IS MORE EXCITING

[Dallas Park and Recreation Board on March 7, 2024. ]

THAN THE PAST FOR TODAY'S MEETING.

WITH THAT, OUR FIRST POINT ON AGENT SAY SPECIALIZATION AND REALLY IS SPECIAL.

WE ALL KNOW , YOU KNOW HOW PASSIONATE HE WAS.

UH, WHEN HE WAS IN THE BOARD, HE, HE SPOKE LESS, BUT WHEN HE SPOKE, HE MADE A STATEMENT.

SO WE, WE ARE REALLY THANKFUL FOR HIS SERVICE.

UH, TAYLOR, UH, HE'S BUSY, BUT, UH, TAYLOR, WE ARE REALLY THANKFUL FOR YOUR SERVICE, SERVICE .

UH, LET'S, UH, YOU KNOW, CELEBRATE THAT WITH A SPECIAL RECOGNITION.

AND BEFORE THAT, I THINK I WOULD LOVE FOR, UH, COUNCILMAN, UH, GRACIE TO SAY A FEW WORDS AND WELCOME, UH, COUNCILMAN.

I THINK THIS IS YOUR FIRST TIME IN YOUR PARK BOARD.

SO WELCOME.

THANK YOU AS A COUNCIL.

THANK YOU ALL, UH, TO ALL OF THE PARK BOARD MEMBERS.

THANK YOU ALL FOR YOUR SERVICE AS WELL.

UH, AND AT THIS MOMENT I'D JUST LIKE TO PUBLICLY, UH, RECOGNIZE TAYLOR.

AND I'LL SAY THIS BROTHER, MAN, LISTEN, I KNOW EVERYTHING INVOLVED.

I STILL PUBLICLY OWN THAT.

I'M A FAN OF YOURS.

I WILL CONTINUE TO BE A FAN OF YOURS, BUT IF YOU SINGLE HANDEDLY PUT OPENLY ON THAT AND I'M FOREVER GRATEFUL, BE A SERVICE AND I WILL NEVER DISCOUNT THAT.

SO PUBLICLY, THANK YOU FOR YOUR SERVICE FROM THE PARK BOARD.

THANK YOU FOR YOUR SERVICE TO AND WE WILL CONTINUE TO STAND BEHIND YOU AND SUPPORT YOU.

GIVING MY WORD ON THAT.

WHAT , I'LL SHARE YOU.

I THINK WHEN WE WERE DELIBERATING FOR THE POINT WHEN THE DISCUSSION STARTED, I THINK THE NUMBERS STARTED ANYWHERE FROM ONE 50, FROM CITY MANAGER TO 400 WHAT WE WANTED AND ALL.

AND YOU KNOW, WE WERE GETTING REALLY ANXIOUS WITH THAT ONE 50 NUMBER WITH CITY MANAGER GAVE, WE STARTED DISCUSSING 200 AND THEN TAYLOR MADE, I WOULD CALL IT A SPEECH.

HE SAID, IF WE HAVE TO MOVE THROUGH TO THE MOON BY NOT GOING FOR THREE 50 AND , THAT TOTALLY CHANGED THE MOOD OF THIS WOUND.

SO TAYLOR, YOU ARE THE TESTAMENT OF, I THINK WHERE WE ARE STANDING IN THE BOND.

YOU, YOU RAISED THAT BAR AND I THINK THIS BOARD STUCK WITH IT AND THEN THEY DID EVERYTHING GET THAT.

SO THANK YOU.

AND I REALLY, THAT WAS A CHANGING MOVEMENT IN OUR BOND DISCUSSION WHEN YOU RAISE THE PART.

SO, UH, WITH THAT, UH, OKAY.

YEAH, SO GOOD.

YEAH, WE ARE ALL OUT.

YEAH, WE'RE GOING IN.

WE SAID WE NOW FIT IN.

MAKE IT WORK.

OH, BUT NOW, YEAH, STAND.

COME ON.

SHE ONLY CAME BECAUSE OF THE COOKIES.

THREE.

I CAN'T SEE MARIA.

OKAY, THERE WE GO.

TURTLES, 1, 2, 3.

ONE, TWO.

HI CLUB .

I NEVER MET YOU.

EVER BUY LOVE FOR TAYLOR TO MAKE SOME REMARKS.

SO, MORNING Y'ALL.

MORNING.

MORNING.

APPRECIATE THE OPPORTUNITY AND

[00:05:01]

TO SERVE WELL, CERTAIN DISTRICT THREE OR OVER FIVE YEARS AND LOT OF DIFFERENT CHANGES.

CITY.

I DON'T WANT TO TAKE A LOT OF YOU ALL TIME.

I JUST WANT TO MAKE SURE THAT EVERYONE UNDERSTANDS THE PURPOSE IN MISSION WORK AND ALSO STRATEGIC PRIORITIES.

I GOING STRAIGHT FROM THE STRATEGIC PRIORITIES, QUALITY OF LIFE, ECONOMIC DEVELOPMENT, OUR MISSION, THE DALLAS PARK AND RECREATION BOARD'S MISSION IS TO CHAMPION LIFELONG RECREATION AND SERVE AS RESPONSIBLE SCHOOLS OF THE CITY'S PARKS, TRAILS AND OPEN SPACES.

THE PURPOSE, THE PARK AND RECREATION DEPARTMENT TO HAVE JURISDICTION OVER THE PATROL MANAGEMENT AND MAINTENANCE OF THE PUBLIC OF THE CITY WITH POWER TO ACQUIRE THE NAME OF THE CITY, LEND FOR PURPOSES EXCEPT HEARING OTHERWISE PROVIDE.

I THINK IT'S REALLY IMPORTANT THAT EVERYONE GOES BACK, THAT EVERY SO OFTEN UNDERSTAND WHAT YOUR MISSION IS AND ALSO UNDERSTAND THE GOAL, STRATEGIC PRIORITIES OF QUALITY OF LIFE.

THAT'S THE BUCKET WE SIT ON THE RIGHT WHEN BOND TIME COMES OVER, THE QUALITY OF LIFE.

LIFE IS THE MOST PRECIOUS GIFT WE GET EVERY SINGLE DAY.

EVERY SINGLE DAY.

NEVER TAKE THAT, NEVER TAKE YOUR SERVICE, WHICH IS IN HIS MISSION AS WELL TO GRANTED.

ONE OF YOU ALL WILL SIT IN ONE OF THESE SEATS AND STAND YOU, SIT DOWN THERE, HUMBLE YOURSELF.

YOU ARE A SERVANT.

YOU APPEAR TO SERVE THE PEOPLE OF YOUR DISTRICT.

AND I WANT TO MAKE SURE THAT YOU UNDERSTAND THAT WE ARE IN THE STATE OF EMERGENCY WHEN IT COMES TO THE LIFE OF OUR PEOPLE AND ALSO TO THE ENVIRONMENT OF OUR WORK.

IF THERE'S ONE PLACE IN THE CITY OF DALLAS THAT HAS RESPONSIBILITY TO BOTH OF THOSE THINGS IS TO, IF SITTING RIGHT NOW, THE INDIVIDUALS WITH DECISION MAKERS AT THESE TABLES.

SO GIVEN THAT WE SEE ENVIRONMENTALLY, WE ARE AN EXTREME STATE.

WE SAW LAST YEAR ONE OF THE HOTTEST SUMMERS ON RECORD, WHICH WAS SAID TO BE ONE OF THE COOLEST SUMMERS.

WHEN WE LOOK AT THE FUTURE, UNDERSTAND THAT OUR CITY HOSTS ONE OF THE LARGEST CHILDHOOD POVERTY RACE IN THE UNITED STATES OF AMERICA.

WITH THOSE TWO THINGS IN MIND, THE SAYS, IF YOU ARE SITTING IN THIS SEAT AND YOU ARE NOT OPERATING AS AN EXTREMIST, SHAME LEAD TO REMOVE YOURSELF.

I REMEMBER SITTING HERE YEARS AGO AND IT WAS AFTER A YOUNG WOMAN, NINE YEARS OLD, WAS MURDERED BY A TRAILER AND THE CONVERSATION FOR THE DAY WAS THE BOMB.

IT WAS ABOUT A RED PASS THAT WE HAD TALKED ABOUT CRYSTAL AND THE TEAM HAD DONE SO MUCH AMAZING WORK ON, AND I REMEMBER THE POLITICS OF THE SYSTEMS THAT IT DID NOT GET FUNDING.

I DUNNO IF I Y'ALL REMEMBER THAT, BUT I DID VIVIDLY BECAUSE I LEFT MY SCENE AND WENT TO THE CITY MANAGER'S OFFICE IMMEDIATELY.

AND I WANTED TO KNOW WHY AS WE SAT THERE AND SAW A YOUNG PERSON LIKE THE BOSS AND YOU TALKING ABOUT NOT BEING ABLE TO FIND THE FREE RED SYU, IT TAKES EXTREMISM, IT TAKES COLLECTIVISM, IT TAKES COURAGE AND VIOLENCE.

THESE THINGS HAVEN'T LEFT US AS A CITY TODAY.

I STAND BEFORE YOU.

LAST FRIDAY I LOST ONE OF MY STUDENTS SINCE THIS GUN VIOLENCE, THIS STILL HAPPEN.

SO I JUST WANT YOU ALL TO MAKE SURE YOU KNOW THAT THIS IS YOUR WORK, THIS IS YOUR JOB.

YOU ARE A SERVANT TO IN THESE ISSUES.

A LOT OF OUR PEOPLE, ESPECIALLY THE MOST VULNERABLE WHEN WE THINK ABOUT OUR YOUNG PEOPLE AND OUR SENIORS AND EVERYBODY IN BETWEEN OUR REC CENTER SERVE AS A THIRD PLACE FOR PEOPLE.

I DON'T KNOW IF ANY OF YOU ALL FAMILIAR WITH WHAT A THIRD PLACE IS.

SOMETIMES IT'S THE FIRST OR SECOND PLACE, BUT GENERALLY YOUR FIRST PLACE IS HOME.

WE HAVE MORE REC CENTERS IN THE CITY OF DALLAS THAN WE HAVE JUST ABOUT ANY OTHER CITY.

ONLY OTHER THING THAT MAYBE MAG HOLD.

SO UNDERSTAND HOW MANY PEOPLE WE AFFECTED AS A MOVEMENT AS AN ORGANIZATION, AS A DEPARTMENT.

