I AM SHANE WILLIAMS, ASSISTANT DIRECTOR IN THE GRANTS ADMINISTRATION DIVISION, THE BUDGET AND MANAGEMENT SERVICES.

I'D LIKE TO WELCOME EVERYONE TO OUR ANNUAL NEIGHBORHOOD PUBLIC MEETINGS.

UM, WE WELCOME OUR GUESTS THAT ARE IN PERSON AND ALSO ALL OF OUR VIRTUAL ATTENDEES.

THANK YOU FOR COMING.

TODAY'S MEETING.

WE WILL PROVIDE AN OVERVIEW OF OUR FIVE YEAR CONSOLIDATED PLAN, THE NEW UPCOMING PLAN THAT WILL COVER FISCAL YEAR 24 25 THROUGH 2020 8 29, AND WE WILL TALK ABOUT OUR ANNUAL BUDGET, UH, WHICH WILL BE FOR FISCAL YEAR 24, 25.

SO, UH, TONIGHT I WOULD LIKE TO GIVE AN OPPORTUNITY FOR OUR COMMISSION MEMBERS.

WE HAVE OUR COMMUNITY DEVELOPMENT COMMISSION, AND SO I'D LIKE TO GIVE THEM AN OPPORTUNITY TO GO AROUND AND INTRODUCE THEMSELVES AND SHARE THE DISTRICT THAT THEY'RE, UH, REPRESENT.

UH, OUR COMPLIANCE TEAM, OUR BUDGET STAFF WANNA THANK EVERYBODY FOR COMING.

AND WE'VE BEEN IN TOWN SINCE 1949.

SO FOR TONIGHT'S, UH, PRESENTATION ON SLIDE TWO, UH, WE WILL PROVIDE SOME BACKGROUND ABOUT OUR CONSOLIDATED PLAN DOCUMENT AND EACH OF OUR, AN OVERVIEW OF OUR FOUR HUD GRANTS THAT MAKE UP THE CONSOLIDATED PLAN.

WE'RE GONNA REVIEW THE TIMELINE.

THERE'LL BE OPPORTUNITIES FOR RESIDENTS TO PARTICIPATE AND PROVIDE INPUT THROUGHOUT.

WE'LL TALK ABOUT SOME OF THE FUNDING OPPORTUNITIES FOR THOSE THAT ARE INTERESTED IN BEING DOING BUSINESS WITH THE CITY.

AND WE WILL ALSO AT THE END, HAVE OPPORTUNITY FOR QUESTIONS AND COMMENTS FROM ALL OF OUR ATTENDEES.

SO, UM, I WE'RE, WE'VE GOT SOME REALLY GOOD INFORMATION, VERY, WE'RE THRILLED ABOUT SHARING, BUT IF YOU ARE UNABLE TO STAY, WE HAVE, UH, THROUGH THE ENTIRE PRESENTATION, UH, YOU'RE STILL ABLE TO PARTICIPATE IN THE SURVEY BY SCANNING THE QR CODE THAT'S DISPLAYED ON THE SCREEN.

AND AGAIN, I WAS THINKING WHAT CAN BE MORE EXCITED THAN I HEARD INFORMATION, BUT JUST IN CASE YOUR LOTTERY NUMBERS COME UP IN SOMETHING AND YOU HAVE TO LEAVE US, THERE'S AN OPPORTUNITY TO STILL PARTICIPATE WITH THAT QR CODE.

SO, UM, THE CITY RECEIVES GRANT FUNDS ON AN ANNUAL BASIS FROM THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, REFERRED TO AS HUD GENERAL REQUIREMENTS TO RECEIVE THESE FUNDS INCLUDED HAVING A POPULATION OF 50,000 OR MORE, WE HAVE TO SUBMIT THAT CONSOLIDATED PLAN DOCUMENT THAT MEETS ALL OF THE, THE FEDERAL REQUIREMENTS.

AND THEN THE PROGRAMS AND PROJECTS THAT ARE IMPLEMENTED THROUGH THESE GRANT FUNDS.

THEY MUST ASSIST LOW AND PRIMARILY ASSIST LOW AND MODERATE INCOME PERSONS FUNDINGS FOR THESE GRANTS FROM THESE GRANTS VARY EACH YEAR.

