2017, THE CITY ENTERED INTO A SOLICITATION LOOK FOR A NONPROFIT, UH, OPERATOR FOR FAIR PARK.

OUR, OUR TEAM WAS SELECTED WITH, WHICH WAS FAIR PARK FIRST, AND, UM, OH, IT WAS AT THE TIME, IT WAS SPECTRA SINCE BEEN ACQUIRED BY OVG 360.

AND THAT IS OUR FOR-PROFIT PARTNER.

SO WE CAN, WE WORK IN CONCERT AS PARTNERS WITH THE PARK DEPARTMENT AS WELL AS PARKS AND REC BOARD, I MEAN, PARKS AND REC DEPARTMENT AND PARKS BOARD TO MAKE SURE THAT WE'RE, UH, ACTIVATING THE 277 ACRE ON A 365 DAY BASIS.

SINCE WE'VE TAKEN OVER, WE'VE ACTUALLY BROUGHT IN FOUR NEW TENANTS.

WE'VE GOT A CHILDREN'S AQUARIUM.

THE SPORTS COMMISSION HAS MOVED IN.

WE ALSO HAVE BROUGHT, UH, STATE REPRESENTATIVE BENTON JONES AND COUNCILMAN ADAM UA HAS MOVED HIS OFFICES INTO THE, TO THE, UH, PARK AS WELL.

AND THEN KERA AND THE CITY HAVE MOVED IN OPERATIONS INTO THE STUDIO.

SO WHAT WE LOOK FOR AND, AND WHAT I'VE BEEN VERY SPECIFIC ABOUT MY TEAM IS THE MAKING.

MAKE SURE THAT WE STAY WITHIN THE 277 ACRES SO THAT WE CAN ACTIVATE THE PARK.

LOOKED AT A MASTER PLAN THAT WE HAD TO DEVELOP WITHIN THE FIRST TWO YEARS, AS WELL AS CREATE A COMMUNITY PARK.

ACTUALLY, THE MANAGEMENT AGREEMENT STATES A NEIGHBORHOOD PARK.

WE'VE SINCE MADE IT A LITTLE BIT LARGER AND IT'S A COMMUNITY PARK.

IT'S GONNA BE 18 ACRES OF GREEN SPACE ALONG FIT HUE, LEGO, UH, ON THAT SIDE OVER THERE NEXT TO DO EQU, THAT COMMUNITY PARK.

WE'RE PLANNING TO BREAK GROUND SOMETIME LATER THIS FALL.

BUT THE MOST EXCITING NEWS IS ONE OF THE THINGS WE REALLY WANTED TO DO WAS INVEST THE PROP A DOLLARS, WHICH WERE PREDICATED BY THE BRIER BILL AUTHORIZATION AT THE STATE TO, UH, LEVERAGE, UH, HOTEL AND MOTEL TAX WITHIN A CERTAIN GEOGRAPHIC AREA TO INVEST IN SOME CAPITAL IMPROVEMENTS ON FACILITIES INSIDE THE PARK THAT IMPACTED OVERNIGHT STAYS.

THE FIRST INVESTMENT OUT OF THAT MONEY, IT WAS A SPLIT, A 80 20 SPLIT BETWEEN THE CONVENTION CENTER AND FAIR PARK.

THE FIRST INVESTMENT OUT OF THAT IS GONNA BE $140 MILLION TO IMPROVE THE COTTON BOWL.

BASICALLY, WE LOOKED AT, UM, GAME DAY EXPERIENCE.

HOW DO WE IMPROVE GAME DAY EXPERIENCE FOR THE PATRONS? A LOT OF THINGS, WE HEARD IT, WELL, LET ME STEP BACK.

THE COTTON BOWL WAS BUILT IN THE LATE TWENTIES, EXPANDED INTO THE THIRTIES, AND KEPT EXPANDING.

AND IT STARTED OUT AT ABOUT 28,000 SEAT CAPACITY.

NOW IT'S GOT 92,000 SEATS.

