[Municipal Library Board Meeting on February 27, 2024. ]
AT 4 0 1 ON FEBRUARY 27TH, THE MEETING IN THE MUNICIPAL LIBRARY BOARD, UH, WILL BEGIN.WE HAVE NO PUBLIC SPEAKERS TODAY, SO OUR FIRST ORDER OF BUSINESS IS TO, WE NEED A MOTION TO APPROVE THE JANUARY 16 MINUTES.
LOOKS LIKE WE'VE GOT SOME GOOD A ALRIGHT,
REALLY THE ONLY TWO THINGS THAT I HAVE TODAY ARE EXCITING NEWS.
WE GET TO WELCOME KATHERINE UN.
IS THAT HOW YOU SAY YOUR LAST NAME? YES.
KATHERINE AL UNL, UH, WHO WAS WITH US HERE IN THE BOARDROOM.
SHE WAS APPOINTED BY COUNCILMAN MORENO, UM, IN DISTRICT TWO.
IS THAT JERRY? AND WE HAVE JERRY BAKER AS OUR OTHER NEW MEMBER.
JERRY, DO YOU WANNA WAVE
OTHERWISE, I'M JUST FLAPPING MY JAWS HERE.
WELL, WE'LL TRY AND, AND FIGURE OUT WHAT, WHAT OUR ISSUE IS, BUT WE WANNA WELCOME, UH, JERRY BAKER, WHO WAS APPOINTED BY COUNCIL MEMBER STEWART FOR DISTRICT 10.
SO WELCOME TO JERRY AND KATHERINE AND JERRY, WOULD YOU ALL LIKE TO JUST GIVE US A QUICK BIO, QUICK BACKGROUND ON WHO YOU ARE, WHAT YOU DO, AND, AND WHAT YOUR INTEREST IS IN BEING HERE? OKAY.
WELL, UH, I AM A PUBLIC AFFAIRS MANAGER FOR BREWER ATTORNEYS AND COUNSELORS.
IT'S A LAW FIRM, UM, WITH OFFICES IN DALLAS AND NEW YORK.
MY OFFICE IS A FEW STREETS OVER, SO I HANDLE, UM, MEDIA RELATIONS, ASSISTING WITH RESEARCH AND STRATEGY, STRATEGY ON LAWSUITS, UM, HELP WITH THE COMPLAINTS.
I PREVIOUSLY WAS AN EDUCATION REPORTER FOR THE DALLAS MORNING NEWS.
AND, UM, ALSO I HAVE TWO CHILDREN, AGES THREE AND ALMOST ONE.
SO I FREQUENTLY TAKE THEM TO THE LIBRARY.
THEY LIKE THE STORY TIME, THE PLACE.
I'M SORRY, BUT THIS IS JERRY BAKER AGAIN.
YEAH, I'M NOT GETTING ANY SOUND.
ANN SAYS THEY CAN HEAR ME, BUT I'M NOT HEARING ANYTHING.
SHE'S ON THE PHONE TALKING ABOUT I CAN TELL
SO I, UH, HAVE CHILDREN AGES THREE AND ONE.
I HAVE TAKEN THEM TO STORY HOUR, THE PLAY AREAS.
UM, WE'VE BEEN TO EVENTS AT THE DOWNTOWN CENTRAL LIBRARY.
LAKEWOOD BEEN, BEEN TO
AND SO I LIKE TO TAKE THEM ON THE WEEKENDS SINCE I WORK FULL TIME DURING THE WEEK.
AND I LIKE TO CHECK OUT THE ENGLISH, BUT ALSO THE SPANISH BOOKS, UM, SINCE, YOU KNOW, TO WORK ON THE SPANISH LANGUAGE.
SO I AM VERY EXCITED TO JOIN BECAUSE I WAS ALREADY, I'M SO SORRY.
LIKE, WON THE SUMMER READING COMPETITION WHEN I WAS A KID, SO I WAS A JERKY KID.
YOU HAVE FOUND A HOME IN THE LIBRARY.
CAN YOU HEAR US YET? SHE CANNOT.
WHAT, WHILE, WHILE WE'RE SORTING THROUGH THAT, WHY DON'T WE DO A QUICK AROUND THE HORN INTRODUCTION SO THAT CATHERINE KNOWS WHO WE ARE.
DAN, YOU WANNA START? I'M DAN TATUM, DISTRICT 12.
I'M A LOCAL ATTORNEY, SO I, I MAKE MY LIVING, READING AND WRITING.
SAM STAS, DISTRICT EIGHT, ALTHOUGH I LIVE IN DISTRICT ONE,
[00:05:01]
I LIKE TO PUT IN THE PLUG FOR THE NORTH OAK CLIFF BRANCH BECAUSE WE DO A BILINGUAL TODDLER STORY TIMES.OH, YOU READ THAT PIECE TOO? YEAH, EVERYBODY DID.
IT WAS PRETTY, MY GRANDCHILDREN.
UH, WELL, I WROTE, WELL, ONE PIECE CALLING FOR, UM, EXTENSION OF SUNDAY HOURS BECAUSE OF WORKING PARENTS, BUT THE PIECE SHE'S REFERRING TO, I'VE CONTRIBUTED SOME OP-EDS.
MY DAUGHTER WAS HOSPITALIZED FOR RSV AND IT WAS LIKE A 15 AND A HALF HOUR WAIT TO GET IN THE ICUU AT CHILDREN'S.
SO I WROTE AN EDITORIAL ABOUT THE KIND OF CHALLENGES AND LIMITATIONS OF THE HEALTHCARE.
WHAT YEARS WERE YOU AT? UH, 2005 TO 2011.
