SEVERAL LOWER WHITE ROCK CREEK, UH, COMMUNITIES AND THE COMMUNITY NATION OF OAKLAND HEADQUARTERS ARE IN THE MODEL NOW AND TWO, ONCE OCCUPY WHAT WE CALL DALLAS.

UM, WE RECENTLY FILED, UM, A NOMINATION FOR A NATIONAL REGISTER TO START AND THE DISTRICT FOR THIS AREA OF DALLAS PARKLAND.

AND WE'RE HERE TO ASK FOR YOUR PROACTIVE SUPPORT AS THE PROPERTY OWNER, YOU'RE LUCKY TO OWN SUCH AN IMPORTANT PIECE OF PROPERTY.

THIS IS SOME OF THE MOST SCENIC PROPERTY PARKLAND IN THE CITY OF DALLAS.

THE WHITE ROCK BLUFFS ON THE PIEDMONT RIDGE TRAIL HAVE SEVERAL VIEWS OF DALLAS TO THE SKY LINE FROM THE S GARMENT RIDGE FROM THE EAST.

YOU'LL COME AND SEE THAT SOMETIME, I'M SHOW YOU.

UM, THE COMMITTEE NATION, UM, FIRST BECAME INVOLVED IN 1997 WHEN THEY BLESSED AND DEDICATED A COMANCHE MARKETERY IN GATEWAY FOUR.

UM, THAT WAS THE FIRST COMMUNITY MARKETERY RECOGNIZED EVER.

FIRST ONE IN TEXAS, CERTAINLY.

UM, IT BLEW OVER IN A MEMORIAL NIGHT THUNDERSTORM, THE FOLLOWING MEETING.

INTERESTING.

WE HOPE TO SOMEDAY HAVE THEM COME AND PLANT AND TIE DOWN ANOTHER, LIKE TO REPLACE IT.

THERE'S A STORYTELLING PLACE THERE THAT'S RECOGNIZED AS A COMANCHE, UM, SACRED SIDE STORIES OF THE LUPUS, THE BIG GAL WHO LIVED IN THE MOON AND CAME DOWN TO EAT.

PEOPLE WERE TOLD THERE, I SUSPECT PROBABLY TO, UH, KEEP THE CHILDREN IN THEIR ODDS AT NIGHT THAT PURPOSE.

BUT WE'VE BEEN THERE WITH THE COMMUNITY NATION WHEN THEY TOLD THEIR STORIES THERE WITH MANY OF THE SAME ANIMALS.

THE STORIES STILL LIVING IN

[00:05:01]

THAT APARTMENT.

UH, THE SIGN OVERLOOK WAS PROBABLY A MEDICINE PLACE OR THE LAWS SINCE MOST OF THE COMMUNITY PHARMACY PROS IN THE AREA BELOW IT.

UM, AND, UH, THERE ARE SEVERAL OTHER SITES, A LODGE POLE, WOODS RED CEDARS WHERE THEY CAN TREES TO MAKE LOTS PULS FROM, AND, UM, MANY OTHER RESOURCES, PHOTOGRAPHER ERRORS.

UM, WHITE ROCK, BLOOD STEM, MS TO THAT'S YOUR THREE MINUTES.

UM, AREA.

UM, MY BOARD SECRETARY, UM, VALEZ.

I WOULD LIKE TO, UH, GIVE HER THE OPPORTUNITY TO FINISH HER, HER COMMENTS, MS. LON.

OH, OKAY.

AND I LIVE NEARBY THIS SIGN.

OVERLOOK LUCKY TO WALKING DISTANCE OF IT.

AND I WILL MAKE MYSELF AVAILABLE TO TAKE YOU FOR TOUR.

UM, WE LOOK FORWARD TO WORKING WITH YOU THROUGH THE NEW FRIENDS.

WHITE.

WHITE, THANK YOU.

NEXT SPEAKER IS MR. LARRY OFFIT.

IT'S DONE.

GOOD MORNING.

GOOD MORNING.

FIRST, LET ME SAY THANK YOU FOR YOUR TIME AND SERVICE.

I HAVE SERVED ON MANY BOARDS AND MISSIONS.

I UNDERSTAND WHAT GOES INTO YOUR TIME, AND I CAN GLADLY SAY THAT I WAS HELPED TO ELIMINATE ONE BOARD I SERVED ON MANY YEARS AGO, WHICH WAS THE MOVIE REVIEW BOARD, AND TALK ABOUT CULTURAL BATTLES AS TO WHAT WAS APPROPRIATE AND WHAT WASN'T.

UM, THE, IT'S ESSENTIAL, I THINK, FOR OUR BOARD AND STAFF TO CONSIDER THE SPECIFIC DETAILS, UH, THAT I THINK HAVE BEEN SHARED WITH YOU ALL ABOUT THE BLOCKS AND WHAT THE COMANCHE NATION HAS ASKED FOR AT THIS POINT, UM, TO BENEFIT ALL OF OUR CITIZENS AND WHY ALONG THE HISTORY OF THE CULTURE, ALL IN THE PARK, DALLAS AND DALLAS COUNTY AND THE STATE.

UH, JUST LOOKING AT SOME OF THE PARK BOARDS AND PARK DEPARTMENTS, UH, INITIATIVES OF ONE OF THE ENVIRONMENTAL INITIATIVES.

UM, AND WHAT BETTER WAY TO ACCOMPLISH THIS THAN KEEPING AND ENHANCING THE HISTORIC NATURAL LANDSCAPES OF THE BLOODS, UM, WHICH GOES TO PROTECTING BIODIVERSITY AND MAINTAINING ECOLOGICAL BATTLE.

UH, THE EQUITY AND INCLUSION PIECE THAT NOT ONLY THE, OUR DEPARTMENTS, OUR BOARD WITH THE ENTIRE CITY, BUT COMMITTED TO AND ALL THE DIFFERENT BOARDS AND COMMISSIONS.

UM, THE LAST, THIS BOARD ALONG WITH THE LAST SEVERAL BOARDS, UH, HAVE MADE HUGE INROADS TO THE HEALING AND RECONCILIATION OF OUR PUBLIC SPACES.

UM, AND RECOGNIZING HISTORIC SITES AND MONUMENTS ASSOCIATED WITH PEOPLE OF COLOR AND DIFFERENT CULTURES, UM, INCLUDING CERTAINLY PIPE PARK THERE, WILLIAM TYLER, TAYLOR LYNCHING, MONUMENTAL OVERLOOKED PARK, WHICH I THINK WAS NOT THE LATEST, UH, INITIATIVE WITH PARKS, THE MONUMENTS THIS FALL, AND CERTAINLY IN THE MARTYR'S PARK.

UM, ONE GOALS WAS PARTNERSHIPS STATED ON THE WEBSITE, GROWTH DEPARTMENTS REACH AND IMPACT IN THE COMMUNITY WITHOUT A FURTHERING BERING CITY RESOURCES, I GUESS THAT'S ASKED FOR, NOT ASKED FOR MORE MONEY BY FULLY EMBRACING UTILIZING OUR EXISTING PARTNERS WHILE BEING AGGRESSIVE IN DEVELOPMENT OF NEW PARTNERSHIPS.

THOUGH, I GUESS THE QUESTION WOULD BE, OR IS, WHAT WOULD SIGNIFICANT AND MEANINGFUL NEW PARTNERSHIP WITH THE COMAN COMAN NATION LOOK LIKE FOR US? UM, AND THAT COMPLETELY WOULD BE UP TO YOU AND TO THE INCREDIBLE PART DEPARTMENT STAFF.

MR. HOFF, THAT'S YOUR THREE MINUTES.

THANK YOU.

YOUR NEXT SPEAKER IS MR. MATTHEW JACOBS.

HE'S VIRTUAL.

HI.

GOOD MORNING.

ARE YOU ABLE TO HEAR ME? YES, SIR.

HI.

[00:10:01]

UH, REALLY EXCITED THAT WE GET TO TALK ABOUT THIS, UH, VERY SPECIAL AREA OF THE CITY TODAY.

I'VE REALLY GOT INVOLVED IN, UH, THIS AREA WHEN I BOUGHT MY FIRST HOUSE IN PARKDALE.

OBVIOUSLY BY LOOKING AT ME, I HAVE NOT BEEN AS INVOLVED IN THE LAST 30 YEARS AS SOME OTHER PEOPLE HAVE BEEN, AS THIS HAS BEEN A CONTINUED PARTNERSHIP WITH THE COMANCHE NATION TO RECOGNIZE THESE SITES.

BUT REALLY OVER THE LAST THREE YEARS, LOOKING AT IT, UNDERSTANDING HOW MUCH WORK HAD BEEN DONE WITH PAST, UM, YOU KNOW, CITY OFFICIALS AND EVERYONE FROM, UH, PARK BOARDS DIRECTORS TO MAYORS TO COUNCIL MEMBERS.

AND THERE HAVE BEEN SO MUCH ACTIVITY AND SIGHT AROUND THIS, BUT WE REALIZED THAT WE NEEDED TO KIND OF FINALLY PULL THE STRING TOGETHER AND REACH SOMETHING DEFINITIVE.

AND THAT DEFINITIVE ANSWER IS RECOGNIZING THIS AREA AS A TRADITIONAL FOCUS, PROBABLY UNDER THE NATIONAL REGISTER OF HISTORIC PLACES.

SO IN THE LAST TWO OR THREE YEARS, WE'VE REALLY BEEN RE-ENGAGING, UM, ALL THE, THE LOCAL OFFICIALS AS WELL AS THE COMANCHE NATION TO, UM, REGATHER SUPPORT, RECENTER, REEDUCATE, THE NEWER PEOPLE THAT HAVE COME ALONG, UM, IN ORDER TO SEE THIS, UH, PROCESS ALL THE WAY THROUGH, WHICH NOW WE'RE AT THE POINT WITH THE SUBMITTAL OF THE FORMAL APPLICATION IN DECEMBER.

UH, THE UNANIMOUS SUPPORT OF THE COMANCHE TRIBAL COUNCIL FOR A, UH, DESIGNATION ON THE NATIONAL REGISTRY HISTORIC PLACES, AS WELL AS THE SUPPORT OF THE, THE CURRENT, UH, TRIBAL HISTORIAN.

UM, WE'RE JUST REALLY EXCITED TO GET TO, TO BRING THIS BACK UP AND, UM, SEE HOW WE CAN ACHIEVE THIS AND WORK FORWARD AND REALLY RECEIVE A DESIGNATION THAT WOULD BE THE FIRST TRADITIONAL CULTURAL PROPERTY DESIGNATION IN THE STATE OF TEXAS.

AND WE THINK WOULD REALLY, UM, BE KIND OF A, A FINAL STAMP TO SHOW HOW SPECIAL, HOW INTERESTING, HOW UNIQUE THIS PLACE IS WITHIN THE CITY OF DALLAS THAT, UH, MANY HAVE FORGOTTEN ABOUT.

AND LOOK FORWARD TO WORKING WITH THE PARK BOARD TO SEE WHAT OPPORTUNITIES THAT OPENS UP ALONG THE ROAD.

THANK YOU.

THANK YOU MR. JACOBS.

MR. LOW AND MR. OFFIT, UM, FOR YOUR COMMENTS.

AND NOW WE ARE MOVING TO THE, A APPROVAL OF THE MINUTES.

DO I HAVE A MOTION AND A SECOND? DO I HAVE A MOTION? OKAY.

YEAH.

CORRECTIONS.

OKAY.

UM, UM, MR. GOLDSTEIN HAS A CORRECTION.

YEAH, JUST ON THE TOP OF PAGE TWO, THERE'S A COUPLE , MS. DAMON'S NAME AND MR. LIEBER'S NAME.

SO WE CAN JUST FIX THE, UH, APPROVE THE FIXES.

UM, DO YOU HAVE A MOTION TO APPROVE THAT? ALRIGHT, MR. UM, SLAUGHTER.

DO WE HAVE A SECOND? SECOND.

ALL RIGHT, MR. KIDNER.

ALL RIGHT.

ALL IN FAVOR SAY AYE.

A AYE.

AYE.

ALL THOSE OPPOSED? MOTION CARRIES.

UM, WE HAVE FOUR ITEMS ON THE CONSENT AGENDA.

ITEM NUMBER FOUR HAS BEEN PULLED BY MR. ILLA, ACTUALLY MR. ILLA, THAT IT DIDN'T BE PULLED FOR INDIVIDUAL CONSIDERATION.

UM, DO I HAVE A MOTION? OKAY, MS. MONDELL, DO I HAVE A SECOND? UH, MR. WITTA, ANY DISCUSSION ON THOSE ITEMS? I OKAY.

ALL THOSE IN FAVOR SAY AYE.

AYE.

AYE.

ALL THOSE OPPOSED? MOTION CARRIES.

WE HAVE ONE ITEM.

OKAY.

I'M SORRY.

WE'RE GONNA GO TO NUMBER FOUR ON THE, OKAY.

OKAY.

ALRIGHT.

ALRIGHT.

I WOULD LIKE TO ASK FOR, UM, MOTION ON, UH, NUMBER FOUR.

ALL RIGHT, MR. WETA, DO YOU HAVE A SECOND, MR. SLAUGHTER? UH, DO WE HAVE ANY DISCUSSION, MR. DICKEY? THANK YOU, MADAM VICE PRESIDENT.

UM, YEAH, I JUST WAS WONDERING, UM, THIS IS A, A VERY, ONE PART OF THIS, UH, DEAL INVOLVES THE, UH, CONSTRUCTION OF 600 FEET OF, OF 10 FOOT WIDE CONCRETE TRAIL, WHICH IS A WONDERFUL IMPROVEMENT OVER THE, UH, DILAPIDATED ASPHALT THAT'S BEEN THERE FOR MANY YEARS.

THE QUESTION I HAD WITH STAFF IS HOW WILL THIS, SINCE THIS IS AS ADJACENT TO THE PROPOSED TRAILHEAD, THAT QUICKTRIP IS HOPEFULLY GOING TO CONSTRUCT ONE DAY, HOW ARE WE GOING TO INTEGRATE THESE TWO SO THAT THERE'S A SEAMLESS TRAIL PASSAGE? YES, THANK YOU.

I'M GONNA REFER TO YOUR, REFER TO JASON A TO ANSWER THAT QUESTION PLEASE.

UM, I JUST SPOKE WITH THE PROJECT COORDINATOR, MARK MONTGOMERY THIS MORNING, AND THEY'RE WORKING THROUGH THEIR PROJECT CONCURRENTLY WITH

[00:15:01]

WHAT THIS PROJECT WILL.

AND AS IT SAYS IN THE, THE ITEM THAT'LL DO A DEVELOPMENT AGREEMENT WITH DEVELOPER, THAT WILL INCLUDE, UM, CONSTRUCTION PLANS, STAMP ENGINEERING DRAWINGS, AND THEY'LL HAVE TO COORDINATE WITH QUICKTRIP ENGINEER TO MAKE SURE THAT THE TOOTH TRAIL BACK UP.

SO THAT COORDINATION REQUIREMENT IS IN THE DEVELOPMENT, WILL BE IN THE DEVELOPMENT PLAN, CORRECT? WELL, YEAH.

THEY'RE, THEY'RE TECHNICALLY 25 PAGE DOCUMENTS.

YEAH.

LOT OF DETAILS IN THERE, , THAT'S WHY.

OKAY.

THAT'S GREAT NEWS.

AND THEN JUST THE OTHER QUESTION IS, IT'S BEEN ALMOST SIX YEARS NOW SINCE WE, UH, AGREED TO DO THIS DEAL WITH QUICKTRIP.

SO WE'RE SIX YEARS INTO A 20 YEAR DEVELOPMENT DEAL.

UM, DO WE HAVE ANY IDEA OF WHEN THEY'RE EXPECTING TO START CONSTRUCTING THE TRAILHEAD THAT WE APPROVED SIX YEARS AGO? QUICK TRIP, STILL WORKING WITH STAFF.

UM, CITY'S ON GETTING ALL THE APPROVALS.

ONE OF THE REQUIREMENTS THAT THE CITY STAFF, UM, POSED ON QUICKTRIP IS THAT THEY NEED TO GET A, AN EASEMENT FROM ADJACENT LANDOWNERS.

SO THEY'RE CURRENTLY IN NEGOTIATIONS WITH THEM.

I THINK THAT'S, UM, ONE OF THE BIG ITEMS THAT THEY HAVE TO WORK WITH.

FEW OTHER ONES, THE ONES THEY CAN GET THAT ACQUISITION, UM, .

SO THE, THE TIMELINE WILL DEPEND ON THAT .

SO, UM, IS IT, SHOULD WE BE CONCERNED THAT IT'S BEEN, IT'S, IT'S TAKEN AFTER ALL THESE YEARS THAT THIS BASIC, UH, REQUIREMENT FOR THEM TO BE ABLE TO COMPLETE THE PROJECT STILL ISN'T IN PLACE? UH, IS THERE SOME PROBLEM THAT WE'RE NOT AWARE OF OR, 'CAUSE NORMALLY THESE THINGS DON'T TAKE THIS LONG.

YEAH, THERE WERE A LOT OF OTHER ISSUES WITH, WITH STORMWATER WITH THE LAKE LEVEL.

A LOT OF EVEN HAD SOME REQUIREMENTS AND THAT CONFLICTED WITH THE CITY REQUIREMENTS REGARDING TURN LANES AND THINGS LIKE THAT.

SO WE'RE STILL WORKING WITH, YEAH, IT'S MUCH MORE COMPLEX THAN BEING LISTED.

EXPECT.

SO JUST A A A FAIR QUESTION.

UM, IS THERE A CHANCE THAT THIS CAN'T BE COMPLETED AND, UH, 'CAUSE WE'RE TYING UP OUR PARKLAND UNDER THIS AGREEMENT FOR A NUMBER OF YEARS, UM, IF THEY DON'T GET THESE AGREEMENTS WITH THEIR NEIGHBORS, I MEAN, COULD THIS WHOLE PROJECT GO AWAY OR IS IT CERTAIN YOU'RE PRETTY CERTAIN IT'S GONNA HAPPEN AT, ON A, IN A REASONABLY NEAR FUTURE? WELL, YEAH, I THINK DO, JUST THE FACT THAT THERE'S BEEN SO MANY DIFFICULTIES, ENORMOUS EXPENSE TO THEY'RE MAKING.

SO I THINK THEY'RE GOING EXHAUST ALL THEIR, EVERYTHING AT THEIR DISPOSAL.

CARDBOARD MEMORY.

I CAN'T ANSWER WHAT, WHAT THEIR LIMIT IS, AT WHAT POINT THEY, THEY KNOW THAT THEY WON'T BE ABLE, I THINK THEY'RE STILL, THEY'RE VERY .

THEY STILL, UH, START THE PROBLEM.

EXCUSE ME.

I WOULD LIKE TO, UH, SAY SOMETHING THAT, UM, I FURTHER OTHER , UM, IF WE COULD KEEP OUR DISCUSSION TO BACHMAN, IF WE'RE GONNA DISCUSS QUICK TRIP, UH, WE CAN TALK ABOUT THAT IN A FUTURE BRIEFING.

