SO, UM, WE HAVE JUST A KIND OF VERY BRIEF PRESENTATION, JUST A LITTLE BIT OF BACKGROUND ABOUT THE OAK CLIFF GATEWAY, UH, PLAN AMENDMENT. THAT IS KIND OF THE FOUNDATION FOR WHY WE'RE HERE. 'CAUSE THERE WERE SOME QUESTIONS ABOUT THAT LAST TIME. WE'LL KIND OF JUST BRIEFLY TOUCH ON THE DALLAS HOUSING POLICY 2033 THAT WE WERE BRIEFED ON PREVIOUSLY, AND THEN GO INTO OUR SPECIFIC STAFF RECOMMENDATION. SO, UH, JUST TO RECAP, IN 2022, THE DISTRICT WAS AMENDED. THERE WERE A NUMBER OF AMENDMENTS, INCLUDING CREATION OF A NEW BUDGET CATEGORY AIMED AT HOMEOWNER STABILIZATION, HOME REPAIR, DISPLACEMENT MITIGATION PROGRAMS. SO THAT, UM, PROVIDED BASICALLY A STRUCTURE FOR, UM, FUNDING FOR THAT. UM, IT'S AFFORDABLE HOUSING RELATED, AND THAT WAS KIND OF A RESPONSE TO, UM, DISPLACEMENT AND GENTRIFICATION CONCERNS. YOU KNOW, GIVEN THE RAPID PACE OF DEVELOPMENT, PARTICULARLY WITH THE DECK PART COMING IN. SO THE AMENDED TIP BUDGET, UM, HAS A LINE ITEM FOR, UM, THOSE USES. UM, IT'S IN TOTAL DOLLARS. IT'S APPROXIMATELY 10.5 MILLION WE HAVE IN THE PLAN AND ALLOCATION POLICY. UM, SOME GENERAL TRANSFER PERCENTAGES FOR THE OAK CLIFF GATEWAY SUBDISTRICT, AND THE BISHOP ARTS SUBDISTRICT. THESE ARE SUBJECT TO CHANGE ANNUALLY, YOU KNOW, DEPENDING ON THE NEEDS OF THE DISTRICT. BUT WE DID SORT OF BENCHMARK THOSE TRANSFERS AND THE IDEA WOULD BE THAT WE WOULD TRANSFER THAT AMOUNT OF INCREMENT ANNUALLY UP TO THE MAXIMUM ALLOWED IN THE PLAN. SO, UM, WE'VE BEEN WORKING COLLABORATIVELY WITH THE HOUSING AND NEIGHBORHOOD REVITALIZATION DEPARTMENT TO KIND OF DETERMINE THE BEST APPROACH FOR USING THESE FUNDS. UM, THE TIF BOARD WAS BRIEFED A COUPLE TIMES ON THE HOUSING POLICIES THAT WAS BEING DEVELOPED AS WELL AS, UM, IN FEBRUARY WHEN, UH, THERE WERE SPECIFIC, UM, EQUITY STRATEGY TARGET AREAS THAT WERE IDENTIFIED. UM, BASED ON LAST YEAR'S COLLECTIONS, WE'VE ALREADY SET ASIDE ABOUT 1.1 MILLION, UM, FOR THIS PURPOSE. UM, AND THEN THIS YEAR OUR COLLECTION IS TO BE DETERMINED, BUT THOSE SETA ASIDES, UM, THE IDEA WOULD BE THAT THEY WOULD BE TRANSFERRED ANNUALLY TO THE, UM, HOUSING DEPARTMENT FOR THOSE PROGRAMS. AND SO TODAY WE'RE REALLY HERE PRIMARILY TO TALK ABOUT A RECOMMENDED GEOGRAPHY. UM, WE'VE DONE SOME ANALYSIS BASED ON, UM, THE TARGET AREAS IDENTIFIED BY, UM, THE HOUSING DEPARTMENT'S, UM, POLICY PROCESS. AND THEN LAST TIME WE DID HEAR FROM THE TIP BOARD THAT WE WANTED TO MAKE SURE THAT THE TIP DISTRICT ITSELF WAS INCLUDED IN THE GEOGRAPHY, IF THERE