SO MY CHALLENGE TO EVERYBODY IN THIS ROOM IS BEING EXTREME ABOUT

[00:10:01]

THE WORK THAT WE'RE DOING BECAUSE IT'S BEING MATCHED.

SO ARE YOU WILLING TO STEP TO THAT? AND AGAIN, IF YOU NOT SHAME ON YOU, MOVE YOURSELF.

YOU HERE FOR ANY OTHER TYPE OF MOTIVE OR ANYTHING, MAKE SURE THAT YOU REMOVE THAT WHEN YOU STEP IN THESE DOORS BECAUSE YOU ARE MAKING DECISIONS FOR THE PEOPLE THAT YOU SERVE.

THANK Y'ALL FOR TIME AND TAYLOR, ANYONE WANTS TO MAKE ANY REMARKS BEFORE ? I GOT, I JUST TAYLOR TOS BROUGHT THE TRUE TAILORED TO AND I TO HEART EVERY WORD YOU SAID.

I TOTALLY AGREE.

AND UH, IT AGRAWAL MENTIONED YOUR ROLE IN ON THE BOND AND WE SAW THE RESULT OF THAT AND YOU WERE JUST A TREASURE.

AND I JUST CAN'T TELL YOU HOW MUCH I ADMIRE YOU.

THANK YOU.

UH, WELL, UH, EXCUSE YOU.

SOMEBODY THAT I WAS A FAN OF, SO SAFEST.

UH, EVEN INSPIRATION.

UH, I SEE SOMEONE LIKE YOU THE AGE, UH, ANDOUT, UNITY KIDS NOT TALKING ON THE SIDE OF YOUR MOUTH, WHATEVER YOU SAY THIS ION, IT WAS JUST A BLESSING, UH, TO THE QUEEN.

AND NOW WE'VE BECOME LIKE YOUR FAMILY IS PART OF MY FAMILY.

YOU KNOW, THANK GOD YOU YOUR AUNTIE KNOW GONNA PLAY GOLF.

YOU DON'T, SO YOU NOT, BUT THAT YOU SAID ABOUT THERE'S NO I INT THERE'S NO I INT SO BLESS YOU, UH, YOU, YOUR FAMILY AND YOU KNOW, I'M GONNA GIVE THE ADVICE FOR SLIP.

SO YES SIR, THANK YOU.

ADD THANK YOU MR. PRESIDENT, THAT NAME DR.

JOINS.

WE APPRECIATE YOU MAN.

UM, IT WAS A PLEASURE TO WORK WITH YOU ON ALL THE DIFFERENT PROJECTS THAT YOU INSPIRED.

UM, IT WAS REFRESHING TO SEE YOU MAKE SURE THE CITY TOOK THE COMMUNITY BY THE HAND AND POINT TO WHERE THEY WANTED THEIR ASSETS BECAUSE IT WASN'T FOR US.

IT REALLY WAS FOR THEN.

UH, IT WAS A PLEASURE TO SEE YOU ENGAGE WITH ALL THE DIFFERENT OFFICIALS AND TO BE AN ACTIVIST AS YOU DID SO.

AND YOU TAUGHT ALL OF US ABOUT HOMELESSNESS IN OUR CITY BECAUSE THIS IS THE PUBLIC PRIVATE PARTNERSHIP, BUT IT'S ALSO THE HOME TO ONE OF THE GREATEST, UH, THE LARGEST POPULATIONS OF YOUTH WHO ARE HOMELESS.

SO I APPRECIATE THE WORK YOU DO AND THE WAY COMMUNITY TRUSTS YOU SPEAKS FOR THE WORK THAT YOU'RE DOING TODAY.

SO WE KNOW THAT THIS IS NOT THE END, THIS IS JUST THE NEW BEGINNING AND IT'S ALWAYS A PLEASURE TO WORK WITH YOU.

ALL RIGHT, SO .

SO I JUST ACTUALLY GONNA ECHO WHAT HARRISON I PART OF MIND IS THAT, UH, AS NEW DISTRICT THREE REP, YOU KNOW, I KNOW YOU'VE LEFT THE HUGE SHOES AND I'M NOT EVEN SURE I'M ABLE TO FEEL IT.

WE'RE GONNA TRY OUR BEST, BUT YOU'RE NOT DONE YET.

WE'RE GONNA CONTINUE TO WORK TOGETHER.

WE CONTINUE TO DO THINGS TOGETHER AND I THINK THAT THE WORK THAT YOU DO PERSONALLY AND THE PROFESSIONAL THING IS GONNA CONTINUE TO PUSH THE MISSION FORWARD.

SO I JUST THANK YOU FOR YOUR ADVOCACY, YOUR, UH, ZEALOUSNESS AND UH, AS YOU SAID BEING AN ADVOCATE TO AN END FOR THOSE WHO DON'T HAVE THAT.

SO WE APPRECIATE YOU.

THANK YOU FOR YOUR SERVICE.

IS IT ON? YEAH, I JUST WANNA SAY THAT IT WAS AN HONOR TO SERVE WITH YOU, TAYLOR.

YOU ARE A CHAMPION IN EVERY SPACE THAT YOU GO INTO.

I MEAN, UM, THESE SPACES ARE NOT CREATED.

THESE SPACES ARE NOT CREATED FOR PEOPLE THAT LOOK LIKE ME.

BUT SITTING IT TO YOU AND SEEING HOW OUTSPOKEN AND HOW YOU ALWAYS PRESENTED YOURSELF WITH YOUR AUTHENTIC SELF, YOU ARE ALWAYS A CHAMPION FOR THE PEOPLE.

YOU ALWAYS HAD YOUR COMMUNITY IN MY, NOT ONLY YOUR COMMUNITY, BUT COMMUNITIES THROUGHOUT THE CITY OF DALLAS.

AND YOU JUST, YOU JUST MOTIVATED ME.

YOU CONTINUE TO MOTIVATE ME AND I KNOW YOU'RE GONNA CONTINUE TO OPEN DOORS FOR MANY PEOPLE.

SO I KNOW YOUR WORK IS NOT DONE.

YOU'RE DOING AMAZING WORK AND YOU CERTAINLY DON'T NEED MY VALIDATION, BUT IT MEANT A LOT TO SERVE WITH YOU.

I REALLY DON'T SPEAK MUCH, UH, WHEN FOLKS ARE LEAVING, BUT JUST WANT YOU ALL TO KNOW

[00:15:02]

YOU ALL DON'T KNOW WHERE TAYLOR HAS BEEN PUTTING IN EARS.

JUST LIKE MANY OF YOU ALL BEFORE YOU GOT ON THIS BOARD, A LOT OF Y'ALL WAS INVOLVED IN YOUR COMMUNITY, BUT WE MET TAYLOR THOMAS, WHO GOD WHAT, 15, 20 YEARS AGO.

TAYLOR, HE WAS STILL A TEACHER.

TTN AND TAYLOR FIRST INTRODUCED TO THE PARK SYSTEM ONE PARTNER WITH US ON GIVING AWAY BACKPACKS.

AT THAT TIME, TAYLOR WAS, MAY HAVE BEEN GIVING AWAY MAYBE 80 BACKPACKS THAT COUPLE HUNDRED MORE THINGS THAN .

YEAH, OKAY.

AND JUST TO SEE WHERE HE BUILT A GRASSROOTS STATION WHERE HE HAS TAKEN IT TO NOW HE HAS A 50,000 SQUARE FOOT FACILITY, OUTDOOR POOL, MAKING ALL THOSE OPPORTUNITIES FREE AS THE NAME WHOEVER MENTIONED, PUTTING OAK OAKLAND ON THE MAP.

WE TALK ABOUT SERVICE BEING USED, BEING, YOU KNOW, THOSE AS RELIGIOUS BEING USED BY GOD TO DELIVER.

HE IS THE EPITOME WHO IS.

I JUST WANT TO THANK YOU.

I'M SO GLAD YOU WERE SENT THIS WAY TO BE ON.

YOU WAS SENT THIS WAY TO MAKE A DIFFERENCE FOR ALL OF DALLAS JUST TO SEE WHERE YOU ARE TODAY.

IT REALLY INSPIRES THE SAME PEOPLE YOU ARE TRYING TO INSPIRE THOSE YOUNG INDIVIDUALS.

AND THANK YOU FOR WHAT YOU ARE DOING, MS. COLLINS.

.

ENJOY.

WELL, GOOD MORNING EVERYONE.

UH, THERE ARE, YOU'D FIND BE, I'M RARELY AT A LOSS FOR WORDS, BUT THERE ARE A FEW PEOPLE THAT I WOULD FOLLOW INTO BATTLE MORE THAN TAYLOR TWAINS.

HE KNOWS THAT AND HE'S BEEN A JOY TO, TO WORK WITH AS A COLLEAGUE AND TO SEE, TO WATCH HIM GROW PERSONALLY AND CIVICALLY FROM WHEN HE FIRST STARTED FIVE YEARS AGO.

AND THE HOW TAYLOR, YOU MADE THE PARK DEPARTMENT AND YOU MADE MANY OF OUR PARTNER ORGANIZATIONS BETTER BECAUSE OF YOUR ADVOCACY.

AND, UM, I'VE NEVER, I I I'VE ALMOST NEVER MET SOMEONE MORE COMMITTED, UH, THAN HE HAS BEEN.

WE'VE GOTTEN TO WORK TOGETHER ON THE PARK BOARD ALSO WHEN I WORKED AT METHODIST AND WE HELPED, YOU KNOW, SOME OF HIS, UM, HIS, THE KIDS AND THE FAMILIES HE WORKED WITH, WE GOT TO HELP THEM, UM, AT METHODIST IN DIFFERENT WAYS.

AND JUST, YOU ARE MAKING DALLAS AND OAKCLIFF A BETTER CITY AND IT'S AN HONOR TO HAVE SERVED WITH YOU.

AND NOW I GET TO JOIN YOU BECAUSE, UM, TAYLOR ASKED ME TO JOIN THE FOUR OAK CLIFF BOARD.

SO I GET TO KEEP TE SO I GET TO KEEP CHEERING YOU ON AND, UM, I WOULD, I'D FOLLOW YOU ANYWHERE TAYLOR.

SO IT'S AN HONOR TO KNOW YOU AND TO KEEP SUPPORTING YOU.

SO THANK YOU FOR YOUR SERVICE TO THE PARK DEPARTMENT AND TO THE CITY OF DALLAS.

ANY OF YOU HAVE NOT VISITED FOUR OAK CLIFF.