THEY'RE BASED ON CENSUS DATA, BOTH OUR 10 YEAR DATA AND THE FIVE YEAR AMERICAN COMMUNITY SURVEY DATA REFERRED TO AS OUR FIVE YEAR A CS DATA.

ALL GRANTEES MUST CERTIFY THAT THEY ARE AFFIRMATIVELY FURTHERING FAIR HOUSING.

THAT MEANS THAT WE'RE CONDUCTING ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING CHOICES.

WE TAKE APPROPRIATE ACTIONS, AND THEN WE REPORT THOSE ACTIONS TO HUD EACH YEAR.

SO WE HAVE, YOU HEARD ME MENTION THE FOUR GRANTS, UM, THAT WE RECEIVE.

HUD OFFERS A NUMBER OF THESE FEDERAL PROGRAMS TO ELIGIBLE GRANTEES FOR COMMUNITY DEVELOPMENT AND AFFORDABLE HOUSING ACTIVITIES.

THE KEY FEATURE FOR THE FOUR GRANTS THAT MAKE UP THE CONSOLIDATED PLAN IS THEIR ABILITY FOR THE CITY OF DALLAS TO BE ABLE TO CHOOSE THOSE ACTIVITIES THAT BEST MEET THE NEEDS IN OUR COMMUNITY.

THE FOUR GRANTS ARE COMMUNITY DEVELOPMENT BLOCK GRANT.

IT AIMS TO IMPROVE THE QUALITY OF LIFE FOR OUR LOW MODERATE INCOME INDIVIDUALS BY PROVIDING A WIDE RANGE OF COMMUNITY DEVELOPMENT ACTIVITIES, INCLUDING AFFORDABLE HOUSING, ECONOMIC DEVELOPMENT, AND PUBLIC SERVICES, WHICH WE HUD REFERS TO THEM AS PUBLIC SERVICES.

BUT THE MORE COMMON ARE OUR HUMAN AND SOCIAL NEEDS PROGRAMS. OUR HOME INVESTMENT PARTNERSHIP PROGRAM REFERRED TO AS HOME DESIGNATED TO FOR AFFORDABLE HOUSING INITIATIVES, FOCUSING ON EXPANDING THE SUPPLY OF DECENT AND AFFORDABLE HOUSING FOR OUR LOW-INCOME INDIVIDUALS EMERGENCY SOLUTIONS GRANT, ESG ADDRESSES OUR HOMELESSNESS AND PROVIDES FUNDING FOR A MYRIAD OF SERVICES THERE AS WELL.

AND THEN OUR HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS REFER TO AS A HOPPER GRANT.

AND THEN LATER ON IN THE PRESENTATION WE'LL GO INTO A LITTLE BIT MORE DETAIL ABOUT EACH OF THE FOUR GRANTS.

SO WHAT IS THE CONSOLIDATED PLAN? THE CONSOLIDATED PLAN, IN ORDER TO RECEIVE OUR HUD FUNDS, WE START WITH THE CONSOLIDATED PLAN.

THE CONSOLIDATED PLAN IS JUST THAT IT IS A COMPREHENSIVE ANALYSIS AND STRATEGIC PLAN THAT IDENTIFIES THE COMMUNITY NEEDS, IT PRIORITIZES THOSE NEEDS AND LAYS OUT THE PLANS AND DETAILS OF HOW WE WILL ADDRESS EACH OF OUR NEEDS.

AND THE CONSOLIDATED PLAN DOCUMENT ITSELF, IT, IT LOOKS AT THE NEEDS ACROSS THE CITY AND TALKS ABOUT PRIORITIZES THOSE NEEDS REGARDLESS OF THE FUNDING SOURCE.

IT'S JUST A PLANNING DOCUMENT OF ALL THE THINGS THAT WE HAVE GOING ON IN OUR CITY.

THE FIVE YEAR PLAN COVERS A FIVE YEAR PERIOD.

THE CURRENT PLAN THAT WE'RE IN NOW, WE'RE IN YEAR FIVE OF OUR CURRENT PLAN, WHICH, AND THAT PLAN EXPIRES, UH, SEPTEMBER 30TH TO 3 24.

