PM WE HAVE A QUORUM.

SO

[Municipal Library Board on May 20, 2024.]

LET'S GET STARTED.

THIS LITTLE SIREN.

GET GOING.

.

YEAH.

.

WELCOME TO OUR MAY A WEEK EARLY.

UH, THEN TYPICALLY, UH, MEETING IT IS FIVE O'CLOCK AND WE HAVE NO PUBLIC SPEAKERS, SO WE CAN START BY ASKING FOR A MOTION TO APPROVE THE APRIL 30TH MINUTES APPROVED.

SECONDED.

SO, ALL IN FAVOR? AYE.

AYE.

APPROVE MINUTES.

WE HAVE NO NEW MEMBERS TO WELCOME THIS TIME.

FIRST TIME IN A LITTLE WHILE THAT WE HAVEN'T HAD ANYBODY BEFORE.

WE'RE STILL DOWN THREE AND SIX, IS THAT RIGHT? YEAH.

TWO.

UM, SO HOPEFULLY WE'LL COME BACK UP TO FULL CAPACITY.

BEFORE LONG, UH, THE ONLY THING I REALLY HAD WAS JUST AN IDEA, A PROPOSAL THAT I THINK MIGHT BE HELPFUL SINCE WE'VE GOT A LOT OF NEW FOLKS, UH, RECENTLY WAS THE CHANCE TO OFFER IN JUNE FOR ANYBODY WHO IS INTERESTED, AN OPPORTUNITY TO COME IN AN HOUR EARLY FOUR O'CLOCK AND DO, HEY, HOW ARE YOU? OUR NUMBERS ARE GROWING.

GREAT.

UH, COME IN AND HAVE A CHANCE TO DO A Q AND A WITH JOE.

I'VE, I'VE NOTICED THAT WE'VE GOT SORT OF A PROLIFERATION OF EMAIL QUESTIONS AND, AND THINGS THAT ARE, UH, GOING BACK AND FORTH AND IT SEEMED LIKE IT WOULD BE MORE EFFICIENT AND ALSO WOULD GIVE US ALL THE BENEFIT OF LEARNING FROM THE QUESTIONS THAT ARE ASKED IF WE HAD A, JUST A Q AND A SESSION FOR THINGS THAT MIGHT NOT COME UP DURING ORDINARY COURSE OF ONE OF OUR MEETINGS.

UM, AND THEN WE COULD ALSO TALK A LITTLE BIT ABOUT OUR ORIENTATION MATERIALS AND ANYTHING THAT, UM, YOU HAVE ACCESSIBLE TO YOU THAT YOU MIGHT NOT HAVE, UH, AVAILED YOURSELF OF AT THIS POINT.

JUST MAKING SURE THAT YOU HAVE THE KNOWLEDGE THAT YOU WANT AND NEED TO, TO BE AWARE AND ADVOCATE ON BEHALF OF THE LIBRARY.

SO JOE WAS GRACIOUS ENOUGH TO COME IN EARLY AND, AND HANDLE THAT.

I DID.

DID WE DECIDE THAT THIS WOULD BE SORT OF A, NOT NEEDING A PUBLIC MEETING STATUS? IT WOULD JUST BE A CONVERSATION.

PUBLIC CHECK ON THAT WITH MY EXPERT OUT FRONT.

IT MIGHT BE, I DON'T KNOW, , WE'LL LET YOU KNOW.

IT WOULD BE LIKE A PLANNING RETREAT.

KIND OF LIKE THAT THING WHERE YOU TAKE NOTES, BUT YOU DON'T TAKE MINUTES.

WELL, ISHA, YOU'RE ONLINE AND LET US KNOW.

SHE'LL PICK UP.

SO TOM, I THINK YOU HAD MENTIONED TO ME THAT IT MIGHT BE A, LIKE A MINI ORIENTATION AND THEN OPEN Q AND A WITH JOE, BUT THAT'S KIND OF THE CONCEPT.

YEAH.

WILL THAT HAVE TO BE AN OPEN MEETING? IT WOULD HAVE TO BE AN OPEN MEETING IF ALL MEMBERS ATTEND.

IF LESS THAN A QUORUM.

NO, BUT IF MORE THAN A QUORUM, I SAY WE POST IT JUST IN CASE.

OKAY.

AND THEN WE'RE FINE.

YEAH.

YEAH.

OKAY.

THERE WE GO.

COOL.

THERE WE GO.

SOLVED.

WE'LL POST IT AND I MAY WELL NOT BE, UH, IN TOWN AND AVAILABLE FOR THAT MEETING.

SO ANN HAS GRACIOUSLY OFFERED TO STEP IN AND STEP UP.

SO THIS IS AN HOUR EARLY FOR OUR, OUR REGULAR JUNE MEETING OR, OR, RIGHT.

YEAH.

SO THIS WOULD BE THE JUNE, JUNE 25TH MEETING BACK ON OUR REGULAR SCHEDULE.

UH, THE MLB MEETING WOULD START AT FIVE, BUT IF YOU'D LIKE TO COME EARLY AND JUST GET A CHANCE TO GET JOE UNPLUGGED, UH, AT DANGEROUS , UH, IT WOULD BE JUST AN OPPORTUNITY THERE.

SO NO PRESSURE.

IT DOES NEED TO BE AN OPEN MEETING.

WE JUST, YOU CAN JUST DO AS THE MEETING ONE TO THE NEXT MM-HMM.

? NO, I MEAN, JUST REPLACE THE MEETING WITH, JUST HAVE THE AGENDA FOR THAT DAY.

BE A Q AND A.

JUST DO IT DURING, IT'S JUST A THOUGHT WE COULD, BUT WE ACTUALLY HAVE A PRETTY NEAT EDUCATIONAL SEGMENT SO IT POTENTIALLY BE DONE EARLIER.

LIKE WE COULD DO IT AND BE DONE EARLIER.

WE'RE GONNA GO, SO FOUR, THEN YOU JUST RUN RIGHT IN.

GET THAT, WE'RE GONNA GO IN AND TOUR THE AUTOMATED SORT THING.

MM-HMM.

.

COOL.

TAKE YOU TO THE DUN BEHIND SEAT.

TAKE YOU TO THE DUNGEON AS WE CALL IT.

WOW.

I I MEAN IT'S ABOVE THE PARKING GARAGE.

IT'S BASEMENT .

ALRIGHT, SO THAT'S ALL I HAVE.

[00:05:01]

JOE, YOU WANNA JUMP IN WITH OUR, I, I WILL, UM, INTRODUCE JORDAN BACH, WHO, UM, IS OUR EVENT SPECIALIST AND COORDINATOR, AND HE'S GOING TO DO, UM, YOUR EDUCATIONAL SEGMENT TONIGHT ON, UH, THE, OUR MEETING ROOM SPACES.

SO, JORDAN, TAKE IT AWAY.

EVENING EVERYONE.

YEAH.

UH, MAY HAVE SEEN ME SCREWING AROUND, SETTING UP, UM, EQUIPMENT, UH, IN THE ROOM JUST A MINUTE AGO.

UH, I'M GOING TO DO A QUICK OVERVIEW OF OUR MEETING ROOMS AND MEETING ROOM PROCESS AND JUST GENERALLY WHAT'S AVAILABLE THERE.

CAN Y'ALL HEAR ME OKAY? YEP.

I JUST TURNED IT UP A LITTLE BIT.

OKAY, COOL.

SHARING POWERPOINT.

Y'ALL SEE MY PRESENTATION? YEP.

ALRIGHT, SO, UM, YEAH, WE'RE JUST GONNA LOOK BRIEFLY AT WHAT, UH, YOU KNOW, KIND OF SPACES ARE AVAILABLE AT LIBRARIES, UM, AND WHAT'S REQUIRED IN ORDER TO USE THEM.

SO, UM, ALL OF OUR FACILITIES, UM, WITH THE EXCEPTION OF BOOKMARKS HAVE SOME KIND OF MEETING SPACE.

UM, MOST HAVE MULTIPLE.

UM, THERE ARE TWO PRIMARY, UH, KINDS OF MEETING SPACES THAT WE HAVE.

UH, ONE IS STUDY ROOMS, WHICH ARE, UM, FIRST COME, FIRST SERVE SPACES THAT ARE GENERALLY SIZED FROM ONE TO, YOU KNOW, EIGHT OR 10 PEOPLE.

UM, AND, UH, THEY'RE RESERVABLE ON A FIRST COME, FIRST SERVE BASIS.

UH, ON THE DAY OF, UH, USE.

UH, THEY'RE GENERALLY AVAILABLE FOR UP TO TWO SESSIONS, UP TO TWO HOURS EACH, UM, WITH SOME LEEWAY IF IN CASE THE USAGE IS LOW.

UM, BUT WE'RE PRIMARILY GONNA BE TALKING ABOUT ARE THE MEETING ROOMS THAT WE HAVE.

