OUR FIRST ORDER OF BUSINESS IS APPROVAL OF THE MINUTES FROM THE FEBRUARY 12TH PUBLIC SAFETY COMMITTEE MEETING.

IS THERE A MOTION TO APPROVE? SECOND, THERE'S A MOTION AND A SECOND, ARE THERE ANY CHANGES OR CORRECTIONS? HEARING? NONE. ALL THOSE IN FAVOR, PLEASE SAY AYE.

AYE. ANY OPPOSED? MOTION CARRIES UNANIMOUSLY.

BEFORE WE GO TO OUR FIRST BRIEFING ITEM, I'D LIKE TO INVITE CHIEF ARDIS UP TO JUST SHARE A LITTLE BIT ABOUT WHAT'S HAPPENING WITH OUR WILDFIRES OUT IN WEST TEXAS.

WE'VE CURRENTLY WE'VE HAD 12 MEMBERS DEPLOYED TO THE PANHANDLE THAT ARE WORKING DAILY TO HELP NOT ONLY IN THE EFFORTS TO HELP THE FOLKS UP THERE, BUT REALLY TRY TO BRING SOME OF WHAT WE HAVE HERE TO THE STATE TO PUT OUT SOME OF THESE FIRES.

AND SO WE'RE EXCITED TO TO BE THERE, BUT ALSO HEARTBROKEN OF WHAT WE'RE SEEING.

I'LL LET CHIEF BALL KIND OF TALK A LITTLE BIT MORE ABOUT THE MEMBERS THAT ARE DEPLOYED.

YEAH. WE'VE GOT NINE URBAN SEARCH AND RESCUE MEMBERS DEPLOYED.

WE'VE GOT FIVE WILDLAND MEMBERS AND THREE PARAMEDICS.

AS FAR AS EQUIPMENT, WE'VE GOT ONE TENDER AND ONE RESCUE.

THE PARAMEDICS ARE ON.

AND BASICALLY THE FIVE WILDLAND THAT WORK IN IN WILDLAND EFFORTS, THE URBAN SEARCH AND RESCUE, THEY'RE GOING DOOR TO DOOR SEARCHING HOUSES AND MAKING SURE EVERYONE GETS OUT AND SAFE.

WE JUST, YOU KNOW, WE WANTED TO.

WE DON'T ALWAYS APPROVE.

WE DON'T JUST APPROVE EVERY DEPLOYMENT, BUT IT'S DEPENDENT ON HOW MANY FOLKS ARE LEFT TO PROTECT OUR OWN CITY.

WE PUT THE CITY FIRST.

BUT WHEN WE DO HAVE ENOUGH, WE WANT TO DO WHAT WE CAN TO HELP.

WELL, I JUST WANT TO SAY THANK YOU.

AND SO WE DO THIS BOTH WITH POLICE AND FIRE.

AND SO IF YOU ALL WANT TO COME FORWARD AND START YOUR PRESENTATION, THAT'D BE GREAT.

CHIEF, WHY DON'T YOU TAKE THE LEAD AND GO FIRST TODAY, OKAY.

GOOD AFTERNOON, CHAIRWOMAN MENDELSOHN AND PUBLIC SAFETY COMMITTEE.

I'M DEPUTY CHIEF HERRERA, COMMANDER OVER THE PERSONNEL AND TRAINING DIVISION.

AND I'M HERE THIS AFTERNOON TO DISCUSS WITH YOU POLICE DEPARTMENT'S RECRUITING AND RETENTION UPDATES FOR THE MONTH OF FEBRUARY.

ONE OF THE RETENTION PROGRAMS IS ASSISTING IN PROVIDING AFFORDABLE DAY CARE FOR OUR POLICE OFFICERS.

I KNOW THAT THIS WAS MENTIONED PREVIOUSLY, BUT WE ARE GETTING A LOT CLOSER TO FRUITION.

A MEETING WILL BE CONDUCTED SOON WITH THE CITY MANAGER'S OFFICE TO ESTABLISH A VISION FOR WHAT THIS PROGRAM WILL LOOK LIKE, AS WELL AS TO DISCUSS ANY POTENTIAL FUTURE FUNDING AND NEEDS AND SUPPORT.

AGAIN, WE ARE WORKING WITH POLICE OFFICER JENNIFER ATHERTON OF THE WOMEN'S POLICE OFFICER ASSOCIATION, THE NATIONAL LAW ENFORCEMENT FOUNDATION BOARD, AND PARTNERING WITH KINDERCARE TO DESIGN THE PROGRAM.

CHIEF, COULD I INTERJECT? I JUST WANTED TO ALSO MENTION THAT I THINK THERE IS A NEED THAT WE ADD THE POTENTIAL STATE FUNDING ON OUR LEGISLATIVE AGENDA FOR THIS ITEM.

YOU AND I HAVE SPOKEN BRIEFLY ABOUT THAT, AND BASED ON THAT CONVERSATION AND THE CONCURRENCE WITH THIS COMMITTEE, WE'LL GO AHEAD AND REACH OUT TO THE CITIES OFFICE AND MAKE SURE THAT HAPPENS.

THE NEXT ITEM THAT WE'LL TALK ABOUT IS THE SICK TIME PAYOUT FOR SWORN MEMBERS OF THE DEPARTMENT.

WE'RE WORKING INTERNALLY ON THE PAYOUT OPTIONS.

AND ONCE THOSE ITEMS HAVE BEEN CLEARED, WE SHOULD BE ABLE TO PRESENT THOSE TO THE COMMITTEE PRIOR TO IMPLEMENTATION.

BACKGROUND SOFTWARE IS THE NEXT ITEM THAT WE'LL BE LOOKING AT.

DPD IS CURRENTLY RESEARCHING AND EXPLORING SOFTWARE THAT WILL HOST A VARIETY OF INTEGRATION AND INTEGRATION OPTIONS INTO A SINGLE PLATFORM TO STREAMLINE OUR BACKGROUND AND INVESTIGATIVE PROCESS.

WE BELIEVE THAT THIS SOFTWARE WILL ASSIST US BETTER IN ORGANIZING AND AID IN OUR EFFICIENCY FOR OUR BACKGROUND DETECTIVES.

THE NEXT THING WE'LL BE DISCUSSING IS AN EMPLOYEE REFERRAL PROGRAM.

WE STRONGLY BELIEVE THAT EVERY EMPLOYEE WITHIN THE CITY IS A RECRUITER, AND WE'RE WORKING VERY CLOSELY WITH HR AND THE COMPTROLLER'S OFFICE TO DESIGN THAT REFERRAL PROGRAM.

AN EXAMPLE OF WHAT THIS WILL LOOK LIKE IS ON THE NEXT SLIDE.

FOR THE REFERRAL OF A POLICE OFFICER TRAINEE THE POLICE OFFICER SORRY.

THE POLICE EMPLOYEE MAKES A REFERRAL TO AN INDIVIDUAL TO JOIN THE DALLAS POLICE DEPARTMENT.

ONCE THE INDIVIDUAL SUCCESSFULLY PASSES THE HIRING PROCESS AND BEGINS TRAINING AT THE DALLAS POLICE ACADEMY, THE REFERRING EMPLOYEE WILL RECEIVE $1,000.

UPON THE TRAINEES GRADUATION FROM THE POLICE ACADEMY, ANOTHER THOUSAND DOLLARS IS PAID TO THE REFERRING EMPLOYEE.

AND THEN LASTLY, ONCE THE TRAINEE ENTERS AND SUCCESSFULLY COMPLETES THE FIELD TRAINING PROGRAM, THE REFERRING PROGRAM, I'M SORRY.

THE REFERRING EMPLOYEE WILL RECEIVE ANOTHER $1,000 FOR A TOTAL OF $3,000 FOR THE POLICE OFFICER TRAINING.

NEXT SLIDE PLEASE.

FOR THE REFERRAL OF A LATERAL POLICE OFFICER, THE POLICE EMPLOYEE MAKES A REFERRAL FOR A LATERAL CANDIDATE TO JOIN THE DALLAS POLICE DEPARTMENT.

ONCE THE LATERAL CANDIDATE SUCCESSFULLY PASSES THE HIRING PROCESS AND BEGINS TRAINING AT THE DALLAS POLICE ACADEMY, THE REFERRING EMPLOYEE WILL RECEIVE $1,000 UPON THE LATERAL TRAINEES GRADUATION FROM THE LATERAL ACADEMY, WHICH IS APPROXIMATELY 12 WEEKS OR 429 HOURS, DEPENDING ON THEIR EXPERIENCE AND COMPLETION OF TRAINING. ANOTHER $1,000 IS PAID TO THE REFERRING EMPLOYEE.

AND LASTLY, THE LATERAL TRAINEE SUCCESSFULLY COMPLETES THEIR PROBATIONARY PERIOD.

THE REFERRING EMPLOYEE WILL RECEIVE ANOTHER $1,000 FOR A TOTAL OF $3,000.

OUR NEXT SLIDE WILL DISCUSS THE FINANCIAL IMPACT.

SO FOR A REFERRAL PROGRAM THAT OFFERED THREE PAYOUTS OF $1,000 EACH, THE MAXIMUM COST OF THE CITY WOULD BE ABOUT $750,000 PLUS FICA, ASSUMING THAT ALL 250 HIRES WERE THROUGH THAT REFERRAL, OF COURSE, AND THAT ALL 250 HIRES COMPLETED ALL THREE THREE STAGES.

WE ALSO HAVE AN EXAMPLE OF A PROGRAM WITH 2000 IN THE FIRST TWO PHASES, AND 1000 AS A PAYMENT STRUCTURE.

THE MAXIMUM COST OF THE CITY WOULD BE 1.25 MILLION.

AGAIN, ASSUMING ALL 250 HIRES WERE THROUGH THE REFERRAL AND ALL 250 COMPLETED ALL THREE STAGES.

THE ACTUAL COST FOR A SINGLE YEAR'S TARGET OF 250 HIRES WOULD EXTEND OVER THE COURSE OF 15 MONTHS, AS POLICE TRAINEES SPEND NINE MONTHS AT THE ACADEMY, FOLLOWED BY SIX MONTHS IN FIELD TRAINING.

AN EXAMPLE OF THAT IS AN INITIAL COHORT OF OFFICERS ENTERING THE ACADEMY AT THE START OF A FISCAL YEAR AND GRADUATING IN THE SPRING.

