THERE WE GO.

UM, LOUISE, I'M, UH, REGRETFUL THAT I'M NOT ABLE TO BE THERE TO TELL YOU.

UM, FAIR WISH YOU FAREWELL IN PERSON, BUT EVERYBODY'S ALREADY SAID THAT YOU KNOW, HOW WONDERFUL YOU ARE.

ME PERSONALLY, I APPRECIATE, UM, UM, YOU AND YOUR OPENNESS TO FEEDBACK, AND YOU AND I HAVE HAD SOME VERY, UH, PERSONAL CONVERSATIONS, AND YOU, UM, WERE VERY OPEN TO HEARING, YOU KNOW, MY FEEDBACK AND, UM, JUST BEING OPEN.

UM, YOU KNOW, ABOUT THE PROCESS, DIFFERENT THINGS IN YOUR JOURNEY.

AND SO I APPRECIATE THAT.

AND, UM, I WISH YOU ALL THE BEST.

THANK YOU.

COMMISSIONER JACKSON.

OH, AND I HAVE YOUR PHONE NUMBER TOO, SO DON'T WORRY.

COMMISSIONER DANIEL, IF YOU CAN HEAR US.

SORRY, WAS THAT ME? YEAH.

YES.

AH, MY BAD.

UH, YEAH, I MEAN, LUIS, THERE'S JUST A RUNNING TRAIN OF, OF THE LEVEL OF PEOPLE TALKING ABOUT YOUR HOW DOPE YOU ARE.

SO I, I'M GONNA JUMP ON THAT TRAIN AS WELL.

UH, AND I APPRECIATE THE, THE NAVIGATING THROUGH CITY INFRASTRUCTURE IS, UM, VERY EASY TO DO.

SAID NO ONE EVER.

AND SO, UH, I APPRECIATE THAT, THAT YOU HAVE,

[00:10:01]

THAT YOU HAVE HELPED US ALL WHEN NECESSARY, BECAUSE EVEN THE THINGS THAT YOU THOUGHT YOU KNEW LAST YEAR SOMETIMES AREN'T THE SAME AS WHAT YOU KNOW THIS YEAR.

SO THANK YOU FOR HOW YOU'VE HELPED ME AND US NAVIGATE THROUGH SOME OF THE UNIQUE QUARRIES OF CITY INFRASTRUCTURE.

THANK YOU, COMMISSIONER DANIEL.

BYE.

COMMISSIONER TRILLA.

THANK YOU.

THANK YOU.

UH, THANK YOU FOR EVERYTHING, UH, LISA, AND I KNOW YOU'RE GONNA DO GREAT WORK.

AND, UH, AND AS, UH, COMMISSIONER DANIEL SAID, YOU'RE DOUGH, SO, UH, JOE, THANK YOU, COMMISSIONER AND COMMISSIONER YELLOW FISH.

OH, THERE SHE IS.

SHE FLIPPED TO THE TOP THERE.

AYE, COMMISSIONER YELLOW FISH.

UH, HI EVERYONE.

AND YEAH, JUST EVERYTHING THAT EVERYONE IS SAYING, UM, LUIS, YOU'RE, YOU'RE GREAT AT WHAT YOU DO AND YOU'VE ALWAYS BEEN SO EXTREMELY HELPFUL, EVEN WITH ALL OF THE LITTLE QUESTIONS I HAVE.

I APPRECIATE IT.

EVERY QUICK RESPONSE, AND THAT HELPED ME DO EVERYTHING I NEED TO DO, AND IT'S GONNA BE GREATLY MISSED.

BUT I KNOW YOU'RE, YOU'RE DESTINED FOR GREAT THINGS AND I CAN'T WAIT TO SEE WHAT YOU, WHAT YOU DO IN THE FUTURE.

THANK YOU.

WELL, LOUISE, THAT'S HOW MUCH YOU MEAN TO US, MAN.

I MEAN, WE WANTED, I WANTED TO TAKE THE TIME TO REALLY THANK YOU FOR EVERYTHING THAT YOU'VE DONE FOR THIS COMMISSION WHILE I'VE BEEN HERE.

SO, ONE MORE TIME, LOUISE, I COUPLE OF OTHER ITEMS ON THIS CHAIR REPORT.

UM, AND THAT IS WE PLAN ON, UH, HONORING ANOTHER, UH, IMPORTANT, UH, DALLASITE, UH, ROSALYN WALKER FROM THE DMA.

AND, UH, VICKY, IF YOU COULD SPEAK TO, UH, THE IMPORTANCE OF ROD WALKER, WHY WE ARE HONORING HER DEPARTURE.

YEAH.

SHE, FIRST OF ALL, SHE'S RETIRING.

SHE'S NOT LEAVING DALLAS, WHICH IS A BLESSING FOR US.

BUT, UM, DR. WALKER, DR.

RO NADEL WALKER.

I'VE KNOWN ROSS SINCE, UM, SHE WAS IN GRADUATE SCHOOL MANY, MANY, MANY YEARS.

BEEN FRIENDS FOR MANY YEARS.

BUT MOST IMPORTANTLY, I THINK WHEN ROZ CAME HERE, UM, SHE HAD COME HERE AS THE RETIRED DIRECTOR OF THE SMITHSONIAN AFRICAN ENORMOUS, UM, EXPERTISE TO OUR CITY, UM, WHEN SHE CAME TO THE DMA AND SHE WAS RESPONSIBLE FOR REALLY CA UM, CATALOGING AND GETTING THAT COLLECTION, UH, TO BE A VERY ENVIABLE AFRICAN COLLECTION.

UM, WHEREAS BEFORE IT WAS SORT OF A HODGEPODGE OF THINGS AND THERE WAS NO REAL, UM, DECENT, UM, UH, CATALOGING OF THE WORK.

UM, SHE'S ALSO IN INCREASED THE NUMBER OF PIECES THAT WE HAVE, WHICH MAKES THIS PARTICULAR COLLECTION ONE THAT IS VERY MUCH AT, AT, UM, PEOPLE, SCHOLARS COME AND STUDY AND WHAT HAVE YOU.

A LOT OF PEOPLE DON'T REALIZE THAT ROZ ALSO WROTE A NUMBER OF BOOKS, UM, ONE OF WHICH WAS, UM, ABOUT THE DMAS COLLECTION.

SO NOW THERE IS A DEFINITIVE KIND OF TEXT ON THE AFRICAN COLLECTION IN, IN A MUSEUM.

UM, SHE'S A SCHOLAR, BUT MORE IMPORTANTLY SHE'S A HUMANIST BECAUSE THIS IS A WOMAN WHO CAME INTO TOWN AND UNLIKE AT THE TIME ANYBODY IN THE DMA, SHE IMMEDIATELY HIT THE COMMUNITY AND STARTED INTERFACING WITH VARIOUS UND PEOPLE TO GET TO KNOW WHO WAS DOING WHAT IN THE COMMUNITY.

AND THEN MADE SURE THAT COMMUNITY FELT WELCOME TO COME IN, UM, UNDER HER, UH, AUSPICES.

WHEN I RAN THE SOUTH DALLAS CULTURAL CENTER AND I STARTED TO HAVE A FORMAL RELATIONSHIP WITH THE DMA FOR OUR SUMMER PROGRAM, R MADE IT POSSIBLE FOR US TO HAVE THE STUDENTS HAVE BEHIND THE SCENES KINDS OF, UM, ACCESS TO THE AFRICAN COLLECTION AS RELATED TO WHATEVER WE WERE STUDYING IN THAT PARTICULAR, UM, YEAR.

UM, AND ALSO MADE IT POSSIBLE FOR US TO TALK TO CURATORS SO THAT IT WAS DEMYSTIFYING THE MUSEUM FOR THE FAMILIES.

'CAUSE I WOULD BRING A WHOLE GROUP OF FAMILIES IN AT THE END OF THE SUMMER PROGRAM.

SO SHE DID MORE THAN, A LOT MORE THAN HER JOB, WHICH WAS TO BE, YOU KNOW, SENIOR CURATOR.

AND EVEN WHEN, WHEN THEY LOST SEVERAL CURATORS AND KIND OF PUT A WHOLE BUNCH OF OTHER EXPERTISE BARRIERS UNDER HER, SHE, GRACE GRACEFULLY TOOK THAT ON AND MADE SURE THAT THOSE PARTICULAR AREAS OF, UM, OF, UM, ART DID NOT SUFFER SIMPLY BECAUSE THE DMA COULD NOT GET A CURATOR FOR THE PARTICULAR DISCIPLINE.

UM, SO WE'RE GONNA MISS HER AS A, A CURATOR, BUT SHE WILL NOT BE LEAVING DALLAS.

AND SHE WILL ALSO BE CONSULTING WITH THE DMA AS, UM, YOU KNOW, A, UM, PERSON WHO THEY WILL HAVE ACCESS TO IF NEED BE.

UM, AND, UM, WE'RE GONNA GIVE HER A NICE ACKNOWLEDGEMENT FROM THE OAC NEXT TUESDAY WHEN THEY DO THE, UM, LUNCHEON ORDER AT THE DM A.

ALRIGHT.

AND, UH, THE YES, THE ACKNOWLEDGEMENT

[00:15:01]

WOULD BE WHAT YOU AND MARTINE, UH, WE ALL WORK THAT OUT.

YES.

YES.

ELLE HAS PLACED ME ON THE AGENDA, LIKE THE PROGRAM, UM, TO, TO GIVE FEW REMARKS.

AND OF COURSE, I'M GOING TO INVITE AND DEFER TO VICKY AS PART OF THAT.

ALRIGHT.

AWESOME.

UM, KRISTEN? YES.

WHAT IS HER OFFICIAL LAST DAY AT THE DAY? HER LAST DAY IS OFFICIALLY THE END OF THIS MONTH.

OKAY.

SO TWO MORE.

GOT, THANK YOU.

