I KNOW IT WAS MONTHS, MONTH WORTH OF WORK AND EVERY ONE OF YOUR, THAT WE ARE IN A VERY HAPPY PLACE AT $345 MILLION PLUS.

SO THANK YOU ALL AND I THINK WE ALL DISSOLVED AROUND MUCH MORE WORK.

I THINK, UH, DIRECTOR JENKINS, WE ARE DONE NOW.

YOUR WORK, START CREATING THOSE BOX AND, UH, LOOKING FORWARD TO IT.

SO WITH THAT, UH, FIRST POINT OF BUSINESS PUBLIC SPEAK, WE HAVE NO PUBLIC SPEAKERS.

I GUESS THEY ALL GOT EXHAUSTED SPEAKING IN THOSE ATIONS .

SO THEY'RE TAKING A BREAK TODAY, THAT APPROVAL OF MINUTES, UH, FOR FEBRUARY 8TH.

UH, GOOD MORNING, MR. FR.

THE DEPART BOARD.

SO THIS WAS JUST A CLARIFICATION THAT THE ATTORNEYS REQUESTED THAT WE DISCUSSED THAT INTENDING TO SIGN THIS MORNING.

IT'S SIMPLY, UH, CALLING OUT IN A VERY CLEAR WAY THAT THERE WILL BE NOTICE CONTINGENCY IN ADDITION TO THE GP RATE TOTAL OF 53 SOME MONTH DOLLARS.

SO IT'S JUST IDENTIFYING AND CLARIFYING THE FACT THAT THERE IS A ENCY AS A PART OF THE GT FOR THE COTTON BOWL.

WE BE IN THE OFFICE.

THANK YOU.

AND MR. YEAH, MR. DKE? UH, THANK YOU, MR. PRESIDENT.

UM, I KNOW ONE OF THE PRIORITIES ON THESE COTTON BOWL AND FAIR PARK PROJECTS FROM PROP A WAS TO ENSURE THAT WE HAD GOOD MWBE PARTICIPATION.

AND, UH, MY UNDERSTANDING IS THAT WE'VE REALLY DONE A GOOD JOB OF DOING THAT ON THESE CONTRACTS.

AND I'D JUST LIKE TO ASK MR. O'CONNOR OR SOMEONE AS STAFF IF THEY COULD GIVE US A QUICK RUNDOWN ON THE MWBE ON THESE CONTRACTS.

THANK YOU.

THANK YOU, MR. DICKEY.

AND, UM, IT IS SOMETHING THAT WE'RE PRETTY EXCITED ABOUT.

UH, Y'ALL ARE FAMILIAR WITH THE FACT THAT THE CITY'S GOAL FOR CONSTRUCTION CONTRACTS IS 32%.

Y'ALL WILL RECALL THAT WE WANTED TO BE AGGRESSIVE WITH THIS CONTRACT.

AND SO THE REQUIREMENT CAME 36%, SORRY, 34%, BUT G AND P NUMBER ONE, THE NWE PERCENTAGE CAME IN AT 36%, 4% GREATER THAN THE CITY'S GOAL.

SO CERTAINLY, UM, SOMETHING THAT WE'RE HAPPY ABOUT AND PROUD OF.

THANK YOU.

THIS IS REALLY ADMIRABLE.

THANKS FOR MAKING THAT AFRICAN.

THANKS FOR BRINGING IT UP, MR. .

THANK YOU.

AND WELL DONE.

THANK YOU.

AWESOME.

ANY OTHER COMMENTS OR QUESTIONS PLEASE? WITH THAT?

[00:05:01]

ALL FAVOR SAY AYE.

AYE.

UH, FAST IF THAT WE COME TOWARD BRIEFING ALL CITY PARK .

PLAN, MS. ROSS.

GOOD MORNING.

IT'S BEEN A WHILE SINCE I HAD THE OPPORTUNITY TO SIT HERE, THE SEE FROM THIS PERSPECTIVE.

SO I AM HERE WITH STEVE BAKER, SUPERINTENDENT OF RECREATION SERVICES, AND WE ARE HERE TO DISCUSS THE TRANSITION PLAN FOR OLD CITY PARK.

UH, MANY, IF NOT ALL OF YOU ALL ARE AWARE THAT EFFECTIVE MAY 27TH, THE PARK DEPARTMENT WILL ASSUME THE RESPONSIBILITY OF BOTH THE OPERATION AND THE MANAGEMENT OF OLD CITY PARK.

UH, PLEASE KNOW THAT TODAY IS THE FIRST OF MANY DISCUSSIONS THAT WE WILL HAVE WITH THE BOARD ABOUT WHAT THAT TRANSITION LOOKS LIKE.

YOU ALL RECEIVED A MEMO FROM DIRECTOR JENKINS A COUPLE OF WEEKS AGO, ALLUDING TO THIS DAY, UH, WE ARE WORKING VERY CLOSELY WITH THE DALLAS COUNTY HERITAGE SOCIETY AND MAKING SURE THAT OUR HANDOFF IS AS SMOOTH AND AS SEAMLESS AS FROM ME.

AND WE'RE ALSO WORKING WITH OUR PARTNERS OF OFFICE OF ARTS, ARTS AND CULTURE TO ENSURE THAT WE'RE NOT SKIPPING A FEET ON THEIR LEVEL OF ENGAGEMENT AS WELL.

SO I HAVE STEVE HERE WHO WILL GO OVER OUR TRANSITION PLAN, AND THEN WE'LL ENTERTAIN QUESTIONS AND NEXT STEPS.

GOOD MORNING.

THANK YOU.

OKAY.

GOOD.

CINDY, MY DRIVING AGREE OR, EITHER WAY.

EITHER WAY.

YOU CAN DRIVE FOR ME.

THANK YOU.

GOOD MORNING.

UM, AGAIN, WE'RE JUST GOING TO TRY TO GIVE YOU A, UM, OVERVIEW OF WHAT IS GONNA BE HAPPENING WHERE WE'RE AT, KIND OF THIS STAGE OF THE GAME WITH OLD CITY PARK.

SO WE'RE GONNA PROVIDE A LITTLE DA LITTLE BIT BACKGROUND, LITTLE BIT HISTORY OF THE PARK, THE CURRENT ROLES AND RESPONSIBILITIES AS THEY BEEN FOR A NUMBER OF YEARS NOW OUT AT THE PARK.

UH, THE CURRENT PROGRAM OPERATIONS MASTER PLAN TIMELINE THAT WE'LL BE FOLLOWING HERE, UM, OVER THE NEXT, UH, COUPLE OF YEARS THAT'S CURRENTLY IN OPERATION, UM, WILL SHOW AND SHOWCASE THE FACILITY CONDITIONS, UH, TALK ABOUT OUR INTERIM PLAN FOR OPERATIONS, AND THEN KIND OF OUR, OUR FINAL NEXT STEPS FROM THERE.

SO, UM, OLD CITY PARK WAS PURCHASED IN 1876 FOR $600 TO BECOME FIRST CITY PARK.

KIND OF AN INTERESTING STORY, BUT PURCHASED IN PARENTHESES BECAUSE THEY, THE, UH, LANDOWNER AT THE TIME.

UH, JJ EKINS, WHO OWNED THE PROPERTY, OFFERED TO TELL 10 ACRES TO THE CITY FOR $600.

AND THERE WAS A, UH, RAILROAD DEVELOPER, UH, DR.

CE KELLER, UM, WHO WAS WILLING TO PAY $200 FOR THAT 600 FEE.

SO THAT LEFT THE CITY TO COME UP WITH THE BALANCE OF THE 400.

LONG STORY SHORT, THEY WERE UNABLE TO RAISE THE $400 TO COMPLETE THE PURCHASE, AND, UH, WOUND UP NEGOTIATING A DEAL WITH, UM, MR. EKINS TO WAIVE HIS PROPERTY TAXES, LARGE AMOUNT OF PROPERTY TAXES OVER A PERIOD OF FOUR YEARS.

SO, UM, WE WON'T GO ANY FARTHER WITH THAT STORY 'CAUSE THERE'S A LOT OF OTHER TWISTS AND TURNS.

UM, BUT JUST KIND OF SOME OF THE OTHER HISTORY OF THE PARKS.

UM, IT WAS SITE AT THE FIRST ZOO IN DALLAS.

UH, MY UNDERSTANDING WAS THE FIRST SITE, UH, FIRST SWIMMING POOL SITE AS WELL.

SO WE WILL FAST FORWARD TO 1967 WHEN THE CITY ENTERED INTO AN AGREEMENT, UM, WITH THE DALLAS COUNTY HERITAGE, UH, HERITAGE SOCIETY TO OPERATE AND MANAGE PARK.

UM, WE ENTERED INTO MULTIPLE AGREEMENTS WITH THEM, UM, 19 67, 19 73, 19 83, 19 93, WE ENTERED INTO A 20 YEAR AGREEMENT WITH A 20 YEAR OPTION, AND THEN ALSO OUR TWO FIVE YEAR OPTIONS.

EXCUSE ME.

AND THEN, AS YOU KNOW, LAST MAY, UM, ONE YEAR EXTENSION WAS, WAS GRANTED, UH, CURRENT ROLES AND RESPONSIBILITIES.

SO THERE HAVE BEEN THREE KEY, UM, STAKEHOLDERS, UM, IN THE, IN THE MANAGEMENT OF THIS PROPERTY.

UM, AND THAT BEING, UH, DALLAS COUNTY, HIS, UH, HERITAGE SOCIETY, WHICH IS CURRENTLY BEING LED BY INTERIM CEO MICHAEL MEADOWS, HIS TEAM OF APPROXIMATELY SIX FULL-TIME AND 10 TO 13 PART-TIME EMPLOYEES RESPONSIBLE FOR THE MANAGEMENT OPERATIONAL PROGRAMMING, UM, AND MONITORING OF THE PROPERTY.

THE ORGANIZATION THAT WE NOW KNOW TODAY IS THE OFFICE OF ARTS AND CULTURE THAT WAS LED BY, UH, MARQUE PHILLIP, UM, HAVE BEEN RESPONSIBLE FOR OFFSETTING THE UTILITY COSTS, UM, FOR THE PARK, PROVIDING ADDITIONAL MAINTENANCE AND, UM, REPAIRS FOR BUILDINGS ON THE PROPERTY.

THE PARK RECREATION DEPARTMENT HAS BEEN PRIMARILY RESPONSIBLE FOR, UH, THE GROUND MAINTENANCE, THREE OF THEM, REMOVAL,

[00:10:01]

THINGS OF THAT NATURE.

