AS YOU KNOW, THIS IS THE WEEK THAT HAS BEEN DESIGNATED TO HIGHLIGHT OUR CDBG IN-HOME ACTIVITIES.
SO WE'VE HAD QUITE A FEW THINGS, UM, GOING ON THIS WEEK.
UM, WE STARTED MONDAY THE FIRST, UM, WITH A PRESS RELEASE.
AND, UH, WE'VE HAD A DISTRIBUTION OF AN ELECTRONIC BOOKLET.
I DO HOPE YOU GUYS HAVE RECEIVED THAT.
AND WE ALSO HAVE SOME HARD COPIES.
AND BASICALLY IT JUST LOOKS A LOOK BACK OVER THE PAST FOUR YEARS AND HIGHLIGHT SOME OF, OF OUR CDBG UH, FUNDED ACTIVITIES, PROGRAMS, NICE INFORMATION ABOUT THE ACCOMPLISHMENTS THAT HAVE BEEN, UM, ACHIEVED THROUGH THESE GRANT FUNDS.
ON YESTERDAY, WE HAD A SPECIAL RECOGNITION FOR OUR OUT OF SCHOOL TIME, UM, AFTER SCHOOL PROVIDERS.
WE DID HAVE DALLAS, UM, REPRESENTATIVES FROM DALLAS AFTER SCHOOL THAT WAS THERE.
UH, COUNCIL MEMBER NARES, UH, READ THE SPECIAL RECOGNITION, UH, DALLAS AFTER SCHOOL, UH, REPRESENTATIVES HAD WORDS.
THEY WERE ABLE TO TAKE A PHOTO WITH THE COUNCIL.
UH, THE AFTERSCHOOL DALLAS AFTERSCHOOL MEMBERS, AS WELL AS MEMBERS FROM OUR PARK AND RECREATION DEPARTMENT, OFFICE OF COMMUNITY CARE WERE THERE.
UM, JUST TO RECOGNIZE ALL THE HARD WORK THAT OUR PROVIDERS HAVE UNDER OUR PUBLIC SERVICES CATEGORY.
AND TOMORROW, NO, SATURDAY, UM, WE'LL END ALL OF OUR ACTIVITIES WITH THE BUS TOUR THAT STARTS AT EIGHT 30, HOPING, UM, THAT MANY OF YOU CAN JOIN US.
UH, EXCITED THAT WE DID HAVE AN ADDITIONAL COMMISSION, A MEMBER FROM ANOTHER COMMISSION, UH, WANTED TO, UH, JOIN US ON THAT TOUR TO SEE SOME OF THE WORK THAT THIS BOARD IS DOING.
ALWAYS NICE TO HAVE, UH, OTHERS WANNA SHARE AND SEE WHAT WE'RE DOING HERE.
SO THAT IS THE UPDATE ON THE NATIONAL COMMUNITY DEVELOPMENT WEEK ACTIVITIES AND MOVING TO, UM, THE CITY MANAGERS PROPOSED FFY 20 24, 25, UH, HUD CONSOLIDATED PLAN, BUDGET TONIGHT, EACH OF THE COMMITTEES WILL REPORT OUT ON THE WORK THAT THEY HAVE BEEN DOING AT COMMITTEE LEVEL, REVIEWING THE MANAGER'S RECOMMENDATION, UM, LINE BY LINE BY THE COMMITTEES.
AND JUST SO YOU KNOW, AFTER TONIGHT'S MEETING, WE WILL MOVE AND YOU'RE SCHEDULED TO BRIEF THE CITY COUNCIL ON

THE WORK THAT THE COMMISSION IS DONE, HAS DONE.AND THAT IS SCHEDULED FOR APRIL THE 17TH.
AND I WOULD ENCOURAGE EACH OF YOU, IF YOU HAVE AN OPPORTUNITY, DO CONNECT WITH YOUR COUNCIL MEMBERS, SHARE THEM, HAVE THEM BE INFORMED ABOUT, YOU KNOW, WHAT THE, YOUR RECOMMENDATIONS WERE.
UH, WE'RE GONNA BRIEF THEM, BUT IT WILL BE HELPFUL TO HAVE YOUR SUPPORT IN THE WORK THAT YOU'VE DONE AS WELL.
UM, THE SCHEDULE CALLS FOR ON MAY 1ST.
UM, WE WILL HAVE AN OPPORTUNITY TO RETURN TO THE CITY COUNCIL BECAUSE ONCE WE BRIEF THEM ON APRIL THE 17TH, UM, IT GIVE THEM TIME TO REVIEW THE CITY MANAGER'S RECOMMENDATION.
