THANK YOU.

GOOD

[00:00:01]

MORNING EVERYONE.

[Animal Advisory Commission on April 18, 2024.]

UM, THANK YOU SO MUCH FOR ATTENDING.

WE'RE GONNA CALL, UM, THIS MORNING'S MEETING TO ORDER AT 9 0 4.

UM, WE HAVE A NEW COMMISSIONER AND IT'S VERY, VERY EXCITING.

WE HAVE COMMISSIONER AARON ESS.

UH, HE IS FROM DISTRICT FOUR, AND LET'S ALL GIVE 'EM A QUICK WELCOME.

HOWDY HO.

OKAY.

AND JUST HISTORICALLY SPEAKING, THIS IS VERY EXCITING BECAUSE WE HAVE NOT HAD A COMMISSIONER FROM THIS DISTRICT, I DON'T THINK, EVER.

SO, WELCOME.

AND WE'RE VERY HAPPY TO HAVE YOU HERE.

THE FIRST, UM, JILLIAN, WOULD YOU LIKE THE COMMISSIONERS TO GO AHEAD AND SAY GOOD MORNING AND INTRODUCE THEMSELVES? OR WOULD YOU LIKE TO GO TO THE SPEAKERS? OKAY.

SO, UM, IF WE CAN START IN OUR HORSESHOE, STARTING WITH COMMISSIONER GARING, IF EVERYONE CAN JUST, UM, AGAIN, JUST INTRODUCE THEMSELVES, THEIR DISTRICT, THAT WOULD BE GREAT.

AND THEN WE'LL GO TO VIRTUAL.

UH, GOOD MORNING EVERYONE.

MY NAME IS RACHEL NELSON GEARING, AND I AM FROM DISTRICT TWO, APPOINTED BY JESSE MORENO.

STEPHANIE CASEY, DISTRICT THREE.

COUNCILMAN GRACIE.

GOOD MORNING.

AARON ESS, DISTRICT FOUR, APPOINTED BY MAYOR PRO TEM ARNOLD.

GOOD MORNING, CASSANDRA LASTER, DISTRICT SEVEN, APPOINTED BY ADAM BULA.

HI, GOOD MORNING, LISA PONER.

DUN, DISTRICT 12 APPOINTED BY KAREN MENDELSON.

GOOD MORNING EVERYBODY.

UH, JAY GONZALEZ, UH, DISTRICT 13 GAY WILLIS.

GOOD MORNING.

MY NAME'S KAREN SANDERS, AND I AM FROM DISTRICT 14.

AND MY, UM, APPOINT MY COMMISSIONER WHO APPOINTED ME WAS, UH, PAUL REDLEY.

THEN WE CAN GO TO OUR ONLINE COMMISSIONERS.

WANNA START WITH, UH, COMMISSIONER MOS? HELLO, GREG MOS.

GOOD MORNING.

I AM COMMISSIONER FOR DISTRICT SIX, AND THAT IS, UH, COUNCILMAN O OMAR NAVE.

COMMISSIONER REPP.

HI, I AM ELIZABETH REPP.

I AM WITH DISTRICT 11, JANIE SCHULTZ.

OKAY, EXCELLENT.

THANK YOU EVERYBODY.

AND JUST SO FOR THE RECORD, WE KNOW, UM, EXCUSE ME, WE ALSO HAVE A NEW COMMISSIONER, BONNIE MATHAS.

UH, BUT SHE, UH, WHEN SHE SIGNED UP, SHE KNEW SHE COULDN'T BE HERE TODAY, BUT, UM, SHE'S NEW AS WELL FOR DISTRICT FIVE.

SO TODAY WE ARE MISSING, UH, COMMISSIONER HILL, WHICH SHE LET US KNOW.

UH, COMMISSIONER STEPHANIE HANSEN IS ABSENT AS WELL AS COMMISSIONER SAYED.

OKAY.

SO LET'S GO AHEAD AND, UM, GET TO THE PUBLIC SPEAKERS, IS MY UNDERSTANDING.

WE HAVE TWO THIS MORNING, AND YES, BOTH VIRTUAL AND IT LOOKS LIKE THEY'RE BOTH ONLINE.

EXCELLENT.

AND JUST FOR OUR NEW COMMISSIONER, THIS IS A TIME WHERE OUR, WE ALWAYS INCLUDE AND WELCOME PUBLIC SPEAKERS AND, UH, WE DO NOT SPEAK WITH THEM DIRECTLY.

AND THEY HAVE, UM, APPROXIMATELY THREE MINUTES AND THEN WE START A MEETING.

YES, THEY'RE, UM, CAMERA MUST BE ON TO SPEAK.

THOSE ARE TEXAS OPEN MEETING ACT RULES.

SO, UM, WE WILL MOVE FORWARD WITH THE FIRST SPEAKER AND MAKE SURE THAT WE CAN GET THEIR CAMERA ON.

I BELIEVE THAT FIRST SPEAKER IS MS. CATHERINE CHU.

UM, ARE YOU THERE, MS. CHU? I, YES.

I'M TRYING TO FIGURE OUT THE CAMERA SITUATION.

OKAY.

GIMME ONE SECOND.

UM, IS THERE SOMEONE WHO CAN I CAN JOIN FROM, FROM THE, UH, FROM MY COMPUTER AS WELL.

I'M SORRY ABOUT THAT.

I DIDN'T REALIZE.

UM, THAT'S OKAY.

I HAVE THE CAMERA ON SO I CAN'T FIGURE OUT IT OUT ON MYSELF.

THEN GIMME A SECOND.

I'LL REJOIN.

AND THEN IF YOU COULD GO TO SOMEONE ELSE.

OKAY.

OKAY.

DO YOU WANT TO MOVE TO THE NEXT? OKAY.

YES.

UM, OUR NEXT SPEAKER IS MS. DEBBIE RYAN.

UH, MS. RYAN, ARE YOU ABLE TO TURN ON YOUR CAMERA? HI THERE, CAN YOU HEAR ME? I CAN HEAR YOU, BUT WE CAN'T SEE YOU AND WE'LL HAVE TO SEE YOU BEFORE WE CAN START YOUR TIME.

I PUT MY CAMERA ON, UM, I TESTED IT.

OH, WHY CAN'T YOU SEE ME NOW? I HAVE MY CAMERA ON.

I DID A TEST.

UM, IS THERE SOMETHING YOU HAVE TO TURN ON? NO, WE, WE SHOW, UM, THAT YOUR MIC IS WORKING, BUT IT'S NOT SHOWING ANY VIDEO FOR YOU.

OKAY.

LET ME LOOK AGAIN.

I'VE GOT, I TESTED THE CAMERA, SO I DON'T KNOW WHAT'S GOING ON.

UM, I'M NOT FAMILIAR WITH WEBEX, SO, UH, I USE TEAMS MOSTLY.

UM, HANG ON ONE SECOND.

[00:05:02]

THERE'S NOTHING ON YOUR, I'M LOOKING AT YOUR PANEL.

I CAN SEE ALL OF YOU, BUT I DON'T SEE ANYTHING TO CLICK TO TO SHOW VIDEO.

IS THERE SOMETHING YOU HAVE TO TURN ON? UH, WHAT KIND OF DEVICE ARE YOU USING? I'M USING A, A HP LAPTOP, YOU KNOW, WITH WINDOWS.

JILLIAN, CAN I JUST MAKE THE RECOMMENDATION? LET'S GIVE THEM THREE MINUTES AND WE CAN TAKE, YOU KNOW, OUR SPEAKERS OFF AND MAYBE YOU CAN HELP THEM.

UM, I CAN HAVE SATI DO IT.

OKAY.

BUT ESSENTIALLY WE CAN'T PAUSE.

WE'D HAVE TO MOVE WITH MEETING AGENDA, BUT WE CAN MOVE TO DO SPEAKERS AT THE END.

OKAY.

AFTER OUR, UM, AGENDA ITEMS, BECAUSE IT'S AT LEAST WE HAVE ONE SPEAKER COMING ON.

SHE JUST WAS SWITCHING DEVICES IT SOUNDS LIKE.

UM, WELL THEN LET'S SEE IF WE CAN, UM, MS. RYAN, IF YOU WANNA KEEP WORKING ON IT AND THEN SEE IS, YEAH, THERE'S NOTHING TO WORK ON.

MY, I I HAVE MY CAMERA ON.

I CAN SEE MYSELF WHEN I TEST IT, SO I DON'T KNOW, I DON'T SEE ANYTHING ON YOUR WEBEX PANEL TO SHOW ANYTHING ABOUT VIDEO.

JUST AUDIO.

SO I DON'T KNOW WHAT TO DO.

UM, THERE'S NOTHING ON YOUR PANEL THAT I'M LOOKING AT THAT TURNS A CAMERA ON OR OFF.

SO, AT THE BOTTOM NEXT TO THE CAMERA, IS THERE, UM, ON YOUR SCREEN, IS THERE, UH, NEXT TO THE VOLUME, IS THERE A BUTTON THAT SHOWS THAT YOU CAN CLICK YOUR CAMERA? NO, I MEAN, I DO VIDEO ALL DAY LONG FOR WORK, SO I DON'T EVER SEE CATHERINE'S SITTING IN CHAT.

SHE DOESN'T SEE THAT EITHER.

IT'S GOTTA BE SOMETHING YOU GUYS HAVE TO TURN ON FOR US.

'CAUSE I USE THIS MACHINE ALL THE TIME FOR VIDEO WORK.

SO I NORMALLY, THIS IS MY FOURTH MEETING, JUST TO LET YOU KNOW, I, I'VE BEEN TO FOUR MEETINGS NOW.

I USUALLY COME IN PERSON.

I USUALLY COME IN PERSON AND I KNOW I AGGRAVATE Y'ALL, BUT I COME IN PERSON AND I DECIDED TO TRY IT THIS WAY SO I COULD GET MORE PEOPLE TO BE INVOLVED.

AND IF IT'S GONNA GO LIKE THIS, I GUESS WE UNDERSTAND.

MS. RYAN, HOLD ON ONE SEC.

SO JULIAN, OUR OPTIONS ARE TO GO AHEAD AND WAIT TILL THE END AND YEAH, I MEAN, AT THIS WE ALSO HAVE OUR IT PERSON HERE.

OKAY.

UM, I DON'T BELIEVE IT IS ANYTHING ON OUR END.

OKAY.

SO WELL, LET'S, TOMA REQUIRES THE VIDEO.

WE CAN MOVE IT TOWARDS THE END AFTER OUR FIRST AGENDA ITEM, BUT OKAY, LET'S, LET'S GO AHEAD AND DO THAT, IF THAT'S OKAY.

JUST FOR, I JUST NEED, UM, SOME TIME AND FIGURE IT OUT.

I JUST NEED SOMEBODY TO MAKE A MOTION AND A VOTE ON IT.

ANYONE, I MOVE THAT WE PUT THE SPEAKERS TOWARD THE END.

THANK YOU.

A SECOND.

SECOND.

OKAY.

ALL IN FAVOR? AYE.

THANK YOU EVERYBODY.

MOST MOTIONS.

SO CARRIES.

OKAY.

IF YOU CAN MUTE THEM, JULIAN, AND WE'LL, JULIAN.

JULIAN.

AND THEN WE'LL START AND JUST, WE'LL, UM, JUST GIVE US ONE SECOND SO WE CAN PULL UP THEIR POWERPOINT.

THANK YOU, JILLIAN.

AND WHILE, WHILE WE'RE PULLING THAT UP, JILLIAN, I DIDN'T KNOW IF YOU WANTED TO GIVE JUST A QUICK INTRODUCTION FOR COMMISSIONER GUAS FOR PURPOSES OF TODAY'S DISCUSSION.

WE'RE GONNA WAIT UNTIL THE END, UM, THE DIRECTOR AND THE STAFF ARE ALL GONNA GO THROUGH THE REPORT AND THEN WE'RE GONNA HAVE DIFFERENT ROUNDS.

CORRECT.

OKAY.

SO OUR QUESTIONS ARE HELD TO THE END.

ALL RIGHT.

THANK YOU.

GOOD MORNING, CHAIR COMMISSIONERS.

UH, MY NAME IS PAUL RAMON.

I AM THE INTERIM DIRECTOR FOR DALLAS ANIMAL SERVICES.

I HAVE WITH ME HERE TODAY, ASSISTANT DIRECTOR MARY MARTIN.

GOOD MORNING, UH, MANAGER OVER FIELD OPERATIONS.

ADRIAN VELA, UH, ASSISTANT GENERAL MANAGER OVER MEDICAL.

UH, UH, MICHAEL BURKE AND ASSISTANT GENERAL MANAGER OVER SHELTER OPERATIONS.

SUMMER ALDER, UH, ASSISTANT GENERAL MANAGER, SARAH SHEIK IS NOT HERE TODAY.

SHE'S AT A CONFERENCE IN PHOENIX, UH, TRYING TO LEARN AND DEVELOP NEW THINGS THAT WE CAN INCORPORATE IN THE SHELTER TO MAKE US EVEN BETTER.

SO, UH, THAT'S HER, THAT'S HER DIRECTOR.

RAMA, UH, REASON FOR NOT BEING HERE.

YES.

I'M SORRY.

I HAVE TO INTERRUPT YOU.

UH, WE ACTUALLY HAVE MISSED AN AGENDA ITEM, SO WE NEED TO GO BACK THE APPROVAL OF MINUTES.

THANK YOU, .

IT'S ALRIGHT.

THANK YOU.

I MISSED IT TOO.

TOTALLY MY FAULT.

THANK YOU VERY MUCH.

UM, SO YOU ALL YOU HAVE RECEIVED, WE WILL COME RIGHT BACK TO YOU IN A MINUTE.

YOU HAVE RECEIVED THE MEETING MINUTES, UH, FROM OUR LAST MEETING.

UM, AND, UH,

[00:10:01]

EXCUSE ME, THE DATE ON THAT WAS JANUARY 18TH, 2024.

UM, JILLIAN DOES SUCH AN AMAZING JOB GETTING THESE MEETING MINUTES TO US AHEAD OF TIME.

IF EVERYBODY NEEDS TO LOOK OVER 'EM RIGHT NOW, WE'LL GIVE YOU A MINUTE OR SO.

UM, BUT PRETTY STANDARD, STRAIGHTFORWARD.

SO AFTER YOU GUYS HAVE A MOMENT, I'D LOOK FOR A MOTION TO APPROVE THE MEETING.

MINUTES.

MOVE TO APPROVE.

ALL IN FAVOR.

GREAT.

THANK YOU.

MOTION.

SO PLEASE CONTINUE.

ALRIGHTY.

AGAIN, THANK YOU.

UH, IT'S AN HONOR TO BE HERE.

UH, WE ARE HERE TODAY TO GIVE YOU AN UPDATE ON QUARTER TWO, UH, FOR DALLAS ANIMAL SERVICES.

UH, WE DID WORK TO REVAMP THE PRESENTATION A BIT, UH, TO TRY TO HIGHLIGHT SOME OF OUR ACCOMPLISHMENTS AND THEN, UH, PROVIDE AREAS OF OPPORTUNITIES FOR IMPROVEMENT.

UH, AND IF I, IF I'M REMISS, I CAN'T FORGET, UH, OUR, OUR WONDERFUL EXECUTIVE ASSISTANT, JILLIAN AND OUR, UH, TECHNICIAN SATYA, UH, OUR IT GURU, WHO ACTUALLY IS, IS RUNNING THE SHOW IN THE BACKGROUND.

UH, SO THANK YOU VERY MUCH.

UH, THIS, UH, REVAMP HOPEFULLY TOO, WILL ALLOW US OR ALLOW YOU ALL MORE TIME FOR OPEN DISCUSSION.

UM, THIS IS THE QUARTER TWO UPDATE FOR DALLAS ANIMAL SERVICES, OF COURSE.

NEXT SLIDE.

WE ARE GOVERNED BY OUR CORE SERVICE VALUES AND DES PRINCIPLES OF SERVICE.

NEXT SLIDE.

UH, THE FIRST SLIDE REGARDING OUR PERFORMANCE IS RELATIVE TO OUR 365 MEASURES AND CITY MANAGER'S GOAL.

UH, THE FIRST PERFORMANCE MEASURE BEING PERCENTAGE INCREASE IN DOGS AND CATS FOSTERED.

THE GOAL IS 5%.

WE ARE CURRENTLY AT 123.6%.

WE ARE PROUD OF THAT ACCOMPLISHMENT, NUMBER OF FULLY, UH, FREE ANNUAL VACCINE CLINICS IN SOUTHERN DALLAS.

THE GOAL IS TWO.

WE SO FAR HAVE HELD THREE, AND WE, UH, LOOK TO HOLD A FEW MORE BEFORE THE END OF THE FISCAL YEAR.

UH, COMBINED FIELD AND SHELTER DOG RETURN TO OWNERS SUCCESS RATE.

UH, THE GOAL IS 40%.

WE ARE CURRENTLY AT 20.

HOWEVER, WE ARE JUST IN THE, IN HALFWAY THROUGH THE FISCAL YEAR.

WE HAVE A NOT COMPLETED FULL FISCAL YEAR, BUT WE DO HAVE A HIGHLIGHT IN RELATIVE TO FIELD RTO PERCENTAGES LATER ON IN THE, IN THE PRESENTATION, UH, PERCENTAGE INCREASE IN DOGS AND CATS, UH, TRANSFERRED TO RESCUE PARTNERS.

THE GOAL IS 5%.

UH, WE ARE CURRENTLY AT 71.8%.

AGAIN, THIS HIGHLIGHTS THE HARD WORK OF ALL THE TEAM BACK AT THE BACK AT THE SHELTER WHO DO THE BEHIND THE SCENES WORK TO ENSURE THAT WE'RE SAVING AS MANY LIVES AS WE CAN.

UH, PERCENTAGE DECREASED YEAR OVER YEAR, AND LOOSE AND LOOSE ON DOG BITES.

UH, THE GOAL IS TO BE 2% LOWER THAN THE PREVIOUS YEAR.

HOWEVER, AS YOU CAN SEE, WE'RE AT 26.1%, WHICH LATER ON IN THE PRESENTATION, WE'LL TALK ABOUT THOSE NUMBERS AS THEY'RE BROKEN OUT.

UH, PERCENTAGE INCREASE IN DOGS AND CATS FOSTERED THE GOAL IS 5%.

AS YOU CAN SEE, THE TEAM HAS DONE AN AMAZING JOB.

WE'RE AT 1 23 0.6% THUS FAR.

RIGHT.

NEXT SLIDE.

UH, THIS SLIDE, WE'RE GONNA TALK ABOUT OUR TOTAL INTAKE BY SPECIES, UH, FOR DOGS.

AS YOU CAN SEE, OUR INTAKES HAVE INCREASED BY 16%, UH, UH, WITH THE HIGHEST INCREASE COMING FROM FIELD OPERATIONS.

AND WE CAN ATTRIBUTE THAT TO THE WEATHER.

A LOT MORE WARMER DAYS THIS FISCAL YEAR SO FAR, AND ARE NEWLY HIRED AND ACQUIRED ANIMAL SERVICES OFFICERS THAT HAVE FINISHED THE ACADEMY, THE TRAINING PROCESS, AND ARE NOW ON THE STREETS, UH, ON THOSE DUTIES.

UH, CATS HAVE INCREASED BY 23%.

AND YOU CAN SEE THE HIGHEST PERCENTAGE FOR THAT INCREASE IS OVER THE COUNTER.

THROUGH OUR SHELTER OPERATIONS.

UH, COMBINED DOGS AND CATS, UH, WE SEE AN INCREASE OF 17%.

AND THEN OF COURSE, FOR THE OTHERS, 168% INCREASE.

BUT WE ATTRIBUTE THAT TO THE SUSPECTED ANIMAL CRUELTY NUMBERS RELATIVE TO OUR, UH, ROOSTER POPULATION THAT'S OUT THERE, UH, FOR NEFARIOUS REASONS.

UH, NEXT SLIDE.

OUR LIVE RELEASE RATE BY SPECIES FOR DOGS, UH, IS INCREASED BY 13%, WHICH IS 85%.

WE ARE PROUD OF THAT NUMBER.

IT'S A SIGNIFICANT INCREASE FROM LAST YEAR.

IT SAYS A LOT ABOUT WHAT THIS TEAM IS TRYING TO DO, ESPECIALLY BEING SO, SO, UH, OVERPOPULATED EVERY DAY.

UH, SINCE I'VE BEEN WITH ANIMAL SERVICES FOR THE PAST ALMOST TWO YEARS, I DON'T BELIEVE THERE'S BEEN A MONTH WHERE WE HAVE NOT BEEN OVER CAPACITY.

UM, AND I WILL HIGHLIGHT FOR 12 DAYS IN THE MONTH OF MARCH, DAS ACHIEVED A 90% LABATE RELEASE RATE, CATS AND DOGS.

SO IT'S JUST THE

[00:15:01]

BEGINNING.

WE HOPE TO BUILD ON IT AND, AND, AND SEE A LOT MORE PROGRESS.

UH, NEONATAL KITTENS, UH, THERE WAS NO INCREASE.

AND THEN FOR OTHERS, OF COURSE, WE ATTRIBUTE THE, THE DECREASE OF 64% IN, IN THE DISPOSITION OF THOSE ROOSTERS ONCE THE CASES HAVE BEEN RESOLVED THROUGH THE PORTS.

NEXT SLIDE.

LIVE OUTCOME BY SPECIES FOR DOGS.

UH, AS YOU CAN SEE, WE ARE INCREASED BY 31%.

WE ARE PROUD OF THAT.

THE INCREASES ACROSS THE BOARD WITH THE LARGEST INCREASES COMING FROM ADOPTIONS, RTOS, WHICH AS I SAID EARLIER, FIELD RTOS HAVE INCREASED BY 50%.

SO OUR AMAZING WORK OF THE FIELD OPERATIONS TEAM, AND WE HOPE TO IMPROVE ON THAT, UH, A LOT BETTER.

UH, OUR RESCUE NUMBERS HAVE INCREASED AS WELL.

THE NON-LIVE OUTCOMES BY SPECIES FOR DOGS HAVE DECREASED BY 29% WITH THE LARGE NUMBERS OF THOSE DECREASES COMING FROM BEHAVIOR BITES, MEDICAL AND SPACE.

SO THOSE ARE SIGNIFICANT IMPROVEMENTS IN, UH, THE NON-LIVE RELEASE OUTCOMES.

NEXT SLIDE.

UH, LIVE OUTCOMES BY SPECIES FOR CATS.

THERE'S AN 18% INCREASE WITH THE LARGEST INCREASES SEEN IN ADOPTIONS.

AND OUR NEW TNR PROGRAM, UH, NON-LIVE OUTCOME REASONS BY SPECIES FOR CATS, UNFORTUNATELY HAVE INCREASED BY 38%.

BUT IT MUST BE UNDERSTOOD THAT PAS ONLY TAKES IN THE MOST VULNERABLE POPULATION IS RELATIVE TO CATS, UH, THE SICK, THE INJURED, AND, AND THUS FORTH.

UM, NEXT SLIDE.

UH, RESCUE GROUPS, DOGS AND CATS BY AGE GROUP.

AS YOU CAN SEE, OF COURSE, AS WE HIGHLIGHTED THE, UH, AWESOME WORK OF THE TEAM, BUT ALSO OUR RESCUE PARTNERS.

UH, WE HAVE INCREASED BY 115%.

UH, AND THE BIGGEST, UH, INCREASE IS OF COURSE, THE ADULT AND PUPPY POPULATION.

UM, AND THEN FOR CATS, THE, UH, AGAIN, THERE'S A, A SIGNIFICANT SIGNIFICANT DECREASE OF 22%.

BUT OF COURSE, AS I EXPLAINED, WE ONLY TAKE IN THE MOST VULNERABLE POPULATION WHEN IT COMES TO CATS.

OUR TOP 10, TOP 10 RESCUE PARTNERS ARE LISTED, AND WE'RE SO THANKFUL FOR THEIR PARTNERSHIP AND ALL THAT THEY DO TO PROVIDE RESOURCES FOR THE ANIMALS TO HAVE A POSITIVE OUTCOME, UH, ONCE THEY LEAVE THE SHELTER.

AND THEN WE ALSO WANNA RECOGNIZE OUR NETWORKING PARTNERS.

THOSE FOLKS WHO TAKE THE TIME OUT TO DO ALL THEY CAN TO NETWORK THESE ANIMALS TO TRY AND FIND A HOME IS SO GREATLY APPRECIATED.

AND WE THANK THEM FOR THE POSITIVE IMPACT THAT THEY'VE HAD ON THE DEPARTMENT.

NEXT SLIDE.

UH, FIELD ACTIVITIES.

AS YOU CAN SEE, OUR SERVICE REQUEST TIMELY RESPONSE RATE HAS ONLY INCREASED BY 3%.

BUT WE HAVE IDENTIFIED SOME, SOME COMMUNICATIONS ISSUES BETWEEN THE TWO PLATFORMS, THE PLATFORM OF DAS AND THE CITY'S PLATFORM.

UH, SEVERAL TIMES THEY HAVE, UH, GONE DOWN, THEY'VE NOT COMMUNICATED OR THEY'RE NOT WORKING OVER, AND WE'RE LOOKING AT RESOLUTIONS FOR THAT.

I ACTUALLY HAD AN EMAIL FROM, UH, UH, UH, WILLIAM, UH, ZELENSKY FOR, UH, ITS ON TALKING ABOUT OUR DATA CONCERNS.

SO WE HAVE THAT CONVERSATION COMING.

UM, OUR SERVICE REQUEST TYPES, AS YOU CAN SEE, OUR EXTERNAL CALLS FOR SERVICE AND PROACTIVE CALLS HAVE GONE DOWN.

HOWEVER, OUR FOLLOW UP CALLS HAVE INCREASED.

UH, THE NEXT TWO TOPICS ARE, ARE, ARE, WE'RE, WE'RE, WE'RE LOOKING AT THESE WITH A, A MAGNIFYING GLASS, BECAUSE OUR LOOSE AND LOOSE ON DOG BITE SURFACE REQUESTS HAVE DECREASED BY 21%, WHICH WE THINK WOULD BE A GOOD THING.

BUT THEN WHEN WE LOOK AT LOOSE AND LOOSE ON DOG BITES, THEY HAVE INCREASED BY 26%.

YOU WOULD ASSUME IF THE LOOSE AND LOOSE ON NUMBERS GO DOWN, THE BITES WOULD GO DOWN.

BUT THAT'S NOT THE CASE.

SO FOR DAS, WE'RE LOOKING INTO THAT A LOT DEEPER.

UH, WE ARE WORKING WITH A CONSULTANT JVR STRATEGIES TO BUILD A, UH, COMPREHENSIVE, UH, FIVE YEAR, UH, PLAN FOR RFP TO ANALYZE THE, THE ISSUES AT HAND AND FIND OUT WHAT CAN WE DO TO HELP MITIGATE THOSE INCREASING NUMBERS.

UH, JVR WAS RECENTLY HERE AT, AT IN, IN DALLAS.

THEY MET WITH SOME LEADERSHIP.

I, I BELIEVE THEY MAY HAVE MET WITH A FEW OF YOU, UH, TO DISCUSS YOUR CONCERNS.

THEY'VE MET WITH CITY LEADERSHIP TO DISCUSS THEIR CONCERNS.

THEY'VE ANALYZED ALL OF OUR DATA, AND THEY'VE ACTUALLY GONE OUT INTO THE COMMUNITY AND HAVE A LOT OF MEANINGFUL CONVERSATIONS WITH THOSE FOLKS AS WELL.

AND WITH THAT, THEY LOOK TO BUILD THE PLATFORM FOR THE CONSULTANT WHO WILL TAKE ON THIS PROJECT, UH, TO BASICALLY GIVE US AN UNDERSTANDING OF WHAT IS IT THAT THE PUBLIC NEEDS TO KNOW, OR WHAT IS THE RESOURCES THEY NEED TO HELP MITIGATE THESE NUMBERS.

NEXT SLIDE.

UH, OUR MEDICAL TREATMENT, UH, SPAY AND NEUTER

[00:20:01]

SURGERIES ARE UP BY 24%.

