AND I'LL TELL YOU THE FIRST TIME THAT I CAME TO THE COURTS AND THEY WERE SAYING HOW THEY WERE DOING SORT OF THIS AMNESTY PROGRAM, I'M LIKE, BUT WON'T PEOPLE GET ARRESTED WHEN THEY COME TO PAY IT? AND SO THANK YOU FOR ADDRESSING IT IN THIS MEMO, WHICH Y'ALL CAN FIND ON THE, UM, AGENDA PACKET.

BUT JUDGE ROBINSON, DO YOU WANNA JUST TELL US A LITTLE BIT ABOUT WHAT'S HAPPENING? I DO.

I ACTUALLY HAVE WITH ME, UH, RODNEY PATTON, THE CHIEF OF THE PROSECUTION DIVISION, AND GREG NELSON, UH, DIRECTOR OF COURTS.

SO THE FIRST THING I WANNA MAKE SURE WE UNDERSTAND IS TYPICALLY IF SOMEONE APPEARS IN THE COURTHOUSE, WE NORMALLY DO NOT ARREST THEM IF THEY'RE THERE TO TAKE CARE OF THEIR CITATION.

THAT'S THE FIRST THING I THINK THAT'S VERY IMPORTANT ABOUT THE PROGRAM.

WE ARE SUPER EXCITED ABOUT THE TRICKY, UH, TICKET TRACK DOWN WARRANT RESOLUTION 2024.

WE STARTED THIS MAYBE ABOUT THREE YEARS AGO WHEN WE SAW A NEED FOR THE BACKLOG TO BE CLEARED.

AND SINCE THEN, WE SEE THIS AS A WAY TO REMOVE OBSTACLES THAT PEOPLE HAVE OF GETTING DOWN TO THE COURTHOUSE.

SO ON SATURDAY AND SUNDAY, WE TAKE THE ENTIRE COURTHOUSE, MOVE IT TO RECREATION CENTERS AND TO ONE LIBRARY THIS YEAR SO THAT PEOPLE CAN COME IN AND RESOLVE THEIR CITATION.

WE HAVE ALL TYPES OF PROGRAMS SET UP FOR PEOPLE, SO IF YOU NEED A REDUCTION IN FEES, WE DO THAT.

IF YOU HAVE COMPLIANCE ISSUES, WE DO THAT IN ADDITION TO IF YOU'RE UNABLE TO PAY THE CITATION, WE'RE OFFERING COMMUNITY SERVICE FOR THOSE PERSONS AS WELL.

I THINK IT'S A WONDERFUL PROGRAM.

OVER THE LAST THREE YEARS, WE'VE HAD AN EXTREME AMOUNT OF SUCCESS WITH THIS PROGRAM AND WE'VE SEEN, UH, PEOPLE COME IN AND TAKE CARE OF THEIR TICKETS AND THEY'RE EXCITED TO DO THAT.

JUST TO PIGGYBACK OFF THE JUDGE, WE'RE GOING TO HIT EACH QUADRANT OF THE CITY, UH, NORTH, SOUTH, EAST, AND WEST, AND GIVE THOSE CITIZENS OPPORTUNITY TO TAKE CARE OF THEIR CITATIONS.

UH, LIKE THE JUDGE SAID ABOUT COMMUNITY SERVICE OR WHAT OTHER PROGRAMS THE COURT OFFERS, WE ARE VERY EXCITED ABOUT THIS PROGRAM.

LAST YEAR WE SERVED 4,200 CITIZENS, SO HOPEFULLY OUR GOAL THIS YEAR IS TO SERVE 5,500 CITIZENS.

SO, UH, WE ASKING FOR DONATIONS OF BLANKETS AND THROWS TO BE DONATED TO THE DEPARTMENT OF OHS FOR THE HOMELESS.

AND WE ARE GONNA COLLECT THOSE AND DONATE TO THOSE DEPARTMENTS.

OBVIOUSLY I WENT TO THE CATHOLIC DIOCESE FOR 14 MONTHS, AND THEN CHIEF GARCIA WAS VERY GRACIOUS AFTER HE BECAME, UH, THE CHIEF TO ASK ME TO COME BACK, WHICH I WAS GLAD TO DO AND, AND COME SERVE FOR THESE LAST THREE YEARS.

UH, MARCH 3RD WOULD'VE BEEN, UH, FULL THREE YEARS OF SERVICE HERE, COMING BACK AS AN EXECUTIVE ASSISTANT CHIEF.

