I NOW CALL THE APRIL 4TH, 2024

[Dallas Park and Recreation Board on April 4, 2024.]

PARK AND RECREATION BOARD MEETING TO ORDER AT 10:03 AM UH, FOR THE FIRST ORDER OF BUSINESS PUBLIC SPEAKERS, WE HAVE PUBLIC SPEAKER.

UM, MADAM SECRETARY.

EACH SPEAKER WILL BE GIVEN THREE MINUTES TO SPEAK.

PLEASE DIRECT THE APPEAR.

PLEASE DIRECT YOUR COMMENTS TO THE CHAIR.

ONLY ANY SPEAKER WILL MAKE SPEAKER MR. GOOD MORNING.

MY NAME IS MARCUS WOOD.

I WILL RESIDE IN DISTRICT NINE.

I'M HERE ABOUT DAY SPEAKING IN FAVOR OF THE CLE BIRD RILEY GYM REPAIR THAT ARE ON THE AGENDA TODAY FOR ACTION.

THANK YOU.

THANK YOU, THANK YOU.

THE GYM HAS BEEN TOTALLY, PARTIALLY UNAVAILABLE TO THREE YEARS ABOUT.

I'M ALSO SPEAKING AND SUGGESTING WITH THE 2024 BOND PROGRAM, PARTICULARLY IN DISTRICT EIGHT AND KLEE, ANY AND EVERYTHING GOING FORWARD, NEEDS CAREFUL REVIEW CHANGES IN THE PAST SEVERAL MONTHS.

AND NUMBER THREE, APRIL THE 20TH, THE TRUST FROM PUBLIC LAND IS HOLDING A POP-UP PARK AT 100 ECHO, ECHO LAKE, HICKORY CREEK.

AND I REALLY ENCOURAGE YOU ALL TO COME OUT, PARTICULARLY MR. LAUGHTER, BECAUSE THIS IS SOMETHING THAT THIS AREA BADLY, BADLY NEEDS.

THANK YOU FOR YOUR SERVICE.

THANK YOU, SPEAKER, MR. DAVID CARRANZA.

UH, I'M DAVID CARRANZA, THE, THE PRESIDENT OF THE CLEAVER NEIGHBORHOOD ASSOCIATION AND CRIME WATCH.

UM, I'M READY TO EXPRESS THE SUPPORT OF THE CONTRACT AIMED REPAIRING THE BASKETBALL COURT AND BUILDING OF THE BERG RILEY REC CENTER.

UH, THIS INITIATIVE IS LONG OVERDUE AND CRUCIAL FOR ENHANCING THE RECREATIONAL FACILITIES IN OUR COMMUNITY.

ADDITIONALLY, I WOULD LIKE TO ADDRESS THE MATTER CONCERNING THE KLEBERG TRAIL.

AS PREVIOUSLY DISCUSSED, THE KLEBERG NEIGHBORHOOD ASSOCIATION AND CRIME WATCH HAS APPLIED FOR NONPROFIT STATUS AND IS DEDICATED TO SERVING AS THE FRIENDS OF TRAIL GROUP.

WE HAVE TAKEN PROACTIVE STEPS BY INITIATING A GOFUND CAMPAIGN FOR THE TRAIL AND HAVE ENGAGED IN DISCUSSIONS WITH JARED WHITE FROM THE PARKS AND REC REGARDING ITS DEVELOPMENT.

HAVING PERSONALLY REVERSED THE PROPOSED TRAIL FROM START TO FINISH, I OBSERVED THAT CERTAIN SECTIONS ARE WELL MAINTAINED UNDER THE JURISDICTION OF FURTHERMORE, I'M AWARE OF THE FUNDS ALLOCATED FOR PHASE ONE AND IS HAD BOND PACKAGE.

IT HAS ALSO BEEN EXPRESSED BY THE RESIDENTS OF THAT IS SOFT TRAILS PREFERRED OVER ONE.

JARED INDICATED PLANS FOR A CEMENT TRAIL.

I BELIEVE OPTING FOR A SOFT TRAIL WOULD BE MORE COST EFFECTIVE.

AND ALONG WITH THE COMMUNITY'S WISHES, WE HAVE WAITED PATIENTLY FOR THE, UH, REALIZATION OF THIS TRAIL FOR MANY YEARS BY UTILIZING THE ALLOCATED FUNDS FOR THE SOFT TRAIL AND COMMENCING CONSTRUCTION ALONG A SECTION MAINTAINED BY DART, WE COULD SIGNIFICANTLY REDUCE COSTS.

I URGE ALL OF YOU TO COLLABORATE WITH ME IN VISITING THE TRAIL AND FORMULATE A COMPREHENSIVE PLAN.

YOU POSSESS NECESSARY RESOURCES, PROPERTY AND DEDICATED FRIENDS GROUP, AND COMMON, UH, COMMUNITY SUPPORT TO YOUR INAUGURATED SECTION OF THE TRAIL WITHOUT SUBSTANTIAL, UH, EXPENDITURE.

THE DECISION IS A NO-BRAINER TO ME.

INVESTING A MODEST AMOUNT INITIATED SEGMENT AND LONG A WAY TO FEE TRAIL WILL DEMONSTRATE THE CITY'S COMMITMENT TO FULFILLING PROMISES MADE IN 2007.

SUCH ACTIONABLE INVIGORATE RESIDENCE AND COMMUNITY LEADERS A MOMENTUM TO RAISE PARK FUNDS FOR THE PROJECTS CONTINUATION.

LASTLY, I'D LIKE TO COMMEND THE NAME OF THE CLEAVER TRAIL IN 12 700 CLEAVER PARK.

SINCE WE ALREADY HAVE A CLEAVER PARK, I WOULD LIKE TO SUGGEST THE NAME OF THE, THE NAME BE THE BILL FREEMAN PARK AND TRAIL.

BILL FREEMAN IS A LONG TIME ACTIVIST AND RESIDENT OF THE BERG AREA, AND HE HAS BEEN, UH, SERVED ON MANY COMMITTEE AND BOARDS AND COMMISSIONS FOR BOTH THE CITY AND COUNTY OF DALLAS.

HE'S ONE OF THE MAIN INDIVIDUALS WHO'S BEEN WORKING TIRELESSLY FOR YEARS TO SEE THIS TRAIL BE BUILT.

UM, I THANK YOU FOR YOUR CONSIDERATION.

UM, NOW FOR THE APPROVAL OF MINUTES, DO I HAVE A MOTION? UM, ? DO I HAVE A, A SECOND? UM, MS. MANELL.

ALL RIGHT.

ANY DISCUSSION? ALL IN FAVOR SAY AYE.

AYE.

ALTHOUGH, VOTES.

VOTES.

ALRIGHT.

MOTION CARRIES.

UM, ITEMS ONE AND TWO HAVE BEEN REMOVED FROM THE CONSENT AGENDA.

ITEM ONE

[00:05:01]

IS A NAMING OPPORTUNITY FOR, UH, SOUTHERN GATEWAY.

UM, MR. BLAIR? UH, YES, MA'AM.

MS. ON.

SO THANK YOU MADAM PRESIDENT.

UH, MY COUNCIL MEMBER AND I HAD BEEN TALKING ABOUT, ABOUT THIS NAMING RIGHT, UH, AND WHAT WAS ABOUT TO HAPPEN WITH PUBLIC TAX DOLLARS.

AND WE JUST DIDN'T HAVE A WHOLE LOT OF KNOWLEDGE ABOUT IT, BUT WE WERE ABLE TO MEET WITH OUR PARK BOARD REPRESENTATIVES AND OF COURSE, UH, OR OUR PARK STAFF REPRESENTATIVE WOULD, UH, RATHER, UH, GET SOME, SOME DETAILED KNOWLEDGE ON IT.

SO WE ARE GONNA RECOMMEND THAT THIS GOES FORWARD.

UH, BUT JUST, UH, IN TRANSPARENCY, WE'RE GONNA WORK WITH, UH, MS. APRIL ALLEN TO MAKE SURE THAT WE ARE AWARE OF ALL THE DIFFERENT OPPORTUNITIES THAT HAVE IN THE PUBLIC TAX DOLLARS.

THANK YOU.

THANK YOU.

WOULD YOU LIKE TO MAKE A MOTION? UH, I'D LIKE TO MAKE A MOTION TO GO AHEAD AND PUT THESE BACK ON THE CONSENT AGENDA.

OKAY.

DO I HAVE A SECOND? MS. HASANI? ALL RIGHT.

UM, ANY DISCUSSION? NO.

MR. MUTA? SORRY.

UH, YES.

THANK YOU.

UM, MAD PRESIDENT, JUST A COUPLE QUESTIONS.

I GUESS, DO WE KNOW EXACTLY WHAT'S GOING, BECAUSE I DIDN'T KNOW ANYTHING ABOUT IT EITHER.

SO IT IT, AND I THOUGHT YOU DO.

SORRY, MR. HARRISON.

UM, DO WE KNOW EXACTLY WHAT'S GONNA BE NAMED AFTER BOTH OR IT JUST POTENTIALLY SOMETHING'S GONNA BE NAMED AFTER THEM, I GUESS.

UH, NO, SIR.

SO THESE ARE NAMING RIGHTS DEALS.

UH, THE CONTRACT THAT WE HAVE WITH THE SOUTHERN GATEWAY PUBLIC GREEN FOUNDATION, UH, PROVIDES THE OPPORTUNITY FOR THEM TO SELL NAMING RIGHTS IN ORDER FOR THEM TO FUNDRAISE, TO BUILD THE PARK THAT THEY ARE CHARGED TO BUILD.

SO THESE TWO NAMING RIGHTS DEALS WERE SPECIFIC TWO LOCATIONS IN THE PARK.

UH, THE TEXAS CAPITAL LANDING IS KIND OF ON THE SOUTH, UH, EAST SIDE OF THE PARK.

THE METHODIST NAMING OPPORTUNITY IS ON THE NORTHEAST PART OF THE PARK.

SO THESE ARE, THESE ARE LANDINGS KIND OF CORNERS OF THE PARK THAT WILL BE NAMED FOR THOSE ENTITIES.

OKAY? THEY'RE KIND OF BRANDED.

LET ME THINK ABOUT IT THAT WAY.

OKAY? JUST WHAT ADD.

SO I DIDN'T KNOW WHAT WE'RE GONNA BE NAMING.

APPRECIATE IT.

THANK YOU SO MUCH.

ALL, UM, ANY, ANY OTHER DISCUSSION? ALL RIGHT.

ALL THOSE IN FAVOR SAY AYE.

AYE.

OR ANY OF OPPOSED? MOTION CARRIES.

ITEM NUMBER TWO IS AN NAMING OPPORTUNITY FOR, UM, YEAH, SO MR. BLAIR ACTUALLY ASKED THAT BOTH OF THOSE ITEMS TO BE BACK ON CONSENT.

YOU CAN CONSIDER ITEMS ONE THROUGH SEVEN.

ALRIGHT, THANK YOU.

ALRIGHT, SO NOW WE HAVE ITEMS, UH, ONE THROUGH SEVEN ON THE CONSENT AGENDA.

DO I HAVE A MOTION? UH, MR. WOOD? UM, DO I HAVE A SECOND? UH, MR. UM, MR. SLAUGHTER? OKAY.

ANY DISCUSSION ON THOSE ITEMS? ALL THOSE IN FAVOR, STATE AYE.

A AYE.

ALL THOSE OPPOSED? MOTION CARRIES.

UM, WE HAVE ONE ITEM FOR INDIVIDUAL CONSIDERATION.

UH, MR. DICKEY, THAT'S ANITA MARTINEZ RECREATION CENTER.

MR. DICKEY, WOULD YOU LIKE TO MAKE A MOTION? YES.

I WOULD LIKE TO MOVE APPROVAL OF THIS ITEM.

THANK YOU.

DO YOU HAVE A SECOND, MR. STEIN? UM, ALL RIGHT.

ANY DISCUSSION ON THOSE ITEMS? ALL RIGHT.

ALL IN FAVOR SAY AYE.

AYE.

ANY OPPOSED? MOTION CARRIES.

RIGHT.

WE DID HAVE THREE BRIEFING ITEMS, BUT WE'LL BE HOLDING THE BURG DALLAS PARTICIPATION FOR A LATER DATE.

UH, WE'LL BE DISCUSSING THE YOUTH BOARD DIVISION UPDATE BY MR. LAWRENCE.

UH, THE FLOOR IS YOURS.

MORNING, EVERYONE.

MORNING.

THIS MORNING.

WE HAD, SORRY, TOOK US BY SURPRISE.

WE LEARNED NOT EXPECTING THAT SHIFT IN ORDER, BUT FIRST OFF, WE HAVE OUR NEW SPORTS DIVISION UPDATE.

FOR THE FIRST TIME IN A LONG TIME, WE'RE GONNA COME BACK, SIT DOWN AND TALK TO YOU ABOUT WHAT OUR PLANS ARE, WHAT'S THE HISTORY OF YOUTH SPORTS, WHAT ARE WE SEEING IN THE INDUSTRY AT THIS POINT IN TIME, AND THEN DISCUSS OUR CURRENT PROGRAMS AND THEN OUTLINE WHAT WE'RE LOOKING AT AS FAR AS, UH, PARTICIPATION IN PROGRAMS GOING FORWARD AND HOW WE'RE GOING TO WORK TO IMPROVE OUR YOUTH SPORTS OFFERING OVERALL.

SO, UM, RATHER THAN HEAR IT FROM ME, YOU'RE GONNA HEAR IT FROM THE SUPERINTENDENT WHO'S OVER OUR YOUTH FORCE OPERATIONS, KEISHA RANDALL.

AND SO AT THIS POINT, I'D ASK THAT KEISHA, TAKE OVER THE PRESENTATION.

GOOD MORNING EVERYONE.

SO WE ARE HERE, LIKE MR. LAWRENCE SAID TO TALK ABOUT OUR YOUTH FORCE DIVISION, WHICH I AM SUPER EXCITED TO TALK TO YOU GUYS ABOUT.

AND THE, THE

[00:10:01]

PRESENTATION'S GONNA GIVE YOU KIND OF A HISTORY OF HOW WE'VE OPERATED, HOW WE'RE CURRENTLY OPERATING, AND WHERE WE WANNA TAKE THE DIVISION AS WE MOVE FORWARD IN THE FUTURE.

UM, ONE OF THE THINGS THAT I REALLY WANTED TO IMPOSE UPON IS THE IMPORTANCE OF YOU FOR, SO WE CAN GO AHEAD AND GO TO THE SLIDE ONE.

SO WE, UM, WE USE SOME RESEARCH FROM THE ASPEN INSTITUTE PROJECT PLACE STUDY FOR THE 2223 SEASON.

UM, WE WANNA DISCUSS HOW THE YOUTH SPORTS, UH, PARTICIPATION THAT WE CURRENTLY HAVE IN OUR OPERATIONS, AND WE'RE GONNA OUTLINE OUR YOUTH SPORTS PARTICIPATION PLAN FOR GROWTH AND FUTURE SUCCESS.

SO ACCORDING TO THE STUDY THAT WAS DONE BY THE ASPEN INSTITUTE, 36.1% OF YOUTH BETWEEN THE AGES OF SIX AND 17 PARTICIPATE IN SPORTS REGULARLY.

UM, IS A 6.1% DECLINE IN THE PARTICIPATION.

AND A LOT OF THAT IS DUE TO, UM, THE NUMBER OF MALES THAT ARE PARTICIPATING IN YOUTH AND IN THE, IN YOUTH SPORTS.

BUT WHAT WE REALLY WANTED TO FOCUS ON WAS THE LAST LINE.

58% OF THE STUDENTS THAT YOUTH, THAT DO PARTICIPATE IN SPORTS, PARTICIPATE ON A COMMUNITY LEVEL.

AND THAT'S WHO WE ARE.

AND THAT'S WHERE WE ARE.

WE ARE THE COMMUNITY THAT IS SERVING 58% OF THE YOUTH THAT ARE PLAYING YOUTH FORCE.

ONE OF THE THINGS THAT WE ALSO FOUND IS THAT, UM, ON AVERAGE, A FAMILY SPENDS AROUND $692 PER CHILD ANNUALLY.

UM, BUT THOSE NUMBERS VARY BETWEEN FAMILIES THAT ARE ECONOMICALLY DISADVANTAGED AND COMPARES TO FAMILIES THAT MAKE MORE THAN A HUNDRED THOUSAND DOLLARS.

UM, AND WE'VE ALSO FOUND THAT FAMILIES REALLY FIND IT VERY IMPORTANT THAT STUDENTS, THEIR STUDENTS AND THEIR CHILDREN SUPPORT, UM, FOR THEIR MENTAL AND PHYSICAL HEALTH.

AND SO JUST KIND OF GIVE YOU A BACKGROUND ON HOW, WHAT SPORTS IS, AND THAT'S WHERE WE COME IN, WHAT OUR PURPOSE IS.

SO OUR PURPOSE AS A DEPARTMENT IS TO MAKE SURE THAT WE'RE PROVIDING ALL THE DALLAS YOUTH EQUAL ACCESS TO HIGH QUALITY YOUTH SPORTS PROGRAMS. WE WANNA MAKE SURE THAT THEY'RE FOSTERING SPORTSMANSHIP, UM, AND PRIDE IN OUR DALLAS COMMUNITY THROUGH OUR PROGRAMS. THE OTHER THING THAT WE WANNA DO IS MAKING SURE THAT IT'S TO ACCOMPLISH THIS IS TO INCREASE OUR YOUTH SPORTS PARTICIPATION NUMBERS.

UM, WE ALSO WANNA MAKE SURE THAT WE ARE ALIGNING WITH THE NATIONAL PARK AND RECREATION ASSOCIATIONS PILLARS ON HEALTH AND WELLNESS, WHICH INCLUDE PHYSICAL, MENTAL, AND SOCIAL HEALTH.

AND SO THAT'S WHERE WE REALLY WANNA FOCUS.

SO OUR, OUR PROGRAMS ARE REALLY RECREATIONAL IN NATURE AND NOT COMPETITIVE.

OBVIOUSLY, YES, SPORTS CAN BE COMPETITIVE, BUT WE WANNA MAKE SURE THAT OUR, OUR, UM, PARTICIPANTS ARE GETTING IT FROM A DIFFERENT PERSPECTIVE.

SO LET ME GIVE YOU AN OVERVIEW OF ACTUALLY HOW OUR ORGANIZATION IS STRUCTURED.

UM, SO WE, BEFORE COVID, BEFORE THE PANDEMIC, WE WERE A PART OF THE RECREATION SERVICES DIVISION.

AND DURING THAT THERE WAS SOME RESTRUCTURING.

AND WE'VE BEEN MOVED OVER INTO THE CITYWIDE ATHLETICS RESERVATION AND EVENTS DIVISION.

UM, WE CURRENTLY HAVE TWO FULL-TIME STAFF.

LET ME REPEAT.

WE CURRENTLY HAVE TWO FULL-TIME STAFF AND EIGHT PART-TIME STAFF THAT MANAGES THE SAME ENTIRE YOUTH SPORTS PROGRAM.

AND THAT MEANS INCLUDING OUR 40 RECREATION CENTERS, THAT TWO PEOPLE ADMINISTER THIS PROGRAM.

UM, OBVIOUSLY WITH THE HELP OF OUR RECREATION CENTER TEAM MEMBERS, WE MAKE SURE THAT OUR YOUTH SPORTS HAPPENS THROUGHOUT THE CITY.

WE'RE RESPONSIBLE FOR PROGRAM DEVELOPMENT, THE RESOURCE MANAGEMENT, INCLUDING LIKE OUR OFFICIATING CONTRACTS, UNIFORM CONTRACTS AND THINGS LIKE THAT FOR CITYWIDE SPORTS ACTIVITIES.

AND THEN SOME OF OUR PARTNERSHIP MANAGEMENT.

WE ALSO WORK IN THAT REALM TO BE ABLE TO MANAGE THAT, THAT ASPECT AS WELL.

WE ALSO COLLABORATE WITH THE LOCAL ISDS, SO THAT WOULD BE DALLAS, RICHARDSON, PLANO.

SO ANY OF THOSE, UM, ISDS THAT ARE ACTUALLY DALLAS RESIDENTS, WE HELP TO FACILITATE PROGRAMS WITH THEM AS WELL.

AND THEN WE ALSO, AGAIN, MAKE SURE THAT WE ARE ESTABLISHING OUR PARTNERSHIP WITH SOME OF OUR LOCAL SUPPORT TEAMS, UNIVERSITY AND OF COURSE OUR COMMUNITY STAKEHOLDERS.

SO LET ME GIVE YOU A LITTLE HISTORY ON THE TYPES OF SPORTS AND WHAT WE WERE LOOKING LIKE PRE PANDEMIC.

AND THEN I'LL GIVE YOU A LOOK AT WHERE WE STAND TODAY.

UM, AND THIS IS, UH, A RECAP FROM 2017 TO 2020.

AND THE SPORTS THAT OUR YOUTH SPORTS DIVISION ACTUALLY, UM, MANAGES OUR, OUR SOCCER PROGRAM, BASKETBALL, BASEBALL, AND WE DO THAT.

UM, BACK, BACK THEN, THOSE WERE THE, OUR THREE CORE AREAS THAT WE MANAGED, UM, THROUGHOUT THE SEASON AND OUR PARTICIPATION NUMBERS.

AND SO, UM, THE FROM 224 TEAMS, TWO 105 TEAMS, 193 TEAMS, UM, 2000 PARTICIPANTS DURING ONE YEAR, 2006, AND THEN 1770.

SO THERE, THERE ARE QUITE A FEW TEAMS THAT THE, THE GROUP IS MANAGING THROUGHOUT THE CITY.

SO THAT THAT SMALL TEAM OF PEOPLE ALONG WITH OUR RECREATION STAFF ARE MAKING SURE THAT WE ARE IMPLEMENTING

[00:15:01]

PROGRAMS AND SERVICES, UM, THROUGHOUT THE CITY FOR THE NEED THAT PARTICIPATE IN OUR PROGRAMS. ALSO, WITH OUR CITYWIDE PARTICIPATION, WE WANT TO GIVE YOU SOME PEOPLE A LITTLE MORE VISUAL.

SO THE, THE LAST SLIDE WAS THE NUMERICAL VERSION OF THAT, AND THIS IS THE GRAPH VERSION OF THAT SO THAT YOU CAN SEE, UM, 20 18, 19, WHERE WE WE'RE REALLY ON A TRAJECTORY TO GROW RIGHT BEFORE WE GOT INTO, UM, THE PANDEMIC ERA.

BUT THAT'S OKAY, BECAUSE WHAT HAPPENS AFTER THAT , WE START TO GROW.

BUT I ALSO WANTED TO TELL YOU ABOUT, SO THOSE, THOSE ORIGINAL NUMBERS THAT I JUST SHOWED YOU, THOSE WERE JUST OUR RECREATION CENTER LEVEL PROGRAMS. ON THIS SLIDE, YOU'LL NOTICE OUR SCHOOL-BASED PROGRAMS. SO THESE WERE BEING RUN CONCURRENTLY.

SO WE HAVE RECREATION, RECREATION, CITYWIDE ATHLETICS THAT ARE RUN WITH THE RECREATION CENTERS.

AND THEN WE HAVE OUR ISD PROGRAMS. AND SO DURING THAT SAME TIME IN THE ISD, WE HAVE THE SCHOOL SOCCER PROGRAM AND BASKETBALL AND BASEBALL AS WELL, SO THAT WE RUN THEM AT THE RECREATION CENTERS.

AND THEN WE ALSO WORK COLLABORATIVELY WITH THE ISDS TO MANAGE THOSE PROGRAMS THERE AS WELL.

SO THERE'S KIND OF TWOFOLD GOING ON AT THE SAME TIME.

AND SO THIS IS ANOTHER LAYER OF CHILDREN THAT ARE BEING SERVED OUTSIDE OF THE RECREATION PROGRAM.

SO THEN YOU'VE ADDED IN ANOTHER, UM, 297 TEAMS AND ANOTHER 4,000, 4,500 STUDENTS, UM, IN THE 20 17 20 18 YEAR.

AND THEN ON, ON THE NEXT SLIDE, THIS KIND OF ALSO GIVES YOU WHERE WE ARE NOW FROM THE 2022 TO 2024 AND HOW WE ARE LOOKING.

UM, WE ACTUALLY ADDED IN ADDITIONAL SPORTS NOW THAT THE, UM, WITH THIS TEAM.

SO WE'VE ADDED IN A FLAG FOOTBALL SEASON AS WELL.

SO THAT WAS AN ADDITIONAL SPORT THAT WE, WE BROUGHT ONLINE WITH OUR, OUR SPORTS DIVISION.

SO WE CURRENTLY RUN A FALL SOCCER, FALL FLAG FOOTBALL, WINTER BASKETBALL, WINTER INDOOR SOCCER, AND SPRING BASEBALL, AND I'M SORRY, SPRING WINTER.

INDOOR SOCCER WAS ALSO ANOTHER ADDITION TO THE PROGRAMMING THAT WE HAVE.

SO WE'VE INCREASED PROGRAMMING AND THE TYPES OF PROGRAMMING THAT WE'RE OFFERING FOR THE CHILDREN.

AGAIN, THESE ARE RECREATION CENTER BASED PROGRAMS. WE STILL ALSO HAVE ISD PROGRAMS THAT, UM, WE HAVE AS WELL.

AND SO AS YOU CAN SEE, THE, THE NUMBERS THAT WE HAVE ARE INCREASING FOR OUR PARTICIPATION.

OUR FALL, OUR, UM, 23, 20 22, 20 23 PARTICIPATION FOR THOSE SPORTS ENDED UP BEING AT 280 TEAMS. AND WE SERVED 29 81 IN THE RECREATION CENTER ON THE RECREATION CENTER, SOCCER FOR SPORTS, AND THEN AGAIN, RUNNING CONCURRENTLY WITH THE SCHOOL SPORTS OFFERING THE SOCCER, BASKETBALL, AND BASEBALL PROGRAM WITH ANOTHER, UM, A HUNDRED TEAM.

AND RIGHT NOW WE ARE IN THE, IN THE REGISTRATION PROCESS FOR, UM, SPRING 2024.

WE ARE CURRENTLY IN BASEBALL REGISTRATION.