UM, SO THIS INCLUDES AUDITORIUMS, BLACK BOXES, CLASSROOMS, ANY, ANYTHING THAT IS, UM, KINDA MORE SUBSTANTIAL THAN A PERSONAL USE STUDY ROOM.

SO, UM, THE MEETING ROOMS ARE, UH, AVAILABLE ON A SIMILAR CRITERIA ACROSS THE DIFFERENT TYPES.

UM, MEANING THAT THEY'RE RESERVABLE FROM 21 TO 90 DAYS OUT, SO NO SOONER THAN THREE WEEKS, NO FURTHER OUT THAN THREE MONTHS.

UM, THEY DO CARRY A FEE FOR USE AS FEES ARE ASSIGNED TO US BY THE CITY.

UM, AND, UH, EVERY PERIODICALLY WE UNDERGO A FEE STUDY WHERE THE, UM, AMOUNTS OF THOSE ARE ANALYZED, UM, IN ACCORDANCE WITH, UM, AVAILABILITY AND, AND EQUITY AND THOSE SORTS OF THINGS.

UM, VIDEOS, UH, LIKE I SAID, INCLUDE AUDITORIUMS, BLACK BOX THEATERS AND CLASSROOMS. UM, THEY REALLY COME IN A VARIETY OF SHAPES AND SIZES, UM, AND CAPABILITIES.

UM, YOU KNOW, SOME ARE REALLY ROBUST, UM, LIKE THE, THE BLACK BOXES THAT HAVE FULL, UM, KIND OF MULTIMEDIA AND LIGHTING, UM, CAPABILITIES AND SO ON.

AND SOME ARE MORE SIMPLE, YOU KNOW, AUDITORIUMS WITH A CEILING MOUNTED PROJECTOR OR SOMETHING LIKE THAT.

UM, GENERALLY ALL OF OUR MEETING ROOMS HAVE SOME FORM OF AV, UM, WHETHER THAT IS A TV OR PROJECTOR, IT COULD BE A TABLETOP PROJECTOR, BUT PEOPLE DO HAVE, UM, CAPABILITY TO, TO DO PRESENTATIONS, UH, VIDEOS, THAT SORT OF THING.

SO, UM, YOU CAN, UH, THIS, I TOOK A SCREENSHOT OF OUR WEBSITE HERE.

UM, THIS IS UNDER THE SERVICES PAGE.

AND THE REASON I TOOK A SCREENSHOT OF IT IS 'CAUSE IT KIND OF CONTAINS ALL THE PERTINENT INFORMATION AS FAR AS MEETING ROOMS. SO IT HAS THE PRIMARY CONTACT INFORMATION FOR, UH, BOOKING SPACES, WHICH IS THAT, UH, OFFICE NUMBER THERE.

AND LIB SEND MEETING IS THAT BRIGHT BLUE, UM, UH, EMAIL ADDRESS IN THE CENTER THAT GOES TO MYSELF AND MY TEAM.

UM, THAT, AND WE JUST KIND OF TAKE THE INCOMING, UH, CALL TRAFFIC AND EMAIL TRAFFIC FOR PEOPLE THAT ARE JUST GENERALLY LOOKING TO GET ORIENTED AS FAR AS U USING SPACE.

UM, AND ALSO ON THIS PAGE, UH, HAS A LINK TO THE GENERAL MEETING ROOM REQUEST FORM, WHICH INCLUDES ALL THE FORMAL LANGUAGE ABOUT ORGANIZATION TYPES AND REQUIREMENTS FOR, UM, FOR ROOM USE, WHICH WE'LL GET TO ON THE SUBSEQUENT SLIDES.

UM, AND IT ALSO INCLUDES, UH, UM, THE, A LINK TO THE, UH, MEETING ROOM POLICY, WHICH IS JUST MORE FINE DETAILS ABOUT, UM, WHAT'S ACCEPTABLE, UH, FOR USE AND EXPECTED FROM USERS.

AND IT ALSO INCLUDES A LINK OR SOME TEXT ABOUT STUDY ROOMS AS WELL.

SO IF YOU'RE EVER LOOKING FOR ANYTHING, UM, INFORMATION ON MEETING ROOMS OR ANYTHING LIKE THAT, UM, THIS PAGE WAS UPDATED RECENTLY.

WE REFRESHED ALL THE FORMS. UM, ALSO REACH OUT TO US, BUT IF YOU WOULD JUST WANT TO FIND IT ONLINE, IT IS POSTED THERE.

UM, SO JUST TO GO RE BRIEFLY THROUGH THE MEETING ROOM PROCESS.

AND AGAIN, THIS IS JUST TALKING ABOUT MEETING ROOMS, NOT THE STUDY ROOMS. UM, THE STUDY ROOMS AGAIN, ARE JUST A DAY OF, UH, UH, THE RESERVE DAY OF, BUT THERE'S A LITTLE BIT MORE PLANNING AND PAPERWORK THAT GOES INTO THE MEETING ROOMS, WHICH ARE THE, THE LARGER SPACES.

SO THE FIRST STEP IS THAT A RESERVATION GETS ENTERED.

UM, SO FOLKS CAN

[00:10:01]

DO THAT, UM, THROUGH A NUMBER OF DIFFERENT WAYS.

THEY CAN GO ONLINE TO DALLAS LIBRARY DOT LIBRARY MARKET.COM, UM, WHICH IS OUR, UH, TOOL THAT WE HAVE.

IT'S A CALENDAR SYSTEM THAT ALSO MANAGES AVAILABILITY OF ROOMS AND, AND SO ON.

UM, SO THAT'S PUBLICLY AVAILABLE.

UM, PEOPLE CAN GO TO THAT AND CLICK ON A LITTLE BIG BLUE BUTTON THAT SAYS, RESERVE A ROOM AND ENTER THAT THERE.

OR THEY CAN HAVE A STAFF PERSON DO IT.

UM, I TAKE THESE PHONE CALLS ALL THE TIME WHERE PEOPLE ARE JUST CURIOUS AND THEY DON'T KNOW WHAT TO DO, AND WE GO AHEAD AND ENTER IT FOR THEM AND MOVE FROM THERE.

UM, OR THEY CAN SUBMIT THE, UH, KIND OF LEGACY FORM, WHICH IS THE PAPER FORM THAT SOMETIMES WE STILL GET.

UM, IT'S STILL VALID.

IT INCLUDES ALL THE SAME INFORMATION THAT THE WEBSITE DOES, UM, LIKE DATE, TIME, PLACE, AND SO ON.

UM, SO THE, ONCE THE RESERVATION GETS ENTERED INTO THE CALENDAR, IT'S FULLY BOOKED SO PEOPLE CAN HAVE PEACE OF MIND WHATEVER STAGE OF THE PROCESS THEY'RE IN, UM, THAT IT'S, UH, GONNA BE BOOKED FOR THEM.

DOCUMENTS ARE REVIEWED BY, UH, THE BRANCH MANAGER AT BRANCHES OR BY MYSELF OR MY TEAM HERE AT CENTRAL.

UM, IF EVERYTHING LOOKS GOOD AND, AND WE WILL TALK ABOUT WHAT THOSE DOCUMENTS ARE IN A LITTLE BIT, UM, WE WILL, YOU KNOW, EITHER, UM, APPROVE IT OR SEEK MORE CLARIFICATION.

LET FOLKS LET THE RENTER KNOW THAT THEY HAVE, YOU KNOW, SOME OTHER BOXES TO CHECK.

UM, AND JUST GENERALLY AT THIS POINT, WE'RE TALKING ABOUT ALSO IN-PERSON LOGISTICS, LIKE WHAT KIND OF, UH, SETUP THEY'RE GONNA DO AND WHAT KIND OF AV THEY NEED AND THAT SORT OF THING.

UM, SO DOCUMENTS CAN INCLUDE DETERMINATE DETERMINATION LETTER OR BYLAWS FOR NONPROFITS.

UM, BASICALLY THAT GIVES, UM, ACCESS TO THE NONPROFIT RATES IF THEY'RE HERE AT CENTRAL LIBRARY.

UM, AND IT ALSO HAS SOME BEARING ON INSURANCE AS WELL.

UM, WHICH AGAIN, WE'LL, WE'LL GET TO AT A LOVELY FLOW CHART.

UM, AND THEN CERTIFICATE OF LIABILITY INSURANCE.

AGAIN, WE, WE GET TO, UM, SO ONCE THAT'S DONE, UH, EITHER FROM THE BRANCH MANAGER OR FROM OUR TEAM, WE, UM, CONFIRM THE DETAILS.

UH, WE APPROVE THE, THE STATUS, UM, AND THEN WE SUBMIT LINKS FOR PAYMENT.

ALL PAYMENTS ARE DONE THROUGH THE SAME PROCESS THAT, OR THE SAME PLATFORM THAT WE CH UM, CHARGE, UH, YOU KNOW, UH, REPLACEMENT FEES AND THAT SORT OF THING.

