YOUR CHAIR,

[Municipal Library Board Meeting on June 25, 2024.]

.

I'M VICE CHAIR AND I AM FOLLOWING THIS MEETING TO ORDER AT FIVE O'CLOCK.

AND WE DO HAVE A QUORUM.

SO WE ARE ABLE TO CONDUCT BUSINESS TODAY.

WE DO HAVE A, I KNOW IT'S A PUBLIC SPEAKER, BUT A GUEST TODAY.

DO YOU WANNA INTRODUCE YOURSELF? DANIEL RA, NONPROFIT.

AND WHAT DOES DALLAS DOCUMENTARIES DO? AVAILABLE? THEY CAN'T ATTEND FIRSTHAND.

THEY CAN REFERENCE OUR NOTES.

YOU GO TO MEETINGS AND TAKE NOTES FROM PEOPLE.

CAN I HIRE YOU, ? FOR MY OWN PERSONAL LIVE, I GO TO A LOT OF MEETINGS.

I'D LOVE TO NOT ATTEND.

MAKE YOU HAVE A TANKER.

GREAT.

UM, THE, UH, MINUTES WERE SENT OUT WITH THE MEETING REMINDER FOR EDIT TO, ALRIGHT.

UH, THEY STAND APPROVED.

NEXT IS THE REPORT OF OUR OFFICERS, BOARDS AND STANDING COMMITTEE, OF WHICH WE HAVE DONE.

AND UH, THE CHAIR'S REPORT IS, I DON'T REALLY WANNA TALK ABOUT HOW THE ORIENTATION, OH, I CAN TALK ABOUT HOW THE ORIENTATION WENT.

THAT COULD BE A GOOD VICE CHAIR'S REPORT.

SO FROM FOUR TO FOUR 30 TODAY WE HAVE AN OPTIONAL ORIENTATION FOR AN LB BOARD MEMBERS AND VERY WELL ATTENDED AND ENTHUSIASTIC RESPONSE WITH THE QUESTIONS.

BUT IF YOU'RE NOT ABLE TO ATTEND AND LIKE THE INFORMATION I CAN SEND YOU BY BEAUTIFUL, COLORFUL POWERPOINT FOR ABOUT, UM, HOW YOU CAN BECOME MORE ENGAGED AS A LIBRARY BOARD WORK AND WHAT YOU CAN CANNOT DO AND HOW LONG THE TERM LASTS AND ALL OF THOSE VERY FANCY DETAILS.

BUT I'M HAPPY TO SPEAK WITH YOU ACTUALLY.

UM, I THINK THAT'S PRETTY MUCH MY REPORT, WHAT ON LINE ADDED TO THAT.

BUT WE CAN TELL YOU IN OUR NEXT MEETING, I GUESS, UM, JOE HAS SOME VERY SERIOUS SHE WOULD LIKE TO DISCUSS WITH US, SO I'M GONNA TURN IT OVER TO THAT.

THAT'S COMING INTO EDUCATIONAL STUFF.

OH, BIG FOR THAT.

UM, SO YEAH, AND THERE WAS A WEBEX RECORDING ORIENTATION TOO, SO MAKE THAT RECORDING AVAILABLE TO YOU AS WELL.

SO FOR MY DIRECTOR'S REPORT, I DON'T THINK I'VE SEEN SINCE I MET ONE ON ONE WITH KIMBERLY VISOR.

TOLD HER OUR INTERIM CITY TEACHER, WE ARE ONE, WHICH WAS LOVELY, UM, TO BASICALLY FIND OUT, AS I WAS SAYING, THAT SHE IS A FAN OF LIBRARIES.

SHE KNOWS THAT, UM, LIBRARIES ARE COMMUNITY.

SHE DID ASK ME TO, SHE DID ASK ME TO, UM, TAKE THE TIME TO REACH OUT AND VISIT WITH EACH OF OUR COUNCIL MEMBERS.

.

AND DUE TO MY UNEXPECTED SURGERY THAT I HAD THE FIRST WEEK OF JUNE, THAT'S GONNA PUT A, A HOLD ON A FEW THINGS FOR ME.

BUT, UM, I'VE MANAGED TO MEET WITH THREE COUNCIL MEMBERS SO FAR.

I HAVE ANOTHER ONE THIS WEEK AND A FEW MORE TWO WEEKS, SO I WON'T MEET MY JULY ONE DEADLINE.

BUT TALKING, AND REALLY THE, THE HEART OF THESE MEETINGS IS JUST AN OPEN DIALOGUE BETWEEN .

HOW ARE WE DOING IN YOUR ? WHAT ARE YOU HEARING FROM YOUR CONSTITUENTS? ARE WE MEETING? AND MOST OF THE FEEDBACK HAS BEEN PRETTY MUCH THE SAME ACROSS THE BOARD.

IT BASICALLY IS, WE LOVE THE LIBRARY.

WE DON'T WANT TO THE LIBRARY, SO LET'S NOT DO THAT IN THE FUTURE.

SAID WE WILL DO OUR BEST, NOT DO THAT.

UM, THERE WE TALK ABOUT

[00:05:01]

PROGRAMS THAT ARE OFFERED, WHAT PROGRAMS COULD BE OFFERED THERE, BUT FOR THE MOST PART, I BOOK A HALF AN HOUR AND 10 MINUTES OF WE LOVE YOU.

I LOVE YOU .

ALL IS GOOD.