BUT TO YOUR POINT, I'VE DONE PRETTY MUCH EVERYTHING ON THE DEPARTMENT.

UH, THE ONLY THING I DON'T THINK I DID WAS NARCOTICS AND TACTICAL, AND I DIDN'T LIKE THE IDEA OF BEING OUT OF UNIFORM IN NARCOTICS THAT'S MADE FOR DIFFERENT, A DIFFERENT BREED.

BUT, UH, YOU KNOW, LIKE YOU SAID, JUST BEING A WEST TEXAS KID THAT GOT A CHANCE TO COME HERE TO SERVE, UH, DALLAS, MAY OPENED UP ITS ARMS AND ALLOWED ME TO BE HERE MY ADULT LIFE FOR THESE LAST 29 YEARS.

SO, AS YOU ALL MENTIONED, BEING ABLE TO GO TO DISD IS ANOTHER WAY OF SERVICE TO, TO THE COMMUNITY OF DALLAS, UH, CITY THAT I'VE GROWN TO LOVE AND TO SERVE AND THIS OPPORTUNITY.

SO THE LEADING CAUSE OF DEATH FOR PEOPLE UNDER THE AGE OF 46 IS BLOOD LOSS FROM TRAUMA.

CURRENTLY IN THE CITY OF DALLAS.

IF A PERSON EXPERIENCES A TRAUMATIC EVENT THAT RESULTS IN BLOOD LOSS, DFR WILL TRANSPORT THE PATIENT TO A TRAUMA CENTER WHERE STAFF AT THAT TRAUMA CENTER MAY INITIATE A BLOOD TRANSFUSION.

WHAT WE'RE LOOKING AT IS INITIATING A DRUG, A BLOOD TRANSFUSION PROGRAM IN THE PRE-HOSPITAL SETTINGS THAT CAN REDUCE THE EFFECTS OF BLOOD LOSS.

IT'S IMPORTANT TO REMIND OURSELVES OF THE HISTORICAL CONTEXT OF HOW WE TREAT PATIENTS WHO ARE EXPERIENCING SEVERE BLOOD LOSS, WHAT WE REFER TO AS HEMORRHAGIC SHOCK.

OVER THE PAST 50

YEARS, DUE TO THE MILITARY EXPERIENCE ON THE BATTLEFIELDS OF KOREA, VIETNAM, AND THE MIDDLE EAST, WE'VE SHOWN THAT EARLY BLOOD TRANSFUSIONS CAN BENEFIT SOLDIERS WHO ARE INJURED ON THE BATTLEFIELD.

AND PRE-HOSPITAL BLOOD TRANSFUSION CAN SAVE LIVES.

HISTORICALLY IN THE CIVILIAN EMS IN OUR BIG CITIES, PARAMEDICS HAVE HAD LIMITED TOOLS TO TRULY TO TREAT SEVERE BLEEDING.

THEY CAN APPLY DIRECT PRESSURE, THEY CAN INFUSE SALINE, SALT WATER, WHICH DOES NOT, UM, HAVE IN IT RED BLOOD CELLS AND OTHER BLOOD COMPONENTS THAT ARE NECESSARY TO STOP THE BLEEDING AND CARRY OXYGEN TO THE BRAIN AND OTHER VITAL ORGANS.

AND WE CAN APPLY TOURNIQUETS IF THE SOURCE OF BLEEDING IS, UH, AN ARM OR A LEG.

HISTORICALLY, PATIENTS ONLY RECEIVED THE NEEDED BLOOD TRANSFUSIONS WITHIN OUR TRAUMA CENTERS.

OVER THE PAST 10 TO 20 YEARS, OUR SPECIALIZED AIR MEDICAL UNITS, HELICOPTERS HAVE BEGUN CARRYING BLOOD TO INITIATE BLOOD TRANSFUSIONS IN THE FIELD.

AND JUST IN THE LAST FIVE TO 10 YEARS, SOME LIMITED NUMBER OF EMS SYSTEMS THROUGHOUT THE UNITED STATES HAVE BEGUN, BEGUN PILOT PROGRAM TRANSFUSION PROGRAMS. WHAT WE KNOW IS THAT BLOOD TRANSFUSIONS INITIATED IN THE FIELD CAN SAVE LIVES, ESPECIALLY WHEN THE TIME IT TAKES TO GET A PATIENT AND TRANSPORT THEM TO THE TRAUMA CENTER EXCEEDS 30 MINUTES.