AND I STUDIED JOURNALISM AT NORTHWESTERN.
SO, UM, YEAH, I'M A NORTHWESTERN GRAD.
HEATHER, YOU WANNA INTRODUCE YOURSELF? IS ANYBODY HEARING ANYTHING? SORRY, MY PHONE WAS TICKING FOREVER TO UNMUTE.
UM, MY NAME IS HEATHER HORNER AND I REPRESENT DISTRICT SEVEN ANNE.
I'M ANNE HARDING, UH, DISTRICT 13.
I HAVE ALREADY MET OUR NEW MEMBER AT A FRIENDS OF THE DALLAS PUBLIC LIBRARY ADVOCACY MEETING.
AND, UM, I, THIS IS MY SECOND TERM ON THE MUNICIPAL LIBRARY BOARD AND I WORK AT UT SOUTHWESTERN MEDICAL CENTER.
I DON'T KNOW WHAT ELSE TO TELL YOU.
UM, WHAT ELSE WAS USEFUL? TOM
AND, UM, I'VE GOT THREE KIDS, UH, AT NINE, SEVEN, AND FIVE.
I'M DISTRICT FOUR REPRESENTATIVE.
I'M ALSO THE PRESIDENT OF THE OAK LAWN AND HAMPTON ILLINOIS LIBRARY FRIENDS.
UH, I AM THE INTERIM BOARD CHAIR AND I'M A TEACHER AT GREENHILL SCHOOL.
SO WELCOME CATHERINE, AND HOPEFULLY WE'LL BE ABLE TO GET JERRY BACK HERE IN A LITTLE BIT AND WE WILL INTRODUCE HER.
BUT IN THE MEANTIME, I WANNA REMIND EVERYBODY THAT, UH, COMING OUT OF OUR SURVEY FROM LAST TIME, WE HAVE AGREED THAT WE WILL STAY ON THE LAST TUESDAY OF THE MONTH, BUT WE'RE GONNA MOVE TO FIVE O'CLOCK, UH, FIVE O'CLOCK IN THE EVENING.
SO OUR NEXT MEETING WILL BE ON MARCH 26TH.
SO THOSE OF US WHO'VE GOTTEN IN THE FOUR O'CLOCK ROUTINE, PUSH THAT BACK AN HOUR.
THE LIBRARY IS OPEN, SO YOU DON'T EVEN HAVE TO RUSH OUTTA HERE.
SO SHOULD WE TURN IT OVER TO JOE FOR STAFF REPORTS BRIEFINGS, DIRECTOR'S REPORT? UM, SHANNON, I BELIEVE IS UP NEXT.
SHANNON, YOU CAN INTRODUCE YOURSELF.
HELLO, MY NAME IS SHANNON ADAMS. I'M THE ADULT ENGAGEMENT ADMINISTRATOR HERE AT DPL, FORMERLY KNOWN AS THE ADULT SERVICES ADMINISTRATOR.
UH, AND WELL BEEN WITH DPL FOR 10 YEARS.
AND I'M GONNA TALK TO YOU JUST BRIEFLY ABOUT OUR NEW GRANT THAT WE RECEIVED.
UM, WE'RE CALLING IT COMMUNITY COOKING, BUT IT'S A CULINARY LITERACY INITIATIVE.
SO I GUESS WE CAN JUST DIG RIGHT IN.
I'M GONNA SHARE MY SCREEN REAL QUICK AND THEN WE'LL GO FROM THERE.
AND YOU CAN SEE MY CULINARY COMMUNITY COOKING, CORRECT? YOU CAN.
OKAY, SO I'LL JUST GO ON TO THE NEXT SLIDE HERE.
SO, OF COURSE, TS SLACK GAVE US A SPECIAL PROJECT GRANT.
[00:10:01]
WE WERE AWARDED, I GUESS I SHOULDN'T SAY THEY JUST GAVE IT TO US.UM, BUT THE GRANT, UM, TELL US WHO TS SLACK IS.
IT'S THE, UH, TEXAS, UM, TEXAS LIBRARY, TEXAS ARCHIVE, TEXAS STATE LIBRARY AND LIBRARY ARCHIVES COMMISSION LIBRARY ARCHIVING COMMISSION,
IT'S THE, IT'S THE STATE LIBRARY
UM, AND THEY ISSUE SPECIAL PROJECT GRANTS ANNUALLY, AND WE SUBMITTED FOR A CULINARY LITERACY GRANT.
AND I ACTUALLY THOUGHT THIS WAS A GREAT OPPORTUNITY TO BE ABLE TO DO SOME PROGRAMMING, UH, TO HELP WITH FOOD INSECURITY.
SO THE GRANT, THEY AWARDED US $67,627 FOR THE GRANT, AND IT'S GONNA ALLOW FOR US TO HIRE A LITERACY COORDINATOR TO HELP, UM, FACILITATE THE PROGRAMMING IN COLLABORATION WITH OUR PROGRAMMING TEAM.
I DON'T NECESSARILY THINK THAT I HAVE TO TELL YOU ALL WHAT CULINARY LITERACY IS, BUT JUST IN CASE I WANTED TO KIND OF PUT IT OUT THERE FOR WHAT IT IS AS FAR AS THE LIBRARY GOES, IT'S AN OPPORTUNITY JUST TO KINDA ENGAGE WITH THE COMMUNITY THROUGH COOKING FOOD AND COMMUNITY.
UM, AND OF COURSE IT'LL BE PROGRAMS THAT OFFER INFORMATION AND RESOURCES THAT SUPPO, THAT SUPPORT THE HEALTHY COOKING AND EATING LIFESTYLES THAT'S AFFORDABLE.
