I'M ROSA FLEMING, DIRECTOR OF CONVENTION AND EVENT SERVICES.

I HAVE SEVERAL PEOPLE WITH ME TODAY WHO'LL BE BRIEFING DIFFERENT COMPONENTS OF THE, OF THE BRIEFING WITH ME AS WE GO THROUGH IT.

BUT WE'LL START FIRST IF YOU COULD GO TO THE NEXT SLIDE.

SO TODAY IS REALLY TO TALK ABOUT THE FACT THAT WE'RE MOVING FROM CONCEPT TO IMPLEMENTATION.

THE PROJECT'S PROGRESSED AND WE ARE EXCITED TO TALK TO YOU ABOUT THAT.

THE LAST TIME WE BRIEFED COUNCIL ABOUT THE CONVENTION CENTER EXPANSION, THE DECK PARK AND DEMOLITION WAS FEBRUARY 7TH, 2023.

AND WE WENT INTO PROCUREMENT PHASE SHORTLY AFTER THAT IN MARCH AND INTO A SILENT PERIOD.

AND SO AFTER THAT, ALL OF OUR BRIEFINGS TO COUNCIL WE'RE PRIMARILY FINANCIAL.

AND SO TODAY WE WANNA TALK ABOUT THE HOMEWORK THAT WE'VE DONE SINCE WE SELECTED THE PROJECT MANAGER IN SEPTEMBER.

SO WE'LL GIVE YOU AN UPDATE ON EVENT REVENUES ON OUR HOTEL TAXES AND OTHER FINANCING COMPONENTS.

WE'LL TALK ABOUT SOME OF THE CONSTRUCTION CONFLICTS THAT CAME INTO PLAY AFTER WE SELECTED THE PROJECT MANAGER.

WE'LL TALK, WE'LL SPEND A LITTLE TIME ON ENGAGEMENT.

AND WHEN WE GET TO ENGAGEMENT, WE'RE GOING TO SHOW YOU A SPLASH PAGE.

WE'RE TRANSITIONING THE DALLAS CC MASTER PLAN.COM SITE FROM ONE THAT LOOKS AT CONCEPTS TO ONE THAT MOVES TOWARDS IMPLEMENTATION.

AND THEN WE'LL HAVE MICHAEL MORRIS IS HERE AS WELL AS DR.

BEES AND, AND GUS AND CARLY TO TALK ABOUT SOME OF THE TRANSPORTATION INITIATIVES.

SO ONE OF THE THINGS THAT WE'RE HAPPY TO TALK ABOUT IS THAT ORIGINALLY WHEN WE BRIEFED YOU IN FEBRUARY, WE WERE LOOKING AT A RECOVERY FROM THE COVID O YEARS IN 2025.

WE ACTUALLY RECOVERED IN 2022.

AND IF YOU LOOK AT THE, THE SLIDES HERE, YOU'LL SHOW THAT IN 22 WE WERE AT 67 MILLION IN HOT ALONE IN 2380 5 MILLION.

AND THEN BRIER, WHICH HAD ITS FIRST YEAR IN 23 WAS ABOUT 17 MILLION.

THE PFC, THE PROJECT FINANCING ZONE, WHICH IS A THREE MILE RADIUS THAT'S DRAWN AROUND THE CONVENTION CENTER AND PICKS UP HOTELS, AND THEN WE COLLECT FROM THE STATE, THE STATE'S INCREMENTAL PORTION OF HOTEL RELATED TAXES IS PERFORMING VERY WELL.

SO WE FORECASTED 22 AND 23 AT ABOUT 15 MILLION PER YEAR.

WE'VE ACTUALLY GARNERED SETTLING AROUND JUST UNDER 30 MILLION FOR 22 AND 23.

THEY'RE STILL CLOSING THAT UP FOR US, BUT LOOKING AT ABOUT 41 MILLION.

SO REALLY PERFORMING WELL.

IF WE GO TO THE NEXT SLIDE, I'M GONNA ASK ANTHONY LOPEZ, HE IS UP HERE WITH ME.

HE IS WITH OVG 360.

HE'S THE GENERAL MANAGER FOR THE K-B-H-C-C-D AND CRAIG TO HELP ME WITH THE NEXT TWO SLIDES.

BUT SUFFICE IT TO SAY EVENT RELATED REVENUE ALSO IS PERFORMING WELL AS WELL AS OUR ALCOHOL AND BEVERAGE.