WE CAN, UM, BRING IT BACK FOR AN UPDATE.

MR. DICKEY, DID YOU HAVE ANY MORE QUESTIONS? OKAY.

I WOULD JUST SAY IN DEFENSE OF MY LINE OF QUESTIONING THAT, UM, I, SINCE THESE TWO PROJECTS IN THE DEVELOPMENT AGREEMENT ARE TO BE CONNECTED, I DO THINK IT WAS GERMANE TO ASK ABOUT THE QUICKTRIP BECAUSE SINCE THEY'RE COORDINATING, UH, THE QUICKTRIP IS KIND OF PULLED INTO THIS.

SO I WOULD JUST ARGUE THAT I, I FELT IT WAS GERMANE AND I APOLOGIZE IF, UH, THE ATTORNEYS DECIDE IT WASN'T ANY MORE.

DO YOU HAVE ANY MORE DISCUSSION? OKAY.

ALL RIGHT.

UH, WE ALREADY HAVE A MOTION AND A SECOND.

UH, ALL THOSE IN FAVOR? AYE.

ANY OPPOSED? MOTION CARRIES.

WE HAVE, UH, TWO BRIEFING ITEMS. OH, SORRY.

THANKS.

OH, I'M SORRY.

OKAY.

UM, WE HAVE, OH, UM, WE HAVE ONE ITEM FOR INDIVIDUAL CONSIDERATION OF OF THE POWER BUILDING AT FAIR, FAIR PARK.

DO I HAVE A MOTION? RIGHT.

UM, MR. UH,

[00:20:01]

MR. WOOD, UM, AND WE HAVE A SECOND, RIGHT, MR. SPOTTER? RIGHT? ALL THOSE IN FAVOR? UH OH.

DO WE HAVE ANY DISCUSSION MS. MONDALE? YES.

THANK YOU.

QUICK QUESTION IN REGARDS TO, THERE WAS A FIRE THAT HAPPENED THERE, UM, A COUPLE WEEKS AGO.

AND SO DOES THIS HAVE ON THE WORK ORDER CHANGE OR WAS PART OF THE REASON WHY, OR IS THERE AFTER THE FACT? ONCE THIS IS APPROVED, THEN THEY'LL GO AND ASSESS MORE DAMAGES OR DAMAGE? I JUST THOUGHT STRAIGHT IT WAS MINOR DAMAGE.

IT WAS RELATED TO THE WELDER.

SOME WELDING.

OKAY.

SAW, OKAY, BECAUSE IN THE MOR MORNING IN THE PARK, IN THE PLANNING AND DESIGN, WE HAD A DISCUSSION ON CHANGE DISCUSSION ON CHANGE ORDER.

AND THIS IS ONE OF OUR BIGGER ONES.

AND I'M NOT QUITE SURE IF THIS CHANGE ORDER IS FACTORED INTO THE PAPER THAT WE BOUGHT, OR IS THIS NOW AN ADDITIONAL CHANGE ORDER TO WHAT WE RECEIVED THIS MORNING? UM, BASED ON THE DATA THAT WE HAVE, WE WENT THROUGH MARCH OF 2023 ON THE INFORMATION WE PRESENTED THIS MORNING.

SO THIS INFORMATION WAS .

OKAY.

EVEN IF IT WAS CONSIDERED FOR 2023.

AND SO THE DATA WE PULLED WAS THROUGH MARCH OF 2023 IS FINE.

OH, MARCH.

GOT IT.

ALRIGHT.

THANK YOU.

OKAY.

ANY OTHER DISCUSSION? ALL RIGHT.

UM, ALL THOSE IN FAVOR SAY AYE.

AYE.

ANY OPPOSED? MOTION CARRIES.

YOU HAVE TWO BRIEFING ITEMS, A TRUST FOR PUBLIC LEAD.

THE GREENINGS ARE UPDATE.

MR. O'CONNOR, THE FLOOR IS YOURS BOARD, MADAM CHAIR, MEMBERS OF THE PARK BOARD, I WOULD LIKE TO, UH, INTRODUCE OUR ESTEEMED GREENINGS ARE MR. GARRETT THEN IS BEHIND ME.

HE'D LIKE TO COME UP AND MAKE A FEW REMARKS AS WELL AS INTRODUCE THE TRUST FOR PUBLIC LAND TEAM WHO WILL BE GIVING THE PRESENTATION.

THANK YOU ALL.

I READ SOMEWHERE THE QUOTE SAID, CITIES THAT BELIEVE IN THEIR FUTURE INVESTMENT PARKS BECAUSE IT HELPS MAKE THAT FUTURE FOR THANK YOU FOR THAT.

UM, THANK YOU.

YOU ALL THE WONDERFUL ARTICLE SHARON B BRISBY IN THE PAPER ABOUT THE 10 MINUTE WALK PROGRAM.

SHE'S BEST YOU ALWAYS GET THE STORIES RIGHT.

A FRIEND OF MINE SENT ME AN EMAIL AND SAID, YOU'RE FAMOUS NOW.

I SAID, YEAH, LIKE JOLLY GREEN GIANT .

OH, OKAY.

UM, SO WE'RE HERE TODAY TO GIVE YOU AN UPDATE.

WE'RE FINALLY GOING FULL STEAM AHEAD.

WE'RE PROBABLY A LITTLE SLOW TO START BECAUSE OF THE BOND .

THE REASON I ACCEPTED THIS FROM THE MAYOR IS BECAUSE I KNEW ROBERT KENT AND FRENCH REPUBLIC LAND WAS GONNA BE INVOLVED BECAUSE THEY'RE THE ONES THAT HAVE THE EXPERTISE TO ANALYZE PARKS, ANALYZE LAND, AND HELP CITIES ACQUIRE LAND AND DONE IT IN DALLAS.

AND THEY'VE DONE IT ACROSS THE COUNTRY.

SO THEY'RE, THEY'RE MORE THAN EQUAL PARTNERS.

I'M KIND OF THE, THE GREEN GREENS OUR NAME, AND THEY'RE THE ONES DOING ALL THE REALLY TOUGH WORK.

SO YOU, TO MOLLY PLUMMER AND SOPHIA HERNANDEZ, THEY'RE BEEN GIVING THE FORMAL PRESENTATION ABOUT HOW THE 10 MINUTE WALK PROGRAM IS GOING.

UH, YES.

I'M FIRST, UM, UM, SO FOR THOSE OF YOU WHO DON'T KNOW ME, AND FOR THOSE OF YOU OKAY, I FIGURED I COULD.

BUT YEAH, GET A FEW EXTRA STEPS.

LIVE UP THE PRESENTATION.

THANK YOU Y'ALL.

UM, I'M MOLLY PLUMMER.

I'M THE PARK, THE TRUST REPUBLIC LAND, AND I HAVE HAD THE PRIVILEGE AND HONOR OF WORKING, UM, WITH DALLAS PARKS AND RECREATION FOR THE PAST SIX YEARS IN MY ROLE.

UM, WE ARE THRILLED TODAY TO TALK ABOUT DALLAS GREENING INITIATIVE, PROVIDE YOU ALL SOME UPDATES ABOUT WHAT WE, UM, AND LET YOU ALL KNOW WHAT WE WANT TO DO, UM, IN THESE GREEN SPACES AROUND THE CITY OF DALLAS.

UM, ON THE NEXT SLIDE, AS MANY OF YOU KNOW, AND FOR THOSE OF YOU WHO DON'T, IT'S OUR MISSION TO CONNECT PEOPLE TO THE OUTDOORS.

WE'RE REALLY FOCUSED ON HELPING INCREASE THE 10 MINUTE WALK ACROSS DALLAS AND BRINGING MORE GREEN SPACES, PLACES FOR PEOPLE TO BE TOGETHER, UM, IN THE CITY.

UM, SOME BACKGROUND ON THE PROGRAM ON THE NEXT SLIDE, UM, IT IS TITLED THE MAYOR SCREENING INITIATIVE BECAUSE IN NOVEMBER OF 2022, MAYOR JOHNSON REQUESTED AN INVENTORY OF UNUSED CITY OWNED LAND THAT COULD BE TURNED INTO GREEN SPACES.

I'M GONNA TALK A LITTLE BIT MORE ABOUT SITE SELECTION IN A BIT.

UM, BUT WE, UH, RECEIVED AN INITIAL LIST, UM, IN DECEMBER OF 2022 OF AROUND 300 PLUS PROPERTIES THAT WE COULD LOOK AT TO TURN INTO SPACES WE TOOK THAT, UM, LOOKED ALSO AT A PROGRAM THAT WE WORKED WITH YOU

[00:25:01]

ALL ON CALLED SMART GROWTH FOR DALLAS TO LOOK FURTHER AND SEE WHERE THESE OPPORTUNITIES FOR PARK SPACES COULD BE.

UM, IN APRIL OF 2023, UH, MR. BOONE WAS A APPOINTED THE GREENINGS ARE.

AND IN MAY OF 2023, MAYOR JOHNSON ANNOUNCED DEDICATING $1.2 MILLION TO FUNDING THE PROJECT.

SO WHAT IS THE DALLAS SCREENING INITIATIVE AND WHAT ARE WE HERE TO TALK TO YOU ABOUT TODAY? UM, THE INITIATIVE IS TO TRANSFORM SOME OF THESE CITY OWNED, UH, LAND PARCELS INTO NEIGHBORHOOD GREEN SPACES, UM, TO INCREASE THE NUMBER OF RESIDENTS WHO HAVE A PARK TRAILER GREEN SPACE WITHIN A 10 MINUTE WALK TO IMPROVE THE HEALTH EQUITY CLIMATE RESILIENCE OF NEIGHBORHOODS ACROSS DALLAS, ESPECIALLY BY LOOKING AT NON-TRADITIONAL LANDS FOR GREEN SPACES, UM, AND TO CREATE GREEN SPACES THAT ARE LOCATED IN THE AREAS WITH THE MOST AND HIGHEST NEED.

UM, AND TO ENSURE THAT NEARBY RESIDENTS ARE A PART OF THE PROCESS AND GET TO DICTATE WHAT GOES IN THEIR PARK SPACES.

UM, YOU'LL SEE ON THE RIGHT, THIS IS A PARTNERSHIP, UM, BETWEEN, THAT STARTED WITH CITY OF DALLAS, UM, AND, UH, WE'RE LOOKING FORWARD TO PARTNERING WITH DALLAS PARK AND RECREATION ON THIS.

WE HAVE ALSO BEEN TALKING WITH, AND WE'LL BE PARTNERING WITH DALLAS WATER UTILITIES.

UM, STUDIO OUTSIDE IS ON BOARD TO DESIGN THESE SITES.

UM, AT BETTER BLOCK WE'LL BE HELPING WITH ACTIVATION, AND WE ALSO HAVE PUBLIC LIBRARY SITE, AND WE EXPECT AS THIS PROJECT EVOLVES TO ADD MORE LOGOS AND PARTNERS TO THE LIST.

SO OUR PROPOSAL TODAY FOR YOU ALL, UM, IS FOR THE TRUST REPUBLIC LAND.

THE GREENINGS ARE CITY OF DALLAS AND COMMUNITY MEMBERS TO COLLABORATE TO TRANSFORM, UH, THESE UNUSED CITY OWNED, UH, LAND PARCELS INTO NEW COMMUNITY GREEN SPACES.

THIS IS A PILOT PROGRAM TO DEVELOP 15 HIGHEST PRIORITY PARCELS.

THERE'LL BE ONE, UH, PROPERTY IN EVERY COUNCIL DISTRICT AND ONE CITYWIDE PARCEL.

UM, THESE 15 PROPERTIES WILL BE DEVELOPED OVER THE NEXT THREE TO FOUR YEARS AND THREE COHORTS.

UM, WE'LL COLLABORATE WITH THE PARK DEPARTMENT TO MAINTAIN NEW COMMUNITY GREEN SPACES, AND TPL WILL WORK WITH NEIGHBORHOOD VOLUNTEERS TO ACTIVATE, UM, AND STEWARD THE NEW GREEN SPACES AS WELL.

SO YOU MAY NOTICE THAT I'M NOT USING THE WORD PARK AS FREQUENTLY AS I DO IN ALL THE PRESENTATIONS THAT WE GIVE, AND THERE'S A REASON FOR THAT.

SO TODAY, UM, I'M GONNA TALK A LITTLE BIT ABOUT WHAT WE'RE ENVISIONING WITH THESE GREEN SPACES AND, UM, WHAT WE'VE HEARD FROM THE COMMUNITIES AND THE INPUT THAT WE'VE GOT SO FAR.

UM, WE AIM TO PROVIDE EACH NEIGHBORHOOD WITH ITS TOP GREEN SPACE AMENITIES, WHICH MEANS THAT EVERY SITE HAS APPROXIMATELY $360,000 OF CAPITAL IMPROVEMENT BUDGET AND ADDITIONAL MONEY FOR DESIGN, COMMUNITY ENGAGEMENT AND EVENTS.

ON THE NEXT SLIDE, I'M GONNA SHOW YOU SOME AMENITIES THAT ARE OPTIONS, BUT, UM, IT'S IMPORTANT I THINK THAT THESE GREEN SPACES CAN HAVE AS LITTLE OR AS MUCH PROGRAMMING, FURNISHING, AND AMENITIES AS THE COMMUNITY DESIRES.

MANY OF THESE SITES WHEN WE LOOK AT THE SITES, UM, ARE DUAL USE SITES WITH THINGS LIKE STORMWATER OR LIKE THE LIBRARY.

AND SO, UM, SOME OF THEM MAY NEED A HIGHER LEVEL OF DESIGN AND SOME OF THEM REALLY DON'T.

THEY REALLY SHOULD BE A PLACE FOR NEIGHBORS TO GO ENJOY A CLEAN, BEAUTIFUL OUTSIDE GREEN SPACE AND GET TO KNOW ONE ANOTHER.

SO SOME MAY BE MORE PASSIVE WITH WALKING FAST AND BENCHES.

WHILE OTHERS MAY FEATURE SMALL PLAYGROUNDS OR PAVILIONS, ALL THE GREEN SPACES WILL BE DESIGNED TO MINIMIZE OPERATIONS AND MAINTENANCE COSTS.

AND TPL UH, WILL SET ASIDE 10% OF THE CAPITAL BUDGET, WHICH IS $40,000 PER LOCATION FOR LONG TERM MAINTENANCE NEEDS.

SO WHAT COULD GO INTO THIS PARK? LIKE I SAID, EVERY SITE HAS DIFFERENT NEEDS.

THERE IS A MENU OF CHOICES FOR COMMUNITIES TO CHOOSE FROM, INCLUDING CLEANUP, BEAUTIFICATION, NATURE IMPROVEMENTS, FOOD TRAILS, BENCHES, SIGNAGE, PICNIC TABLES, NATIVE PLANET GARDENS, SOLAR LIGHTS, SOLAR SECURITY CAMERAS, UH, PLAYGROUNDS, TRASH CANS, DOG WASTE STATIONS, PAVILIONS, AND COMMUNITY ART.

AND OF COURSE, WE CAN'T PUT ALL THESE AMENITIES IN EVERY PARK SPACE, NOR WOULD IT BE APPROPRIATE.

BUT THE IMPORTANT THING IS THAT THE COMMUNITY, UM, GETS TO DETERMINE WHAT WORKS BEST FOR THEIR FACE.

WE ARE PLEASED TO PROVIDE A FUNDING UPDATE ALSO.

UM, AS MENTIONED, AS I MENTIONED PREVIOUSLY, THE MAYOR COMMITTED 1.25 MILLION OF, UH, A RPA FUNDING TO SUPPORT THE PROGRAM IN MAY OF 2023.

SINCE THEN, DONORS HAVE GIVEN AN ADDITIONAL 1.25 MILLION TO THE TRANSFER PUBLIC LAND TO SUPPORT THE PROJECT MATCHING THE INITIAL INVESTMENT.

UM, 1 MILLION OF THAT IS COMING FROM LIGHT HEALTH, UH, FOUNDATION AND 250 FROM MEADOWS FOUNDATION.

WITH THESE GIFTS, UH, THE TOTAL AVAILABLE FUNDING FOR THE PROGRAM IS CURRENTLY $2.5 MILLION, WHICH ALLOWS US TO PROCEED WITH THE FIRST FIVE LOCATIONS.

THE ARPA FUNDING IMPORTANTLY, WILL STAY WITH CITY OF DALLAS AND WILL FUND EQUIPMENT AND MATERIALS, UM, INSTALLATION AND CON AND CONSTRUCTION DONATIONS FROM PRIVATE PHILANTHROPY

[00:30:01]

WILL FUND COMMUNITY ENGAGEMENT EVENTS, THE DESIGNS THEMSELVES, EQUIPMENT AND MATERIALS THAT ARE BEYOND THE SCOPE OF THE ARPA BUDGET AND SUPPLEMENTAL MAINTENANCE FOR THE FIRST FIVE SPACES.

UM, I TALKED A LITTLE BIT, UH, EARLIER ABOUT SITE SELECTION, UM, AND THE PROCESS WE WENT THROUGH.

UM, WE ENDED UP ANALYZING OVER 2,800 PROPERTIES WITH OUR GIS TEAM AND GOING FROM A DATA PERSPECTIVE TO LOOK AT HOW WE COULD MAKE THE MOST IMPACT, UH, IN A, IN A GIS ANALYSIS, AND THEN ACTUALLY LOOKING ON THE GROUND FOR WHICH SITES ACTUALLY HAD, COULD FIT PARK AMENITIES OR WERE APPROPRIATE FOR PARK SPACES OR DIDN'T HAVE COMPETING USES.

UM, FOR EXAMPLE, IF THERE WAS A SITE THAT MIGHT BE APPROPRIATE FOR HOUSING AS OPPOSED TO A DUAL USE PARK SPACE, UM, WE DID NOT CONSIDER THOSE AS THE HIGHEST AND BEST USE FOR THIS PROJECT.

UM, WE CONDUCTED AS A PART OF THAT ANALYSIS AFTER WE WENT THROUGH, UM, STUDYING WHERE THESE COULD BE, WE ALSO LOOKED AT EQUITY INDICATORS USING SMART GROWTH FOR DALLAS.

THAT INCLUDES, UM, ENVIRONMENTAL JUSTICE SCREENING CRITERIA FROM THE A PA AND ALSO HEALTH DISPARITIES ACROSS THE CITY AND AREAS THAT ARE FACING CHALLENGES WITH ISLAND.

UM, WE CONDUCTED SITE VISITS WITH STAFF PARK BOARD MEMBERS AND CITY COUNCIL, UM, RECEIVED INTERDEPARTMENTAL IMPROVEMENT TO MOVE FORWARD WITH COMMUNITY ENGAGEMENT, UM, FOR THE FIRST FIVE.

UM, AND OUR DEPARTMENT PARTNERS WILL REVIEW AND APPROVE PARK DESIGNS BEFORE ANY FURTHER ACTION WILL BE TAKEN.

AND THAT'S OBVIOUSLY SUPER IMPORTANT, UM, SINCE MANY OF THESE ARE STORMWATER PROPERTIES.