AND, UH, CAN ANYONE ATTEND THE, UH, OR IS IT INVITE ON FOR RETIREMENT? IT'S INVITE ON.

I RECEIVED AN INVITATION.

OKAY.

FROM, I, I DON'T, I GUESS, STAFF IT.

OH, OKAY.

OKAY.

IT'S, IT IS AN IN.

I'M ASSUMING IF THERE ARE COMMISSIONERS WHO'D LIKE TO ATTEND, LET ME KNOW AND I'LL REACH OUT TO YOU.

SURE.

WE'LL DO THAT.

THANK YOU.

SURE.

SHE'LL BE, YEAH, I'M SURE SHE, SHE'LL BE OPEN TO THAT.

THANK YOU.

THANK YOU.

UM, OUR AGENDA FOR TODAY, UM, WE DO HAVE A COUPLE OF VOTING ITEMS. UH, WE NEED TO, WE'RE GOING TO APPROVE OUR, UH, ANNUAL REPORT, UH, AND AS WELL AS, UH, APPOINT AND REAPPOINT MEMBERS, UH, RESIDENT MEMBERS TO THE PUBLIC ART COMMITTEE.

BUT BEFORE WE DO THAT, UH, OUR CULTURAL SPOTLIGHT, UH, LUIS, IF YOU WOULD INTRODUCE OUR CULTURAL SPOTLIGHT.

YES, EVERYONE, THIS IS ABILIO FORRES.

HE IS IN CHARGE OF AN AZTEC DANCE GROUP, BOTH TRIBAL CENTERS.

SO I'LL TALK TO THE PEOPLE ON THE SCREEN AT THE SAME TIME.

YEAH.

ALL RIGHT.

.

GOOD AFTERNOON COMMISSION.

THANK YOU FOR HAVING ME HERE.

IT'S, UH, IT'S AN HONOR AND, UM, SALUTE YOU FOR THE WORK THAT YOU DO.

UM, I WAS LISTENING, YOU KNOW, AND CONGRATULATIONS TO YOU, LUIS.

I DON'T, I DON'T KNOW YOU, BUT CURRENTLY, THEY LIKE YOU A LOT.

UM, BUT, UH, ARTS IS ALWAYS SOMETHING THAT'S CHALLENGING IN OUR SOCIETY.

IT'S KIND OF SEEN AS LIKE EDUCATION WHEN IT COMES TO FUNDING, YOU JUST KIND OF PUT AT THE TAIL END, RIGHT? IT JUST FEELS THAT WAY.

BUT, UM, ANYWAY, I WANT TO TELL YOU A LITTLE BIT ABOUT MYSELF AND, AND THE ORGANIZATION THAT I HAVE.

THE NAME OF OUR GROUP IS , WHICH TRANSLATE INTO HEART OF THE WARRIOR .

BUT WE ARE, UH, WE ESTABLISHED, UM, THE CLOSEST WORD YOU COULD SAY, I GUESS IS LIKE A NATIVE AMERICAN CHURCH, BUT THAT, THAT KIND OF IS CONFINING IT, YOU KNOW, THE OLI AND, UH, OLI IS, UH, ABSOLUTE HOUSE.

THAT'S HOW THE WHITE HOUSE GOT THEIR NAME.

YOU KNOW, THEY FOLLOW US, IROQUOIS AND SKO.

BUT ANYWAY, UM, AR BUI, UH, HAS ABOUT 30 MEMBERS.

UH, WE HAVE, UH, WE COUNT, UH, FAMILY MEMBERS AND WE CLOSE 50.

SO, AND PART UNDERNEATH THAT, THAT UMBRELLA, WE HAVE THIS GROUP THAT WE STARTED IN 1997.

UH, AND THIS GROUP IS NOT A FOLKLORE GROUP IN THE SENSE OF, YOU KNOW, CHANGING GEARS AND, AND THINGS LIKE THAT.

WE ARE MORE OF A TRIBAL, TRADITIONAL GROUP.

AND IN THIS SLIDE THAT I INCLUDE HERE, IF YOU NOTICE, THIS IS A, AN ENTITY, A CORPORATION THAT COMES FROM THE COUNTRY OF MEXICO IN THE CITY OF, OF MEXICO, MEXICO CITY.

UH, WE HAVE OUR RECOGNITION TIED TO A CORPORATION THAT WAS ESTABLISHED IN 1922.

AND SO THAT KIND OF LEGITIMIZES OUR GROUP.

WE AS, UH, AS, UH, INDIGENOUS DANCERS, UH, VERY SIMILAR TO MARTIAL ARTS SCHOOLS, WHERE YOU HAVE A LINEAGE.

UH, AND THAT'S A BIG DIFFERENCE BETWEEN FOLKLORE.

YOU DON'T NECESSARILY HAVE LIKE, WELL, YOU HAVE LINEAGES, BUT IT'S, IT IS DIFFERENT.

UH, WE'RE TIED TO, UH, NATIVE AMERICAN, UH, PRACTICES.

AND SO, I, I, I INCLUDED THAT JUST TO KIND OF GIVE YOU AN IDEA THAT WE'RE TIED TO AN ENTITY THAT'S A HUNDRED YEARS OLD.

AND SO, UM, AND, AND THAT'S WHERE WE'RE AT.

SO, UH, IN 2015, THAT, UH, WE GOT TO DO A PERFORMANCE, UH, AT THE ROTUNDA, I BELIEVE IT'S CALLED, UH, THE STATE CAPITOL.

UH, AT THAT TIME IT WAS VERY CONTROVERSIAL.

YOU HAD A REPUBLICAN HOUSE OF REPRESENTATIVE PERSON THAT, UH, CALLED FOR A FORMAL APOLOGY TO INDIGENOUS PEOPLES, UH, FROM THE STATE OF TEXAS.

AND SO, UH, IT WAS OUR UNDERSTANDING THAT, UH, THERE WAS A LOT OF CONTROVERSY OVER THAT.

AND SO, UH, OUR, OUR, UH, MOTHER ORGANIZATION THAT'S BASED IN SAN MARCOS, WHICH IS INDIGENOUS CULTURES INSTITUTE, THEY ASKED US TO SPEARHEAD, UH,

[00:20:01]

THIS COMMEMORATION.

UH, AND SO AS YOU CAN SEE IN THE, ON THE, ON THE LEFT SIDE, IT'S KIND OF THE AGENDA OF THE EVENT.

UH, I COORDINATED MEMBERS FROM SAN ANTONIO GROUPS, AUSTIN CORPUS CHRISTI, DALLAS, AND FORT WORTH, UH, AZTEC MEMBERS.

AND SO WE WENT OUT THERE, UH, NINE YEARS AGO OR SO.

AND, UH, WE COMMEMORATE THAT DAY.

IT'S LIKE, SO AS I MENTIONED EARLIER ABOUT OLI, UH, WHICH IS A BIG HOUSE.

THIS PICTURE IS A PICTURE OF WCO TANKS.

WCO TANKS IS BETWEEN EL PASO AND NEW MEXICO.

AND WE OWN, UH, SOME PROPERTY THERE WHERE WE DO SOME OF OUR CEREMONIES.

AND LIKE I MENTIONED EARLIER, UH, THERE'S NOT AN ACCURATE WAY TO TO EXPLAIN WHAT OUR IS, BUT, UH, THAT'S A PICTURE, UH, ZOOMED OUT A VIEW OF ONE OF THE, THE HILLS WHERE WE DO OUR OURS ANCIENT CEREMONIES.

AND ON THE TOP, YOU HAVE, AGAIN, ANOTHER RECOGNITION, UH, KIND OF TYING US TO ANOTHER, UH, MEXICO CITY ENTITY THAT RECOGNIZES CAL.

UM, HERE.

UH, AS I MENTIONED EARLIER, SAN MARCOS, MY PEOPLE ARE PEOPLE, SO I'M NOT EVEN AZTEC , BUT I GOT ADOPTED BY, UH, AZTEC FOLK.

AND THAT'S HOW I LEARNED THE DANCES.

MY WIFE IS AZTEC, SO AND SO, UM, THAT MAKES MY KIDS HAVE THAT.

BUT, UH, HERE AT THE CEREMONY, UM, AT THE, AT THE AQUA ARENA SPRINGS, OR AS WE CALL THE SACRED SPRINGS ON THE CAMPUS OF TEXAS STATE, UM, OUR, OUR MOTHER ORGANIZATION, THE INDIGENOUS CULTURE INSTITUTE, UH, HAD A TP CEREMONY.

AND THAT'S JUST A PICTURE OF US THERE.

WE BELIEVE THAT OUR PEOPLE AND ARCHEOLOGY HAS SUPPORTED THIS, THAT OUR PEOPLE HAVE CONTINUOUSLY LIVE IN THE STATE OF TEXAS FOR 11,000 YEARS.

AND WE BELIEVE THAT THAT PLACE THERE IS THE ORIGIN OF OUR ANCESTORS.

EXCELLENT.

YEAH.

UH, THIS IS JUST, UH, I INCLUDED WHERE, UM, KIND OF EXPLAINING A LITTLE BIT WHAT WE DO.

WHAT, WHAT I'M TRYING TO DO IS, IS SHARE WITH YOU THAT APART FROM JUST THE DANCING, WE ALSO DO A LOT OF DIFFERENT THINGS THAT ARE PART OF OUR, OUR .

UH, WE GOT ASKED THAT IN 2018, UH, THIS, UH, LADY, UH, UH, BLUE STAR THUNDER WOMAN, UH, HAD PASSED.

AND BEFORE SHE HAD PASSED, SHE HAD REQUESTED AT ONE OF THE SUN DANCE CEREMONIES FOR ASIC DANCERS TO BE THERE.

AND SO THEY CALLED DIFFERENT GROUPS AROUND, AND THEY WANTED TO MAKE SURE THAT PEOPLE THAT WERE ASIC DANCERS WERE ALSO SUN DANCERS.

AND I DON'T WANT TO GET ALL DETAILED IN THERE, BUT THEY FOUND ONE IN ME.

