ONE MAJOR CONCERN IS THE COMPLEXITY IT INTRODUCES TO THE VOTING PROCESS FOR MANY VOTERS, ESPECIALLY THOSE WHO ARE LESS FAMILIAR WITH THE INTRICACIES OF VOTING SYSTEMS, RANKED CHOICE VOTING CAN BE CONFUSING AND INTIMIDATING. THIS COMPLEXITY CAN LEAD TO HIGHER RATES OF BALLOT ERRORS AND DISENFRANCHIZE FRANCHISEMENT, PARTICULARLY AMONG MARGINALIZED COMMUNITIES WHO ALREADY FACE BARRIERS TO VOTING.

THIS STAFFING SHORTAGE HAS REAL AND SEVERE IMPLICATIONS.
OVERTIME IS BEING USED EXTENSIVELY TO COVER GAPS, WHICH CAN LEAD TO OFFICER FATIGUE AND BURNOUT, FURTHER EXACERBATING THE PROBLEM. THE CRIME RATE IN DALLAS REMAINS HIGH, WITH OUR CITY RANKED 11TH AMONG THE TOP 25 MOST POPULOUS U.S.
CITIES IN TERMS OF CRIME RATE.
FURTHER, THE COMPENSATION FOR DALLAS POLICE OFFICERS IS LOWER COMPARED TO NEIGHBORING CITIES, MAKING IT CHALLENGING TO ATTRACT AND RETAIN QUALIFIED PERSONNEL. THAT'S YOUR TIME.

THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT REPORTED THAT 653,104 PEOPLE EXPERIENCED HOMELESSNESS HOMELESSNESS NATIONALLY DURING A POINT IN TIME HEAD COUNT IN JANUARY OF THIS YEAR.
THAT BEING SAID, HOMELESSNESS HAS BEEN INCENTIVIZED THROUGH ADDITIONAL FACTORS SUCH AS UNCONDITIONAL CASH PAYMENTS, PROMISES OF UNCONDITIONAL FREE HOUSING, AND THE DECRIMINALIZATION OF SHOPLIFTING IN OPEN AIR AND DRUG USE.
WE NEED TO HELP THESE PEOPLE GET OFF THE STREETS AND GET THEM INTO SOME SORT OF TRANSITIONAL HOUSING, WHERE THEY CAN RECEIVE THE HELP AND CARE TO GET THEM BACK ON THEIR FEET AND A PART OF SOCIETY, UNTIL OUR WHOLE FOCUS IS HELPING THEM TREAT MENTAL ILLNESS AND SUBSTANCE ABUSE.

AND IT'S IMPORTANT FOR US TO CONTEXTUALIZE INVEST IN AND REVITALIZE SUCH LANDMARKS AND NOT FORGET THE SIGNIFICANCE THAT THEY PLAY IN THE EXISTING COMMUNITY THAT THEY SIT IN.
THIS IS NOT THE BOOGEYMAN SCENARIO OF GENTRIFICATION THAT IT DOES NOT ALIGN OR EQUATE TO GROWTH OF THE EXISTING COMMUNITY.

THOSE ARE CONCERNS THAT I HAVE FOR A COMMUNITY THAT DESERVES QUALITY OF LIFE AND QUALITY ACCESS.

BUT I DID REACH OUT TO THE PRESIDENT OF THE CEDAR CREST NEIGHBORHOOD ASSOCIATION AND ASKED THEM TO HELP US A LITTLE BIT MORE IN TERMS OF GIVING INPUT ON THIS LOCATION, BECAUSE FOR THE COUPLE OF TASK FORCE MEMBERS THAT I HAVE FROM CEDAR CREST, THEY CHOOSE NOT TO GO TO THIS LOCATION BECAUSE IT DOES NOT PROVIDE FOR THEM THE QUALITY OF LIFE AND ACCESS OF RESOURCES THAT THEY WOULD LIKE, WHETHER IT'S FOOD PRIMARILY THE FOOD AND EVEN THE SHOPPING EXPERIENCE.
SO JUST TO LEAVE THAT LIKE THAT, I'LL BE WORKING WITH CODE TO TRY TO HELP THIS OWNER OR MANAGER TO ZERO IN ON SOME OF THE AREAS THAT I BELIEVE ARE PROVIDE WEAKNESSES IN THIS COMMUNITY.

I'M SURE YOU ALL HAVE EXPERIENCED THIS AS WELL, BUT WHAT YOU MAY NOT REALIZE IS WHAT HAPPENS TO OUR WIDOWS AND THEIR FAMILIES AFTER THE DEATH OF THEIR SPOUSES, UNLESS THEIR SPOUSE WORKED LONG ENOUGH OR MADE PROVISIONS FOR SPECIAL SURVIVOR BENEFITS, THE WIDOWS MONTHLY DISTRIBUTION IS REDUCED BY 50%.
YOU CAN IMAGINE WHAT THAT DOES TO THEIR STATUS OF LIVING.
SO I JUST ASK YOURSELF TO PUT YOURSELF IN THEIR SHOES.

I'VE HEARD THE ARGUMENT THAT THE YOUNG OFFICERS ARE NOT INTERESTED IN RETIREMENT PLANS, AND THAT THE PROBLEMS WITH RECRUITING AND RETENTION ARE A NATIONWIDE PROBLEM, NOT RELATED TO THE PENSIONS WOES.
IF THAT WERE TRUE, WHY ARE THERE SO MANY OFFICERS THAT ARE LEAVING WITH LESS THAN FIVE YEARS OF SERVICE? THEY'RE GOING TO AGENCIES WITH MORE SECURE PENSIONS, OR THE CITIES THAT DO NOT HAVE A HISTORY OF STRIPPING RETIREES OF THEIR PENSION BENEFITS, SUCH AS THEIR ANNUAL ADJUSTMENT POST RETIREMENT, LEAVING THEM WITHOUT ANY PROTECTION AGAINST INFLATION.
WE KNOW THAT THIS IS A DIFFICULT BUDGETARY DECISION, BUT OUR MEMBERS, MOST OF WHOM WORKED THEIR ENTIRE ADULT LIVES SERVING THE CITIZENS OF DALLAS, COMING TO THEIR RESCUE WHEN THEY NEEDED US TO PROTECT AND SERVE, DESERVE THE PROTECTIONS PROMISED THEM.