SO THESE ARE THE COHORT ONE SITES.

AND I WANT TO, UH, REITERATE, INSTEAD OF GOING, INSTEAD OF SAYING ALL THE ADJECTIVE FOR YOU ALL, SOPHIA IS GOING TO TALK IN DETAIL ABOUT THIS.

THEY SELECTED, AND I WANNA REITERATE THAT THE CRITERIA THAT WE USED TO EVALUATE THESE WAS THAT THEY'RE BARELY, THAT THEY'RE CITY OWNED, UM, THAT THEY ARE IN A PARK ACCESS GAP, UM, THAT THEY CAN MITIGATE URBAN HEAT ISLAND IMPACTS AND THAT, AND WE LOOKED FOR HEALTH DISPARITIES AND EQUITY INDICATORS.

UM, AND SO WITHOUT FURTHER ADO, I WOULD LIKE TO INTRODUCE YOU ALL TO SOPHIA HERNANDEZ, WHO IS THE PROJECT MANAGER ON THIS, UM, PROJECT, AND KNOWS, UH, QUITE A BIT ABOUT THE SITES AND IS GOING TO GIVE MORE OF AN OVERVIEW ABOUT THOSE.

THANK YOU MOLLY.

AND THANK YOU FOR YOUR TODAY.

I AM REALLY EXCITED TO SHARE A LITTLE BIT MORE ABOUT EACH SIDE, SPECIFICALLY THAT'LL BE INCLUDED IN THE PILOT COHORT FOR THE DALLAS SCREENING INITIATIVE.

UH, STARTING OFF ON THE NEXT SLIDE WITH THE PROPERTY THAT'S LOCATED ON 7 3 2 7 LAKE GENE ROAD.

UH, THIS PROPERTY IS IN DISTRICT FIVE AND IS OWNED BY DALLAS WATER UTILITIES.

AND THROUGH OUR SMART GROVE FOR DALLAS ANALYSIS, IT SHOWS THAT WHEN CONVERTED TO A GREEN SPACE, IT'LL SERVE 3,858 DALLAS RESIDENTS WITHIN A 10 MINUTE WALK BRA.

UH, CURRENTLY, UH, THERE IS NO EXISTING PARK WITHIN A 10 MINUTE WALK OF THAT PROPERTY.

AND THERE ARE BOTH HEALTH DISPARITIES AND EQUITY INDICATORS THAT WERE PRESENT DURING THE ANALYSIS.

UM, WE CONDUCTED A SITE VISIT WITH COUNCIL MEMBER RESENDEZ, WHERE WE LEARNED THAT NEARBY RESIDENTS HAVE ALREADY BEEN VOCAL ABOUT WANTING TO ACTIVATE THE SPACE, UH, AND SEE A PARK OR GREEN SPACE IN THIS PROPERTY.

AND WE ALSO LEARNED ABOUT THE AMAZING PROJECT OF THE WALLS, UH, WHERE OVER THE PAST 13 YEARS, THE LOCAL ARTISTS CAVITY DE BRANCH HAS BEEN CONVERTING THIS CANVAS OF VIBRANT MURALS, UH, IN THE CANAL THAT'S ADJACENT TO THE PROPERTY.

UH, SO WE'RE REALLY EXCITED TO WORK ON THAT AND, AND THAT IT ALSO CONNECTS ACROSS THE STREET WITH THE PLEASANT GROVE LIBRARY.

UM, AND THIS PROPERTY WAS APPROVED TO MOVE FORWARD WITH COMMUNITY ENGAGEMENT BY THE OFFICE OF COUNCIL MEMBER ZENES PARK, BOARD MEMBER RICE PARK AND REC AND DALLAS WATER UTILITIES.

THE SECOND SITE ON THE LIST IS 2100 ECHO LAKE DRIVE, WHICH IS LOCATED IN DISTRICT EIGHT AND THE CLEAVER AREA, AND IS ALSO OWNED BY DALLAS WATER UTILITIES.

OUR ANALYSIS SHOWED THAT THIS GREEN SPACE WILL SERVE 1,329 DALLAS RESIDENTS WITHIN A 10 MINUTE WALK.

AND THERE'S CURRENTLY NO PARK WITHIN A 10 MINUTE WALK OF THE PROPERTY.

THERE ARE ALSO BOTH HEALTH DISPARITIES AND EQUITY INDICATORS PRESENT.

DURING OUR ANALYSIS, I HAD THE PLEASURE OF CONNECTING AND PROPERTY WAS NEARBY RESIDENCE WHERE WE SAW A NEED FOR BEAUTIFICATION AND CLEANUP, UH, THROUGHOUT THE PROPERTY WHERE THE HICKORY CREEK MEANDERS.

UM, AND ALSO HEARD A LOT OF EXCITEMENT TO AID IN THIS CLEANUP OF THE PROPERTY.

UM, AND THIS PROPERTY WAS APPROVED TO MOVE FORWARD WITH COMMUNICATION BY THE OFFICE OF MAYOR PROTON ATKINS, UH, PARK BOARD MEMBER SLAUGHTER DALLAS PARK AND REC AND DALLAS S WATER UTILITIES.

THE THIRD PROPERTY ON THE LIST IS LOCATED IN 3 7 4 9

[00:35:01]

COTILLION DRIVE AND IS IN DISTRICT NINE.

UM, AND THIS PEAK SPACE WILL SERVE 4,075 DALLAS RESIDENTS WITHIN A 10 MINUTE WALK.

UH, CURRENTLY THERE IS NO PARK WITHIN A 10 MINUTE WALK OF THE PROPERTY, AND THERE ARE BOTH HEALTH DISPARITIES AND EQUITY INDICATORS PRESENT.

AND IT IS ALSO IMPACTED BY THE EFFECTS, UH, PER HEAT ISLANDS.

UH, I HAVE THE PLEASURE OF TOURING THE PROPERTY WITH PARK BOARD MEMBER HASNI, UH, DALLAS PARK AND REC AND DALLAS WATER UTILITIES, WHERE WE SAW A GREAT BLANK SPACE FOR NEIGHBORHOOD AMENITIES AND ALSO IN NEED FOR CLEANUP AND BEAUTIFICATION OF THE AREA.

AND THIS PROPERTY WAS APPROVED TO MOVE FORWARD WITH COMMUNITY ENGAGEMENT BY THE OFFICE OF COUNCIL MEMBER.

BLACKMAN PARK BOARD MEMBER HAS THE NAME DALLAS PARK AND REC AND DALLAS WATER UTILITIES.

THE FOURTH PROPERTY IN THIS COHORT IS LOCATED IN TEN SIX HUNDRED BLACK WALNUT DRIVE.

IT IS IN DISTRICT 10 AND ALSO OWNED BY DALLAS WATER UTILITIES.

UH, THIS GREEN SPACE WILL SERVE, UH, 2,135 DALLAS RESIDENTS WITHIN A 10 MINUTE WALK.

CURRENTLY, THERE IS NO EXISTING PARK WITHIN A 10 MINUTE WALK OF THE PROPERTY.

UH, AND THERE IS ALSO EQUITY INDICATORS PRESENT AS WELL AS THE EFFECTS OF URBAN KEY ISLANDS.

AND THIS PROPERTY HAS BEEN APPROVED TO MOVE FORWARD WITH COMMUNITY ENGAGEMENT BY THE OFFICE OF COUNCIL MEMBER STEWART PARK, BOARD MEMBER GOLDSTEIN, DALLAS PARK REC, AND DALLAS WATER UTILITIES.

AND WE ACTUALLY HELD OUR FIRST COMMUNITY MEETING LAST NOVEMBER, UH, WHERE WE HEARD A LOT OF INTEREST FROM NEIGHBORS ABOUT CLEANUP AND ATION AND ALSO IMPLEMENTING PASSIVE PARK ELEMENTS.

.

AND THE LAST PROPERTY IN THIS COHORT IS LOCATED ON 3 7 2 8 HIGH VISTA DRIVE IN DISTRICT 13.

IT IS OWNED BY THE DALLAS PUBLIC LIBRARY DEPARTMENT AND IS SLATED TO BECOME A FUTURE LIBRARY SITE.

UH, SO WE ARE FOCUSING ON A PORTION ON THE CORNER OF THE PROPERTY, UH, TO CREATE A NEIGHBORHOOD GREEN SPACE AND PROVIDE NEIGHBORHOOD AMENITIES TO NOT ONLY NEARBY RESIDENTS, BUT ALSO TO FURTHER LIBRARY PATRONS.

AND THIS GREEN SPACE WILL SERVE 3,446,000 RESIDENTS WITHIN A 10 MINUTE WALK.

CURRENTLY, THERE IS NO EXISTING PARK WITHIN A 10 MINUTE WALK OF THE PROPERTY, AND IT IS IMPACTED BY THE EVENTS OF ISLAND.

UH, AND THIS PROPERTY HAS BEEN APPROVED TO MOVE FORWARD WITH COMMUNITY ENGAGEMENT BY THE OFFICE OF COUNCIL MEMBER WILLIS PARK, BOARD MEMBER COLLIN BRATTON, DALLAS PARK AND REC, AND THE DALLAS PUBLIC LIBRARY DEPARTMENT.

UH, SO IN TOTAL ON THE NEXT SLIDE, YOU'LL SEE THE TOTAL IMPACT.

SO THE TRANSFORMATION OF THESE SITES SELECTED FOR COHORT ONE INTO NEIGHBORHOOD GREEN SPACES WILL SERVE A TOTAL OF 14,843 DALLAS RESIDENTS WITHIN A 10 MINUTE WALK.

AND BEFORE SOPHIA JUMPS INTO THE PROJECT TIMELINE, I JUST WANNA SAY THAT WE ARE THRILLED AND, UM, DILIGENTLY NEED TO ON THE SELECTION OF THESE FIVE SITES, BUT HAVE ALSO BEEN, UH, COMBINING THROUGH THE LIST AND WORKING DOWN FOR OPTIONS, UM, FOR THE FUTURE COHORTS.

AND, UM, WE'RE THRILLED TO TAKE FEEDBACK TODAY, UM, AND ALSO BEGIN WORKING, UM, WITH OTHER PARK BOARD MEMBERS ON THEIR NEXT SITES IN THE FUTURE.

SO, UM, AS FOR PROJECT TODAY ON IN THE SUMMER AND WINTER OF 2023, WE'VE WORKED WITH THE CITY OF DALLAS, UH, TO CONDUCT STUDIES FOR THESE POTENTIAL PROPERTIES AND FINALIZE THE FIVE SITES FOR COHORT ONE.

AND WE ALSO STARTED COMMUNITY ENGAGEMENT FOR THE DISTRICT 10 AND THOSE COMMUNITY MEETINGS.

UH, CURRENTLY AND IN THE SPRING OF 2024, WE WILL BE CONDUCTING COMMUNITY ENGAGEMENT AND HOSTING MEETINGS FOR THE FIVE SITES IN COHORT ONE, AS WELL AS POPUP PARKS THAT WILL BE HOSTED IN PARTNERSHIP WITH BETTER BLOCK.

UH, AND THEN WE'LL ALSO COMPLETE DEMOCRATIC BUDGETING EXERCISES TO SEE WHAT GOES INTO THESE, UH, PROPERTIES WITH THE LIST THAT MOLLY HAD MENTIONED BEFORE.

UM, ALSO INCORPORATING MAINTENANCE CONSIDERATIONS.

UH, THROUGHOUT THE SUMMER OF 2024, WE'LL CONTINUE COMMUNITY ENGAGEMENT AND START CONSTRUCTION PLANNING AS, AS WELL AS ACTIVATING FRIENDS OF GROUPS FOR EACH OF THE SITES.

AND IN THE FALL AND WINTER OF 2024, WE'LL FINALIZE THE DESIGNS BASED ON WHAT WE'VE HEARD THROUGHOUT COMMUNITY ENGAGEMENT.

UH, AND CONSTRUCTION WILL BE LED BY DALLAS PARK AND REC, UH, WHICH THE DATES SCHEDULES WILL BE DETERMINED BASED ON THEIR SCHEDULE AS WELL AS THE COMMUNITY LED DESIGN PROCESS.

AND IN 2025, UH, WE ARE LOOKING AT RIBBON CUTTINGS AND GRAND OPENINGS.

UH, AND ONCE THE PARTS ARE OPEN, ROUTINE MAINTENANCE, BY FAR CORRECT, WE'LL START AS WELL AS THE ACTIVITIES, UH, FROM THE FRIENDS OF GROUPS FOR EACH SITE.

AND THE GOAL FOR ALL OF THE GREEN SPACES THAT WE'RE LOOKING TO CREATE THROUGH THIS INITIATIVE IS, UH, FOR THEM TO BE BEAUTIFUL, WELL MAINTAINED AND WELCOMING TO ALL.

SO I WANNA SHARE A FEW UPDATES ON MAINTENANCE.

UH, CURRENTLY ALL THE

[00:40:01]

PROPERTIES ARE MAINTAINED BY THE RESPECTIVE CITY DEPARTMENTS THAT OWN THEM.

UH, AND ONCE THE PARTS ARE OPEN, UM, MAINTENANCE WILL SHIFT TO PARK AND REC, WHICH THEY WILL INCLUDE THEIR STANDARD MAINTENANCE.

UM, UH, BUT TBL WILL ALSO FORM FRIENDS OF GROUPS FOR EACH OF THE GREEN SPACES TO PROVIDE, UH, VOLUNTEER CARE, UH, THROUGH ACTIVITIES SUCH AS CLEANUPS AND BEAUTIFICATION EVENTS.

AND WE WILL ALSO BE SETTING ASIDE 10% OF CAPITAL FUNDS FOR A LONG-TERM MAINTENANCE FUND, UH, FOR THESE NEW GREEN SPACES.

UH, AS WE'VE MENTIONED, COMMUNITY ENGAGEMENT IS A HUGE PART OF THIS INITIATIVE.

OUR COMMUNITY ENGAGEMENT PROCESS WILL SPAN, UH, THROUGHOUT SEVEN MONTHS AND WE'LL BE BROKEN DOWN INTO THREE MAIN MEETINGS THAT'LL FOCUS ON DIFFERENT DELIVERABLES AND ASPECTS OF THE GREEN SPACES.

UH, PRIOR TO THOSE MEETINGS, WE'LL BE CONNECTING WITH COMMUNITY STAKEHOLDERS AND COMMUNITY HUBS TO LET THEM KNOW ABOUT THE INITIATIVE AS WELL AS THE UPCOMING EVENTS.

UH, THE FIRST MEETING WE'LL FOCUS ON AN OVERVIEW OF THE SITE AND A DISCUSSION AROUND AMENITIES WHERE WE, WE WILL GET FEEDBACK ABOUT THE CONCERNING, UH, EXISTING SPACE AS WELL AS ANY CURRENT USE AND HOPES FOR FUTURE USE, UH, AND SEE WHAT TYPE OF AMENITIES, UH, COMMUNITY MEMBERS ARE INTERESTED IN.

IN THE SECOND MEETING, WE WILL BE PARTNERING WITH BETTER BLOG TO HOST A POP OF THE PARK ON SITES.

AND THIS EVENT WILL ALLOW COMMUNITY MEMBERS TO REALLY BE ABLE TO INTERACT WITH THE SPACE AND PROVIDE REAL TIME FEEDBACK ON DESIGN.

AND THE THIRD MEETING WILL BE A DESIGN UNVEILING AND DISCUSSION AROUND PLACEMAKING, WHERE WE WILL GET FINAL, UH, FEEDBACK ON THE DESIGN AND TALK THROUGH PARK ACTIVATION PROGRAMMING AND STEWARDSHIP AND PLACEMAKING.

UH, AND WE'LL BE DOING SUPPLEMENTAL ACTIVITIES LIKE SURVEYS AND TABLINGS BETWEEN THESE MEETINGS AND THROUGHOUT THE WHOLE PROCESS.

WE'LL BE WORKING WITH CITY COUNCIL MEMBERS, UH, PARK BOARD MEMBERS, AND ALSO PARK DEPARTMENT STAFF.

AND A LITTLE BIT MORE ON THE SECOND MEETING, WHICH WILL LOOK A LITTLE BIT DIFFERENT THAN OUR OTHER ONES.

WE'RE PARTNERING UP WITH BETTER BLOCK TO HOST A FOUR HOUR LONG POPUP PARK ON EACH OF THE FUTURE GREEN SPACES.

AND THIS WILL SERVE AS THEIR SE SECOND COMMUNITY MEETING.

UH, DURING EACH EVENT, THE SITES WILL BE TRANSFORMED INTO POPUP PARKS THROUGH TEMPORARY AMENITIES AND FURNISHINGS AND ACTIVATED BY BETTER BLOCK TO ALLOW COMMUNITY MEMBERS TO GIVE REAL TIME FEEDBACK ON THE DESIGN TO REALLY BE ABLE TO INTERACT WITH THE SPACE AND ENVISION THE POSSIBILITIES FOR THEIR FUTURE SPACE.

UH, AND THEY'LL ALSO BE ABLE TO ENJOY FOOD AND MUSIC.

UM, PART OF OUR SUPPLEMENTAL ENGAGEMENT WILL BE DONE ONLINE THROUGH OUR SOCIAL PINPOINT SITES.

UH, THESE ARE ENGAGEMENT WEBSITES THAT WE BUILD THROUGH THE SOCIAL PINPOINT PLA PLATFORM, UH, TO SUPPORT COMMUNITY ENGAGEMENT AND SITES SERVE AS A CENTRAL HUB FOR PROJECT INFORMATION UPCOMING MEETINGS, AND TO CONTINUE TO GIVE FEEDBACK AFTER THE MEETINGS, AND ALSO HAVE RESOURCES AVAILABLE FOR THOSE WHO MIGHT NOT BE ABLE TO ATTEND IN PERSON.

SOME OF THE ENGAGEMENT TOOLS INCLUDE SURVEYS AND POLLS, IDEA WALLS, LIKE THE ONE PICTURED IN THE SURVEY OR IN THE, UH, SLIDE INTERACTIVE MAPS AND FORUMS AS WELL.

AND LASTLY, I WANNA TALK ABOUT THE, UH, PARK EQUITY ACCELERATOR, THE 10 MINUTE WALK PARK EQUITY ACCELERATOR SHORT FOR PEA IS A TPL PROGRAM THAT OFFERS CITY PRACTITIONERS TECHNICAL ASSISTANCE, PARTNERSHIP AND EDUCATION TO HELP OVERCOME THE HURDLES THAT COME WITH EXPANDING AND INVESTING IN BUILDING, UH, PARKS EQUITABLY.

UH, CURRENTLY THEY'RE ON THEIR SECOND ROUND OF PEA CITIES, UH, WHICH WERE SELECTED BASED ON THEIR COMMITMENT TO ADVANCING LOCAL PARK GOALS.

AND THOSE CITIES IN THE SECOND COHORT INCLUDE BATON ROUGE, BOSTON, CINCINNATI, DALLAS, PITTSBURGH, RALEIGH, AND WASHINGTON.

