AND WE'LL BE TALKING ABOUT QUARTER ONE, WHICH IS OCTOBER, 2023 THROUGH DECEMBER, 2023.

AND AGAIN, WE, WE, I TALK ABOUT THOSE IN EVERY MEETING THAT WE HAVE, JUST SO THAT WE CONTINUE TO KEEP THEM INGRAINED CULTURE.

SO THE NEXT FOUR OR FIVE, FIVE SLIDES ARE GOING TO BE OUR FISCAL YEAR 24 CITY GOAL.

THE FIRST ONE IS OUR CITY MANAGER GOAL, INCREASED DOGS AND CATS IN FOSTER.

UM, SO WHEN WE FORECASTED THIS, IT WAS A FOUR YEAR FORECAST.

SO ORIGINALLY FOR TWO YEARS WE WERE SUPPOSED TO INCREASE FOSTERS BY 5%, AND THEN THE NEXT TWO YEARS INCREASE IT BY 2%, AND WE'VE JUST BEEN BLOWING IT OUT OF THE WATER EVERY TIME.

AND SO THIS IS, YOU SEE WHERE WE ARE, FISCAL YEAR DATE, UM, 64, UM, 24, SORRY, LOOKED AT THE NET.

UM, AND WHAT THAT IS CURRENTLY, WE HAVE OVER 600 DOGS IN FOSTER AND OVER 300 CATS IN FOSTER.

SO THAT'S REALLY INCREASING AND MAXIMIZING OUR LIFESAVING.

I WAS TALKING TO ONE OF THE COMMISSIONERS BEFORE THE MEETING, AND SHE BROUGHT TO MY ATTENTION WITH COMMUNITY THAT THAT'S CREATED TOO.

HAVING ALL OF THOSE FOSTER PARENTS AND CREATING A CULTURE OF FOSTERING WITHIN THE CITY OF DALLAS.

SO NOT ONLY LIFE SAVING, BUT, BUT WHAT, HOW IT'S AFFECT COMMUNITY.

UM, THIS KIND OF GROWTH IS NOT WITHOUT ITS CONSEQUENCES.

SO ONE OF THE THINGS WE'RE CONSTANTLY PROBLEM SOLVING IS HOW WE SUPPORT THIS MEMBER OF PETS IN FOSTER, BOTH, UM, WITH THE FOSTER TEAM, BEING ABLE TO INTERACT WITH THOSE FOLKS THAT ARE FOSTERING AND WITH OUR MEDICAL TEAM.

AND THAT'S A REGULAR THING IN SHELTERING THAT YOU SEE AS YOUR FOSTER GROWS THAT THE IMPACT ON THE MEDICAL TEAM.

AND SO WE'RE, THAT'S SOMETHING THAT WE'RE REGULARLY LOOKING AT.

OUR NEXT ONE IS THAT WE FEED DOG, UM, RETURN TO HOME RATE BY 40%.

THIS IS, THAT'S ON HERE FOR A WHILE.

I WILL SAY I AM HAPPY TO REPORT THAT WE'RE AT 21%, WHICH IS HIGHER THAN WE'VE BEEN FOR A WHILE.

UM, WE HAD OUR FISCAL YEAR TO DATE GROWTH OVER LAST YEAR IS 15.9%.

SO ALL 16% WHO WERE MOVING IN THE RIGHT DIRECTION.

AND I KNOW I, I'VE COME HERE AND I'VE TALKED ABOUT IT, TALKED ABOUT IT, TALKED ABOUT IT, AND SAID THAT WE'RE GONNA STAY ACCURATE.

UM, WE ARE SEEING, UM,

AN INCREASE OF RETURN TO HOMES IN THE FIELD AND IMPLEMENTING PROGRAMS TO MAKE THAT HAPPEN, AS WELL AS THE RETURN TO HOME RATE IN THE SHELTER.

AND SO THOSE OUTCOMES ARE HELPING US TO ACHIEVE THE, UM, AN INCREASE IN OUR LIFE RELEASE RATE.

NEXT SLIDE.