OUR, UH, HEARTWORM TREATMENT IS UP BY 464%.

AND THE REASON FOR THAT SIGNIFICANT INCREASE IS BECAUSE CHANGES WERE MADE TO OUR HEARTWORM PROTOCOLS, NDAS, UH, VIA OUR MEDICAL TEAM.

UH, AND THAT WAS BECAUSE A NEW PROTOCOL WAS NEEDED TO ENSURE THAT SOME TYPE OF MITIGATION, UH, UH, SERVICE WAS PROVIDED FOR THOSE ANIMALS DUE TO THE LOW COST, THE LOW NUMBER OF ANIMALS THAT WERE RETURNING FOR THOSE FOLLOW-UP TREATMENTS TO HELP ENSURE THAT, THAT THEY DON'T HAVE, UH, FURTHER ISSUES, UH, UH, COMPLICATED BY HEARTWORMS. UM, UM, OUR SPECIALTY SURGERIES ARE DOWN BY 29%.

WE CAN EQUATE THAT TO THE FACT THAT WE ARE USING OUTSIDE ORGANIZATIONS TO DO FOLLOW UP SPECIALTY SURGERIES, SUCH AS PASS.

AND, UH, THEY'VE BEEN A GREAT PARTNER IN US TO, UH, ALLOW US TO REFER THOSE INDIVIDUALS, UH, TO THOSE RESOURCES.

ONCE THEY'VE LEFT THE SHELTER.

SUBSIDIZED SURGERIES ARE UP BY 148%.

WE CAN EQUATE THAT TO OUR FIX IT TICKET PROGRAM AND OUR NEW T AND R PROGRAM.

NEXT SLIDE.

OUR VOLUNTEER HOURS HAVE INCREASED BY 37%.

ANOTHER GROUP THAT I WOULD LIKE TO SAY THANK YOU TO, UH, IT, YOU, YOU WOULD HAVE TO SEE THESE FOLKS IN ACTION TO UNDERSTAND WHAT THEY PROVIDE TO THE DEPARTMENT.

UH, BUT IF WE TOOK THE HOURS THAT THESE FOLKS ATTRIBUTED TO THE DEPARTMENT AND ADDED A COST OF LIVING WAGE TO THOSE HOURS, THEY ACTUALLY SAVED THE CITY $170,000 JUST IN THIS QUARTER LOAN.

SO, KEEP THAT IN MIND.

BUT NOT ONLY THE, THE DOLLAR VALUE HE ADDED LOVE AND ATTENTION AND TIME THEY SPEND WITH THE ANIMALS TO ENRICH THEM WHILE THEY'RE WITH US IS, IS SO GREATLY APPRECIATED.

AND SOME OF THEM ACTUALLY DO NETWORKING AS WELL WHILE THEY'RE THERE.

UH, FOR THE VOLUNTEER RETENTION, WE CURRENTLY DON'T HAVE A DATA SET FOR THAT BECAUSE IT, IT, WE DON'T EQUATE THAT UNTIL THE END OF THE FISCAL YEAR.

NEXT SLIDE.

BEFORE I MOVE ON WITH THIS SLIDE, I'D LIKE TO TAKE THE OPPORTUNITY ON BEHALF OF OUR OFFICERS TO SAY THANK YOU TO THE CHAIR AND TO, UH, SOME OF OUR, UH, COMMISSION MEMBERS WHO TOOK THE TIME OUT TO ACKNOWLEDGE OUR TEAM THROUGH A, UH, PROCLAMATION THROUGH THE MAYOR'S OFFICE AND THROUGH COUNCIL YESTERDAY.

THEY WERE SO HAPPY.

AND IF YOU SAW THE NUMBER OF STAFF THERE, IT WAS ONLY A PARTIAL.

THE REST WERE STILL OUT IN THE FIELD, ACTUALLY RUNNING CALLS, SO THEY COULDN'T BE THERE.

BUT THE CERTIFICATES THAT WERE PROVIDED BY COMMISSIONER SANDERS WE'RE SO THANK, WE ARE SO THANKFUL, AND THEY'RE SO, UH, GLAD TO BE RECOGNIZED FOR THEIR HARD WORK.

AND THEN OF COURSE, THE FOOD WAS GREAT.

THEY, THEY WERE SO THANKFUL.

WE, WE GREATLY APPRECIATE THAT RECOGNITION.

BUT, UH, A FEW PHOTOS OF OUR TEAM.

AND THEN JUST TO BE ABLE TO EXPLAIN FOR THOSE WHO DON'T KNOW, AND THOSE WHO MAY BE WATCHING OUR OFFICERS RESPOND JUST AS PD BASED ON PRIORITY.

AND WHAT WE HAVE TO THE, TO THE LEFT HERE IS A SMALL SNAPSHOT OF SOME OF THESE CALLS THAT THEY RESPOND TO BASED ON THEIR PRIORITY LEVEL.

NOW, IF YOU DID WANNA MAKE A REQUEST, YOU COULD GO THROUGH THE CITY AND CLICK THE LINK BELOW TO MAKE A SERVICE REQUEST OR FIND ABOUT WHAT OUR CURRENT PET LAWS ARE HERE IN THE CITY OF DALLAS.

NEXT SLIDE.

UH, OUR COMMUNITY OUTREACH EVENTS FOR THE SECOND QUARTER, UH, NEIGHBORHOOD SERVICES AND EVENTS, WE HELD TWO SPAY NEUTER CLINICS.

ONE PET FRUIT EVENT, PET FOOD EVENT AT TWO LOCATIONS.

UH, A MICROCHIP AND VACCINATION CLINIC, UH, 14 TOWN HALLS AND HIRING EVENTS, FIVE NEIGHBORHOOD MEETINGS AND 20 ADOPTION EVENTS.

24 PETS IN QUARTER TWO THAT WERE FOSTERED TO ADOPT.

WERE BASED ON THESE EVENTS.

SO WE'RE SEEING, UH, UH, SUCCESS FROM THOSE EVENTS AS IT RELATES TO GETTING LIVE OUTCOMES FOR THESE ANIMALS.

UH, TO THE RIGHT YOU'LL SEE THAT, UH, A COUPLE OF GRAPHICS AND WHAT THESE ARE, THEY'RE BILLBOARDS THAT ARE GONNA GO UP, UH, THROUGH THE, THROUGH THE GRACIOUSNESS OF OUR COMMS TEAM.

WE WERE AFFORDED, UH, A FEW BILLBOARDS THROUGHOUT THE CITY.

UH, ONE BILLBOARD IS SET TO GO UP OFF OF I 30 WITH TWO OTHERS SET TO GO UP SOON, UH, WITHIN THE MAIN STREET DISTRICT OF DOWNTOWN DALLAS.

UH, JUST STAY TUNED, UH, FOR LAUNCH DATES AND OF COURSE, WE'LL, WE'LL PROVIDE FURTHER FEEDBACK ONCE THOSE HAVE OCCURRED.

ALRIGHT, NEXT SLIDE.

THROUGH A PARTNERSHIP, UH, WITH OPERATION KINDNESS DALLAS ANIMAL SERVICES AND THE SPCA OF TEXAS, UH, WHICH WE ARE THANKFUL FOR.

UH, A RECENT COMMUNITY CAT SPAY DAY OCCURRED AND THE GOAL WAS TO, UH, SPAY AND NEUTER

[00:25:01]

A HUNDRED COMMUNITY CATS.

THE TEAM WAS, WAS ACTUALLY ABLE TO ACHIEVE 115, UH, OUT OF THE A HUNDRED THAT WERE PLANNED.

IT WAS A, A, A RESOUNDING SUCCESS.

WE ARE THANKFUL FOR THOSE, UH, WHO PARTICIPATED.

AND, UH, THE PARTNERSHIP BETWEEN THE THREE ORGANIZATIONS IS ONLY GONNA GROW FROM HERE.

AND WE ARE LOOKING TO COORDINATE, UH, ADDITIONAL EVENTS IN MAY AND POSSIBLY IN JUNE.

ALRIGHT, AND THEN THE NEXT FEW SLIDES ARE REGARDING OUR APPENDIX.

UH, THE FIRST ONE IN THE APPENDIX IS REGARDING COMMISSIONER REQUESTS.

UH, YOU'LL SEE HERE SOME OF THE THINGS THAT WE WERE REQUEST REQUESTED FROM US IN SOME OF OUR RESPONSES.

WHAT I WOULD ASK, THOUGH, IS THAT IF YOU, IF YOU, IF YOU HAVE ALREADY REALIZED WE'RE GOING THROUGH AN EXECUTIVE CHANGE IN DAS AND WE'RE, UH, CURRENTLY IN BUDGET SEASON, UH, PREPARING FOR BOTH THE, UH, BUDGETED AND PLAN BUDGET FOR THE NEXT YEAR.

AND OUR, OUR TIME IS VERY CONSUMED BY THOSE PROCESSES.

SO, UH, I JUST WANTED TO, TO EXPRESS THAT IN THIS BODY, THAT SOMETIMES THINGS MAY TAKE TIME, AND IT'S ONLY BECAUSE OF THE WAY THE WHEELS TURN IN THE CITY.

AND THEN WITH THE, WITH THE RESOURCES THAT WE HAVE, WE'RE DOING AS, AS MUCH AS WE CAN.

BUT, UH, SOME OF THE RECOMMENDATIONS THAT YOU ALL HAVE, WE HAVE RUN WITH THEM AND WE DO HAVE THINGS IN THE PIPELINE.

SO JUST TO MAKE YOU AWARE OF THAT.

AND THEN THE NEXT SLIDE, UH, WE'VE, UH, DETAILED ALL OF THE CITY LINKS THAT ARE AVAILABLE TO EVERYONE THAT PROVIDE ALL OF THE DATA THAT HAS BEEN PROVIDED TO YOU TODAY THAT CAN BE MONITORED AT ANY TIME, UH, AT, AT, AT WILL, UH, WHEN WE'D LIKE.

NEXT SLIDE.

THIS GRAPHIC IS A SLIDE THAT SHOWS THE, UH, HEAT MAT RELATIVE TO THOSE LOOSE CALLS FOR THIS, UH, QUARTER AND THE CORRESPOND CORRESPONDING DISTRICTS BASED ON THE, THE DENSITY OF THOSE CALLS.

NEXT SLIDE, AGAIN, WE HAVE OUR SUSPECTED ANIMAL CRUELTY REFRESHER FLOW CHART.

UH, SO THAT, UH, FOR OUR NEW COMMISSIONERS AND FOR THOSE WHO MAY HAVE, UH, UH, FORGOTTEN SINCE OUR LAST CONVERSATION, WE KEEP THIS SLIDE IN IN CASE ANYONE WANTS TO KNOW, HOW DOES THE SUSPECTED ANIMAL CRUELTY PROCESS WORK? AND WHAT IS DA S'S PART IN THIS? SO, IN DA S'S PART, WE'RE ONLY RESPONSIBLE FOR HOUSING CARE FEEDING AND ANY FOLLOW-UP CARE THAT'S BEEN, UH, PRESCRIBED FOR THOSE ANIMALS, UH, THAT MAY BE NEEDED.

UH, SO WE'RE RESPONSIBLE HOUSING, TRANSPORT CARE, AND FOOD WITH THOSE ANIMALS.

NEXT SLIDE.

UH, LAST COMMISSIONER'S MEETING.

I PROVIDED YOU SOME CONTEXT AND RELATIVE TO OUR WORK WITH THE NATIONAL LEAGUE OF CITIES ON OUR CITIES ADDRESSING FINES AND FEES EQUITABLY, UH, THE FRUITS OF THOSE CONVERSATIONS AND THE YEARLONG EFFORTS, UH, RESULTED IN SOME VIRTUAL AND IN-PERSON, UH, TRAINING SESSIONS WHERE IT WAS THE OFFICE OF EQUITY INCLUSION, THE OFFICE OF COMMUNITY CARE THROUGH THEIR FINANCIAL EMPOWERMENT CENTER, DAS, WE HAD DALLAS PETS ALIVE, AND WE HAVE OUR PARTNERS BAYER NETWORK, WHO OFFER EDUCATION AND OUTREACH TO THESE INDIVIDUALS WHO ATTEND IN THE FORM OF RESOURCES OR UNDERSTANDING OF WHAT THEIR RESPONSIBILITIES ARE RELATIVE TO THE LAWS THAT ARE IN CHAPTER SEVEN OF THE DALLAS CITY CODE.

UH, AS YOU CAN SEE, THERE ARE A COUPLE OF OUR MAILERS.

UH, ONE OF THE THINGS THAT WE DID LEARN WHEN WE SENT OUT THE FIRST FLYER WAS, UH, WE BASICALLY SENT IT IN THE SAME ENVELOPE THAT NORMALLY YOU WOULD RECEIVE A NOTICE OR CITATION IN.

AND I DON'T THINK IT WAS WELL RECEIVED.

SO WE'VE, UH, REVAMPED THAT AND WE'VE COME UP WITH THE POSTCARDS THAT, THAT CLEARLY STATE EVERYTHING THAT YOU NEED TO KNOW.

UH, WE DID WORK WITH A BEHAVIORAL PERSON THAT, THAT BASICALLY TOLD US SOME KEY PHRASES IN WORDS, BUT WE WE'RE STILL WORKING TO REFRESH THIS A LITTLE BIT.

BUT I WILL SAY WHEN WE COMPLETE THIS PROCESS, BECAUSE WE'RE WORKING WITH THE NLC THROUGH A GRANT PROCESS TO HELP PAY SOME OF THESE FINES AND FEES, DS IS GONNA CONTINUE THIS PROCESS WITH OUR PARTNER SPANNING THEIR NETWORK TO PROVIDE EDUCATION THROUGHOUT THE YEAR, BOTH VIRTUAL AND IN PERSON.

BECAUSE I BELIEVE AS AN OFFICER MYSELF, UH, FOR OVER 20 YEARS, THE BEST FORM OF COMMUNICATION IS ENGAGEMENT, BOTH IN PERSON OR VIRTUAL.

TO GET THAT BASIC UNDERSTANDING OF WHAT THE REQUIREMENTS ARE AND WHAT THOSE RESOURCES ARE THAT ARE AVAILABLE.

IF YOU WANNA SEE THE FRUITS OF THOSE LABORS, THERE'S A VIDEO LINK THAT YOU CAN CLICK AND SEE ONE OF OUR SESSIONS IN PLAY AND AN ACTUAL CONVERSATION WITH A PARTICIPANT ON WHAT THEY THOUGHT OF THE PROCESS.

UM, NEXT SLIDE.

AND THEN OF COURSE, WE HAVE OUR DEPARTMENTAL CONTACTS.

AND AS YOU CAN SEE IN RED, WE HAVE AN ASSISTANT

[00:30:01]

DIRECTOR THAT, UH, VERBALLY HAS, UH, ACCEPTED THE OFFER AND SHOULD BE JOINING THE TEAM, UH, WITHIN THE NEXT 30 DAYS.

SO WE LOOK FORWARD TO BRINGING THAT ADDITIONAL EXECUTIVE TO THE TEAM, UH, WHO WILL BE, UH, TAKING OVER MY ROLE TEMPORARILY AS THE, UH, ASSISTANT DIRECTOR OVER FIELD OPERATIONS AND ADMIN AND BUDGET.

AND WITH THAT, THAT CONCLUDES THE DIRECTOR'S UPDATE.

WE'RE OPEN FOR CONVERSATION.

THANK YOU SO MUCH.

THERE'S, UM, JUST SO MUCH GREAT THINGS, UM, THAT ARE HAPPENING AT DAS AND IN THIS PRESENTATION.

SO WE'RE GONNA GO AHEAD AND START, UM, IF I GET THE NOD FROM JILLIAN WITH, UM, OUR, UH, COMMISSIONER QUESTION FEEDBACK, AND JILLIAN, JUST SO I'M CORRECT AND THE COMMISSIONER, UNDERSTAND, WE HAVE FIVE MINUTES.

MM-HMM.

, AND THEN ACCORDING TO TOMA, THEN WE CAN GO BACK AND DO ANOTHER ROUND IF WE RUN OUT AND THOSE FIVE MINUTES.

DO YOU STOP THE CLOCK WHEN DAS IS TALKING OR NO? DO YOU SO, NO.

AND THAT'S WHY WE, UM, HAVE YOU ASK YOUR QUESTIONS FIRST SO THAT DAS CAN THEN RESPOND IN TIME, AND THEN WE WILL MOVE TO THE NEXT ROUNDS.

AND THAT'S PART OF WHY WE EXTENDED TO A THIRD HOUR TO GIVE EVERYBODY AN OPPORTUNITY TO ACTUALLY ENGAGE AND HAVE SOME DISCUSSION.

FANTASTIC.

THANK YOU.

SO, UM, WHAT I'D LIKE TO DO, WHY DON'T WE START WITH, UM, OUR VIRTUAL, UH, COMMISSIONERS FIRST.

UM, THAT WOULD BE GREAT.

ELIZABETH, WHY DON'T WE GO AHEAD AND START WITH YOU AND THEN JUST LET ME KNOW WHEN YOU'RE READY, COMMISSIONER.

I'LL START.

UM, I REALLY DON'T HAVE ANY QUESTIONS.

I JUST WANNA SAY WHAT A GREAT JOB EVERYONE'S DONE.

AND YESTERDAY, I'M, I WAS SO EXCITED TO SEE EVERY, ALL THE GUYS THAT ACTUALLY GO OUT THERE AND DO A LOT OF THIS WORK, UM, THAT WAS A PRIVILEGE ON MY PART.

AND, UH, THAT'S REALLY ALL I WANNA SAY.

OH, AND I, I'D LIKE TO SEE THEM BE FIRST RESPONDERS, BUT, UM, I KNOW THAT'S A DIFFERENT ISSUE.

SO THANK YOU SO MUCH.

OH, AND YOUR TIME.

THANK YOU.

UM, I'M GONNA GO WITH COMMISSIONER MOS AND, UM, I SEE COMMISSIONER HANSEN, SO, UM, YOU'RE ON DECK.

HI EVERYBODY.

COMMISSIONER MOS.

SORRY.

WONDERFUL.

GIMME ONE SECOND TO RESTART YOUR TIME.

COMMISSIONER MOS, I WON'T NEED AT ALL.

ALL RIGHT.

UH, ARE YOU READY? YES.

HI EVERYONE.

GREAT REPORT.

UM, WELCOME, UH, TO OUR INTERIM DIRECTOR.

UH, I, I JUST WANTED TO BASICALLY, YOU KNOW, HAMMER ON THE SAME POINT THAT I USUALLY DO, WHICH IS THAT WE NEED FOCUS ON THE INBOUND DOGS.

AND I'M GLAD TO SEE THAT ON THE PERFORMANCE REPORT.

I WONDER HOW MUCH OF A FOCUS WE HAVE ON INBOUND DOGS AND CATS AS A METRIC TO JUDGE OURSELVES BY, BECAUSE I THINK IT'S SOMEBODY IN THE CITY'S JOB TO DRIVE DOWN THE NUMBER OF DOGS THAT WE SEE COMING IN.

I SEE PEOPLE CALLING, UH, SHELTER VOLUNTEERS, MURDERERS ON A, UH, DAILY BASIS ONLINE.

YOU CAN'T DO THAT WHEN WE HAVE 50 DOGS COMING IN A DAY.

UM, I, I THINK NAIVELY, UH, UH, UH, MY START ON THIS COMMISSION, I REALLY, REALLY FOCUSED IN ON THE THINGS WE CAN DO BETTER AT THE SHELTER.

AND I JUST THINK WE HAVE A CITYWIDE, YOU KNOW, ILLNESS IN OUR DOG OWNERSHIP CULTURE FROM THE ABILITY TO OWN A DOG.

UH, I'M A HUGE ADVOCATE IN MANDATORY TRAINING AND LICENSING FOR DOG OWNERSHIP.

HMM.

UM, IT'S, IT'S, IT'S, IT'S JUST WAY TOO EASY TO BREED AND OWN DOGS IN OUR CITY.

AND, UH, AGAIN, TO GET OFF MY SOAPBOX, I'LL END IT WITH AN ACTION ITEM IN A QUESTION.

WHAT ARE WE DOING TO INCREASE THE VISIBILITY OF THE INBOUND DOGS TO THE CITIZENS OF DALLAS? QUITE FRANKLY, I WANT THEM TO FEEL AN APPROPRIATE LEVEL OF SHAME FOR HOW AWFUL WE ARE AS CITY, AS RESIDENTS OF THIS CITY.

A LITTLE BIT DRAMATIC, BUT WE, BUT MOST OF MY FRIENDS HAVE ZERO IDEA ABOUT THE INCOMING NUMBER OF DOGS THAT, THAT Y'ALL HAVE TO DEAL WITH.

AND I YIELD THE REST OF MY TIME.

THANK YOU.

COMMISSIONER MARKS, UH, COMMISSIONER HANSEN.

GIMME JUST ONE SECOND TO RESTART THE TIME AND THEN WE'LL PROCEED WITH YOU.

OKAY.

UM, LET ME KNOW WHEN YOU'RE READY.

COMMISSIONER HANSEN.

I'LL START YOUR TIME.

OKAY, THANK YOU.

I AGREE WITH GREG.

UH, COMMISSIONER MOS IS, I WISH WE HAD STRONGER LAWS AND SO FORTH ON, UM, PET OWNERSHIP.

AND AGAIN, I BELIEVE, OF COURSE, IT'S GONNA START WITH EDUCATION.

WE'VE GOTTA START SOMEWHERE.

EDUCATION, BEING OUT IN THE FIELD.

UM, I LOVE SPAN NIDA NETWORK.

THEY'VE BEEN FANTASTIC.

WE HAVE DONE MULTIPLE, UM,

[00:35:01]

FREE VACCINATION, FREE MICROCHIPPING, UH, MICROCHIPPING IS KIND OF VERY, YOU KNOW, IMPORTANT TO ME.

ONE OF MY THINGS I WOULD LIKE US TO SEE LAWS ON PEOPLE THAT ARE STRAY, DOGS THAT ARE MICROCHIPPED TO SOMEONE AND THEM NOT BE PUNISHED FOR ABANDONMENT.

I THINK THAT THERE'S JUST, I JUST THINK THERE'S A LOT OF DIFFERENT THINGS THAT MAYBE WE COULD KIND OF COLLABORATE TOGETHER AND START ENFORCING.

IT'S LIKE IF YOU, YOU KNOW, IF YOU'RE, YOU'RE WANTING TO COME AND ADOPT A DOG, NOW YOU'RE RESPONSIBLE FOR IT.

AND SO, YOU KNOW, I THINK THAT WE NEED TO START HOLDING A LOT MORE ACCOUNTABILITY.

UM, THERE NEEDS DEFINITELY NEEDS TO BE A LOT STRONGER LAWS ON BREEDING.

THAT'S WAY OUTTA CONTROL.

UM, IT'S NOT JUST OOPSIE LITTERS.

THERE'S LOTS OF INTENTIONAL BREEDING THAT NEEDS TO STOP.

UM, BUT TO GET OFF THAT PART, I AM EXCITED ABOUT OUR NEW DIRECTOR.

I REALLY LIKE PAUL.

I THINK HE'S ABSOLUTELY FANTASTIC.

HE'S BEEN WONDERFUL TO WORK WITH.

MARY MARTIN'S BEEN WONDERFUL TO WORK WITH.

UM, I THINK THIS IS A GREAT STEP IN, IN, IN A REALLY GOOD DIRECTION.

I THINK, YOU KNOW, I CREDIT PAUL TO BUILDING A, A STRONGER FIELD GROUP, UM, TEAM TO BE OUT IN THE FIELD.

AND SO I'D LIKE TO SEE THAT EVEN GROW STRONGER.

I LIKE OUR PARTNERSHIP.

UM, YOU KNOW, I'VE BEEN WORKING FOR SEVERAL YEARS ON BUILDING THAT PARTNERSHIP WITH THE PARKS AND RECREATION, AND I LOVE THE FACT THAT WE'RE, NOW THAT DS IS ACTUALLY GETTING INVOLVED AS WELL AND GETTING OUT INTO THE PARKS, GETTING OUT IN THE COMMUNITIES, MEETING WITH THE PEOPLE, DOING THE FREE VACCINATION CLINICS, GETTING THE DOGS MICROCHIP, TALKING TO THE PEOPLE, TEACHING THEM, YOU KNOW, WHAT THE LAWS ARE, WHAT THE REQUIREMENTS ARE.

UM, AND I GUESS IF THERE'S ANYTHING ELSE I CAN DO TO HELP OR, OR, OR WHATEVER I CAN ASSIST WITH, JUST PLEASE LET ME KNOW.

THANK YOU.

COMMISSIONER HANSEN.

UM, IF WE WANT TO MOVE TO COMMISSIONER DEARING, LET ME JUST ONE MOMENT TO WE SET THE TIME.

I'M READY WHEN YOU GO.

OKAY.

ONE SECOND.

OKAY.

I WILL GO AHEAD AND START YOUR TIME NOW.

THANK YOU JILLIAN.

UM, THANK YOU EVERYONE FOR BEING HERE.

PAUL, MARY, ADRIAN, MIKE ALL SUMMER.

WE REALLY APPRECIATE YOU.

I KNOW THERE'S BEEN, UM, THIS IS THE TIME OF TRANSITION FOR DAS AND I KNOW THAT THAT MEANS YOU ARE DOWN A PERSON ON THE LEADERSHIP TEAM, WHICH MEANS YOU ARE ALL DOING YOUR JOB PLUS ANOTHER.

UM, AND SO I, WE REALLY APPRECIATE THAT.

AND I KNOW TIMES ARE TOUGH AND, AND THE NUMBERS ARE LOOKING GOOD.

AND WE JUST, THAT'S BECAUSE YOU GUYS ARE WORKING SO HARD AND WE REALLY APPRECIATE THAT.

UM, I ALSO WANT TO ACKNOWLEDGE OUR CHAIR, MISS, UH, COMMISSIONER BOSKY ON HER WORK ON GETTING THE PROCLAMATION PASSED FOR, UH, ACKNOWLEDGING OUR, OUR STAFF AND OUR ANIMAL CONTROL OFFICERS AND OUR, UM, ANIMAL CARE WORKERS.

AND I JUST THINK THAT IS REALLY IMPORTANT.

AND THEY DO SO MUCH.

AND WE TALKED ABOUT IT A LITTLE BIT YESTERDAY, BUT OUR CITY WOULD LOOK VERY DIFFERENT IF WE DIDN'T HAVE THE FIELD TEAM, UM, THAT WE HAVE.

KEEPING EVERYONE SAFE, BRINGING DOGS IN, HELPING WITH LIVE OUTCOMES AND, YOU KNOW, STOPPING DISEASE.

I MEAN, THERE'S JUST SO MANY THINGS THAT OUR DRILL TEAM DOES AND WE'RE REALLY, REALLY GRATEFUL FOR THEM.

UM, SO THANK YOU CHAIR KY FOR GETTING THAT, FOR GETTING THAT PASSED.

AND COMMISSIONER SANDERS FOR, UH, MAKING SURE THAT THEY HAD FOOD AND EVERYTHING.

'CAUSE WHO DOESN'T LOVE FREE FOOD? UM, I WANNA ACKNOWLEDGE ALSO THIS SPAY NEUTER EVENT LAST FRIDAY.

I'M REALLY SORRY THAT I WASN'T THERE TO VOLUNTEER, BUT IT LOOKS LIKE THIS WAS A GREAT SUCCESS AND YOU GUYS HAVE ADDITIONAL, UM, EVENTS PLANNED, AND I THINK THAT'S REALLY IMPORTANT.

I KNOW WE HAVE COMMUNITY MEMBERS COME IN EVERY SINGLE MEETING TELLING US WE NEED, YOU KNOW, THE TNR FOLKS NEED A SPAYING OR, UM, AND SO I, I THINK THAT'S REALLY IMPORTANT.

SO I, I'M GLAD THAT THAT WAS A SUCCESS.

AGAIN, SORRY, I COULDN'T BE THERE.