AND WE BASICALLY, I THANK THEM FOR THE MEETING AND WE MOVE ON.

I DON'T THINK THAT'S A BAD THING.

ISN'T THAT A BAD THING? AND HONESTLY, LIKE TODAY, I MET WITH A COUNCILMAN FOR BASEL DOA AND IT WAS LOVELY BECAUSE I USED TO TALK TO COUNCIL MEMBERS ALL THE TIME.

WE USED TO MEET REGULARLY AND WE JUST GOT OUT OF THE HABIT DURING COVID THINGS JUST HAVEN'T, YOU KNOW, CIRCLED BACK.

SO IT'S NICE TO CIRCLE BACK AND HAVE A CONVERSATION WITH THEM AND JUST SAY, HEY, IS THIS DEPARTMENT MEETING? AND IF WE'RE NOT, WHAT CAN WE DO DIFFERENTLY? SO FAR WE DON'T REALLY NEED TO DO ANYTHING DIFFERENTLY EXCEPT FOR WE HAVE A FEW LOCATIONS WITH HVAC PROBLEMS. LIKE, LIKE THIS, THIS PARTICULAR LOCATION, WELL, IT'S JUST THIS SIDE OF THE BUILDING.

THE OTHER SIDE HAS WORKING PRETTY WELL.

UM, THIS IS A BIG BUILDING, BUT WE DO HAVE A FEW LOCATIONS THAT WE ARE STRUGGLING WITH OUR, OUR HVAC SYSTEM.

BUT SEAN AND BUILDING SERVICES TEAM ARE ON TOP OF IT, DOING EVERYTHING WE CAN TO GET THEM.

COOL.

SO I HAVE A QUESTION ABOUT THE, SO IF A SYSTEM NEEDS MAINTENANCE OR REPLACEMENT, DOES THAT COME OUT OF THE LIBRARY BUDGET? IS THERE A CITY? THERE IS A CITY DEPARTMENT CALLED BUILDING SERVICES.

OKAY.

COMES OUT OF THEIR BUDGET.

NOW SOME OF THE THINGS WE'RE FACING ARE SOME HIGH END, UM, REPLACEMENTS AND THINGS LIKE THAT.

AND WE'RE LOOKING TO SEE HOW WE MIGHT GO TO ASSIST THEM IN DOING SOME OF THAT.

TRYING TO BE CREATIVE.

IT'S GONNA HAVE TO BE DONE.

AND SOMEBODY LONG SHORT, RIGHT? YES.

UM, BECAUSE WE HAVE TO HAVE FEEDING PEOPLE AND AND DO, ARE THERE BRANCHES THAT REALLY JUST NEED A WHOLE SYSTEM? THERE ARE A FEW.

AND, AND THOSE HAVE BEEN ON A MAINTENANCE LIST FOR A WHILE AND THEY ARE ACTUALLY ON THE BUILDING SERVICES BOND PRIORITY.

SO EVEN THOUGH IT'S A LIBRARY BUILDING, IT MIGHT BE, IT'S MIGHT BE UNDER THERE.

BOMBED INITIATIVES NOT OUT.

SO, SO, SO OAK LAWN THAT IT, IT NEEDS REPLACEMENT CORRECT.

OR IT ALREADY GET REPLACED? OAK LAWN, I'M DEFERRED TO.

SEAN DOES IT.

SO THEY'RE WORKING TO ADDRESS SOME OF THE ISSUES THAT ARE GOING.

I DON'T BELIEVE IT'S CURRENTLY, IT'S NOT GONNA BE REPLACED.

AND SO IS THE CITY PAYING FOR THAT OR THE LIBRARY CITY.

OKAY.

THANKS ME.

STILL? YOU MEAN I COULD TALK TO BENA? UH, WE DID HAVE TWO OPEN POSITIONS ON THE MUNICIPAL LIBRARY BOARD.

SO IF YOU KNOW OF ANYBODY THAT LIVES IN THE BLACKMAN LAKE AREA AT A DEER LOVE FIELD OR DOWN IN THE MOUNTAIN CREEK AREA HERE IN ILLINOIS.

AND WE DO NEED TWO PEOPLE ON THE BOARD AND RECOMMENDATIONS.

WE COULD PASS THOSE ALONG TO YOUR COUNCIL.

WHAT ARE THE DISTRICT NUMBERS? UH, DISTRICT THREE AND SIX.

AND THOSE AREN'T THE COUNCIL APPOINTED.

SO YOU WOULD JUST, IF YOU KNOW SOMEBODY THAT'S TRIC, YOU WOULD JUST BETTER LIVE IN THAT DISTRICT.

YOU DO NOT HAVE TO LIVE IN THE DISTRICT TO BE, UM, YOUR THE REPRESENTATIVE, BUT IT'S UP TO THE COUNCIL MEMBER TOO.

UM, THE OTHER THING IS WE DID PRESENT TO THE HOUSING AND HOMELESS SOLUTIONS COMMITTEE ON MONDAY.

BASICALLY AN OVERVIEW OF LIBRARY PROGRAMS THAT WE, HOW WE ENGAGED THE, UH, LIBRARY SYSTEM.

WE DID A BRIEF HISTORY OF HOW WE GOT STARTED ON IT AND WHAT WE'RE CURRENTLY DOING TODAY.

WE REPORTED SOME STATISTICS AND, UM, GOT SOME GREAT QUESTIONS AND FEEDBACK.