THEY CALLED US UP, I INVITED A COUPLE OF FOLKS, AND WE WENT OUT THERE RIGHT OUTSIDE OF AUSTIN.

AND THAT WAS A FEW YEARS AGO.

NEXT, ALL RIGHT.

NOW HERE IS WHERE I MET MR. COMMISSIONER ALMO.

YEP.

IF I'M CORRECT.

UM, OUR GROUP ALSO WAS A CULTURE CONSULTANT WITH THE DALLAS CHILDREN'S THEATER BACK IN 1918, AROUND THERE.

UM, WE DID, UH, THE Y PLAY, UH, SACRED, UH, UH, TALKING ABOUT THE SACRED, UH, SAID 9 19 18.

OH, I'M SORRY, 1918, AROUND, YEAH, I WASN'T AROUND THAT TIME.

, LEGEND OF THE BLUE BONNET, RIGHT? YEAH.

OF THE BLUE.

THANK YOU.

YEAH.

ABOUT THE BLUE BONNET.

AND I, I, I, I WANNA SHOWCASE THE TOP PICTURE TO THE LEFT, UH, WHERE I'M KIND OF DOING A SELFIE.

UH, AND, AND THERE WE HAVE, UH, ERNEST, UH, UH, I BELIEVE .

YEAH.

YEAH, ERNEST, UH, A GOOD FRIEND.

AND HE WAS AT THAT TIME, UH, WORKING WITH ACADEMY OF THEATER.

AND HIM AND I, AND AT THAT TIME WE WERE TALKING ABOUT DAKOTA, UH, PIPELINE AND, YOU KNOW, SACRED WATER AND EVERYTHING.

AND, UH, I MENTIONED TO HIM THAT IN, UH, PLEASANT GROVE AREA OFF OF PEMBERTON, PEMBERTON HILL FAMILY HAD, THERE WAS A SACRED SPRING THERE, LIKE THE ONLY ACTIVE, UH, SPRING IN DALLAS.

AND I SAID, YOU KNOW, A A GENTLEMAN HAD APPROACHED ME ONE TIME, INTERESTINGLY ENOUGH, AND I'LL SHOW YOU WHERE, AT ANOTHER SIDE, HE LOOKED AT ME, HE, HIS OLDER, UH, ANGLO GENTLEMAN, AND HE GOES, YOU NATIVE? I GO, I THINK SO.

AND, UH, HE GOES, WELL, I GOT A SPRING IN THE BACK OF MY YARD, AND YOUR PEOPLE SHOULD COME OUT AND SEE.

SO LONG STORY SHORT, UM, THAT WATER THERE, UH, IS NATURALLY FLOWING.

AND IT'S BEEN, UH, THERE'S A ARCHEOLOGICAL SITE, ACTUALLY, IT'S NEAR THE EQUESTRIAN CENTER.

AND, YOU KNOW, I WANTED TO HIGHLIGHT THAT BECAUSE I THINK THAT'S VERY IMPORTANT.

YOU KNOW, I THINK WATER IS LIFE AND, AND WE NEED TO TEACH THAT TO OUR CHILDREN.

AND SO WE DID A FIELD TRIP, UH, VERY FORTUNATE TO GO OUT THERE.

SO I WANTED TO INCLUDE THAT SLIDE AND JUST KIND OF MENTION IT TO YOU GUYS.

NEXT SLIDE, PLEASE.

UM, AGAIN, OUR SISTER ORGANIZATION OR

[00:25:01]

OUR MOTHER ORGANIZATION, THIS IS, UH, WE DO S SUMMER CAMPS IN SAN JUAN.

AND SO THIS IS JUST A PICTURE OF SOME OF OUR STUDENTS.

WE HAVE ANOTHER, UH, DANCE GROUP IN AUSTIN, THE UNIVERSITY OF TEXAS STUDENTS.

AND SO WE SPONSOR AN ESSIC DANCE GROUP IN AUSTIN.

NEXT SLIDE, PLEASE.

THAT WAS JUST US PARTICIPATING RIGHT IN FRONT OF YOUR BUILDING THERE.

I THOUGHT THAT'D BE FUN FOR KIDS.

.

NEXT SLIDE, PLEASE.

.

ALL RIGHT.

AND THEN, UH, TO THE RIGHT, UH, WE HAVE, UH, SOME DANCERS THAT HELP OUT WITH THE PLEASANT GROVE FOOD PANTRY.

AND SO THAT SOME OF THE MEMBERS THERE, AND THIS IS WHERE THE GENTLEMAN THAT, UH, OWNED THE PROPERTY ON PEMBERTON AND HAD, UH, THE SPRINGS THERE, I THINK IT'S CALLED THE BIG SPRING, UH, SAW US.

AND, AND THEN HE, HE APPROACHED ME, STARTED, UH, TALKING TO US ABOUT THAT.

I THINK THAT MIGHT BE THE LAST SLIDE.

IS THERE ONE MORE? AH, OKAY.

LAST MEETING.

AND THEN, UH, ON THE TOP LEFT CORNER IS A COLLABORATION, WHICH WE DID, UH, A COUPLE YEARS BACK.

BUT WE'VE BEEN LUCKY ENOUGH AND FORTUNATE ENOUGH TO COLLABORATE WITH OUR GOOD FRIENDS, RO UH, THE AFRICAN GROUP.

YES.

AND, UH, WE HAVE A GOOD RELATIONSHIP WITH THEM.

UH, AND THEN ON THE RIGHT, WE HAVE, UH, A GOOD RELATIVE OF OURS.

ALBERT IS, UH, THE MC AND DJ FOR THE BEYOND BOWS AND ARROWS CAN WIN RADIO STATION.

HE, UH, HE CAME TO MY HOUSE ONE DAY AND, AND HE SAW, WE HAVE WHAT'S CALLED AN EP, WHICH IS LIKE A SWEAT LODGE.

AND HE SAID, BROTHER, UH, WOULD YOU LIKE NEW WILLOWS? WHICH IS THE, THE THREE BRANCHES? I SAID, YEAH.

HE GOES, I'LL BRING YOU SOME MINE.

WERE LOOKING REALLY DEPLETED.

AND SO HE CAME OUT, UH, A COUPLE YEARS, ABOUT ONE OR TWO YEARS AGO, AND I, AND I TOOK PICTURES THERE AND WITH HIS PERMISSION, AND, AND WE DID, UH, THE, THE STRUCTURE THERE.

SO JUST TO KIND OF WRAP IT UP, WE'RE AN ASIC DANCE GROUP THAT HAS AFFILIATION IN IANS TO MEXICO CITY.

WE STARTED IN 1997.

FROM THERE, WE CREATED A NATIVE AMERICAN CHURCH IN QUOTATIONS.

AND IN THAT, UH, NATIVE AMERICAN CHURCH, WE PRACTICE OUR CEREMONIES, THE DANCES THAT ALLOWS US TO BE IN PUBLIC.

IT ALLOWS US TO EXPOSE THE CULTURE.

UM, THESE ARE ALL MESO AMERICAN BASED, UH, TRADITIONS.

AND SO, UM, YOU KNOW, WE'VE BEEN WITH THE, UH, DALLAS CAP PROGRAM SINCE 2006.

AND SO VERY FORTUNATE, UH, TO BE PART OF THAT.

VERY GRATEFUL, UH, EVERYONE THERE HAS BEEN, HAD A REALLY STRONG AFFILIATION WITH LATINO CULTURAL CENTER.

WE'VE HAD EVENTS THERE, AND THEY SUPPORTED US.

AND SO MY TWO THINGS THAT I WOULD LIKE TO REQUEST, WE ALL, WE ALL HAVE A WISH, RIGHT? WE'D LIKE TO HAVE A HOME.

WE DON'T HAVE A HOME.

UH, WE CARRY OUR PRACTICES ON WEDNESDAY EVENINGS AT THE ANITA MARTINEZ RECREATION CENTER.

UH, WE DON'T CHARGE FOR THIS.

WE JUST ASK PEOPLE TO COME IN AND BE RESPECTFUL, AND YOU, YOU TAKE CARE OF YOUR OWN REGALIA, ET CETERA.

AND WE WOULDN'T MIND A VAN, TOO, A NICE LITTLE VAN, MORE TRAFFIC.

SO I'M THROWING THAT ON THE WISHLIST.

I KNOW THAT I'M PROBABLY SPEAKING TO THE WRONG FOLKS, BUT, UH, THE MORE YOU SAY IT, THE MORE IT CAN BECOME A REALITY, RIGHT? MM-HMM.

.

UM, BUT ANYWAY, SO MY WIFE AND I HAVE HAD THIS GROUP, AGAIN, SINCE 1997.

WE HAVE ABOUT 25 MEMBERS WITH THEIR FAMILIES, CLOSE TO 50.

AND, UH, WE'RE VERY PROUD AND, AND HONORED TO BE PART OF, UH, YOU KNOW, THE RICH CULTURE OF DALLAS.

AND WE'RE ALSO VERY PROUD OF OUR CULTURE.

AND THANK YOU VERY MUCH.

AND I'M HERE FOR ANY QUESTIONS, IF ANYBODY HAS ANY.

THANK YOU.

UM, IT'S REALLY, IT WAS REALLY, I WAS REALLY SURPRISED TO SEE THAT YOU WERE GONNA BE DOING THE SPOTLIGHT BECAUSE, UH, EVER SINCE WANNA, UM, I'VE TRIED TO, YOU KNOW, KEEP UP.

AND, AND, UH, I, I WISH THAT YOU WOULD'VE MADE THAT SHORT STORY LONGER , BECAUSE FOR ANYBODY WHO ACTUALLY PARTICIPATED OR GOT TO WITNESS TO ME, IT WAS MORE OF A CEREMONY.

YEAH, RIGHT.

IT WAS AN EVENT.

YES.

AND WE DID HAVE TO DRIVE OUT THERE.