SO THIS PROCESS IS THE BEGINNING OF US DEVELOPING THAT NEW FIVE-YEAR PLAN AND THEN DEVELOPING THAT FIRST YEAR ACTION PLAN OF WHAT WE WILL DO WITH THE HUD FUNDS THAT WE RECEIVE.

SO THE NEXT SLIDE GIVES YOU MORE OF A VISUAL OF WHAT I WAS SHARING EARLIER.

THE FIVE-YEAR PLAN LOOKS AT ALL THE NEEDS IN THE CITY.

AND

THESE ARE THE PLANS THAT ARE CURRENTLY EXISTING IN THE CITY.

THESE ARE THE, THE DOCUMENT ITSELF IS DEVELOPED USING PRIMARILY SOME OF THE EXISTING SYSTEMS AND PROCESSES THAT ARE ALREADY IN PLACE THAT YOU MIGHT BE FAMILIAR WITH.

THE CONTINUUM OF CARE LOOKS AT ALL OF OUR HOMELESS NEEDS.

THE RYAN AND WHITE PLANNING COUNCIL LOOKS AT ALL OF THE, THE NEEDS AND SERVICES THAT ARE IMPACTED FOR OUR HIV AIDS COMMUNITY, THAT TARGET POPULATION.

WE HAVE THE, THE DALLAS HOUSING POLICY, THE BROADBAND AND DIGITAL EQUITY PLANS.

THOSE ARE ALL PLANS ALREADY ADDRESSING AND LOOKING AT THE NEEDS OF OUR CITY.

SO THIS, THE CONSOLIDATED PLAN USES HUD'S TEMPLATE AND WE ALL THESE DOCUMENTS FEED INTO THAT ONE DOCUMENT TO DESCRIBE THE NEEDS AND PRIORITIES OF OUR COMMUNITY.

SO THE STEPS INVOLVED IN DEVELOPING OUR COMP PLAN PROCESS ARE OUTLINE ON THIS SLIDE, STARTING WITH COMMUNITY ENGAGEMENT AND OUTREACH.

AND THAT'S WHERE WE ARE NOW, UH, DEVELOPING THAT FIVE-YEAR PLAN, LOOKING AT HOW ALL OF THOSE EXISTING PLANS AND APPROACHES, UM, FEED INTO OUR PLANNING DOCUMENT TO ADDRESS THE NEEDS IN OUR COMMUNITY.

AND THEN WE TAKE ALL OF THAT INFORMATION AND WE RECEIVE INPUT THROUGH THESE COMMUNITY MEETINGS WITH RESIDENTS AND STAKEHOLDERS IN OUR COMMUNITY, UH, PROCESS.

AND THEN RESIDENTS ARE ABLE TO PROVIDE FEEDBACK THROUGH OUR SURVEYS AND THE COMMENT SECTIONS PROVIDED.

THE NEXT STEP WILL BE OUR BUDGET DEVELOPMENT, WHERE THE CITY MANAGER WILL, BASED ON THE FEEDBACK THAT WE RECEIVE IN STEP ONE, WE DEVELOP A RECOMMENDED BUDGET.

WE GO THROUGH MORE COMMUNITY AND BANK ENGAGEMENT.

WE HEAR MORE FROM MY RESIDENTS.

THERE'S PUBLIC HEARINGS.

WE, IT'S REVIEWED BY OUR COMMISSION, AND THEN THE COUNCIL AMENDS OR APPROVES THE BUDGET.

AND THEN THERE'S THAT 30 DAY PUBLIC COM, UH, COMMENT PERIOD WHERE AGAIN, RESIDENTS ARE ABLE TO SEE, UH, WHAT THE RECOMMENDATIONS ARE AND PROVIDE FEEDBACK ON THOSE RECOMMENDATIONS.

STEP THREE, WE SUBMIT THAT PLAN TO HUD.

STEP FOUR, THE PROJECT IMPLEMENTATION BEGINS AT THE BEGINNING OF EACH FISCAL YEAR, WHICH IS OCTOBER ONE EVALUATION, IS THAT CLOSE OF OUR PROGRAM YEAR, WHICH IS OUR CAPER DOCUMENT THAT'S SUBMITTED TO HUD.