MAINTAIN LOOSE AND LOOSE OWN DOG BITES.

AND SO WE'RE, THE GOAL IS TO BE, TO DECREASE IT BY 2%.

AGAIN, FORECASTING.

AND WHEN WE DID THIS FORECAST, THESE FORECASTS, THIS IS WHEN WE WERE STILL IN, UM, IN COVID TIMES.

AND SO OUR BITES WERE REALLY AT A LOW.

BUT THIS IS ALL THIS LOOKING AT PAST LAST YEAR, JUST 37% OVER LAST YEAR.

AND YOU KNOW, I THINK I CAME HERE LAST QUARTER AND WE WERE REALLY SEEING SUCCESS IN OUR LAST FISCAL YEAR.

WE SAW SUCCESS IN, IN DECREASING THE LOOSE ON THE DOG BITES.

WE'RE SEEING AN INCREASE THIS QUARTER.

UM, WE WERE HYPOTHESIZING THAT THE REASON THAT WE HAD SEEN SO MUCH SUCCESS IN FISCAL YEAR 23 WAS BECAUSE WE HAVE GOTTEN MORE STAFF.

SO WE HAD BEEN AT THAT 44%, UM, VACANCY RATE FOR UP TO A 16 TO 18% VACANCY RATE.

SO WE THOUGHT THAT WAS IT, BUT WE'RE STILL THERE.

WE STILL HAVE THAT STAFF AND, YOU KNOW, WE'RE ABLE TO DO THE PROACTIVE.

SO THIS IS SOMETHING THAT WE'RE GONNA KEEP LOOKING AT, KEEP MONITORING, UM, YOU KNOW, TRY AND FIGURE OUT WHAT, UM, WHAT WE CAN DO TO REALLY IMPACT THIS, YOU KNOW, BECAUSE THIS IS PUBLIC SAFETY AND IT'S IMPORTANT TO US.

BUT TWO OF THE THINGS THAT WE WERE LOOKING AT AS WE WERE DISCUSSING THIS IS, YOU KNOW, WE DID HAVE A WARMER FALL SEASON.

I KNOW IT'S, IT'S FEELS SILLY TO SAY THAT WE HAD A WARM UP FALL SEASON THIS QUARTER BECAUSE IT'S FREEZING.

BUT, UM, WE DID HAVE A WONDERFUL SEASON THEN LAST YEAR, AND THEN WAS LOTS OF PEOPLE THAT WE MIGHT HAVE SEEN.

SO AGAIN, WE'RE, WE'RE LOOKING AT WHY THAT NUMBER IS BUILT.

NEXT SLIDE IS ENGLISH AND DOGS TRANSFERRED TO RESCUES.

AND THEN, YOU KNOW, REALLY TRYING TO SUPPORT THOSE THAT ARE CARING FOR CATS, UH, MAKING SURE THAT THEY'RE FOLLOWING BEST PRACTICES.

UM, SO REALLY SHARING A LOT OF INFORMATION WITH THE DALLAS COMMUNITY, I WOULD SAY IS TAKING UP THE BULK OF THE WORK THAT WE ARE DOING RIGHT NOW.

UM, SO DAS AND SNN ARE ALSO WORKING, UH, TO INCREASE CAPACITY AND BEING ABLE TO SERVE THOSE SSR NUMBERS.

SO, UM, WE ARE NOW ALLOWING FOUR CATS PER SSR.

UM, WHEREAS BEFORE IT WAS TWO.

SO REALLY TRYING TO, UM, ASSIST WITH WHEN YOU'RE GOING OUT THAT EARLY IN THE MORNING TO TRAP AND YOU HAPPEN TO GET THREE CATS INSTEAD OF TWO NOT NEEDING TO WAIT, YOU CAN, UM, BRING ALL FOUR IN AND, AND REALLY TRYING TO, UM, MAKE A BIT MORE OF AN IMPACT FOR THOSE THAT ARE OUT IN THE COMMUNITY TRAPPING.

UM, WE ALSO, UM, CONTINUE TO INCREASE OUR TARGETED AREAS, UM, BASED ON OUR KIDNEY INTAKE.

