IT'S SIMPLY, UH, CALLING OUT IN A VERY CLEAR WAY THAT THERE WILL BE NOTICE CONTINGENCY IN ADDITION TO THE GP RATE TOTAL OF 53 SOME MONTH DOLLARS.

AND I'D JUST LIKE TO ASK MR. O'CONNOR OR SOMEONE AS STAFF IF THEY COULD GIVE US A QUICK RUNDOWN ON THE MWBE ON THESE CONTRACTS.

Y'ALL WILL RECALL THAT WE WANTED TO BE AGGRESSIVE WITH THIS CONTRACT.

AND SO THE REQUIREMENT CAME 36%, SORRY, 34%, BUT G AND P NUMBER ONE, THE NWE PERCENTAGE CAME IN AT 36%, 4% GREATER THAN THE CITY'S GOAL.

SO CERTAINLY, UM, SOMETHING THAT WE'RE HAPPY ABOUT AND PROUD OF.

UH, MANY, IF NOT ALL OF YOU ALL ARE AWARE THAT EFFECTIVE MAY 27TH, THE PARK DEPARTMENT WILL ASSUME THE RESPONSIBILITY OF BOTH THE OPERATION AND THE MANAGEMENT OF OLD CITY PARK.

UH, PLEASE KNOW THAT TODAY IS THE FIRST OF MANY DISCUSSIONS THAT WE WILL HAVE WITH THE BOARD ABOUT WHAT THAT TRANSITION LOOKS LIKE.

YOU ALL RECEIVED A MEMO FROM DIRECTOR JENKINS A COUPLE OF WEEKS AGO, ALLUDING TO THIS DAY, UH, WE ARE WORKING VERY CLOSELY WITH THE DALLAS COUNTY HERITAGE SOCIETY AND MAKING SURE THAT OUR HANDOFF IS AS SMOOTH AND AS SEAMLESS AS FROM ME.

AND WE'RE ALSO WORKING WITH OUR PARTNERS OF OFFICE OF ARTS, ARTS AND CULTURE TO ENSURE THAT WE'RE NOT SKIPPING A FEET ON THEIR LEVEL OF ENGAGEMENT AS WELL.

SO WE'RE GONNA PROVIDE A LITTLE DA LITTLE BIT BACKGROUND, LITTLE BIT HISTORY OF THE PARK, THE CURRENT ROLES AND RESPONSIBILITIES AS THEY BEEN FOR A NUMBER OF YEARS NOW OUT AT THE PARK.

UH, THE CURRENT PROGRAM OPERATIONS MASTER PLAN TIMELINE THAT WE'LL BE FOLLOWING HERE, UM, OVER THE NEXT, UH, COUPLE OF YEARS THAT'S CURRENTLY IN OPERATION, UM, WILL SHOW AND SHOWCASE THE FACILITY CONDITIONS, UH, TALK ABOUT OUR INTERIM PLAN FOR OPERATIONS, AND THEN KIND OF OUR, OUR FINAL NEXT STEPS FROM THERE.

SO, UM, OLD CITY PARK WAS PURCHASED IN 1876 FOR $600 TO BECOME FIRST CITY PARK.

KIND OF AN INTERESTING STORY, BUT PURCHASED IN PARENTHESES BECAUSE THEY, THE, UH, LANDOWNER AT THE TIME.

UH, JJ EKINS, WHO OWNED THE PROPERTY, OFFERED TO TELL 10 ACRES TO THE CITY FOR $600.

AND THERE WAS A, UH, RAILROAD DEVELOPER, UH, DR.

CE KELLER, UM, WHO WAS WILLING TO PAY $200 FOR THAT 600 FEE.

SO THAT LEFT THE CITY TO COME UP WITH THE BALANCE OF THE 400.

LONG STORY SHORT, THEY WERE UNABLE TO RAISE THE $400 TO COMPLETE THE PURCHASE, AND, UH, WOUND UP NEGOTIATING A DEAL WITH, UM, MR. EKINS TO WAIVE HIS PROPERTY TAXES, LARGE AMOUNT OF PROPERTY TAXES OVER A PERIOD OF FOUR YEARS.

SO, UM, WE WON'T GO ANY FARTHER WITH THAT STORY 'CAUSE THERE'S A LOT OF OTHER TWISTS AND TURNS.