AND, BUT IT WAS, IT WAS REALLY SPECIAL.

I MEAN, JUST TO BE IN THAT PLACE AND EVERYTHING, THAT PROGRAM THAT YOU DID WAS SO SPECIAL.

AND, UM, I WON'T FORGET HOW KIND YOU WERE AT YOUR LAST PERFORMANCE.

YOU COLLABORATED WITH, UH, ALEXANDRA HERNANDEZ, ANOTHER LOCAL ARTIST, AND THE FIRST PIECE THAT WAS GOING ON, I WAS VERY HESITANT TO CLAP, RIGHT.

BECAUSE I WAS WITNESSING, I THOUGHT SOMETHING VERY SACRED, RIGHT? SOMETHING, IT WAS VERY CEREMONIAL.

IT, IT HAD A LOT OF MEANING, WHICH I DIDN'T UNDERSTAND.

AND I JUST WENT UP TO YOU AND I SAID, YOU KNOW, I DON'T KNOW IF I CAN CLAP.

RIGHT? AND YOU SAID, OF COURSE, YOU KNOW, THAT, YOU KNOW, FEEL FREE TO CLAP.

RIGHT? AND SO YOU WERE SO KIND, YOU KNOW, TO, TO,

[00:30:01]

TO HANDLE MY IGNORANCE WITH SUCH, UH, DIGNITY.

SO THANK YOU SO MUCH, AND THANK YOU FOR EVERYTHING YOU DO, AND, UM, JUST REALLY EXCITED FOR YOU AND THE GROUP.

ANYBODY ELSE? ANY QUESTIONS? ERNIE? YES, MA'AM.

DID YOU SAY THAT YOUR WIFE IS AZTEC? YEAH.

UH, ON HER FATHER'S SIDE, AND AZTEC IS LIKE SAINT AMERICAN, AFRICAN AMERICAN, ASIAN AMERICAN.

THERE'S SEVEN NAMES, OR SEVEN TRIBE, NOT WORD TRIBE, BUT SEVEN NATIONS UNDER THAT LABEL.

BUT THE, ONE OF THE, THE LABELS IS, UH, TEACHING MECCA.

AND SO ON HER FATHER'S SIDE, SHE CHI MECCA, THAT FALLS UNDER THE AZTEC.

AND ON HER, UH, MOTHER'S SIDE, THEY OR ANOS, AND THAT'S FROM THE STATE OF .

SO, UM, WHEN I MET HER, I WAS ALREADY DOING THE AZTEC DANCE.

AND IRONICALLY ENOUGH, I TAUGHT HER AZT DANCE , THE AZTEC, AND I, MY PEOPLE ARE CALLING DECO, WHICH IS, WE ARE ORIGINALLY FROM TEXAS.

OUR ORIGINAL, OR TRADITIONAL HOMELANDS ARE FROM WACO SOUTH, ALL THE WAY DOWN TO MONTERREY, UH, MEXICO.

SO WE GOT CHOPPED IN HALF BY TWO COUNTRIES, AND WE WERE NOMADIC PEOPLE.

AND SO, UM, THAT'S, THAT'S WHO MY PEOPLE ARE.

AND THERE'S NO WAY TO HAVE A RESERVATION.

WELL, TEXAS DOES NOT RECOGNIZE TEXAS NATIVES.

THAT'S ANOTHER TOPIC.

FEDERAL.

THE FEDERAL GOVERNMENT GOVERNMENT ONLY RECOGNIZED CERTAIN TRIBES.

FOR EXAMPLE, THE ALABAMA KDA, WHO AREN'T REALLY FROM TEXAS, BUT THEY'RE RECOGNIZED.

UH, THE STATE OF TEXAS RECOGNIZES SOME APACHE NATIONS AND A FEW CALLED IT DECO NATIONS.

BUT THAT'S ABOUT AS GOOD AS IT GETS, YOU KNOW WHAT I MEAN? SO, UNFORTUNATELY, BUT THROUGH OUR ORGANIZATION, THROUGH OUR DANCE, WE'RE ALWAYS PUTTING IT OUT THERE THAT OUR PEOPLE HAVE BEEN HERE FOR THOUSANDS OF YEARS, AND WE CONTINUE TO BE HERE.

WE'RE WE BEFRIEND EVERYONE.

AND, UH, WE'RE VERY PROUD OF OUR CULTURE, AND WE'RE ALSO VERY WELCOMING.

SO THAT'S, THAT'S KIND OF OUR GOAL.

THANK YOU.

YES, MA'AM.

YES, MA'AM.

I JUST WANNA SAY THANK YOU.

I'M GONNA ECHO WHAT TINA SAID, BUT ALSO YOU, UM, I, YOU'VE COME TO DISTRICT 11, THREE OR FOUR TIMES AS A CAP ARTIST, UM, WHICH IS MY DISTRICT, AND PERFORMED AN ARTS IN THE PARK, THE FIRST EVER THAT WE DID WITH BANDON CORO.

AND YOU'RE A FAN FAVORITE, SO JUST A BIG THANK YOU FOR EVERYTHING YOU DO.

WE, WE LOVE YOU UPPER DISTRICT.

I LOVE, BECAUSE I KNOW EVERYBODY ELSE DOES APPRECIATE IT.

YES.

OH, UM, I JUST WOULD LIKE TO SAY THAT I'VE WORKED WITH EMILIO AT THE DALLAS CHILDREN'S THEATER ON SEVERAL OCCASIONS.

HE DID A WORKSHOP AND NEARLY KILLED ME WITH MAKING ME DO DANCE MOVES, REALLY ARE .

BUT WE ALL DID IT.

WE ALL GOT THROUGH IT.

AND I, I WOULD LIKE TO SAY THAT IF YOU GET A CHANCE TO SEE HIM AND HIS DANCERS, DON'T PASS IT UP.

THEY'RE TREMENDOUS.

THEY'RE ABSOLUTELY TERRIFIC.

WELL, RICHARD YELLOWISH.

YEAH.

UH, HI, .

JUST WANNA, UH, UM, I'M COURSE SAY HI, EVERYBODY ELSE.

GOOD TO SEE YOU.

AND I'M, I'M GLAD TO SEE YOU, UH, SHARING ALL ABOUT YOUR WORK BECAUSE IT'S GREAT.

UM, IT'S, UM, REALLY SETS THE PLATFORM FOR THE EDUCATION THAT'S NEEDED, LIKE THE BASIC CONVERSATIONS WE'RE HAVING HERE TODAY.

YEAH.

UM, ABOUT RECOGNITION, FEDERAL, STATE, YOU KNOW, WHO HAS WHAT, RESERVATIONS, ALL OF THAT.

UM, AND ALSO, I HAVE BEEN SAYING FOR YEARS ABOUT THE NEED FOR AN INDIGENOUS, UH, CULTURAL CENTER IN DALLAS AS WELL.

WE HAVE NOWHERE, UM, THAT IS OUR HOME TO DO ANY OF THIS.

UM, NOT JUST CEREMONY, BUT EVEN JUST THE EDUCATION AND SHARING OF OUR, OUR ARTS AND CULTURE.

UM, SO YEAH, I AM, I AM ALL HERE FOR FOR THAT.

LIKE I HAVE BEEN, I EXPRESS THAT AS MUCH AS I CAN.

BUT, UM, YEAH, I JUST WANTED TO, TO TO SHARE THAT AND JUST, YEAH.

SAY THANK YOU, LIO, AND I HOPE YOU, UM, CONTINUE TO DO WHAT YOU DO.

'CAUSE YOU'RE DOING A GOOD JOB.

THANK YOU.

LAST YEAR, UH, MR. FLORES AT THE, UH, 10TH ANNIVERSARY OF DALLAS ARTS MONTH, THE PRESS CONFERENCE AT, UH, LATINO CULTURAL CENTER.

I GOT TO WITNESS YOUR PERFORMANCE FOR THE FIRST TIME.

I WAS QUITE NEW STILL AT THAT TIME, AND I THOUGHT TO MYSELF, UM, MANY FOLKS KNOW I'M TIRED, DANCER.

SO NEVER CONFIRM OR DENY WHETHER DANCE IS MY PREFERRED DISCIPLINE, ART DISCIPLINE.

UM, BUT IT'S ALWAYS REALLY MOVING FOR ME TO EXPERIENCE DANCERS.

UM, BUT IN WITNESSING, UH, YOUR GROUP'S PERFORMANCE, I THOUGHT THAT ON BEHALF OF A MUNICIPALITY

[00:35:01]

THAT HAS, UM, YOU KNOW, A LAND ACKNOWLEDGING STATEMENT, THERE'S NOTHING MORE POWERFUL THAN THE WAY YOUR PERFORMING GROUP ACKNOWLEDGED YOUR ANCESTORS.

AND REALLY SET THE TONE, UH, FOR NOT ONLY THAT PRESS CONFERENCE, UM, BUT FOR HOW WE WANTED TO EMBARK ON THAT VERY SPECIAL ANNIVERSARY MONTH FOR DALLAS ARTS MONTH, DEMONSTRATING THAT WE'VE GROWN LEAPS AND BOUNDS AND, AND HOW DIVERSE OUR ARTS OFFERINGS ARE, AND HOW INCLUSIVE WE'D LIKE TO CONTINUE TO STRIVE TO BE.

UM, SO I HOPE YOU KNOW THAT WE COULD ONLY DO THAT WITH YOU OPENING THAT EVENT.

THANK YOU SO MUCH.

UM, AND I SAY THAT NOW, HAVING EXPERIENCED A FEW MORE DANCE ORGANIZATIONS THROUGH THAT TIME, THAT YOU WOULD BE THE ONLY ONE WHO COULD DO THAT.

UM, SECONDLY, I HOPE THAT OUR OFFICE CAN GET BEHIND YOUR DESIRES AND SUPPORT YOU, UH, IN THE TWO WISHES YOU SHARED IN CONNECTING YOU BEING A BRIDGE.