SO ALL OF THEM OUTPERFORMING.

YEAH.

UH, THANK YOU ROSA.

UM, I, I'D LIKE TO STATE OR START BY SAYING THAT, UH, WE, WE'VE GOT A GREAT RELATIONSHIP ALITY, COULD YOU GET THE CLOSER TO THE MIC, PLEASE? I'M SORRY.

I'M SORRY.

UH, CAN YOU HEAR ME BETTER NOW? YEAH.

UM, THE, THE VISIT DALLAS TEAM, UH, IN CONJUNCTION WITH THE OBG 360 SALES TEAM CONTINUES TO PUT VERY GOOD BUSINESS INTO THE FACILITY.

UM, IN, IN 2023, UH, FISCAL YEAR 2023, WE WERE ABLE TO, UH, TO GREATLY EXCEED OUR, OUR, OUR PROJECTIONS FOR A BUDGET BY ABOUT $6 MILLION, UH, IN TOTAL.

SO IT, THAT NET ENDED UP RESULTING IN A A NET POSITIVE CASH FLOW FOR US, WHICH IS SOMETHING THAT'S VERY UNUSUAL FOR A CONVENTION CENTER,

RARELY EVER HAPPENS.

UH, AND THE POSITIVE SIDE OF THAT WAS WE'RE ABLE TO INVEST ABOUT $550,000 BACK INTO THE INFRASTRUCTURE OF THE BUILDING TO HELP US GET THROUGH AS WE'RE STARTING TO TRANSITION THE BUILDING INTO A SMALLER FOOTPRINT.

SO WE WERE ABLE TO GO BACK IN AND DO SOME MAJOR HVAC WORK WITHOUT HAVING TO USE CAPITAL FUNDS THIS YEAR.

AND REALLY SORT OF, WE'RE SORT OF LIKE THE, UM, UH, SQUIRREL PUTTING AWAY NUTS FOR THE WINTER.

WE KNOW THAT COMING AHEAD THAT YEARS AREN'T GONNA BE QUITE AS ROBUST AND WE, BUT WE WERE ABLE TO GET AHEAD OF THE CURVE ON SOME THINGS.

AGAIN, THIS YEAR WE'RE RUNNING AHEAD OF BUDGET PROJECTIONS BY ABOUT $400,000.

UM, AND, UH, WE'RE EXCITED ABOUT THE FACT THAT, UH, UH, THERE, WHILE WE'RE DOING GOOD BUSINESS IN THE BUILDING RIGHT NOW, WE CAN REALLY ONLY DO ONE MAJOR EVENT AT A TIME.

AND, UH, WITH THE OPPORTUNITIES COMING AHEAD WITH THE TRANSITION, UH, WE'RE LOOKING FORWARD TO BEING ABLE TO PUT TWO OR THREE, UH, MAJOR EVENTS IN THERE AT A TIME WORKING, UM, ON SLIGHTLY DIFFERENT SCHEDULES.

SO, BUT EVERYTHING LOOKS GOOD.

UH, UH, THE, THE, UH, BUSINESS SEEMS TO BE VERY WELL RECOVERED.

I'LL PASS OFF GREG TO TALK ABOUT THE TAXES.

SO, ON THIS SLIDE YOU CAN SEE THAT OUR, NOT ONLY OUR, OUR VISIT DALLAS SALES TEAM, BUT OUR, OUR COMMUNITY PARTNERS AND OVG 360 HAVE BEEN WORKING TO SELL A BUILDING THAT ISN'T REALLY THERE.

WE KNOW THAT, AND YOU'RE GONNA FIND OUT LATER ON IN THIS, UH, PRESENTATION, JUST WHAT THE FOOTPRINT LOOKS LIKE.

WE'VE BEEN TELLING OUR CUSTOMERS ABOUT THIS NEW FOOTPRINT AND IN OUR WORLD OF CONVENTIONS AND VISITORS AND, AND EVENTS, THE NEW CONVENTION CENTER IN DALLAS IS A BIG DEAL.

AND SO WE HAVE SOLD IT AS A COMMUNITY 41 TIMES A BUILDING THAT HAS NOT REALLY BEEN, UH, IS NOTHING MORE THAN AN IDEA.

SO THAT TELLS YOU THE POWER OF THE RELATIONSHIPS THAT WE HAVE WITH OUR CUSTOMERS THAT TELLS YOU ABOUT THE POWER THAT IS PERCEIVED IN DALLAS, THAT WE WILL, WE WILL DO WHAT WE SAY, WHAT WE'RE GOING TO DO.