SO THESE NUMBERS MAY LOOK A LITTLE DIFFERENT BECAUSE WE HAVEN'T GOTTEN THE FINAL NUMBERS FOR THIS CURRENT YEAR, BUT WE ARE STILL RUNNING, UM, SPRING BASEBALL AND OUR SOCCER AS WELL.

AND THEN OUR SCHOOL SOCCER IS REGISTERING AT THIS, AT THIS MOMENT.

WELL, THEY'RE ACTUALLY PLAYING AT THIS MOMENT AS WELL.

SO THOSE ARE SOME ADDITIONAL, ADDITIONAL NUMBERS THAT WILL BE ADDED AT THE END OF THIS SEASON.

SO FROM LAST YEAR, THIS YEAR, OUR NUMBERS HAVE INCREASED.

AND THEN, OH, ONE OF THE OTHER THINGS THAT I WANTED TO NOTATE ON HERE, WHEN WE'RE WORKING WITH THE ELEMENTARY SCHOOLS, WE, THIS, THESE NUMBERS BEEN TRY, WE'VE WORKED WITH 42 UNIQUE ELEMENTARY SCHOOLS.

SO THESE ARE 42 DIFFERENT CAMPUSES THAT OUR TEAM IS WORKING ON AS WELL AS THE 40 RECREATION PROGRAMS. SO THERE'S 80 DIFFERENT LOCATIONS THAT OUR, OUR TEAM IS HELPING TO MANAGE THE SPORTS AND ACTIVITIES THAT ARE HAPPENING AT THESE LOCATIONS.

ONE OF THE THINGS THAT WE ALSO WANNA TALK ABOUT IS WE TALKED ABOUT THAT NUMBER OF WHAT, WHAT PEOPLE ARE WILLING TO PAY .

BUT ONE OF THE THINGS THAT WE WANT TO MAKE SURE IS THAT WE ARE INCLUSIVE OF ALL OF ALL.

UM, AND SO WE WANNA MAKE SURE THAT WE ARE KEEPING OUR NUMBERS FAIR AND WE'RE, WE'RE MAKING SURE THAT WE'RE PROVIDING THAT SERVICE.

SO RIGHT NOW, FROM A REVENUE STANDPOINT, THAT GENERATES ON OUR RECREATION, RECREATION PROGRAMS. AND RIGHT NOW GET ABOUT $40 FOR KIDS PARTICIPATED IN PROGRAMS, UM, THAT'S $87,000 IN REVENUE, UM, AS FAR AS WHAT WE DO IN EXPENDITURES ON THAT PROGRAM, AND THAT'S EXCLUSIVE OF STAFF COSTS.

BUT THESE ARE YOUR DIRECT HARD COSTS, INCLUDING OUR OFFICIAL UNIFORM AWARDS AND THINGS LIKE THAT.

WE'RE SPENDING SOMEWHERE ABOUT $97,000 PER YEAR.

SO BETWEEN THE, THE COST TO PLAY AND THEN THE EXPENDITURES THAT WE'RE HAVING OUTSIDE OF THE STAFF COSTS WE'RE, WE'RE AT, UM, ABOUT 89% OF COST RECOVERY ON THOSE PARTICULAR ISLANDS.

SO WE'RE TRYING TO MAKE SURE THAT WE ARE STAYING IN LINE WITH, UM, OUR MISSION AND MAKING SURE THAT WE'RE OFFERING AN OPPORTUNITY FOR ALL AND MAKING SURE THAT OUR PRICES ARE STAYING IN LINE WITH THAT AS WELL.

WE ALSO WANT TO SHARE WITH YOU GUYS OUR CALENDAR.

SO OUR CALENDAR EVENTS, OUR CALENDAR OF SUPPORT IS DONE.

IT'S, YOU KNOW, WE KIND OF FOLLOW THAT SAME MODEL.

AND SO WE TRY TO MAKE SURE THAT WE SHARE THAT WITH OUR CONSTITUENTS IN

[00:20:01]

OUR COMMUNITY TO MAKE SURE THAT EVERYBODY KNOWS WHEN THINGS ARE HAPPENING, WHEN REGISTRATION DATES ARE HAPPENING.

SO THEY VERY RARELY CHANGE.

UM, WE MAY HAVE TO PUSH THINGS HERE AND THERE JUST DEPENDING ON THE REGISTRATION NUMBERS OR WHO'S COMING IN, BUT THIS IS OUR STANDARD REGISTRATION CALENDAR THAT WE OPERATE ON A ANNUAL BASIS, UM, IN OUR REGISTRATION PERIODS AND OUR LEAGUE PLAY PERIODS.

AND THEN IT ALSO GIVES YOU THE VARIOUS DIVISIONS THAT WE OFFER WITHIN YOUTH SPORTS, UM, FROM FOUR U ALL THE WAY TO 14 U DEPENDING ON WHAT THE SPORT IS.

SO THOSE, THAT'S OUR TYPICAL AGE CATEGORY OF, UM, STUDENTS THAT PARTICIPATE IN OUR, IN OUR SPORTS PROGRAMS. AND THEN THE GREAT THING IS THAT WE HAVE SOME FANTASTIC LOCAL PARTNERS.

UM, WE'VE WORKED WITH THE TEXAS RANGERS FOR MANY YEARS.

THEY HAVE BEEN ONE OF OUR GREAT SPONSORS FOR OUR YOUTH, UM, BASEBALL PROGRAM AND RBI.

THEY CONTINUALLY HELPED FACILITATE THE PROGRAM WITH UNIFORMS AND HATS AND DIFFERENT THINGS LIKE THAT THAT WE NEED FOR THE LEAD.

UM, WE DO COLLABORATE WITH SC DALLAS.

THEY DO COME OUT AND DO SOME OF OUR COMMUNITY CLINICS, AND THEN THEY HOST SOME OF OUR SOCCER CLINICS THROUGHOUT THE YEAR.

UM, WE ALSO HAVE A PARTNERSHIP CURRENTLY, ONE WITH THE DALLAS STARS WHERE WE HAVE, UM, INDOOR HOCKEY PROGRAM WHERE THEY ACTUALLY COME IN, THEY HAVE VOLUNTEERS COME IN, TEACH THE PROGRAM.

WE HAVE AN OPPORTUNITY FOR THE STUDENTS TO ACTUALLY GO OUT TO THE GAMES.

SO THAT'S REALLY EXCITING AND OUR TEAM HELPS FACILITATE THAT PROGRAM AS WELL.

AND THEN WE HAVE A GREAT OPPORTUNITY, UM, I THINK WE'VE GOTTEN TO DO IT FOR THE PAST TWO OR THREE YEARS TO PARTNER WITH SU AND GO OUT TO THE SU GAME AND TAKE SOME OF OUR RECREATION, UM, PARTICIPANTS OUT TO THE SU UH, FOOTBALL GAME.

SO THAT'S ALWAYS AN EXCITING OPPORTUNITY.

SO AGAIN, OUR, OUR, OUR TEAM NOT ONLY IS HANDLING THE ACTUAL DAY-TO-DAY OPERATIONS IN THE AFTERNOON SPORTS, BUT WE GET TO WORK WITH SOME GREAT PARTNERS IN DOING THAT AS WELL.

SO SOME OF THE THINGS THAT THIS TEAM HAS GOTTEN TO ACCOMPLISH THIS, THIS SMALL BUT MIGHTY TEAM, UM, THEY, THEY WERE RECENTLY RECERTIFIED AS NATIONAL YOUTH SPORTS ADMINISTRATORS.

UM, WE'VE CONDUCTED OUR FIRST YOUTH BASKETBALL TOURNAMENT POST COVID SINCE 2019, THIS PAST, UM, MARCH 24TH, 25TH.

AND WE HAD 144 TEAMS TO PART 40, NOT 44 TEAMS TO PARTICIPATE IN THAT.

AND THAT TOOK PLACE AT, UM, OUR RECREATE LOCAL RECREATION CENTER AT THE SANTA RECREATION CENTER.

UM, WE ALSO MANAGED THE SUMMER TRACK, UM, AS A PART OF TAF, TEXAS, TEXAS AMATEUR ATHLETIC FEDERATION.

SO WE ALSO MANAGE A PORTION OF THAT AS WELL.

UM, AND WE HAD OVER 400 ATHLETES COMPETING IN THE TRACK MEET THAT OUR TEAM HELPED TO PUT TOGETHER THIS PAST SUMMER.

AND WE'RE LOOKING FORWARD TO DOING THAT AGAIN THIS UPCOMING SUMMER AS WELL.

UM, AND THEN WE ALSO, OUR INTERNAL STAFF, WE DO HAVE SOME PART-TIME STAFF, AND IN THE SUMMERTIME THEY'RE ABLE TO OFFER CLINICS.

WE'RE OFTEN WE'RE ABLE TO OFFER ONSITE CLINICS WHERE OUR, THEY'RE ACTUALLY STAFF LED PROGRAMS WHERE WE'RE ACTUALLY ABLE TO GO OUT THERE.

AND, UM, IN THE SUMMER OF 2023, WE HAD HAD 1500 STUDENTS IN THE CLINICS THAT WERE STAFF RUN.

SO WITH ALL OF THOSE GREAT THINGS THAT ARE HAPPENING, SOMETIMES WE DO HAVE CHALLENGES.

UM, WE HAVE A LIMITED NUMBER OF STAFF IN OUR, OUR TWO FULL-TIME STAFF ARE ADMINISTRATORS, SO THEY DON'T NECESSARILY GET TO GO OUT AND TEACH OR DO THOSE THINGS.

SO WE RELY HEAVILY ON OUR RECREATION CENTER PARTNER, OUR STAFF AND RECREATION CENTER, AND OBVIOUSLY ON COMMUNITY VOLUNTEERS.

WE HAVE VOLUNTEER COACHES, AND WE WORK WITH, UM, OUR VOLUNTEER SERVICES DEPARTMENT TO MAKE SURE THAT WE'RE ABLE TO GROW THAT AS WELL AND GROW THE INTEREST IN VOLUNTEERISM IN OUR YOUTH SPORTS, UM, PROGRAM.

THE OTHER THING IS, YOU KNOW, WITH THAT, THERE, THERE'S ALWAYS THIS, THIS NATIONWIDE SHORTAGE.

SO IT'S NOT SOMETHING THAT WE'RE JUST EXPERIENCING HERE IN DALLAS, BUT REALLY MAKING SURE THAT WE GET PEOPLE ON BOARD TO VOLUNTEER.

SO WE'RE, WE'RE ALWAYS LOOKING FOR VOLUNTEERS TO COME OUT WITH OUR, YOU KNOW, OUR YOUTH SPORTS PROGRAM, BASKETBALL COACHES, SOCCER COACHES, BLACK FOOTBALL COACHES.

SO WE ARE ALWAYS LOOKING FOR FOLKS LIKE THAT.

UM, AND THEN OF COURSE, YOU KNOW, WITH, WITH MOST OF US ARE, UM, EXPERIENCING, THERE ARE SOME INFLATIONARY COSTS THAT ARE ASSOCIATED WITH YOUTH SPORTS AS WELL, WHETHER THAT'S IN THE OFFICIATING CONTRACTS OR THE COST OF SECURITIES THAT ARE NEEDED.

SO THOSE ARE SOME OF THE THINGS THAT WE FACE, UM, THAT WE ARE ALL ALWAYS TRYING TO WORK THROUGH THOSE.

SO THE OTHER THING THAT WE WANNA TALK ABOUT IS WHERE, WHERE DO WE WANNA BE? UM, WHAT DO WE WANNA LOOK LIKE? I I, WE HAVE A A GREAT OPPORTUNITY TO DELIVER PROGRAMS, BUT WE WANNA MAKE SURE THAT WE ARE A RESOURCE AND A GO-TO, FOR THE YOUTH SPORTS PROGRAMS IN DALLAS.

AND SO WE REALLY WANNA MAKE SURE THAT WE ARE BRANDING OURSELVES AS THE PLACE TO GO.

AND SO WHAT WE ARE DOING, OUR TEAM HAS BEEN REALLY WORKING REALLY HARD ON DEVELOPING AND WORKING WITH OUR MARKETING COMMUNICATIONS TEAM TO WORK ON A COMPREHENSIVE MARKETING PLAN FOR OUR SPORTS TEAM.

SO THAT'S WHAT WE'RE WORKING ON, THAT'S WHAT WE'RE WORKING ON RIGHT NOW.

UM, OUR MARKETING AND ADVERTISING AND MAKING SURE THAT EVERYONE KNOWS WHEN THE DATES ARE, KNOWS WHEN REGISTRATION TAKES PLACE, KNOWS WHICH AGE GROUPS, KNOWING WHAT LOCATION THESE THINGS WILL TAKE PLACE.

I THINK THAT'S A LOT OF OUR COMMUNICATION ISSUE AND MAKING SURE THAT EVERYBODY KNOWS EXACTLY WHAT WE'RE DOING AND WHERE WE'RE DOING IT, WHEN WE'RE DOING IT, AND HOW WE'RE DOING IT.

AND SO THAT'S WHAT, UM, THE CHARGE THAT I, MYSELF AND THE TEAM HAVE TAKEN

[00:25:01]

TO MAKE SURE THAT WE CAN SHARE THAT INFORMATION WITH EVERYONE.

UM, THE OTHER THING THAT WE ARE WORKING ON, UM, WITHIN OUR DIVISION IS MAKING SURE THAT WE COME UP WITH A, UM, A TRAINING TO MAKE SURE THAT OUR INTERNAL STAFF AS WELL AS OUR VOLUNTEERS ARE ALL SINGING FROM THE SAME, UM, SHEET, MAKING SURE THAT WE ARE COMPREHENSIVE AND COHESIVE WITH THE MESSAGE THAT WE'RE DELIVERING.

AND SO WE ARE PUTTING TOGETHER A, A TRAINING SYSTEM WHERE IT WILL BE AN ONLINE DELIVERY SYSTEM WHERE YOU CAN ACTUALLY GO INTO TRAINING, TRAINING MODULE, THE TRAINING LOGS, MAKE SURE THAT YOU'RE ABLE TO KEEP UP WITH THAT.

UM, AND THEN WE'RE ALSO INCORPORATING SOME IN, INTO TECHNOLOGY ADVANCEMENTS.

WE ALL KNOW THAT, UM, WE, WE LIVE IN A WORLD OF TECHNOLOGY, ARTIFICIAL INTELLIGENCE AND ALL OF THOSE THINGS.

AND, UM, WE ARE MAKING SURE THAT WE'RE MOVING FORWARD WITH THAT.

SO WE ARE, WE ARE VERY EXCITED.

UM, WE WILL BE ROLLING OUT, UM, AN APP LATER ON THIS YEAR FOR, UM, BEING ABLE TO COMMUNICATE WITH OUR STAFF MEMBERS, OUR PARENTS, OUR COACHES, AND SO MAKING IT A LITTLE MORE COHESIVE TO MAKE SURE THAT ALL THE INFORMATION IS GETTING TO EVERYBODY ON TIME.

AGAIN, WE WANNA MAKE SURE THAT WE ARE BEING INNOVATIVE AND BEING CREATIVE AND MAKING SURE THAT WE ARE GETTING OUR MESSAGE OUT THERE.

THERE WE GO.

.

UM, A PART, A PART OF THAT IS, UM, MAKING SURE THAT WE ARE, WE ARE GETTING OUR MARKETING AND ADVERTISING OUT THERE AT LEAST 30 DAYS IN ADVANCE.

SO AGAIN, WE HAVE, WE HAVE THE CALENDAR, WE HAVE THE SCHEDULE THAT IS ALWAYS ON OUR WEBSITE.

WE'RE ALWAYS SHARING THAT INFORMATION, BUT WHEN IT BECOME, WHEN IT COMES MORE SPECIFIC, WE WANNA MAKE SURE THAT WE'RE GETTING THAT INFORMATION INTO OUR CLIENTS' HANDS 30 DAYS PRIOR TO REGISTRATION OPENING SO THAT EVERYBODY HAS THE INFORMATION THEY KNOW WHERE TO GET.

I THINK ONE OF THE THINGS THAT WE'VE DONE, WE'VE USED OUR SOCIAL MEDIA, WE USE NEXT DOOR NEXTDOOR FLYERS AND THINGS LIKE THAT, BUT WE WANNA COME UP WITH SOME DIFFERENT OPTIONS TO BE ABLE TO GET THE MESSAGE OUT THERE.

SO THAT'S WHAT WE'RE WORKING ON AS A PART OF THAT, UM, AND MAKING SURE THAT OUR DATES ARE COHESIVE AS WELL.

AND WE, LIKE I SAID, WE'VE USED ALL OF THOSE VARIOUS SOCIAL MEDIA CHANNELS AND WE WANNA MAKE SURE THAT WE CONTINUE TO USE THOSE TO SHARE THROUGH OUR INFORMATION AND GET THAT OUT THERE.

AND LIKE I DID, I TALKED ABOUT, YOU KNOW, THOSE DIFFERENT THINGS THAT WE'RE DOING AS WELL AS IN OUR STAFF AND VOLUNTEER TRAINING PROGRAMS. UM, WE HAVE, WE ACTUALLY HAVE ROLLED OUT TRAINING SESSIONS FOR STAFF AND VOLUNTEERS.

SO WE DO THOSE AT THE BEGINNING OF EACH SPORTS SEASON WHERE THERE'S ACTUALLY A TRAINING OPPORTUNITY FOR THEM TO COME, TO COME IN TO MAKE SURE THAT EVERYBODY HAS THE SAME RULES, REGULATIONS, GUIDELINES, ALL THE REGISTRATION PROCEDURES.

SO THAT IS CURRENTLY HAPPENING, AND WE WILL CONTINUE TO MAKE SURE THAT THAT HAPPENS.

LIKE I SAID, WE'RE GONNA MAKE SURE THAT WE CAN ALSO DO THAT ON A ON DEMAND BASIS.

SO RIGHT NOW THEY'RE ACTUALLY IN-PERSON CLASSES, BUT WE'RE GONNA MAKE SURE THAT WE ALSO HAVE THE OPTION AS AN ON DEMAND BASIS.

SO WHEN FOLKS ACTUALLY CAN'T COME IN ON THOSE PARTICULAR DATES, THEY CAN STILL GET THAT EXACT SAME MESSAGE THAT WAS SHARED IN THE, UM, FACE-TO-FACE PROGRAM.

AND THEN, LIKE WE TALKED ABOUT A LITTLE BIT EARLIER, ROLLING OUT THAT APP.

BUT ONE OF THE OTHER THINGS THAT WE'RE DOING RIGHT NOW IS WE ARE GOING TO ENHANCE ON THE DALLAS PARK.ORG SITE, THERE IS A YOUTH SPORTS BUTTON, BUT THAT PAGE IS NOT ENHANCED.

SO WE ARE WORKING ON, UM, BRINGING THAT A LITTLE MORE CURRENT TO MAKE SURE THAT WE CAN SHARE THE INFORMATION THERE.

WE KNOW A LOT OF PEOPLE LIKE TO GO TO YOUR WEBSITE, BE ABLE TO GET THE INFORMATION WITHOUT TALKING TO YOU.

SO WE WANNA MAKE SURE THAT WE GET ENHANCED THAT WITHIN THE PARAMETERS THAT WE ALREADY HAVE, UM, THROUGH OUR WEB TRACK SYSTEM THAT WE USE WITH RANK DRIVE AND THE, UM, AND THEN THEY WILL BE, EXCUSE ME, DOING A LOT MORE IN PERSON AND LIVE FEEDS WHEN WE'RE ACTUALLY DOING PROGRAMS SO THAT EVERYBODY KNOWS THAT WE CORPORATE WE'RE DOING.

AGAIN, IT IS NOT NECESSARILY AT THE, AN ORGANIZATION STRS ISSUE WITH THE TERMS OF WHAT THE SUPPORT IS, IS BEING ABLE TO DELIVER THAT AND MAKING SURE THAT PEOPLE UNDERSTAND WHAT WE'RE DOING AND HOW WE'RE DELIVERING IT.

SO OUR NEXT STEPS FOR OUR, UM, YOUTH SPORTS PROGRAM IS WE ARE ALSO REDEVELOPING OUR STAFFING MODEL.

SO AGAIN, I DID TALK ABOUT WE HAVE TWO FULL-TIME STAFF.

I AM REALLY EXCITED THAT OVER THE PAST SEVERAL MONTHS WE'VE BEEN WORKING REALLY HARD AND WE WILL BE BRING ON TWO MORE FULL-TIME STAFF HOPEFULLY BEFORE THIS SUMMER'S OVER.

UM, I'M SO EXCITED ABOUT THAT.

WE JUST GOT THE, THE GREEN LIGHT HERE, UM, WITHIN THE LAST WEEK.

SO WE'LL BE MOVING FORWARD AND HOPEFULLY GETTING SOME PEOPLE THAT WILL BE IN HERE TO HELP ENHANCE OUR TEAM.

UM, THEY HAVE BEEN DOING A GREAT JOB AND I THINK, YOU KNOW, GETTING SOME HELP WITH ALWAYS HELPS TO INCREASE OUR PRODUCTION.

UM, WE ARE WORKING COLLABORATIVELY WITH OUR INTERNAL PARTNERS AND THAT WE ARE RECREATION SERVICES TEAM.

OBVIOUSLY THEY ARE CLOSEST TO THE COMMUNITY.

UM, WE HAVE THE STUDENTS WITHIN THE RECREATION CENTER IN OUR AFTERSCHOOL PROGRAMS AND OUR FULL-TIME PROGRAMS AND OUR SUMMER CAMPS, OUR STAFF AND OUR VOLUNTEERS WITHIN THE NEIGHBORHOOD.

SO WE'RE WORKING REALLY CLOSELY WITH THEM TO MAKE SURE THAT WE'RE ABLE TO DELIVER THE SERVICES THAT ARE NEEDED THERE AS WELL.

UM, AND THEN SOME OF THE OTHER THINGS WE WANNA DO TO ADDRESS THE, UM, THE INFLATIONARY COSTS.

WE WANNA MAKE SURE THAT WE'RE WORKING WITH OUR SPONSORS, SPONSORS, UM, MAKING SURE

[00:30:01]

THAT WE'VE PUT TOGETHER A GREAT SPONSORSHIP PACKAGE SO THAT THEY KNOW WHAT IT IS THAT WE'RE OFFERING, WHAT OUR CLINIC PROGRAMS ARE DOING, AND HOW THAT, HOW THE COMMUNITY CONTRIBUTED AND CAN HELP WITH THAT.

AND WHETHER IT'S IN KIND FINANCIAL DONATIONS, VOLUNTEERISM, YOU KNOW, ALL OF THOSE THINGS TO HELP TO ENHANCE THE PROGRAM THAT WE HAVE.

AND SO WITH THAT BEING SAID, THAT IS A PRESENTATION ON WHO WE ARE, WHAT WE'VE BEEN DOING, AND WHERE WE'RE GOING.

AND I WOULD LOVE TO QUESTION, PLEASE, THANK YOU SO MUCH MS. RANDALL FOR THAT.

EXCELLENT.

A PRESENTATION, I BELIEVE.

UM, MR. QUESTION.

THANK YOU, MAAM.

HOW DO YOU, UH, WORK WITH OTHER ORGANIZATIONS AROUND THE DALLAS AREA AND YCA WORK WITH OR COMPETE LIKE THE DALLAS YMCA CHURCH LEAGUES AND SPORTS AUTHORITY, OR THE DALLAS SPORTS YOUTH SPORTS? WE, WE, WE DON'T, WE AND, AND WHEN I SAY WE DEALT IN THE TERMS OF OUR YOUTH SPORTS, SO AGAIN, SO, SO I, I THINK I WANNA MAKE SURE THAT EVERYBODY UNDERSTANDS OUR YOUTH SPORTS, AGAIN, WAS HOUSE IN RECREATION SERVICES.

SO THOSE TWO PEOPLE ACTUALLY WORK WITH THE RECREATION CENTERS TO DELIVER PROGRAMS. AND SO THEN AS WE WORK WITH OUTSIDE ORGANIZATIONS, SO YOU KNOW, MAYBE WHETHER THEY ARE, UM, THE Y OR SOMETHING LIKE THAT, THAT WOULD ACTUALLY BE MORE ON THE RESERVATION SIDE.

SO THAT WOULD NECESSARILY BE ON OUR YOUTH SPORTS SIDE FOR PROGRAM DELIVERY.

HOW MANY COACHES, UM, VOLUNTEER ARE NOT CONNECTED? SOMETHING TO KIDDOS LIKE PARENTS, IF YOU HAVE 7 75 TEAMS OR WHATEVER THAT THAT STAT WAS, HOW MANY, HOW MANY OF THOSE VOLUNTEERS ARE VOLUNTEERS ARE NOT PAYING? I WOULD HAVE TO GET THAT INFORMATION FOR YOU.

I'LL HAVE TO GET THAT.

TO ME.

WHAT'S THE TRAINING LIKE FOR A COACH AND HOW DO WE, HOW DO WE MITIGATE LIABILITY? SO WE, THEY HAVE A, THEY HAVE A, WE HAVE A COACHES TRAINING PROGRAM, SO WE, UH, THE, THE, UM, PLATFORM THAT WE'VE USED, SO IT'S OUR, OUR INTERNAL DOCUMENT, OUR INTERNAL TRAINING, AND IT'S THE SAME TRAINING THAT'S GIVEN TO OUR STAFF IN REGARDS TO THE RULES, REGULATIONS, UM, OUR, OUR GUIDELINES, MAKING SURE THAT EVERYBODY UNDERSTANDS, UM, WHO CAN BE ON THE TEAM.

WE HAVE WHERE THE, THE PARENT, THE PARENTS HAVE TO FILL OUT COACHES, CODE OF COACHES, CODE OF CONDUCT, PARENT CODE OF CONDUCT.

SO ALL OF THOSE THINGS ARE GONE THROUGH IN THAT TRAINING, HAVING ISSUES WITH COACHES IN TERMS OF LIABILITY OR THINKING OF OTHER ORGANIZATIONS THAT ISSUES WITH YOUTH PARENTS.

AND SO, SO, UM, I MEAN, WE'VE HAD SOME BEHAVIOR CHALLENGES SOMETIMES.

UM, AND OF COURSE EVERYBODY GOES THROUGH THEIR BACKGROUND CHECK AND DOES ALL OF THOSE DIFFERENT THINGS.

I MEAN, BUT WE, WE HAVE HAD SOME BEHAVIORAL CHALLENGES WHEN WE, WHEN YOU COME TO YOUTH SPORTS AND PARENTS AND NOT JUST COACHES OR PARENTS, HOW MANY PEOPLE, SO THEY ARE SO, UM, SOMETIMES THEY ARE REMOVED COACH.