SO THE GOALS OF THE DFR PILOT PROGRAM FOR BLOOD TRANSFUSION ARE THREEFOLD.

EXPAND TREATMENT OPTIONS FOR OUR TRAUMA PATIENTS, SERVE THE HIGHEST NUMBER OF TRAUMA PATIENTS AND ACT AS GOOD STEWARDS OF A VERY LIMITED BLOOD SUPPLY.

WHAT YOU'RE SEEING HERE IS A PRELIMINARY ANALYSIS THAT WAS DONE BY DALLAS FIRE RESCUE IN THE OFFICE OF THE MEDICAL DIRECTOR, LOOKING AT WHICH PATIENTS IN 2023 WERE SUFFERING FROM SEVERE HEMORRHAGIC SHOCK THAT MIGHT HAVE BEEN ELIGIBLE FOR PRE-HOSPITAL BLOOD TRANSFUSION.

AND WHAT YOU CAN SEE IS THE DISTRIBUTION OF THESE PATIENTS, MOST OF WHOM WERE GUNSHOTS, STABBINGS, AND OTHER MAJOR TRAUMA EVENTS PRIOR TO INITIATING THE PILOT PROGRAM, WE WILL DO ANOTHER ANALYSIS TO TRY TO IDENTIFY THE AREA OF THE CITY IN WHICH WE CAN SAVE THE MOST LIVES IN A PILOT PROGRAM AND DEMONSTRATE THAT THIS PROGRAM IS SAFE AND EFFECTIVE AND WE CAN BE GOOD STEWARDS OF THIS SCARCE AND LIMITED, UH, BLOOD SUPPLY.

SO, LOGISTICS OF THE DFR PROGRAM.

WE'RE CURRENTLY IN DISCUSSIONS WITH PARKLAND TO SOURCE THE BLOOD NEEDED TO LAUNCH THE PROGRAM.

ONCE IMPLEMENTED, EMS SUPERVISORS WILL CARRY THE BLOOD IN SPECIALIZED COOLERS THAT MAINTAIN A CONSTANT TEMPERATURE AND HAVE REMOTE MONITORING.

ONCE THE BLOOD ARRIVES AT THE PATIENT, THE, THE TRANSFUSION IS INITIATED USING A PORTABLE BLOOD WARMING UNIT, AND ANY BLOOD THAT IS NOT USED IN A 14 DAY PERIOD IS EXCHANGED TO BE USED IN THE HOSPITAL MINIMIZING WASTE.

SO, D-F-R-E-M-S SUPERVISORS WILL BE AUTOMATICALLY DISPATCHED TO STABBINGS AND SHOOTINGS IF THEY ARRIVE AND THE PATIENT SHOWS SIGNS OF HEMORRHAGIC SHOCK, THE BLOOD FUSION WILL BE INITIATED BY THE PARAMEDICS IN THE AMBULANCE, AND THE ADMINISTRATION OF THE BLOOD WILL BE BASED ON SCIENTIFIC EVIDENCE AND BEST PRACTICES.

AS A NEW AND IMPORTANT PROGRAM FOR THE CITY, WE WANNA ASSURE YOU THAT ALL INCIDENTS IN WHICH A PATIENT RECEIVES BLOOD PRODUCTS WILL BE REVIEWED BY THE DFR OFFICE OF THE MEDICAL DIRECTOR.

THE D-F-R-O-M-D WILL MONITOR FOR APPROPRIATE USE OF THE BLOOD PRODUCTS PRODUCTS AS WELL AS FOR PATIENT OUTCOMES.

AND DFR WILL REPORT BLOOD TRANSFUSION DATA MONTHLY TO OUR EMS LEADERSHIP.

IF THE PARTNERSHIP WITH PARKLAND IS FINALIZED DURING THE SPRING OF 2024, DFR WILL AIM TO DEVELOP OUR CLINICAL TREATMENT GUIDELINE AND PROTOCOLS, OUR DFR PROCEDURES DURING SPRING OF THIS YEAR, FINALIZE THE PILOT PROGRAM LOGISTICS AND DETAILS BY EARLY SUMMER AND WITH HOPE LAUNCHED THE PILOT PROGRAM IN LATE SUM OF THIS YEAR.

OPERATION IS ALWAYS, UH, DISCUSSED AND WE ARE WORKING WITH THE NATIONAL LAW ENFORCEMENT FOUNDATION BOARD AND PARTNERING WITH KINDERCARE TO DESIGN A PROGRAM.