SO FROM 2029 AND BEYOND, WE HAVE 41 DEFINITE CONVENTIONS THAT HAVE, UH, THEY HAVE LEASE AGREEMENTS INVOLVED WITH THEM.

WE HAVE ANOTHER 96 OPPORTUNITIES THAT ARE WAITING TO SEE A LITTLE BIT MORE DETAIL BEFORE THEY'LL, THEY'LL GO FORWARD.

JUST ANOTHER ASIDE, USUALLY IN THE COURSE OF NORMAL BUSINESS WITH THE PRESENT CONVENTION CENTER, WE HAVE A CLOSING OR DEFINITE RATIO OF ABOUT 30, 31%.

THAT MEANS THAT OUT OF 10 CONVENTIONS WE SELL DEFINITE THREE.

NOW THAT WE'RE SELLING THE NEW CONVENTION CENTER, THAT RATIO HAS INCREASED TO WELL OVER 60%.

SO THE PENT UP DEMAND FOR DALLAS AND THIS CONVENTION CENTER IN PARTICULAR, BASED UPON WHAT WE KNOW IS REALLY HITTING THE MARK, RIGHT? SO WE'RE VERY, VERY OPTIMISTIC WITH THE ABILITY TO BE ABLE TO CLOSE A LOT MORE BUSINESS, BUT OUR CUSTOMERS, THE ONES THAT HAVEN'T ADOPTED RIGHT YET, ARE WAITING IN LARGE PART TO SEE HOW THIS PROGRESSES AND WHETHER WE'RE GOING TO BE ABLE TO REMAIN ON THE TIMELINE THAT WE ARE RIGHT NOW.

BUT, UM, THIS IS UNPRECEDENTED AND VERY, VERY GOOD NEWS FOR US THAT WE SOLD IT 41 TIMES.

SO WE'RE GONNA, I'M GONNA ASK, UM, MICHAEL MORRIS AND GUS, KEN, CARLY TO, TO JOIN US AS WE WALK THROUGH, UH, THE REST OF THE PRESENTATION, CHRISTIAN TEKI FROM INSPIRED DALLAS HAS ALSO JOINED US.

SO ONE OF THE THINGS WE WANNA TALK ABOUT IS THAT WE'RE ABOUT TO, UH, ADVANCE CONCEPTS TO DESIGN AND PRE-CONSTRUCTION, AND WE'RE STILL GONNA REMAIN CONSISTENT WITH ALL OF THE GOALS THAT WE OUTLINED FOR YOU DURING THE MASTER PLANNING PERIOD.

BUT WE HAVE TO TALK TO YOU A LITTLE BIT ABOUT SOME OF THE THINGS THAT HAVE COME UP IN THE, IN THE WEEKS THAT FOLLOW THE SELECTION OF INSPIRED ALICE AS OUR PROJECT MANAGER FOR COMPONENT ONE, WHICH IS THE CONVENTION CENTER EXPANSION, THE DECK PARK, AND THE, THE TAKE DOWN, EVENTUAL TAKE DOWN OF THE EXISTING CENTER.

AND WE HAVE SOME DISCUSSIONS THAT WE'LL TALK ABOUT RELATED TO TDOT UNION, PACIFIC RAILROAD, AND OBVIOUSLY THE, THE HIGH SPEED RAIL.

AND THEN WE'LL SPEND A LITTLE BIT OF TIME TALKING ABOUT HOW WE'RE GONNA MOVE FORWARD IN MAKING SURE THAT THE COMMUNITY AND OUR STAKEHOLDERS REMAIN INFORMED.

SO AS WE PROMISED IN, IN THE VISION AND THE MISSION OF THE, OF THE PROJECT, THE FACADE OF THE BUILDING IS GOING TO REMAIN THE SAME.

WE WANNA MAKE SURE THAT YOU CAN REALLY GET THE VANTAGE POINTS OF DOWNTOWN, THE VANTAGE POINTS INTO SOUTH DALLAS WITH THE GLASS BUILDING THAT REALLY MAKES USE OF THE, THE URBAN AND GREEN SPACE ENVIRONMENT THAT WILL CREATE ALONG LAMAR STREET AND BOSTON JEAN.