UH, SO THROUGHOUT THIS PROGRAM, UH, LOCAL TPL STAFF AND OUR 10 MINUTE BLOCK TEAM WILL BE WORKING WITH DALLAS PARK AND REC TO ENGAGE SURROUNDING NEIGHBORHOODS AND LOCAL PARTNERS TO HELP DEVELOP COMMUNITY LED, UH, MAINTENANCE AND STEWARDSHIP.

THE, UH, GREEN SPACES IS CREATED THROUGH THE INITIATIVE.

I'LL PASS IT ON TO MOM TO TALK ABOUT PROPOSED DEAL POINTS.

SO ANOTHER REASON WHY WE'RE HERE IS TO GET YOUR FEEDBACK ON HOW WE PROPOSE TO WORK WITH YOU ALL.

UM, AND AS MANY OF YOU KNOW, AND AS I MENTIONED, WE'RE A 5 0 1 C3 NONPROFIT ORGANIZATION COMMITTED TO, UM, PROVIDING MORE PARKS SCALE GREEN SPACES ACROSS THE CITY OF DALLAS.

AND WE'D LIKE TO PARTNER WITH YOU ALL DELIVERING THIS PROJECT.

UM, TPL WOULD LIKE TO, UH, PROVIDE THE COMMUNITY ENGAGEMENT AND ACTIVATION THAT SOPHIA HAS MENTIONED AS IN ADDITION TO THE DESIGN SERVICES FOR THESE FIRST FIVE SITES, UH, WITH AN OPTION TO EXTEND THESE TO THE NEXT 10, 10 INSTEAD OF NINE.

[00:45:01]

UM, AND UH, SOMETHING THAT WE HAVE MENTIONED BUT NOT TALKED ABOUT IN, IN DEPTH IS THAT THESE SITES ARE GONNA BE DESIGNED, UM, FOR PARK AND REC TO BE ABLE TO BUILD EASILY, QUICKLY, AND AFFORDABLY, UM, THROUGH THE PARK AND REC, UH, CREWS THAT EXIST HERE AND WORK CLOSELY WITH PARK AND REC STAFF TO MAKE SURE THAT THOSE DESIGNS, UM, ARE BUILDABLE AND MAINTAINABLE FOR THE SITES AT HAND.

UM, WE'VE, WE'VE RAISED 1.25 MILLION TO COMMIT TO THE PROJECTS TO MATCH THE CITY'S FUNDING.

UM, WE WOULD LIKE TO, THE CITY WILL BE CONSTRUCTING THE MAJORITY OF THESE SITES, LIKE I SAID, BUT TPO WOULD LOVE TO USE OUR FUNDING TO GRANT, UH, ADDITIONAL FUNDING TO THE CITY, UH, FOR MATERIALS, ADDITIONAL FURNISHINGS, OR DIRECTLY PROCURE THOSE OR PROCURE SERVICES AS NEEDED TO ASSIST IN THE PROCESS.

UM, AND WE WOULD LIKE TO BEGIN, UH, THE COMMUNITY EVENT WE DISCUSSED IN, UH, EARLY IN JANUARY OF 2024.

AT THE END OF THIS MONTH, WE ARE THRILLED AT THE SPEED AT WHICH WE CAN ACHIEVE THIS PROGRAM AND, UM, ARE REALLY EXCITED TO TAKE FEEDBACK ON IT.

UM, I WANNA ADD ALSO THAT THESE FIRST FIVE SITES THAT WE'RE COMING TO TALK TO YOU ABOUT TODAY, UM, ALSO HAD LIMITED CHALLENGES TO BEING ABLE TO BUILD 'EM.

UM, SO AFTER GOING THROUGH A FIRST PASS OF SITES, THERE WERE SITES THAT SIMPLY WOULDN'T WORK FOR DALLAS UTILITIES BASED ON THEIR PLANS.

UM, AND THERE ARE SOME SITES THAT MAYBE ARE A LITTLE BIT MORE CHALLENGING IN SOME OF THE DISTRICTS.

AND IN ORDER TO BE FAIR TO THAT DESIGN, WE FELT IT WAS BEST TO MOVE FORWARD WITH THE SITES WITH THE HIGHEST IMPACT THAT COULD BE ACHIEVED NOW ON THIS TIMELINE, AND AS SOON AS WE GET THESE UNDERWAY, AGAIN WORKING AND LOOKING ON THESE NEXT SITES THAT MAYBE NEED A LITTLE BIT MORE ATTENTION, UM, IN THE PLANNING PHASE.

SO OUR NEXT STEPS, UM, IS TO TAKE FEEDBACK FROM YOU ALL TODAY AND COLLABORATE ON THE DEAL POINTS PROPOSED TO RETURN WITH UPDATED DEAL POINTS, UH, FOR PARK AND REP AND CITY COUNCIL.

WE'D LOVE TO EXECUTE AN AGREEMENT BETWEEN CPL AND CITY OF DALLAS TO GOVERN IMPLEMENTATION OF THIS PROJECT AND COMMENCE ENGAGEMENT WITH THE NEIGHBORHOODS AND BEGIN INVENTORY WITH THE DESIGN TEAM.

UM, WE'D LIKE TO, UH, FINALIZE AND, UH, SCHEDULING INITIAL COMMUNITY MEETINGS FOR THE FIRST FIVE PROPERTIES IN COHORT ONE.

AND SO WITH THAT, THANK YOU SO MUCH AND WE WOULD LOVE TO TAKE YOUR QUESTIONS AND COMMENTS.

THANK YOU ALL SO MUCH FOR THIS EXCELLENT, UH, PRESENTATION.

DID YOU HAVE SOMETHING SAY, MR ISSUE MAINTENANCE IS REALLY IMPORTANT AND WE'RE GONNA DO EVERYTHING POSSIBLE TO MINIMIZE WHAT PROCESS WE'RE, WE'RE FROM THE VERY BEGINNING, WE'RE GONNA SAY, THIS IS YOUR PART, THIS IS YOUR PUBLIC LAND, LIKE YOUR PART YOUR OWN, AND YOU NEED TO TAKE THE SAME PRIDE OF OWNERSHIP IN DOING THAT.

THE TWO, TWO THINGS WE'RE GOING TO BE TALKING ABOUT FROM THE BEGINNING.

ONE IS THE POWER OF KING DALLAS.

BEAUTIFUL.

WHICH YOU HAVE FUNDING FOR.

IS IT ACTUALLY BEEN THAT? I DON'T KNOW.

BUT ANYWAY, THIS, IT IS, IT IS FINALLY FUNDED.

SHOW HOW THEY CAN USE THAT TO SCHEDULE CLEANUP THAT WILL EVEN GET GRABBERS TO A COMMUNITY ADVOCATE IN THE AREA THAT THEY HAVE MAYBE 10 THAT THEY CAN PASS OUT.

PEOPLE WE'RE GONNA SAY, THIS IS YOUR PARK.

AND BASICALLY FOLLOW THE RULE, THE HOPI RULE OF EAT , WHICH WAS A NO, A POST-IT NOTE ON MY DAUGHTER'S REFRIGERATOR WHEN THEY CHRISTMAS TIME.

IT MEANS SEEING WHAT NEEDS TO BE DONE IN YOUR COMMUNITY AND DOING IT WITHOUT BEING ASKED OR WITHOUT ASKING SOMEONE ELSE TO DO IT.

SO, YOU KNOW, YOU GO TO YOUR PARK AND THERE'S TRASH, YOU PICK IT UP.

IF SOMEBODY DUMPS STUFF RIGHT THERE, YOU ORGANIZE A GROUP TO CLEAN IT UP AND ENGAGE PEOPLE FROM COMMUNITY EVEN BEFORE WE START THE PARK AND DO SOME OF THE CREEK SITES, GET THEM TO DO THAT.

SO WE, WE WANT THESE COMMUNITIES TO OWN THESE PARKS IN A WAY.

MAYBE WHAT PARK, THIS IS OUR PARK AND OUR RESPONSIBILITY.

YES, PARKS GONNA DO THINGS.

THEY'RE GONNA DO THE, DO THE, UH, YOU KNOW, THE EQUIPMENT REPAIR AND THEN PROBABLY HAVE DO THE MO.

WE PROBABLY COULD MAYBE COULD FIND A RETIRED PERSON IN THE AREA, BUY 'EM A RIDE LAWNMOWER, AND THEY MIGHT BE ABLE TO HAVE HERE.

SO ANYWAY, MAKING SURE WE'RE GONNA DO EVERYTHING WE CAN TO MINIMIZE THE, THE MAINTENANCE THE PARTS HAS TO DO AND TO MAXIMIZE THE INVESTMENT OF THE NEIGHBOR'S PARTS AND MINDS AND SPARKS.

THANK YOU SO MUCH MR. BOONE.

WE'RE NOW GOING TO OPEN THE FLOOR FOR, UH, COMMENTS.

UH, MR. CONNOR.

THANK YOU.

UH, THE EQUITY, YOU TALKED ABOUT EQUITY AND EQUITY.

YES.

THE PARK EQUITY, IN TERMS OF WALKING DISTANCE, I THINK THERE WAS, I THINK IT'S SEPARATED.

SO THE EQUITY IN TERMS OF WALKING DISTANCE OR EQUITY INDICATORS, WHAT'S THE DIFFERENCE THERE? SO EQUITY IN TERMS OF ACCESS, WE ANALYZE THAT, UH, AS THE 10 MINUTE WALK FROM A, FROM A PARK OR GREEN SPACE.

UM, AND

[00:50:01]

SO BEING OUT OF THAT, WE CALL IT PARK DESERT, JUST LIKE IF YOU'RE IN A FOOD DESERT, UM, WITH THAT LACK OF GREEN SPACE.

SO THAT'S AN INDICATOR THAT WE AT TPL USE.

UM, THE EQUITY INDICATORS ARE A, UM, STACK MODEL OF EQUITY INDICATORS THAT INCLUDE, UM, EJ SCREEN CRITERIA, ENVIRONMENTAL JUSTICE SCREEN CRITERIA FROM THE EPA.

AND THAT INCLUDES MAJORITY MINORITY NEIGHBORHOODS, LINGUISTIC ISOLATION, UH, ONE VEHICLE OR NO VEHICLE HOUSEHOLDS.

UM, THERE ARE A, THERE'S A LOT OF CRITERIA THAT GOES INTO THAT, UM, EQUITY CONSIDERATION.

UM, ARE THOSE, ARE THOSE, UM, EQUITY CRITERIA BROKEN DOWN BY ZIP CODE? THEY, WELL, SOME ARE AND SOME ARE NOT, ESPECIALLY THE HEALTH CRITERIA.

UM, WHICH IS ALSO WE CONSIDER AN EQUITY INDICATOR, BUT WE SEPARATE IT OUT.

SOME OF THAT IS BY ZIP CODE AND SOME OF IT IS BY CENSUS BLOCK.

UM, THE MAJORITY OF THE HEALTH INDICATOR, I MEAN, OF THE, OF THE, UM, EQUITY INDICATORS ARE BY CENSUS BLOCK.

AND, UM, IN 2018, WE COMPLETED SMART GROWTH FOR DALLAS WITH OUR GIS TEAM, OUR NATIONAL GIS TEAM, WHERE THEY LOOKED AT ALL THE PARCELS ACROSS THE CITY AND SCREENED THEM FOR THIS CRITERIA THAT WAS DECIDED UPON THROUGH A LARGE COMMUNITY ENGAGEMENT MODEL.

AND THEN, UM, HIGHLIGHTS PRIORITY AREAS IN A SERIES OF FIVE CATEGORIES.

AND WHEN WE SAY THAT IT'S HIGH PRIORITY, IT MEANS THAT IT'S EITHER THE, THE TOP OR SECOND TOP OF THOSE, UM, PRIORITIES STACKS TOGETHER AND, AND MODELED.

AND I'M NOT A GIS, UM, SCIENTIST, SO I MIGHT BE, UH, SAYING THAT INCORRECTLY, BUT, UM, I DID WORK ON THE PROJECT AND IT DOES INCORPORATE, UM, THE CRITERIA THAT WE LOOK FOR TO MAKE SURE THAT WE'RE DOING .

YEAH, I'D, I'D BE REALLY INTERESTED TO SEE THAT BECAUSE YOU HAVE YOU A DISTRICT 12 OR DISTRICT 14, WHERE YOU HAVE AREAS THAT ARE, ARE VERY LOW INCOME RIGHT NEXT TO HOUSES THAT ARE SIX, SEVEN TO $8 MILLION HOUSES.

RIGHT.

WHICH THROWS THAT EQUITY SCORE OFF.

SO YOU HAVE 40,000 PEOPLE LIVING IN, YOU KNOW, 20,000 APARTMENTS IN A BLOCK.

RIGHT.

A QUARTER MILE FROM, YOU KNOW, NEIGHBORHOODS THAT ARE GATED.

AND SO IN MY DISTRICT, AND I KNOW IN CALVERS DISTRICT, SO YEAH.

AND, AND, AND, AND COMING ON TOP OF THAT, YOU LISTED, YOU KNOW, THE FIVE DISTRICTS THAT YOU'VE MOVED INTO FOR FIR TO BEGIN WITH WAS 5, 8, 9, 10 TO 13.

DISTRICT 5, 8, 9 ARE THE SECOND, THIRD AND SIXTH.

MOST HAVE THE MOST PARKLAND, UH, IN THE CITY.

UM, AND, UH, 11, 12 AND 14 HAVE THE VERY LEAST.

WE ARE ALSO SMALL DISTRICTS, BUT ALSO MEANS THAT WE HAVE, COULD BE BECAUSE WE'RE SMALL, THE MOST DENSITY.

SO, AND, AND THERE ARE THE LEAST AMOUNT OF PARK LAND IN THE, IN THE CITY.

YOU TALKING ABOUT PARK DESERTS, I WOULD ENCOURAGE YOU GUYS TO LOOK AT THOSE DISTRICTS NEXT.

YEAH, WE'D LOVE TO.

UM, WE'RE THRILLED TO BE HERE AND TALKING, AND THANK YOU FOR THAT FEEDBACK.

UM, POPULATION DENSITY IS ONE OF THE CRITERIA THAT'S IN THE EQUITY STACK.

UM, BUT IT IS SUPER IMPORTANT.

IT'S SOMETHING WE'VE BEEN WORKING ON AT TPL IS ANALYZING, UM, THE AMOUNT OF PEOPLE THAT PARKS SERVE BY THEIR ACREAGE AND HOW THAT IMPACTS, UM, HIGHER POPULATION DENSITY AREAS AND IS AN EQUITY CONSIDERATION.

AND, UM, WE ARE EXCITED TO WORK IN ALL THE DISTRICTS AND BRING ACROSS.

YEAH, THIS IS AMAZING.

THANK YOU, RA.

THANK YOU.

UH, MS. ESPY, WELL THANK YOU FOR THAT PRESENTATION.

THRILLED ABOUT THIS WORK AND MORE GREEN SPACE.

AND IT'S ALWAYS SURPRISING WHEN YOU LOOK AT YOUR LITTLE NEIGHBORHOODS AND, AND RECOGNIZE THAT IN MY, IN DISTRICT NINE WITH A LOT OF PARKLAND, THERE'S A NEIGHBORHOOD THAT'S SORT OF LANDLOCKED WITH ZERO PARKLAND.

SO KUDOS TO YOU AND ALL THAT RESEARCH THAT GOES INTO THIS.

UM, TO GARY'S POINT AND EVERYBODY'S POINT, MY FAVORITE TOPIC IS ALWAYS MAINTENANCE.

AND SO I, I'M VERY PLEASED TO KNOW THAT A CERTAIN PORTION OF IT'S BEING HELD BACK FOR MAINTENANCE.

I THINK THAT WHERE IT GETS A LITTLE TRICKY IS THAT DOESN'T, THAT'S GREAT IF SOMETHING BREAKS OR NEEDS TO BE REPLACED OR THERE'S SOME LITTLE PROJECT THAT NEEDS TO BE DONE, BUT THAT DOESN'T REALLY SPEAK TO, WE STILL HAVE TO MAINTAIN THESE FIVE NEW GREEN SPACE SLASH PARKS IN OUR OPERATING MAINTENANCE BUDGET.

SO I WANNA MAKE SURE THAT AS THIS CONTINUES TO GROW, THAT WE'RE STILL BEING SENSITIVE TO THE FACT, EVEN IF YOU HAVE FUNDS SET ASIDE, WE STILL NEED TO MAKE SURE THAT WE'RE GETTING ENOUGH MONEY FROM OUR ANNUAL BUDGET TO COVER OUR OPERATING MAINTENANCE.

SO, UM, THAT'S JUST A VERY IMPORTANT THING TO ME.

OLIVE.

UM, THE SECOND THING I WANTED TO ASK IS, WITH THE MONEY THAT YOU HAVE NOW WITH THESE FIRST FIVE THAT YOU PICKED, IS THIS GONNA SORT OF EXHAUST YOUR FINANCIAL RESOURCES? AND WHAT IS THE EXPECTATION ABOUT MOVING ON TO THE NEXT COHORT? WHERE DOES THAT MONEY COME FROM? UM, SO THIS IS A PROGRAM THAT WE'RE DEDICATED TO AT TPL AND WE HAVE STAFF WHO ARE CONTINUE CONTINUING TO RAISE PRIVATE FUNDS FOR THE PROGRAM.

UM, AND SO WE CAN DELIVER ALL THREE COHORTS.

UM, AND WE ARE SOLICITING, UM, DONATIONS FROM BUSINESSES, FOUNDATIONS, AND OTHER ORGANIZATIONS WHO CAN HELP US PROVIDE THESE GREEN SPACES OFF THE CITY.

WE'RE REALLY COMMITTED TO, UM, ACHIEVING

[00:55:01]

ALL 15 SITES.

WHAT WOULD BE ON YOU GUYS TO DO THE, TO MOVE FORWARD PAST THIS FIRST COHORT? UM, THERE IS, WELL, UH, THERE IS, UM, SOME MONEY IN THE BOND RIGHT NOW DEDICATED TO THE PROGRAM THAT WE WOULD, UM, REALLY, UH, ENJOY, STAYED IN.

UM, BUT AGAIN, TPL, UM, WE HAVE WORKED ON PROJECTS WITHIN THE CITY WHERE WE HAVE BEEN THE FUNDRAISER AND COMMUNITY CONTINUE TO BE COMMITTED TO BRINGING THESE PROJECTS TO LIFE.

OKAY.

AND THEN LAST THING IS, I KNOW IN MY, THE ONE IN DISTRICT NINE, AND I THINK IN LOOKING AT THE PICTURES OF THE OTHERS, A LOT OF THESE INVOLVE DWU WITH CREEKS.

AND AS WE HAVE WORKED ACROSS LOTS OF PROBLEMS WITH WATERWAYS AND TRASH COLLECTION AND HOMELESS, I THINK WE REALLY NEED TO WORK COLLABORATIVELY WITH DWDW TO PUT SOME, UM, EMPHASIS ON CLEANING UP THOSE CREEK WAYS.

MM-HMM.

.