SO THE CHARTS THAT, THAT, UM, YOU SEE THE MAP TO THE, TO THE RIGHT, UH, THIS IS AN EXAMPLE OF HOW GRANULAR WE'RE GETTING.

THIS IS A COMMUNITY WHERE WE SAW A HUGE NUMBER OF INJURED OR DECEASED CATS FROM, OR KITTENS.

UM, SO REALLY HIGH CAT INTAKE COMING IN FROM THIS AREA.

UM, AND SO WE ACTUALLY LIKE TAKE THE MAP DOWN TO THE ACTUAL HOUSES AND WE GO DOOR TO DOOR.

UM, SO WE'RE NOT COMPLETELY FINISHED IN THIS NEIGHBORHOOD, BUT YOU CAN SEE WE'RE LITERALLY MAPPING THE NUMBER OF CATS WE'RE TAKING AT EACH HOME.

UM, AND REALLY TRYING TO MAKE SURE, BECAUSE TO HAVE AN IMPACT ON THE POPULATION IN A COMMUNITY, UH, THE STUDIES HAVE SHOWN YOU NEED TO, UH, TNR AT LEAST 70% OF THE POPULATION.

SO, UM, WE'RE REALLY TRYING TO MAKE SURE THAT IN THOSE AREAS WHERE WE'RE SEEING OUR HIGHEST INTAKE FROM THAT, UM, WE'RE TRYING TO GET TO THAT 70%.

SO, UM, THIS IS JUST SORT OF AN EXAMPLE OF THE TARGETED EFFORTS THAT WE'RE DOING.

UM, WE'VE GONE AHEAD AND PULLED THE DATA FROM LAST YEAR.

'CAUSE THIS WAS BASED ON, UM, 2022 DATA.

SO 2023 DATA IS IN, WE TOOK IN OVER 2300 NEONATE KITTENS LAST YEAR.

UM, AND SO REALLY DIGGING DEEP INTO THE DATA OF WHERE THOSE KITTENS CAME FROM AND WHERE WE NEED TO DO THIS TYPE OF TARGETED EFFORT.

UM, WE'VE ALSO STARTED TRAPPING IN OUR SOFTWARE SYSTEM.

THE, UM, THE COMMUNITY CAT RESPONSES THAT, UH, WERE AN, AN ACTIVITY THAT WE'RE DOING, UM, WHICH IS NEW THIS PAST QUARTER.

WE STARTED IN LATE OCTOBER, SO THE OCTOBER NUMBER IS NOT COMPLETELY, UM, ACCURATE.

UH, WE DID A BIT MORE THAN THAT, BUT, UM, WHAT YOU

CAN SEE HERE ON THE CHART IS WHEN YOU SEE INTAKE, THOSE ARE CATS THAT ACTUALLY WERE TRAPPED AND THEN ENDED UP COMING INTO DALLAS ANIMAL SERVICES FOR ADOPTION OR PLACEMENT.

UM, THE, THAT WOULD BE BECAUSE THOSE CATS WERE TOO YOUNG TO RETURN BACK OUTSIDE, WERE IN UNSAFE COMMUNITIES OR WERE TOO SICK OR INJURED, UH, TO BE PLACED BACK OUTSIDE.

UM, THE S UM, THE SNN, THOSE ARE CATS THAT WE ACTUALLY TRAPPED OUR OFFICERS THAT FROM OUR COMMUNITY CAT TEAM TOOK TO SPAY NEUTER NETWORK AND THEY DID THE SURGERY FOR US.

UM, AND SO THAT'S TYPICALLY FROM THESE SORT OF TARGETED, UM, AREAS LIKE YOU SEE ON THE MAP.

AND THEN, UM, SURGERY, THAT IS WHERE DAS ACTUALLY PERFORMED THE SURGERY.

SO OUR TEAM TRACK THOSE CATS BROUGHT THEM IN, AND OUR VETERINARIANS PERFORM THE SURGERY.

