ROLLING.

[Dallas Davis Garden TIF District Board Meeting on December 20, 2023.]

THANK YOU, LESLIE.

AND FOR EVERYBODY CAN'T BE HERE LIKE EITHER SICKNESS OR INJURY.

SO I'M, EVERYBODY'S DEALING WITH THAT WAS FOR THE HOLIDAYS.

ALL RIGHT.

GOOD AFTERNOON EVERYONE.

WE HAVE A QUORUM.

SO LET'S GET STARTED WITH AGENDA ITEM ONE.

I'D LIKE TO CALL THE DAVIS GARDENT PORT OF DIRECTORS REGULAR MEETING TO ORDER ON WEDNESDAY, DECEMBER 20TH.

THE TIME IS 3:00 PM GO AHEAD TO AGENDA ITEM TWO, PUBLIC COMMENTS PERTAINING TO AGENDA ITEMS. IS THERE ANYONE FROM THE PUBLIC WHO WISHES TO SPEAK ON ANY OF THE ITEMS ON OUR AGENDA TODAY? UM, ALL RIGHT.

I DON'T THINK ANYBODY FROM THE PUBLIC WASN, SO I THINK WE CAN MOVE ON.

I AGREE.

OKAY.

AGENDA ITEM THREE.

UM, WE'RE GONNA REVIEW AND CON REVIEW AND CONSIDERATION OF THE MEETING RECORD FOR SEPTEMBER 20TH, 2023, MEETING OF THE DAVIS GARDEN TIFF BOARD OF DIRECTORS MEETINGS.

IS THERE ANY DISCUSSION? IF NOT, I'LL TAKE A MOTION TO APPROVE AS WRITTEN.

THIS WAS SHARED DIGITALLY EARLIER THIS WEEK.

SO MOVED.

I'LL SECOND.

ALL IN FAVOR? RAISE YOUR HAND, PLEASE.

KEEP IT UP.

AYE.

AYE.

LAUREN, I THINK WE NEED YOUR CAMERA ON, IF POSSIBLE.

OKAY.

YOU KNOW WHAT I WAS, OH, I'M SORRY.

IT WAS YOUR REVIEW.

ONE SECOND.

DO YOU SEE ME NOW? YES.

OKAY.

THANK YOU.

THANK YOU.

UM, MOTION PASSES UNANIMOUSLY.

ITEM NUMBER FOUR, REVIEW OF CONSIDERATION OF THE DATE CARD, TIFF DISTRICT ANNUAL REPORT FOR FY 2022 THROUGH 2023.

THIS TIME I'LL TURN IT OVER TO THE STAFF TO PRESENT THE ITEM.

MS. BLAKE, THANK YOU SO MUCH.

UM, AND I WANT TO EXTEND A PERSONAL THANK YOU TO WILLIAM FOR, FOR GOING IT ALONE.

I WOKE UP NOT FEELING WELL AT ALL, AND UM, HE EXTENDED ME THE PRIVILEGE OF BEING ABLE TO DO THIS REMOTELY TODAY.

SO, UM, I APPRECIATE THAT AND I'M, I'M SURE YOU'RE LONELY THERE, BUT JOSEPH, WE'LL KEEP YOU COMPANY AFTER IT'S ALL SAID AND DONE.

UM, AND I WANNA THANK ALL THE BOARD, UH, VERY MUCH FOR YOUR TIME.

I KNOW THIS IS AN EXTREMELY BUSY TIME FOR EVERYONE AND, UM, EVERYBODY'S TRYING TO WRAP UP YEAR END STUFF WITH WORK, AND I'M GRATEFUL FOR YOU TAKING OUT, UH, AN HOUR OR SO HERE TODAY TO GO OVER SOME IMPORTANT STUFF WITH IT CONCERNING THE DAVIS GARDEN TIFF.

SO, WITH THAT, LET'S GO AHEAD AND GO TO THE FIRST SLIDE.

JOSETTE, PLEASE.

UM, I SENT THE, THE, UM, ANNUAL REPORT OUT TO THE BOARD LAST WEEK.

HOPEFULLY YOU'VE HAD A CHANCE TO SKIM THROUGH IT AND MAYBE READ IT COVER TO COVER.

THAT WOULD BE IMPRESSIVE.

I'VE READ IT SEVERAL TIMES, .

UM, BUT I'M ONLY GONNA PULL OUT ABOUT, UH, JUST A HANDFUL OF PAGES OF REALLY PERTINENT INFORMATION THAT I WANNA GO OVER WITH YOU TODAY BEFORE YOU HOPEFULLY WILL MAKE A RECOMMENDATION FOR APPROVAL AND FORWARDING TO COUNSEL FOR APPROVAL.

UH, NEXT SLIDE PLEASE.

THE FIRST JOSE SAID, IS THERE ANY WAY TO ENLARGE THIS? LET ME TRY SEE THE BOTTOM RIGHT.

JOA, YOU CAN HIT THE PLUS SIGN.

THERE WE GO.

THAT'S GOOD.

THANK YOU VERY MUCH.

UM, JUST A, A QUICK RECAP ON THE LIFESPAN OF THE TIFF.

WE ARE A 32 YEAR TIFF.

WE STARTED IN JANUARY OF 2008, AND WE WILL TERMINATE ON DECEMBER 31ST, 2039.

JUST SO IT HAPPENS.

THAT PUTS US EXACTLY HALFWAY THROUGH THE LIFESPAN OF OUR TIF.

AS OF JANUARY ONE AT 16 YEARS, THE CITY CONTRIBUTES 90% OF ITS INCREMENT INTO THE TIF DISTRICT AND THE COUNTY 75%.

NEXT SLIDE, PLEASE.

UM, THIS IS A LITTLE BIT HARD TO SEE.

THERE WE GO.

THANK YOU VERY MUCH.

UM, THE, THE, WE DID ONE MAJOR, UH, PROJECT THIS YEAR THAT WE'VE BEEN WORKING ON FOR THE PAST YEAR AND A HALF, AND THAT WAS THE ROSEMONT SAFE ROUTES TO SCHOOL, ADDING THE ADDITIONAL SUPPLEMENTAL, UM, STREETS TO THE PROJECT.

SO YOU CAN PAT YOURSELVES ON THE BACK.

WE GOT THAT PAST THE GOAL LINE, AND IT'S AN IMPORTANT ADDITION TO THE GOOD WORK THAT'S GONNA BE HAPPENING TO HELP WITH, UH, INCREASED SAFETY FOR OUR, OUR BIKERS AND OUR WALKERS TO ROSEMONT, UH, ROSEMONT SCHOOLS.

UM, IT, IT'S KIND OF HARD TO READ, BUT WE, YOU'LL RECALL WE APPROVED 50,500 ADDITIONAL FOR SUPPLEMENT, UH, SUPPLEMENTAL DESIGN COSTS ONLY.

WE'RE GONNA GET AN UPDATE FROM HORACE AND HIS TEAM HERE IN A FEW MINUTES TO TALK ABOUT WHERE WE STAND WITH THAT.

THAT'S THE ONE MAJOR ACTION WE TOOK.

IT DID NOT GO TO COUNCIL BECAUSE IT WAS APPROVED VIA ADMINISTRATIVE ACTION

[00:05:01]

THROUGH THE PUBLIC WORKS DEPARTMENT, AND THEN BY THE NUMBERS DOWN AT THE BOTTOM.

UM, I THINK THIS IS IMPORTANT TO POINT OUT, WE HAD, UH, WE ARE 301% GROWTH, UH, AT THE 16 YEAR MARK OVER OUR BASE YEAR VALUE.

SO WE ARE ABOUT 500 AND, UH, 63 MILLION AND OUR STARTING VALUE WAS ABOUT 138 MILLION.

SO THAT'S, THAT'S PRETTY IMPRESSIVE AS FAR AS I'M CONCERNED.

UM, WITH THAT GROWTH, WE'RE PREDICTED OR WE'RE PROJECTED TO BRING IN ABOUT 3.4 MILLION IN REVENUE FOR THIS FISCAL YEAR, AND THAT'S ABOUT A 10% YEAR OVER YEAR, UH, GROWTH IN OUR, OUR TIFF INCREMENT REVENUE.

NEXT SLIDE, PLEASE.

UM, THIS MOVING ON TO THE OBJECTIVES PROGRAM SUCCESS INDICATORS.

THIS IS JUST BASICALLY THE GOALS THAT THE, THE, UM, THE BODY WHO FORMED THIS ORGANIZATION SET FORTH FOR US TO ACCOMPLISH OVER THE LIFESPAN OF THE TIFF.

AND A VERY BIG ONE WAS TO ADD TAXABLE VALUE AT ABOUT 1.7 BILLION DUE TO PRIVATE DEVELOPMENT.

UM, IF WE ARE LOOKING AT BEING HALFWAY THROUGH, WE WOULD EXPECT ABOUT 50% TO OUR GOAL, AND WE'RE AT 24%.

AND AGAIN, WE TALK ABOUT THIS EACH YEAR.

THIS IS DIRECTLY CORRELATED WITH THE CANYON DEVELOPMENT.

