNIFICANT, BUT ARE.

AND WE ALWAYS LOOK AT THINGS LIKE RECRUITMENT AND RETENTION, OPERATIONAL EFFECTIVENESS, LEADERSHIP DEVELOPMENT, AND EMPLOYEE MORALE AS WE CONSIDER ANY POTENTIAL CHANGES.

NEXT SLIDE. THIS PROJECT HAS BEEN LARGELY FLUID AND ONGOING.

IT HAS INVOLVED MULTIPLE CONVERSATIONS AND SEVERAL REVISIONS TO THE PROPOSED CHANGES.

WE HAVE COLLABORATED WITH CIVIL SERVICE AND THE EMPLOYEE ASSOCIATIONS, AS WELL AS OUR PARTNERS AROUND THE STATE, UH, TO COMPARABLE CITIES AND DEPARTMENTS.

NEXT SLIDE. SOME OF THE CHANGES ARE NECESSARY TO ENSURE THAT OUR REQUIREMENTS OF THE TESTING PROCESS FOR NEW HIRES ARE EFFICIENT AND IN LINE WITH INDUSTRY STANDARDS.

UM, WE WANTED TO TAKE A LOOK AT SOME OF THE SECTIONS OF OUR PROMOTIONAL PROCESS.

UM, IN PARTICULAR, UH, THAT, UH, CREATE A SITUATION THAT IS POTENTIALLY INCONSISTENT AND PROBLEMATIC.

UH, AND ALSO, WE NOTICED THAT OUR CURRENT STANDARDS FOR ELIGIBILITY TO PROMOTE ARE INCONSISTENT WITH INDUSTRY BEST PRACTICES.

UM, OUR TIME REQUIREMENTS CURRENTLY, AS STATED IN ITS IT'S LISTED OUT IN THE INDEX OF THIS PRESENTATION, ARE INCONSISTENT WITHIN RANK AND DO NOT REFLECT WHAT WE BELIEVE TO BE AN ADEQUATE AND APPROPRIATE SYSTEM FOR OFFICER DEVELOPMENT.

NEXT SLIDE. SO TO ILLUSTRATE THAT POINT, WE TOOK A LOOK AT OTHER DEPARTMENTS THAT ARE SIMILAR AROUND THE STATE.

AND AS YOU CAN SEE, THE VAST MAJORITY UM, UTILIZE TWO YEARS.

AND JUST FOR FURTHER BACKGROUND AND THAT CHAPTER 143 OF THE TEXAS LOCAL GOVERNMENT CODE SETS THE TIME FRAME FOR THE PREVIOUS RANK AT TWO YEARS TO BE ELIGIBLE.

SO WHILE DALLAS IS NOT A CHAPTER 143 DEPARTMENT, IT DOES SHOW THAT FOR THE MOST, UH, FOR THE MOST PART, DEPARTMENTS AROUND THE STATE UTILIZE THAT TIME FRAME.

NEXT SLIDE. UH, AS I STATED, UH, OR AS I HINTED AT, UH, ONE OF THE SITUATIONS THAT IS ALLOWED IN OUR CURRENT, UH, PROCEDURES THROUGH CIVIL SERVICE IS THAT, UH, EMPLOYEES THAT ARE ON PROBATION AND WHO HAVE NOT FULFILLED ALL OF THE REQUIREMENTS OF THE PREVIOUS RANK ARE CURRENTLY ALLOWED TO TEST. AND THAT CREATES SITUATIONS THAT COULD BE PROBLEMATIC AND CONFUSING.

AND WE'D LIKE TO ELIMINATE THOSE SITUATIONS, IF AT ALL POSSIBLE, BY CLEANING UP THE LANGUAGE AND REMOVING THAT POTENTIAL.

NEXT SLIDE. SO WHAT WE'RE LOOKING WHAT WE'RE PROPOSING TO DOING AND WHAT THIS PROCESS IS INVOLVED IS BASICALLY A COMPLETE REVIEW OF THE CIVIL SERVICE RULES FOR LANGUAGE, FOR CONSISTENCY AND CLARITY.

UH, WE WANT TO ENSURE, AS I STATED, THAT, UH, THE OUR REQUIREMENTS ARE IN LINE AND CONSISTENT WITH INDUSTRY STANDARDS.

UM, WE WANT TO TAKE A LOOK AT THE TESTING PROCEDURES FOR NEW HIRES AND ADDRESS ANY IDENTIFIED AREAS FOR IMPROVEMENT AND, IF NECESSARY, PROVIDE LANGUAGE FOR THE ALLOWANCE OF ADDITIONAL NEW FUTURE UH, POSITIONS.

BASICALLY WHAT WE WHAT OUR GOAL IS AND AND WHERE WE ARE COMING FROM IS THAT DFR STRONGLY BELIEVES THAT EMPLOYEES REACT POSITIVELY, UH, TO OPPORTUNITIES FOR PROMOTION, WHICH ARE REGULAR, CONSISTENT AND PREDICTABLE.