PLEASE FIND TIME TO JUST TAYLOR.

ONLY THING, I THINK FOR YOUR CALL FOR EXTREMISM TO TODAY.

YOU MIGHT ADMIT MY JOB DIFFICULT.

, THANK YOU AGAIN WITH THAT.

THANK YOU COUNCILMAN FOR STOPPING BY WITH THAT, UH, OUR NEXT POINT, PUBLIC SPEAKERS.

MADAM , ONE SPEAKER.

TODAY I'LL RESORT I'D LIKE THE SPEAKER GUIDELINES.

EACH SPEAKER WILL BE GIVEN THREE MINUTES TO SPEAK.

PLEASE START YOUR ACCOMPLISHMENT.

THE CHAIR MAKES PERSONAL PERTINENT OR REMARKS.

WILL BE REMOVED.

DR.

GRAYSON THREE BEGINS TESTING.

UM, I WANT TO SAY THANK YOU TO DOWN PARKS AND RECS.

UH, I AM THE EXECUTIVE DIRECTOR AND FOUNDER OF AN ORGANIZATION CALLED COLLECTIVE ACTIVISM.

COLLECTIVE ACTIVISM IS THE FIRST AND ONLY TO HAVE A FORMALIZED PARTNERSHIP WITH DOWN PARKS AND RECS.

LARRY JOHNSON CENTER.

I WANNA SHARE WITH YOU THE BENEFITS OF THIS PARTNERSHIP.

UH, I'M COLLECTIVE ACTIVISM WENT AND FOUND THE FUNDING.

SO FOR THIS YEAR, WE CAN OFFER A HUNDRED PEOPLE A HALF PRICE MEMBERSHIP TO THE LARRY JOHNSON CENTER.

COLLECTIVE ACTIVISM ALSO WENT AND FOUND THE FUNDING FOR THEIR VALENTINE'S FORWARD.

THEY HAD OVER A HUNDRED SENIORS ATTEND FROM THREE DIFFERENT CENTERS.

AND THIS SEGUED INTO A ANOTHER EVENT WE'RE HAVING.

[00:20:01]

UH, FRIDAY, MARCH 15TH, UM, THEY HAD QUESTIONS ABOUT STATE PLANNING.

COLLECTIVE ACTIVISM HAS SET UP FOR THE COUNTY CLERK, A COUNTY PROBATE JUDGE AND ATTORNEYS TO COME IN TO DO A SEMINAR FOR OUR SENIORS IN REGARDS TO ESTATE PLAN.

BECAUSE OUR ETHNICITY LOSES THE MOST 'CAUSE WE SEE THE NO BELIEFS.

WE HAVE DONE THE PARTNER ON HOOD MINDED HEALTH.

THIS IS WHERE WE HAD AN EIGHT WEEK COURSE FOR INDIVIDUALS THAT ARE JUSTICE INVOLVED.

THEY TOOK, UH, MENTAL HEALTH COURSES.

THEY ARE TRAINED AND CERTIFIED FIRST AID MENTAL HEALTH RESPONDERS FOR ADULTS AND YOUTH.

AND WE HAD AN ENTIRE GRADUATION.

THE DA CAME IN AND SPOKE.

AND AGAIN, WE APPRECIATE THAT PARTNERSHIP.

WE WILL NOW DO ALL DD 16.

WE ARE GONNA HAVE KROGER CONNECT.

KROGER'S NOW DELIVERING GROCERIES TO SOUTH DALLAS.

AND WE HAVE SCHEDULED AND COORDINATED AN EVENT FOR DIXON AT THE LARRY JOHNSON REC CENTER.

THE 30TH.

WE ARE HAVING THE DIXON DAY AND WE HAVE THE DIXON DAY AWARDEES THAT LARRY JOHNSON CENTER PARKS AND REC WILL BE RECEIVING THE COLLECTIVE, THE KEY COLLABORATOR AWARD FROM THE COLLECTIVE.

WE HAVE NOW BEEN POSITIONED THAT WE CAN DO COMPUTER RESOURCE TIME IN SOUTH DALLAS.

WE HAVE A DIGITALLY DIVIDE AND LOTS OF 'EM DON'T HAVE ACCESS TO PCS AND THINGS OF THAT NATURE FOR JOBS, EVEN TAXES.

WE NOW CAN DO THAT AT THE CENTER BECAUSE WE'RE WILLING TO PARTNER AND MANAGE THAT.

I DO HAVE SOME CONCERNS.

UM, WE DISCUSSED SOMETHING CALLED A PARK CLEANUP THAT WAS SUPPOSED TO, I THINK HAPPENED MARCH 23RD AFTER I'M NOT MISTAKEN.

I I DON'T KNOW WHEN IT WOULD HAPPEN, BUT HERE'S THE THING, THAT'S NEITHER HERE TO GO THERE.

I WOULD ASK THAT WE LISTEN TO US AS THE COMMUNITY.

I ASKED FOR THAT DATE TO BE ON JULY 5TH.

Y'ALL KNOW WHY JULY 4TH? THEY TEAR IT UP BECAUSE OF THE FIREWORKS AND SO FORTH.

AND THEN I AS ONE THAT HAS A, A CHILD THAT ATTENDS A SUMMER CAMP, PARENTS CAN'T EVEN GET ON THE LAWN.

WE NEED FOR THAT CLEANUP DAY TO BE ON THE FIFTH.

JUST PUSH THE STUFF TO THE SIDE TILL YOUR EARTH DAY FOLKS GET THERE SO WE CAN AT LEAST HAVE A DRIVEWAY.

'CAUSE IT WAS MYSELF AND A HOMELESS MEMBER IN DIXON LAST YEAR THAT CLEAN THAT PARKING LOT SO CARS COULD GET THROUGH.

IF WE'RE GOING TO DO A CLEANUP DATE, LET IT BE EFFECTIVE AND WHEN WE NEED IT, PLEASE LISTEN TO US AS A COMMUNITY.

SECONDLY, LET'S TALK ABOUT THAT SPLASH PAD.

OUR SPLASH PAD IS SO OLD THAT SOME OF THE HAIR YOU PROBABLY BLOW OUT OF IT BELONG TO JESUS.

AND THE 12 DISCIPLE IS THAT OLD BACHMAN GOT TWO POOLS.

WHY CAN'T WE GET AN UPDATED SPLASH PAD? I I'M JUST ASKING, CAN I GET A BUCKET THAT POURS WATER DOWN ON THE KIDS? WE THANK Y'ALL FOR THE PLAYGROUND.

THEY ARE USING IT TREMENDOUSLY.

BUT I, MY GOAL TODAY WAS TO LET YOU ALL KNOW THE VALUE OF THE PARTNERSHIP BETWEEN DALLAS PARK AND REC, LARRY JOHNSON CENTER AND COLLECTIVE ACTIVISM.

WE ARE DOING GREAT THINGS OVER THERE.

IT COULD NOT BE DONE WITHOUT THIS PARTNERSHIP.

SO I THANK YOU.

I THANK YOU.

I THANK YOU.

AND LAST BUT NOT LEAST, I HAVE ONE LAST REQUEST.

ONE LAST REQUEST.

YOU MY FOLKS THAT LARRY JOHNSON REIGNS.

CAN WE GET ON A RAISE OVER? WE GOT TIME? OKAY.

I'M MOTION MR. , ANY DEPRESSION? ALL AYE, ANY OF THOSE MOVE TO AGENT ARE ONE FOUR.

DO I HAVE A MOTION? DO SECOND JEFF .

AND ANY DISCUSSION? THAT ALL SAY A, A CONSIDERATION NUMBER FIVE.

UH, DO I HAVE A MOTION? I MOVE MR. DICKEY? I HAVE A SECOND.

UH, MR. ANY DISCUSSION? WOULD THAT ALL IN FAVOR SAY AYE.

A ANY OPPOSED A HAVE FAIR PART? DO I HAVE A MOTION? MR. VOTE? MR. SLAUGHTER SECONDED.

ANY DISCUSSION WITH THAT? ALL IN FAVOR SAY AYE.

AYE.

AYE.

HAVE, UH, NUMBER SEVEN FAIR PARK AGAIN.

AUTHORIZED PARK GRANT.

HAPPY MOTION MR. HAVE MR. BLA SECOND IT.

ANY DISCUSSION WITH THAT? ALL IN FAVOR SAY A AYE.

A HAVE.

OKAY.

WE'RE DONE WITH OUR ROOTING AGENT AND I, WE MOVE TO OUR BRIEFINGS.

ENVIRONMENTAL MANAGEMENT SYSTEM IS .

THIS, I HAD TO SAY GOOD MORNING.

GOOD MORNING.

UM, THIS MORNING WE'RE GONNA GO AHEAD AND BRING YOU OUR AUDIT RESULTS.

.

I THINK TODAY I HAVE WHO IS OUR ENVIRONMENTAL COORDINATOR.

[00:25:01]

SHE MANAGES OUR ENVIRONMENTAL DIVISION.

UM, AND THAT'S RESPONSIBLE FOR ALL THE DEVELOPMENT TRAINING OF THE SEVEN EMPLOYEES WE HAVE YEAR ROUND HERE.

UM, SHE DOES ALL OF OUR ENVIRONMENTAL ALLIANCE FOR US, OUR CONTINUOUS IMPROVEMENT OF OUR ENVIRONMENTAL PROGRAMS, UM, OUR CREATION REDUCTION, AND OF COURSE OUR PROGRAMABILITY.

SO FRANCES DOES HOLD BACHELOR'S IN PHYSICS FROM THE UNIVERSITY OF ARKANSAS.

SHE HAS A MASTER'S IN ENVIRONMENTAL SCIENCE FROM OHIO STATE UNIVERSITY.

WE'RE VERY LUCKY TO HAVE HERE WITH US.

SO, BUT BEFORE WE BEGIN, FRANCE'S PRESENTATION ON OUR FINAL RESULTS WOULD LIKE TO SHOW ME THE VIDEO THAT KIND OF SHOWS HOW THIS APARTMENT ENGAGES CHILDREN IN OUR ENVIRONMENTAL PROCESS.

REVERSE LITTER IS A PROGRAM WE IMPLEMENTED IN OUR AFTERSCHOOL PROGRAM.

WE ARE DOING IT TO EXPOSE THE CHILDREN A LITTLE BIT TO, UH, KIND OF GETTING RECYCLING INTO, UH, INTO THEIR EVERYDAY LIFE AND SOMETHING THEY CAN PRACTICE.