UM, I LIKE THE NEW POWERPOINT.

I LIKE THE, THE RESOURCES IN THE BACK.

I THINK, UM, I LIKE THAT WE'RE GONNA HAVE MORE TIME TO, TO DISCUSS, AND OBVIOUSLY WE CAN ASK QUESTIONS ON CERTAIN THINGS IN HERE, BUT I, I LIKE THE DIRECTION THAT WE'RE GOING.

I THINK THAT THAT SEEMS REALLY GREAT AND SEEMS TO BE REALLY EFFICIENT.

UM, AND I WANT, ONE OF MY QUESTIONS FOR YOU THAT WE CAN TALK ABOUT AT THE END IS WHAT CAN WE AS COMMISSIONERS DO TO HELP? UM, OBVIOUSLY I THINK A LOT OF US ARE PRETTY EXTENDED ON OUR ABILITY TO FOSTER RIGHT NOW IF I KNOW I'M GONNA PRESS MOST OF US HAVE.

UM, BUT IF THERE'S, WHAT CAN WE DO TO, TO GET THE WORD OUT THERE? I KNOW SOME COMMISSIONERS ARE USING THEIR SOCIAL MEDIA PLATFORMS. I DON'T REALLY HAVE A LOT OF THAT, BUT, UM, AGAIN, WHAT CAN WE DO TO HELP BESIDES ALSO JUST TALKING TO OUR CITY COUNCIL MEMBERS AND IF THAT'S REALLY WHAT WE NEED TO DO TO TRY AND SECURE MORE FUNDING, OBVIOUSLY I THINK WE SHOULD ALL BE TRYING TO DO THAT MORE.

UM, I KNOW PERSONALLY I'M GONNA START TRYING TO MEET WITH, UM, COUNCIL MEMBER MORENO AND MORE FREQUENTLY TO TALK TO HIM ABOUT ISSUES.

SO IF THAT'S THE ANSWER, THEN, THEN WE SHOULD JUST HEAR IT AND KIND OF BEAT THIS OVER THE HEAD WITH THAT.

I THINK THAT'D BE IMPORTANT.

UM, AND THEN AGAIN, UM,

[00:40:01]

LIKE SOME OF THE OTHER COMMISSIONERS HAVE SAID, I AM SUPER PASSIONATE ABOUT SPINING DIRT.

I THINK THAT'S THE ANSWER.

I THINK EDUCATION IS REALLY THE ANSWER.

I, I UNDERSTAND ENFORCEMENT IS IMPORTANT, BUT I THINK GENUINELY WE NEED TO EDUCATE FOLKS IN THE COMMUNITY ON WHY SPAY IS IMPORTANT.

UM, AND SO MY SECOND QUESTION WOULD BE WHAT ARE WE DOING ON THE EDUCATION FRONT? AND I KNOW YOU ALL ARE LOOKING AT ME THINKING YOU JUST ACKNOWLEDGE WE'RE ALL DOING TWO JOBS, , HOW CAN WE START NEW INITIATIVES? BUT, UM, AGAIN, IF THAT'S SOMETHING THAT WE CAN HELP WITH, WE SHOULD DO THAT.

BUT, UM, YEAH, EDUCATION I THINK IS A NEXT BIG FRONTIER.

WELL, WE HOPE IT'D BE ONE OF THE NEXT BIG FRONTIERS, UM, IS TRYING TO GET INTO THE COMMUNITY AND LETTING PEOPLE KNOW HOW IMPORTANT SPAY NEUTER IS AND, AND, UM, WOULD LIKE TO KNOW WHAT WE HAVE PLANNED, IF ANYTHING, FOR THE EDUCATION LEADERSHIP.

OKAY.

AND I YOU, BUT MIGHT PROBABLY HAVE THAT.

GIMME ONE MOMENT TO RESET YOUR TIME.

COMMISSIONER TRACY.

UM, IF YOU'RE READY, I'LL GO AHEAD AND START.

OKAY, YEP, LET'S DO IT.

UM, ALSO WANNA WELCOME PAUL, WE'RE EXCITED TO HAVE YOU AT HELM HERE.

UM, I, THE COMMUNITY CAT EVENT WAS HUGE.

I KNOW PEOPLE REALLY APPRECIATED THAT.

UM, I UNDERSTAND IT WAS A VERY BIG FEAT WITH THE THREE LARGEST ORGANIZATIONS IN OUR AREA.

I WOULD LIKE TO HEAR MORE ABOUT THE EXACT PLANS FOR THAT, BECAUSE IT WOULD BE AMAZING IF WE WERE DOING THAT ONCE A MONTH, THEN ONCE A WEEK, THEN WE HAVE IT THREE DAYS A WEEK, THEN WE HAVE A FIVE DAYS A WEEK AND WE CAN FIX OUR, YOU KNOW, FERAL CAT PROBLEM.

I KNOW THAT'S A BIG DREAM, BUT, YOU KNOW, LET'S DREAM BIG.

SO I JUST LIKE TO HEAR KIND OF LIKE THE LONG-TERM PLANS FOR CONTINUING THOSE IF IT'S SET AS A, A OFFICIAL RECURRENCE OR IT WAS VERY, VERY CHALLENGING.

SO IT IS REALLY, REALLY TOUGH.

JUST A LITTLE BIT MORE DETAIL ABOUT THAT.

UM, AND THEN THESE BILLBOARDS, UH, THAT I SEE, TO ME THESE SORT OF ARE LIKE NON MESSAGING.

SO I DON'T KNOW IF WE CAN TALK ABOUT THIS, UM, WITH DEEP KNOWLEDGE WITHOUT SARAH HERE, BUT, UM, SORT OF WHAT THE INTENT OF THESE, 'CAUSE I, I WOULD LOVE TO SEE, I MEAN, PEOPLE DON'T EVEN KNOW THAT DALLAS ANIMAL SERVICES EXISTS A LOT OF THE TIME.

THEY DON'T UNDERSTAND THAT THAT IS THE DALLAS ANIMAL SHELTER.

SO WITHOUT HAVING THAT NAME REALLY BIG THERE, UM, AND EVEN, YOU KNOW, BECAUSE IT'S NOT IN THE WEBSITE ADDRESS AND THAT'S PRETTY BIG ON THERE, JUST SORT OF WHAT THE GOAL IS WITH THIS VERY VALUABLE REAL ESTATE THAT SINCE I'VE BEEN, YOU KNOW, VOLUNTEERING WITH DAS FOR THE LAST FOUR OR FIVE YEARS, HAVE NEVER SEEN US GET ANY KIND OF BILLBOARD ACTION.

SO I'D LOVE THAT THAT TO BE USED WISELY.

SO I DON'T KNOW IF ANYONE CAN SPEAK TO THAT.

UM, BUT THAT'S IT.

EVERYTHING ELSE IS LOOKING GOOD.

THINGS ARE ON THE UP AND UP AND I'M REALLY EXCITED ABOUT DIRECTION WE'RE HEADED AS WELL.

I THINK THERE'S A LOT OF POSSIBILITY FOR DALLAS TO MAKE BIG CHANGES AND, YOU KNOW, CREATE MODELS THAT OTHER PEOPLE IN THE STATE AND COUNTRY CAN WORK OFF OF AS WE IMPROVE THINGS.

SO THANK YOU ALL.

I'LL YIELD AND THEN I'M GONNA APOLOGIZE IN ADVANCE.

COMMISSIONER, CAN YOU SAY IT FOR ME? GOJI ES ES.

THANK YOU.

I HAVE A, I HAVE A DIFFICULT TO PRONOUNCE LAST NAME, SO I LIKE TO MAKE SURE WE'RE GOOD.

UM, SO WE ARE GONNA GIVE YOU FIVE MINUTES.

UM, LET ME KNOW WHEN YOU'RE READY AND I'LL START YOUR TIME.

I'M READY.

OKAY.

FIRST I'D LIKE TO JUST THANK YOU ALL FOR YOUR SERVICE AND YOUR WORK.

UM, I KNOW OFTENTIMES IT'S PROBABLY NOT APPRECIATED WHAT YOU DO WIDELY ACROSS THE CITY, SO I THINK IT'S IMPORTANT, UM, AS A RESIDENT DISTRICT FOUR, UH, I OFTEN SEE, UH, YOUR SERVICE VEHICLES OUT LATE AT NIGHT TRAVELING AROUND.

SO LAST NIGHT SAW WENT AROUND 9:00 PM SO I THINK IT'S NOTED THAT THE WORK THAT YOU'RE DOING IS VERY IMPORTANT AND APPRECIATE IT.

UM, SO I'M EXCITED TO BE ABLE TO HELP AND CONTINUE SUPPORTING, UM, ESPECIALLY IN SOUTHERN DALLAS, UH, WHEREVER I CAN.

UM, MY, UH, SORT OF EITHER SUGGESTION OR QUESTION WILL BE, IS THERE OPPORTUNITY TO, AS EDUCATION MAY BE AN IMPORTANT ROLE TO PLAY FOR OUR RESIDENTS, UM, WHO MAY HAVE, YOU KNOW, FEAR OF BEING A PET OWNER OR CHALLENGES IN FACING BEING A PET OWNER INSTEAD OF JUST RELEASING G OR WHATNOT.

IF EDUCATION COULD BE A MAJOR ROLE, IS THERE AN OPPORTUNITY TO ATTEND OTHER CITY DEPARTMENT EVENTS TO TABLE OR PROVIDE SERVICES TO BEING THAT LAST NIGHT I WAS AT A GO FOR FORWARD GO FORWARD PLAN COMMUNITY HALL MEETING, UM, AND ABOUT 80 RESIDENTS WAS THERE.

SO THAT MAY BE AN OPPORTUNITY TO TAG ALONG TO OTHER EVENTS THAT THE CITY DEPARTMENTS ARE PLANNING, UM, TO BE ABLE TO TALK ABOUT YOUR SERVICES, UM, AND WHAT WE CAN DO TO CREATE, UM, TO IMPROVE OUR WORK.

AND THEN ALSO EDUCATE ON THE RESOURCES AVAILABLE.

SO I YIELD UP MY TIME.

THANK YOU.

AND THEN COMMISSIONER LASTER, I HAVE YOU NEXT.

LET ME KNOW WHEN YOU'RE READY AND I'LL START YOUR TIME.

OKAY.

UM, I JUST LIKE TO ECHO EVERYONE'S, UM, FEELINGS THAT, UM, YOU DO

[00:45:01]

EXCELLENT WORK.

WE'RE VERY HAPPY.

I'M VERY HAPPY I'VE EVEN REACHED OUT AND CONGRATULATED YOU PAUL.

UM, YOU KNOW ABOUT THE TEAM AND ALL THE HARD WORK THAT, UM, THAT DAS IS DOING.

I ALSO SEE, I'VE BEEN SEEING THE VANS LIKE IN MY NEIGHBORHOOD A LOT, JUST LIKE PARKED AND WAITING OR PROBABLY WRITING A REPORT.

UM, SO I DEFINITELY DO SEE THEM PRESENT, UM, AND AVAILABLE.

UH, THE ONE QUESTION THAT, UH, NOT QUESTION, BUT IF SOMEONE COULD SPEAK A LITTLE BIT MORE ABOUT THE LOOSE AND THE LOOSE BITES, LIKE IS THAT FROM DOGS BREAKING OUT OF THEIR YARD? UM, OR JUST, YOU KNOW, UM, 'CAUSE I GUESS I'M MORE INTERESTED IN HOW, UH, THE LOOSE BITES WOULD OWN THAT HAVE OWNERS.

SO ARE THEY BREAKING OUT OR IS IT LEASH ETIQUETTE AND THEY'RE ON A, YOU KNOW, EXTREMELY LONG LEASH AND THEY LUNGE OUT AT, YOU KNOW, ANOTHER PERSON JUST, YOU KNOW, LIKE TO HEAR A LITTLE BIT MORE ABOUT, UH, THAT AND WHAT WE CAN DO ABOUT IT.

THANK YOU.

THAT'S ALL.

THANK YOU.

OKAY.

AND THEN ON THE , UH, COMMISSIONER FAULKNER DUNN, LET ME KNOW WHEN YOU'RE READY AND WE'LL START YOUR TIME.

OKAY.

I'VE GOT SEVERAL THINGS.

FIRST OFF THOUGH, OF COURSE, IS JUST THE FACT THAT I THINK WE'RE, WE'RE THRILLED THAT, THAT PAUL IS THE, IS THE INTERIM DIRECTOR.

AND WHEN, UM, WHEN I TOLD PEOPLE I HAVE, I RUN A SMALL RESCUE, I'M NEVER ON THE TOP 10 LIST.

I ALWAYS LOOK, BUT I'M NEVER THERE.

SO, SO I COULD PULL MORE DOGS, RIGHT? THAT'S WHAT I COULD DO.

UM, BUT UM, WHEN I TOLD PEOPLE WE HAVE COMMUNITY ADVOCATES IN SOUTH DALLAS, SEVERAL THAT WE, WE HELP THEM GET FOOD AND WE HELP THEM GET THEIR DOGS FED AND THINGS LIKE THAT.

AND WHEN I TOLD THEM THAT PAUL WAS THE INTERIM DIRECTOR, THEY ALL KNEW HIM AND THEY ALL SAID, OH MY GOD, THAT'S FABULOUS.

HE REALLY KNOWS THE COMMUNITY.

HE'S OUT HERE.

WE LOVE HIS, YOU KNOW, THE ACOS ARE, THEY TREAT US WITH RESPECT.

THEY COME OUT AND THEY HELP US.

AND SO THE PEOPLE OUT IN THE COMMUNITY ALREADY KNEW WHO PAUL WAS AND THEY WERE ALREADY, THEY WERE EXCITED TO HAVE HIM.

SO JOHN WILDMAN SAYS, HEY.

SO, UM, BUT WE, UM, SO ANYWAY, YOU GUYS ARE DOING, UM, GREAT WORK UNDER, WE KNOW EXTREMELY DIFFICULT CIRCUMSTANCES.

SO, BUT OKAY.

I'VE GOT A COUPLE QUESTIONS FOR, UM, WHAT CAN WE DO OKAY.

ABOUT THE, THE UNLICENSED BREEDERS.

I GET CALLS ALL THE TIME FROM PEOPLE WHO, OH, I HAVE A, I HAVE A LITTER OF 12 PUPPIES AND I LIVE IN PLEASANT GROVE.

AND CAN YOU TAKE THEM? WELL, SOMETIMES WE CAN TAKE 'EM, SOMETIMES WE CAN'T.

SOMETIMES WE HELP THEM, BUT I WANNA TURN THEM IN.

OKAY.

BUT THEN, BUT THEN YOU, YOU CAN'T TURN THEM IN WHILE THEY HAVE THE PUPPIES BECAUSE THEN YOU'RE, YOU KNOW, WHAT DO WE DO WITH THESE PEOPLE THAT YOU KNOW WHO THEY ARE? I KNOW WHO THEY ARE, I KNOW WHERE THEY LIVE.

I HAVE THEIR INFORMATION.

ARE WE SUPPOSED TO TURN IN UNLICENSED BREEDERS? AND HOW DO YOU DO THAT? IS IT THROUGH THREE? ONE ONE? OKAY.

SO JUST CALL AND SAY, I, I FEEL LIKE, I THINK THERE'S AN UNLICENSED BREEDER HERE.

YES.

ANYONE HAS THE OPPORTUNITY TO REPORT ANYTHING THROUGH 3 1 1 THROUGH OUR DALLAS APP OR WHATEVER RESOURCE THEY FEEL IS BEST FOR THEM TO REPORT POSSIBLE BREEDERS AND ANONYMOUSLY.

YOU DON'T HAVE TO GIVE ANY INFORMATION, JUST DETAILS ON WHAT HOW DO YOU FOLLOW UP ON THAT THOUGH? IF THE PUPPIES ARE ALREADY GONE, THEN HOW, HOW DO YOU REHEARS IT? SO STAFF, JUST A REMINDER, LET COMMISSIONERS ASK ALL THEIR QUESTIONS BEFORE RESPONDING AND WE'LL HAVE TIME AT THE END.

THANK YOU.

SORRY.

IT'S OKAY.

I KNOW THAT WAY.

UM, SO, ALRIGHT, SO THERE'S THAT THE BREEDER THING.

THE OTHER QUESTION I HAD IS FOR MICHAEL ABOUT HEART, THE NEW HEARTWORM PROTOCOL.

SO ARE YOU GUYS RECOMMENDING, 'CAUSE WE'VE PULLED A FEW DOGS THAT HAVE HAD THE, THE INITIAL SHOT AND ARE, SO ARE YOU RECOMMENDING THAT THAT BE THEIR HEARTWORM TREATMENT OR IS THAT SORT OF AN INTERIM UNTIL THEY DO THE, UM, THE TWO SHOT PROTOCOL TREATMENT? SO THAT WAS ANOTHER QUESTION.

AND, UM, OH, ALSO WE, I'VE GOT SEVERAL PEOPLE IN SOUTH DALLAS THAT HAVE SIGNED UP THROUGH SPAY THEIR NETWORK AND WITH YOU GUYS TO GET DOGS SPAYED AND NEUTERED.

SO WE REALLY APPRECIATE THAT BECAUSE WE ARE GETTING DOG SPAYED AND NEUTERED.

AND IT IS, UM, IT'S, IT'S 125 TO $200 TO GET 'EM.

I MEAN, PEOPLE CAN'T DO IT.

THEY, THEY JUST, EVEN IF THEY WANNA DO IT, IT'S SO DIFFICULT FOR THEM TO DO IT.

SO WE, WE REALLY APPRECIATE ALL OF THE EFFORTS TO HELP PEOPLE GET THEIR DOG SPAYED AND NEUTERED WHEN THEY CAN'T, WHEN THEY CAN'T REALLY AFFORD IT.

UM, ONE MORE QUESTION ABOUT CRUELTY.

I'VE ALSO GET CALLS ABOUT PEOPLE WHO SEE SOMEBODY ON AN, USUALLY IT'S IN AN APARTMENT AND USUALLY IT'S ON A, UM, ON SOMEBODY'S PATIO.

THEY LEAVE THE DOG OUT THERE ALL DAY, DOESN'T HAVE ANY WATER, DOESN'T HAVE ANY FOOD, THE GUY COMES OUT AND KICKS THE DOG, THEY'VE TURNED IT INTO THE APARTMENT COMPLEX.

THEY SAY THEY'VE CALLED THE CITY AND THEY WERE TOLD THEY HAVE TO HAVE VIDEO.

IS THAT TRUE? THAT THEY'VE GOTTA HAVE VIDEO IN ORDER TO, UM, TO TURN IN A CRUELTY COMPLAINT? SO ANYWAY, THOSE ARE MY, THOSE ARE MY QUESTIONS.

GOOD QUESTION.

AND I'M DONE.

I YIELD YOU'LL

[00:50:01]

THANK YOU.

AND THEN, I'M SORRY.

YES, YES.

AND THAT'S OKAY.

I I AM TAKING NOTES.

I'LL REFRESH EVERYBODY AS WE GO AROUND SO THAT YOU HAVE THE OPPORTUNITY TO ANSWER THE QUESTIONS.

RIGHT.

AND THE GOOD NEWS IS RIGHT, WE HAVE AN EXTRA HOUR, SO TIME IS ON OUR SIDE.

THIS IS, OTHER THAN GOING TO THE PUBLIC SPEAKERS AFTER, THIS IS OUR ONLY AGENDA ITEM, SO EVERYTHING WILL BE ADDRESSED.

UM, WHO ARE WE AT? COMMISSIONER GONZALEZ, GO AHEAD AND LET ME KNOW WHEN YOU'RE READY AND I'LL START YOUR TIME.

OKAY.

UM, JUST WANNA REITERATE, UH, ALL THE GREAT WORK THAT YOU GUYS ARE DOING, LOVE THE NEW GRAPHIC, UH, REPORT.

IT'S TO THE POINT, IT'S NICE AND IT'S EASY TO READ.

IT'S NOT TOO COMPLICATED, NOT TOO MANY GRAPHS.

SO APPRECIATE THAT.

UM, WANTED TO TALK A LITTLE BIT ABOUT THE BILLBOARDS AND WHEN THAT IS GONNA TAKE PLACE.

AND I THINK I'M WITH, UM, COMMISSIONER STEPHANIE ABOUT HOW IMPORTANT IT IS TO BRAND THIS.

AND, UM, I WAS ABLE TO MEET WITH HER FOR, UM, COFFEE ONE DAY.

AND, UM, I HAVE A SOURCE THAT WANTS TO WORK WITH DAS TO HELP EDUCATE, WHICH I THINK IS ONE OF THE MOST IMPORTANT THINGS THAT WE NEED TO DO BECAUSE IT STARTS WITH EDUCATION AND I KNOW THAT THERE'S, IT'S THE ADULTS THAT ARE BREEDING, BUT WE NEED TO SCORE THESE YOUNG MINDS ALSO ABOUT THE LAWS.

AND, UM, SO I HAVE A SOURCE AND I WANT TO TALK TO SARAH WHEN SHE RETURNS MORE ABOUT HOW CAN WE WORK TOGETHER WITH THE BILLBOARD AND MAKE, UM, YOU JUST MAKE IT IMPORTANT OF WHAT YOU SEE.

AND WE CONTINUE TO SEE IT.

SO WHEN YOU SEE IT, YOU KNOW, IT'S DAS 'CAUSE UNLIKE WITH STEPHANIE AS WELL, COMMISSIONER STEPHANIE, YOU KNOW, DAA LOT OF PEOPLE DON'T KNOW ABOUT DAS.

SO I THINK THAT WE NEED TO BRAND IT FROM THE GET GO.

AND I THINK SARAH'S OUR GO-TO, BECAUSE SHE IS OUR MARKETING DIRECTOR.

UM, SO I WANT TO TALK MORE TO HER ABOUT THAT.

BUT THE SOURCE THAT I HAVE TO EDUCATE IS THROUGHOUT THE, UM, DALLAS.

SO I'M HOPING TO WORK TOGETHER SO THAT WE CAN MAKE EVERYBODY MORE EDUCATED.

SO I'LL MEET WITH HER WHEN SHE GETS BACK.

AND THAT'S ALL I HAVE.

THANK YOU.

MY TIME.

YES, COMMISSIONER SANDERS.

.

LET ME KNOW WHEN YOU'RE READY.

I'LL START YOUR TIME.

UM, I'M READY.

OKAY.

OKAY.

SO I HAVE A FEW THANK YOUS AND A COUPLE COMMENTS ABOUT THE MARKETING.

SO, UM, THE FIRST THANK YOU IS ABOUT YESTERDAY.

UM, AND I HAVE LOTS OF PEOPLE TO THANK FOR THAT.

FIRST OF ALL, COMMISSIONER CASEY, WHO WAS VERY HELPFUL, I SENT HER A BUNCH OF EMAILS ABOUT, UH, QUESTIONS ABOUT THE, UM, CERTIFICATES.

AND SHE HAD FANTASTIC IDEAS.

AND AT THE END OF HER THING, SHE JUST THREW OFF, WELL, IT'D BE GREAT IF WE COULD HAVE THE MAYOR COME.

AND THEN COMMISSIONER, UH, BAKI JUMPED IN AND SHE DIDN'T EVEN, SHE JUST DID IT, WHICH WAS AMAZING.

SO, UM, WE GOT THAT DONE AND IT WAS SUCH A PRIVILEGE TO BE THERE YESTERDAY, TO SEE THE SMILES ON THEIR FACES.

COMMISSIONER GEERING WAS THERE, AND ALSO, UH, COMMISSIONER REPP.

AND, UM, JUST TO SEE THE DIFFERENCE.

THEY MAKE SUCH A DIFFERENCE EVERY DAY.

THEY ARE THE FACE OF DAS TO SO MANY PEOPLE WHO DON'T WANNA ADOPT A DOG, DON'T WANNA, AND THEY'RE SO IMPORTANT.

THEIR WORK IS SO IMPORTANT.

IT WAS SO NICE TO BE ABLE TO HONOR THEM AND TO SEE THEM RECOGNIZE.

SO, UM, THANK YOU FOR EVERYBODY THAT, UM, THANK YOU FOR, UH, COMMISSIONER GOSKY WHO, UM, GOT LUNCH FOR EVERYBODY, ANYBODY THAT WANTS TO HELP WITH THAT COME ASK US ABOUT THAT.

AND THE SECOND THANK YOU THAT I WOULD LIKE TO SAY IS ABOUT THE COMMUNITY CAT FIX.

I WAS ALSO PRIVILEGED TO BE THERE THAT DAY.

UM, AND IT RAN LIKE CLOCKWORK.

BUT THE FIRST EVENT TO HAVE BE SUCH A SUCCESS, I, I WISH I COULD TELL YOU HOW BEAUTIFUL IT WAS TO SEE SPCA, CHRIS LUNA WAS THERE TO SEE ED JAMESON, HE WAS THERE, UM, PAUL RAMON WAS THERE, UM, MARY WAS THERE.

MARY WAS THERE AT 4:00 AM YOU GUYS, I MEAN, AMAZING.

UH, SARAH WAS THERE.

THE MARKETING PEOPLE FROM ALL THREE GROUPS WERE THERE TO SEE THEM WORKING TOGETHER WAS SO POWERFUL, I THINK.

AND I JUST WANNA THANK YOU GUYS FOR DOING IT.

UM, AND SUMMER WAS THERE ? UM, IT WAS REALLY FASCINATING AND BECAUSE WONDERFUL, AND BECAUSE I'VE WORKED WITH SOME OF THOSE PEOPLE, THEY, SOME, SOMETIMES THEY'RE GRUMPY, THEY GET UP AT 4:00 AM THE, I'M TALKING ABOUT THE CAT PEOPLE, THEY'RE WONDERFUL.

THEY WORK SO HARD AND THEY SPEND THEIR OWN MONEY AND THEY WERE SO COMPLIMENTARY.

AND SO I JUST CAN'T WAIT FOR THIS TO HAPPEN AGAIN.

UM, AND, AND IT WILL BE EVEN BETTER AND BIGGER AND LIKE, UH, COMMISSIONER CAA CAN'T WAIT TO GET MORE INFORMATION.

UM, THEN THE OTHER THING IS, THANK YOU TO THE VOLUNTEERS AND THE EVENT STAFF.

EVERYBODY THAT KEEPS ASKING ABOUT

[00:55:01]

WHAT YOU CAN DO, UH, GO ON THE DAS WEBSITE AND SEE HOW MANY EVENTS ARE THERE.

JUST THIS WEEKEND THERE'S A PET FOOD PANTRY.

THERE IS, UM, FREE SPAY AND NEUTER CLINIC.

THERE ARE TWO BIG ADOPTION EVENTS IN DISTRICT 14.

MY DISTRICT THIS WEEKEND, THE BARKING PROJECT AT MUTTS CANTINA.

UH, AND THEN ALSO THERE'S ONE ON THE KATY TRAIL, BOTH ON SATURDAY.

SO I KNOW NOT EVERYBODY CAN GO TO THOSE EVENTS, BUT YOU CAN LET YOUR COMMISSIONERS KNOW THAT THOSE EVENTS ARE GOING ON.

THEY CAN SPREAD THE WORD.

UM, SO THAT'S ONE THING.

THE OTHER THING ABOUT THE MARKETING THING THAT I WANTED TO SAY IS, UM, I KNOW COMMISSIONER SAYED HAS BEEN ASKING A LOT ABOUT THE NEW MARKETING STRATEGY AND I ASKED HER IF SHE HAD RECEIVED ANY INFORMATION ON THAT AND SHE HASN'T.

AND I KNOW WITH ALL OF THE CHANGES, UM, AND YOU KNOW, THAT'S PROBABLY BEEN PUT ON THE BACK BURNER, BUT ESPECIALLY WITH THESE, UM, NEW BILLBOARDS THAT ARE FANTASTIC AND AS A MARKETING PERSON, I'M SO EXCITED TO SEE THEM.

BUT PERSONALLY I THINK B 90 DALLAS IS A LITTLE OUTDATED.

PEOPLE DON'T KNOW WHAT IT IS.

AND JUST, I, I WOULD LIKE TO SEE A DIFFERENCE IN THAT.