AND, UM, NOT ONLY THAT, BUT BECAUSE CULINARY LITERACY COVERS A MULTI, MULTI LITERARY, LITERARY, UM, GROUND, UM, LIKE READING LANGUAGE, MATH, SCIENCE, TACTILE LEARNING, AND ALL THOSE DIFFERENT TYPES OF THINGS, UM, IT'S VERY BENEFICIAL AND WE CAN INCORPORATE IT INTO SOME OF THE PROGRAM THAT WE, THAT ALREADY EXISTS AND ADD NEW PROGRAMS. AND THEN OF COURSE, UM, I SAID IT EARLIER, THE GOAL OF THIS, THE REASON THAT I HAD A PASSION FOR IT WAS TO KIND OF ADDRESS SOME OF THE FOOD INSECURITIES AND JUST IN, UH, INCREASE EDUCATION AROUND HEALTHY EATING AND HEALTHY LIFESTYLES, BECAUSE IT WAS SOMETHING THAT I AM PASSIONATE ABOUT SINCE I NEEDED MYSELF.
SO OUR PROGRAM DESIGN FOR CULINARY LITERACY, OR WHAT WE ARE CALLING THE COOKING, THE COMMUNITY COOKING INIT, UM, INITIATIVE IS, UM, WE'RE GONNA FOCUS ON AREAS OF DIABETES AWARENESS AND MEAL PREP, UM, NUTRITION RELATED HEALTH NEEDS, AND THEN CULTURAL MEAL PROGRAMS. SO, UM, YOU KNOW, WE, YOU'VE SEEN SOME OF THOSE THAT WE'VE HAD AT THE LIBRARY AND THEN PLANT-BASED COOKING OR GARDENING, YOU KNOW, HOW YOU CAN COOK FROM YOUR GARDEN, DIFFERENT THINGS LIKE THAT.
AND SEASONAL HOLIDAY COOKING AS WELL.
WE DO, UM, AS FAR AS THE GRANT GOES, OUR GOAL IS TO HAVE 32 OF THESE PROGRAMS THROUGHOUT THIS FISCAL YEAR.
WE'VE ALREADY HAD 14 THAT, UM, THAT HAVE ACTUALLY BEEN RELATED TO COMMUNITY COOKING.
UM, SO I'M EXCITED ABOUT THAT BECAUSE THOSE PROGRAMS WERE CULTURAL RECIPE SHARING OR CREATING, UM, OR EVEN JUST SITTING AROUND, UM, TALKING ABOUT, UM, MEALS.
SO WHAT LOCATIONS, BECAUSE WHEN IT COMES TO GRANTS, UM, WE ALWAYS HAVE TO DESIGNATE DIFFERENT AREAS, FOCUS AREAS.
AND THE WAY I DO IT IS I LOOK AT THE DEMOGRAPHICS, I LOOK AT, UH, STATISTICS, AND I DO A LITTLE RESEARCH IN THE AREAS THAT MAY HAVE FOOD DESERTS OR THE HIGHER NUMBER OR PERCENTAGE OF, UM, CHILD FOOD INSECURITY.
AND SO THESE WERE THE LOCATIONS THAT THOSE NUMBERS WERE HIGHER.
AND SO THIS IS WHERE, AND SO SOME OF THE THINGS THAT I PUT IN THE GRANT FOR US TO BE ABLE TO PURCHASE WAS A MOBILE KITCHEN UNIT, AS WELL AS KITCHENS IN A BOX.
AND I'LL LET YOU SEE WHAT'S IN THE KITCHEN IN THE BOX IN JUST A MINUTE.
BUT, UM, SO THE MOBILE KITCHEN IS HOUSED HERE AT CENTRAL ON THE FIFTH FLOOR, AND WE HAVE IT.
AND THEN THE KITCHEN IN BOXES WILL BE AT MARTIN LUTHER KING, DALLAS WEST, CLE BIRD, RILEY, PLEASANT GROVE, LANCASTER, KEYS, HOPE, WISDOM AND VICTORY PARK.
UM, AND I HOPE THAT IF WE SHOULD, FINGERS CROSSED, IF WE SHOULD GET A SECOND YEAR GRANT, I'LL BE ABLE TO PURCHASE AT LEAST ONE MORE MOBILE KITCHEN UNIT, WHICH IS LIKE A, A A SHELF OR CART THAT IS ABLE TO BE MOVED.
IT HAS A SINK, IT HAS COUNTERTOP SPACE TO ALLOW FOR COOKING DEMONSTRATIONS OR EITHER, UM, UH, BASIC KITCHEN SKILLS LIKE UTENSIL SKILLS, KNIFE SKILLS TYPE OF PROGRAMS. AND SO, UM, THAT IS THE REASON FOR THE MOBILE UNIT.
IT'S, UH, TO ALLOW FOR DEMONSTRATION TYPE CLASSES.
AND THEN, SO OF COURSE OUR TARGET AUDIENCE IS EVERYBODY
WE, OF COURSE, WE WANNA DEVELOP THAT HEALTH, THE HEALTHY EATING HABITS EARLY, AND THEN THE YOUNG ADULTS AND COLLEGE STUDENTS TRYING TO HELP THEM TO LEARN HOW TO ADULT, UM, BUT DO IT WHERE
[00:15:01]
THEY HAVE THOSE BASIC COOKING SKILLS.UM, AND ALSO WHERE THEY CAN KNOW HOW TO, UH, COOK AND NOT GET THE FAST FOOD ALL THE TIME.