UM, AS THEY GET OLDER.

WE COME OUTSIDE EVERY WEEK WEEKLY AND WE GET THEM BAGS AND, UM, KIND OF SOME TONGS TO PICK UP TRASH ON OUR NEIGHBORHOOD PARK ACROSS THE STREET.

AND THEY TALLY UP WHAT THEY GET, UH, WHETHER IT'S PLASTIC PAPER, UM, THAT SORT OF THING.

AND THEN THEY CATEGORIZE IT.

THE MOST IMPORTANT THING I HAVE LEARNED OF BEING, IN BEING HERE IS THAT I CAN, IS THAT I CAN TAKE CARE OF EARTH AND I CAN DO IT MYSELF AND I CAN ALSO DO IT AT HOME.

AND HAVING A CLEAN NEIGHBORHOOD RECYCLING IS GOOD FOR EVERYONE AND ANYONE COULD DO IT.

WHAT WE DO HERE IS A LITTLE CONTRIBUTION TO THE WORLD AND THE CITY OF DALLAS.

BUT RECYCLING INSTEAD OF LETTING IT ALL GO TO THE LANDFILL IS GREAT, WHICH IS WHY I CHOOSE TO TAKE PART IN THIS ACTIVITY.

ONE OF MY FAVORITE PARTS ABOUT IT IS THAT WE GET TO LIKE COUNT HOW MANY WE DO AND SOMETIMES WE DO IT AS A LITTLE COMPETITION OF WHO GOT THE MOST TRASH.

SINCE WE STARTED THIS PROGRAM, THERE HAS BEEN A LOT MORE CONVERSATIONS ON HOW TO REDUCE OUR, LIKE OUR ECOLOGICAL ENVIRONMENTAL FOOTPRINT.

I WISH EVERYBODY COULD START PICKING UP TRASH AND RECYCLING BECAUSE THEN, WE'LL, WE WOULDN'T HAVE A LOT OF TRASH ON THE FLOOR.

GREAT.

THANK YOU SO MUCH.

UM, SO THE PURPOSE OF THIS PRESENTATION TODAY IS TO PROVIDE YOU AN OVERVIEW OF THE THIS YEAR.

SO OUR PERFORMANCE FOR LAST FISCAL YEAR, AND HOW, UM, OUR WORK IS CONTRIBUTING TO, UM, FULFILLING THE GOALS IN THE DIFFERENT SPEED PLANS AND, AND REPEATING.

SO THE ENVIRONMENTAL DIVISION, OUR ROLE IS TO PROTECT THE ENVIRONMENT AND WE DO THIS THROUGH MANY OUR ENVIRONMENTAL MANAGEMENT SYSTEMS AND COMMITMENTS, WHICH ARE, UM, ENVIRONMENTAL COMPLIANCE AND PREVENTION AND CONTINUAL.

UM, LAST FISCAL YEAR, OUR TEAM WAS FULLY STAFFED AND WE WERE REALLY EXCITED TO RETURN TO CONDUCTING TRAINING, UM, IN PERSON WITH OUR EMPLOYEES.

SO THE ENVIRONMENTAL MANAGEMENT SYSTEM IS AN ISO 14,001 CERTIFIED.

SO, UM, WE ARE, UM, AUDITED EVERY THREE TO FIVE YEARS TO VERIFY THAT WE ARE MEETING THE REQUIREMENTS IN THE STANDARD AND WE ARE ACHIEVING THAT CERTIFICATION.

SO LAST FISCAL YEAR BY, UM, A THIRD PARTY, A THIRD PARTY AUDITOR, A BS QUALITY EVALUATIONS.

AND, AND THAT HAPPENED LAST SUMMER.

THE AUDITOR FOUND THAT THE ENVIRONMENTAL MANAGEMENT SYSTEM ISO STANDARD WAS, UM, EFFECTIVELY IMPLEMENTED AND THAT WE WERE USING IT TO, UM, ADDRESS AND ACHIEVE OUR COMPLIANCE OBLIGATIONS.

UM, OUR, WE WERE ADDRESSING OUR RISK AND CONTINUING

[00:30:02]

AND WE RECEIVED ZERO.

WE ALSO HAVE INTERNAL AUDITS THAT HAPPEN ANNUALLY.

THESE AUDITS WERE CONDUCTED BY THE OFFICE OF ENVIRONMENTAL QUALITY.

SO THIS SHOWS OUR SCHEDULE FOR LAST WEEK 28TH.

WE Q AS AUDITOR RELEASED, UM, THE FOLLOWING FINDINGS, WE HAD ZERO NON PERFORMS, ONE OF OPPORTUNITY FROM TWO COMMENTS AND 11 STRENGTHS.

SO I'M GONNA GO THROUGH THOSE BRIEFLY RIGHT NOW.

SO WE HAD FIVE FACILITIES THAT GOT STRENGTHS FOR RECORD KEEPING AND THOSE WERE TALKING, UM, PENN SERVICE CENTER AND PAUL DYER SERVICE CENTER GOT STRENGTHS FOR EXCELLENT RECORD KEEPING AND S GOLF COURSE RECEIVED A SCREEN RECEIVED OF HOUSEKEEPING.

HE RECEIVED TWO STRENGTHS FOR, UM, COMMUNICATION, LOGGING, ENVIRONMENTAL SYSTEM.

AND THOSE WERE RECEIVED BY CENTER AND LIKE .

AND THEN WE GOT, UM, A THREE STRENGTHS FOR CONTINUOUS IMPROVEMENT, UM, FOR THE ZOO.

THEY THINK THREE STORE BASED VIRTUAL RATE AND ALSO THEY'VE MOVED TO THE DIGITAL RECORDS FROM THE ANIMAL HOSPITAL AND MONEY FOR WAS NOTED FOR THEIR .

ALRIGHT, MOVING INTO OUR COMMENTS.

SO COMMENTS ARE NON-COMPLIANT.

I ADDRESSED AND RECEIVED TWO OF THOSE FOR DOCUMENT CONTROL , AND THEN WE RECEIVED AN OPPORTUNITY FOR IMPROVEMENT, UM, FOR NOT HAVING THE HAZARD COMMUNICATION STANDARD COMPLETELY, UM, IMPLEMENTED AT JC , WE WERE MISSING ONE.

A REQUIREMENT, UM, OF THE ISO STANDARD IS THAT WE'RE COMMUNICATING INFORMATION ON THE ENVIRONMENTAL MANAGEMENT SYSTEM BOTH INTERNALLY AND EXTERNALLY.

SO INTERNALLY HAVE A, UM, ENVIRONMENTAL MANAGEMENT SYSTEM AWARENESS BULLETIN THAT WOULD BE, UM, AT LEAST EACH YEAR AND IS PROVIDED TO FACILITIES.

WE CONDUCT ANNUAL ENVIRONMENTAL EMPLOYEE TRAINING, AND THEN WE ALSO CONDUCT ENVIRONMENTAL EMERGENCY DRILLS WITH OLIVERS EXTERNALLY.

WE COMMUNICATE INFORMATION ON THE EMS BY WORKING WITH OUR CONSTRUCTION CHIROPRACTORS.

UM, WE ATTEND THREE CONSTRUCTION MEETINGS TO GO OVER THE OBLIGATIONS AND LET THEM KNOW WE DO HAVE AN ENVIRONMENTAL MANAGEMENT SYSTEM.

AND WE ALSO MEET WITH THEM EVERY SIX MONTHS DURING THE PROJECT TO CHECK IN, GO OVER, UM, SPILL RESPONSE AND, UM, .

SO ENGAGING HOW WE ARE PERFORMING ON, UM, OUR ENVIRONMENTALLY.

UM, WE LOOK AT OUR AUDIT RESULTS, BOTH INTERNAL AND EXTERNAL, BUT WE ALSO LOOK UP FOLLOWING ON THIS SLIDE, WE USE THESE AS PERFORMANCE INDICATORS.

SO SPILLS AND THE ENVIRONMENTAL DIVISION ASSISTED WITH ACE SPILLS.

UM, LAST FISCAL SCHOOL YEAR, WE TRACK AND NOTICE A VIOLATION THAT ARE RECEIVED, UM, BY CONSTRUCTION SITES, SITES, AND WE HAD, UM, NINE VIOLATION THAT WERE ADDRESSED.

WE CONDUCTED TRAINING WITH A HUNDRED PERCENT OF OUR FULL-TIME EMPLOYEES.

AND THEN WE ALSO, UM, PARTICIPATED IN OQ S'S ENVIRONMENTAL ACCOMPLISHMENT DOCUMENT THAT THEY, THEY, UM, PUBLISH EACH YEAR.

WE HIGHLIGHTED OUR WORK FOR ANOTHER COMPONENT OF THE ENVIRONMENTAL MANAGEMENT SYSTEM STANDARD IS THAT WE'RE CONTINUALLY GAIN BETTER TRYING TO, UM, INCREASE OUR SUSTAINABILITY, REDUCE OUR ENVIRONMENTAL FOOTPRINT.

SO WE DO THIS BY TRACKING OBJECTIVES AND TARGETS, AND THAT'S BASICALLY WHAT WE CALL ENVIRONMENTAL OBJECTIVES FOR TRACKING.

WE HAD SIX OBJECTIVES AND TARGETS THAT WE WORKED ON LAST YEAR AND TRACKED, SO I'M JUST GONNA QUICKLY NAME 'EM OFF.

WE HAVE, UM, THE TREE RECYCLING PROGRAM.

WE DID A RECYCLING IMPROVEMENTS PROJECT THAT WE'VE BEEN WORKING ON FOR A FEW YEARS.

[00:35:01]

WE ARE TRACKING, UM, IRRIGATION PROJECT GEAR TRACKING, THE ASSESSMENTS TREES.

WE HAVE TWO PROJECTS WITH FALLS THAT WE ARE WORKING, WHICH IS LEADING MONARCH HABITAT AND TRACKING MANAGE THAT SYSTEM.

IT'S, UM, I CAPACITY OF THE D SO TC REQUIRES THAT , SO THE ACHIEVES THAT AND PRE, UH, MODIFICATIONS.

SO WE HAVE DECREASE AND, UM, ALL WE HAD INCREASED OPPORTUNITIES TO COLLABORATE IN THE DEPARTMENT LAST FISCAL YEAR.

AND WITH, UM, QS.