BECAUSE I THINK THAT IS GONNA MAKE THE BIG DIFFERENCE TO THE NEIGHBORHOODS WHERE THAT GREEN SPACE LOOKS MORE INVITING.

BECAUSE RIGHT NOW, SO MUCH OF IT'S JUST OVERGROWN AND TRASHY.

IT DOESN'T LOOK INVITING.

SO I THINK THAT'S SOMETHING WE REALLY NEED TO PLAN FOR.

'CAUSE THAT'S HEAVY ON THE MAINTENANCE PIECE.

'CAUSE THAT'S EXPENSIVE WORK.

VERY EXPENSIVE WORK TO DO IT.

IT'S NOT SOMETHING YOUR NEIGHBORHOOD ASSOCIATION OR YOUR FRIENDS GROUPS ARE GONNA DO, ESPECIALLY WITH EROSION.

EROSION.

IT'S NOT IN OUR OPERATING MAINTENANCE OPERATING LIKE TWO BIG SWATS OF CLEVELAND, BUT IT, IT'S DWS LAND.

SO I THINK NOW IS THE TIME TO PUT SOME PRESSURE ON THAT TO PARTNER ON REALLY DOING THAT CLEANUP WHEN WE ESTABLISH THESE NEW SPACES.

AND THEN HOW DO WE CONTINUE TO DO IT? 'CAUSE IT ALWAYS ROSE BACK.

MM-HMM .

SO HOW DO WE INITIALLY DO IT? AND THEN HOW DO WE MAKE SURE THAT WE CAN DO IT OCCASIONALLY AS WE MOVE FORWARD.

AND THEN LAST THING I WOULD LOVE TO SEE, AS WE DO THESE, PUT SOME KIND OF SIGNAGE IN THAT SPACE IMMEDIATELY THAT TALKS ABOUT THE PARTNERSHIP, WHO'S WORKING ON IT, AND HOW FOLKS CAN, UH, CONNECT TO THE COMMUNITY MEETINGS AND GIVE THEIR INPUT SOME, SOME TYPE OF SIGNAGE, WHETHER IT'S QR CODE OR YOU HAVE EMAIL OR LINKS TO WHATEVER.

I THINK THAT WOULD BE GREAT.

AND I THINK IT'D BE GOOD TO EVERYBODY DO, BUT GREAT WORK.

AND I'M, I'M EXCITED THAT DISTRICT AND I GOT CHOSEN FOR THE FIRST CODE.

THANK YOU SO MUCH.

THANK YOU, MS. HUSBAND.

MR. SLAUGHTER.

YES.

HAPPY NEW YEAR.

S**T.

DIDN'T THINK YOU'RE GONNA SAY THAT.

YOU SAY IT FROM MY ATTORNEY.

.

UH, THANK YOU MOLLY.

AND AS DAR SAID EARLIER, YOU KNOW, I NOT LOT WHAT YOU DO MOLLY, UH, THE HEAVY LIFTING AND UH, I'M SO AMAZED ABOUT 14,000 PLUS MORE PEOPLE ACCESS TO GREEN SPACE.

UH, THIS IS EXCITING.

OF COURSE IT WAS A GREAT DISTRICT EIGHT.

UH, BUT ZA SAID SOMETHING EARLIER AND I HAD, WHEN I WAS IN ELEMENT ELEMENTARY SCHOOL, AND IT WAS FROM THE PRESIDENT OF THE UNITED STATES, JOHN F. KENNEDY SAID, THAT'S NOT WHAT YOUR COUNTRY CAN DO FOR YOU, BUT WHAT YOU CAN DO FOR YOUR COUNTRY.

AND HE MADE A STATEMENT, YOU JUST WERE PLANTING TREES.

AND I THINK IF WE LET OUR NEIGHBORS AND THESE PEOPLE GO SURROUNDING IN GREEN SPACES, UH, YOU KNOW, SOME ADVERTISEMENTS AND HEY, I THINK THEY WOULD TAKE OWNERSHIP.

I KNOW I'D GET A TRASH BAG, YOU KNOW, QUIT COMPLAINING ALL THE TIME ABOUT PICKING UP THIS AND SOMEBODY GOING, WHAT, WHAT ARE YOU GONNA DO? I THINK YOU MADE A GREAT STATEMENT.

UH, UH, ITZA, I REALLY WANT TO THANK YOU, MOLLY, WHAT YOU GUYS DO.

AND, AND THIS IS WHAT I'M TALKING ABOUT.

THIS IS THE KIND OF PARTNERSHIP THIS CITY NEEDS AND SHOW UP.

YOU SHOW OUT AND IT'S NOT JUST WHERE IT'S COMING THE SIDE OF THE MOUTH.

THANK YOU.

THANK, THANK YOU MR. SLA.

MS. COLLINS.

BRETT, THANK YOU.

THANK YOU.

UH, GARRETT, MOLLY, AND SOPHIA.

THIS IS REALLY EXCITING TO NOT JUST SEE THAT IT WAS A GOOD IDEA, BUT THAT IT'S COMING TO FRUITION.

AND OH MY GOSH, I REMEMBER WHEN ROBERT CAME WITH THAT HEAT MAP HOW MANY YEARS AGO.

UM, MANY OF US WOULD REMEMBER AND THAT OBVIOUSLY THAT IMPORTANT DATA WAS WHAT WAS USED TO DETERMINE WHERE THE COOL SCHOOLS PARKS WERE GONNA GO.

AND THIS HAS JUST BEEN A PROLIFERATION OF THAT.

AND UM, IT JUST PROVES THE DATA SHOULD BE INFORMING EVERYTHING.

AND I APPRECIATE THE THOUGHTFULNESS AROUND THE EQUITY INDICATORS.

'CAUSE I THINK THOSE ARE THINGS I'D NEVER HEARD BEFORE.

AND, UM, THAT'S JUST A LOT MORE NUANCED THAN I THINK WE JUST AT THE 30,000 FOOT VIEW, UM, TAKES INTO ACCOUNT WHAT EQUITY REALLY MEANS.

IN PRACTICAL TERMS, UM, I'M THRILLED THAT THE HIGH VISTA PROPERTY HAS BEEN CONSIDERED, UH, AND I KNOW COUNCIL MEMBER WILLIS IS TOO, AND IT'S A, IT'S A, I THINK THIS COULD BE A GOOD MODEL FOR HOW, ESPECIALLY WITH LIBRARY LAND, THAT WE COULD REALLY LOOK AT HOW TO BEST UTILIZE THAT, THOSE, UM, ADJACENT ENTITIES IN THE FUTURE.

DO YOU KNOW WHAT IS GONNA BE THE STATUS OF EITHER THE PARK FOREST LIBRARY

[01:00:01]

MOVING TO THIS NEW SITE WHEN LIBRARY DISTRICT HAS MORE DOLLARS TO SPEND? HAVE YOU GOTTEN THE LATEST UPDATE ON THAT KIND OF, AND WHAT THE TIMELINE IS FOR THIS FUTURE LIBRARY DEVELOPMENT? DO YOU KNOW THAT SOPHIA? I DON'T HAVE THE TIMEFRAME.

I KNOW THAT THEY'RE, UM, STILL LOOKING AT DESIGN, SO I'M NOT SURE EXACTLY WHEN THE LIBRARY WILL BE BILLED.

UM, BUT WE'RE ALSO LOOKING AT, YOU KNOW, WHILE IT'S IN THE DESIGN PHASE AND THEY'RE GOING THROUGH THAT PROCESS TO ALSO HELP ACTIVATE THE OPEN SPACE ADJACENT TO IT TO KIND OF HELP NEIGHBORS KNOW THAT THIS WILL BE A COMMUNITY HUB AND IT'S BE SITE AS WELL.

SO THAT'S SOMETHING THAT, AND IF IT HASN'T ALREADY BEEN CONSIDERED, IF THERE COULD BE, UM, WIFI FROM THE LIBRARY BEING EXTENDED INTO THE PARK, IS THAT PART OF THE PLAN? YES, THAT WE KNOW OF.

I MEAN, WE HAVEN'T, WE'LL HAVE OUR INPUT MEETING AND THAT'S ONE OF THE, WHEN WE, I THINK IN THE AMENITIES I LISTED SOLAR CAMERAS AND SOLAR LIGHTS, BUT, UM, THERE ARE WIFI COMPONENTS THAT CAN BE ADDED TO THOSE FOR THE PARK SITES.

UM, ESPECIALLY FOR A LIBRARY SITE TO BRIDGE UNTIL THE LIBRARY SITE IS OPEN.

UM, AND WE'RE SUPER EXCITED ABOUT THE LIBRARY SITE BECAUSE, YOU KNOW, WE'RE GONNA GET TO, UM, GO AHEAD AND PUT THE GREEN SPACE THERE AND DESIGN IT WITH THE DESIGN THEME SO THAT IT DOESN'T IMPEDE THE FUTURE DEVELOPMENT AND THAT ALL THE RESIDENTS SURROUNDING, ESPECIALLY ALL THE APARTMENT BEDS THAT ARE NEARBY, CAN GO AHEAD AND USE THAT GREEN SPACE.

WELL, KIND OF LIKE SIMILARLY WE'VE SEEN, WELL THIS WHAT YOU ALL DID AT SOUTH OF CLIFF, RENAISSANCE PARK.

I MEAN SOME OF THOSE CREATIVE ELEMENTS, BUT BECAUSE OF THE ADJACENCY TO THE LIBRARY, UM, THINKING A LITTLE BIT MORE OUTSIDE THE BOX, LIKE OUTDOOR GAMES LIKE OUTDOOR LIBRARY, THE LIBRARY CART, AND JUST AGAIN, KIND OF LIKE COOL SCHOOLS, PARKS, WHERE THESE HAVE THE ABILITY TO BE, UM, COMPLETELY UNIQUE AND REPRESENTATIVE OF THE COMMUNITIES THEY SERVE.

SO, UM, THE DEAL POINTS LOOK REALLY GOOD AND I'M THRILLED THAT WE HAVE THE PROJECTION FOR THREE COHORTS AND 15 NEW PARKS.

AND OBVIOUSLY WE NEED FUNDING.

MAINTENANCE IS A CONTINUAL CHALLENGE FOR US, BUT A MAINTENANCE ENDOWMENT IS SOMETHING, UM, OR, YOU KNOW, STANDING, STANDING UP THE DALLAS PARKS FOUNDATION THAT COULD ADDRESS THOSE KIND OF IMMEDIATE MAINTENANCE NEEDS.

'CAUSE THE CHALLENGE OF IT BEING WITHIN THE PARK DEPARTMENT BUDGET IS FINE PROCUREMENT AND NOT THE EXPEDIENCY THAT SOMETIMES THOSE MAINTENANCE ISSUES NEED TO BE ADDRESSED RIGHT AWAY AND NOT SEVERAL WEEKS DOWN THE ROAD.

SO, THANK YOU MOLLY AND SOPHIA.

I'M LOOKING FOR OUR COMMUNITY INPUT SESSION A COUPLE WEEKS AND SEEING WHAT, UM, UH, WHAT THE NEIGHBORS COME UP WITH.

THANK YOU SO MUCH.

THANK YOU MS. COLLINS.

BRETT AND, UH, MS. DALE, THANK YOU VERY MUCH.

AS ALWAYS.

IT'S ALWAYS A FRESH BREATH OF FRESH AIR TO SEE YOU.

UM, THANK YOU FOR ALL THAT YOU DO.

UM, JUST WANNA MAKE SURE THAT WHILE WE LOOK AT THIS WHOLE PLAN, UM, WITH THE ENCROACHMENT POLICY THAT PARK HAS IN PLACE, THAT THERE'S THAT, UM, PURVIEW OF THAT.

LIKE LOOKING AT THEM, MAKING SURE THAT THE PLACES THAT YOU GUYS ARE PICKING DON'T ENCROACH OR WE HAVE ANT ENC, THEY HAVEN'T ENCROACHED ON US, UM, ON THAT LAND BECAUSE I KNOW THAT'S, UH, SOMETHING THEY, THAT WE TALK ABOUT.

AND THEN WE HAVE TO GO BACK AND, AND DISCUSS WITH THE PROPERTY OWNERS OR WHATEVER LIKE THAT.

SO I JUST WANNA MAKE SURE THAT THAT IS, UM, IN THAT ATION THAT YOU GUYS ARE HAVING.

YEAH, WE'RE WORKING REALLY CLOSELY, ESPECIALLY ON THE DALLAS WATER UTILITY SITES, UM, WITH DALLAS WATER UTILITIES.

THEY HIRE PARTNERS SO FAR IN PROVIDING BY THE DOCUMENTATION THAT WOULD PREVENT ANYTHING LIKE ENCROACHMENT.

UM, WE, UH, PARK AND REC IS ALSO, UH, NOT PROPOSING TO ACQUIRE THESE PROPERTIES.

THEY'LL REMAIN WITH THE DEPARTMENTS, UM, BUT, BUT HAVE, UM, ACCESS THROUGH INTERDEPARTMENTAL AGREEMENTS, WHICH ALLOWS US TO MOVE FASTER AND PRESERVE THE ORIGINAL USE OF THE SITE.

BUT WE'LL CONTINUE TO MONITOR THAT ENCROACHMENT.

SO THEY WON'T BE DESIGNATED CHAPTER 26.

IT IS, CHAPTER 26 IS THE PARK AND DESIGNATION.

NO, THEY WILL NOT BE.

OKAY.

AND A PART OF THAT IS BECAUSE A LOT OF THESE ARE STORM WATER PARCELS AND OBVIOUSLY FLOODING AND THAT KIND OF CRITERIA, ESPECIALLY IN NEIGHBORHOODS DENSITY.

UM, IT'S REALLY, REALLY IMPORTANT TO SERVE THOSE ELEMENTS.

AND SO WE CAN STILL PROVIDE THOSE GREEN SPACE ELEMENTS WITHOUT, UM, TAKING AWAY ANY NECESSARY FUTURE USE THAT DW YOU MIGHT NEED.

OKAY.

ALRIGHT.

THANK YOU.

I JUST WANNA MAKE SURE THAT THAT WAS YEAH.

THANK YOU SO MUCH.

YEAH.

CLOSELY.

'CAUSE WE WORK WITH JASON A A LOT ON THAT.

YEAH.

AND JUST MAKING SURE THAT THAT DOESN'T COME BACK AFTER LIKE, OH MY GOD, WE DIDN'T EVEN KNOW.

AND SO, YEAH.

ALL RIGHT.

WELL, THANK YOU BOTH SO MUCH.

THANK, THANK YOU, MS. DALE.

MR. BLAIR, I SEE YOUR HANDS UP.

WE'LL GO TO YOU AS, UH, AFTER MR. UH, KITNER.

OKAY.

MRAM.

MM-HMM.

.

THANK YOU MADAM PRESIDENT.

UH, THANK YOU ALL SO MUCH.

UH, CONGRATULATIONS ON THIS PROJECT.

IT'S SO IMPORTANT.

WE NEED TO BE EXPANDING OUR GREEN SPACE WHEREVER WE CAN.

THIS, UH, INNOVATIVE WAY TO DO IT AND APPRECIATE ALL THE EFFORTS THAT Y'ALL

[01:05:01]

HAVE DONE TO MAKE THIS HAPPEN.

UH, DO WE HAVE A COMPREHENSIVE LIST OF ALL OF THE SITES THAT ARE AVAILABLE WITHIN THE CITY? AND IS IT, AND HOW'S IT BROKEN DOWN IN TERMS OF TYPE OF SITES? SO IT SOUNDS LIKE SOME OF IT'S DWU, SOME OF IT'S LIBRARY.

CAN YOU GO INTO MORE DETAILS ABOUT, UH, THE, THE TYPES OF SITES THAT, THAT ARE AVAILABLE HERE? UM, YES.

WE CAN, WE REALLY FOCUSED ON DWU SITES, PUBLIC WORK SITES AND LIBRARY SITES.

UM, AND, AND WE DIDN'T INITIALLY CHOOSE TO FOCUS ON THOSE, BUT THAT IS WHAT BECAME THE KIND OF TOP DEPARTMENTAL, UH, USES OF THOSE SITES AS WE WENT THROUGH OUR ANALYSIS FOR WHERE IT'D BE APPROPRIATE TO GO TO PARK.

UM, WE DO HAVE AN EXTREMELY LONG LIST OF PARCELS, AND THEN ONES THAT WE HAVE STARTED TO, THAT WE HAVE ABOUT THREE OPTIONS PER DISTRICT.

UM, SOME LESS, SOME MORE.

UM, AND SOME OF THOSE SITES HAD SOME CHALLENGES, UM, BEGINNING TO WORK WITH DW ABOUT WHAT'S EVEN FEASIBLE ON THOSE THINGS.

BUT WE DO HAVE A MASTER LIST AND, UM, LOVE TO, UH, START HAVING, UM, ADDITIONAL MEETINGS, UH, WITH THE PARTS PEOPLE THAT ARE NOT IN THE FIRST COHORT ABOUT WHAT THOSE SITES LOOK LIKE, IF THEY'RE APPROPRIATE, UM, AND REALLY FIGURING OUT BEST PLACES.

YEAH.

YEAH.

I THINK THAT THAT'D BE GREAT AS, AS WE, UH, GO INTO THE NEXT ROUND OF COHORTS, IF THAT'S BY THE LIST, LIKE I'D LOVE TO SEE ALL THE POTENTIAL DISTRICT 11 SITES, UH, AND SEE WHO THE OTHER, WHO THE ACTUAL OWNER IS AS WELL TOO.

YEAH.

YEAH.

WELL, WE'D LOVE TO SCHEDULE THAT.

AND, UM, OF COURSE THERE MAY BE SITES THAT YOU KNOW ABOUT IN YOUR DISTRICT THAT DIDN'T COME UP IN THE GIS KIND OF ANALYSIS AND, UM, MAYBE MUCH MORE APPROPRIATE.

SO WE'LL LOOK FORWARD TO HAVING THAT MEETING.

OKAY.

UM, AND I KNOW THIS HAS BEEN FOCUSED ON CITY OWNED SITES, BUT HAVE WE LOOKED AT, YOU KNOW, ANYTHING THAT'S OWNED BY THE COUNTY OR OWNED THAT'S, THAT'S FEDERALLY OWNED LAND LAND THAT IS NOT BEING USED CURRENTLY TO ITS INTENDED, UH, PURPOSES, BUT, UH, IS OWNED BY ANOTHER GOVERNMENTAL JURISDICTION THAT WE COULD MAYBE, UH, IMPLEMENT THIS PROGRAM? UM, WHEN WE ACTUALLY COMPLETED THE FIRST PASS FOR COOL SCHOOLS COMMUNITY PARKS, WE DID LOOK AT, UM, SOME OF THOSE OPTIONS.

THERE ARE SOME SITES THAT SOPHIA, UM, AND HER TEAM HAVE LOOKED AT THAT, UM, ARE, ARE A LITTLE DIFFERENT.

LIKE THERE MIGHT BE A SITE THAT'S OWNED BY DALLAS FIRE.

UM, WE HAVE NOT FOUND A LOT OF COUNTY OWNED SITES, UM, THAT ARE APPROPRIATE, BUT, UM, OUR CRITERIA WAS PUBLICLY OWNED.

