I AM HERE TO REVEAL A VERY DEADLY AIR INTOXICATING PUBLIC SAFETY CRISIS.

THE NEEDS TO BE REVEALED AND RESOLVED.

THIS VERY DEADLY AIR INTOXICATING PUBLIC SAFETY CRISIS IS PRODUCT OF CRIMINAL ACTIVITY THAT HAS MANY DECADES OF HISTORY WITH PLAGUING THE ENTIRE DALLAS METRO AREA.

THIS VERY DEADLY PUBLIC SAFETY CRIMINAL ACTIVITY IS BEING ALLOWED TO RUN RAMPANT IN JAILS, IN PRISONS, AND IN MILITARY BASIS, ET CETERA.

AND MORE SO THE URBAN AREAS OF ALL 50 UNITED STATES AND THE GREAT MANY OTHER CITIES ON THE GLOBAL SCALE.

ON THE LOCAL LEVEL, THESE CROWNS HAVE A LONG HISTORY OF BEING COMMITTED IN THE DALLAS COUNTY JAIL AND ALSO EVERY DAY AT THE LOCAL HUDSONS UNIT STATE JAIL.

THIS AIR INTOXICATING CRISIS IS BY ALL DEFINITION, TERRORISM THAT IS BEING COMMITTED WITH A RADIOLOGICAL AND BIOLOGICAL AND CHEMICAL WEAPON OF MASS DESTRUCTION.

STOLEN PRESCRIPTION PHARMACEUTICALS AND OTHER HARMFUL SUBSTANCE ARE BEING TRANSFORMED INTO AN ELECTROMAGNETIC AIRBORNE FORM AFTER BEING EXPOSED TO REPEATED X-RAYS AND THEN DISPERSED BY VENTILATING AIRFLOW.

THIS VERY DEAD AIR INTOXICATING TERRORISM IS INFLICTING COUNTLESS DEATHS FROM STROKES, FROM HEART ATTACKS, FROM DIABETES, FROM CANCER, FROM INFECTIOUS DISEASE, FROM TOXIC POISON, AND FROM HOMICIDAL SHOOTING VIOLENCE, ET CETERA.

THAT CE APPEARS FROM NATURAL CAUSES, BUT IT'S ACTUALLY MASS MURDER WHEN THE HE IS BEING INTOXICATED BY CONCOCTIONS OF MALE SEX HORMONES.

A DRUG WELL KNOWN TO CAUSE MIND ALTERING AND BEHAVIOR ENHANCING AGGRESSIVE AND VIOLENT BEHAVIOR, THE RATES OF VIOLENT CRIME AND THE RATES OF HOMICIDAL SHOOTING VIOLENCE SPIKES UP SHARPLY.

I HAVE BEEN A PUBLIC SPEAKER TO THE DALLAS CITY COUNCIL ON THIS DEADLY AIR INTOXICATING CRISIS TWICE BACK IN THE MONTH OF MARCH AND APRIL OF 2024.

NEWS OF THIS INTOXICATING TERRORISM IS OFFICIAL AND IT HAS BEEN REPORTED IN THE NEWS INCLUDING 60 MINUTES.

I AM A MEDICAL ANTHROPOLOGIST AND HAVE SPENT THE BULK OF MY CAREER 30 YEARS WORKING IN PUBLIC HEALTH AND ACADEMIC MEDICINE.

SEVERAL YEARS AGO, I BEGAN TO FOCUS SPECIFICALLY ON EXTREME HEAT AND PUBLIC HEALTH, UM, IN URBAN HEAT ISLANDS.

AND IT'S THROUGH THAT WORK THAT I HAVE BECOME EXTREMELY CONCERNED AND WHAT PARTLY BRINGS ME HERE TODAY, THE SECOND, UH, FOCUS IS WITHIN THE LAST SEVERAL YEARS, THERE'S BEEN A ROBUST EVEN EXPLOSION AMOUNT OF DATA SPECIFIC TO PUBLIC HEALTH AND EXTREME HEAT THAT WASN'T AVAILABLE WHEN CA WAS ADOPTED IN 2020.