UH, I'D LIKE TO SEE THAT CHANGED.

UM, I THINK NATIONALLY THAT'S NOT WHERE, UM, THE COMMUNITY IS.

AND ANYWAY, THAT'S MY INPUT ON THAT AND I'M GONNA SIGN OFF.

ALRIGHT.

AND THEN GIMME ONE MOMENT, COMMISSIONER, SAY, AND I'LL RESET THE TIME FOR YOU.

OKAY.

WHENEVER YOU'RE READY.

HEY, GOOD MORNING AND THANK YOU FOR THE PRESENTATION.

GOOD TO SEE EVERYBODY TODAY.

THANK YOU ALL FOR BEING HERE.

THANK YOU TO CHAIR BOSKY AND TO ALL THE COMMISSIONERS WHO ARE A PART OF RECOGNIZING THE HARD WORK OF OUR STAFF.

AND I'M SORRY I COULDN'T BE THERE.

IT'S JUST TOO SHORT NOTICE FOR ME.

IT'S OKAY.

BUT, UM, BUT OBVIOUSLY I'M THRILLED AND, UH, CHAIR SQUI, I'LL TAKE CARE OF YOU, UM, AFTER THE MEETING TO HELP OUT WITH THAT.

UM, SO I DO HAVE SOME THOUGHTS AND OVERALL SUPER HAPPY WITH THE NUMBERS THAT WE'RE SEEING IN HERE.

AND I THINK THE TWO, THE TWO THINGS I'M REALLY IMPRESSED WITH ARE, UM, THE IMPROVEMENTS IN THE FOSTER PROGRAM AND THE IMPROVEMENT IN THE VOLUNTEER PROGRAM.

SO I WOULD LIKE TO UNDERSTAND MORE ABOUT WHAT IT IS THAT YOU FEEL WE ARE DOING TO SEE THOSE IMPROVEMENTS.

UM, SPECIFICALLY WHAT WE'RE LOOKING AT THERE.

AND, UM, AND THEN I WOULD LIKE TO SPEND A LITTLE BIT OF TIME TALKING ABOUT, UM, MARKETING AND, UM, BILLBOARDS.

SO SARAH DID REACH OUT TO ME, UH, WE'RE GONNA TALK ABOUT MARKETING.

UM, SHE TOLD ME SHE WAS GONNA BE AT A CONFERENCE AND NOT BE BE HERE TODAY.

UM, SO I WILL CATCH UP WITH HER BY THE END OF THE WEEK.

BUT THE BILLBOARDS I LOVE, UM, I'D LIKE TO MAKE SURE THAT WE'RE NOT PAYING FOR THEM BECAUSE THEY ARE PUBLIC SERVICE ANNOUNCEMENTS.

UM, SO THAT'S AWESOME.

BUT I DO THINK WE COULD DO MORE ON DESIGN AND, UM, KINDA THE PHOTOS, I DON'T KNOW WHAT THE TIMELINE IS TO GET THESE UP, BUT I HAVE MENTIONED IN PREVIOUS MEETINGS TO MELISSA, UM, WHILE WE, WHILE WE ARE IN THESE MEETINGS THAT I DON'T LIKE THE DALLAS 90.

IT MEANS NOTHING TO ME.

IT MEANS NOTHING TO THE AVERAGE PERSON.

IT'S TOO INTERNAL FACING.

IT'S ALMOST LIKE HOW, YOU KNOW, WHEN YOU SET UP A WEBSITE AND YOU SET UP A WEBSITE LIKE AN ORG CHART AND THE PUBLIC DOES NOT CARE ABOUT THAT.

PUBLIC JUST WANTS TO KNOW HOW TO GET THINGS DONE AND HOW TO FIND THE RESOURCES THAT IT NEEDS TO FIND.

SO SIMILARLY, THE B DALLAS 90, IT FEELS WAY TOO INTERNAL FACING.

UM, IT'S TOO INTERNAL LINGO AND MOST PEOPLE ARE NOT INTERNAL ANIMAL CIRCLE PEOPLE.

AND SO, YOU KNOW, EVEN SOMETHING LIKE DALLAS ANIMALS.ORG OR DALLAS SHELTER, IT NEEDS TO BE SOMETHING SHORT AND QUICK.

BUT I, I'M GOING TO, I THINK THIS IS SOMETHING THAT I'M, I'M REALLY GONNA PUSH YOU ON PAUL AS OUR INTERIM DIRECTOR IS WE, WE NEED TO SEE A SHIFT HERE.

UM, AND THEN ON THE MARKETING PLAN, I THINK, YOU KNOW, SEEING SOME TRACTION THERE, UM, UH, TWO PIOS AGO WE DID PULL TOGETHER A, UM, A, A GOOD DRAFT.

AND SO I MIGHT JUST PULL THAT BACK UP AND THEN MAYBE WE CAN JUST WORK ON THAT DIRECTLY, UM, SO THAT YOU HAVE SOMETHING TO START WORKING OFF OF.

BUT WE NEED TO, I THINK, CREATE SOME BRAND GUIDELINES AND FONT CONSISTENCY, UM, AND REALLY START JUMPING INTO THAT BECAUSE WE NEED TO HAVE A VERY STRONG LOOK AND FEEL, AND I'M WITH STEPHANIE AND OTHER COMMISSIONERS, THAT THIS IS JUST NOT A STRONG ENOUGH MESSAGE.

SO IF WE'RE GETTING, IF WE'RE GETTING THE REAL ESTATE, WE'RE GETTING THE SPACE TO SAY, HEY, WE NEED YOUR HELP ON SOMETHING, THEN THIS MESSAGE NEEDS TO BE BETTER, AND THAT URL HAS GOT TO CHANGE.

UM, SO THE MARK MARKETING, WHAT? ANYONE STOP ME? NO.

OKAY.

I HEARD SOMETHING.

UM, SO THE MARKETING PLAN, I THINK NEEDS TO BECOME A PRIORITY.

UM, I'D LIKE TO KNOW WHERE WE ARE ON THE NEW PIO SEARCH.

I REMEMBER THE LAST TIME I SPOKE WITH MELISSA, SHE SAID THAT YOU ALL WERE TALKING TO SOMEONE.

I'M GUESSING THAT DID NOT PLAY OUT, THAT DID NOT COME THROUGH.

UM, SO JUST WHERE WE ARE ON THAT PROCESS.

UM, AND THEN IN THE MARKETING PLAN, WE WOULD ADDRESS THINGS LIKE COMMUNITY ENGAGEMENT, THE MARKETING, COMMS, UM, MEDIA, THE SOCIAL MEDIA.

AND, UM,

[01:00:01]

I JUST THINK THAT THIS IS A CRITICAL TIME.

YOU KNOW, A LOT OF GOOD THINGS ARE HAPPENING.

WE NEED TO LET PEOPLE KNOW.

AND THEN, YOU KNOW, COMMISSIONER CASEY DOES A GREAT JOB OF REALLY UTILIZING VIDEO.

SO HOW CAN WE, AS A SHELTER, UTILIZE VIDEO MORE AND UTILIZE THE RESOURCES AND TOOLS THAT DO NOT COST A WHOLE LOT TO US, BUT WE JUST NEED PEOPLE TO DO IT.

UM, AND TO DO THAT, TO SAVE, TO SAVE LIVES, ESPECIALLY WITH THE AMOUNT OF DOGS THAT ARE COMING IN RIGHT NOW.

UM, AND THEN THE, THE, THE CRUELTY COMPLAINT, I, I ACTUALLY AM CURIOUS ABOUT THAT AS WELL BECAUSE, UM, I LIVE IN DOWNTOWN DALLAS, AND WHEN WE HAD ISSUES WITH THE HOMELESS AND WE TRY TO, YOU KNOW, TALK TO POLICE ABOUT THEM FOR LIKE CRIMINAL OFFENSES REGARDING HOMELESS, WE HAVE BEEN TOLD THAT YOU'VE GOTTA CAPTURE IT ON PHOTO OR VIDEO OR WE CAN'T DO ANYTHING ABOUT IT, WHICH I THINK IS NOT OKAY.

AND I THINK THAT'S A BIGGER ISSUE.

SO I WOULD LIKE TO UNDERSTAND WHAT'S HAPPENING WITH THAT, AND IF THAT IS WHAT'S BEING ASKED, BECAUSE THAT'S, THAT'S JUST A TALL ORDER TO ASK OF PEOPLE.

AND THEN THE FINAL THING IS FOR KISKI, I DON'T LIKE THE ASKING QUESTIONS ALL AT ONCE.

, IT'S VERY OVERWHELMING BECAUSE THERE'S SO MANY QUESTIONS, AND I, I'M KINDA LIKE, I WANNA KNOW WHAT THE ANSWER IS FOR THAT.

AND I THINK NOT HEARING THE ANSWER DOESN'T ALLOW US ALL TO THEN BUILD ON IT AND KIND OF BUILD THAT DISCUSSION.

SO I WAS JUST A LITTLE FRUSTRATING.

I'M NOT CRAZY ABOUT IT.

SO I DON'T KNOW IF WE CAN REEVALUATE THAT.

I KNOW WHY IT'S DONE, BUT SINCE WE ARE ADDING AN EXTRA TIME, HOUR OF TIME TO OUR MORNINGS, IF THAT COULD BE RECONSIDERED OR THE COMMISSIONERS WOULD BE ABLE TO RECONSIDERING NOW.

THAT'S ALL I GOT.

THANK YOU.

UNFORTUNATELY, WE CANNOT, IT'S ROBERT RULES.

UM, SO, BUT I CAN, I'LL SPEAK WITH YOU OFFLINE AND WE CAN MAYBE SEE IF THERE'S SOME ROOM FOR INTERPRETATION SOMEWHERE.

UM, SO WHAT WE'LL DO NOW WITH EVERYONE'S, OH, I'M SO SORRY.

WE ARE GONNA SKIP THE CHAIR.

OKAY.

UM, LET ME KNOW WHEN YOU'RE READY AND I'LL DO YOUR, NO, PLEASE DON'T START REALLY QUICK.

I WAS GOING TO ANSWER THE COMMISSIONER.

THAT IS, I, I AGREE.

BUT WE ARE BEHOLDEN TO THEMA, UNFORTUNATELY.

MM-HMM.

.

UM, AND I'M HAPPY TO GET MY HAND SLAPPED IF, IF IT MAKES A BETTER SENSE IF WE WENT ON THE FIRST ROUND OF THE FIRST FIVE MINUTES OF EACH COMMISSIONER AND YOU JUST PRIORITIZED YOUR QUESTIONS AND SAY, A AND B ARE MORE IMPORTANT TO ME.

AND THEN ON THE SECOND ROUND, WE CAN COME BACK AND GO TO THE NEXT IF SOMEONE HASN'T ALREADY ASKED THEM.

YES.

SO, AND THAT WAY WE'RE NOT DOING SO MUCH BACK AND FORTH AND RIGHT.

GETTING LOST.

SO THIS IS WHERE I'M GONNA STEP IN.

SO EVEN THIS, THIS OPEN DISCUSSION, WE CANNOT DO, BUT YOU ARE CORRECT, COMMISSIONER GONZALEZ.

SO BASICALLY, WITH THE TIME REMAINING, RIGHT, THE TIME REMAINING FOR THE FIRST ROUND IS WHEN STAFF WILL ADDRESS QUESTIONS.

I'VE BEEN TAKING NOTES IN CASE WE NEED TO REVISIT, AND THEN WE'LL HAVE ADDITIONAL ROUNDS AS WE PROCEED.

UM, CHAIR BPI, WHEN YOU ARE READY, I'LL START YOUR TIME.

OKAY.

THANK YOU SO MUCH.

UM, SO IN LIGHT OF THE FANTASTIC SUGGESTION OF, UH, COMMISSIONER GONZALEZ, SO MY, UM, I'M GETTING A LOT OF QUESTIONS TO ME AS THE CHAIR, AND I JUST WANNA THROW THESE OUT THERE AND SEE IF YOU CAN ANSWER, AND I'LL REMIND YOU AS WELL.

UM, WHAT IS THE PROCESS FOR FINDING A DIRECTOR? SO EVERYBODY KNOWS, AND I APOLOGIZE FOR NOT DISCUSSING THIS IN THE BEGINNING, BUT, UM, WE HAVE AN INTERIM RIGHT NOW.

AND SO WE JUST, IT'S ALL ABOUT TRANSPARENCY.

AND SO COMING FROM THE CITY, I THINK PEOPLE ARE WONDERING WHAT'S THAT TIMELINE, HOW IT'S GONNA WORK, AND SO FORTH.

AND THEN ALSO WE HAVE A BUDGET COMING UP, CORRECT? UM, AND NOTHING HAS BEEN DECIDED YET.

SO AT THE END OF THE DAY, UM, WE HAD SOME REALLY GOOD QUESTIONS FROM, UH, COMMISSIONER GARRIN AND MOS, HOW CAN WE HELP AS COMMISSIONERS? UM, AND I AM HEARING TIME AND TIME AGAIN, MARKETING.

DO WE HAVE A MARKETING PERSON? THERE'S A PIO SEARCH GOING ON.

I HAVE NO IDEA WHAT THESE, UM, WHAT PI STANDS FOR, BUT FOR THE AVERAGE PERSON, HOW CAN WE GET DAS MORE FUNDING FOR A MARKETING PERSON? BECAUSE YOU GUYS, IT'S KIND OF LIKE THE CART BEFORE THE HORSE AND HOWEVER YOU WANNA CALL IT.

WE'RE ASKING DAS TO DO THESE THINGS, AND I'M ON BOARD WITH THE BILLBOARDS AND ALL THAT.

LET'S BE SMART.

LET'S BE EFFICIENT.

IF WE'RE GONNA HAVE A BILLBOARD, LET'S DO IT.

YOU GUYS ARE THE PROFESSIONALS, UM, COMMISSIONER CASEY AND COMMISSIONER SIDE.

YOU GUYS KNOW WHAT YOU'RE DOING.

MARKETING IS YOUR JAM AND THAT'S YOUR LANE.

I'M NOT SUGGESTING ALLEN MEDIA MAYBE GIVE SOME PRO BONO TIME.

BUT THE POINT IS LIKE, IF THEY DON'T, IF THEY DON'T HAVE SOMEONE THERE, HOW CAN THEY DO THAT? RIGHT? THAT WOULD BE LIKE COMING TO ME AND SAYING, CAN YOU DO SOMETHING OTHER THAN LAWS? I CAN'T REALLY.

I'LL DO MY BEST.

BUT THE POINT IS, LIKE, IF THEY DON'T HAVE SOMEONE, DO YOU GUYS HAVE THE, IS THAT YOUR BUDGET? AND SHOULD WE LOOK AT THAT? I ALSO THOUGHT ABOUT AN EDUCATIONAL OFFICER.

I KNOW A LOT OF SHELTERS NOW HIRE ONE PERSON, ONE PERSON ONLY, AND ALL THEY DO IS GO INTO SCHOOLS.

THEY GO INTO NEIGHBORHOODS AND EDUCATE, UM, IN ALL DIFFERENT TYPES OF LANGUAGES.

IF YOU NEED THAT IN YOUR BUDGET, I THINK YOU HAVE A HUGE FAN BASE HERE, AND WE'LL HELP YOU WITH THAT.

I LOVE THAT ACOS AND THE FIELD OFFICERS ARE DOING GOOD.

I'M SO PROUD OF OUR

[01:05:01]

ANIMAL CONTROL OFFICERS IN THE FIELD.

AND PLEASE LET THEM KNOW THAT FROM THE BOTTOM OF MY HEART, YOU GUYS HAVE THE HARDEST JOBS OUT THERE.

UM, I MEAN, , YOUR, YOUR JOB IS SO INCREDIBLY COMPLEX.

YOU GUYS ARE TRADITIONALLY UNDERFUNDED.

YOU'VE GOTTEN SHOT IN THE FIELD, YOU SUFFERED DOG BITES IN THE FIELD.

I LOVED WHAT OUR NEW COMMISSIONER SAID ABOUT SEEING YOU GUYS OUT THERE AT 9:00 PM WHEN WE'RE ALL WARM, UM, AT HOME.

YOU GUYS ARE OUT THERE IN THE COLD, YOU'RE OUT THERE IN THE HEAT.

AND, UM, I JUST THINK THIS IS A GREAT TIME TO RECOGNIZE AND THANK EVERYTHING YOU GUYS DO BECAUSE IT'S INCREDIBLY IMPORTANT AND IT'S A REALLY, REALLY HARD JOB.

AND NOBODY SAYS THANK YOU ENOUGH.

UH, A COUPLE OTHER QUESTIONS.

I JUST WANTED TO BRING THIS UP.

UM, COMMISSIONER HANSEN TALKED ABOUT STRONGER LAWS ON BREEDING.

IF I CAN JUST HAVE ONE MINUTE ON THIS.

SO RIGHT NOW, UNDER TEXAS, YOU CAN'T WELL, WELL, I'M MAKING A COMMENT.

OH, OKAY.

OKAY.

YEAH.

UH, BUT JUST SO YOU KNOW, IT'S MUTE.

I HAVE TWO MINUTES LEFT.

OKAY.

OKAY.

SO, UM, TEXAS DEPARTMENT OF LICENSING AND REGULATIONS, IF YOU HAVE FOUR BREEDING FEMALES, YOU HAVE TO GET LICENSED.

THAT IS STATE LAW.

WE HAVE AN ORDINANCE THAT SAYS YOU CAN'T SELL DOGS IN PARKING LOTS.

AND ON THE SIDE OF THE ROAD, IN THE CITY OF DALLAS, WE ALSO HAVE AN ORDINANCE THAT SAYS YOU HAVE TO GET A PERMIT TO BREED.

AND THERE'S AN ORDINANCE THAT SAYS YOU CAN'T SELL DOGS IN, IN, UM, STORES.

SO, YOU KNOW, IT'S NOT THAT WE NEED BETTER ORDINANCES, IT'S HOW DO WE ENFORCE THOSE AND HOW DO WE ALLOW OUR SHELTER STAFF TO BE ABLE TO ENFORCE THOSE.

UM, COMMISSIONER, UM, DUN FAULKNER, YOU BROUGHT UP AN EXCELLENT POINT.

SOMEONE TELLS ME THEY'RE BREEDING, YOU KNOW, THEY HAVE THESE 12 PUPPIES.

HOW DO YOU ENFORCE THAT? I WANNA HEAR THAT, AND I WANNA IMPROVE ON THAT BECAUSE WE HAVE THE ORDINANCES AND NOW WE HAVE THE FIELD STAFF, RIGHT? BECAUSE REMEMBER SIX MONTHS AGO, WE DIDN'T, I MEAN, WHAT THEY'VE DONE WITH THEIR FIELD STAFF IS COMPLETELY BUILD THAT UP.

SO THAT IS SOMETHING, I MEAN, WE HAVE THE LAWS, LET'S TRY TO ENFORCE WHAT WE HAVE, RIGHT? UM, OKAY.

AND THEN LAST BUT NOT LEAST, UH, THE CAFE UPDATE.

SO PEOPLE, UH, AGAIN, LET'S JUST LOOK AT THE JUXTAPOSITION HERE.

WE'RE TELLING DALLAS ANIMAL SERVICES, THEY'VE GOTTA GET 'EM ADOPTED.

WE CAN'T HAVE THESE DOGS BEING EUTHANIZED, BUT AT THE SAME TIME, THE PEOPLE THAT ARE ADOPTING THEM MAYBE AREN'T EDUCATED ON HOW TO BE ADOPTERS.

AND I, I UNDERSTAND THAT COMMISSIONER MOSS BROUGHT THAT UP AND, AND WE UNDERSTAND THAT.

SO THE CAFE UPDATE IS INCREDIBLY IMPORTANT.

AND I LOVE THE POSTCARDS IDEA BECAUSE WHEN YOU ARE GETTING CITED, YOU BRING THE DOGS BACK, RIGHT? AND THEN IT'S, WE'RE JUST IN THIS CATCH 22.

SO I'D LIKE TO KNOW HOW MANY PEOPLE ARE SHOWING UP TO THOSE EVENTS AND HOW WE CAN MAKE THOSE STRONGER.

THANK YOU SO MUCH, EVERYBODY.

I'LL, I'LL YIELD MY TIME.

OKAY, LET'S ALL BREATHE.

UM, SO LET ME NOTATE THIS TIME REALLY QUICKLY, AND THEN WE WILL GO TO STAFF.

UM, SO WHAT WE'RE GOING TO DO, NOT TO WORRY, WE HAVE SECOND ROUNDS, SO WE'RE GONNA UTILIZE THE REMAINING TIME TO ADDRESS THESE QUESTIONS.

UM, MY SUGGESTION IN BETWEEN SECOND ROUNDS IS IF THERE'S A MOTION FOR US TO HAVE THE PUBLIC SPEAKERS, I WOULD DO THAT, AND THEN WE CAN, UM, OPEN FOR ADDITIONAL ROUNDS OF DISCUSSION.

BUT AGAIN, THAT IS UP TO THE CHAIR AND IF A MOTION IS PASSED.

UM, SO WE'RE GONNA REVISIT, UM, I DON'T BELIEVE YOU DO HAVE ADDITIONAL TIME COMMISSIONER STREP, BUT THERE WEREN'T REALLY ANY OUTSTANDING QUESTIONS.

UM, YOU HAD FOUR MINUTES AND 32 SECONDS OF TIME LEFT.

WOULD YOU LIKE TO USE THEM OR WOULD YOU LIKE TO, UH, PASS 'EM ON, I GUESS? PASS 'EM ON.

THANK YOU VERY MUCH.

THANK YOU.

UM, SO COMMISSIONER MOSS, YOU HAD THREE MINUTES AND 10 SECONDS LEFT.

YOU, UM, HAD, AS FAR AS A QUESTION, WHAT ARE WE DOING TO CREATE THE VISIBILITY AROUND INBOUND DOGS IN THE CITY OF DALLAS? IS THAT CORRECT? YES.

OKAY.

UM, SO I'M GOING TO START YOUR REMAINING TIME, AND THEN IF ANYBODY ON OUR STAFF WOULD LIKE TO ADDRESS THAT, YOU MAY DO SO NOW.

NO, NO FURTHER QUESTIONS FROM ME.

UH, DOES ANYBODY ON STAFF HAVE ANYTHING ADDRESS ABOUT WHAT WE'RE DOING? IF I COULD ADDRESS, IF I COULD ADDRESS THE COMMISSIONER'S QUESTION? YES.

WE DO A LOT WITH NETWORKING.

UH, WE, WE DO RELY ON SOCIAL MEDIA A LOT TO GET THESE, UH, ANIMALS, UH, SOCIALIZED OUT THERE TO LET THE FOLKS KNOW WHAT WE HAVE IN THE SHELTER.

UH, PART OF WHAT I SPOKE ABOUT EARLIER THROUGH THE CFI PROCESS IN, IN LEARNING THROUGH THIS CFI PROCESS, IS THESE VIRTUAL OPPORTUNITIES AND IN PERSON ENGAGEMENT OPPORTUNITIES ARE ALSO OPPORTUNITIES FOR US TO SHOW WHAT WE ACTUALLY HAVE IN THE SHELTER.

UH, WE HAD AN A SO THAT ACTUALLY CAME UP WITH THE IDEA OF WHEN THEY GO OUT TO THESE EVENTS TO ACTUALLY BRING

[01:10:01]

AN IPAD WITH THEM TO SHOW THESE FOLKS WHAT'S ACTUALLY IN THE SHELTER.

BECAUSE UNFORTUNATELY YOU CAN ONLY BRING SO MANY ANIMALS OUT TO AN EVENT, BUT TO ACTUALLY HAVE THE IPADS WITH THEM AND TO BE ABLE TO SHOW THIS IS WHAT WE ALSO HAVE AVAILABLE AT THE SHELTER AS WELL.

SO WE'RE, WE'RE LOOKING AT ALL AVENUES AS FAR AS GETTING THE VISIBILITY OF THOSE THAT ARE IN OUR POPULATION OUT INTO THE PUBLIC AS MUCH AS WE CAN.

UM, SO I DON'T KNOW IF MARY, YOU WANTED TO WANT TO ADD TO THAT, IF I MIGHT.

I, UH, I THOUGHT ABOUT THAT QUESTION THAT COMMISSIONER MOS ASKED, AND I THINK HE WAS REFERRING TO THE, THE FIRE HOSE OF ANIMALS THAT ARE COMING TO THE SHELTER ON A DAILY BASIS.

AND WHAT WE'RE DOING TO, TO ADDRESS THAT IN SOME WAY.

AND I THINK OUR FIELD OFFICERS AND OUR PET SUPPORT TEAM ARE UNIQUELY POSITIONED TO, TO GATHER DATA ABOUT THE REASONS THAT PEOPLE ARE RELINQUISHING THEIR DOGS, WHY PEOPLE COME TO US AND WHY OFTEN THEY LIE TO US.

AND LET'S BE HONEST ABOUT THIS, FOR FEAR OF RETRIBUTION, FOR FEAR OF ALL KINDS OF THINGS.

SO WHAT I THINK SUMMER'S TEAM REALLY WORKS HEAVILY ON IS, IS AND IS TRYING TO DEVELOP A WAY TO HAVE GOOD, MEANINGFUL COMMUNICATION WITH INDIVIDUALS WHO COME TO US TO REALLY GET TO THE ROOT CAUSE OF OUR PROBLEM.

WE WE'RE SEEING A LOT OF PEOPLE WHO RELINQUISH BECAUSE OF HOUSING.

WE DON'T KNOW WHAT THAT MEANS.

DOES THAT MEAN THAT YOU EASILY GOT A PUPPY THAT YOU COULD HIDE UNDER YOUR COAT WHEN YOU CAME INTO YOUR APARTMENT AND ALL OF A SUDDEN IT'S 60 POUNDS AND OOPS.

UH, WE WE'RE GATHERING THAT KIND OF DATA TO SEE HOW WE CAN BE A MEANINGFUL PART OF, OF HELPING PEOPLE KEEP THEIR PETS OR MAKE GOOD DECISIONS.

SUMMER, WOULD YOU LIKE TO ADD ANYTHING? LEMME MAKE THIS ONE.

CAN YOU HEAR ME? ? OKAY.

UM, YEAH, I THINK DO, DO YOU HAVE A QUICK FOLLOW UP? IF, IF, IF I'M SORRY, PLEASE.

I, YEAH, YOU DO HAVE TIME.

THE END OF, YEAH.

NO, I JUST WANTED TO KIND OF ELABORATE ON, ON, ON THE FIRST ROUND A LITTLE BIT.

I THINK, YOU KNOW, I HEARD SOMEBODY MENTION, UM, THE, THE, THE FEAR OF RETRIBUTION.

I CERTAINLY, I AM HYPERBOLIC WHEN I SAY WE NEED TO UNDERSTAND HOW BAD WE ARE AS DALLAS CITIZENS, BECAUSE I DO FEEL THAT WAY IMP PASSIONATELY.

BUT THE MORE MEASURED WAY TO DO THAT IS TO ALLOW PEOPLE TO COME IN COMPLIANCE, RIGHT? SO WHEN SOMEBODY CALLS YOU WITH A LITTER OF 12, UGH, YOU KNOW, YOU SHOULDN'T BE DOING THIS.

RIGHT? HOWEVER WE CAN HELP, RIGHT? SO, I JUST WANTED TO CLEAR THE RECORD THERE.

I CERTAINLY DON'T, UH, I I I'M NOT ALL FOR BEATING PEOPLE UP ABOUT THIS.

YEAH.

AND I THINK THAT IS, UM, A HUNDRED PERCENT WHAT THE PET SUPPORT TEAM IS TRYING TO DO IS, AS MARY SAID, DIAGNOSE WHY TRULY THE ANIMAL IS COMING IN AND TRYING TO PROVIDE RESOURCES FOR THEM TO, UM, HELP THEM COME INTO COMPLIANCE OR HELP THEM FIGURE OUT HOW TO ACCESS THE THINGS THEY NEED.