SO FIRST, THERE'S A SCREENING PROCESS UPON INTAKE TO SEE IF THEY'RE ELIGIBLE TO PARTICIPATE.

THEN IF THE INDIVIDUAL ELECTS TO VOLUNTARILY PARTICIPATE, THEN WHAT THEY'RE DOING IS THEY'RE AGREEING TO MEET WITH THE CASEWORKER, UH, AT THE SOBERING CENTER. AND, UH, A WHOLE PROCESS IS DONE BETWEEN THE CASEWORKER AND THE THE CLIENT THAT'S IN THE SOBERING CENTER.

BUT THROUGH THE INTERACTION BETWEEN THE CASEWORKER AND THE CLIENT, THERE'S A DETERMINATION MADE THAT THIS PERSON IS IS NOT SUFFERING FROM ALCOHOLISM OR OR SUBSTANCE ABUSE ISSUES, IS NOT HOMELESS.

AND BUT THE IDEA OF THE SOBERING CENTER IS THAT THIS ARREST WILL NOT GO ON TO AFFECT THEM AND FOLLOW THEM FOR, FOR THE REST OF THEIR LIFE, CREATING, UH, FURTHER PROBLEMS OTHER THAN THE FACT THAT THEY WERE ARRESTED ON THAT EVENING.

SO SOME OF THEM ARE NOT ACTUALLY IN NEED OF SERVICES.

THEY'RE JUST, UH, ELECTING TO PARTICIPATE IN THE SOBERING CENTER FOR THE ARRESTS THAT OCCURRED.

AND IT'S ALL OF THOSE THINGS THAT THEY HAVE A WHOLE CATALOG OF SERVICES THAT THEY CAN PROVIDE TO PEOPLE.

UNFORTUNATELY, AS YOU KNOW, CERTAIN SEGMENTS OF OUR POPULATION ARE.

RESISTANT NO MATTER WHAT.

SO THEY GET TWO OPPORTUNITIES BECAUSE WE WANT TO TRY TO.

TO AT LEAST, UH, HAVE AN OPPORTUNITY.

IT'S TWO OPPORTUNITIES WITHIN A CALENDAR YEAR.

SO OFTENTIMES IT TAKES MORE THAN THAT TO.

BUT, UM, YOU KNOW, IT DOESN'T DETER US FROM CONTINUALLY TRYING WITH EACH AND EVERY CLIENT TO, TO TO ENCOURAGE THEM TO TAKE THOSE SERVICES.

WE'D LIKE IT TO BE HIGHER, UM, ON THE ACCEPTANCE RATE.

AND WE WE'RE DOING SOME THINGS VERY PROACTIVELY TO, TO TRY TO ENSURE SOME SOME FURTHER FOLLOW UP AND SOME WORK WITHIN BETWEEN THE SOBERING CENTER AND COMMUNITY COURTS THAT THAT WILL HAVE FURTHER, UM, LET'S SEE, HOW DO I PUT THIS, UH, A GREATER ENCOURAGEMENT FOR THEM TO CONTINUE TO TAKE THE SERVICES AND STAY ENROLLED IN THESE PROGRAMS AND, AND NOT ULTIMATELY DROP OUT AND END UP BACK IN OUR FACILITY.

SO JUST TO CLARIFY, SO THERE WERE 30% OF THE TOTAL CLIENTS.

THERE ARE 320 CLIENTS, 96 WOULD HAVE BEEN HOMELESS.

AND THEN 14.5%, UM, IS ABOUT 48 PEOPLE WHO ACCEPTED SERVICES.

AND SO TO CLARIFY, THE PEOPLE WHO ACCEPTED SERVICES, IT COULD HAVE BEEN ANYBODY OF THE 320, NOT JUST THE FOLKS THAT WERE HOMELESS.

IS THAT CORRECT? CORRECT.

AND MANY OF THEM I KNOW ARE NOT HOMELESS, BUT ACCEPT THOSE SERVICES.

OKAY. AND SO I GUESS I'M JUST WONDERING IF WE'RE MATCHING THE RIGHT SERVICES WITH PEOPLE WHO ARE EXPERIENCING HOMELESSNESS.

BUT THERE'S A LOT OF OTHER PEOPLE THAT THAT UNFORTUNATELY FIND THEMSELVES WITHIN THE DETENTION CENTER THAT THAT SERVICES WOULD BE VALUABLE TO.

SO, UH, WE'RE WE'RE CHANGING THE MODEL A LITTLE BIT AND EXPANDING AND, AND I THINK AS WE DO THAT, WE'LL BUT WE WANT TO BE VERY HONEST IN, IN OUR REPORTING HERE, WE'VE CHANGED THE REPORTING.