PARENTS AND CAREGIVERS TEACHING HOW TO PRODUCE THE BALANCED MEALS, UM, AND PLAN FOR MEALS.
I KNOW I STRUGGLE WITH THAT SOMETIMES, UM, WITH MY DAUGHTER HAVING A BUSY SCHEDULE.
AND SOMETIMES IT'S QUICK TO GRAB SOMETHING FAST, BUT THAT'S NOT HEALTHY.
AND THEN, UM, SENIORS ALWAYS FOCUSING ON THE SENIORS AS WELL, OR OLDER ADULTS, UM, JUST TO, YOU KNOW, TALKING ABOUT CHANGING DIETARY NEEDS OR EVEN JUST THEM SHARING WITH US RECIPES OR HOW THEY HAVE MAINTAINED HEALTHY DIETS AND, UM, COMMUNITY GROUPS OF LOW INCOME.
SO THOSE AREAS THAT OF COURSE HAVE THE FOOD INSECURITIES AND DESERTS, AND THEN PEOPLE WHO JUST LOVE FOOD AND LIKE TO COOK IT AND ALL OF THAT DIFFERENT KIND OF STUFF.
AND SO I SAID, I WOULD TELL YOU WHAT'S IN THE KITCHEN, WHAT'S IN THE BOX, RATHER.
UM, SO THESE ARE ALL OF THE THINGS THAT'S IN THE BOX.
I, I WON'T READ THEM ALL TO YOU, BUT AS YOU CAN SEE, THERE'S AN ELECTRIC SKILLET.
THERE'S, YOU KNOW, UM, MIXING BOWLS, BLENDERS, UM, JUICERS, DIFFERENT THINGS LIKE THAT.
SO IT DOES ALLOW FOR AN OPPORTUNITY TO CREATE, UM, IN, IN THE PROGRAM I HAVE THIS PROBLEM FIXING THEIRS.
AND THEN, UM, WELL, AS FAR AS PROGRAMS, THESE, I JUST WANTED TO LIST SOME OF THE PROGRAM POSSIBILITIES THAT WE CAN HAVE WITH THIS NEW GRANT.
I, UM, AND, AND STAFF HAS TAKEN IT AND RUN WITH IT.
UM, BUT COOKS AND BOOKS, YOU KNOW, UM, BOOK CLUBS, UH, READER'S ADVISORY, CREATIVE COOK BOOKING, WHERE PEOPLE ARE MAKING COOKBOOKS, WHICH ARE SOME THINGS YOU'LL SEE COMING IN THE SUMMER MEAL, PREPPING ONE-ON-ONE FOR LIKE ADULTING CLASSES COOKING FROM SCRATCH.
'CAUSE NOT A LOT OF PEOPLE KNOW HOW TO COOK FROM SCRATCH.
I MEAN, I REALLY MESS UP BOX MEALS, I REALLY DO.
BUT MY GRANDMOTHER TAUGHT ME HOW TO COOK A LOT OF THINGS FROM SCRATCH.
AND I APPRECIATE THAT HAVING A STAPLES IS VERY IMPORTANT.
AND SO TEACHING PEOPLE HOW TO MAKE DO WITH THOSE STAPLES.
AND THEN OF COURSE, UM, OPPORTUNITIES LIKE HEALTHY GROCERY SHOPPING ON A BUDGET, SUSTAINABLE KITCHEN, UH, COOKING.
SO AS YOU CAN SEE, UM, I'M, I'M HOPING YOU KIND OF SEEN THE PATTERN OR THE POINT OF CULINARY LITERACY OR THIS GRANT AT DPL IN WHAT DIRECTION WE WANNA GO WITH IT.
AND THEN, OF COURSE, UM, POTENTIAL PARTNERS, UH, ORGANIZATIONS THAT STAFF HAVE ALREADY, YOU KNOW, PARTNERED WITH TO DO CERTAIN PROGRAMS. USDA, THEY ALWAYS OFFER FREE AWARENESS CLASSES OR COME AND, UH, DO PRESENTATIONS.
AND THEN IT'S, THEY'RE WORKING WITH SOME OF THE, THE FARMER'S MARKETS, SOME OF THE VEGGIE PROJECTS.
UM, AND THEN HAVE BEEN IN TOUCH WITH DALLAS COLLEGE CULINARY, UH, ART SCHOOL AND OTHER CULINARY ART SCHOOLS.
SO REALLY WORKING TO REALLY TRY TO MAKE SOME, SOME GOOD PROGRAMMING AND BENEFICIAL AND, AND, UM, PATRONS WILL ENJOY AND COME BACK TO.
AND THEN OF COURSE, THEY'RE ALSO GONNA MAKE SURE THAT THEY BRING IN SOME AWARENESS CELEBRATIONS EACH MONTH, IF YOU KNOW, OF COURSE, LIKE I SAID, THE GRANT IS ONLY $67,627.
AND PART OF THAT RIGHT NOW IS ONLY PAYING FOR, I MEAN IT IS PAYING FOR, UM, THE, THE LITERACY COORDINATOR FOR THIS PARTICULAR INITIATIVE.
IT'S PAYING FOR THEIR POSITION.
SO, YOU KNOW, UM, RIGHT NOW THE SUPPLIES AND EVERYTHING, THE MOBILE KITCHEN AND ALL OF THAT WHERE WE'VE HAD TO PURCHASE, YOU KNOW, THAT, UH, A SIGNIFICANT AMOUNT OF FUNDS ARE SPENT TOWARD THAT.