IT'S ALL THROUGH, UH, OUR POLARIS APPLICATION.

UM, THESE ARE BASED ON THE DURATION OF THE MEETING HERE AT CENTRAL AND ORGANIZATION TYPE.

SO, FOR EXAMPLE, SHORT MEETING FOR NONPROFITS GONNA BE, UH, LESS, UH, FOR THE SAME ROOM THAN, UM, FOR A, FOR-PROFIT OR INDIVIDUAL.

THAT'S IT'S LONG.

UM, UH, HOWEVER, AT BRANCHES, ANY AMOUNT OF TIME IN A SINGLE ROOM IN A SINGLE DAY WITHIN OPERATING HOURS IS A FLAT FEE OF $20.

AND AGAIN, THAT THOSE RATES ARE SET BY THE CITY, UM, EVERY FEW YEARS.

UM, THE CUSTOMER PAYS ONLINE, UM, AND THEN THEY'LL CHECK IN WITH STAFF AND THEY ARRIVE, USE THE SPACE, HAVE THEIR EVENTS, YOU KNOW, UM, AND THEN THERE IS A CHECKOUT, UH, PROCESS AS WELL WITH STAFF.

UM, SO THERE'S THREE ORGANIZATION TYPES, AND I KNOW I'M FLYING ALONG.

THIS IS A REALLY BRIEF, UM, A REALLY BRIEF OVERVIEW.

SO I'M JUST TRYING TO COVER THE IMPORTANT TOPICS HERE.

SO, UM, THERE ARE THREE ORGANIZATION TYPES FOR-PROFIT, WHICH IS PRETTY STRAIGHTFORWARD, COMPANY BUSINESS, ET CETERA.

UM, THERE IS NON-PROFITS, OF COURSE, UH, 5 0 1 C THREES, NOT-FOR-PROFITS.

UM, THERE ARE A COUPLE OF OTHER VARIANTS ON THAT AS WELL.

BUT, UM, SOMETHING THAT'S FEDERALLY RECOGNIZED BY IRS AS NONPROFIT.

UM, AND, UH, THERE'S ALSO A THIRD CATEGORY, WHICH IS INDIVIDUAL.

UM, THIS IS RELATIVELY NEW.

IT BASICALLY IS, UM, UNDER THE SAME RULES AS FOR PROFIT, BUT, UM, ALLOWS CERTAIN MEETINGS TO TAKE PLACE WITHOUT HAVING TO HAVE INSURANCE.

SO, UM, ESSENTIALLY, UH, IF, IF FOLKS ARE GONNA BE MEETING AND, AND TALKING IN A SPACE AND NOT DOING ANY KIND OF, UH, EXTRAORDINARY ACTIVITIES, UM, THEY CAN BE CONSIDERED AN INDIVIDUAL.

UM, IF THEY'RE, YOU KNOW, AND THIS, THIS COVERS THINGS LIKE BOOK CLUBS AND CLUB GATHERINGS AND THINGS OF THAT NATURE.

UM, IF THEY INVOLVE PHYSICAL ACTIVITY, LIKE YOGA PROGRAM OR ANIMALS, FOOD PREPARATION AND ALL THAT, THEN INSURANCE IS REQUIRED.

SO THESE ARE USED, UH, THESE ORGANIZATION TYPES ARE USED ESSENTIALLY FOR DETERMINING PRICING AND DETERMINING INSURANCE STATUS.

UM, SO HERE IS, UH, INSURANCE DECISION TREE.

SO WHEN INSURANCE EVENT LIABILITY INSURANCE IS REQUIRED BY THE CITY, UM, FOR, UH, MEETING ROOM USE.

SO FOR A, FOR-PROFIT ENTITY, IT'S REALLY EASY.

THAT JUST ALWAYS WILL REQUIRE INSURANCE FOR A NONPROFIT GROUP.

UM, IF IT'S OPEN TO THE PUBLIC, UM, WHICH MEANS YOU'RE ALLOWING LIKE WALK-INS, UM, THEN THAT OR INSURANCE IS REQUIRED.

IF IT'S NOT OPEN TO THE PUBLIC, THEN INSURANCE IS NOT REQUIRED.

UH, AND THEN FOR THAT INDIVIDUAL CATEGORY, WHICH AGAIN, IS, IS GONNA BE LIKE FOLKS

[00:15:01]

MEETING FOR BOOK CLUBS OR A MEETING GROUP OR SOMETHING LIKE THAT, UM, UM, UH, THE QUESTION BECOMES DOES THE EVENT INVOLVE ANY OF THE ACTIVITIES THAT I MENTIONED BEFORE? IF, UH, AND IF NO, IS IT OPEN TO THE PUBLIC? BECAUSE IF IT'S OPEN TO THE PUBLIC, THEN INSURANCE IS REQUIRED, OTHERWISE NOT.

SO HOPEFULLY THAT'S ALL THE INFORMATION THAT IS CONTAINED ON THE, UM, MEETING ROOM REQUEST FORM.

I JUST FIND THAT IT'S KIND OF HELPFUL TO SEE IT IN THIS KIND OF GRAPHICAL FORMAT.

IT'S A REALLY EASY DECISION TREE FOR US TO FOLLOW, UM, TO MAKE SURE THAT WE HAVE OUR INSURANCE BASES COVERED.

UH, AND THEN JUST TO KIND OF BEGIN TO WRAP UP, UH, I'D MENTIONED IT BRIEFLY BEFORE, BUT LIBRARY MARKET IS OUR TOOL.

UH, IT'S ESSENTIALLY AN ADD-ON TO OUR WEBSITE.

IT'S AN EXTERNALLY HOSTED, UH, PLATFORM, BUT IT'S, UH, LINKED REALLY CLOSELY ON OUR WEBSITE.

IF YOU CLICK THE EVENTS TAB, UH, DALLAS LIBRARY.ORG, UM, IT WILL TAKE YOU TO LIBRARY MARKET.

UM, IT'S A REALLY, UH, IT'S A PRETTY USEFUL TOOL.

UM, IT'S ONE THAT WE USE.

UH, YOU CAN SEE ONE OF THE HIGHLIGHTED PROGRAMS THERE, UM, THAT WE ARE INVITING FOLKS TO, UH, THAT WE HAVE LIKE A ROTATOR ON IT THAT SHOWS KIND OF HIGHLIGHTS FOR, UM, SYSTEM-WIDE OR KIND OF LARGER PROGRAMS THAT WE WANNA GET MORE EYES ON.

UM, SO FOLKS CAN SEE, UH, PROGRAMS FOR THEIR BRANCH OR, UM, STUFF THAT'S GLOBAL, UM, TO THE SYSTEM.

THEY CAN REGISTER FOR ONLINE PROGRAMS AND THAT, UH, THAT WILL LET THEM PUT THEIR INFORMATION IN SO THEY GET REMINDERS AND THAT SORT OF THING.

UM, YOU CAN ALSO USE THIS, UH, SAME TOOL TO RESERVE THAT STUDY ROOM THAT YOU MIGHT WANT TO USE OR YOU CAN BROWSE THROUGH THE CLASSROOMS, UM, AND RESERVE THAT SPACE, UH, OR MANAGE RESERVATIONS AS WELL.

SO, UM, LIBRARY MARKET IS KIND OF THE PLATFORM WHERE A LOT OF THE, UH, WHERE MOST OF THE LOGISTICS TAKE PLACE, UM, OUTSIDE OF THE DOCUMENTATION.

SO, UM, THAT IS MY REALLY, REALLY, REALLY BRIEF, UH, SUMMARY OF MEETING ROOMS. UM, IF YOU ANYBODY HAS ANY QUESTIONS, I'M HAPPY TO ANSWER.

UM, UH, THIS, UH, AGAIN, THAT TOP, UH, EMAIL ADDRESS THERE, LIBSON MEETING AT DALLAS SEC GOV, UM, IS OUR PRIMARY MEANS OF CONTACT.

UM, THE, IT GOES TO, UH, SEVERAL OF US HERE IN THE OFFICE, JUST IN CASE, YOU KNOW, ONE OF US IS AWAY OR SOMETHING.

UM, BUT ALSO I WANTED YOU ALL TO HAVE MY PERSONAL EMAIL AND OR MY, YOU KNOW, MY INDIVIDUAL EMAIL AND PHONE NUMBER.

I'M ALWAYS HAPPY TO TAKE ANY, UH, QUESTIONS OR CONCERNS ABOUT MEETING ROOMS, UM, OR ANY, ANY PART OF THAT PROCESS.

UM, AND FEEL FREE IF ANYBODY, UH, YOU KNOW, IF YOU KNOW ANYBODY THAT'S HAVING, UM, HAS ANY QUESTIONS OR, OR IS LOOKING FOR MORE INFORMATION, UM, YOU CAN ALWAYS SEND THEM MY WAY WHERE WE'VE GOT OUR PHONES ON, UH, ALL THE TIME.