SO WE, WE WILL, WE WILL REMOVE COACHES FROM BEING ABLE TO CONTINUE ON WITH THE LEAD.

COOL.

UM, AND THEN THAT, GOING BACK TO MY, MY SECOND QUESTION ABOUT THE VOLUNTEERS, HOW MANY COACHES VOLUNTEER YEAR OVER YEAR? SO OTHER ONES COACHING TENTION RATE COACHES THAT AREN'T PARENTS.

SO FOR INSTANCE, LIKE IF I COACH MY FIVE-YEAR-OLD DAUGHTER, PRETTY SOME OF THE COACH AGAIN, RETENTION RATE.

OKAY.

THEN HOW ARE THE, HOW ARE THE LACK OF, UM, THE FIELDS BEING UPDATED, IMPACTING REGISTRATION? HAVE YOU HEARD OR SURVEYS? AND THEN DO YOU, DO YOU ANY SURVEYS ABOUT HOW TO BETTER ENHANCE YOUR OFFERINGS FOR THE THEMES THAT ARE OUT THERE? SO WE DO OFFER, WE DO, UM, END OF, END OF SEASON SURVEYS.

YES.

SO, UM, OUR , SO THEY, THEY, SO MOST OF OUR DISTRICT, THEY REGISTER THROUGH THE RECREATION CENTER.

SO THROUGH OUR RECREATION CENTER SURVEYS, WE DO THOSE.

AS FAR AS OUR YOUTH SPORTS PROGRAM.

ARE THOSE, ARE THOSE SURVEYS SPECIFICALLY ABOUT YOUTH SPORTS OR THEY ABOUT THE REC CENTERS, THEY'RE, THEY'RE ABOUT THE PROGRAM THAT YOU WERE ENROLLED IN.

SO IF IT WAS A YOUTH SPORTS PROGRAM, THAT WOULD BE THE, THE CONTEXT OF THAT SURVEY THEN HOW, HOW ARE THE FIELDS? SO FOR INSTANCE, LIKE CAMPBELL GREEN MM-HMM.

, WE PRACTICED UP THERE BY A GIRL DAUGHTER ONE TIME, DIDN'T GO BACK.

IS THE FIELDS, THE, THE FIELDS, THE FIELD, THE FIELDS ARE VERY BAD.

GOTCHA.

YEAH, WE, THAT CAME OUT OF THE BOX.

SO ARE YOU HEARING THAT HOW MUCH OF THE FIELDS IMPACT THE FIELDS DO HAVE AN IMPACT ON OUR, OUR LEAGUE OVERALL AND OUR PROGRAMS INTERNALLY.

AND SO WHENEVER WE HAVE A PROBLEM WITH THE FIELD, WE HEAR SUCH, WE WILL REFER THAT OVER TO RENEE JOHNSON, HER STAFF AT PMOS, WHO WOULD TO WORK TOWARD TO ADDRESS THOSE CONCERNS.

SO THEY DO, YOU KNOW, FIELD CONDITIONS WILL ALWAYS IN IMPACT PLAYABILITY, AND THAT'S NO SLAM ON UNDER, UNDER UNDER ON THE, AND THEN WHAT DOES IT COST PER RESIDENT TO PLAY A USE FOR, UM, UM, $40? THANK YOU, MR. WOOD.

[00:35:01]

THANK YOU.

UM, I THINK THAT WE'RE MISSING A POINT THAT YOU SAY THAT THE COST FOR HARD COSTS, LIKE THE, THE UNIFORMS, THE COACHING OR THE REFEREES AND STUFF LIKE THAT, UM, BUT WE CAN'T JUST THROW OUT THE COST OF MAINTENANCE OF THE FIELDS.

WE CAN'T THROW OUT THE COST OF OUR STAFF THAT ARE DOING THIS.

SO ARE WE USING, WE'RE ALREADY LOSING MONEY, WHICH IS THE HARD COSTS.

SO IF WE'RE GONNA LOSE MONEY ON THE HARD COST, WE'RE REALLY LOSING MONEY ON STAFFING COSTS.

AND NOW WE'RE GONNA ADD TWO MORE FULL-TIME STAFF.

SO HOW ARE WE GONNA INCREASE TO OFFSET THAT COST? WE'VE GOTTA COME OUT, WE CAN'T CONTINUE TO OPERATE AT A LOSS.

I UNDERSTAND THAT WE NEED TO BE AFFORDABLE, WE HAVE TO HAVE OPPORTUNITIES.

BUT SOME PEOPLE THAT MAY PAY $40 COULD AFFORD A HUNDRED DOLLARS.

SO LET'S LET FOLKS THAT CAN AFFORD TO PAY MORE.

SO MAYBE THERE NEEDS TO BE A SLIDING SCALE, UM, AND IF PEOPLE NEED HELP, THEY CAN GET HELP.

UM, I DON'T THINK THAT WE SHOULD EVER TURN OUR CHILD AWAY BECAUSE OF MONEY PERSONALLY, BUT AT THE END OF THE DAY, MOST PEOPLE CAN'T AFFORD.

UM, I CAN USE A PERFECT EXAMPLE.

I'VE BEEN TO MANY, UM, SPORTING EVENTS OR LIKE TOURNAMENTS AND SOCCER ROLLOUTS THIS PAST WEEKEND.

I WENT TO DALLAS YOUTH SPORTS FLAG FOOTBALL ROLLOUT.

AND LET ME JUST SAY THAT THAT FIELD WAS COVERED WITH KIDS.

I HAD, I WENT THROUGH A SOCCER ONE AND PERSONALLY IT WAS OUR FIELD AND I WAS EMBARRASSED TO SEE THE ENTIRE DRIVEWAY AND STUFF LIKE THAT.

THE FIELDS WERE FINE, BUT THE DRIVEWAY WAS ALL MUD.

SO WE DON'T MAINTAIN WELL, BUT WE'RE LOSING MONEY.

SO HOW DO WE MAINTAIN? SO WE'VE GOTTA GET TO THE POINT WHERE WE ARE ACTUALLY BREAKING EVEN AND MAINTAINING OUR FIELDS.

MAYBE, MAYBE WE NEED TO OUTSOURCE.

UM, IF WE'RE NOT DOING YOUTH SPORTS RIGHT NOW AND WE DON'T DO IT, WELL, WHY DON'T WE PARTNER WITH THE CHURCHES, OTHER ORGANIZATIONS, FC DALLAS, THE DIFFERENT ONES THAT PROVIDE YOUTH SPORTS AND TRY TO MAYBE OFFER SCHOLARSHIPS TO OUR KIDS AND GO UP TO THAT A HUNDRED THOUSAND DOLLARS THAT WE'RE SPENDING ON IT.

NOW IT'S GONNA BE EVEN MORE BECAUSE OF THE, UH, UM, THE KIDS OR THE ADDITIONAL STAFF.

SO WE'RE GONNA LOSE EVEN MORE.

SO WHY DON'T WE REPOSITION THAT AND WORK WITH PARTNERS TO GET OUR KIDS INTO OTHER PROGRAMS AND OUTSOURCE THEN WE'RE GONNA HAVE REVENUE FROM THOSE TEAMS AND THOSE ORGANIZATIONS PUTTING MONEY INTO OUR FIELDS AND STUFF LIKE THAT.

AND SO THAT'S MY 2 CENTS.

I THINK THAT, YOU KNOW, WE'RE MISSING THE MARK.

I DON'T THINK THAT WE SHOULD, UM, EXPAND WHEN WE'RE NOT GOOD AT IT TO START WITH.

UM, I THINK THAT THERE'S JUST CHALLENGES AND I THINK THAT, YOU KNOW, WE'RE, WE'RE LOSING MONEY.

THAT'S WHY.

I MEAN, I, NOT THAT YOU'RE NOT GOOD WITH THE KIDS.

I MEAN, I'M NOT SAYING THE PROGRAM ITSELF IS BAD, BUT WE'RE NOT GOOD AT ORGANIZING.

AND SO, AND FOR CLARITY, THIS IS A RECREATION.

SO OUR YOUTH SPORTS PROGRAM IS A RECREATION, IS A RECREATION PARK AND RECREATION PROGRAM.

AND SO THE KIDS THAT WE SERVE ARE RECREATION CENTER KIDS.

SO THOSE ARE THOSE, THIS IS, THAT'S OUR TARGET AUDIENCE.

ARE THOSE IN THE RECREATION CENTERS? AND SO JUST KIND OF FOR CLARITY TO MAKE SURE THAT UNDERSTANDING, YOU KNOW, THOSE ARE THE FOLKS THAT WE'RE SERVING.

SO THOSE PROGRAMS WOULD HAVE TO PRACTICE AT THE RECREATION CENTER, COME, YOU KNOW, PLAY AT THE RECREATION CENTER.

A LOT OF THOSE THINGS HAPPEN THERE.

THE BASKETBALL, THE SOCCER GAMES, THEY HAPPEN INSIDE THE RECREATION CENTERS.

THIS GROUP IS HERE TO ORGANIZE, TO MAKE SURE THAT EVERYBODY HAS THE SAME SCHEDULE AT THE SAME TIMING AND THOSE TYPES OF THINGS.

SO, YOU KNOW, WHEN THEY'RE SERVING THOSE, YOU KNOW, TWO, 400 TEAMS IS ACTUALLY THE RECREATION CENTER KIDS THAT REASONABLY HAVE, SORRY, I KNOW I'M OVER, BUT HOW MANY TENS DO WE CURRENTLY HAVE? SO, UM, 280 IN 20 22, 20 23, IT LOOKS LIKE ACROSS ALL, ALL ALL SPORTS OFFERING, HOW MANY DIFFERENT WE HAVE, WE CAN COME BACK AND YEAH.

SO ON.

SO FOR, FOR CURRENTLY RIGHT NOW FOR, UM, 23, 24, WE HAD IN FALL SOCCER 113 TEAMS IN FALL SOCCER.

AND THIS IS THE CITY, THE, THE CITY SOCCER, UM, 28 IN FLAG FOOTBALL TEAMS WITH 120 WINTER BASKETBALL TEAMS, 60 INDOOR SOCCER TEAMS. AND WE'RE CURRENTLY IN REGISTRATION SEASON FOR SPRING BASEBALL.

AND THEN ON THE SCHOOL SIDE FOR THE SAME TIME PERIOD,

[00:40:01]

WE HAVE, UM, 44 BASKETBALL TEAMS AND 14 BASEBALL TEAMS. AND WE ARE IN SCHOOL SOCCER SEASON NOW THAT'S REGISTRY.

SO THESE, THESE ARE THE NUMBER OF TEAMS THAT WE'RE SERVING EACH IN THE SEASON.

SO, SO THERE'S, THERE'S QUITE A FEW TEAMS THAT, THAT WE'RE SERVING.

YOU KNOW, BASICALLY THEY'RE SPREAD ALL AROUND DALLAS THAT WE ARE AT ALL OF THE RECREATION CENTERS.

THANK YOU, MS. HASTY.

GOOD MORNING.

THANK YOU FOR THAT REPORT.

UM, I HAVE A COUPLE OF QUESTIONS AND THEN A COUPLE OF SUGGESTIONS.

MM-HMM, , UM, YOUR SIX PART-TIMERS THAT YOU HAVE, WHAT, WHERE, WHAT IS THEIR FUNCTIONALITY? ARE THEY AT THE REC CENTERS OR THEY ARE FIELD MONITOR.

SO FOR INSTANCE, IF WE HAVE, UM, SOCCER GAMES, SO THEY, THEY ALL, WE'LL HAVE A SOCCER GAME AT CRAWFORD PARK SAMUEL BRAND.

SO THEY'RE ACTUAL FIELD MONITOR.

THEY'LL GO OUT THERE AND MAKE SURE THAT THE REFEREES HAVE SHOWN UP, YOU KNOW, AND SO THEY BASICALLY TRAVEL THE CITY TO MAKE SURE THAT ALL THE THINGS ARE IN PLACE, WHAT'S HAPPENING.

SO YOUR TWO NEW FOLKS WILL BE AT THEY? CORRECT.

SO THEY WILL, THEY WILL BE ABLE TO HELP US WITH THAT.

UM, I SAW IN ONE OF YOURS IT HAD STREET HOCKEY.

IS THAT A LEAGUE ? IT IS.

WHERE DOES THAT HAPPEN? SO IT HAPPENS, BUT STREET HOCKEY ACT ACTUALLY HAPPENS INDOORS.

SO IT HAPPENS INDOOR AT THE RECREATION CENTER.

SO IT CAN HAPPEN OUTDOORS, BUT IT'S AN INDOOR LEAGUE.

AND SO WE ACTUALLY HAVE, UM, SOCCER RIMS AND UM, IT'S THE DALLAS STARS INDOOR SOCCER INDOOR HOCKEY LEAGUE.

OKAY.

UM, AND THEN THE NEXT, UH, THING I WAS THINKING ABOUT KIND OF ECHOING WHAT MR. WOOD SAID.

I KNOW WE TRY TO BE AFFORDABLE AND ACCESSIBLE AND WE TALK ABOUT SLIDING SCALES.

MM-HMM.

, YOU KNOW, OBVIOUSLY SCHOLARSHIP FOLKS THAT JUST DON'T HAVE THE FUNDS FOR IT.

BUT I WOULD BE INTERESTED TO KNOW KIND OF WHAT THE, THE PRIVATE LEAGUES ARE CHARGING VERSUS OUR $40.

'CAUSE I THINK $40 SOUNDS REMARKABLY LOW, UM, FOR MOST FOLKS THAT WANT PARTICIPATE IN SPORTS ORGANIZATION WOULD BE ING MORE THAN THAT.

SO I'D LIKE TO KNOW KIND OF HOW THAT COMPARES.

'CAUSE IT SEEMS LIKE WE COULD RECOUP SOME OF OUR STAFF AND COST AND, UM, FIELD, YOU KNOW, FIELD MAINTENANCE.

AND THEN THE LAST THING, YOU KNOW, WE ALL STRUGGLE.

WE'VE HEARD IT IN OUR MEETING JUST BEFORE NOW.

UM, RESERVABLE FIELDS THE CONDITION OF THE RESERVABLE FIELDS.

SO IT GOT ME TO THINKING, OKAY, WELL IS THERE SOME SPORTS THAT WE CAN DO THAT DON'T REQUIRE US TO DRIVE MORE TEAMS TO THESE FIELDS THAT WE DON'T HAVE ENOUGH OF? SO HAVE WE LOOKED AT STUFF LIKE, THIS IS FOR YOU, MISS KIDNER, PICKLEBALL, UM, TENNIS? 'CAUSE I KNOW WE HAVE , UM, KARATE, ULTIMATE FRISBEE, WE HAVE ULTIMATE FRISBEE COURSES.

COULD THAT, THAT COULD BE SOMETHING WE COULD DO IN OUR SPACES THAT ARE NOT NECESSARILY RESERVABLE FIELDS FOR TRACK AND FIELDS.

AND I DON'T KNOW IF THAT'S AN OPTION, BUT JUST SORT OF THINKING OUTSIDE THE BOX TO COME UP WITH OTHER ACTIVITIES THAT, AND ALSO FOR A LOT OF KIDS THAT JUST DON'T WANT PLACE, SOCCER, SKATE, YOU KNOW, SKATING.

I THINK IT THAT MIGHT BE WITH YOUR NEW ADMINS TO TRY TO CREATE PROGRAMMING THAT ISN'T GOING TO DRIVE MORE COMPETITION TO THE FEW, FEW FIELDS THAT WE HAVE.

UM, AND I THINK THAT WAS IT FIELDS COST FEES AND HOCKEY.

THAT WAS IT.

SO DID OTHER PROGRAMS. WE CONSIDERED TENNIS.

WE WERE HOPING TO HAVE BEEN THAT LAST YEAR WE DIDN'T BECAUSE OF THE STAFF AND CONCERN YEAH.

OF THAT NATURE.

AND SO WE ARE SPREAD.

AND SO NOW THAT WE'RE ADDING THE STAFF AND WE'RE HOPING TO ADD MORE IN THE FUTURES TO GROW, WE'LL BE ABLE TO CONSIDER OFFERING THOSE PROGRAMS. BUT THE, THE FRISBEE AND THINGS LIKE THAT, THOSE ARE GOOD IDEAS.

I, I KNOW A LOT OF KIDS, LIKE I HAD A CHILD THAT JUST DIDN'T LIKE TO BE SWEATY, RIGHT? BUT THAT LIKE KNOCKED OUT A LOT OF SPORTS.

SO, YOU KNOW, OFFERING THINGS THAT IS THE TRADITIONAL BASEBALL STOCKER BASKETBALL, A LOT OF KIDS DON'T WANT DO.

AS FAR AS PRICING, WE ARE LOOKING AT PRICING AND DETERMINING HOW COMPETITIVE WE ARE.

WHERE ARE WE, YOU KNOW, WE ARE VERY INEXPENSIVE IN COMPARISON.

AND SO I THINK THAT AS WE GO THROUGH THE CITYWIDE ATHLETICS RESERVATION AND EVENTS DIVISION, ALL OF OUR PRICING, WHETHER IT'S GOLF, TENNIS, WHAT HAVE YOU, THIS IS ONE OF THE AREAS WHERE WE, MAYBE WE WANT TO BRING SOMETHING TO BE HAPPEN IN FINANCE COMMITTEE OR OTHERS AND CONSIDER SOME TYPE OF PRICE ADJUSTMENT, WHETHER IT'S A SLIDING SCALE, SCHOLARSHIPS THROUGH OUR PARTNERS AND THINGS OF THAT NATURE.

SO WE'RE LOOKING AT ALL THE, WE DON'T WANNA BE, WE'RE OBVIOUSLY GONNA SUBSIDIZE THE IMPORTANT PROGRAMS, BUT, UH, NOT TO THE POINT WHERE .

THANK YOU MR. KITNER.

THANK YOU MADAM PRESIDENT.

UH, MS. NEY DID ASK, UH, SOME SIMILAR QUESTIONS.

UH, SO I MAY BE A LITTLE BRIEF HERE, BUT, UM, I'M LOOKING AT THE CURRENT SCHOOL SUPPORT PARTICIPATION, UH, SLIDE THERE WHERE IT'S GOT, I THINK, I GUESS THIS IS THE BREAKDOWN OF THE SPORTS THAT WE'RE OFFERING, BASKETBALL, SOCCER, UM, IN ELEMENTARY AND BASEBALL AND BASKETBALL IN HIGH SCHOOL.

WERE THERE OTHER, LIKE,

[00:45:01]

WE'RE NOT DOING HIGH SCHOOL SOCCER, FOR EXAMPLE, OR THESE ARE, THESE ARE JUST THE PRIMARY SPORTS THAT WE ARE OFFERING RIGHT NOW, CORRECT? YES, SIR.

AND THESE ARE SO, AND AGAIN, IN COLLABORATION WITH THE SCHOOL BASED, BASED ON THEIR REQUEST AS WELL.

OH, GOOD, GOOD, GOOD.

YEAH.

AND I WOULD, I WOULD ENCOURAGE US TO LOOK AT OTHER OPPORTUNITIES TO EXPAND, UM, YOU KNOW, TENNIS, PICKLEBALL, RACKET, SPORTS, WHATEVER, YOU KNOW, OTHER THINGS THAT INDIVIDUAL SPORTS THAT WE MAY BE ABLE TO OFFER HOCKEY BECOMING VERY POPULAR.

I KNOW MY DAUGHTER'S SCHOOL, UM, YOU KNOW, I CONNECTED WITH THEM WITH MR. LAWRENCE LAST YEAR ABOUT HAVING TENNIS.

UH, THE KIDS PARTICIPATE IN A TENNIS PROGRAM THROUGH THE SCHOOL.

SO I KNOW THERE'S INTEREST IN THAT, UM, THROUGH THE DIFFERENT SCHOOLS AND MAYBE SOME THAT ENDS UP BEING SCHOOL DRIVEN AND THE SCHOOLS CAN PROVIDE ADVICE ON WHAT SPORTS THEIR KIDS WANT TO PLAY.

UM, YOU KNOW, THERE'S JUST LOTS OF OPTIONS.

AND SO I DON'T WANT US TO BE LIMITED TO JUST THESE SPORTS, WHICH OBVIOUSLY ARE VERY POPULAR, BUT LET'S TRY TO EXPAND IT WHERE WE CAN.

UM, AND QUICK QUESTION ON THE SCHOOLS AS WELL.

UH, WE'VE GOT THE CURRENT SCHOOL PARTICIPATION.

IS THIS ISD, THESE ALL ISD SCHOOLS? YES, SIR.

IS IT PRIMARILY DALLAS IS SD OR DO WE HAVE THAT'S OUR, PRIMARILY OUR PRIMARY CUSTOMER, OBVIOUSLY LOCATION, BUT WE DO OTHER ISDS AND SOMETIMES WE'LL HAVE EVEN LIKE SOME OF THE, THE CHARTER SCHOOLS OKAY.

THAT, THAT WILL REACH OUT AND THEN WE WILL PARTNER WITH THEM AS WELL.

GREAT.

SO IT IS DEFINITELY A MIX OF EVERYBODY.

THAT'S PERFECT, THANK YOU.

UM, AND THEN LAST QUESTION ON THE COST.

AND I APPRECIATE US BEING OPEN TO A POTENTIAL INCREASE.

WHEN IS THE LAST TIME THAT WE INCREASED OUR COSTS? WE MAY BE, WE MAY BE DUE FOR IT.

UH, NOT MY LIFETIME.

YEAH, I'M NOT SURE.

I'LL HAVE TO LOOK.

WE'VE BEEN, WE'VE BEEN THERE FOR QUITE A FEW YEARS.

WE, WE, WE HAVE, AND AGAIN, IT'S, IT'S, IT IS A PROGRAM FEE, SO IT'S NOT NECESSARILY SOMETHING THAT, UM, YOU KNOW, WE COME, IT'S LIKE, OH, WE DO THIS, BUT WE JUST, WE REALLY HAVEN'T.

WE, WE TRY TO STAY BECAUSE AGAIN, AND IN SOME, AND I WILL TELL YOU, OBVIOUSLY COMING FROM RECREATION FOR, FOR MANY, MANY YEARS, SOME OF OUR LOCATIONS, THERE'S NOT A PROBLEM AT ALL.

AND THEN SOME OF THE LOCATIONS, THE DATE ARE PUSHED BECAUSE WE ARE TRULY TRYING TO GET FAMILIES TO, YOU KNOW, ENOUGH KIDS TO PAY THE $40 FOR THE TEAM TO MAKE.

UM, AND SO WE JUST REALLY, LIKE YOU SAID, WE WANT TO DO WORK WITH OUR PARTNERS, SEE IF WE CAN GROW, GROW A FUND WHERE WE CAN BE ABLE TO HELP, HELP THAT AND SUPPORT THAT.

SO I'M A HUNDRED PERCENT IN THE RIGHT.

YEAH, Y'ALL ARE DOING IMPORTANT WORK AND AMAZING THAT YOU'RE DOING WITH ONLY TWO PEOPLE.

AND ONE WAY TO GET MORE REVENUE AND TO PAY MORE EMPLOYEES IS TO POTENTIALLY INCREASE THE COSTS, UH, SO THAT Y'ALL CAN CONTINUE TO DO THE GOOD WORK.

THANK YOU VERY MUCH MS. MANDO.

THANK YOU SO MUCH.

SO THIS IS DEFINITELY, UH, ALWAYS AN INTEREST TO ME.

UM, AND I DO THINK THAT IT IS A LITTLE BIT OF AN UNFAIR STATEMENT TOO FOR LAST WEEKEND BECAUSE IT DID RAIN, BUT, UM, SO MUDDY FIELDS AND ALL THAT KIND OF STUFF.

BUT I DO THINK THAT WHAT MARIA SAYS IN REGARDS TO EXPANDING WITH DIFFERENT OPPORTUNITIES, AND WE HAVE DISC GOLF, YOU KNOW, WE, WE ALSO HAVE CRICKET.

SO THOSE, THOSE ARE ALSO OTHER OPPORTUNITIES.

UM, EXPLAIN TO ME HOW YOU HAVE THE STATISTIC THAT, UM, THE YOUTH MALE DECLINE.

IS THERE MORE FEMALES IN THE WORLD OR IS THERE, UM, VIDEO GAMES BEING PLAYED OUT? ESPORTS.

ESPORTS IS OUR DELINEATOR THAT, SO OF COURSE, SO A LOT OF HAVE COME OUT OF TRADITIONAL SPORTS THAT HAVE GONE INTO THE ESPORTS.

WE DO ALL ESPORTS, UM, EVIL SPORTS, E ELECTRONICS.

OH, UH OH NO, I'M SORRY.

GAMING.

YEAH, NO GAMING.

OH BOY MOM, I GET IT.

GAMING.

SO WE, WE HAD INCREASE IN GAMING IN A DECREASE.

SO I DO HAVE A CHILD WHO'S VERY ATHLETIC, WHO PLAYS ALL SPORTS.

UM, AND WE DO DO, UH, OTHER, YOU KNOW, OTHER LEAGUES.

UM, AND I DO KNOW SOME OF THE COSTS.

SO, AND ALSO ALWAYS DEPENDS ON HOW MANY PRACTICES ARE AT THE FACILITY, HOW MANY GAMES ARE THERE, IS THERE A COACH PROVIDED OR NOT.

SO WHEN YOU'RE DOING THOSE, YOU KNOW, LOOKING HOW MANY ARE LOOKING AT THOSE COST FEES, WHEN WE BRING THAT UP, THERE ARE A LOT OF OTHER DETAILS THAT ARE INCLUDED IN THERE.

HOW MANY TIMES CAN THEY PRACTICE AND HOW MANY GAMES THEY HAVE AND IF A COACH IS INCLUDED OR NOT.

SO, UM, SO I THINK THAT'S, OH, THE OTHER THING IS DO WE EVER LOOK AT A SPONSORSHIPS WHERE LIKE, YOU KNOW, THE LOCAL RADIATOR MUFFLER SHOP, UM, IN OAK CLIFF COULD HAVE A, UM, COULD HAVE A, UM, A SPONSORSHIP TO THE, THE, THE REC CENTER THERE AND HE, THEY COULD PAY FOR THE, THE JERSEYS WITH, YOU KNOW, DALLAS PARK AND REC WITH THE LOGO OF, YOU KNOW, SOUTHWEST MUFFLER, SOMETHING LIKE THAT.