WE HAD GREAT PLANS FOR THE CANYON AND THOUGHT THAT IT WAS REALLY GOING TO HAVE MADE A LOT MORE PROGRESS AND IT HAS OWNERSHIP CHANGED CANS, THE DEVELOPER CONTINUES TO PUT IN THE INFRASTRUCTURE THAT IS PART OF OUR DEAL WITH THEM.

SO THERE'S DEFINITELY DEVELOPMENT HAPPENING.

WE HAVE TWO, UM, MULTI-FAMILY COMPLEXES OUT THERE, NEW ROADS, NEW UTILITIES.

WE HAVE A NICE RETAIL PAD UP ON 30, WE HAVE 30 FRONTAGE.

SO IT'S, THE DEVELOPMENT IS HAPPENING, IT'S JUST NOT HAPPENING AT THE PACE OR THE DENSITY THAT WE HAD EXPECTED AT THIS POINT.

UM, BUT WE'RE, WE'RE THINKING THAT THROUGH AND TRYING TO FIGURE OUT WHAT OUR NEXT STEP IS IN THAT PROCESS.

AND, UM, HOPEFULLY WE CAN GET UP CLOSER TO OUR, UH, 50% MARK WHENEVER WE MEET AGAIN IN A YEAR ON AND REVIEW OUR ANNUAL REPORT.

NEXT SLIDE, PLEASE.

LOOKING AT WHAT WE HAVE DESIGNATED FOR OUR 20 23, 20 24 FISCAL YEAR WORK PROGRAM TO CONTINUE TO ENCOURAGE DEVELOPMENT PROJECTS WITHIN THE TIF DISTRICT ACCORDING TO THE PLAN, UH, TO CONTINUE OUR PAYMENTS THAT KEEP PAYING THE MONEY THAT WE OWE FOR THE PROJECTS THAT WE HAVE BEEN WORKING ON AND, AND ARE INDEBTED TO.

AND THEN IMPLEMENT THE ROSEMONT SAFE ROUTES TO SCHOOL PROJECT THROUGH FINISH THE DESIGN AND, UH, BEGIN THE CONSTRUCTION AND OVERSEE, UM, I'M KIND OF MANAGE AND OVERSEE THAT THROUGH THE PUBLIC WORKS DEPARTMENT.

MANAGE IS PROBABLY THE WRONG WORD.

OVERSEE , KEEP TABS ON, UM, NEXT SLIDE PLEASE.

OKAY.

THIS ONE, DOES IT, CAN YOU PULL THIS ONE UP A LITTLE BIT? THIS IS OUR, UM, CASH BALANCE.

I'M PROBABLY GONNA NEED THAT TO BE BIGGER.

I CAN'T, I DON'T THINK I CAN READ THAT.

OKAY.

THAT'S BETTER.

UM, SO LOOKING AT OUR, OUR REVENUES AT, IT'S IMPORTANT TO NOTE THAT WHEN WE'RE LOOKING AT THE 2023 COLUMN FOR REVENUE, THAT'S ACTUALLY THE REVENUE THAT WAS COLLECTED FOR THE 2022, UH, FISCAL YEAR.

SO, UM, IN CONTRAST, THE MONEY THAT WE RECEIVED, THE TIFF INCREMENTS THAT WE IN THE, THIS CALENDAR YEAR, WE WON'T SEE UNTIL 2024.

SO HOPEFULLY THAT MAKES SENSE.

SO THREE POINT, UM, I THINK IT'S JUST ABOUT 3 MILLION IN INCREMENT.

AND IF YOU COULD SCROLL DOWN PLEASE.

I THINK OUR EXPENDITURES ARE ABOUT, UM, A LITTLE OVER 1 MILLION MILLION AND THEN WE CAME IN WITH A, A FUND BALANCE OF 1.3, WHICH LEAVES US WITH ABOUT 3.3 MILLION CASH BALANCE FOR THE TIFF.

NEXT SLIDE PLEASE.

SO THOSE WERE THE PAGES THAT I THOUGHT, UM, NEEDED TO BE HIGHLIGHTED.

THE REST OF THE CONTENT WAS JUST UPDATED NUMBERS AND, UM, PRETTY MUCH STAYED THE SAME FROM THIS PAST YEAR.

OR ARE THERE ANY QUESTIONS THAT I CAN ANSWER ABOUT THE ANNUAL REPORT? I ACTUALLY HAVE A QUESTION, LESLIE, BACK TO THE, MAYBE IF YOU COULD GO UP, UM, JO JOSE, JUST ONE, THE NON, I'M LOOKING AT THE EXPENSES, THE 1 MILLION, CAN YOU JUST GIMME A HIGH LEVEL OVERVIEW ON HOW SURE.

LIKE THE NON CAPITAL OUTLAYS, THE LARGER ONE.

I THINK I UNDERSTAND THE ADMIN, BUT MAYBE JUST A WALK THROUGH A LITTLE BIT.

SO I KNOW WE HAVE, YOU KNOW, THE 50,000 FOR ROSEMONT SCHOOLS SAFE AUSTIN SCHOOL, LIKE ADDITIONAL SCOPE

[00:10:01]

FOR DESIGN, BUT WALK ME THROUGH WHERE THE OTHER, WHAT, WHAT, AND I REALIZE THIS IS MAYBE OTHER PROJECTS THAT HAVE BEEN PREVIOUSLY APPROVED, RIGHT? BUT JUST FOR, JUST FOR MY BENEFITS, I DON'T KNOW IF I'M AWARE OF WHAT'S GOING UNDER THAT 8 45 MORE THAN 1 62 COMPLETELY.

HEY LESLIE, THIS IS TK.

CAN YOU, UH, PLEASE GO TO THE NEXT PAGE FOR THE CHAPTER THREE 80 EXPLANATION FOR THOSE EXPENDITURES? I DON'T HAVE THAT IN THIS PRESENTATION, BUT JOSETTE, THAT PDF THAT I SENT OF THE ANNUAL REPORT, WOULD IT BE DIFFICULT TO PULL THAT UP AND LET US LOOK AT THAT? I, I'VE GOT THAT UP ON MY TK, I'VE GOT, I'VE GOT COPY LATER.

WE CAN PULL IT UP FOR EVERYBODY ELSE AND IT'S HANDY.

OKAY.

I'M GONNA HAVE TO JUST SWITCH OUT, UM, WHAT I'M SHARING IF YOU WANT ME TO PULL THE OTHER ONE UP, IF YOU DON'T MIND.

OKAY.

AND THEN WE'LL GO BACK TO THIS ONE.

AND LET'S SEE, I'M, I BELIEVE THAT WE'RE LOOKING AT FOR PAGE, WELL, SO I, I DO SEE IT SAYS THE NON CAPITAL OUTLAYS, THE NORTH OAK CLIFF STREET.

I DO SEE THAT.

PAGE 20.

YEAH.

SO THAT IS FOR THE NORTH OR CLIFF STREET CAR PAYMENT.

PAGE 22, JOSETTE.

THERE WE GO.

SEE IF YOU ALL CAN LOOK AT THE ITEM NUMBER TWO.

WHERE DO YOU WANT ME TO GO? I'M SORRY.

PAGE, UH, PAGE 22.

OKAY.

THERE, THERE WE GO.

NO, NO, RIGHT THERE.

NO, I'M SORRY, SECTION.

OKAY.

JUST A LITTLE BIT, LITTLE BIT ON THE TOP PAGE.

YEAH, THERE WE GO.

GO ITEM NUMBER TWO.

THERE, THERE IT SAYS NON CAPITAL OUTLAY EXPENDITURES.

SO THAT IS APPLICABLE TO THE NORTH OAK CLIFF STREETCAR PROJECT.

WE MADE A PAYMENT OF AROUND $545,000 AND THE REMAINING $300,000 WAS ACCRUED IN 2023.

AND THEN WE NEED TO MAKE A FINAL PAYMENT IN 2024.

AND THAT THEN THE $162,000 IS, THAT'S APPLICABLE TO THE FISCAL YEAR 2023 ROSEMONT PROJECT EXPENDITURES APPLICABLE TO THE ENGINEERING DESIGN BOUNDARY SURVEY APPLICABLE TO THE ROSEMONT SAFE PROJECT.

GOT IT.

THANK YOU FOR THAT.

YES, SIR.

THANK YOU.

THANK YOU.

TK, ANY OTHER QUESTIONS ABOUT THE ANNUAL REPORT? I CAN ANSWER.

UM, I DON'T HAVE A QUESTION.

I JUST WANTED TO THANK LESLIE AND THE STAFF.

I THINK THE REPORT AND OUR ACTIVITIES DON'T CHANGE, UH, GREATLY FROM YEAR TO YEAR, BUT IT'S STILL IMPORTANT TO GO THROUGH AND GET A REFRESHER ABOUT HOW THE CHIP WAS CREATED AND WHAT THE GOALS WERE AND, UM, JUST THE FINANCING.

SO I APPRECIATE THAT OPPORTUNITY TO, TO GO OVER IT AGAIN.

THAT ALL? YES, SIR.

I DID HAVE A QUICK QUESTION.