BUT THE CON, THE CONCOURSE CONCESSIONS RESTROOMS NEVER REALLY GREW TO ACCOMMODATE THAT MANY PEOPLE.

AND MOST OF THE COMPLAINTS WE HAD WERE ABOUT BEING CROWDED ON THAT MAIN CONCOURSE.

SO THE IMPROVEMENTS THAT YOU'RE GONNA SEE THAT WILL BE OPEN, UH, WITHIN THE NEXT TWO TO THREE YEARS, WE'RE BREAKING GROUND THIS WEEK, 10 O'CLOCK ON, UM, THE 28TH.

SO I INVITE ALL OF YOU TO COME OUT AND PARTICIPATE IN THAT.

THAT WAS A PARTNERSHIP BETWEEN FAIR PARK FIRST, UM, THE STATE FAIR OF TEXAS, UH, PARKS AND REC AND THE PARK BOARD.

AND AS THAT IS BRIER MONEY, WHICH IS BOND REFERENDUM AND BOND REVENUE, UH, THE CITY IS GONNA MANAGE THAT PROJECT GOING FORWARD.

SO NOW THE CITY OF DALLAS PARKS AND REC IS MANAGING THAT PART, UH, THAT PROJECT GOING FORWARD.

SO MOST OF THE OFFICIAL DOCUMENTATION WILL BE COMING FROM THE CITY OF DALLAS GOING FORWARD, BUT THAT $140 MILLION INVESTMENT ACTUALLY LANDED A DIRECT RETURN BECAUSE THE NEW, UH, SEC PARTICIPANTS, UNIVERSITY OF TEXAS AND THE UNIVERSITY OF OKLAHOMA, YOU ALWAYS GOTTA SAY UNIVERSITY OF TEXAS FIRST 'CAUSE WE ARE IN DALLAS, TEXAS.

UH, THE, THE UT OU GAME WILL EX, THEY'RE EXTENDING THEIR CONTRACT.

UH, THEY'VE ALREADY MADE THAT ANNOUNCEMENT, AND THE SEC WILL BE MOVING IN AS THE NEW CONFERENCE OF THOSE TWO, UH, FINE UNIVERSITIES.

AND THE GAME HAS BEEN EXTENDED TO 2036.

THERE'S OBVIOUSLY SOME CONTRACTUAL LANGUAGE AND SOME OTHER THINGS THAT THEY EXPECT, BUT THOSE, THOSE ANNOUNCEMENTS HAVE ALREADY BEEN PUBLICLY MADE.

SO I'M NOT SAYING ANYTHING THAT'S OUT OF TURN OR OUTSIDE OF, UH, THE PURVIEW OF ANYTHING, BUT THAT $140 MILLION INVESTMENT IS GOING TO CONTINUE TO SPUR THAT INVESTMENT.

WE'VE ALSO SEEN A SIGNIFICANT GIFT FROM, UH, FORMER TEXAS STATE SENATOR JOHN CORONA AND HIS WIFE, TO THE TUNE OF $5 MILLION.

THAT $5 MILLION IS GONNA IMPROVE THE COTTON BOWL PLAZA, WHICH IS IN FRONT THE MAIN ENTRY ON THE EAST SIDE OR THE WEST SIDE OF, UM, THE COTTON BOWL.

WE'RE GONNA IMPROVE THAT FOR AMENITIES AS WELL AS TO ALLEVIATE SOME OF THE FLOODING CONCERNS AND JUST BEAUTIFY.

AND THEN IT'S ALSO GONNA RELIEVE SOME OF THE THINGS THAT HAPPENED DURING ALL THE ACTIVITIES THAT WE HAD.

THE, UM, HAVING OUR PARTNERS, OUR FOR-PROFIT PARTNERS, OBG, THEY'RE ONE OF THE PREMIER, UH, EVENT VENUE

MANAGEMENT, FOOD AND BEVERAGE, UH, COMPANIES IN THE WORLD.

UH, WE'VE LANDED ROLLING STONES, WE'VE LANDED, UM, COLDPLAY WITH HER.