SO THE CURRENT PARK OPERATIONS, OR AS THEY WERE IN 22 2 2022 AND 23, UM, THEY OPERATE STATE STANDARD, UH, PROGRAM PARK OFFERS PARK OPERATING HOURS AT 6:00 AM UNTIL 11:00 PM AND THEN THEY ALSO DO THEIR TOURS AND THE BUILDINGS ARE OPEN ON THE SITE, UM, THURSDAYS THROUGH SUNDAY FOR BETWEEN 10.

AND, UM, ON THIS SLIDE, WHICH I GUESS PRESENTS A LITTLE BIT BETTER, UM, HERE, EXCUSE ME.

UM, THESE ARE THE PROGRAMS THAT THEY PROGRAMS AND THE EVENTS THAT THEY OFFERED THROUGHOUT THAT FISCAL YEAR, AS WELL AS THE ATTENDANCE NUMBERS THAT ARE LISTED.

AND SO YOU CAN SEE THEY'VE HAD GREAT SUCCESS, UM, WITH THE AIR CANDLELIGHT EVENT WITH ALMOST 1700 ATTEND BEATS, AS WELL AS THE, UH, THE YOGA PROGRAM IS VERY ATTRACTIVE OUT THERE AND HAS VERY GOOD NUMBERS.

UH, THEY DO GIRL SCOUT WORKSHOPS AND THEN THEIR FIELD TRIPS.

SO THE FIELD TRIPS ABOUT 10,500 STUDENTS GO OUT.

WENT OUT THERE LAST YEAR WHEN A GUY HISTORICAL TOURS OF THE PARK AND LEARNED ABOUT DALLAS HISTORY BETWEEN THE 1870 AND 1910 TIMEFRAME.

SO THE MASTER PLAN FOR THE PROPERTY, AS YOU MAY RECALL, UH, THE CONTRACT WAS AWARDED TO SWA, UM, LANDSCAPE, UH, ARCHITECT, SWA GROUP, UM, TO GO OUT AND CONDUCT PHASE ONE OF THE MASTER PLAN.

AND THAT IS TO, UH, DO A PHYSICAL ASSESSMENT OF THE PROPERTY TO DO HYDRO STUDIES.

WE DO HAVE SOME, UH, BIG FLOODING ISSUES OUT THERE.

UM, ASSESSMENT OF THE BUILDINGS, TREE CANOPY, EVERYTHING THAT'S OUT THERE TAKE A GOOD, UH, INVENTORY OF WHAT'S THERE.

WE ANTICIPATE THAT BEING COMPLETED THIS SUMMER.

UH, AND THEN MOVING DIRECTLY INTO A PROGRAMMATIC ASSESSMENT LATER THIS SUMMER AS WELL TO ENTER INTO PHASE TWO.

HOPEFULLY WE WILL GET INTO WITH THAT, WITH A, WITH A PHASE TWO.

WE WILL BE SURE TO ENGAGE THE COMMUNITY STAKEHOLDERS, LET FOLKS KNOW THEY HAVE AN OPPORTUNITY TO CONTRIBUTE TO WHAT THE FUTURE PROGRAMMATIC, UH, VIEWS OF BOULDER CITY PARKER ARE GOING TO BE MOVING FORWARD.

SO WE EXPECT PHASE TWO TO BE COMPLETE IN 2020.

SUMMER 2025.

THERE WE'LL DEVELOP A REQUEST FOR PROPOSAL TO BE ADVERTISED AND THEN TO SEEK A NEW OPERATOR AND MANAGEMENT.

SO WE KNOW THAT THAT'S A BIT OF AN AGGRESSIVE TIMELINE, BUT WE WANNA, WE KNOW WE WANNA KEEP OUR EYE ON INVOLVED AND MAKE SURE THAT WE'RE DOING ALL WE CAN TO ENSURE THE EFFICACY OF THE PARTNER.

SO, PHASE ONE NEXT PLEASE.

THE PHASE ONE OF THE, UM, MASTER PLAN IS VERY IMPORTANT.

UM, IT'S VITAL TO, TO KNOWING IF THE VISIBLE CONS, CONDITIONS THAT WE SEE ARE PURELY COSMETIC OR IF THERE ARE ACTUAL STRUCTURAL ISSUES.

SO WE'RE GONNA BE ABLE TO GET A BETTER GAUGE ON WHAT CAN WE IMMEDIATELY GET INTO WHAT NEEDS SOME MORE ATTENTION THAN, THAN WHERE WE'RE AT RIGHT NOW.

SO WE WANNA MAKE SURE THAT WE'RE LOOKING UP THE BEST INTEREST OF THE CITY AND THE DEPARTMENT.

AND THESE ARE JUST SOME ILLUSTRATIONS OF WHAT WE SEE OUT THERE RIGHT NOW.

NEXT, PLEASE.

SO THE MAIN, SO THE MAIN STREET AREA PROVIDE RIGHT NOW IMMEDIATELY PROVIDES, UM, A GREAT SETTING FOR A LARGE NUMBER OF PROGRAMMING OPPORTUNITIES.

THE MAIN STREET AREA IS, IS ALSO JUST RECOVERING FROM THE FLOOD OF, OF AUGUST OF 2022.

SO THOSE REPAIRS, I THINK THEY'RE IN THE FINAL STAGES OF GETTING TWO OF THE BUILDINGS, UM, COMPLETED, COMPLETED THEIR REPAIRS AS WELL AS THEY NO ACTUALLY ELEVATED THE HVAC UNITS OFF OF THE GROUND SO THAT THEY ARE NOT DAMAGED AND LOST.

UM, SHOULD THERE BE ANOTHER POTENTIAL FLOOD IN THAT AREA.

SO THE LAW OFFICE, THE DENTIST OFFICE, THE BANK, ALL VERY, UM, VERY ATTRACTIVE, VERY VISUALLY APPEALING.

UM, IT IS A VERY, THAT AREA OF THE PARK IS VERY POPULAR WITH PHOTOJOURNALIST AS WELL AS VIDEOGRAPHERS.

WE THINK IT'D BE A GREAT OPPORTUNITY FOR SOCIAL MEDIA AND INSTAGRAM PHOTOS OUT THERE AS WELL.

THAT MIGHT BE SOMETHING THAT WE CAN LOOK AT DOING THERE.

SO WE'VE IDENTIFIED A FEW BUILDINGS, UM, IMMEDIATELY THAT WE BELIEVE HAD THE POTENTIAL TO BE USED FOR, UH, EITHER RESERVED SPACES OR FOR PROGRAMS, UM, CELEBRATIONS, PUBLIC MEETINGS, EVEN.

UM, THESE, THESE FACILITIES APPEAR TO BE READY TO HOST THE EVENTS OR VERY CLOSE TO BEING ABLE TO ACCOMMODATE

[00:15:01]

GUESTS.

SO OUR INTERIM, OUR INTERIM PROGRAM, UM, PLAN AND OPERATIONS PLAN, AGAIN, AS CRYSTAL MENTIONED, WE'LL BEGIN, UM, FULLY MANAGEMENT OF THE PROPERTY AT THE END OF MAY.

AND SO FROM THERE, WE'RE GONNA CONTINUE TO DO, UH, CONDUCT SAFETY ASSESSMENTS AND, AND CONDUCT MINOR IMPROVEMENTS TO SEE WHAT PROGRAM OPPORTUNITIES WE CAN AGAIN, UH, MAKE HAPPEN A LITTLE MORE QUICKLY.

UM, WE'RE IN THE PROCESS OF IDENTIFYING STAFF TO OPERATE AND MANAGE THE PARK FOR US.

WE WILL DEVELOP, UM, AND ACTIVATE, UM, POPUP PROGRAMS TO BE CONDUCTED IN THE APPROPRIATE SPACES.

UM, WE KNOW THAT THE ANIMALS, UM, HAS BEEN, UH, A HOT TOPIC OUT THERE.

AND SO WE'VE ASKED FOR THOSE TO BE REHOMED, BE REHOMED.

AND WE ARE VERY CONFIDENT THAT THE HERITAGE SOCIETY DONE THEIR DUE DILIGENCE AND WE'RE CONFIDENT ALL OF THE ANIMALS THAT WERE ON SITE ARE GOING TO GOOD HOMES AND THEY WERE GOING TO BE MAINTAINED AND GOOD HEALTH, UM, AS THEY HAD BEEN.

WELL, WELL AT THE, UH, AT THE PARK.

AND WE'LL ALSO LOOK FOR OPPORTUNITIES TO BRING IN PETTING AND WHATNOT WHEN IT'S APPROPRIATE.

WE WANNA CONTINUE TO OFFER PARK RESERVATIONS, GUIDED TOURS, AND, UH, SCHOOL FIELD TRIPS, SPECIAL EVENTS WE WANT.

WE KNOW THAT CANDLELIGHT IS ONE OF THE BIG MORE POPULAR EVENTS THAT THE HERITAGE SOCIETY HAS CONDUCTED, UH, YEAR AFTER YEAR.

IT IS ACTUALLY THE LONGEST HOLIDAY CHRISTMAS EVENT IN THE STATE OF TEXAS.

WE BELIEVE SAN ANTONIO IS ONE YEAR BEHIND US.

SO WE WANNA TRY AND SEE IF WE CAN FIND A PATHWAY TO CONTINUE THAT, THAT EVENT.

, AGAIN, CONTINUING ON THE, UH, MASTER PLAN, MAKE SURE WE CONTINUE TO COMMUNICATE WITH OUR STAKEHOLDERS AND COMMUNITY MEMBERS.

TRYING TO MAKE SURE THAT, UH, WE'RE GETTING FEEDBACK FROM EVERYBODY TO SEE WHAT THE, THAT GROUP IS GOING TO BRING.

ESTABLISHING A FRIEND GROUP, UM, SUPPORT, PARKING EVENTS, FUNDRAISING OPPORTUNITIES AS WELL.

WE TALKED ABOUT WE DIDN'T HAVE $400 TO MAKE THE INITIAL PURCHASE.

WE KNOW WE'VE GOT A FEW MORE NEEDS FROM THERE.

UM, THEN AGAIN, WE'RE GONNA PRIORITIZE PARK SAFETY AND SECURITY INCREASED PATROLS WITH THE MARSHALS IN THE PARK RANGERS.

LOOKING AT, UM, CREATING OFFICE SPACE FOR THE PARK RANGERS ON SITE IS, THAT HAS BEEN AN ONGOING MATTER AT, AT OLD CITY PARK TO WHERE THEY DO HAVE 24 HOUR SEVEN DAY A WEEK SECURITY.

AGAIN, WITH THOSE 22 BUILDINGS AND STRUCTURES, EXCUSE ME, IT'S NOT LIKE ONE OF OUR TRADITIONAL PARK.