ONLY THE FIRST TWO PAYOUTS WOULD BE MADE TO REFER IN THE FISCAL IN THE SAME FISCAL YEAR, WITH A THIRD AND FINAL PAYMENT BEING MADE IN THE FOLLOWING FISCAL YEAR.

FOR COHORT TO ENTER THE ACADEMY LATER IN THE FISCAL YEAR, ONLY THE FIRST PAYMENT WOULD BE MADE IN THE SAME FISCAL YEAR, WITH THE SECOND AND THIRD PAYMENT PAYMENT OCCURRING IN THE FOLLOWING FISCAL YEAR.

WE'LL GO OVER SOME OF OUR NUMBERS FOR THE MONTH OF FEBRUARY.

56 APPLICANTS WERE FORWARDED TO BEGIN THE BACKGROUND PROCESS.

THERE ARE CURRENTLY 66 IN BACKGROUND, AND AN ADDITIONAL 20 WILL BE ADDED BY THE END OF THIS WEEK FROM THE PREVIOUS WEEK'S ON SITE EVENT.

ON MARCH 13, 2024, CLASS 399 IS ANTICIPATED TO HAVE 30 RECRUITS IN THE CLASS.

FOLLOWING THIS CLASS, THE NEXT ACADEMY CLASS, WHICH IS CLASS 400, WILL BEGIN TRAINING ON MAY 22ND.

OUR GOAL IS TO HAVE 50 RECRUITS IN THAT CLASS.

WE PROCESS NINE APPLICANTS FOR VARIOUS PROFESSIONAL STAFF POSITIONS, AND CURRENTLY WE HAVE FIVE PROFESSIONAL STAFF, APPLICANTS AND BACKGROUND.

THE NEXT PROFESSIONAL STAFF EVENT WILL BE IN MAY AT POLICE HEADQUARTERS.

NEXT SLIDE, PLEASE. IN FEBRUARY, THE POLICE DEPARTMENT ATTENDED 21 EVENTS.

RECRUITERS CONDUCTED OVER 16 CLASS PRESENTATIONS AT LOCAL COMMUNITY COLLEGES AND UNIVERSITIES.

RECRUITERS REPLIED TO ABOUT 1100 EMAILS AND APPROXIMATELY 850 PHONE CALLS FOR THE MONTH.

RECENTLY, OUR RECRUITERS ATTENDED A JOB FAIR AT THE UNIVERSITY OF PUERTO RICO IN MAYAGÜEZ, PUERTO RICO.

109 COMPANIES WERE AT THIS RECRUITING EVENT, INCLUDING THE FBI, DEA, AND ATF.

ONLY TWO OF THE 109 EXHIBITORS WERE ACTUALLY FROM PUERTO RICO.

OVER 1000 PEOPLE ATTENDED THIS EVENT, AND IT'S WORTH MENTIONING THAT DPD WAS THE ONLY MUNICIPAL POLICE DEPARTMENT IN ATTENDANCE.

100 STUDENTS VISITED DPD'S BOOTH AND 60 SIGNED UP TO BE CONTACTED FOR THE UPCOMING FOUR DAY OFFSITE TO BE HELD IN APRIL.

WE ALSO AT THIS EVENT HAD FOUR LATERAL INQUIRIES FROM WHO ARE CURRENT OFFICERS IN PUERTO RICO.

TO DATE, THERE HAVE BEEN CLOSE TO 300 PEOPLE WHO HAVE VISITED OUR WEBSITE FROM THAT EVENT ALONE.

SO THE POLICE DEPARTMENT CURRENTLY HAS A RECRUITING AD IN THE DALLAS MAVERICKS YEARBOOK, WHICH IS A YEAR LONG AD NEXT TO ONE OF THE MOST POPULAR PAGES THERE, NEXT TO LUKA DONČIĆ'S PROFILE, AND ALSO HAS AN AD THAT IS ABOUT TO STREAM ACROSS PUERTO RICO IN BOTH NORTHERN AND BAY AREAS OF CALIFORNIA.

RECRUITERS ARE CONTINUALLY HAVING TABLE PRESENTATIONS AT THE MAVERICKS GAMES, AND WE ARE LOOKING FORWARD TO BUILDING THAT SAME RELATIONSHIP WITH THE WORLD SERIES CHAMPION TEXAS RANGERS, AS WE WILL ALSO HAVE AN AD IN THEIR YEARBOOK THROUGHOUT THE SEASON AS WELL.

THIS CONCLUDES OUR BRIEFING AND I'LL ANSWER ANY QUESTIONS YOU GUYS MIGHT HAVE.

AND SO I'M WONDERING IF WE HAVE A SENSE OF HOW MANY OFFICERS OR STAFF WOULD THIS COULD AFFECT? DO WE KNOW WHAT THAT UNIVERSE WOULD BE OF WHO MIGHT TAKE ADVANTAGE OF A PROGRAM LIKE THIS? I COULDN'T EVEN IMAGINE.

RIGHT NOW WE HAVE OFFICERS THAT ARE IN DIFFERENT PHASES OF THEIR LIVES, AND SO WE WOULD HAVE TO REALLY KIND OF POLL OUR DEPARTMENT AND SEE HOW MANY PEOPLE THAT WOULD AFFECT.

IF I MIGHT ADD TO THAT, I MET WITH THE WHAT WAS THE NAME OF THE FOUNDATION.

THE NATIONAL LAW ENFORCEMENT.

NATIONAL LAW ENFORCEMENT OFFICERS ASSOCIATION FOUNDATION, AND ASKED THE SAME QUESTION.

WE'RE IN THE PROCESS OF EVALUATING THAT.

BUT THE EXPERIENCE THAT THEY HAD IN OTHER CITIES, THAT WAS PRETTY SIZABLE.

IT WAS A NUMBER BIGGER THAN WHAT MOST PEOPLE WOULD ANTICIPATE.

AND SO THEY'RE GOING TO TRY TO GET THAT SPECIFICALLY FOR US AS WE MOVE THIS PROJECT FORWARD.

BUT I THINK THAT THE DEMAND IS CLEARLY THERE FROM WHAT I'M HEARING FROM SOME OF THE OTHER ASSOCIATIONS WITHIN THE POLICE DEPARTMENT, AS WELL AS WITH FROM THE COMMAND STAFF.

AND SO ACROSS THE STATE AND ACROSS THE COUNTY DO WE HAVE A SENSE OF HOW MANY ARE OFFERING THIS KIND OF PROGRAM? SO IF I CAN GO BACK, I JUST FOUND SOME NOTES AND I APOLOGIZE.

I DIDN'T HAVE THIS EARLIER, BUT WE DID A SURVEY AND WE HAVE ABOUT APPROXIMATELY 600 DPD OFFICERS RESPONDED.

AND THERE WAS THEY SHOWED THAT THERE WAS A SIGNIFICANT NEED FOR THIS.

ALL RIGHT. WELL, I'M JUST LOOKING FOR THE COMPETITIVE EDGE.

SO YEAH, YOU KNOW, IF THIS IS SOMETHING WHERE DALLAS IS A LEADER, I MEAN, THAT WOULD BE SOMETHING THAT WE WOULD DEFINITELY WANT TO TALK ABOUT.

WE'RE NOT AWARE OF ANYBODY IN THE STATE OF TEXAS THAT IS DOING THIS, BUT THEY ARE DOING IT IN CALIFORNIA, COLORADO, IDAHO AND MISSOURI, I BELIEVE.

YES, SIR. DENVER PD, SAINT LOUIS, IDAHO STATE TROOPERS.

ABSOLUTELY. YEAH. WELL, OFFERING CHILD CARE, A PROGRAM LIKE THIS TO OUR OFFICERS WOULD BE A GREAT WAY TO LEAD.

I LOVE GETTING OUT FRONT IN THIS PARTICULAR AREA.

AND WOULD YOU HAVE CHILD CARE AVAILABLE FOR ALL SHIFTS, OR ARE WE TALKING ABOUT JUST THE REGULAR? YES, MA'AM. AS FAR AS I UNDERSTAND, THE DESIGN IS TO BE 24 HOURS, SEVEN DAYS A WEEK.

PERFECT. SO. SO IF I COULD ADD AGAIN, I LEARNED A LOT THIS MORNING ACTUALLY.

THE GOAL WOULD BE TO COVER AS MANY OF THE SHIFTS AS THEY CAN WHERE THE DEMAND IS.

AND SO THEY WILL HAVE TO TAILOR THE SERVICES BASED ON, YOU KNOW, THE ABILITY TO ACTUALLY RECOVER COSTS ASSOCIATED WITH IT.

SO IF THERE'S NOT AS MUCH DEMAND, DEEP NIGHTS, IT MAY NOT HAVE THE SAME LEVEL OF SUPPORT TO BE ABLE TO OPERATE 24.

SOME STATES DON'T EVEN ALLOW THEIR LICENSED HEALTH CARE CHILD CARE PROVIDERS TO OPERATE AT 24 HOUR SCHEDULE.

AND SO THERE MAY BE SOME STATE LIMITATIONS.

THAT'S PART OF WHAT WE'RE LOOKING INTO.

OKAY. WELL, I'M PRETTY SURE TEXAS DOES ALLOW THAT.

BUT I HOPE THAT YOU'LL ALSO CONSIDER COSTS, BECAUSE A CHILD WHO'S SLEEPING THROUGH THE NIGHT IS A WHOLE LOT CHEAPER THAN ONE THAT YOU HAVE TO ENTERTAIN AND EDUCATE THROUGHOUT THE DAY. WELL ONE WOULD THINK.

OKAY. AND THEN I WANT TO POINT OUT, I MEAN, WE'RE ABOUT TO DO RECRUITING FOR DFR, BUT DFR IS IN A VERY DIFFERENT SITUATION.

AND I THINK THAT WILL BECOME VERY APPARENT THROUGH THE PRESENTATION AS IT DOES EACH MONTH.

AND SO THIS IS REALLY THE FIRST TIME WE'RE SORT OF SEPARATING.

YOU KNOW, WE'VE HAD A VERY STRONG PARODY ISSUE BETWEEN POLICE AND FIRE.

AND GIVEN THE EXTRAORDINARY NEED FOR HIRING AND RETENTION ON THE POLICE SIDE, I JUST WANT TO KIND OF CALL THAT OUT BECAUSE WE LOVE ALL OF OUR OFFICERS, POLICE AND FIRE.