SOMETHING DO WE WANNA GO THERE? WE ARE LOOKING INTO THAT.

NO, I MEAN, BUT SERIOUSLY, WE, THAT IS SOMETHING, YOU KNOW, ONE OF THE THINGS WHEN WE TALK ABOUT SPONSORSHIPS AND BEING ABLE TO GET LOCAL SPONSORS ON BOARD, AGAIN, IT DOESN'T HAVE TO BE YOUR 10,000, $20,000 SMALL BUSINESS, SMALL BUSINESS, SMALL BUSINESSES.

SO WE REALLY WANNA MAKE SURE THAT WE ARE, UM, FOCUSING OUR EFFORTS ON GETTING THAT MESSAGE OUT.

[00:50:01]

BUT WHAT I WANTED TO DO IS MAKE SURE THAT, LIKE YOU SAID, MAKE SURE THAT WE ARE, WE'RE ORGANIZED, WE HAVE OUR DUCKS IN THE ROW, AND THEN WE GO OUT AND PRESENT OUR PRODUCT.

THAT'S, THAT'S FULLY FUNCTIONING.

AND WITH MARKETING TOO, I MEAN LIKE A LOT OF, A LOT OF AREAS HAVE THEIR LOCAL ADVOCATE.

ARE WE MARKETING INTO THOSE LOCAL ADVOCATES, LIKE THE LOCAL ADVOCATE, LIKE OAK CLIFF OR LAKEWOOD OR, OR YOU KNOW, WHATEVER THE ADVOCATES THAT ARE OUT IN THE, SOMETIMES IF I SEE SOMEBODY IN THE SCHOOL AND THEN I SEE IT IN THE ADVOCATE, IT WILL HIT ME DIFFERENTLY THAN WHEN I SAW SOMETHING IN THE SCHOOL NEWSLETTERS THAT I, I'LL DOUBLE CHECK.

SO RIGHT NOW, WE, WE RELY VERY HEAVILY ON OUR, UM, MAP TEAM AND THE RESOURCES THAT WE HAVE WITHIN THAT TO GET THE INFORMATION OUT.

OKAY, THANK YOU.

YOU BOTH AS A RESOURCE THAT THEY CURRENTLY USE.

THANK YOU BOTH.

THOSE WONDERFUL PRESENT.

THANK YOU.

WE'LL GO TO, UH, MR. DICKEY AND THEN COME BACK TO MR. SLAUGHTER.

YOU, YOU BEFORE ME.

.

THANK YOU MADAM CHAIR AND, SORRY, OLD COLLEGE ROOMMATE, UH, H BEFORE BEAUTY THEY SAY.

SO, UM, TWO QUESTIONS.

ONE HAS TO DO, THIS MIGHT BE FOR MR. LAWRENCE, WHEN WE GENERATE REVENUE, THERE'S A SPLIT THAT WE DON'T KEEP ALL OF IT.

WHAT ARE THE CURRENT PERCENTAGES THAT GO TO? I DON'T HAVE THAT INFORMATION ON ME FOR RIGHT NOW, MR. DICK, BUT I WILL GET IT FOR THIS BOARD.

IS IT ROUGHLY 60 40? I'M GOING TO LOOK OVER AT RACHEL BERRY AND I DON'T HAVE THAT.

WE'RE GONNA HAVE TO GET BACK WITH YOU ON THAT, MR. DICK.

I DON'T, WE DON'T HAVE THAT INFORMATION.

OKAY.

BUT WE DON'T GET TO KEEP EVERY PENNY OF THE REVENUE WE GENERATE.

RIGHT? SOME OF IT GOES INTO THE GENERAL FUND.

THAT'S CORRECT.

SO ON OUR, UM, WHEN WE SAY THAT WE HAD 87,000 IN REVENUE ON PAGE 13 OF THE PRESENTATION, WAS THAT OUR TOTAL GROSS REVENUE OR WAS THAT AFTER WE HAVE TO GIVE MONEY BACK INTO THE GENERAL FUND? THAT'S WHATEVER CAME THROUGH A MS. SO THAT'S EVERYTHING THAT GOES THROUGH THE GENERAL FUND.

SO WHAT DOES THAT MEAN IN TERMS OF WHAT WE GET THAT, DO WE GET ALL OF IT OR WE DON'T GET ALL OF THAT 87? THAT 87,000 IS WHAT WAS WOULD'VE GONE INTO THE CITY'S GENERAL FUND ACCOUNT.

AND IT IS SEPARATE FROM WHAT WOULD'VE GONE INTO THE MULTI-YEAR FUND.

SO WHATEVER'S IN THE MULTI-YEAR FUND, WHICH WE WILL WORK ON GETTING THAT INFORMATION, IS SEPARATE FROM THAT 87,000.

SO THAT IS NOT A GROSS GRAND TOTAL.

SO THAT'S THE AMOUNT WE ACTUALLY GET TO USE FOR PARK AND RENT PURPOSES AS OPPOSED TO THAT'S THE TOTAL THAT WE GET AS OPPOSED TO WE GET 87,000.

RIGHT.

WELL THE 87,000 IS A REVENUE OBLIGATION TO THE CITY GENERAL FUND IN THE MULTI-YEAR FUND.

WHAT GOES INTO THAT MULTI-YEAR FUND, WE'RE ABLE TO USE THAT WITHIN THE PARK SYSTEM TO SUPPORT THESE TYPES OF PROGRAM.

AND I BELIEVE IT GOES INTO, IT CAN BE USED FOR PARK MAINTENANCE, IT COULD EVEN POSSIBLY BE USED FOR SOME, SOME OTHER EQUIPMENT NEEDS AND THINGS OF THAT NATURE.

SO LEMME GET BACK TO YOU ON THE SPECIFIC OF NUMBERS.

THE PERCENTAGES, AND THEN I'LL EVEN GET SOME INFORMATION ON WHAT WE'VE USED TO BREAK DOWN IN THE LAST COUPLE YEARS.

OH, OKAY.

OKAY.

THANK YOU.

UM, AND THEN THE, IT WAS MENTIONED, UH, WE HAVE TWO FULL-TIME STAFF AND THAT WE'RE ADDING TO FULL-TIME STAFF NOW.

UM, DOES, THERE WAS A FISCAL, THERE WAS A, SORRY, A BUDGET ENHANCEMENT THAT I KNOW WE ASKED FOR, FOR YOUTH SPORTS THAT WERE DENIED.

AND THAT WAS THE REASON GIVEN WHY WE DIDN'T USE ALL OF OUR MONEYGRAM HOURS THAT WE DIDN'T HAVE THE STAFFING.

UM, DOES, HAS SOMETHING CHANGED IS WE, WE ARE WE, THOSE TWO POSITIONS THAT WE ARE GETTING THIS YEAR, WE'RE NOT PART OF ANY BUDGET ENHANCEMENT.

WHAT WE'VE DONE IS WE'VE LOOKED AT OUR VACANCY POSITIONS THAT WE HAVE THROUGHOUT THE DEPARTMENT AND THESE SPECIFIC POSITIONS CAME THROUGH OUR RECREATION, UH, SERVICES DIVISION.

SO WE'VE TAKEN SOME POSITIONS AND RECLASSIFIED THEM INTO THESE PO THESE TWO POSITIONS THAT ARE GONNA BE USED SPECIFICALLY AND DEDICATED TO YOUTH SPORTS USE.

SO THEN MY SECOND QUESTION WOULD BE, IF, SO WE ARE GONNA BE AT FOUR INSTEAD OF TWO.

WE'RE DOUBLING THAT, RIGHT? YES SIR.

SO HOW DOES FOUR COMPARE WITH, UH, OTHER CITIES? UH, SPECIFICALLY OTHER CITIES THE SAME SIZE, ROUGHLY THE HOUSTON'S SAN ANTONIOS, BUT ALSO SUBURBS LIKE FRISCO.

UM, HOW DOES OUR YOUTH ATHLETIC STAFFING COMPARE TO PEER CITIES? IF WE GO WITH FOUR, WE'RE GONNA, WE HAVEN'T LOOKED INTO CITIES THAT ARE EQUAL TO OUR SIZE.

AND SO LET, LET ME GET THE INFORMATION, GO BACK TO THOSE MUNICIPALITIES, SEE HOW THEY HAVE THEIR PROGRAMS STRUCTURED, THE NUMBER OF STAFFING, AND MAYBE EVEN LOOK AT HOW MUCH THEY HAVE BUDGETED YEAR, YEAR TO YEAR.

BUT WE'D ALSO WANT TO COMPARE WHAT IS THE SIZE OF THEIR PROGRAM TO OUR EXISTING.

SO LEMME GET BACK.

WE'LL, WE, WE WILL DO SOME DIGGING AND WE'LL GET BACK TO THE COMMITTEE.

THOSE ARE THE BOARD.

THANK YOU.

BECAUSE I THINK THAT'S, YOU

[00:55:01]

KNOW, IF WE AS AN OVERSIGHT BOARD ALSO DEALING WITH A BUDGET AS WE CONSIDER WHERE WE WANT TO GO, UH, IT'S ENTIRELY POSSIBLE WE'RE WAY BELOW OTHERS.

AND SO I THINK THAT, I APPRECIATE THAT.

I THINK THAT WOULD BE REALLY GOOD FOR US TO KNOW.

UH, 'CAUSE WE GOTTA SET OUR PRIORITIES FOR THE COMING BUDGET YEAR.

AND I PERSONALLY FEEL THAT YOUTH SPORTS IS WHERE WE SAVE LIVES AND CHANGE LIVES.

UH, AND SO, YOU KNOW, THIS, SPEAKING FOR MYSELF, I WOULD, I WOULD BE LOBBYING HARD TO, IF WE'RE NOT AT A LEVEL OF PEER CITIES TO CHANGE THINGS SO THAT WE END UP BEING AT THAT LEVEL.

SO THANK YOU.

YOU'RE WELCOME.

WE'LL BRING IT BACK TO YOU, SIR.

MR. SLAUGHTER, HAPPY NEW HERE.

OF COURSE, YOU KNOW, OUR COLLEGE ROOMMATE AND I, WE ARE PRODUCTS OF, UH, THE CITY'S, UH, YOUTH PROGRAMS. I GREW UP ON THAT.

UH, THERE'S A STATEMENT MADE EARLIER ABOUT WHERE YOU'RE ADDING TWO PEOPLE AND ME, MYSELF, WITH THE WORK THAT YOU GOT.

YOU.

I THINK WE DON'T HAVE ENOUGH.

YOU KNOW, I, WE NEED TO FIND THE MONEY.

I THINK EVERYBODY IN THIS DEPARTMENT NEEDS AN ASSISTANCE, NEEDS MORE HELP, ESPECIALLY OUR SEE THE SECRETARY, YOU KNOW, SHE GETS INUNDATED WITH ALL THIS STUFF AND WONDER WHY WE DON'T GET ALL THE EMAILS.

THIS IS WHY WE ARE UNDERSTAFFED.

THAT'S WHY WE CAN'T DO THE THINGS THAT WE NEED TO DO.

SO I'M EXCITED ABOUT WHAT YOU GUYS ARE DOING, WHAT YOU'RE EXPLAIN TO US.

SO I'M LIKE DICKIE, I DON'T THINK WE HAVE ENOUGH PEOPLE.

AND I THINK EVERYBODY WORKING THIS DEPARTMENT, UH, FROM PLANNING TO THE SECRETARY, UH, TO MARKETING MAINTENANCE HELP.

WE NEED TO GET TO MORE PEOPLE.

WE THE BEST DEPARTMENT IN THE COUNTRY, BUT WE LACK LUSTER BECAUSE WE'RE ALWAYS CRYING ABOUT WHY WE DIDN'T GET THIS, BECAUSE WE DON'T HAVE ENOUGH STAFF TO BACK OUR PEOPLE THAT ARE REALLY DOING A GOOD JOB.

SO THANK YOU FOR THIS.

AND I'M ON BOARD WITH THIS.

'CAUSE LIKE I SAID, I'M A PRODUCT OF DALLAS, UH, YOUTH PROGRAM IN DALLAS PARK RECREATION.

SO I KNOW PETE AND I'LL BE STANDING OUT THERE WITH A SIGN ON THE CORNER.

AND WHO ELSE CAN WE DO TO HIRE FOR YOUR PEOPLE? I'M WITH YOU, SO THANK YOU.

I'LL BE ALRIGHT.

MS. COLLINS.

BRAD, GO AHEAD.

OH, I THINK IT'S MARIA.

OH.

'CAUSE WE'RE STILL, THAT'S PERFECT.

OH, SIR.

WELL, REALLY, THIS IS PROBABLY MORE TO, UH, MR. LAWRENCE.

IS THERE ANY WAY TO MAKE REC TRACK BETTER? LIKE ANY, ANY POSSIBLE? I GET MORE COMPLAINTS ABOUT REC TRACK AND HOW DIFFERENT FROM SPORTS USE PAVILION PARK ACCESS, ANY BUDGET ENHANCEMENT WE CAN LOBBY FOR IN THIS CYCLE.

IT IS JUST SO UNUSER FRIENDLY.

REALLY? IT'S NOT YOUR FAULT.

AND IT'S NOT BREAKING NEWS.

YEAH, IT'S NOT BREAKING.

OH, I KNOW.

SOFTWARE PROGRAM THAT YOU PUT OUT THERE, ANY KIND OF RESERVATIONS PLATFORM YOU'RE GONNA HAVE.

AND I THINK WHEN WE, OUR PLATFORM, WE KNOW THE CITY'S PROCUREMENT PROCESS.

WE TAKE THE BEST DEAL THAT'S ON THE TABLE, AND SOMETIMES WE LEAVE SOME PLATFORMS OR SOME LITTLE BELLS AND WHISTLES OFF.

UH, AND I KNOW MR. JENKINS, OUR DIRECTOR, HAS SAID THAT WE ARE GOING TO LOOK AT A SOFTWARE PACKAGE, WHETHER WE HAVE TO DEVELOP THAT ON OUR OWN.

UM, BUT WE ARE IN AN AGREEMENT, I BELIEVE WITH TREK THAT EXPIRES THREE YEARS FROM NOW.

DON'T QUOTE ME ON THAT, BUT I THINK IT'S TWO TO THREE YEARS.

AND SO IN THAT TIME PERIOD, WE CAN START LOOKING TO WHERE WE CAN GO IN THE FUTURE.

IN THE INTERIM, WE WILL, WE DO, WE WORK WITH RECTRAC, WE TELL 'EM WHAT OUR PROBLEMS ARE, WHERE WE'RE SEEING THESE DEFICIENCIES, AND WE ASK THEM IF THEY CAN UPGRADE IT OR MAKE THE TWEAK OR THE CHANGE, WHATEVER.

SO WE CONTINUE TO DO THAT.

IT IS A, IT IS A DIFFICULT PROCESS, BUT WE HEAR OUR CUSTOMERS, WE HEAR YOU ALL.

AND WE DO RELAY THAT, THOSE CONCERNS TO OUR, OUR PROVIDERS, OUR PARTNERS.

SO THANK, SORRY, THIS WAS JUST A, I HAD AN OPPORTUNITY AND MIKE AGAIN, , SO I REALIZE IT'S NOT PERFECT.

AND SO THANK YOU.

WE ARE NOW IN ROUND TWO.

MS. HUY, VERY QUICK QUESTION.

UM, ON YOUR EARLIER SLIDES THAT WERE GOING UP TO 2020, UH, IT WAS SHOWING A PRETTY SIGNIFICANT DECLINE.

I I DIDN'T SEE THOSE.

SAME STATISTICS FOR WHAT, 2, 2, 3? ARE WE SEEING IT GO BACK DIRECTION? WE'RE SEE, WE'RE SEEING IT GOING 20.

WE DIDN'T OFFER PROGRAMS. THOSE WERE THE COVID YEARS.

SO IT'S EIGHT.

SO LIKE SLIDE NUMBER SEVEN.

SEVEN IS THE LAST ONE THAT TALKED ABOUT CITYWIDE SUPPORTS PARTICIPATION WAS DEFINITELY GOING DOWN FROM 1718.

UNDERSTOOD.

[01:00:01]

SO ARE WE ON THE UPSWING NOW? YES, WE ARE.

YES.

OH, OKAY.

I JUST DIDN'T SEE A COMPARABLE SLIDE AND I'M LIKE, THINK SO.

SO THE DIFFERENCE BETWEEN 17 FROM 18 FROM 2017 AND 2018 WAS LIKE HUNDRED TWO TEAMS AND IT WAS FOUR.

AND THEN 20 19, 20 20, THAT'S WHEN WE HAD TO LEVEL OFF AND WE ENDED SPORTS IN, WHAT WAS THAT MARCH? THAT'S WHEN WE CAME IN.

AND THEN WE, AND THEN THAT FOLLOWING YEAR, WE DIDN'T OFFER ANYTHING BEFORE WE REENTERED THE MARCH.

IT WAS OVER THAT THREE YEAR PERIOD PRIOR TO COVID, IT WAS DEFINITELY HEADING DOWN A 40 80 STATISTICS MEAN WE WENT FROM, I SEE WHAT YOU'RE SAYING FROM THE 2020, THE 1720 THEN IN 29 OR 1920 WENT TO 17 SEVEN.

YEAH.

SO, BUT THAT, THAT WAS THE COVID YEAR.

THAT'S WHEN WE CUT WE UP EVERYTHING THAT YEAR.

SO I THINK WE HAD .

SO SIX MONTHS WORTH OF INACTIVITY COULD HAVE LED TO THAT DIFFERENCE THAT BUILT BETWEEN.

BUT THIS, THESE, AND IN 1920 OB OBVIOUSLY THERE'S DATA FROM, YOU KNOW, 20, 21, 21, 22, 22, 23.

WE, WE DIDN'T OFFER THAT'S WHY THAT, THAT'S WHY NOTHING DID ALL OF THOSE.

SO YEAH, THOSE WERE THE ACTUAL COVID YEARS THAT WE REENTERED ON 20.

WE, WE, WE REENTERED IN 22, SO 2021.

SO OUR FISCAL YEAR 21, 20 21, 21, 22.

WE CAME BACK IN 22.

SO YOU ONLY HAVE ONE YEAR DATE.

OKAY.

BUT WE'RE SEEING IT'S GOING IN 50 INCH.

OKAY.

THE TOTAL PARTICIPANTS, 22 AND 23, WE HAD 2,900 PARTICIPANTS.

OKAY.

AND THEN IF YOU'RE LOOKING AT 23, 24, JUST YEAR TO DATE, NOT INCLUDING ANY OF THE SPRING BALL THAT WE'RE, WE'RE AT 3, 6 21.

OKAY.

SO WE'RE, THAT WAS MY QUESTION.

THANK YOU.

I THOUGHT WE WORKED, FELT, FEELS LIKE WE ARE.

OH, IT FEELS LIKE, YEAH.

UH, MR. WOOD, THANK YOU.

UM, IF I CAN RE-CLARIFY, I DON'T MEAN THAT YOU DON'T DO WELL, WHAT YOU ARE DOING.

WHAT I MEAN IS YOU'RE, WE'RE TOO BIG.

THE CITY IS TOO BIG FOR YOU TO BE GREAT AND GOOD WITH TWO PEOPLE AND THE STAFF THAT YOU HAVE AND THE RESOURCES YOU HAVE.

WE DON'T HAVE THE MONEY AND THE, THE RESOURCES TO BE GREAT AND OFFER GREAT SERVICES.

BUT WHAT WE COULD DO WITH OUR LIMITED STAFF IS CONNECT AND PARTNER WITH OTHER ORGANIZATIONS, UM, THAT ARE GREAT AT WHAT THEY DO IN THEIR AREAS.

SO IF WE MAY REACH OUT AND MAKE PARTNERS WITH THEM, MAYBE THEY GET REDUCED FIELD COSTS, MAYBE THEY DO THIS, YOU KNOW WHAT I MEAN? LIKE, THEY'RE, THEY'RE ALREADY IN THE SPACE AND THERE'S ORGANIZATIONS ACROSS THE CITY THAT DO OUTDOOR SPORTS.

GREAT.

I AGREE WITH THE RACKET THING, BRINGING, I HAVE REC CENTERS THAT ARE SAYING WE WANT PICKLEBALL, BUT THEY LINE THE COURTS, BUT THEY DON'T DO PICKLEBALL IN THE REC CENTER.

SO WE NEED TO GET PEOPLE TO DO THE REC CENTERS, TO DO .

LET'S, LET'S FOCUS ON OUR BUILDINGS AND OUR REC CENTERS.

I LOVE THE FACT THAT YOU OUTREACH TO SCHOOLS.

I THINK THAT'S KEY BECAUSE YOU GET THE COACHES AND YOU GET ALL THOSE, THE PARENTS THAT WANT THOSE THINGS.

LIKE IN MY NEIGHBORHOOD, THERE'S NO REC CENTERS NEAR US.

SO REACHING OUT TO THOSE SCHOOLS AND OFFERING PROGRAMS AT THE SCHOOLS IS VITAL.

I THINK THAT YOU'RE, YOU'RE, I WOULD LIKE TO SEE A FOCUS ON GOING OUT TO REACH PEOPLE THAT ARE NOT IN THE REC CENTER AND BRINGING MORE IN.

I THINK THAT'S VITAL TO THE DALLAS PARK BRAND IS TO BRING EVERYBODY IN AND BE A CONDUIT INTO SPORTS AS A WHOLE.

SO YES, YOU DO WELL, BUT YOU CAN'T DO GREAT BECAUSE YOU DON'T HAVE THE RESOURCES TO SPREAD, IF THAT MAKES SENSE.

TO EXPAND THAT BIT.

WE APPRECIATE THAT.

CLARIFI, SHA WOOD, AND, AND AS KEISHA SAID, YOU KNOW, EARLIER, AND MS. DALE SHOT IS WE HAVE TO DO, WE HAVE TO REFINE WHAT WE'RE DOING.

WE HAVE TO MAKE IT BETTER.

WE HAVE TO MAKE IT GOOD.

WE HAVE TO MAKE IT GREAT.

WE GOTTA BE OUT THERE AND COMMUNICATING.

WE NEED TO REBRAND OURSELVES SO THAT THEN THE PARTNERS, WHEN WE GO OUT, WE'VE GOT GREAT PROGRAM, WE SEEING IT, WE'RE TRENDING UPWARDS.

WE'VE GOT GOOD STAFF THAT ARE OFFERING THE PROGRAM, THEY'RE EDUCATED, THEY'RE CERTIFIED.

AND WHEN WE BEGIN TO DEVELOP THAT, THEN WE START SEEING RESULTS WITHIN OUR PARTNERSHIPS AND BEING ABLE TO COME BACK IN AND BRING IN THOSE ADDITIONAL RESOURCES.

SO KEISHA AND HER TEAM IS WORKING REALLY HARD.

WE'RE HEARING EVERYTHING Y'ALL ARE SAYING, UH, EVERYTHING OUR CUSTOMERS ARE SAYING AND WE'RE WORKING ON.

RIGHT.

PARTNER WITH THE ORGANIZATION.

YES.

THEY WORK OUT SPORTS AND STUFF LIKE THAT.

USE SPORTS ORGANIZATIONS AND, AND AGAIN, I WILL SAY, UM, I'VE HAD AN OPPORTUNITY TO SERVE IN OTHER, OTHER LOCALES AND

[01:05:01]

WHAT YOU DO, THEY WORK WITH SPORTS ASSOCIATES.

OKAY.

AND SO YOU HAVE AN ATHLETIC COORDINATOR THAT WORKS FOR THE CITY, BUT THE SPORT IS RAN THROUGH YES.

GROUP A B GROUP STEPS.

AND SO I WILL SAY WE ARE ON THE LARGER SIDE OF THE CITIES.

UM, YOU KNOW, WE HAVE TO KIND OF FIGURE OUT WHO OUR, WHO OUR PARTNER'S GONNA BE AND HOW WE CAN PARTNER, MAKE SURE THAT WE'RE BETTING EXACTLY.

I TOTALLY UNDERSTAND YOU.

THANK YOU MS. ELL.

SO IF GAMING IS A SPORT, THEN LET'S MAKE TECHNOLOGY AND ROBOTICS A SPORT AND PUT OUT THERE THAT, UM, WHOEVER CAN UNDERSTAND OR MAKE A NEW PROGRAM FOR REC TRACK IN THE DIVISION WITH ALL THESE WIN IT CAN WIN, UM, A MEMBERSHIP OR, OR WHATEVER.

BUT, UM, JUST THAT, THAT'S MY, THEY CAN FIX IT.

THEY CAN FIX IT.

THEY CAN FIX IT.

.

ALL RIGHT.

THAT'S ALL.

THANK YOU, MR. MR. DICKEY.

OKAY.

THANK YOU MADAM CHAIR.

I'VE GOT A QUESTION THAT'S A LITTLE OFF TOPIC, BUT, UM, SOFTBALL, UH, AT CROWN PARK, WE HAVE TWO GIANT LIT SOFTBALL FIELDS THAT ARE NEVER USED.

AND SO A WHILE BACK, A SOCCER ORGANIZATION CAME AND WANTED WITH A PROPOSAL TO TEAR OUT AT SOFTBALL, THOSE SOFTBALL FIELDS AND A BUNCH OF POST OAK TREES IN THE PROCESS AND CONVERT THAT TO SOCCER.

BUT MY QUESTION AT THE TIME THAT I'VE REALLY NEVER GOTTEN AN ANSWER TO IS WHAT HAPPENED? WHY DO WE NOT HAVE SOFTBALL? GIRLS SOFTBALL, UH, ONE SOURCE SOFTBALL'S THE FASTEST GROWING SPORT IN THE NCAA.

SO IS THERE ANY, DO YOU KNOW WHY WE AT ONE POINT HAD ENOUGH DEMAND THAT WE HAD THOSE TWO LIT SOFTBALL FIELDS THAT ARE RIGHT OFF OF INTERSTATE 35 WITH EASY ACCESS, BUT NOW AND IN OTHER PARKS ARE, THEY'RE ALL GONE, GONE TO SEED.

SO WHAT, WHAT HAPPENED AND HOW DO YOU SEE IT FITTING INTO FUTURE TRENDS? IS IT WORTH TRYING TO GET MORE SOFTBALL OR WHERE ARE WE GOING WITH THAT? WELL, WHAT YOU'RE REFERRING TO WOULD BE A PART OF OUR RESERVATIONS AND OUR PARTNERSHIP WITH, UM, UH, PARK MAINTENANCE OPERATIONS AS FAR AS WHY THOSE FIELDS WERE CONVERTED.