WE NEED TO MAKE SURE THAT WE'VE GOT SOME I AND SECURITY NEEDS OUT THERE ON, ON A BUSINESS.

OUR NEXT STEPS ARE TO FINALIZE THAT, UM, THE TRANSITION PLAN WITH, UM, THE HERITAGE SOCIETY, UH, REGARDING THE, THE RECESSION OF ARTIFACTS AND COLLECTIBLES.

SO WE'RE, WE'RE WORKING THROUGH THAT PROCESS.

NOW, THERE ARE SOME ITEMS THAT NEED TO BE COMPLET SESSIONED BASED ON THE FACT THAT THE PARK WILL NO LONGER SERVE AS A LIVING MUSEUM.

AND SO BECAUSE OF THAT, THEY ARE GOING TO RE HOME ITEMS THAT OTHER MUSEUMS TO SERVE THEIR PURPOSE OF IT.

IT'S AWARDED TO THEM.

SO WE'LL PARTNER WITH THE LANDMARK COMMISSION ON THE REQUIREMENTS OF THE FACILITIES OF HISTORICAL DESIGNATION.

AND I KNOW THAT THEY HAVE THEIR FIRST PROPOSAL AND DRAFT OF WHAT THOSE, UH, REQUIREMENTS ARE GONNA BE LAST NIGHT.

SO, UH, LEARNING MORE ABOUT THAT PROCESS WITH 'EM.

UM, AGAIN, PARK, WE WILL MANAGE THE, UH, PARK OPERATIONS AND PROGRAMMINGS AND SECURITY AT THE, AT THE PARK DURING THAT TIMEFRAME.

UM, WE WILL BE COMING BACK TO YOU FOR APPROVAL FOR THE PARK FEES, UH, FOR THE RESERVATIONS OF THE, THE DIFFERENT BUILDINGS THAT ARE OUT THERE.

UH, SO THIS WILL ADD TO THE INVENTORY LIKE WE HAVE AT, AT WINFREY POINT, CEDAR CREST, UM, BANQUET HALL, BIG THICKET.

SO THERE'S SOME, THERE'S SOME REAL NICE INVENTORY THERE THAT WE, THAT WE'LL BE ADDING.

BUT WE WANNA MAKE SURE THAT WE'RE CONSISTENT WITH OUR PRICING AND BRING THAT BACK TO YOU FOR YOUR CONTINUE WITH THE MASTER PLAN.

AGAIN, HOPEFULLY PHASE ONE WILL BE WRAPPING UP HERE IN IN MIDSUMMER.

THEN WE CAN INTO PHASE TWO AND GET START OUR COMMUNITY FEEDBACK MEETINGS.

AND THEN FROM THERE AGAIN, WE'LL DO THE PUT OUT THE REQUEST FOR PROPOSAL FOR OUR NEW PARK OPERATOR.

SEE WHERE WE GO FROM THERE.

UM, WE'LL BE ABLE TO FIND SOMEBODY TO, TO TAKE OVER OPERATIONS IN THE PARK.

HELP, HELP, UH, THINK THE NEXT HUNDRED.

EXCUSE ME.

[00:20:01]

THANK YOU.

THANK YOU SO MUCH.

UH, IT WAS US A GREAT OVERVIEW WITH THAT.

UH, YOU SAY SOMETHING.

YEAH, I JUST WANTED TO SAY SOMETHING.

I WANTED TO THANK, UH, SORRY.

I'M GOING.

I'M GOING BRAIN.

YOU, UH, STEVE AND UH, CRYSTAL THIS MORNING, YOU ALL, UH, FOR MAKING THIS PRESENTATION.

WE WANTED TO MAKE SURE WE PRESENT A PRESENTATION TO THE BOARD AND TO THE PUBLIC.

'CAUSE THERE'S SO MUCH FALSE INFORMATION OUT THERE, MISINFORMATION OUT THERE.

WE WANT TO SET THE RECORD STRAIGHT, SO THE PUBLIC AS WELL AS THE BOARD AND GET THE FACTS FROM US.

I DID PARTICIPATE IN THE DALLAS MORNING NEWS ARTICLE LAST WEEK AS WELL.

YOU MAY HAVE SAW THAT THIS WEEK.

TRYING TO PUT THE FACTS DOWN THERE.

AGAIN, JUST WANT TO REASSURE THE PUBLIC THAT, UH, THE PARK IS NOT CLOSING AND YOU HAVE THE FACTS BEFORE YOU, UH, WE WOULD STILL BE WORKING WITH THE DALLAS HERITAGE, UH, SOCIETY AS IT RELATES TO THE COLLECTIONS THAT YOU SAW IN THE BRIEFING AND THE ARTIFACTS.

UH, AS YOU ALL KNOW, JUST LIKE WE, UH, YOU ALL ASKED US TO INTERVENE ON SAM FARM, JUST WANNA REASSURE THE PUBLIC.

UH, WE HAVE A TRACK RECORD OF BEING GOOD PROGRAMMERS.

YOU HAVE THE PROGRAMMERS BEFORE YOU AND THEIR ENTIRE TEAM .

AND I ASSURE YOU THAT WHILE WE OPERATE IN THE INTERIM, WE WILL MAKE SURE IT'S SUCCESSFUL.

JUST LIKE WE DID WITH SAMUEL FARM THAT USED TO ONLY HAVE ABOUT MAYBE 15 TO 20 PEOPLE COMING PER DAY.

I ASSURE YOU, WE ARE GOING TO ACTIVATE THE PARK.

THANK YOU FOR SAYING THAT.

I'M ACTUALLY GOING TO BRING THAT UP AS WELL.

UM, WE'RE REALLY EXCITED ABOUT THE OPPORTUNITY.

RECOGNIZE THAT THERE ARE SOME PHYSICAL CHALLENGES WITH THE PARK, BUT WE HAVE DEMONSTRATED TIME AND TIME AGAIN THAT WE CAN ACTIVATE A PARK, WE CAN GET THINGS GOING, REPLACEMENTS THAT THEY'VE HAD CHALLENGES BEFORE.

UM, JUST KIND OF WALKING THROUGH THE SITE.

WE, I, I SENT STEVE TEXT MESSAGES, BUT WE ARE JUST, WE'RE READY TO ROLL WITH SOME POP OF ACTIVATION.

SO WE KNOW THAT ALTHOUGH OUR TIME IN MANAGING IT'S GONNA BE TEMPORARY, WE THINK THAT IT WILL START US ON AN UPWARD TRAJECTORY FOR WHOMEVER'S COMING IN TO MANAGE THE PROPERTY.

THEY'LL ALREADY HAVE A RUNNING STAR.

SO WE'RE REALLY EXCITED ABOUT WHAT CAN BE A HEALTH.

WE APPRECIATE YOUR SUPPORT, SWAN.

YES, GOOD MORNING.

THANK YOU FOR THIS.

BRIEFLY.

I'M SO EXCITED ABOUT THIS STAFF.

AND YOU MADE, UH, A COMMENT EARLIER ABOUT BEST INTEREST FROM THE CITY.

AND THAT'S WHAT I'VE BEEN TRYING TO BEAT IN THE BRAINS.

THERE'S NOTHING THAT THE STAFF OR THIS LEADER CAN'T DO.

INTERIM THE ADVOCATE OF US, UH, TAKING OUR PROBLEMS. 'CAUSE WE HAVE THE STAFF AND WE HAVE THE KNOWLEDGE.

SAME THING WE DID AT SAMUEL FARM WHEN WE, HE STOOD OUT.

SOMEBODY, I CAN'T FIND TATTOO IN HIS ARMS. PEOPLE .

THANK GOD TALKING.

JUST TELL STANDING AND EXCITING FINDING SOMEBODY ELSE.

LIBERTY ABOUT THAT.

I'M, I'M JUST EXCITED ABOUT WHAT WE COULD DO FOR HELPING.

TITLE WAS ALWAYS SAYING THAT WE'RE NOT IN BUSINESS.

WE OWN PROVINCE.

WE ARE IN THE SPACE.

AND AS YOU STATED EARLIER, WE NEED TO WHETHER US ANOTHER OPERATOR FOR THE BEST INTEREST OF THE CITY AND THE COMMUNITY WITH BEING, YOU KNOW, WHEN WE DO A PUBLIC PRIVATE PARTNERSHIP, WE DO A CONTRACT.

WE SO AFRAID THAT WE MIGHT GET SUED IF WE DON'T DO THIS.

HELL, LET'S TAKE OUR PROPERTIES, WHAT YOU GUYS DO.

UH, FANTASTIC JOB.

SO THANK YOU VERY MUCH.

THANK YOU.

I MIGHT ASK YOU TO OPEN LOCK.

.

, JUST ADE.

THANK YOU SO MUCH CRYSTAL.

SO STEVE, YOUR ENTIRE TEAM, UM, REALLY IS IMPORTANT THAT YOU GUYS ARE OUT THERE AND ON THE GROUND AND SEEING, UM, BECAUSE THERE'S BEEN A FALSE NARRATIVE FROM THE CS LEADERSHIP SAYING THAT WE'RE TAKING THEIR PART AND IT IS OUR PART.

UM, AND LEGALLY THEIR CONTRACT WAS UP AND LEGALLY WE COULD NOT RENEW IT AND WE EXTENDED THEM WITH A YEAR AND EVEN GAVE THEM MONEY TO OPERATE.

SO IT'S REALLY, UH, NICE TO SEE AT .

UM, I DO WANNA MAKE SURE THAT IN THIS PROCESS OF COMMUNITY MEETINGS, POTENTIALLY WE, WE CAN CREATE A TASK FORCE THE WAY WE DO WITH RIVER SEAN BALLPARK AND HAVE A TASK FORCE WITHIN DIFFERENT PARTNERS THAT COME TO THE TABLE.

UM, THERE IS, THIS IS A COMMUNITY-WIDE ASSET.

UM, IT'S IN A VERY IMPORTANT PART TO THE ENTIRE CITY OF DALLAS, NOT JUST DISTRICT TWO.

UM, SO THAT IS SOMETHING THAT REQUEST, UM, THERE IS SOMETHING I SAID DESCRIBE WHAT THAT MEANS AND I'M TRYING TO FIND WHAT PAGE

[00:25:01]

MIGHT COME BACK ON ROUND TWO.

UM, BUT I DO, I DO WANNA THANK YOU GUYS FOR LEARNING IN A SHORT TIME, ASSESSING THIS, TO REVITALIZE IT AND BRING BACK FRESH AIR WHEN WE WERE, WHEN WE WENT TO THE GREATER GREEN CONCERT, UH, CONFERENCE IN PHILADELPHIA.