AND THEN, UM, I THINK THE OTHER THING TO KNOW, AS MARY SAID, WE ARE SEEING A HUGE INCREASE IN PEOPLE BRINGING ANIMALS IN FOR HOUSING.

AND WHEN WE TALK WITH PEOPLE, IT DOES TRULY TEND TO BE COMPLEX WITH LANDLORDS, THOSE SORTS OF THINGS THAT REALLY ARE BEYOND THEIR CONTROL.

UM, AS WELL AS WE ARE SEEING A HUGE INCREASE IN PEOPLE BRINGING ANIMALS IN FOR WHAT IS CURRENTLY BEING LOGGED AS PERSONAL ISSUES.

THAT IS WHEN, UM, PERSON, PEOPLE ARE EXPERIENCING THEIR OWN MEDICAL, UM, ISSUES THAT THEY CAN NO LONGER CARE FOR THEIR PETS.

UM, PERHAPS AN OWNER'S PASSED AWAY.

THEY'RE HOSPITALIZED.

AND IT DOES SEEM LIKE THERE ISN'T, UM, ENOUGH OF A SAFETY NET AVAILABLE FOR WHEN PEOPLE ARE EXPERIENCING THEIR OWN CRISIS FOR THEIR PETS TO BE CARED FOR.

SO THOSE ARE JUST SOME OF THE THINGS WE'RE LOOKING AT, BUT, UM, AND TRYING TO THEN STRATEGIZE AND CREATE, UH, OPPORTUNITY TO HELP THOSE FAMILIES.

THANK YOU.

SUMMER, UM, COMMISSIONER MOS, THAT WAS THE LAST OF YOUR TIME TO ASK ADDITIONAL QUESTIONS THIS ROUND.

UM, SO BASICALLY THAT'S HOW THIS WILL WORK.

THE REMAINING TIME IS FOR COMMISSIONERS TO ASK ANY ADDITIONAL QUESTIONS.

STAFF, UM, WILL ANSWER THE QUESTIONS, BUT WE'LL STILL BE COGNIZANT OF TIME IN OUR ANSWERS BEFORE WE GO TO SECOND ROUNDS.

OKAY.

UM, SO THAT'S GONNA BRING US TO COMMISSIONER HANSON, YOU HAD TWO MINUTES AND 51 SECONDS LEFT IF YOU'D LIKE TO ASK ADDITIONAL QUESTIONS.

AND THEN I BELIEVE YOUR QUESTIONS WERE, WHAT ARE WE DOING AS FAR AS, UM, STRONGER LAWS ON BREEDING AND ANYTHING RELATED TO, UM, OWNERS WHO HAVE STRAYS WITH MICROCHIPS, IF THERE'S ANY, UM, ANY PENALTIES TOWARDS THEM.

IS THAT CORRECT? RIGHT.

YEAH, ACTUALLY, UH, AGREE WITH, UH, CHAIR BOSKY IS THAT WE DO HAVE LAWS, WE HAVE REALLY GREAT STRONG LAWS.

UM, I THINK IT'S MORE ENFORCEMENT LIKE, WHAT DO WE NEED? WHAT DOES PAUL, WHAT DOES, UH, MARY, WHAT,

[01:15:01]

WHAT DOES OUR STAFF NEED TO, TO ENFORCE THOSE LAWS BETTER? UM, BECAUSE THE LAST TIME OUR PULLED A REPORT FOR A WHILE, WE HAD A COMMISSIONER BREEDING THAT WAS ILLEGAL BREEDING.

UM, AND THEN NOW SHE'S ONE OF THE ONLY PEOPLE, HER HUSBAND'S ONE OF THE ONLY PEOPLE THAT HAVE A BREEDING PERMIT IN THE CITY OF DALLAS.

UM, AND THEY'RE BREEDING LOTS AND LOTS AND LOTS OF DOGS.

UM, AND I'M SAVING MORE ROT THERE, THERE'S MORE ROT WALLERS BEING BRED THAN I CAN PERSONALLY SAVE.

AND I'VE SAVED OVER A HUNDRED ROT WALLERS IN THE PAST YEAR.

SO IT'S JUST A LOT OF THINGS GOING ON THAT, UM, WELL, THAT'S, I'D LIKE TO SEE KIND OF, HOW, HOW CAN WE SOLVE THIS PROBLEM BECAUSE THAT, THAT IS A DRAIN ON OUR CITY WHEN THEY'RE ENDING UP IN A SHELTER.

NOW THAT'S CAUSING THE STAFF MORE AWARE.

YOU KNOW, JUST EVERYBODY, IT'S JUST A HARDSHIP ON EVERYONE.

UM, SO THAT'S KIND OF SOMETHING I GUESS I'M CURIOUS IS LIKE, HOW DO WE ADDRESS, WHAT DO WE DO ABOUT IT? UM, YOU KNOW, WHAT IDEAS DOES EVERYBODY HAVE.

UM, BUT THEN ON A SECOND NOTE, I, I DO WANNA THANK, UM, COMMISSIONER CASEY AND SIA, AND THE ONES THAT ARE TALKING ABOUT MARKETING, PUTTING OUT LIKE, THE PROPER MESSAGE OF WHAT WE ARE ABOUT THE D NINETIES, KIND OF LIKE, LIKE WHAT THEY WERE SAYING, LIKE THE PUBLIC DOESN'T REALLY UNDERSTAND WHAT THAT MEANS.

SO I'D LOVE TO SEE LIKE A REALLY GOOD PR, UM, PROGRAM PUT OUT THERE THAT KIND OF ADDRESSES OUR NEEDS AND WHAT WE REALLY DO NEED AND WHAT, WHAT CAN MAKE A DIFFERENCE, WHAT CAN HELP THE SHELTER, WHAT CAN HELP OUR CITY, WHAT CAN HELP OUR CITIZENS, UM, YOU KNOW, CHANGE THE TRAJECTORY OF, OF EVERYTHING THAT'S GOING ON.

AND I APOLOGIZE, I'VE BEEN SICK, SO I'M KIND OF LIKE STRUGGLING THROUGH THIS, THIS MEETING TODAY.

UM, BUT I GUESS THAT'S ABOUT IT.

OKAY.

UH, WOULD ANY STAFF LIKE TO ADDRESS? YES.

UH, FOR, FOR US AND AS AN OFFICER, UH, BEFORE MYSELF IN THE FIELD, A LOT OF THE CALLS THAT WE RESPOND TO WE'RE RESPONDING TO BASED ON PRIORITY.

AND A LOT OF TIMES WHEN WE GET CAUGHT UP IN THOSE HIGHER PRIORITY CALLS, THE LOWER PRIORITIES DON'T REALLY GET THAT MUCH ATTENTION.

BUT AGAIN, THOSE TYPES OF CALLS HAVE TO BE REPORTED, AND WE HAVE TO BE, BE PROVIDED SOME TYPE OF DETAIL SO THAT WHEN WE DO FOLLOW UP, THERE'S ENOUGH FOR US TO GO ON TO BE ABLE TO PROVE THE CASE.

BECAUSE BEFORE A COURT OF LAW, WE'D HAVE TO PROVE UP EXACTLY WHAT WE'RE CITING BEFORE WE COULD EVEN MOVE FORWARD.

AND, UH, IT, IT, NINE TIMES OUTTA 10, THEY'RE EITHER ALREADY GONE.

BUT I MEAN, WE, WE DO GO BACK.

WE LOOK AT FACEBOOK POSTS, WE LOOK AT INSTAGRAM, WE LOOK AT, UH, VARIOUS OTHER MEANS THAT, UH, WE HAD ONE THAT WAS RECENTLY REPORTED TO US, UH, THAT THE ACTUAL, UH, REPORTING PERSON PROVIDED A VIDEO THAT ACTUALLY SAID THIS PERSON WAS DOING X AND WE WERE ABLE TO GO OUT AND HAVE A CONVERSATION ABOUT THIS SITUATION.

SO THOSE ARE THE TYPES OF THINGS THAT WE CAN DO IN, IN RELATIVE TO THAT.

UM, AS FAR AS THE EDUCATION AND OUTREACH, WE'RE DOING ALL THAT WE CAN THROUGH THE LEASE 1 0 1 PROJECT WITH JVR, OUR CFE VIRTUAL.

AND IN-PERSON MEETINGS, I'M LOOKING TO STAND UP A TEAM, UH, INTERNALLY AT THE MOMENT TO PROVE THAT ENGAGEMENT IS KEY, UH, AS PART OF ONE OF OUR CORE SERVICE VALUES.

AND I BELIEVE IN ENGAGEMENT AS A RESOLUTION TO A MEANS TO MINIMIZE CITATIONS AND THE NEED FOR NOTICES AND REDUCING VIOLATIONS.

AWESOME.

THANK YOU, PAUL.

UM, SO COMMISSIONER HANSON, THAT WAS YOUR TIME TO ASK ADDITIONAL QUESTIONS.

SO WE'RE GONNA MOVE ON TO COMMISSIONER GEHRING.

UM, YOU HAVE A MINUTE AND 12 SECONDS, AND YOUR QUESTIONS, I BELIEVE WERE WHAT CAN YOU DO AS COMMISSIONERS TO HELP GET THE WORD OUT BESIDES TALKING TO CITY COUNCIL MEMBERS? UM, AND THAT SPAY AND NEUTER EDUCATION IS IMPORTANT.

WHAT ARE WE DOING ON THE EDUCATION FRONT? IS THAT CORRECT? OKAY.

I'M GONNA START YOUR TIME IF YOU HAVE ANY ADDITIONAL QUESTIONS.

UM, NO, I'LL SAY MY OTHER QUESTIONS FOR THE SECOND ROUND.

OKAY.

UH, STAFF, IF YOU WOULD LIKE TO ADDRESS, I APPRECIATE THE, UH, CONVERSATION AND I WOULD APPRECIATE YOUR, YOU ALL'S SUPPORT IN CONVERSATING WITH YOUR, UH, PROSPECTIVE COUNCIL MEMBERS ON OUR BUDGET.

UH, IF IT'S NOT KNOWN, 80% OF OUR BUDGET IS ACTUAL SALARIES AND CONTRACTUAL LABOR.

THE REMAINING 20% ARE ALL DEDICATED TO ALL THOSE OTHER RESOURCES THAT WE NEED TO OPERATE.

THAT'S WHY THE VOLUNTEERS ARE SO VITAL IN OUR DEPARTMENT.

HOWEVER, WITH GAINING SUSPECTED ANIMAL CRUELTY AND THAT EXTRA CARE, FEEDING, MONITORING HOUSING, UH, IT'S, IT'S INCREASED OUR BUDGET SUBSTANTIALLY.

AND WE, WE ARE LACKING IN THOSE RESOURCES CURRENTLY AND WOULD LOVE SOME SUPPORT WHEN WE GO BEFORE, UH, THE CITY MANAGER IN THE NEXT MONTH TO TALK ABOUT OUR NEEDS AND ENHANCEMENTS.

WE ARE ASKING FOR AN ENHANCEMENT RELATIVE TO, UH, OUR STAFFING

[01:20:01]

COSTS AND, AND THE OTHER COSTS ASSOCIATED WITH SUSPECTED ANIMAL CRUELTY.

UM, BUT ANYTIME YOU ALL CAN SOCIALIZE IT, AND WHAT I HAVE NOTICED TOO IS THAT WHEN I GO TO THESE TOWN HALLS, I SEE A LOT OF FOLKS IN SUPPORT FOR ARTS AND CULTURES AND LIBRARIES.

UH, I DON'T SEE A LOT OF FOLKS THAT ARE ACTUALLY OUT THERE, UH, CHEERING ON THE, THE FACT THAT DAS MEETS MORE.

SO IF YOU ALL COULD DO THAT, THAT WOULD BE GREATLY APPRECIATED AS WELL.

AND WAS THERE A QUESTION OR QUESTION THAT I WAS MISSING? OH, THE ENGAGEMENT PART.

WAS THAT PART OF YOUR QUESTION? ENGAGEMENT.

OKAY.

SO LIKE I SAID, LIKE I ALLUDED TO, I'M LOOKING TO STAND UP A TEAM TO GO OUT AND DO THESE TYPES OF THINGS BECAUSE I DO BELIEVE ENGAGEMENT IS KEY.

AND I ALSO JUST HAD A MEETING WITH CODE LAST WEEK.

THEIR COMMUNITY OUTREACH AND ENGAGEMENT PERSON, IF YOU HAVE NOT NOTICED, THEY DO A LOT OF TRASH OFF EVENTS IN THE COMMUNITIES.

THEY GO TO THE LIBRARIES.

WE'RE GONNA LOOK TO STAND UP AN INDIVIDUAL TO GO WITH THEM, UH, TO BE ABLE TO EDUCATE AND PROVIDE RESOURCE INFORMATION AS WELL WHILE THEY'RE OUT THERE, WE'LL BE OUT THERE IN CONJUNCTION WITH THEM.

SO THOSE ARE THE TYPES OF THINGS THAT WE'RE LOOKING AT AS FAR AS DAS IN, IN PROVIDING OUTREACH AND EDUCATION.

THANK YOU, PAUL.

UM, SO COMMISSIONER CASEY, YOU HAD THREE MINUTES AND 22 SECONDS OF TIME.

UM, YOUR QUESTIONS, I BELIEVE, ARE, WHAT ARE THE EXACT PLANS OR CADENCE OF SPAY NEUTER EVENTS? UM, AND THEN AS FAR AS THE BILLBOARD INTENT, IT FEELS NON MESSAGING.

WHAT IS THE GOAL, WHICH I KNOW MIGHT BE HARD TO ANSWER WITH SARAH ABSENT, BUT IF STAFF WILL DO THE BEST, WE CAN ALSO CONNECT YOU WITH HER AFTER, UM, IF YOU WOULD LIKE, YOU HAVE THOSE THREE MINUTES AND 22 SECONDS TO ASK ANY ADDITIONAL QUESTIONS, OTHERWISE STAFF CAN ANSWER.

OKAY, GREAT.

YEAH, JUST TO CLARIFY, IT'S THAT SPECIFIC COMMUNITY CAD EVENT WHERE IT WAS FREE AND THEY DID A HUNDRED AND ACTUALLY DID OVER A HUNDRED.

THEY DID 115.

UM, SO THAT, AND THEN I ALSO WANTED TO POINT EVERYONE TO PAGE 17 ON THE REPORT, WHICH IS PAUL AND I ACTUALLY STARTED WORKING, AND WE'LL DO THIS IN THE NEXT ROUND, PROBABLY MORE DISCUSSION, BUT I'LL THROW THIS IN THE QUESTIONS I GUESS, OR I DON'T KNOW HOW IT WORKS.

BUT, UM, WE ACTUALLY MET A COUPLE OF WEEKS AGO TO FIX THAT 3 1 1 SITUATION BECAUSE IT, IT WAS VERY DIFFICULT TO FIND HOW TO REPORT THE ILLEGAL BREEDING.

AND, UM, HE'S WORKING ON ACTIVELY CHANGING THAT NOW.

SO WE STARTED THAT PROCESS, BUT THERE'S, I DON'T KNOW WHEN WE CAN TALK ABOUT THAT MORE, BUT I WANTED TO THROW THAT INTO THE MIX HERE.

AND THEN ALSO, UM, JUST FOR EVERYONE TO KNOW, UM, WITH THE MISSING PIO PERSON, IT'S VERY HARD TO STAFF THAT.

LIKE, UH, BOSKY, UH, COMMISSIONER BOSKY WAS SAYING IT'S NOT WELL FUNDED, AND THEY PUT OUT OFFERS, PEOPLE DON'T ACCEPT.

THERE ARE TWO PEOPLE WORKING IN THE PR DEPARTMENT RIGHT NOW, CARLA AND MARLOWE, WHO I WANNA JUST GIVE A SHOUT OUT THAT DESPITE MISSING A KEY PERSON AND CONSTANT NEED DAILY OF JUST EVEN UPDATING THE PHOTOS ON THE WEBSITE, THE ACTUAL WEBSITE INFORMATION, EVERYTHING OF SOCIAL MEDIA, PUTTING THE FOUND ANIMALS ON NEXT DOOR, THEY'RE DOING THAT BY HAND AND DOING A PHENOMENAL JOB OF COVERAGE WITH WAY LESS PEOPLE THAN THEY NEED FOR THE VOLUME.

UM, SO JUST, YOU KNOW, GIVE THEM A LITTLE SHOUT OUT, BUT THAT KEY POSITION IS MISSING THAT NORMALLY DOES THE PRESS RELEASES AND THE OVERARCHING, UM, PROJECT.

SO, UH, I JUST WANNA THROW THAT IN.

AND, UM, OH, THE QUESTION THAT YOU WERE TALKING ABOUT WITH THE BUDGET WITH CITY COUNCIL, WHEN YOU'RE GOING TO THEM SOON AND EXACTLY WHEN IS THAT, DO YOU ACTUALLY HAVE THE OPPORTUNITY TO SAY, WE NEED 4 MILLION MORE DOLLARS, OR IS THERE ACTUAL, LIKE, YOU CAN GET MORE MONEY AT THAT TIME? I'LL YIELD THE REST.

STAFF CAN GO AHEAD AND RESPOND DURING THE BUDGET DELIBERATIONS.

WE MEET WITH THE CITY MANAGER AND HIS TEAM OR HER TEAM BEFORE THE ACTUAL BUDGET DELIBERATION AT THE END OF THE YEAR.

UH, IT'S OUR OPPORTUNITY TO BRING, OF COURSE, ENHANCEMENTS THAT WE WOULD LIKE TO SEE, AND WE HAVE TO SUBSTANTIATE THAT WITH DATA TO SHOW WHAT IT IS THAT WE NEED, WHAT THE COST IS GONNA BE ASSOCIATED WITH IT, AND THEN AT THE SAME TIME, AN OPPORTUNITY, THEY, THEY ASK FOR US TO BRING PROPOSED CUTS IF NECESSARY IN RELATIONS TO OUR OPERATIONS.

SO WE, WE BRING THOSE CUTS AND WHY WE FEEL WE SHOULD NOT CUT THEM.

AND THEN WE BRING OUR ENHANCEMENTS AND ASK, THIS IS WHAT WE NEED AND THIS IS THE, THE DOLLAR AMOUNT ASSOCIATED WITH THAT NEED.

SO THAT'S OUR OPPORTUNITY TO DO SO.

UM, AND THEN AT THE END OF THE YEAR, OF COURSE IT GOES THROUGH BUDGET TOWN HALLS AND THEN THE COUNCIL APPROVAL, AND THEY HAVE THE OPPORTUNITY, YOUR COUNCIL MEMBERS TO PUT IN AMENDMENTS TO SUGGESTED ENHANCEMENTS OR REDUCTIONS.

SO, UH, ANY SUPPORT THAT YOU CAN GIVE US IN RELATIVE TO YEAH, I THINK KEEP US IN THE LOOP WITH THAT.

'CAUSE WE CAN ALL SIMULTANEOUSLY WRITE OUR COUNCIL MEMBERS, AND I THINK EVEN SHOWING THEM, YOU KNOW, JUST LOOK AT THE SPCA UP THE ROAD, LOOK AT THE DIFFERENCE OF THE OPS AND THE BUDGETS AND WHAT WE HAVE OR OTHER SHELTERS.

I DON'T KNOW IF YOU DO THAT WHEN YOU GO ON WITH THE BUDGET, BUT I DON'T THINK THE COUNCIL MEMBERS REALLY HAVE AWARENESS, JUST LIKE THE CITIZENS OF HOW EXTREME THE CRISIS IS THAT YOU DEAL WITH ON A DAILY BASIS, THE SHELTER, AND THAT WE NEED MORE RESOURCES FOR IT.

YES.

AND IN RELATION TO THE SPAY NEUTER EVENTS, UH, UNFORTUNATELY WE'RE HOSTING, WE'RE NOT THE INDIVIDUALS WHO ARE PROVIDING THE SERVICES.

SO I CAN'T ALLUDE TO WHAT THE OTHER, UH, UH,

[01:25:01]

SPCF TEXAS AND SPAIN, UH, UH, OPERATION KINDNESS CAN OFFER.

BUT WE ARE WORKING TO TRY AND COORDINATE AS MANY AS WE CAN.

AND THE BILLBOARDING, UH, YOU ARE CORRECT, WE DO NOT HAVE THAT KEY PERSON IN PLACE, UH, BUT WE WELCOME ANY OPPORTUNITY FROM THOSE WHO ARE SUBJECT MATTER EXPERTS, UH, TO PROVIDE US ANYTHING THAT WE CAN TO MAKE THAT, UH, A BETTER USE OF OUR, UH, ALLOTTED RESOURCES.

THANK YOU, PAUL.

UM, AND AGAIN, TELL ME IF I'M WRONG, COMMISSIONER GOJIS, IS THAT CORRECT? YEP, THAT'S GOOD.

PERFECT.

OKAY.

, THAT WAS FINE.

SO YOU HAD, UH, THREE MINUTES AND 26, UH, SECONDS REMAINING FOR ANY ADDITIONAL QUESTIONS, BUT I DO BELIEVE, UM, YOU WANTED BASICALLY AN OPPORTUNITY FOR EDUCATION AT OTHER EVENTS AND AROUND PEOPLE WHO EITHER FEAR BEING PET OWNERS OR HAVE LIMITATIONS AROUND BEING PET OWNERS TO BE ADDRESSED.

IS THAT CORRECT? YEAH, CORRECT.

AND I JUST, AND I'M GONNA START YOUR TIME IF YOU HAVE ADDITIONAL QUESTIONS AND THEN STAFF CAN ANSWER AS WELL.

AND I DO KNOW THAT YOU ALL HAVE DONE, UH, ROUGHLY 20 EVENTS SO FAR.

UH, SO I GUESS MY FOLLOW UP QUESTION WOULD BE, WHAT WOULD BE THE PROCESS FOR REQUESTING, UH, YOU TO ATTEND THE EVENT OR, UH, TO PRESENT AT A COMMUNITY EVENT? UM, AND I'LL STOP THERE AND STAFF CAN GO AHEAD AND ADDRESS.

YES.

FOR THE, FOR THE LATTER QUESTION, IT WOULD BE JUST REACHING OUT TO, UH, DES, UH, EVEN MYSELF IF NECESSARY.

UH, IN THE LAST PAGE OF THE PRESENTATION, YOU HAVE ALL OF OUR CONTACT NUMBERS.

UH, WE'LL BE MORE THAN HAPPY TO SEND INDIVIDUALS OUT.

WE GET THOSE REQUESTS ALL THE TIME THROUGH COUNCIL OR NEIGHBORHOOD GROUPS.

BUT IF THERE'S AN EVENT THAT WE'RE MISSING, LET US KNOW AND WE'LL DO OUR BEST TO MAKE SURE THAT WE HAVE SOMEONE THERE, UH, WHO CAN TALK ABOUT BOTH THE RESPONSIBLE PART AND THE PET ADOPTION OPPORTUNITIES AS WELL.

UH, EDUCATION AND OTHER EVENTS, UH, LIKE I JUST SAID, UH, WE'RE LOOKING AT VIRTUAL, UH, WE, WITH THE, AND WHAT YOU ASKED EARLIER, I'M SORRY, THE, THE ATTENDANCE FOR THE CAPI EVENTS IS, IT'S, IT'S BEEN LOW, BUT THE ACTUAL PARTICIPATION THROUGH THE PROCESSES HAS BEEN HIGH.

SO IF WE HAD 10 PEOPLE THAT ATTENDED, ABOUT NINE OF THEM TOOK THE OPPORTUNITY TO TAKE ADVANTAGE OF WHATEVER RESOURCES WE WERE OFFERING.

SO IT HAS, ITS, ITS SUCCESSES, BUT IT'S IN ITS INFANCY.

SO WE'RE LOOKING AT VIRTUAL OPPORTUNITIES AND IN PERSON AS WELL, AND THEN COLLABORATING WITH OTHER DEPARTMENTS ON THEIR EVENTS TO ATTEND.

AND IS THERE ANYTHING ELSE? YOU STILL HAVE SOME ADDITIONAL TIME? OKAY.

WE'LL YIELD IT.

UM, AND THEN WE WILL MOVE TO COMMISSIONER LASTER.

YOU HAD THREE MINUTES AND 46 SECONDS OF TIME.

UM, I BELIEVE YOUR QUESTIONS WERE, IF SOMEBODY COULD SPEAK MORE TO LOOSE AND LOOSE DOG BITES THAT HAVE OWNERS, UM, AND KIND OF ANY, UM, TRENDS AS TO WHY THAT'S HAPPENING.

UM, I WILL START YOUR TIME IN CASE YOU HAVE ADDITIONAL QUESTIONS, AND IF NOT, WILL ADDRESS.

I DON'T HAVE ANY LOOSEN QUESTIONS.

OKAY.

WOULD STAFF BE ABLE TO ADDRESS YES.

FOR THE LOOSE AND LOOSE ALL DOG, UH, BITES BY CATEGORY? WE CAN WORK TO PULL THAT INTO OUR SLIDE FOR THE NEXT PRESENTATION SO THAT YOU COULD SEE EXACTLY WHERE THOSE ARE OCCURRING, WHETHER IT'S OWNERS OR THEY'RE ACTUALLY LOOSE DOGS THAT ARE DOING THE FIGHTING, SO THAT AS A, AS A BODY, YOU CAN SEE WHERE THOSE NUMBERS ARE AFFECTED.

UH, I BELIEVE, AND I'M, I'M NOT GONNA SPEAK OFF CUFF, BUT ONE CATEGORY IS HIGHER THAN THE OTHER, OF COURSE.

AND IT'S ALL ABOUT EDUCATION.

UH, I BELIEVE IT'S ALL ABOUT EDUCATION.

UH, WHEN THE JVR TEAM WAS HERE, THEY DID HAVE CONVERSATIONS WITH SOME GROUPS IN THE CHURCH.

AND IT WAS FUNNY BECAUSE THEY HAD ONE GROUP OF A YOUNGER GROUP THAT THEY WERE SPEAKING WITH, AND THEY WERE, THEY THOUGHT IT WAS OKAY TO LET THE DOGS LOOSE TO GO OUT INTO THE YARD TO DO THEIR BUSINESS WITHOUT BEING ON LEASH OR BEING IN A SECURED ENCLOSURE.

AND THE OTHER OLDER GROUP WAS BASICALLY CORRECTING THE YOUNGER GROUP.

OH, YOU CAN'T DO THAT.

THEY HAVE TO BE IN A LEASH AT ALL TIMES.

SO THERE'S OBVIOUSLY SOME OPPORTUNITIES FOR EDUCATION AND UNDERSTANDING ABOUT REQUIREMENTS, UH, BECAUSE THOSE ARE PROBABLY SOME OF THE PRECURSORS TO SOME OF THESE PROBLEMS THAT WE'RE HAVING WITH THE, WITH THE DOG BITES.

MAY I ADD SOMETHING? THANK YOU.

UM, YOU HAD MENTIONED SOMETHING, COMMISSIONER, ABOUT WHETHER THESE WERE DO UNLEASHED OR UNLEASHED, AND AT LEAST ANECDOTALLY, THE ONES THAT I SEE ON A DAILY BASIS ARE ALL UNLEASHED, AND THE VAST MAJORITY OF THEM ARE ALSO UNSPAYED OR UN ALTERED.

AND INTERESTINGLY, WE DID A, UH, A PROGRAM IN MARICOPA COUNTY SOME YEARS AGO WHERE WE

[01:30:01]

DID A DOOR-TO-DOOR SPAY NEUTER EFFORT IN A VERY SMALL COMMUNITY TO SEE WHAT IMPACT THAT WOULD HAVE.

AND INTERESTINGLY, WHEN WE SPAYED AND NEUTERED THE ANIMALS IN A, SAY, FOUR BLOCK AREA IN A VERY HIGH BITE REPORTING AREA, WE DIDN'T SEE A REDUCTION IN THE NUMBER OF ANIMALS COMING INTO THE SHELTER.

WE SAW A SIGNIFICANT REDUCTION IN BITES.