AND THIS NEW CORPUS OF DATA SHEDS REALLY IMPORTANT LIGHT IN TERMS OF NEW, UM, KNOWLEDGE, NEW OPPORTUNITIES FOR MAKING INTERVENTIONS, ET CETERA.

IN THE INTEREST OF TIME, OF COURSE, I'M NOT GONNA DELVE INTO ALL OF THE STUDIES, BUT I WILL MAKE A COUPLE OF POINTS.

ONE IS THAT WE'VE KNOWN FOR 30 YEARS, THERE'S BEEN A SOLID CORPUS OF EMPIRICAL DATA THAT SHOWS THERE'S A STRONG CORRELATION BETWEEN EXTREME HEAT AND HEALTH ISSUES.

HEAT AFFECTS EVERY SINGLE SYSTEM IN THE HUMAN BODY, CARDIOVASCULAR, NEPHROLOGY, PSYCHIATRIC DERMATOLOGY, ET CETERA.

SO THIS IS NOT NEW DATA PER SE.

WHAT IS HOWEVER NEW IS IN THE LAST FEW YEARS, AGAIN, IS THIS, WE'VE GOT NEW FUNDING, WE'VE GOT NEW RESEARCHERS, AND OF COURSE EXTREME HEAT HAS BECOME EXTREMELY PROBLEMATIC.

THE NEW RESEARCH THAT'S THAT'S, UM, MANIFESTING SUGGESTS THAT IT'S MUCH MORE COMPLICATED.

THE CONNECTION BETWEEN PUBLIC HEALTH AND EXTREMELY AND EXTREME HEAT IS MUCH MORE COMPLICATED AND NUANCED THAN WE KNEW.

FOR EXAMPLE, RESEARCH THAT WAS PUBLISHED IN A PEER REVIEW JOURNAL LAST SUMMER SHOWED THAT WOMEN IN THEIR THIRD TRIMESTER OF PREGNANCY WHO ARE EXPOSED TO THREE DAYS, THREE CONSECUTIVE DAYS OF AMBIENT TEMPERATURE THAT'S 95 DEGREES OR HIGHER, HAVE A 23% INCREASED INCIDENT OF SEVERE MATERNAL MORBID MORTALITY, INCLUDING MORBIDITY.

THAT'S HUGE, NOT JUST FROM AN ECONOMIC PERSPECTIVE, BUT FROM A CITY PERSPECTIVE.

WHEN WE LOOK AT PARKLAND, AGAIN, I'M SURE, AS YOU ALL KNOW, PARKLAND HAS THE HIGHEST BIRTH RATE IN THE US.

NOT TO MENTION THE EQUITY ISSUE THAT'S INVOLVED IN THAT.

BLACK WOMEN ARE DISPROPORTIONATELY IMPACTED WHEN IT COMES TO MATERNAL HEALTH CARE.

THE OTHER INTERESTING, UM, CAVEAT THAT'S EMERGING FROM THIS NEW DATA IS THAT IT NO LONGER SEEMS THAT PREVIOUS WORK THAT I'VE FOCUSED ON, THE 30 YEARS OF DATA THAT REALLY WAS FOCUSED ON EXTREME TEMPERATURE AND HEALTH.

THERE'S NEW RESEARCH THAT SUGGESTS MAYBE THE TEMPERATURE DOESN'T HAVE TO BE EXTREME.

IT'S THE CUMULATIVE EFFECT OF HEAT THAT'S SIGNIFICANT FOR PLACES LIKE DALLAS.

AND THE THIRD THING I'LL POINT OUT IS THE OTHER REALLY IMPORTANT I THINK, UM, ISSUE THAT'S MANIFESTING WITH THIS NEW DATA IS THE NOTION THAT THIS IS NOT REAL WORLD WHEN YOU JUST LOOK AT HEAT OR AIR QUALITY OR EVEN WILDFIRES.