BUT WE KNOW THAT WE ACTUALLY NEED A DIFFERENT TREATMENT RIGHT NOW TO BE ABLE TO RECRUIT AND RETAIN ON THE POLICE SIDE.

SO I DO WANT TO MENTION THAT.

YOU DO HAVE A NUMBER OF INSTANCES WHERE YOU'VE BEEN AT THE AMERICAN AIRLINES CENTER FOR THE MAVS AND THE STARS GAMES.

ARE YOU TRACKING HOW MANY OF THE CANDIDATES ARE COMING FROM THAT SPECIFIC ACTIVITY? NOT OFF THE TOP OF MY HEAD, BUT WE CAN CERTAINLY START ASKING WHEN WE GET FOLKS THAT COME IN, ESPECIALLY ON OUR SITES THAT WE HAVE EVERY COUPLE OF WEEKS, WE CAN ASK THEM.

WHERE THEY HEARD FROM US. JUST SO YOU KNOW, I'M NOT A BIG SPORTS PERSON, BUT ONCE THE SEASON'S OVER, IF YOU COULD LOOK BACK AND SAY, WAS THIS A WORTHWHILE ACTIVITY? BECAUSE, YOU KNOW, IT LOOKS LIKE YOU'RE GOING TO A LOT OF GAMES, WHICH MIGHT BE FUN.

AND SO WE JUST HAD A MEETING THIS PAST WEEK ABOUT GETTING INTO OUR OUTDOOR SPACES.

THE WEATHER IS GETTING NICER.

AND SO WE TALKED ABOUT HAVING SOME RECRUITING OPPORTUNITIES ON THE KATY TRAIL LOOKING AT CERTAIN JUNIOR COLLEGES IN THE AREA WHERE WE CAN SET UP BILLBOARDS AND THINGS WHERE WE CAN ATTRACT PEOPLE WHO ARE SOON GRADUATING.

SO WE'RE PUTTING OUR HEADS TOGETHER AND WE'RE GOING TO COME UP WITH SOME, REALLY SOME PRETTY GOOD IDEAS, I BELIEVE.

OUR SINGLE FUNCTION MEDICS, WHEN WE'RE GETTING IN, WE'RE NOT HAVING TO TRAIN THEM TO BE FIREFIGHTERS SO THEY CAN ACTUALLY FOCUS ON THE EMS SERVICES, BECAUSE THERE WE'VE LEARNED THAT THERE IS A GROUP OUT THERE THAT WOULD LIKE TO BE IN THE EMS OR THE FIRE SERVICE.

BUT THEY DON'T WANT TO BE FIREFIGHTERS.

SO AND I THINK THAT WE SHOULD WORK TO HAVE PEOPLE IN JOBS WHERE THEY WANT TO BE.

SO WE'RE LOOKING AT EXPANDING OUR SINGLE FUNCTION MEDIC PROGRAM BECAUSE IT IS LESS PHYSICALLY DEMANDING.

AND WHAT WE'VE SEEN THAT THE ACTUAL FEEDBACK WE'RE GETTING FROM WHEN WE'RE OUT THERE RECRUITING WAS THAT THERE WAS A DEFINITE DESIRE AND INTEREST IN THIS.

ONE OF THE THINGS THAT WE PRESENTED TO CIVIL SERVICE WAS THE KIND OF ADJUSTING OUR RULES A LITTLE BIT.

THE CIVIL SERVICE RULES, WHICH WILL COME BEFORE YOU SOON, WHERE WE CAN ALSO REACH OUT TO SOME OF THOSE STUDENTS THAT ARE AT THE HIGH SCHOOLS THAT ARE IN THE EMT PROGRAMS, AT THE HIGH SCHOOLS THAT ARE ONLY EMT BASICS.

SO THAT GIVES US AN AVENUE WHERE WE CAN BRING THEM ON AS EMT BASICS AND THEN TRAIN THEM UP TO BE PARAMEDICS WHERE WE CURRENTLY DON'T HAVE THAT, ABILITY.

THAT WOULD ALSO EXPAND OUR POOL WITH THE OTHER EMT SCHOOLS BECAUSE EVERYBODY CAN'T AFFORD TO NOT WORK AND GO TO SCHOOL CAN PUT THEMSELVES THROUGH PARAMEDIC SCHOOL.

AND THOSE THAT DO TRY TO WORK AND GO TO PARAMEDIC SCHOOL IT'S A VERY DEMANDING PROGRAM.

SO THEY MAY NOT GIVE THE BEST PERFORMANCE IN SCHOOL.

SO WE THINK THIS WOULD OPEN UP A HUGE POOL FOR US TO FILL OUT OUR SINGLE FUNCTION MEDIC PROGRAM.

SO WE ARE STILL HAVE OUR LATERAL HIRE PROGRAM.

AND WHAT WE'VE DONE IS WE'VE LOOKED AT HOW WE'VE TRAINED, WE'VE TAKEN SOME FEEDBACK FROM THE, THOSE THAT WE HAVE HIRED MADE SOME ADJUSTMENTS TO THE TRAINING CURRICULUM AND SHORTEN UP THE LATERAL HIRE, THE LATERAL HIRE ACADEMY A LITTLE BIT.

AND WITH THAT PROGRAM, THEIR PAY UP TO FIVE YEARS IS BASED ON THEIR EXPERIENCE.

NOW, ONE OF THE CHANGES THAT WE DID ASK A CIVIL SERVICE FOR WAS BEFORE THEY HAD TO ACTUALLY HAVE SOME WORK EXPERIENCE IN THAT FIELD BEFORE WERE ACTUALLY BRINGING THEM ON AS A LATERAL.

SO WHAT WE'VE ASKED WAS TO ADJUST THAT A LITTLE BIT WHERE WE CAN HIRE SOMEBODY THAT HAS WENT ON THEIR OWN AND GOT THEIR FIRE CERT AND GOT THEIR PARAMEDIC CERT. SO NOW WE'LL, IF IT PASSES, WILL STILL BE ABLE TO HIRE THEM AND BRING THEM INTO OUR PTECH PROGRAM, WHICH IS OUR ON THE JOB TRAINING.

AND BRING THEM ON INSTEAD OF HAVING THEM TO WAIT AND GO SOMEWHERE ELSE FOR A YEAR.

WE'D LIKE TO BRING THEM IN AS PART OF OUR FAMILY.

THEY'RE GOING TO HAVE A FIRE CERT, THEY'RE GOING TO HAVE EMT BASIC CERT.

SO THEY ARE IMMEDIATELY EMPLOYABLE ONCE THEY THEY WALK OUT THE DOOR.

IT'S A LITTLE SELFISH ON OUR PART BECAUSE WE'RE GOING TO BE THE ONES THAT HAVE OUR HANDS IN THEM.

SO WE'RE ACTUALLY TOUCHING THEM FOR FOUR YEARS.

SO OUR HOPE IS THAT BECAUSE OF THOSE RELATIONSHIPS, THEY'RE GOING TO WANT TO COME AND JOIN US.

AND THEN AT THAT POINT WE WOULD SEND THEM TO PARAMEDIC SCHOOL, AND THEN THEY'LL BE A FULL FLEDGED ON THE DEPARTMENT.

AND THIS IS SO THAT THE PEOPLE IN THE FIELD CAN ACTUALLY HAVE SOME TIES AND SOME COMMUNICATIONS WITH THE FIRE CHIEF AND WITH THE COMMAND WITHOUT HAVING TO NECESSARILY GO THROUGH FORMAL CHAINS.

SO HE HAS HIS CHIEF'S CORNER WHERE HE'LL PUT OUT VIDEOS AND TALKS ABOUT DIFFERENT TOPICS.

ONE OF THE THINGS HE ACTUALLY DID LAST MONTH WAS HE HAD COFFEE WITH COMMAND, WHERE HIS COMMAND STAFF WENT TO A COFFEE SHOP, AND WE OPENED IT UP TO ALL OF OUR MEMBERS THAT YOU CAN COME OUT AND HAVE A RELAXED CONVERSATION, ASK QUESTIONS, GET FEEDBACK KIND OF GET AN IDEA OF WHAT THE CHIEF'S VISION IS FOR THE DEPARTMENT.

AND WHAT BASICALLY WHAT THEY DO IS THEY GIVE THE MEMBERS PERMISSIVE LEAVE, WHICH MEANS THEY DON'T HAVE TO SHOW UP AT BASE.

THEY CAN RELOCATE, AND IT'S FOR UP TO 180 DAYS OUT.

DURING THAT TIME PERIOD THEY ARE STILL EMPLOYED BY THE DEPARTMENT OF DEFENSE.

THEY GET ALL OF THEIR PAY, ALL OF THEIR BENEFITS ALL OF THE PROTECTIONS AND RIGHTS AND EVERYTHING FROM THE DEPARTMENT OF DEFENSE.

OUR ROLE IN THIS IS A TRAINING PROVIDER, BECAUSE THE PROGRAM WAS SET UP TO HELP SERVICE MEMBERS TRANSITION FROM CIVILIAN, I MEAN, FROM MILITARY UNIFORM TO CIVILIAN.

SO OUR GOAL OR OUR FUNCTION IS TO PROVIDE TRAINING.

SO WITH DALLAS, WE'LL SEND THEM TO THE WE'LL SEND THEM TO OUR EMT SCHOOL, BECAUSE NOW OUR EMT SCHOOL COMES BEFORE OUR FIRE ACADEMY.

SO WE'LL SEND THEM TO EMT SCHOOL.

AND THAT GIVES US TIME TO TALK TO THEM AND EVALUATE THEM.

AND DURING THAT TIME PERIOD, TOWARD THE END OF THAT 180 DAYS, MAXIMUM 180 DAYS, THEN THEY CAN APPLY AND GO THROUGH THE REGULAR CIVIL SERVICE PROCESS IN ORDER TO BE EMPLOYED. AND AT THAT POINT, ONCE THEY AGED OUT OF THE PROGRAM, THEN THEY WOULD AGED ONTO AND THEY WOULD COME ON TO OUR BOOKS AS OUR EMPLOYEES.

THE BENEFIT FOR US IS THE DEPARTMENT OF DEFENSE IS PAYING THAT FIRST PART OF THEIR SALARIES, BUT THEY ALSO THOSE MEMBERS ALSO GET TO BE AROUND US AND LEARN US TO SEE IF WE'RE A FIT FOR THEM, JUST LIKE WE CAN SEE IF THEY ARE A FIT FOR US.