I WENT TO SEE HER, BUT I FELL IN LOVE WITH COLDPLAY.

THAT WAS AN EXCELLENT CONCERT IF NOBODY GOT TO SEE IT.

UH, FOR, FOR ALL OF OUR SOCCER FANS.

UM, WE'VE ACTUALLY HAD SIX INTERNATIONAL MATCHES.

AND THEN THIS LAST YEAR IT WAS CULMINATED WHERE WE HAD LEONEL MESSI COME PLAY, UH, FRIENDLY, UH, ABOUT A MONTH OR SO AGO.

SO THAT YOU WERE AT THAT GAME.

IT WAS, IT WAS AN INCREDIBLE GAME.

AND THEN, UH, YOU KNOW, ON APRIL 8TH, WE'RE HAVING THE, WELL, WE'RE NOT HAVING EARTH IS PASSING, AND WE'RE GONNA GET TO SEE THE ECLIPSE, AND THERE'LL BE A FULL ECLIPSE IN DALLAS.

SO THE COTTON BOWL IS OPEN FOR, IT'S OPEN FOR FREE.

SO YOU CAN COME OUT AND EXPERIENCE THAT.

WE'RE GONNA HAVE NOAH, NASA, AND THEN, UH, NEIL DEGRASSI IS GONNA BE THERE AS WELL TO TALK ABOUT.

SO WHAT WE'RE TRYING TO DO IS NOT ONLY CREATE FREE PROGRAMMING, PAID PROGRAMMING, UH, THE PARK, THE COMMUNITY PARK THAT I TALKED ABOUT IS ACTUALLY GONNA BE OUTSIDE THE FENCE LINE.

WE'RE GONNA RELOCATE THE FENCE, SO IT'LL BE ACCESSIBLE THROUGH UNDER 65 DAYS FOR EVERYBODY IN THE NEIGHBORHOOD TO USE, EVEN ON STATE FAIR DAYS, EVEN ON DOKI DAYS, THAT PARK WILL BE ACCESSIBLE FOR ALL THE NEIGHBORHOOD TO USE.

UH, WE'VE ALSO CREATED IN OUR MASTER PLAN, WHAT WE CALL, UH, ENTRY PARKS, BECAUSE WE RECOGNIZE THAT IF YOU LIVE ON THE DOLPHIN HEIGHTS SIDE OR YOU LIVE ON THE, ON ANOTHER SIDE OF THE PARK, THAT YOU NEC NECESSARILY CAN'T ALWAYS GET TO THE FIT YOU SIDE.

SO WE'RE GONNA CREATE LITTLE ONE TO THREE ACRE PARKS AT EACH OF THE PRIMARY ENTRIES, AND YOU'LL START TO SEE ANOTHER ONE OF THOSE IN PARTNERSHIP WITH TRUST FOR PUBLIC LAND, WHICH IS GONNA BE NEAR THE MARTIN LUTHER KING ENTRANCE.

SO ALL OF THIS IS HAPPENING BECAUSE OF THE PARTNERSHIP THAT WE'VE ESTABLISHED WITH THE CITY OF DALLAS PARKS AND REC, AS WELL AS THE, UH, PARK BOARD.

THAT INVESTMENT WAS PREDICATED ON THE FACT THAT WE KNEW WE NEEDED TO STAY WITHIN THE PARK, BECAUSE ONCE YOU GET OUTSIDE THE PARK, THINGS GET A LITTLE EXPANSIVE AND YOU CAN'T CONTROL EVERYTHING.

SO THAT'S WHERE WE LOOK FOR PARTNERSHIPS LIKE SOUTH DALLAS FAIR PARK OPPORTUNITY FUND TO WORK WITH THE LOCAL BUSINESSES TO IMPROVE AND LET THEM KNOW WHAT'S COMING.

THERE IS A LOT OF INVESTMENT COMING IN THE COMMUNITY.

THERE IS A LOT OF MOVEMENT.