ANY PROJECTS THAT YOU CAN SEE COMING DOWN THE PIKE OR NO? UM, JUST CURIOUS.

OF COURSE, OF COURSE WE HAVE THE, THE CONSTRUCTION COMING FOR THE ROSEMONT, UM, THE WEST DAVIS STREET RECONSTRUCTION.

I, DEPENDING UPON HOW THE BOARD FEELS ABOUT THE TIMELINE THAT'S BEEN ATTACHED TO THE, THE REQUEST THAT WE'RE MAKING, WE COULD MAYBE POTENTIALLY BE INVOLVED IN THAT.

UM, SO CAN, CAN I JUST SAY THAT I'M GONNA, I'M GONNA UNVEIL THAT IN A FEW MINUTES AND THAT'LL BE THE OTHER PROJECT THAT I SEE, UM, COMING, THAT I KNOW OF.

UM, AND THEN WE NEVER KNOW WHAT'S GONNA HAPPEN WITH THE CANYON.

WE'RE STILL LOOKING AT, AT, AT HOW TO STRATEGICALLY HOW TO, TO MAXIMIZE THAT AND, AND MAYBE RETHINK THAT.

UM, IF THERE AREN'T ANY OTHER QUESTIONS, WILLIAM, THIS IS AN ITEM FOR ACTION AND WE WOULD NEED ANY MOTION OR YOU NEED ANY MOTION TO INCLUDE THE CAVEAT THAT, THAT THIS IS SUBJECT TO FINAL, UM, CALCULATION REVIEW AND APPROVAL ONCE OUR, ONCE THE NUMBERS COME IN THAT WE RELY ON TO MAKE SURE THIS IS SOUND.

YES.

UM, FULLY SO I THINK WE'RE GOOD TO, UM, TO MAKE A MOTION.

UM, SO THERE ARE NO MORE QUESTIONS FOR STAFF.

UM, THE STAFF IS REQUESTING RECOMMENDATION.

THE BOARD WAS ITEM AS PRESENTED.

THE BOARD WILL FORWARD THE RECOMMENDATION OF APPROVAL TO CITY COUNCIL WITH A CAVEAT,

[00:15:01]

UM, FOR FINAL REFINEMENT OF, UM, THE NUMBERS.

AT THIS POINT, I'LL ENTERTAIN A MOTION FOR AGENDA ITEM FOUR.

SO MOVED.

I HAVE A MOTION TO APPROVE AGENDA ITEM FOUR IS PRESENTED WITH A RECOMMENDATION OF APPROVAL.

THE CITY COUNCIL BY ACTUALLY DIDN'T HEAR WHO MADE THAT THE RECOMMENDATION? THAT WAS, I THINK WE SPOKE AT THE SAME TIME.

YEAH.

OKAY.

WE'LL SAY LAUREN.

OKAY.

UM, DO I HAVE A SECOND? I THINK AUGUSTINE SECONDED.

YEAH, SECONDED BY AUGUSTINE.

THANK YOU.

UH, ALL IN FAVOR, RAISE YOUR HAND AND PLEASE KEEP IT RAISED UNTIL VOTE IS FINALIZED.

AYE, AYE.

AYE.

AYE.

OKAY.

MOTION PASSES UNANIMOUSLY.

AND IF YOU COULD GO BACK TO THE ORIGINAL POWERPOINT PLEASE.

THANK YOU.

ITEM NUMBER FIVE, REVIEW AND CONSIDERATION OF REGULAR MEETING SCHEDULE FOR DAVIS CARD AND TIFF BOARD OF DIRECTORS DURING CALENDAR YEAR 24.

BLAKE, DO YOU HAVE A PRESENTATION FOR THIS ITEM? I DO.

AND HERE IT IS NOW.

GREAT.

UM, THIS IS SOMETHING THAT WE DO EVERY YEAR, UH, TO EVERYBODY GET ON THE SAME PAGE ABOUT THE MEETING SCHEDULE FOR THE COMING YEAR.

I'M RECOMMENDING THAT WE MAINTAIN THE CURRENT SCHEDULE, UM, JUST CUT AND PASTE INTO 2024, AND THAT WOULD BE THE THIRD WEDNESDAY OF THE THIRD MONTH AT 3:00 PM AND THOSE ARE THE ACTUAL DATES AND THE BULLETS.

UM, IT'S IMPORTANT TO NOTE THAT IF THERE IS NOT ANY BUSINESS TO DISCUSS, THEN WE WILL NOT HOLD THE MEETING.

I'M, I WOULD BE SURPRISED IF WE DON'T HAVE BUSINESS AT EVERY MEETING THIS COMING YEAR.

UH, BUT OF COURSE YOU WOULD BE NOTIFIED IF, IF WE ARE OR ARE NOT HAVING THE MEETING.

IF YOU AGREE WITH THIS SCHEDULE AND THIS IS AN, AN ITEM FOR A VOTE, THEN I'LL SEND THESE DATES OUT TO YOU IN THE FORM OF AN OUTLOOK INVITATION, SO IT CAN BE A PLACEHOLDER ON YOUR CALENDAR.

AND THAT'S WHAT I HAVE.

THANK YOU, MS. BLAKE.

DO WE HAVE A MOTION FOR AGENDA ITEM FIVE? I'LL MAKE A MOTION THAT WE ACCEPT THESE DATES AS FUTURE MEETING ITEMS. I HAVE A MOTION FROM LUIS TO APPROVE QUARTERLY MEETING SCHEDULE FOR A THIRD WEDNESDAY AND THIRD, THIRD WEDNESDAY OF THE THIRD MONTH OF EACH ORDER AT 3:00 PM A SECOND.

I'LL SECOND.

UH, AUGUST.

SECONDED.

SECOND BY AUGUSTINE.

ALL IN FAVOR, RAISE YOUR IT RAISED VOTE.

UM, ALL RIGHT.

MOTION PASSES UNANIMOUSLY.

ALL RIGHT.

AGENDA ITEM SIX.

UM, RECEIVE INFORMATION UPDATES ON THE ROSEMONT SAFE ROSS SCHOOL PROJECT.

MS. BLAKE? YES, SIR.

OKAY.

SO WE HAVE, UM, HORACE AND HIS TEAM, YOU'LL, YOU'LL RECALL THAT WE, CAMERON ANDERSON HAS BEEN OUR GO-TO WITH PUBLIC WORKS, UM, FOR THE LAST YEAR AND A HALF.

CAMERON AND HIS WIFE JUST HAD A LITTLE BABY GIRL.

AND SO HE'S ON PATERNITY LEAVE AND HORACE HAS STEPPED IN.

UM, I BELIEVE THAT CHANGHO IS, IS, UH, CHANGHO Y BY CHANGHO.

WE HAVEN'T MET YET, BUT HELLO.

UM, IS, IS GOING TO TAKE OVER THE ACCOUNT FOR US AND HORACE AND HIS TEAM HAVE PUT TOGETHER THIS PRESENTATION AND THEY'RE GONNA GIVE US, WALK US THROUGH, UM, THE PROGRESS AND WHAT WE CAN EXPECT TO COME IN THE NEXT SEVERAL MONTHS.

OKAY.

SO, THANK YOU VERY MUCH.

GO AHEAD.

OKAY.

I'LL MAKE IT PRETTY BRIEF.

WELL, THIS PROJECT WAS BROKEN UP INTO THE ORIGINAL SCOPE, AND THEN THERE WAS A LOT OF INTEREST IN TRYING NEAR THE SCHOOL TO HAVE, UM, CYCLE TRACK.

SO WE CREATED AN ADDITIONAL SCOPE.

SO WE PROBABLY WANNA GO TO THE NEXT SLIDE.

NEXT SLIDE SHOWS ALL THE STREETS THAT ARE AFFECTED.

AS YOU GUYS KNOW, THE SAFE ROUTES OF SCHOOL TYPICALLY ALWAYS IS AROUND SCHOOLS.

SO IN THIS CASE, WE HAVE SAN LIA, WE HAVE ROSEMONT PRIMARY, WE HAVE ROSEMONT ELEMENTARY SCHOOL.

AND WHAT THESE, THESE PROJECTS ARE FOR IS FOR MAKE THE, MAKE IT SAFER FOR THE CHILDREN TO RIDE THEIR BIKES OR WALK MOSTLY.

SO EVERYTHING THAT'S SHOWN IN PINK IS PART OF THE ORIGINAL SCOPE.

EVERYTHING ON THE LEFT, WHICH IS IN BLUE, IS PART OF THE ADDITIONAL SCOPE NEAR THE ROSEMARY PRIMARY SCHOOL, UH, ROSEMONT PRIMARY SCHOOL.

SO THAT'S STEVENS FOREST, NORMALLY THAT'S THE WAY WE'VE BEEN CALLING IT.

UM, SO WE MOVE FORWARD TO 99% ON EVERYTHING THAT'S IN PINK.

AND WE ARE PRETTY MUCH RI HITTING AT 65% AFTER NEW YEAR'S, PROBABLY AROUND MID JANUARY ON THE AREA IN BLUE.

AND I CAN TELL YOU THE IMPROVEMENTS.

THESE

[00:20:01]

AMENITIES ARE SIDEWALKS.