BUT WE STILL, I DID STILL ALLOCATE SOME FUNDS FOR BRANCHES TO BE ABLE TO, YOU KNOW, GET MATERIALS AND SUPPLIES FOR WHEN THEY WANNA HAVE ALL OF THESE GREAT PROGRAMS. WHETHER IT'S SOME, A AWARENESS CELEBRATIONS OR THE OTHER PROGRAMS THAT I MENTIONED.
AND SEE, I TOLD YOU I WOULDN'T TAKE UP A LOT OF YOUR TIME.
SO NOW THERE'S MY CONTACT INFORMATION AND THE DOOR IS OPEN FOR QUESTIONS.
I WILL, WE WILL SEND YOU THE PRESENTATION 'CAUSE I KNOW THERE WAS A LOT IN THERE, SO DON'T WORRY.
I'LL SEND IT OUT TO YOU IN AN EMAIL.
I'LL ALSO JUST ADD ON TO SH TO WHAT SHANNON SAID, THAT, UM, TEXAS STATE LIBRARY AND ARCHIVE COMMISSION IS FEDERALLY FUNDED THROUGH THE INSTITUTE OF MUSEUM AND LIBRARY SERVICES.
IT IS RENEWABLE UP TO THREE YEARS.
SO THIS IS JUST YEAR ONE OF THE GRANT.
AND WE ARE APPLYING FOR YEAR TWO TO EXPAND IT WITH ALL THE GREAT IDEAS SHANNON AND THE TEAM HAVE COME UP WITH.
UM, THE PROGRAMS HAVE BEEN WELL ATTENDED AND SUCCESSFUL SO FAR.
SO WE'RE HOPING THAT THE STATE LIBRARY WILL CONTINUE TO FUND IT.
UM, JUST TO GIVE YOU A LITTLE HISTORY, YOU KNOW, THIS IS HOW WE STARTED OUR HOMELESS ENGAGEMENT PROGRAM WITH, WITH A TS I GRANT.
[00:20:01]
IT WAS FUNDED FOR THREE YEARS AND THAT GAVE US ENOUGH, UM, MOMENTUM YEAH, MOMENTUM AND SUCCESS TO PROVE TO THE CITY THEN THAT WE SHOULD ADD THAT POSITION TO OUR GENERALLY FUNDED POSITIONS.AND THAT'S HOW WE HAVE THAT WHOLE PROGRAM CONTINUING NOW.
AND SO HOPEFULLY THAT WILL HAPPEN WITH THIS PROGRAM.
PEOPLE, YEAH, IT'S
SO WE'LL OPEN THE FLOOR FOR QUESTIONS.
SO IS IT POSSIBLE TO APPROACH A EB OR WHOLE FOODS TO GET SOME MONEY TO SUPPORT THIS INITIATIVE? UM, I DON'T SEE WHY NOT.
SHANNON, I ACTUALLY, I ACTUALLY HAVE APPROACHED CENTRAL MARKETS, SO I'M DEFINITELY GONNA BE APPROACHING WHOLE FOODS AS WELL.
SO YOU SAID THIS PROGRAM IS FOR EVERYONE, BUT I NOTICED THAT ALL OF THE LOCATIONS OF THIS PROGRAM ARE IN SOUTH DALLAS IS, SO, ONE THING THAT I DIDN'T PUT IN THE PRESENTATION, BECAUSE I DIDN'T WANNA GET TOO MUCH INTO THE WEEDS IN THE PRESENTATION, WAS THAT THE KITCHENS IN THE BOXES, THEY'RE HOUSED AT THOSE LOCATIONS, BUT THEY'RE ABLE TO GO TO EVERY LOCATION.
AND THAT IS WHAT WE'VE TALKED WITH THE PROGRAM TEAM ABOUT, MAKING SURE THAT NOT ONLY PROGRAMS ARE DONE AT THOSE, THOSE EIGHT LOCATIONS, BUT THAT WE ARE DOING PROGRAMMING AT ALL OF THEM.
SO THERE ARE PLANS TO DO SOME IN, UP IN MINE FOR THE WOODS ANYWAY.
UH, PARK FOREST, FOREST GREEN, WE ALREADY HAVE PLANS FOR FOREST GREEN, SO
YEAH, AND THAT WOULD JUST BE, UM, A REQUEST FROM THE PROGRAM TEAM AND PART OF THEIR PLANNING PROCESS, SO.
ANY OTHER QUESTIONS, UH, CATHERINE HAS, SO PROGRAMMING HAS ALREADY BEEN GOING ON, OR HOW MANY, UM, PROGRAMS HAVE YOU HELD AND WHERE ALREADY? UM, SO, UM, I'M SORRY, I DIDN'T WRITE DOWN EXACTLY WHERE.
I DO HAVE A LIST BUT
I CAN SEND THAT IN MY EMAIL, SHANNON, IF YOU SEE.
BUT YEAH, WE'VE HAD 14 PROGRAMS AND UM, MAJORITY OF THEM HAVE BEEN EITHER FAMILY RECIPE SHARING AND UM, AND UM, MAYBE MAKING COOKIE MAKING AND, UM, BUT LIKE GLUTEN-FREE TYPE COOKIES AND DIFFERENT THINGS LIKE THAT.
AND THEN, UM, AND THEN WE'VE HAD A COUPLE OF PRESENTATIONS BY USDA, SO THEY'VE CAME, COME AND, AND DONE, UM, LIKE HEALTHY EATING TYPE PROGRAMS. I SEE A HAND.
I JUST HAVE A REAL QUICK QUESTION.
THEY ACTUALLY HAVE ALREADY PRESENTED SOME PROPOSALS, UM, FOR CO COMMUNITY COOKING.