THAT MEETING WILL WAS ALSO RECORDED.

SO I'LL HAVE WE SHARE THAT WITH YOU.

WELL CHANCE TO TUNE IN.

IS IT MOSTLY ABOUT THIS, THE CENTRAL LIBRARY OR LIBRARY, YOU KNOW? YES.

SO PROGRAMS AND SERVICES.

THERE'S PROGRAM AND SERVICES AT EVERY EV, EVERY LOCATION.

OF COURSE HERE WE HAVE THE LARGEST POPULATION OF .

SO OBVIOUSLY MOST OF THE, THE PROGRAM AND SERVICES ARE A LITTLE MORE ACTIVE HERE.

UM, BUT THE BOTTON LAKE LOCATION, WE'RE VERY

[00:10:01]

ACTIVE IN ENGAGING THOSE FOLKS AROUND THERE.

OAK LAWN, WHITE ROCK HAS HAD A LITTLE BIT, UM, THE VICKERY PARK LOCATION.

SO IT IS NOT JUST THE CENTRAL LINE, BUT WE HAVE A GREAT, UM, HOMELESS ENGAGEMENT COORDINATOR, ARIE BARNWELL.

AND, UM, SHE IS REALLY OUR LEADER IN MAKING OUR CONNECTION.

SO BASICALLY HER JOB IS TO CONNECT FOLKS WITH RESOURCES.

SHE ALSO TRAINS OUR BRANCH STAFF TO DO THE SAME THING SO THAT THESE SERVICES ARE AVAILABLE IN EVERY SINGLE LOCATION.

SO PART OF HER JOB IS TRAINING OTHER STAFF.

AND THEN HERE SHE'S, SHE HAS A CONTINGENT OF STAFF THAT IN THIS BUILDING THAT SIT ON THE FIRST FLOOR, WE HAVE A HELP DESK SPECIFICALLY FOR FOLKS TO COME UP WHO IN CRISIS? UM, IT CAN BE ANYTHING FROM SOMEBODY WHO JUST LOST THEIR JOB AND TODAY IS THEIR FIRST DAY WITHOUT A PLACE TO SLEEP TONIGHT.

AND SHE WILL CONNECT THEM TO A SERVICE PROVIDER.

UM, IT'S COMFORTING TO SOMEONE TO GET THAT PERSONAL, WHAT WE CALL A SOFT HANDOFF, WHERE SHE'S HAD A CONVERSATION WITH THEM THAT'S A LITTLE BACKGROUND AND THEN CAN MAKE A PHONE CALL AND CONNECT WITH SOMEONE AT WHATEVER APPROPRIATE LOCATION AND SAY, YOU KNOW, KAY, AND I'VE GOT JANE HERE, THEY NEED A PLACE TO STAY.

I'M GONNA PUT THEM ON THE PHONE.

UM, SOMETIMES IT'S, SOMETIMES IT'S A MOM WHO HAS NO DIAPERS FROM HER BABY.

SOMETIMES IT IS, YOU KNOW, SOMEONE WHO NEEDS A REFERRAL, THEY DON'T HAVE FOOD, THEIR HEALTH, THEY DON'T NEED, THEY, THEY NEED TO.

SO IT RUNS THE GAMUT.

WE'RE REALLY CONCENTRATING ON THE PROGRAMMING HERE IN THIS BRANCH.

WE FOUND BACKING UP, STARTED THE PROGRAM BACK IN 2013 AND I TOLD THIS STORY AT COUNCIL AS A COLLEAGUE THEN WHO WAS HEAD OF ADULT SERVICES.

JASMINE AND I WERE STANDING HERE LOOKING OUT THE WINDOW AND PEOPLE WERE QUEUE UP TO COME INTO THIS BUILDING.

AND I LOOKED AT HER, WE'RE STARTING, WE WERE REALLY AMPING UP OUR GED AND ENGLISH LANGUAGE LEARNING PROGRAMS AT THE TIME.

AND I SAID, YOU KNOW, WE GET THEM OFF IN A G CLASS, WE'LL GET HIS HIGH SCHOOL DIPLOMA, WE'LL GET HIM CHOPPED, WE'RE GONNA SEE .

AND THEN WE WENT OUTSIDE AND STARTED TALKING TO HIM.

, THEY SAID THE VERY FIRST PERSON I TALKED TO HAD A MASTER'S DEGREE AND OFFERED TO TEACH THE CLASS.

WOW.

SO THAT SHOW AND MAKE ASSUMPTIONS ABOUT PEOPLE.

UM, SO THAT WAS A BRIGHT AND SHINING MOMENT TO LEARN, UM, THAT YOU REALLY NEED TO HAVE A CONVERSATION WITH THEM AND BEING HEAR THE STORY AND, AND THEN THEN FIGURE OUT WHAT THEY DO.

TRYING CONNECT RESOURCE.

BUT THAT'S, THAT STARTED, THAT WAS THE FIRST STEP TO STARTING, UM, JUST GREETING PEOPLE THAT WERE COMING INTO THE BUILDING TO FIND, TO, YOU KNOW, MAKE THOSE PERSONAL CONNECTIONS AND TRY AND BUILD RELATIONSHIPS SO THAT THEY WOULD TAKE A SOFT HAND OFF FROM US.

UM, AND THEN WE STARTED COPYING CONVERSATIONS, WHICH WAS OUR PROGRAM.

WE BROUGHT IN LEARNING OPPORTUNITIES.