AND IN THE END BECAUSE WE'RE THE ONES THAT'S TOUCHING THEM.

OUR THEORY IS THAT THEY'RE GOING TO WANT TO COME TO JOIN, YOU KNOW, THE GREATEST DEPARTMENT IN THE STATE, IF NOT THE NATION.

SO IT'S A LITTLE BIT A WIN WIN FOR BOTH OF US BOTH US AND THAT MEMBER.

AND IT'S ALSO A WAY TO REALLY HELP SOME OF THESE SERVICE MEMBERS THAT ARE LEAVING TO TRANSITION INTO CIVILIAN WORKFORCE.

SO THERE IS A LOT OF STRESS BETWEEN GETTING UP.

THEY MAKE A LOT MORE RUNS.

SO IT IS IN SOME WAYS IT IS MORE DEMANDING.

BUT THE PHYSICAL REQUIREMENTS FOR THE FIRE SIDE, WITH THE AMOUNT OF WEIGHT THEY HAVE TO CARRY AND MOVE AROUND THE TYPE OF GEAR IT'S DEMANDING AS WELL, IT'S JUST A DIFFERENT TYPE OF DEMANDING.

BUT NOT AS FREQUENTLY DEMANDING.

WOULD YOU SAY? YES MA'AM, I'M JUST GOING TO SAY HAVING DONE RIDE ALONG WITH BOTH, I MEAN.

OH, THEY BOTH GET EXHAUSTED.

HI. GOOD AFTERNOON.

I'M LIEUTENANT VALENTINE WITH THE VIOLENT CRIME PLANNING UNIT, AND I AM GOING TO BRIEF YOU ON THIS MONTH'S VIOLENT CRIME PLAN.

DURING THE MONTH OF FEBRUARY, WE HAD A TOTAL OF 20 VIOLENT CRIME INCIDENTS WITHIN OUR TREATED GRIDS.

AND WHEN WE COMPARED THIS TO THE SAME GRIDS FROM LAST YEAR, WE ACTUALLY TIED THAT NUMBER AT 20.

VIOLENT CRIME IN DALLAS IS AT A 17.6% DECREASE YEAR TO DATE, RESULTING IN 225 LESS VICTIMS OF VIOLENT CRIME SO FAR.

IN OUR CATEGORY OF AGGRAVATED ASSAULT NON-FAMILY VIOLENT, NON-FAMILY VIOLENCE INCIDENTS I T IS VITAL FOR US TO TARGET THAT REDUCTION, BECAUSE THESE OFFENSES ARE THE OFFENSES THAT ARE MOST LIKELY TO BECOME A MURDER.

ESSENTIALLY, WHEN LOOKING AT AN AGGRAVATED ASSAULT OFFENSE, IT'S AN ATTEMPTED MURDER.

AND SO FAR THIS YEAR, WE'VE DECREASED THOSE BY 23.75% YEAR TO DATE COMPARED TO LAST YEAR.

WE DO NEED TO NOTE THAT THROUGH THE END OF FEBRUARY, OUR BUSINESS ROBBERIES ARE UP BY 44.83%, WHICH IS 26 MORE THAN WE HAD LAST YEAR.

WE DO RECOGNIZE THAT THIS IS NOT ACCEPTABLE, AND WE DO HAVE SOME THINGS THAT WE ARE PUTTING IN PLACE TO REDUCE THAT NUMBER.

WE KNOW THAT MOST OF THESE BUSINESS ROBBERIES BEGIN AS A THEFT COMMITTED BY AN INDIVIDUAL INSIDE OF A BUSINESS LOCATION, AND RESULTING IN THAT

EVERY WEEK, CHIEF ANDERSON HOLDS A MEETING WITH HIS PATROL COMMANDERS AND HIS NPO UNITS TO DISCUSS THE DIFFERENT LOCATIONS THAT HAVE BEEN VICTIMS OF BUSINESS ROBBERIES.

FOLLOWING THAT MEETING, OUR NPO UNITS WILL GO AND MEET WITH THE BUSINESSES THAT HAVE BEEN VICTIMIZED.

THEY WILL MEET WITH THE EMPLOYEES THERE AND PROVIDE ANY KIND OF EDUCATIONAL OUTREACH THAT THEY CAN TO THOSE EMPLOYEES AT THE LOCATION.

IN ADDITION TO THE MEETINGS AND OUTREACH, WE HAVE ALSO DEPLOYED ADDITIONAL TECHNOLOGY IN STRATEGIC AREAS, WHICH WILL INCLUDE CAMERAS, THE CAMERA TRAILERS AND DIFFERENT MESSAGE BOARDS THROUGHOUT THE CITY.

CURRENTLY, WE ARE IN OUR PERIOD 14 OF OUR GRID TREATMENTS, WHICH LAUNCHED BACK ON FEBRUARY 2ND.

WE HAVE A TOTAL OF 62 GRIDS THAT WE'RE TREATING, AND WE CONSISTENTLY MONITOR THOSE GRIDS FOR THE EXECUTION AND COMPLIANCE OF THEM.

ON MONDAY, MARCH 18TH, WE WILL BE HOSTING OUR THIRD FOCUSED DETERRENCE CALL-IN SESSION, WHERE WE ARE STILL INVITING CLIENTS TO ATTEND AND JOIN US FOR THAT MEETING.

THE FIRST IS TO GIVE RECOGNITION TO TWO OF OUR CRISIS INTERVENTION TEAM MEMBERS THAT WORK IN THE SOUTH CENTRAL PATROL DIVISION.

OUR TWO CRYSTALS, RAMSEY AND LABODE.

THEY WORKED TO SERVE A YOUNG MOTHER OF THREE CHILDREN.

THIS FAMILY WAS ON THE VERGE OF EVICTION WITH NO ELECTRICITY THAT THEY WERE LIVING WITH.

OUR TWO COORDINATORS WERE ABLE TO SECURE BOTH FINANCIAL ASSISTANCE TO PREVENT THE EVICTION, AS WELL AS CUTTING OFF OR RECONNECTING ELECTRICITY.

FURTHER, THEY WENT AND PROVIDED FOOD, CLOTHING FOR THE CHILDREN, HYGIENE PRODUCTS, DIAPERS AND FORMULA.

THESE ARE THE TYPES OF STORIES THAT WE SEE DOZENS OF PER MONTH WITH OUR CRISIS INTERVENTION TEAM WORKERS.

AND WHILE SOME OF THESE CASES DON'T DIRECTLY TIE TO SPECIFIC PUBLIC SAFETY INSTANCES, THESE ARE THE TYPES OF THINGS THAT INVEST IN THE COMMUNITY, INVEST IN OTHERS, AND CAN HELP US BRING FURTHER POSITIVE IMPACTS WITHIN COMMUNITIES IN DALLAS.

THE SECOND ITEM THAT I BRING TO YOUR ATTENTION ON SLIDE 14 OF THE PRESENTATION, FOR MONTHS, WE'VE TOLD YOU WHAT WE HAVE DONE IN TERMS OF WHOLE NUMBERS OF LIGHTING UPGRADES BETWEEN IPS AND OUR PARTNERS IN TRANSPORTATION.

I'M PLEASED TO BE ABLE TO GIVE YOU A MORE FOCUSED DESCRIPTION OF WHAT THAT MEANS.

IN OUR RISK TERRAIN MODEL AREA, WHICH IS ABOUT 5% OF THE LAND AREA OF DALLAS WE HAVE NOW UPGRADED ALL OF THE LIGHTING OR 64% OF THE LIGHTING TO LED FROM THE OLD HIGH PRESSURE SODIUM LIGHTING.

THIS HAS LED YEAR TO DATE TO A 41% DECREASE IN NIGHTTIME VIOLENT CRIMES.

THIS IS NOT A SMALL NUMBER, AND OBVIOUSLY OUR GOAL IS TO APPROACH 100% OF LIGHTING UPGRADES.

AND THEN FINALLY ON SLIDE 15 WE OFTEN DISCUSS THE APARTMENT COMMUNITIES INITIATIVE IN THE MODEL THAT GOES INTO IT.

OUR GOAL COMING INTO THIS YEAR WAS TO HAVE SIX CONCURRENT APARTMENT PROPERTIES WITHIN THE APARTMENT COMMUNITIES INITIATIVE.

AND I'M HAPPY TO TELL YOU THAT THROUGH FEBRUARY, WE'VE GOT 28 APARTMENT PROPERTIES ENROLLED IN THIS PROGRAM, ALL THROUGHOUT VARIOUS PATROL DIVISIONS IN DALLAS AND ALL WITHIN THE HIGH RISK ZONES OF OUR CITY.

AND THIS TYPE OF INVESTMENT, AGAIN, IT GOES TO THE CHIEFS AND THE ENTIRE TEAM'S POINT T HAT INVESTMENT IS WHAT REALLY MAKES THE DIFFERENCE IN CRIME RATES.

AND SO WE'RE HAPPY TO BE A SMALL PART OF THE SUCCESSES THAT LIEUTENANT VALENTINE REFERENCED.

WITH THAT, I'LL TURN IT OVER TO CHIEF GARCIA, AND WE'RE HAPPY TO TAKE ANY QUESTIONS OR COMMENTS THAT THE COUNCIL MAY HAVE.

I JUST WANTED TO JUST HIGHLIGHT A FEW POINTS, AS WAS MENTIONED EARLIER BY LIEUTENANT VALENTINE, YOU KNOW, WITH REGARDS TO WHEN WE LOOK AT ROBBERY AND BUSINESS ROBBERY, I'LL SAY, YOU KNOW, IT'S SPECIFICALLY THE BUSINESS ROBBERIES AS WAS MADE MENTION.

OBVIOUSLY, ONE CRIME IS TOO MANY.

BUT WHEN WE DRILL DOWN AT THE NUMBERS JUST TO GIVE IT SOME SCALE.

WHEN YOU LOOK AT 2019 BUSINESS ROBBERIES THERE WAS APPROXIMATELY 989 BUSINESS ROBBERIES IN 2019.

AND FOR THE LAST THREE YEARS THESE MEN AND WOMEN HAVE BEEN ABLE TO REDUCE THAT.

AND WE'VE HAD AN AVERAGE OF ABOUT 440 FOR THE LAST THREE YEARS, COMPARED TO 989, WHICH WAS PRE-PANDEMIC.