UM, AND, AND FINDING WAYS, UM, THAT WE CAN SUPPORT THOSE ASKS, UM, HELPING, BECAUSE WE KNOW THAT THE MORE RESOURCES WE CAN PROVIDE TO THE FOLKS WHO ARE DOING GREAT WORK HERE, THE MORE GREAT WORK YOU CAN DO.

UM, AND THE MORE SERVICE TO THE COMMUNITY AND THE MORE ACCESS FOLKS CAN HAVE TO YOU IS WHAT WE'RE ALL ABOUT.

SO, I HOPE YOU'LL NOTE STEMMING FROM TODAY THAT WE'VE MADE AND WILL MAKE AN EFFORT TO SUPPORT YOU IN GETTING, UM, UM, HAVING THOSE, UH, WISHES REALIZED IN ONE WAY OR ANOTHER.

UM, I WANT, I DON'T KNOW IF RHONDA RHONDA'S HERE ON THE CALL, UH, I HEARD YOU MENTION THAT HER TEAM HAS BEEN A PLEASURE TO WORK WITH.

YES.

I DON'T KNOW IF RHONDA'S BEEN HERE SINCE 2006 WITH YOU ON THE RIDE, BUT I JUST WANTED TO SHOUT HER OUT, UM, BECAUSE I KNOW THAT, YOU KNOW, WITHOUT HER SERVICE AND HER TEAM'S SERVICE, UM, SOMETIMES, YOU KNOW, YOU GUYS DON'T GET TO SHINE AS MUCH AS AS MUCH AS YOU DO.

SO I WANNA THANK RHONDA, THANK YOU, RONDA, WHILE SHE'S ON.

UM, AND SO THAT, I JUST WANTED TO BE SURE TO SAY THAT SHE AND, AND DALLAS IS A BETTER CITY BECAUSE OF YOU.

THANK YOU FOR BEING HERE.

MAY I JUST ADD LASTLY THAT, UM, OUR ANCESTORS BELIEVE THAT DANCE IS KINETIC PRAYER.

MM-HMM.

.

YES, IT IS.

AND SO THAT EVERY TIME WE DO A DANCE, YOU CAN SEE US A HUNDRED PERCENT.

MM-HMM.

.

EVEN WITH A HURT KNEE AND A HURT ANKLE , IT DOESN'T HURT WHILE YOU'RE DANCING.

I DON'T HURT WHILE YOU'RE DANCING AFTERWARDS.

YOU MIGHT NOT SEE US PAIN QUESTION.

WELL, I WANNA SAY THANK YOU FOR COMING TO OUR DISTRICT.

UM, BUT I THINK, UH, WHEN YOU SHARE THE NEED FOR SPACE, I FEEL LIKE WE MIGHT NOT ALL UNDERSTAND EXACTLY WHAT YOUR NEEDS AS FAR AS LIKE, ACCESS TO LAND WATER.

AND I DON'T KNOW IF THAT SHOULD BE AN EMAIL WHERE YOU KIND OF, WHEN YOU DREAM, LIKE YOUR DREAM FOR THAT.

SURE.

IF YOU COULD EXPLAIN IT MORE EITHER HERE, OR MAYBE YOU NEED TO DO THAT IN WRITING.

I DON'T KNOW.

SURE.

BUT I WOULD LIKE TO KNOW MORE ABOUT IT BECAUSE I LIKE TO DREAM WITH PEOPLE.

SO CAN I JUST SHARE BRIEFLY, AND I KNOW YOU HAVE A, A MEETING TO CONTINUE.

GO AHEAD.

UM, SO WE USE THE FOUR ELEMENTS AS KIND OF OUR GUIDE TO AIR THE EARTH, THE WATER, AND THE FIRE.

AND WE BELIEVE THAT WE AS HUMANS, NEED CLEAN, BEAUTIFUL AIR AND WATER, EARTH.

AND THE FIRE IS THAT BEAUTIFUL YELLOW BALL THAT COMES OUT EVERY MORNING AND GREETS US, RIGHT? AND SO, SOMETHING THAT WE WOULD THINK ABOUT, UM, WOULD BE TO JUST KIND OF SHARE THOSE TEACHINGS, UH, TO HAVE, UH, UH, A PLACE SIMILAR TO THE PLEASANT GROVE, UH, CHURCH THAT HAS A LITTLE SPACE FOR COMMUNITY GARDEN.

UH, A SPACE FOR, UH, DANCE PRACTICES, WORKSHOPS, AND A SPACE FOR JUST COMMUNITY TO COME TOGETHER AND, AND SHARE, YOU KNOW, UH, THOSE KINDS OF EVENTS.

WE, WE DO WORKSHOPS, WE DO GATHERINGS IN A GARAGE OF A FRIEND, UH, IN SOMEBODY'S, YOU KNOW, UH, ART GALLERY OR, YOU KNOW, WE, WE MAKE DUE, RIGHT? WE, WE WILL CONTINUE TO MAKE DUE.

BUT TO HAVE A, A PLACE THAT HAS THESE BEAUTIFUL INDIGENOUS TEACHINGS, THAT HAS THESE TEACHINGS THAT PROMOTE THAT WE'RE ALL, UH, ONE PEOPLE, AND THAT WE ALL NEED CLEAN AIR AND CLEAN WATER, AND, AND WE ALL, YOU KNOW, ARE RELATED , AND WHICH IS A PHRASE THAT WE LIKE TO SAY.

AND SO THAT SOMETHING TO THAT EFFECT, I, I'M GIVING YOU JUST KIND OF A SIMPLE VERSION, BUT SOMETHING LIKE THAT, UH, YOU KNOW, WOULD BE REALLY SPECIAL.

AND SO WHATEVER THAT LOOKS LIKE, , I GOT IDEAS, , BUT, BUT I MEAN, SOMETHING THAT, THAT WE COULD HOLD, YOU KNOW, UH, A SPACE LIKE THAT.

THANK YOU FOR ASKING THAT QUESTION.

APPRECIATE IT.

THANK YOU.

COMMISSIONER.

I KNOW THAT LUIS WAS THE ONE THAT REACHED OUT FOR YOU TO BE OUR CULTURAL SPOTLIGHT.

AND I GUESS UNDER THE PROGRAM YOU DEAL WITH RHONDA IVORY.

YES.

IN TERMS OF HIS WISHLIST, RONDA GONNA BE THE CONDUIT FOR HIM TO HAVE FURTHER DISCUSSIONS, OR DO YOU WANT TO TRY TO PLACE HIM WITH SOMEBODY? R

[00:40:01]

I'M ON THE CALL CALL.

I'M ON THE CALL.

I JUST HAVE NO VIDEO ACCESS, SO I APOLOGIZE.

I HAVE NO VIDEO ACCESS, BUT I'M HERE.

.

OKAY.

WELL, WELL, THAT BEING SAID, LOOKS LIKE, UH, YOU KNOW WHO TO CONTACT AND WHO WILL CONTACT YOU.

THANK YOU SO MUCH.

THANK YOU SO MUCH.

I'LL LEAVE MY CARD HERE.

THANK YOU, YOU GUYS.

THANK YOU SO MUCH.

UH, BEFORE WE GET ON TO OUR ACTION ITEMS, WE HAVE OUR DIRECTORS UPDATE .

HELLO EVERYONE.

OKAY.

SO FIRST, UM, WELL, TO ORDER THE BUSINESS BACK TO BACK SIMPLY STAFFING UPDATE, WE TALKED A BIT ABOUT LUIS, UM, AROUND, UH, OR YOU HERE.

UM, BUT I DO HOPE, UM, IN THIS SEND OFF THAT YOU TRUST US TO FILL THE POSITION, UH, WITH SOMEONE WHO WILL, UH, HANDLE YOU JUST AS GRACEFULLY AS LOUIS HAS.

THE POSITION IS OPEN, UM, AND IT CLOSES SOON, UH, MAYBE NEXT MONDAY, 22ND, 22ND, OR 24TH.

SO IF YOU HAVE ANYONE WHO YOU BELIEVE, UM, TO HURRY, IF IT SLIDE IN AND, AND, AND SUBMIT AN APPLICATION, PLEASE HAVE THEM DO THAT BEFORE THE DEADLINE.

UH, WITH A GOOD NUMBER OF THE POSITIONS THAT WE HAVE OPEN, UH, THE EVENTS SUPERVISOR ROLE, UH, THE BUSINESS AND MANAGER ROLE BOARD AND COMMISSIONS COORDINATOR ROLE, WE ARE WORKING QUITE DILIGENTLY AND, AND A FEW OTHER QUITE DILIGENTLY TO FILL THOSE, UM, AS QUICKLY AS WE CAN WITH RESPECT TO THE SELECTION PROCESS FACILITATED, UM, IN PARTNERSHIP WITH HR.

SO, UM, THE ASK IS, UM, FOR YOU TO DIRECT, UH, A QUALIFIED CANDIDATES IF YOU'RE AWARE TO THOSE, UM, UM, POSTINGS SO THAT THEY CAN SUBMIT THEIR APPLICATION AND BE CONSIDERED THE BUSINESS MANAGER HAS CLOSED.

AND WE ARE REVIEWING APPLICATIONS, SO FORGIVE ME, UM, FOR, FOR, FOR MENTIONING THAT PARTICULAR ONE.

UM, BUT THAT'S, THAT, I'LL PAUSE RIGHT THERE.

SO THESE POSITIONS ARE OPEN TO ANYBODY FROM OUTSIDE THE CITY AS WELL AS OPEN POSITIONS.

YES.

BUT THE BUSINESS MANAGER POSITION IS UNTIL IS CLOSED.

YES.

NIKKI .

NIKKI HAS A QUESTION.

SHE CAN SHE UNMUTE HERSELF? MICKEY, I DON'T THINK I'VE HARDLY SAID YOUR LAST NAME BEFORE.

I WAS TRYING TO READ IT OFF THE SCREEN.

