UH, MEMBERS OF THE WE EJAC ARE APPOINTED BY THE PRESIDENT AND IT IS AN EXCELLENT OPPORTUNITY AND VENUE, UH, FOR US TO ELEVATE OUR EJ CONCERNS THAT THE COMMUNITY IS EXPERIENCING ON THE NATIONAL LEVEL, AND WE KNOW HE WILL DO GREAT WORK.

THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY IS GOING TO CONDUCT SOME STAKEHOLDER MEETINGS ON JULY 15TH, 16TH AND 18TH TO SOLICIT INFORMAL COMMENTS ON THE CHANGES THAT ARE REQUIRED BY TCQ SUNSET BILL AND CHANGES COMMEND, UH, RECOMMENDED BY THE SUNSET COMMISSION REPORT THAT ARE RELATING TO PUBLIC NOTICE.

SO THOSE STAKEHOLDER COMMENTS ARE GONNA BE USED BY THE AGENCY TO DEVELOP A, A RULE PROPOSAL THAT WILL GO BACK OUT FOR COMMENTS.

SO THOSE MEETINGS ARE GOING TO OCCUR THE 15TH, 16TH, AND 18TH AT SIX TO 8:00 PM ALL THREE MEETINGS ARE HYBRID, MEANING BOTH IN PERSON AND VIRTUAL.

AND THE JULY 16TH MEETING WILL BE HELD AT ARLINGTON CITY COUNCIL CHAMBERS ON ABRAM STREET, AND THERE WILL BE SPANISH LANGUAGE ASSISTANCE AVAILABLE.

I'M HERE TO MAKE A FORMAL REQUEST FOR PUBLIC DISCLOSURE.

I AM REQUESTING THAT PUBLIC DISCLOSURE BE MADE IN A MAJOR INTERNATIONAL NEWS CONFERENCE SPONSORED BY THE CITY OF DALLAS TO START THE PROCESS FOR THE PERMANENT RESOLUTION OF A VERY DEADLY AIR INTOXICATING PUBLIC SAFETY CRISIS.

I HAVE SPOKEN TO ON THIS AIR INTOXICATING CRISIS TO THE CITY OF DALLAS COUNCIL.

ON TWO OCCASIONS, I HAVE SPOKEN ON THIS AIR INTOXICATING CRISIS TO THE CITY OF DALLAS COMMISSION ON ENVIRONMENTAL QUALITY.

THIS PAST MAY, I KNOW THAT THIS COMMISSION IS AN ADVISOR ADVISORY PANEL.

THEREFORE, IT IS MY UTMOST REQUEST THAT THIS ADVISORY PANEL ADVISE THE CITY OF DALLAS COUNCIL PUBLIC SAFETY COMMITTEE AND ALSO ADVISE THE DALLAS CITY COUNCIL ENVIRONMENTAL QUALITY COMMITTEE TO SPONSOR MAKING PUBLIC DISCLOSURE OF THIS AIR INTOXICATING CRISIS.

SINCE I INTRODUCED THIS AIR INTOXICATING CRISIS TO THIS COMMISSION, I HAVE BEEN IN COMMUNICATION WITH THE COMMISSION CHAIRWOMAN MS. CATHERINE BZA, ON ROUGHLY A DAILY BASIS.

I REQUESTED THAT THE CHAIRWOMAN TAKE NOTICE OF THE VARIOUS UNDENIABLE SYMPTOMATIC SENSATIONS THAT IDENTIFY THE AIR INTOXICATING CRISIS.

THE SYMPTOMATIC SENSATION THAT IDENTIFY THE AIR INTOXICATION MAKES US ALL WITNESSES WITH OUR OWN SELF-EVIDENCE OF IT.

I KNOW THAT THE CHAIRWOMAN INDEED DID TAKE NOTICE OF THE STARK AND UNDENIABLE SYMPTOMATIC SENSATIONS THAT IDENTIFY THE AIR INTOXICATION.