THANKS JORDAN.

ANYBODY HAVE QUESTIONS FOR JORDAN? I WILL POINT OUT AT THE QUALITY OF LIFE MEETING THAT, UM, COUNCIL MEMBER SCHULTZ DID NOTICE THAT OUR MEETING ROOM USAGE AND NUMBERS HAD GONE UP AND ASKED WHY.

AND I SAID, MORE PEOPLE ARE BOOKING ROOMS. , OBVIOUSLY .

SO, UM, BUT THERE WAS, THERE WAS NO OTHER EXTRAORDINARY PHENOMENA AROUND IT.

WE BEYOND PEOPLE ARE, ARE COMING OUT AND, AND USING THEM MORE OFTEN.

YEAH.

AND JUST A LITTLE CLARIFICATION ON FOOD PREPARATION AND DISTRIBUTION.

IF I AS AN INDIVIDUAL BOOK A ROOM FOR MY BOOK CLUB AND I BRING IN COOKIES, YOU'RE FINE.

I HAVE TO HAVE INSURANCE IF YOU'RE GONNA COOK, IF YOU'RE GONNA PREPARE THE FOOD THERE.

BUT IF I BRING IN A DELI TRAY OR SOMETHING, YOU'RE FINE.

YEAH, YOU'RE FINE.

YEAH.

UM, WE, WE'VE ACTUALLY HAD THIS QUESTION QUITE A FEW TIMES, UM, AND THE ANSWER HAS BEEN BASICALLY IF IT'S PREPACKAGED THE STUFF, SO YEAH, AGAIN, YOU GET THE, THE BOX OF A DOZEN COOKIES FROM THE STORE OR YOU GET, UH, BOTTLES OF WATER, BOTTLES OF JUICE OR SOMETHING LIKE THAT, THAT'S TOTALLY FINE.

UM, AND IF IT'S LIKE A CAKE OR IF IT'S LIKE A BRISKET OR SOMETHING WHERE THERE'S LIKE, UM, IT'S ACTUAL SERVING INVOLVED, UM, THEN THAT, THEN INSURANCE WOULD BE REQUIRED FOR THAT IF IT'S GONNA MAKE A MESS.

YEAH, BASICALLY.

SO, SO THERE, THERE'S A FEE TO USE THESE, UM, MEETING ROOMS, BUT WHAT ABOUT, UM, CITY COUNCIL PLANNING COMMISSIONS, CITY COUNCIL? DID THEY, ARE THEY CHARGED A FEE? THEY'RE FROM THE CITY JORDAN? NO, OFFICIAL .

SORRY JOE.

NO, I WAS GONNA SAY JORDAN, DO WE CHARGE OUR FELLOW DEPARTMENTS ? NO.

UH, IT'S ACTUALLY REALLY GREAT AND A LOT OF OUR DEPARTMENTS, UM, WE ARE REALLY THRILLED THAT THEY ARE NOT CHARGED TO USE OUR SPACE AND AS SOON AS THEY COME USE IT ONCE THEY'RE BACK AGAIN AND AGAIN.

SO, UM, YEAH, NO, THERE'S A SPECIAL CARVE OUT IN OUR MEETING ROOM POLICY FOR CITY DEPARTMENTS FOR, UM, VOTING, ALL THAT SORT OF STUFF.

UM, ANYTHING THAT'S, THAT'S, UH, DEPARTMENTS COUNTY THAT, THAT ANYTHING IS GOOD.

DOES, DOES THAT GO FOR DISD?

[00:20:02]

UH, DALLAS, ISD, UH, I, I'M NOT SURE IF THAT IS FROM THAT, BUT WE CONSIDER THEM INSTITUTIONAL PARTNERS AND DO NOT, UH, CHARGE DISD FOR SPACE THAT DOES NOT NECESSARILY EXTEND TO OTHER, UH, SCHOOL DISTRICTS.

SO LIKE S UH, RISD, UM, NOT NECESSARILY, BUT DISD.

YES.

YEAH, IF WE CAN RUN INTO A PARTNERSHIP WITH SOMEONE, THEN WE DON'T CHARGE THEM FOR, UH, LIKE WE HAVE OTHER NONPROFITS HERE THAT OFFER PROGRAMMING.

WE DON'T CHARGE THEM.

WE HAVE LOTS AND LOTS OF DEPARTMENTS THAT USE US NOW.

AND SO IT HAS MADE IT SOMEWHAT HARDER TO BOOK THE SPACE, ESPECIALLY BIG EVENTS, WHICH MAKE JORDAN AND MATT REALLY BUSY.

A LOT OF JOB FAIRS FOR LIKE, WATER DEPARTMENT, PARKS DEPARTMENT, HR DEPARTMENT, WHICH WILL TAKE UP ALMOST HALF OF THE SIXTH FLOOR ON ANY GIVEN DAY.

YEAH.

UM, ALL THE, A LOT OF THE DEPARTMENTS, UH, HAVE REALLY TAKEN TO OUR NEWLY RENOVATED SIXTH FLOOR AS A EXCELLENT SPACE.

'CAUSE IT HAS, UH, OPEN SPACE FOR KIND OF INTAKE AND THAT SORT OF THING.

AND THEN ALSO, UM, CLASSROOMS FOR INTERVIEW PANELS.

SO WE ACTUALLY HAD ONE TODAY FROM WATER.

THERE YOU GO.

I WAS JUST GONNA ASK IF YOU COULD KIND OF PAINT A PICTURE OF HOW UTILIZED THEY ARE.

HOW, HOW OFTEN DO YOU RUN OUTTA SPACE, IF, LIKE, DOES THAT EVER HAPPEN? UH, YOU MEAN SPECIFICALLY HERE AT THE CENTRAL LIBRARY? NO, I MEAN, UH, ACROSS ALL THE BRANCHES, YOU KNOW, HOW OFTEN YEAH.

TO SAY SORRY.

IT'S ALREADY BUILT.

YEAH.

UM, WE, WE DO FILL UP PRETTY, UH, REGULARLY, I WOULD SAY, UM, ESPECIALLY, I MEAN, WE HAVE PEAK DAYS, SO ACROSS THE SYSTEM UNIVERSALLY, SATURDAY IS THE BUSIEST DAY JUST BECAUSE THAT'S WHEN, YOU KNOW, PEOPLE HAVE THE MOST FREE TIME AND THEY WANT TO, UH, BOOK THAT, UM, THAT PROGRAM, THAT BIRTHDAY PARTY.

UM, SO WE DO OFTEN RUN OUT AT, ON ON SATURDAYS, UM, WEEKDAYS, IT DEPENDS.

WE, WE DO HAVE OUR OWN, UH, LIBRARY PROGRAMMING.

SO, UM, THE, THE WAY THAT WORKS IS WE PLAN OUR PROGRAMS UP TO SIX MONTHS IN ADVANCE.

UM, AND THE RENTAL PERIOD IS 90 DAYS.

SO, UH, LIBRARY PROGRAMMING HAS KIND OF FIRST DIBS ON SPACE.

UM, AS FAR AS YOU KNOW, UH, IT'S, IT'S A BUSY SCHEDULE.

UH, MOST OF THE TIME INSIDE OF, YOU KNOW, THREE TO FIVE WEEKS.

UM, THINGS ARE PRETTY, PRETTY FULLY BOOKED UP.

UM, IT EASES UP, OF COURSE ON THE HOLIDAYS AND A LITTLE BIT IN THE SUMMER.

UM, BUT WE MAKE UP FOR THAT WITH PROGRAMMING AROUND THOSE TIMES.

SO, YOU KNOW, GENERALLY IF FOLKS ARE REALLY DEAD SET ON DAYS, WE WILL, UM, YOU KNOW, AND THEY, THEY'RE BOUNCING OFF OF A PARTICULAR BRANCH.

WE WILL, WE'LL TRY AND WORK WITH THEM TO GET 'EM TO A NEARBY ONE, UM, JUST SO THEY CAN, UH, YOU KNOW, HAVE HAVE THEIR MEETING.

ANY OTHER QUESTIONS FOR JORDAN? ALL RIGHT, THANKS JORDAN.

THANK YOU, JORDAN.

THANK YOU JORDAN.

Y'ALL HAVE LOVELY EVENING .

IT'S FUNNY.

BYE.

I DON'T SIT FOR THE REST.

.

OKAY.

UM, SO WE PRESENTED TO THE QUALITY OF LIFE, ARTS AND CULTURE, UM, COMMITTEE ON MONDAY MORNING, JUST YESTERDAY.

IT WAS YESTERDAY.

FEELS, FEELS LIKE IT WAS TOO LONG AGO.

UH, IT WENT VERY WELL.

LUCKILY WE WERE THE FIRST, UM, TO PRESENT.