YOU KNOW, ON, ON THE SURFACE, I WOULD SAY IT WILL HAVE A, A SIGNIFICANT BUDGETARY IMPACT THAT WOULD PROBABLY HAVE TO BE PROGRAMMED INTO FUTURE BUDGETS.

UM, OBVIOUSLY THE, THE BENEFIT OF A SICK LEAVE PAYOUT IS GOOD FOR THE, THE POLICE OFFICER, BUT ALSO IT, IT INCENTIVIZE THEM TO NOT USE SICK LEAVE, WHICH PROVIDES MORE RESOURCES FOR US FOR PATROL ON A DAILY BASIS.

AND SO THERE IS SOME, SOME OPPORTUNITY TO LOOK AT THAT.

AND PREVIOUSLY WHEN WE HAD THIS BENEFIT FOR THE CITY, IT WASN'T JUST THE DEPARTMENT, IT WAS ALL CITY EMPLOYEES.

AND SO I THINK THAT'S A FACTOR THAT, YOU KNOW, I KNOW IN DISCUSSING WITH THE CITY MANAGER THAT HE'S GOING TO, YOU KNOW, WANT TO TAKE A HARD LOOK AT, UM, BEFORE WE CREATE ONE TIER OF BENEFIT FOR ONE ORGANIZATION VERSUS ALL OF THEM.

ALSO, WITH THE, UH, LATERAL ENTRY, UH, WE LOOKED AT CLEANING UP SOME OF THE LANGUAGE OF THAT WHERE WE HAD PEOPLE WHO MAY HAVE GRADUATED WITH THEIR, UH, WITH THEIR CERTIFICATES BUT HADN'T WORKED ANYWHERE.

UM, AND THIS WOULD ALLOW US TO STILL BRING THEM ON, UH, AND IT SAVES US THE, UH, THE COST OF ACTUALLY TRAINING THEM.

WE JUST PUT 'EM THROUGH AN ABBREVIATED ACADEMY AND, UH, PUT 'EM IN OUR PTECH PROGRAM TO, TO START 'EM OUT THAT WAY.

UH, WE'RE ALSO TRYING TO EXPAND OUR ALTERNATE RECRUITING POOL POOLS.

WE HAVE, UH, PRESENTED CONTRACTS THAT THE, UH, CITY ATTORNEY'S OFFICE ARE REVIEWING FOR BOTH THE DISD FIREFIGHTER ACADEMY AS WELL AS THE SKILLS BRIDGE PROGRAM.

SO HOPEFULLY, UH, PRETTY SOON, WE'LL, WE'LL BE FULL FLEDGED WITH THAT.

SO MOST OF THE TIME YOU WOULD HAVE THEM COMING FROM THAT SIDE TO OUR SIDE.

AND SO I THINK THAT THAT BRINGS LATERALS HERE, UM, UH, TO THE DEPARTMENT.

SO WE DO WORK VERY HARD WITH OUR LATERALS.

WE WANT THEM TO AS WELL.

'CAUSE A LOT OF THE POLICE EXPERIENCE, LAW ENFORCEMENT EXPERIENCE COMING WITH THAT AND SOME OF OUR HOURS WE'VE HIRED, UM, HAVE DONE A LOT OF DIFFERENT THINGS IN OTHER DEPARTMENTS.

SO THAT, THAT, UH, EXPERIENCE BRINGING IT TO THE DEPARTMENT REALLY, REALLY WILL HELP US AS WELL.

UM, SO IT'S, IT'S NOT A BUNCH OF PEOPLE GOING OUT AND ROBBING STORES AT GUNPOINT.

UH, THAT NUMBER SEEMS TO BE A LITTLE INFLATED AND MISLEADING.

SO FOR THE LAST THREE YEARS, UH, THE MEN AND WOMEN IN THE ORGANIZATION HAVE REDUCED FROM BUSINESS ROBBERY FROM APPROXIMATELY A THOUSAND BUSINESS ROBBERIES DOWN TO 440.

SO NOW WE'RE JUST WORKING WITH MANAGEMENT, WORKING WITH EMPLOYEES ABOUT BEST PRACTICE, KEEPING THEM SAFE SO THAT SHOPLIFTING DOESN'T NECESSARILY TURN INTO A BUSINESS ROBBERIES.

THE, THE KEY IS TO REMOVE FIREARMS FROM THE CRIMINAL ELEMENT THAT'S IN OUR STREET.

