I JUST WANTED TO ASSURE YOU, I THINK THE STAFF IS WORKING PREVIOUSLY TO GIVE AN UPDATE AND STARTING NEXT MEETING.

I THINK I WILL LEAVE FAIR PARK AS AN OPEN POINT ON THE AGENDA EVERY MEETING TILL THE TIME WE GET INFORMATION.

MORNING, FIRST AND FOREMOST, MR. GIVING ME THE OPPORTUNITY TODAY TO SPEAK ABOUT, SPEAK ABOUT CONCERNS, UH, OUR COMPANY'S IMPORTANT TO US, WHICH IS OUR CITY AND THE COMMUNITY.

UH, MY NAME IS JAEL .

IT'S IN HIGHLAND HILLS, A LONGTIME RESIDENT.

ADDITIONALLY, I'M THE PRECINCT CHAIR, UH, FOR 3 0 7 1.

THE ROLE I HAVE PROUDLY HELD FOR SEVERAL YEARS, MY COMMITMENT TO OUR COMMUNITY TO EXPAND TO BOTH OUR ELDERS AND RESIDENTS AND YOUTH.

I HAVE BEEN A STEADFAST SUPPORTER OF THE INITIATIVE TO REVAMP COLLEGE PARK FROM THIS EXCEPTION, BELIEVING FIRMLY IN THE POSITIVE IMPACT IT WOULD HAVE ON OUR COMMUNITY AND ELDERS ALIKE.

THIS SENTIMENT IS SHARED BY THE OVER A THOUSAND PEOPLE THAT HAVE SIGNED THE PETITION TO RENEW REMARRYING COLLEGE PARK, AND HONOR A FIGHTING NAMED JAY M.

MY CONNECTION WITH MR. MINKA DATES BACK TO MY CHILDHOOD, SPECIFICALLY TO MY TIME AS A THIRD GRADER AT A D TURNER ELEMENTARY, WHERE I WITNESSED HIS DEDICATION AND VOLUNTEERED IN VARIOUS PTA AND DAD'S PROGRAM.

I WENT TO SCHOOL WITH SOME OF HIS CHILDREN AND LATER RECONNECTED WITH HIM AS AN ADULT.

THROUGHOUT HIS LIFE, MR. MINKE WAS A BUSINESSMAN AND GENEROUSLY HELPED PEOPLE WITH THEIR BIBLICAL ISSUES, AND HE CONTINUED TO MENTOR AND ADVISE ME ON MAKING SOUND LIKE DECISIONS.

MR MAKE'S IMPACT EXTENDED BEYOND PERSONAL MENTORSHIP.

MANY HERE CAN ATTEST TO.

OVER HIS 30 YEARS OF DEDICATION TO NURTURING TRACK AND FIELD TALENTS IN THE DALLAS AREA, HE PROVIDED COUNTLESS CHILDREN WITH OPPORTUNITIES TO RISE ABOVE POVERTY AND OFFER A FATHER FIGURE TO THOSE WHO NEEDED ONE.

WHEN MY OWN FATHER PASSED A VIETNAM COMBAT VETERAN IN MARINE CORPS, WHEN HE PASSED AWAY IN 2017, MR. MIN WAS THERE TO OFFER EMOTIONAL SUPPORT.

IT IS DUE TO HIS OVER 50 YEARS OF UNWAVERING DEDICATION TO DALLAS AND THE HOLLY HILLS COMMUNITY THAT I, ALONG WITH MANY OTHERS, RESPECTFULLY REQUEST THAT THIS BOARD COTTAGE PARK TO FIND COMMUNITY PARK.

AND, AND I THANK YOU FOR CONSIDERING THIS , YOU, MR. RE.

UM, IN REGARDS TO THE, UH, RENAMING OF THE PARK, WHICH THE COMMUNITY AT LARGE WOULD LIKE TO SEE, UH, CHANGE IN ORDER OF SOMEBODY THAT DEDICATED THEIR LIFE TO MAKING THIS WORLD AND COMMUNITY A BETTER PLACE.