WE APPRECIATE ALL.

SO THANK YOU VERY MUCH FOR AT THIS.

AND NOTE THAT IT'S AN ASSET.

IT'S NOT GETTING TORN DOWN, IT'S NOT GOING TO DEVELOPERS.

UM, OUR PART.

THANK YOU MR. AND YOU HAVE BEEN LEADING THIS FROM FRONT.

THANK YOU FOR MUCH.

LOOK FORWARD TO YOUR LEADERSHIP AS THE TRANSITION.

SO MS. ASPEN, THANK YOU.

AND FOR UPDATE ON THIS, I THINKS SUCH A IMPORTANT PIECE OF OUR CITY'S HISTORY AND OUR PARKS HISTORY.

AND IT'S A SHAME THAT GOT BEING IN, IN A SPOT WHERE IT REALLY NEEDS TO BE COMPLETELY OVERHAULED.

UM, WHAT QUESTIONS, UM, WERE THOSE FACILITIES OUT THERE NOT AVAILABLE TO THE BUILDING AND , THEY ALREADY, UM, JUST FARMS, WE'RE GONNA NEED A CHAMPION FOR THIS.

MM-HMM.

IS THERE A CHAMPION, EVEN IF IT'S TEMPORARY? THIS, THIS IS A LOT OF MOVING PARTS.

IS THERE SOMEBODY ON YOUR STAFF? AND SO I WILL SAY THAT, UM, WE, WE HAVE INTERNALLY IDENTIFIED A POTENTIAL PERSON THAT WE KNOW WILL KNOCK IT OUT THE PARK.

SO WE'RE JUST WORKING OUT SOME DETAILS.

THEY, THEY HAD SIX FULL-TIME AND 10 13 PARTTIME.

I GOTTA IMAGINE YOU'LL NEED A STAFF OUT THERE JUST TO MAINTAIN THE STATUS QUO.

UM, THE LAST THING, I'M GONNA KIND OF MIRROR WHAT BO SAID.

NOW WE HEARD THE SAMUEL FARM THINKING, OH WE'RE JUST GONNA, YOU KNOW, DO SOME PROGRAMMING THERE AND THEN WE'RE GONNA DO A MASTER PLAN AND WE'RE GOING TO, YOU KNOW, FIGURE OUT WHAT THIS NEEDS TO LOOK LIKE GOING FORWARD.

AND THEN WE SORT OF FIGURED OUT ALONG THE WAY THAT WE DID A PRETTY GOOD JOB OF CREATING THE PROGRAMMING AND IT MADE IT MORE VIABLE.

AND ARE THERE SURE THERE IMPROVE IT.

BUT THAT'S IMPORTANT FOR NOW.

SO I WOULD LIKE US TO KEEP AN OPEN MIND AS WE GO THROUGH THIS PROCESS THAT WE MIGHT FIND THAT WE ARE DOING A PERFECTLY FINE JOB OF OPERATING IT.

WE FIGURED OUT THE PROGRAMMING, CERTAINLY WITH COMMUNITY INPUT TO GIVE US DIRECTION.

THERE WE GO.

BUT I THINK WE NEED TO KEEP AN OPEN MIND ABOUT THAT.

AND ALSO, I WAS CURIOUS WHY IT WOULD TAKE A YEAR, YOU'VE ALREADY DONE SORT OF THE MASTER PLAN ANALYSIS OF THE BUILDINGS.

WHY IS IT GONNA TAKE A YEAR TO FIGURE OUT WHAT THE PROGRAMMING? I MEAN WE, NO, NO, NO.

SOMETHING THE PROGRAM, I'M NOT SURE WE'RE GONNA START THE PROGRAMMING IMMEDIATELY.

BUT YOUR TIMELINE SAYS FOR THE NEXT YEAR YOU'RE GONNA BE DOING PHASE TWO MASTER.

OH, I'M SORRY.

THAT'S PHASE TWO.

THE MASTER PLAN FOR THEM TO, UM, FACILITATE THE COMMUNITY ENGAGEMENT STUDY, TALK ABOUT THE VISIONING OF THE PARK WITH THE COMMUNITY INPUT.

SO THAT'S THE TIME THAT'S ALLOCATED FROM THE COMPLETION OF PHASE ONE LATER THIS SUMMER ABOUT THAT THEY, ONE IT NOT COMPLETE, BUT IT'LL ALLOW TIME FOR US TO SCHEDULE COMMUNITY MEETINGS, HAVE A MEETING, CONFER, HAVE ANOTHER MEETING WITH SOME ACTION.

AND LASTLY, I WOULD VERY MUCH LIKE TO SEE THIS FINANCIAL INFORMATION BECAUSE WE KNOW THAT IT FINANCIALLY HAS BEEN WORKING.

AND HOW IS YOUR PLAN FOR THE INTERIM? HOW ARE WE GONNA MAKE THIS FINANCIALLY WORK FOR US? THIS WE'RE PUT STAFF OVER THERE.

WE'RE TO HAVE A CHAMPION.

WE'RE GONNA PUT SOME MORE MONEY TOWARDS MAINTENANCE.

AND WHAT DOES THAT DOLLAR AND CENTS LOOK LIKE? MONEY DOES THE KEN, LIKE WHAT ARE THE OTHER MONEY MAKERS? WHAT IS THE, I'VE NEVER SEEN ANYTHING LIKE THAT.

AND I WOULD LIKE TO SEE THAT IF WE'RE GONNA TAKE THIS ON AND WE'RE GONNA CONSIDER MAYBE TAKING IT OFF LONG TERM, I WOULD REALLY THINK SHOW ME THE NUMBERS.

YOU KNOW, SHOW ME THE MONEY, IS IT VIABLE? AND IF IT IS VIABLE, WHERE DO WE, AND IF IT ISN'T VIABLE, WHAT DO WE NEED TO FIX IMMEDIATELY? SO I WOULD LIKE TO SEE THAT IN THE RELATIVELY IN NEAR FUTURE, SOME KIND OF BREAKDOWN OF WHERE IT WAS AND WHERE WE EXPECT TO BE IN 15 MINUTES.

YES.

AND SO THAT IS DEFINITELY PART OF THE NEXT MEETING OR THE NEXT INFORMATION WE PLAN TO BRING FORWARD IS WHAT OUR BUSINESS PLAN WILL LOOK LIKE.

KIND OF WHERE WAS, OR WHAT, HOW HAS IT BEEN OPERATING? WHAT IS OUR INTENT FOR THIS INTERIM PERIOD? AND SO THERE WILL OBVIOUSLY, WE'RE GONNA HAVE TO HAVE SOME COSTS ASSOCIATED WITH OPERATING, WITH SECURITY, WITH IMPROVING SOME OF THE SECURITY MEASURES THAT WE HAVE.

THE PROGRAMMATIC PIECE OF STAFFING.

UM, I ALSO WANTED TO GO BACK TO SOMETHING YOU SAID ABOUT THEY HAD SIX.

YOU KNOW, WE'RE GONNA BE JUST THAT.

SO EVEN IF WE IDENTIFY FIVE, THINK ABOUT HOW THE PARK DEPARTMENT IS STRUCTURED.

WE HAVE SUCH A SUPPORTING NETWORK OF STAFF THAT EVEN THOUGH FIVE PEOPLE CAN BE ASSIGNED TO A FACILITY

[00:30:01]

OR TO A PARK, WE HAVE THE COMMUNITY CONNECTED WITH, UM, PARK MAINTENANCE.

WE HAVE THE DIVISION ENGAGEMENT COORDINATORS WITH RECREATION.

SO THAT'S SIX PEOPLE THAT FOR TEMPORARY POPUP ASSIGNMENTS CAN ALREADY BE REDIRECTED FOR THAT COST.

SO WE HAVE A DIFFERENT LEVEL OF RESOURCES, I THINK, AND ACTIVATING THE PARK AND MANAGING THE WATER.

YEAH, I'M EXCITED.

I THINK IT'S A, I THINK IT'S AN INCREDIBLE RESOURCE.

I THINK THERE'S SO MANY DIFFERENT THINGS YOU CAN DO IN THAT SPACE.

AGREED.

THAT I, I'M EXCITED TO SEE 'CAUSE YOU GUYS ARE GREAT AT THAT.

AND I THINK THEY'RE GONNA COME TO US WITH SOME STUFF THAT WE THOUGHT.

SO GOOD WORK.

AND I, I WISH YOU THE BEST OF LUCK FORWARD AND I'M SEE IF WE CAN GET SOMETHING VERY COMFORTABLE THAT WE KEEP US.

LET ME GET MR. DICKEY AND THEN I COME TO, UH, THANK YOU MR. PRESIDENT.

UM, CURRENTLY, UH, THERE'S A, LIKE A THREE LEGGED STOOL.

IT'S, UH, OFFICE OF ARTS AND CULTURE AS THE MAINTENANCE, UH, TOOK CONTRACT WITH HERITAGE SOCIETY FOR PROGRAMMING, ET CETERA.

SO IN TERMS OF MAINTENANCE, UH, HUGE MAINTENANCE NEEDS THERE.

THOSE BUILDINGS HAVE FALLEN APART.

OACS NEVER HAD THE MONEY TO KEEP THEM UP.

WHAT WILL CHANGE IN TERMS OF HOW WE'RE THE MONEY FOR MAINTAINING THOSE BUILDINGS? WILL THAT STILL BE OAC C'S RESPONSIBILITY OR DO WE NOW PICK THAT UP AND HAVE TO FIND THE MONEY FOR RESTORING THOSE HISTORIC STRUCTURES? SO WE HAVE A REPRESENTATIVE FROM OAC HERE WHO'S HERE, BENJAMIN.

SO IF I COULD, UM, THIS, HE'S NOT ON THE SPOT.

I ACTUALLY MADE SURE WE INVITED HIM IN CASE THERE QUESTIONS THAT WERE SPECIFIC TO, UM, OFFICER PARTS.

AND BENJAMIN, IF YOU COULD ASSIST US IN ANSWERING MR. TY'S QUESTION ABOUT KIND OF THE FUNDING SOURCE.

I DID WANNA MAKE SURE BEFORE BENJAMIN STARTED, WE DID HAVE A CONVERSATION, UH, ABOUT, ABOUT A WEEK AND A HALF AGO WITH THEIR DIRECTOR MARTINE.

UM, AND ABOUT THE HOT TECH, UH, MR. DICKEY WE ARE TALKING ABOUT, 'CAUSE WE ONLY USE THE HOT TECH AND BENJAMIN, CORRECT ME, BUT IT'S FOR ECONOMIC DEVELOPMENT.

I MEAN, IT HAS TO HAVE SOME COMPONENT.