WE HAVE HUMPS, UH, THAT ARE PROPOSED ON MONTCLAIR AND WIND MIRROR AVENUE.

WE HAVE BUMPOUTS TO MAKE THE CROSSWALK SAFER AND THE CROSSING DISTANCE SHORTER.

WE ALSO HAVE SOME STAMP COLOR CONCRETE FOR SOME OF THE CROSSWALKS.

AND WE HAVE SHARED USE, UM, SORRY, SHARED BIKE, BIKE, UH, LANES ALONG, UM, ALL THESE STREETS THAT ARE HERE SHOWN, UH, ON, IN PINK AND IN BLUE, WELL, IN BLUE WE'RE GONNA HAVE A CYCLE TRACK RIGHT ACROSS FOREST, STEVENS FOREST.

AND THEN WE'LL HAVE TWO DEDICATED BIKE LANES ON MARY CLIFF ROAD.

SO, AND THEN WE HAVE VERY FEW RAMPS THAT ARE ALSO IMPROVEMENTS TO MAKE IT SURE, MAKE SURE THAT WE'RE MEETING EVERYBODY'S REQUIREMENTS.

SO THIS, THIS SHOWS, THIS SHOWS THE BIG PICTURE HERE.

SO THE WHOLE IDEA IS IN THE ORIGINAL WE HAVE 1.2 MILLION FOR CONSTRUCTION, AND ON THE ADDITIONAL, WE HAVE ABOUT $600,000, UH, IN THAT AREA NEAR THE SCHOOLS.

AND THAT, AND THERE'S, THERE'S HIGH INTEREST FROM THE PUBLIC ON IN THAT AREA NEAR THE TWO ROSE MOUNT ROSEMONT SCHOOLS.

UM, WE CAN GO TO, LET'S SEE, THE NEXT SLIDE.

AND THIS IS A LITTLE, THIS THE SCHEDULE PRETTY MUCH THAT WE'RE INTERESTED IN.

SO THE PAST APPROVALS ARE LISTED THERE.

ONE OF THE, ONE OF THE MOST IMPORTANT PARTS FOR US IN ENGINEERING AT PUBLIC WORKS, LOOKING AT DESIGN MOVING FORWARD.

SO THE THIRD ONE THAT SHOWS 95% GOING TO 99, SO THE 99 WE'RE SHOULD BE RECEIVING ON THE 10TH OF JANUARY.

UM, AND THEN ON SUPPLEMENTAL, WE SHOULD BE RECEIVING THAT LIKE NINE DAYS LATER OR SEVEN DAYS LATER FOR THE 60% OR 65% PROGRESS SET.

AND WE'RE GONNA EXPEDITE THAT ONE.

SO THEY REACH AT THE SAME TIME, THE ORIGINAL DESIGN IS BEING COORDINATED WITH TEXT DOT AND THE SUPPLEMENTAL IS BEING IS, IS DOES NOT HAVE THE TEXT DATA ATTACHED.

SO THE REVIEW BY TEXT THAT WE HAVE ALREADY PERFORMED, THE 90, THE 95, THE 95, AND WE'RE GONNA BE HEADING INTO THE 99 AND THEN GOING TO AUSTIN.

SO THE DALLAS DISTRICT HAS ALREADY REVIEWED IT AND OUR CONSULTANTS ADDRESSING THAT UNTIL JANUARY 10TH.

AND THEN OUR WHOLE, OUR WHOLE, WHAT WE'RE TRYING TO DO IS REACH THAT WAY WE CAN ACTUALLY IN AUGUST, 2024 BEFORE OUR DEADLINE, MAKE SURE THAT WE CAN AWARD FOR CONSTRUCTION THE ORIGINAL PLUS ADDITIONAL QUESTION, HORATIO? YES, SIR.

REAL QUICK, WHAT HWA, WHAT DOES THAT ACRONYM STAND FOR? I MIGHT HAVE MISSED THAT.

FEDERAL HIGHWAY ASSOCI ADMINISTRATION.

THANK YOU.

AND FROM MY MEMORY, THE, THE FHWA, THEY'RE CONTRIBUTING.

SO I, I THINK YOU, WE SAW THE FUNDING REQUIREMENTS FOR THE PINK AND BLUE, THE PREVIOUS SLIDE, AND THE FH WA IS PROVIDING SOME FUND, IS IT RIGHT THAT THEY'RE PROVIDING SOME FUNDING, I THINK LIKE A MILLION RIGHT TOWARDS THE PINK? IS THAT A FAIR GIVE? YEAH, LET'S GO THERE.

SO, UM, AS, AS FAR AS THE PART PARTICIPATION FROM THE DIFFERENT GROUPS, UM, I, I CAN FOLLOW UP WITH A, A BETTER ANSWER ON WHERE WE ARE AT THIS POINT.

UM, ALL I DO KNOW IS THAT WE ARE CO PARTICIPATING WITH THE DIFFERENT AGENCIES ON THE PART OF THE PINK.

YEAH, I, I, I CAN PROVIDE SOME INFORMATION ON, UH, THE FEDERAL, UH, PARTICIPATION ON THE, THE ORIGINAL SCOPE.

UM, FROM THE, THE ORIGINAL, UH, AGREEMENT WITH THE FEDERAL, UH, FUNDING, THE FEDERAL PORTION OF THE COST WAS ABOUT $780,000.

AND I THINK, UH, ALL OF THAT WILL BE TOWARDS THE CONSTRUCTION OF THE PROJECT.

OKAY, THANK YOU.

IT'S ANG IS THAT ALRIGHT? CHANG? THANK YOU.

ARE THERE ANY OTHER QUESTIONS FROM THE BOARD, UM, FROM FOR THE TEAM WHILE WE'VE GOT THEM HERE ON THE ROSEMONT PROJECT? I GUESS SOMETHING I COULD SAY WE HAD IN MARCH, 2023, WE DID HAVE A PUBLIC MEETING AND LESLIE, WE DID A FANTASTIC JOB JUST TO LET EVERYBODY KNOW.

YES, THANK YOU.

THANK YOU VERY MUCH.

MEETING.

UM, AND I HAVE ANOTHER QUESTION, HORATIO, ON THE 65%, CAN YOU WALK ME THROUGH WHAT'S REMAINING OR WHAT THE, UM, WHAT, WHAT'S LEFT

[00:25:01]

ON THAT? LIKE 99% SOUNDS LIKE PRETTY MUCH NOTHING, RIGHT? OR LIKE, YEAH, WE HAD, WE HAD SOME, FOR YOUR INFORMATION, WE HAD 13 REVIEWERS ON THIS PROJECT FROM TEXTILE.

IT ALMOST SEEMS EXCESSIVE, BUT ANYWAY, WE HAVE ADDRESSED, UH, ALL THESE AND THE CONSULTANTS ACTUALLY WORKING ACTIVELY.

UM, AT THE SAME TIME WE'RE CATCHING UP ON THAT BLUE PROJECT SIGNIFICANTLY.

SO THAT BLUE PROJECT, WE HAVE DEDICATED BIKE CLAIMS AND WE'RE TRYING TO GET THE CYCLE TRACK ON ONE SIDE.

AND THAT'S THE PREFERENCE FROM, FROM THE SCHOOL.

UM, YES, SORORITIES ALSO WITH THE, WITH THE PARENTS AND EVERYBODY AND, AND THE PTA.

SO WE'RE THAT CYCLE TRACK AND THEN WE'RE GONNA BE HAVING TO CROSS OVER THE CHILDREN SAFELY AND, AND THAT, THAT'S WHAT'S UNDER DESIGN RIGOROUSLY RIGHT NOW TRYING TO MAKE IT.

AND WHEN I SAY 60%, I, I SHOULD NOT SCARE YOU TOO MUCH BECAUSE THESE PROJECTS CAN PROBABLY MOVE FORWARD TO 90, 90% PRETTY QUICKLY AND 60% JUST COULD BE, IT GOES FROM CONCEPT TO, TO FINAL PRETTY QUICKLY.

OKAY, THANK YOU.

YOU'RE WELCOME.

UM, I WANNA THANK HORACE FOR, UM, TOUGHING IT OUT THROUGH THIS.

HE'S HAD BRONCHITIS AND IS, UH, THAT'S A HARD, UM, THING TO, TO MAN UP THROUGH , SO THANK YOU VERY MUCH.

THANK YOU JACQUE, FOR STEPPING IN ON THE FUNDING.

I WAS GETTING READY JUST FOR THE DESCRIPTION OF THE PROJECT.

OKAY.

CAN I PLEASE ASK THE TWO OF YOU TO STAY FOR THIS LAST ITEM? YOU MIGHT HAVE SOME INFORMATION YOU CAN PROVIDE US IF, IF THE BOARD GOES THE DIRECTION THEY MIGHT GO.

ABSOLUTELY.

THANK YOU VERY, VERY MUCH.

ALRIGHT, THANK YOU LESLIE.

AND OF COURSE, DOES THE BOARD HAVE ANY O OTHER QUESTIONS ON THIS ITEM FOR STAFF? ALL RIGHT.

WE'LL MOVE ON TO ITEM NUMBER SEVEN.