I ALWAYS SAY I DIDN'T WANNA SAY COMMISSIONER MICKEY.

THAT'S FINE.

ALONE.

HELLO.

JUST A QUICK QUESTION.

UM, DIRECTOR, COULD, COULD YOUR SOMEBODY IN YOUR OFFICE SHARE WITH US THE LINK OR THE LISTINGS OF THE POSITIONS THAT ARE OPEN SO THAT WE CAN SHARE THEM WITH OUR CIRCLE OF, OF, UM, OF INTERIM? YES, MA'AM.

BE SURE WE'LL BE SURE TO SHARE, UM, THAT IN THE FI THE FRIDAY END OF THE WEEK, UH, ROLL UP.

UM, MAKE SURE THAT WOULD BE GREAT.

WILL, WILL THOSE POSITIONS STILL BE OPEN THROUGH THE FOLLOWING WEEK? ONLY FOUR OPEN, ONLY FOUR OPEN POSITIONS.

THE LINK IS GONNA TAKE YOU TO WHAT, WHAT'S LIVE GREAT AND ACCEPTING.

GREAT.

THAT WOULD BE WONDERFUL.

THANK YOU.

YES, MA'AM.

OKAY.

AND THEN TOO, I, I WANNA EXPRESS THAT, YOU KNOW, ATTRITION NATURALLY IS, UM, SOMETHING THAT FOR OUR OFFICE, YOU KNOW, WE'RE IMPACTED LIKE ANY OTHER DEPARTMENT.

UM, WE HAVE FOLKS WHO CHOOSE TO LEAVE AND GO PRIVATE SECTOR BECAUSE WE CAN'T COMPETE.

UM, UH, BUT SOMETIMES THAT SECTOR CAN OFFER THEM BY WAY OF SALARY OR OTHER TYPES OF FLEXIBILITY.

BUT WE CAN COMPETE WITH LOVE.

WELL, PERHAPS.

BUT I, I HOPE YOU KNOW THAT I'M COMMITTED TO, UM, FOLKS GROWING IN THEIR CAREER, ESPECIALLY FOLKS WHO ARE COMMITTED TO PUBLIC SERVICE.

I NEVER WANNA BE IN ANYONE'S WAY.

UM, I UNDERSTAND, UH, THE LOVE AND RESPECT AND RAPPORT THAT'S BUILT AND HOW HARD IT CAN BE, ESPECIALLY IF YOU'RE AN ALLOCATIONS COMMITTEE MEMBER WHO'S WORKING CLOSELY WITH THAT STAFF BECAUSE OF THE NATURE OF THE WORK THAT'S DONE THERE, OR SIMPLY A BOARD AND COMMISSION COORDINATOR AND HOW YOU GUYS BUILD THOSE RELATIONSHIPS.

MY ASK IS FOR EVERY NEW STAFF MEMBER WHO COMES IN THE DOOR THAT WE TREAT THEM WELL, UM, AND THAT WE DON'T COMPARE THEM TO A, A, A PAST CITY EMPLOYEE, THEY DON'T KNOW IT'S A BAR, NO ONE COULD MEET IF THERE WAS A BAR THAT WAS SET.

UM, AND THAT WE, YOU KNOW, STILL WRAP AROUND, UH, WRAP OUR ARMS AROUND THE FOLKS WHO ARE LEADING US, THEY MAY STILL NEED TO LEAN ON YOU AS MEMBERS OF THEIR PROFESSIONAL NETWORK, IF YOU SO CHOOSE, UM, TO MAINTAIN THOSE TYPES OF RELATIONSHIPS WITH THEM.

I HOPE THEY'LL DO THE SAME FOR LUIS AS I KNOW HE, UM, REALLY, REALLY, REALLY HAS, UM, ENJOYED WORKING WITH EACH OF YOU PROFESSIONALLY AND PERSONALLY.

SO I HOPE THAT AS HE MOVES ON, THAT YOU DON'T LOSE TOUCH IF THAT, IF THAT'S OKAY WITH YOU.

HE'S DEAD TO US.

, ALL OF US ARE IN YOUR BLOCKED, BLOCKED.

OH, YES, MA'AM.

UH, COMMISSIONER KI HAVE AN ETHICS QUESTION.

SO IF I SHARE THIS WITH, UH, I, I KNOW SOME FOLKS WHO HAVE ALREADY APPLIED, BUT I HAVEN'T SAID LIKE, HEY, THIS PERSON, LIKE

[00:45:01]

YEAH.

YOU KNOW, IN THE REGULAR WORLD, I WOULD BE LIKE, I MIGHT SAY TO YOU, OH, I KNOW THAT I'VE BEEN WORKING WITH THE SHOP PERSON FROM SU IT JUST GRADUATED.

ETHICALLY, IT'S BEST FOR YOU TO SHARE THE JOB WITH THAT COP, BUT NOT SAY ANYTHING TO ANYONE.

RIGHT.

GOT IT.

OKAY.

JUST MAKING SURE.

, THANK YOU.

I, YOU KNOW, I AM SENSITIVE ABOUT, ABOUT, UM, RECEIVING NUDGES LIKE THAT.

I PREFER NOT TO RECEIVE A NUDGE ABOUT A STAFFING, UH, LIKE ABOUT A HIRE.

BUT IF YOU HAPPEN TO KNOW SOMEONE WHO WANTS TO SERVE ON A COMMITTEE OR WANTS TO VOLUNTEER OR SOMETHING LIKE THAT, GREAT.

OKAY, GREAT.

BUT IT JUST RESPECTFUL NOT FOR, TO KEEP THAT, UM, BOUNDARY FAIRLY FIRM.

OKAY.

ANY QUESTIONS? GALL FOLKS OUT ONLINE? OKAY.

UM, WE CAN MOVE FORWARD THEN IN THE, OKAY.

OKAY.

ALRIGHT.

UM, TO THE NEXT AGENDA ITEM.

THE NEXT AGENDA ITEM.

UM, AS MANY OF YOU MAY KNOW, UH, OUR PUBLIC ART COMMITTEE, THE RESIDENT MEMBERS, UH, ROLLED OFF WITHOUT REAPPOINTMENT, UH, THE PROCESS THAT, UH, THE RECOMMENDATIONS FOR, UH, APPOINTMENT GO TO THE DIRECTOR'S OFFICE AND STAFF, UH, THEY VET THEM.

AND SO MARTINE WILL, UH, UPDATE US AS TO THE STATUS OF THOSE VETTING PROCEDURES AND RECOMMENDATIONS.

RIGHT.

SO, UH, THANK FIRST, UH, THANKS TO, UM, PEOPLE WHO ARE NOT IN THE ROOM, UH, MEMBERS OF THE COMMUNITY WHO HAVE SENT NOMINATIONS FORWARD, COMMISSIONERS LIKE THE SAME SIMPLY NOMINATIONS FORWARD.

WE TOOK OUR TIME, UM, FOLLOWING THE DEADLINE TO RECEIVE THOSE NOMINATIONS TO WORK, UH, TO ENSURE THAT WE COULD PRESENT QUALIFIED MEMBERS TO YOU.

UM, TO THAT END, WE HAVE FOUR, UH, MEMBERS OF THE PUBLIC ART COMMITTEE WHO ARE RETURNING, AND FOUR, WHO WILL BE PRESENTED TO YOU, UM, AS NEW MEMBERS, UM, IN DISCUSSION AND LOOKING AT, UH, THE PUBLIC ART POLICY.

THE WAY IN WHICH, UH, RESIDENT MEMBERS ARE TO BE, UH, PLACED ON THE COMMITTEE IS IN A STAGGERED FASHION.

SO WE HAVE SOME MEMBERS WHO ARE, WHO ARE PRESENTED TO YOU FOR A TWO YEAR TERM, AND OTHERS WHO ARE PRESENTED FOR A ONE YEAR TERM.

WE DETERMINE THAT RETURNING MEMBERS WILL BE PRESENTED FOR A TWO YEAR TERM.

NEWLY NOMINATED MEMBERS WHO WILL BE PRESENTED TO YOU, WILL BE PRESENTED FOR A ONE YEAR TERM TO ALLOW FOR THAT STAGGER.

SO I'LL START WITH THE FOUR NAMES OF THE RETURNING MEMBERS, AND THEN I'LL PRESENT THE FOUR NAMES OF THE NEWLY NOMINATED, QUALIFIED, EMBEDDED, AND ON AND ON AND ON MEMBERS.

UM, AND THEN THE CHAIR WILL, UM, MOVE FORWARD AND FOR PRESENT THOSE NAMES.

I WANT TO THANK OUR, UH, FORMAL COMMISSION MEMBERS, YOU KNOW, AT LARGE, UH, COMMISSIONERS WHO SERVE IN AT LARGE SEATS ARE CHARGED AND TASKED WITH SERVING ON THE PUBLIC ART COMMITTEE.

AND SO WE HAVE COMMISSIONER MEEK AND COMMISSIONER YELLOW FI, UH, WHO SERVE AS MEMBERS.

AND, AND, UM, OUR VACANT, UH, PASS SEAT THAT WAS FILLED BY, UH, UH, FORMER COMMISSIONER GRADY MCGANN.

NOW, AS FAR AS RECORDING MEMBERS ARE CONCERNED, UM, WE HAVE COMMISSIONER CRYSTAL WEINSTEIN, WHO SERVED AS A RESIDENT MEMBER ON THAT COMMITTEE AS, UM, WE HAVE, UM, MS. PETR ADAMS, ABRAS ABRAMS, EXCUSE ME.

THAT'S MY MISREADING.

MS. PET ABRAMS, MS. LEE ARNOLD, MS. MARIAN MARSHALL.

AND THOSE ARE THE FOUR ATTORNEY MEMBERS.

MS. POINT OF REFERENCE, IT'S DR. LEON.

DR. LEON, THANK YOU.

I HAVE NO .

THANK YOU VERY MUCH.