WE BROUGHT IN PEOPLE FROM THE BRIDGE AND METROCARE AND OTHER PROVIDERS.

UM, BUT IT WAS ALSO AN OPPORTUNITY FOR STAFF TO COME AND GET TO KNOW EVERYONE.

SO WE FOUND THAT BEHAVIORS REALLY CHANGED UPON THE FLOORS.

WE HAD LESS INCIDENTS WHEN THERE WAS A ONE-ON-ONE RELATIONSHIP WITH THE CUSTOMER AND THE STAFF, RIGHT? WHEN YOU KNOW SOMEONE, THEY'RE MORE APT TO BEHAVE AND YOU KNOW, YOU'RE BUILDING A RELATIONSHIP.

SO THERE'S THAT EXPECTATION.

SO THAT'S WHERE WE ARE ON THAT PROGRAM.

WE GAVE THAT REPORT.

WE HAVE DATA POINTS TO GET BACK TO COUNCIL MEMBER, GRAHAM CHAIR OF THE COMMUNITY THAT WILL BE SHARING WITH THEM ON A NUMBER OF INCIDENCES, NUMBER OF CRIMINAL TRESPASS AFFIDAVIT.

PROBABLY BE AS BOARD MEMBERS RESPOND TO PEOPLE WHO SAY, I DON'T WANT TO GO TO THE DOWNTOWN LIBRARY.

.

WELL, AND UM, YOU KNOW, THAT'S, THAT'S A REALLY TOUGH QUESTION AND I I ALWAYS LOOK AT IT AS AN OPPORTUNITY FOR EDUCATION, RIGHT? UM, IF YOU'VE BEEN TO ANY LARGE URBAN CITY RIGHT? YOU'RE GOING TO SEE PEOPLE ON, WE'RE NOT UNIQUE.

IT'S NOT JUST HAPPENING THERE.

UM, YOU KNOW, SO I THINK IT'S AN OPPORTUNITY

[00:15:01]

FOR FOLKS TO EDUCATED ON WHO THESE PEOPLE ARE, RIGHT? AND TO REMIND THEM THAT THEY ARE HUMAN BEINGS.

NOBODY GRADUATES HIGH SCHOOL AND SAYS, HEY, I WANNA BE HOMELESS WHEN I GROW UP.

SOMETHING, SOMETHING HAPPENS, RIGHT? YEAH.

CATHERINE.

YEAH, I, I KNOW I WAS APPOINTED BY COUNCIL MEMBER MORE AND I KNOW HE WAS SPEAKING TO HAVING AN ELEMENTARY SCHOOL AGE DAUGHTER AVA, WHO THEY BRING TO THE LIBRARY AND JUST NOT NECESSARILY FEELING COMFORTABLE BRINGING HER DOWN HERE, WHICH I HAVE BROUGHT MY CHILDREN DOWNTOWN.

I WILL SAY, I'VE HEARD FROM OTHERS THE CONCERN ABOUT BEING IN A CONFINED SPACE IN THE ELEVATOR, WHICH I HAVE FELT TOO, WHICH YOU CAN SAY TAKE THE STAIRS, BUT I HAVE A STROLLER WHEN I COME.

SO, YOU KNOW, THERE, THERE WAS LIKE A FORMER PERSON I WORKED WITH WHO WORKED AT THIS SITE AND SHE ALSO FEELS UNCOMFORTABLE WITH THE ELEVATOR SET TIME BRINGING HER CHILDREN HERE.

SO IT'S NOT LIKE AN ISOLATED PERSON SAYING.

SO I THINK ONCE YOU HAVE, LIKE, I HAVE A ONE-YEAR-OLD AND A THREE-YEAR-OLD.

YOU HAVE TO THINK.

AND I'VE WORKED DOWNTOWN FOR 20 YEARS.

MM-HMM.

.

SO, UM, I'VE BEEN GRABBED, I'VE HAD TRASH THROWN AT, I MEAN, IT'S A LOT DOWNTOWN, SO I KNOW HOW THINGS ARE.

SO, AND I LOVE THE LIBRARY.

I THINK JUST, AND I THINK HE IS PASSIONATE TOO.

HE HAS A DAUGHTER THAT'S YOUNG AND THEY EMPHASIZE READING A LOT TO HER.

SO WE'RE JUST THINKING OF MAYBE WE'RE BIASED TOWARD THAT MISSION OF EARLY EDUCATION TOO.

SO WE JUST WANNA, AND ALSO SAFETY.

WE DO WANNA KNOW LIKE THE SUSPENSION NUMBERS AND WHAT INCIDENTS ARE HAPPENING.

MM-HMM.

, I GET A CLEARER PICTURE OF WHAT ARE THE CHALLENGES, WHICH SITES I WENT TO V THE SECURITY GUARD FOLLOWED MY CHILDREN AND I TO THE CHILDREN'S SECTION STOOD IN FRONT OF IT WHILE WE USED IT, WHICH TELLS ME THEY'RE AWARE THERE'S CHALLENGES, A BEAUTIFUL BRANCH.

UM, SO JUST THESE ARE JUST QUESTIONS.

YEAH.

YOU KNOW, AND I DON'T THINK IT'S A SENSE OF IGNORANCE.

I MEAN, I THINK WITH, WHEN YOU'RE DOWNTOWN A LOT, YOU'RE AWARE THAT CERTAIN THINGS CAN HAPPEN AND PHYSICAL ATTACKS HAVE HAPPENED.