THAT ALSO INCLUDES YOUR AMENDMENTS, YOUR RECOMMENDATIONS AS WELL.
SO COUNCIL WILL HAVE A TIME TO LOOK THEM BOTH OVER AND WEIGH THOSE IN.
AND THEN WE RETURN ON MAY 1ST IN CASE THEY HAVE SOME AMENDMENTS OR QUESTIONS THAT THEY HAVE THEY WOULD WANT TO HAVE.
SO FROM THAT IN PAST YEARS, UH, WE'VE HAD GREAT SUPPORT FROM THE COMMISSION MEMBERS AND COUNCIL SUPPORTS THOSE RECOMMENDATIONS.
SO WE MOVED TO PRELIMINARY ADOPTION ON MAY 8TH FROM MAY 8TH AT THE PRELIMINARY ADOPTION WE CALL THE PUBLIC HEARING.
AND THAT GIVES, WE WANNA ADD, AND THAT GIVES THE PUBLIC 30 DAYS, NO LESS THAN 30 DAYS, IS WHAT THE RULE SAYS, BUT GIVES THE PUBLIC A CHANCE TO WEIGH IN ON THE WORK THAT THE COMMISSION HAS DONE, THE RECOMMENDATIONS FROM COUNCIL ON THAT PRELIMINARILY ADOPTED BUDGET OR SCHEDULE TO HOLD A PUBLIC HEARING TO GIVE RESIDENTS AN OPPORTUNITY TO COME SPEAK BEFORE COUNCIL WITH FINAL ADOPTION PLAN FOR JUNE 12TH.
HOWEVER, THAT'S THE ORIGINAL SCHEDULE.
WE WILL SOON BE COMMUNICATING WITH YOU
UM, WE RECEIVED THE FINAL APPROPRIATION BILL WAS SIGNED ON MARCH 9TH.
ACCORDING TO THE REGULATION, HUD HAS UP TO 60 DAYS TO PROVIDE THE CITY WITH OUR ACTUAL GRANT AMOUNTS.
AS YOU WILL RECALL, THIS BUDGET WAS DEVELOPED BASED ON PROPOSED LEVEL FUNDING, WHICH MEANS IN ORDER TO START THE PROCESS AND MEET ALL OF OUR REQUIRED BENCHMARKS FOR SUBMITTING OUR BUDGET ON TIME, WE STARTED WITH ESTIMATED NUMBERS.
AND ALONG THE PROCESS, WE WERE WAITING FOR ACTUAL NUMBERS FROM HUD.
THIS YEAR'S, A LITTLE LATER THAN LAST YEAR.
SO WITH THE APPROPRIATION BILL BEING SIGNED ON MARCH 9TH, 60 DAYS, IF IT TAKES THE FULL 60 DAYS, THAT PUTS US CLOSER TO MID MAY.
BUT IT DEFINITELY PUTS US AFTER YOUR MAY MEETING.
SO WE'LL BE TALKING ABOUT LOOKING, ASKING THE COMMISSION.
WE'LL HAVE MORE INFORMATION AT YOUR MAY MEETING.
BUT THE WAY THE PROCESS HAS DONE IN THE PAST WHEN WE WERE IN THIS SITUATION, YOU GUYS MEET AT YOUR MAY MEETING, YOU CONSIDER A DATE FOR A SPECIAL CALL BASED ON WHEN WE THINK THOSE NUMBERS.
AND THEN YOU HAVE AN OPPORTUNITY TO COME BACK AND LOOK AT THE REVISED BUDGET BASED ON ACTUAL NUMBERS AT THAT SPECIAL CALL MEETING.
BECAUSE WHEN WE GO BACK TO COUNCIL, WE WOULD LIKE TO HAVE THE MANAGE THE INFORMATION, MEAN, THE PROPOSED RECOMMENDATIONS INFORMED BY YOU GUYS AS WELL.

SO WE'LL BE LOOKING FOR A DATE.
I MEAN, WE'LL TAKE THAT, THAT NEXT WEEK FOR THE DEVELOPING THE RECOMMENDATIONS BASED ON ACTUAL AMOUNTS.

SO THE PUBLIC SERVICES HOT ESG COMMITTEE, UH, MET, UH, LAST EVENING, APRIL 3RD AT 5:30 PM AND, UH, WE HAVE A, UH, RELATIVELY LARGE, UH, WE HAD A RELATIVELY LARGE AGENDA, UH, A NUMBER OF, OF ITEMS TO CONSIDER.