UM, MANY, UH, DAYS AND HOURS.

WE TRAVELED ON STREETS, UH, NAMED AFTER

RACES, AND SOME OF 'EM WERE STONE COLD MURDERS AND KILLERS AND THUGS.

AND WE JUST DRIVE BY LIKE THIS MAN, OH, THERE'S .

THIS IS KEITH PARK, AND THERE'S NOTHING WRONG WITH THAT.

NOBODY BRINGS IT UP, BUT I DON'T THINK ANYBODY IN HERE CAN TELL ME THAT THEY'RE INSPIRED BY THESE PEOPLE.

BUT THERE ARE A NUMBER OF PEOPLE IN OUR COMMUNITY THROUGHOUT DALLAS WHO ARE INSPIRED BY MR. MIKA, WHAT HE DONE, WHAT HE REPRESENTED, AND WHO HE WAS.

SO I'M JUST GONNA LET OUR COMMUNITY SAY, UM, THE REST.

UH, WE'VE BEEN THERE BEFORE ME AND MR. SARDINE AND A COUPLE OTHERS, BUT WE HAVE OTHERS IN THE COMMUNITY WHO KNEW MR. UHM AS WELL AND WHO'VE DONE A LOT IN THEIR COMMUNITY AS WELL.

SO I'M JUST GONNA LET THEM CONTINUE ON WITH, UM, WHAT THEY WANT TO SHARE WITH THE BOARD.

BOARD.

BUT WE UNDERSTAND THAT THIS IS A NECESSITY, UH, IS DUE, IT IS BEEN PASSED DUE IN DECEMBER.

WE WERE TOLD, HEY, WE'RE GOING TO HAVE A CHANCE TO VOTE ON THIS THING.

WE HAVEN'T HEARD ANYTHING WE DON'T LIKE FOR THINGS THAT WE, UH, TAKEN AND, AND, AND WITH HONOR AND RESPECT TO BE SWEPT OUT OF THE RUG SINCE THESE OTHER MURDERERS AND KILLERS AND RACES DIDN'T HAVE THEIR NAME AND HONOR SWEPT OUT OF THE RUG.

I'M HERE TODAY AT TO SCHOOL WORK, CHANGING THE NAME OF COLLEGE PARK OF FAHIM.

I MET FAHEEM MIKA IN THE 1970S.

HE WAS THE CHAIR OF THE BLACK PANTHER PARTY AT THAT TIME IN DALLAS, 73 TO 1970.

DURING THAT TIME, THE GROUP SPONSORED FREE LEGAL RIGHTS CLINICS, FREE BREAKFAST FOR CHILDREN, TENANT RIGHTS ORGANIZING AREA OF PARKING COMPLEX, INCLUDING THE FREE .

WHILE HE DID PATHBREAKING WORD ISSUE OF CITIZEN REVIEW OF POLICE MISCONDUCT.

HE USED TO MY KNOWLEDGE, THE FIRST PERSON TO PROPOSE LETTER REVIEW IN 1970S.

THE ISSUES HE WORKED ON, LIKE POLICE REVIEW REMAIN CONTROVERSIAL TODAY, BUT THERE'S NO DENYING THAT MR. MINGA PROVIDED PROPHETIC LEADERSHIP ON THE ROLE OF COMMUNITY OVERSIGHT.

HALF A CENTURY LATER, THE CITY OF DALLAS DOES HAVE A COMMUNITY POLICE OFFICER LABORATORY ESTABLISHED BY THE CITY COUNCIL IN 2019 WITH WIDESPREAD COMMUNITY SUPPORT.

REMAINED ACTIVE IN COMMUNITY SERVICE LONG AFTER THE DALLAS CHAPTER OF SANFORD PARTY CLOSED IN THE 1980S.