RECEIVE INFORMATION, UPDATE ON PEDESTRIAN IMPROVEMENTS REQUESTS BY THE DAVIS GUARDIAN T BOARD, DAVIS GUARD TIFF DISTRICT BOARD TO BE ADDED TO LES DAVIS STREET RECONSTRUCTION PROJECT, MIKE.

OKAY.

SO AS A REFRESHER, UM, YOU'LL RECALL AT OUR LAST MEETING, WE, WE DECIDED WE WANTED TO TAKE A LOOK AT THE TIFF PROJECT PLAN, THE ORIGINAL PLAN, UM, THAT WAS PART OF THE FORMING DOCUMENTS OF THE TIF AS WELL AS THE, THE BOND PROGRAM AND THE IMPROVEMENTS THAT WERE BEING CONSIDERED AND THE WEST DAVIS STREET RECONSTRUCTION PROJECT, JUST TO PUT OUR OWN LENS ON IT TO SEE IF WE FELT LIKE THAT IT WAS STILL, UM, UH, THE RIGHT PATH FOR US TO TAKE AND IF THE OTHER TWO PLANS AND PROJECTS WERE ADDRESSING THE NEEDS THAT WE THINK, UH, THAT THE DISTRICT, UH, NEEDS TO BE CONSIDERING AND, AND TAKING ACTION TOWARD.

SO AS A RESULT OF THAT DISCUSSION, YOU DETERMINED THAT YOU WANTED ADDITIONAL PEDESTRIAN IMPROVEMENTS, SO THE INTERSECTIONS OF WEST DAVIS, UH, AT MARY CLIFF AND WEST DAVIS AT NORTH CLINTON.

AND THEN YOU ALSO WANTED TO KNOW WHAT THE PARKS AND REC DEPARTMENT HAD PLANNED EITHER CURRENTLY OR IN THE NEAR FUTURE FOR OUR, OUR DISTRICT.

YOU WANTED ME TO MEET WITH THE TRANSPORTATION DEPARTMENT AND REQUEST ADDING THE PEDESTRIAN IMPROVEMENTS TO PHASE ONE OF THE WEST DAVIS STREET RECONSTRUCTION PROJECT AND THEN MEET WITH PARKS AND REC AND TALK ABOUT WHAT THEY'VE GOT GOING ON.

SO WITH PARKS AND REC, UM, THEY RECENTLY COMPLETED IMPROVEMENTS AT KIDS SPRINGS PARK AND THE EXTENSION OF THE COOMBS CREEK TRAIL TO MOSS PARK IS UNDERWAY.

THEY DON'T HAVE ANYTHING ELSE CURRENT OR IN THE NEAR FUTURE PLANNED FOR THE DISTRICT.

NEXT SLIDE PLEASE.

UM, UH, ABOUT A WEEK AFTER WE MET, I MET WITH THE INTERNAL TEAM MANAGING THE WEST DAVIS PROJECT, AND THAT'S BEING HEADED UP BY TRANSPORTATION AND REQUESTED THAT A HAWK SIGNAL BE INCLUDED IN THE PROJECT SCOPE I GOT RIGHT AT THEIR KICKOFF MEETING.

SO, UM, IT WAS GREAT TO LEARN ABOUT HOW THAT THE, THE VOLUME OF PEOPLE INVOLVED IN THE AREAS OF EXPERTISE.

IT WAS A REALLY A GOOD, UM, OPPORTUNITY FOR ME.

AND I JUST SLIPPED IN.

COULD WE ALSO GET A HAWK SIGNAL AT THESE TWO INTERSECTIONS? AND THEY WERE RECEPTIVE AND THOUGHT THAT IT, IT MIGHT BE WARRANTED.

SO WARRANT IS THE OPERATIVE WORD HERE.

WHAT THEY ARE WANTING TO DO AS THEY GO THROUGH THE SCOPE IS PUT A WARRANT ANALYSIS, PERFORM A WARRANT ANALYSIS TO SEE IF IT IS WARRANTED TO HAVE THESE PEDESTRIAN IMPROVEMENTS AT THESE TWO INTERSECTIONS.

SO THIS AREA THAT'S, UM, SHADED IN BLUE, UH, THIS IS WHAT THE CURRENT SCOPE IS, AND THEY'RE HOPING THAT THEY HAVE THE SCOPE FINALIZED BY THE END OF THE MONTH.

UM, PAVING, THIS IS FOR THE PHASE ONE, AND THAT'S FROM HAMPTON TO, UH, CLINTON.

SO PAVING BARRIER, SEPARATED BIKE LANES IN EACH DIRECTION FROM HAMPTON TO MARY CLIFF, ENHANCED SIDEWALKS WHEREVER POSSIBLE.

AND I TRIED TO GET 'EM NAILED DOWN ON THAT AND THEY CAN'T

[00:30:01]

RIGHT NOW.

AND THAT WAS SOMETHING, A BIG DISCUSSION THAT HAPPENED AT OUR LAST MEETING, THAT THE SIDEWALK IMPROVEMENTS WERE REALLY NECESSARY.

SO IT'LL BE INTERESTING TO SEE HOW THAT EVOLVES AS THEY GO THROUGH THE PLANNING PROCESS.

UM, AND A TWO LANE STREET WITH CONTINUOUS LEFT TURN FROM MARY CLIFF, NORTH CLINTON.

UM, OF COURSE DRAINAGE WATER AND WASTEWATER STREET LIGHTING DESIGN.

NEXT SLIDE PLEASE.

THERE WE GO.

UM, TRAFFIC SIGNAL DESIGN.

THESE ARE THE, THE ONES THAT THEY'RE INCLUDING IN THE SCOPE AT THIS POINT.

A REBUILD AT NORTH HAMPTON, MONTCLAIR AND EDGEFIELD.

AND THEN OUR WARRANT ANALYSIS.

THEY'RE ALSO GOING TO BE STUDYING A BRAND NEW SIGNAL AT MARLBOROUGH AND THEN THE HAWK AT MARY CLIFF IN NORTH CLINTON.

AND THAT LITTLE ILLUSTRATION THERE IS WHAT A HAWK SIGNAL LOOKS LIKE IN, IN CASE YOU GUYS ARE, I MEAN THERE, THERE'S DIFFERENT DIFFERING STYLES, BUT THAT'S AN EXAMPLE OF ONE.

UM, LANDSCAPE STREET SCAPE AND IRRIGATION DESIGN IS IN THE SCOPE PUBLIC MEETINGS.

SO THEY'RE GOING TO BE TAKING IT TO THE STREET, SO TO SPEAK TO THE NEIGHBORHOOD AND SHARING THE, THE DESIGN, UH, THE PROPOSED DESIGN ONCE THAT'S AVAILABLE AND GETTING FEEDBACK FROM THE NEIGHBORHOOD, WHICH IS CRITICAL.

UM, AS WE KNOW, AS WE'VE MOVED THROUGH THIS, THESE MEETINGS JUST WITH OUR BOARD, NEXT SLIDE PLEASE.

AND THEN I WANT YOU TO SEE THE, THE SAFETY AND CAPACITY ANALYSIS TO SHOW YOU THE, THE DEPTH THAT THEY'RE GOING TO MAKE SURE THAT THIS IS DONE RIGHT.

I'M, I, I WAS IMPRESSED.

THEY'RE DOING A CAPACITY ANALYSIS FOR THE, THE MORNING AND EVENING CONDITIONS OF HAMPTON, MONTREAL, MARLBORO, AND MARY CLIFF, AND THEY'RE LOOKING AT THE FUTURE VOLUME DEVELOPMENT BASED ON GROWTH RATES FROM HISTORICAL COUNTS, CRASH ANALYSIS AND COLLISION DIAGRAM FOR THE LAST THREE CALENDAR YEARS FOR HAMPTON AND FROM HAMPTON TO NORTH CLINTON.

AND THEN THEY'LL BE DETERMINING THE SAFETY PERFORMANCE FOR THE EXISTING CONDITIONS AND THEN UP TO TWO BUILD ALTERNATIVES.

SO WHAT, WHAT, WHAT ARE THE SAFETY CONDITIONS NOW AND WHAT ARE THEY WHEN WE, IF WE WERE TO, TO UPGRADE TO, TO AND BUILD ALTERNATIVE A AND B OR B.

UM, AND THEN THEY'LL QUALITATIVELY REVIEW THE EFFECTS ON THE PEDESTRIAN AND BICYCLE SAFETY THROUGHOUT THE CORRIDOR BASED ON THOSE RESULTS.

SO IT'S VERY THOROUGH TO ME AND, UM, CLEARLY THEY KNOW WHAT THEY'RE DOING.

UM, I WAS PLEASED THAT THEY WERE SO RECEPTIVE TO THE IDEA OF OF, OF STUDYING THESE HAWK SIGNALS.

NEXT SLIDE, PLEASE.

SO WITH THAT, WE CAN LOOK AT WHAT THE NEXT STEPS ARE ON THIS PROJECT.

UM, I WORKING WITH THE TRANSPORTATION DEPARTMENT THAT THEY STRESS THAT THIS HAS NOT EVEN GONE TO AN ENGINEERING CONTRACT.