MUCH APPRECIATED.

AND SO THOSE FOUR NAMES, UM, ARE BEING PUSHED FORWARD FOR A TWO YEAR TERM AND FOR OUR NEW NAMES WHO ARE BEING PUSHED FORWARD FOR A ONE YEAR TERM.

WE HAVE MR. ABRAHAM CARILLO, MS. CASSANDRA PORTER, MR. LOKI WILSON, AND DR.

ASHIMA THOMAS.

YOU HAVE CASSANDRA PORTER.

YEAH, I'M NOT SURE WHY THAT IS.

THAT'S INCORRECT.

THAT IS INCORRECT.

OKAY.

WHICH, THESE ARE THE NAMES THAT WE HAVE, RIGHT? THAT'S INCORRECT.

WHICH, THAT'S INCORRECT.

I'M NOT, I DON'T EVEN, I HAVE NO OTHER WORDS.

OKAY.

SO LET, JUST FOR MY CLARITY, IS ABRAHAM CARRILLO ON THE LIST? YES.

IS REGINA, THERE ARE TWO NAMES THAT ARE INCORRECT ON THIS LIST THAT'S PRINTED.

OKAY.

AND WE, THEY ARE, WENDY LAND IS INCORRECT AND REGINA'S INCORRECT, AND THEY ARE SUBSTITUTED WITH LAKIM WILSON,

[00:50:01]

ARTIST EDUCATOR CREATIVE DIRECTOR.

DO YOU HAVE THEIR, OH, YOU DON'T HAVE THERE COMING FOR YOU AND CASSANDRA PORTER COLLECTOR, FORMER ARTS ADMINISTRATOR, AND, UH, YOU WITH EXPERTISE IN PHILANTHROPY? I DON'T KNOW THAT TO BE FRANK.

SO, UM, WE CAN PAUSE THERE.

I'M HAPPY TO CHAT.

I DON'T, I REALLY CAN'T SPEAK TO THE ERROR NOTED IN THIS PRINTED PACKET.

UM, 'CAUSE I DIDN'T FURNISH ANY NAMES.

UM, OKAY, THESE COME FROM QUESTION.

YES.

COULD WE JUST, UM, I DON'T KNOW, UH, THE, WE HAD, SO THE DID IS ANY COMMISSIONER HAVE ANY QUESTION OR DISCUSSION? I MADE IT A NAME AND IT WAS STRIKED FROM THE LIST.

UM, WE, WE RECEIVED A LIST OF NAMES THAT EXCEEDED THE NUMBER OF SEATS THAT WE HAD OPEN.

UM, I WAS TASKED WITH TALKING WITH NOMINEES AND LOOKING AT PROFESSION AGAINST A NEED, PRIORITIZING, UM, CERTAIN CANDIDATES AGAINST OTHERS BASED ON WHAT'S HAPPENING WITH THE PUBLIC ART DIVISION, UM, AND THEIR PRIORITIES, UH, FOR THE NEXT SEVERAL YEARS.

AND SO THE LIST THAT I'M READING OUT LOUD ARE THE LISTS THAT ARE SUPPOSED TO BE PRESENTED TO THE COMMISSION TODAY.

I CAN APOLOGIZE ON BEHALF OF STAFF ABOUT THIS PARTICULAR, UM, LIST, BUT WHAT I'M STATING IS CORRECT.

YOU'RE SAYING THIS LIST WAS MADE BEFORE THE FINAL DECISION, THESE WERE, IS THAT WHAT YOU'RE WELL, NO.

PART OF THE PROTOCOL ISN'T FOR ME TO, OH, YOU KNOW, .

YES, EXACTLY.

SO I'M REALLY SURPRISED ABOUT THAT.

SO THE NAME ONCE AGAIN, SO THE NAME SET ARE SUBMITTED BY THE DIRECTOR AS A PAC NOMINEE? UM, YEAH.

THE NEW ONES, UH, WOULD BE, UH, EM AND CAN WE GET THE CORRECT SPELL? I JUST WANT TO HAVE THE FULL SPELLING.

SURE.

IS L-A-K-E-E-M WILSON TRADITIONAL WILSON EDITOR FIVE.

WHO DOMINATED HIM? UM, HE WAS NOMINATED BY A MEMBER OF THE COMMUNITY, MR. FRANK FRASIER.

OH, OKAY.

MM-HMM.

.

UM, AND CASSANDRA PORTER THAT, UH, NORMAL SPELLING, I'M ASSUMING B TWO ESSAYS? YES.

MR. CHAIR, COULD YOU COMPLETE, UH, QUINS PROBATION PROFESSION IN DALLAS RESIDENT? SURE.

ARTIST EDUCATOR CREATIVE DIRECTOR? 7 5 2 1 5.

ANY FURTHER QUESTIONS? MS. PORTER? I DIDN'T GIVE YOU A ZIP CODE FOR MS. PORTER.

OH, OKAY.

I, I DON'T BELIEVE I DID.

7 5 2 2 6.

ANY FURTHER QUESTIONS, COMMENTS, OR DISCUSSION APPLICATION? YES.

SO ARE WE SUPPOSED TO VOTE TWICE? ONCE FOR RETURNING AND ONCE FOR NEW, NOT NECESSARY.

OH, OKAY.

I'M JUST, ANY FURTHER DISCUSSION ON THE NOMINEES.

SO IF I MOVE THAT WE, UH, NOMINATE OR ELECT THE, UH, DIRECTORS THAT MARTINE SAID RIGHT CHAIR HAD HER HAND UP.

OKAY.

UM, THE VOTE COMMISSIONER GREG ALONE, I'M, I'M SORRY, I'M HAVING A HARD TIME KEEPING TRACK OF THE LIST THAT WAS UP ON THE SCREEN AND THE LIST WE WERE PROVIDED IN THE PACKET OF THE NEW MEMBERS IS INCORRECT.

AND THERE ARE TWO PEOPLE THAT ARE IN THAT PACKET THAT ARE NOT BEING NOMINATED.

YES.

UH, SO THE NAMES THAT, UM, THAT WERE ON THE LIST THAT YOU SAW ON THE SCREEN AND THAT WERE INCLUDED IN THE PACKET THAT WERE INCORRECT, UH, WERE WENDY LAND AND REGINA NIPPER.

AND, AND WHO WERE, WHO WERE THEY NOMINATED BY? UH, WENDY LAND WAS NOMINATED BY COMMISSIONER HOUND.

REGINA NIPPER WAS NOMINATED BY LYNN REED RUSTIN.

LYNN RUSTIN REED.

AND THOSE TWO ARE NOT BEING PRESENTED? CORRECT.

OKAY.

AND THE TWO NAMES THAT YOU READ OUT, ARE BREEN PRESENTED IN THEIR PLACE? CORRECT.

OKAY.

THANK YOU.

SORRY, IT WAS A LITTLE HARD TO KEEP UP REMOTELY AS A MATTER OF, UH, OR POINT OF WELL, PROTOCOL MAYBE, BUT A MATTER OF RESPECT SINCE, UH,

[00:55:01]

COMMISSIONER HORNBUCKLE, UM, SUBMITTED WENDY LAND, I JUST WANNA MAKE SURE MR. HORNBUCKLE HAS ANY COMMENT.

I'M JUST GONNA ABSTAIN.

SO I'M REALLY CONFUSED.

TYPICALLY WHAT'S ON THE LIST IS WHAT DO CITY CHANGE LIKE THAT? I'M JUST A LITTLE CONFUSED.

SO FOR THAT REASON, I'M JUST NOT GONNA VOTE.

OKAY.

THAT IS YOUR COMMENT.

OKAY.

SO IS THIS SOMETHING THAT WE CAN TABLE TILL NEXT MONTH? NO.

UM, WE HAVE A MOTION ON THE FLOOR.

ANY FURTHER DISCUSSION? DO WE HAVE A SECOND? SECOND.

ALL IN FAVOR? AYE.

AYE.

HOLD ON.

SO WE HAVE A LIST OF, UH, THE COMMISSIONER APPOINTED, UM, RESIDENT MEMBERS OF THE PUBLIC ART COMMITTEE.

THANK YOU SO MUCH.

DIRECTOR AND STAFF? YES, WE HAVE, I'M SORRY, YOU HAVE TO COUNT AS AN ABSTAINING.

OH, OKAY.

UH, PLEASE NOTE THAT ABSTAINED, PLEASE NOTE THAT COMMISSIONER HORNBUCKLE ABSTAINED.

YOU DIDN'T SAY ANYTHING ABOUT THOSE? LIKE I DIDN'T, I DIDN'T VOTE EITHER.

YEAH.

OKAY.

UH, ALL OPPOSED? I, WELL, I ACTUALLY, I'M NOT, I'M NOT OPPOSED, BUT I WOULD LIKE TO ABSTAIN FOR THE SAME REASON THAT COMMISSIONER HORNBUCKLE IS ABSTAINING.

I, I REVIEWED THE MATERIALS AND I PREPARED TO VOTE BASED UPON THE MATERIALS.

SO I AM A LITTLE CONCERNED THAT THERE WAS A NOMINEE THAT WAS PRESENTED BY COMMISSIONER HORNBUCKLE THAT WE THOUGHT WE WERE VOTING ON.

IT MAKES ME UNCOMFORTABLE TO VOTE WITHOUT SOME DISCUSSION FROM THE COMMISSIONER.

SO I WOULD LIKE TO ABSTAIN FOR THAT REASON.

OKAY.

UH, DO YOU HAVE ANY FURTHER DISCUSSION, COMMISSIONER? I'M SORRY.

UM, FOR WELL, BUT VICKY HAS HER HAND IN.

YES.

VICKI.

WELL, I THINK IT MIGHT BE USEFUL FOR US TO HEAR THE CRITERIA THAT, UM, UTILIZED IN ORDER TO MAKE THE DECISION.