AND SO AS WE LOOK AT WAYS TO REDUCE THAT EVEN FURTHER, AS WE DRILL DOWN ON THE NUMBERS, IF YOU LOOK AT APPROXIMATELY, WE'VE HAD APPROXIMATELY 83 BUSINESS ROBBERIES IN JANUARY

AND FEBRUARY. 42 OF THOSE WERE SHOPLIFTS GONE BAD.

SO HALF, NEARLY HALF OF OUR BUSINESS ROBBERIES HAVE BEGUN AS THAT.

YOU KNOW, WHEN YOU'VE HEARD ME SAY THIS BEFORE, 100 DIFFERENT ROBBERIES, 100 DIFFERENT AGGRAVATED ASSAULTS ARE NOT COMMITTED BY 100 DIFFERENT PEOPLE.

AND DUE TO THE AMAZING WORK THE MEN AND WOMEN ARE DOING, FROM PATROL TO CRT, FROM ROBBERY.

WE'VE MADE NUMEROUS ARRESTS ON INDIVIDUALS AND CREWS THAT HAVE BEEN RESPONSIBLE FOR MULTIPLE ROBBERIES.

AS AN EXAMPLE WE'VE TAKEN DOWN AT LEAST FOUR CREWS IN THE CITY OF DALLAS THAT HAVE BEEN RESPONSIBLE FOR APPROXIMATELY 40 DIFFERENT ROBBERIES THROUGHOUT THE CITY.

AND SO WHERE WE DISCUSSED ABOUT THE PROACTIVE NATURE OF THIS POLICE DEPARTMENT AND THE WORK THAT THE MEN AND WOMEN ARE DOING WE'RE ALREADY SEEING THE RESULTS OF THAT BECAUSE AS I LOOK AT AND AS YOU KNOW, WE ARE DATA DRIVEN, AS WE LOOK AT THE TREND LINES WE'RE STARTING TO SEE ALREADY THAT TRENDING DOWN EVEN FURTHER.

AND THAT WILL CONTINUE TO BE.

SPECIFICALLY WITH BUSINESS AS INDIVIDUAL ROBBERY IS DOWN.

YOU KNOW, WHEN WE LOOK AT OUR OFFENSES INVOLVING GUNS, YOU KNOW, OBVIOUSLY YOU'VE HEARD THE DATA WITH REGARDS TO AGGRAVATED ASSAULT NON-FAMILY VIOLENCE BEING DOWN ALMOST OVER 24%. MURDER IS DOWN AT THIS TIME OF THE YEAR.

AND ALSO WHEN WE LOOK AT OFFENSES INVOLVING GUNS.

AS OF THE END OF FEBRUARY YEAR TO DATE, COMPARED TO YEAR TO DATE LAST YEAR.

WERE DOWN 236 OFFENSES, ALMOST 16.5%.

WHEN YOU TALK ABOUT SHOOTING VIOLENT CRIME OFFENSES AS THEY RELATE TO MURDER, AGGRAVATED ASSAULT, ROBBERIES AND DISCHARGE OF A FIREARM WERE DOWN OVER 21% OR 57 LESS OFFENSES. WE SIT HERE YEAR TO DATE, AND I KNOW THESE THINGS CLOSE EARLY, BUT TO GIVE REAL TIME.

TOTAL VIOLENT CRIME AT THIS POINT IN THE AT TWO MONTHS INTO THE YEAR, WE ARE 325 LESS VICTIMS OF VIOLENT CRIME THAN WERE AT THIS POINT LAST YEAR.

I JUST DRAW THAT TO THE MORALE OF THIS POLICE DEPARTMENT, THE AMAZING MEN AND WOMEN, THE WORK THEY'RE DOING, OUR WORK IS NOT DONE.

WE WILL CONTINUE TO DO THAT.

AND WITH THAT, WE'LL OPEN UP TO QUESTIONS.

SO I THINK THAT IN THE MIDST OF ALL OF THIS GOOD NEWS, THAT'S REALLY MEANINGFUL BECAUSE THIS IS A CYCLICAL ISSUE.

I'M NOT SURE HOW THIS AFFECTS OTHER.

WELL, I GUESS ON FAMILY VIOLENCE, WE'RE ALSO DOWN 14% ON AG ASSAULTS.

SO IS THIS JUST A RESULT OF THE FOCUSED ATTENTION IN THESE GRIDS THAT WE'RE SEEING THIS OVERALL NUMBER DOWN? BECAUSE I LOVE SEEING IT WORK THIS WAY.

COUNCIL MEMBER IT'S A GREAT QUESTION.

AGAIN, AS WE LOOK AT YEAR TO DATE, WE'RE DOWN ALMOST 17% IN FAMILY VIOLENCE, AGGRAVATED ASSAULT, AND OVER 24% ARE AGGRAVATED ASSAULT NON FAMILY VIOLENCE.

ONE OF THE THINGS OBVIOUSLY, WITH ALL THE EFFORTS THAT OUR DOMESTIC VIOLENCE UNIT HAS BEEN DOING IN OUTREACH AND THINGS OF THAT NATURE, ONE OF THE DYNAMICS THAT THE CRIMINOLOGISTS DID BEAR OUT WHEN THE CRIME PLAN FIRST STARTED IN 2021, WAS THAT WERE SEEING, ALTHOUGH IT WAS NOT SPECIFIC TO FAMILY VIOLENCE.

WE BEGAN SEEING A REDUCTION IN FAMILY VIOLENCE AS WE STARTED SEEING REDUCTIONS IN AGGRAVATED ASSAULT.

AND ONE OF THE DYNAMICS AS WE TALKED TO OUR CRIMINOLOGISTS AS OFTEN AS WE DO IT WAS THE SAME TYPE OF CRIMINAL ELEMENT THAT WAS COMMITTING STREET LEVEL VIOLENCE THAT WAS ALSO COMMITTING INTIMATE PARTNER VIOLENCE.

AND I THINK THAT'S SOMETHING THAT WE SAW EARLY ON, ALTHOUGH WE DID HAVE TO TWEAK A LITTLE BIT AND HAVE SOMETHING SPECIFIC FOR FAMILY VIOLENCE.

BUT WE DID SEE THAT DYNAMIC.

SO IT IS NOT SURPRISING WHEN YOU SEE BOTH HEADING IN THE POSITIVE DIRECTION.

OKAY. AND SO ONE FOLLOW UP QUESTION, AND I KNOW I ASKED THIS JUST JUST SLIGHTLY LAST MONTH AND YOU MIGHT NOT BE READY FOR THIS, WHICH IS HAVE YOU STARTED TRYING TO CORRELATE THE SEXUALLY ORIENTED BUSINESS HOURS WITH ANY OF THIS 21% REDUCTION IN AGGRAVATED ASSAULTS? SO THE PURPOSE OF TODAY'S BRIEFING IS REALLY TO PROVIDE THE COMMITTEE WITH AN UPDATE OF THE MAJOR PROJECTS AND PROGRAM IMPLEMENTATIONS IN THE PUBLIC SAFETY PORTFOLIO.

WE LAST DID THIS FOR THE COMMITTEE IN MARCH OF 2020.

AS THE COMMITTEE IS AWARE, EACH MONTH THE INFORMATION AND TECHNOLOGY SERVICES DEPARTMENT PROVIDES THE COUNCIL WITH THE TECHNOLOGY ACCOUNTABILITY REPORT.

THE TAR PROVIDES THE COUNCIL WITH A MONTHLY TRACKING OF TECHNOLOGY PROJECTS, PURCHASES AND OPERATIONS.

THE INFORMATION FOR TODAY'S BRIEFING REALLY IS A SUBSET OF THAT BROADER TECHNOLOGY ACCOUNTABILITY REPORT.

AND IT REALLY ALLOWS US TO PUT SOME MORE FOCUS ON THIS VERY IMPORTANT SUB PORTFOLIO.

AS OF THE JANUARY 2024 TAR, THE PUBLIC SAFETY PORTFOLIO ACCOUNTS FOR ONE QUARTER OF ALL FORMAL PROJECTS ACTIVELY MANAGED BY ITS IN MORE THAN HALF OF THE TRACKED IT INVESTMENT DOLLARS, AT APPROXIMATELY $240 MILLION ALLOCATED TO THESE CURRENT PUBLIC SAFETY PORTFOLIO PROJECTS. NEXT SLIDE.

IN THIS ACTUALLY SLIDE SIX IF YOU CAN GO TO PLEASE.

SO FOR DALLAS POLICE IN DECEMBER OF 22 ITS COMPLETED THE IMPLEMENTATION OF THE ESINET.

ESINET PROVIDES 911 CALL CENTERS THE ABILITY TO MANAGE SURGE ALLOWING FOR TRANSFER OF CALL TO OTHER 911 OPERATIONS, OR EVEN INCREASING OUR CALL VOLUME AND TRANSFER OF THOSE CALLS TO NEXT GEN, INCLUDING NEXT GENERATION CAPABILITIES INCLUDING TEXT, PICTURES AND VIDEO.

A LITTLE OVER A MONTH AGO, WE COMPLETED THE PLACING OF CRADLE POINTS IN PDS CARS WITH DUAL SIMS, ALLOWING FOR VIDEO FOOTAGE TO BE TRANSFERRED DIRECTLY TO THE CLOUD TO EVIDENCE.COM, AS WELL AS BEING ABLE TO MANAGE THE DAY TO DAY DATA NEEDS FOR CAD AND RMS SYSTEMS. IN AUGUST OF 22, ITS COMPLETED THE IMPLEMENTATION OF 120 STATIONARY FLOCK LICENSE PLATE CAMERA READERS, AS WELL AS INTEGRATION FOR THE SOFTWARE THE OTHER CARS WILL HAVE THE ABILITY TO ALSO UTILIZE IN THE FUTURE.

AND NOW JUST FOR SOME ITEMS ON DALLAS FIRE AND RESCUE.

BACK IN MARCH OF 2022, THE COUNCIL VOTED TO HAVE ON STAFF PSYCHOLOGISTS TO PROVIDE SERVICES TO DFR MEMBERS AND FAMILIES.

IN SEPTEMBER OF 2022, WE COMPLETED THE OUTFITTING OF THE FACILITY FOR ALL THE TECHNOLOGY FOR THOSE PSYCHOLOGISTS.

THE SECOND ITEM HERE IS THE REMOTE FUEL ISLAND REAL TIME FUEL FEED.