WHAT WE NEED TO BE DOING IS LOOKING CUMULATIVELY AT THIS IMPACT ON HEALTH BECAUSE THAT'S HOW PEOPLE LIVE.

RIGHT? WHEN I LOOK AT CCA, I SEE THAT, UM, EXTREME HEAT IS REALLY JUST A FOOTNOTE SECONDARY TO ECONOMICS, TO INFRASTRUCTURE ISSUES, WHEREAS AIR QUALITY OF COURSE, AND I'M NOT ARGUING THAT IT SHOULDN'T BE THERE.

I THINK IT'S OBJECTIVE EIGHT HAS ITS OWN UNIQUE ENTITY.

WHAT I AM SAYING, IT'S TIME FOR US TO REVISIT VIS-A-VIS THIS NEW DATA.

THE BOTTOM LINE IS THAT HEAT UNEQUIVOCALLY IS THE HIGHEST RISK FOR CLIMATE CHANGE IN TERMS OF MORTALITY AND MORBIDITY, AND THAT'S NOT REFLECTED IN CA.

SO THAT'S YOUR TIME.

IT WAS, UH, THE, A DEFINITION WAS BEING DEVELOPED, UH, THROUGH ZO OAC AND THROUGH OTHER DEPARTMENTS WITHIN THE CITY.

SO AS FAR AS I KNOW, I THINK THEY HAVE PURCHASED 96 EVS FOR OUR FLEET AND ARE CONTINUED TO IMPLEMENT THAT FEASIBILITY PLAN.

SO THESE CHARGERS WILL DEFINITELY BE USED TOWARDS THEM AS, AS OUR FLEET CONTINUES TO GROW IN THE EV ROOM.

UM, MY BACKGROUND, I HAVE 25 YEARS IN, UH, PHILANTHROPIC FOCUS WITH LOOKING AT, UH, NONPROFIT ORGANIZATIONS EFFORTS, COMMUNITY COLLABORATIONS, ADDRESSING FOOD ACCESS.

MORE RECENTLY, UH, THAT'S BEEN INVOLVED IN URBAN AGRICULTURE, FOOD ACCESS IN THE SOUTHERN SECTOR, PARTICULARLY WITH SOME OF MY CLIENTS.

UM, AND ALSO THE FOCUS OF MY DOCTORAL RESEARCH HAS BEEN ON THE IMPACT OF URBAN AGRICULTURE TO FOOD SYSTEMS, CLIMATE CHANGE, ENVIRONMENTAL SUSTAINABILITY, UH, SOCIAL EMOTIONAL HEALTH, YOU KNOW, ALL OF THE, ALL OF THE, UH, OUTCOMES THAT COME FROM THE INTRODUCTION OF URBAN AGRICULTURE AND FOOD AND HAVING ACCESS TO HEALTHY, AFFORDABLE FOOD.

SO THAT I AM EXTREMELY EXCITED TO BE A PART OF THIS EFFORT.

THAT'S ALSO, UM, INTRODUCED ME TO THE WHITE HOUSE CONFERENCE ON HUNGER, NUTRITION AND HEALTH.

UH, FOOD IS MEDICINE CONVERSATIONS IN OTHER PARTS OF THE COUNTRY AND ALSO SOUTH BY SOUTHWEST.

WE HAVE FIVE SUBCOMMITTEES AS PART OF OUR FOUNDING ORDINANCE.

A AN ENVIRONMENTAL HEALTH COMMITTEE WAS ESTABLISHED.

UH, THAT COMMITTEE, UH, THE APPOINTMENT PROCESS IS SLIGHTLY DIFFERENT THAN THE REST OF OUR, THAT'S THE ONLY STANDING COMMITTEE THAT THE COMMISSION HAS.

SO WE WILL NOT BE APPOINTING ANY NEW MEMBERS TO THAT COMMITTEE.