SO, UM, YOU THINK ABOUT THESE THINGS WITH YOUNG KIDS ESPECIALLY.

BUT I LOVE THE PEOPLE WHO WORK THERE.

I LOVE, I BROUGHT MY KIDS TO THE PROGRAMMING, UM, AT NATURE.

LIKE LAST YEAR, UM, I MENTIONED THE CHILDREN'S FLOOR.

I TOOK A TOUR AND SO YEAH, IT'S A, IT'S CHALLENGE IN EVERY PUBLIC LIBRARY.

WE'RE A PUBLIC BUILDING.

UM, MEAN THE SAME THING COULD TO YOU IN A GROCERY, ANY SPACE WHERE EVERYONE IS INTO, THERE'S, WE DO OUR UTMOST WE HAVE A LOT OF SECURITY IN HERE.

UM, YES, THINGS HAPPEN.

I CAN'T CONTROL OTHER HUMAN BEINGS, RIGHT? BUT WE'RE HERE TO SERVE THE ENTIRE COMMUNITY, NOT JUST SERVING OUR SECURITY.

I'M SORRY, I HAVE A QUESTION.

SO ARE YOU GUYS SPLITING THE BILL OR IS THE CITY OTHER DEPARTMENTS GIVING YOU MONEY FOR, BECAUSE I'VE NOTICED I CAME DOWNTOWN WITH A COLLEAGUE AND IT WAS A LOT OF SECURITY.

MM-HMM.

SO ARE YOU PAYING FOR THAT OR IS THAT OTHER DEPARTMENTS PAYING TO YEAH, SO WE, MARSHALLS ARE IN CHARGE OF THE SECURITY CONTRACT.

THE MARSHALS BEING THE CITY GUARDS THAT WERE THE POLICE.

LIKE THOSE ARE OPPOSITE.

THE GUARDS THAT WE HAVE THAT ARE PRIVATE SECURITY ARE CONTRACTED THROUGH THEM.

HOWEVER, SEE, AND THROUGH SCHEDULING, STAFFING AND .

SO THE LIBRARY IS PAYING, IT'S PART OF THE LIBRARY'S BUDGET WE, WE PAY, BUT THE MARSHALS ARE ACTUALLY RESPONSIBLE FOR THE CONTRACT WITH THAT SECURITY.

SO HOW MANY ARE ON DUTY AT ANY POINT TIME BECAUSE IT IS A, OH, I'VE WALKED THROUGH DURING LIKE I GET THE EXACT NUMBER RIGHT.

STAFF HERE.

STAFFING.

YEAH.

I WAS JUST CURIOUS HOW MUCH OF THE BUDGET THAT IS.

I DON'T KNOW IF, LIKE, I WAS CURIOUS IF HOMELESS SERVICES THAT WERE OFFERED TO PAY FOR ANY OF THAT TOO.

'CAUSE YOU ARE DOING SO MUCH PROGRAMMING.

UM, IF THAT'S A HOW MUCH OF THE BUDGET IS IS THAT? WELL IT'S BUILT INTO OUR BUDGET.

MM-HMM.

.

SO IT'S ALWAYS BEEN AN ELEMENT OF OUR BUDGET.

MM-HMM.

I'VE BEEN, SO IT'S NOT, WE HAVE ABOUT, OKAY, OKAY.

IS THAT SYSTEM WIDE SYSTEM.

OKAY.

AND WE DO HAVE SECURITY AT SOME BRANCHES.

WE DO NOT HAVE SECURITY AT EVERY BRANCH.

IT'S NOT NECESSARY.

MM-HMM.

, HOW MANY BRANCHES HAVE THE SECURITY TO I TOP HEAD,

[00:20:03]

I WOULD ADD TO THAT CONVERSATION, BUT PUBLIC LIBRARIES ARE THE LAST THREE SPACES IN THE WORLD.

THEY'RE A SPACE THAT ANYBODY CAN COME INTO AND THERE'S NO OBLIGATION FOR SITTING HERE FOR HOURS.

IN FACT, I READ RECENTLY THAT THERE IS A RESURGENCE AMONG THEMES AND PEOPLE IN THEIR EARLY TWENTIES TO JUST GO AND HANG OUT AT THE LIBRARY, NEW YORK PUBLIC LIBRARY.

WE'RE COOL, WE'RE FROM COOL.

UM, BUT IT'S A PLACE THAT THEY CAN GO AND HANG OUT WITH THEIR FRIENDS AND, YOU KNOW, QUIET TIME AND NOT FEEL OBLIGATED TO BUY SOMETHING.

THEY DON'T HAVE TO BUY A CUP OF COFFEE TO OCCUPY A TABLE.

THEY DON'T HAVE TO BUY A MEAL, THEY DON'T HAVE TO SPEND MONEY.

AND SO IT REALLY IS A PLACE THAT WE WANT TO BE CAREFUL TO PRESERVE AS OPEN TO BECAUSE IT WORKS PRETTY WELL.

YEAH.

AND YOU KNOW, THAT'S A TENANT OF PUBLIC LIBRARIES.

I MEAN, WE WOULDN'T BE A PUBLIC LIBRARY MANAGE TO LET THE DOOR COME INTO THE BUILDING.

RIGHT.

AND WE'D BE IN MEMBERSHIP, BUT YOU DO HAVE THE SUSPENSION.