UM, WHAT'S THE COST OF A KITCHEN BOX? SO THE KITCHEN BOX, UM, WELL, THE COST IS, IS NOT, UM, RIGHT NOW, BECAUSE THIS IS THE FIRST YEAR, I HAVEN'T PUT TOGETHER A TOTAL COST FOR WHAT ONE BOX COSTS BECAUSE I ORDERED ALL OF THE THINGS AND THEN PUT THEM IN THE BOX
SO RIGHT NOW, UM, I HAVEN'T BEEN ABLE TO SAY WHAT ONE BOX WOULD COST, BUT THE, WHAT I'VE SPENT THUS FAR, I COULD SPEAK TO THAT, WHICH IS, WE CAN FIGURE THAT OUT FOR YOU, STAN.
I CAN, WELL, 'CAUSE IT MIGHT BE SOMETHING THAT A FRIEND'S GROUP MIGHT WANNA BUY ONE.
YOU KNOW, I COULD DEFINITELY GIVE YOU THAT COST.
UM, I'M STILL WORKING ON PUTTING TOGETHER THE KITCHEN IN BOXES.
I MEAN, WE HAVE A COUPLE OF THEM TOGETHER AND THE LOCATIONS HAVE THEIRS.
BUT, UM, YEAH, I WILL DEFINITELY FINISH PUTTING TOGETHER A ACTUAL KITCHEN BOX, WHAT THAT WOULD COST.
[00:25:01]
AND ISN'T THE, ISN'T THE COST YOU'RE TRYING TO COVER RIGHT NOW, THINGS LIKE THE FOOD YES, YES.LAWS FOR THE CLASSES MORE THAN THE BOX, WHICH IS UTENSILS AND SO FORTH, CORRECT.
LIKE THE PROGRAM, THE PROGRAM ITEMS ARE THE THINGS RIGHT NOW THAT I'M MOSTLY FOCUSING ON.
ALTHOUGH I DID NEED TO GET THOSE MATERIALS.
AND I'LL ADD STAN, IF A, IF A BRANCH FRIENDS GROUP DOES PURCHASE A BOX, IT WOULD FLOAT TO OTHER LOCATIONS.
IT WOULD NOT REMAIN AT THAT LOCATION, JUST LIKE OUR MATERIALS.
BUT I DO THINK THE, THE BIG FRIENDS, THE FRIENDS OF THE DALLAS PUBLIC LIBRARY MIGHT BE APPROACHABLE FOR SOME FUNDS FOR THIS.
THEY DO SOMETIMES HAVE DISCRETIONARY FUNDS IN THE BUDGET TO HELP WITH PROGRAMS THAT POP POP UP THROUGHOUT THE YEAR THAT WEREN'T REALLY KIND OF BUDGETED FOR.
SO THAT MIGHT BE A FUNDING OPTION AS WELL.
MARY KY, ANY OTHER QUESTIONS FOR SHANNON? SHANNON, YOU'VE GOT, YOU'VE GOT THE BLOOD PUMPING OVER HERE.
JERRY, BEFORE WE MOVE ON, CAN YOU HEAR US? NO, NOT YET.
WELL SHOULD WE GO TO THE DIRECTOR'S REPORT? SURE.
UM, SO JUST MOMENTS BEFORE WE STARTED THE SPECIAL CALLED CITY COUNCIL MEETING DID, UM, APPOINT KIM TOLBERT, WHO IS THE ONE OF THE CHIEFS OF STAFF RIGHT NOW, OR THE DEPUTY CHIEF CITY MANAGER.
I DON'T ACTUALLY KNOW WHAT HER TITLE IS.
ANYWAY, UM, SHE IS BEING APPOINTED INTERIM CITY MANAGER, EFFECTIVE CLOSE OF BUSINESS JUNE 3RD WHEN TCS, UM, RESIGNATION WILL BE HIS TIME IN OFFICE WILL BE ENDING.
UM, SINCE HIS RESIGNATION, UH, KIM KNOWS US WELL.
SHE'S BEEN WITH THE CITY OFF AND ON FOR A VERY LONG TIME, BUT SINCE SHE'S BEEN BACK THE LAST SEVEN YEARS, UM, THERE, SHE'S A BIG SUPPORTER OF THE LIBRARY.
SO I THINK THAT, THAT THE RESPECT AND SUPPORT WE GOT FROM TC WILL CONTINUE UNDER KIM.
YEAH, I THINK SHE'LL, SHE'LL KEEP THINGS MOVING FORWARD, WHICH IS ALWAYS A GOOD THING BECAUSE THE PROCESS OF HIRING A NEW CITY MANAGER IS LIKELY TO TAKE, I WOULD WOULD NOT THINK I'D BE OFF WHEN I SAY A YEAR BECAUSE THE PROCUREMENT PROCESS FOR A COMPANY TO DO THE SEARCH IS GONNA TAKE FOUR MONTHS JUST TO GET BEFORE THEY START LOOKING.
SO, UM, AND THAT CAME OUT IN THE COUNCIL MEETING ON MONDAY.
UH, WITH THAT NEWS, UH, OUR STRATEGIC PLAN IS, UM, COMING ALONG.
WE, WE HIT A LITTLE SNAG IN THE PRESENTATION THAT WE WANNA MAKE TO CITY COUNCIL.
WE'RE ASKING THE VENDOR TO REWRITE THE PRESENTATION.
THE, THAT WOULD BE THE LAST PRESENTATION YOU ALL SAW, WHICH WAS WHILE BEAUTIFUL AND LOVELY WITH LOTS OF PICTURES.
IT'S NOT REALLY THE WAY WE PRESENT TO CITY COUNCIL.