HOWEVER, WE DO HAVE APPOINTMENT OPPORTUNITIES ON OUR ENVIRONMENTAL JUSTICE COMMITTEE, OUR IMPLEMENTATION COMMITTEE, WHICH FOCUSES ON THE INTERNAL, UH, IMPLEMENTATION OF CCAP, ABOUT THE CITY, UM, OUR OUTREACH AND ENGAGEMENT COMMITTEE, AND THEN OUR STRATEGIC PARTNERSHIPS AND INNOVATION COMMITTEE, WHICH IS A LITTLE BIT DIFFERENT WHERE, UM, WE ARE TRYING TO ADVANCE VARIOUS SECTORS OF THE CCAP THROUGH PARTNERSHIPS.

UM, AND SO I BELIEVE BASED ON, UH, MR. MICHELSON, BASED ON YOUR EXPERIENCE, YOU MAY BE VERY WELL SUITED FOR THE IMPLEMENTATION COMMITTEE.

I DON'T KNOW IF HE'S STILL IN THE ROOM.

VERY WELL, JUST TO SAY, JUST TO BUILD ON THAT, I JUST WANTED TO HIGHLIGHT THE POINT THAT NOT ONLY IS URBAN HEAT, ONE OF THE GREATEST, UM, HEALTH CHALLENGES IN DALLAS, AND WE'RE ONE OF THE, UM, MOST CHALLENGED CITIES IN THE UNITED STATES, BUT IT'S ALSO A MAJOR EQUITY CONCERN.

AND MANY OF US IN THE CITY, UH, INCLUDING THIS COMMISSION, COMMISSION AND, UM, CITY STAFF, HAVE BEEN WORKING AND TAKING SERIOUSLY THAT CHALLENGE FOR A LONG WHILE.

AND, UM, I WANTED TO READ A COUPLE OF EQUITY QUOTES FROM A RECENT PRESENTATION I WAS A PART OF, UM, JUST TO HIGHLIGHT THAT, OR HEAT, LIKE ALL CLIMATE IMPACTS EXACERBATE SOCIAL INEQUALITIES AND, UM, PARTICULARLY IN THE EXTREME IN THE AFTERMATH OF EXTREME EVENTS.

AND A COUPLE OF QUOTES THAT I CAME ACROSS IN THE LITERATURE WERE JUST HIGHLIGHTING THAT PEOPLE OF COLOR ARE DISPROPORTIONATELY REPRESENTED IN THE OUTDOOR WORKPLACE.

AND HERE IN TEXAS, WE HAVE MORE WORKERS THAT DIE OF HEAT RELATED CAUSE THAN ANY OTHER STATE.

SO WHEN I READ THAT, I WAS JUST REALLY UPSET.

AND THEN THINKING ABOUT, UM, COMMISSIONER ROBESON'S COMMENTS ABOUT THE BUS STOPS JUST TO POINT, THERE ARE OTHER CITIES IN TEXAS THAT ARE LOOKING TO MAJOR SOURCES OF FEDERAL GRANTS TO PROVIDE MORE, UM, BUS COVERINGS.

HOUSTON JUST RECEIVED A LARGE GRANT, AND I, I'M GONNA FOLLOW UP AND TRY TO GET THE SOURCE OF THE GRANT, MAKE SURE I UNDERSTAND THAT RIGHT, BECAUSE IT MIGHT HAVE ACTUALLY BEEN COUNTY DOLLARS, BUT I FEEL LIKE IT WAS A FEDERAL GRANT AND THEY'RE INCORPORATING SOME NATURE-BASED SOLUTIONS INTO THEIR, UH, BUS COVERS AS WELL.

SO I WANTED TO BRING THAT BACK TO THE COMMISSION LATER AND GET SOME MORE INFORMATION ON THAT BECAUSE I THINK IT'D BE INTERESTING.

AND THE LAST THING IS JUST TO HIGHLIGHT OUR GOAL SIX, COMMITMENT TO URBAN HEAT.