HE SHOWED A MORE INNOVATIVE APPROACH TO FIGHTING DRUG CRIME THAN THE OFFICIAL WAR ON DRUGS.

HE ESTABLISHED AFRICAN AMERICAN MEN AGAINST NARCOTICS IN 1988.

AMEN SHINED A SPOTLIGHT ON DRUG HOUSES AND DEALERS IN THE COMMUNITY STREET MARCHES WITH HUNDREDS OF PEOPLE CHANTING BETTER RUN DRUG DEALERS, BETTER RUN, FOLLOWED WITH DIRECT CONFRONTATIONS.

NONE OF THIS WAS UNDERCOVER.

THE POINT WAS TO CALL OUT DEALERS OPENLY.

AS MIKA EXPLAINED AT THE TIME, WHAT WE'RE DOING, NO ONE ELSE HAS DARED TO DO, WE'RE CHALLENGING THE PUSHERS AND THE DRUG HOUSES DIRECTLY.

THIS INITIATIVE TOOK A LOT OF BRAVERY AND SHOWED A LOT OF PROMISE, BUT THE DRUG WAR AT ALL LEVELS WASN'T SUPPORTIVE OF THIS KIND OF COMMUNITY BASED EFFORT, WHICH WOULD CALL OUT THE LEAST CORRUPTION, AS SURELY AS IT WOULD CALL OUT ANYONE SELLING DRUGS IN THE COMMUNITY.

I CAN'T HELP BUT WONDER WHAT THE RESULT WOULD'VE BEEN IF A MAN HAD BEEN GIVEN EVEN A SMALL FRACTION OF THE MILLIONS WASTED IN THE OFFICIAL WAR ON DRUGS.

TODAY, THE WISDOM OF COMMUNITY BASED AND CONSIDER APPROACHES HAS MUCH MORE SUPPORT, MUCH OF EM'S LIFE AND DOUBTS LIVE NEAR THE PARK.

IT SHOULD BEAR HIS NAME, HIS AUTO SHOP WAS NEARBY, FOR INSTANCE.

I WANNA URGE THE PARK BOARD TO HONOR THIS COURAGEOUS, VISIONARY, DEDICATED COMMUNITY SERVANT AND LEADER, FA NIKA.

I JUST WANT TO SPEAK FROM THE PERSPECTIVE OF, UH, YOU KNOW, SOMEBODY BEING IN THIS COMMUNITY, UH, SOMEBODY WHO LIVES EVEN FROM THIS AREA, AND, UM, HOW MUCH IT MEANS TO ME TO SEE A, A STREET OR A, A PARK NAMED AFTER SOMEBODY WHO ACTUALLY, UM, DEDICATED THEIR LIVES TO THE COMMUNITY AND, UM, STILL HAVING, UH, POP PALPABLE OR PHYSICAL STRUCTURES THAT WE CAN STILL BENEFIT FROM TODAY, SUCH AS A SKATE LAND PARK, UH, RIGHT.

UM, YOU KNOW, THE ROLLER RINK RIGHT IN, UM, THIS AREA.

UM, YOU KNOW, JUST, JUST TO SEE, YOU KNOW, UM, THESE STREET NAMES AND THESE PARKS AND THESE STORES AND THESE BUSINESSES AND THESE INSTITUTIONS, UH, REFLECT PEOPLE THAT DO NOT HAVE OUR BEST INTERESTS AT HAND OR ANCESTORS BEST INTERESTS.

IT JUST LIKE A, A CONFLICT.

AND IT JUST MAKES US, YOU KNOW, JUST, UM, JUST NOT FEEL INCLUDED, YOU KNOW, IN THE SPACE THAT WE LIVE IN, YOU KNOW? UM, SO HAVING A PARK NAMED AFTER SOMEBODY WHO IS RESPECTFUL.