SO YOU SAW THE VIDEO ON THE REVERSE GROUP AND WE BEEN COLLABORATING WITH, UM, PREPARATION SERVICE ON, UM, 25,633 WEEKS YEAR COLLECTED, LOGGED AND REMOVED FROM OUR PARTS LAST FISCAL YEAR BY 300 YOUTH.

THIS A PRETTY AWESOME ACCOMPLISHMENT.

WE'RE VERY PROUD OF, UM, THIS ACHIEVEMENT.

WE ALSO, UM, COLLABORATED WITH WQS BY PLACING AIR SENSORS IN PARK AND THIS IS PART OF THEIR PROGRAM TO GATHER INFORMATION ON, UM, AIR .

AND THEN WE HAVE AN E WARRIOR PROGRAM THAT IS A GREEN TEAM COMPRISED OF PARK REC EMPLOYEES THAT MONTHLY TO WORK ON ENVIRONMENTAL INITIATIVES.

AND FOR THE SECOND YEAR IN A ROW, WE COLLABORATED TO OFFER SERVICE ACTIVITIES FOR TEAM CAMPERS, CONTINUE TO RESEARCH BATTERY POWERED EQUIPMENT.

WE DEVELOPED AN ELECTRONIC DATABASE TO TRACK , THEN OUR BUILDINGS WORKING ON A , .

UM, THANK YOU MR. PRESIDENT.

UM, ON THE, UH, UNITED, UNITED KINGDOM HEALTH WEBSITE AND ALSO ON THE NATIONAL INSTITUTE OF HEALTH WEBSITE.

THEY HAVE A STATEMENT ABOUT CONCRETE DUST.

IT'S A WELL KNOWN ISSUE IN THE METRO, BUT I JUST WANNA READ.

IT SAYS SUBMIT DUST.

SUBMIT DUST.

OKAY.

READ DUST.

SUBMIT DUST CAUSES LUNG FUNCTION IMPAIRMENT, CHRONIC OBSTRUCTIVE LUNG DISEASE, POSIS AND CARCINOMA OF THE LUNGS, STOMACH AND COLON, ABOUT FIVE.

UH, YOU MENTIONED THAT YOU DID AN AUDIT OR WENT TO MONEY GROUND, AND SO I'D LIKE TO ASK, UH, THAT IS IN DISTRICT SIX, OUR $30 MILLION SOCCER COMP, BUT SOCCER FIELDS.

AND RIGHT NEXT DOOR IS A MASSIVE CONCRETE IN PLAYING JUST A LITTLE TO THE WEST ALONG LUNA ROAD.

WE HAVE MAJOR REGIONAL PARK INFRACTIONS, THE LV, HOUSTON FITNESS CENTER, THE LUNA VISTA GOLF COURSE, AND THE FOR GUN RANGE.

AND ALL OF THOSE PROPERTIES SIT RIGHT ACROSS THE STREET FROM THE LARGEST CONCENTRATION CONCRETE PLANTS, I THINK IN THE ENTIRE, ALL OF NORTH TEXAS.

AND SO, UM, I KNOW THAT WE HAVE MONITORS, AIR MONITORS IN SOME

[00:40:01]

PARK PROPERTIES, BUT I'M JUST WONDERING IF YOU'RE, YOU ALL HAVE KNOWN THAT THE DANGERS TO OUR PARK PATRONS EITHER OF THE SOCCER FIELDS OR THOSE THREE REGIONAL PROPERTIES FROM THE VAST CONCENTRATION OF CONCRETE PLANTS.

AND IF YOU HAVE, DO YOU HAVE ANY RECOMMENDATIONS FOR OUR, OUR THOUGHTS ON THE DANGERS THAT WE ARE PRESENTING AS WE SORT OF BLUR OUR PATRONS TO THESE PLACES IN THIS, UH, WITH A MASSIVE CONCENTRATION OF THIS DUST? SO THE MONITORING PROGRAM THAT I MENTIONED US IS DOING, THEY PLACED A MONITOR AT MONEYGRAM.

SO WE, THEY ARE COLLECTING THAT DATA.

IT IS AVAILABLE, THEY HAVE IT ON A WEBSITE.

UM, IT WAS JUST PLACED ABOUT A MONTH OR TWO AGO.

SO JUST SELECTING, I CAN PROVIDE THE WEBSITE, UM, SO YOU CAN ACTUALLY SEE THE DATA THAT IS, UM, SO THAT IS GOING TO PROVIDE US THAT DATA AT THAT SITE BE USED TO ANSWER YOUR QUESTION.

SO IN, UM, THAT I NOTED IN, UM, THE MATERIALS WE GOT FOR THE DIRECTOR'S PERFORMANCE REVIEW THAT WERE LISTING THE ACCOMPLISHMENTS OF WORKING, WORKING WITH OFFICE OF ENVIRONMENTAL QUALITY.

AND IT MENTIONED THAT WE WERE LOOKING AT, I THINK INSTALLING NINE MORE MONITORS, SEVEN OR NINE.

AND I'D JUST LIKE TO SUGGEST THAT WE CAN CONSIDER PLACING ANOTHER MONITOR ON LUNAR ROAD, MAYBE SMACK IN THE MIDDLE BECAUSE THAT MONEYGRAM IS AN ISSUE.

BUT LUNAR ROAD, YOU'VE GOT ALL THE PLANTS AND YOU HAVE THIS TOTALLY BROKEN STREET THAT ALL THE TRUCKS GO DOWN.

SO THE THE DUST IS EMITTED, THE TRUCKS ARE CONTINUALLY THERE AND YOU KNOW, A HUNDRED YARDS AWAY ARE, ARE PARKED PROPERTIES.

SO I WOULD ENCOURAGE YOU AS, AND ASK YOU IF YOU THINK THAT'S DOABLE TO MONITOR RIGHT WHERE THAT IS REALLY THE MOST CONCENTRATED WE NOW HAVE, WHEN THE PRESENTATION WAS COVERING LAST FISCAL YEAR, SO WE HAD TWO PARKS, UM, WHERE WE HAD THE HARRISON PARK.

WE NOW HAVE 19 PARKS SPREAD OUT.

UM, THE REASON THAT WE'RE AGREED TO COLLABORATE WITH IS BECAUSE THEY CAN ASK US, I CAN GET PERMISSION FROM, YOU KNOW, OUR LEADERSHIP TO PLACE IT IN, UM, WHEN IT'S NOT, UM, CITY PROPERTY AS HARDER TO PUT, UM, TO GET THE PERMISSIONS TO PUT THE AIR SENSOR ON IT.

SO I WOULD HAVE TO, UM, BRING THIS QUESTION TO THE OFFICE, ENVIRONMENTAL CLOUD AND SUSTAINABILITY ABOUT PLACING IT, UM, CLOSER TO THE RISK.

POSSIBLY WE MIGHT HAVE, YOU KNOW, A LIGHT POLE ON OUR PARK PROPERTY.

UM, BUT THAT'S SOMETHING THAT I WELL, THANK YOU FOR THAT.

I KNOW WE HAVE ONE CROWN PARK NEAR NORTHWEST DALLAS, UM, WHICH IS GOOD.

AND DIRECTOR JENKINS IS INDICATING THAT YOU'RE ALSO WONDERFUL.

THANK YOU.

THANK YOU SIRY.

MR. SLAUGHTER.

YES, I HEAR, THANK YOU.

UH, MR. DICKY, UH, ON, UH, LONG, UH, THANK YOU FOR WHAT YOU, I MEAN, YOU KNOW, ALL, ALL THAT STUFF IS, THAT'S ONE THING WHAT I'M REALLY AMAZED ABOUT YOU TALKING ABOUT ENVIRONMENTAL, GETTING THE COMMUNITY INVOLVED, ESPECIALLY WHEN I SAW THOSE KIDS, YOU KNOW, THAT LOOK LIKE ME, UH, ALREADY, I, IT DOESN'T MATTER ALL KIDS.

AND IT ALSO YOU, I I, I WAS GONNA GET A CHRISTMAS FOR, UH, FROM COUNCILMAN ATKIN.

I THOUGHT THERE WAS GONNA BE SOME GOLF CLUBS, BUT IT WAS ONE OF THOSE TRASH PICKS THAT I THINK YOU GAVE FAVORITE.

BUT, UH, I'M REALLY EXCITED.

YOU KNOW, I TOOK UP TRASH ALL THE TIME.

UM, LITTLE SPARK AROUND THE CORNER FROM MY HOUSE, WHAT YOU'VE INITIATED, I SEE KIDS THROW DOWN, PEOPLE WILL WALK BY 10,000 TRASH CANS AND THROW SOMETHING ON THE GROUND.

SO ALSO THIS LEADERSHIP, BECAUSE OF WHAT YOU DO, I WANT TELL TO THANK YOU AND WHY I'M ALWAYS MAKING IT SPEAK YOU MESS WITH STAFF WHAT YOU ASKED, JUST HEAR LETTING THE CHECK LOOKING DO MAKING.

THANK YOU.

YEAH.

I THINK, UM, CONNECTING WITH OUR CARDS,

[00:45:08]

THAT CRASH, LETS ASK.

THIS IS ALL THAT WE DON'T REALLY HAVE.

SO GRADUATION, YOU NEED TO HELP YOU DO THAT JOB.

UM, JUST A COUPLE OF QUICK QUESTIONS.

ONCE WE HAVE ON THAT AIR QUALITY AS WAITING FOR OUR RECOMMENDATION FROM OEQ, YOU SKIP LIKE HOW ARE WE INVOLVED IN TO ADDRESS STUFF FOR ABOUT LIKE TO TESTER AND THEN THAT THERE IS ADDED, THEY HAVE ANOTHER ONE, THEN THEY CAN COME BACK TO .

WE ALREADY KNOW NOW AND WE DON'T, YOU KNOW, WE DON'T SUPPORT THAT.

SO IT'S REALLY, I THINK A MATTER OF WE NEED TO GET THE INFORMATION , THINGS LIKE THAT.

OKAY.

BEGS A QUESTION.

WE'RE PARTICIPATING IN IT, BUT HOW DO WE CONTINUE TO ADVOCATE FOR THE RIGHT DECISION? THAT'S, IT'S GREAT THAT WE'RE DOING IT, BUT IF THERE'S NO MOTION BEHIND IT TO CHANGE THINGS, THEN WE'RE JUST COLLECTING DATA.