UM, PRESENTATIONS TO COUNCIL NEED TO, UM, CONTAIN MORE WORDS BECAUSE THEY LIKE TO READ THEM IN ADVANCE OF THE PRESENTATION AND FORMULATE THEIR QUESTIONS.
AND SO IT'S HARD TO DO THAT WHEN YOU'RE JUST SENDING PHOTOS.
SO WE'VE ASKED THE VENDOR TO PRETTY MUCH REWRITE THE PRESENTATION AND AS A RESULT OF THAT, WE'RE GOING TO PUSH BACK WHEN WE GO TO QUALITY OF LIFE AND WHEN WE GO TO COUNCIL BY A MONTH.
SO THE NEW DATES ARE QUALITY OF LIFE, UM, COMMITTEE ON APRIL 15 AND THEN TO THE FULL COUNCIL ON MAY 1ST.
BUT PUSHES US BACK A A LITTLE BIT.
THE MEAT AND POTATOES OF THE STRATEGIC PLAN THAT YOU ALL SAW HAVE NOT CHANGED WHAT THE, IT WILL LOOK LIKE THE MINI REPORT IN ITS NEXT ITERATION AND WHAT WILL BE ADDED.
IT IS A LOT OF THAT BACKGROUND THAT THEY VERBALIZED WHEN THEY PRESENTED.
[00:30:01]
GOING TO REALLY TIE THE CONNECTIONS TO THE, THE RECOMMENDATIONS THEY'RE MAKING BACK TO THE CITY'S VALUES AND THE EQUITY PLAN AND ALL OF, UM, WHERE THE FEEDBACK CAME FROM AND ALL OF THAT.SO WE WANT THOSE DIRECT LINES VERY VISIBLE BECAUSE THOSE ARE THE QUESTIONS THAT COME TO US FROM COUNCIL.
SO THIS IS REALLY AN EFFORT TO ANTICIPATE THEIR QUESTIONS, ANSWER THE QUESTIONS IN THE PRESENTATION.
SO THE WHOLE THING GOES A LOT SMOOTHER.
UM, AND THAT WAS A RECOMMENDATION FROM OUR, UM, BOSS, ASSISTANT CITY MANAGER, LIZ, AND IN COOPERATION WITH TC WHEN WE SAT AND DISCUSSED IT.
AND THAT WAS HIS RECOMMENDATIONS FOR UPDATING WHAT WE WERE WORKING ON.
SO WE'RE WORKING ON IT NOW AND THE TECHNOLOGY PLAN HAS GOTTEN A LOT MORE COMPREHENSIVE, WHICH IS WHAT WE ASKED FOR.
UM, AND THAT'S BEEN THE LATEST DOCUMENT WE'VE BEEN WORKING THROUGH AND I'M A LITTLE CROSS-EYED ON IT RIGHT NOW,
BUT WE'RE MEETING WITH THEM TOMORROW AND HOPEFULLY THAT UM, EVERYTHING WILL BE A LITTLE CLEARER THAN, AND YOU ALL WILL SEE THE DOCUMENT IN DRAFT PRIOR TO IT GOING TO QUALITY OF LIFE.
SO NEXT MEETING, I GUESS WE'LL HAVE A CHANCE TO LOOK AT IT PROBABLY.
NEXT MEETING YOU WILL CAN MAKE THAT HAPPEN.
DOES THE CITY CAN'T WHEN TO CANCEL, HAVE TO VOTE TO APPROVE THIS? YES.
I'M SURE THERE WILL BE QUESTIONS BECAUSE IT DOES CONTAIN FUNDING IMPLICATIONS, RIGHT.
WE'RE, WE'RE ASKING A LOT OF THE CITY, IF OUR PLAN IS GOING TO BE TO SUPPORT EDUCATION AND EVERYTHING THAT WE DO, THEN THERE NEEDS TO BE SOME ACCOUNTABILITY.
THE PLAN INCLUDES FUNDING IMPLICATIONS BUT NOT SPECIFICALLY.
WE'RE COMMITTING IT'S GONNA COST MONEY BUT WE'RE NOT GIVING YOU MONEY YET.
YOU KNOW, JUST LIKE, I MEAN THE PERFECT EXAMPLE IS THE MASTER PLAN THAT WE'VE BEEN LIVING UNDER THAT HAD ALL THE FACILITIES RECOMMENDATIONS THAT WERE MADE IN 2000 AND WE'RE JUST HITTING THE LAST THREE AND IT'S 2023 SO OH YES IT IS 2020.
I'M ALREADY, I'M ALREADY BEHIND TIMES
SO YEAH, THERE'S A LOT OF THAT.
I'M SURE THERE WILL BE QUESTIONS WITH NO ANSWERS.
BECAUSE WE DON'T KNOW WHAT THE FUTURE WILL BRING WHEN IT COMES TO FUNDING.
UM, WE DID MEET, I GUESS THE ONLY OTHER THING THAT'S REALLY HAPPENED SINCE I'VE SEEN YOU ALL LAST IS OF COURSE THE BOND, UM, WENT THROUGH WITH, SO WE WILL BE PROPOSITION D WHEN IT GOES TO VOTE, WHICH WILL INCLUDE UM, A RECOMMENDATION FOR $43.5 MILLION FOR THE LIBRARY.
UM, THAT INCLUDES THE RENOVATION OF THE PRESTON ROYAL LOCATION.
IT INCLUDES THE REPLACEMENT OF NORTH OAK CLIFF AND PARK FOREST AND THEN EDA BATHROOM UPGRADES IN EIGHT BRANCHES.
THE STICKY PART OF IT IS THIS PARTICULAR NUMBER WITH A LITTLE BIT LOWER THAN WE WANTED.