SO HERE WE OVERLAID THE ORIGINAL CONCEPT, THE THREE C WEST OF LAMAR WITH THE REQUESTS THAT HAVE COME UP FROM TDOT, UM, IN THE LAST, UH, FEW MONTHS.

AND YOU'LL SEE THE YELLOW ON THESE.

AND THOSE ARE THEIR REQUESTS FOR THE USE OF SPACE FOR A FEW THINGS.

ONE IS FOR,

UM, U UNION PACIFIC RAILROAD AND FOR THEIR USE OF A, FOR A FLYOVER, BASICALLY OVER, WHILE THEY DO CONSTRUCTION UNDERNEATH.

THE OTHER IS FOR SPACES FOR TDOT THAT THEY'VE REQUESTED TO STAGE EQUIPMENT AND TO STAGE, UM, DIRT, ET CETERA AS THEY MOVE FORWARD WITH THE CONSTRUCTION OF INTERSTATE 30.

SO THESE REQUESTS CAME, WE'VE, WE'VE TALKED TO THEM.

THERE'S NOT AN OPTION FOR THEM NOT TO USE THESE SPACES.

AND SO ONE OF THE THINGS THAT WE TALKED TO YOU ABOUT AS WE SELECTED INSPIRED DALLAS IS THAT THEIR JOB WAS TO LOOK AT OUR CONCEPT AND HELP US TAKE IT ON TIME AND ON BUDGET TO CONSTRUCTION.

AND SO THEY NEEDED TO TEST THE MODEL GIVEN ANY OF THE CURRENT CONS, CONSTRAINTS, OR CONFLICTS THAT COME UP.

AND SO WHAT THEY'VE DONE, IF WE'LL GO TO THE NEXT SLIDE, IS TO MAKE SURE THAT WHAT WE TOLD THE VOTERS, WHAT WE TOLD OUR CLIENTS, WHAT WE TOLD YOU AS CITY COUNCIL, IS THAT WE MAINTAINED THE GROWTH OF THE BUILDING AND THE PLANNED EXPANSION OF THE SITE.

SO THE EXHIBITION HALLS WILL STILL BE 800 SQUARE FEET, THERE'LL BE IN BALLROOMS THAT TOTAL 170, THE LARGE BALLROOM WILL BE THERE, AS WELL AS THE BIGGEST THING THAT IS IS SELLING RIGHT NOW, WHICH IS THE EXPANSION OF THE MEETING ROOMS AND THE PARKING ON THE NEXT SLIDE TO ACCOMMODATE THAT, GIVEN THE CONSTRAINTS THAT TEXDOT AND UNION PACIFIC RAILROAD AND TO AVOID CONFLICT WITH THE HIGH SPEED RAIL.

UM, WE'VE HAD TO MOVE THE BUILDING BACK JUST A BIT.

THE ORIENTATION WON'T CHANGE, THE NUMBER OF STORIES WILL NOT CHANGE, BUT WE'LL HAVE TO MOVE THE BUILDING BACK AND BARRING ANY, ANY DISAGREEMENT WITH IT ON MARCH 6TH, WE'LL BRING THIS BACK A LITTLE MORE FLESHED OUT SO THAT YOU CAN HAVE A LOOK AT EXACTLY WHAT'LL BE IN EACH OF THOSE SPACES.

THERE IS A LEGEND THAT WALKS YOU THROUGH IT.

AND, UM, THE DOTTED LINE, THE DOTTED BLUE LINE IS ACTUALLY THE HIGH SPEED RAIL INITIALLY ON THE THREE C WEST OF LAMAR.

ORIGINAL CONCEPT, IT WAS GOING TO REQUIRE THE CONSTRUCTION OF A CORRIDOR TO GO THROUGH THE BUILDING IN ORDER FOR IT TO PASS.

THAT'S THE ALIGNMENT THAT EXISTS RIGHT NOW THAT IS PUBLICLY SHOWN.

THAT DOES NOT INCLUDE ANY ALIGNMENT THAT WE'RE RESEARCHING RIGHT NOW, OR THAT, UM, MICHAEL MORRIS AND HIS TEAM ARE, ARE STUDYING AS PART OF THE REQUEST TO GO UNDERGROUND.

SO IF WE'LL GO TO THE NEXT SLIDE, THESE JUST GIVE YOU THE VANTAGE POINTS OF THE SECOND AND UPPER FLOORS STILL HAVING THE ROOFTOP, ET CETERA.

SO NUDGING IT BACK A BIT IS WHAT IS REQUIRED.