WE WERE THE LAST ON THE AGENDA AND WE THOUGHT WE WOULD BE SITTING THERE TILL 10 30 OR 11, BUT THEY TOOK US FIRST, WHICH WAS LOVELY.

SO I WILL BE SETTING OUT THE RECORDING IF YOU DIDN'T GET TO SEE IT.

WE, SEAN AND I DID MOST OF THE TALKING, AND KIRSTEN AND HEATHER WERE, UH, BACK UP FOR QUESTIONS.

SO WE WERE ALL THERE AND, UM, OUR PRESENTATION IS ABOUT 16 MINUTES AND, AND THEN WE HAD PROBABLY ANOTHER 10 OR 15 MINUTES OF QUESTIONS.

UM, AND YOU'RE ASKING FOR A RAISE IN FUNDS, RIGHT? THIS IS NOT ASKING FOR ANYTHING.

THIS IS AN OVERVIEW OF OUR CURRENT BUDGET.

AS A MATTER OF FACT, WE WERE, WE WERE NOT ALLOWED TO TALK ABOUT WHAT WE'RE ASKING FOR.

AND THE VERY END, UM, THE CHAIR, UM, UA ACTUALLY ASKED US, AS WELL AS MRS. SCHULTZ ASKED US, UM, COULD WE TELL THEM, YOU KNOW, WHAT WE'RE ASKING FOR IN THE FUTURE? AND I SAY, WE'RE JUST WORKING ON THAT.

I DON'T KNOW.

THEY ALSO ASKED ABOUT OUR REDUCTIONS BECAUSE WE WERE TOLD POINT BLANK BY OUR BOSS THAT THIS, THAT'S NOT THE POINT OF THIS PRESENTATION.

THE PRE THIS PRESENTATION WAS TO ACQUAINT THEM WITH OUR CURRENT BUDGET AND THE SERVICES OF THE DEPARTMENT.

SO, SO THAT'S WHAT COUNCIL MEMBERS DIDN'T UNDERSTAND THE RULES.

CITY MEMBERS, THEY'RE ALWAYS TRYING TO CHANGE THE RULES, BUT UM, YOU KNOW, THEY DID WANT SOME AND THEN ASKED FOR A MEMO

[00:25:01]

TO FOLLOW UP.

BUT THAT MEMO WILL SAY, THAT'S NOT THE POINT OF THIS PRESENTATION.

THEY WON'T BE GETTING IT.

WE'LL GO THROUGH THE REGULAR BUDGET PROCESS AND IT'LL BE VETTED BY THE CFO AND THE CITY MANAGER AND THEN IT WILL BE RELEASED.

SO THERE'S A LOT OF INTERNAL DISCUSSIONS THAT HAPPEN BEFORE IT GETS TO THEM.

BUT THE GOOD PART ABOUT IT'S, THEY WERE VERY, VERY SUPPORTIVE OF THE FACT THAT ALL THE GOOD WORK THE LIBRARY DOES, UM, MR. RIDLEY POINTED OUT THAT THEY'RE, EVEN WITH ALL OF THAT, WE'RE DOING, WE NEVER MEET ALL EVERY NEED FOR THE RESIDENTS.

AND, AND I THOUGHT THAT WAS LOVELY.

UM, MRS. SCHULTZ, UM, POINTED OUT THAT SHE DID A LITTLE MATH BASED ON OUR BUDGET AND THE NUMBER OF PEOPLE THAT IT COSTS US ABOUT, IT'S ABOUT $36 PER RESIDENT FOR OUR SERVICES, WHICH IS A PRETTY DARN GOOD DEAL, UM, FOR WHAT WE PROVIDE.

SO THAT WAS A NICE NUMBER.

UM, LET'S SEE, WHAT OTHER QUESTIONS DID I GET BROUGHT THEM? UH, I THINK THAT'S ABOUT IT.

KIRSTEN, ANYTHING SEAN TO ADD ON THAT? THEY ASKED US ABOUT TEAM SERVICES? WHICH ANSWER? CONTINUING .

THAT'S IT.

YEAH, SO, AND JORDAN DID MENTION THE FEE STUDY.

SO SEAN IS, UM, WORKING ON THAT RIGHT NOW.

WE ARE UNDER A FEE STUDY WITH THE CITY CURRENTLY FOR ALL OF OUR FEES AND MEETING ROOM FEES, UM, IS ONE OF THEM AS, AS WELL AS A FEW OTHERS.

SO WE'LL FIND OUT WHEN THAT IS DONE.

MM-HMM, , UM, IF THERE'LL BE ANY CHANGES, BUT IT IS BASED ON REALLY HOW MUCH STAFF TIME IT TAKES AND WHAT THAT PERSON IS PAID.

AND, AND THE FEE IS SUPPOSED TO BE A HUNDRED PERCENT RECOVERY, BUT SINCE MOST OF OUR STUFF IS AUTOMATED, LIKE THE STAFF TIME THAT IT TAKES TO DO A MEETING ROOM RESERVATION AND WHATNOT IS VERY LOW.

THAT'S WHY WE'RE ABLE TO HAVE SUCH LOW RATES FOR OUR MEETING ROOMS. 'CAUSE DURING THE LAST STUDY, OUR MEETING ROOM RATES WENT WAY DOWN.

SO, WHICH I THINK HELPED CAN, PEOPLE CAN USE THEM MORE.

SO, SO THAT WAS IT FOR QUALITY OF LIFE.

THE UPDATE, QUICK UPDATES ON, UM, WHERE WE ARE ON THE STRATEGIC PLAN.

UH, THERE ARE FOUR FOCUS GROUPS PLAN FOR JUNE, ONE FOR JUNE 30TH, TWO ON THE 31ST AND ONE ON JUNE 4TH.

IT IS ONLY LIBRARY STAFF TO START WITH.

UM, BE WE'RE WE'RE FOCUSING ON LIBRARY STAFF CREATING THE OBJECTIVES FOR OUR GOAL SINCE THEY'RE GOING TO HAVE TO CARRY THEM OUT, RIGHT? SO WE'RE FOCUSING ON THE FIRST YEAR, UM, AND SECOND YEAR PRIMARILY TO GET US GOING.

WE WANNA FULLY BE BY MID-JUNE OR LATE JUNE, IMPLEMENTING WHAT WE'RE TALKING ABOUT FOR THE STRATEGIC PLAN.

SO THAT'S OUR FIRST FOCUS.

AND THEN WE'LL FOCUS ON YEAR 2, 3, 4, AND FIVE, A LITTLE BIT LUCK.

UM, YOU KNOW, THOSE BIGGER PLANS A LITTLE FURTHER OUT THAT ARE GONNA TAKE MAYBE SOME GRANT FUNDING OR WHAT HAVE YOU.

SO WE'RE, WE'RE TAKING THIS BIG ELEPHANT ONE BITE AT A TIME.

AND WHAT DOES THIS PLAN START? IT HAS OFFICIALLY BEEN ADOPTED.

WE WILL CREATE A START DATE AND I JUST SPOKE WITH MY BOSS, A CM LIZ.

UM, WE'RE ANTICIPATING LIKE OUR OFFICIAL START DATE WILL PROBABLY BE AUGUST 1ST.

ONCE WE CAN GET SOME OBJECTIVES IN PLAY, WE'LL BRING THAT TO YOU ALL TO REVIEW.

THIS DOESN'T HAVE LIKE A SET TERM ON IT, RIGHT? I MEAN, IT'S NOT LIKE WE'RE STILL CLEANING UP THINGS FROM, RIGHT? YES.

SO IT'S NOT LIKE THE METER STARTS RUNNING.

NO, NOT REALLY.

NOT REALLY.

I MEAN, AND THE GOALS ARE, YOU KNOW, THEY'RE GOING TO BE, UM, YOU KNOW, WELL WE, WE'VE TALKED ABOUT A FEW OF THEM ALREADY AND, AND LIKE WE'RE GOING TO REVIEW, UM, OUR COLLECTION DEVELOPMENT POLICY WITH EVERYTHING THAT'S GOING ON IN BOOK BANS AND HOW WE DISTRIBUTE OUR COLLECTION EQUITY EQUITABLY AROUND THE CITY.

THAT'S SOMETHING THAT'S ALREADY ON.

AND SAPP ARE BEGINNING TO WORK ON IT.

SO WHILE THAT MIGHT NOT BE LIKE PUBLISHED YET, WE'RE ALREADY ACTUALLY DOING IT.

SO, YOU KNOW, AND IT'S JUST OUR REGULAR COURSE OF BUSINESS.

WE'RE JUST PUTTING IT ALL IN A FORM AND A PLAN.

SO WE HAVE A ROADMAP TO FOLLOW.

AND IT'S NOT WRITTEN IN STONE.

LIKE, SOMETHING'S NOT WORKING WE'LL ABANDON IT, WE REBOOT.