ONE OF THE BIGGEST CAUSES OF URBAN HEAT AND OUR URBAN FABRIC IS OUR IMPERVIOUS SURFACES, OUR CONCRETE, OUR ASPHALT.

AND I'M VERY PLEASED AND PROUD THAT OUR GULF SIX IS REALLY AT THIS INTERSECTION OF NATURE-BASED SOLUTIONS, HEALTHY FOREST COVER HEALTHY ECOSYSTEMS TO IMPROVE URBAN HEALTH AND REDUCE URBAN HEAT.

AND ONE OF THE CITY'S GOALS IS ACTUALLY ABOUT URBAN HEAT, 20%, 50%, AND THEN 75% REDUCTION IN URBAN HEAT ISLAND INDEX BY 20 30, 24, AND 2050.

SO JUST TO CALL THAT OUT, THAT I'M PLEASED, UM, THIS RELATIONSHIP BETWEEN NATURE AND REDUCING URBAN HEAT IS A PRIORITY FOR THE CITY.

UM, I THINK THAT THAT'S A, A PANEL THAT WE SHOULD BRING IN, UM, AND MAYBE DO SOMETHING IN THE CITY, UH, BECAUSE IT, IT CONNECTED ALL THE DOTS BETWEEN THE CITY AND THE REGION AND THE STATE.

YOU KNOW, WE HAD, YOU KNOW, EPA VERSUS THE CITY, AND THEN ALSO THE, THE, THE COG.

AND I JUST THOUGHT IT WAS VERY GOOD.

AND THEN IT WAS VERY PLEASING TO SEE THAT THE CITY OF DALLAS WAS AT EARTHX.

I WENT TO BOTH TABLES AND, UM, THERE WAS ONE ON CODES AND CO COMPLIANCY.

THERE WAS ONE, I THINK PARKS AS WELL.

UH, THE TABLES WERE VERY WELL SET UP.

THE EMPLOYEES WERE GIVING VERY, VERY GOOD INFORMATION AND GIVEAWAYS.

AND WHEN I MENTIONED, WELL, I'M A COMMISSIONER FOR FOR THE CITY, THEY, THEY WANTED TO TAKE PICTURES WITH ME.

BUT I THINK IT WAS A GREAT, UM, EVENT TO BE THERE.

THE ONLY THING I, I WOULD, UM, ENCOURAGE IS, UM, AT THE TRAMMELL ESCROW WAS TRYING TO GET MORE STUDENTS.

THERE WASN'T A BIG AMOUNT OF STUDENTS, BUT MAYBE AS A COMMISSION WHEN EARTHX COMES AGAIN, WE COULD ASK FOR SCHOLARSHIPS FOR OUR ISDS, UM, FOR DALLAS, ISD, AND OUR STUDENTS IN, IN DALLAS SO THAT THERE'S MORE, UM, IT'S A YOUNGER CROWD.

WHAT, WHAT I'M TRYING TO SAY IS I THINK, UM, YOU KNOW, WE'RE PREACHING TO THE CHOIR IN MANY, MANY THINGS.

THE PEOPLE THAT ARE THERE ARE THE ONES THAT ARE MORE KNOWLEDGEABLE ABOUT ALL THESE TOPICS, BUT WE SHOULD TRY TO GET THE YOUTH IN.

AND SO WE SHOULD BE PROACTIVE AND MAYBE ASK EARTHX FOR A, UM, A NUMBER, A SIGNIFICANT NUMBER OF SCHOLARSHIPS SO THAT STUDENTS CAN GO TO THOSE CONFERENCES BECAUSE THEY WERE VERY, VERY EXPENSIVE.

AND OF COURSE, I, UH, AS A COUNTY EMPLOYEE, I JUST WENT TO THE FREE DAY.

BUT I THINK WE, IF WE, IF WE'RE ON TOP OF IT, WE COULD ASK, UH, FOR SCHOLARSHIPS WE COULD GIVE IN OUR DISTRICTS TO OUR STUDENTS.

AND THAT'S WHAT I WOULD SUGGEST.