THAT'S A MOUTHFUL.

THERE'S FOR EACH OF THERE ARE A NUMBER OF DIFFERENT FUEL STATIONS THAT ARE LOCATED AT THE FIRE STATIONS.

THERE REALLY HAS NOT BEEN PREVIOUSLY AN ABILITY TO BE ABLE TO TRACK AND CONTROL AND KNOW EXACTLY HOW MUCH FUEL IS IN EACH OF THOSE TANKS THAT IS THERE.

BUT THIS SYSTEM, PUT IN PLACE IN OCTOBER 2023, PROVIDES THE ABILITY FOR A MORE ACCURATE AND TIMELY READ ON THE FUEL TANKS THAT ARE THERE.

NUMBER THREE IS A REALLY A BIG ITEM.

WE HAVE 60 STATIONS, 60 FIRE STATIONS OUT THERE THAT ARE KIND OF A VARIETY OF DIFFERENT AGES, SOME THAT ARE VERY NEW AND SOME THAT ARE MUCH OLDER IN NATURE.

BUT WHAT WE COMPLETED IN NOVEMBER OF 2023 IS A REFRESH OF THE CIRCUITS GOING INTO EACH OF THOSE FIRE STATIONS.

A NUMBER OF THOSE STATIONS PREVIOUSLY HAD PLAIN OLD TELEPHONE SERVICES, COPPER WIRING GOING INTO THOSE STATIONS.

BUT IN NOVEMBER 2023, WE COMPLETED THE MIGRATION OF ALL OF THOSE FIRE STATIONS TO FIBER CIRCUITS.

AND THEN THE LAST ONE IS IMPLEMENTED, THE UNMANNED AERIAL SYSTEMS DRONES.

THIS PROVIDES A NEW CAPABILITY FOR DFR IN ORDER TO BE ABLE TO GO INTO PLACES AND LOCATIONS WHERE YOU MAY NOT BE ABLE TO SEND PERSONNEL AND TO BE ABLE TO DO SO MUCH MORE SAFELY. NEXT SLIDE PLEASE.

SO FROM SEPTEMBER OF 21 AS AND AN EXPECTED COMPLETION OF MAY OF 25, ITS HAS SUPPORTED THE REPLACEMENT BUILD AND REFURBISHMENT OF EIGHT FIRE STATIONS.

WHAT DOES THAT ENTAIL? IT INCLUDES SWITCHING DESKTOP RUGGED WORKSTATIONS, WIRELESS ACCESS POINTS, CAMERAS AND ALL THE OTHER TECHNOLOGY INFRASTRUCTURE COMPONENTS TO A COST OF ROUGHLY 380 K PER STATION.

NEXT SLIDE. ALREADY MENTIONED BRIEFLY THIS IDEA OF FOR ALL OF OUR FIRE STATIONS, WE HAVE COMPLETED A FULL AND COMPLETE UPGRADE TO ALL OF THE CIRCUITS THAT ARE GOING INTO THE STATION.

SO THIS MEANS THAT FROM A SPEED OF NETWORK, FROM A BANDWIDTH OF NETWORK, WE NOW HAVE KIND OF THE BEST TECHNOLOGY AVAILABLE FROM

AND CHAIR MENDELSOHN I KNOW THIS NEXT ITEM IS OF GREAT INTEREST TO YOU, AND IT IS THE FIRE STATION ALERTING SYSTEM.

SO THERE'S REALLY TWO BLOCKS AND TWO PIECES TO THIS.

AND THIS REALLY IS PART ONE, AS YOU RECALL.

AND I PAINFULLY RECALL THAT THE CURRENT SYSTEM THAT WE HAVE IN PLACE FOR FIRE STATION ALERTING, THAT IS A SYSTEM THAT TAKES THE DISPATCH ANNOUNCES WITHIN THE STATION THAT THERE'S A CALL TO GO ON.

AS YOU KNOW, IN 2020 AND BEGINNING OF 2021, WE EXPERIENCED A NUMBER OF PROBLEMS AND ISSUES WITH THAT SYSTEM.

SO WHILE WE HAVE WORKED TO PUT IN PLACE A REQUEST FOR PROPOSALS THAT HAS BEEN COMPLETED WE'VE FINISHED THE TECHNICAL EVALUATIONS.

WHAT WE DID IN THE MEANTIME IS THAT WE WORKED TO, ALONG WITH ALL OF THOSE NETWORK UPGRADES TO REPLACE THE CIRCUITS.

WE ALSO REPLACED INTERNAL WIRING WITHIN THE FIRE STATIONS.

WE REPLACED ALL OF THE WORK STATIONS THAT ARE FOR THE CURRENT SYSTEM, AND WE COMPLETED UPGRADES TO THE SOFTWARE FOR THE CURRENT SYSTEM.

SO WHAT WE HAVE SEEN AND SINCE WE COMPLETED THESE UPGRADES IN EARLY 2022, WE REALLY HAVEN'T SEEN MUCH MORE STABILITY AND MUCH BETTER PERFORMANCE. WE WORK VERY CLOSELY WITH CHIEF ARDIS AND HIS FOLKS IN TERMS OF MONITORING ALL OF THOSE CALLS AND TRACKING TO ENSURE THAT WE'RE NOT SEEING DROPS, AND WE HAVE NOT SEEN THE KINDS OF ISSUES AND PROBLEMS THAT WE DID BACK IN 2020.

THAT SAID, IT'S STILL AN OLD SYSTEM, AND SO WE ARE WORKING TO REPLACE IT.

AND AS WE MENTIONED PREVIOUSLY, THAT HAS BEEN COMPLETED IN TERMS OF THE REQUEST FOR PROPOSALS, WE'RE NOW AWAITING ALL OF KIND OF THE TYING UP THE CONTRACT PIECES SO THAT WE COULD BRING IT BEFORE COUNCIL IN THE APRIL TO MAY TIME FRAME FOR YOUR APPROVAL, SO THAT WE CAN BEGIN THE INSTALLATION IN EACH AND EVERY ONE OF THOSE STATIONS.

ONCE THAT CONTRACTS IN PLACE, WE'LL BE ABLE TO SIT DOWN WITH THE SELECTED VENDOR AND ACTUALLY WORK THROUGH A COMPLETE SCHEDULE WITH THEM UNTIL WE REALLY GET THAT CONTRACT AND WE CAN SIT DOWN AND WORK THAT SCHEDULE.

WE'RE CURRENTLY WORKING ON AN 18 TO 24 MONTH DEPLOYMENT SCHEDULE FOR THE FIRE STATION ALERTING SYSTEM ONCE THAT'S IN PLACE.

FOR DALLAS MUNICIPAL COURTS AND DALLAS MARSHALS IN THE FIRST QUARTER OF 23 ITS BEGAN TO LOOK AT UPGRADING THE TYLER SYSTEM, THE AGING INFRASTRUCTURE, FROM BOTH THE HARDWARE AND THE SOFTWARE SIDE.

SUBSEQUENT TO THE CITY'S MAY RANSOMWARE EVENT, IT'S ACCELERATED THAT INTO TIMELINE TO MOVING US OFF THE OLD VERSIONS.

GIVING US UPGRADES TO THE CURRENT SOFTWARE, AS WELL AS DEPRECATING SOME OF THE LEGACY APPLICATION COMPONENTS FOR ACCESS AND COMPLETELY REFRESHING 100 PLUS DEPARTMENTAL COMPUTERS.

AS WELL, WE UPGRADED THE COURT NOTIFY SYSTEM, ALLOWING PROVIDING FASTER AND BETTER INFORMATION TO THE COURT CASE MANAGEMENT SYSTEM.

ON MARCH 21ST ITS SUPPORTED THE IMPLEMENTATION FOR COURTS BULK SCANNING PHYSICAL ACCESS INTO THE BUILDING, AND LASTLY BEGAN ISSUING BODY WORN CAMERAS TO THE MARSHALS OFFICE IN 23, WHICH WE ARE NOW STARTING TO ACTUALLY DO AN UPGRADE WITH.

NEXT SLIDE. FOR THE OFFICE OF EMERGENCY MANAGEMENT IN JUNE OF 2021, WE FINISHED THE TECHNOLOGY INSTALLATIONS AND UPGRADES FOR THEIR UNIFIED COMMAND VEHICLE.

WE ALSO, IN SEPTEMBER OF 2021, COMPLETED A NUMBER OF UPGRADES IN THE EMERGENCY OPERATIONS CENTER FOR OEM.

AND AS YOU KNOW, WE HAVE IMPLEMENTED THE P25 PUBLIC SAFETY RADIO SYSTEM.

AND AS PART OF THAT, THE OFFICE OF EMERGENCY MANAGEMENT HAD THE INSTALLATION OF RADIO CONSOLE AND UPGRADES SO THAT WE REALLY HAVE KIND OF INTEROPERABILITY ACROSS DEPARTMENTS AND ACROSS THE CITY.

WITH P25, THEMATICALLY, YOU'RE HEARING A LOT ABOUT CAMERAS WE'VE INCREASED IN THE CITY, THE NUMBER OF CAMERAS FROM SEVERAL THOUSAND TO WHERE WE'RE HITTING ABOVE 10,000 TOTAL CAMERAS ARE DEPLOYED OUT INTO THE COMMUNITY AND ACROSS OUR PROPERTIES.

AND SO ONE OF THE THINGS THAT WE HAD DONE IN NOVEMBER 2023 WITH OFFICE OF EMERGENCY MANAGEMENT IS TO PROVIDE THEM WITH A CAMERA FEED FROM SOME OF THE DPD GRID AREAS. NEXT SLIDE.

FOR THE OFFICE OF INTEGRATED PUBLIC SAFETY DID A DEPLOYMENT OF DEVICES HOT SPOTS INTO THEIR VEHICLES WITH MDCS FOR THOSE. THOSE HOT SPOTS ALLOWED POLICE FIRE CLINICIANS TO SUPPORT THE EFFORTS WHERE SOCIAL SERVICE FREQUENTLY GOT THE NINE OR FREQUENT 911 CALLS. CAMERA TRAILERS, THERE'S 42 CAMERA TRAILERS, ORIGINALLY ORIGINAL BUILD, WITH TWO MORE THAT WERE DONATED, 12 SKY TOWERS THAT SUPPORT THE CHIEF'S CRIME REDUCTION AND CRIME PLAN AND SPECIAL EVENTS.