WE HAVE, YOU HAVE TO, UM, HAVE DONE SOMETHING THAT'S AGAINST OUR CODE OF CONDUCT IN ORDER TO BE SUSPENDED FROM THIS BUILDING.

SO YES, WE DO HAVE POLICIES AND PROCEDURES IN PLACE.

THE STAFF ARE TRAINED TO IMPLEMENT THOSE AS WELL AS THE SECURITY GUARDS.

UM, THE STAFF ARE TRAINED IN DEESCALATION PROCEDURES.

WE PRACTICE THEM A LOT.

SOMETIMES PEOPLE ARE JUST HAVING A BAD DAY.

I MEAN, I SAW IT AT A RESTAURANT LAST NIGHT, OR HAVING A BAD DAY AND IT WASN'T HANDLED VERY WELL.

AND I THERE, BUT YOU KNOW, THE FACT THAT THE PERSON RAISED THEIR VOICE AND THE PERSON BEHIND THE COUNTER RAISED THEIR VOICE BACK.

I WAS LIKE, SOMEBODY YEAH.

WORKS SO WELL.

BUT, UM, YEAH, SO I MEAN IT'S, I THINK YOU'LL THINK IT'S JUST HERE THAT IT'S, IT'S HAPPENING IN A LOT OF OTHER PLACES AS WELL.

UM, YEAH, I MEAN I, I WALKED DOWNTOWN SO I'VE HAD SOME THE SAME INCIDENCES.

I DID COME THE SAME FEAR, BUT THAT'S JUST, THAT IS A PERSONAL THING.

AND HAVING WORKED IN THIS BUILDING ALL THIS TIME, I FEEL LIKE I KNOW THE PEOPLE.

BUT UM, YEAH, I MEAN IT'S NOT, I HONOR THE FACT THAT PEOPLE FEEL THAT WAY.

WE DO OUR BEST TO MAKE SURE THE SPACE IS SAFE AND SECURE, ESPECIALLY FOR CHILDREN.

THE CHILDREN'S FLOOR IS VERY MONITORED, HEAVILY MONITORED AND MAINTAINED WHERE IF YOU'RE AN ADULT ON THAT FLOOR, YOU ARE GOING TO BE WELCOMED AND GET WATCHED.

SO WITH NOT EVEN WATCHED IF YOU DON'T HAVE A CHILD, BUT YOU SAT OR GOING TO SAY, CAN I HELP YOU? YOU'RE LOOKING FOR A BOOK.

SAY YOU'RE CHECKING OUT A BOOK FOR YOUR NIECE OR NEPHEW, THEY'RE GONNA HELP YOU FIND THAT BOOK AND, AND SAY THANK YOU SO MUCH FOR VISITING.

NOW YOU CAN BE PART OF THE FLOOR.

YOU'RE NOT GONNA BE ABLE TO SIT THERE AND READ THE BOOK AND THEY WILL EXPLAIN WHAT THE A LOT TOO.

SO, AND IT DOESN'T TAKE OUR FOLKS LONG.

WE DON'T HAVE MANY THAT EVEN COME UP TO THIS FLOOR.

THEY KNOW PRETTY QUICKLY THAT THIS IS FOR KIDS AND THEY HONOR THAT.

BUT SO IT'S A A REALLY NICE FLOOR FOR TO COME AND HANG OUT.

THEY CAN GET DON'T YOU HAVE THE SAME POLICY EVEN IN THE BRANCHES? YES.

IN THE CHILDREN'S AREA? YES.

YEAH.

SOMEBODY COMPLAINED ABOUT THAT.

THEY WOULDN'T LET ME SIT THERE AND YES.

YEAH, SURE.

YEAH.

SO THERE'S, THERE ARE SIGNS OUT, BRANCHES, LITTLE BABY FURNITURE.

I DON'T GET ON YOUR FACE ON THAT CHAIR.

REGULAR SIZE, LIKELY.

THERE'S SOME REGULARIZED TABLES AND YEAH.

YEAH.

AND PARENTS SIT WITH THE KID AND YEAH, IT'S FINE.

BUT WE DO KEEP AN EYE ON IT.

MM-HMM.

WE TRY AS WE'RE DESIGNING SPACES TO MAKE THEM BIG BORDER WITH, YOU KNOW, LIKE IN MY HUSBAND, NICE LITTLE BOOKSHELF THAT KIND OF ORDERS THE KIDS AREA.

THAT IS BOUNDARY FOR FOLKS.

WE JUST DID THE SAME AT OAK LAWN RECENTLY.

JUST WE MOVED A SHELF AND A LITTLE MORE ENC.

[00:25:05]

WE DID IT AT .

WHAT'S HAS ALWAYS BEEN ONE OF OUR ONE PLACE WHERE WE'VE ALWAYS HAD THAT POLICY SO KIDS CAN RUN, FEED KIDS.

THAT'S IT FOR ME.

SO OUR PRESENTATION TODAY IS ACTUALLY A TOUR DOWNSTAIRS THAT WE'LL PROBABLY NEED TO YEAH.

BUT BEFORE WE ADJOURN, SINCE RAPHAEL AND HEATHER ARE ONLINE, HEATHER'S IN CALIFORNIA NOW THAT'S, SHE'S DOWN IN A PASTURE OR SOMETHING.

MAYBE AT THE BEACH I CAN OR SOMETHING.

I HOPE SHE'S AT THE BEACH.

YEAH, .

SO, UM, I'M GONNA INTRODUCE YOU TO THE STAFF.