AND AS WE DISCUSSED THE CHALLENGES WITH SURGERY AT DAS, UM, THAT'S SOMETHING WE TRY TO AVOID IF POSSIBLE, UH, JUST BECAUSE WE NEED TO DO IT FOR ADOPTED PETS, THAT THERE ARE TIMES WHERE, UM, ESPECIALLY WITH THE HOLIDAYS, OVER THE HOLIDAYS, STANDARD NETWORK WASN'T OPEN ON CERTAIN DAYS, SO WE ABSORBED SOME OF THOSE SURGERIES OURSELF.

SO JUST TO KIND OF SHOW, AND, YOU KNOW, THIS IS SORT OF A BASELINE WE HOPE TO GROW AND BE ABLE TO SHOW QUARTER OVER QUARTER, UM, HOW WE'RE IMPROVING IN THESE AREAS.

BUT, UM, BUT AGAIN, THIS IS, THIS IS THE RESULTS OF A TWO MAN TEAM OUT THERE.

AND WHAT THAT DOES IS ALLOWS US THE OPPORTUNITY TO HAVE STAFF BE ABLE TO RESPOND TO THE CALLS THAT ARE COMING IN AND TO BE, UH, AGGRESSIVELY PROACTIVE AS AS AS TIME ALLOWS, AND THEN TO, TO BE ABLE TO FOCUS ON THOSE RETURN TO HOMES.

UH, ONE OF THE THINGS THAT'S IMPACTING OUR ABILITY TO ENFORCE RIGHT NOW IN ONE CATEGORY RELATED TO ROOSTERS IS A NEW LEGISLATION HOUSE BILL 1750, WHICH THE CHAIR IS VERY FAMILIAR WITH, UH, WHICH IS BASICALLY COVERING THE AG, UH, OPERATIONS THAT ARE NOW ALLOWED AS AND IN ALLOWING ROOSTERS TO BE, UH, WITHIN THE CITY LIMITS.

IF YOU KNOW THE PREVIOUS ORDINANCE, THEY WERE NOT ALLOWED WITHIN THE CITY LIMITS, AND WE COULD ADDRESS 'EM FOR THAT ASPECT.

AND AS WELL, THROUGH THE, THIS NEW LEGISLATION HAS REMOVED BOTH OF THOSE MECHANISMS FOR US AND AS WELL REMOVE THE MECHANISM CODE TO ADDRESS THE ZONING ASPECT.

SO WE'RE CURRENTLY WORKING AND WAITING FOR A, A, UH, RESPONSE FROM TEXAS A AND M ON HOW WE COULD POSSIBLY WORK AROUND THIS PROCESS.

BUT AT THIS POINT, THE CURRENT CHANGES ARE IN EFFECT WHERE WE CANNOT ADDRESS ROOSTERS AS NOT BEING ALLOWED WITHIN CITY LIMITS.

UH, ONE OF THE WINS THAT WE HAD, AS YOU CAN SEE FROM THE, THE, THE RE CEREMONY THAT WE HAD, THAT WE HAD A ROOF OF OFFICERS THAT FINALLY COMPLETED THEIR TRAINING WERE AND RECEIVED THEIR BADGE TO, TO FILL OUT INTO THE FIELD AND, AND DO WHAT THEY LOVE TO DO.

THIS TEAM RESPONDS TO MCC REQUEST FOR SAFETY AND SECURITY, UH, ISSUES AS IT RELATES TO HOMELESS ENCAMPMENTS AND THE UNSHELTERED.

AND OUR TEAM PROVIDES ASSISTANCE IN THE, UH, CARE AND WELFARE OF THE

ANIMALS THAT MAY BE AT THESE LOCATIONS, EITHER TO SECURE THE SITE PRIOR TO ENTERING OR PROVIDING RESOURCES TO THOSE INDIVIDUALS WHO ARE UNSHELTERED WHO HAVE PETS.

OF COURSE, OUR SUSPECTED ANIMAL CRUELTY UPDATES.

UH, WE DO PLAY A PART IN THE SUSPECTED ANIMAL CRUELTY, UH, SPECTRUM.