AND THEN WHEN OUR KIDS, UH, LOOK UP AND, AND TRY TO LOOK UP THESE NAMES OF THESE MONUMENTS, UM, THEY COULD ACTUALLY FEEL CONNECTED TO THIS PERSON'S HISTORY, SOMEBODY THAT ACTUALLY LOOKS LIKE THEM, SOMEBODY WHO'S LIVED THE SAME CONDITIONS THAT THEY LIVED IN, AND NOT JUST SOMEBODY WHO, UM, YOU KNOW, WAS APPOINTED WITH NO REAL CONNECTION TO THE COMMUNITY, YOU KNOW? AND, UM, JUST, JUST, JUST TO ASK YOURSELF LIKE HOW, UM, UH, YOU KNOW, HOW WOULD THAT AFFECT YOU IF YOU SEE ONE OF YOUR LEADERS, UH, SOMEBODY YOU LOOKED UP TO, MONUMENTED AND RESPECTED AND REGARDED IN YOUR NEIGHBORHOOD, WHERE YOU CAN GO PAST 'EM RIGHT THERE, UM, EVERY DAY YOU CAN TELL YOUR CHILDREN ABOUT 'EM, THEIR FRIENDS, ABOUT 'EM.

WE DON'T REALLY HAVE THAT CONNECTION HERE.

YOU KNOW, WE HAVE TO ACCEPT THE FACT THAT WE HAVE, UH, UM, YOU KNOW, MURDERERS, UH, UH, PEOPLE WHO ARE, UH, YOU KNOW, UH, BENEFITED OR INITIATE A GENOCIDE ON, UH, THOUSANDS ACCOUNTANTS OF PEOPLE SUCH AS LAMAR, THAT WAS ACTUALLY CHANGED BY SOME OF THESE PEOPLE IN HERE.

YOU HAVE AN EXAMPLE OF SOMEBODY WHO, UH, AFFECTED THE LIVES OF A LOT OF PEOPLE, AND, YOU KNOW, I WAS JUST LIKE, Y'ALL TO BE ON THE RIGHT SIDE OF HISTORY, DO SOMETHING DIFFERENT, YOU KNOW, STEP OUT ON THE NORM.

AND, UM, I KNOW THERE'S MANY QUESTIONS ABOUT THIS PAST, BUT, UM, WE HONOR, WE HONOR PEOPLE SUCH AS SAM BASS IN THIS STATE, BONNIE AND CLYDE, YOU KNOW, PEOPLE WHO HAVE, UH, EXTRACURRICULAR, UM, OR COLORFUL BACKGROUNDS SUCH AS, YOU KNOW, .

FAHEEM, UH, WAS A STUDENT AT THE UNIVERSITY OF TEXAS IN ARLINGTON WHEN HE BECAME RADICAL, HE WAS ONE OF THE PEOPLE WHO FOUGHT TO CHANGE THE NAME, UH, THE MASCOT'S NAME FROM REBELS TO MADS, BECAUSE THAT WAS AN INSULT TO US.

UH, I THINK IT'S HIGH GUY TWO AND NINE, THAT, THAT, THAT SAID, IF YOU'VE SEEN THIS TEMPLE, I'M, I'M PARAPHRASE.

UH, FAHEEM, THE LAST TIME I SAW FAHEEM DOWN HERE WAS IN THE HORSESHOE.

AND HE WAS, UH, SPEAKING ABOUT HOW THAT THE, UH, PAWN SHOPS WERE SUPPORTING THE DRUG DEALERS BY BUYING THE PRODUCTS THAT THE, UH, DRUG ADDICT WERE STEALING, UH, FROM THE PEOPLE IN THE COMMUNITY.

AT THAT TIME, FAHEEM WAS ACTUALLY PATROLLING THE OL VILLAGE DEPARTMENTS WHERE THE POLICE EITHER WOULDN'T OR, OR EITHER WOULDN'T OR COULDN'T GO.

AND, AND, AND, AND PEOPLE HAVE TALKED ABOUT THAT.

I THINK MY BROTHER JOHN TALKED ABOUT THAT.