THERE'S BEEN A LOT OF LAND BANKING.

THERE'S BEEN A LOT OF PEOPLE THAT HAVE BEEN SITTING ON THE SIDELINES.

THEY WERE WAITING FOR, UH, SOME STABLE, CONSISTENT LEADERSHIP.

THEY'VE SEEN THAT AT THE PARK.

SO YOU'RE STARTING TO SEE A LOT OF ACTIVITY.

IF YOU PAY ATTENTION, THERE'S, THEY'RE COMING FROM THE DEEP ELLUM TO THE EXPOSITION SIDE.

THERE'S RESIDENTIAL TOWERS THAT ARE COMING UP.

IF YOU LOOK AT MILL CITY AND QUEEN CITY, YOU'RE STARTING TO SEE SOME OTHER INVESTMENT.

THE, UH, FOREST THEATER AREA, UH, YOU'RE STARTING TO SEE.

SO WE RECOGNIZE THAT WE'RE, WE'RE A CATALYTIC, UH, LOCATION, BUT WE ALSO RECOGNIZE THAT WE'RE NOT, WE'RE NOT ALONE.

AND SO SYMBIOTICALLY, WE WORK WITH LOCAL PARTNERS.

AND I THINK THE PURPOSE OF TODAY IS TO LET YOU KNOW THAT WE WANT TO BE A GREAT PARTNER.

WE RECOGNIZE THAT WE CAN'T ADDRESS EVERYTHING AND WE CAN'T SOLVE EVERYTHING, AND WE DON'T TRY TO SOLVE EVERYTHING.

SO WE TRY TO MAKE SURE THAT IF THERE ARE THINGS THAT NEED TO BE ELEVATED BECAUSE OF THE LOCATION AND THE PROXIMITY AND THE RELATIONSHIPS WE HAVE, WE CAN ELEVATE THOSE CONVERSATIONS AND HELP BE A PARTNER IN SOME OF THOSE CONVERSATIONS AS WE GO FORWARD.

BUT WE LOOK TO MAKE SURE THAT WE STABILIZE THE EXISTING BUSINESSES.

ONE OF THE THINGS THAT WE'VE DONE OVER THE LAST, MINUS THE COVID YEAR, BECAUSE DALLAS, ISD, UH, SAID OUR STUDENTS COULD ATTEND, COULDN'T ATTEND ANYTHING.

WE'VE HAD A LOCAL INTERNSHIP PROGRAM, AND I VERY SPECIFICALLY WANTED TO MAKE SURE THAT WE DID IT WITH THE LOCAL HIGH SCHOOLS.

SO JAMES MADISON AND LINCOLN HIGH SCHOOLS ARE THE ONLY SCHOOLS THAT WE'VE WORKED WITH, AND WE'VE HAD 20 STUDENTS EVERY YEAR.

AND THEY GET PAID FOR THE, THEY GET PAID FOR THEIR TIME, THEY GET REAL JOBS.

SO THESE ARE JOBS IN VENUE AND CONTRACT AND EVENT MANAGEMENT.

THEY GET, THEY GET TO SEE NOT ONLY WHAT IT'S LIKE TO WORK AT BROADWAY, DALLAS, OR THE, UH, TEXAS DISCOVERY GARDENS OR THE STATE FAIR OF TEXAS.

SO OUR PARTNERS ON CAMPUS, BECAUSE THEY'RE MULTIPLE NONPROFITS, THEY'VE ACCEPTED SOME OF THOSE INTERNS.

WE PAY 'EM, THEY WORK IN THEIR SHOPS, BUT THEY LEARN THOSE BUSINESSES.

AND THEN WE TAKE 'EM ON FIELD TRIPS TO OTHER VENUES, AMERICAN AIRLINE CENTER, COWBOYS MAVERICK.

SO THEY GET TO SEE A VARIETY OF DIFFERENT THINGS, BUT THEY LEARN REAL OPPORTUNITIES IN THE COMMERCIAL EVENT AND, AND SPACE.