UM, BUT JUST KIND OF SOME OF THE OTHER HISTORY OF THE PARKS.

UM, IT WAS SITE AT THE FIRST ZOO IN DALLAS.

UH, MY UNDERSTANDING WAS THE FIRST SITE, UH, FIRST SWIMMING POOL SITE AS WELL.

SO WE WILL FAST FORWARD TO 1967 WHEN THE CITY ENTERED INTO AN AGREEMENT, UM, WITH THE DALLAS COUNTY HERITAGE, UH, HERITAGE SOCIETY TO OPERATE AND MANAGE PARK.

UM, WE ENTERED INTO MULTIPLE AGREEMENTS WITH THEM, UM, 19 67, 19 73, 19 83, 19 93, WE ENTERED INTO A 20 YEAR AGREEMENT WITH A 20 YEAR OPTION, AND THEN ALSO OUR TWO FIVE YEAR OPTIONS.

EXCUSE ME.

AND THEN, AS YOU KNOW, LAST MAY, UM, ONE YEAR EXTENSION WAS, WAS GRANTED, UH, CURRENT ROLES AND RESPONSIBILITIES.

SO THERE HAVE BEEN THREE KEY, UM, STAKEHOLDERS, UM, IN THE, IN THE MANAGEMENT OF THIS PROPERTY.

UM, AND THAT BEING, UH, DALLAS COUNTY, HIS, UH, HERITAGE SOCIETY, WHICH IS CURRENTLY BEING LED BY INTERIM CEO MICHAEL MEADOWS, HIS TEAM OF APPROXIMATELY SIX FULL-TIME AND 10 TO 13 PART-TIME EMPLOYEES RESPONSIBLE FOR THE MANAGEMENT OPERATIONAL PROGRAMMING, UM, AND MONITORING OF THE PROPERTY.

THE ORGANIZATION THAT WE NOW KNOW TODAY IS THE OFFICE OF ARTS AND CULTURE THAT WAS LED BY, UH, MARQUE PHILLIP, UM, HAVE BEEN RESPONSIBLE FOR OFFSETTING THE UTILITY COSTS, UM, FOR THE PARK, PROVIDING ADDITIONAL MAINTENANCE AND, UM, REPAIRS FOR BUILDINGS ON THE PROPERTY.

THE PARK RECREATION DEPARTMENT HAS BEEN PRIMARILY RESPONSIBLE FOR, UH, THE GROUND MAINTENANCE, THREE OF THEM, REMOVAL,

THINGS OF THAT NATURE.

SO THE CURRENT PARK OPERATIONS, OR AS THEY WERE IN 22 2 2022 AND 23, UM, THEY OPERATE STATE STANDARD, UH, PROGRAM PARK OFFERS PARK OPERATING HOURS AT 6:00 AM UNTIL 11:00 PM AND THEN THEY ALSO DO THEIR TOURS AND THE BUILDINGS ARE OPEN ON THE SITE, UM, THURSDAYS THROUGH SUNDAY FOR BETWEEN 10.

AND, UM, ON THIS SLIDE, WHICH I GUESS PRESENTS A LITTLE BIT BETTER, UM, HERE, EXCUSE ME.

UM, THESE ARE THE PROGRAMS THAT THEY PROGRAMS AND THE EVENTS THAT THEY OFFERED THROUGHOUT THAT FISCAL YEAR, AS WELL AS THE ATTENDANCE NUMBERS THAT ARE LISTED.

AND SO YOU CAN SEE THEY'VE HAD GREAT SUCCESS, UM, WITH THE AIR CANDLELIGHT EVENT WITH ALMOST 1700 ATTEND BEATS, AS WELL AS THE, UH, THE YOGA PROGRAM IS VERY ATTRACTIVE OUT THERE AND HAS VERY GOOD NUMBERS.

UH, THEY DO GIRL SCOUT WORKSHOPS AND THEN THEIR FIELD TRIPS.

SO THE FIELD TRIPS ABOUT 10,500 STUDENTS GO OUT.

WENT OUT THERE LAST YEAR WHEN A GUY HISTORICAL TOURS OF THE PARK AND LEARNED ABOUT DALLAS HISTORY BETWEEN THE 1870 AND 1910 TIMEFRAME.