SO WHATEVER WE USE ON A BUILDING OUT THERE IS TO HAVE ECONOMIC COMPONENT TO IT.

BENJAMIN IS BEING ASSISTANT DIRECTOR OF THE OFFICE PARTS AND CULTURE.

SO UNDER THE HOTEL OCCUPANCY TAX, IT'S CALLED CULTURAL TOURISM CURRENTLY.

WE USE THAT FOR, TO PROMOTE ARTS AND CULTURE IN DALLAS AND ALSO TO VISIT, UM, HISTORIC SITES OF MUSEUMS. UM, TRA UH, JUST FOR FIGURES AND JUST FOR NOTE ON WHEN THE, WHEN THIS TRANSITION PLAN GOES INTO EFFECT, PARKING REC WILL BE TAKING BUILDINGS.

SO O-A-C-O-A-C IS SLATED TO PROVIDE $115,394 INDIRECT OPERATING SUPPORT.

THEY USE THAT FUNDING FOR PROGRAMMATIC ACTIVITIES FOR FIXING THE BUILDINGS.

WE ALSO REIMBURSE 'EM FOR 15,000 FOR UTILITIES THAT, WHICH INCLUDES GAS, WATER, ET CETERA.

SO THAT WILL OBVIOUSLY TRANSITION OUT AFTER, UM, WHEN THE CONTRACT, WHEN, UH, THE, THE ONE YEAR EXTENSION ENDS ON SEVENTH.

WELL, BUT I WANNA MAKE CLEAR THAT WE ARE IN TALKS WITH OAC IN PARTICULAR WITH THE DIRECTOR ABOUT HAVING SOME OPERATION FUNDS MOVE FORWARD AS WELL AS THE HOT TAX.

AND MY QUESTION, I GUESS IS A LEGAL QUESTION IN THAT GOING FORWARD, WILL OAC STILL BE RESPONSIBLE FOR MAINTAINING THE BUILDINGS OR WILL THAT GO TO US? WELL, AS PART OF THE NEGOTIATION WITH THEM, .

OKAY.

WELL, I CAN TELL YOU WE WON'T, WE WANT CONTROL OF THE BUILDINGS.

I CAN, I CAN JUST TELL YOU THAT WE DO.

SO I THINK IT'LL WORK TO OUR ADVANTAGE.

WELL, OKAY.

AND I'LL JUST SAY THIS ON THE RECORD, AND AND I I'LL SEVERAL OF YOU KNOW THAT I'VE BEEN PUSHING THIS FOR QUITE A WHILE.

UM, AS OF THE NEW VISIT DALLAS CONTRACT, OAC HAS GOTTEN MANY NEW MILLIONS OF DOLLARS OF HOTEL TAX MONEY.

A PERCENTAGE OF WHICH AGREED UPON PERCENTAGE IS ALLOWED TO BE USED FOR VARIOUS THINGS WHICH DO INCLUDE HISTORIC PRESERVATION OF BUILDINGS.

SO, UM, IT SEEMED TO ME THAT WE KIND OF HAVE TO GO HAND IN HAND TO OAC IF WE WANT MONEY.

AND WE'RE NOT TALKING ABOUT 115 OR 300,000, IT'S SEVERAL MILLION TO FIX THE BUILDINGS.

EVEN IF WE DON'T FIX THEM ALL, UH, TWO OR THREE, IT'S QUITE A BIT OF MONEY.

SO I GUESS THE QUESTION IS, ARE WE NEGOTIATING WITH OAC OVER, CAN WE HAVE SOME OF THAT MONEY? OR HOW

[00:35:01]

DOES THAT, HOW IS THAT GOING TO WORK? BECAUSE THAT'S GONNA HAVE TO BE DEALT WITH.

AND TO MS HAS BEEN POINT, THAT'S A VERY SIGNIFICANT MONEY ISSUE ON US TAKING OVER OLD CITY PARK IS WHERE'S THE MONEY GONNA COME FROM TO RESTORE THE BILLS.

MR. DIG? THAT'S EXACTLY RIGHT.

AS YOU MENTIONED, WE'RE, WE'RE NEGOTIATING.

WE'RE JUST, WE'RE HAVING THAT CONVERSATION.

THEY'RE WORKING THROUGH THEIR BUDGET PROCESS AS WELL.

AND SO WE WILL BE WORKING THROUGH THE BUDGET PROCESS TO WORK WITH THEM AND SEE WHAT NUMBER WE CAN AGREE TO AS WE MOVE FORWARD.

BECAUSE JUST LIKE WITH OUR CONTRACT WITH FAIR PARK FIRST OAC C STILL, YOU KNOW, THERE WAS MONEY THAT WAS DESIGNATED TO GO TO FAIR TO FAIR PARK.

WE'RE GONNA BE NEGOTIATING THE SAME THING BOTH CITY.

WHAT IS THAT? WHAT IS THE FAIR NUMBER? WE WILL, WE WILL NEGOTIATE THAT WITH THEM, BUT WE STILL WANT OAC C TO BUILD PARTNERS THAT WE WILL BE THE PRIME OPERATOR AT OLD CITY PARK IN THE INTERIM, EVEN AFTER THE INTERIM BECAUSE WE'D BE LOOKING FOR A PERMANENT OPERATING.

SO I JUST WANNA BE CLEAR ON THE, ON THE, I GUESS THE TECHNICAL POINT, IT'S THEIR, IT WILL STILL BE THEIR RESPONSIBILITY AND WE NEED TO NEGOTIATE WITH THEM FOR WHATEVER MONEY WE GET FOR FIXING UP THE BUILDINGS, BUT IT WILL STILL BE THEIR RESPONSIBILITY.

IS THAT RIGHT? I DON'T KNOW.

AS WE WORK THROUGH THIS NEGOTIATION.

SO IT'S A WORK IN PROGRESS.

THAT'S CORRECT.

WELL, I WOULD, I WOULD JUST ENCOURAGE YOU TO, TO PUSH AS HARD AS YOU CAN FOR AS MUCH OF THAT MONEY AS WE CAN BECAUSE OVER THE YEARS, UNDERSTANDABLY, OAC HAS NOT BEEN GIVEN THE MONEY BY THE CITY THAT WAS REQUIRED TO MAINTAIN THOSE BUILDINGS.

AND NOW WE HAVE A SITUATION YEARS DOWN THE LINE WHERE THERE ARE ENORMOUS NEEDS.

AND SO I WOULD JUST HOPE THAT OUR, OUR STAFF, OUR PARK DEPARTMENT, OUR SENIOR MANAGEMENT WOULD PUSH HARD ON WHAT MIGHT BE UNCOMFORTABLE CONVERSATIONS TO CRACK SOME OF THAT HOTEL MONEY OUT FOR THESE BUILDINGS.

THAT'S MY POSITION.

THANK YOU MR. GOOD.

MR. GOODMAN.

THANK YOU MR. PRESIDENT.

UH, THANK Y'ALL FOR THIS PRESENTATION.

UH, WHAT, THINKING AHEAD TO 2026, REGARDLESS OF WHETHER WE'RE MANAGING IT, WHETHER THERE'S AN OUTSIDE PARTNER THAT WE'RE WORKING WITH, WHAT'S THE VISION? WHAT, WHAT WOULD BE THE IDEAL OUTCOME FOR THIS, UH, THIS PARK IN 2026 AND BEYOND? WELL, I THINK THAT'S A LOADED QUESTION.

UM, ONE THAT IT'S, IT'S KIND OF BROUGHT BACK TO THE GLORY DAYS, RIGHT? SO EVERY TIME I HEAR ABOUT OLD CITY PARK, I'M NOT FROM DALLAS, BUT I HEAR ABOUT IT, YOU KNOW, EVERYONE HAS THESE GREAT MEMORIES, CHILDHOOD MEMORIES.

SO I THINK IT'S MAKING IT RELEVANT IN TODAY'S TIME BASED ON WHAT THE COMMUNITY AND THE STAKEHOLDERS REALLY WANT TO SEE.

SO WE WANNA ACTIVATE THE SPACE.

WE WANNA MAKE SURE THAT EVEN IF WE DON'T HAVE STRUCTURED PROGRAMS, THAT AS YOU TAKE YOUR DAUGHTER OUT TO THE PARK, YOU CAN MAKE SOMETHING HAPPEN THERE.

YOU'RE COMFORTABLE DOING SO.

SO IT'S REALLY JUST BRINGING THE PARK BACK TO LIFE.

AND I WOULD JUST SAY FROM INFRASTRUCTURE , YEAH, IT IS NO DIFFERENT THAN, ONCE AGAIN, WHEN, WHEN WE DECIDED TO SEEK AN OPERATOR FOR FAIR PARK, WE EXPECT WHOEVER THE NEXT OPERATOR IS THAT THEY DON'T, THEY'RE GONNA GO OUT IF WE, IF WE LEVERAGE THE HIGH TAX OR WE EXPECT THEM TO GO RAISE FUNDS, WE EXPECT THEM TO GO RAISE MILLIONS AND MILLIONS OF DOLLARS FOR THE PARK TO MAKE IMPROVEMENTS.

WE DO.

BUT WE ALSO WILL BE SEEKING THE HOT TAX AS WELL.

BUT WE EXPECT AN OPERATOR TO GO OUT THERE AND LEVERAGE.

WE DO.

IT'S JUST NO DIFFERENT THAN WHAT Y'ALL GAVE US ON FAIR PARK.

WE NEED TO GO OUT, REACTIVATE THE PARK AND FIND SOMEONE WHO CAN RAISE, I MEAN, MILLIONS OF DOLLARS.

WOULD WE, WOULD WE VIEW THIS AS HAPPENING A PRICE OF IGNITION LIKE YOU HAVE TO PAY TO GO INTO THE PARK? I DON'T KNOW IF WE'VE THOUGHT THAT FAR.

NOT WHILE WE'RE OPERATING.

OKAY.

2026.

THAT'S SOMETHING THAT JUST COULD BE A REVENUE GENERATOR AS WELL, DEPENDING ON WHO THE OPERATOR IS, WHAT THAT LOOKS LIKE.

YEAH.

WHAT PLAN THEY BRING BEFORE US.

OKAY.

THANK YOU.

THANK , MR. MAYBE, UH, YES.

THANK YOU CHAIR.

APPRECIATE IT.

THANK YOU, SIR.

UM, YEAH, I MEAN I, I'M ONE OF THE GUYS THAT LOVES THIS PARK 'CAUSE I GREW UP AT ST.

ON ST.

PAUL STREET, ACROSS OLD CITY PARK.

I, SO, I MEAN, I LOVE THIS PARK AND A LOT OF THE, I JUST PIGGYBACK ON WHAT EVERYBODY'S SAYING.