BUT THEY DON'T TALK ABOUT THE

BLACK POLE FIELD, PHASE ONE, AND PER, SO THAT PROJECT IS, THE CONSTRUCTION IS BASICALLY COMPLETE.

WE'RE JUST WORKING ON A FEW PUNCH LIST ITEMS. AND THE CONSTRUCTION COST FOR THAT PROJECT IS ABOUT 1.3 MILLION.

AND WE COMPLETED, UH, A SIX FOOT WIDE TRAIL LOOP AND OVERLOOKING AREAS, LAKE HIGHLANDS TRAIL PHASE TWO A TO BE IN NORTHERN EXTENSION.

THAT'S ANOTHER PROJECT THAT THE CONSTRUCTION IS JUST ABOUT COMPLETE.

UM, I THINK THE LAST OUTSTANDING ITEM IS TRAIL SIGN INSTALLATION.

AND THERE'S A FENCE THAT WE ARE, UH, NEEDING TO INSTALL, AS YOU CAN SEE ON THE SCREEN TO THE LEFT, UH, BOARDWALK, UH, TRAIL THAT HAS BEEN INSTALLED.

AND THEN THE 12 FOOT ON TRAIL ON THE, ON THE RIGHT, THAT PROJECT WAS 2.4 MILES TOTAL.

UM, AND AGAIN, IT'S JUST ABOUT COMPLETE.

SO THAT PROJECT IN YELLOW THERE TO THE LEFT, UM, UP TO THE RED LEADER LINE, THAT PORTION OF THE TRAIL HAS ALREADY BEEN CONSTRUCTED.

AND THEN TO THE RIGHT, UH, THAT'S THE REMAINING PART OF THE TRAIL THAT WE ARE ABOUT TO START CONSTRUCTION ON.

NOTICE, PROCEED HAS BEEN ISSUED, UH, AND WE EXPECT TO MOBILIZE BY THE END OF THE MONTH.

SO, UH, THAT'S PART AND THOUGH IS, UM, THE STREET.

AND THEN OVER YOUR RIGHT IS MOST PART, THE CONSTRUCTION COST IS HUNDRED $67,000 ON THAT NEXT FINE SOUTHERN GATEWAY, PUBLIC GREEN.

AND RIGHT NOW CONTRACTOR IS CONTINUING TO PLACE, UH, FOOTINGS AND UTILITY INSTALLATION IS OCCURRING, WILL BE OCCURRING OVER THE NEXT COUPLE OF MONTHS.

I AM EXCITED TO KNOW AND TO SHARE THAT WE ARE WORKING DILIGENTLY IN ESTABLISHING AND ENHANCING OUR PARTNERSHIP WITH OUR PROFESSIONAL ORGANIZATIONS.

SO ONE OF THE, ONE OF THE PARTNERS THAT WE HAVE, DALLAS STARS, UM, WE, WE'VE, WE'VE RELAUNCHED THE IN HOCKEY PROGRAM.

THE TEXAS RANGERS HAVE SPONSOR TWO UNIFORMS FOR A LITTLE OVER 1000 OF OUR YOUTH.

AND IN DALLAS MAVERICKS.

WE HAVE A SPORTS CLINIC, SPORTS CAMP, THE MAS CAMP THAT WE'RE WORKING NOW.

OVERALL IT IS, WE'RE TARGETED AND PROJECTED TO DO ABOUT 33% MORE IN OUR YOUTH PARTICIPATION IN SPORTS.

WE KNOW THAT THIS IS SOMETHING THAT'S NEAR AND DEAR TO THE HEARTS OF BEING ON THE BOARD AS WELL AS THE STAFF.

AND SO LAST YEAR WE FINISHED AT ABOUT 7,500 KIDS.

WHEN WE RECEIVED THE REPORT FOR THE END OF APRIL, WE'RE ABOUT 70,800, BUT THAT'S NOT INCLUDING LATE SPRING AND OUR SUMMER, UM, TRACK ATHLETES.