AND I THINK WE ALL KNOW, UH, FROM OUR EXPERIENCE TOGETHER THE LAST YEAR AND A HALF THAT DESIGN AND CONSTRUCTION OFTEN TAKE MUCH LONGER THAN WE THINK IT WILL.

SO YOU JUST START AT THE TOP BULLET AND SCROLL ON DOWN TO THE LAST BULLET.

YOU CAN SEE WE'RE LOOKING AT A FIVE YEAR TIME PERIOD.

IT COULD BE LONGER.

UH, THAT'S FOR THE ENTIRETY OF THE PROJECT, BY THE WAY, ALL THE WAY THROUGH CONSTRUCTION FOR PHASE ONE.

HOWEVER, OUR, OUR SIGNALS COULD HAPPEN EARLIER IN THE CONSTRUCTION PROCESS, BUT I'M GETTING AHEAD OF MYSELF.

LET'S START THE, THEY'RE HOPING TO GET SCOPE APPROVAL BY THE END OF THIS YEAR.

THEN THEY'RE LOOKING TO DO THE ENGINEERING SERVICES CONTRACT PRESENTING THAT TO COUNCIL, UM, IN JANUARY, UM, NOTICE TO PROCEED TO START DESIGN SERVICES.

AND THEY SAID IT USUALLY TAKES ABOUT TWO MONTHS AFTER COUNCIL TO AWARD THE NTP TO START DESIGN SERVICES.

SO WE'RE LOOKING AT SPRING OF NEXT YEAR TO BEGIN DESIGN AND THEN, UM, SHORTLY THEREAFTER THEY'LL BEGIN DATA COLLECTION AND THAT WILL BE, THAT INCLUDES THE WARRANT STUDY FOR THE SIGNAL INSTALLATION.

THEN THANKFULLY WE'LL HAVE AN ANSWER PRETTY QUICKLY AFTER THAT.

BY FALL OF NEXT YEAR, WE'LL GET THE RESULTS OF THE WARRANT STUDY IF ALL GOES AS PLANNED AND IF THE HAWK SIGNALS ARE WARRANTED, THE TRANSPORTATION DEPARTMENT IS WA IS PLANNING TO RECOMMEND THAT THE COST OF THE SIGNALS BE INCLUDED IN THE BOND PROJECT, WHICH MEANS THAT WE WOULD NOT BE ON THE HOOK FOR THAT.

DOESN'T MEAN THAT FOR SURE, IT'S JUST WHAT TRANSPORTATION WOULD BE RECOMMENDING.

UM, AND THEN, UH, TWO YEARS LATER, DESIGN IS COMPLETE FOR PHASE ONE AND THEY'LL LET THE PROJECT AND THEY START CONSTRUCTION IN ABOUT THREE YEARS FROM NOW AND ANTICIPATE COMPLETE OR COMPLETION TWO YEARS LATER.

SO AGAIN, IF, IF IT COULD BE THAT THE, THE, UM, SIGNALS ARE PART OF THE INITIAL CONSTRUCTION PHASE AND THEY MIGHT BE IN PLACE IF THEY'RE WARRANTED AND APPROVED AND PAID FOR, UM, MAYBE MORE LIKE THREE AND A HALF OR FOUR YEARS.

BUT OVERALL IT, IT'S, IT'S A LONG WAIT FOR SOMETHING LIKE THIS IF IT'S EVEN APPROVED.

SO THOSE ARE THE ANSWERS THAT I HAVE FOR YOU BASED ON OUR CONVERSATION AT THE LAST MEETING.

[00:35:02]

UM, AND THAT'S, THAT'S THE END OF THIS AGENDA ITEM.

I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU HAVE ABOUT THESE SLIDES.

I HAD A QUESTION, UM, ON THIS ONE THAT WE'RE ON THE RECONSTRUCTION PROJECT TIMELINE.

I'M GLAD YOU INCLUDED AN EXAMPLE OF WHAT THE HAWK SIGNAL.

I'VE ACTUALLY NEVER HEARD OF THAT BEFORE AND I WAS CURIOUS IF ANYBODY COULD SHED LIGHT ON WHAT THE CRITERIA IS, UH, REQUIRED FOR SOMETHING LIKE THAT TO BE APPROVED WHEN AND WHAT ELSE DO THEY WEIGH AGAIN, WHETHER OPTIONS THEY ARE THEY LOOKING AT, IF NOT THAT KIND OF SIGNAL? WELL, FORREST, I'M GLAD YOU STUCK AROUND.

I BET YOU KNOW THE ANSWER TO THAT.

I THINK YOU'RE ON MUTE.

THANK YOU.

UM, YEAH, IN ORDER TO INSTALL TRAFFIC SIGNALS, YOU HAVE TO RUN A TRAFFIC STUDY FIRST, AND THEN THOSE TRAFFIC STUDIES HAVE THE PROFESSIONAL TRAFFIC ENGINEERS, UM, THAT WRITE THE RECOMMENDATION.

AND THEN ONCE THAT'S, THAT OCCURS, AND THIS IS THAT, THAT HAWK SIGNAL IS, IS, IS HIGH, HIGH, UM, ACTIVITY ACTION, WHAT IT MEANS IS HAWK IS A CROSSWALK IS A WK AND THE ACTIVATED IS A AND, AND THE HIGH, SO YOU CAN ACTUALLY SEE IT IS THAT H HIGH, HIGH INTENSITY ACTIVATED CROSSWALK, TRAFFIC SIGNAL, ISS, WHAT IT'S CALLED.

UM, THOSE ARE VERY EFFECTIVE FOR PEDESTRIANS AND FOR CYCLISTS.

AND, AND WHEN YOU DON'T HAVE, YOU DON'T HAVE VEHICULAR TRAFFIC, THEN THIS IS SOMETHING THAT WAS RECENTLY, NOT TOO RECENTLY, BUT WITHIN THE LAST 10 YEARS, UH, A DEVICE THAT WAS ACTUALLY INCORPORATED IN THE TRANSPORTATION OF THE UNITED STATES.

SO IT'S BEEN ADOPTED THROUGHOUT THE UNITED STATES AND, AND, AND SOME COMMUNITIES UNTIL WE START HAVING MORE AND MORE.

UM, SOME IT, IT TAKES SOME TIME, BUT SOME ACTIVITIES, LET'S SAY THEY HAVE ONE, ONE OF THE FIRST ONES WAS THERE IN, IN THE, UH, UNIVERSITY OF ARLINGTON, UM, THERE IN, IN FRONT OF THE ENGINEERING SCHOOL.

AND WE, IT WAS TESTED AND IT WAS VERY, IT WAS PROMOTED REALLY WELL TO THE POINT THAT FOR THE TRANSPORTATION DEPARTMENT FROM THE CITY OF DALLAS, WE'RE INCORPORATING HAWKS IN MANY OF OUR CAPITAL IMPROVEMENT PROJECTS.

SO I KNOW THAT YOUR QUESTION WAS REALLY HOW DO YOU GET IT TO BE WARRANTED? WELL, A TRAFFIC STUDY GETS PERFORMED AND THEN THE THE NUMBERS, YOU HAVE A STUDY THAT GETS ANALYZED AND ASSESSED AND THEN YOU HAVE A THUMBS UP OR A THUMBS DOWN.

TYPICALLY, IF THERE WAS A NEED, YOU'LL ACTUALLY GET THE THUMBS UP.

THANK YOU.

AND I DIDN'T KNOW THAT WAS AN ACRONYM.

UH, THANK YOU FOR EXPLAINING HAWK.

I APPRECIATE IT.

YEAH, AND I ALWAYS GET 'EM STUCK BY THE WAY, BUT IT IS, AND, AND THAT'S WHAT IT IS.

IT'S ACTUALLY HIGH ACTIVATED CROSSWALK.

UM, AND, AND THESE ARE VERY EFFECTIVE BECAUSE I KNOW THE OTHER OPTIONS ARE SOMETIMES TO DO A SEPARATE GRADE BRIDGE, LIKE A PEDESTRIAN BRIDGE.

AND SOMETIMES, YOU KNOW, IT ALL DEPENDS ON THE USE FROM THE PEDESTRIANS OR THE CYCLISTS WHO WOULD RATHER JUST STAY AT THE SAME GRADE AS LONG AS IT'S SAFE TO CROSS.

AND WHAT, WHAT THESE DO IS THEY, YOU TURN, YOU PRESS A BUTTON, THEY START TURNING YELLOW AND THEY GO, THEY GO YELLOW AND THEY GO FROM ONE SIDE TO THE OTHER, OTHER, AND THEN THEY GO RED.

AND THE RED, THE YELLOW IS JUST TO ALARM EVERYBODY THAT HEY, YOU KNOW, START, UH, SLOWING DOWN OR STOPPING AND THE RED GOES FIXED AND IT GOES, YOU HAVE TO STOP.

IT'S JUST LIKE A RED LIGHT AND THE REGULAR CORNER.

AND THEN AFTER THE PEDESTRIANS OR CYCLISTS GO THROUGH, THEN IT JUST ACTIVATES AGAIN AND GOES BACK TO TERM BEING TURNED OFF.