HOWEVER, THE LIMITED, UH, OUR LIMITATIONS ARE MORE RELATED TO TRANSPORT, HOUSING, AND CARE OF THE ANIMALS.

AND AS DIRECTOR REV SAID THAT WHEN WE DO GET AN INFLUX OF THESE ANIMALS, UH, HERE IN THIS FIRST QUARTER, WE HAD 441 5 STERS, WE HAVE TO SECURE THOSE BECAUSE THEY'RE EVIDENCE WE HAVE TO PROVIDE CARE AND FEEDING AND, AND MONITORING 24 7.

SO AS YOU CAN UNDERSTAND THAT WE HAVE TO TAKE OFFICERS EITHER OUT OF TRAINING OR OUT OF FIELD, UH, OR OFFER OVERTIME TO ENSURE THAT WE, WE MEET THOSE REQUIREMENTS.

UH, ONE OF THE GOOD THINGS THAT WE HAVE, UH, UH, ACCOMPLISHED THROUGH THIS PROCESS IS WE WORKED OUT AN AGREEMENT WITH DALLAS WATER UTILITIES OR SPACE, BECAUSE AS YOU KNOW, EDS DOES NOT HAVE THE CAPACITY TO, TO SERVE LIVESTOCK OR THAT NUMBER OF ANIMALS, UH, AT, AT ONE SPOT.

SO THEY HAVE BEEN GRACIOUS ENOUGH AND KIND ENOUGH TO PROVIDE A SPACE RESOURCES, THEY'VE FULFILLED ALL OF OUR NEEDS AND REQUESTS.

UH, I CAN'T TELL YOU WHERE THE LOCATION'S AT BECAUSE IT'S A EVIDENTIARY, UH, LOCATION.

BUT, UH, WE ARE SO GRATEFUL TO, TO DALLAS LAW UTILITIES FOR BEING A PARTNER AND, AND WORKING WITH US, UH, THROUGH THIS PROCESS.

UM, IN 2020, UH, CITIES AND COUNTIES TODAY FOR FINE AND FEE JUSTICE IDENTIFIED ANIMAL PET RELATED FEES AMONG THE TOP CITATIONS.

AND AS YOU CAN SEE TO THE, TO THE GRAPH ON THE RIGHT, UH, OUR FINES AND FEES THAT WE'VE, UH, ANALYZED, 77% OF THOSE THAT WERE ISSUED IN SPECIFIC TARGETED AREAS.

IT'S THE HIGHEST VOLUME OF CITATIONS WITH 77%.

AND WHEN THAT AT LARGE TICKET IS WRITTEN, THEN SUBSEQUENT CITATIONS COULD BE WRITTEN FOR FAILURE TO, TO VACCINE SPAY AND NEUTER MICROCHIP AND SO FORTH.

SO IT CREATES A, A, A ROLLING, UH, BURDEN, AN ADDITIONAL BURDEN.

BUT WHAT WHAT WHAT WE'RE TRYING TO DO IS ADDRESS IT EQUITABLY.

WE'RE NOT TRYING TO REMOVE THE FOOD ASPECT OF GETTING THE CITATION.

UH, WE'RE GONNA OFFER RESOURCES AS FAR AS THE CURRENT RESOURCES THAT THE, UH, COMMUNITY COURT OFFERS FOR EMPLOYMENT, UH, UH, SUBSTANCE ABUSE OR WHATEVER THE CASE MAY BE, THROUGH A MECHANISM WHERE IF THEY MEET ALL THESE REQUIREMENTS AND WE SUBSIDIZED THEIR FIX-IT TICKETS WITH GETTING THE, THE CARE AND A MICROCHIP STAY NEUTERED, THAT A NATIONAL LEAGUE OF CITY HAS PROVIDED US WITH A GRANT TO HELP OFFSET ANY OTHER ADDITIONAL CHARGES THAT THEY MAY HAVE OUT POCKET TO WHERE IT WOULD BE A NO OUT-OF-POCKET EXPENSE TO COME INTO COMPLIANCE.