SO THE MASTER PLAN FOR THE PROPERTY, AS YOU MAY RECALL, UH, THE CONTRACT WAS AWARDED TO SWA, UM, LANDSCAPE, UH, ARCHITECT, SWA GROUP, UM, TO GO OUT AND CONDUCT PHASE ONE OF THE MASTER PLAN.

AND THAT IS TO, UH, DO A PHYSICAL ASSESSMENT OF THE PROPERTY TO DO HYDRO STUDIES.

WE DO HAVE SOME, UH, BIG FLOODING ISSUES OUT THERE.

UM, ASSESSMENT OF THE BUILDINGS, TREE CANOPY, EVERYTHING THAT'S OUT THERE TAKE A GOOD, UH, INVENTORY OF WHAT'S THERE.

WE ANTICIPATE THAT BEING COMPLETED THIS SUMMER.

UH, AND THEN MOVING DIRECTLY INTO A PROGRAMMATIC ASSESSMENT LATER THIS SUMMER AS WELL TO ENTER INTO PHASE TWO.

HOPEFULLY WE WILL GET INTO WITH THAT, WITH A, WITH A PHASE TWO.

WE WILL BE SURE TO ENGAGE THE COMMUNITY STAKEHOLDERS, LET FOLKS KNOW THEY HAVE AN OPPORTUNITY TO CONTRIBUTE TO WHAT THE FUTURE PROGRAMMATIC, UH, VIEWS OF BOULDER CITY PARKER ARE GOING TO BE MOVING FORWARD.

SO WE EXPECT PHASE TWO TO BE COMPLETE IN 2020.

SUMMER 2025.

THERE WE'LL DEVELOP A REQUEST FOR PROPOSAL TO BE ADVERTISED AND THEN TO SEEK A NEW OPERATOR AND MANAGEMENT.

SO WE KNOW THAT THAT'S A BIT OF AN AGGRESSIVE TIMELINE, BUT WE WANNA, WE KNOW WE WANNA KEEP OUR EYE ON INVOLVED AND MAKE SURE THAT WE'RE DOING ALL WE CAN TO ENSURE THE EFFICACY OF THE PARTNER.

SO, PHASE ONE NEXT PLEASE.

THE PHASE ONE OF THE, UM, MASTER PLAN IS VERY IMPORTANT.

UM, IT'S VITAL TO, TO KNOWING IF THE VISIBLE CONS, CONDITIONS THAT WE SEE ARE PURELY COSMETIC OR IF THERE ARE ACTUAL STRUCTURAL ISSUES.

SO WE'RE GONNA BE ABLE TO GET A BETTER GAUGE ON WHAT CAN WE IMMEDIATELY GET INTO WHAT NEEDS SOME MORE ATTENTION THAN, THAN WHERE WE'RE AT RIGHT NOW.

SO THOSE REPAIRS, I THINK THEY'RE IN THE FINAL STAGES OF GETTING TWO OF THE BUILDINGS, UM, COMPLETED, COMPLETED THEIR REPAIRS AS WELL AS THEY NO ACTUALLY ELEVATED THE HVAC UNITS OFF OF THE GROUND SO THAT THEY ARE NOT DAMAGED AND LOST.

UM, SHOULD THERE BE ANOTHER POTENTIAL FLOOD IN THAT AREA.

SO THE LAW OFFICE, THE DENTIST OFFICE, THE BANK, ALL VERY, UM, VERY ATTRACTIVE, VERY VISUALLY APPEALING.

UM, IT IS A VERY, THAT AREA OF THE PARK IS VERY POPULAR WITH PHOTOJOURNALIST AS WELL AS VIDEOGRAPHERS.

WE THINK IT'D BE A GREAT OPPORTUNITY FOR SOCIAL MEDIA AND INSTAGRAM PHOTOS OUT THERE AS WELL.

THAT MIGHT BE SOMETHING THAT WE CAN LOOK AT DOING THERE.

SO WE'VE IDENTIFIED A FEW BUILDINGS, UM, IMMEDIATELY THAT WE BELIEVE HAD THE POTENTIAL TO BE USED FOR, UH, EITHER RESERVED SPACES OR FOR PROGRAMS, UM, CELEBRATIONS, PUBLIC MEETINGS, EVEN.

UM, THESE, THESE FACILITIES APPEAR TO BE READY TO HOST THE EVENTS OR VERY CLOSE TO BEING ABLE TO ACCOMMODATE

AND SO WE'VE ASKED FOR THOSE TO BE REHOMED, BE REHOMED.