SO MUCH SO THAT OUR, OUR COUNTY COMMISSION WERE VERY INTERESTED IN SUPPORTING MORE SPAY NEUTER BECAUSE IT'S NOT SOMETHING YOU THINK ABOUT, BUT WHEN THE DOGS ARE IN HEAT OR THEIR DOGS ARE, ARE OUT UNSTERILIZED, THEY'RE GOING TO BE LOOKING FOR THOSE IN FEMALES.

AND THAT ENDS UP CAUSING A LOT OF WHAT WE'RE SEEING, WE BELIEVE.

SO I'M BRINGING IT BACK TO THE SPAY NEUTER EFFORTS AND HOW WE CAN CONTINUE TO GET MORE FUNDING FOR SPAY NEUTER.

UH, WE ARE HAVING MEETINGS WITH REACH JONES, WHICH IS SUPER EXCITING TO HELP FUND US FOR MORE SPAY NEUTER.

WE DON'T KNOW HOW THAT WILL GO, BUT IT'S LOOKING VERY PROMISING.

THANK YOU.

UM, WE'RE GONNA MOVE TO COMMISSIONER BLER DUNN.

YOU HAD ONE MINUTE AND 16 SECONDS OF ADDITIONAL TIME FOR QUESTIONS.

UM, IN THE MEANTIME, I BELIEVE YOU HAD QUESTIONS AROUND WHAT ARE WE DOING ABOUT UNLICENSED BREEDERS AND WHAT'S THE PROTOCOL FOR REPORTING THEM.

UM, YOU HAD A QUESTION OVER HEARTWORM PROTOCOL AND THE RECOMMENDATION THAT, IS THIS THEIR ACTUAL TREATMENT OR IS IT AN INTERIM TREATMENT WITH FOLLOW UP AND THEN, UM, HAD QUESTIONS IN RELATION TO CRUELTY, UM, IN APARTMENTS AND IF VIDEO IS NEEDED.

IS THAT CORRECT? THAT'S RIGHT.

SO THAT'S ENOUGH QUESTIONS.

SO I'LL JUST LET, I'LL, I'LL YIELD.

OKAY.

AND THEN THANK YOU.

UM, IF STAFF WOULD LIKE TO START, WE'LL STILL RUN THE TIME JUST TO, IN CASE ANYTHING HAPPENS.

SO FOR THE HEARTWORM PROTOCOL WITH THE LACK OF FOLLOW THROUGH OR FOLLOW UP FROM ADOPTERS, WE SWITCHED AND THE PROTOCOL WAS DESIGNED TO STOP THE PROGRESSION OF HEARTWORMS AND ALSO PREVENT THE TRANSMISSION TO ANIMALS IN THE OTHER ANIMALS IN THE NEIGHBORHOOD.

UM, IT IS RECOMMENDED THAT YOU FOLLOW UP WITH YOUR VETERINARIAN.

WE DON'T GO INTO DETAIL ABOUT THAT BECAUSE EVERY VETERINARIAN WANTS TO DO, YOU KNOW, THEIR OWN TREATMENT AND, AND HOW THEY'RE GONNA DO IT.

BUT WE DO SAY THAT IT IS, YOU DO NEED TO FOLLOW UP WITH YOUR VETERINARIAN TO FOLLOW THEIR ADVICE ON FURTHER TREATMENT IF NEEDED.

WE HAVE SEEN IT ACTUALLY WORK, IT WORKS, AND WE WILL, YOU KNOW, THE DOGS WILL COME BACK NEGATIVE AFTER A TIME, BUT THEY'RE, THEY LEAVE THE BUILDING WITH A 12 MONTH, UM, PART ONE PREVENTION PLUS ONE INJECTION OF MECI OR DIRE BEND, WHICH STARTS ATTACKING THE ADULT PART ONE.

AND THEN THERE WAS THE QUESTION AROUND UNLICENSED BREEDING AND REPORTING IF SOMEBODY WOULD LIKE TO ADDRESS.

YES.

AND I BELIEVE I'VE SPOKEN ON THAT ONE AS FAR AS THE REPORTING ASPECT AND NEEDING TO HAVE ALL THE INFORMATION NECESSARY FOR US TO DO FOLLOW UP.

AND, UH, IT IS UNFORTUNATE THAT SOMETIMES IT'S HARD, IT'S A HARD CASE TO PROVE ONCE THE EVIDENCE IS GONE.

UH, BUT THERE ARE OPPORTUNITIES FOR US TO LOOK AT UNDERLYING EVIDENCE LIKE VIDEO OR PAST POSTS OF, YOU KNOW, THIS INDIVIDUAL WHO'S ACTUALLY DOING THESE TYPES OF THINGS.

UM, WE DO, UH, IF THEY ARE FOUND TO BE IN VIOLATION AND WE HAVE ENOUGH EVIDENCE TO SUPPORT THAT, WE ISSUE CITATIONS AND WE GO THROUGH THE COURT PROCESS.

UM, AS FAR AS THE CRUELTY AND EVIDENCE GOES, AS I STATED EARLIER IN, IN THE FLOW, DAS IS ONLY CHARGED WITH CARE, TRANSPORT, FEEDING AND FOLLOW UP CARE IF NECESSARY TO THE MEDICAL EVALUATION PROCESS.

CRUELTY DETERMINATIONS ARE BASED, UH, SOLELY IN THE HANDS OF DPD, SO THAT WOULD BE A-A-A-D-P-D RESPONSE TO BE ABLE TO IDENTIFY IF THERE IS ACTUAL CRUELTY GOING ON, AND THEN, UH, TAKE IT THROUGH WHATEVER COURSE THAT THEY'RE RESPONSIBLE FOR.

UM, WITH THAT, THAT WAS ALL THE QUESTIONS.

YES.

THANK YOU.

UM, SO SINCE TIME RAN, WE'RE GONNA MOVE TO COMMISSIONER GONZALEZ.

YOU HAD, UH, THREE MINUTES AND SIX SECONDS FOR ADDITIONAL QUESTIONS.

UM, AND I KNOW THAT YOURS WERE MOSTLY RELATED TO THE BILLBOARDS AND WHEN THEY'RE GONNA GO UP, UM, WHICH AGAIN MIGHT BE KIND OF DIFFICULT TO ANSWER WITHOUT SARAH HERE.

UM, BUT WE COULD TAKE A STAB AT IT OR IF YOU HAVE ADDITIONAL QUESTIONS, WE CAN RUN THE TIME.

UM, I DON'T REALLY HAVE ANY ADDITIONAL QUESTIONS, SO, OKAY.

UM, WOULD ANY STAFF LIKE TO ADDRESS, OR IF NOT, WE CAN JUST HAVE SARAH REACH OUT OFFLINE.

YEAH, SARAH CAN MUCH DO A MUCH BETTER JOB THAN ME, BUT I KNOW CAN TELL YOU THAT ONE OF THE BILLBOARDS IS ALREADY UP.

UM, SO ON THE ON 30 IT'S UP, AND I BELIEVE YOU ARE RIGHT,

[01:35:01]

ALL OF YOU ARE RIGHT, BECAUSE ME THINKING LIKE A CITIZEN, I SEE THE SIGN AND I SEE B DALLAS 90, I KNOW WHAT THAT IS, BUT I DON'T THINK ANYBODY ELSE, I'D LOVE FOR IT JUST TO SAY, ADOPT, ADOPT OR SOMETHING ALONG THOSE LINES.

SOMETHING VERY CLEAR AND, AND, AND A CALL TO ACTION, SOME KIND OF CALL TO ACTION.

BUT IT'S A START.

IS IT DIGITAL? IT IS.

THANK YOU .

UM, SO WE'RE GOING TO NOW MOVE TO COMMISSIONER SANDERS.

YOU HAD ONE MINUTE AND 24 SECONDS LEFT OF TIME.

UM, IT WAS A LOT OF THE SAME IN REGARDS TO THE MARKETING, UM, AND ALSO JUST GIVING YOUR APPRECIATION AS FAR AS OUR ANIMAL OFFICERS AND TO OUR OTHER COMMISSIONERS AND CHAIR.

UM, WOULD YOU LIKE TO ASK ANY ADDITIONAL QUESTIONS WITH YOUR MINUTE 24? I DON'T HAVE ANY ADDITIONAL QUESTIONS, BUT I ALSO JUST WANNA MENTION THAT I NEGLECTED TO SAY HOW MUCH WORK MICHAEL BURKE DID AT THE COMMUNITY CAT EVENT.

ALL WITH A SMILE ON HIS FACE.

THANK YOU VERY MUCH.

OKAY.

UM, SO WE'RE GONNA MOVE TO COMMISSIONER SYED.

DON'T, DON'T PANIC.

YOU HAVE SIX SECONDS OF TIME LEFT.

BUT, BUT, BUT, BUT THAT'S ONLY FOR ASKING ADDITIONAL QUESTIONS.

OKAY.

I HAVE, I HAVE YOUR QUESTIONS NOTATED AND WE CAN HAVE STAFF ADDRESS THEM, BUT IF YOU WANNA SQUEEZE ONE IN WITH THIS EXTRA SIX SECONDS NOT A PROBLEM.

I WON'T, I WON'T.

YOU TELL ME WHEN AND I'LL, I'LL PRESS THE BUTTON.

, YEAH, YOU TELL ME WHEN AND I'LL PRESS THE BUTTON.

AND THEN, UM, BUT BEFORE WE, BEFORE WE DO THAT, LET ME JUST DO A, A RECAP OF YOUR QUESTIONS SO THAT ALSO DOESN'T EAT INTO YOUR TIME.

RIGHT.

UM, SO AGAIN, SIMILAR QUESTIONS AROUND THE BILLBOARDS, UM, AND MAKING SURE THAT WE'RE NOT PAYING FOR THEM SINCE THEY ARE A PUBLIC SERVICE ANNOUNCEMENT.

UM, SIMILAR COMMENTS AROUND IT BEING TOO INTERNAL FACING.

UM, AND ALSO IF THERE'S AN OPPORTUNITY FOR SOME REDESIGN, UM, POTENTIALLY GOING BACK TO A MARKETING DRAFT FROM TWO, UH, PUBLIC INFORMATION OFFICERS AGO.

UM, AND WOULD LIKE TO KNOW WHERE WE CURRENTLY ARE AT WITH THAT SEARCH FOR A PUBLIC INFORMATION OFFICER.

UM, HOW WE CAN UTILIZE VIDEO MORE IN REGARDS TO MARKETING ENGAGEMENT AND MARKETING COMMUNICATIONS IN AND AROUND THE SHELTER.

AND THEN WAS ALSO CURIOUS ABOUT THE VIDEO QUESTION AROUND ANIMAL CRUELTY.

IS THAT CORRECT? .

OKAY.

OKAY.

UM, IF YOU HAVE ADDITIONAL, ADDITIONAL QUESTIONS WITH YOUR SIX SECONDS, YOU TELL ME WHEN TO START YOUR TIME AND THEN WE CAN HAVE STAFF ADDRESS, RIGHT? ALL RIGHT.

GO.

OKAY.

WE HAVE A CITY PIO.

THEY GET PAID 1,000,006 TO HAVE IN OFFICE WITH 17 PEOPLE.

SOMEONE NEEDS TO FIGURE OUT HOW TO UTILIZE THEM.

SORRY.

LIKE THAT'S UNACCEPTABLE.

GOOD STAFF, IF YOU GOT IT, YOU GOT IT.

UM, STAFF, IF YOU WOULD LIKE TO ADDRESS, AND IF YOU NEED ANY REFRESHERS, LET ME KNOW.

I'LL JUST ADD THAT WE DO HAVE A BUNCH OF VERY PROMISING LOOKING APPLICATIONS FOR THE PIC PUBLIC INFORMATION COORDINATOR.

UH, AND SARAH WILL BE LOOKING INTO THOSE WITH PAUL AND MY HELP NEXT WEEK.

YES.

AND, AND TO THE MARKETING, UH, STRUCTURE THAT WAS ALREADY CREATED, BE MORE THAN HAPPY TO TAKE A LOOK AND, AND REVISIT THAT AND SEE THAT THERE'S NO SENSE IN RECREATING THE WHEEL.

IF IT WAS ALREADY THERE, WE CAN JUST ADD TO IT.

UH, I'D BE MORE THAN HAPPY TO DO THAT.

UH, THE VIDEO OPPORTUNITIES, I, I BELIEVE THERE'S A LOT OF POTENTIAL FOR VIDEO OPPORTUNITIES.

UH, I DO KNOW THAT IN MY FORMER LIFE WITH CODE, THE DIRECTOR WOULD DO A WEEKLY VIDEO THROUGH SOCIAL MEDIA ABOUT WHERE THE STATE OF THE DEPARTMENT WAS AT, WHAT WERE THE NEEDS AND SOME OF THE THINGS THAT THEY SAW IN THE COMMUNITIES.

SO THERE MAY BE AN OPPORTUNITY FOR THAT AS WELL.

MAYBE GOING THROUGH EACH UNIT AND SAYING, WHAT IS MEDICAL SEEING THAT RIGHT NOW THAT THE, THE, THE COMMUNITY NEEDS TO BE AWARE OF AS, AS IT RELATES TO ANIMAL SICKNESS OR, OR, OR ISSUES.

AND THEN THE SAME WITH PET SUPPORT.

WHAT, WHAT ARE THEY NEEDING AS FAR AS MARKETING PUSHES? THERE'S A LOT OF OPPORTUNITIES FOR EACH UNIT TO SPEAK ON WHAT THEY NEED AS FAR AS OUTSIDE RESOURCE HELP.

SO I, I, I AGREE.

AND, UH, I LOOK FORWARD TO STARTING THAT HOPEFULLY SOON.

AND THEN, UM, IN INTERNAL MESSAGING.

NOTED, NOTED, I, I, I AGREE.

UH, WE, WE, UH, TEND TO TELL OUR OFFICERS WHEN THEY'RE RESPONDING TO AN EMAIL, DON'T USE, UH, ACRONYMS. 'CAUSE A LOT OF PEOPLE DON'T.

WELL, WE'RE DOING THE SAME THING THAT A LOT OF PEOPLE DON'T KNOW WHAT THAT MEANS.

SO I, I THINK WE CAN REVISIT THAT AND MAYBE LOOK

[01:40:01]

TO REBRAND, UH, WITH SOME MESSAGING THAT'S UNDERSTOOD OUT IN THE COMMUNITY.

OKAY.

UM, AND THEN CHAIR BBOS.

SO YOU'RE SIMILAR, YOU HAVE EIGHT SECONDS.

I WON'T START IT, BUT I'LL, BUT I'LL ALSO, I'LL ALSO REVISIT YOUR QUESTIONS.

UM, SO WE HAD, WHAT IS THE PROCESS FOR FINDING A DIRECTOR? WHAT DOES THAT TIMELINE LOOK LIKE AND HOW IS IT GOING TO WORK? UM, IN REGARDS TO THE BUDGET COMING UP, HOW CAN COMMISSIONERS HELP? UM, IS THERE A MARKETING DIRECTOR OR BUDGET FOR THAT AND POTENTIALLY AN EDUCATIONAL OFFICER? AND THEN IN REGARDS TO THE EXISTING LAWS ON BREEDING, ILLEGAL BREEDING AND THE BREEDING ORDINANCE, HOW DO WE ENFORCE THAT AND HOW DO WE EMPOWER STAFF? UM, AND THEN AS FAR AS KATHY, IT WAS HOW MANY PEOPLE ARE TURNING UP AND WHAT DO THOSE NUMBERS LOOK LIKE? IS THAT CORRECT? YES, MA'AM.

OKAY.

AND IF YOU HAVE ADDITIONAL QUESTIONS, I'LL START YOUR EIGHT SECONDS WHEN YOU SAY READY AS WELL.

READY.

WHAT IS LEASH 1 0 1? HOW CAN WE CHANGE THAT BILLBOARD TOMORROW? AND HOW CAN WE USE THE PIO AS SOON AS POSSIBLE? WHAT IS THAT PERSON'S EMAIL? I WILL GET IN TOUCH WITH THEM.

THANKS, .

GREAT JOB.

GREAT JOB.

AND IF , UM, IF STAFF WOULD LIKE TO RESPOND, I WILL ATTEMPT.

OKAY.

I'LL ATTEMPT TO RESPOND AND WE CAN, I CAN HELP REFRESH IF NEEDED.

AS IT RELATES TO THE, THE, UH, UH, SEARCH FOR THE NEXT DIRECTOR, UH, THAT IS IN THE HANDS OF OUR CHIEF OF STAFF WITH THE CITY MANAGER'S OFFICE AND THE RECRUITERS, UH, WE, THEY ARE, THERE IS A MEETING WITH AN OUTSIDE CONSULTING FIRM.

THERE WAS A SCOPE OF WORK PROVIDED ON THE SERVICES THEY PROVIDE FOR, I BELIEVE IT'S A NATIONWIDE SEARCH.

SO THAT CONVERSATION IS HAPPENING.

AS FAR AS THE TIMELINE GOES, I COULDN'T, I COULDN'T GIVE YOU ONE, UH, BUT OF COURSE, WE'RE HERE UNTIL THAT HAPPENS.

UM, TO, TO ADDRESS AND, AND TAKE CARE OF WHATEVER NEEDS THAT THE DEPARTMENT NEEDS IN THE COMMUNITY.

UH, EDUCATIONAL OFFICER.

I AGREE.

UH, CODE HAS A TEAM CALLED NEIGHBORHOOD CODE REPRESENTATIVES, AND THAT'S ALL THEY DO IS FOCUS ON ENGAGEMENT AND, AND COMMUNITY OUTREACH AND EDUCATION.

UH, UNFORTUNATELY, BEING WITH THE CITY FOR OVER 20 YEARS, THEY WILL SAY, YOU NEED TO FILL THE POSITIONS THAT YOU CURRENTLY HAVE VACANT BEFORE WE START ASKING FOR ADDITIONAL RESOURCES, WHICH WE ARE CURRENTLY, I BELIEVE THE LAST TIME I CHECKED, WE WERE AT 14% VACANCY RATE, UH, WITH A BIG IMPROVEMENT IN OUR FIELD OPERATIONS TEAM.

SO, UH, WE'RE, WE'RE CLOSE TO BEING THERE.

I JUST NEED TO PUT THE DATA TOGETHER TO SHOW WHY WE HAVE THE NEED AND WHAT IT WOULD COST TO SUPPORT IT.

BUT I BELIEVE INTERNALLY, UH, WE MAY HAVE A MECHANISM TO STAND UP A COUPLE OF PEOPLE TO BE ABLE TO TAKE ON THAT TASK.

IN THE INTERIM.

UH, THE BREEDING ORDINANCE, OF COURSE, THE BREEDING ORDINANCE IS THERE.

UH, AS I STATED EARLIER, WE, WE CAN ADDRESS IT, BUT IT, WE CAN ONLY DO THINGS BASED ON EVIDENCE AND WE HAVE TO BE ABLE TO PROVE IT UP IN COURT.

UH, BUT IF WE DID FIND IT, WE WOULD HOLD THOSE INDIVIDUALS ACCOUNTABLE FOR VIOLATING THAT SECTION OF CHAPTER SEVEN.

UM, THE CFE ATTENDANCE, AS I STATED EARLIER, WE'VE HAD ABOUT THREE EVENTS.

UH, ONE IN TWO IN PERSON, AND ONE VIRTUAL, UH, OR TWO VIRTUAL.

SO FOUR EVENTS.

AND THE ATTENDANCE HAS BEEN, UH, UH, ABOUT LESS, A LITTLE LESS THAN 20 PEOPLE.

UH, AND AGAIN, I I I, I HEAR THE SAME THING, AND I BELIEVE IT MAY BE THEIR FEARS OF, YOU KNOW, WHAT IS THIS GONNA BE ABOUT? AND, UH, PART OF THE VIDEO LINK IN THE CAFE PROJECT THAT WE HAD THE SLIDE FOR, UH, I WAS ASKING MARLO AND, AND, AND THANK YOU FOR THE SHOUT OUT TO MARLO AND CARLO.

THEY DO AN AWESOME JOB, UH, ABOUT MAYBE WE PUT THAT VIDEO ATTACHED TO THE POSTCARD IN SOCIAL MEDIA SO FOLKS SEE, CAN SEE, OKAY, THIS IS WHAT THE EVENT IS ABOUT.

AND IN THAT VIDEO, THERE'S ACTUALLY A PARTICIPANT THAT TALKS ABOUT HOW THANKFUL THEY WERE BECAUSE THEY DIDN'T KNOW ABOUT THE ADDITIONAL RESOURCES FOR SPAY NEUTER VACCINATIONS.

SO, YOU KNOW, AND THEN CONVERSATING WITH SOME OF THE FOLKS IN THE VIRTUAL TRAININGS AND DISCUSSIONS, THEY'VE ACTUALLY SAID, WELL, WOW, WE JUST RAN ACROSS THIS ON FACEBOOK AND WE'RE GLAD WE, WE ATTENDED BECAUSE THEY, THEY HAD CITATIONS THAT THEY NEEDED TO TAKE CARE OF, AND THEY ALSO NEEDED TO MAKE SURE THAT, THAT THE DOG WAS IN COMPLIANCE.

SO, GREAT, GRATEFUL FOR THE OPPORTUNITY FOR THE RESOURCES.

UM, AND IN WHAT IS LEASH 1 0 1? LEASH 1 0 1 IS ACTUALLY WHAT I ALLUDED TO EARLIER WITH JVR STRATEGIES, WHERE WE'RE LOOKING AT THE LOOSE AND LOOSE OWNED DOG CONCERNS.

UH, I UNDERSTAND THERE WAS A, UH, A STUDY DONE BY THE BCG SOME TIME AGO, AND

[01:45:01]

A LOT OF THAT HAS ALREADY BEEN RECTIFIED, UH, WITH THE, WITH THE ONLY REMAINING BEAM, THE SPAY NEUTER REQUEST.

UH, AND THAT'S STILL ONGOING.

UM, BUT AS WITH ANYTHING ELSE, YOU GOTTA CONTINUOUSLY RESEARCH AND REEVALUATE WHAT THE SYS SYSTEM IS SHOWING, WHAT THE DATA IS, SHOWING, WHAT THE COMMUNITY IS SAYING, AND THEN UNDERSTAND HOW WE AFFECT CHANGE.

SO THAT'S WHAT JVR IS DOING WITH THE LEASH 1 0 1 PROJECT.

AND TO HELP US LOOK AT THOSE LOOSE AND LOOSE ON DOG BITES AND LOOSE, LOOSE ON DOG, HOW CAN WE AFFECT CHANGE? SO WITH THAT PROJECT, WITH JVR STRATEGIES, THAT'S WHAT WE'RE CALLING THE LEASH 1 0 1 PROJECT.

AND THAT'S THE LAST QUESTION THAT GOT WRITTEN DOWN BEFORE YOU.

THANK YOU.

UM, SO NOW WE DO HAVE TIME FOR ADDITIONAL ROUNDS, BUT IF WE WANTED TO MAKE A MOTION TO MOVE TO THE, UM, SPEAKERS THAT WERE SIGNED UP FROM EARLIER, I BELIEVE WE HAVE A WORKAROUND TO GET THE VIDEO.

YOU, LET'S GO AHEAD, COMMISSIONER.

YOU MAKE THE MOTION.

I MAKE A MOTION THAT WE'LL SEND TO THE SPEAKERS.

SECOND ALL SAY, SORRY.

IT'S OKAY.

UH, GREAT.

OKAY.

SO FIRST, UH, WE HAVE MS. CATHERINE, SO I DO SEE YOU, WE'RE GONNA TRY, SINCE IT'S NOT WORKING FROM AN ATTENDEE PERSPECTIVE, WE'RE GONNA TRY TO MAKE YOU A PANELIST.

UM, SO IT'LL JUST BE FOR THE DURATION OF THE THREE MINUTES THAT WE HAVE FOR YOU.

UM, I JUST WENT AHEAD AND MOVED YOU.

CAN YOU GO AHEAD AND SEE IF YOUR VIDEO WILL WORK? IF IT GIVES YOU THAT OPTION? ARE YOU THERE? OKAY.

UM, WELL, WE'LL SKIP FOR NOW, AND WE'RE GONNA DO THE SAME THING WITH YOU, MS. RYAN.

SO WE'RE GONNA MAKE YOU A PANELIST, AND IF YOU COULD TEST YOUR VIDEO OPTION FOR ME.

AH, I SEE IT NOW, , AND IT'S, SO WE SEE YOU WITHIN THE PRESENTER FIELD, BUT WE DON'T SEE THAT YOU HAVE THE CAMERA ON.

OH, CAMERA'S DEFINITELY ON.

UH, LET ME CHECK YOUR, THE SETTINGS.

LET'S SEE.

SO YOU CAN'T SEE ME.

WE CANNOT SEE YOU.

OKAY.

LET'S SEE.

UM, I CAN SEE MYSELF ON MY TEST.

I DON'T KNOW WHAT ELSE TO DO.

UM, I SEE ME .

UM, UNFORTUNATELY.

OKAY, LET ME IN, IN, IN MY RECENT BILLINGS WITH WEBEX, IF YOU HOVER OVER THE CAMERA AND YOU CAN SEE YOURSELF, THAT'S JUST A TEST.

YOU NEED TO CLICK THAT CAMERA IN ORDER TO VIDEO FEED TO GO LIVE.

YEAH, I'M CLICKING ON THAT.

I'M GOING INTO THE WEBINAR SETTINGS, THE VIDEO SETTINGS.

I'M LOOKING AT ALL THE VIDEO SETTINGS AND IT'S SHOWING ME, UNFORTUNATELY, WE DO NOT SEE YOU AND WE CAN'T PROCEED.

OKAY, I UNDERSTAND.

WITHOUT IT, I'LL PUT IT, I'LL PUT EVERYTHING IN THE CHAT, BUT CAN YOU GUYS GET THIS SORTED OUT FOR US IN THE PUBLIC? YOU KNOW, WE'RE ALL TRYING TO MAKE AN EFFORT TO BE PART OF THE SOLUTION INSTEAD OF COMPLAINING.

SO IF YOU COULD GET, THANK YOU, MS. RYAN.

SO, AGAIN, WE CAN SEE YOU.

I, I MEAN, YOU'RE ICON.

I DON'T KNOW WHY THE VIDEO'S NOT WORKING, BUT AS FAR AS ON OUR END, WE CAN SEE YOU.

UM, LET'S SEE IF MS. CATHERINE IS ONLINE.

UM, IF NOT, YES.

YES, YES.

UH, IF SOMEBODY WOULD LIKE TO MAKE A MOTION.

OKAY.

WELL BEFORE, HANG ON, BEFORE WE PROCEED.

SO HAS A MOTION TO MADE ALL, ALL IN FAVOR.

MOTION.

SO CARRIE, THANK YOU.

GREAT.

SO NOW WE CAN GO AHEAD.

WE DO SEE YOU, CATHERINE.

UM, GIMME ONE MOMENT TO SET UP YOUR TIMER.

OKAY.

AND YOU'LL HAVE THREE MINUTES TO SPEAK.

UM, YOU SHOULD ONLY ADDRESS CHAIR BOSKY IF YOU NEED TO ADDRESS ANYBODY.

[01:50:01]

UM, AND LET ME KNOW.

HANG ON, , LET ME KNOW WHEN YOU'RE READY AND I'LL GO AHEAD AND START YOUR THREE MINUTES.

OKAY, I'M READY.

OKAY, YOU MAY BEGIN.

OKAY.

SO THANKS SO MUCH FOR CARING ABOUT DALLAS ANIMALS.

ALL OF MY PETS HAVE BEEN ADOPTED FROM DA AND THEY'VE TRULY CHANGED MY LIFE FOR THE BETTER.

SO THANK YOU SO MUCH FOR LOOKING AFTER THEM AS WE WORK THROUGH THIS OVERPOPULATION CRISIS.

UM, I THINK DALLAS NEEDS TO FIND MORE INNOVATIVE, LONG-TERM AS WELL AS SHORT-TERM SOLUTIONS TO STOP THE EU OF ADOPTABLE PETS.