UM, THE FIRST, UH, BEING PART OF THE COMMUNITY DEVELOPMENT BLOCK GRANT, UH, PUBLIC SERVICES THAT ARE FUNDED THROUGH THE COMMUNITY DEVELOPMENT BLOCK GRANT ARE ITEMS ONE THROUGH FOUR ON THE CITY MANAGER'S PROPOSED BUDGET.
THIS INCLUDES OUT-OF-SCHOOL TIME PROGRAMS, EARLY IN CHILD, UH, EARLY CHILDHOOD, AND OUT-OF-SCHOOL TIME SERVICES PROGRAM, DRIVERS OF POVERTY PROGRAM AND COMMUNITY COURT PROGRAM.
THIS IS WHERE WE SAW THE LARGEST, UM, CHANGE IN YEAR OVER YEAR OF THE PRE OR THE CURRENT FISCAL YEAR 2324 BUDGET AND THE PROPOSED 24 25 BUDGET.
UM, AS YOU MAY HAVE NOTICED, OR YOU MAY NOTICE NOW IF YOU'RE LOOKING FOR THE FIRST TIME, UH, THE PROPOSED BUDGET FOR, UH, LINE ITEM FOUR, THE COMMUNITY COURTS PROGRAM HAS BEEN ZEROED OUT FROM A PREVIOUS $736,000 LAST YEAR.
UH, THIS AND THAT, UH, EQUALS $736,000, 7 36 500, EXCUSE ME, $736,545 HAS BEEN, UH, UH, BUDGETED TO, UH, SUPPORT THE DRIVERS OF POVERTY PROGRAM.
THE COMMUNITY COURT PROGRAM WILL HAVE LEVEL FUNDING.
UH, IT HAS BEEN INCLUDED, UH, AS PART OF, UH, THE GENERAL FUND.
UH, SO THE COMMUNITY COURTS, SPECIFICALLY SOUTH DALLAS AND FAIR PARK, SOUTH OAK CLIFF AND WEST DALLAS WILL NOT SEE ANY DECREASE IN FUNDING OVERALL.
IT WILL JUST COME FROM DIFFERENT SOURCES.
THE DECISION TO BUDGET THE $736,000 IN THE DRIVERS OF POVERTY PROGRAM, UH, WAS TO PROVIDE, UH, THE CITY WITH, UH, THE ABILITY TO BE SOMEWHAT NIMBLE AND FLEXIBLE IN HOW THESE DOLLARS ARE SPENT.
UH, UH, WITHIN THE PUBLIC SERVICES REALM, UH, THERE WERE NINE DRIVERS OF POVERTY THAT WERE IDENTIFIED.
AND, UH, HAVING, UH, THIS MONEY BUDGETED IN THIS LINE ITEM WILL ALLOW FOR A VARIETY OF SERVICES TO, UH, HELP ADDRESS THOSE NINE DRIVERS OF POVERTY.
UH, THERE WAS A, A, UM, A AN AMENDMENT PROPOSED AND APPROVED IN OUR COMMITTEE MEETING LAST EVENING TO ADJUST SLIGHTLY THE LANGUAGE, UH, ASSOCIATED WITH THIS THIRD LINE ITEM.
SO WHAT YOU SEE HERE, UM, AGAIN, HAS BEEN JUST SLIGHTLY AMENDED TO, INSTEAD READ THE PROGRAM WILL ADDRESS THE DRIVERS OF POVERTY WITH A FOCUS ON REDUCING AND OR ELIMINATING THE BARRIERS TO WORK AND TO CHILDCARE AND CLOSING DISPARITIES, DISPARITY GAPS FOR RESIDENTS WITH THE GREATEST NEED.
THE IDEA, UH, THAT WAS PROPOSED AND ULTIMATELY ACCEPTED BY THE COMMITTEE WAS THAT BY, UH, SPECIFICALLY IDENTIFYING AND CALLING OUT CHILDCARE AS A SERVICE, PUBLIC SERVICE, UM, THAT MAY BE, UH, UH, OF, UH, FOCUSED ON, UH, IN, IN, UH, IN, IN THE USE OF THESE DOLLARS, UH, THAT WE WOULD STAND A BETTER CHANCE, UM, TO SUPPORT THOSE, THOSE SERVICES, WHICH WERE, UH, VERY MUCH, UH, UH, RECOMMENDED AND BROUGHT TO OUR ATTENTION BY OUR COMMUNITY MEMBERS AND OUR COMMUNITY PUBLIC MEETINGS EARLIER THIS YEAR.
SO AGAIN, THAT AMENDMENT TO THAT LANGUAGE WAS PROPOSED AND APPROVED LAST EVENING.