THESE

THESE SYMPTOMATIC SENSATIONS THAT IDENTIFY THE AIR INTOXICATION HAVE BEEN INVESTIGATED AND REPORTED, AND MANY NEWS REPORTS, INCLUDING A CBS 60 MINUTES INVESTIGATIVE NEWS REPORT, THE AIR INTOXICATING CRISIS IS BEING REFERRED TO AS THE HAVANA SYNDROME, AND IT IS BEING SCAPEGOATED AS ATTACKED BY AGENTS OF RIVAL NATION GOVERNMENTS AND ENEMY NATION GOVERNMENTS.

THE AIR INTOXICATION IS OCCURRING IN MORE SO THE URBAN AREAS OF ALL 50 UNITED STATES AND THE ENTIRE WORLD COMMUNITY FOR THE FACT THAT EXCUSES ARE BEING ABUSED TO SCAPEGOAT.

THE AIR INTOXICATION AND EXCUSES ARE BEING ABUSED TO REFUSE TO INVESTIGATE THE AIR INTOXICATION AND EXCUSES ARE BEING ABUSED TO REFUSE TO RESOLVE IT.

THIS BETRAYAL OF THE PUBLIC TRUST TO PROVOKING PEOPLE TO RESORT TO VIOLENT VIGILANTE ACTIVISM IS ALSO KNOWN AS TERRORISM EVERYWHERE TO PRO TO PROTEST IT AND FORCE THE AGENDA FOR THE RESOLUTION OF IT.

THE CITY COUNCIL ADOPTED THE CA PLAN, AND IN JUNE OF 22, UH, 21, THEY ADOPTED THE URBAN FOREST MASTER PLAN.

THE CITY PROVIDES OVERSIGHT, REGULATORY, UH, UH, OR REGULATORY OVERSIGHT OF PRIVATE AND PUBLIC URBAN FOREST CANOPIES.

WE USE A COOPERATIVE MANAGEMENT APPROACH WITH LOCAL, STATE, AND FEDERAL AGENCIES.

WE COORDINATE EFFORTS WITH NONPROFIT AND OTHER DEPARTMENTS.

UH, WE ALSO PROVIDE REGULATORY EFFORTS WITH DEVELOPMENT SITES.

NEXT, MOVING INTO THE URBAN FOREST MASTER PLAN ITSELF ON RECOMMENDATION NUMBER ONE, WHICH IS TO COMPLETE A COMPREHENSIVE TREE INVENTORY OF RIGHT OF WAY AND PARK TREES.

UH, STARTING UP WITH THE EAB ACTION PLAN, WHICH CONSISTS OF EAB TRAPPING ASH TREE INVENTORY AND TREATMENTS SINCE APRIL OF 2024.

THIS YEAR, WE HAVE INSTALLED 16 TRAPS ACROSS DALLAS WITHIN PARKS IN FORESTLAND.

IN ADDITION, WE'RE DOING PUBLIC AND PRIVATE TRAINING AND PRESENTATIONS.

UM, THIS IS ACROSS DALLAS AT COMMUNITY MEETINGS, TOWN HALL MEETINGS, AND SCHOOL AND COMMUNITY FOREST ACADEMY.

SO AT EVERY OPPORTUNITY WE TRY TO GET THE INFORMATION OUT TO EDUCATE THE PUBLIC, UH, FERAL HAWK TRAPPING AS WELL.

WE HAVE TRAPS INSTALLED THROUGH THE CITY WITHIN PARKLAND, WETLANDS, LEVIES, UH, GOLF COURSES, UH, PUBLIC PARKS TO PROTECT URBAN FOREST PROVEN AND UNDERSTORY INVASIVE REMOVAL, AS WELL AS MENTIONED, WE HAVE A THIRD PARTY CONTRACT IN PROGRESS FOR ALTERNATIVE VEGETATION MANAGEMENT.

THIS IS WHAT WE CALL, UH, GHOST CONTRACT.

WE HAD A PRETTY COOL, UH, PILOT, UH, PROJECT THAT LAST SUMMER.

WE HAD, UH, TWO LOCATIONS, UH, THAT WERE VERY SUCCESSFUL.