SO THAT'S HOW THAT WORKS.

IT'S PRETTY COOL, PRETTY COOL.

AND, AND, AND THERE ARE A LOT OF, THERE'S, THERE ARE A LOT OF, UM, YOUTUBE VIDEOS THAT ACTUALLY HELP ESTABLISH HOW THESE OPERATE AND, AND FOR US, THE CITY, YOU KNOW, THIS IS A GOOD, UH, A GOOD AMENITY, UH, A GOOD DEVICE FOR US TO SAVE SOME MONEY BECAUSE THE TRAFFIC SINGLE TODAY AT A, AT A FOUR CORNER IS, IS EXTREMELY EXPENSIVE.

AND THIS ONE, INSTEAD OF BELIEVING THE PEDESTRIAN AND THE CYCLIST TO CROSS JUST WITH A CROSSWALK, A COUPLE OF ADVANCED WARNING SIGNS, THIS ADDS PROTECTION TO THOSE AND, AND IT DOES REDUCE OUR COST.

SO I'M SORRY I WENT A LITTLE LONG.

NO, THANK YOU.

IT'S HELPFUL.

ANY OTHER QUESTIONS, LESLIE? I THINK MAYBE YOU'RE HINTING AT THIS.

I GUESS I, I I HAVE A QUESTION.

SO I KNOW THE FUNDING FOR WEST DAVIS IS LIKE

[00:40:01]

STRATIFIED ACROSS MULTIPLE BONDS, RIGHT? AND I BELIEVE THERE'S SOME BOND MONEY ALREADY THAT'S PROBABLY HELPING FUND THIS ALREADY FOR, FOR SCOPE AND ENGINEERING AND EVEN PHASE ONE THAT I THINK WENT TO CLINTON.

AND THEN I KNOW IN THE UPCOMING BOND THE LAST TIME I CHECKED IS WE HAVE 15 MILLION OF CITY FUNDING.

UM, I THINK I SAW AN ESTIMATE THAT LIKE ALL OF DAVIS IS LIKE $130 MILLION PROJECT OR IS LIKE AN ENORMOUS PROJECT FOR WHAT THEY'RE WANTING TO DO ALL THE WAY DOWN TO BIG CHALK HILL ROAD.

I THINK IT'S WHAT THE SCOPE IS OR WHAT WAS APPROVED IN THE COUNTY.

UM, BUT I, I THINK MY, MY QUESTION HERE IS JUST DOES THIS ASSUME THE 20 20 24 BOND FUNDING AT 15 MILLION IS GONNA BE ENOUGH TO BUILD COMPLETE THE CONSTRUCTION? IT SEEMS LIKE THAT'S WHAT THEY'RE ASSUMING THAT IT'LL BE FULLY FUNDED.

I'M TRYING TO MAKE SURE I UNDERSTAND THAT, THAT DYNAMIC, WHEN WE'RE SEEING THIS TIMELINE HERE, IF THE FUNDING WILL ACTUALLY BE THERE AS WELL FROM THE DIFFERENT BONDS, FUNDING INCREMENTS THAT COME THROUGH.

UM, DON'T HAVE AN ANSWER.

WE DON'T HAVE AN ANSWER RIGHT NOW.

IT'S JUST SOMETHING THAT I WAS, I'VE BEEN KEEPING AN EYE ON IT, BUT THE BOND PROCESS AT LEAST.

AND THEN IS YOUR QUESTION, IF, IF IT IS NOT, UM, IF THAT 15 MILLION IS EITHER PARTIALLY APPROVED OR NOT APPROVED AT ALL, WILL THIS PROJECT STILL GO THROUGH BASED ON THE 17 BOND? YEAH.

WHEREAS 15 MILLION, WHICH I, IT SEEMS LIKE IT'S GONNA BE THE, THE MOST THAT WE GET FROM THE 24 BOND, WILL THAT BE ENOUGH TO ACCOMPLISH WHAT'S BEING PROPOSED HERE BY 2028? THE NEXT BOND WILL BE 2030, I BELIEVE.

LEMME ASK, UM, TONY IN TRANSPORTATION, HE'S BEEN REALLY GREAT, UM, IN HELPING ME UNDERSTAND ALL OF THIS.

UM, HE'LL, HE'LL BE ABLE TO ANSWER THAT QUESTION AND THEN I CAN JUST EMAIL IT OUT TO EVERYBODY.

PERFECT.

UM, AND I THINK YOU WERE KIND OF MAYBE LEADING TO THIS, BUT LESLIE, TELL ME IF I'M WRONG, BUT IT SEEMS LIKE MAYBE IF WE DON'T WANNA WAIT UNTIL 2028 TO GET SAFER FOUR ONE, YOU KNOW, LIKE WE HAD, WE ACTUALLY GOT FEEDBACK FROM THE COMMUNITY LIKE COUNCILMAN WEST DID AND HE PASSED ALONG TO US, UH, WANTING TO HAVE C CROSSING AT CLINTON.

PARTICULARLY IT'S IN THE KESSLER THEATER WHERE THERE'S PRETTY MUCH A CONCERT ALMOST EVERY NIGHT.

YOU'VE GOT RESTAURANTS ON BOTH SIDES, SO THERE IS A LOT OF IMMEDIATE CROSSING THERE, RIGHT? EVEN THOUGH THERE'S BIKE CROSSING THAT, YOU KNOW, A LITTLE BIT A COUPLE BLOCKS AWAY, THERE'S STILL A LOT OF PEDESTRIANS TREND ACROSS CLINTON.

UM, IT, SO ONE, IT, IT SOUNDS LIKE MAYBE WE DON'T WANNA WAIT TILL 2028 OR IF MY QUESTION IS, OR IF WE DON'T HAVE ENOUGH AND THERE'S NOT GONNA ENOUGH FUNDING RIGHT, TO DO EVERYTHING THAT'S IN THE PREVIOUS SLIDES, RIGHT? LESLIE, WERE YOU THINKING, IS THAT WHERE MAYBE THE TIFF THEY CAN POTENTIALLY COME IN AND HELP SUPPLEMENT PART OF THIS OR EXPEDITE IT? BECAUSE I'M TRYING TO THINK WHAT THE COST OF THE HAWK IS.

I FEEL LIKE I SAW SOMEWHERE IT WAS LIKE A COUPLE HUNDRED THOUSAND, BUT MAYBE I'M COMPLETELY WRONG ON THAT.

OF COURSE, CORRECT ME IF I'M WRONG ON THAT ONE.

HAW COULD RUN, RUN AT, BUT THERE'S LIKE MULTIPLE QUESTIONS IN THERE.

I GUESS FIRST ONE IS LESLIE, IS THAT KIND OF WHAT YOU WERE SUGGESTING A LITTLE BIT EARLIER IS THAT MAYBE THIS IS SOMETHING THAT TIFF COULD SUPPORT EARLIER OR NOT WANTING TO WAIT TILL 2020, OR WAS IT ALSO MAYBE THEY COULD INSTALL THE HAWK SIGNALS WITHOUT LIKE ON THE FRONT END OF THE PROJECT IN 2026, MAYBE EARLIER THAN THAT? UM, WELL WHAT I WAS, I WAS DOING A LITTLE FORESHADOWING THERE BECAUSE I, I HAD A FEELING THAT YOU WOULD ASK THAT QUESTION AND I THINK IT'S A SMART QUESTION BECAUSE IT'S SOMETHING THAT WE ARE, ARE PASSIONATE ABOUT AND WE THINK IT'S NECESSARY.

UM, AND THE CITY THINKS THAT IT COULD BE NECESSARY AND THAT'S WHY WE'RE DOING THE WARRANT ANALYSIS.

UM, IF, IF WE DID WANT TO TRY TO TAKE THIS OFF TRACK AND, AND DO IT SPEARHEAD OURSELVES, WE WOULD STILL BE FACING EACH AND EVERY ONE OF THESE, UM, INTERVALS.

WE WOULD STILL HAVE TO DO SCOPE, WE'D STILL HAVE TO DO, UM, A COUNCIL APPROVAL.

WE SELECTED TO DESIGN, STILL HAVE TO PAY FOR CONSTRUCTION, MAYBE SOMEWHERE ALONG THE LINES.

UM, WE WOULD BE ABLE TO, UH, FIND SYNERGIES FOR, FOR PAYMENT AND THAT KIND OF THING.

BUT IT WOULDN'T, I DON'T WANNA GIVE THE ILLUSION THAT IF WE WERE TO TRY TO TAKE THIS ON OURSELVES, THAT IT WOULD JUST FAST TRACK RIGHT ON UP AND WE'D HAVE IT DONE IN A YEAR AND A HALF.

UM, WE'VE, YOU SEE WITH WHAT WE'VE TRIED TO DO WITH ROSEMONT THAT IT, THIS IS A, A, A PROCESS WHERE THERE IS A LOT THAT IS NOT MOST, ALMOST ALL OF IT IS NOT WITHIN OUR CONTROL.