AND I'LL TALK A LITTLE BIT ON THE NEXT SLIDE ABOUT WHAT THAT DOES FOR US IN TERMS OF, OF LOT E, IF YOU LOOK AGAIN AT THE, AT THE YELLOW, THOSE ARE THE INTERSECTIONS WITH UNION PACIFIC RAILROAD AND TDOT THAT HAVE BEEN REQUESTED.

SO NOW BECAUSE WE ARE NOT BUILDING ON LOT E OR FLOWING OVER LOT E IN ORDER TO ACCOMMODATE UNION PACIFIC RAILROAD LOT E BECOMES VERY VALUABLE FOR US.

WE'LL HAVE TO USE IT FOR MARSHALING, WE'LL NEED TO USE IT TO PUT OUR, ALL OF OUR LOGISTICS, ALL OF OUR POTENTIAL PARKING AND OUR CENTRAL PLANT FOR THE BUILDING.

AND SO IT BECOMES PARAMOUNT.

IT'S ALSO A LOCATION WHERE WE WILL NEED TO LOOK AT A POTENTIAL LOCATION FOR THE VERTI PORT AS WE MOVE IT.

IF YOU RECALL, THAT WAS ONE OF THE SITES THAT THEY LOOKED AT FOR LOCATION OF THAT.

AND WE DID COMMIT TO THE CONSTRUCTION OF A FIRE STATION TO REPLACE THE ONE THAT IS CURRENTLY AT CANTON THAT'S GOING TO BE REMOVED.

AND SO LOT E WOULD BE AVAILABLE FOR THAT.

IT'LL LEAVE US A SMALL PORTION OF LOT E FOR ANY FUTURE EXPANSION IF WE NEED TO DO THAT.

UM, AND I'LL REFER TO THAT HERE MOMENTARILY.

SO AS FAR AS THE RAIL DISTRICT, THERE HAS BEEN A SIGNIFICANT DISCUSSION ABOUT THE EDDIE BERNICE JOHNSON UNION STATION

BEING A FOCAL POINT AS A TRANSPORTATION HUB IN THE DOWNTOWN AREA.

THIS IS CONSISTENT WITH THE CONVENTION CENTER MASTER PLAN AS WELL.

SO JUST WANTED TO HIGHLIGHT THAT.

UH, ROSA HAS ALREADY MENTIONED THE SIGNIFICANT, UH, COORDINATION WITH TXDOT, UH, WITH REGARDS TO THE I 30 PROJECT AND HOW THE CONVENTION CENTER, UH, WILL, UH, BE COORDINATED WITH THE IMPROVEMENTS THERE.

AND THEN AGAIN, WE CONTINUE TO COLLABORATE WITH DART, UH, GIVEN, UH, THAT THE CONVENTION CENTER STATION WOULD BE, UH, IN ITS CURRENT OR NEAR, UH, NEAR ITS CURRENT LOCATION.

UH, IN ADDITION TO, UH, THE, THE ITEMS JUST MENTIONED, UH, WE ARE CONTINUING TO LOOK AT THE, UH, DALLAS STREET CAR EXPANSION, UH, AS PART OF THE, UH, CONVENTION CENTER, UH, DEVELOPMENT, UH, TO SEE HOW WE CAN, UH, CONNECT, UH, THE M LINE TROLLEY AND THE DALLAS STREET CAR, UH, WITH THE CONVENTION CENTER LOOP, UH, AS SHOWN IN THE MAP.

UM, WE DO KNOW THAT THERE IS, UH, SOME INTEREST IN EXPANDING, UH, THE STREETCAR, UH, BEYOND THE CENTRAL LINK.

UM, AND SO AS WE CONTINUE TO DEVELOP THIS PLAN, WE'LL LOOK AT THOSE POTENTIAL, UH, FUTURE EXPANSIONS.

AS WE DISCUSSED WITH THE TRANSPORTATION COMMITTEE A FEW WEEKS AGO, UH, WE HAD BEEN, UH, WORKING WITH, UM, THE COG AND, AND OTHERS ON HIGH-SPEED RAIL INITIATIVES, UH, AROUND THE CONVENTION CENTER, UH, TO INCLUDE THE LEG BETWEEN FORT WORTH AND DALLAS AND THE DALLAS AT HOUSTON.

UM, AND THEN, UH, WITH THE PLAN THAT THE HIGH-SPEED RAIL STATION, UH, IS LOCATED, UH, JUST SOUTH OF I 30 AND THE CEDARS.