AND SO THAT'S WHERE THERE ARE SOME OPTIONS THERE AS WELL.

GOOD.

GREAT.

WELL LOOK FORWARD TO WORKING THROUGH, AS MR. CONNOR POINTED OUT, UH, DISTRICT 12, DISTRICT 11, UH, WE, YOU KNOW, SOME OF THE SMALLEST ACREAGE OF PARKLAND IN THE CITY.

SO, UH, IF WE CAN CONTINUE TO FOCUS ON SITES IN THOSE AREAS WHERE IT'S REALLY NEEDED, THAT WOULD BE APPRECIATED.

YEAH, ABSOLUTELY.

UM, A BIG, A BIG PUSH AROUND THIS WAS DELIVERING THESE SPACES FAST AND NOT BEING, NOT HAVING TO DEVOTE CAPITAL AND TIME TO LAND ACQUISITION AND BEING ABLE TO MAKE NEIGHBORHOOD IMPROVEMENTS IS THE GOAL.

AND SO, UM, WE HOPE TO BE ABLE TO ADD MORE GREEN SPACE IN THOSE DISTRICTS TOO.

YEAH.

THIS IS A GREAT START.

I APPRECIATE THE EFFORTS.

THANK YOU.

JUST WANTED TO ADD THAT WHEN THEY DO PROVIDE THAT LIST IN THE NEXT COHORT, THERE'LL BE A LIST WHERE WE HAVE ALREADY VETTED WITH OTHER DEPARTMENTS TO MAKE SURE IT MAKES SENSE.

IT'S NOT IMPEDING THEM FROM BEING ABLE TO CARRY OUT THEIR MISSION.

SO I DON'T WANT Y'ALL TO GET THIS LIST AND THINK, YEAH, YOU GONNA BE, WE GONNA BE TO UTILIZE ALL THESE SITES.

MM-HMM.

, BECAUSE I DON'T WANNA, I NEED TO MAKE SURE I'M BEING RESPONSIBLE FOR THE OTHER DEPARTMENTS TOO.

'CAUSE I WOULDN'T WANT ANYONE PUTTING OUR PROPERTIES OUT THERE AND THEN HAVING PLANS FOR THEM.

RIGHT.

THANK YOU.

THANK YOU, MR. KITNER.

UH, MR. BLAIR.

THANK YOU, MA'AM.

UH, I JUST WANTED TO SAY THANK YOU TO THE TRUST FOR PUBLIC LAND BECAUSE I'VE GOTTEN ACTUALLY WALK, UH, INTO SOME OF THESE PROJECTS AND SEE WHAT YOU ALL DO WITH COMMUNITIES AND SPECIFICALLY MOLLY, I'VE, I'VE SEEN YOU POINT TO THINGS WITH COMMUNITY MEMBERS AND ASK, DO YOU WANT AN AMPHITHEATER THERE? DO YOU WANT A BASKETBALL COURT THERE? UH, AND THAT, THAT WAS A TRANSFORMATIVE PROCESS TO WATCH IN REAL TIME.

UM, AND I ALSO, UH, WANNA SAY THAT I, I AGREE WITH MY COLLEAGUES FROM DISTRICT 11 AND 12.

UH, I'VE TAKEN SOME TOURS OF THESE DIFFERENT DISTRICTS AND JUST REALLY GOTTEN TO SEE THE LEVEL OF DENSITY THAT EXISTS THERE.

UH, BUT I AM CURIOUS ABOUT THE, THE AMOUNT OF WHAT LAND COSTS NOW AND, UH, AND HOW THE TRUST REPUBLIC LAND MAY MOVE IN SOME OF THESE COMMUNITIES.

UM, HOW WOULD Y'ALL GO ABOUT LOOKING AT SOME OF THESE SITES? UM, AND THEN AS AN ADDENDUM, I THINK, UH, JEFF STOLE ONE OF MY QUESTIONS.

I DID WANNA KNOW ABOUT THE PROGRAMMING OF FEDERAL, UH, SOME OF THESE OTHER OPPORTUNITIES THAT ARE NOT WITHIN THE CITY'S MAP.

[01:10:03]

UM, LET ME ANSWER YOUR FIRST QUESTION FIRST.

UM, WHICH FOR THIS PROJECT, UH, IT'S IMPORTANT TO US THAT THEY ARE PUBLICLY OWNED SO THAT WE CAN DELIVER THEM QUICKLY.

UM, AND THAT, UH, LIKE, UH, LIKE REBECCA JENKINS SAID, UM, DON'T, UH, CAUSE ISSUES WITH THE EXISTING USE IN THE DEPARTMENTS.

AND, UH, YOU KNOW, EVEN THOUGH WE STARTED WITH A LIST OF 2,800 PROPERTIES, UM, THERE, THERE ARE DEFINITELY NOT CLOSE TO 2,800 THAT ARE APPROPRIATE USE.

UM, THE LIST IS SIGNIFICANTLY SMALLER THAN THAT WHEN YOU BEGIN LOOKING AT THE SETBACKS, RIGHT.

OF WAYS EXISTING USES.

AND SO, UM, WE FEEL CONFIDENT ABOUT THE LIST THAT WE DO HAVE TO SHARE WITH THE FUTURE COHORTS, UM, ABOUT, ABOUT HOW WE HAVE GONE ABOUT FINDING THOSE AND, UM, KNOW THAT THERE'S THINGS THAT WE JUST DON'T KNOW, UM, THAT YOU ALL KNOW BETTER IN YOUR DISTRICTS AND LOOK FORWARD TO BEING ABLE TO ADD TO THOSE OPPORTUNITIES AS WE CAN.

UM, AT THIS POINT, BECAUSE OF THE FUNDING AND THE TIMELINE OF THE PROGRAM, WE'RE NOT LOOKING AT ACQUIRING ANY PROPERTY.

BUT FOR MANY OF YOU KNOW, THAT WORK THAT WE'VE WORKED WITH, UM, IN YOUR DISTRICTS, UH, WE ARE ALWAYS, UM, THIS IS ONE PROGRAM WE'RE DOING AND WE'RE DOING OTHER PROGRAMS AS TPL, UM, ACROSS THE CITY.

UM, AND I'M SORRY, HARRISON, COULD YOU REPEAT YOUR ? UM, JUST, UH, REALLY THINKING ABOUT THE VALUE OF THE LAND IN DISTRICT 11 AND 12, UM, AND JUST EVEN THE NATURE OF HOW LANDLOCKED IT IS.

UM, JUST CURIOUS ABOUT ANY THOUGHTS Y'ALL MIGHT HAVE ON HOW YOU'D EVEN GO ABOUT ACQUIRING, UH, SOME OF THE PUBLIC SPACES THERE OR HOW YOU MIGHT DEVELOP IN SOME OF THOSE, UH, SMALLER COMMUNITY SPACES THAT HAVE LIVED.

YEAH, I MEAN, WE BELIEVE THAT YOU CAN MAKE A BIG IMPACT EVEN ON A SMALL SPACE, EVEN IF IT PROVIDES NEIGHBORS MORE AREAS TO CONNECT WITH ONE ANOTHER.

AND, UM, ONE OF THE REASONS WE STARTED LOOKING AT THIS PROJECT AND POOL SCHOOLS WAS BECAUSE IT'S HARD TO ACQUIRE LAND IN AREAS THAT ARE DENSELY DEVELOPED.

AND, UM, SO THIS KIND OF ALTERNATIVE ALLOWS US TO MAKE THOSE IMPROVEMENTS.

UM, AND WE ARE CONSTANTLY THINKING ABOUT HOW THE AMENITIES WILL SERVE THOSE COMMUNITIES AND LOOK FORWARD IN THE ENGAGEMENT TO FINDING OUT WHAT THOSE COMMUNITIES NEED, HOW WE CAN FIT IT INTO THOSE SMALLER SPACES, UM, AND MAKE A TRULY, UH, A GREEN SPACE THAT REALLY SERVES THE COMMUNITY AND THE FABRIC OF THE NEIGHBORHOOD AROUND IT.

AND, AND I WANNA SAY ALSO THANK YOU FOR THE DATA.

I KNOW THIS, THIS HAS BEEN MENTIONED BY MANY COLLEAGUES AND STAFF, BUT THE DATA IS REALLY THE LINCHPIN THAT MAKES US WALKING INTO COMMUNITIES AND POINTING AT ASSETS REALLY SIMPLE.

SO THANK Y'ALL FOR PUTTING TOGETHER SO MUCH COMPREHENSIVE DATA THAT ALLOWS US TO REALLY UNDERSTAND OUR OWN COMMUNITIES BETTER.

THANK Y'ALL FOR Y'ALL'S WORK.

THANK YOU SO MUCH.

THANK YOU, MR. BLAIR.

MR. GOLDSTEIN, I JUST WANTED TO THANK YOU ALL FOR THE GREAT WORK YOU'RE DOING ON, ON ALL THIS, BUT ON DISTRICT 10 IN PARTICULAR, UM, THE SENSITIVITY THAT YOU'RE TAKING TO WORKING WITH THE COMMUNITY, UM, I SAW THAT FIRST HAND DISTRICT 10 WHEN FOLKS DIDN'T NECESSARILY UNDERSTAND WHAT THAT NEW PARK MEANT, AND, AND THAT IT MAY NOT MEAN ALL THAT MUCH.

DOESN'T HAVE TO BE A LOT OF BELLS AND WHISTLES.

SO THANK YOU GUYS FOR EVERYTHING YOU'VE DONE.

THANK YOU TO, TO MR. COULDN'T BE HERE, AND MR. BOONE, AND OF COURSE THE MAYOR FOR HIS, UH, BID ON THIS.

REALLY APPRECIATE YOU GUYS WORK.

THANK YOU SO MUCH.

WE APPRECIATE THE PARTNERSHIP AND THE CONTINUED WORK ON WISH.

I'LL SAY THANKS AGAIN FOR YOUR EXCELLENT PRESENTATION.

I PERSONALLY AM SUPER EXCITED.

I KNOW COUNCILMAN SENEZ IS SUPER EXCITED.

I FEEL LIKE JLO AND THE SELENA MOVIE, WHERE SHE'S LIKE, EXCITED .

THAT'S HOW I FEEL ABOUT IT.

AND WHAT IT MEANS TO, TO THE COMMUNITY.

I DON'T KNOW.

I KNOW SEVERAL OF Y'ALL HAVE BEEN TO THE WALLS OF PLEASANT GROVE, AND IT IS JUST, I MEAN, WALKING INTO THAT SPACE, YOU FEEL LIKE, I FELT LIKE I WAS IN DISNEYLAND.

LIKE WHAT THIS IS IN OUR COMMUNITY, YOU KNOW, ARTISTS FROM ALL OVER THE WORLD AND FROM LOCALLY, AND IT'S JUST SUCH A GEM, A HIDDEN GEM IN OUR COMMUNITY.

AND TO HAVE THAT CONNECTED, HAVE THAT GREEN SPACE THERE, YOU KNOW, THAT YOU ALL ARE GONNA BE CREATING, AND THE LIBRARY ACROSS THE STREET AND THE, YOU KNOW, AND THE, THE, THE MURALS ARE LIKE A MILE AND WHAT MILE AND A HALF LONG AND THERE'S THE REC CENTER, UM, FRIT PARK AND, AND HAWTHORNE ELEMENTARY ON ANOTHER SIDE.

AND TO HAVE THAT CONNECTION THAT'S GONNA BE SO BEAUTIFUL, IT'S GONNA BE SO MUCH TO OUR COMMUNITY.

SO EVERYBODY LIKE THE SURROUNDING COMMUNITY IS SO EXCITED, LOOKING FORWARD TO THE COMMUNITY INPUT.

IT'S A THANK YOU ALL FOR YOUR EXCELLENT, EXCELLENT WORK.

THIS IS JUST SO EXCITING.

THANK YOU, MAN.

, THANK YOU.

LOVE US AND ALLOWING US TO WORK WITH THESE KIND OF PROJECTS WE LOVE, UM, TO WORK WITH PARKS AND ROCK AND DELIVER.

UM, WE CAN.

SO THANK YOU ALL.

THANK YOU.

ALRIGHT, UM, WE'RE MOVING ON TO OUR NEXT BRIEFING ITEM, THE COTTON BOWL STADIUM AGREEMENT.

AND MR. O'CONNOR,

[01:15:01]

THE FLOOR IS YOURS, MADAM CHAIR.

UM, SO Y'ALL WILL REMEMBER, UH, LATE LAST YEAR THAT THE UNIVERSITY OF TEXAS AND OKLAHOMA BOOM, MR. CONNOR, UH, AGREED TO EXTEND THE, UH, ANNUAL TEST.

SO YOU CAME, UH, THE ANNOUNCEMENT WAS MADE, UM, THROUGH 2036.

SO SINCE THE SCHOOLS HAVE AGREED, WE WANTED TO, UM, PROVIDE YOU THE INFORMATION NECESSARY FOR THE PARK BOARD OF ULTIMATELY COUNCIL TO, UH, CONSIDER THE EXTENSION.

SO WITH THAT, WANTED TO, UH, RUN THROUGH A SLIDE DECK TO PROVIDE SOME HISTORICAL CONTEXT ABOUT THE AGREEMENT, THE AMENDMENTS THAT HAVE OCCURRED, UH, IN THE AGREEMENT.

AND THEN FINALLY THE FOURTH AMENDMENT, WHICH IS THE ITEM THAT, UM, THAT Y'ALL WILL.

SO, UH, MOVING ON TO SLIDE THREE.

UM, SO THE, UH, THE ORIGINAL AGREEMENT WAS, UM, UH, APPROVED IN, IN 2007.

AS I MENTIONED IN COMMITTEE THIS MORNING, UH, THE, THE HISTORY THERE IS, UM, IN THE, AROUND THAT TIME 2006, THERE WAS A REAL THREAT THAT THE SCHOOLS WERE GOING TO LEAVE THE COTTON TO ANOTHER, UH, VENUE TO PLAY THE GAME AND OR DO A HOME AT HOME.

SO THROUGH A LOT OF, UH, EFFORTS, PRIMARILY THROUGH THE STATE FAIR AND CHINLE, UH, THAT WAS AVOIDED AND AGREEMENT WAS, UM, WAS ARRIVED AT, THAT'S BEEN SUCCESSFUL AND, AND HAS ALLOWED THE GAME TO STAY HERE FOR A NUMBER OF YEARS.

SO YOU CAN SEE WHAT THE, UH, WHAT, UM, THE TERM OF THAT ORIGINAL AGREEMENT WAS AND WHAT THE FEES WERE PAID, UH, BY THE CITY THROUGH THAT AGREEMENT.

I CAN POINT OUT THAT, UM, THE MILLION DOLLAR GAME FEE THAT THE CITY PAYS HAS REMAINED FLAT SINCE 2012.

SO THE FIRST AMENDMENT, UH, WAS, UM, EXECUTED IN MAY OF 2012, AND THAT REALLY JUST EXTENDED THE TERM OF THE AGREEMENT, UH, THROUGH 2020.

GAIN FEE REMAINED THE SAME.

THE, UH, SECOND AMENDMENT, UH, CHANGES.

AGAIN, THE DETERMINE THE AGREEMENT WAS EXTENDED THROUGH THE 2025 GAME.

UM, BUT A HOST FEE WAS ADDED, UH, $200,000 TOTAL.

THAT WAS PAID BY THE STATE FAIR OF TEXAS THROUGH A PARTNERSHIP WITH, AT THE TIME THAT DALLAS CONVENTION OF VISITORS BUREAU.

THE THIRD AMENDMENT, UH, WAS SOMEWHAT OF A SIMPLER AMENDMENT, AND THAT REALLY, UH, ADDRESSED THE VISITOR EXPERIENCE.

SO THIS AMENDMENT ALLOWED THE STATE FAIR TO SELL, UH, BEER ALCOHOLIC BEVERAGES WITHIN THE STADIUM AND IMMEDIATELY ROUND THE STADIUM SO THAT THE FOLKS ATTENDING THE GAME WOULDN'T HAVE TO GO IN AND OUT AT HALFTIME OR DURING THE GAME, UH, TO GET SOMETHING TO DRINK.

AND ALSO THE HOST FEE WAS INCREASED AS A PART OF THAT THIRD AMENDMENT TO TOTAL 280,000 AGAIN, PAID BY THE STATE FAIR.

AND THAT BRINGS US TO THE FOURTH AMENDMENT THAT, UM, THAT WILL CONSIDERED BY THIS BOARD AND CITY COUNCIL.

SO, UH, THERE ARE CONSIDERATIONS ON THE FOURTH AMENDMENT.

THE FIRST OF WHICH, AND PROBABLY THE MOST IMPORTANT IS THAT THE CITY, UM, NEEDS TO, UM, COMPLETE THE PROJECT THAT HAS BEEN INITIATED, WHICH IS THE, THE IMPROVEMENTS ON THE WEST SIDE OF THE STADIUM.

UM, YOU'LL RECALL FROM PREVIOUS BRIEFINGS, THE, THE CONCOURSES ARE BEING BUMPED OUT, UM, TO HAVE BETTER INGRESS, EGRESS, RESTROOMS, CONCESSIONS, UM, ESCALATORS ARE BEING ADDED, UH, FEDERAL CIRCULATION.

SO IT'S A VERY SUBSTANTIVE, UH, PROJECT ON THE WEST SIDE OF THE STADIUM THAT NEEDS TO BE COMPLETED.

ANOTHER THING IS THE CITY, UM, NEEDS TO PRESENT A FUNDING PLAN BY 2030, UH, FOR A PROJECT ON THE OTHER SIDE OF THE STADIUM ON THE EAST SIDE OF THE STADIUM.

AND IF THAT FUNDING PLAN IS, IS DETERMINED TO BE THE RIGHT THING TO DO, THE IMPROVEMENTS FOR THE OTHER SIDE OF THE STADIUM HAVE TO BE COMPLETED BY 2034.

AND SO, A COUPLE THINGS I LIKE TO POINT OUT.

THE OTHER SIDE OF THE STADIUM, THE EAST SIDE OF THE STADIUM HAS SOME IONS THAT THE WEST SIDE OF THE STADIUM DOESN'T HAVE.

THE INTENT OF A PHASE TWO PROJECT WOULD BE TO HAVE A SIMILAR LOOK AND FEEL AND A SIMILAR, UH, VISITOR EXPERIENCE UPGRADE THAT THE WEST SIDE OF THE STADIUM WOULD HAVE.

BUT BECAUSE OF THE LIMITATIONS OF THE OTHER SIDE OF THE STADIUM, IT'S

[01:20:01]

REALLY NOT POSSIBLE TO HAVE AS SUBSTANTIVE A PROJECT.

IT'S BECAUSE WE'RE DOING ON THE CURRENT WEST SIDE OF THE STADIUM.

SO, ALTHOUGH IT WILL BE, UM, AN IMPORTANT AND, UM, SIGNIFICANT PROJECT, IT JUST SIMPLY CAN'T BE, UM, AS LARGE AS THE PROJECT THAT'S CURRENTLY, UH, GOING ON ON THE WEST SIDE OF THE STADIUM.