I MEAN, 'CAUSE IF WE HAD MORE CANDIDATES THAN WE NEEDED, THEN SOME DECISIONS HAD TO BE MADE ABOUT CRITERIA THAT YOU WERE GONNA LOOK AT TO DETERMINE WHO.

AND I THINK THAT MIGHT BE USEFUL TO HEAR.

WELL, I, I'M, I'M GOING TO SKIP READING ALL THE INFORMATION YOU RECEIVED WHEN YOU WERE INVITED TO FURNISH NOMINATIONS, UH, TO STAFF, UM, AND SHARE THAT WE HAD TO DID HAVE IN EXCESS OF NAMES TO CONSIDER, UH, TO FILL THE SEATS.

AND SO WITH REGARD TO PRIORITIES, UM, THAT THE PUBLIC ART DIVISION HAS RELATED TO TEMPORARY ART, RELATED TO WISHES FORWARD RELATED TO CLEANING AND CLEANSING, AND DOING A FINE TOOTH COMB THROUGH THE PUBLIC ART POLICY TO ENSURE THAT WE BECOME PREPARED FOR THOSE OF US WHO WERE PRESENT THIS LAST FISCAL YEAR, UM, WITH ASKS TO DECOMMISSION PIECES AND HOW WE LOOK AT PROTOCOL AND, AND MARCHING FORWARD THE PLANS WE HAVE IN CONJUNCTION WITH, UH, PARKS AND RECS DEPARTMENT, UM, TO LOOK AT THE WAYS IN WHICH THE CITY CAN CONTINUE TO TAKE PIECES THAT HAVE BEEN IN STORAGE AND MAKE THEM MORE PROMINENT, UM, FOR COMMUNITY ENGAGEMENT AND ON AND ON AND ON.

LOOKING AT ALL OF THE CANDIDATES PUT BEFORE US AND WHO COULD BEST SERVE AS ADVOCATES, UM, AS A VOLUNTEER.

SO WE NEED TO LEAN ON FOR EXPERTISE, FOLKS WHO CAN DIVERSIFY OUR PUBLIC ART COMMITTEE AND FOLKS WHO HAVE THE WILLINGNESS, ABILITY AND, UH, FLEXIBILITY, UH, TO ATTEND, UH, THE CADENCE OF MEETINGS THAT WE HAVE AND WHO ARE, UM, CLEAR ON WHAT THEY CAN CONTRIBUTE.

TO THAT END, I HONESTLY WANT TO APOLOGIZE FOR THE CONFUSION HERE BECAUSE IT'S CLEAR TO ME THAT WE DO HAVE, UH, STAFF WHO AREN'T CLEAR ON THIS VERY SIMPLE TASK OF PRESENT, YOU KNOW, VETTING INTERNALLY, THE DIRECTOR PRESENTING THESE GROUPS TO YOU.

FROM OUR PERSPECTIVE, YOU HAVE TO KNOW THAT I'M BEING TAKEN ABACK THAT THIS IS THE FIRST TIME THAT I'M ALSO SEEING THESE FOUR NAMES FOR ONE REASON FOR ANOTHER.

AND SO, UM, NOT, AND NOT, NOT TO SAY THAT THESE NAMES WERE ON THE FULL LIST, BUT THESE FOUR NAMES PRESENTED AS THEY ARE TO YOU.

UM, AND SO YOU HAVE TO ACCEPT MY APOLOGY FOR THAT.

UH, NO PROBLEM, DIRECTOR.

UM, BUT I WANNA BE CLEAR THAT THE FOUR NAMES I'M PRESENTING AS NEW NAMES, UM, HAVE BEEN IN TOUCH WITH ME AND ARE CLEAR ABOUT THE FACT THAT THEY'RE BEING PRESENTED TODAY.

OKAY.

SO AS WE ARE IN THE DISCUSSION PART OF THIS MOTION, WE HAVE A MOTION, UH, WE HAVE A SECOND.

WE'RE IN DISCUSSION.

UM, AS PART OF THAT, I WANTED TO, I WANTED TO CLOSE BY SAYING THAT THERE WERE TWO NAMES THAT COULDN'T SAY THAT.

THEY CAN'T SAY THAT THEY'VE GOTTEN THAT CLARITY FROM ME, THAT THEY'D BE UNDERSTOOD.

UNDERSTAND, UNDERSTAND.

LET, LET ME ASK, LET ME ASK THIS, UH, TO THE DIRECTOR, DO THE NAMES PRESENTED, UH, DO THEY MEET OR EXCEED THE MINIMUM REQUIREMENTS IS PROMULGATED BY THE CITY COUNCIL

[01:00:01]

AS THE REQUIREMENTS THAT WERE SET FORTH AND THE RULES THAT WE DISSEMINATED? THERE ARE SOME NOMINEES ON THE LIST, UM, IN, IN PARTICULAR LA KEEM, WILSON AND CASSANDRA REPORTS.

OH, YES, YES, YES, YES, YES.

AND YOUR MISUNDERSTOOD YOUR QUESTION.

OKAY.

AND IS IT YOUR RECOMMENDATION THAT THE COMMISSION APPOINT THE SLATE OF NAMES AS PRESENTED BY ME? YES.

OKAY.

UM, SO AS FAR AS DISCUSSION, UM, I SEE JOE T TRILLA HAS HER HAND UP JUSTICE POINT OF ORDER.

UM, WE'VE ALREADY TAKEN A VOTE FOR THIS.

YES.

AND THEN CONTINUED, UH, DISCUSSION.

SO I'M, I'M A LITTLE BIT CONFUSED.

I JUST WANTED, I JUST WANTED IT ON THE RECORD THAT I TOO ASAIN FROM THIS VOTE BECAUSE I DIDN'T HAVE THE INFORMATION REQUIRED FOR THE VOTE.

UH, ANY OTHER DISCUSSION? UH, UH, UM, CHAIR, SIR? YES, COMMISSIONER, UH, LIKEWISE.

I ACTUALLY, I WAS CONFUSED ALTOGETHER BECAUSE THERE WAS A, UM, SOMEBODY SUGGEST THERE WAS A SUGGESTION BY COMMISSIONER HOMO, UH, OMO.

AND THEN THERE WE ROLLED RIGHT INTO VOTING AND COUNTING BEFORE IT WAS EVEN BEFORE I WAS EVEN FULLY AWARE THAT THAT WAS WHAT WE WERE VOTING ON.

SO, UM, I LIKEWISE HAVE SEEN TWO.

OKAY, SO WE HAVE THREE THAT, UH, I'D LIKE TO CHANGE MY VOTE TO ABSTAIN BECAUSE I HAD PARTICULARLY ASKED IF WE WERE GONNA VOTE ON THESE, WHETHER IT WAS ONE GROUP OR TWO GROUPS.

AND THEN COMMISSIONER NUGENT MADE A MOTION.

AND SO I DON'T FEEL COMFORTABLE VOTING ON THIS, SO I'D LIKE TO CHANGE TO ABSTAIN.

OKAY.

UH, WE HAVE FOUR ABSTENTIONS.

I'M GONNA CALL FOR THE VOTE AGAIN.

ALL IN FAVOR.

2, 3, 4, 5 VOTING OR, YES.

UM, JOE HASN'T PUT HER HAND DOWN OVER QUESTION.

UM, YES.

UH, ALL OPPOSED, LET'S DO IT THIS WAY.

ALL WHEN THEY ABSTAIN, THEN THEY TOO MUCH.

YES.

CHAIR WALL.

MAY I MAKE A SUGGESTION? OKAY.

YES.

UH, COMMISSIONER DANIEL, SORRY, POINT OF ORDER.

ALSO, I'D LIKE TO IDENTIFY, AND MY UNDERSTANDING OF THE RULES IS AN ABSTENTION IS ACTUALLY A VOTE IN FAILURE.

SO THAT'S BEEN MY UNDERSTANDING IN THE PAST THAT IF YOU ABSTAIN FROM A VOTE, YOU'RE NOT ACTUALLY DECLINING THE VOTE.

AND SO IF YOU DON'T WANT THE, THE MOTION TO PASS, IT WOULD HAVE TO BE CHANGED TO, UH, DECLINATION OR, OR, OR AN AGAINST, UM, OF THE VOTE AND NOT JUST AN ABSTENTION.

IF THAT IS THE CASE, THEN I'M CHANGING TO NOT AN ABSTENTION, BUT TO SAYING NO, BECAUSE I, SIMILAR TO, UM, COMMISSIONER OMO THOUGHT WE WERE VOTING ON MOVING THE DATE OF THE VOTE.

SO I JUST WANNA CLARIFY THAT.

DOES AN ABSTENTION MEAN THAT WE ARE ACTUALLY ABSTAINING AND OUR VOTE'S NOT COUNTED? OR AS I'VE BEEN LED TO UNDERSTAND, DOES AN ABSTENTION MEAN THAT YOU ARE ACTUALLY ESSENTIALLY VOTING IN FAVOR BY, BY THE WELL TAKEN? UM, CALL THE VOTE AGAIN, .

UM, WE'VE ALREADY, WE'VE ALREADY CALLED THE VOTE.

WE HAVE THE ABSTENTION.

SO, UM, IS THE MOTION STILL ON THE FLOOR? AND WE VOTE FOR JUST THE SIX PEOPLE THAT ARE NON-CONTROVERSIAL AND .

OKAY.

SO LET'S, UH, ARE YOU REVISING YOUR MOTION? WELL, AMEND I IS THAT ACCEPTABLE? YES.

ID, YOU CAN AMEND YOUR MOTION.

OKAY.

SO IN THE MOTION TO, UH, NOMINATE THE, UH, LISTED, UH, PAC NOMINEES AND, UH, PULLED OVER THE INCORRECT NOMINEES, SO WENDY LAND AND REGINA NIPPERT.

BERT.

SO, YES.

UM, SO THE MOTION ON THE FLOOR IS, UH, WE CAN'T DO IT THAT WAY.

SIX, AS I UNDERSTAND YOUR