THEY'RE GONNA TALK A LITTLE BIT, JUST A MOMENT ABOUT WHAT THEY HANDED OUT AND THEN WE'LL ADJOURN THE MEETING IF WE'RE GONNA TAKE A TRIP DOWNSTAIRS TO THE BASEMENT AND SHOW YOU BEHIND THE SCENE.

BE EXCITING.

ALL RIGHT.

SO, UM, PLEASE WELCOME ALEX VGA AND MY NAME IS ALEX LUGA AND I'LL GIVE YOU MY SEAT.

INTRODUCE YOURSELF AGAIN.

YEAH, WELL MY NAME IS ALEX.

I'M THE DIRECTOR, SERVICES SUPERVISOR.

I'M SALLY WALKER.

I'M THE MANAGER OF, UH, LIBRARY INFORMATION TECHNOLOGY.

SO THE IT LIAISON PERSON.

UH, SO I'M, SO TELL US ABOUT THE MYSTERIOUS CHART.

SO, UH, OUR DEPARTMENT, WE, UH, WE'RE THE ONES THAT CIRCULATE ALL THE MATERIAL THROUGH ALL THEIR LOCATIONS HERE.

UH, WE DO HAVE TWO ROUTES THAT GO, UH, SERVICE EACH LIBRARY WE DROP OFF, UH, LIBRARY MATERIAL, YOU KNOW, YOU KNOW, HOTPOTS, ET CETERA.

WE ALSO PICK UP FROM THESE BRANCHES, BRING BACK HERE TO BE, UH, AU STORE A MH.

OUR A MH IS OUR AUTOMATIC MATERIAL HANDLER.

SO THIS MACHINE HERE, UH, CHECKS IN, CHECKS IN THE BOOKS AND MACHINE AND DROPS IT INTO THE, UH, PROPER TUB, UM, WHATEVER LOCATION THAT, UH, THE MATERIAL IS GOING TO.

SO, UH, THIS YEAR, THIS, UH, QUESTION.

YES.

SO WE'RE GONNA SEE WHEN YOU GO, WHEN I REQUEST A BOOK AND I'M AT THE PARK FOREST LIBRARY, THAT THE BOOK, THEY SAID THE OAK CLIFF LIBRARY HAS TO COME HERE BEFORE IT GOES TO PARK FOREST.

CORRECT.

UH, SO OUR DRIVER, UH, THAT GOES SERVICE THE, UH, UH, THE BRANCHES, THEY'LL PICK UP THE, UH, THEY PUT, THEY PUT INSIDE THE TUB AND TO COME BACK TO CENTRAL LIBRARY.

SO OUR DRIVER PICKS IT UP, PICKS UP THE FORKLIFT, BRINGS IT BACK FOR THE CENTRAL, AND THEN FROM THERE WE, WE THROUGH THE A MH.

AND FROM THERE IT CAN TAKE EITHER A DAY OR TWO, UH, MAYBE A FEW DAYS FOR IT TO, UH, GET PROCESSED AND THEN FROM THERE DELIVER TO YOUR BRANCH.

SO IT'S MUCH MORE EFFICIENT.

AND YOU'LL SEE THE NUMBERS WHEN ALEX GOES OVER THE .

WE USED TO DO ALL THIS BY HAND.

WE DID.

I JUST ASSUMED EVERY BRANCH HAD 30 BUCKET.

NO, WE USED TO DO THIS BY, EVEN THOUGH YOU THINK IT'S ALL COMING BACK DOWN HERE, WELL THAT MAYBE IS NOT SO EFFICIENT.

WELL IT'S SUPER EFFICIENT AND WE'RE TURNING THINGS AROUND, YOU KNOW, WAY BIGGER THAN THE ONLY WAY TO HAVE STATIC TRUCK ROUTES FOR THE, BUT IT'S GOOD TO BE INFORMED ABOUT IT BECAUSE I DO GET ASKED BY FRIENDS AND NEIGHBORS, WHY IS MY REQUEST TAKING PILL? IT'S JUST RIGHT.

THERE'S ALWAYS, I'M A GREAT FISHER SERVICE.

I ALWAYS REQUESTING THINGS, BUT, OKAY, FOR EXAMPLE, TODAY I TURNED IN A FIVE CDS.

DOES THAT MEAN I CAN ONLY CHECK OUT FIVE CDS TODAY BECAUSE OF THE 10 LIMIT? OR, UH, IS SOMEBODY, ONCE THOSE CDS ARE CHECKED IN, YOU WOULD GET THAT LINK BACK.

NOW IF YOU WALKED IN AND HANDED THEM TO STAFF AND THEY KNEW YOU HAD JUST HANDED THEM FIVE CDS, THEY'D CHECK THEM IN AND YOUR LIMIT WOULD IMMEDIATELY COME BACK.

WELL, I DROPPED THEM IN AT NORTH OAK CLIFF.

RIGHT.

SO I'M CLEAR.

YEAH.

OH GOOD.

AS SOON AS THE NORTH OAK CLIFF CHECKS, SHE WAS THAT GOOD TO GO.

THAT.

[00:30:01]

BUT WE TALK A LOT OF CONCERNS ABOUT REQUESTS .

SO, UH, IF YOU TAKE A LOOK AT JUNE, UH, SEPARATED BY, BY WEEK, UH, SO FOR EXAMPLE, FOR THE, UH, THE FIRST WEEK OF JUNE, UH, WE RAN A LITTLE OVER 19,000 MATERIAL .