SO THIS IS ALL THE STEPS.

AND THEN JANUARY WE START AGAIN AT STEP ONE.

SO THE NEXT SLIDE PROVIDES THAT FUND A 20 YEAR FUNDING HISTORY.

AND YOU CAN SEE HERE HOW THE, THE FUNDING FROM EACH OF THE GRANTS THAT THE CITY HAS RECEIVED OVER TIME FOR OUR COMMUNITY DEVELOP INITIATIVES.

THAT BIGGEST BAR THERE IS OUR LARGEST GRANT, WHICH IS CBG, YOU CAN SEE LOOKS LIKE IN FISCAL YEAR 11.

UM, YOU CAN SEE THAT THAT WAS PROBABLY ONE OF OUR HIGHER YEARS WHERE THE CBG GRANT WAS WELL OVER $20 MILLION.

AND THEN YOU CAN SEE FOR THIS CURRENT YEAR, HOW, UH, IT'S DOWN UNDER 15 MILLION THERE BECAUSE OUR GRANT WAS ABOUT $13.8 MILLION.

AND THEN YOU CAN SEE FOR OUR HOPPER, WHICH IS THE RED, YOU CAN SEE THAT OVER TIME THAT GRANT HAS JUST INCREASED OVER YEARS.

BUT IT, JUST, LOOKING AT THESE TRENDS, IT GIVES US SOME INSIGHT AND GUIDES OUR STRATEGIC OF HOW WE WANT TO LOOK AT AND ADDRESS NEEDS WITH OUR FUNDS GOING FORWARD.

IN THE CURRENT YEAR, THE CITY RECEIVED, UH, ABOUT $31 MILLION IN FI FOR FISCAL YEAR 2324.

THAT ENDS SEPTEMBER 30TH OF 24.

YOU CAN SEE HERE HOW THAT 13 MILLION BREAKS OUT ACROSS THOSE FOUR GRANTS.

SO WE ARE NOW BEGINNING DEVELOPMENT OF OUR 2020 4 25 BUDGET PROCESS.

THE GRANT AMOUNTS FOR THAT FISCAL YEAR ARE NOT YET AVAILABLE, BUT WE KNOW THAT THEY ARE ANNUAL ALLOCATIONS.

SO TO BEGIN OUR PROCESS, WE'LL ASSUME A LEVEL FUNDING THAT WE WILL RECEIVE AT LEAST THE SAME AMOUNT, UH, FOR NEXT YEAR FOR BUDGETING PURPOSES.

AND THEN AS WE GET MORE INFORMATION, OUR RECOMMENDATIONS ARE ADJUSTED AT THAT TIME.

SO THE NEXT SLIDE JUST SHOWS WHAT THE NEEDS THAT HAVE BEEN IDENTIFIED IN OUR COMMUNITY.

AND OF COURSE, NO SURPRISES THERE.

YOU SEE AFFORDABLE HOUSING, HOMELESS SERVICES, HUMAN AND SOCIAL NEEDS.

THAT'S WHAT WE REFER TO AS PUBLIC SERVICES FOR, UM, FOR OUR FUNDS ECONOMIC DEVELOPMENT.

AND THEN THERE ARE PUBLIC INFRASTRUCTURE IMPROVEMENT TYPE NEEDS.

SO EACH YEAR WITH OUR BUDGET DEVELOPMENT AND COLLABORATION WITH INPUT FOR OUR RESIDENTS, THE CITY, UH, DETERMINES WHICH ACTIVITIES WILL BEST ADDRESS THE NEEDS BASED ON HUD'S BROAD RANGE OF ELIGIBLE ACTIVITIES.

THE NEXT SLIDE HERE IS OUR HUD INCOME LIMITS.

THEY'RE USED TO DETERMINE ELIGIBILITY BECAUSE AGAIN, SOME OF OUR, OUR SERVICES ARE BASED ON TO PRIMARILY BENEFIT LOW AND MODERATE INCOME INDIVIDUALS AND FAMILIES.