THAT'S ALL WE CAN DO.

AND WE HAVE TO BE FLEXIBLE ENOUGH TO, YOU KNOW, REFLECT WHAT THE COMMUNITY NEEDS.

'CAUSE THE NEEDS ARE GOING TO CHANGE AS WE KNOW IT.

SO THAT'S WHERE WE ARE IN THE STRATEGIC PLAN.

UM, I WILL SAY

[00:30:01]

ONE THING THAT DID COME UP, UH, DURING QUALITY OF LIFE TOO, AND HAS CIRCLED BACK AROUND IS THE CITY IS, UM, WE WERE TALKING ABOUT OUR PARTNERSHIPS AND WE MENTIONED THEM WITH THE MEETING ROOMS A LITTLE BIT, HOW WE DON'T CHARGE FOR OUR PARTNERS TO USE SPACES.

SO WE HAD IN THE APPENDIX OF THE PRESENTATION A LIST OF OUR PRIMARY PARTNERS, WHICH WERE OVER 200 PARTNERS.

AND NOW THE, UH, CITY MANAGER IS ASKING FOR A LIST OF EXTERNAL STAKEHOLDERS, PARTNERS.

UM, AND WE'VE NARROWED OURS DOWN TO 102 .

SO THOSE ARE THE ONES WE WORK WITH THE MOST AND ACTIVELY.

SO I'M PAYING THAT $20 FEE.

I WAS PRETTY PROUD OF IT BECAUSE LOOKING AT ALL THE OTHER DEPARTMENTS, THEY HAVE LIKE THREE, FOUR, I MEAN, DALLAS ANIMAL SERVICES HAD LIKE SEVEN, YOU KNOW, AND THEN THERE'S OUR LIST.

.

SO PROUD OF THAT.

UM, IS IS THERE A PROCESS FOR FORMALIZING WHAT CONSTITUTES A PARTNERSHIP? AND DO YOU ALL GET THE DETERMINED WE GET SIDE? RIGHT? SO IT, IT'S GENERALLY, I WOULD SAY, AND KIRSTEN, YOU CAN JUMP IN IF I DON'T HIT THE, THE BUTTON ON THIS ONE, BUT 'CAUSE SHE DEALS WITH THEM A LITTLE BIT MORE THAN I DO.

BUT GENERALLY IF IT'S A BENEFIT TO THE COMMUNITY AND IT'S AN ALIGNMENT IN A LIBRARY WITHIN ALIGNMENT WITH THE LIBRARY SERVICES, WELL, SO OUR SERVICES ARE PRETTY BROAD, RIGHT? SO, YOU KNOW, EDUCATIONAL, UM, FITS A NEED OF A NEIGHBORHOOD.

YOU KNOW, OUR, OUR ENGAGEMENT WITH THE HOMELESS IS A, A GREAT ONE BECAUSE WE HAVE THE BRIDGE COMES IN, WE HAVE FOLKS DOING VACCINATIONS COME IN PARKLAND, YOU KNOW, SO IT, IT VARIES WHY WE'RE WORKING TO FORMALIZE A LITTLE BIT MORE OF IT.

SO THAT WILL ACTUALLY BE ONE OF OUR ACTION ITEMS FOR THE STRATEGIC PLAN AS WELL.

PARTNERSHIPS ARE PART OF IT AND WE WANTED THERE TO BE SOME MUTUAL BENEFIT.

I THINK JOE WAS BASICALLY SAID, BUT THAT'S A WORD WE'RE USING WITH OUR STAFF, THAT IT'S NOT A ONE WAY YEAH.

THING, IT'S A TWO WAY THAT WE GET BENEFIT AND THEY GIVE.

SO, UM, JUST TO BRING YOU, TELL YOU ALL WHAT I CAN ABOUT THE BUDGET, UM, I THINK EVERYONE IS PRETTY MUCH AWARE, YOU'VE PROBABLY SEEN THE NEWS THAT THERE'S ABOUT A $38 MILLION SHORTFALL RIGHT NOW, WHICH IS PRIMARILY BASED ON THE SALES TAX INFORMATION, WHICH IS ALL WE HAVE AT THIS POINT IN TIME.

THE, UM, PROPERTY TAX NUMBERS ARE RELEASED THE LAST WEEK OF JULY, USUALLY THE 27TH.

AND THAT'S WHEN WE GET OUR REAL NUMBER.

SO THAT IS, THAT IS WELL BASED ON MY PERSONAL PROPERTY.

YEAH.

WE'LL NOT HAVE A YES, MINE EITHER.

UM, SO IN THE MAKEUP OF THINGS, WHY WE DO THIS EXERCISE OF COMING UP WITH CUTS TO OUR BUDGET BECAUSE WE DON'T KNOW WHAT THAT NUMBER WILL BE.

AND THEN THE CITY HAS TO PRESENT THE BUDGET 10 DAYS LATER.

SO WE HAVE TO BE READY TO SAY, OKAY, THIS IS OUR NUMBER, WE'RE CUTTING THIS.

SO RIGHT NOW WE PRESENTED, UM, THEY ASKED EVERY SINGLE DEPARTMENT TO TAKE A 6% CUT TO THEIR BUDGET.

SO THAT'S ABOUT 2.1 MILLION FOR US, UM, WHICH IS A BIG CHUNK OF CHANGE.

AND SO WE PRESENTED, UH, AN INITIAL CUT, WHICH THEY'RE ALWAYS UGLY AND WE NEVER WANT TO DO THEM.

UM, WE GOT FEEDBACK FROM THE CFO THAT THEY DIDN'T PARTICULARLY WANT.

THEY WANTED SOME OTHER OPTIONS FROM US.

BUT THEN WHEN I EXPLAINED OUR RATIONALE AND HOW WE CAME UP WITH OUR REDUCTIONS, THEY WERE LIKE, OH, WOW, YOU REALLY THOUGHT ABOUT THIS ? WELL, YES I DID, OR WE DID.

UM, AND WORD ON THE STREET IS THAT THERE WERE SOME OTHER DEPARTMENTS THAT JUST KIND OF DIDN'T DO THE TRIGGER, COULDN'T DO THAT MUCH THOUGHT INTO IT.

UM, HOWEVER, WE HAVE ALL BEEN TASKED TO COME UP WITH A SECOND, UM, ITERATION OF CUTS NOT ON TOP OF IT, BUT INSTEAD OF, SO THEY WANT MORE THAN ONE OPTION.

SO WE WORKED THROUGH THAT TODAY, IT WAS QUITE PAINFUL, I'LL SAY.

UM, BUT WE, YOU KNOW, WE'RE BEING AS CREATIVE AS IT CREATIVE AS WE CAN BE, BUT WE'RE A PRETTY LEAN DEPARTMENT AS IT IS.

THERE'S NOT A BUNCH OF FLUFF TO CUT.

AND AS YOU CAN IMAGINE, WE PROVIDE SERVICES AND SO THE ONLY THING WE CAN REALLY CUT IS SERVICES.

AND SO IT'S KIND OF A CATCH 22 BECAUSE THEY SAY, OH, WELL WE WANT YOU TO MAKE SOME CUTS, BUT DON'T CUT ANY SERVICES .

SO SOMETHING HAS TO GET, DID, DID THAT

[00:35:01]

REACTION THEN INDICATE SORT OF A REALIZATION THAT, OH, MAYBE WELL IN JUST SIX WITH THE LIBRARY HEARING FROM THE COUNCIL MEMBERS, BECAUSE IT DOES ULTIMATELY DEPEND COME TO THEM, RIGHT? TO MAKE THESE DIFFICULT DECISIONS JUST FROM THE SIX THAT WERE AT QUALITY OF LIFE, THEY E EVERY SINGLE ONE OF 'EM SAID, WE DON'T WANT TO CUT THE LIBRARY.

WE DON'T WANT TO.

I MEAN, THEY'RE GONNA BE MAKING SOME TOUGH DECISIONS IF THE DOLLARS AND CENTS DON'T ADD UP, BUT IT'S GONNA BE ACROSS THE BOARD.

WELL, AND MY COUNCIL PERSON SAID, YOU KNOW, JUST BECAUSE WE'RE ASKING EVERY DEPARTMENT TO CUT 6% DOESN'T MEAN WE'RE GONNA CUT 6% FROM EVERY DEPARTMENT.

RIGHT.

WE MIGHT CUT ZERO FROM THIS DEPARTMENT AND 12 FROM THE, YOU KNOW, WE JUST WANNA SEE WHERE WE CAN MOVE THOSE DOLLARS AROUND, RIGHT.

AND WHAT THE, THE PREFERENCE OF THOSE DEPARTMENTS IS.