UH, THIS WHOLE, SO THIS WHOLE MONTH SO FAR WE'VE DONE 59,000, WHICH IS THE HIGHLIGHTED PART.

UH, UH, WE'RE, WE'RE LOOKING TO, UH, YOU KNOW, APPRO ANOTHER 20,000 NEXT WEEK.

BUT, UH, IF YOU JUST KEEP GOING THROUGH, UH, YOU KNOW, THROUGH EACH, EACH MONTH, UH, THE HIGHLIGHTED NUMBER IS A NUMBER, THE MATERIAL THAT WE PROCESS THAT WHOLE MONTH A LOT.

SO DOES THAT BE HOPE? FULFILL, FULFILL EVERYTHING? YES.

IT COULD ALSO JUST HELPS US, UM, KIND OF MOVE OUR COLLECTIONS BACK AND FORTH WHENEVER THEIR INTENDED.

SO SOME OF OUR COLLECTIONS GO BACK TO THEIR ORIGINAL LOCATION.

SO THAT ALSO IS PART OF THIS COUNT.

UM, BUT A GOOD PORTION OF IT IS DEFINITELY GONNA BE, THOSE REQUESTS YOU GUYS HAVE SUBMITTED ARE GONNA BE JUST MOVING THINGS AROUND WHERE THEY NEED TO GO, THEIR NEXT DESTINATION.

SEE, I THE IMPRESSION THAT IF YOU CHECK THAT A BIT HERE, BUT YOU TURN IT IN NORTH OAK CLIP, IT'S STATED NORTH OAK.

IT'S VERY POSSIBLE.

OKAY.

MOST, MOST OF OUR ITEMS HAVE BRANCHES.

THAT IS, WE HAVE SOMETHING THAT'S A GROSS SIMPLIFICATION OF THE PROCESS, BUT BECAUSE IT MEANS THAT OUR DRIVERS DON'T TEND TO GO BACK AND, AND IT ALSO GIVES COLLECTIONS AT LOCATIONS BECAUSE ONLY BUY SO MANY MATERIALS FOR THE ENTIRE SYSTEM.

SO THEN IT MEANS THAT MAYBE THIS BOOK THAT WAS AT LAWN FOR A LITTLE BIT, IT GETS RETURNED AT PARK FOREST AND THEN IT LIVE HAS A NEW LIFE AT PARK FOREST AND IT'S OUT BY SOMEBODY .

BUT IF YOU WERE, IF YOU RETURNED SOMETHING AT NORFOLK CLIFF THAT SOMEBODY ELSE HAD A HOLD ON AND THEY WERE AT, YOU KNOW, SKYLINE, IT WOULD THEN GO TO SKY.

YES.

YEAH.

BUT THERE'S ALSO SPECIAL COLLECTIONS.

YES.

WHEN THEY GO BACK TO A CERTAIN VERY, DOES THE CATALOG THEN REFLECT ITS NEW LOCATION? YES.

IF IT'S A CENTRAL BOOK, DOES IT, THERE'S A CATALOG THEN REFLECT THAT IT'S PLATFORM CENTRAL.

CENTRAL WILL ALWAYS COME BACK TO CENTRAL.

BUT, SO SAY IF IT'S A NORTH OAK FLIP BOOK THAT THEN WENT TO UM, PARK FOREST, RIGHT.

AND IT'S RETURNED AT PARK FOREST AND IT'S STAYING AT PARK FOREST, IT WILL, THE CATALOG WILL THEN SAY THIS ITEM IN THAT PART.

HOW SOON? AND WHAT IS THAT CHANGE CHECK IN? OH, TAG .

YES.

THAT'S MAGIC.

YES.

AND IT, IT WILL SHOW AS IN TRANSIT EVEN AS IT GOES TO THE A MH AND THROUGH THE A MH.

SO, SO IT'S NEVER, IF IT'S SOMETHING THAT'S GONNA GO FROM A BRANCH TO ANOTHER BRANCH, IT'S NEVER GONNA SHOW THAT IT'S LANDED.

IT WILL STILL SHOW THAT IT'S IN TRANSIT.

SO ONCE IT'S TRULY LANDED AND NOT MISSING ABOUT, THAT'S WHEN IT'S GONNA SHOW WHERE IT'S AT ON THE, IT'S LIKE AIR TRAFFIC CONTROL.

YEAH, A LITTLE BIT.

ON AVERAGE, UH, WE TOS ABOUT 75,000 MATERIALS A MONTH.

ALRIGHT, ANY MORE QUESTIONS BEFORE THE TOUR? OKAY.

SO DOES ANYBODY HAVE ANY NEW BUSINESS BEFORE WE ADJOURN? SO WE ARE OFF IN JULY, JUST LIKE THE CITY COUNCIL NO, JULY MEETING.

OUR NEXT MEETING IS TUESDAY, AUGUST 27TH.

YOU HEAR ME SAYING NO.

JULY MEETING COME DOWN HERE IN JULY, BUT WE'LL NOT BE HERE IN THE ROOM.

SO YEAH, YOU ADJOURN.

OKAY.

SO I AM GONNA ADJOURN THE MEETING IF YOU'RE ONLINE.

SORRY YOU'RE MISSING THE DOOR, BUT WE'RE GONNA GET THERE.

HEATHER, STAND ADJOURNED UNTIL AUGUST 27TH.