JUST IF, IF THE DEPARTMENT'S GONNA RUN IT, WHAT COST IT'S GONNA COST US JUST TO OPERATE.

I TALKING ABOUT FIXING THE BUILDINGS.

YEAH.

WE JUST OPERATING AND GETTING, GETTING IT PROGRAMMED.

RIGHT NOW WE'RE AVERAGING ABOUT IF WE OPERATE 340 DAYS A YEAR AND THAT'S JUST TAKING OFF SOME BAD WEATHER DAYS, SOME HOLIDAYS, ALL THAT.

WE'RE ONLY HAVE A HUNDRED PERSONS ATTENDANCE A DAY.

SO THAT JUST TELL YOU THAT OUR NUMBERS ARE LOW THERE.

TRY TO FIGURE OUT HOW TO GET THAT UP AND BETTER TO GET MORE DOLLARS IN YOU, YOU KNOW, FIELD TRIPS COST SOMETHING FOR KIDS AND, AND WHATEVER IT IS THAT WE MANAGE.

[00:40:01]

UM, AND, AND I AND, AND, AND, AND IT COMES JUST, EVERYBODY'S MENTIONED A LOT OF THINGS, BUT JUST FINDING THE RIGHT PARTNER AGAINST, I KNOW NER SAID THAT FINDING THE RIGHT PARTNER AND SETTING UP THE CONTRACT CORRECTLY IS OUR BIGGEST KEY AND NOT GIVE AWAY MONEY WHERE THEY CAN ACTUALLY PAY US TO USE OUR PROPERTY.

I ALWAYS SAY EVERY EVERY, EVERY PARK IS DIFFERENT AND EVERYTHING'S STRUCTURED DIFFERENT JUST 'CAUSE WE'RE SO BIG AND, AND THE WAY IT'S LEVERAGED.

UM, BUT IF WE WRITE THE CONTRACT RIGHT, AND WE CAN GET 20% OF THEIR NET OR GROWTH, WHATEVER YOU DECIDE IT IS, AND WE CAN USE THAT TO KEEP CAPITAL IMPROVEMENTS INTO THAT PART, KIND OF RENTING OUT YOUR HOME AND YOU FIGURE OUT HOW TO CHARGE THE CORRECT NUMBER TO PAY THE TAXES AND TO PAY YOUR, TO KEEP THE AC GOING FOR THEM.

THE ROOF TO MAKE STUFF, TO KEEP THE MINOR STUFF GOING IS SOME WAY WE NEED TO WRITE THAT CONTRACT FOR FUTURE FOR ALL IF WE CAN, FOR ALL ENTITIES THAT WE HAVE.

UH, WE HAVE A PARTNER NOW IN DOWNTOWN THAT OPERATES SOME OF OUR PARKS THAT'S LITERALLY ACROSS THE HIGHWAY THAT WE PROBABLY MAYBE VISIT, KNOCK ON THE DOOR AND VISIT WITH THEM.

UM, BUT WE'RE ALSO GONNA HAVE THIS BIG NEW PARK THERE IN THE FUTURE WITH A, WITH A, WITH THE EXTENSION OF THE C CONVENTION CENTER.

SO TRY TO MAYBE UTILIZE THOSE TWO CONNECTIONS THERE SOMEHOW AND TRY TO, YOU KNOW, MIRROR THAT.

UH, JUST SOME IDEAS.

I'M PRETTY SURE YOU THOUGHT OF SOME OF THIS STUFF, BUT I'M JUST, I JUST WANNA LET YOU KNOW THAT THIS, IF YOU ARE, IF YOU'RE NOT, PLEASE DO SO AND, AND THINK ABOUT UTILIZE SOME OF THOSE ALREADY EXISTING PARTNERS THAT WE HAVE IN DOWNTOWN AND WITH THE WHOLE THANK YOU MS. THANK YOU.

UH, MR. VER KIND OF TOOK SOME, UM, POINTS I WAS GONNA MAKE AS WELL.

UH, A QUICK QUESTION AS WE LOOK BACK AT THE, THERE WAS A MASTER PLAN DONE SEVERAL YEARS AGO FOR THE ENTRANCE IS SWA INCLUDING THAT YOU REMEMBER IT WAS LIKE YEAR.

YEAH, THAT'S THAT'S TRUE.

BUT THERE WAS LIKE A NICE READ THAT WAS LIKE TWO EXECUTIVE DIRECTORS AGO.

I DON'T KNOW.

OKAY.

REMEMBER YOU REMEMBER THAT, RYAN? IT WAS ALL ABOUT REORIENTING THE ENTRANCE.

UH, I REMEMBER THE MASTERY PLAN YOU'RE REFERRING TO AND THAT TO SPECIFICALLY ANSWER YOUR QUESTION, THAT INFORMATION WAS GIVEN TO ESTIMATE.

THAT IS KIND OF A PART OF THE ASSESSMENT PIECE.

SO ALL THE APPROPRIATE BACKGROUND INFORMATION HAS BEEN PROVIDED.

OKAY, GREAT.

SO AS, AND I'M BUILDING ON WHAT MR. WE JUST SAID THE RIGHT NOW AS, UH, THE CONVENTION FOLKS ARE REALLY WORKING ON A LOT OF THAT DESIGN AND TXDOT IS WORKING ON THOSE PARKLETS.

UM, ANY WAY WE CAN BE A PART OF THAT CONVERSATION, AND AGAIN, TO THE, THE POINT ABOUT NEEDING THAT CHAMPION IN THAT COORDINATION.

I'M SURE MR. GOLDSTEIN WILL TELL YOU ALL ABOUT HOW DDI PROGRAMS DOWNTOWN WORKS, WHAT'S WORKED WELL FOR, FOR THEM.

AND THAT MAYBE SOME OF THOSE COULD BE EXTENDED.

BUT I, THERE'S SOME REALISM HERE THOUGH.

THIS PARK HAS BEEN SORELY, UM, OVERLOOKED OR UNDERUTILIZED FOR DECADES.

THIS IS NOT A NEW THING.

I MEAN, I'M NOT PLACING BLAME ON ANYONE.

THERE'S BEEN A LOT OF TRANSITION, UM, IN VARIOUS MANAGEMENT PARTNER LEADERSHIP OVER THE YEARS.

IT'S A HARD PARK TO FUNDRAISE FOR.

I MEAN, MR. MEADOWS, THANKS, THANK YOU FOR ALL OF THE WORK YOU'VE DONE.

BUT IT IS A HARD PARK TO FUNDRAISE FOR AND IT IS NOT.

IT HAS A LOT OF COMPETITION NOW WITH OTHER DESTINATION PARKS.

UM, AND SO I JUST THINK WE NEED TO THINK CREATIVELY AS YOU PUT, YOU KNOW, SOME PARK STAFF OUT THERE FOR THE NEXT YEAR AND A HALF, TWO YEARS.

YOU KNOW WHAT, UM, I MEAN SAMUEL FARM IS ALSO A HARD PARK TO FUNDRAISE FOR BECAUSE IT'S NOT EVEN IN THE CITY.

UM, BUT IT HAS A LOT OF ACREAGE.

THIS IS EVEN MORE UNIQUE, I THINK GEOGRAPHICALLY HAS SOME ADVANTAGES.

BUT I JUST, I JUST WANNA CAUTION US AS NOT TO BE OVERSELL US IN OUR EXPECTATIONS OF WHAT PARK STAFF IS GONNA BE ABLE TO DO OVER THE NEXT, I MEAN, WE JUST NEED TO FILL SOME HOLES AND, YOU KNOW, REPLACE SOME ROOFS AND TRY TO GET FOLKS OUT THERE.

'CAUSE THEY HAVE HAD SOME REALLY NICE FUNDRAISING EVENTS THAT WE DON'T WANT TO LOSE.

SO WE STILL NEED PEOPLE TO COME TO THE PARK IN THE ENTERPRISE.

AND SO, UM, BUT THIS IS, THIS IS A VERY UNIQUE, UM, PARK AND KIND OF VENUE.

SO I JUST WANT US TO BE, HAVE SOME REALISM ABOUT THAT AS WELL AS FOR YOUR STAFF.

UM, BECAUSE THIS ISN'T JUST, UM, YOU KNOW, TYPICAL REC PROGRAMMING OR EVEN VENUE PROGRAMMING.

SO I WOULD ENCOURAGE YOU ASK THE STAFF NOW WHO WORKS THERE, KIND OF SOME THINGS THEY'VE HAD SUCCESSES WITH.

UM, I DON'T KNOW IF ANY OF THEM COULD COME OVER EVEN ON A CONTRACT BASIS JUST TO PROVIDE SOME INSIGHT.

BUT, UM, AND LASTLY, KIND OF BUILDING ON WHAT TIM SAID, IS THERE ANY POTENTIAL FOR SUPPORT AS WELL, UH, THAT HAS THAT BEEN EXPLORED? AND THERE SHOULD BE STUFF OUT THERE ALREADY.

SO THAT'S ANOTHER, UH, TERMINOLOGY

[00:45:01]

FOR HOT TAX WRITTEN.

SO AS, AS MR. JENKINS SAID, WE ARE HAVING CONVERSATIONS PRELIMINARY IN A PRELIMINARY WAY WITH OAC TO PERHAPS CAPTURE SOME OF THAT FUTURE HOT TAX.

THANK YOU.

APPRECIATE, APPRECIATE .

THANK YOU.

SO, SO HOWARD, START WITH PROGRAMMING AND YOU WITH THE FUNDING.

WE'RE IN A GOOD PLACE HERE, GUYS.

UM, I DID WANNA ASK IF, IF THERE, IF WE ARE LOOKING AT THE CURRENT STAFF THERE AS POTENTIAL CONTRACTORS, UM, AS WE TRANSITION INTO THAT, UM, WITH SOME OF THEIR SKILLSET.

AND TO ANSWER THAT, I'M JUST HOPING THAT YOU, I I WILL ANSWER IT BY SAYING WE WOULD NOT GO INTO THIS WITHOUT SPEAKING AND CONFERRING WITH THE EXISTING STAFF ABOUT WHAT THERE'S CHALLENGE.

THAT'S NOT WHAT I'M ASKING.

I'M ASKING IF WE'RE LOOKING AT POTENTIAL , THERE'S BEEN A CONVERSATION.

OKAY.

UM, I DON'T, WE HAVEN'T LANDED ON ONE WAY OR ANOTHER ABOUT HEARING OVERSTAFFED, UM, THROUGH BREWERY CONTRACTORS FROM, WE HAVEN'T, WE HAVEN'T LANDED ON THAT.