WHEN IT COMES TO GUN BUYBACK OPERATIONS COUNCIL MEMBER, OBVIOUSLY, AS YOU KNOW, WE WORK VERY CLOSELY WITH CRIMINOLOGISTS.

UM, THERE, THERE IS NO EVIDENCE, UH, FROM A CRIMIN LOGIC STANDPOINT THAT SHOWS ANY RELATION FROM GUN BUYBACKS TO A REDUCTION OF VIOLENT CRIME.

UM, UNLESS OF COURSE YOU LOOK, UH, TO AUSTRALIA, UH, WHERE THEY, THEY'VE MADE IT ILLEGAL TO OWN A FIREARM.

SO YES, THEIR GUN BUYBACK PROGRAM PROBABLY WORKED.

UM, BUT GUN BUYBACKS IN, IN THE UNITED STATES, THERE IS NO EVIDENCE, UH, THAT SHOWS THAT ANY GUN BUYBACK PROGRAM REDUCES VIOLENT CRIME.

I THINK WHAT WE CONTINUE TO FOCUS ON IS ENSURING THAT GUNS ARE NOT IN THE HANDS OF CRIMINALS.

UM, AND THEN AGAIN, AS YOU'VE HEARD ME SAY BEFORE, AND ADDITIONALLY ENSURING, UH, THAT, THAT THOSE INDIVIDUALS ARE HELD ACCOUNTABLE, UH, WHEN MY MEN AND WOMEN ARE TAKING THEM OFF THE STREET.

SO THE PURPOSE OF TODAY'S PRESENTATION IS TO PROVIDE THE PUBLIC SAFETY COMMITTEE AND THE, UH, CITIZENS OF DALLAS WITH AN UPDATE ON INFORMATION ON OUR SEXUAL ASSAULT INVESTIGATIONS, AND TO ALSO HIGHLIGHT A NEW PROGRAM THAT'S WE HAVE IN PLACE TO ASSIST VICTIMS OF SEXUAL ASSAULT.

THE PEN CODE DEFINES SEXUAL ASSAULT AS THE PENETRATION OF A SEXUAL ORGAN OR MOUTH OF A PERSON WITHOUT CONSENT.

UH, THESE OFFENSES CAN BE ENHANCED IF THE VICTIM SUFFERS A, SUFFERS A SEVERE INJURY OR IF A WEAPON IS USED.

THIS CHART TALKS ABOUT THE IMPACT OF SEXUAL ASSAULT TO THE CITIZENS IN THE STATE OF TEXAS.

UH, A COUPLE OF HIGHLIGHTS ON THIS SLIDE.

6.3 MILLION.

UH, ADULT VICTIMS HAVE SUFFERED SOME SORT OF SEXUAL ASSAULT IN THEIR LIFETIME, AND A SHORTER TIME PERIOD IN THIS PAST YEAR, OVER 413,000 HAVE EXPERIENCED SOME SORT OF SEXUAL ASSAULT IN THIS PAST YEAR.

SEXUAL ASSAULT INVESTIGATIONS FOR ADULTS IS INVESTIGATED BY OUR SEXUAL ASSAULT UNIT OF THE DALLAS POLICE DEPARTMENT.

HOWEVER, WHEN A VICTIM IS UNDER THE AGE OF 17 AND THE SUSPECT IS EITHER A FAMILY MEMBER OR A CAREGIVER, UH, THAT IS INVESTIGATED BY OUR CHILD ABUSE UNIT IN THOSE SAME CIRCUMSTANCES WHERE THE VICTIM IS UNDER THE AGE OF 17, BUT THE SUSPECT IS NOT A FAMILY MEMBER OR A CAREGIVER THAT IS INVESTIGATED BY OUR CHILD EXPLOITATION UNIT.

SOME OFFICES THAT WE GENERALLY INVESTIGATE JUST A, A SHORT LIST INCLUDE OBVIOUSLY SEXUAL ASSAULT, AGGRAVATED SEXUAL ASSAULT, STALKING, UM, INDECENT ASSAULT, INVASIVE, UH, OR RECORDING OR OUR PHOTOGRAPHY.

AND LAST BUT NOT LEAST, UNLAWFUL DISCLOSURE OF INTIMATE VISUAL MATERIAL.

GENERAL INVESTIGATION PROCEDURES INCLUDE LIKELY A NINE ONE ONE CALL FROM THE VICTIM OR A REPORT FROM THE VICTIM THAT COMES FROM A LOCAL HOSPITAL.

THERE IS A, WHAT WE CALL A SANE EXAM, THE SEXUAL ASSAULT NURSE EXAM.