NOW WE'LL HAVE TO GET WITH RENEE JOHNSON AND GET BACK TO YOU WITH AN ANSWER ON THAT AS FAR AS SOFTBALL AS IT RELATES TO OUR PROGRAM OFFERING.

AND AS KEY SHOULD IMPACT ON THAT.

SO FOR, FOR FOR MANY YEARS, AND I GUESS IT IS DEFINITELY SOMETHING THAT WE CAN LOOK AT FOR MANY YEARS AND EVEN TO THE POINT OF SOME, MAYBE SOME, SOME OF THE OTHER BOARD MEMBERS.

WE HAVE FOUR PROGRAMS, BUT OUR CORE HAVE ALWAYS BEEN BASEBALL, BASKETBALL, SOCCER, UM, AND BEING ABLE TO EXPAND INTO OTHER PROGRAMS. I THINK THAT'S WHAT WE NEED TO TAKE A LOOK INTO THAT JUST, THAT JUST NEVER HAS BEEN OUR CORE.

AND I WILL BE HONEST WITH YOU, I'VE NEVER, OR I DON'T THINK WE'VE EVER TAKEN A LOOK AT IT FROM OUR YOUTH SPORTS PERSPECTIVE, BUT THAT'S WHAT WE CAN DO.

AGAIN, WE WANT OUR RECREATION CENTER SIDE AND NOW THAT WE ARE IN THE CARE AND WE'VE KIND OF COME OUT OF THAT AND WE CAN LOOK AT A BROADER PERSPECTIVE, I THINK WE'LL HAVE AN OPPORTUNITY TO TAKE A LOOK AT THAT AND THE RESEARCH ENDED AND THE DEMAND FOR IT.

BECAUSE I HONESTLY CANNOT GIVE YOU AN ANSWER ON THE CURRENT DEMAND FOR, UM, GIRLS SOFTBALL.

OKAY.

AND I WOULD JUST PIGGYBACK ON WHAT MR. KITNER SAID IN TERMS OF LOOKING AT OTHER SPORTS.

UH, I ENCOURAGE THAT BECAUSE WHAT IT TELLS ME IS THAT IN THE PAST WE OFFERED OUR KIDS MORE OPPORTUNITIES THAN WE DO NOW.

SO SOMETHING HAPPENED MAY HAVE BEEN THE RECESSION OF 2008 OR SOME PREVIOUS RECESSION, BUT I, I SEE IT AS NOW WE HAVE LESS TO OFFER THAN WHEN I WAS GROWING UP IN THIS SYSTEM.

AND I THINK JUST IN TERMS OF LOOKING AT WHERE WE WANT TO GO AND WHERE WE ARE, WHAT, WHERE, WHAT HAPPENED, THAT'S JUST AN, AN ONGOING QUESTION.

I'D HOPE YOU'D CONSIDER.

LIKE WHAT, WHY DO WE NOT OFFER AS MUCH AS WE USED TO? I KNOW PART OF IT'S BUDGET, BUT IS PART OF IT ALSO, WE TOOK OUR EYE OFF THAT BALL, UH, SO TO SPEAK.

SO THANK YOU MR. CON.

THANK YOU VERY MUCH.

UM, SO I'VE TALKED TO JOHN LAWRENCE AND CRYSTAL ABOUT THIS, BUT ON THE REC TRACK ITEM, UM, GOT A COUPLE QUESTIONS.

SO YOU GOOGLE PARK AND RECREATION SOFTWARE, THERE'S LOTS OUT THERE.

UM, SO WE DON'T NEED SOMEBODY TO BUILD IT.

IT'S EASIER TO YOU A CONTRACT WITH SOMEBODY.

BUT IN TERMS OF THE REC TRACK CONTRACT, HOW LONG WAS THE CON? LIKE WHEN DID THE CONTRACT START? WHEN IS IT DONE ON REC TRACK? YES, THE CONTRACT.

WHEN DID IT START AND WHEN DOES IT TURN? I WILL HAVE TO GET BACK WITH YOU ON THE SPECIFICS.

DO WE KNOW WHAT THE TERMS I WANT TO, THE LAST TIME I LOOKED AT IT WAS TWO TO THREE, SO I'LL HAVE TO GET BACK.

DO WE HAVE A GENERAL IDEA OF HOW LONG THE CONTRACT WAS? SAY FIVE.

[01:10:01]

THREE TO FIVE.

SO WHY DON'T WE SIGN FOR A TECHNOLOGY PARTNERS? AND AGAIN, I CONSIDER MYSELF A TECHNOLOGIST.

TECHN, WHY DO WE, WHY DO WE SIGN CONTRACTS FOR THAT LONG FOR TECHNOLOGY? THAT'S NOT OUR CONTRACT.

SO I CAN'T SAY ONE COME UP IS THE DEPARTMENT REC TRAFFIC DEPARTMENT.

IT'S NOT.

IT'S NOT.

UM, THANK YOU.

SO THE CURRENT REC TRACK CONTRACT IS, SORRY, THE CITY ATTORNEY JUST THOUGHT NOT, IT'S NOT ON THE AGENDA TO DISCUSS, BUT MR. CONNOR, WE CAN CERTAINLY GET WITH YOU AND ADDRESS YOUR CONCERNS OFFLINE.

WELL, WE'RE TALKING ABOUT YOUTH SPORTS AND REC TRACK IS HOW WE DO YOUTH SPORTS, SO WE COULD LIMIT IT THAT SURE.

I'M JUST ASKING FOR THE TERM OF THE CONTRACT.

UM, IS THAT SOMETHING THAT YOU, YOU'LL GET BACK TO, WE GET BACK TO THE BOARD WITH THE FIRM SPECIFIC DETAILS ABOVE THE CONTRACT TERMS AND THE TERMINATION DATE, THE RENEWAL INFORMATION.

THAT'S OKAY, THANK YOU.

YEAH, I, I'M NOT, I, I THINK, I THINK IT'S, IT'S A, I HORRIBLE IDEA FOR US TO HAVE FIVE YEAR CONTRACTS WITH TECHNOLOGY PARTNERS, UM, AND SPECIFICALLY TECHNOLOGY.

'CAUSE TECHNOLOGY UPDATES.

IF YOU GOOGLE RECTRAC AND LOOK AT THE STREET VIEW OF RECTRAC, IT LOOKS LIKE IT DOES NOT LOOK LIKE WHAT I WOULD THINK OF THE TECHNOLOGY COMPANY.

UM, AND SO I, UH, AND THEN I HAVE TALKED TO RYAN, UH, TO, UH, JOHN ABOUT THIS AND CRYSTAL A LOT.

THERE ARE OTHER GROUPS OUT THERE THAT ARE HUNGRY FOR THESE TYPE OF CONTRACTS.

UM, AND IT'S SOMETHING THAT WE'VE BROUGHT UP.

I KNOW CAL HAS BROUGHT THIS UP A LOT.

UM, AND, UH, SO YEAH, I, I, I THINK HIM US IN ON CONTRACTS THAT ARE FIVE YEARS, WHEN YOU HAVE TECHNOLOGY THAT UPDATES AS SOON AS YOU TAKE IT OFF THE SHELF IS A DISSERVICE TO THE CITY.

UH, AND TO OUR DEPARTMENT.

AND THEN FOR CLARIFY, MY PREVIOUS STATEMENT ON THE FIELDS, AND AGAIN, UM, THAT WAS NO SHOT AT MAINTENANCE.

THAT WAS OUR INABILITY TO HAVE FUNDING FOR THE FIELD.

SO LOT OF MAINTENANCE DEPARTMENT, THEY DO WHAT THEY CAN, BUT SURE.

THANKS.

AND IF I COULD, IF I COULD JUST ADD A NOTE SINCE WE ARE TALKING ABOUT CHALLENGES RELATED TO OUR ATHLETIC FIELD.

SO I KNOW WE'VE HAD THIS DISCUSSION IN THE PAST, BUT FOR THE BENEFIT OF EVERYONE, AS A REMINDER, MOST OF OUR ATHLETIC FIELDS IN THIS PARK SYSTEM ARE NOT BUILT INTENTIONALLY FOR INTENSIVE ATHLETIC USE.

THE EXCEPTIONS BEING MONEYGRAM AND THE KEY SOFTBALL COMPLEX.

WE HAVE A NEW SOCCER FIELD THAT WAS DONE OVER WELL, WINNERS, BUT LARGELY THESE WERE JUST KIND OF OPEN SPACES, AD HOC SPACES THAT WE PUT SOME GOALS OUT THERE TO STRIKE THEM.

SO, YOU KNOW, WHEN YOU DO THAT SORT OF THING, IT PRESENTS CHALLENGES.

SO THE OTHER THING TO, TO, TO MENTION AGAIN, IS THAT UNFORTUNATELY WE WEREN'T ABLE TO GET RENOVATION FUNDS FOR ATHLETIC FIELDS IN THE BOND PROGRAM.

SO JUST A REMINDER TO THE BOARD THAT WE KIND OF NEED TO KEEP THIS ISSUE TOP OF MIND AND TO ACTIVELY WORK TO SEEK FUNDING FOR ATHLETIC, IT FEELS, BECAUSE IT'S AN IMPORTANT PART OF OUR BUSINESS, BUT WE KIND OF HAVE SOME STRUCTURAL CHALLENGES ASSOCIATED WITH HOW THEY WERE PUT IN PLACE.

AND IF I COULD ADD ONE POINT TO THE QUESTION THAT MR. DICKEY ASKED ABOUT WHAT'S THE SPLIT AND THE MULTI-YEAR FUND BETWEEN GENERAL FUND MR. DICKEY, IT'S 24 TO 25%, OR 24.06% TO 24.5% VARIES ON HOW MUCH GOES INTO THE MULTI-YEAR FUND OUT OF OUR, OUR YOUTH COURT FEES.

THANK YOU VERY MUCH.

ANY OTHER INFORMATION THAT I TOLD YOU THAT I WOULD HAVE COUNT REPORT, MS. MANDO.

OKAY.

SO THANK YOU SO MUCH.

SO SINCE WE ARE TALKING ABOUT YOUTH SPORTS ONLY AND NOT DEVIATING, AND RYAN BROUGHT UP A GREAT POINT, MONEYGRAM, WHERE IS MONEYGRAM, UM, IN RELATION, LIKE TO THE HOURS THAT THEY, UM, SAID THAT THEY WOULD GIVE US FOR OUR YOUTH SPORTS, FOR SOCCER AND, AND HOW, WHAT'S THE UPDATE ON THAT, PLEASE? YES, MA'AM.

AND IT, FOR THE BOARD'S REMINDER, THERE WAS A THOUSAND HOURS WITHIN THE CONTRACT THAT THEY AGREED TO PROVIDE TO THE CITY OF DALLAS FOR A PERFECT USE PERMIT.

LAST YEAR WE HAD 75 HOURS OF TOTAL USE AND THAT WAS ATTRIBUTED, THAT'S WELL BELOW WHERE WE FELT LIKE WE WERE GOING TO GET TO.

WE, OUR GOAL WAS TO GET TO BETWEEN 300 AND 500 HOURS IN THE FIRST AND BEGIN TO DEVELOP THE PROGRAM TO GET TO THAT A THOUSAND HOURS.

THAT DEVELOPMENT TO GET TO THAT POINT REQUIRES STAFFING, IT REQUIRES TRANSPORTATION.

IT REQUIRES A LOT OF THINGS IN ADDITION TO THE AVAILABILITY OF FIELDS AND THE, AND THE, THE OPEN FIELDS THROUGH AT, AT MONEY GROUND.

AND SO SOME

[01:15:01]

OF THE THINGS THAT'S ATTRIBUTED TO US NOT BEING ABLE TO REACH THAT, THAT GOAL IS TRANSPORTATION.

UM, GETTING KIDS ONTO THE, THE BUSES AND BUSING THEM FROM ONE SIDE OF TOWN TO THE MONEYGRAM SOCCER PARK TO PLAY OUT.

THAT'S A CHALLENGE.

SECOND CHALLENGE IS OBVIOUSLY STAFF.

WE'VE ALREADY DISCUSSED HOW DO WE RUN ADDITIONAL PROGRAMS OUT AT ANOTHER LOCATION WHEN WE ALREADY HAVE 40 OTHER FIELDS, MAYBE IN ONE EVENING GOING ON.

HOW MANY, HOW DO WE HANDLE THAT? SO THAT WAS A CHALLENGE TO GET THOSE.

THE THIRD FACT THAT IN THE OR ITEM THAT IMPACT IMPACTED OUR ABILITY WAS THE DISD SCHEDULE CHANGE.

THEY WERE MORE FOCUSED ON SOME STAR TESTING AND THINGS OF THAT NATURE, WHICH IMPACTED OUR ABILITY TO GET KIDS TO THE FIELDS.

SO THOSE ARE SOME OF THE THINGS THAT WE'RE WORKING GOING FORWARD IN THE FUTURE.

GOING INTO NEXT YEAR, WE'RE WORKING ON DEVELOPING OUR PROGRAMS MORE PROACTIVE.

WE'RE WORKING ON DEVELOPING A SCHEDULE, SC DALLAS AND ALL OF OUR, AS KEISHA SAID, ALL OF OUR USERS KNOW WHEN WE'RE GONNA BE OFFERING THESE PROGRAMS. AND SO WE'LL GO TO SC DALLAS AND SAY, WE NEED YOUR FIELDS, OUR FIELDS FOR OUR USE DURING THIS PERIOD OF TIME.

HERE'S THE HOURS THAT WE NEED.

AND THEN WE WILL BEGIN TO DEVELOP LITTLE DEPTH PROGRAM GOING.

WE SEE THE NEED, WE SEE WHERE OUR SHORTFALL AND WE SEE A, A PATH TO GET TO THOSE HOURS.

I'VE GOT SOME OTHER IDEAS THAT WE DISCUSSED THIS MORNING AND THAT WE'RE GONNA BE, UM, DETERMINING WHETHER THEY CAN WORK OR NOT.

WE'LL GET BACK TO Y'ALL NOT, AND I ACKNOWLEDGE, YES, WE FELL FAR SHORT OF OUR GOAL, BUT WE ARE ACKNOWLEDGE THAT AND WE'RE WORKING TOWARDS MEETING AND EXCEEDING THAT GOAL GOING FORWARD.

THANK YOU, MR. HUTA.

UH, YES.

THANK YOU.

MAD PRESIDENT.

UH, I I, I KNOW USE SPORTS.

YEAH, I GUYS KNOW THAT.

I KNOW USE SPORTS FOR A LONG TIME.

KNOW HISTORY, UH, HERE.

I MEAN STARTING WITH THE REC CENTERS AND ALL THAT, BUT I'M GOTTA GO BACK MY SHIFT.

I REALLY WANT TO FOCUS THIS ON OF, UH, SPECIFIC PART OF THIS.

THAT'S THE DID LEAD.

THE REASON I WANNA FOCUS ON THAT.

'CAUSE DURING OUR RETREAT, UM, MS. LAWRENCE, YOU PRESENTED US WITH A LOSS THAT DSD WAS ONE OF OUR BIGGEST LOSS LEAGUES THAT WE HAD.

IF YOU REMEMBER THAT PRESENTATION YOU MADE BACK IN PART OF NOVEMBER, I THINK, UM, WHERE THEY, WE LOST THE MOST MONEY WITH THAT SPECIFIC LEAGUE.

NOT, WE'RE NOT TALKING ABOUT YOU, JUST THE DSD TEAMS COME IN PLAYING OUR LEAGUES.

WE ONLY CHARGE OF A MODEST FEE OF 200 TO ABOUT MAYBE THREE 50, SOMETHING LIKE THAT.

IF I REMEMBER CORRECT.

I'M NOT SURE.

BUT WE WERE PROVIDING THEM THE RESOURCES, THE FIELDS, THE OFFICIALS, OUR STAFF, BASICALLY EVERYTHING EXCEPT COACHING AND UNIFORMS. THEY PROVIDE THAT WITH THEIR OWN TEAMS. ARE WE GONNA CORRECT THAT THIS YEAR? SO WE DON'T HAVE TO HAVE THAT BIG SHORTFALL.

WE'RE GONNA RAISE THE PRICE OR, OR USE THEIR FIELDS VERSUS OUR FIELDS, IE MONEYGRAM, STUFF LIKE THAT TO TRY TO A THAT BUDGET.

I'M GONNA ASK KEISHA TO ADDRESS THE USE OF THE FIELDS AND WHAT THEIR PLAN IS GOING FORWARD FOR DISD OR WE BRING TO SERGIO.

WE'RE GONNA BRING SERGIO .

SERGIO GARZA UP.

HE'S OUR MANAGER OVER OUR, THE ISD PROGRAMS AND OUR YOUTH SPORTS PROGRAMS OVERALL.

SO HE, HE'S THE MAN WITH THE ANSWER.

GOOD AFTERNOON BOARD.

UM, IN REGARDS TO THE DSD PROGRAM.

SO IT IS A JOINT VENTURE AS YOU, AS YOU KNOW.

UM, WE DO UTILIZE THEIR FIELDS AND THEIR, THEIR FACILITIES JUST AS WE USE OURS.

UM, THE PROGRAM WOULD NOT OPERATE UNLESS WE DID THAT.

'CAUSE THERE'S SEVERAL FACTORS THAT GO INTO THAT, TRANSPORTING THE KIDS TIME OF GAMES, ET CETERA.

UM, THAT BEING SAID, UM, IT IN COMPARISON TO THE MONICA WE HAVE FOR THE CITYWIDE SPORTS, THERE IS NOT, UM, A LOSS IN FUNDS WITH WE, WITH THE EXCEPTION OF STAFF, WITH THE EXCEPTION OF STAFF.

SO WHATEVER WE DO BRING IN AS FAR AS REVENUE FOR THE TEAM, FEES FOR THE SCHOOLS PAY DIRECTLY FOR THE OFFICIALS.

UM, AND WE HAVE MADE ACCOMMODATIONS.

AND SO FOR EXAMPLE, UM, IN OUR SPORTS LEAGUE FOR BASKETBALL, WE ONLY GO WITH ONE OFFICIAL BECAUSE THE SCHOOLS NOTICE THAT IT'S HARD TO GET OFFICIALS AT FOUR O'CLOCK.

SO WHEN YOU DO THE, UH, BALANCES OF YOUR WORKSHEET AND YOU LOOK AT PRICE OF TWO OFFICIALS COMPARED TO ONE OFFICIAL, YOU CAN ACTUALLY HAVE LOWER COSTS, UM, ASSOCIATED WITH IT.

UM, THEY ALSO PAY FOR THE SECURITY AT THEIR CAMPUSES.

SO THAT'S A COST THAT WE DO NOT INCUR TO MAKE SURE THAT THE THE GAME SITES ARE SAFE.

SO AGAIN, THERE ARE WAYS THAT WE, AVENUES THAT WE CAN LOOK TO EXPAND COSTS, UM, ON THAT SIDE.

BUT THERE ARE ALSO THINGS THAT THEY ARE DOING THAT ARE NOT, THAT WE NOT INCLUDED, THAT THEY'RE ALSO PRESENTING AS WELL.

UM, GOING BACK TO THE FIELD ACCIDENT, WHEN WE USE THEIR FIELDS FOR SOCCER GAMES, THEY ARE STRIPING AND MAINTAINING THOSE FIELDS AS PART OF THE AGREEMENT.

UM, THERE ARE ALSO THINGS THAT, UM, YOU KNOW, THAT WE ARE DOING THAT THE, THEY GO OUT AND MAYBE SEEK ON OUR BEHALF AND COME BACK WITH US AND BRING IT TO OUR TABLE PART OF LEAGUE AS WELL.

SO I JUST WANT TO KIND OF GIVE YOU THAT KIND OF UPDATE WHEN WE TALK ABOUT THAT PROGRAM.

THAT PROGRAM IS A TRUE PARTNERSHIP PROGRAM.

AND, AND, AND YEAH.

AND, BUT I MEAN THE NUMBERS LAST YEAR SPOKE FOR THEMSELVES.

THAT'S WHY I'M, I'M BRINGING THAT BACK UP.

YOU KNOW, I WANNA MAKE SURE THAT WE'RE

[01:20:01]

AT THE RIGHT TARGET AND, AND, AND LIKE MS. UH, MS. BERRY PRESENTED HER BUDGET FOR THE YEAR.

62% IS STAFF COSTS.

CORRECT.

ALRIGHT.

62% IS STAFF COSTS.

SO THAT'S ALSO PUT INTO OUR, EVERYTHING THAT WE DO.

MAINTENANCE USE SPORTS, YOU KNOW, EVERYTHING YOU THINK IS 62% IS AUTOMATIC COST.

SO WE'RE NOT FACTORING THAT INTO A BUDGET.

WE'RE STILL GONNA HAVE A SHORTFALL, EVEN THOUGH WE HAVE ENOUGH TO PAY FOR OFFICIALS AND, AND, AND, AND WHATEVER IT COST OF A GAME TO PUT ON, IT'S STILL GONNA COST US BECAUSE WE GOT STAFF THAT HAS TO PUT THE FIELD TOGETHER.

FACT THAT ED DOESN, UH, PUT DIRT DOWN, PUT LINES DOWN, EVERYTHING THAT WE DO, THAT ADMIN STAFF, WE SOLD, 60% IS GONNA BE A LOSS.

SO THAT'S MY BIGGEST FACTOR IS HOW CAN WE MAYBE BRING UP A PRICE IF IT'S $50 A TEAM, IF IT'S 75, JUST TO AT LEAST ALLEVIATE SOME OF THAT COST.

SO THE NUMBER WON'T BE, I THINK DAGGERING $11 MILLION LOSS.

OH NO.

$3 MILLION LOSS.

I, I, I COULDN'T REMEMBER THE WHOLE OVERALL BUDGET.

AND I WASN'T JUST SPORTS, IT WAS JUST LIKE DD REALLY STUCK OUT LIKE, OH, WE'RE LOSING QUITE A BIT THERE.

SO THAT'D BE THE ONLY THING I WOULD SUGGEST IS FIGURE OUT WHAT THE NUMBER IS OR HOW CAN WE MAYBE USE THEIR FIELDS ALL THE TIME AND NOT OUR FIELDS.

AND THEY USE THEIR COSTS AND WE KIND OF DO THE ADMIN PART.

MAYBE THAT'S WHERE WE CAN SAVE THE MONEY, BUT WE'RE ONLY DOING THE ADMIN.

AND AGAIN, BACK TO, UH, MR. CONNOR'S POINT, HAVE A BETTER APP WHERE WE CAN DO THINGS FASTER ON THE APP OR, OR THE PROGRAMMING, WHATEVER IT HAPPENS TO BE.

BECAUSE THEY JUST, THAT JUST, AND THAT JUST REALLY DOES THE THING I I SEE IN THIS WHOLE PROGRAM, THE USE, THE, THE DID PART IS THAT WE'RE LOSING AND MAYBE THAT HELPS ALLEVIATE THE OTHER SIDE OF THE REC CENTERS WHERE WE ARE.

WE CAN HAVE 40 BUCKS.

IT CAN HELP US BECAUSE WE'RE MAKING MONEY OR BREAKING EVEN ON THE OTHER SIDE.

SO JUST SOME SUGGESTIONS.

APPRECIATE IT.

THANK YOU SO MUCH FOR PARTICIPATION MR. CONNOR.

THANK YOU.

HOW DO KIDS OR PARENTS SIGN UP FOR YOUTH SPORTS? THEY GO TO THE RECREATION CENTER AND THEY REGISTER USING NEW, IS THERE A WAY TO SIGN UP FOR YOUTH SPORTS OUTSIDE OF THE REC TRACK APP? THERE'S NO WAY TO SIGN UP FOR PROGRAMS WITHIN THE .

ALL OF OUR PROGRAMS ARE REGISTERED THROUGH, THROUGH REC TRACK.

SO HOW WAS OUR AGREEMENT WITH THE REC TRACK NOT GERMAN INTO THIS CONVERSATION.

IT, I DON'T THINK WE'RE TALKING ABOUT HOT ENGAGED.

IT'S THIS, THE, THE BRIEFING IS YOUTH SPORTS DIVISION UPDATE.

CORRECT.

AND SO IF THE DISCUSSION SURROUNDING REC TRACK PERTAINS TO YOUTH SPORTS, THAT'S FINE.

BUT IT WAS, UM, GOING INTO CONTRACT NEGOTIATIONS AND SO ON ABOUT CONTRACT, I WANTED TO KNOW THE LENGTH OF TIME OF THE CONTRACT.

THAT'S FINE.

I BELIEVE THAT AS AN, AS AN ADVISORY BODY, WE SHOULD BE ABLE TO ASK QUESTIONS LIKE THAT.

I BELIEVE THAT WAS ANSWERED.

IT'S NOT ANSWERED.

IT WASN'T ANSWERED.

NO, NO, THAT'S, THAT'S FINE.

THANKS.

YOU ASKED THE QUESTION AGAIN.

DO WE KNOW THE, DO WE KNOW THE, THE CONTRACT TERMS AS IT STANDS RIGHT NOW? I DO NOT.

ON THE CONTRARY WAS GONNA GO UP AND TALK ABOUT IT.

EXITED.

HE'S COMING.

SHE EXITED NOT.

UM, SO THE CONTRACT, DO WE KNOW WHY GENERALLY WE SIGNED LONG CONTRACTS, NOT SPEAKING ABOUT THAT CORRECT.

EXCUSE CAN ACTUALLY ANSWER QUESTIONS.

MORE A PROCURE THAN IT'S A PARKING REC.

LIKE TO DISLIKE THEIR, GENERALLY THEIR PROCUREMENT THROUGH THE CITY OR PROCUREMENT THROUGH PARTNER PROCUREMENT THROUGH THE CITY.

ALRIGHT.

THE FIVE YEAR CONTRACT SYSTEM.

THANK YOU.

I BELIEVE THE DIRECTOR JENKINS WANTED TO MAKE A COMMENT.

DIRECTOR JENKINS? YEAH, I DID REAL QUICK.

AND RICHARD JUST TOUCHED ON IT.