REALLY WORKING TO TAKE THIS TEMPORARY SOLUTION.

THE THIRD BULLET POINT IS REALLY, WE ARE NOW TAKING THOSE HOTSPOTS OUT OF THOSE VEHICLES AND DUPLICATING THE EFFORT IN THE PD CARS, WHERE THERE'S A CRADLE POINT TO SUPPORT THAT EFFORT AND GETTING RID OF THE HOTSPOTS.

AND THEN LASTLY, SETTING UP THE NEW FACILITY AT WEST END FOR THE OFFICE OF INTEGRATED PUBLIC SAFETY AND THAT INFRASTRUCTURE THERE.

WE'VE HAD A COUPLE OF REFERENCES TO THE POLICE VEHICLES AND THIS IDEA OF CRADLE POINTS.

JUST TO TAKE A REALLY QUICK STEP BACK ON THAT IS THAT THEY'VE HAD CAMERAS WITHIN THE DPD VEHICLES FOR A LONG TIME.

PREVIOUSLY THERE WAS INTERNAL STORAGE DEVICES THAT WERE IN THE CARS THEMSELVES.

AND AS THAT VIDEO WAS RECORDING AT SOME POINT THAT NEEDED TO THEN BE UPLOADED FROM THOSE VEHICLES.

SO YOU HAD A KIND OF A TIME LAG OR A TIME DELAY BETWEEN WHEN THAT VIDEO WAS SHOT AND WHEN IT WAS AVAILABLE TO BE UPLOADED.

THE CRADLE POINTS REALLY ARE IF YOU THINK ABOUT MAMMOTH HOT SPOTS, EVERY SINGLE ONE OF THOSE PATROL VEHICLES NOW HAS A CRADLE POINT DEVICE THAT IS NOW, IF YOU WILL, BEAMING THAT VIDEO IN REAL TIME BACK INTO STORAGE.

SO IT REALLY REPRESENTS A SIGNIFICANT TECHNOLOGY UPGRADE FOR KIND OF THE CAMERA TECHNOLOGY IN THOSE VEHICLES.

SO ON SLIDE 13, THIS IS AGAIN TALKING ABOUT THE P25 PUBLIC SAFETY RADIO SYSTEM.

COUNCIL ACTION BACK IN 2014 APPROVED THE INITIATION OF THIS PROJECT.

AND IN EARLY 2023 WE COMPLETED THE INSTALLATION THIS INCLUDED CONSTRUCTION OF NEW TOWERS, AGREEMENTS THAT WERE SIGNED INTO WITH OTHER JURISDICTIONS FOR THE USE OF THEIR TOWERS.

BUT THIS IS REALLY REPLACING A SYSTEM THAT HAD SEEN ITS LAST SIGNIFICANT UPGRADE MORE THAN 25 YEARS PREVIOUS.

SO THIS WAS VERY MUCH OF AN AGING TECHNOLOGY, BUT IT'S SUCH A CORE COMPONENT OF OUR COMMUNICATIONS, WHETHER WE'RE TALKING ABOUT DAILY COMMUNICATIONS OR EMERGENCY COMMUNICATIONS. AND SO THIS NEW PROJECT, THE NEW P25 PROJECT, IT'S ACTUALLY A REGIONAL SYSTEM THAT WHILE WE ARE THE OWNERS AND OPERATORS OF IT, THE DALLAS INDEPENDENT SCHOOL DISTRICT IS A CUSTOMER ON THE SYSTEM WITH US, AND IT HAS INTEROPERABILITY WITH FORT WORTH AND OTHER JURISDICTIONS AS WELL.

SO AGAIN, THE FULL IMPLEMENTATION AND ROLLOUT, REALLY WAS LARGELY COMPLETED IN APRIL OF 2023.

THE ITEMS LEFT ARE REALLY CLEANED UP, BUT WE ARE NOW FULLY, WHOLLY UTILIZING THAT NEW SYSTEM.

AND I'M GOING TO ASK DOCTOR GARDNER TO GO INTO A LITTLE BIT MORE DETAILS ABOUT THAT NEXT SLIDE, PLEASE.

SO AS YOU CAN SEE FROM THIS SLIDE, THE P25 PROJECT ITSELF IS A LITTLE BIGGER THAN JUST PUBLIC SAFETY.

THE CITY HAS BEGUN TO PARTNER WITH AT LEAST A DOZEN OTHER LOCAL MUNICIPALITIES, HIGHER ED ISD TO ADVANCE THAT COMMUNICATION AS BILL POINTED OUT IN DFW. THIS TECHNOLOGY REALLY PROVIDES THE CITY SURROUNDING AREAS WITH SOME SIGNIFICANT IMPROVEMENTS TO RADIO COMMUNICATION AND INTEROPERABILITY.

DURING THE TESTING, THEY WERE ACTUALLY ABLE TO TAKE THAT RADIO AND COME GO FROM DALLAS ALL THE WAY DOWN TO AUSTIN WHILE MAINTAINING THAT COMMUNICATION.

NEXT SLIDE. SO JUST AS A POINT OF COMPARISON ON THAT, IN THE OLD RADIO SYSTEM, THE RADIOS WERE PEGGED TO A PARTICULAR TOWER, AND IF AN OFFICER MOVED OUTSIDE OF THE BOUNDARIES OF THAT TOWER, THEY COULD LOSE THAT RADIO COMMUNICATIONS.

THERE'S SIGNIFICANT WIRING AND POWER UPGRADES THAT NEEDS TO BE PLACED INTO ALL OF THESE VEHICLES, BECAUSE TODAY FIRE APPARATUS OR POLICE VEHICLES ARE REALLY ROLLING TECHNOLOGY CENTERS.

RIGHT. SO THIS IS THE GROUP THAT WILL INSTALL ALL OF THAT EQUIPMENT INTO THE NEW VEHICLES AS THEY COME IN.

AND THEY LAST YEAR THEY PERFORMED MORE THAN 8400 DRIVE IN SERVICE CALLS.

SO BASICALLY ANYBODY WHO'S DEPLOYED IN ONE OF THESE VEHICLES AND IS HAVING A PROBLEM OR AN ISSUE, THEY CAN DRIVE INTO THAT SERVICE STATION AND THAT BECOMES FIRST PRIORITY.

EVERYTHING ELSE GETS DROPPED OFF.

THEY'RE WORKING ON, AND THEY TAKE CARE OF WHOMEVER IT IS, HAS DRIVEN IN TO MAKE SURE THAT THEY COULD BE BACK OUT ON THE ROAD AND DEPLOYED TO THEIR SERVICES AS QUICKLY AS THEY CAN.

SO LIKE I STATED EARLIER, FROM A NETWORK PERFORMANCE PERSPECTIVE, ITS HAS REALLY STEPPED BACK TO WHAT IS IMPACTING THE NETWORK BANDWIDTH FROM A DAY TO DAY BUSINESS OPERATIONS.

WHAT WE FOUND IS AREAS SOME OF THE CONSUMPTION WAS SIGNIFICANTLY HIGH, WHEREAS DOUBLE OR TRIPLE THE NEED AT SOME OF THOSE STATIONS, POLICE STATIONS, FIRE STATIONS.

WE DID A LOT OF WORK TO INCREASE THAT SO THAT THERE WASN'T AS MUCH IMPACT TO THE BUSINESS AND THEIR NEEDS, ESPECIALLY AS WE GROW THE NEED FOR CAMERAS AND THE IOT DEVICES.

THERE ARE THERE ARE BANDWIDTH HOGS, AND WE HAVE TO TAILOR THAT NETWORK TO GETTING THAT DATA WHERE IT NEEDS TO GO.

FROM A VIRTUALIZATION PERSPECTIVE WE'VE MOVED WE'RE MOVING FROM ROUGHLY A 70% VIRTUALIZED ENVIRONMENT.

WHAT DOES THAT MEAN? IT MEANS WE HAVE LESS HARDWARE TO MAINTAIN.

WE'RE MOVING TO WHERE VIRTUAL SERVERS ARE THE NORM.

WE'RE TRYING TO GET TO INTO THE 90S, HIGH 90S.

WHAT THAT ALLOWS US TO DO IS REALLY LOOK AT HAVING FASTER RESILIENCY WHEN WE NEED TO BRING SYSTEMS UP.

WHEN A SYSTEMS GO DOWN, WE DON'T HAVE TO NECESSARILY PHYSICALLY TOUCH THOSE SYSTEMS. IT ALLOWS US MORE FLEXIBILITY IN THE INFRASTRUCTURE.

WHEN WE NEED TO MOVE SOMETHING TO ANOTHER LOCATION, WE CAN MOVE THAT QUICKLY.

AND THEN LASTLY, THE SDWAN PROJECT.

THIS PROJECT HAS BEEN GOING ON NOW FOR A LITTLE OVER A YEAR.

WHAT THAT IS, IS IT'S REALLY ADDING IN THAT SOFTWARE DEFINED WIDE AREA NETWORK.

IT ALLOWS US TO DROP SECONDARY CIRCUITS IN THE CRITICAL LOCATIONS AND PROVIDING ANOTHER ACCESS POINT FOR THOSE LOCATIONS TO GETTING THAT DATA WHERE IT NEEDS TO GO, BUT CONTROLLING IT THROUGH FIREWALLS AND THOSE THINGS SO THAT IT'S VERY CONTROLLED.

IT'S NOT JUST WILD, WILD WEST.

AS OF TODAY, WE HAVE MIGRATED 22 SITES OF THE INITIAL 100 TO THAT, PRIMARILY FIRE STATIONS AND POLICE STATIONS.

SO JUST IN SUMMARY, WHAT WE IN ESSENCE, HAVE DONE OVER THE LAST SEVERAL YEARS IS FIRST, WE'VE COMPLETED UPGRADES TO ALL OF THE CIRCUITS AND TO ALL OF OUR PUBLIC SAFETY SITES. SO IT'S INCREASED THE BANDWIDTH, INCREASED THE SPEED FOR ALL OF THOSE LOCATIONS.

SECOND, WE HAVE WORKED TO STUDY AND LOOK AT THE NETWORK TRAFFIC TO ENSURE THAT WE ARE PROVISIONING THE TRAFFIC AND THAT WE ACTUALLY CAN PRIORITIZE THE TRAFFIC SO THAT WE CAN ENSURE THAT FROM A PRIORITY PERSPECTIVE, THAT PUBLIC SAFETY TRAFFIC IS GETTING THE HIGHEST PRIORITY SO THAT WE DON'T HAVE THOSE KIND OF SLOWDOWNS OR THOSE KINDS OF ISSUES THAT WOULD IMPACT THEIR ABILITY TO DO THAT.