ADVANCED INVESTIGATION PROCEDURES WILL INCLUDE A COMBINED DNA INDEX, UH, SYSTEM HIT OR COMPARISON WITH A KNOWN OFFENDER.

AND THEN THERE IS A FOLLOW-UP INTERVIEW WITH THOSE PERSONS OF INTEREST, UH, EXECUTION OF SEVERAL EVIDENTIARY SEARCH WARRANTS.

AND THEN OBVIOUSLY THE, A COLLABORATION WITH ADVOCATES FOR VICTIM SERVICES FOR OUR SURVIVORS.

NOW TO THE, TO THE NEW EXPEDITED PILOT PROGRAM, WHICH IS THE CRUST OF THIS, THIS PRESENTATION.

TODAY, IN APRIL OF 2024, THE DALLAS POLICE DEPARTMENT IN PARTNERSHIP WITH PARKLAND HOSPITAL, WILL LAUNCH A POLY PROGRAM INTENDED TO MAKE IT EASIER FOR VICTIMS TO REPORT A SEXUAL ASSAULT INCIDENT FROM THE HOSPITAL.

A CURRENT PROCESS REQUIRES THAT A VICTIM WHO RESPONDS TO A HOSPITAL HAS TO CALL 9 1 1 AND HAVE A POLICE OFFICER TO RESPOND IN PERSON TO TAKE A REPORT.

THIS MAY LEAD TO EXTENSIVE WAITING TIME, AND VICTIM MAY LEAD THE HOSPITAL WITHOUT RECEIVING THE NECESSARY MEDICAL CARE.

IT COULD ALSO LEAD US TO, UH, A LOSS OF CRITICAL EVIDENTIARY, UM, INFORMATION OR EVIDENCE.

THE INITIAL INFORMATION IMPLEMENTATION WILL ALLOW VICTIMS TO SELF-REPORT TO PARKLAND HOSPITAL TO UTILIZE THE TRAINED EXPEDITERS FROM OUR POLICE DEPARTMENT'S COMMUNICATIONS GROUP TO REPORT THE INCIDENT OVER THE PHONE DURING THE INITIAL TRIAL PERIOD.

WELL, I'LL LET YOU WALK ME THROUGH KIND OF HOW, SO OUR CURRENT, OUR CURRENT PROCEDURE INCLUDES THAT WHEN A VICTIM ARRIVES AT A HOSPITAL THAT THEY HAVE TO CALL 9 1 1 AND THE ACTUAL POLICE OFFICER HAS TO RESPOND TO THE HOSPITAL TO TAKE A REPORT, UM, WHICH, UM, UNFORTUNATELY MAY CAUSE SOME, SOME DELAY FOR THE VICTIM.

SO THE CONTACT TO 9 1 1 NOW CAN GO TO A POLICE EXPEDITOR IN THE COMMUNICATIONS GROUP.

SO NOW THE VICTIM CAN MAKE THE REPORT OVER THE PHONE AND THEN HAVE A, IN A, UM, INCIDENT NUMBER TO PROVIDE TO THE NURSE SO THEY CAN ACTUALLY START THE EXAM PROCESS IMMEDIATELY.

OKAY.

THAT'S, THAT'S GREAT.

AND THEN FINALLY ON, UM, SLIDE 12, YOU TALK ABOUT BROADENING SOCIAL MEDIA RESEARCH EFFORTS TO CONTACT VICTIMS WHO HAVE PREVIOUSLY REPORTED SEXUAL ASSAULT.

SO OBVIOUSLY THIS IS OUTSIDE THE WINDOW OF WHEN AN EXAM COULD, COULD TAKE PLACE.

I MEAN, WHY ARE YOU TARGETING SPECIFICALLY PREVIOUS VICTIMS? SO WE FOUND THAT WHEN YOU LOOK AT THE NUMBER OF, OF INCIDENTS THAT HAVE OCCURRED AND THE NUMBER OF VICTIMS OVER TIME, WE'VE LOST CONTACT WITH SOME OF OUR, UH, SURVIVORS.

AND, AND THE BELIEF IS THAT THE SURVIVORS HAVE CHANGED A LOT OF INFORMATION, UH, MAYBE CHANGED, UH, TYPES OF CONTACT PHONE NUMBERS AND THINGS OF THAT NATURE.

BUT EVERYBODY NOWADAYS HAS A, A SOCIAL MEDIA, UH, PLATFORM.

