SO JUST A LITTLE BIT OF BACKGROUND, WE'LL TALK ABOUT THOSE SPECIFICALLY IN A LITTLE BIT.

TO GIVE YOU AN IDEA OF HOW INTERNATIONAL THE EVENT IS.

SINCE 1980, WHICH WAS THE FIRST YEAR OF THE TOURNAMENT WHERE WE HOSTED FOUR INTERNATIONAL TEAMS, IT'S GROWN INTO A TOURNAMENT THAT ANNUALLY WE HOST OVER 30 COUNTRIES BETWEEN OUR REFEREES AND OUR TEAMS. HISTORICALLY, THERE HAVE BEEN OVER 100 COUNTRIES THAT HAVE BEEN REPRESENTED AT THE CUP.

48 STATES AS WELL, AND YOU COULD ARGUE THAT IT'S PROBABLY THE MOST INTERNATIONAL ANNUAL EVENT THAT TAKES PLACE IN DALLAS EVERY YEAR.

IT'S QUITE RICH IN CULTURAL DIVERSITY, AND THE MAP IS ACTUALLY A LITTLE BIT OUTDATED.

WE'VE HAD TWO NEW COUNTRIES THAT STARTED PLAYING LAST YEAR.

ALGERIA SHOULD BE COLORED IN RED, AND THEN SOUTH KOREA AS WELL.

SO WE'RE PROUD OF THAT TO HAVE ADDED TWO ADDITIONAL COUNTRIES THIS LAST YEAR.

SO WE TALK ABOUT HOW ELITE IT IS THROUGH THE YEARS.

IT'S DEVELOPED INTO ONE OF THE MOST ELITE SOCCER TOURNAMENTS IN THE WORLD, AND THAT'S BECAUSE WE'VE BEEN ABLE TO DEVELOP RELATIONSHIPS WITH THE TOP ORGANIZATIONS CLUBS ASSOCIATIONS AND FEDERATIONS GLOBALLY.

OBVIOUSLY, WE HAVE A RELATIONSHIP WITH THE US SOCCER FEDERATION WITH MLS BECAUSE THEY'RE THE ORGANIZATIONS THAT LEAD SOCCER HERE IN THIS COUNTRY, BUT ALSO WITH CONCACAF, WHO IS THE REGIONAL CONFEDERATION OF OUR AREA HOSTING THE WORLD CUP, AS WE KNOW, IN 2026 WITH THE MEXICAN FEDERATION, THE JAPANESE FEDERATION, THE ENGLISH SOCCER FEDERATION, IT'S CALLED THE FOOTBALL ASSOCIATION, THE PREMIER LEAGUE, LA LIGA, WHICH IS THE PROFESSIONAL LEAGUE IN SPAIN, THE BUNDESLIGA AND THOSE ASSOCIATIONS AND RELATIONSHIPS HAVE ALLOWED US TO HOST CLUBS LIKE MANCHESTER UNITED AND BARCELONA, REAL MADRID, LIVERPOOL

MANY OF THEM HAVE OFFICIATED WORLD CUPS, SOME OF THEM WORLD CUP FINALS, AND WE'RE PROBABLY THE ONLY YOUTH SOCCER TOURNAMENT IN THE WORLD THAT HAS THIS LEVEL OF OFFICIATING, AND AGAIN, THAT'S DUE TO THE HISTORY OF THE TOURNAMENT, THE RELATIONSHIPS THAT'S CREATED OVER THE LAST 45 YEARS AND IT'S SOMETHING SPECIAL WHEN A 14 YEAR OLD KID FROM OAK CLIFF OR FROM LAKE HIGHLANDS OR FROM LAKEWOOD WHO'S PLAYING AT AN ACADEMY HERE LOCALLY, WALKS ON THE FIELD AND A FIFA OFFICIAL WEARING THE FIFA BADGE THAT'S JUST OFFICIATED A WORLD CUP LAST YEAR IS REFEREEING HIS GAME.

THAT'S SOMETHING VERY UNIQUE, AND ONLY THE DALLAS CUP PROVIDES THAT KIND OF EXPERIENCE FOR ITS PARTICIPANTS.

CULTURAL DIVERSITY.

WE TALKED ABOUT IT BEING ONE OF OUR CORE VALUES.