AND SO WE ARE ABOUT $900,000 SHORT ON BOTH NORTH OAK CLIFF AND PARK FOREST ANTICIPATED COSTS.
UM, THAT HAS ALREADY BEEN SHARED WITH THE FRIENDS OF THE DALLAS PUBLIC LIBRARY AND THEY MAY HAVE TO REALLY KICK INTO SOME CAPITAL FUNDRAISING TO MAKE UP THE DIFFERENCE.
ALSO IN MY HEART, I HAVE ASKED, WELL NOT IN MY HEART, BUT I HAVE ASKED THIS, THE UM, FINANCIAL GROUP, THE CFO OF THE CITY AND THE BOND OFFICE TO REAL, TO HOPEFULLY THAT TWO LIBRARY PROGRAMS COULD GO IN THE FIRST ITERATION.
'CAUSE I FEEL LIKE THE FASTER WE DO 'EM, THE LESS THEY'LL COST BEFORE PRICES RISE.
UM, I DON'T THINK, I DON'T THINK WE'LL GET TWO.
I THINK WE'LL GET ONE, BUT I'M ASKING FOR TWO.
'CAUSE YOU ALWAYS WANNA ASK FOR MORE.
UM, 'CAUSE I FEEL LIKE THE FASTER WE CAN DO THEM THEN THE LESS THEY'LL COST.
AND WE MIGHT BE ABLE TO MAKE IT WORK.
SO WE'RE, WE'RE KIND OF STARTING AT A LITTLE BIT OF A DEFICIT.
HOWEVER, THERE'S ALWAYS HOPE BECAUSE LIKE WITH NORTH OAK CLIFF, IF WE END UP IN A MIXED USE DEVELOPMENT, UH, THE COST, OUR COST OF IT COULD BE A LOT LESS AND WE MIGHT HAVE MONEY LEFT OVER THAT WE COULD PUT INTO ANOTHER PROJECT.
SO THERE'S, THERE'S LOTS OF, BUT WHAT'S NOT AN F IS VOTE
[00:35:01]
PROP B, THAT'S, THAT'S GOING TO BE OUR FOCUS RIGHT NOW AND SHOULD BE YOUR FOCUS AS ADVOCATES FOR THE LIBRARY.BECAUSE WHILE I CAN HAVE, YOU CAN'T, AND GETTING PEOPLE OUT TO VOTE IN MAY FOR PROPOSITION D WOULD BE OUR PRIORITY BECAUSE WE ALREADY KNOW IT WILL BE A LOW TURNOUT VOTE.
THERE'S NOT MUCH ELSE ON THE BALLOT THAT'S GONNA BE THINGS TELL YOUR FRIENDS AND NEIGHBORS TO VOTE MAY 5TH.
SO JOE, IF YOU, IF THERE WAS ONLY ONE, IF WE ONLY DO ONE LIBRARY AT A TIME, DO YOU GET TO PICK WHICH LIBRARY GOES FIRST?
UM, I CAN MAKE A RECOMMENDATION AND UM, WE HAVE NOT MADE THAT RECOMMENDATION YET.
WE'RE WEIGHING LOTS OF VARIABLES LIKE HOW MAD THE PRESSOR ROYAL LADIES WILL BE IF YOU DON'T PUT THEM FIRST.
LIKE HOW BEAT UP I'LL GET BURN DOWN YOUR HOUSE.
MAY 5TH BUT FIFTH IS A SUNDAY.
IT'S THE FOURTH IS A SATURDAY.
UM, MORE THAN LIKELY ANN, WE WILL GO WITH THE, THE OLDEST BUILDING WHICH WOULD WOULD BE PRESTON ROYAL.
THAT'S WHY I'M HOPING THEY'LL GIVE ME TWO BECAUSE WE'RE VERY CLOSE TO, UM, WHAT I WOULD SAY SHOVEL ALREADY ON NORTH OAK CLIFF.
MEANING WE'VE ALREADY WRITTEN AN RFP FOR A MIXED USE DEVELOPMENT.
SO ALL WE HAVE TO DO IS UPDATE IT AND GET IT ON THE STREET.
SO THAT COULD GO VERY QUICKLY.
SO THEY'RE LOOKING FOR SOMETHING THAT CAN GO QUICKLY THEN NORTH OAK CLIFF BECAUSE WE'RE READY TO GO ON IT.
WHEREAS WE'RE NOT READY TO GO OUT BID ON, UM, PRESTON ROYAL.
I'VE ACTUALLY ASKED FOR ALL THREE IN THE FIRST ONE, BUT I KNOW I WON'T GET THAT
IT'S LIKE WHEN YOU HAVE THREE KIDS, RIGHT?
ANY, ANY NEW BUSINESS? JERRY, CAN YOU HEAR US YET? JERRY FEELS LIKE SHE'S RESPONDING.
WELL WITHOUT ANY NEW BUSINESS WE WILL, WE WILL BUMP OUR INTRODUCTION OF JERRY BAKER TO OUR NEXT MEETING.
BUT SHE WILL NO LONGER BE NEW.
UH, BUT HOPEFULLY EVERYTHING WILL BE CLICKING IN MARCH.
REMEMBER THAT ON MARCH 26TH WE WILL MEET AT FIVE O'CLOCK AND WE'LL BE EXCITED ABOUT THE STRATEGIC PLAN.
'CAUSE THEY COULD DO THAT VIRTUALLY.
YOU WELL WITH NO MORE NEW BUSINESS.
HOW ABOUT A MOVE TO ADJOURN AT 4:40 PM MOVE? WE STAND ADJOURNED.