WERE INCOME QUALIFYING HOUSEHOLDS THAT COULD BENEFIT. AND THEN WE LOOKED AT SOME OTHER AREAS WHERE WE THOUGHT THERE COULD BE, UM, HOUSING [00:05:01] NEEDS, UM, BASED ON THE, UM, SOCIOECONOMIC CONDITIONS. SO JUST A QUICK RECAP LAST TIME, UM, WE DID TALK ABOUT THE HOUSING POLICY AND ITS, UM, VARIOUS COMPONENTS INCLUDING, UM, THE EQUITY STRATEGIC TARGET AREAS THAT WERE DEVELOPED. AND SO THAT REALLY PROVIDED THE BASIS FOR US TO, UM, COME UP WITH SPECIFIC RECOMMENDATIONS FOR THE OAK CLIFF GATEWAY TIF FUNDS FOR THESE STABILIZATION PROGRAMS. SO, UM, OUR RECOMMENDED GEOGRAPHY HERE, UM, IS SHOWN AND INCLUDES THE TIP DISTRICT AS WELL AS MOST OF WHAT WAS TARGET AREA TWO, BUT IS NOT A TARGET AREA B, THEY'VE RENAMED IT. AND THEN WE'VE ALSO INCLUDED SOME OTHER PORTIONS OF, UM, NORTH OAK CLIFF WHERE THERE COULD BE, UM, HOUSEHOLDS IN NEED. WE WENT AHEAD AND INCLUDED THE, UM, WEST OAK CLIFF AREA PLANNED AREA, UM, BECAUSE THERE WERE, UM, RECOMMENDATIONS IN THAT ADOPTED NEIGHBORHOOD PLAN, UM, ABOUT HOUSING STABILIZATION. AND TO GIVE YOU A LITTLE BIT OF CONTEXT, THIS MAP LAYERS OUR RECOMMENDED TARGET AREA WITH THESE OTHER GEOGRAPHIES. IN BLUE, WE HAVE THE, UM, OAK CLIFF GATEWAY TIP DISTRICT BOUNDARY. THE, UM, WEST OAK OAKLAND AREA PLAN AREA THERE IS ON THE WEST SIDE IN THAT HATCH PATTERN, SORT OF A PINKISH PURPLISH HASH PATTERN. AND THEN THE, UM, THE GREEN AREA IS THE, UM, THE EQUITY STRATEGIC AREA, UM, FORMERLY AREA TWO. NOW IT'S I THINK AREA B. AND YOU'LL SEE THAT OUR RECOMMENDED GEOGRAPHY COVERS MOST OF THAT TARGET AREA AS WELL. SORRY, QUICK QUESTION. SO MY UNDERSTANDING THEN IS THE PROPOSAL IS TO USE TIFF DESIGNATED FUNDS OUTSIDE OF THE TIFF BOUNDARY IN THESE AREAS. IS THAT CORRECT? YES. SO, UM, HOUSING, AFFORDABLE HOUSING IS SOMETHING THAT WE CAN SPEND TIF DOLLARS OUTSIDE OF THE BOUNDARY ON. IT'S ONE OF THOSE ELIGIBLE USES. OKAY, THANK YOU. GOOD AFTERNOON EVERYONE. UM, BASED UPON THE CRITERIA OF HOMEOWNER STABILIZATION AND PROGRAMS THAT WE CURRENTLY HAVE TO OFFER, WE HAVE OUR DALLAS HOME BUYER ASSISTANCE PROGRAM OR DHA. AND THIS OFFERS A, UH, LOW TO MODERATE INCOME HOME BUYER ACCOUNT PAYMENT ASSISTANCE. UH, WE DO HAVE A COUPLE VERSIONS OF THIS, UH, PROGRAM BASED UPON THE FUNDING AND WHAT IT CAN DO. UH, BUT ESSENTIALLY, UH, A BORROW, BORROW, MEET HOUSEHOLD INCOME NEEDS TO BE 80% OF THE AREA MEDIAN INCOME OR BELOW. THAT'S SET ANNUALLY BY HUD. UH, ANY TIME WE WILL GET NEW FIGURES FROM HUD, THEY'RE USUALLY RELEASED IN MAY. UH, SO