UM, IN OUR LAST DISCUSSION WITH THE TRANSPORTATION COMMITTEE, WE DID DISCUSS A VISION, UH, OF AN ELEVATED SIDEWALK OR PEOPLE MOVER THAT WOULD CONNECT THE HIGH SPEED REAL STATION TO THE CONVENTION CENTER, UH, TO THE EDDIE BERNICE JOHNSON UNION STATION AND OTHER DEVELOPMENT, UM, I GUESS TO, UH, CONNECT TO A POTENTIAL DEVELOPMENT IN WEST DALLAS.

UM, IN THE TRANSPORTATION COMMITTEE, IF WE CAN GO BACK, UH, IN THE TRANSPORTATION COMMITTEE MEETING, UH, IT WAS REQUESTED THAT WE, UH, WORK WITH THE COG TO DEVELOP, UH, CONCEPTUALS, UH, EITHER, UH, ILLUSTRATIONS OR, OR MAPS.

AND SO, UM, WE ARE WORKING WITH THE COG TO HAVE THAT TO BE AVAILABLE FOR THE MARCH 6TH BRIEFING WITH CITY COUNCIL.

SO, AS WITH THE MASTER PLANNING PHASE AND THE CONCEPTING ENGAGEMENT IS SUPER IMPORTANT AS WE GO INTO IMPLEMENTATION.

IF YOU RECALL, WE DID MORE THAN 300 MEETINGS, UM, AS WE DID THE MASTER PLANNING.

FOR THAT TO BE AN AFTERTHOUGHT TO ME IS A SLAP IN THE FACE.

AND THE ORIGINAL ALIGNMENT THAT I'D LIKE TO SEE US TO EXPECT AS A COUNCIL TO CONSIDER NEEDS TO BE CONNECTING THOSE TWO ASSETS.

IT NEEDS TO BE INCLUSIVE OF CLOSING IN THOSE GAPS OF TRANSPORTATION THAT WE HAVE.

UH, WE'RE TAKING THE REGIONAL CONNECTIONS OF OAK FARMS. UH, GUS IS TAKING THE LOCAL CONNECTIONS OF OAK FARMS. IT INVOLVES POT, UM, POTENTIALLY DOUBLE TRACKING THE STREETCAR ACROSS THE VIADUCT TO GIVE YOU THE ADDITIONAL CAPACITY TO EXTEND THE STREETCAR INTO THE SOUTHERN SECTOR.

UM, WE'RE IN THE MIDDLE OF HIGH SPEED RAIL, AND NOW I HAVE FIVE OTHER OPTIONS TO REDO WITH REGARD TO HIGH SPEED RAIL.

SO I CAN KEEP HIGH SPEED RAIL MOVING, NOT JUST TO HOUSTON, BUT ALL THE WAY TO FORT WORTH AS PART OF THAT PARTICULAR, UH, PROCESS.

UM, SO THERE'S A SERIES OF THINGS THAT ARE GOING ON AND WE JUMP IN THE DEEP END AND START GOING THROUGH THAT PARTICULAR PATH.

IN THE MONTH OF DECEMBER, WE SAW 13 NEW COMMERCIAL, 13 COMMERCIAL ADDITIONS, 205 COMMERCIAL REMODELS, AND 12 COMPLEX COMMERCIAL Q TEAM PROJECTS.

OUR MINOR COMMERCIAL, UH, Q TEAM, WHICH ISSUES PERMITS THE SAME DAY 27 WERE PROCESSED AND ISSUED FOR OUR CUSTOMERS.

OVERALL, OUR INITIAL REVIEW TIME FOR COMMERCIAL PROJECTS WAS 13 DAYS.

UM, BUT WE'RE PROPOSING TO RESHUFFLE THE BUDGET OF THE DEEP ELM TIP DISTRICT TO BE ABLE TO SEND ABOUT 40% OF THE INCREMENT THAT'S GONNA BE GENERATED BY THE DEEP ELM TIP DISTRICT TO PROJECTS THAT WILL BENEFIT THE GRAND PARK SOUTH TIP DISTRICT, MOST NOTABLY FOR HOMEOWNER STABILIZATION, UM, DISPLACEMENT MITIGATION, UH, CONCERNS IN THE GRAND PARK SOUTH AREA, BUT ALSO FOR MAJOR INFRASTRUCTURE AND WHAT WE CALL PLACES OF PUBLIC ASSEMBLY OR PARKS AND OPEN SPACE.