BUT YEAH, WELL, LET'S BE A, AND WILLIS IS NEVER GONNA CUT A DOLLAR FROM THE LIBRARY, SO SHE'S GONNA LOOK AT THAT AND SAY, WHERE, WHERE ELSE? WELL, AND AND THAT'S WHY WE'RE, UM, THE PACKAGES, IF YOU WILL, THAT WE ARE PROVIDING ARE, ARE VERY DETAILED OUT.

SO IT COULD BE, OKAY, WELL WE'LL JUST DO THIS ONE LITTLE PART.

WE WON'T DO THIS PART.

SO IT'S NOT AT QUITE AS PAINFUL.

AND THEN DO YOU ALSO PRESENT YOUR IDEALIZED BUDGET? LIKE IF WE HAD ENOUGH FUNDS, WE WOULD RAISE THE BUDGET X AMOUNT OR NOT YET? WE, WE DON'T, WE DO, BUT IT, IT'S, IT'S, WE CATEGORIZE THEM AS ENHANCEMENTS.

SO YES, THEY'RE ASKING US FOR REDUCTIONS.

UM, THEY TOLD US NOT TO ASK FOR ANYTHING, BUT WE SUBMITTED WHAT, FOUR ENHANCEMENTS, , JUST IN CASE, BECAUSE YOU DO, RIGHT? BECAUSE IF SOMETHING HAPPENS AND THERE'S EXTRA MONEY, YOU WANT IT ON THE TABLE.

SO YES, WE HAVE ASKED FOR ENHANCEMENTS TO THE BUDGET.

WE PRETTY MUCH WERE TOLD NO ONE'S GETTING AN ENHANCEMENT, BUT YOU NEVER KNOW.

SO WE ALWAYS PUT, WE ALWAYS ASK FOR MORE.

I GUESS THAT'S THE BOTTOM LINE.

EVEN WHEN THEY SAY, DON'T WE GET SOME WELL PREPARED? YES, THAT'S RIGHT.

JUST IN CASE.

UM, AND THEN MY LAST BIT IS ABOUT THE BOND.

UM, SO I DON'T THINK WE'VE SEEN YOU SINCE THE ELECTION, SO YAY.

THE IT PASSED.

YAY IT PASSED.

AND SO WE'RE JUST GETTING GOING ON THAT.

SO SEAN AND I HAVE BEEN HARD AT WORK MEETING WITH THE BOND OFFICE, UM, OFFICE OF ECONOMIC DEVELOPMENT, THE PARKS DEPARTMENT, EVERYBODY THAT WE'RE WORKING WITH ON OUR PROJECTS, WE HAVE PRIORITIES OF ARE THE FOUR PROJECTS THAT WE HAVE, AND WE HAVE SUBMITTED THEM TO THE BOND OFFICE.

THEY'RE BEING REVIEWED BY THE CITY MANAGER AND IT WILL, THE BOND TIMELINE WILL BE PRESENTED TO COUNCIL IN JUNE.

SO A MEMO WILL COME OUT BEFORE THAT.

SO I CAN'T TELL YOU WHEN YOUR PROJECT'S GOING TO HAPPEN BECAUSE OF COURSE ALL OF THE FUNDS ARE SPREAD OUT OVER FIVE YEARS OF THE BOND.

SO NOT EVERYTHING CAN HAPPEN THE FIRST YEAR.

BUT I WILL TELL YOU OUR FIRST PRIORITY IS THE A DA BATHROOM UPGRADES IN THE EIGHT LOCATIONS.

AND THAT'S A PRETTY EASY GET, SO WE'LL LIKELY START ANOTHER PROJECT IN FIRST YEAR AS WELL.

UM, BUT THAT'S OUR FIRST PROJECT IS GET THOSE BATHROOMS A DA ACCESSIBLE, THOSE EIGHT LOCATIONS.

SO WE'VE ALREADY, YES.

WOULD THEY MAYBE DELAY SOME OF THE BOND PROGRAM BECAUSE OF THE SHORTFALL IN THE BUDGET? I DO NOT BELIEVE SO.

BUT THEY'RE NOT THE NO, THE SAME.

IT'S NOT, IT'S NOT THE SAME, NOT THE SAME BUCKET OF MONEY.

YEAH.

WE CAN'T USE BOND MONEY PER BUDGET OR VICE VERSA.

TRUE.

BUT YOU STILL HAVE TO PAY OFF THE BONDS THROUGH THE, THE GENERAL FUND.

WELL, WE'RE STILL PAYING 2017 BONDS RIGHT NOW, SO IN 2014 AS WELL.

OKAY.

AT ANY RATE, WE'LL FIND OUT THAT TIMELINE, UM, IN JUNE, AND I'LL LET YOU KNOW WHICH COUNCIL ME, UH, MEETING THAT WILL BE PRESENTED AT.

BUT I'LL, I'LL SHARE THE MEMO WHEN IT'S RELEASED.

AND, UM, IN THE MEANTIME, THE, WHAT WE CAN DO IS BEGIN THE COMMUNITY ENGAGEMENT.

UM, SO WE'VE MET WITH COUNCILWOMAN WILLIS AND WE'VE MET WITH COUNCILMAN WEST ON THOSE TWO ON THE BIG PROJECTS BECAUSE WHILE WE, WE PRETTY, WE HAVE A LOT OF FEEDBACK ON THE PRESTON ROYAL .

WE KNOW WHAT WANT THERE, WE KNOW WHAT THEY WANT.

UM, BUT WE HAVE NOT ENGAGED THE PARK FOREST NEIGHBORHOOD.

UM, WE ENGAGED THE NORTH OAK CLIFF NEIGHBORHOOD, BUT IT'S BEEN THREE YEARS.

SO, AND THAT NEIGHBORHOOD HAS CHANGED A LOT IN THREE YEARS.

SO, WELL EITHER PROFESSOR ROYAL, WE NEED ENGAGEMENT BEYOND, SO THAT, THAT'S WHERE WE ARE.

[00:40:01]

WE'RE ALL TALKING ABOUT HOW WE'RE GONNA DO THAT ENGAGEMENT AND GET THAT INFORMATION.

UM, SO WHAT WE'RE GONNA BE BUSY.

SEAN'S GONNA BE REALLY BUSY, GOOD FOR IT.

, HE'S YOUNG AND ENERGETIC, NOT SO MUCH ME, BUT .

BUT, UM, YEAH, WE GOT A LOT OF WORK IN FRONT OF US WITH STRATEGIC PLAN, THE BUDGET AND THE BOND ALL COMING TOGETHER.

AND I WILL JUST WRAP UP MY THOUGHTS THAT YOU WILL LIKELY SEE THIS ON THE NEWS THAT THERE WAS AN INCIDENT, UM, OUTSIDE OUR MARTIN LUTHER KING JR.

BRANCH TODAY.

WELL, THIS MORNING AT 1130, AN INDIVIDUAL WAS STABBED.

UM, THE INDIVIDUAL IS DECEASED.

UH, THERE WAS A, AN ARREST MADE.

UM, THE PERSON WHO WAS ARRESTED HAS SINCE BEEN RELEASED AND IT HAS BEEN DETERMINED, UM, JUSTIFIABLE HOMICIDE.

SO IT WAS A SELF-DEFENSE TYPE SITUATION.

UM, LIBRARY, THREE LIBRARY STAFF WITNESSED.

SO WE CLOSED THE BRANCH EARLY.

UM, KIRSTEN WENT OUT WITH THE DISTRICT MANAGERS, UM, IN SUPPORT WHILE THE POLICE WERE THERE.

AND, UH, WE'LL HAVE A COUNSELOR ON SITE FOR STAFF TOMORROW.

SO THAT WAS QUITE THE TWIST OF TURNS TODAY AND ARE IN THE MIDDLE OF OUR DAY.

SO, BUT HONESTLY, I, I WILL SAY THAT THE, THE PERSON WHO WAS RELEASED STAFF KNOW HIM AND HIS FAMILY AND THEY WERE REALLY DISTRESSED THAT THE PERSON WAS ARRESTED.

I MEAN, THEY WERE DISTRESSED THAT SOMEONE DIED, BUT THEY KNOW HIM AND THEY SORT OF, THIS WAS THE SITUATION.

LIKE THEY CAN'T BELIEVE THAT HE WOULD DO SOMETHING LIKE THAT.

BUT NOW IT'S PRETTY MUCH COME OUT OF THAT.

IT WAS PROBABLY SELF-DEFENSE OR SOMETHING OF THAT NATURE.

SO, GOT A LOT OF FOLKS HERE.

SORRY, CAN YOU HEAR ME? YES.

UH, I'M, I'M SO SORRY.

UM, TO HEAR THAT THAT HAPPENED, UM, VERY SADDENED BY THAT.

AND I WANTED TO ASK, I WAS JUST CURIOUS.

IT, IT MADE ME THINK, ARE THERE CAMERAS AT THE LIBRARIES OR YES.

AT ALL.

OR LIKE HOW, UM, YEAH, WHERE ARE THEY? WELL, SINCE, WELL, THEY'RE IN VARIOUS SPOTS THROUGHOUT THE, THE BRANCH.