THE OTHER THING I'D LIKE TO MAKE CLEAR IS THAT WHAT YOU'RE BEING ASKED TO CONSIDER TODAY IS, IS NOT TO OBLIGATE YOURSELVES TO DO THE PHASE TWO IMPROVEMENTS.

IT'S TO OBLIGATE YOURSELVES TO GO ABOUT A PROCESS BY WHICH A FUTURE PARK BOARD AND A FUTURE STAFF AND FUTURE CITY COUNCIL WOULD PUT TOGETHER A FUNDING PLAN AND ULTIMATELY MAKE A DECISION WHETHER OR NOT THAT WAS AN APPROPRIATE THING TO PURSUE IN 2030.

SO THAT WAS, THERE WAS SOME DISCUSSION AROUND THAT, A COMMITTEE THIS MORNING, AND I WANTED TO TRY TO MAKE THAT VERY CLEAR.

SO THE FINANCIAL PIECE OF THE FOURTH AMENDMENT, AGAIN, YOU'LL NOTICE THAT THE GAME FEE PAID BY THE CITY IS STAYING FLAT AT A MILLION DOLLARS.

HOWEVER, THE, THE HOST FEES ARE INCREASING, UH, FROM 280,000 UP TO $450,000 IN TOTAL.

AND YOU CAN SEE HOW THAT IS PAID, UH, 225,000 EACH TEAM.

ALSO, SOMETHING NEW BEGINNING TO 2026 IS A CONCESSION FEE.

SO THIS IS A FEE THAT WILL BE PAID BY THE STATE FAIR.

AND THIS IS, UM, A PIECE OF THE CONCESSIONS THAT ARE GENERATED DURING THE GAME BY THE STATE FAIR.

UM, IN THE STADIUM, THERE'S ALSO A 4% ESCALATOR, UH, THAT IS INITIATED IN 2026 THROUGH 2036.

SINCE THERE WERE KIND OF A LOT OF NUMBERS, I JUST WANTED TO PUT A VERY SIMPLE FINANCIAL SUMMARY, UH, TOGETHER FOR THE 2026 THROUGH 2036 FOURTH AMENDMENT, UH, THE TOTAL COMPENSATION, UH, WILL BE 1.53 MILLION OF WHICH $1 MILLION WILL BE PAID BY THE CITY, WHICH THE CITY HAS BEEN PAYING THAT SAME AMOUNT SINCE 2012.

THE OTHER THING TO NOTE IS THAT VISIT DALLAS AND THE TOURISM PIT ARE PUTTING IN A RELATIVELY SIGNIFICANT AMOUNT OF FUNDING.

UH, THEY ARE COMMITTING FOR THIS 11 YEAR PERIOD, 350,000 EACH YEAR.

AND THEN LAST, UH, JUST A LITTLE BIT OF MISCELLANEOUS INFO.

UM, THE, THE COMPENSATION FOR THE GAME, THAT'S CERTAINLY INCREASED OVER THE YEARS.

HOWEVER, UH, IT'S A VERY SIGNIFICANT EVENT TO THE CITY OF DALLAS.

UM, IT'S COMMONLY REFERENCED THAT IT'S ABOUT A $50 MILLION ECONOMIC IMPACT THAT WEEKEND TO THE LOCAL ECONOMY EVERY YEAR.

SO ALTHOUGH IT'S A, A RELATIVELY SIGNIFICANT INVESTMENT ON BEHALF OF THE CITY AND THE STATE FAIR AND THEIR PARTNERS, IT IS A, IT'S A REALLY IMPORTANT THING, UH, TO THE CITY OF DALLAS AND ALL THE HOTELS AND RESTAURANTS AND EVERYONE THAT BENEFITS FROM FOLKS COMING INTO TOWN THAT WEEKEND.

A COUPLE NEXT STEPS.

UH, THE CITY COUNCIL, ASSUMING THE BOARD APPROVES THIS, UH, THE CITY COUNCIL WILL CONSIDER THE ITEM LATER THIS MONTH.

AND OF COURSE, WE NEED TO CONTINUE THE IMPLEMENTATION OF THE PHASE ONE PROJECT THAT IS, UM, CURRENTLY ONGOING.

I'D BE HAPPY TO ANSWER ANY QUESTIONS THE BOARD AND HAVE.

OKAY, MS. MANDEL, THANK YOU RYAN.

VERY MUCH APPRECIATE THAT.

SURE.

UM, I THINK THIS IS AMAZING AS ALWAYS.

UM, THAT DAY IS DEFINITELY BRINGS A LOT OF ECONOMIC, OR THAT WEEKEND BRINGS A LOT OF ECONOMIC OPPORTUNITY TO THE CITY.

HOW MUCH DOES THE CITY PROVIDE TO THE STATE FAIR DURING THAT TIME? LIKE IF THE STATE FAIR PAYS THEM, ARE WE, DO WE PAY THE STATE FAIR FOR ANYTHING? SO THE WAY THE, THE WAY THE MONEY WORKS IS THE CITY, I'M USING FINGER QUOTES, THE CITY FUNDS A MILLION DOLLARS.

WE, WE KIND OF ACCESS THE PATH THROUGH.

SO IT'S A LOAN ON OUR BUDGET, IT'S TURNED OVER BY US TO FAIR PARK FIRST.

IT'S A PART OF THEIR STIPEND AT FAIR PARK.

FIRST IS ACTUALLY THE ENTITY THAT CUTS THE CHECK TO THE SCHOOLS.

OKAY.

SO WE'RE EFFECTIVELY A, A PASS THROUGH.

WE, THIS DEPARTMENT PAID, UM, THAT GAME STIP PRIOR TO FAIR PARK FIRST, BUT, UM, WE'RE, WE JUST ACTED SOME PASS THROUGH FOR THE FUNDING.

ALL RIGHT.

WHAT IS, DO WE KNOW, YOU SAID SOMETHING ABOUT THE WEEKEND, BUT DO WE KNOW THE E ECONOMIC IMPACT ON THAT DAY? ONLY FROM, FROM THE, YEAH, I DON'T KNOW IF, IF THEY QUANTIFY THAT WAY.

I THINK THEY, THAT SPORTS MISSION REALLY LOOKS INTO THE WEEKEND AND, AND THEY, 51 MILLION IS THE NUMBER THAT THEY ROUTINELY.

UM, AND WHAT COMES BACK TO THE CITY OUT OF THAT, LIKE FROM THE FAIR, THE TAX REVENUES ARE, YOU MEAN? YOU KNOW, I DON'T KNOW THAT NUMBER.

WE COULD PROBABLY GET IT TO YOU, BUT, UM, IT WOULD JUST BE WHATEVER, UH, HOTEL TAXES AND SALES TAXES AND THINGS ARE GENERATED OFF OF THAT $50 MILLION THAT'S SPENT BY FOLKS COMING INTO TOWN THAT WEEKEND.

[01:25:02]

I, I'VE SLEPT SINCE THE STATE FAIR GAVE US THEIR, UM, UPDATE AND ALL THAT.

DID, DID THEY PAY US FOR ANYTHING OR NO.

STATE FAIR DOESN'T PAY US.

UH, THEY DON'T.

ALL RIGHT.

AND THEN NOT FOR THAT GAME SPECIFICALLY, AND THEN THIS THEN ALSO THEN HELPS THE RAMBLING PRAIRIE GAME AND ALL THAT WITH THIS TYPE OF CONSTRUCTION AND THIS TYPE OF UPGRADE.

OH, YEAH.

WELL, SO, BECAUSE I DON'T THINK THEY GET THE SAME, I MEAN, SAME AMOUNT OF THE DEAL'S DIFFERENT FROM THE POOL COURSE, BUT THE IMPROVEMENTS TO THE COTTON BALL STADIUM IS GONNA BE A, A HUGE, UM, POSITIVE FOR, FOR ANY, YOU KNOW, ACTIVITIES THAT TAKE PLACE THERE.

SO YEAH, IT'LL BE AN ELEVATED, UH, VISITOR EXPERIENCE FOR THE FOLKS THAT ATTEND THAT GAME AS WELL.

UM, AND THAT THEN, BRINGING ME TO MY BIGGEST CONCERN IS THE, HOW, HOW DOES THE CONSTRUCTION OF THIS, UM, IMPACT IF THERE'S ANY DELAYS OR WE'RE BEHIND OR ANYTHING LIKE THAT, AND HOW WILL WE, UM, REALLY BE ABLE TO MONITOR THAT? SURE.

SO, UM, THE SCHEDULE FOR THE PROJECT CALLS FOR IT TO BE COMPLETED BY THE 2025 GAME.

AND AS OF TODAY, WE ALL FEEL REASONABLY CONFIDENT THAT THAT'S GONNA OCCUR.

HOWEVER, THIS AGREEMENT ACTUALLY GIVES US A LITTLE EXTRA WINDOW.

UM, THE AGREEMENT SAYS THE IMPROVEMENTS NEED TO BE MADE IN BY SEPTEMBER 1ST, 2026, SO IT EFFECTIVELY GIVES US SEVENTH YEAR IN CASE SOMETHING HAPPENS.

UM, AND THEN BETWEEN, SO 2024, SO THIS YEAR, 2025, WE, WE PAY THEM 500.

SO IT'S THE SAME.

IT DOESN'T CHANGE.

WE STILL PAY THEM.

IT'S JUST A MILLION BUCKS, 500.

AND WHAT'S CHANGED AFTER THAT IS THEIR HOST FEES AND ALL THAT.

IT'S FUNDING PAID BY OTHER PARTIES, NOT THE CITY.

OKAY.

SO ARE, THANK YOU.

THANK YOU, MS. MANDEL.

MR. WETA, UH, YES, THANK YOU MADAM CHAIR.

UH, I, I'LL, AT FIRST WHEN I WAS READING THIS, I WAS, I WAS LIKE 11 MILLION, BUT 11 MILLIONS.

THE CONTRACT IS A MILLION A YEAR.

UM, BUT THE 4% INCREASE EACH YEAR.

IT'S ON THE 80,000.

20,000.

SO 80004%.

OKAY.

THAT'S RIGHT.

OKAY.

AGAIN, THAT'S, THAT'S A STATE FAIR EXPENSE, NOT A CITY EXPENSE.

OKAY.

I JUST THOUGHT IT WAS GONNA BE LIKE 4% OF THE TOTAL NUMBER.

THAT WOULD GET TO BE A PRETTY LARGE NUMBER EVERY TIME.

CORRECT.

TRYING TO CLEAR, CLEAR THAT UP.

THAT WAS MY BIG ONE OF THE QUESTION.

BUT I MEAN, WE NEED, WE, THIS GAME IS WONDERFUL AND IT DOES WONDERFUL THINGS FOR THE CITY.

AND I THINK IT WAS THE BIGGEST ATTENDED DAY OF THE STATE FAIR LAST YEAR, IF I'LL CORRECT.

IN THE PRINCE STATE.

THAT'S, SO THIS IS VALUABLE FOR US TO KEEP HERE AND, AND HOPEFULLY WE'LL SOMEDAY GET A 7:00 PM GAME UNLESS THAT WILL INCREASE OUR HOTEL REVENUES IN THE CITY OF DALLAS.

IT JUST ALCOHOL TAX.

YEAH, CORRECT.

SO, BUT WE KEEP, WE KEEP HAVING TO DEAL WITH THE 11:00 AM GAMES.

SO SERIOUSLY, I THINK, YOU KNOW, WITH THE SCHOOLS TO NCC, I THINK THERE'S A BETTER CHANCE OF GETTING THAT COVETED TWO 30 SOME TIME SLOT OR, OR AGAIN, THAT'S IT.

THANK YOU.

OKAY.

THANK YOU.

MR. WE, UH, MR. CONNOR? YEAH, YOU TOOK, UH, YOU TOOK THE, WHERE I WAS GONNA GO.

OH, SORRY.

THE SECI MEAN, THIS IS, THIS IS GONNA BE, YOU KNOW, YOU TALK ABOUT, YOU HEAR THE TERM TRADITIONAL, LIKE ANY OTHER ABOUT MASTERS, BUT WHEN YOU HAVE GAME DAY, COLLEGE DAY, THE RATINGS FOR COLLEGE GAME DAY WENT UP THIS YEAR.

UM, IT'S NOT JUST DALLAS, IT'S FAIR PARK, AND I LIKE FAIR PARK.

THEY WALK THROUGH FAIR PARK, THEY SHOW, YOU KNOW, IT'S, IT'S ONE OF THE BIGGEST ASSETS OF OUR CITY.

SO IN THIS IS KIND OF A NO-BRAINER.

THANK YOU.

OKAY.

THAT, THAT'S IT.

ALRIGHT.

UH, MS. UH, COLLINS.

BRATTON, THANK YOU.

AND I, I SAID THIS IN COMMITTEE AND I JUST WANNA SAY IT TO THE FULL BOARD THAT THIS IS, WHILE THE IMPROVEMENTS TO THE COTTON BOWL ARE, UM, WERE THE TOP PRIORITY AND THE BIGGEST TICKET ITEM OF PROPOSITION A.

AND YES, THERE WAS A LOT CENTERED AROUND THIS GAME, I CAN TELL YOU THAT THESE IMPROVEMENTS ARE WHAT KEPT THE GAME IN DALLAS.

I KNOW THAT FOR A FACT.

UM, AND THE SCHOOLS WANTED TO KEEP IT HERE BECAUSE THEY LIKE THE NEUTRAL SIDE AND JUST THE REVELRY, THE STATE FAIR ATMOSPHERE.

BUT THE IMPACTS OF THIS, THESE IMPROVEMENTS WILL BE TRANSFORMATIONAL TO THE CAMPUS BECAUSE THERE ARE MORE AND MORE EVENTS COMING TO THE COTTON BOWL.

I MEAN, WE'VE GOT FC DALLAS PLAYING FC MIAMI NEXT WEEK, TWO WEEKS.

UM, WE, I WAS THERE TWO WEEKS AGO WHEN THE SAME NIGHT AS LATE.

MISS WAS A MASSIVE, UH, SPAN.

UH, THERE WERE TWO MEXICAN TEAMS PLAYING EACH OTHER AND TO HAVE SPAIN,

[01:30:01]

SPAIN AND MEXICO, SORRY, I KNEW THERE WERE SPANISH SPEAKING TEAM, BUT I LOVED THE DIVERSITY OF HAVING YOU HAD THEATER FANS ON THE CAMPUS AT THE SAME TIME AS SOCCER FANS THAT WERE COMING.

I MEAN, THAT'S WHAT WE ENVISIONED WHEN WE, WHEN WE ADVOCATED FOR THIS, UM, NOT ONLY, YOU KNOW, TIM AND I DID IN AUSTIN, BUT THEN WHEN WE DID, UM, TO, TO VOTERS, AND THAT'S WHY THEY SUPPORTED IT BECAUSE THIS IS ABOUT FILLING THE COTTON BOWL, BUT IT'S, OR FILLING FAIR PARK.

AND THE COTTON BOWL IS OBVIOUSLY THE BIGGEST TICKET BY WITH 90,000 SEATS.

I MEAN, THERE'S NO LARGER VENUE IN THE CITY OF DALLAS.

UM, I DON'T EVEN THINK IN DALLAS COUNTY.

UM, SO THIS IS CRITICAL NOT ONLY AS AN ATHLETIC VENUE, BUT ALSO FOR CONCERTS AND FOR OTHER LARGE EVENTS THAT UNIQUELY WE ARE UNIQUELY POSITIONED, BUT IT'S LONG OVERDUE.

AND WITH YOUR OTHER FUNDING MECHANISMS BETWEEN, UM, A SURCHARGE DISCUSSION AND PHASE TWO OF PRIMER $600 MILLION IMPACT TO THE CAPITAL IMPROVEMENTS AT FAIR PARK IS, IS GONNA CHANGE A GENERATION OF, UH, AS AN EVENT DESTINATION.

SO IT, THIS IS NOT JUST ABOUT THIS GAME, THAT'S WHAT WE'RE VOTING ON, BUT, UM, BECAUSE OF THIS GAME THAT WAS CA CATALYTIC TO THE OTHER IMPROVEMENTS THAT, UM, THE COTTON BOWL WILL SUPPORT AND THEN OBVIOUSLY BEYOND THAT TO THE LARGER CAMPUS.

SO, UM, I'M STILL GONNA HARP ON PARKING AND EGRESS AND EGRESS BECAUSE, UH, IT'S GREAT.

IT'S BETTER.

I WOULD SAY IT FOR TEXAS U IT IS TERRIBLE FOR THE OTHER EVENTS THAT, YOU KNOW, BRIAN AL AND IS TIRED OF BEING , BUT IT IS STILL DIFFICULT TO GET IN AND OUT.

I UNDERSTAND T'S TRYING TO ADDRESS THAT, UM, COG AND CITY.

SO ANYWAY, THAT'S MY SOAPBOX.

BUT THIS IS, UM, THIS IS REALLY EXCITING BECAUSE THIS IS THE PROOF IN THE PUDDING OF WHAT WE ALL WORKED FOR IS COMING TO FRUITION.

NO FOR DISCUSSION.

OKAY.

UH, WE HAVE ONE ITEM FOR CONSIDERATION AFTER THIS BRIEFING.

THE FAIR PART COTTON BOWL STADIUM AGREEMENT.

DO I HAVE A MOTION? ALL RIGHT, MR. WOOD.

SECOND.

MS. COLLIN BROWN.

SECOND.

UM, ALL THOSE IN FAVOR SAY AYE.

AYE.

AYE.

AYE.

ALL MOTION CARRIES.

WE HAVE NO BUDGET UPDATE.

AND MS. TURNER NOTE WHERE, UM, DO YOU HAVE AN UPDATE ON THE BOND PROGRAM? VERY BRIEF ONE, VERY BRIEFLY.

OKAY.

DO THANK YOU MADAM CHAIR.

UM, JUST WANTED TO UPDATE YOU THAT THERE HAS BEEN A SPECIAL CALLED, UM, CITY COUNCIL MEETING ON, UH, THE 19TH, WHICH IS NEXT FRIDAY AT TWO O'CLOCK.

AND THE BOND AND CONSTRUCTION OFFICE WILL BE PRESENTING OPTIONS FOR THE, UM, ALLOCATIONS OF THE BOND PROGRAM.

SO WE'LL BE IN ATTENDANCE THAT MEETING AND HOPEFULLY AT THE END OF THAT MEETING, WE'LL ACTUALLY HAVE PHYSICAL ALLOCATION OF WHAT IS GOING TO EACH PROPOSITION.

AND THEY WILL ALSO HOPEFULLY BE MAKING A DECISION ON IF THEY'RE GOING TO FINAL ELECTION IN MAY OR IN NOVEMBER.

SO AT THE MOMENT, WE'RE IN A BIT OF A HOLDING PATTERN UNTIL WE GET THAT ALLOCATION.

BUT AS SOON AS WE HAVE THAT, WE'LL LET YOU KNOW WHAT IT IS AND THEN WE'LL MOVE FORWARD.