AND WE ARE VERY CONFIDENT THAT THE HERITAGE SOCIETY DONE THEIR DUE DILIGENCE AND WE'RE CONFIDENT ALL OF THE ANIMALS THAT WERE ON SITE ARE GOING TO GOOD HOMES AND THEY WERE GOING TO BE MAINTAINED AND GOOD HEALTH, UM, AS THEY HAD BEEN.

WELL, WELL AT THE, UH, AT THE PARK.

AND WE'LL ALSO LOOK FOR OPPORTUNITIES TO BRING IN PETTING AND WHATNOT WHEN IT'S APPROPRIATE.

WE WANNA CONTINUE TO OFFER PARK RESERVATIONS, GUIDED TOURS, AND, UH, SCHOOL FIELD TRIPS, SPECIAL EVENTS WE WANT.

WE KNOW THAT CANDLELIGHT IS ONE OF THE BIG MORE POPULAR EVENTS THAT THE HERITAGE SOCIETY HAS CONDUCTED, UH, YEAR AFTER YEAR.

IT IS ACTUALLY THE LONGEST HOLIDAY CHRISTMAS EVENT IN THE STATE OF TEXAS.

WE BELIEVE SAN ANTONIO IS ONE YEAR BEHIND US.

SO WE WANNA TRY AND SEE IF WE CAN FIND A PATHWAY TO CONTINUE THAT, THAT EVENT.

, AGAIN, CONTINUING ON THE, UH, MASTER PLAN, MAKE SURE WE CONTINUE TO COMMUNICATE WITH OUR STAKEHOLDERS AND COMMUNITY MEMBERS.

TRYING TO MAKE SURE THAT, UH, WE'RE GETTING FEEDBACK FROM EVERYBODY TO SEE WHAT THE, THAT GROUP IS GOING TO BRING.

ESTABLISHING A FRIEND GROUP, UM, SUPPORT, PARKING EVENTS, FUNDRAISING OPPORTUNITIES AS WELL.

WE TALKED ABOUT WE DIDN'T HAVE $400 TO MAKE THE INITIAL PURCHASE.

WE KNOW WE'VE GOT A FEW MORE NEEDS FROM THERE.

UM, THEN AGAIN, WE'RE GONNA PRIORITIZE PARK SAFETY AND SECURITY INCREASED PATROLS WITH THE MARSHALS IN THE PARK RANGERS.

LOOKING AT, UM, CREATING OFFICE SPACE FOR THE PARK RANGERS ON SITE IS, THAT HAS BEEN AN ONGOING MATTER AT, AT OLD CITY PARK TO WHERE THEY DO HAVE 24 HOUR SEVEN DAY A WEEK SECURITY.

AGAIN, WITH THOSE 22 BUILDINGS AND STRUCTURES, EXCUSE ME, IT'S NOT LIKE ONE OF OUR TRADITIONAL PARK.

WE NEED TO MAKE SURE THAT WE'VE GOT SOME I AND SECURITY NEEDS OUT THERE ON, ON A BUSINESS.

OUR NEXT STEPS ARE TO FINALIZE THAT, UM, THE TRANSITION PLAN WITH, UM, THE HERITAGE SOCIETY, UH, REGARDING THE, THE RECESSION OF ARTIFACTS AND COLLECTIBLES.

SO WE'RE, WE'RE WORKING THROUGH THAT PROCESS.

NOW, THERE ARE SOME ITEMS THAT NEED TO BE COMPLET SESSIONED BASED ON THE FACT THAT THE PARK WILL NO LONGER SERVE AS A LIVING MUSEUM.

AND SO BECAUSE OF THAT, THEY ARE GOING TO RE HOME ITEMS THAT OTHER MUSEUMS TO SERVE THEIR PURPOSE OF IT.

SO O-A-C-O-A-C IS SLATED TO PROVIDE $115,394 INDIRECT OPERATING SUPPORT.

THEY USE THAT FUNDING FOR PROGRAMMATIC ACTIVITIES FOR FIXING THE BUILDINGS.

WE ALSO REIMBURSE 'EM FOR 15,000 FOR UTILITIES THAT, WHICH INCLUDES GAS, WATER, ET CETERA.