WE LOOK FORWARD TO SEEING WHAT THE NEW AREA MOVING INCOMES WILL BE FOR THE CITY. UM, THIS IS A LOAN. UM, IT DOES HAVE A LEAN ON IT AND, UH, REQUIRE US TO SAY LIVING IN THAT HOME. UM, A LOT OF OUR NEW DEVELOPMENT, SINGLE FAMILY NEW DEVELOPMENT PROJECTS WHERE THEY RECEIVE NOFA FUNDS FROM US, THEY ALSO HAVE TO OFFER HOME BUYER ASSISTANCE IN ORDER TO MEET THAT CRITERIA. UH, THE HOME BUYER DOES NEED TO BUY A HOUSE THAT COSTS $318,000 OR LESS. THAT'S A FIGURE ALSO SET BY HUD ANNUALLY IN TERMS OF WHAT THE, UH, A HOME LIMIT THAT A PERSON THAT 80% MIKE CAN AFFORD. UH, TYPICALLY OUR HOME BUYERS DON'T MAKE EXACTLY 80%. THEY'RE SOMEWHERE BETWEEN 50 AND 80%. AND SO THERE'S GONNA BE A GAP ON HOW MUCH THE HOME COSTS VERSUS WHAT THEY CAN QUALIFY FOR IN ORDER TO KEEP THEIR, UH, INCOME TO PAYMENT RATIO OF NO MORE THAN 35% OF THEIR MONTHLY INCOME. UH, SO THAT WOULD BE THE GAP, AND THAT'S WHAT WE WOULD FUND IS THE GAP. IT WOULDN'T BE A STRAIGHT $50,000. EVERYBODY WHO APPLIES IS BASED ON WHAT YOU QUALIFY FOR TO COVER THAT GAP AT THE SALES PRICE UP TO $50,000. UM, THAT'S GENERALLY ABOUT THE HALF. I CAN GO INTO MORE TECHNICAL QUESTIONS THAT WE DID. UH, THE OTHER PROGRAM THAT WE HAVE TO OFFER IS OUR HOME IMPROVEMENT PRESERVATION PROGRAM. THIS PROGRAM WAS JUST AMENDED LAST MONTH. UM, HIP NOW PROVIDES THREE LEVELS OF SERVICE. WE HAVE AN EMERGENCY HOME REPAIR PROGRAM THAT'S LAUNCHING SOON. THIS IS FOR TRUE EMERGENCIES. PEOPLE THAT HAD SOMETHING HAPPEN WITHIN THE LAST FOUR DAYS, UH, WE CAN OFFER THEM A GRANT UP TO $10,000 WILL FIX IT. WE HAVE QUALIFIED CONTRACTORS THAT CAN COME OUT AND DO THAT REPAIR. WE'RE TALKING ABOUT HILL STORM DAMAGE, MY ROOF AND DOWN MY ROOF LEAKS. UM, UH, DRIVE BY SHOOTING HAPPENED. I GOT BULLET HOLES ALL ACROSS MY FRONT WINDOW. SAY THAT BECAUSE I, I GET THAT CALL MORE OFTEN THAN I LIKE. UM, YOU KNOW, THINGS THAT WERE TRUE EMERGENCIES. WE HAD A PHRASE IN MY PIPES PURSE, CAN YOU COME HELP ME WITH THIS? THIS IS AN EXISTING PROGRAM THAT'S IN OUR ORDINANCE, $36 FROM EVERY CODE CITATION GOES TO FUND THE DALLAS TOMORROW FUND, WHICH EXISTS TO HELP PEOPLE WITH [00:10:01] THEIR EXTERIOR CODE VIOLATIONS. UH, THIS IS NOT IN VIOLATIONS LIKE VIOLATIONS, BUT THIS IS, IF YOU'VE RECEIVED A CITATION OR VIOLATION NOTICE OF AN EXTERIOR CONDITION, UH, I CAN, I CAN HAVE A GRANT UP TO $20,000 TO MITIGATE THAT. UM, IF IT'S, IF I CAN'T MITIGATE YOUR CODE VIOLATION FOR MORE THAN THAT, TYPICALLY YOU GOTTA FIND SOME OTHER WAYS THAT