REGARDING WHAT OUR FINAL PROGRAM WILL ONCE WE HAVE THAT ALLOCATION.

AND DIRECTOR JENKINS, PLEASE FEEL FREE TO ADD ANYTHING IF YOU'D LIKE.

YEAH, I HADN'T HAD A CHANCE TO CONSULT WITH PARKWOOD PRESIDENT OR VICE PRESIDENT, BUT I'LL LET YOU KNOW IF WE NEED TO HAVE A SPECIAL CALL MEETING NEXT WEEK IN THE AFTERNOON, I'LL LET YOU KNOW.

I SHOULD KNOW SOMETHING THIS, THIS WEEK.

ALL RIGHT.

SOUNDS GOOD.

THANK YOU.

OKAY.

UM, NOW WE'LL OPEN THE FLOOR UP FOR ANY QUESTIONS OR DISCUSSIONS.

UM, MR. UH, PRESIDENT AGONAL ON THE BOND BRIEFING OF WHICH IS HAPPENING I THINK ON 19TH, I URGE ALL PARK BOARD MEMBERS TO PLEASE COMMENT, ACTIVATE ANY OF YOUR FRIEND GROUPS TO MAKE REMARKS.

UH, I THINK WE WERE, YOU KNOW, OUR ENERGY LACKED IN THE LAST BRIEFING AND WE NEED TO SHOW THE SHOW UP THIS TIME BECAUSE THAT, THAT REALLY MATTERS WHEN WE ARE THERE WITH ALL OUR ENERGY AND WITH OUR FRIENDS GROUPS.

SO I URGE YOU TO BE THERE.

PLEASE, PLEASE.

AND ASK ALL THE FRIENDS OF PARKS TO BE THERE.

THANK YOU, PRESIDENT AGARAL.

MR. GOLDSTEIN.

THANK YOU.

UH, MR. AAL ANSWERED MY MAIN QUESTION THAT WE'RE SUPPOSED TO ROUND UP FOLKS, UH, TO BE THERE AT TWO O'CLOCK ON A FRIDAY.

'CAUSE THAT'S, UH, OBVIOUSLY A GREAT TIME TO GET THE PUBLIC OUT.

SO I APPRECIATE THAT.

UM, AND WE, OUR UNDERSTANDING IS THEY'RE GONNA VOTE.

IT'S

[01:35:01]

NOT JUST BRIEFINGS THAT THEY'RE GONNA VOTE ON WHETHER TO, WHETHER THEY WANT AN ELECTION IN MAY OR NOVEMBER.

I KNOW THEY DON'T HAVE TO TECHNICALLY CALL THE ELECTION, BUT I, I THOUGHT THE WAY THAT IT WAS WORD, IT WAS THE, IT WAS A BRIEFING MEETING, BUT, OH, I, I'M NOT SURE.

SO I WASN'T MR. GOLDSTEIN, HAS ANYBODY CLARIFIED THAT ON STAFF? I HAVEN'T, I HAVE NOT CLARIFIED THAT.

I'M NOT CERTAIN OUR BOARD MEMBER GOLDSTEIN, I APOLOGIZE.

NO, THAT'S OKAY.

I JUST THOUGHT YOU GUYS WERE YEAH.

'CAUSE I HADN'T RECEIVED ANYTHING THAT DETAIL WHAT THE, ZACH, JENS GONNA BE ASKED TO CALL ME TO DISCUSS THE TWO STEP.

OKAY.

THANK YOU MR. CARINI, DID YOU HAVE A PEN? I, I GAVE APPLAUSE TO, UH, PRESIDENT AGARAL FOR WHAT HE SAID TO URGE OUR PARK LOVERS TO GET OUT.

AND I THINK THAT MESSAGE NEEDS TO BE REPEATED LOUD AND CLEAR FOR EVERYONE.

PLEASE DO THAT.

UH, YEAH, SINCE YOU'RE GIVING ME A MINUTE, I, I DO HAVE A, A QUESTION.

SO THE VARIOUS, UM, NUMBERS, 5300, 2 25, THOSE NUMBERS IN BETWEEN, ARE WE GONNA SEE THAT ON THE 19TH FOR THE FIRST TIME? UH, AS, AS, AS WELL AS COUNSEL? OR DID DIRECTOR JENKINS SAY THERE MIGHT BE AN OPPORTUNITY FOR US TO SEE THAT IN ADVANCE? I, I DID, I MISSED THAT PART.

YEAH, THAT'S, UH, LET'S SEE.

THERE'S A LOT, A LOT OF MOVING PARTS TAKING PLACE RIGHT NOW ON THE COUNCIL LEVEL.

AND SO I WILL, THERE'S A NEED TO HAVE A SPECIAL CALL MEETING.

I WILL GIVE YOU ALL AN ADVANCED NOTIFICATION, UH, IF THINGS ARE MOVING SO FAST.

MY GOAL IS IF WE NEED TO CONVENE TO WORK ON A SCENARIO, LIKE ONCE AGAIN, TRY TO GIVE YOU THE, THE ADVANCED NOTES.

BUT I DON'T, I CAN'T SPEAK FOR THE COUNCIL.

WHAT'S THEIR INTENT FOR NEXT FRIDAY? OKAY.

I JUST KNOW I WOULD HAVE TO BE PREPARED EITHER WAY.

I CAN'T GIVE YOU A SOLID ANSWER.

I DON'T, MY INTENT IS, LEMME SEE HOW CLEAR OR CAN I MAKE IT.

MY INTENT IS IF THERE'S A NEED TO WORK ON SOME DIFFERENT SCENARIOS BEFORE THEN I'LL CALL A SPECIAL CALL.

UNDERSTOOD.

THANK YOU, SIR.

ALRIGHT.

THANK YOU.

MR. KARIMI.

UH, MR. WIPA? UH, YES.

THANK YOU.

MADAM CHAIR.

HUH? NO, NO, NO.

SEE WAIT FOR THE GREEN LIGHT.

I, I, AND, AND HOPEFULLY WE DON'T PUSH IT TO NOVEMBER.

I'M JUST SAYING THAT 'CAUSE WE GOT SO MANY PEOPLE THAT HAVE WON THIS.

WE PASS IT AND IF IT DOESN'T NOVEMBER, THEN IT'S A WHOLE DIFFERENT BALLGAME FOR THIS BOND.

I WANT Y'ALL TO KNOW THAT DIFFERENT PEOPLE, MORE PEOPLE HAVE THEIR EYES ON IT.

UM, SO HOPEFULLY WE CAN GET IT, WE CAN GET IT APPROVED AND GET IT.

AS FAR AS, AS FAR AS THE NUMBER GOES, I MEAN, I'M JUST SAYING THE CITY COUNCIL'S GOTTA DECIDE AND THEN WE'LL FIGURE THAT OUT FROM THERE.

JUST, I'LL PUT THAT OFF MY RADAR AND I'LL WAIT FOR THEM TO DECIDE SOMETHING.

IT, IT KEEPS SAYING THEY'RE GOING TO DO SOMETHING AND ANYTHING, THEY KEEP PUSHING IT BACK.

SO, BUT I THINK WE SHOULDN'T EVEN WORRY ABOUT IT UNTIL WE KNOW FAR BACK AND JUST KEEP MOVING OUR PARKS FORWARD, ESPECIALLY WITH OUR MAINTENANCE.

'CAUSE WE, WE SAW IN OUR BOND DOLLARS THAT WE'RE SPENDING, WE'RE SPENDING BETTER ON MAINTENANCE THAN WE ARE ANYTHING ELSE.

SO THAT'S JUST SOMETHING TO THINK ABOUT.

THIS HAS TO BE BROUGHT THAT POINT UP.

I BROUGHT THAT POINT UP THIS MORNING.

OUR PLANNING COMMITTEE, WE DON'T HAVE A LONG TERM PLAN FOR MAINTENANCE IN OUR REGULAR BUDGET.

WE'RE NOT GONNA EVER GET OUT OF THIS HOLE.

WE'RE GONNA KEEP, KEEP ACKING THROUGH.

SO JUST FYI THANK Y'ALL.

THANK YOU MR. WETA.

MS. HUSBANDY, THIS IS REALLY KIND OF A QUESTION.

DIRECTOR JENKINS, DO, DO WE HAVE A PREFERENCE FOR GOING TO VOTE IN MAY ON NOVEMBER? I MEAN, I KNOW THERE'S, THERE'S SCHOOLS OF THOUGHT ON BOTH SIDES BECAUSE THERE MIGHT BE MORE BOND MONEY AVAILABLE IF WE GET A LITTLE FURTHER DOWN THE ROAD.

DOES D DO WE HAVE A STANCE OR VIEWPOINT OR OPINION ABOUT THAT? WE DON'T HAVE A POSITION.

OKAY.

OKAY.

MS. HASSMAN? MR. UM, PRESIDENT AGARAL.

OH, YOU'RE ON MUTE, SIR.

I, I ALREADY MADE MY STATEMENT.

I CAN MAKE IT AGAIN.

PLEASE COME ON 19TH.

AND IN THE CHAT I'M PUTTING UP THE SIGNUP, WHICH CITY JUST PUT OUT FOR 19.

SO SPREAD IT TO YOUR FRIENDS GROUP.

THANK YOU, RICE.

THANK YOU PRESIDENT.

AGONAL.

ANY MORE COMMENTS OR QUESTIONS? NO.

OKAY.

UM, NOW WE'RE MOVING TO THE, UH, DIRECTOR'S PERFORMANCE REVIEW.

IT IS RECOMMENDED BY DIRECTOR JENKINS THAT WE DE DEFER THIS TO, UM, TO THE NEXT MEETING, I BELIEVE, TO FEBRUARY 8TH.

[01:40:01]

DO Y'ALL HAVE ANY QUESTIONS OR ANY COMMENTS? YEAH, I WANTED TO ORDER INTRODUCTION, DEFER TO THE FIRST MEETING AFTER 30 DAYS.

AFTER 30 DAYS.

WENT THE SECOND MEETING IN FEBRUARY, THE SECOND MS. V SECONDS.

OKAY.

ANY DISCUSSION, MS. HUSBAND? OKAY.

I THINK WE'VE DONE A COUPLE OF REVIEWS AND I THINK THERE WERE SOME LIKE QUESTIONS ABOUT PERFORMANCE AND RATING AND ALL THAT.

WOULD IT BE POSSIBLE TO GET THAT PAPERWORK STUFF THAT'S NOT TOP SECRET, CAN'T WE? YOU KNOW, THERE'S STUFF IN HR THAT THEY WON'T DISPERSE, LIKE INCOME AND THAT KIND OF STUFF.

BUT I THINK THERE WAS SOME BASIC LIKE, PERFORMANCE RELATED QUESTIONS THAT I THINK WOULD BE HELPFUL, ESPECIALLY IF FOLKS HAVEN'T BEEN THROUGH THIS PROCESS BEFORE, TO HAVE THAT IN ADVANCE BECAUSE TO DO IT REAL TIME WHEN WE'RE SITTING HERE TO START FILLING THAT OUT, I REALLY, I FEEL LIKE I NEED TO BE A LITTLE BIT MORE THOUGHTFUL ABOUT, UH, GIVING YOU A, A, YOU KNOW, A GREAT THOUGHTFUL PERFORMANCE VIEW.

IF WE COULD GET THAT FROM HUMAN RESOURCES IN ADVANCE, IS THAT POSSIBLE? OH, UH, FOR SURE.

THE THINGS THAT CAN BE SHARED, YES.

BEFORE, YOU KNOW, AT LEAST A WEEK OR TWO BEFORE THAT NEXT MEETING.

YES, FOR SURE.

COUPLE.

THANK YOU.

A READY TO VOTE.

ALL THOSE IN FAVOR SAY AYE.

AYE.

AYE.

A AYE.

ALL THOSE IN QUESTIONS? ALRIGHT.

ALL RIGHT.

MOTION CARRIES.

UM, UH, FOR STAFF, WE'RE NOW IN STAFF ANNOUNCEMENTS.

UH, AND I BELIEVE MS. JOHNSON IS GONNA START NOW.

THE PARTY START.

, GOOD MORNING.

GOOD MORNING.

GOOD TO SEE EVERYONE.

HAPPY NEW YEAR.

TO BE NEW YEAR.

WELL, I HAVE GREAT NEWS, WONDERFUL NEWS, UH, TO SHARE, YOU KNOW, UM, YES.

DRUM ROLL PLEASE.

.

UM, HEY, OUR GOAL IS TO BUILD, UM, A DYNAMIC TEAM, UH, IN PART.

AND WITH THAT, YOU KNOW, WE TRY TO IDENTIFY LEADERS WHO ARE GOING TO GIVE ALONG THEY GUYS.

AND WE'RE VERY FORTUNATE, VERY FORTUNATE, UH, TO HAVE A RETURN MEMBER , MR. DAVID LOPEZ.

UH, HE TOOK A HI , WELCOME YOU BACK.

AND, UH, I, FOR THOSE OF YOU WHO HAVE NOT GOTTEN A CHANCE TO WORK WITH DAVID, LET ME TELL YOU, UH, YOU'VE BEEN UPGRADED , HE IS THAT GUY, UH, THAT GETS IT DONE.

AND SO KNOW, I KNOW IN RECENT MONTHS WE'VE HAD A LOT OF CHANGE IN PMO.

UH, YOU KNOW, WE'VE HAD A LOT OF HIRES, UH, AND YOU ALL HAVE BEEN VERY GRACIOUS.

UH, OUR COMMUNITY CONNECTORS WHO WILL BE COMING NEXT, UH, TO THE NEXT MEETING, UH, WE HAVE A BRIEFING FOR YOU.

THEY'RE NEW.

UH, THEY'RE INNOVATIVE.

UH, BUT OF COURSE WE'VE HAD A FEW BUMPS IN THE ROAD, UH, IN THE RECENT MONTHS.

AND SO THIS, UH, GETTING DAVID BACK, UH, GIVES US A LEVEL OF STABILITY AND HISTORICAL KNOWLEDGE.

UM, YOU KNOW, HE HAD NINE PREVIOUS YEARS WITH US AND HE JUST LEFT, UH, THE CITY OF BURTON.

BUT I'M GONNA LET HIM TELL A LITTLE BIT ABOUT THE STORY.

I'M GONNA TELL IT ALL , BUT I'M JUST SO EXCITED.

I WANNA, UH, UH, THANK MY DIRECTOR, UH, JOHN JENKINS AND, UH, THE DEPUTY DIRECTOR CRYSTAL BECAUSE IT TAKES A VILLAGE , UM, TO MAKE SURE, UH, THAT WE'RE ABLE AND POSITION, UH, TO GET THESE TYPE OF LEADERS IN OUR CITY.

SO WITH THAT, I'M GONNA LET DAVID, UH, WHAT'S THE ROLE HE'S WITH? OH, SORRY.

HE IS OUR SUPERINTENDENT.

SO, YOU KNOW, BEN EINSTEIN WENT ON TO A, UH, A DIRECTORSHIP DOWN IN PENSACOLA.

SO HE WILL, UH, BE IN THAT AREA OF DISTRICT THREE AND FOR THE SOUTHERN DALLAS IN DOWNTOWN, UH, HE'LL BE WORKING WITH BIG CEDAR, UM, UM, YOU KNOW, BIG CEDAR WILDERNESS.

HE'LL BE WORKING WITH A LOT WITH TPL, UM, WORKING WITH AMY IN PARKS DOWNTOWN, WORKING WITH SOUTHERN, UH, KEEP DALLAS, UH, UH, KEEP SOUTHERN DALLAS BEAUTIFUL.

AND, UH, REALLY WORKING ON SOME INITIATIVES THAT WE'VE ALREADY DISCUSSED, UH, AS IT RELATES TO SOUTHERN, UH, SOUTHERN, UH, SOUTHERN CITY, PART OF THE CITY.

BUT ALSO, YOU KNOW, AS A SUPERINTENDENT THERE WILL BE MANY PROJECTS THAT HE'LL BE WORKING ON THAT WILL REPRESENT US CITYWIDE.

SO, YOU KNOW, HE'LL HAVE, UH, CONTINUED COMMUNICATION WITH A LOT OF PARK BOARD MEMBERS IN OTHER AREAS OF THE CITY.

SO WE'RE JUST NOT GONNA HOLD THAT TYPE OF GUY THAT CAN WORK.

ALSO WITH THAT YOU MENTIONED, MY NAME'S DAVID LOPEZ.

I'VE WITH THE CITY OF DALLAS FOR NINE YEARS.

UM, I LEFT FOR THE CITY OF BURLESON TO SERVE AS THEIR DEPUTY DIRECTOR OF PARKS FOR ABOUT THREE YEARS.

BUT, UH, ALTHOUGH I LEFT DALLAS PHYSICALLY, MY HEART STAYED HERE.

YEAH,

[01:45:01]

IT'S GOOD TO BE BACK HOME.

THANK YOU ALL.

GLAD I DIDN'T DELETE YOUR NUMBER.

DAVID , THANK YOU SO MUCH.

YOU'RE WELCOME.

THE NEXT ONE IS, I THINK TAKE PLANE TO FLORIDA FOR YOUR .

SO BUNDLE UP TO SATURDAY.

IT'S GONNA BE A COLD ONE.

.

IT'S BEEN A, A, A LONG ROAD TO PUTTING A PLAYGROUND IN WILLIE MA BUTLER, WHICH IS OUTSIDE LARRY JOHNSON REC CENTER.

UM, THAT COMMUNITY HAS BEEN WITHOUT A PLAYGROUND FOR SEVERAL YEARS.

UM, SO WE REDIRECTED SOME MONEY TO SHIFT THEM A PLAYGROUND.

BEFORE WE DID ANYTHING ELSE.

TWO YEARS AGO, THE KIDS GOT TO PICK WHAT PLAYGROUNDS THEY GOT.

THEY HAD SOME OPTIONS, UM, OF WHAT PLAYGROUNDS THEY WANTED.

THEY ACTUALLY DID A POLL, THEY HAD A COMMUNITY EVENT, THE LITTLE DOTS, WHICH PLAYGROUND THEY LIKED, AND THEY GOT TO PICK WHICH PLAYGROUND THEY'VE INSTALLED THAT PLAYGROUND AND THE COMMUNITY COULDN'T BE MORE EXCITED.

SO THIS SATURDAY, 11 O'CLOCK, WE'RE GONNA CUT THE RIBBON ON THAT VERY QUICKLY, WHY WE TOOK ALL THAT EXTRA TIME NOW.

SO, UM, AND SEE OUR NEW PLAYGROUND THERE, UM, IT'S GONNA BE EXCITING.

I THINK THE COMMUNITY'S GONNA REALLY ENJOY IT AND, UM, IT'S WELL DESERVED FOR EVERY, EVERY PARK SHOULD HAVE A PLAYGROUND FOR CHILDREN BECAUSE THAT'S WHAT, UM, WE HAVE IS WHEN IT'S CENTERED IN A MIDDLE OF A NEIGHBORHOOD, THEY NEED A PLAYGROUND.

I HAVE ONE LAST ANNOUNCEMENT.