WELL, WELL, BECAUSE THAT OFFICE, THE OFFICE OF OE OFFICE, ENVIRONMENTAL QUALITY, THEY THE WANT TO TAKE THE LEAD ON THAT AND THEN THEY MAKE THE RECOMMENDATIONS BACK TO THE, OKAY.

UM, AND THEN THE NEXT QUESTION I HAD WAS THAT EN ROLL LENGTH TO COME, I KNOW IT WHITE ROCK, LIKE YOU STRUGGLED PICK UP THEIR MM-HMM.

DWU BECAUSE IT'S PART OF THE WATER FLOW SYSTEM.

HOW DID WE BECOME RESPONSIBLE FOR PARTNERSHIP WITH ? SO THERE ARE , SOME OF THEM, 11 OF .

AND IF WE COULD ANY FIRE QUALITY FUNCTIONALITY, UM, MY DEPARTMENT DOESN'T DO .

UM, E DOES HAVE A GROUP, BUT DOES, UM, WATER DIFFERENT? THEN THERE IS AN OPPORTUNITY.

THANK YOU SO MUCH.

IT'S GREAT WORK.

THANK YOU MR. GOLDSTEIN.

THANK YOU.

UM, I JUST WANNA ASK ABOUT OUR LONG TERM PLANS FOR EXPANDING RECYCLING AND PARKS.

UM, SO CURRENTLY WE ARE ADDING RECYCLING SPRAY GROUNDS.

THAT IS, UM, PROJECT THAT WE'RE DOING THIS TO SCHOOL YEAR.

AND, UM, MOST LOCATIONS HAVE ALREADY PLACED THE RECYCLING OUT, RECYCLE THEM OUT, AND THEN WE WILL BE DOING SOME TRACKING ON, UH, WE CALL THEM WASTE AUDITS TO SEE, YOU KNOW, OUR PUTTING RECYCLING PLACE BUT ARE CONTAMINATION RATE.

UM, WE HAVE 17 LOCATIONS AND WITH SPRAYER NOW DISTRIBUTED IN THE DISTRICTS.

SO THAT IS OUR NEXT STEP.

UM, SORRY IF , BUT WHY DID WE CHOOSE SPRAY GROUND OVER LIKE OTHER AREAS THAT ARE MORE ? UM, WE DID CHOOSE SPRAY GROUNDS BECAUSE, UM, THEY ARE IN THE IFFERENT DISTRICT.

UM, THEY'RE HIGHLY UTILIZED.

SO WHEN PEOPLE ARE THERE HAVING DRINKS, SOME PLASTIC CONTAINERS, WE FEEL DEAL AND THEY ARE IN PLACES IN WORKS WHERE, UM, PEOPLE CAN STILL UTILIZE THEM EVEN WHEN IT'S NOT SUMMER.

UM, WE FACE THE, YOU KNOW, THE CHALLENGE IS THAT WE CAN'T JUST PUT RECYCLING CONTAINERS, IN

[00:50:01]

TERMS OF WE HAVE TO HAVE PEOPLE TO PICK THEM UP AND UM, OUR CURRENT LITTER CONTRACT DOES NOT INCLUDE RECYCLING.

MM-HMM.

SO WHEN WE HAVE OUR CONTRACTOR GOING OUT AND PICKING UP THE TRASH, IT DOES NOT INCLUDE, UM, , I'LL JUST TOUCH ON THAT.

MANY YEARS AGO WHEN I WAS OLD MAINTENANCE, WE HAD TO RECYCLE IT ALL.

OUR ATHLETIC COMPLEXES PROBLEM IS THERE WAS NO CONTRACT TO HAVE FOLKS COME AND PICK UP THE RECYCLING.

AND SO WE HAD TO MANAGE THE PROGRAM IN-HOUSE AND THEN WOULD JUST COUNTER HOPING AT SOME POINT THAT WE CAN COLLABORATE IN FUTURE HERE, SANITATION CITY, GET THE CONTRACT THAT WOULD HAVE THOSE FOLKS COME AROUND, COLLECT THOSE, THESE CONTAINERS THAT COULD BE A DESIGNATED LOCATIONS WHERE MAYBE WE MAY PICK IT UP AND WE MAY TAKE IT TO 12 LOCATIONS IN OUR PARK SYSTEM.

WE NEED SOME TYPE OF COORDINATION THAT WOULD BE AN ISSUE THAT NEXT CITY THEY NOT MAKE MORE SENSE THAN BRING OUT THE CLOSE.

YEAH, IT'S KIND OF LIKE DON'T , UH, UH, IT'S KIND OF LIKE WHAT WAS MENTIONED EARLIER ABOUT, YOU KNOW, WE NEED TO COLLECT THE DATA, SEE WHAT THE CONTAMINATION RATE IS.

BUT I KNOW EVEN WHEN WE DID AT THE ATHLETIC COMPLEX, YOU JUST HAD SO MUCH CONTAMINATION IT DEFEATED THE WHOLE PURPOSE OF THE PROGRAM.

SO UNTIL WE HAVE A MORE COORDINATED EFFORT BETWEEN THE PARK DEPARTMENT AND THE CITY, AND WE WILL WORK ON THAT IN THIS, WE WILL PUT THAT A FOCUS THIS YEAR FOR US TO FOCUS SANITATION IN THE CITY TO SEE HOW WE CAN KIND OF COORDINATE A BETTER PROGRAM SO WE CAN MEET THEIR GOALS AND MEET OUR GOALS.

AND I'M SORRY, I SHOULD HAVE SAID, WE CURRENTLY HAVE RECYCLING, UM, LIKE YOU SAID AT THE ATHLETIC FIELDS, UM, AT , AND THEN WE'RE ADDING .

THERE ARE SOME PARKS THAT HAVE RECYCLING THAT IS PLACED THERE, LIKE LAKEWOOD PARK DOES, UM, SPRINGS.

UM, SO THERE ARE SOME, SO IF YOU WANT INFORMATION ON THAT, WE HAVE.

OKAY.

AND THIS CONVERSATION.

THANK YOU.

THIS CONVERSATION REMINDED ME THAT DISTRICT 10 HAS BEEN ASKING ABOUT THIS GOING BACK TO LAST YEAR, AND THERE'S BEEN MINIMAL RESPONSE FROM STAFF, UM, SINCE JANUARY.

SO I'LL, I'LL START THAT CHAIN UP AGAIN.

BUT RENEE WAS, WAS ON THERE AND SO, UM, COUNCIL'S STAFF WAS INTERESTED IN, YOU KNOW, PILOTING SOMETHING IN DISTRICT 10, BUT AGAIN, IT WAS REALLY SLOW AND LACKING RESPONSE FROM STAFF.

SO I'D LIKE TO PICK THAT UP AGAIN.

THANKS.

THANK YOU MR. BLAND.

THANK YOU MR. PRESIDENT, THANK Y'ALL FOR THIS REPORT.

VERY IMPORTANT.

I'M GLAD TO KNOW THE FACILITY THAT ACTUALLY BEING TESTED BY THESE REGULATIONS OF, MY FIRST QUESTION IS SPECIFIC AROUND ALCOHOL.

I SAW THERE WAS A LINE ITEM IN THERE AND JUST WANTED TO KNOW MORE ABOUT WHAT ARE THOSE ACTUAL ITEMS THAT WE, I GUESS MAINTAIN LEAD.

THEN MY SECOND QUESTION IS MORE BROAD.

IT DEALS WITH, I GUESS HOW WORK WITH OTHER DEPARTMENTS, SPECIFICALLY INNOVATION AND UH, I GUESS THE DEPARTMENT THAT HANDLES ENVIRONMENTAL QUALITY.

UM, AND JUST, YOU KNOW, EVERY, I GUESS EVERY DAY THERE'S A NEW HEADLINE ABOUT AI, ARTIFICIAL INTELLIGENCE AND SOME KIND OF TECHNOLOGICAL BREAKTHROUGH.

AND I'M WONDERING THIS AND THIS MADE ITS WAY TO PARK AND RECREATION AND DO WE HAVE ANY, UH, ITEMS OR TOOLS THAT WE'RE ALREADY USING THAT INCORPORATED TECHNOLOGY TO HELP US MAKE, UH, I GUESS A CLEANER AND BETTER ENVIRONMENT? SO, UM, AT LOOK AT A NUMBER OF THINGS AT HAZARD HAVE OUR CHEMICALS COMMUNICATING, UM, HAZARDS WITH WASTE BRIDGE, WASTE DISPOSAL, ALL COURSES HAVE FUEL TANK.

SO WE HAVE TO MEET ALL THE , UM, FIELD TANKS AS PART OF THE EMS. WE WANNA MAKE SURE ALL THE TRAIN, ALL THE EMPLOYEES ARE TRAINING THAT THEY KNOW WHAT THE ENVIRONMENTAL RISKS ARE.

THEY KNOW SPILL, THEY KNOW, UM, WHAT SKILLS HAVE TO BE .

UM, AS FAR AS ALL THE ENVIRONMENTAL IN ISSUES INITIATIVES THAT THE GOLF COURSES WE DO, WE'VE BEEN DOING WILD.

NOT ONLY DO WE PARTICIPATE IN CYCLING AT THE GOLF COURSES

[00:55:01]

AND PRO SHOPS AND SO FORTH, BUT WE ALSO, WE, WE EVALUATE OUR WATER CONSUMPTION OVERALL.

WE'RE TRACKING THAT.

WE'RE REDUCING IT EVERY YEAR BY INSTALLING SMART IRRIGATION SYSTEMS. ALL OF OUR IRRIGATION SYSTEMS, EXCEPT FOR ONE, AND IT'S A TENTING BLEND, IS UNDER AN AUTOMATED CONTROL SYSTEM.

SO ALL OF THOSE SYSTEMS REDUCE THE WATER CONSUMPTION, PUTTING OUT THE RIGHT TYPE OF HEADS TO, TO REDUCE THE FLOW AND THE NUMBER OF GALLONS BEYOND THAT.

ONE OF THE BIGGEST THINGS THAT WE'VE DONE IN THE LAST FEW YEARS IS WE'VE IMPLEMENTED GGPS ENABLED SPRAY RIGS, AND THOSE SPRAY RIGS ACTUALLY REDUCE THE NUMBER, THE AMOUNT OF WATER THAT WE'RE USING AND THE AMOUNT OF CHEMICALS.

SO WE'RE NOT SPRAYING IN AREAS THAT'S NOT NECESSARY.

SO WE FOUND ABOUT A 15% REDUCTION IN OUR CHEMICAL COSTS, SO FALL.