SO WE, WE ARE TRYING TO REACH BACK OUT TO SOME OF THOSE EVENTS 'CAUSE THERE'S A, A LONG LIST OF SOME OF OUR SURVIVORS WHO WE CANNOT GET IN CONTACT NOW AND 'CAUSE THEY JUST GENERALLY HAVE CHANGED SOME INFORMATION ON HOW THEY CAN BE CONTACTED WHEN WE REACH OUT TO THEM.

AND SO HOW WOULD THE EXPEDITING

PROGRAM HELP SOMEONE WHO HAS HAD THIS OCCUR SO LONG AGO? IT SPEEDS UP THE PROCESS AND, AND I, I THINK THAT IS, IF THE, IF THE PROCESS FOR US INVESTIGATIVELY TAKES AN EXTENDED PERIOD OF TIME, UH, SOME OF OUR SURVIVORS JUST, UH, FOR LACK OF A BETTER WORD, SOME OF THEM JUST, UH, MOVE ON WITH LIFE.

AND SO THIS HELPS US SPEED UP THE PROCESS AND, AND INVESTIGATE THESE INCIDENTS A LOT FASTER AND GET DNA DONE AND THINGS LIKE THAT AND JUST KEEP THAT CONSTANT CONTACT WITH SOME OF OUR SURVIVORS.

SO MAYBE THEY WENT TO THE HOSPITAL BUT THEY DIDN'T WAIT AROUND TO HAVE THE INVESTIGATION DONE.

AND SO NOW THIS IS TELLING THEM THERE'S AN EASIER WAY FOR YOU TO GO ON AND HELP US GET THIS INVESTIGATION GOING.

AND A COUPLE OF THINGS THAT HELPS WITH THE, THE LEVEL OF COMFORT AND, AND EASE OF PROCESS.

AND THERE'S JUST A LOT OF EMOTIONAL THINGS THAT ARE, ARE, ARE TRANSPIRING DURING ONE OF THESE INCIDENTS.

AND I THINK THAT THE MORE THAT THIS DEPARTMENT CAN SHOW THAT WE REALLY INVEST IN ENSURING THAT OUR SURVIVORS GET THE ASSISTANCE THAT THEY NEED AS QUICKLY AS POSSIBLE, UM, THE BETTER OUTCOME WE WILL HAVE IN THESE CASES.

OKAY.

AND THEN FINALLY, SO IT SOUNDS LIKE IT'LL BE PILOTED AND THEN IT'LL ROLL OUT TO OTHER, UM, HOSPITALS.

ARE ARE, IS THERE JUST GONNA BE A PERIOD IN THERE WHERE YOU CAN COURSE CORRECT AND EVALUATE BEFORE IT GOES OUT TO THE REST OF THE HOSPITAL? ABSOLUTELY.

SO DURING THE TRIAL PERIOD, WE'LL BE WORKING WITH THE DISTRICT ATTORNEY'S OFFICE IN PARKLAND HOSPITAL TO GET A LOT OF THE KINKS OUT.

AND BY THE TIME WE IMPLEMENT IT IN ADDITIONAL HOSPITALS, IT SHOULD BE SMOOTH.

ARE THESE HOSPITALS TRENDING THE SAME OR IS THERE SOME HOSPITALS THAT WE NEED TO BE DOING A LITTLE MORE, UH, CROSS TRAINING AND, AND GETTING THEM SOME GUIDANCE? I I WILL SAY THERE IS POTENTIALLY A NEED TO DO A LITTLE BIT MORE TRAINING, BUT ALL THE HOSPITALS THAT I NAMED EARLIER THAT WE HAVE A PARTNERSHIP WITH ALL DO A GREAT JOB.

UH, BUT AS WE MOVE ON, I THINK, UH, I THINK, WE'LL, WE, WE DO UNDERSTAND THERE'S PROBABLY A NEED FOR A LITTLE BIT MORE TRAINING.

UH, PARKLAND HOSPITAL IS PROBABLY LIKELY THE ONE, UH, HOSPITAL THAT THAT'S I THINK DOES AN EXCEPTIONAL JOB.

THE OTHERS I DON'T HEAR A LOT ABOUT, BUT I'M SURE THAT THEY DO A GREAT JOB WHEN IT, WHEN IT COMES TO THE SAME EXAMINATIONS, BUT THERE'S ALWAYS ROOM FOR IMPROVEMENT, NOT ONLY JUST FOR THEM, BUT FOR US ALSO AS A DEPARTMENT.