THERE IS A CAMERA AT MLK AND WE ARE COOPERATING WITH THE POLICE TO GIVE THEM THE FOOTAGE THAT WE HAVE.

UM, WE ALWAYS DO, UM, SOMETIMES WE REQUIRE A SUBPOENA DEPENDING ON THE, UM, EVENT.

BUT THIS ONE, NO, WE'LL GIVE IT TO 'EM.

.

UM, SO YEAH, SO, UH, PRIMARILY WHEN IT COMES DOWN TO SHARING CAMERA FOOTAGE, WE LOOK AT WHETHER IT, OUR PRIVACY RULES ARE PRETTY STRICT AND WHETHER IT WOULD IMPEDE THE PRIVACY OF ANOTHER CUSTOMER.

UM, BUT IF POLICE ARE IN HOT PURSUIT OR IF IT'S A CRIME AGAINST THE LIBRARY, UM, WE RELEASE THE FOOTAGE RIGHT AWAY.

SO, SO YEAH, THEY'LL GET THIS FOOTAGE RIGHT AWAY TOMORROW I HANG IN THERE.

IT'S A TOUGH THING TO GET.

YEP.

REMINDER THAT SMART SUMMER STARTS ON JUNE THE FIRST.

WE CAN ALL SIGN UP AND READ IN MY BEAN STACK.

AND I GONE AND I ALREADY HAD A USERNAME, I ALREADY HAD AN ACCOUNT.

IT'S LIKE, I'M READY.

OH, I THROW UP MY PASSWORD.

MIGHT BE .

YEAH, I GUESS I DID IT LAST YEAR TOO.

DAILY OCCURRENCE FOR ME.

WHAT WAS MY PASSWORD? MY PASSWORD? YEAH, YOU NEED HELP.

JUST REACH OUT TO US.

HELP YOU.

BUT THERE'S REALLY SOME REALLY GREAT PRIZES FOR ADULTS THIS YEAR, SO YEAH.

AND WE HAVE CHALLENGED ALL OF OUR STAFF TO PERSONALLY INVITE 10 PEOPLE TO SIGN UP FOR SMART SUMMER.

SO WE'RE, WE'RE GIVING YOU ALL THAT SAME CHALLENGE.

PERSONALLY.

INVITE 10 PEOPLE TO SMART SIGN UP FOR SMART SUMMER.

WE DO NEED TO INCREASE OUR NUMBERS.

IT'S ONE OF OUR PERFORMANCE MEASURES AS WELL AS LIBRARY CARDS.

SO, UM, OUR PERFORMANCE MEASURE IS TO HAVE 55% OF THE POPULATION SIGNED UP FOR LIBRARY CARDS LIBRARY.

WE HAVEN'T QUITE MET THAT MEASURE JUST YET.

SO IF YOU HAVE FRIENDS THAT DON'T HAVE A LIBRARY CARD, PLEASE AND ENCOURAGE THEM TO GET ONE PROMPT EVERY DAY AND SAY, DID YOUR BEANS.

WE CAN DO AGAIN WEEKLY EMAIL, NOT WEEKLY, BUT I APOLOGIZE FOR SATURDAY.

I KEPT FORGETTING THINGS.

UM, WELL, WHEN YOU SEND THEM AN EMAIL, YOU CAN JUST, YES, I WILL REMIND YOU, I WILL

[00:45:01]

REMIND YOU TO SIGN UP FOR SMART SUMMER, BUT REMEMBER YOU COULD READ DISCOVER, SO IT'S NOT JUST READING.

YOU CAN DO THE LIBRARY PROGRAM OR CREATE SOMETHING THAT WE HAVE.

THOSE ARE SAME OPTIONS FOR ADULTS AS WELL AS CHILDREN.

SO THERE'S MULTIPLE WAYS FOR YOU TO PARTICIPATE.

WE CHALLENGE HAS BEEN ISSUED.

ONE NEW ELEMENT THIS YEAR, WHICH IS GOOD FOR US BECAUSE THE STAFF WORKED SO HARD ON THIS PROGRAM, IS THAT THERE IS ACTUALLY, UM, AND STAFF USUALLY SIGN UP AND READ AND PARTICIPATE, BUT THEY'RE NOT ELIGIBLE FOR A PRIZE.

BUT NOW WE HAVE A STAFF GRAND PRIZE THIS YEAR, SO YEAH, THAT'S GOOD.

IT'S GONNA BE A GIFT BASKET THAT WAS DONATED BY A STAFF PERSON'S MOM, BUT, UM, THEY'RE EXCITED THAT THEY GET A PRIZE.

THEY'RE ELIGIBLE FOR A PRIZE SENT IT.

I KNOW.

YEAH.

YEAH, THAT'S NICE.

WAS A GOOD IDEA.

WASN'T MY IDEA WAS A GOOD IDEA FOR THE STAFF ? IT'S NOT MY IDEA.

WELL, I, I THOUGHT WOULD END BY SEEING IF ANYBODY HAS AVAILED THEMSELVES OF SOME NEW PROGRAM THAT THE LIBRARY DOES THAT YOU HAD NEVER BEFORE THE LAST MONTH.

ANYTHING YOU CHECKED OUT DISCOVERED.

I I, I WENT TO AN EVENT SPONSORED BY THE SENIOR SOURCE, WHICH LOOK, IT LOOKS BEEN AROUND FOR 40 YEARS OR 50 YEARS AND I DIDN'T KNOW IT.

AND IT WAS, IT WAS QUITE WELL RUN.

INFORMATIVE.

IT, IT WAS, IT'S GOOD.

OH, OH NO, THAT'S A LIBRARY SERVICE.

.

GO FOR IT.

STAN.

HE'S TALKING TO HIMSELF.

NO, NO.

I WAS THINKING ABOUT THE, WE DID A PLANT GIVEAWAY.

WE GOT SOME OF THE GARDEN CLUBS IN OUR AREA TO DO A PLANT GIVEAWAY AT THE LIBRARY A COUPLE WEEKS AGO.

WE HAD 80 SOME PEOPLE SHOW UP IN AN HOUR AND A HALF.

NICE.

UM, WELL IT WAS SO SUCCESSFUL.

WE'RE GONNA DO IT AGAIN IN THE FALL.

GREAT.

YEAH.

ANYBODY ELSE? WE DON'T KNOW ANY NEW LIBRARY SECRET SERVICES.

BE SECRET.

THEY'RE NOT THE NO SERVICES SECRET US ABOUT THESE THINGS.

WE'LL GO TRY THEM.

.

NO, I'M JUST TALKING ABOUT ANYTHING THAT YOU DISCOVERED THAT YOU HADN'T DONE BEFORE AT THE LIBRARY.

NO, ALL I DO IS REQUEST BOOKS AND PICK UP MY REQUESTS.

.

I'M VERY HONEST.

WE APPRECIATE THAT.

GO TO THE EIGHTH FLOOR AND DO GENEALOGY RESEARCH.

THAT'S LIKE THE EXTENT OF MY LIBRARY USE.

ALRIGHT, WE WILL MEET AGAIN ON JUNE 25TH, 4:00 PM WE'LL DO Q AND A ORIENTATION.

SLIDE RIGHT INTO THE MEETING WHERE YOU GET TO EXPLORE THE BOWELS OF JR JOHNSON AND THE FLOOR.

THE FOUR O'CLOCK ORIENTATION THING WILL BE HERE, HERE IN THIS ROOM.

MM-HMM.

.

KEEP IT SIMPLE.

SORT.

75,000 ITEMS A MONTH.

SO WE'RE GONNA PUT YOU TO WORK.

OH, SORTING.

75,000.

YEP.

LAST YEAR WE DID 900 SCANNED THROUGH THAT MACHINE DOWN THERE.

AND THINK ABOUT BEFORE WE HAD THAT, WE DID IT ALL BY HAND.

AND PRETTY MUCH THOSE SAME NUMBERS.

? YEAH.

YEAH.

ALRIGHT.

DIDN'T IT BREAK DOWN FEW MONTHS AGO? IT DID BROKEN, IT BROKE.

IT HAS BROKEN DOWN IN THE PAST.

IT'S CURRENTLY WORKING, KNOCK WOOD, BUT IT DOES SLOW THINGS DOWN WHEN IT'S NOT WORKING.

YEAH.

DARN.

TECHNOLOGY GET USED TO.

YEAH.

WE RICHARD, WELL, CATHERINE, HEATHER, STAN, THANK YOU ALL FOR JOINING US.

THANK YOU .

THANK YOU TO THE EIGHT FOLKS LIVE AND IN PERSON.

THE 3D EXPERIENCE.

IT'S 5 49 AND WE'RE ADJOURNED.

THANKS EVERYBODY.

ALRIGHT, WILL YOU SOON? GOOD MEETING.