AND, UM, OUTSIDE OF THAT, UM, NO ADDITIONAL QUESTIONS, UH, WERE, UH, WERE ASKED OR, UM, UH, OR ANSWERED, UH, WITH RESPECT TO THOSE FIRST FOUR ITEMS. WE ALSO COVERED

AS PART OF OUR COMMITTEE MEETING, UH, LINE ITEMS 20 THROUGH 25, THE EMERGENCY SOLUTIONS GRANT HERE, UH, THE ONLY ADJUSTMENT FROM THE FISCAL 2324 BUDGET WAS A, A APPROXIMATE $11,000 INCREASE IN STREET OUTREACH LINE ITEM 21 AND AN APPROXIMATE $11,000 OFFSETTING DECREASE IN LINE ITEM 23 RAPID REHOUSING.UM, WE ASKED THE QUESTION, UH, AND MS. WANDA MORLAND OF THE OFFICE OF HOMELESS SOLUTIONS LET US KNOW THAT, UM, THERE IS ADDITIONAL FUNDING FOR RAPID REHOUSING THAT FALLS OUTSIDE OF THE EMERGENCY SOLUTIONS GRANT AND THAT RAPID REHOUSING WILL NOT SEE, UH, A DECREASE IN FUNDING YEAR OVER YEAR.
UM, THIS, UH, BECAUSE OF THAT OUTSIDE FUNDING, UH, WE WERE ABLE TO REDUCE THAT LINE ITEM, UM, WITHIN THE ESG GRANT AND, UH, UH, ADD SOME ADDITIONAL FUNDS FOR STREET OUTREACH.
THE FINAL, UH, SET OF LINE ITEMS WE CONSIDERED WERE 26 THROUGH 32, UH, FOR THE HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS OR THE
UM, HERE WE HAD AGAIN, UH, UH, FLAT YEAR OVER YEAR, UH, PROPOSALS WITH EACH, UH, UH, LINE ITEM.
UH, AND, UH, UH, AFTER REVIEWING EACH OF THESE AND ASKING OUR QUESTIONS, THE COMMITTEE LAST EVENING VOTED TO BRING TO THE FULL COMMISSION, UH, THE FISCAL YEAR 24 25.
CITY MANAGERS PROPOSED BUDGET WITH ONLY THE AMENDMENT TO LINE ITEM NUMBER THREE, UH, THE, THE VERBIAGE ON LINE ITEM NUMBER THREE.

UM, THE CITIZEN PARTICIPATION POLICY AND PROCEDURES COMMITTEE MEETING, UH, WAS HELD ON MARCH 27TH AT, UH, 5:00 PM AND WHILE THIS COMMITTEE DOES NOT HAVE, UH, DID NOT HAVE, UH, ANY RESPONSIBILITIES FOR REVIEW AND APPROVING THE BUDGET, UM, WE DID HEAR A STAFF UPDATE ON OUTREACH AND ENGAGEMENT OUTCOMES FOR THE NEIGHBORHOOD PUBLIC MEETINGS THAT WERE HELD, UH, THIS PAST JANUARY FOUR, UM, HUD, UH, FY 24 25 THROUGH 28, UM, 28 29 CONSOLIDATED PLAN.
UM, IT WAS AN EXCELLENT AND WELL PREPARED PRESENTATION THAT FOCUSED ON SOME OF THE GOALS THAT WE STARTED AT THE BEGINNING OF THIS CYCLE, WHICH WAS TO, IN ADDITION TO OUR TRADITIONAL OUTREACH, UH, THROUGH SOCIAL MEDIA AND PUBLICATIONS, UM, UM, WE TOOK OUR MESSAGE OUT TO WHERE THERE ARE COMMUNITY HUBS, UH, COMMUNITY CENTERS, CHURCHES, NONPROFITS, BARBERSHOPS, CORNER STORES.
AND, UH, THE PRESENTATION AND THE FEEDBACK THAT WE GOT DURING THIS PAST JANUARY, UH, WERE THAT THOSE WHO FOUND OUT ABOUT THESE MEETINGS, PERHAPS FOR THE FIRST TIME WERE OVERWHELMINGLY POSITIVE IN HEARING ABOUT THESE.
AND AS A RESULT OF A LOT OF THESE, THIS OUTREACH, UM, THE PRESENTATION WAS ABLE TO, UM, INCLUDE SOME NUMBERS THAT, UM, HAD A VERY HIGH PARTICIPATION, UM, UH, NUMBER FOR THIS PAST YEAR, UM, WITH 4,448, UM, TOTAL PARTICIPANTS FOR ALL OF THE DIFFERENT, UH, MEETINGS, HYBRID IN PERSON AND TELEPHONE TOWN HALL.