THE FRAZIER DAM WAS THE 10 ACRES FLOODPLAIN, UH, LAND.

AND THEN APPLE VALLEY WAS A COMMUNITY SITE WITH ABOUT THREE ACRES.

SO THAT WAS A VERY SUCCESSFUL PROGRAM.

AND WE ARE, UH, PURSUING THE THIRD PARTY CONTRACT FOR ALTERNATIVE VEGETATION MANAGEMENT.

UH, YOU KNOW, WE DO 3003, UH, TREES PER YEAR.

AND, UM, YOU KNOW, IT'S, IT'S A VERY POSITIVE EVENT WITH THE COMMUNITY AND ALL THE DIFFERENT, UM, GROUPS AND AGENCIES SUPPORTING THIS EFFORT, UH, FOR, UH, INCREASING TREE CANOPIES.

AND IN ADDITION TO THAT, APPROXIMATELY CLOSE TO 1900 TREES WERE PLANTED ON CITY PROPERTY AS WELL.

AND THEN, UM, OUR MANAGEMENT AND MAINTENANCE COMPONENT.

AND THEN I, I GUESS WHAT I HEARD IN THE PRESENTATION, AND I MAY HAVE MISSED, I PROBABLY MISSED A SLIDE.

IT SOUNDED LIKE MOST OF THE MANAGEMENT THAT WAS FEATURED WAS ABOUT EAB, WHICH IS AN IMPORTANT THREAT.

BUT ALSO WHEN WE'RE TALKING ABOUT INCREASING THE QUANTITY OF PLANTINGS AND INCLUDING TREE EQUITY GOALS, THE CONCERN IS, UM, PAIRING ALL OF THOSE PAN THOSE PLANTINGS WITH EDUCATION AND RESOURCES FOR MAINTENANCE MOVING FORWARD.

SO I'M HOPING TO HEAR A LITTLE BIT ABOUT THAT.

SO I'LL, I'LL TAKE, UH, THE INITIAL PART FOR WHERE WE DEAL WITH OUR, UH, PARKS BRANCHING OUT PROGRAM.

AND, YOU KNOW, WHEN, WHEN WE DO OUR PLANTING, ONE OF THE BIGGEST CHALLENGES WE DO HAVE IS MAKING SURE THAT WE HAVE, UM, EITHER IRRIGATION OR A PLANT IN PLACE FOR WATERING AFTERWARDS, ESPECIALLY THOSE INITIAL TWO YEARS AFTER THE, UH, PLANTING GOES ON.

UM, WHEN YOU CONSIDER THAT WE'RE ADDING A MINIMUM OF 12 SITES A YEAR, AND THAT VERY EASILY COULD EXPAND TO AN ADDITIONAL FIF 15 TO 18 SITES A YEAR, UH, AND WE'VE ALREADY DONE THAT FOR, UH, AT LEAST FIVE YEARS NOW, YOU KNOW, THAT IS A LOT OF SITES THAT WE DO HAVE TO GO BACK AND, UH, UH, WATCH THE MAINTENANCE ON, WATCH OUT, WHAT'S, WHAT IS THE STATUS OF THOSE TREES.

UM, THAT'S ONE OF THE THINGS THAT, UH, CHRIS HAS BEEN WORKING ON, UH, EXTENSIVELY ON TRYING TO GET HIS STAFF UP, UH, TO WHERE THEY CAN, UH, WORK ON THE MAINTENANCE OF, TO FOLLOW UP ON THOSE TREES.

UH, IN ADDITION TO THAT, WE'RE TRYING TO BE MORE PROACTIVE ON THE ACTUAL MAINTENANCE OF THE TREE.

WHEN WE TALK ABOUT PROTECTING OUR CANOPIES, THAT'S ACTUALLY ONE OF THE BEST THINGS WE CAN DO TO PROTECT OUR CANOPIES IS PROACTIVE MANAGEMENT OF MAKING SURE THAT, YOU KNOW, WE ARE MANAGING THE, THE, THE CURRENT CANOPY.