SO EACH YEAR HUD UPDATES THESE INCOME LIMITS FOR VARIOUS PROGRAMS. UM, THEY SET, THEY'RE BASED ON HOUSEHOLD SIZE AND GEOGRAPHIC LOCATION, AND IT HELPS TO ENSURE THAT THESE FUNDS ARE TARGETED TO ASSIST LOW AND MODERATE INCOME, UH, INDIVIDUALS AS IN AS INTENDED BY EACH OF THE GRANT PROGRAMS. SO THE NEXT FEW SLIDES, WE'RE GONNA WALK THROUGH JUST SOME OF THE, THE, EACH OF THE GRANTS INDIVIDUALLY.

HERE AGAIN, WE'RE STARTING WITH OUR CDBG.

THAT IS THE LARGER OF THE GRANTS BACK.

AS YOUR ON THE OTHER SLIDES, YOU CAN SEE THAT FOR THIS YEAR, UH, WE RECEIVED $13.8 MILLION.

CDBG IS OUR MOST FLEXIBLE GRANT.

IT HAS THE MOST ELIGIBLE CATEGORIES, AND THEN EACH OF THE ELIGIBILITY FOR THESE SPECIFIC PROGRAMS, OR DEPENDING ON THE TYPE OF PROGRAM THEY HAVE, THESE PROGRAMS MAY INCLUDE, UM, ASSISTANCE TO LOW AND MODERATE INCOME PERSONS WHO CAN APPLY DIRECTLY FOR SERVICES.

LOW AND MODERATE INCOME AREAS, THAT'S FOR SOME OF OUR SIDEWALKS PARK IMPROVEMENT TYPE, UH, PROGRAMS WHERE THE AREA IS BENEFITED.

UH, PARTNERSHIPS WITH OUR NONPROFIT 5 0 1 C3 ORGANIZATIONS AND OR PARTNERSHIPS FOR OUR, FOR-PROFIT ENTITIES THROUGH ECONOMIC DEVELOPMENT.

AND THERE WE HAVE JUST A LIST OF SOME OF THE ELIGIBLE ACTIVITIES THAT CAN BE USED WITH CDBG FUNDS.

THE NEXT SLIDE PROVIDES, UH, SOME OF THE ACCOMPLISHMENTS THAT HAVE BEEN ACHIEVED THROUGH, UH, OUR CURRENT FIVE YEAR PLAN.

AND OF COURSE, AS WE ARE NOW IN OUR FIFTH YEAR, YOU CAN SEE THERE FOR THE PAST FOUR YEARS, OUR LAST FOURTH YEAR ENDED SEPTEMBER OF 23.

UNDER THIS CURRENT FIVE YEAR PLAN, WITH THE FOUR YEARS OF ACCOMPLISHMENT TO DATE, WE'VE SERVED OVER 6,000, UH, PEOPLE IN OUR YOUTH PROGRAM.

OVER 2,700 UH, INDIVIDUALS HAVE BEEN ASSISTED THROUGH OUR COMMUNITY COURTS.

AND THEN WE HAVE PROGRAMS THAT ADDRESS OVERCOMING BARRIERS TO WORK.

642 PEOPLE HAVE BEEN ASSISTED THROUGH OUR PUBLIC SERVICES ACTIVITY FOR A TOTAL OF 9,520 PEOPLE.

UH, AFFORDABLE CHILDCARE IS, UH, MY HOT TICKET AND, UM, A LOT OF PROVIDERS ARE STILL IN THE PROCESS OF RECOUPING FOLLOWING THE PANDEMIC, WHICH AFFECTS FAMILIES WHICH ARE TRYING TO STAY AFLOAT, STAY IN BUSINESS WITHOUT PRICING FAMILIES OUT OF THIS

MUCH NEEDED CARE AND EARLY EDUCATION FOR THEIR CHILDREN.

UH, IT BECOMES PROBLEMATIC WHEN, UH, TUITION INCREASES TO A POINT WHERE PARENTS CAN'T AFFORD IT.

UH, THE CENTER WHERE I GIVE DIRECTION HAS PROBABLY THE LOWEST WEEKLY TUITION IN THE AREA, AND WE STILL HAVE PARENTS WHO STRUGGLE.