SO AS FAR AS THE EXECUTION IS CONCERNED, UM, BUT IT COULD, UM, FEASIBLY BE SOMETHING THAT MIGHT HAPPEN FASTER IF WE WERE TO, TO PULL IT OUT AND, AND TAKE IT ON OURSELVES AND PUT OUR DOLLARS BEHIND IT.

UM, IF THE BOARD WANTED ME TO EXPLORE THAT, I'D BE HAPPY TO DO THAT AND I CAN COME BACK AT OUR NEXT MEETING AND TELL YOU WHAT THAT WOULD LOOK LIKE.

UM, AND

[00:45:01]

CERTAINLY THAT'S WITHIN OUR PURVIEW.

UM, AND IT'S KIND OF IN THE SPIRIT OF WHAT YOU'VE BEEN THINKING ABOUT AND TALKING ABOUT FOR A WHILE, WILLIAM, AND I'M, I'M HAPPY TO DO IT IF THAT'S THE WHAT THE BOARD WISHES.

THANK YOU.

UM, I'M, MAYBE I'LL PAUSE, SEE ANYTHING ELSE FROM THE BOARD HAS ANY INITIAL COMMENTS.

I THINK MY INITIAL REACTION IS IF IT IS, IF WHAT'S GONNA HAPPEN THROUGH SEPTEMBER IS ALREADY GONNA HAPPEN AND THAT'S GONNA BE FUNDED THROUGH THIS CONSTRUCTION PROJECT AND THEY'RE GONNA INCLUDE THESE STUDIES LIKE IN, IN ADDITION TO THEIR OTHER GRAPHIC STUDIES ARE ARGUING LIKE THEY COULD JUST EVALUATE THE HAWK SIGNAL THAT THOSE TWO INTERSECTIONS, I WOULD, I THINK IT WOULD BE PRUDENT FOR US TO SAVE OUR BUDGET AND LET KIND OF THAT EXISTING BUDGET ALREADY TAKE OVER.

DOES THAT, THAT SOUND LIKE THAT'S KIND OF WHAT YOU'RE SAYING HULING, THAT THAT'S, THAT'S VERY SMART THAT, THAT I DIDN'T SEE THAT, UM, AS I'VE BEEN REVIEWING IT, BUT THAT'S A, THAT'S A VERY SMART APPROACH.

AND THEN I GUESS WHAT YOU'RE SAYING IS IF IT IS WARRANTED, WE MIGHT AT THAT POINT CONSIDER PULLING IT OUT AND TAKING IT MORE ON OUR OWN, OUR RIGHT.

SO, YOU KNOW, IN SEPTEMBER, 2024 WE HAVE THE RESULTS AND WE MAYBE HAVE A BETTER VIEW ON WHERE THIS WHOLE PROJECT IS STANDING.

I'M LEANING TOWARDS MAYBE OUR Q3 MEETING OF 2024, YOU KNOW, HOPEFULLY WE CAN GET A VIEW OF THE RESULTS.

WE CAN THEN THINK ABOUT, YOU KNOW, WHERE THE PROJECT STAND AND WHAT MAKES IT THAT WAY.

I, I I THINK THAT SEQUENTIALLY MAKES SENSE TO ME, BUT OPEN FOR OTHER, UM, BOARD MEMBERS PROBABLY ANY OTHER INPUT.

I WANNA CLARIFY SOMETHING THAT WE HAVE A PROJECT UNDER CONSTRUCTION, IT'S CALLED THE COOMBS CREEK TRAIL EXTENSION PROJECT.

UH, YES, WE DO HAVE, WE DO HAVE A HAWK SIGNAL GOING IN TO CROSS BICKLEY AVENUE.

AND SO WITHIN PROBABLY ABOUT NINE MONTHS, UH, THAT WILL BE OPERATIONAL IS WHAT I, I JUST WANTED TO, MAYBE IF YOU GUYS DIDN'T WANT TO GO SEE IT, WE CAN ACTUALLY GET TOGETHER OR SOMETHING AND GO, IT'S UNDER CONSTRUCTION AT THIS TIME.

THAT'S A GOOD POINT.

AND I, LIKE, I USE, I, I CROSSED THE CANTY TYLER, I USE CANTY TO CROSS TYLER BULK TO GET TO KID SPRINGS, WHICH IS ON ONE OF THE EARLIER MAPS, AND MAYBE IT'S NOT A HAWK SIGNAL, I'M NOT, MAYBE THERE'S A DIFFERENT TERM.

YOU PRESS THE BUTTON FLASHES YELLOW, IT NEVER GOES RED.

AND LIKE, OKAY, SO THAT ONE, THAT ONE'S CALLED THE, UH, RRFB, WHICH IS A RECTANGULAR RAPID FLASHING BEACON.

UM, AND THOSE, THOSE ARE A SMALL, THOSE ARE A SMALLER DEGREE OF A CROSSING, SMALLER PROTECTION BECAUSE IN ALL REALITY IT'S JUST A WARNING FOR PEOPLE TO STOP.

THEY'RE MANDATED TO STOP, BUT THE, THE THE, UH, WHAT THE HAWK LOOKS LIKE, IT ALMOST LOOKS LIKE A RAILROAD CROSSING, YOU KNOW, AND, AND IT REALLY VERY INTIMIDATING FOR PEOPLE NOT TO STOP AND, AND IT'S ACTUALLY ILLEGAL NOT TO STOP.

SO, YEAH, SO THOSE ARE TWO DIFFERENT DEGREES OF PROTECTION.

THE HAWK IS A LITTLE BIT HIGHER AND THE RECTANGULAR, THE RFPS ARE CHEAPER.

THAT'S TRUE TOO.

UM, AND WE'RE ALSO LOOKING MAYBE THAT WE MIGHT BE INCORPORATING IT IN THERE IN FRONT OF THE ROMA PRIMARY SCHOOL.

SO WE'RE, WE'RE WORKING TOGETHER WITH TRANSPORTATION FOR THAT.

UM, LET, LET ME UM, CHIME IN HERE.

WILLIAM.

WHENEVER I ATTENDED THE TRANSPORTATION MEETING, I ASKED FOR A, UM, IMPROVED PEDESTRIAN ACCESS OR SAFETY TO CROSS THOSE INTERSECTIONS.

I DIDN'T NAME WHAT TYPE OF, UM, UH, ACTUAL DEVICE WOULD WE WANTED.

THIS WAS THAT TEAM'S, UM, RESPONSE THAT THEY FELT LIKE A HAWK WOULD, WOULD BE NECESSARY HERE.

SO, UM, OKAY.

YEAH, I MEAN I THINK WE CAN WAIT AND SEE WHAT THEIR STUDY SAYS AND WE CAN, IF IT SAYS HAWKS WARRANTED, I THINK IT'S GOOD.

I COULD SEE THAT SOME OF THE, I'LL CALL IT PRESERVATION POINTS FROM THE NEIGHBORHOOD, MAYBE NOT WANTING THAT, LIKE CROSSING OVER.

BUT I, I THINK SOUNDS LIKE THERE'LL BE COMMUNITY INPUT MEETINGS, RIGHT? I THINK IT'LL BE IMPORTANT TO HAVE FEEDBACK FROM THE KESSLER AS WELL.

UM, I'LL PROBABLY GO TO THERE MONTHLY MYSELF.

UM, JUST GETTING FEEDBACK FROM EDWIN AND THE KESSLER ON, YOU KNOW, WHAT THEY THINK MAKES SENSE, RIGHT? THERE'S A LOT OF STAKEHOLDERS, BUT I REALLY APPRECIATE YEAH, ABSOLUTELY.

YOU DOING THE RESEARCH ON THIS AND GETTING THIS ON THE RADAR OF THE TEAM TO ALSO EVALUATE BECAUSE THAT'LL, I THINK THAT'LL BE EFFICIENT FOR OUR, UH, LO LIMITED FUNDS AND WHAT, WHAT WE CAN DO IN THE DISTRICT.

I'LL PLAN ON BRINGING, UM, TO THE BOARD AT OUR MEETING IN MARCH THE LATEST ON THIS.

HOPEFULLY BY THEN THEY WILL, UM, BE READY TO START THEIR DESIGN SERVICES IF ALL GOES AS PLANNED.

UM, AND THEN ALSO THE, THE, OF COURSE, WHAT'S HAPPENING WITH ROSEMONT AND ANY MORE, UM, INFORMATION THAT WE HAVE WITH THE BOND, WE'LL JUST

[00:50:01]

KEEP THAT ON THE AGENDA UNTIL THESE PROJECTS ARE, ARE COME TO FRUITION.

YEP.

ANY OTHER QUESTIONS ABOUT THIS PROJECT OR, OR THIS AGENDA ITEM? OKAY, WILLIAM, THAT'S ALL I HAVE.

ALRIGHT.

SEEING NO FURTHER BUSINESS, WE CAN MOVE ON TO ITEM NUMBER EIGHT, ADJOURNMENT.

I DECLARE THIS MEETING ADJOURNED AT 3:51 PM THANK YOU EVERYBODY.

THANK YOU SO MUCH EVERYBODY.

MERRY CHRISTMAS.

YEAH, MERRY.

THANK YOU.

MERRY CHRISTMAS.

HAPPY NEW YEAR.

THANK YOU VERY MUCH.