AND SO THOSE ARE SOME OF THE THINGS, AND THERE'S ABOUT FOUR OR FIVE OTHERS THAT WE'RE DOING.

AND, YOU KNOW, WE MONITOR OUR, UH, WATER, THE SOIL MOISTURE SO WE'RE NOT ACTUALLY WATERING WHEN IT'S NOT NECESSARY WATER.

SO THOSE ARE SOME OF THE ENVIRONMENTAL THINGS THAT WE DO ON THE GOLF COURSES EVERY DAY.

BUT ALSO AS FAR AS FUTURE INITIATIVES, AUTOMATED MOWING SYSTEMS, YOU KNOW, THOSE ARE BECOMING VERY POPULAR RIGHT NOW.

AND, UM, AND WE'RE LOOKING AT WAYS TO DO THAT.

IF WHEN WE GET TO THE TENNESSEE GLEN IMPROVEMENT, WE'RE CONSIDERING PUTTING OUT AUTOMATED, UH, MOWERS ON THE GOLF COURSES TO REDUCE THAT, THIS THE TIME, THE, THE, THE AMOUNT OF FUEL THAT'S CONSUMED, THE THINGS OF THAT NATURE.

SO THOSE ARE OUR INITIATIVE.

SO, AND THEN I GUESS THIS IS WHAT I'M ASKING, WHEN Y'ALL ARE LOOKING FOR THESE TOOLS, IS THERE LIKE A, A OF I GUESS THE CONFERENCES THAT THE PARK DEPARTMENT GOES TO? OR IS THAT WHAT HAPPENS IN OUR PA I'VE NEVER MENTIONED.

YEAH.

SO IN OUR STATE, THAT'S A GREAT PLACE TO GO, UM, TO SEE NEW TECHNOLOGY.

UM, WE ALSO GO TO SOUTHWEST PARK MARKET TRAINING.

UM, ONE OF THE THINGS THAT , UM, A BATTERY POWERED ZERO TURN MOWER, UM, THAT WAS PURCHASED, UM, TWO WEEKS AGO AND WE RECEIVED IT.

SO THAT COURSE THE NO EMISSIONS MOWER AND UM, WE HAVE BEEN LOOKING AT THOSE MOWERS FOR A WHILE, BUT TECHNOLOGY HAS NOW FINALLY GOTTEN TO THE POINT WHERE, UM, BUT IT IS, YOU KNOW, WHERE IT NEEDS TO BE AT THE DEPARTMENT, IT CAN BE RUN.

IT HAS EIGHT HOURS OF CHARGE WITH ENGAGED MOWING AND SO OUT USE FOR THE DAY AND READY TO GO THE NEXT DAY.

UM, THAT, THAT'S .

SO, SO WE HOPE TO SEE MORE.

THANK Y'ALL.

THANK YOU.

THANK YOU MR. GOODMAN.

THANK YOU MR. PRESIDENT.

UH, THANK YOU ALL FOR THIS PRESENTATION.

I'VE GOT A FEW QUESTIONS.

UH, THE AUDIT PROCESS.

SO WE, THERE'S SOME DISCUSSION ABOUT THE INTERNAL AUDIT RESULTS, BUT CAN Y'ALL WALK THROUGH WHAT THE PROCESS, WHO'S INVOLVED, WHO'S DOING THE AUDIT? UM, HOW Y'ALL ARE SELECTING THE LOCATIONS? YES.

SO FOR THE OFFICE OF ENVIRONMENTAL QUALITY AUDITS, THOSE ARE BASED ON SCHEDULES.

SO DEPENDING ON THAT THE FACILITY HAS, THEY'RE AUDITED.

YOU KNOW, A REC CENTER WOULD SAY BE A GREAT FOUR TO FIVE YEARS.

UM, AND I CAN GIVE YOU THIS INFORMATION EXACTLY PROCEDURE.

UM, GOLF COURSES, SERVICE CENTERS ARE EVERY TWO TO THREE YEARS, UM, ATHLETIC CENTERS, BUT ALSO ALL ABOUT .

SO DEPENDING ON THE TYPE OF FACILITY, WHAT ENVIRONMENTAL RISKS THAT THEY HAVE OR REGULATIONS THAT THEY HAVE TO COMPLY WITH DETERMINES THE AUDIT.

SO OEQS UM, ISSUES US WITH FACILITIES THAT WILL BE AUDITED EACH FISCAL YEAR AND THEN WHEN THE AUDITS ARE CONDUCTED.

SO, UM, MY TEAM ENVIRONMENTAL DIVISION, WE ACTUALLY VISIT EVERY FACILITY PARTNER WORK FACILITY AND OUR PARTNERS, UM, ANNUALLY.

AND WE DO AN ENVIRONMENTAL ASSESSMENT.

UM, WHEN WE KNOW THAT THEY ARE COMING UP FOR AN AUDIT, MY TEAM COMES IN, WE DO OUR ASSESSMENT, AND THEN WE'RE MAKING SURE THAT THEY'RE PREPARED.

WE PREP THEM FOR THE AUDIT WITH THE US UM, FOR EXTERNAL AUDITS, WHICH HAPPEN THREE TO FIVE YEARS.

AND THOSE ARE FOR OUR O CERTIFICATION, UM, THAT IS A LITTLE BIT MORE FLEXIBLE IN THE FACILITIES THAT ARE AUDITED.

USUALLY WE HAVE SOME CHOICE IN WHICH ONES THEY GO TO.

UM, SOMETIMES AN AUDITOR WILL SAY, I WANNA GO TO A GOLF COURSE SERVICE CENTER AND, UM, SPECIFY.

UM, BUT IN GENERAL, THAT ONE WE'VE BEEN TRYING TO HIGHLIGHT LIKE OUR STARS.

UM, BUT REALLY THE, UM, STAFF AT EACH FACILITY IS RESPONSIBLE FOR THE IMPLEMENTATION OF THE ES AND

[01:00:02]

TO SAY THAT, UM, OUR AUDIT RESULTS FOR LAST FISCAL YEAR REALLY SHOW A COMMITMENT FROM THE WHOLE DEPARTMENT, ALL THE EMPLOYEES, UM, AT THE FACILITY LEVEL WE WORK REALLY MAKE SURE THAT WE'RE .

SO, UM, IT IS, YOU KNOW, A TEAM EFFORT THAT WE'RE ALL WORKING TOGETHER AND IT, YOU KNOW, STARTS FROM THE EMPLOYEE THAT HAS TO CLEAN UP THE SPILL AND THEN UP TO THE MANAGEMENT LEVEL, UP TO THE SUPPORT OF THE EXECUTIVE TEAM DIRECTOR.

ARE THERE ANY TYPES OF FACILITIES THAT WE AREN'T AUDITING THAT WE SHOULD BE? THAT, THAT YOU'RE, YOU KNOW, YOU, YOU SAID, I MEAN I'M LOOKING AT THIS LIST, IT LOOKS TO BE PRIMARILY, UM, INFRASTRUCTURE.

ARE THERE ANY, IS THERE ANYTHING THAT WE AREN'T DOING THAT WE SHOULD BE LOOKING AT? AND IT MAY BE A FULLY EXHAUSTIVE LIST, I JUST WANNA MAKE SURE THAT WE'RE NOT MISSING ANYTHING.

THAT'S A GOOD QUESTION.

UM, I CANNOT THINK OF ANYTHING THAT WE'RE MISSING.

UM, PROGRAM WHICH WE JUST LIGHTLY TOUCHED ON, UM, WE DO WORK WITH OUR PARTNERS.

UM, OUR PARTNERS ARE BEST FOR ENVIRONMENTAL COMPLIANCE, SIMILARLY TO OUR FACILITIES.

WE EVEN MEET WITH OUR SERVICE PROVIDERS.

SO LIKE BECOMES JUST MEET THEM ON ENVIRONMENTAL .

SO OFF THE TOP OF MY HEAD, I CAN'T.

OKAY, GOOD.

GOOD.

AND THEN WHO IS ACTUALLY DOING, LIKE, WHO ARE THE INDIVIDUALS DOING THE AUDITS SPECIFICALLY THAT'S CITY STAFF THAT SOME OF IT'S CONTRACT OUT? UM, SO FOR THE INTERNAL AUDITS, US HAS TWO FOR THE EXTERNAL AUDIT.

THAT IS A CONTRACTOR CONTRACT THAT COMES IN.

AND THAT'S THIRD PARTY BECAUSE THAT'S FOR OUR ISO SURVEY.

AND THEN, UM, FOR OUR FACILITIES, OUR STAFF ARE BEING AUDITED.

AND IS, AND THIS MAY BE A QUESTION FOR DIRECTOR JENKINS, BUT IS THIS COMING OUT OF OUR BUDGET OR OEQ S'S BUDGET OR OUR BUDGET? I MEAN I CAN TELL YOU JUST WE STARTED WHAT THEY USUALLY UP UNDER THE WALKER.

I MEAN WE GOT SUED THE CITY 20 YEARS AGO.

JOHN, YOU'RE FAMILIAR.

'CAUSE JOHN USED TO BE OVER THIS PROGRAM AS WELL.

UP.

YES SIR.

IT WAS ABOUT 25 YEARS AGO.

THE CITY WAS IN A LAWSUIT AND SO WE HAD TO START TO, WHICH WAS A GOOD THING.

IT MADE EVERY DEPARTMENT STARTED COMPLYING, UH, TO MEET THAT LAWSUIT.

AND WE MADE IT A PRACTICE.

WE'VE MADE IT PART OF OUR CULTURE AND JUST PART OF OUR JOBS.

OKAY.

THAT WE ARE, WE, WE WERE GOING TO MAKE SURE WE CONTINUE THIS PROGRAM AND IT'S JUST WHEN WE DO BUSINESS AND IT'S A GOOD PRACTICE AND SO WE WANT TO MAKE SURE WE HAD INTERNAL STAFF TO MAKE SURE WE CONTINUE THOSE PRACTICES SO WHEN WE ARE AUDITED, WE WILL, WE WILL BE IN COMPLIANCE.

SO THE PROACTIVE.

OKAY.

ALRIGHT, THANK YOU.

UM, COUPLE MORE QUICK QUESTIONS.

UH, IS THIS, DO YOU ALL DEAL WITH LIKE EROSION AS WELL OR IS THIS MORE, IS THIS MORE DEALING WITH OUR FACILITIES ONLY? SO IF IT WAS EROSION HAPPENING, THE CONSTRUCTION SITE FOR CONSTRUCTION, THAT WOULD FALL UNDER THE STORM WATER PERMIT.