ON THE FLIP SIDE, I, UH, GET CALLS EVERY DAY FOR CHILDCARE OR INQUIRIES ABOUT CHILDCARE AND I'M NOT ABLE TO, UM, ACCEPT THOSE CHILDREN OR ACCEPT APPLICATIONS FOR ENROLLMENT BECAUSE OF LOW STAFFING.

UM, SO PROVIDERS ARE IN A KIND OF A PICKLE, UH, AS FAR AS, UH, RECOVERY WISE.

AND EVEN THOUGH IT'S BEEN THREE YEARS, THE RECOVERY PROCESS IS LONG.

AND, UM, WE ARE YET IN STRUGGLES FOR RESOURCES, GRANTS, ANYTHING THAT WILL HELP US STAY AFLOAT AND CONTINUE TO PROVIDE THE EARLY CARE AND EDUCATION THAT OUR FAMILIES, UH, DESIRE AND REALLY NEED FOR THEIR CHILDREN TO GET A HEAD START IN THEIR, UM, EDUCATIONAL CAREER.

UM, SPECIFICALLY THE AVAILABILITY AND AFFORDABILITY.

SO THOSE THAT TALKED BEFORE ME GAVE SOME EXCELLENT, UM, POINTS AND TESTIMONY ABOUT THE AFFORDABILITY COMPONENT, BUT I ALSO WANTED TO TOUCH ON THE NEED OF TO ADDRESS AVAILABILITY AND JUST THE CITYWIDE DATA.

SO KNOWING THAT WE ONLY HAVE ENOUGH CHILDCARE SEATS RIGHT NOW FOR 37% OF THE YOUNG CHILDREN IN THE CITY UNDER THE AGE OF FIVE, UM, I'M HOPEFUL THAT THERE WILL BE STRATEGIES IN THE PLAN, UM, BOTH TO OPEN UP ADDITIONAL HIGH QUALITY SEATS, WHETHER THAT BE THROUGH ADDRESSING THE EDUCATOR COMPENSATION ISSUE THAT WAS BROUGHT UP BEFORE, UM, AS WELL AS MAKING THOSE SEATS THAT ARE CURRENTLY AVAILABLE MORE AFFORDABLE FOR DALLAS WORKING FAMILIES.

UM, SO AGAIN, JUST WANTED TO DOUBLE DOWN ON THOSE THAT, OR THE POINTS THAT WERE BROUGHT UP BY THE TWO WHO SPOKE BEFORE ME.

UM, MY, THE, THE PRIOR SPEAKERS HAVE ALL TOUCHED ON THIS, BUT WE KNOW PARENTS ARE MAXED OUT WITH WHAT THEY CAN AFFORD, UH, TO PAY FOR CHILDCARE.

THEY REALLY CAN'T PAY MORE, UM, FOR THE CARE THAT'S REALLY ESSENTIAL FOR THEM TO, UM, GO TO WORK OR GO TO SCHOOL.

AND AT THE SAME TIME, AS MS. SNEAD MENTIONED, PROVIDERS ARE REALLY LIMITED IN THEIR ABILITY TO PAY STAFF A ADDITIONAL WAGES.

SO WE, WE HAVE A REAL, UM, CONUNDRUM IN THIS INDUSTRY.

I DO THINK THAT THERE'S THE OPPORTUNITY FOR, UM, BLENDED AND BRAIDED FUNDING USING ALL THE DIFFERENT RESOURCES THAT ARE AVAILABLE.

AND I THINK SOME OF THIS HEAD FUNDING MIGHT BE ABLE TO USE IN, BE USED IN NEW AND ADDITIONAL WAYS, PARTICULARLY IF WE'RE CONSIDERING DIFFERENT TYPES OF HOUSING SUPPORTS.

I WOULD ENCOURAGE THE CONSIDERATION OF AFFORDABLE ONSITE CHILDCARE AT ANY AFFORDABLE HOUSING DEVELOPMENT THAT IS GOING IN.

I THINK PROVIDING WHAT WE HAVE FOUND IS THAT PROVIDING PLACE-BASED SERVICES AND RESOURCES THAT REDUCE THE BARRIERS TO PARENT PARTICIPATION IS REALLY ESSENTIAL AND REALLY DRIVES UP BOTH CHILD SUCCESS AND PARENT SUCCESS.
