SO WE HAVE TWO UPDATES FOR YOU, UH, TODAY.
ONE IS JUST AN UPDATE ON THE CURRENT STATUS OF OUR FY 20 2020 4 25 BUDGET.
AND THEN WE HAVE A BRIEF PRESENTATION FROM A MEMO FROM, UM, THE OFFICE OF COMMUNITY CARE IN RESPONSE TO A QUESTION REGARDING, UM, THE IMPACT OF THE REDUCTIONS IN OUR PUBLIC SERVICES CATEGORY.
SO, UM, IN A WAY, IN THE WAYS OF, OF THE UPDATE FOR THE BUDGET.
AS YOU WILL RECALL, THE BUDGET PROCESS STARTED IN JANUARY OF 2024, AND AT THAT TIME, WE HAD NOT RECEIVED THE FINAL GRANT AMOUNTS FROM HUD THAT WOULD BE EFFECTIVE ON OUR OCTOBER ONE, UH, 24 25 BUDGET.
UM, BECAUSE OF THE STATUTORY REQUIREMENTS AND BENCHMARKS THAT WE ARE REQUIRED TO SUBMIT OUR ACTION PLAN, WE MOVED FORWARD USING, UH, ESTIMATED NUMBERS, WHICH WERE LEVEL FUNDING.
WE ASSUMED THAT FOR FFY 24 25, WE WOULD RECEIVE THE SAME AMOUNTS AS WE HAD FOR OUR CURRENT BUDGET YEAR.
FOLLOWING YOUR MEETING ON JANUARY 2ND, HUD PUBLISHED OUR ACTUAL AMOUNTS.
SO, UM, ONCE WE THOSE ON JANUARY THE 17TH, UH, MAY 17TH, TRYING TO HOLD ONTO THESE MONTHS.
UM, SO ON WHEN WE RECEIVED THE FINAL NUMBERS AFTER YOUR MAY MEETING, UM, THE CITY MANAGER, UH, RECOMMENDED INCREASES IN DECREASES FINAL ORDER.

SO THIS MAY 17TH MEMO, I THINK WE PROVIDED ANOTHER COPY, UH, IN YOUR PACKETS TODAY WHERE YOU CAN SEE THE INS AND OUTS.
SOME OF THE GRANTS, UH, THREE OF THE GRANTS WERE REDUCED AND WITH THE ONE INCREASE WITH HOPPER.
SO, UM, THAT MEMO IS AVAILABLE AND, AND THEN THE ATTACHMENT WALKS THROUGH EACH OF THE PROGRAMS GRANT BY GRANT.

SO, UM, ACTUALLY, UM, YOU KNOW, THE INCREASE IN THE CITY'S HOPWA GRANT IS A DIRECT, DIRECT RESULT OF AN INCREASE IN THE NATIONAL APPROPRIATION FOR HOPWA.
UM, WHICH UNFORTUNATELY THE, UH, OTHER THREE GRANTS, UH, EITHER STATE LEVEL OR ACTU STAYED LEVEL OR WENT DOWN AT THE NATIONAL LEVEL.
THE HOPA GRANT WAS VERY FORTUNATE TO GET A SLIGHT INCREASE, NOT A BIG INCREASE.
AND I THINK THAT'S, UH, MORE THAN LIKELY DUE TO THE ADVOCACY, UM, AT THE NATIONAL LEVEL.
UM, FOR HOPWA, THERE'S SOME PRETTY STRONG PROPONENTS, UH, PARTICULARLY IN THE HOUSE, UH, FOR THE HOPPER PROGRAM.
SO, UM, WE'RE FORTUNATE TO GET THAT SMALL INCREASE BECAUSE OF THAT NATIONAL, UH, INCREASE IN THE NATIONAL APPROPRIATION.
DOES THAT DO, UH, THERE'S A FORMULA THAT ALLOCATES, YOU KNOW, THE FUNDS ACROSS JURISDICTIONS IN THE COUNTRY.
I JUST WANNA MAKE SURE THERE WASN'T SOME, LIKE, BIG THING GOING ON OR SOME BIG BUILDING PROJECT, BUT THANKS FOR THE CLARIFICATION.
YEAH, YEAH, NO, JUST, UH, A PRODUCT OF THE, THE FEDERAL, UM, APPROPRIATION PROCESS, SO.
UM, WE DO HAVE A MEMO I WILL SHARE IN SUMMARY AND SOME OF THE REDUCTIONS, UH, BECAUSE PARTICULARLY WITH CDBG, BECAUSE OF THE ADMINISTRATIVE CAPS, THE FIRST THING WE HAD TO DO WAS BRING THE GRANTS INTO COMPLIANCE.
UM, WE HAD ASSUMED LEVEL OF FUNDING AND PARTICULARLY PUBLIC SERVICES WAS THE MOST IMPACTED.
BUT, UM, THE, BECAUSE THERE'S A LIMIT ON THE PUBLIC SERVICES, WE CANNOT BUDGET MORE THAN 15% OF THE GRANT.
BEING THAT CDBG WENT DOWN, THERE WAS A REDUCTION.
WE HAD TO REDUCE THE PUBLIC SERVICES CATEGORY.
SO, UM, OFFICE OF COMMUNITY CARE, THERE WAS A NEW PROGRAM, THE DRIVERS OF POVERTY.
SO BECAUSE IT WAS A NEW PROGRAM AND IT DID KEEP THE OTHER PROGRAMS, UH, AS RECOMMENDED, NO, NO DEDUCTIONS

IN OUR PARKING AFTER SCHOOL AND OUR CHILDCARE PROGRAM, THE DRIVERS OF POVERTY WAS THE NEW.SO THE REDUCTION WAS TAKEN FROM THE NEW PROGRAM.
THE OFFICE OF COMMUNITY CARE PROVIDED A MEMO TO JUST TALK ABOUT THE IMPACT OF THAT REDUCTION.

CHILDREN, NOT FAMILIES, UM, BUT SUBSIDIES, THERE IS A SCALE BASED ON THE AGE OF THE CHILD.
WE KNOW THAT YOUNGER CHILDREN, THE EXPENSES GREATER, GREATER FOR CHILDCARE TYPICALLY.
THAT'S HOW OUR SUBSIDIES ARE, UM, CRAFTED AND CALCULATED.

'CAUSE A, AS COMMISSIONER BARTOS MENTIONED, NOT ONLY WAS COMMISSIONER PCOS A KEY STAPLE, HE WAS A KEY INGREDIENT AND CHAIR OF COMMITTEE.
SO WE'RE DEFINITELY GONNA NEED SOME NEW LEADERSHIP THERE.
AND ALSO, UM, WANNA ACKNOWLEDGE THAT COMMISSIONER BARTOS IS ALSO GOING TO TAKE OVER AS CHAIR.
SHE WAS VICE CHAIR OF THE PUBLIC SERVICES HOTLINE ESG COMMITTEE.
AND SHE'S GOING TO, WE'RE JUST BRINGING HER IN IN EVERY WHICH WAY, BUT SHE'S GONNA GO AHEAD AND CHAIR THAT COMMITTEE AND APPRECIATE IT.
BUT I WOULD ASK ALL OTHER COMMISSIONERS TO TAKE A LOOK AT THEIR COMMITTEE ASSIGNMENTS AND SEE WHERE THEY WANNA BE AND SEE IF ANYONE'S INTERESTED IN A CHAIR, UM, WOULD VERY MUCH LIKE TO TALK TO YOU ABOUT IT.