SO THAT WILL OBVIOUSLY TRANSITION OUT AFTER, UM, WHEN THE CONTRACT, WHEN, UH, THE, THE ONE YEAR EXTENSION ENDS ON SEVENTH.

WELL, BUT I WANNA MAKE CLEAR THAT WE ARE IN TALKS WITH OAC IN PARTICULAR WITH THE DIRECTOR ABOUT HAVING SOME OPERATION FUNDS MOVE FORWARD AS WELL AS THE HOT TAX.

SO, UM, IT SEEMED TO ME THAT WE KIND OF HAVE TO GO HAND IN HAND TO OAC IF WE WANT MONEY.

AND WE'RE NOT TALKING ABOUT 115 OR 300,000, IT'S SEVERAL MILLION TO FIX THE BUILDINGS.

EVEN IF WE DON'T FIX THEM ALL, UH, TWO OR THREE, IT'S QUITE A BIT OF MONEY.

SO WE'RE FOCUSING ON FOR 23, UM, 24, THE GREEN CHART, WHAT THE CURRENT NUMBERS ARE.

SO WITH REGULAR EMPLOYEES, FULL-TIME TOTAL 784 POSITIONS, 680, 700 PAID WITH 97 MAKING, REFLECTING A 12% BIDDING SPREAD.

TODAY YOU LOOK AT LAST YEAR, WHICH IS THE YEAR THAT THEY WERE REPORTING ON, LOOKING BACK ON, UM, OVERALL FOR THE YEAR WE HAD 179 POSITIONS THAT WERE VACANT AND THAT WAS A 21% VACANCY RATE ON OUR REGULAR FULL-TIME POSITIONS.

BELOW THAT SECOND LINE ON BOTH CHARTS REFLECTS OUR TEMPORARY AND EMPLOYEE THAT WORK PART-TIME FOR US IN POSITIONS SUCH AS RECREATION ASSISTANCE.

AND SO WE SEPARATED THOSE OUT 'CAUSE THEY'RE PART-TIME AND THERE WAS A 33% VACANCY RATE LAST YEAR.

THIS YEAR WE'RE AT A 25% VACANCY RATE.

SO WE'RE FOCUSING, STAYING FOCUSED ON THOSE VACANCIES AND MAKING EFFORTS, UM, TO MAKE GREAT PLANS TO FIELD.

THEY'RE COMING IN ESPECIALLY THE LAST TWO GENERATIONS, Y AND Z, THEY COME IN WANTING TO KNOW ABOUT CAREER ADVANCEMENT.

HOW CAN I BE DEVELOPED? WHAT DO I NEED TO DO TO PROMOTE WHAT IS MY CAREER ACADEMY? SO WE HAVE TO BE READY FOR THOSE THINGS.

SO THEY LEAVE, THEY GET GOOD SKILLS HERE, THEY LEAVE AND THEY GO ELSEWHERE.

BUT THEY RECOGNIZED THE CULTURE TRAINING, THE DEVELOPMENT THAT THEY RECEIVED HERE WAS WORTH RETURNING FOR.

AND SO THEY COME BACK WITH AN ENHANCED, INCREASED SKILLSET TO US.

PRIME EXAMPLE, RENEE JOHNSON, SHE WAS HERE BEFORE MANAGING.

SHE LEFT AND RETURNED, HAVING SERVED, UM, AS A DIRECTOR IN A SMALLER CITY, SERVED INTERIM CITY MANAGER AND NOW SHE'S BACK HERE AS AN ASSISTANT DIRECTOR.

AND SO WE HAVE THAT TYPE OF RETURN.

OFTEN WE SEE THEM IN NEW EMPLOYEE ORIENTATION AND WE ALWAYS POINT THEM OUT TO THE OTHER FOLKS IN CLASS SO THAT THEY KNOW THIS IS A GOOD PLACE 'CAUSE WE LEAVE, BUT THEY COME BACK.

UM, TUITION REIMBURSEMENT, THAT'S SOMETHING THAT NOT OFFER AFFORD TAX.

SO WE FOCUS ON THAT BECAUSE IF THEY WANT TO EITHER START, UM, HIGHER EDUCATION, MANAGE HIGHER EDUCATION, OR THE RISK, PERHAPS THEY WANNA EARN THEIR MASTER DEGREE, THEY'RE ABLE TO DO IT HERE.