SO SLIDE SEVEN IS HOW IT ALL WILL BREAK DOWN.

AND THAT WOULD BE DEPLOYED IN THE GRAND PARK SOUTH AREA ONLY.

AND THEN ANOTHER 20% OF WHAT DEEP ELM GENERATES WOULD GO TO ANY PROJECTS THAT SUPPORT THE GRAND PARK SOUTH TIF DISTRICT IN TERMS OF INFRASTRUCTURE AND PLACES OF PUBLIC ASSEMBLY OR PARKS.

AND THAT AMOUNT OF MONEY PLUS THE CASH THAT IT'S ALREADY BEEN GENERATED, AND UNSPENT WILL HELP PAY FOR ANY OF THE THINGS THAT THE DEEP LM DISTRICT TIP DISTRICT WANTS TO DO IN ITS LAST FIVE YEARS, WHICH MAY OR MAY NOT INCLUDE THE CULTURAL INITIATIVES AND THE CULTURAL TRAIL PROJECT.

SO ARE YOU RUNNING OUT OF PROJECTS IN NEED OF FUNDING IN THE DEEP LM TIFF? NO.

IS THAT IT? NO, NO.

I WOULD CHARACTERIZE IT AS WE, WE'VE WORKED WITH THE STAKEHOLDERS IN THE DEEP LM AREA, INCLUDING THE FOUNDATION, AND ASKED THEM TO PRIORITIZE THEIR CLOSEOUT WISHLIST AND, AND NARROW IT DOWN AND MAKE IT VERY SUCCINCT.

SO THEY, I, THEY, I'M SURE THEY COULD PROBABLY SPEND A LOT MORE MONEY, BUT THAT'S NOT WHAT IN THE SPIRIT OF THIS WHOLE THING IS THAT'S, WE'VE ASKED THEM TO PRIORITIZE.

OKAY.

AND THIS WILL BE SUBJECT TO APPROVAL BY BOTH BOARDS? WELL, THE DEPEL TIP DISTRICT BOARD'S ALREADY REVIEWED AND UNANIMOUSLY RECOMMENDED ITS APPROVAL, SO IT WILL BE COMING TO CITY COUNCIL NEXT WEEK.

UH, THERE'S A TWO STEP PROCESS TO INCREASE BUDGETS, AND THE FIRST STEP IS TO CALL THE PUBLIC HEARING.

AND THEN ON THE, ON FEBRUARY 28TH, THE CITY COUNCIL WILL HOLD THE PUBLIC HEARING AND POTENTIALLY ACT ON THE PROPOSAL.

UM, IT INTERSECTS WITH A LOT OF THE PRIORITIES THAT WE HAVE IN OUR CITY.

UM, I THINK THE NEXUS GROUP DOESN'T NECESSARILY GET, UM, A LOT OF NOTORIETY.

A LOT OF IT IS BECAUSE OF THE AUTONOMY THAT THEY NEED OR THE DISCRETION THAT THEY NEED FOR THEIR, THEIR CLIENTS.

UM, BUT I WANTED TO MAKE SURE THAT, UM, UH, THAT OUR COLLEAGUES KNEW THAT THIS, UM, IS A MEDICAL DETOX PROGRAM, MEDICAL ASSISTED TREATMENT, AND, UM, PSYCHIATRIC SUBSTANCE UH, DISORDER SERVICES FOR SUBSTANCE USE DISORDER.

AND, UH, IN MANY INSTANCES, BECAUSE IT IS FOR WOMEN AND CHILDREN, IT'S ALSO DOMESTIC VIOLENCE, UM, UH, VICTIMS IN MANY CASES.

THIS IS ONE OF, UM, MY MOST PRIZED, UM, ORGANIZATIONS IN DISTRICT SEVEN AND THE WORK THAT THEY DO FOR US CITYWIDE.

BUT IF WE COULD CONTINUE TO INVEST IN MENTAL HEALTH, CONTINUE TO INVEST IN SUBSTANCE USE DISORDER AND HELP THOSE INTERSECT WITH THE INVESTMENTS THAT WE'RE MAKING FOR, UH, MANY OTHER FACETS, BUT, UH, OUR UNSHELTERED POPULATION SPECIFICALLY, UH, I JUST WANTED TO GIVE Y'ALL KUDOS.