OKAY.

UM, ABOUT TWO YEARS AGO.

I'M LOOKING INTO THE EMAIL.

YES, I DO HAVE SOME OF MY EMAILS STILL.

MY, MY MY QUEUE.

UM, I ASKED FOR AN AUDIT, UM, 10 YEARS GOING BACK ON THE DALLAS RIDGE SOCIETY, UM, AND HOW THEY, AND IF THAT CAN STILL GET THAT AUDIT, THAT'D BE GREAT.

UM, I DO KNOW THAT AGAIN, TWO YEARS AGO, UH, MR. DICKEY AND I WENT TO OUR COUNCILMAN WHO SUPPORTED, UM, THE HOT TAX GOING AND MONEY COMING TO FROM THAT HOT TAX GOING TO OLD CITY PARK BECAUSE IT QUALIFIES.

UM, SO THOSE ARE THINGS THAT REALLY DO HOPE THAT WE CONTINUE TO LOOK AT.

UM, EVEN IF IT DOESN'T QUALIFY, WE NOW TAKE IT OVER.

CAN WE BACKTRACK THAT? IS THAT AN OPTION? UM, I DO KNOW WHEN I CAME IN THREE YEAR, THREE AND A HALF YEARS AGO, THERE WAS, UH, 250,000, UM, THAT WAS, I'M NOT GONNA GET THIS RIGHT, A TIFF OR A KID.

THAT MONEY WAS GOING TO OAKS CITY PARK.

WHAT HAPPENED TO THAT? WHERE IS THAT AT AND WHERE, WHAT WAS THAT USED FOR? I, I DON'T HAVE THOSE ANSWERS.

UM, AND I WOULD LOVE TO GET THOSE BECAUSE CEDARS HAD A 250,000 MORE THAT WAS GOING TO THE, BUT I JUST WANNA CLEAR UP THAT WE, BECAUSE THEY DON'T HAVE A MANAGEMENT CONTRACT, THEY HAVE A PROGRAM CONTRACT FOR THE SEED.

SO I DON'T, THERE'S NOTHING WE CAN DO ON THE PARK DEPARTMENT AND FAR AS REQUESTING ANY TYPE OF AUDIT.

I ASKED BENJAMIN, UM, AND, AND, AND MS. ILLA FOR AN AUDIT.

I'VE NEVER RECEIVED THAT AUDIT.

10 FOR 10 YEARS GOING BACK ON THEIR, ON THEIR FINANCES.

SO TO ANSWER YOUR SPECIFIC QUESTION ON THE TIFF, WE ARE STILL WORKING WITH ECONOMIC DEVELOPMENT ON THAT.

IT'S 650,000 THAT WE HAVE TO MATCH.

SO THAT AGREE.

SO WE'RE STILL WORKING WITH THEM AND TO, UH, PUT FOUR OF THOSE FUNDS INTO THE PARK IN NEAR FUTURE TO GO TO WHERE, WELL, IT IS IDENTIFIED IN TWO PLACES.

A BLUE HOUSE AND WHAT WAS THE OTHER ONE, STEVE? I DON'T THINK IT WAS ORIGINALLY IT WASN'T.

OR THERE WAS AN ORIGINAL BALLHOUSE WALL HOUSE.

IT WAS ORIGINALLY A DIFFERENT, BECAUSE I THINK SOMEBODY CHANGED IT IN THE YEAH, I THINK THAT WAS FOR THE PARK AVENUE HOUSE.

UHHUH , SHE DISPAIR AND BOARD FROM HERITAGE SOCIETY IS ALL IN AGREEMENT SIGN REAL HISTORICAL SIGNIFICANCE TO IT.

AND IT'S IN SUCH DISREPAIR, IT'S BEST TO JUST KNOCK IT IN AND YOU STILL NEED TO DO A LITTLE MORE WORK.

ECONOMIC DEVELOPMENT.

THEY'RE GONNA HAVE TO EXTEND THAT CONTRACT ONE MORE TIME.

PROBABLY, UM, MARCH, APRIL TIMEFRAME.

SO VERY SOON.

SO THERE'S STILL A LITTLE MORE WORK TO DO, BUT THE FUNDING IS STILL THERE AND IT'S NOT GONNA GO AWAY.

IT'S GOING TO BE DEPLOYED .

SO CLARIFY, UM, OUR ROLE AS A PARK BOARD COLLECTIVE, OUR, WHAT WE VOTE ON AND WHAT WE DON'T VOTE ON MOVING FORWARD WITH THIS MARCH, MARCH 27TH, I MEAN, MAY 27TH, WE ACTUALLY, IT FALLS UP UNDER THE JURISDICTION OF THE PARK.

SO ALL RULES FALL JUST LIKE ANY OTHER PARK ASSET.

SO WE VOTE ON EVERYTHING THAT HAPPENS OUT THERE.

MM-HMM, .

YEAH.

SO NO, STAFF CANNOT DICTATE, NOBODY CAN DICTATE WHAT BUILDINGS GET, WHAT MONEY OR ANYTHING OR WHAT GOES DOWN.

IT, IT ALL GOES THROUGH.

WE WILL GO THROUGH OUR NORMAL PROCESS THAT WE BRING BEFORE THE BOARD.

THANK YOU.

THANK YOU MS. MS. JUST YES.

UH, .

YEAH.

UH, I THINK ALL THE MEMBERS HAVE ASKED ALL THE QUESTIONS.

UH, WHAT I LIKE TO DO IS, IS, IS MAKE A STATEMENT.

UH, I WAS THE ELEMENTARY SCHOOL ONE, MY VERY PRESIDENTS MADE A STATEMENT, THAT'S NOT WHAT YOUR COUNTRY CAN DO FOR ME.

WHAT YOU CAN DO FOR YOUR COUNTRY FAMILY.

FAMILY IN THIS TOWN.

[00:50:01]

THE MEADOWS FAMILY, THEY STILL TO THE PLATE AND THEY'RE OUT THERE PARK JUST LIKE I STAFF.

I LIKE MR. MEADOWS AND HIS FAMILY FOR WHAT THEY'VE DONE.

SO GOD BLESS YOU.

THANK YOU MS. RICE.

THANK YOU.

ONE.

OKAY.

UM, SO I JUST HAD A QUESTION AND COMMENT ABOUT THE, UM, PROGRAMMING, THE ACTIVATION.

WHO'S GOING TO DETERMINE THAT? IS THAT GONNA BE LIKE A COLLABORATION WITH THE OAC, WITH THE COMMUNITY, WITH, YOU KNOW, 'CAUSE I'M JUST THINKING ABOUT THE WONDERFUL ARTISTS THAT THE OAC C HAS TO OFFER THROUGH THEIR CAP PROGRAM.

SHOUT OUT TO GLEN AND, AND BENJAMIN THAT ARE HERE FROM THE OAC C SO I WAS JUST, I WAS JUST WONDERING WHAT THAT WAS GONNA LOOK LIKE.

SO THAT PIECE OF IT WILL BE LED BY THE PARK DEPARTMENT, BUT THE, THE DETERMINING FACTOR WILL BE BASED ON ENGAGEMENT WITH THE PUBLIC.

AND WE OF COURSE WILL BE LOCKING STEP WITH OFFICER ARTS AND CULTURE.

THERE ARE TOO MANY OPPORTUNITIES FOR PARTNERSHIP.

COLLABORATION.

WONDERFUL.

THANK YOU.

THANK YOU FOR CLARIFYING THAT.

AND ALSO WANT, YOU KNOW, AS WE'RE, AS WE'RE TALKING ABOUT THE, THE ACTIVATION OF THE SPACE AND THE PROGRAMMING, I REALLY HOPE THAT IT'S TAKEN INTO CONSIDERATION JUST THE DIFF THE DIVERSITY OF OUR BEAUTIFUL CITY.

YOU KNOW, OUR, I FEEL LIKE OUR, OUR COMMUNITY THAT HAS DISABILITIES IS LEFT OUT A LOT.

OUR SPANISH SPEAKING COMMUNITY, UM, OUR LGBTQ PLUS COMMUNITY, JUST, JUST, YOU KNOW, JUST BEING INCLUSIVE OF, YOU KNOW, LIKE IN THE SCHOOL DISTRICT, OUR POP LANGUAGES ALSO INCLUDE ARABIC AND SWAHILI.

AND I KNOW THERE'S A HUGE COMMUNITIES OUT THERE.

SO, YOU KNOW, JUST BEING INCLUSIVE OF THE DIVERSITY OF THIS, OF THIS CITY.

SO I WOULD LOVE TO SEE THAT, YOU KNOW, ESPECIALLY IN THIS PARK THAT'S RIGHT IN THE HEART OF THE CITY TO HAVE THAT, HAVE THAT DIVERSITY IN, IN THE PROGRAMMING.

SO I JUST WANTED TO MAKE THAT COMMENT.

THANK YOU.

CAN I, CAN I JUST COMMENT YES.

I DON'T THINK MY MIC IS WORKING TODAY, BUT CAN YOU GO HEAR ME? ALRIGHT.

UH, I JUST WANNA COMMENT, UH, AS IT RELATES TO PROGRAMMING.

'CAUSE UM, MICHAEL MEADOWS, WHO'S THE INTERIM CE DID, UH, DID A LOT OF WORK OVER THE LAST YEAR AND A HALF, COMPLETED A STUDY.

AND I CAN TELL YOU THEY'RE NOT STARTING FROM SCRATCH BECAUSE A LOT OF THAT INFORMATION THAT WAS IN HIS STUDY, IT TALKED ABOUT THE PART BEING MORE INCLUSIVE AND MAKING SURE WE REFLECT ALL THE HISTORY, UH, YOU KNOW, 18 HUNDREDS UP TO NOW, THAT INCLUDES, UH, PLENTY OF DIVERSITY THAT WE CAN INCLUDE AT THE PARK AND THE PROGRAMMING OPPORTUNITY.

SO WE WON'T BE STARTING FROM SCRATCH.

SO I JUST WANNA, UH, THANK MICHAEL FOR HIS WORK AND WE WILL BE UTILIZING WORK'S ALREADY BEEN DONE IN THE INTERIM.

THANK YOU.

THANK YOU DIRECTOR DICKINSON.

I KNOW SOME EXCELLENT WORK IS ALREADY BEING DONE, BUT I JUST, YOU KNOW, UM, I WAS JUST THINKING, YOU KNOW, AHEAD IN THE FUTURE, I KNOW THAT THERE COULD BE JUST, YOU KNOW, JUST MORE WORK THAT COULD BE DONE.

YES.

SO I JUST WANTED TO MAKE THAT STATEMENT.