BUT THE BOTTOM LINE IS, WHEN IT CAME TO THAT CONTRACT, BECAUSE WE DON'T HAVE ANOTHER SOFTWARE IN PLACE RIGHT NOW, UH, BEFORE WE SIGNED THAT OTHER CONTRACT, WE WANTED TO MAKE SURE WE DID HAVE AN OUT SO THAT WHEN WE DO GET ANOTHER, UH, COMPANY THAT CAN PROVIDE THAT TYPE OF SERVICE, THAT WE COULD GO WITH THAT NEW VENDOR.

BUT WE DIDN'T HAVE ANYTHING ELSE TO FALL BACK ON FAR AS OPERATING OUR OPERATION SYSTEM.

AND THE PROCUREMENT HAD ALREADY BEEN DONE.

BUT YOU'RE EXACTLY RIGHT, MR. CONNORS, THAT WAS, THAT WAS TAKEN INTO CONSIDERATION BEFORE WE SIGNED THAT CONTRACT.

THANK YOU, SIR.

THANK YOU MR. WOOD.

THANK YOU.

UM, AS WE EXPAND, I THINK REACHING INTO MORE PEOPLE, HOW DO WE, UM, SCHEDULE WITH MONEYGRAMS PARTICULARLY

[01:25:01]

BECAUSE THEY PROBABLY PROGRAM IT TO DEATH.

HOW DO WE, I MEAN, THEY UTILIZE THEIR, THEIR CONTRACT WHEN THEY DO, I THINK EACH FIELD CAN ONLY BE USED SO MANY HOURS FOR IT TO BE, HOW DO WE ADD PROGRAMMING WHEN WE HAVE LONG-TERM TENANTS OR LONG-TERM PARTNERS RENTING THOSE FACILITIES? BECAUSE WE'VE GOT, WE CAN'T JUST KICK 'EM OUT.

IT'S GOTTA BE USED LIKE WE'VE GOTTA BE GOOD STEWARDS.

AND YES, IT'S OUR FACILITY, BUT WE'VE BEEN RENTING IT TO UM, THEM FOR YEARS.

HOW DO WE NOT, UM, HOW DO WE COEXIST WITH THEM WITHOUT, UM, OPERATING, PUTTING THEM INTO, SAY THEY HAVE A, YOU KNOW, 500 TEAMS AND THEY HAVE IT SCHEDULED, THEY PLAN FOR THAT, WHAT THEY'VE GOT RESERVED.

AND THEN WE JUST COME IN AND SAY THAT WE'RE GONNA KICK 'EM OUT.

UM, I'VE HEARD THAT MANY TIMES AND IT'S NOT, IT'S NOT OKAY FOR US TO EXPAND LIKE THAT.

SO IF THE PROGRAMMING IS ALREADY THERE, HOW DO WE FIND OTHER LOCATIONS, EXAMPLES GOING TO, YOU KNOW, MAYBE EVERGLADE PARK COULD DO A BASEBALL FIELD INSTEAD OF, YOU KNOW, A KEY PARK OR YOU KNOW, GLENDALE OR WHEREVER.

I MEAN, HOW DO WE USE THOSE SMALL REC CENTER FIELDS? 'CAUSE AT FIRST YOU SAID YOU WERE PROGRAMMING THERE, THERE, NOW WE HAVE TO BUS THEM TO MONEYGRAM.

SO THAT KIND OF EXPANDED ANOTHER, YOU, YOU KIND OF WENT DIFFERENT DIRECTION ON THAT.

SO HOW DO WE DO THAT? WHEN YOU SAID WE WERE JUST PROGRAMMING FOR THE LOCAL, SO, SO, SO YES.

SO WE, SO OUR PROGRAMS ARE RECREATION BASED PROGRAM, AND SO WE'RE SAYING PROGRAMMING FOR MONEYGRAM, PROGRAMMING THE RECREATION CENTER AND TAKING THEM TO MONEYGRAM.

SO IT'S STILL A RECREATION PROGRAM THAT'S ACCESSING THE MONEYGRAM BASED ON THE, THE CONTRACT I BELIEVE IS IN PLACE.

AND SO, YOU KNOW, AGAIN, AS I'M LEARNING MORE ABOUT THE MONEYGRAM, UM, PARAMETERS AND THE 1,001,000 HOUR REQUEST, SO OUR, SO AGAIN, MY, MY GOAL AND THE TEAM'S GOAL IS TO FIGURE OUT HOW WE CAN DEVELOP A PROGRAM FOR MONEY GRANT.

AND SO THAT MAY AGAIN TALK ABOUT THE TRANSPORTATION THAT WE TALKED ABOUT EARLIER, BUT THAT MAY NOT BE THE MOST FEASIBLE IDEA.

LIKE YOU SAID, MAYBE A PARTNER OR MAYBE DEVELOPING A RECREATION SOCCER LEAGUE THAT'S SPECIFICALLY FOR MONEY MONEYGRAM THAT DOESN'T REQUIRE OUR RECREATION KIDS.

BUT THAT'S A DIFFERENT, THAT'S A DIFFERENT PROGRAM THAN CURRENT PROGRAM OR CURRENT MODEL THAT, SO THAT'S, THAT'S JUST LOOKING AT A DIFFERENT MODEL.

IT MIGHT BE CHEAPER TO PAY FOR ALL OF THE REGISTRANTS TO GO TO THE MONEYGRAM PROGRAM LIKE PEPSI C DALLAS HAS THEIR OWN PROGRAMS. MAYBE IT WOULD BE CHEAPER FOR US TO PAY FOR A TEAM TO GO THERE.

YOU KNOW WHAT I'M SAYING? WITH, I MEAN STAFF SCHOLARSHIP, I MEAN STAFF, THE, THE TRANSPORTATION, ALL OF THOSE EXPENSES ARE GONNA BE WAY MORE THAN PAYING FOR A TEAM PARTNERS.

AND, AND THEY, AND THEY HAVE BEEN GREAT PARTNERS.

THEY HAVE SCHOLARSHIPS, SEVERAL KIDS TO THEIR PROGRAM.

SO BEING ABLE TO COLLABORATE ON DIFFERENT, ON DIFFERENT WAYS.

SO IT MAY NOT NECESSARILY BE YOUR TRADITIONAL RECREATION BASED SOCCER TEAM.

UM, YOU KNOW, LOOKING AT IT, IT MAY BE A MORE SELECT SOCCER TEAM WHERE KIDS, YOU KNOW, AND THIS IS JUST THE SPECIAL WORK WHERE KIDS MAY HAVE, YOU KNOW, A GREATER SKILL LEVEL WHERE THEY CAN GO THERE AND PARTICIPATE IN.

AND THEY, AND THEY'VE GIVEN US THAT OPPORTUNITY AS WELL.

MM-HMM.

.

UM, BUT AGAIN, I THINK OUR TEAM IN REGARDS TO GROWING OUR, OUR USERSHIP THERE, BASED ON THE AGREEMENT WE'RE LOOKING AT, I THINK WE NEED TO LOOK AT A DIFFERENT MODEL OF WHAT WE'VE BEEN DOING TO BE ABLE TO DEVELOP A PROGRAM THERE.

AND NOT NECESSARILY TAKE OUR KIDS THERE, BUT THERE'S STILL GALLS KIDS OBVIOUSLY.

BUT WE'RE GONNA DEVELOP A DIFFERENT TYPE OF PROGRAM THAT GOES THERE AND BEING ABLE TO ACCESS THAT FIELD, THAT MONEY GRANT WAS THE QUESTION.

UM, WHAT, AND WHAT I'VE LEARNED RECENTLY IS THAT IF WE CAN GET OUR SCHEDULES TO THEM FOR, UM, OCTOBER, NO, BETWEEN OCTOBER, NOVEMBER OF THIS YEAR, WE CAN GET THOSE DATES SECURED FOR 2025 AND THEN THEY WILL WORK AROUND THAT IS WHAT I'VE BEEN TOLD.

SO MAYBE, MAYBE WE LOOK AT IT, UH, SOME OF OUR BRIGHTER AND ARE BETTER.

THERE'S, THERE'S KIDS THAT ARE OBVIOUSLY TALENTED IN THAT FIELD.

MAYBE WE DO SCHOLARSHIPS FOR THOSE KIDS, UM, THROUGHOUT THE CITY AND MAYBE THAT'S WHAT WE NEGOTIATE INSTEAD OF TIME.

MAYBE WE NEGOTIATE A HUNDRED KIDS OR 50 KIDS FROM ACROSS THE CITY GET TO PLAY ON THEIR NEEDS BECAUSE THAT'S A DIFFERENT, UM, PARTNERSHIP, YOU KNOW, WAY TO GO INSTEAD OF DOING SO MANY HOURS ANOTHER TIME.

THANK YOU.

AND WE WERE, OBVIOUSLY, THE BOARD IS VERY PASSIONATE ABOUT THIS TOPIC AS WE SHOULD BE, RIGHT? WE'RE, THAT'S WHAT WE'RE HERE FOR.

UM, BEFORE WE MOVE ON TO THE NEXT PRESENTATION, I BELIEVE MS. MANDEL, YOU WANTED TO MAKE ANOTHER COMMENT, JUST ONE COMMENT.

WHEN IT COMES TO FIELD SPORTS, THE SIZE OF THE FIELD DOES

[01:30:01]

MATTER AND IN REGARDS TO, YOU KNOW, WHO LIKE SOCCER AND STUFF LIKE THAT.

SO MAYBE WHEN HE'S SAYING, WHEN HE'S SAYING, UM, GO TO, YOU KNOW, ONE OF THE REC CENTERS, MAYBE THAT'S WHEN WE THINK ARE OUTSIDE THE BOX OF USING THOSE REC CENTER FIELDS FOR SOMETHING MORE INNOVATIVE, YOU KNOW, LIKE A DIFFERENT SPORT THAT WE'RE OFFERING TO THESE KIDS.

SO THANK YOU.

UM, THANK YOU MR. LAWRENCE AND MS. RANDALL.

UM, NOW WE'RE GOING MOVING ON TO THE NEXT PRESENTATION, THE 2024 SUMMER AQUATICS PREVIEW.

AND AGAIN, MR. LAWRENCE FLOOR IS YOURS.

ALRIGHT, GOOD MORNING AGAIN, OR AFTERNOON STILL.

MORNING.

UM, THIS IS OUR GONNA BE OUR 2024 SUMMER AQUATICS PREVIEW AND PART OF THAT PREVIEW, I'M GONNA ASK THAT ROLL A LITTLE BIT UP BY THE, THE BACKGROUND OF WHAT HAPPENED IN 2023.

WHAT WERE THE GOOD POINTS, THE HIGH POINTS, HOW GREAT WAS OUR SUMMER SEASON? AND THEN HOW GREAT WE WERE AT STAFFING OUR PROGRAMMING.

AND THEN WE'RE GONNA TALK ABOUT OUR 20, I'M SORRY, IT'S 2023.

THEN WE'RE GONNA TALK ABOUT 2024, WHAT WE'RE DOING THIS YEAR AS FAR AS OUR PROGRAMMING, HOW MANY PEOPLE WHERE WE'RE AT IN STAFFING, AND THEN PRICING AND OUR OPERATING HOURS.

AND SO YOU'RE GONNA HEAR ABOUT SOME CHANGES GOING BACK TO THE WAY WE WERE DOING BUSINESS PRIOR TO COVID, UH, CHANGING BACK AND, AND, AND ADJUSTING OUR SCHEDULES BACK TO WHAT WE CONSIDER TO BE NORMAL OPERATING.

WE'RE GONNA GET RID OF THEM OR DROP OUT THE BREAKS.

AND THEN WE'RE ALSO GONNA LOOK AT THE PRICING AS WELL.

SO ROLL, IF YOU JUST ROLL US THROUGH YOUR ROLL.

ROLL.

GOOD MORNING BOARD.

MORNING.

UH, ONCE AGAIN, MY NAME IS RA ROBLES.

I'M THE PRODUCT SUPPORT SUPERINTENDENT.

I'VE BEEN ON THE ROLE FOR THE PAST YEAR, SO THANK YOU FOR HAVING ME TODAY.

SO ARE, WE'RE READY FOR A SLIDE CHALLENGE.

2024.

OH YEAH, NO, WE ARE .

WE GOT REALLY, NOW THAT I GOT YOUR TICKET, SO ABOUT MR. PLAYER .

SO FOR, UH, BREAK, UH, WATER PARK STILL, UH, COMING ON, BREAKING RECORDS, HARD ATTEMPT AND REVENUE, WE WERE ABLE TO PROVIDE, UM, AND OPEN THE GATES TO AN EXTRA, UH, 6,000 FOR VISITORS FROM OUR PREVIOUS YEAR, FROM 2023, AS WELL AS, UH, JUST AN INCREASE IN REVENUE.

UH, 2023, WE'VE HAD A, UH, ONE POINT, UH, SORRY, 1.1 0.1.

WE'RE LOOKING AT 1.2 INCREASE AS WELL AS OUR, UH, IT IS BECOMING VERY POPULAR FOR OUR SEASON PASSES.

SO WE SEE YEAR AFTER YEAR, UH, LOOKING LAST YEAR, 17% ON SEASON PASSES.

SO THEY'RE LIKE IN THE PARK, THEY WANNA COME BACK, THEY WANT TO HAVE FUN FOR OUR, UH, FAMILY AQUATIC CENTERS.

THERE WAS ALSO AN INCREASE INTENDANCE IN REVENUE THAT A, UH, 7,000 PARTICIPANTS, WHETHER IS THEY'RE COMING FOR OPEN SWIM.

THEY WERE PART OF ONE OF OUR PROGRAMS SWIM LESSONS, WATER AEROBICS TEAMS. AND, AND YOU SEE LIKE THE, WE WERE, UH, WE BROKE A MILLION DOLLARS.

PART OF THE SAME NEW FAMILY FOR CENTER THAT HAS BEEN BILL WITHIN THE LAST SIX YEARS, WE'RE ABLE TO PROVIDE, UH, SWIM LESSONS FOR OVER, UH, 7,000 KIDS AND ADULTS.

OUT OF THAT, UH, WE WERE ABLE TO, UM, PROVIDE SCHOLARSHIP CLOSE TO 1000 IN TWO DIFFERENT GROUPS.

SO ONE IS A REGULAR SCHOLARSHIP AND THE OTHER ONE IS A SCHOLARSHIP THAT WE HAVE, UM, FROM A GROUP, FIVE KIDS, FRIENDS.

WE CONTINUE TO, UH, PARTNER WITH THE RED CROSS DURING, UH, THE YEAR AT, UH, IC UH, SWIMMING POOLS WHERE WE PROVIDE FREE STUDENT LESSONS, ALL STUDENTS, UH, DURING THE EVENING.

AND OUT OF THAT, UM, OUR SWIM TEAM WERE ABLE TO HOST, UH, SEVEN SWIM MEETS.

I DID ALL OF OUR PARTICIPANTS.

WE HAD 615 AND 615, UH, COMPETITORS ON ALL OF THOSE.

AND NONE OF OUR PROGRAMS HAPPENED WITHOUT CERTIFIED STAFF.

WE HAVE 41 NEW, UH, WATER SAFETY INSTRUCTORS ON THROUGH OUR DOORS, AND WE WERE ABLE TO CERTIFY OVER A TWO, A NEW LIFEGUARDS FOR RETURNING LIVE AND GET THE CERTIFICATION.

WE HOSTED, UM, LIFEGUARD COURSES FOR OUR STAFF AND EXTERNAL, UH, PARTICIPANTS ALL THROUGHOUT THE SUMMER.

UH, COMPARING OUR REVENUE AND ATTENDANCE.

UM, FOR THE LAST THREE FISCAL YEARS, THERE IS, UH, AN INCREASE ON PARTICIPATION.

SO THERE IS A DEMAND, AND IT IS, THE SUMMERS ARE BEING VERY, VERY HOT.

SO FOR US,

[01:35:01]

BEING ABLE TO MAINTAIN THE FACILITIES IS BEING GOOD FOR THE COMMUNITY.

SO THAT WAS REVENUE.

THIS IS OUR ATTENDANCE AND THIS INCLUDES, UH, WATER AEROBICS AND OUR PROGRAMS. UH, AND THAT'S THROUGHOUT ALL, ALL FACILITIES.

MOHAM BEACH COMMUNITY POOL, UH, INDOOR POOL, OUR INDOOR, OUR, OUR F-D-I-S-D PROGRAMS AS WELL AS, UH, THE FAMILY AQUA CENTERS.

MM-HMM, .

NOW ON THIS SLIDE, UH, WE'RE COMPARING OUR, OUR CHANCE WITH OUR COST RECOVERY.

LET'S SEE.

UM, THERE'S AN INCREASE IN COST.

WE HAD A, OUR LATEST, UH, FAMILY AQUA CENTER, COUPLE OF MINE LAST YEAR.

SO THAT WAS BACK WHEN AQUA CENTER, THAT WAS COST AS, AS WELL AS, UH, COST AND, UM, SUPPLIES, PARTS, MATERIALS, UH, OUR CHEMICALS.

AND IN THE LAST FOUR OR FIVE YEARS, THAT INCREASE ON, UH, SALARY.

SO OUR STAFF, OUR STAFF SALARY, MINIMUM WAGE HAS GOING ON.

ANY HAS MADE AN IMPACT THERE.

OUR GOAL IS TO CONTINUE TO MAINTAIN AFFORDABLE PRICING FOR EVERYONE TO COME.

UM, BE ABLE TO PARTICIPATE IN THE GOOD PROGRAMS AND SPECIAL EVENTS THAT WE HAVE, LIKE MOVIES, UH, UH, AND DOG OVERDOSE, AND THEN SLIDE.

AND AS ALWAYS, WE WANT EVERYBODY TO COME HAVE A GOOD TIME, BE SAFE, GO HOME, GOOD STORY TO TELL AND TELL THEIR FRIENDS AND FAMILY, BE ABLE TO SHARE IT DURING THEIR, THEIR SOCIAL MEDIA SO WE CAN HAVE 'EM ON THE THEIR NEXT VISIT.

OUR SCHEDULE FOR 2024, UH, WE'RE HOPING TO OPEN, NO, WE'RE NOT HOPING, WE'RE OPENING FOR FACILITIES DURING, UH, MEMORIAL DAY WEEKEND.

THAT IS BAHAMA BEACH, THE COAST, UH, CRAWFORD , UH, SAMMY GRAND.

AND THE LATEST ONE, UH, BACHMAN.

FOLLOW ABOUT THE, THE FOLLOWING TUESDAY, EVERYTHING OPENS UP FOR REGULAR PROGRAMMING AND REGULAR HOURS OF PREPARATION.

WE ARE GOING ALL THE WAY THROUGH AUGUST 4TH, WHICH IS OUR REGULAR 10 WEEK, UH, SEASON.

AND AFTER THAT, IF WE'RE KEEPING AND THE STAFF IS ABLE TO STAY, THEY DON'T, THEY'RE NOT GOING BACK TO SCHOOL.

UH, WE ARE HOPING TO HAVE EXTENDED WEEKEND WEEKENDS THAT WE DID LAST YEAR, ALL THE WAY STAFF ALLOWED.

UH, JUST TO PROVIDE YOU WITH LIKE SMALL CHANGES THIS YEAR.

UH, WE LISTENED, UH, WE'VE HEARD THE CONCERNS, COMMENTS OUT THERE.

UH, THEY, THEY DID NOT LIKE OUR BREAK, OUR SESSION BREAK IN THE MIDDLE.

SO ALL HOURS ARE GOING BACK TO PRE COVID HOURS, WHICH IS, UH, FROM 12, UH, 1230 TO SEVEN AT ALL OVERCLOCK CENTERS.

THEY WILL HAVE THE REGULAR, UH, ASSIGNED DAY OFF THROUGHOUT THE WEEK.

AND JUST TO LET Y'ALL KNOW, THOSE ARE NOT JUST THE HOURS THAT WE BOTH, WHEN WE OPEN, UH, UH, AROUND THE CITY, THE POOL OPENS ANYWHERE FROM SEVEN TO EIGHT IN THE MORNING, DEPENDING ON THE PROGRAM IS .

WE CAN BE SCHOOL LESSONS TO GET WATER, ORATES LAPS, SWIMMING, UH, WATER, ICS, OUR SWIM TEAM.

AND THIS HAPPENS PRIOR OR AFTER THE REGULAR HOURS OPERATION.

AND WITH THAT, THE PROCESS GO BACK TO, UH, PRE COVID AS WELL.

SO, UH, BAHAMA BEACH DID NOT CHANGE.

BEACH, UH, KEPT THEIR REGULAR HOURS RISING.

UM, BUT THE FAMILY AQUATIC CENTERS, THEY GO THEIR REACH ANYWHERE FROM TWO TO EIGHT, DEPENDING ON THE SIZE, WHETHER IT'S A NEIGHBORHOOD COMMUNITY OR A CODE.

AND YOU HAVE ALSO FIXED PASSES.

WE MAINTAIN, UH, THE TO AND NUMBER FOR FREE PUBLIC.

AND THIS IS, UM, THE OVERVIEW.

LIKE IF, UM, WE'RE HAVING A NON-RESIDENT PRICING.

THIS IS OUR ATTENDANCE FROM OUTSIDE THE CITY, UH, LOOKING AT PROPER, HAVING THE HIGHEST, UH, THERE IS RIGHT AT THE EDGE, SEMI GRAND FRED, COA SMALL NUMBER AS WELL AS .

BUT THE SIZE OF THAT IS MAINLY, UH, RESIDENT THAT UTILIZING OUR FACILITIES, UH, FOR MARKETING.

WE ONCE AGAIN HASHTAG SLIDES CHALLENGE AND WE'LL HAVE THAT GOING.

HOPEFULLY ALL Y'ALL CAN MAKE IT THIS YEAR.

UM, WE WILL CONTINUE TO DO, UH, TV

[01:40:01]

ADS, UH, SOCIAL MEDIA, OUR NEXT DOOR AD BANNERS TO REACH AS MANY, UM, NOT MANY OF THE AUDIENCE OUT THERE.

FOR OUR SPECIAL EVENTS, WE'LL HAVE A DOG RACE DIVING MOVIES SLASH DAY, UH, SLASH DASH SLASH CHALLENGE CAR BOOK RACE.

ALL THIS GONNA BE SHARED, UH, WITH THE BOARD.

ANY OF YOU WOULD LIKE TO ATTEND THAT DAY, THAT WOULD BE FANTASTIC.

OUR PROGRAMS ARE MENTIONED LIKE PRETTY MUCH ALL AT THE MOMENT, LESSONS, SWIM TEAMS, , UM, AND UM, OUR, UH, CAMP VISITS.

ALL THE REC CENTERS COME TO, UM, TO OUR FACILITIES MULTIPLE TIMES A YEAR.

UM, THEY DO SO TO DO LIKE SWIM LESSONS OR JUST TO BREAK, BREAK.

SO OUR AQUATICS TEAM, SUMMER TEAMS, UH, IT TAKES, IT TAKES A VILLAGE.

WE ARE NOT ABLE TO ACHIEVE OR TO BE ABLE TO HIRE CLOSE 500 SEASON ONE BOYS WITHOUT OF OUR, ONE OF OUR TEAM MEMBERS HERE IS , RIGHT? AND Y'ALL CAN SEE HIM BEHIND ME.

UM, AND JUST TO MENTION THE REST, SO IF THEY'RE WATCHING, WE HAVE, UH, BEACH, WE HAVE DONOVAN, IT'S, THERE IS CENTERS POOL, WE HAVE GABRIEL, ELL, SSON, KATIE, WHAT MISSING JUDGE.

I WROTE 'EM ALL DOWN JUST IN CASE JUST SENDING HIM AND TO KEEP THE FACILITIES UP AND RUNNING WITHOUT OUR TECHNICIAN, SUPERVISOR, BRIAN AND OUR SENIOR TECH, UH, NATHAN.

SO BETWEEN ALL OF US, I CANNOT DO ANYTHING WITHOUT THEM.

AND THIS IS THE ONLY REASON WHY WE ARE ABLE TO, ONE, HAVE A FACILITY WHERE THEY CAN, UH, GET CERTIFIED AND HIRE THIS AMOUNT OF, UH, LARGE AMOUNT OF, UH, STAFF.

SO IN OUR RECRUITMENT EFFORTS, THEN WE HAVE, UH, EMAIL ANNOUNCEMENTS, SOCIAL MEDIA, THIS, UH, LAST YEAR, UH, WE STARTED PUTTING OUR ADS ON OUR, UM, ON OUR VEHICLES.

AND THEN YOU, YOU SEE THE CAR MAGNETS AND IF YOU RUN THE TRUCK MAY PROBABLY HAVE SEEN ONE OUR YARDS ON SAY WERE HIRING LIVE, COMING, JOIN OUR TEAM.

SO IN A NUTSHELL, THAT'S, THAT'S PRETTY MUCH IT.

THIS IS, UM, OUR SUMMER PREVIEW IN RECAP FROM LAST YEAR OPEN FOR QUESTIONS.

THANK YOU MUCH FOR THE EXCELLENT PRESENTATION.

UH, WE DO HAVE QUESTIONS.

UH, MR. CONNOR, THANK YOU MA'AM.

UM, THANK YOU FOR THE PRESENTATION.

I JUST THOUGHT IT, I THINK IT'S SO INTERESTING TO HAVE THESE TWO PRESENTATIONS BACK TO BACK.

IT'S THINK THE SAME PROBLEMS WE HAVE WITH THESE SPORTS UNIT IN TERMS OF COMPETITION, BUT OTHER AREA, YOU KNOW, SPORTS, SPORTS AUTHORITY, THEIR POOLS, DEPARTMENTS, THEIR POOLS.

SO WHY DO WE HAVE 300,000 PARTICIPANTS IN OUR AQUATIC PROGRAM, BUT ONLY FOR THE SPORTS? SO IT'S JUST A GENERAL OBSERVATION.

I DUNNO WHAT TO MAKE OF THAT.

BUT HAVING THIS BACK TO BACK IS REALLY INTERESTING IN TERMS OF THE NUMBERS, TOTAL USAGE OF, THAT'S ALL I HAVE.

THANK MR. KINDER.

THANK YOU MADAM PRESIDENT.

UM, THANK Y'ALL VERY MUCH.

I THINK EVERYONE KNOWS THIS IS ONE OF MY FAVORITE TOPICS.

I LOVE AQUATIC SEASON.

I LOVE OUR COVES IN BAHAMA BEACH.

AND OF COURSE THE SLIDE CHALLENGE AND LOOK FORWARD TO EVERYBODY, EVEN BO PARTICIPATING IN THAT THIS YEAR.