UM, IT'S WAS WAY UNDER PARKED AND, UM, YOU WOULD, IT'S TRYING TO GET MOVED ON, RIGHT? SO IS THAT SOMETHING THAT CAN BE USED FOR, UM, THROUGH THE TIFF? YES.

THIS DISTRICT WIDE DO C CLARK, OFFICE OF ECONOMIC DEVELOPMENT, UM, THIS BUCKET OF DISTRICT WIDE IMPROVEMENTS WOULD CERTAINLY ALLOW FOR THAT EXPENDITURE, BOTH THE PARKING AND LA LATINO CULTURAL CENTER.

SO, UM, AGAIN, PRIORITIZATION AND PROJECTS THAT COME FOR REQUESTS WE WOULD BRING FORWARD LIKE ANY PROJECT, RIGHT? BUT IT IS ALLOWABLE AND THAT WOULD, THAT WOULD STAY ON THE, IN THE DEEP ELLUM SIDE OF THE BUCKET.

IT IS OF THE BUCKETS, THE DEEP EL DISTRICT BOUNDARY.

OKAY.

VERY GOOD.

AND THEN MY NEXT QUESTION IS, I NOTICED ON PAGE 14 IN APPENDIX A, UM, THAT THE, UM, LATINO CULTURAL CENTER, UM, THROUGH, I THINK IT WAS THE DEEP BE FOUNDATION THAT $5 MILLION WAS BUDGETED FOR IMPROVEMENTS AS WELL FOR THE CENTER.

AND THESE WOULD BE, UM, ITEMS THAT LIKE BOND CAN'T PAY FOR, UM, THINGS THAT NEED TO HELP, UM, MAKE SURE THAT THE LATINO CULTURAL CENTER, YOU KNOW, STAYS, UM, CURRENT AND UM, AND IT'S MAINTENANCE AND THINGS OF THAT NATURE.

AND THERE'S A LOT OF REPAIRS THAT ARE STILL NECESSARY THAT DON'T FALL UNDER BOND.

UM, SO I JUST WANNA MAKE SURE THAT, UM, Y'ALL AREN'T PROPOSING FOR THAT 5 MILLION THAT'S ALREADY BEEN BUDGETED TO, UM, GO AWAY.

NO, TIF FUNDS DON'T SUPPLEMENT BOND FUNDS, SO ANYTHING ALLOCATED IN THE BOND WOULD STILL BE SPENT UNDER THE BOND.

THE TIFF WOULD BE AVAILABLE FOR ANY SORT OF SUPPLEMENTAL PROJECT, RIGHT.

THAT'S WHAT I MEAN IS I, I, IS, I'M SAYING THAT I DON'T, I WANNA MAKE SURE THAT THE, JUST BECAUSE YOU KNOW, THE LCC MIGHT GET SOME MONEY IN THE BOND, THAT IT'S NOT THAT YOU ALL AREN'T TRYING TO SAY THAT THAT BUDGETED AMOUNT, UM, WOULD GO AWAY IN PAGE 14 BECAUSE, UM, THERE'S A LOT OF REPAIRS THAT NEED TO BE MADE AND THINGS THAT NEED TO BE UPGRADED.

AND WE'RE GETTING READY TO GET ONTO THE, UM, 25TH ANNIVERSARY OF THE LATINO CULTURAL CENTER.

SO WE WANNA MAKE SURE THAT IT, UH, GETS, UH, NICE AND SPIFFY AGAIN AND HOPEFULLY WE MAINTAIN IT BETTER, UM, AS WE MOVE FORWARD THROUGH US BUDGETING THE, THE, THE GENERAL, THE GENERAL FUND FOR MAINTENANCE OF OUR ARTS AND CULTURE FACILITIES.

SO I WANT TO HEAR THAT Y'ALL AREN'T TRYING TO TAKE THAT AWAY, BECAUSE THAT'S WHAT, THAT'S HOW I KIND OF READ APPENDIX A AS, NO, NOT AT ALL.

IN FACT, THE PURPOSE OF SLIDE 14 IS TO SHOW THE WISHLIST OF THE, THE DEEP ELM FOUNDATION AND THE, THE, THE STAKEHOLDERS OF DEEP ELM.

SO THIS IS THEIR LIST AND IT'S JUST SHOWING THAT THE CAPACITY IN OUR PROJECTIONS IS GONNA BE ENOUGH TO COVER WHAT THEY WANT TO DO IN THE LAST FIVE YEARS.