OKAY.

SO WE DEAL WITH EROSION IN THAT SENSE.

BUT SAY IF IT'S AN EROSION ISSUE PARK AND THAT KIND OF FALLS OUTSIDE OF MY GROUP'S PERVIEW.

YEAH.

I'LL GIVE YOU SOME.

YES.

THE OTHER DAY I WAS TALKING TO CONSTITUENT WHO TOLD ME THAT THERE WAS CONCERNS ABOUT EROSION IN BROOKFIELDS PARK ALONG THE TRAIL THERE'S CONCERN THAT SOMEBODY COULD JUST FALL INTO THE CREEK.

AND SO I DON'T, I WANNA MAKE SURE THAT THAT WHATEVER DEPARTMENT'S SUPPOSED TO BE ADDRESSING STUFF LIKE THAT, UM, WHEN WE'RE DOING THESE AUDITS AND THINGS LIKE THAT ARE, BUT IT MAY, IT SOUNDS LIKE THAT THAT SORT OF THING MIGHT BE ADDRESSED SEPARATELY OUTSIDE OF THESE ENVIRONMENTAL CONCERNS.

I DIDN'T GET TO HEAR.

SORRY.

THAT'S OKAY.

I WAS JUST TALKING ABOUT, YOU KNOW, YOU BROUGHT UP WITH OUR BOND EROSION IS A BIG PROBLEM.

ALONG ON TRAILS BROUGHT UP EXAMPLE OF BURFIELD PARK, THERE'S UH, EROSION IDENTIFIED WHERE SOMEBODY WALKING ALONG THE TRAIL COULD, THEY WERE PAYING ATTENTION THEY COULD POTENTIALLY FALL.

SO I'M JUST TRYING TO UNDERSTAND IF THIS GROUP IS ADDRESSING EROSION OR IF THAT'S DONE SEPARATELY.

OKAY.

ALRIGHT.

UH, I THINK THAT'S ALL I HAVE.

THANK YOU.

THANK YOU MR. .

[01:05:01]

THANK YOU PRESIDENT AGARAL.

AND, UH, THANK YOU ALL FOR THANK YOU FOR THAT WONDERFUL PRESENTATION.

I REALLY ENJOYED THE VIDEO ABOUT THE KIDS AND RECYCLING AND THOUGHT IT WAS A VERY POWERFUL MESSAGING MESSAGE, YOU KNOW, UH, START, UH, ANYTHING THAT HAS TO DO WITH OUR FUTURE GENERATIONS.

I LOVE IT.

UM, BUT I JUST WANTED TO GO BACK TO THE QUESTION THAT MS. HUSBANDY HAD AND, UH, MR. UH, DICKEY HAD, UH, REGARDING THE SENSORS, UM, I MIGHT'VE MISSED IT, BUT FOR WHAT'S THE TIME SPAN OR TIME PERIOD, UM, OF THE, THAT THE AIR QUALITY IS EVALUATED? IS IT MONTHS? IS IT WEEKS? UM, SO ARE YOU ASKING ME, UM, HOW LONG IT WILL BE THERE OR HOW COLLECTING THE DATA? UH, BOTH LIKE, SO THE AIR SENSOR IS COLLECTING IT REAL TIME.

OKAY.

UM, AND THEN THE PLANS FOR HOW LONG THEY'RE KEEPING THEM THERE.

I ASK FOR THAT.

UM, I DON'T HAVE THE ANSWER.

I, I GUESS MY QUESTION IS LIKE, HOW LONG IS IT MEASURED BEFORE, UM, A RECOMMENDATION IS MADE? IS IT USUALLY MONTHS? IS IT A YEAR? IS IT WEEKS? UM, UH, UM, I DON'T KNOW ANYTHING ABOUT THE PROCESS.

, THIS IS A NEW PROGRAM THAT, UM, STARTED LAST FISCAL YEAR.

UM, SO THEY ARE STILL IN THE PROCESS OF GATHERING THAT INFORMATION AND THEY OH, OKAY.

OKAY.

YEAH.

'CAUSE I WAS JUST WONDERING LIKE HOW LONG ARE THEY GOING TO COLLECT THAT DATA BEFORE AN ACTUAL RECOMMENDATION IS MADE? AND ONCE THAT DATA IS COLLECTED AND THE RECOMME RECOMMENDATION IS MADE, WILL WE BE UPDATED AS FAR AS WHAT NEXT STEPS WILL BE TAKEN? SO SINCE IT IS A NEW PROGRAM, I CAN SAY AS WE CAN CONNECT BACK WITH, UM, THE DEPARTMENT, THE CITY DEPARTMENT, SEE WHAT THE PLANS ARE FOR THAT DATA, THAT INFORMATION, AND WHAT THEIR IMPLEMENTATION SCHEDULE MIGHT BE, AND THEN WE CAN COME BACK TO YOU WITH THAT INFORMATION.

THANK YOU.

THAT'S A BETTER WORD.

IMPLEMENTATION SCHEDULE.

I DIDN'T HAVE THE THE LANGUAGE FOR THAT.

THANK YOU MR. UH, NO MORE QUESTIONS OR COMMENTS.

THANK YOU AGAIN.

MODULE PASSIONATE ABOUT THANKS VERY PERHAPS ENVIRONMENTALLY SENSITIVE.

THANK YOU AGAIN.

THANK YOU WITH THAT, UH, MS. BARRY, ANY BUDGET OR THINK I DO NOT HAVE BUDGET.

OKAY.

AND I'M SURE THERE'S NO MORE TO THE UPTAKE, RIGHT? NO.

, NO.

SO THAT, UH, I THINK WE'RE GOING TO GO THROUGH THE FIRST SESSION TODAY.

IT IS 1113 ON MARCH 7TH, 2024.

DOWN.

WE GO INTO PRO SESSION UNDER SECTION 5 0 7 4 FOR THE YEAH, I REALLY DO SAY HE IS COMING TO YOUR HOUSE.

THE PARK AND RECREATION BOARD HAS COMPLETED ITS CLOSED SESSION UNDER SECTION 5 5 1 0.074 OF THE TEXAS OPEN MEETINGS ACT.

AND THEN THE TIME, UH, 3:13 PM ON MARCH 7TH, 2024.

WE HAVE RETURNED TO OPEN SESSION.

OKAY.

WELCOME AGAIN EVERYONE, UH, WE HAVE GREAT CELEBRATION, UH, JOHN AND EVERYONE REALLY APPRECIATE WHAT YOU HAVE WRITTEN BROUGHT TO THIS PARK DEPARTMENT.

I THINK YOU HAVE PUT PARK DEPARTMENT ON A PEAL, WHICH ANY DEPARTMENT IN THE CITY WOULD BE NBS OFF.

UM, IN TERMS OF, YOU KNOW, THE, YOU KNOW, WHERE IT IS PERCEIVED AND EVERY EMPLOYEE IN THE CITY WANTS TO WORK FOR PARK.

THAT SHOWS THAT THE LEADERSHIP AND UH, YOU KNOW, GIVEN WHERE WE ARE, I THINK, UH, THIS BODY IS HONORED TO, UH, GIVE A 4% RAISE ON YOUR SERVICES AND WE, WE REALLY ARE RECOGNIZING AMAZING THINGS WHICH ARE AHEAD OF US.

AND I THINK THE DISCUSSIONS WE HAD AND HOW, HOW DO WE TAKE THIS TO THE NEXT LEVEL WHERE WE ABSOLUTELY ARE READY.

AGAIN, YOU KNOW, WE TRULY ARE AT A RENAISSANCE IN THE CITY AND

[01:10:01]

PARKS, DALLAS PARKS ARE .

THAT'S WHERE WE FEEL, UH, IF ANYONE WANTS TO MAKE QUICK COMMENTS TO THANK JOHN AND ALL I LET THEM DO, BUT QUICK, BRIEF PLEASE.

SO JUST REAL QUICK, THANK YOU.

THANKS SO MUCH.

APPRECIATE EVERYTHING YOU DO WAS A HARD FIGHT.

THANK YOU AND APPRECIATE IT.

THANK YEAH, THANK YOU.

ACTUALLY WITH THAT, UH, I THINK OUR NEXT POINT VOTE ON, OH WE HAVE TO, YES, IT IS THE, THE DIRECTORS OF PERFORM SECOND AUTHORIZE I MAKE MOTION JOINT.

SO THE MOTION IS FOR 4% RAISE FOR THE PER FISCAL YEAR.

SECOND.

AYE.

SORRY.

ANY DISCUSSION? YES.

YES.

I'M THE, I OBVIOUSLY DON'T AGREE WITH OUR RECOMMENDATION AND I'LL HOLD IT AT THAT SINCE EVERYTHING WE DISCUSSED WAS ENCLOSED STATION, BUT I JUST WANTED TO BE KNOWN FOR PUBLIC RECORD.

ANYBODY THAT'S WATCHING, I DIDN'T AGREE WITH THE WAY THE PROCESS WENT DOWN OR THE DECISION WE CAME TO.

THAT'S MY 10 CENTS.

THANK.

THANK YOU.

AND DANIEL, DANIELLE? YEAH, I, I AGREE WITH MR. BLAIR THAT IT WAS NOT A UNANIMOUS DECISION.

UM, BUT AGAIN, IT WAS IN CLOSED SESSION.

I DO NOT AGREE RATING OR THE, UH, PERCENTAGE.

I, WELL, YEAH, I, I DID NOT AGREE WITH IT, BUT IT IT WAS GOOD PROCESS.

IT WAS A GOOD PROCESS.

GLAD SAY THAT.

IT WAS A GOOD PROCESS.

THANK YOU MARIA.

UH, AGREED.

IT WAS A, IT WAS A EXCELLENT PROCESS.

A LOT OF REALLY GOOD TO SAY, A LOT OF GREAT DISCUSSION, BUT I ALSO DO NOT AGREE THAT THEY ABOUT, SO, UH, WITH THAT, UH, DID WE HAVE THE VOTE OR YOU WANT WE NEED TO, WE NEED TO.

SO, UH, SO ALL IN FAVOR OF MOTION, SCOTT SAY AYE.

AND IT LOOKS AS GOOD AS SOMETHING LIKE THAT CAN LOOK.

SO JUST SHOUT OUT TO FACILITY SERVICES.

THANK YOU.