UH, A COUPLE OF QUICK QUESTIONS.

UH, BEFORE THAT, WHEN, WHEN DO SEASON PASSES GO ON SALE AND HOW ARE WE GONNA BE MARKETING THAT? UH, EVERYTHING OPENED UP APRIL 1ST.

OKAY, SO THAT'S A JOKE.

OH, , HE WAS OVER.

YES, IT IS OPEN NOW.

YES.

OKAY, SO I THINK, CAN Y'ALL SHARE THE INFORMATION ON HOW PEOPLE CAN PURCHASE SEASON PASSES? HOPEFULLY IT'S EASY TO DO AND REC TRACK DOESN'T MAKE IT THAT CHALLENGING, BUT, UM, I HAVEN'T SEEN ANYTHING ABOUT THAT BEING PROMOTED BY MARKETING AT ALL.

WOULD LOVE FOR US TO GET THAT INFORMATION OUT THERE SO THAT WE CAN GET PEOPLE PAYING FOR THE SEASON PASSES, BECAUSE I THINK THAT IS PROFITABLE FOR THE CITY TO DO THAT.

SO HOPEFULLY WE'RE, WE'RE MARKETING THAT.

UM, THANK YOU.

ON THE TIME ADJUSTMENT, GOING BACK TO THE PRE COVID HOURS, THAT WAS ONE THING THAT I HAD HEARD FROM CONSTITUENTS WAS THAT THEY LIKED THE, UM, YOU GO IN WHENEVER YOU WANT.

UH, DO WE ANTICIPATE THAT THERE'S GONNA BE ANY CHALLENGES WITH CAPACITY BECAUSE OF THAT AND PEOPLE NOT WANTING TO LEAVE? AND IF SO, HOW'S

[01:45:01]

THAT BEING MANAGED? UH, UH, THE ONLY CHALLENGE THAT WE SEE IS, UH, AT THE MOST POPULAR POOLS, JUST AT THE BEGINNING.

OKAY.

SO, UH, SEMI GRAND CRAWFORD, UH, KIDS BRAINS, UH, THEY WILL GET CAPACITY MAYBE WITH THE FIRST 30, 30 TO 45 MINUTES.

AND IF SOMEBODY IS LIKE THE, THE NEXT PERSON IN LINE, THEY WILL HAVE TO WAIT ON THAT TIME, THAT TWO TO THREE HOURS AVERAGE FOR SOMEBODY TO LEAVE BEFORE THEY CAN COME IN.

I THINK WE, WE HAVE ENOUGH DATA, YOU KNOW, YOU JUST MENTIONED THE FACILITIES THAT TEND TO FILL UP.

SO WE KNOW, SO MAYBE WE CAN PUBLICIZE, YOU KNOW, WE THINK THAT SAMUEL GRAND IS LIKELY TO FILL UP, PLEASE ARRIVE EARLY IF YOU WANT TO ATTEND.

JUST STUFF LIKE THAT AND GET IT OUT THERE SO THAT PEOPLE AREN'T SHOWING UP AND DRIVING A LONG DISTANCE ONLY TO BE TURNED AWAY, RIGHT? CORRECT.

AND OUR, OUR INTENTION AS WELL IS TO GUIDE INTO THE NEXT FAMILY AQUATIC CENTER OR COMMUNITY POOL THAT IS OPEN, THAT THERE'S NO LINE RIGHT WITH THAT INFORMATION.

UM, THAT'S, THAT'S PERFECT.

THANK YOU FOR DOING THAT.

UM, ARE WE GOING DOING ANY RENT RENTAL FACILITIES? LIKE IF SOMEBODY WANTED TO HAVE A PRIVATE EVENT AT ONE OF THE CODES, IS THAT AVAILABLE AGAIN THIS YEAR? YES.

OKAY.

SO OUR RENTALS, OUR RENTALS ARE GOING UP, UH, TO LIKE, UH, ON THE WEEKENDS THEY CAN DO THREE OR AFTER, UH, ALL THE WAY TO LIKE, UH, 10 30.

YEAH, I GOTTA LOOK AT THE SCHEDULE.

EITHER BEFORE OR AFTER, EVEN DURING THE WEEK.

DURING THE DAY CLOSED, WE GET, WE HAVE RESERVATIONS OR DURING REGULAR HOURS.

AND HAS THAT BEEN PRETTY PROFITABLE FOR US? HAVE WE SEEN A DECENT NUMBER OF, UH, PRIVATE RENTALS? UH, WE, WE'VE SEEN AN INCREASE ON, UH, JUST INTEREST.

OH, GOOD.

GOOD.

UH, AND THEN LAST ON LIFEGUARDS.

HOW CAN WE HELP YOU ALL FIND LIFEGUARDS? ARE WE, I KNOW WE'RE PROMOTING WITH THE ISDS AND DALLAS COLLEGE, OR I ASSUME WE ARE, BUT WHAT CAN WE AS A BOARD HELP TO SEND LIFEGUARDS YOUR WAY? FANTASTIC QUESTION.

OUR JOB FAIR IS A WEEK FROM SATURDAY, SO WE'LL MAKE SURE THAT WE CAN SHARE THE FLYER WITH Y'ALL, WITH THE BOARD AND SINCE, UH, YOUR VOICE FOR THE FIRE REC, YOU KNOW, JUST WITH YOUR GROUPS, BE ABLE TO THAT IN YOUR AREAS, SEE WHAT WE CAN GET.

SO RIGHT NOW WE'RE UM, A LITTLE BIT OVER 50% OF CAPACITY OF JUST, UM, EVERYBODY THAT WE HAVE TO BREAK IN, BRING ON A LITTLE BIT THAT WE GET REALLY CLOSE BY THE END OF, UH, NEXT SATURDAY.

AND IT WOULD BE AT YOUR, WHAT'S THE AGE RANGE THAT YOU'RE LOOKING THE MINIMUM AGE FOR A LIFEGUARD THIS YEAR? UH, WE WERE ABLE TO CHANGE THE RULES.

15.

WE'RE HIRING, UH, 15-YEAR-OLD OUT OF THAT ONLY HAS 30 OF 'EM, UH, FOR LIFEGUARD ONLY.

AND FOR THE REST OF THE REMAIN OF THE STAFF, THEY HAVE TO BE AT LEAST 16.

OKAY.

UH, TO, TO THE, UH, THE PRODUCT TEAM.

OKAY, GREAT.

WELL THANK YOU FOR DOING THAT.

I'M EXCITED FOR THE SEASON AND LOOK FORWARD TO THE SLIDE CHANNEL.

THANKS, MR. CARINI, YOU HAVE A QUESTION? YES.

UH, GOOD MORNING EVERYONE.

UM, FIRST OF ALL, THANK YOU MR. KENNER FOR ASKING ABOUT THE JOB FAIR.

I AM DEEPLY INTERESTED IN HELPING RECRUIT AS WELL.

I'VE GOT ACCESS TO A A, A LARGE, UH, NEIGHBORHOOD FACEBOOK PAGE.

THEY'RE VERY ENGAGED IN AND I POSTED ONCE ABOUT LIFEGUARDS AND THEY GOT A LOT OF TRACTION.

SO I DEFINITELY WANNA SHARE THE JOB FAIR.

SO THANK YOU FOR ASKING THAT.

UH, BEYOND THAT, I REALLY JUST WANT TO CONGRATULATE THE, THE SENIOR STAFF IN CHARGE FOR PUTTING THE COMPENSATION STRUCTURES TOGETHER FOR, FOR THESE LIFEGUARDS.

INVESTING IN THE IN IN OUR YOUTH IS IMPORTANT.

LEARNING WHAT THEY'RE LEARNING, YOU KNOW, THE NETWORKING AND THE SOCIAL SKILLS INVOLVED AND JUST BEING OUTDOORS AND BEING AROUND PEOPLE.

EVERY TIME I'M AT TC AND OTHER PARKS, I ALWAYS GIVE A HIGH FIVE TO THE LIFEGUARDS AND I SEE MANY OF THEM IN THE BACK OF THE ROOM.

BUT GOING BACK TO THE COMPENSATION, I JUST WANNA SHARE THAT THAT IS A PHENOMENAL, PHENOMENAL HOURLY WAGE TO START AT.

I JUST FOUND OUT THROUGH MY INTERNET SLEUTHING, WHICH I DO BETTER THAN ANYONE, THERE'S A PROMINENT COUNTRY CLUB HERE IN EAST DALLAS IN LAKEWOOD.

I PROBABLY JUST GAVE THE NAME AWAY.

THEY START THEIR LIFEGUARDS AT 1150 AN HOUR, 1150 AN HOUR.

WHAT WE'RE OFFERING IS LIKE ALMOST 50% HIGHER THAN THAT.

IF MY MATH IS RIGHT, HATS OFF.

AND UH, GOSH, WHEN I WAS THAT AGE, I WOULD'VE LOVED TO MAKE THAT KIND OF MONEY AND WORK ON MY TAN.

SO I CAN'T WAIT TO HELP RECRUIT AND UH, AND COUNT ME IN FOR, UH, SLIDE CHALLENGE 2024.

THANK YOU ALL.

ALRIGHT, UM, MR. WOOD, THANK YOU.

UM, I JUST HAVE A COUPLE QUESTIONS.

WHERE DOES X LINE AND TT, WHERE DO THOSE POOLS FIT IN ON THE OPENING SCHEDULE? NOT A MONTH AND A HALF LATER IN SOME OF THESE COMMUNITIES THAN THE BIGGER AQUATICS FACILITIES? IS THAT THE FOLLOWING TUESDAY? SO, OH, THE, OH, TO THE 25TH OR THE 28TH.

OKAY.

YES SIR.

I WAS THINKING THAT FOR SOME REASON I

[01:50:01]

WAS READING.

OKAY.

SO THAT'S GOOD.

UM, AND ON, I BELIEVE SLIDE FOUR, YOU HAD A, UM, KID SPRINGS LEARN TO, UM, SWIM SCHOLARSHIP.

I DO BELIEVE, UM, COUNCILMAN BASIL DO IT FOR THE LAST SEVERAL YEARS HAS PROVIDED, UM, FUNDS TO, UM, ANY KID THAT WANTED TO GO TO SWIM AT X LINE.

I'M NOT SURE OF THE NUMBER, BUT WE, WE UPPED THAT EVERY YEAR TO THAT IS CORRECT.

SO THAT, THAT IS SAY, I JUST WANTED TO GIVE A SHOUT OUT TO COUNCIL BESSEL TO, AND ACTUALLY CHALLENGE EACH AND EVERY ONE OF OUR DISTRICTS TO ACTUALLY PROVIDE, UM, THAT BRIDGE FUNDING.

IF ANY KID IN YOUR DISTRICT, UM, YOU KNOW, THE COUNCIL, I, IT'S NOT A LOT OF MONEY, BUT IT, IF IT SAVES ONE LIFE, IT'S WORTH IT.

SO I THINK EVERY COUNCIL PERSON WOULD GLADLY PAY, YOU KNOW, A HUNDRED, $200, MAYBE $500 FOR SWIMMING LESSONS FOR THEIR KIDS.

SO I CHALLENGE EACH OF MY COLLEAGUES TO GET THEIR, UM, BOARD MEMBERS OR THEIR COUNCIL MEMBERS TO, UH, SUPPORT THAT AND MAKE SURE THAT WE HAVE THE SUPPORT FOR ALL OF OUR KIDS TO LEARN SWIM REGARDLESS IF THEY HAVE THE, UM, MEANS TO DO IT.

BECAUSE SWIMMING WILL SAVE AT LEAST ONE LIFE, THE SWIMMING LESSON.

SO, UM, I LOVE THE, UH, AQUATIC CENTER.

I THINK YOU GUYS ARE GREAT.

UM, I, EVERY TIME I DRIVE BY, THEY'RE FULL.

UM, AND I ACTUALLY SAW THEM IN ACTION WHEN YOU SIT MR. BLAIR'S LIFE.

SO YOU LOOK FORWARD TO THAT SLIDE CHALLENGE.

I THINK WE'RE PUTTING HIM IN THE KATIE SLIDE THIS YEAR.

SEE WHAT YOU GOT NOTICE, NOTICE I DIDN'T BRING THAT UP .

I, I WAS NO, I WAS, IT WASN'T ABOUT MR. BLAIR.

IT BEEN AN ACTION.

I MEAN, I, A YOUNG LADY THAT WAS OUT IN THE WATER, I DIDN'T WANNA EMBARRASS HARRISON .

HE COULD SWIM HIMSELF.

IT WOULD SUIT IN THE BOOTH.

SO, SO WHY DO YOU THINK THE OTHER BLACK MAN, RAUL, SAY ONE THANK YOU.

PROBLEM.

WE APPRECIATE IT, .

THANK YOU.

THANK YOU.

UH, MS. HUSBANDY, THANK YOU FOR THIS PRESENTATION.

UM, I HAVE A QUESTION AND SUGGESTION ON THE SLIDE NUMBER EIGHT, WHICH DOUBLE IS THAT GENERALLY BASED ON CHEMICALS OR IS THAT STAFF, LIKE, THAT'S HUGE TO DOUBLE IN FOR IS, AND IT'S SOMETHING THAT WE WERE OBVIOUSLY TRACKING AND ON STACK COST IT CHEMICAL COSTS, IT'S THE OPENING .

SO ALL THOSE BIG EXPENSES CAME INTO PLAY.

UM, BUT OVERALL STACK MINIMUM, MINIMUM STACK.

OTHERS, THE KIDS OUT THERE, THE ADULTS OUT THERE WORK THAT CONTRIBUTES TO ALL OF THIS.

SO THERE'S SOME THINGS THAT WE'RE LOOKING AT AND WHILE IT MAY NOT BE PALATABLE TO EVERYONE, WE ARE CONSIDERING SOME PRICE INCREASE RECOMMENDATIONS THAT WE'D LIKE TO BRING BACK TO THE BOARD THIS YEAR AFTER THIS OPERATING SEASON, UH, THAT WILL ATTEMPT TO WRITE THIS AND BRING THIS GAP CLOSER.

I MEAN, I DON'T KNOW IF ANYBODY ELSE HAS LOOKED AT THAT, THAT THAT'S A LITTLE CONCERNING BECAUSE OUR, OUR ATTENDANCE IS UP AND OUR REVENUE IS UP, BUT COMPARED TO OUR EXPENSES, LIKE THAT GAP IS GETTING BIGGER AND BIGGER.

SO THAT'S SOMETHING WE NEED TO GET AHOLD OF.

SECOND TO THAT, I HAVE SAID THIS BEFORE, YOU'RE PROBABLY TIRED, BUT WE'RE MARKETING THE HELL OUT OF SOMETHING THAT WE HAVE NO CAPACITY TO DO IT.

SO WE'RE SPENDING MARKETING DOLLARS TO DRIVE PEOPLE TO THESE POOLS THAT WE DON'T HAVE ENOUGH PEOPLE TO STAFF AND WE CAN'T EVEN OPEN THEM MORE HOURS.

AND I'M HEARING THAT WE'RE HITTING CAPACITY.

SO MY QUESTION IS MAYBE WE SHOULD TAKE THOSE BARGAINING DOLLARS, DUMP 'EM INTO RECRUITING SO THAT WE CAN GET THE FOLKS THERE TO SERVICE IT SO THAT WE CAN OPEN THEM MORE HOURS.

IS THAT A, IS THAT A LEGITIMATE STATEMENT? I THINK THAT CAN BE A VERY LEGITIMATE STATEMENT.

YES.

WHENEVER YOU START MARKETING AND YOU ARE, YOU'RE HITTING CAPACITY AT SOME OF YOUR LOCATIONS EARLY IN THE DAY.

UM, AND THEN YOU'RE, YOU HAVE TO SHUT IT DOWN AND YOU'RE NOT ABLE TO STAFF IT THROUGHOUT THE, YOU KNOW, ALL THROUGH THE SUMMER MONTHS INTO SEPTEMBER.

UM, YES, IT MAYBE THOSE DOLLARS DO NEED TO GO MORE TOWARDS THE RECRUITMENT ASPECT OF THINGS, BUT IT IS A FINITE AMOUNT OF STAFF THAT YOU HAVE THE KIDS AND I CALL THE KIDS THE YOUNG

[01:55:01]

INDIVIDUALS THAT GENERALLY STAFF OUR PROGRAMS AND OUR OPERATIONS.

THEY'RE HIGH SCHOOL, COLLEGE AGENTS.

SO COME AUGUST THEY'RE, THEY'RE HEADING BACK TO SCHOOL.

AND SO THEN YOU TRY TO MARKET THE JOB ASPECT TO AN OLDER YOUNG PERSON.

WELL, I'M GOING TO CHALLENGE THE SLIDE CHALLENGE PEOPLE TO SAY INSTEAD OF DOING A SLIDE CHALLENGE TO DRIVE MORE PEOPLE TO THE POOL, PERHAPS WE COME UP WITH A RECRUITING CHALLENGE THAT YOU FIGURE OUT SOME CLEVER WAY TO GET TO THE PUBLIC TO RECRUIT THOSE KIDS FOR THAT CLEARLY A VERY GOOD WORKING WAGE.

SO MAYBE INSTEAD OF A DRIVE DRIVING BUSINESS TO THE POOL, LET'S DRIVE MORE PEOPLE TO APPLY FOR THOSE JOBS.

'CAUSE I WOULD LIKE TO SEE MORE HOURS.

'CAUSE CLEARLY WE HAVE A HUGE DEMAND FOR THIS, ESPECIALLY IF IT GETS HOTTER.

YOU'RE SAYING THE AQUATIC CENTERS DON'T OPEN UNTIL 1230.

I KNOW AS A MOM, WHEN MY KIDS WERE REMOTE, WE WERE BORED OUT OF A MINE BY 10 O'CLOCK IN THE MORNING.

SO IT WOULD, TO ME IT WOULD'VE BEEN GREATER TO HAVE IT OPEN TO THE PUBLIC A LITTLE MORE.

BUT I UNDERSTAND THE CHALLENGE OF, YES, BACK ON PROGRAMMING, YOU GOTTA HAVE STAFFING.

SO I WOULD LOVE TO SEE US EXPAND OUR HOURS.

'CAUSE CLEARLY WE HAVE THE, WE HAVE THE DESIRE FOR OUR PRODUCT, BUT ON THE OTHER HAND, I DON'T WANNA SEE US SPENDING DOLLARS MARKETING PRODUCT WHERE WE CAN'T EVEN DELIVER IT.

RIGHT? AND LET'S, LET'S SPEND THOSE THOUGHTS AND ENERGY AND MARKETING DOLLARS COMBINING FOLKS TO, TO WORK FOR IT AND THEN OF COURSE GETTING THE EXPENSES DOWN HOWEVER WE CAN.

BUT OVERALL, THAT'S, IT'S A SUPER SUCCESSFUL PROGRAM AND THANK YOU FOR WELCOME FOR A YEAR WORTH OF GREAT, UH, GREAT, UM, OUTCOME.

SO CONGRATULATIONS.

THANK YOU NIA.

MS. MANDO.

THANK YOU.

UM, SO I DEFINITELY AM TEAM AQUATICS FOR THE PAST, UH, OH GOSH, NINE YEARS.

UM, SO I ALWAYS APPRECIATE THIS.

UM, I DO THINK THAT WE MISSED SOME OPPORTUNITY, WHETHER IT'S THE MAC TEAM OR SOMEBODY TO BE ABLE TO MARKET IT, THAT THE SEASON PASSES ARE ALREADY OUT ON SALE.

I MEAN, BECAUSE THAT IS SOMETHING THAT WE ALWAYS LOOK FORWARD TO, TO, UM, TO SHARE ALL THAT INFORMATION.

SO I, IF I COULD, WE DID NOT MARKET THAT UNTIL WE CAME THIS GROUP, AND SO WE WANTED TO MAKE SURE WE PUT IT HERE FIRST.

OKAY.

THEN WE WILL, NOW WE WILL HIT THE STREETS.

FAIR ENOUGH TO GET THE, THE, THE ADVERTISEMENT NUMBER THERE.

FAIR ENOUGH.

UM, SO I HAVE A COUPLE QUESTIONS.

SO, UH, ONE OF THOSE FIRST SLIDES, IT SHOWS THAT, THAT WITH INCREASED ATTENDANCE, HOW DOES IT AFFECT THE, THE MAINTENANCE COSTS? UH, AS FAR AS THE MAIN COST, IT DOESN'T CHANGE MUCH BECAUSE, UH, THAT'S THE EQUIPMENT AGE.

THEY NEED SOME TYPE OF REPLACEMENT, OR JUST FROM DAY TO DAY, WE MIGHT HAVE A PUMP OR, UH, JUST A, UH, SOME TYPE OF LIKE CONTROLLER THAT MIGHT GO UP.

SO, UH, INCREASE HAS NOT NECESSARILY CHANGED OR IMPACTED THE, THE DEMAND OR LIKE THE COST FOR, UM, AND THEN I KNOW THAT FROM BEING, YOU KNOW, FULL-TIME PARTICIPANT POOLS IN THE SUMMERS, UM, FROM THE OPENING TO THE CLOSE, UM, THE LIFEGUARDS DO REALLY ENJOY THEIR BREAK, UM, FROM THE PAST WITH THAT ONE HOUR BEING ABLE JUST TO KIND OF REFRESH AND, YOU KNOW, AND GO INSIDE AND, AND GET HYDRATED, HOW DO YOU PERCEIVE THAT THIS IS GREAT FOR THE ATTENDEE, BUT HOW WILL WE BE ABLE TO MAKE SURE OUR STAFF IS ALSO OKAY, EVEN THOUGH THEY'RE GETTING GRADE AMOUNT'S, A GREAT PAY RATE? SO, RIGHT.

SO, AND THAT'S A GREAT QUESTION BECAUSE, UM, WE TRY TO MAKE SURE THAT OUR STAFF IS SAFE ON THE ONE, IF THEY'RE NOT SAFE, THEY HAVE TO BE ABLE TO BE VIGILANT ONCE THEY GO OUT THE STAND.

SO, UH, WHAT WE HAVE CHALLENGE THE TEAM IS MAKING SURE THAT WHENEVER YOU SEE, UH, 300 STAFF IS PART OF LIKE LACK, GUARDING AND INSTRUCTORS THAT WE CAN IDENTIFY, UH, UH, SHORTER, UH, ROTATIONS.

SO INSTEAD OF LIKE A TWO HOUR ROTATION, ROTATIONS MEETING, THEY HAVE TO GO FROM ONE STEP TO THE NEXT TO THE NEXT BEFORE THEY GET THEIR BREAK.

UH, WE'RE WORKING JUST 15, 20 MINUTE ROTATIONS AND WE'LL KEEP THEM ON THE SUN JUST ON A BREAK WEEK OR TIMES.

UM, AND THEN I KNOW THAT IT, I MEAN, WE'RE SAYING, YOU KNOW, HOW TO CHALLENGE, YOU KNOW, KIDS TO SIGN UP FOR LIFEGUARD, BUT THIS IS SUCH A GREAT PAY, YOU KNOW, RATE THAT I WOULD SAY ADULTS TOO.

I MEAN, LET'S NOT SHY AWAY FROM, YOU KNOW, ADULTS BEING ABLE TO BE GUARDS AS WELL.

UM, SO, OKAY.

ALL RIGHT.

UM, THE INCREASE IN HOURS, UM, AND ESPECIALLY A COUPLE ONES I KNEW IN MY DISTRICT, UM, HOPEFULS, HOW ARE WE GOING TO HANDLE THE SECURITY? THE SECURITY WILL REMAIN THE SAME.

WE HAVE, UH, UH, THEIR, UH, ARMED OFFICERS ALREADY IN, UH, SCHEDULE.

THE SCHEDULES ARE OUT, UH, FOR EVERY FACILITY.

AND THOSE, UH, LOCATIONS ARE BEING ALREADY STARTING TO GET FILLED,

[02:00:01]

UM, UH, FROM THE ADDITIONAL OF THE ARMED OFFICERS, UM, FROM THE LAST YEAR AND A HALF, UH, THAT HAS DECREASED FIGHTS LIKE, UH, GUESTS THAT DON'T BEHAVE VERY WELL.

RIGHT.

SO OUR, OUR SECURITY IS THERE.

OKAY.

UM, AND THEN I KNOW IN THE PAST WE, AND I CAN SEE IT NOW ON ONE OF THE PARTS THAT I WALK DAILY THAT THE DUCKS IN THE POOL AND WE'VE HAD TO SHUT DOWN THE POOL BECAUSE THE DUCK, YOU KNOW, UM, FECES AND HOW ARE WE GOING TO CONTROL THAT THIS YEAR? 'CAUSE THERE ARE, LIKE, I ALREADY SEE ONE OF THEM IN THE, THERE'S A DUCK AT THE POOL UHHUH, AND, AND THEN A FEW OF THEM.

OKAY.

UH, THERE'S, UH, WE ARE LOOKING INTO GETTING ALLIGATOR HEADS THAT THAT WAS SOMETHING THAT WE DISCUSSED, THAT THEY'RE BEING USED IN OTHER LOCATIONS, THEIR TOYS, LIKE THE OWL FOR THE OWL.

YEAH.

SO WE'RE LOOKING AT LIKE WHAT'S KIND OF TRAINING FOR THEM, BUT WE CANNOT KEEP LIKE THE WILDLIFE.

WE CAN TRY AS MUCH AS WE CAN.

SO, UM, THERE'S SOME OTHER FACILITIES FROM ONE OF THE CONFERENCES THAT ATTENDED THIS YEAR THAT THAT'S, THAT WAS AN ISSUE AS WELL.

THEY WERE, THAT WAS ONE OF THE SUGGESTIONS THAT MATTER.

RIGHT? SO JUST LOOKING FOR SOME TYPE OF CREDIT THAT I DON'T USE OR A FAKE PREDATOR.

WE'RE NOT GONNA THANK YOU VERY MUCH.

IT'S A HEADS UP, NOT A GOOD .

OKAY.

UM, AFTER, UH, MR. HUTA SPEAKS, WE'RE NOT NOT GONNA GO TO ROUND TWO BECAUSE, UM, OUR CITY ATTORNEY HAS A HARD STOP AT ONE O'CLOCK AND WE'RE GONNA GO INTO EXECUTIVE SESSION AFTER, UM, MR. WETAS COMMENTS OR QUESTIONS? MR. WETA? UH, YES.