MOST OF OUR MONEY IS GONNA GO TO OUR MAJOR SYSTEMS REPAIR PROGRAM. UH, THIS IS WHERE OUR FEDERAL FUNDS WILL BE DIRECTED. UH, THIS WILL NOW BE A FORGIVABLE LOAN UP TO $24,000 WITH A FIVE YEAR LIEN FOCUSING ON THE MECHANICAL, ELECTRICAL, PLUMBING AND LIGHT STRUCTURAL. UH, PREVIOUSLY WE DID, UM, MAJOR SYSTEMS HOLD HOME UP TO $70,000. THOSE JOBS ARE TIME CONSUMING, LONG HOMEOWNERS AND DISPLACED FOR A LOT OF THAT TIME PERIOD. SO WE'RE GOING BACK DOWN TO SERVING PEOPLE'S MECHANICAL, ELECTRICAL, PLUMBING IN A QUICKER WAY. FEW JOBS IN AND OUT, UH, SERVE MORE PEOPLE WITH OUR $3 MILLION ALLOCATION FROM HUD EVERY YEAR. UM, WE'VE ALSO REDUCED THAT 10 YEARLING TO A FIVE YEAR LEAD WITH THE, THE LOWER ASSISTANCE. UM, AND THAT THAT PROGRAM IS UP AND RUNNING. WE'RE NOT TAKING APPLICATIONS. 'CAUSE LAST YEAR I TOOK IN OVER 800 APPLICATIONS ACROSS ALL S SO WE'RE WORKING ON SERVING THOSE. WE DO ANTICIPATE A NEW APPLICATION WINDOW OPENING IN LATE FALL. AND SO FOR A LOT OF THE FOLKS IN THIS AREA, I HAVE APPLICATIONS ON FILE, UM, THAT WE'LL BE ABLE TO SERVE. UH, WE ARE NOT DOING FIRST COME, FIRST SERVE ANYMORE, WHERE SOMEONE HAS TO QUEUE IN LINE AT TWO IN THE MORNING TO BE THAT FIRST PERSON IN LINE. RATHER, WE'LL HAVE APPLICATION WINDOWS. THE, THE MAIN THING IS ALL THE STEPS ARE VIRTUALLY THE SAME ACROSS ALL FUNDING SOURCES IN TERMS OF PROVING WHO YOU ARE. DO YOU OWN YOUR HOME OR YOU BUYING HOME? RIGHT? SO PROOF OF IDENTITY, PROOF OF INCOME FOR THE HOUSEHOLD AND PROOF OF OWNERSHIP OF THAT HOUSE, THAT THAT STAYS THE SAME. UH, WHEN I USE FEDERAL FUNDS, I HAVE TO DO AN ENVIRONMENTAL REVIEW ON THAT HOME AND THAT CAN TAKE AN EXTRA 30 TO 45 DAYS. BUT I DON'T USE FEDERAL FUNDS. I CAN NOT DO THAT, UH, BECAUSE I DON'T NEED TO. UH, WE DON'T DO TREE TRIMMING OR LAWN MOWING. THIS IS ON THE STRUCTURE, UH, OF THE HOME ITSELF. AND HOW MANY DID YOU SAY YOU HAD WITHIN THE LAST YEAR? IN THE LAST YEAR WE'VE DONE OVER 30. AGAIN, IT'S ONLY EXTERIOR VIOLATIONS AND A LOT OF THE TIMES WHEN WE SEE PEOPLE WHO HAVE EXTERIOR VIOLATIONS, THEY ALSO HAVE INTERIOR. AND I, AND I JUST LOOK AT HOW THAT MONEY IS DISTRIBUTED TO, UH, TO SERVE CERTAIN AND I WOULD ADD THAT THE TRANSFER IS NOT GONNA BE ALL AT ONCE. THAT BASED ON OUR PROJECTIONS, IT'LL PROBABLY BE BETWEEN MAYBE SEVEN TO EIGHT YEARS BEFORE WE WOULD FULLY FUND THE MAXIMUM OF 10.5 MILLION. SO ROUGHLY A MILLION, 1,000,002 A YEAR WOULD BE TRANSFERRED PROBABLY OVER THE NEXT SEVEN YEARS BASED ON OUR ESTIMATES.