WELL, THANK YOU MS. RICE AND, UH, CRYSTAL AND STEVE.

THANK YOU.

I, I THINK ALL CITY PARK, OF COURSE WE ALL KNOW IS THE OLDEST PARK PART OF OUR STREET.

AND CHANGE IS ALWAYS SCARY.

AND I CAN SEE IT'S, UH, WORK IN PROGRESS AND THAT'S WHY SO MANY QUESTIONS.

ALL I SAY, I THINK YOU LEARN WHERE IT IS, WHAT'S HAPPENING WITH CONVENTION CENTER, WHAT'S HAPPENING WITH THE CEDAR, YOU KNOW THAT THAT'S GOING TO BE ONE OF THE MOST FRIGHTENING PART OF THE CITY.

SO AS WE PLAN, LET'S BE DELIBERATE, LET'S BE PURPOSEFUL AND LET'S BE THOUGHTFUL IN HOW WE TAKE STEPS TOGETHER.

SO WHEREVER THIS BOARD CAN HELP THERE FOR YOU, EXCITING, SCARY, BOTH, BUT I KNOW WE HAVE TRUST IN YOU, UH, HOW WE'LL TAKE NEXT STEPS.

THANK YOU AGAIN.

THANK YOU VERY MUCH CINDY, THAT WE COME TO OUR NEXT BRIEFING SOCIAL INITIATIVES FROM COME TO THE TABLE.

THIS IS SOMETHING THAT THE BOARD YOU ALL HAVE BROUGHT UP SEVERAL TIMES AS IT RELATES TO HIRING.

AS Y'ALL KNOW, THE ENVIRONMENT'S VERY CHALLENGING, BUT I WILL SAY STAFF HAS BEEN VERY CREATIVE, INNOVATIVE AND UH, THE HR TEAM ALONG WITH THE SENIOR LEADERSHIP TEAM HAVE, UH, WE HAVE CONTINUED TO PLUG AWAY IN A VERY CHALLENGING ENVIRONMENT.

AND AS YOU ALL KNOW THE CITY, UNFORTUNATELY WE DON'T ADJUST TO MARKET CONDITIONS VERY FAST.

, OKAY? UH, BUT I DO THINK WORKING WITH OUR BIG HR AS WELL AS OUR OUR DEPARTMENT HR, I THINK WE HAVE FIGURED OUT A WAY HOW TO, UH, TO STAY AHEAD OF THE GAME AS MUCH AS POSSIBLE IN THIS ENVIRONMENT.

SO I ASKED, UH, VANESSA IF SHE WOULD PREPARE A BRIEFING AND LET YOU KNOW ALL THE DIFFERENT STEPS WE HAVE TAKEN AND THE PROGRESS WE HAVE MADE IN A VERY CHALLENGING TIME OVER THE LAST THREE YEARS.

GOOD MORNING EVERYONE.

THANK YOU FOR TIME TO BOARD AND SHARE WITH YOU THE ACTIVITIES AND INITIATIVES THAT WE HAVE UNDERTAKE TO ADDRESS THINGS THAT WERE IDENTIFIED AS MATIC AS THREE YEARS AGO.

.

THE PURPOSE OF TODAY'S BRIEFING IS PROVIDE A

[00:55:01]

IS PROVIDE A GENERAL UPDATE ON THE FOUR BULLETS THAT YOU SEE HERE.

OUR STAFFING LEVEL TALENT ACQUISITION, SUCCESSION MANAGEMENT ACTIVITIES, AND OUR PROGRESS ON OUR DEVELOPMENT ACTIVITIES.

PICTURE THAT YOU SEE HERE, UM, IS ACTUALLY FROM A TRAINING EVENT THAT WAS HELD AND THE PICTURE THAT YOU SEE HERE IS FROM A TRAINING EVENT THAT WAS HELD AND THE, UH, SPEAKER GAVE A A TABLE EXERCISE AND THEN ASKED FOR PEOPLE TO REPORT OUT.

AND THE FEEDBACK WAS AMAZING.

SO GIVEN THE BLOCK TRAINING FOR TWO YEARS GIVING COVID, UH, IT WAS JUST GOOD TO SEE EMPLOYEES ENGAGED LIKE THEY WORK ON SLIDE THREE.

NEXT SLIDE PLEASE.

YOU'LL ACTUALLY SEE THE HUMAN CAPITAL BUDGET CONSUMES A LARGE PART OF THE OVERALL DEPARTMENTAL BUDGET.

SO OF UM, 2223 BUDGET OF 113 MILLION, 47 MILLION OF THAT WAS STAFFING COST FOR 2324.

THE CURRENT , THE OVERALL BUDGET IS ONE 20 MILLION.

AND AS YOU CAN SEE REPRESENTED ON THE CHART, 54 MILLION OF THAT IS DEDICATED TO STAFFING COST.

SO THAT'S 45% OF THE BUDGET GOING TOWARDS STAFFING COST.

SO IT'S AN IMPORTANT ASSET THAT WE HAVE WHEN WE TAKE CARE OF THAT VALUE PLAN.

NEXT SLIDE.

MUCH TIME AND INTEREST HAS UH, BEEN SPENT IN MAKING SURE THAT WE'RE ACCURATELY REFLECTING OUR VACANCY RATE AND THE, AND THE POSITIONS THAT WE NEED TO FOCUS ON FILLING.

SO ESPECIALLY AFTER THAT SEPTEMBER 19TH DALLAS ONE NEWS ARTICLE THAT WE SAW AND IT REPRESENTED THE FACT THAT WE HAD 904 VACANCIES THAT WAS INACCURATE BECAUSE IT REFLECTED SUMMER POSITIONS.

AND WHEN YOU REFLECT THAT IN JANUARY, OF COURSE THOSE POSITIONS ARE VACANT AS THEY SHOULD BE.

SO RATHER AS YOU KNOW, THOSE UH, VACANCIES WE DID NOT INCLUDE IN THIS CHART.

'CAUSE THOSE ARE SUMMER POSITIONS.

SO WE'RE FOCUSING ON FOR 23, UM, 24, THE GREEN CHART, WHAT THE CURRENT NUMBERS ARE.

SO WITH REGULAR EMPLOYEES, FULL-TIME TOTAL 784 POSITIONS, 680, 700 PAID WITH 97 MAKING, REFLECTING A 12% BIDDING SPREAD.

TODAY YOU LOOK AT LAST YEAR, WHICH IS THE YEAR THAT THEY WERE REPORTING ON, LOOKING BACK ON, UM, OVERALL FOR THE YEAR WE HAD 179 POSITIONS THAT WERE VACANT AND THAT WAS A 21% VACANCY RATE ON OUR REGULAR FULL-TIME POSITIONS.

BELOW THAT SECOND LINE ON BOTH CHARTS REFLECTS OUR TEMPORARY AND EMPLOYEE THAT WORK PART-TIME FOR US IN POSITIONS SUCH AS RECREATION ASSISTANCE.

AND SO WE SEPARATED THOSE OUT 'CAUSE THEY'RE PART-TIME AND THERE WAS A 33% VACANCY RATE LAST YEAR.

THIS YEAR WE'RE AT A 25% VACANCY RATE.

SO WE'RE FOCUSING, STAYING FOCUSED ON THOSE VACANCIES AND MAKING EFFORTS, UM, TO MAKE GREAT PLANS TO FIELD.

NOW ON THE NEXT SLIDE, SLIDE SIX, YOU'LL SEE HOW EMPLOYEES HAVE SELF-IDENTIFY THEMSELVES.

AND WE'RE SHARING THIS WITH YOU FOR A PURPOSE, NOT , BUT WE WANT YOU TO KNOW THAT THIS IS HOW PEOPLE SELF-IDENTIFY.

WE DON'T FOCUS ON THE RACE OR SEX POWER EMPLOYEE TO BE HIRED THE BEST SUITED FOR POSITION.

AND WE TRAIN THEM TO BE CULTURALLY SENSITIVE TO WORK WITH THEIR COWORKERS AS WELL AS THE RESIDENTS THAT THEY SERVE.

SO, UM, WE LOOK AT THE FACT THAT WE HAVE A VERY DIVERSE STAFF.

WE HAD MALES AND FEMALES, NOT QUITE EVEN, BUT A GOOD REPRESENTATION OF BOTH SEXES.

AND YOU LOOK AT THE CHART BELOW YOU, YOU SEE THE GENERATIONS THAT ARE, THAT IS VERY IMPORTANT 'CAUSE DIFFERENT GENERATIONS FOCUS ON THINGS DIFFERENTLY, COMMUNICATE DIFFERENTLY AND CERTAINLY HAVE DIFFERENT EXPECTATIONS.

THE UM, GENERATION X, GENERATION Y AND Z, THEY ARE VERY INTERESTED IN GROWTH AND DEVELOPMENT.

THEY'RE COMING IN ESPECIALLY THE LAST TWO GENERATIONS, Y AND Z, THEY COME IN WANTING TO KNOW ABOUT CAREER ADVANCEMENT.

HOW CAN I BE DEVELOPED? WHAT DO I NEED TO DO TO PROMOTE WHAT IS MY CAREER ACADEMY? SO WE HAVE TO BE READY FOR THOSE THINGS.

AND IN DOING SO, WE'RE FOCUSING ON HOW TO DEVELOP THOSE EMPLOYEES WHEN THEY COME IN.

THEY DON'T COME TO STAY IN MANY INSTANCES.

UM, THEY'RE NOT FOCUSED ON , BUT WE REALIZE IF WE DO A GOOD ENOUGH JOB AND IF THE CULTURE IN THE ORGANIZATION IN THIS DEPARTMENT IS GOOD, WE JUST MIGHT CATCH THEM AND THEY JUST MIGHT STAY BECAUSE THERE'S LOTS OF OPPORTUNITY FOR GROWTH PROMOTION.

SO COMMUNICATING THAT MESSAGE TO THEM BEGINNING AT NEW EMPLOYEE ORIENTATION DAY TWO THAT WE HAVE IN HERE.

SO WE MAKE SURE THAT, UM, WHEN WE LOOK AT THE MAJORITY OF OUR EMPLOYEES ON THIS CHART, IT TELLS YOU THAT THE MAJORITY OF THEM PAGES 43 TO 58 FOLLOWED CLOSELY BY THOSE THAT ARE THEN 27 TO 43.

AND THEN WE HAVE 180 EMPLOYEES THAT ARE 18 TO 27.

THAT'S IMPORTANT WHEN WE LOOK AT THE VERY NEXT SLIDE 'CAUSE IT TELLS US NEXT SLIDE PLEASE.

THAT, UH, THE MAJORITY OF OUR STAFF, 534 OF NO MATTER WHAT THE </