HOW ARE WE MAINTAINING THOSE MATURE TREES? YOU KNOW, THE MORE PROACTIVE WE CAN BE ABOUT THAT, THE BETTER.

FROM THE STORMWATER STANDPOINT, UH, WE HAVE, UH, APPROXIMATELY 700 MILES OF CREEK AND CHANNELS AND ABOUT 39, 30 9,000 ACRES OF, UH, FLOODPLAIN MANAGEMENT AREAS.

SO OUR FOCUS IS MAINLY FROM A FLOOD PROTECTION STANDPOINT AND ALSO WITHIN THE TRINITY CORRIDOR AS WELL, UH, PART OF OUR WETLAND SYSTEM.

SO WE DO A VERY, UH, DETAILED MAINTENANCE AND, UH, PROGRAM THAT WE HAVE, UH, ONGOING WITH OUR CREWS.

UM, AND THEN I NOTICED THAT ON RECOMMENDATION THREE IN A CM SINCE SINCE SEPTEMBER REPORT, WE WERE ALSO AT 50%.

THIS IS DEVELOPING A STORM RESPONSE AND RECOVERY PLAN.

WE'RE EXPERIENCING MORE FREQUENT AND MORE SEVERE STORMS BECAUSE OF CLIMATE CHANGE.

UM, AND SO WHILE THE URBAN CANOPY IS OUR BEST ASSET AND TOOL AGAINST CLIMATE CHANGE, IT IS ALSO EXTREMELY IMPACTED BY CLIMATE CHANGE.

SO I WOULD LIKE TO SEE PLANS TO, UM, EXPEDITE THESE RESPONSE PLANS THAT WE HAVE, UH, IN, IN DRAFT PROCESS AND UNDERSTAND WHEN WE MIGHT EXPECT THAT THOSE RECOVERY PLANS WOULD BE MADE AVAILABLE.

SO WE DO HAVE A SOLID DRAFT, IT'S JUST A MATTER OF GETTING IT STARTED AND GETTING IT GOING AGAIN.

I THINK OF OUR NEXT UPDATE, WE'D LIKE TO HEAR SPECIFICALLY ABOUT, UH, THE RESPONSE RECOVERY.

AFTER THE COORDINATION, THE CO-LOCATION PROCESS IS DONE.

EQ MESH COMPARES THE AIR QUALITY LEVELS MEASURED BY THE TCEQ AIR MONITORS TO THE DATA COLLECTED BY OUR AQ MESH SENSOR PODS.

THEN A SPECIFIC CORRECTION FACTORS CALCULATED FOR EACH POLLUTANT, MEASURED FOR EACH POD TO BRING UP OR DOWN THE PODS DATA TO BE CLOSER IN LINE WITH THE TCEQ MEASURED DATA.

ONCE A POD IS INSTALLED AND THE COMMUNITY, IT TRANSMITS AIR QUALITY MEASUREMENTS VIA THE INTERNET TO AQ MESH.

THE DATA IS RUN THROUGH A FORMULA TO ADD THE CORRECTION FACTOR TO EACH AIR POLLUTANT.

THIS MATCH IS UP TO THE INCREASED FORMATION OF OZONE THAT OCCURS IN THE SUMMER AND THE 50 OZONE EXCEEDS DAYS THAT OCCUR LAST SUMMER.

WE ALSO OBSERVED HIGH NO TWO LEVELS AND THE SUMMER.

WE CONCLUDED THAT THIS WAS AN ERROR DUE TO OUR REGION'S HIGH TEMPERATURE AND HIGH HUMIDITY IMPACTING THE NO TWO ELECTROCHEMICAL SENSOR.

LAST YEAR IN MARCH AND APRIL, WE OBSERVED HIGH SPIKES OF NO TWO AT THE MILL CREEK BATCH PLANT.

WORKING WITH DWU, WE CONCLUDED THAT DIESEL POWERED HEAVY EQUIPMENT WERE LIKELY IDLING WHILE PARKED.

UH, THE CONTRACTOR RESOLVED THIS ISSUE AND AS A RESULT, LEVELS OF NO TWO WENT DOWN.