RIGHT? SO I THINK LONG-TERM SOLUTIONS INCLUDE THE FAIR ENFORCEMENT OF PET REGISTRATION AND BREEDER LICENSES, UPDATING SOME OF THE SHELTER COMPUTER SYSTEMS AS WELL AS PUBLIC EDUCATION.

UM, IT CAN TAKE YEARS FOR THESE THINGS TO PAY OFF.

I THINK SHORT TERM SOLUTIONS INCLUDE MANY OF THE SOLUTIONS BROUGHT UP TODAY.

SO, LOW COST, PAY AND NEUTER, PET PANTRY, SUBSIDIZED CARE.

BUT I WOULD ALSO LOVE TO SEE PARTNERSHIPS WITH SMALLER TOWNS AND CITIES.

UM, I LIVE IN DISTRICT 11 AND IT'S MIND BENDING TO THINK THAT A DOG CAN WA WANDER A FEW BLOCKS TO RICHARDSON AND, AND HAVE A BETTER OUTCOME.

SO I'D REALLY LIKE TO SEE MORE PARTNERSHIPS ACROSS CITIES, BUT I'D ALSO LIKE TO SEE MORE PRIVATE PUBLIC PARTNERSHIPS TO START RENTING EMPTY KENNEL SPACE AT BOARDING FACILITIES THROUGHOUT DALLAS.

UM, EVEN SOMETHING LIKE WHAT THEY USED TO HAVE AT PETSMART ON CAMPBELL A FEW YEARS AGO COULD BE REALLY HELPFUL AND BOOST VISIBILITY THROUGHOUT THE CITY, RIGHT? SO I THINK SOME OF THESE PARTNERSHIPS WITH BOARDING FACILITIES ADDRESSES A LOT OF OUR CONCERNS.

UM, IT PROVIDES FLEX KENNELS WHEN THE MAIN SHELTER IS OVER CAPACITY, RESULTING IN FEWER EUS DUE TO SPACE.

UM, I THINK ADDRESSING THE CONCERN THAT THE LOCATION OF THE SHELTER IS IN SOUTH DALLAS, AND IT'S REALLY INCONVENIENT FOR A LOT OF, UM, RESIDENTS IN NORTH DALLAS WHO WOULD LOVE TO ADOPT AND MAYBE EVEN BECOME POTENTIAL VOLUNTEERS.

UM, AND THEN I ALSO THINK THAT HAVING THESE PARTNERSHIPS BRINGS REVENUE INTO DIFFERENT NEIGHBORHOODS AND BUSINESSES THAT PROVIDE A VITAL SERVICE THAT MAKE PET OWNERSHIP FEASIBLE FOR MANY RESIDENTS.

SO MY BOYFRIEND AND I BOTH TRAVEL FOR WORK AND WE'RE NOT ABLE TO HAVE PETS WITHOUT BOARDING FACILITIES THAT WE TRUST.

AND I THINK THESE PARTNERSHIPS ARE A SOLUTION THAT IS JUST A SMALL PERCENTAGE OF THE COST OF A BRAND NEW SHELTER FACILITY.

UM, YOU KNOW, QUICK MATH TELLS ME THAT WE CAN HOUSE AN ADDITIONAL THOUSAND DOGS FOR AVERAGE LENGTH OF STAY OF 20 DAYS WITH A BUDGET INCREASE OF 600 K.

AND THAT IS A SMALL FRACTION OF THE 114 MILLION REQUEST FOR A NEW ANIMAL SHELTER.

UM, WHICH MAKES IT VERY, VERY DIFFICULT IN THE CURRENT ECONOMIC SITUATION, GIVEN ALL OF THE OTHER PROBLEMS SUCH AS AGING INFRASTRUCTURE, UM, SUPPORTING THE UNHOUSED AND THE BUDGET SHORTFALL DALLAS FACES.

UM, SO AS WE LOOK AT PULLING TOGETHER A NEW BUDGET FOR THE NEW YEAR, I, I WOULD LIKE TO SEE SOME OF THESE LOWER COST, UM, SOLUTIONS BE PUT INTO PLACE.

AND, AND THAT'S IT.

OKAY, GREAT.

THANK YOU SO MUCH.

WE'LL END YOUR TIME.

AND THEN DO WE, RYAN WOULD LIKE TO TRY AGAIN OR WE'RE MOVING? OKAY.

LET ME JUST MAKE SURE THAT SHE'S IN HERE .

OKAY.

HELLO.

OKAY.

UM, MS. RYAN? YEAH, I'M HERE.

OKAY.

UM, SO WE SEE YOU'RE ON A MOBILE PHONE.

DOES IT GIVE YOU A VIDEO OPTION THAT WAY? YEAH.

DO YOU SEE ME? WE SEE YOU NOW.

OKAY, GREAT.

SO GIVE ME ONE MOMENT AND I'M GONNA START YOUR TIME.

I, I'M NOT GONNA START RIGHT NOW, BUT, UM, OKAY.

SO YOU HAVE THREE MINUTES TO SPEAK.

UM, AND WHAT WE'LL DO, AGAIN, YOU CAN ONLY ADDRESS CHAIR BOSKY IF YOU NEED TO.

UM, BUT LET ME KNOW WHEN YOU'RE READY AND WE'LL GO AHEAD AND START YOUR TIME.

I'M READY.

I DON'T NEED THREE MINUTES.

I JUST OKAY.

YOU CAN START.

GO AHEAD.

HAS IT STARTED? YES.

YEAH.

SO LIKE I PUT

[01:55:01]

IN THE CHAT, I JUST REALLY WANTED TO COME TO THANK JAZZ FOR THAT COMMUNITY CAT EVENT.

IT WAS SUPER SUCCESSFUL.

THE GIRLS THAT I TOOK THERE AT 5:00 AM TO JOIN IN ANOTHER VAN WITH THEIR CATS WERE CRYING WITH GRATITUDE.

IT WAS SO SMOOTH, WELL RUN.

IT WAS FANTASTIC.

AND JUST WANNA SEE IT, SEE SOME MORE OF IT.

I THINK WE CAN PUT A REALLY HUGE DENT IN THIS PROBLEM IF WE GET MORE OF THAT.

UM, AND THEN THE ONLY OTHER THING I WANTED TO MENTION WAS I SPOTTED AN AS A SO EATING HER LUNCH IN ONE OF THE VANS THE OTHER DAY.

AND IT STILL SAYS THAT BIG FIX THING IN THE BACK FROM 2015.

AND I TALKED TO HER WHILE SHE WAS EATING HER LUNCH AND SHE SAID IT WOULD BE GREAT IF WE COULD PAINT OVER THAT BECAUSE THAT PHONE NUMBER, IT DOESN'T WORK ANYMORE FOR THE BIG FIX AND IT'S NOT BEEN AROUND FOR SEVERAL YEARS.

SO MAYBE IT, SHE SAID IT WASN'T IN THE BUDGET THAT SHE'S BEEN ASKING, UM, TO, TO HAVE IT PAINTED OVER.

'CAUSE PEOPLE COME UP TO HER VAN AND ASK ABOUT THE BIG FIX.

SO I JUST THOUGHT I'D MENTION IT, LIKE MAYBE IF YOU COULD PAINT OVER THE, I KNOW IT DOESN'T SEEM LIKE A BIG DEAL, BUT PEOPLE THINK THERE'S STILL A BIG FIX PROGRAM GOING ON AND THEY SEE THAT NUMBER ON THE BACK OF THE DAS VAN AND THEY CALL IT, AND IT'S NOT A WORKABLE NUMBER.

SO I JUST THOUGHT I'D MENTION THAT.

THAT'S REALLY ALL.

OKAY.

THANK YOU VERY MUCH.

THANK YOU.

UM, AND CHAIR BOSKY, YOU HAVE TIME EXACTLY FOR ONE ADDITIONAL FIVE MINUTE ROUND IF YOU WOULD LIKE.

OH, I THOUGHT WE MOVED TO, OH, SHE MOVED TO DO THE SPEAKERS.

UH, SHOW OF HANDS.

DOES ANYONE ELSE HAVE ANYTHING ELSE? NO.

OKAY.

UM, I'LL GIVE JUST A COUPLE PEOPLE ONLINE.

WE'RE GOOD.

OKAY.

MM-HMM, , SORRY.

AN ADDITIONAL ROUND IF YOU RIGHT.

IF YOU'RE INTERESTED OR WE CAN MOVE TO ADJOURN.

OKAY.

YOU DO.

OKAY.

ALRIGHT, WE GOT ONE MORE.

OKAY.

AND IN THIS, IN THIS, FOR BREVITY SAKE OF BREVITY, CAN JUST THE COMMISSIONER RAISE HER HAND AND, AND LIKE, INSTEAD OF GOING TO EVERYONE AND SAYING NO, I STILL HAVE TO GO TO EVERYBODY, BUT, UH, YEAH, IF YOU DON'T HAVE ANYTHING, WE CAN, WE CAN KEEP IT MOVING.

IT CAN BE VERY SIMPLE.

LET'S GO.

UM, SO I DON'T KNOW, DO YOU WANNA START IN THE SAME ORDER THAT WE HAD DONE ONLINE FIRST? YES, PLEASE.

OKAY.

SO THEN THAT WOULD PUT US WITH COMMISSIONER SHR.

DO YOU HAVE ANY ADDITIONAL NO.

OKAY.

UH, COMMISSIONER MOS, SORRY.

CAN I HAVE YOU TURN ON YOUR VIDEO JUST TO I DON'T, BUT I CANNOT TURN MY VIDEO'S GONE AWAY.

STRANGELY.

I WONDER IF THERE'S A, A MAX NUMBER OF, UH, UH, OF UH, UH, PANELISTS.

MAYBE IT CAN OKAY.

JUST DISAPPEARED.

OKAY.

UM, COMMISSIONER HANSEN, DO YOU HAVE ANYTHING? AND WOULD YOU BE ABLE TO TURN ON YOUR VIDEO? YES.

I JUST WANTED TO THANK EVERYONE TODAY.

I THINK THIS WAS A GREAT MEETING.

UM, IT'S NICE TO SEE ALL THE NEW FACES.

IT'S NICE TO SEE THAT DISTRICT FOUR HAS A ANIMAL COMMISSIONER.

WELCOME.

UM, I LOOK FORWARD TO MEETING YOU AND I JUST WANNA THANK EVERYONE'S INPUT AND THE PEOPLE THAT SPOKE IN.

DEBBIE IS ABSOLUTELY FANTASTIC.

DEBBIE RYAN DOES A LOT FOR ANIMALS.

AND AGAIN, I'M JUST GLAD TO HAVE PAUL, UM, AND MARY MARTIN, AND JUST GRATEFUL FOR ALL THE WORK YOU GUYS ARE DOING.

THANK YOU.

COMMISSIONER HANSEN.

OKAY.

WE WILL START BACK WITH COMMISSIONER EARING.

YOU HAVE ADDITIONAL QUESTIONS? YES.

COMMENTS.

I'LL BE REALLY QUICK.

UM, I'M STILL GONNA START YOUR TIME JUST TO, JUST TO KEEP US IN LINE.

SO GIMME ONE MOMENT.

OKAY.

AND WHEN YOU'RE READY, I'LL START IT NOW.

OKAY.

I WANNA THANK KATHERINE CHU AND, UH, DEBBIE RYAN FOR JOINING TODAY.

I, WE ALL REALLY APPRECIATE YOUR INSIGHT.

IT IS, UM, GREAT TO HEAR FROM OTHER MEMBERS OF THE COMMUNITY.

AND WE THANK YOU, UM, FOR YOUR VERY THOUGHTFUL COMMENTS.

AND THEN I WANTED TO SAY, I THOUGHT, UM, COMMISSIONER GUZ JUST HAD A GREAT IDEA ABOUT PIGGYBACKING ONTO OTHER COMMUNITY EVENTS.

MAYBE IN THE FUTURE WE CAN, EVEN IF WE DON'T HAVE SOMEONE AVAILABLE TO GO, WE CAN JUST PROVIDE INFORMATION.

I KNOW FLYERS SOUNDS VERY OLD SCHOOL, BUT WE ARE TALKING TO INDIVIDUALS WHO GO TO THESE COMMUNITY EVENTS WHO MAY BE ELDERLY, WHO PROBABLY PREFER PAPER FLYERS, EVEN IF IT'S JUST ANIMAL INFORMATION ON, YOU KNOW, THAT DOG ISSUES, YOU KNOW, IN YOUR NEIGHBORHOOD.

HERE'S WHAT TO DO.

AND IF WE COULD, MAYBE, IF WE PAT SHARE SOME OF THIS KNOWLEDGE WITH OTHER, UH, MEMBERS IN THE COMMUNITY.

LIKE COMMISSIONER GU JUST SAID, INDIVIDUALS WHO AREN'T DOG PEOPLE WHO DON'T HAVE OR INTEND TO OWN DOGS, BUT THEY COULD BE THE PEOPLE WHO ANONYMOUSLY REACH OUT AND TELL US ABOUT THE BREEDERS AND ABOUT UH, DOG BITES AND LOOSE DOGS AND OTHER THINGS LIKE THAT.

SO MAYBE IF WE COULD, UM, TRY AND GET FLYERS OR INFORMATION OUT AT OTHER COMMUNITY EVENTS, SAVE OUR RESOURCES AND MAYBE, YOU KNOW, JUST TRY AND FIND A WAY TO, TO SHARE KNOWLEDGE WITH OTHER MEMBERS OF THE COMMUNITY THROUGH OTHER GROUPS, THE ARTS OR WHATEVER ELSE, WE CAN TRY AND DO THAT.

THAT'S JUST AN IDEA.

UM, AND THEN I DEFINITELY AGREE WE SHOULD ALL GET OUR COUNCIL MEMBERS TO TAKE A TOUR OF DAS.

I SPOKE WITH HIM YESTERDAY, HE HAS STUFF TO DONATE.

BUT I THINK MAYBE WE CAN MAKE THIS INTO SOMETHING BIGGER.

I THINK, UH, OUR CITY COUNCIL MEMBERS ARE ALWAYS LOOKING OUT FOR WAYS TO REACH

[02:00:01]

OUT TO THEIR CONSTITUENTS AND CONSTITUENTS THAT THEY HAVEN'T INTERACTED WITH BEFORE.

SO MAYBE, UM, IT COULD BE, YOU KNOW, PUT THEY, THEY CAN SHARE SOMETHING AND MEET ME AT DAS.

LIKE, LET'S GO SEE THE FACILITY, LET'S HEAR ABOUT THE DOG SITUATION.

OR IF IT'S EVEN SOMETHING THAT THEY CAN SHARE INFORMATION.

I KNOW COUNCIL MEMBER MORENO LOVES PASSING, SHARING KNOWLEDGE WITH CONSTITUENTS.

HE'S VERY PASSIONATE ABOUT MAKING SURE THAT HIS CONSTITUENTS ARE INFORMED.

SO IF WE COULD MAYBE MAKE IT AN EVENT WITH OUR CITY COUNCIL MEMBERS, MAYBE WE COULD PITCH IT AS, HEY, LET'S DO A TOUR AND THEN LIKE A MEET AND GREET OR, YOU KNOW, WE CAN PUT COOKIES OUT, SOMETHING, YOU KNOW, $20 WORTH OF STUFF THEY COULD DO.

GIVEAWAYS.

I DON'T KNOW.

WE CAN GET CREATIVE WITH IT.

UM, BUT I THINK THAT WOULD BE A GOOD IDEA TO GET VISIBILITY FOR OUR CITY COUNCIL MEMBERS.

I THINK, I THINK IT'S ALSO A GREAT IDEA TO SHOW THEM THE SPCA IF WE COULD TO, HEY, LOOK, IF WE HAD MORE MONEY, LIKE HOW GREAT THIS TO BE.

UM, SO TAKING TOURS AND THEN, UM, ALSO, LIKE I SAID, MAYBE WE CAN MAKE A COMMUNITY EVENT THAT SOMETHING THAT THEY WOULD APPRECIATE AND THAT THEY COULD GET SOMETHING OUT OF TOO.

THAT'S ALL GREAT.

UM, OKAY.

I GOTTA FIND WHICH TIMER THIS IS.

OKAY.

UM, COMMISSIONER CASEY, DO YOU HAVE ANY ADDITIONAL COMMENTS? AND IF SO, I WILL START A NEW TIMER FOR YOU.

UM, YEAH.

QUESTION FIRST, CAN I RESPOND TO, UM, SOMETHING THAT WAS PROPOSED BY ONE OF THE PUBLIC SPEAKERS? YOU CAN ADDRESS IT IN YOUR COMMENTS.

OKAY.

COOL.

ARE YOU READY TO START YOUR TIME? I'M READY.

GOTCHA.

UM, SO I WANTED TO, UM, ALSO THANK THE SPEAKERS.

UM, UH, ONE OF MY QUESTIONS ACTUALLY TO THE STAFF IS I DON'T KNOW THE RULES AND I'D LOVE TO HEAR THAT OUT LOUD RIGHT NOW OF, TO GET PUBLIC SPEAKERS TO SIGN UP AND THE LEAD TIME THAT THEY NEED MM-HMM.

SO THAT WE CAN ENCOURAGE THAT BECAUSE I WOULD LOVE TO GET MORE OF THAT.

AND I ALSO WANTED TO RESPOND TO, UM, UH, MS. CHU THAT, UH, THAT IDEA OF BOARDING.

UM, WE TRIED THAT IN A VERY MINIMAL WAY WHEN THERE WAS A CIV OUTBREAK AND WE PUT DOGS IN BOARDING THAT HAD GONE THROUGH CIV TREATMENT, UM, WHICH IS, UH, CANINE INFLUENZA AND, UM, SEPARATED THEM OUT SO THEY WOULD NOT GET SICK AGAIN.

AND WHAT HAPPENED WAS THOSE DOGS JUST KIND OF SAT THERE UNSEEN WITH NO VISIBILITY.

'CAUSE THERE AREN'T EXTRA PR PEOPLE TO GO AND FILM THEM OR SHARE THEM.

NO PUBLIC IS WALKING BY.

AND UNFORTUNATELY BECAUSE OF THE VOLUME WHAT'LL HAPPEN IS IF YOU ADD KENNELS, THEY'RE JUST GONNA FILL UP.

AND THEN WE DON'T HAVE THE PEOPLE TO PROMOTE THEM.

WE STILL DON'T HAVE ENOUGH HOMES FOR THEM TO GO TO.

SO THAT'S JUST NOT REALLY A SOLUTION.

IT CAN BE TEMPORARY, BUT EVEN TEMPORARILY, IT REALLY DIDN'T EVEN HELP, UM, EXCEPT FOR MAYBE KEEPING THOSE FEW DOGS NOT GETTING SICK, BUT THEY JUST SAT THERE WITHOUT BEING VISIBLE.

UM, AND THEN I ALSO WANTED TO RECOMMEND TO ALL OF US, UH, THE WAY THAT I GOT MY COUNCILMAN THERE, LIQUIDITY SPLIT WAS AFTER THE LAST MEETING, I SENT HIM BULLET POINTS OF REALLY SUMMARY, LIKE, SCANNABLE, THIS IS WHAT WE COVERED.

THIS IS WHAT, YOU KNOW, DAS HAS DONE IN THE LAST QUARTER.

HEY, CAN I TAKE YOU DOWN TO DAS AND DO A TOUR? SO I WOULD RECOMMEND THAT IT'S A REALLY GOOD SORT OF TOUCH POINT OF LIKE, HEY, WE JUST HAD OUR MEETING.

LET ME KEEP YOU INFORMED.

HERE'S WHAT'S GOING ON WITH THE COMMISSION AND DALLAS ANIMAL SERVICES, LET'S GIVE JOHN FOR A TOUR.

SO JUST AN IDEA FOR YOU.

AND THAT'S IT FOR ME.

GREAT.

DOES STAFF HAVE ANY RESPONSE? MAY I? YES.

WELL, A COUPLE OF THINGS.

YEAH.

THE, I, I WANTED TO SAY ABOUT THE BOARDING.

I AGREE WITH YOU.

COMMISSIONER CASEY ALSO DID WANNA THANK YOU FOR STANDING UP A WEBSITE FOR US ON WITH, I DON'T KNOW IF ALL HEARD THAT OUR WEBSITE WENT DOWN.

WE MADE THAT A FEW YEARS AGO.

THAT WAS JUST KIND OF A, LIKE, LET'S THROW IT UP AGAIN BECAUSE WE HAD A WEBSITE PROBLEM A FEW YEARS AGO.

.

YEAH.

THAT, THAT WAS, THAT WAS GREAT.

'CAUSE THOSE THINGS REALLY HURT US IN TERMS OF NETWORKING AND SO FORTH.

BUT WHAT I WANTED TO ADDRESS THE BOARDING A LITTLE BIT, BECAUSE ONE OF THE THINGS WE HAVE DONE VERY RECENTLY AND VERY QUIETLY IS GET A SMALL BUT MIGHTY GRANT FROM, UH, BEST FRIENDS ANIMAL SOCIETY FOR BOARDING.

AND WHAT WE'RE USING IT FOR, RATHER THAN BOARDING ANIMALS THAT ARE, UH, WAITING FOR ADOPTION ARE BOARDING ANIMALS THAT HAVE ADOPTERS, BUT THEY'RE OUTTA STATE.

WE'RE GETTING A LOT OF OUT-OF-STATE ADOPTERS.

AND SO BEST FRIENDS IS PAYING FOR NOT ONLY THE BOARDING, BUT ALSO THE TRANSPORT.

SO THAT HAS, THEY HAVE AN OUTCOME, THEY'RE MOVING OUT.

THERE'S NO REASON THAT THEY SHOULD SIT IN THE SHELTER AND HOLD UP SPACE.

SO I THINK, UH, WE'RE WATCHING THAT VERY CLOSELY.

IT'S BRAND NEW, BUT I DO BELIEVE BEST FRIENDS WILL CONTINUE TO FUND THAT.

RIGHT NOW IT'S ONLY FOR TWO MONTHS, AND SO FAR IT'S WORKING BEAUTIFULLY.

CAN YOU TELL US, JILLIAN, ABOUT SPEAKER SIGNUP? YEAH.

SO THE FORM, UM, TO REGISTER, IT'S ALL THE INFORMATION'S ON THE AGENDA.

IT GOES LIVE THE MONTH OF THE MEETINGS AND IT TURNS OFF 48 HOURS DIRECTLY IN ADVANCE OF THIS MEETING.

SO 9:00 AM TWO DAYS PRIOR, THE AGENDA IS PUBLICLY POSTED.

THE LINK TO THE FORM IS PUBLICLY POSTED.

UM, WE DO RECEIVE SPEAKERS YOU CAN CALL IN IN THAT MEANTIME AS WELL.

BUT IF IT'S AFTER THE 9:00 AM CUTOFF, IT'S NOT CONSIDERED REGISTERED, WHERE DO WE FIND THAT LINK? SO ON THE PUBLICLY POSTED AGENDA, THAT'S ALSO ON THE RESOURCE PAGE AS IS THE CITY HALL PUBLIC POSTINGS LINK TO THE CALENDAR.

AND THEN OUR A A C WEBSITE FOR WHATEVER REASON, OUR ITS TEAM IS, UM, TRYING TO WORK ON IT.

IT'S NOT POSTING THE NEXT ADVANCE

[02:05:01]

MEETINGS, BUT THE FORM TO REGISTER IS STILL LIVE ON OUR A A C WEBPAGE.

SO YOU CAN UTILIZE BOTH THE CITY'S PUBLIC CALENDAR, YOU CAN UTILIZE THE COMMISSION WEBPAGE, AS WELL AS THE CITY'S SECRETARY'S WEBPAGE BECAUSE THEY ALSO PUBLICLY POST OUR CALENDAR.

SO THAT FORM, AGAIN, IT GOES LIVE THE MONTH THE MEETING IS HELD.

OUR NEXT MEETING IS IN AUGUST.

SO AS OF AUGUST ONE, IT WILL OPEN, YOU'LL HAVE UP TO 48 HOURS IN ADVANCE OF THE START OF THAT MEETING, WHICH WOULD BE 9:00 AM MM-HMM.

.

AND THEN YOU STILL HAVE A MINUTE 55 IF YOU HAVE, YOU YIELD.

OKAY.

UM, DO YOU HAVE ANY ADDITIONAL QUESTIONS, MR. ES? I'M GONNA GET IT.

I'M GONNA GET IT.

ES ES GORGEOUS WORKS AS WELL.

UM, YES, I HAVE UH, ONE COMMENT.

ONE QUESTION.

OKAY.

GIMME JUST ONE SECOND SO I CAN OFFICIALLY START YOUR TIME.

OKAY.

YOU MAY BEGIN.

ALRIGHT.

UM, SO EXCITED TO BE HERE AND TO SUPPORT YOU ALL.

THANK YOU ALL FOR THE WARM WELCOME.

TODAY, UM, I NEED TO SCHEDULE A TOUR OF THE SHELTER.

SO I'LL BE FOLLOWING UP.

UM, BECAUSE BEFORE I CAN HAVE MY COUNCIL MEMBER COME OUT, I NEED TO UNDERSTAND WHAT I NEED TO ADVOCATE FOR.

UM, WHICH LEADS TO MY NEXT QUESTION.

IS THERE A WAY TO GET A COPY OF THE BUDGET, UM, SO THAT I CAN HAVE DATA AND METRICS TO EITHER TO ADVOCATE FOR THE INCREASE OR, UM, SPECIFIC ITEMS IN THERE.

I'M NOT SURE IF HOW THAT'S ALLOWED, BUT IN ORDER FOR ME TO ADVOCATE, I NEED TO HAVE SOME DATA OR METRIC OR WE WOULD NEED TO HAVE DATA AND METRICS TO BE ABLE TO STATE TO OUR COUNCIL MEMBERS SO THEY CAN BE BETTER INFORMED.

AND I YIELD REMAIN.

WELL, I'M GONNA LET YOUR TIME RUN IN CASE YOU HAVE QUESTIONS, BUT STAFF CAN RESPOND.

THE CURRENT BUDGET IS POSTED.

WE CAN, UH, UH, PROVIDE YOU WITH A LINK TO, TO GET TO THAT.

UH, AND THEN THE PROPOSED THE PLAN BUDGET IS IN DISCUSSIONS.

AWESOME.

THANK YOU.

I YIELD THE REMAINDER OF OUR TIME.

ONE MORE, JUST ONE MORE SMALL THING.

WHEN YOU ALL DO COME TO THE SHELTER, PLEASE LET US KNOW IN ADVANCE SO WE CAN GET YOU A BEHIND THE SCENES TOUR.

I THINK IT'S SUPER IMPORTANT THAT PEOPLE SEE WHAT'S GOING ON IN OUR MEDICAL AREAS BECAUSE IT'S QUITE REMARKABLE AND YOU WOULD NOT BE ABLE TO ACCESS THEM IF YOU DIDN'T HAVE SOMEONE WITH YOU.

THANK YOU.

OKAY, LET ME END THE TIME.

UH, COMMISSIONER LASTER, DO YOU HAVE ANY ADDITIONAL ITEMS IN YOUR NEXT FIVE MINUTES? THANK YOU.

UH, COMMISSIONER FAULKNER DUNN, HOW ABOUT YOU? UH, JUST, JUST ONE THING I WAS THINKING AND AS I'M GONNA, SORRY, I'M GONNA START YOUR TIME.

OH, SORRY.

IT'S OKAY.

GO AHEAD.

YEAH.

UM, I'M ALSO IN MARKETING AND PR AS I KNOW IS, IS ALSO COMMISSIONER SANDERS AND S AND THERE'S A LOT OF US.

AND SO I WAS AFRAID TO SAY ANYTHING ABOUT THE D 90 THING 'CAUSE IT MADE ME FEEL DISLOYAL TO IT.

.

BUT I ALSO THINK IT'S JUST SO CONFUSING TO PEOPLE.

AND THEN WHEN PEOPLE ADOPT AND I'M LIKE, OH, THERE'S AN ALUMNI GROUP, AND THEN I'M LIKE, THEN I HAVE TO GO SEARCH FOR THE ALUMNI GROUP.

'CAUSE IT'S NOT, IT'S NOT INTUITIVE.