AND NOW, IN THIS LAST PIECE, AS DOCTOR GARDNER IS MENTIONING HERE, WHEN WE TALK ABOUT PUTTING ADDITIONAL CIRCUITS INTO THESE PUBLIC SAFETY LOCATIONS, THIS IS FROM A SEPARATE AND DIFFERENT PROVIDER THAN THE PRIMARY PROVIDER IN EACH SITE.

WHAT THAT MEANS IS IF THERE'S ANY DISRUPTIONS IN THE NETWORK, IT'S A DIFFERENT ROUTING, IT'S A DIFFERENT PATHING, AND IT WILL FAIL OVER IN THOSE LOCATIONS TO HAVE A CONTINUITY OF SERVICE PROVISIONED IN EACH OF THOSE LOCATIONS.

SO PREVIOUSLY WE HAD A LOT OF SINGLE THREADING IN TERMS OF IF SOMETHING WENT DOWN, EVERYTHING WENT DOWN.

NOW WHAT WE WILL HAVE THE CAPACITY TO DO IN EACH OF THESE LOCATIONS THAT WE'RE INSTALLING THE SECONDARY CIRCUITS IS THAT WE WILL HAVE MUCH MORE LIKELIHOOD OF BEING ABLE TO JUST FAIL OVER AND KEEP MOVING WITHOUT A DISRUPTION TO THE MISSIONS IN THOSE LOCATIONS.

A LOT OF THOSE IOT DEVICES COME WITH VULNERABILITIES IF THEY'RE NOT CORRECTLY STANDARDIZED.

AS WELL AS MAKING OUR IT FOOTPRINT VULNERABLE TO FURTHER HACKING AND AS WELL THE QUALITY OF THE IMAGES AND THAT PERFORMANCE OF THOSE CAMERAS.

THE GOAL IS REALLY TO MAINTAIN THOSE STANDARDS AND AN INVENTORY OF ASSETS AND CONTROL CONTRACTUALLY AND BUDGETARILY THE NEEDS, AS WELL AS LOOK AT THE SECURITY AND THE PRIVACY ISSUES THAT CAMERAS AND OTHER IOT DEVICES CREATE.

ALONG WITH THIS CAMERA GOVERNANCE PROGRAM, THE RTC OR THE REAL TIME CRIME CENTER PROCURED A SOLUTION CALLED FUSUS.

THE FUSUS APPLICATION, REALLY CENTRALIZING THE MONITORING AND MANAGEMENT OF ALL THE CAMERAS INTO ONE PLACE WHERE POLICE CAN HAVE THAT SINGLE PANE OF GLASS VIEW INTO IDENTIFYING TRENDS.

ALLOWING THIS ALSO ALLOWS MULTIPLE DEPARTMENTS, AGENCIES, EXTERNAL AGENCIES, LAW ENFORCEMENT, INCLUDING CAMERA FEEDS FROM PRIVATE BUSINESS FOR THE CRIME REDUCTION PLAN REALLY PROVIDING A FOUNDATION FOR OUR CAMERA PRESENCE ITSELF.

THERE'S A COUPLE OF THINGS THAT GOVERNANCE ALLOWS FOR US TO DO.

ONE IS TO REALLY MAINTAIN THAT INVENTORY OF WHERE WE HAVE THOSE CAMERAS, BECAUSE THEY REALLY ARE AND SHOULD BE ASSETS TO THE ENTIRETY OF THE CITY, AND ESPECIALLY WHEN YOU'RE IN AN EMERGENCY SITUATION, THE ABILITY FOR POLICE, FOR EXAMPLE, TO BE ABLE TO GRAB AND LOOK AT AND SEE WHAT'S GOING ON IN ANY LOCATION, REGARDLESS AS TO, QUOTE UNQUOTE, WHO OWNS THE CAMERA, BECAUSE WE OWN RIGHT THERE THE CITY'S CAMERAS.

THE EXCITING PIECE ABOUT FUSUS IS THIS NOW PROVIDES THE TECHNICAL CAPABILITY TO SAY, REGARDLESS AS TO WHERE THOSE CAMERAS ARE AND FOR WHICH DEPARTMENT THEY'RE DEPLOYED, THEY HAVE THE ABILITY TO INTEGRATE THAT ALL FOR CITY USE.

AND THERE REALLY ARE MULTIPLE REASONS WHY WE WANT TO ENSURE THAT WE ARE TRACKING AND MONITORING OUR TECHNICAL DEBT.

ONE IS THAT IT IS MORE PRONE TO FAILURE, RIGHT? SO HAVING OLD AGING SYSTEMS THAT HAVEN'T BEEN UPGRADED PROVIDE YOU WITH VULNERABILITIES AND RISK AND BUSINESS CONTINUITY IF YOU'RE NOT UPGRADING THOSE REGULARLY.

AND ON THE OTHER SIDE OF IT, YOU REALLY HAVE IT'S REALLY YESTERDAY'S TECHNOLOGY, RIGHT? SO THE CAPABILITIES THAT IT PROVIDES YOU, THE THINGS THAT IT CAN DO FOR YOU IS LESS THAN WHAT YOU REALLY NEED TO DO.

SO EVEN THOUGH, AGAIN, THESE ARE ALL IN THE TAR AND WE'VE TALKED ABOUT THEM, WHAT WE'VE DONE IS JUST KIND OF LISTED HERE SOME OF THE MAJOR EFFORTS WITHIN THE PUBLIC SAFETY PORTFOLIO OF WHERE WE ARE.

WE HAVE PROJECTS THAT ARE SPECIFICALLY ADDRESSING SOME OF THAT TECHNICAL DEBT WITHIN THE PORTFOLIO.

AS WE'RE LOOKING TO UPGRADE OR CHANGE THAT PLATFORM INTO A BETTER PLATFORM, WHAT IS THAT GOING TO BE REALLY LOOKING WITH GARTNER TO UNDERSTAND WHAT IS OUT THERE IN THE WORLD? ALSO REALLY PARTNERING WITH THESE FORRESTER TO LOOK AT WHAT IS THE STRATEGIC PLAN AS WELL AS THE LONG TERM GOALS FOR PUBLIC SAFETY, GETTING IN FRONT OF THAT.

THAT INCLUDES THINGS LIKE I SAID, CAD RMS, CLOUD, AI AND OTHER NEWER INNOVATIVE TECHNOLOGIES.

THERE IS, AGAIN, WHILE WE ARE THE OWNERS AND OPERATORS OF THIS SYSTEM, WITH OUR VENDOR PARTNER, WE ARE ALSO EXPANDING THE CUSTOMERS FROM THAT. THE LARGE NEXT CUSTOMER IS THE DALLAS INDEPENDENT SCHOOL DISTRICT.

THEY WILL BECOME FULL USERS ON THE SYSTEM, WHICH CREATES EVEN BETTER INTEROPERABILITY.

BUT WE HAVE A LIST OF OTHER JURISDICTIONS.

AND WE AS YOU MAY REMEMBER, THERE HAVE BEEN AGREEMENTS THAT WE'VE SIGNED INTO IN TERMS OF FULL COST RECOVERY FOR THEIR USE OF THE SYSTEM.

SO NOT ONLY IS IT ALLOWING US TO HAVE THAT INTEROPERABILITY, BUT IT ALSO ALLOWS US TO HAVE A COST SHARE AS A TRUE SHARED SERVICE MODEL.

WHILE WE'VE IMPLEMENTED THE NEW SYSTEM AND OUT OF THE BOX, IT'S GIVING US A LOT MORE CAPABILITY THAN WE HAD BEFORE THERE'S ALSO A LOT OF OTHER CAPABILITIES THAT WE HAVE NOT YET TURNED ON, AND SO WE'LL CONTINUE TO WORK WITH OUR PARTNERS IN PUBLIC SAFETY TO LOOK AT, TEST AND IMPLEMENT THESE CAPABILITIES AS WE MOVE FORWARD.

ONE INTERESTING NOTE IS, AS YOU KNOW, WE HAVE THE WORLD CUP IN 2026 THAT IS COMING IN WE HAVE ALREADY BEEN MEETING WITH FEDERAL OFFICIALS IN TERMS OF RADIO COMMUNICATIONS AND CAPABILITIES, BECAUSE THEY'RE ALREADY PLANNING NOW FOR HOW DO WE ENSURE THAT WE ARE SAFE AND SECURE AND THAT WE ARE ADDRESSING ALL OF THE KINDS OF ISSUES? YOU KNOW, THERE'S LOTS OF GREAT THINGS ABOUT THESE LARGE EVENTS, BUT THERE'S OTHER THINGS THAT, FROM A SECURITY AND SAFETY PERSPECTIVE, YOU NEED TO ADDRESS.

SO WE'RE ALREADY WORKING WITH THE FEDERAL OFFICIALS IN TERMS OF THE USE OF THE SYSTEM TO HELP WITH THOSE SECURITY REQUIREMENTS DURING THE WORLD CUP.

THEN WE HAVE A NUMBER OF DEPLOYMENTS THAT ARE MOBILE CAMERAS THAT ARE ON DIFFERENT TYPES OF TRAILER SYSTEMS. AND AGAIN, NOT ONLY ARE THOSE FOR DPD WHERE WHEN THERE ARE EVENTS OR OTHER THINGS THAT ARE OCCURRING, THAT THEY ARE ABLE TO MOVE THOSE TO THE LOCATIONS THAT THEY MOST NEED TO BE ABLE TO DO. SO? THEN YOU ALSO HAVE OTHER TYPES OF REALLY NICHED OR SPECIFIC TYPES OF DEVICES THAT HAVE CAMERAS THAT ARE DEPLOYED.

SO I MENTIONED IN TERMS OF PILOTS IN AND AROUND BUILDING A DIGITAL TWIN TO TAKE IMAGES OF OF ITEMS OVER TIME AND TO BE ABLE TO APPLY ARTIFICIAL INTELLIGENCE. IS THAT SOMETHING WE NEED TO PUT ON OUR AGENDA? WELL, THAT'S THAT'S KIND OF WHAT WE'RE WORKING THROUGH.