WE RECENTLY DID A WALKING TOUR IN THE BACHMAN LAKE AREA THAT DR.

AFA LOBBY AND, UH, UH, CHAIR PERSON ROBERSON WERE ALSO ON LOOKING AT OR, UM, UH, UH, COMMISSIONER ROBERSON LOOKING AT, UH, APARTMENT UNITS IN THE KENDALL VILLAS HOUSING PROJECT.

AND WE MEASURED BOTH THE AMBIENT AIR QUALITY IN THE NEIGHBORHOOD AND THAT IN THE APARTMENTS, THE AIR QUALITY, UH, THE PARTICULATE MATTER, UH, IN THE, UM, THE PARTICULATE MATTER IN THE AMBIENT AIR WAS ABOVE THE DALLAS LEVELS.

UH, BUT THE INDOOR LEVEL WAS TWO TO 15 TIMES THE LEVEL FOUND IN THE OUTDOOR AIR QUALITY, UH, POSING SIGNIFICANT RISKS, UH, TO THE TENANTS IN THOSE APARTMENT BUILDINGS.

AND WHEN WE ASKED PEOPLE, UH, IN EVERY APARTMENT, THERE WERE CHILDREN WITH ASTHMA AND PEOPLE WITH COPD.

SO WE REALLY HAVE A, A PROBLEM HERE THAT WE REALLY NEED TO ADDRESS.

UM, I, I HAVE REQUESTED TO PRESENT THAT DATA, BY THE WAY, THE CONDITIONS WE WITNESSED IN THE APARTMENTS WERE HORRIFIC.

I CAN SHOW YOU THE STAINS OF THE SEWAGE ON THE, ON, ON THE SINKS THAT'S COME UP THROUGH THE SINKS, THE COLLAPSING CEILINGS, THE PAINTED OVER MOLD ON THE WALLS.

THOSE TOOLS ARE TOOLS LIKE, UH, ADVANCING LEAGUE GOLD, UH, ENVISION SITES, UH, ENVIRONMENTAL PRODUCT DECLARATIONS, UH, USING, UH, ENERGY EFFICIENCY, ENERGY EFFICIENT TECHNOLOGY, AND THE LIKE.

SO, UM, SO WE'VE BEEN BRIEFING, WE BRIEFED THE PARKS TRAILS OF THE ENVIRONMENT COMMITTEE, UH, A FEW TIMES ON, ON THIS, ON THIS TOPIC OVER THE LAST YEAR OR TWO.

UH, THE CHAIR OF THE PTE COMMITTEE CHAIR STEWART ASKED IN FEBRUARY, ASKED FOR A RESOLUTION TO BE ADOPTED BY, UH, COUNCIL IN JUNE.

AND SO WE'RE HOPING TO GET THE RESOLUTION RE BRIEFED TO THE FULL, WELL BRIEFED TO THE FULL COUNCIL IN AUGUST.

WE'LL, WE'LL SEE, UH, WHAT THE PRIORITIES ARE OF COUNCIL IN AUGUST, UH, GIVEN THE BUDGET.

THIS IS BUDGET SEASON AND THERE ARE OTHER THINGS GOING ON, LIKE THE PENSION AND THINGS OF THAT NATURE.

BUT, UH, BUT HOPEFULLY WE CAN GET, UH, THE RESOLUTION BRIEFED TO THE FULL COUNCIL AND, AND GET IT, UH, AS A AGENDA ITEM FOR ADOPTION.

BUT A LOT OF AGENCIES SHY AWAY FROM THE TESTING.

SO RIGHT NOW THERE'S ONE, THERE'S ONE CLINIC.

THE HEALTH DEPARTMENT TOLD ME IN FAR AS LB 97, 80 LBJ, IT IS A WATERMARK CLINIC AND THEY ARE DOING TESTING FREE, BUT THAT'S THE ONLY ONE I FOUND.

AND THAT'S MILES AWAY DEPENDING ON WHERE YOU ARE FROM PEOPLE.

SO I'M STILL WORKING ON THAT.