IF WE CAN GET SOME OF THAT DATA ON JUST HOW HOSPITALS COMPARE TO ONE ANOTHER, THAT WOULD BE HELPFUL.

UM, SO ALL THE HOSPITALS ARE PART OF OUR DALLAS COUNTY SART, WHICH IS THE DALLAS COUNTY SEXUAL ASSAULT RESPONSE TEAM.

AND WE ACTUALLY HAVE PROTOCOLS THAT REQUIRE A RESPONSE WITHIN 60 MINUTES.

SO SANE NURSES THAT WORK IN THE HOSPITAL OR ARE ON CALL AT OTHER HOSPITAL LOCATIONS ARE RESPONDING TO THAT SURVIVOR WITHIN AN HOUR.

UM, THE GREAT THING ABOUT THIS PROGRAM THEN AS WELL IS THAT THE NURSE IS GONNA BE THERE TO HELP THE SURVIVOR AS THEY'RE MAKING THAT NINE ONE ONE CALL AND TALKING TO THE EXPEDITER.

SO IT'S ALSO NOT JUST SOMEONE THAT'S SITTING IN A ROOM AND TRYING TO FIGURE OUT HOW TO DO THIS.

THE SAINS WILL GO THROUGH SPECIAL TRAINING WITH DPD, BOTH WITH PARKLAND AND THEN AS IT'S, AS IT'S TAKEN OUT TO ALL THE DIFFERENT HOSPITAL PROGRAMS. SO THEY'LL BE ABLE TO WALK THE SURVIVORS THROUGH THAT ENTIRE PROCESS.

UM, JUST A QUICK TOUCH ON THE HOSPITALS.

DOES CHILDREN'S, UM, HOSPITAL MEDICAL CENTER, WHAT, WHAT'S THEIR ROLE IN THIS THAT? UM, SO AS YOU CAN IMAGINE, TYPICALLY WITH CHILD SEXUAL ASSAULT, THAT'S HANDLED DIFFERENTLY DIFFERENTLY THAN ADULT AND ADOLESCENT SEXUAL ASSAULT.

WE REALLY DON'T SEE THE KINDS OF DELAYS AS AN ISSUE, UM, ON THE CHILDREN'S CASES.

UM, BUT THEY ARE AWARE OF THIS PILOT.

THIS IS SOMETHING THAT REALLY CAME OUT OF THE DALLAS COUNTY SART COMING TO DPD AND BEGGING THEM TO WORK WITH US ON A WAY TO DO THIS.

IT'S, IT'S BEEN A, AN ITEM OF DISCUSSION SINCE 2009 WHEN THE SART WAS FIRST FORMED.

SO JUST TO GIVE YOU AN IDEA, IT WAS SOMETHING THAT, THAT REALLY COULDN'T BE DONE IN THE PAST.

AND NOW UNDER CHIEF GARCIA'S LEADERSHIP AND THE FABULOUS LEADERSHIP OF DPD, THEY'VE BEEN ABLE TO COME UP WITH A WAY THAT WE CAN REALLY LOOK AT HOW DO WE DO THIS IN A WAY THAT'S NOT ONLY GREAT FOR COMMUNITY PUBLIC SAFETY AND THE POLICE DEPARTMENT, BUT PERHAPS MOST IMPORTANTLY, THE BEST TRAUMA-INFORMED CARE FOR SURVIVORS.

UM, WE DON'T SEE THIS ISSUE WITH KIDDOS, BUT I THINK THIS MAY ALSO LET US KNOW AS WE MOVE FORWARD WITH THIS AND, AND EXPAND IT OUT, ARE THERE SOME WAYS THAT WE CAN EXPEDITE ON THE CHILD ABUSE CASES AS WELL? UM, TYPICALLY WITH CHILD ABUSE, YOU KNOW, CHILDREN'S HANDLES THOSE CASES, UH, THROUGH THE REACH CLINIC, THROUGH DCAC AND THEN IN THE EMERGENCY ROOM, DEPENDING ON IF IT'S ACUTE OR A NON-ACUTE CASE.

UM, SO THE POLICE INVOLVEMENT ON EACH OF THOSE

CASES IS A LITTLE BIT DIFFERENT IN DETERMINING WHEN A DETECTIVE IS GONNA BIT INVOLVED WHEN 9 1 1 IS BEING CALLED IN THOSE TYPES OF ITEMS. YOU, DOES THAT ANSWER YOUR QUESTION? WELL, YES, IT DOES.