THANK YOU, MADAM PRESIDENT.

UH, SO A COUPLE OF THINGS.

I WHOLEHEARTEDLY AGREE WITH MS. HASLEY ABOUT BEING A LITTLE BIT MORE FISCAL RESPONSIBLE BECAUSE WE GOTTA, WE GOTTA FIX THAT GAP A LITTLE BIT.

IT'S AT 36 THIS YEAR.

2019 WAS AT 50, SO IT'S GONE A LITTLE BIT UP AND DOWN.

I MEAN, THAT'S, THAT'S THE BIGGEST THINGS THAT STICKS OUT FROM ITS PRESENTATION.

IT'S JUST TRYING TO FIGURE THAT GAP OUT.

WHATEVER IT IS, WE GOTTA GO UP FIVE BUCKS AN ADULT, WHATEVER IT IS, WE'RE ACTUALLY STILL GONNA BE PART, EVEN IF WE GO UP $5 AN ADULT, WE'RE STILL GONNA BE LOWER THAN MOST WATER PARKS OR MOST AQUATIC CENTERS.

SO IT'S, IT'S, IT'S THE NORM, RIGHT? NOWADAYS, ESPECIALLY SINCE WE'RE PAYING SOMEBODY 18 NOW, OR WHAT, 18 91, 18 91, WE'RE NOT EVEN GETTING OUT THAT FROM, THAT PERSON'S GONNA BE THERE FOR THREE HOURS, RIGHT? SO THAT'S EVEN JUST SOMETHING TO THINK ABOUT, UM, ON THE, ON THE, WHEN YOU CLOSE THAT GAP UP A LITTLE BIT.

BUT ALL BUT, BUT JUST THAT, THAT'S, THAT'S THE ONLY THING I SEE BAD ABOUT THIS PRESENTATION IS THE GAP.

I JUST WANNA MENTION A COUPLE THINGS.

I WAS AT BA I I, I CAUGHT IT.

LEMME CALL IT WHAT IT IS.

BAHAMA BEACH.

AND IT IS, IT WAS SPECTACULAR LAST YEAR.

GREAT CLEAN RESTROOMS. WERE CLEAN, EVERYTHING YOU EXPECT FROM A CLASS A WATERPARK.

IT WAS AMAZING.

AND HAD TALKED TO RAUL, ESPECIALLY DOMINIC.

DOMINIC AND HIS STAFF AT BAHAMA BEACH WANTED TO SPEAK, SHOUT OUT TO THEM 'CAUSE IT WAS JUST AMAZING AND EVERYTHING WAS PERFECT OUT THERE.

UM, I WAS THERE ON A WEDNESDAY, WHICH MAKES IT A LITTLE LIGHTER, SO IT'S A LITTLE EASIER, YOU KNOW? BUT FOR ME, I HAD THE GREAT, ONE OF THE GREATEST EXPERIENCE BEING AT A WATERPARK I'VE EVER HAD.

AND THEN YOU ALSO MENTIONED KID SPRING SCHOLARSHIP, AND THAT'S SOMETHING I WANT TO, JUST A QUICK SHOUT OUT THERE TO BECKY AND, AND, UH, CHRIS MOFFITT, THEY STARTED THAT ORG THAT, THAT, THAT SCHOLARSHIP WITH THE BRICKS BEING LAID IN FRONT OF KIDS SPRINGS, JUST WANTED TO MENTION THEM JUST 'CAUSE THEY'VE BEEN DOING THAT FOR A WHILE NOW.

AND IT'S GREAT THAT WE GET THOSE SCHOLARSHIP DOLLARS FROM THEM.

SO, BUT BESIDES THAT, THANK YOU, SIR.

APPRECIATE YOUR PRESENTATION.

THANK YOU.

WE APPRECIATE IT.

AND I WANT Y'ALL ALL TO KNOW WE ARE LOOKING AT THAT COST GAP FOR THE REVENUES FOR EXPENSES, AND WE ARE LOOKING AT HOURS EXPANDING.

WHERE CAN WE, YOU KNOW, WE OPERATE AS WE'RE ALL SET.

WE OPEN AT 12, 12 30, BUT WE ARE, WE HAVE PEOPLE AT THE POOL AT SEVEN 30 IN THE MORNING, SO THERE'S A LIMITED CAPACITY, AND WE CAN STRETCH THAT OPENING TO, BECAUSE THEN YOU PUSH PEOPLE OUT OF YOUR SWIM LESSONS AND THINGS OF THAT NATURE.

SO IT'S A BALANCE AS HEARD TODAY.

AND SO WE, WE ARE ANALYZING IT, WE'RE MAKING IMPROVEMENTS SO FAR.

WE APPRECIATE ALL OF THE KIND WORDS THAT, THAT YOU'VE SAID ABOUT OUR STAFF AND OUR OPERATIONS.

THANK YOU, MR. LOREN, AND THANK YOU SO MUCH.

UH, MR. ROBLES, UM, IT IS 1207 ON APRIL 4TH, 2024.

THE PARK AND RECREATION BOARD WILL NOW GO INTO CLOSED SESSION UNDER SECTION 5 51 0.07, ONE OF THE TEXAS OPEN MEETINGS ACT TO SEEK LEGAL ADVICE, THE CITY ATTORNEY REGARDING THE CITY'S MANAGEMENT CONTRACT WITH FAIR PARK.

FIRST WE READ THE STATEMENT AGAIN.

THE PARK AND RECREATION BOARD HAS COMPLETED THIS CLOSED SESSION, SECTION 5 51 0.07, ONE OF THE MEETINGS AT AND AT 1:09 PM ON BEFORE 2024.

WE HAVE RETURNED TO OPEN POSITION.

UM, MR. CONNOR, YOU HAD, YOU

[02:05:01]

WANTED TO SAY SOMETHING? YES, MA'AM.

THANK YOU.

UM, WE BROKE, WELL WE BROKE BEFORE I HAD A CHANCE TO SAY THIS, BUT, UH, I RECUSED MYSELF FROM THE LAST SESSION, UH, ON ADVICE FROM THE CITY ATTORNEY'S OFFICE, UH, BECAUSE OF CONFLICT WITH, UH, ON THE SUBJECT.

ALRIGHT, THANK YOU.

ALL RIGHT.

I BELIEVE THAT MS. BARRY WANTS TO GIVE A BRIEF UPDATE ON THE BUDGET.

MS. BARRY HERE? NO.

NO.

ALRIGHT.

AS FAR AS STAFF ANNOUNCEMENTS, MADAM SECRETARY, YOU'LL, DO YOU HAVE ANY? I DO.

I, THERE'S ONE FROM LISA MCLENDON THAT WANTED TO TALK ABOUT TOTALITY, AND THAT'S THE THING ONE WE HAVE.

OKAY.

IT'S ALL PATIENT TEA LUNCH.

OKAY.

WELL, HELLO, NICE TO SEE YOU ALL TODAY.

I'M LISA MCLENNAN, SERVICE AREA MANAGER WITH RECREATION SERVICES, AND I'VE ALSO HAD THE PRIVILEGE OF CHAIRING THE TOTALITY, DALLAS COMMITTEE S SAMUEL FARM, WE THAT HAS PUT TOGETHER THIS EVENT.

WE'VE BEEN PLANNING IT FOR OVER A YEAR NOW, AND WE ARE READY TO GO FOR THIS WEEKEND.

SO ON SATURDAY, THE EVENT KICKS OFF.

IT IS A THREE DAY FESTIVAL, WHICH INCLUDES THE OVERNIGHT CAMPING AS WELL AS DAY PASSES FOR SATURDAY, SUNDAY, AND MONDAY.

UM, AND THEN DURING THE DAY, THERE ARE A TON OF DIFFERENT ACTIVITIES.

WE HAVE EDUCATIONAL ACTIVITIES.

WE HAVE SEVERAL EDUCATIONAL SPEAKERS COMING IN, INCLUDING A SCIENTIST FROM THE REN OBSERVATORY IN CHILE.

UM, AND WE ALSO HAVE SEVERAL OF OUR PARTNERS THAT ARE SPEAKING AT THE EVENT, THE DALLAS ZOO, THE RIVER AUDUBON, UM, DIFFERENT PARTNERS LIKE THAT, TALKING ABOUT HOW THE ECLIPSE AFFECTS THE BIRDS, THE ANIMALS.

SO IT'LL BE REALLY INTERESTING.

WE'RE EXCITED ABOUT THAT.

AND THEN ON THE RECREATION SIDE, WE HAVE A WHOLE KIDS ZONE WITH INFLATABLES.

UM, ALL OF OUR OUTDOOR ADVENTURE ACTIVITIES WILL BE RUNNING AND WE, UM, HAVE, WE'VE BEEN WORKING WITH THE OFFICE OF ARTS AND CULTURE WHO WILL PROVIDE ENTERTAINMENT FOR OUR STAGE.

SO EXCITED ABOUT THAT.

ON THIS INFOGRAPHIC, THERE'S A FEW STATS THAT YOU CAN SEE, UM, WHICH SOME OF THIS HAS CHANGED BECAUSE WE ARE SELLING TICKETS MORE AND MORE EVERY DAY.

SO WE ARE NOT AT CAPACITY YET.

UM, WE ARE GETTING 3000 TICKETS SOLD FOR THE EVENT.

UM, AND YOU CAN KIND OF SEE THE BREAKDOWN OF THE DAY PASSES OVERNIGHT CAMP BEING, SO FAR WE'VE SOLD ABOUT 70 DIFFERENT CAMP SITES, UM, AND I EXPECT BY THE TIME WE GET TO THE WEEKEND, WE MIGHT BE CLOSER TO 80 90.

SO PERSONALLY, ANYBODY'S DONE OVERNIGHT CAMPING AT SAMUEL FARMS, SO WE'RE EXCITED ABOUT THAT.

YEAH.

UM, 57 DIFFERENT ACTIVITIES ON THE CALENDAR.

UM, SEE THAT 18 DIFFERENT EDUCATIONAL SESSIONS.

WE HAVE SEVERAL DIFFERENT FOOD VENDORS COMING OUT EVERY DAY.

UM, WE ALSO HAVE A TOTALITY DALLAS STORE THAT'S SELLING SEVERAL DIFFERENT ITEMS OF MERCH, INCLUDING BLOW IN THE DARK, UM, T-SHIRTS WITH THE SAMUEL FARM RED BARN ON IT, KNOW CLIPS, FLOWS IN THE DARK BEHIND IT, SO THAT'LL BE PRETTY NEAT.

UM, OH, COOL.

THEY LOOK REALLY COOL.

SO THEY WILL BE, UM, PUT UP ON THE WEBSITE FOR PURCHASE PROBABLY TOMORROW.

UM, BUT YOU CAN SEE ALL THE DIFFERENT MERCHS THAT WE HAVE THERE ON THE WEBSITE TODAY.

WE HAVE, UM, GENERATED A LITTLE OVER 44,000 IN REVENUE.

UM, WE HAVE BROUGHT IN $11,000 WORTH OF SPONSORSHIP, SPONSORSHIP DOLLARS.

AND I'M VERY EXCITED ABOUT THIS BECAUSE ANYBODY THAT'S PURCHASING A TICKET, IT ASKS THEM, DO YOU WANT TO DONATE TO THE SAMUEL FARM ADVENTURE CAMP SCHOLARSHIP FUND? BECAUSE WE'RE TRYING TO DO, WE'RE TRYING TO GET SCHOLARSHIPS FOR OUR SUMMER CAMP OUT THERE.

AND SO WE HAVE ALREADY OVER HALF OF THE SUMMER CAMP SCHOLARSHIP MONEY RATE.

YEAH.

BY JUST BY ADDING A DONATE BUTTON.

WE JUST BY ADDING A DONATE BUTTON, UM, A REALLY NICE PICTURE OF OUR KIDDOS KAYAKING OUT THERE.

UM, AND SO WE'VE RECEIVED EVERYTHING FROM A $1 DONATION TO A HUNDRED DOLLARS DONATION.

IT'S VERY EXCITING.

UM, AND THEN BENEATH THAT YOU CAN SEE, UM, THE PATH THAT THE ECLIPSE WILL TAKE.

AND ONE OF THE REASONS WHY WE WANTED TO DO THIS AT SAMUEL FARM IS 'CAUSE THE CLOSER YOU GET TO THE MIDLINE, UM, THE LONGER YOUR DARKNESS WILL LAST.

SO IT WAS JUST A VERY COMMON SENSE

[02:10:01]

DECISION.

LET'S USE THE FARM FOR THIS.

AND THEN WE ALSO, WE HAVE SUCH TALENTED STAFF OUT THERE, ALL THE TRAILS, THEY HAVE TEMPORARILY RENAMED THEM, UM, FOR PEOPLE THAT THEY'RE ECLIPSE THEMED TRAILS TO GET PEOPLE OUT WALKING AND HIKING AND BIKING ON THE TRAILS.

SO WE HAVE A LITTLE TRAIL MAP FOR THE WEEKEND WITH THOSE TEMPORARY NAMES.

WE DID DISTRIBUTE 12,500 PAIRS OF GLASSES FREE IN ALL OF OUR RECREATION CENTERS.

UM, AND SO THAT WAS REALLY EXCITING.

AND THEN OF COURSE, I HAVE JUST A COUPLE OF OUR PARTNERS ARTS CULTURE IN THE DALLAS PUBLIC LIBRARY WHO WILL BE, SO THAT IS JUST A BRIEF, UM, OVERVIEW OF THIS WEEKEND.

WE DEFINITELY INVITE YOU TO COME OUT AND JOIN US.

WE'RE VERY, VERY EXCITED FOR THIS ECLIPSE.

THANK YOU.

MM-HMM, .

AWESOME.

THANK I HAD A QUESTION.

CAN I ASK, OH, UH, MR. MR. WITH, UH, 70 TO 80 PEOPLE OUT THERE CAMPING.

WHAT ARE YOU GUYS DOING ABOUT SECURITY AND WHAT SURE.

SO WE'VE BEEN WORKING WITH THE MARSHALL'S OFFICE, DPD, UM, AND WE ALSO ARE BRINGING IN SOME ADDITIONAL SECURITY GUARDS FOR THE ENTIRETY OF THE WEEKEND.

IS IT, IS IT JUST A SECTION THEY'RE GONNA BE IN OR THE CAN THEY PARK? THERE'S FOUR DIFFERENT SECTIONS OUT THERE.

SO OUR OUTDOOR ADVENTURES TEAM HAS, UM, SOLD SPECIALTY CAMPING SPOTS, WHICH INCLUDE THE TENT, THE COTS, YOU KNOW, ALL OF OUR EQUIPMENT, PRIMITIVE CAMPING.

AND THEN WE HAVE SOME 20 BY 20 SPACES AND 20 BY 40.

SO THEY'RE IN DESIGNATED AREAS.

JUST STRIKES ME KIND OF A WOODSTOCK EAT.

OH YEAH.

VERY FESTIVAL ISH.

YEAH.

I MEAN, BUT THE OTHER THINGS THAT GO ALONG WITH WOODSTOCK.

OH NO.

WE'LL DEFINITELY HAVE SECURITY.

IT'S A FAMILY FRIENDLY EVENT.

.

SO WHEN YOU SAY, WHEN YOU SAY YOU HAVE 3000 TICKETS SOLD, IS THAT, IS THAT A WEEKEND PASS OR JUST LIKE A DAILY PASS AND THERE'S SO MANY, SO PERSON THAT'S A DAILY PASS.

SO, UM, OUR CAPACITY FOR DAY PASSES IS 3000.

SO FOR MONDAY, MOST OF THOSE ARE FOR MONDAY, THE ECLIPSE DAY.

AWESOME.

THANK JOHNSON.

UM, THANK YOU FOR, UH, MEAN GONNA DO ONE OF THOSE EVENTS THAT EVERYBODY'S COMING AND WITH THE EXPECTATION OF SOMETHING REALLY, REALLY AMAZING, THE HARD WORK THAT YOU GUYS HAVE BEEN DOING FOR A YEAR.

UM, IT IS, IT, IT, I I'M IMPRESSED.

UM, AND I THINK THAT YOU GUYS HAVE DONE REALLY, REALLY WELL WITH THAT.

UM, AND WE DON'T WANNA $29 ONLINE, SIR.

ONLINE.

THAT'S GREAT.

OH, OH, I WAS LIKE, I REALLY COULD LIKE 29.

I DID, UH, FORGET TO MENTION ONE THING.

I'M SO SORRY.

ON SUNDAY NIGHT, WE ARE HAVING OUR FIRST DRONE SHOW THAT I'M AWARE OF, THAT THE DALLAS PARK AND REFORMATION DEPARTMENT HAS ON, AND IT'S CITY OF DALLAS THEMED, OF COURSE WITH SPA, YOU KNOW, MERGED WITH SPACE.

SO IF YOU WANNA SEE THE DALLAS PARK AND REC LOGO AND THE SKY COMES.

MR. DICKEY, YOU HAD A QUESTION? UH, ACTUALLY, I JUST HAD A COMMENT.

I JUST WANTED TO COMPLIMENT LISA MCCLENDON, STEVE BAKER, AND THAT WHOLE OUTDOOR ADVENTURES TEAM FOR THIS AMAZING SUCCESS.

THIS IS GONNA PUT SAMUEL FARM BACK ON THE MAP AFTER 20 YEARS OF DORMANCY.

UH, THE OUTDOOR ADVENTURES TEAM HAS REACTIVATED SAMUEL FARM AND A WHOLE NEW GENERATION IS ABOUT TO FIND OUT ABOUT SAMUEL FARM BECAUSE OF THIS EVENT.

CLOUDY OR NOT, IT'S GONNA BE AMAZING.

AND I JUST WANT TO SAY WELL DONE.

WELL, VERY WELL DONE.

UH, I DON'T THINK WE COULD EXPECT ANY BETTER THAN WHAT YOU'VE DONE GIVEN YOUR RESOURCES THAT YOU HAVE.

SO THANK YOU.

APPRECIATE MS. MANDEL.

UM, THANK YOU SO MUCH, LISA.

DEFINITELY, DEFINITELY A HUGE FAN OF ALL OF YOUR WORK, UM, AND LOOKING FORWARD TO AS YOU EMBARK ON OTHER AREAS OF DALLAS TOO.

SO, THANK YOU.

UM, WHERE DOES THE SPONSORSHIP MONEY YOU'RE YOUR RECEIVING FOR THIS GO-TO WELL, IT GOES TO THE DIRECT COST OF THE EVENT.

OKAY.

WHICH IS USING THE MULTI-YEAR FUND.

OKAY.

SO IT'S, I MEAN, IT'S A NO BRAINER SPONSORSHIP AND THEN PUTTING IT IN.

IT'S GREAT.

I HOPE THAT CONTINUES.

THANK YOU.

THANK YOU.

MS HAS, OH, I JUST WANTED THE WEBSITE.

IS IT ON THE, THE MAIN PARK WEBSITE? IT IS.

UM, OR IT'S JUST TOTALITY DALLAS.COM MR. SLAUGHTER.

YES.

[02:15:03]

WELL, THANKS TO MR. BRIER, MY , THAT'S WHAT I CALL MR. BRION.

UH, TIM DICKEY, WHEN WE HAD THIS THING, UH, SEMIFORMAL, WE WERE RUN LEASE OUT, I THINK IN BUNTON FARMS OR SOMETHING.

AND, UH, DICKEY, UH, ALONG WITH, UH, BUN AND, AND I, I GOTTA APPRECIATE THE WAY THE STAFF, ESPECIALLY YOU, LISA, I MEAN, YOU GUYS KEPT UP THE PLATE, YOU KNOW, YOU, YOU REVITALIZE ITS ENERGY OUT THERE.

AND LIKE YOU SAID, KIDS IN THE CITY AND IN THIS TOWN IS GONNA KNOW ABOUT SEVEN FORMS DOWN.

YOU GOT OTHER RESOURCES LIKE THIS.

SO JUST THANK YOU FOR WHAT YOU DO AND, AND, AND I'M JUST SO PROUD OF YOU.

I'M JUST SO PROUD OF THIS DEPARTMENT THAT'S, I'M GLAD TO TELL EVERYBODY WHEN I'M OUT OF TOWN, ESPECIALLY WHEN I'M AT THE BAR.

I'M NOT TOO MANY NOT MESS SURROUND WITH OUR PART DEPARTMENT'S, THE BEST IN THE NATION.

AND YOU PROVE THIS SECRETARY RICHARD TO RYAN GREAT RESTAURANTS, TO JOHN LAUREN.

IT'S ALWAYS AN INTENTION AND , UH, I'M JUST, I'M JUST SO PROUD OF WHAT YOU GUYS DO.

SO THANK YOU VERY MUCH.

THANK YOU.

APPRECIATE.

I BELIEVE THOSE ARE ALL THE QUESTIONS.

THANK YOU SO MUCH MR. LENTON.

THANK YOU.

CONGRATULATIONS ON YOUR WONDERFUL WORK.

THANK YOU.

NOW WE WILL HAVE MS, UH, TURNER NOTE WHERE SHE'S GOING TO GIVE US A BRIEF UPDATE.

GOOD AFTERNOON EVERYONE.

THIS WILL BE A VERY BRIEF UPDATE.

JUST WANTED TO LET YOU KNOW THAT WE ARE STILL MAKING DAILY CHANGES TO THE BOND LIST.

AND BASICALLY THOSE UPDATES ARE BEING UP, ARE, ARE BEING TAKEN BY THE BOND OFFICE WEEKLY.

WE SEND THOSE IN TO THEM BY THURSDAY BY NOON, AND THEN THEY DO THEIR UPDATES ON FRIDAY.

SO EVEN IF YOU MAY HAVE SENT US AN UPDATE ON FRIDAY OR MONDAY OR TUESDAY, YOU'RE NOT GOING TO SEE THAT GO ON THE BOND WEBSITE UNTIL FRIDAY 'CAUSE THEY'RE ONLY DOING ONCE WEEKLY UPDATES.

BUT I DID WANNA LET YOU KNOW THAT ANY CHANGES THAT ARE COMING THROUGH , THINGS LIKE THAT, WE ARE MAKING THOSE CHANGES AND GETTING THAT DONE.

AND IT IS STILL HAPPENING ON A DAILY BASIS.

SO THAT WAS REALLY ALL I WANTED TO LET YOU KNOW.

BUT IF ANYBODY HAS ANY QUESTIONS, YOU CAN ANSWER ANY QUESTIONS YOU MAY HAVE.

MS. SEL, YOU HAVE A QUESTION? YEAH, I DO.

UM, CHRIS, WHAT DO YOU MEAN WHEN YOU SAY UPDATES? LIKE I KNOW A COUPLE OF THINGS ARE BEING CHANGED, BUT WE'LL KNOW ABOUT THOSE UPDATES PRIOR AND HOW ARE YOU COMMUNICATING ALL THOSE UPDATES TO US BESIDES WHAT YOU JUST REFERENCED TOO? UM, THE UPDATES MAY BE UPDATES ON COUNCIL DISTRICT SPECIFIC PROJECTS.

UM, IF THE COUNCIL DISTRICT ACADEMY IDENTIFIED THEM YET, IT MAY BE A NAME CHANGE ON A PROJECT.

THEY'RE VERY MINOR AT THIS POINT.

AND I CAN CONTINUE TO SEND UP UPDATED, UM, POWERPOINTS AND WORK WITH TO MAKE SURE YOU OBTAIN THE INFORMATION ON, ON WHAT UPDATES AT .

OKAY.

SO IT'S ONLY COMING FROM THE COUNCIL OFFICE, IT'S NOT COMING FROM A STAFF RECOMMENDATION OR SOMETHING.

THAT IS OKAY, PERFECT.

THAT'S GONNA WORK.

CORRECT.

ALL RIGHT.

THANK YOU SO MUCH MS. .

THANK YOU.

UM, MS. BERRY WILL GIVE US A BRIEF UPDATE ON THE BUDGET.

YEAH.

UM, THERE IS NOT A BUDGET PER PRESENTATION PER SE.

I JUST WANTED TO LET Y'ALL KNOW THAT WE ARE WORKING.

SORRY.

GOT TWO.

GOT TWO.

OKAY.

.

THAT'S RIGHT.

OKAY.

SO, UH, WE ARE CURRENTLY WORKING ON A BUDGET PRESENTATION THAT WILL INCLUDE ALL OF THE DIVISIONAL OPERATIONS INFORMATION.

SO IT WILL BE A RATHER EXTENSIVE PRESENTATION AS IT WILL INCLUDE ALL OF THOSE DIVISIONS THAT HAVE NOT COME FORWARD WITH THEIR PRESENTATIONS TO YOU, UM, THAT WE PUT TOGETHER WITH A BUDGET, WITH THE BUDGET UPDATE.

UM, AND BASED ON WHAT YOU'RE SEEING IN THE PRESENTATION, WE DO HAVE SOME IDEAS FOR SOME BIDS, BUT OF COURSE WE'RE LOOKING FOR THE PARK BOARD TO GIVE US THEIR RECOMMENDATIONS ON WHAT THOSE BIDS MIGHT BE, UM, OR WHAT YOU WOULD BE THINKING TOWARDS THOSE BIDS, ESPECIALLY AFTER SEEING THOSE PRESENTATIONS FOR THOSE DIVISIONS.

SO THOSE WILL GO OUT NEXT WEEK, SO WE HAVE PLENTY OF TIME TO LOOK THEN BRING YOUR QUESTIONS FORWARD AND THEN THAT WILL SCHEDULE THAT FOR APRIL 18TH.

UM, OF COURSE WE WILL FOLLOW UP, UM, BACK IN MAY AND WE'LL GIVE YOU, UH, ALSO SOME CALENDAR DEBATE AT THAT TIME SO THAT WE CAN PREPARE SOMETHING.

AND THEN, UM, OF COURSE, SO THAT THE, UM, DIRECTOR HAS TIME TO PUT THE RECOMMENDATIONS TOGETHER AND WE CAN FOCUS A LITTLE BIT BETTER ON WHAT THE PROGRAM WOULD LIKE TO PRESENT FOR THIS YEAR.

ANY QUESTION? THANK YOU MS. BERRY.

UM, ALRIGHT.

OUR NEXT MEETING IS THURSDAY, APRIL 18TH, 2024 AT 10:00 AM SEEING NO OTHER BUSINESS, I NOW ADUR THIS MEETING AT 1:24 PM YOU'RE NOT DOING THE LIAISON AND

[02:20:01]