IT'S NOT LIKE DIS ALUMNI OR DALLAS ANIMAL SERVICES ALUMNI.

YOU, YOU KNOW, IT'S LIKE BD 90 ALUMNI AND YOU'RE LIKE, OKAY, THEY DON'T, THEY HAVE NO IDEA WHAT THAT IS AND WE CAN'T REMEMBER IT OURSELVES.

UM, BUT OKAY.

AND AGAIN, COMMISSIONER SIDE WOULD SLAP ME IF I WERE LIKE HER INTERN, BUT OKAY.

I HAVE THIS TACTIC BECAUSE, WHICH IS THE, YOU'RE SUPPOSED TO DO A STRATEGY FIRST, BUT , BUT OKAY.

I, I KNOW, UH, KATHERINE CHU THAT SPOKE SO ELOQUENTLY AND HAD SOME GREAT IDEAS.

UM, SHE STARTED OFF BY SAYING THAT SHE HAS ADOPTED MDAS.

WHY CAN'T WE MAKE IT REALLY COOL TO HAVE ADOPTED FROM DAS? AND CAN WE TAKE A PICTURE OF PEOPLE AS THEY ADOPT? AGAIN, HERE'S ANOTHER THING.

SOMEBODY HAS TO DO A VOLUNTEER OR A STAFF PERSON, TAKE A PICTURE, SEND IT TO THAT PERSON'S PHONE AND SAY, WILL YOU POST THIS ON YOUR SOCIAL MEDIA AND SAY, I JUST ADOPTED A PET FROM DAS BECAUSE PEOPLE DON'T EVEN REALIZE THAT THERE'S DOGS THERE.

OR PEOPLE SAY TO ME, OH, I THINK THEY ONLY HAVE BIG DOGS.

WELL, YEAH, SO WHAT, SOME PEOPLE LIKE BIG DOGS AND THEY ALSO HAVE SMALL DOGS.

BUT MAKE IT A REALLY COOL THING THAT YOU ADOPTED FROM DAS.

UM, WOODROW WILSON HIGH SCHOOL DID SOMETHING WITH THIS YEARS AGO WHERE THEY HAD YARD SIGNS AND THEY WERE ALL OVER HIGHLAND PARK AND ALL OVER EVERY, THE ENTIRE CITY SAYING, I'M A PROUD WOODROW WILSON GRADUATE.

WHICH WAS REALLY COOL BECAUSE THEN YOU'RE LIKE, YOU'RE LIKE, WOW, THAT IS, YOU KNOW, THESE PEOPLE GO EVERYWHERE.

AND ANYWAY, IT'S JUST COOL TO THINK THAT YOU WANT PEOPLE TO THINK IT'S REALLY A COOL THING TO HAVE A DIS DOG AND TO REALIZE THAT THEIR NEIGHBORS AND FRIENDS HAVE PETS FROM DIS.

NOT EVERYBODY ON YOUR FRICKING STREET HAS A DOODLE.

SO ANYWAY, THAT'S, UM, THAT'S IT.

ALTHOUGH MOST OF MINE DO, MOST DO, I'M NOT AGAINST THEM.

OKAY.

BUT THAT'S IT.

SO ANYWAY, THAT'S JUST AN IDEA.

ONE MORE TASK.

I KNOW I WE'RE JUST GIVING YOU GUYS TASKS WHEN YOU NEED MORE PEOPLE,

[02:10:01]

BUT, OR JUST SAY, HAVE THEM TAKE A SELFIE ON THE WAY OUT AND SAY, HEY, WOULD YOU TAKE A PICTURE AND POST IT ON YOUR SOCIAL MEDIA THAT YOU ADOPTED FROM DAS? SO ANYWAY, JUST THAT I YIELD IF STAFF WOULD LIKE TO RESPOND.

THANK YOU VERY MUCH FOR THE COMMENTS.

AND I BELIEVE WE DO SOME FORM OF THAT.

UH, MAYBE WE NEED A LITTLE BIT MORE OF THAT.

BUT IN THIS FORUM, AND THIS BEING A PUBLIC MEETING, I WOULD LIKE TO PUT A CALL OUT TO OUR LOCAL CELEBRITIES TO COME DOWN TO DALLAS ANIMAL SERVICES, TAKE A PHOTO OPPORTUNITY WITH A PET OR FOSTER ADOPT.

AND I BELIEVE IF WE CAN GET SOME HIGH PROFILE MARKETING THAT SHOWS THAT SHELTER PETS ARE AVAILABLE FOR ADOPTION, IT WOULD HELP US AS WELL.

SO, UH, OF COURSE WE DON'T HAVE THE FUNDING FOR IT, SO IT WOULD HAVE TO BE VOLUNTARILY.

SO, UH, TEXAS RANGERS, DALLAS COWBOYS, STARS, UH, FEC DALLAS, ANY, ANY, ANY GROUP OUT THERE THAT WOULD LOVE TO COME DOWN AND PARTICIPATE IN ANY EVENT WITH DAS, WE'D BE MORE THAN WELCOME TO TALK TO YOU ABOUT IT.

SO, UH, YES, I, I BELIEVE MARKETING AND, AND SHOWING THE, THAT THE, THE AVAILABILITY OF SHELTER PETS AND, AND WHAT IT MEANT TO THOSE FOLKS WHO ACTUALLY ADOPTED AND, AND BROUGHT ANOTHER MEMBER INTO THE FAMILY IS, IS A, IS A WAY TO SHOW THAT THESE ARE, THESE ARE THE SAME, SAME PETS, JUST A, A DIFFERENT BREED.

YEAH.

OKAY.

UM, COMMISSIONER GONZALEZ, DID YOU HAVE ANYTHING FOR YOUR SECOND ROUND? UM, YES.

OKAY.

UM, UM, I'M GONNA GO AHEAD AND START YOUR TIME IF YOU'RE READY.

OKAY.

I'M READY.

GO AHEAD.

UM, I THINK THAT WE WE'RE ALL ON THE SAME PAGE ABOUT MARKETING, THAT WE NEED MORE.

AND I KNOW SARAH'S ONE PERSON AND THERE'S A LOT OF US IN HERE, AND WE TALK TO A LOT OF PEOPLE.

WE HAVE A LOT OF IDEAS.

BUT, UM, MY HUSBAND WORKS FOR DISD AND HE'S OVER TRANSPORTATION, AND HE HAS OFFERED TO US DAS PUT POSTERS ON ALL OF HIS BUSES THAT WILL BE SEEN THROUGHOUT THE ENTIRE DALLAS DISTRICT.

SO I WOULD LIKE TO TALK TO SARAH WHEN SHE GETS BACK.

AND, UM, I WOULD LIKE YOU ALL TO EMAIL HER ON SOME IDEAS OF HOW WE CAN BRAND THIS TOGETHER ALONG WITH THE BILLBOARDS, BECAUSE LIKE I SAID EARLIER, IT GOES BACK TO EDUCATION AND THESE YOUNG MINDS, I THINK IF WE PLACE THAT IN THEIR MIND AND THEIR BUS AND TALK TO THEM ABOUT IT, AND I'VE GOT A RELATIONSHIP WITH STEPHANIE ELIZALDE AS WELL.

SHE'S THE SUPERINTENDENT, AND I'M WILLING TO TALK TO HER AS WELL, IF WE CAN TAKE IT ONE STEP FURTHER AND PARTNER WITH THEM SOMEHOW.

BECAUSE IT'S THOSE YOUNG MINDS THAT CAN COME AND, AND WANT PET.

THEIR PARENTS ARE AFRAID.

AND MY UNDERSTANDING, THERE'S, THEY CAN COME WITH A PARENT TO VOLUNTEER TO A CERTAIN AGE, AND THEN AT A CERTAIN AGE THEY CAN COME ON THEIR OWN AND VOLUNTEER.

SO I THINK THAT IT'S A PLUS.

AND, YOU KNOW, IT'S A BONUS ALL THE WAY AROUND.

SO I JUST WANNA SHUT OUT WITH YOU AND THANK YOU.

THANK YOU.

UM, STAFF, IF YOU HAVE ANYTHING IN RESPONSE, AND IF NOT, THAT'S OKAY.

I I TOTALLY AGREE AND WELCOME WHATEVER RESOURCES WE CAN HAVE TO SPREAD THE WORD.

DEFINITELY.

UM, COMMISSIONER SANDERS, DID YOU HAVE ANYTHING? OF COURSE I DO.

OKAY.

UM, GIMME ONE SECOND.

I'M, I'M GONNA START YOUR TIME.

IT, IT'S QUICK.

OKAY.

UM, UM, I'M GONNA GO AHEAD AND START IT IF YOU'RE READY.

YEAH.

OKAY.

I JUST WANTED TO SAY, I'M SO EXCITED ABOUT ALL THESE GREAT IDEAS, UM, FROM OUR PUBLIC SPEAKERS AND FROM OUR COMMISSIONERS.

AND I KNOW THAT WITHIN OUR GROUP WE HAVE SO MANY RESOURCES AND I THINK IT'S GREAT THAT WE ARE ALL WILLING TO TAP INTO THOSE RESOURCES FOR THE BETTERMENT OF DALLAS PETS AND PEOPLE.

AND THANK YOU, PAUL, FOR ALL OF YOUR, UM, OPEN-MINDEDNESS AND MARY, EVERYBODY ON THE PANEL.

UM, I ALSO JUST WANTED TO SAY FOR THOSE OF YOU GUYS THAT HAVEN'T BEEN TO THE SHELTER, THEY HAVE A NEW THING RIGHT IN THE FRONT THAT WAS A GIFT FROM FRIENDS OF, UM, HOW DO YOU SAY IT? FOTIS, I GUESS IS WHAT THEY'RE CALLED.

AND IT'S, UH, EVERYBODY THAT ADOPTS GETS A FREE, UM, ENGRAVED PET TECH.

SO THAT'S ANOTHER FANTASTIC, UM, O OPPORTUNITY TO TAKE A PHOTOGRAPH.

UH, I WAS THERE, IT'S RIGHT UP FRONT.

THEY'RE COLORFUL GIRLS UP THERE THAT I MET YESTERDAY.

WERE SMILING AND WONDERFUL AND HAPPY.

AND I THINK THAT'S ANOTHER GREAT OPPORTUNITY FOR SHARING ACROSS, UM, SOCIAL MEDIA.

UM, OKAY.

THANK YOU.

UH, ANY RESPONSE FROM STAFF? IF NOT, THAT'S ALL RIGHT.

JUST THANK YOU FOR THAT.

AND I, I THINK EVERYONE'S ENJOYING THE DON'T SEND DON'T LET YOUR PET GO OUT NAKED.

THAT CAMPAIGN WAS SUPER CUTE.

YEAH.

AND THEN WE'RE, WE'RE TRYING TO DO THAT FOR EVERY DOG LEAVING THE FACILITY.

THANK YOU.

UH, COMMISSIONER SYA, DO YOU HAVE ANY ITEMS OF NOTE FOR YOUR SECOND ROUND? OKAY.

GIMME ONE SECOND TO RESET YOUR TIME.

UM, AND IF YOU'RE READY,

[02:15:01]

I'LL START IT.

UM, I'M EXCITED ABOUT NEW POSSIBILITIES.

I THINK CHANGE CAN BE REALLY GOOD.

GIVES US AN OPPORTUNITY FOR A FRESH START, LOOK AT THINGS DIFFERENTLY.

AND, UM, I'M GLAD THAT YOU ARE OPEN TO REBRANDING.

I THINK THAT'S HUGE.

UM, I THINK THE POINT THAT EVERYONE SO MANY OF US ARE TRYING TO MAKE IS THAT THE WORK IS GOOD, BUT WE NEED TO JUST TELL THE STORY LOUDER, BETTER, MORE EFFECTIVELY.

AND WE'RE HERE TO HELP YOU WITH THAT.

UM, WHEN I MET WITH AMANDA AND MARY AND MELISSA, WE HAD STARTED THE DRAFT OF THE MARKETING PLAN.

AMANDA WAS GONNA FINALIZE IT, AND WE WERE GOING TO MOVE FORWARD WITH THAT.

AND, UM, AND THEN SHE DIDN'T STAY.

SO I THINK WITH THIS VOID, I'M HAPPY TO HELP JUST MAKE THAT PLAN FOR YOU ALL, UH, PRO BONO, AND WE CAN AT LEAST HAVE A DOCUMENT FROM WHICH TO BUILD ON AND TO WORK OFF OF.

UM, ON THE DOGGY DAYCARE COMMENT THAT OUR PUBLIC SPEAKER MADE, I HAVE TWO PET AND THEY BOTH GO TO DOGGY DAYCARE DURING THE WEEK BECAUSE I JUST NEVER WANTED TO HAVE TO HAVE, YOU KNOW, MY PET'S WAITING ON ME AT HOME.

SO THEY GO AND THEY HAVE THE TIME OF THEIR LIVES ALL DAY AT DOGGY DAYCARE.

AND I, I, I HAVE WONDERED TO THE ONES THAT, THE ONE THAT WE GO TO, THEY DO HAVE DOGS, UM, THAT THEY HELP FOSTER AND THAT THEY WILL KIND OF HELP TRANSITION.

BUT THERE IS A HUGE, LIKE DALLAS HAS A HUGE DOGGIE DAYCARE POPULATION.

AND SO I AM CURIOUS, UM, IF WE DO APPROACH THEM FROM A COMMUNITY ENGAGEMENT STANDPOINT, UM, WHAT THEIR OPENNESS AND WILLINGNESS WOULD BE TO, TO HELP US WHEN WE NEED THE, THE BRIDGES, WHEN WE GET THOSE, THE INFLUX.

UM, SO I THINK THERE'S A LOT TO BE, UH, KIND OF INTENTIONAL AND THOUGHTFUL ABOUT THERE.

BUT I, I AM CURIOUS TO KNOW WHAT THAT COULD POTENTIALLY LOOK LIKE, EVEN IF IT'S MAYBE THREE TO FIVE DOGS, IF ANY OF THIS, THE, THE DOGGY DAYCARE AND THE BOARDING FACILITIES WOULD BE OPEN TO HELPING.

UM, BUT THEN WITH THAT, I THINK THERE IS AGAIN, THIS COMMUNICATION COMPONENT WHERE THEY NEED TO HAVE A PHOTO OR SOMETHING OR HAVE THE DOG UP FRONT SO THAT PEOPLE KNOW THAT THESE DOGS ARE AT THEIR DOGGY DAYCARE AND AVAILABLE FOR FOSTER OR ADOPTING.

SO THERE'S AGAIN, THAT, THAT OTHER COMPONENT WHERE YES, THEY CAN HELP, BUT STILL WHERE'S THE COMMUNICATION PIECE THAT IS EXTERNALLY FACING.

UM, AND THEN I DO LIKE THE INFLUENCER, UM, IDEA.

THERE'S, UM, MORE THAT NEEDS TO BE THOUGHT OUT THERE, BUT, UM, A LOT OF POTENTIAL BECAUSE WHAT WE HAD TALKED ABOUT WHEN WE INITIALLY MET TO, TO START WORKING ON THE MARKETING PLAN WAS, UM, HOW DO YOU MAKE ADOPTING POOL AGAIN? AND HOW DO YOU MAKE IT POPULAR? AND HOW DO YOU MAKE IT LIKE THE THING THAT EVERYBODY WANTS TO BE IN, WANTS TO BE A PART OF? AND SO A LOT OF THAT IS, IS NOT JUST SHARING THE STORIES OF THE DOGS THAT ARE IN THE SHELTER, BUT OF THE PEOPLE WHO ARE, WHO ARE DOING THE MEDICAL OF THE PEOPLE WHO ARE OUT IN THE FIELD.

AND SO THERE'S THAT OTHER COMPONENT.

AND SO I THINK THERE'S A WAY THAT WE CAN MAYBE FIGURE OUT HOW TO DO THAT IN AN INTERIM SOLUTION WHILE YOU'RE STILL WAITING TO BRING PEOPLE ON.

UM, BUT I WILL ONE MORE TIME TODAY, JUST HARP ON THE FACT THAT THE CITY HAS A COMMUNICATIONS DEPARTMENT AND WITH, WHEN I WAS HERE WITH THE CITY, LISA AND I WORKED TOGETHER AND WE CREATED A CAMPAIGN THAT WE WERE INCREDIBLY PROUD OF.

AND OUR INFLUENCERS WERE OUR FIRST RESPONDERS AND OUR, OUR POLICE OFFICERS AND OUR FIREFIGHTERS.

AND THOSE WERE THE ONES WHO CARRIED OUR MESSAGE.

UM, AND SO I THINK THAT, UM, YOU KNOW, I, I SHARED THAT WITH YOU GUYS, SOME OF THE BILLBOARDS AND THE COLLATERAL THAT WE MADE, WHICH I THOUGHT WAS TOP NOTCH.

UM, AND SO I THINK THAT, UM, THE CITY HAS RESOURCES AND SO WHEN YOU ARE DOWN STAFF MEMBERS, THERE ARE RESOURCES AT CITY HALL THAT YOU SHOULD BE ABLE TO TAP INTO.

AND SO CHAIR BOSKY, I THINK I WILL LEAN INTO, UM, THAT WITH YOU AND ASK FOR YOUR LEADERSHIP ON THAT TO CONTACT, UM, CITY HALL AND TRY TO FIGURE OUT WHY WE ARE NOT GETTING SUPPORT THERE, BECAUSE THAT'S LITERALLY THEIR JOB.

UM, AND I'M STILL GONNA LET YOUR TIME RUNS.

SO IF ANY, UH, STAFF RESPONSE, IF YOU HAVE ADDITIONAL QUESTIONS, YOU CAN ASK THEM UNTIL TIME RUNS OUT.

BUT IF STAFF WOULD LIKE TO RESPOND, I LOOK FORWARD TO THE OPPORTUNITIES.

AND I AGREE.

I THINK IT'S TIME FOR A REBRAND.

AND, UH, I AM, I'M SITTING HERE THINKING WHILE YOU'RE, WHILE YOU'RE TALKING ABOUT MAYBE A, A HIGHLIGHT REEL ON FACEBOOK OR SOCIAL MEDIA FROM OUR ADOPTERS SAYING WHY THEY ADOPTED AND HOW IT HELPED THEM AND, AND MAYBE JUST TO GET EVERYONE OUT IN THE PUBLIC TO UNDERSTAND HOW ADOPTING SHELTER PETS IS, IS NOT A TABOO, YOU KNOW, .

YEAH.

SO, UH, THANK YOU.

YES.

AND IS THERE ANYTHING ELSE FROM STAFF OR YOU COMMISSIONER SIDE? YOU HAVE ABOUT 30 SECONDS LEFT.

OKAY.

UM, WE WILL GO TO CHAIR.

BOBOWSKI, DO YOU HAVE ANY ITEMS OF NOTE? YES, MA'AM.

OKAY.

GIMME ONE SECOND TO START YOUR TIME AND LET ME KNOW WHEN YOU'RE READY.

I'LL GO AHEAD AND START.

I'M READY.

OKAY.

COMMISSIONER, UM, GONZALEZ, I AM SO EXCITED ABOUT THESE POSTERS.

LIKE THIS IS, UH, REALLY A GIFT.

SO

[02:20:01]

I DON'T, I, BECAUSE OF TOOMA, THERE ARE THINGS THAT WE ALL CAN TALK ABOUT AND WE CAN'T TALK ABOUT AND SO FRUSTRATING.

BUT WITH THAT BEING SAID, I WILL BE REACHING OUT TO YOU AND GET YOU TO THE APPROPRIATE PEOPLE.

AND MAYBE WITH THE REDESIGN OF ONE OF THE BILLBOARDS, WE CAN USE THAT.

UM, ALONG WITH COMMISSIONER ED'S, UM, IDEAS AS WELL IN TERMS OF, AND CASEY'S ON HOW DO WE ENGAGE EFFECTIVELY.

AND I LOVE THIS COMMISSIONER SAYED, I REALLY DO APOLOGIZE FOR PUTTING YOU ON THE SPOT, BUT YOU GUYS PLEASE CLAP.

SHE IS GOING TO TAKE ON THIS ROLE.

, AND WE NEED IT BECAUSE THEY DON'T HAVE THE PERSON.

I WILL COMMIT TO YOU THAT I'LL BE CONTACTING CITY HALL ABOUT, UM, THE MARKETING AND THE COMMUNICATIONS DEPARTMENT AS WE LEAVE, WE HAVE BUDGETING COMING UP.

OUR BIGGEST THING IS THIS.

HOW DO WE JILLIAN TALK IN A GROUP WHERE WE CAN'T TALK IN A GROUP ABOUT WHAT THEY NEED? BECAUSE SOMETIMES I FEEL LIKE WE'RE HERE AND WE HAVE THESE IDEAS, AND THEN THEY GET LOST.

AND THAT'S ON ME AS CHAIR.

'CAUSE I NEED TO LIKE, YOU KNOW, REMIND EVERYONE WHAT THEY SAID THEY WERE GONNA DO.

BUT WHAT ARE THE NEXT STEPS, IF YOU CAN TELL US IN TERMS OF THE BUDGETING, MAYBE THERE'S THREE OR FOUR BULLETS THAT JILLIAN CAN SEND TO ALL THE COMMISSIONERS.

THESE ARE THE DATES, THESE ARE THE DISCUSSIONS.

THIS IS WHAT WE NEED YOU TO TALK TO YOUR CITY COUNCIL MEMBERS ABOUT, OR THE PUBLIC, BECAUSE HE'S RIGHT YOU GUYS SOMETIMES I'VE BEEN THE ONLY PERSON AT THOSE MEETINGS, AND THE ARTS PEOPLE ARE JUST THERE.

UM, AND WE, WE ARE NOT.

AND I KNOW PEOPLE WANNA HELP.

WE'VE SEEN THESE TWO SPEAKERS TODAY.

IT'S AMAZING.

UM, ALSO, UH, I JUST NEED TO TELL COMMISSIONER FAULKNER, DUN, UM, I'VE GOTTEN SOME CALLS FROM SOME DOODLES AND THEY'RE A LITTLE UPSET, SO I JUST WANNA LET YOU KNOW, I I'LL I'LL WALK YOU TO, I'LL WALK YOU TO YOUR CAR.

ONE LAST THING, UM, ABOUT OUR SPEAKER.

UM, AND THANK YOU, UM, SO ELOQUENTLY SAID, IN SO MANY WAYS, I DO AGREE WITH COMMISSIONER CASEY.

WHERE ARE THESE DOGS GONNA GO? WHERE ARE THEY GONNA GO? WE CAN'T, WE CAN'T ADAPT OUR WAY OUT OF THIS CRISIS.

WE ARE DOING OUR, THEY'RE DOING THEIR BEST.

THEY'RE FOSTERING, THEY'RE ADAPTING, THEY'RE RESCUING.

BUT IF WE START WHAT IS CONSIDERED WAREHOUSING DOGS, IT'S A, IT'S A HUGE CONCERN OF MINE BECAUSE THEY DO SO MUCH WITH SO LITTLE.

AND I'LL END ON THAT.

HELP US UNDERSTAND HOW WE CAN GET MORE MONEY FOR THE BUDGET.

UM, I'D LIKE TO HEAR ABOUT THAT.

THANK YOU.

NO PROBLEM.

I'M GONNA STILL LET YOUR TIME RUN IN CASE YOU HAVE ANY FOLLOW UP, UM, STAFF IF YOU'D LIKE TO ADDRESS, UH, I'LL BE MORE THAN HAPPY TO SHARE WITH THE, UH, CHAIR AND, UH, THE COMMISSION.

UH, THE NEXT STEPS AS FAR AS BUDGET GOES, UH, I BELIEVE THEY'RE PUBLIC, UH, KNOWLEDGE AS FAR AS THE BUDGET PROCESS.

UH, BUT THERE ARE SOME INTERNAL DISCUSSIONS LIKE WITH DAS AND THE CITY MANAGER ON ENHANCEMENTS.

AND WE COULD LET YOU KNOW SOME OF THE ENHANCEMENTS WE'RE ASKING FOR SO THAT YOU COULD ACTUALLY SPEAK TO YOUR COUNCIL MEMBERS ON THOSE ENHANCEMENTS.

AND THEY'RE AWARE, UH, OF WHAT WE NEED.

UH, THE BIGGEST ENHANCEMENT RIGHT NOW IS THE, THE STAFFING COSTS AS RELATES TO, UH, SUSPECTED ANIMAL CRUELTY, THE SUPPLIES AND RESOURCES, AND THEN OF COURSE, THE, UH, THE OTHER ITEMS WILL INCLUDE IN THOSE BULLETS.

THANK YOU, PAUL.

UM, AND I'M SORRY, I KNOW YOU HAD A QUESTION FOR ME, UM, , BUT I WAS TAKING NOTES.

UM, TOOMA TOMA, HOW MANY PEOPLE CAN TALK ON ONE EMAIL? BECAUSE THE MARKET, SO HERE, HERE'S THE THING.

UM, QUORUM IS EIGHT, WHETHER THAT IS ELECTRONICALLY OR NOT.

SO THE REASON IN OUR CORRESPONDENCE, EVERYBODY IS BLIND COPIED, IS BECAUSE YOU ALL SHOULD NOT BE SHARING MESSAGES TO EACH OTHER.

UM, IF YOU NEED SOMETHING, PLEASE ENGAGE WITH ME AND I CAN SEND IT OUT TO THE GROUP.

NOW, THAT'S NOT TO SAY THAT YOU CAN'T, UM, SPEAK ONE-ON-ONE OFFLINE, OR I KNOW SOME OF YOU HAVE MET FOR LUNCH DATES, THINGS LIKE THAT.

YOU, YOU CAN SPEAK ONE-ON-ONE, YOU CANNOT SPEAK AS A GROUP BECAUSE IN THE EVENT THAT IT BECOMES EIGHT OR MORE, YOU'RE LEGALLY BOUND TO MAKE THAT A PUBLIC MEETING.

AND PUBLIC MEETINGS REQUIRE 72 OUNCE, 72 OUNCE, 72 HOURS OF ADVANCE NOTICE WITH A PUBLICLY POSTED AGENDA.

SO, UM, AGAIN, IF YOU WOULD LIKE ANY SORT OF INFORMATION FROM ME, I TRY TO GIVE YOU GUYS OVERVIEWS, RIGHT? I FIND, UM, BLASTING WITH EMAILS, INFORMATION GETS LOST.

SO IF YOU HAVE QUESTIONS, PLEASE SEND THEM TO ME.

YOU CAN SEND THEM TO PAUL, YOU CAN SEND THEM TO MARY.

I THINK WE'RE ALL PRETTY, UM, RESPONSIVE.

I KNOW THAT BANDWIDTH HAS BEEN LIMITED WITH THESE OPERATIONAL CHANGES THAT WE'VE HAD, BUT, UM, WE'RE HAPPY TO HELP HOWEVER WE CAN.

AND EVEN, UM,

[02:25:01]

SOME OF THE VOLUNTEER POSTERS THAT WE'VE PUT OUT, YOU CAN TAKE THOSE.

LIKE I HAVE, UM, OUR PUBLISH ONE PAGERS, LIKE THOSE ARE PUBLICLY AVAILABLE ON OUR WEBSITE, BUT WE CAN GET YOU THINGS THAT ALREADY EXIST.

YOU KNOW, LIKE WE'RE HAPPY TO HELP YOU IN THAT WAY.

UM, SO IF YOU NEED TO SEND ANYTHING, IT NEEDS TO BE BLIND COPIED.

RIGHT? AND WE CAN'T DO MORE THAN EIGHT BECAUSE THEN THAT'S CONSIDERED A PUBLIC MEETING UNDER THE TEXAS OPEN MEETINGS ACT.

WELL, THERE THE MARKING IS UNDER.

YEAH.

THE PEOPLE THAT HAVE AGREED TO.

YEAH.

THAT'S IT.

THANK YOU SO MUCH.

MOTION TO WITHDRAW? YES.

DO WE WANT A MOTION TO, I'LL MAKE A MOTION TO ADJO.

OKAY.

DO WE HAVE A SECOND? OKAY.

THANK YOU.

GREAT.

THANK YOU EVERYBODY.

.