OBVIOUSLY, BECAUSE WE'RE SO INTERNATIONAL IT IS JUST AN INHERENT PART OF WHO WE ARE, BUT ONE VERY SPECIAL PROGRAM THAT WE HAVE THAT IS VERY UNIQUE TO OUR TOURNAMENT IS THAT HALF THE TEAMS THAT COME FROM ABROAD STAY WITH LOCAL FAMILIES, AND THAT REALLY DOES ALLOW FOR THIS CULTURAL DIVERSITY TO BE BECOME A VERY IMPORTANT PART OF WHO WE ARE BECAUSE LOCAL KIDS KIDS ALL FROM ALL OVER DALLAS AND DFW ARE HOSTING KIDS FROM ALL OVER THE WORLD IN THEIR OWN HOMES, AND THIS HAS A PROFOUND EFFECT, NOT ONLY ON THE PLAYERS HOSTING THE KIDS.

FOR EXAMPLE, I PLAYED I TOLD YOU I PLAYED IN DALLAS CUPS TWO AND FOUR.

I DON'T REALLY REMEMBER WHAT HAPPENED ON THE FIELD OR THE RESULTS, BUT WHAT I REMEMBER IS HOSTING THOSE KIDS, THOSE KIDS THAT STAYED AT MY HOUSE.

THOSE ARE THE MEMORIES THAT ARE LONG LASTING AND IT WORKS THE OTHER WAY AROUND, TOO.

FOR EXAMPLE, DAVID BECKHAM STAYED WITH A MEXICAN AMERICAN FAMILY IN GARLAND WHEN HE PLAYED IN DALLAS CUP.

HE WROTE ABOUT IT IN HIS BIOGRAPHY AND IN FACT, WHEN HE CAME HERE WITH THE GALAXY TO PLAY FC DALLAS HE SOUGHT OUT THE FAMILY HE STAYED WITH WHEN HE WAS A TEENAGER AND THEY VISITED THAT WASN'T PUBLICIZED OR ANYTHING LIKE THAT.

HE JUST WANTED TO DO IT AND RE RECONNECT WITH THE FAMILY THAT HE STAYED WITH WHEN HE WAS HERE AT DALLAS CUP.

SO IT'S A REALLY, REALLY IMPORTANT PART OF WHO WE ARE, AND IT'S PART OF THE HOLISTIC APPROACH WE HAVE TO THE EVENT, WHICH IS NOT JUST PROVIDING VERY HIGH LEVEL OF SOCCER FOR THE PARTICIPANTS, BUT ALSO A LIFE EXPERIENCE OFF THE FIELD AS WELL, AND THIS IS ONE OF THE IMPORTANT ELEMENTS OF THAT.

PROBABLY THE MOST UNIQUE ELEMENT IN THE ASPECT OF THE DALLAS CUP IS THE COMMUNITY ENGAGEMENT.

PART OF IT, AND AGAIN, I SPOKE ABOUT HOW THE CORE VALUES HAVE DEVELOPED ORGANICALLY OVER THE LAST FOUR DECADES.

COMMUNITY ENGAGEMENT IS IS ONE CORE VALUE THAT WAS DEVELOPED BECAUSE OF WHAT THE TEAMS HAVE SOUGHT BECAUSE OF WHAT OUR COMMUNITY DOES TO THOSE THAT COME PARTICIPATE.

PROFESSIONAL ACADEMY TEAMS, FOR THEM, IT'S JUST AS IMPORTANT TO GO VISIT HOSPITALS, TO GO TO HOMELESS SHELTERS, TO GO VISIT SCHOOLS.

TO PUT ON CLINICS AS IT IS RAISING THAT TROPHY, AND WE KNOW THAT BECAUSE WE'VE BEEN TOLD THAT BY THOSE MANAGERS AND COACHES THAT COME AND BRING TEAMS HERE, THAT THIS IS JUST AS IMPORTANT FOR THEM TO DEVELOP PROFESSIONALS AS IT IS THE COMPETITION THEY'RE GETTING ON THE FIELD

AND IT'S VERY UNIQUE TO DALLAS CUP.

THERE'S NO OTHER YOUTH TOURNAMENT IN THE WORLD WHERE MANY OF THE TEAMS AND REFEREES SEEK OUT COMMUNITY ENGAGEMENT OPPORTUNITIES.

FOR EXAMPLE, THE LAST COUPLE OF YEARS THERE'S A SCHOOL IN PLEASANT GROVE, JOHN QUINCY ADAMS WHO HAD EINTRACHT FRANKFURT, ONE OF THE TOP PROFESSIONAL ACADEMIES IN WORLD SOCCER, VISIT THE SCHOOL WHERE THEIR 14 YEAR OLD KIDS, THE ACADEMY KIDS, PUT ON A CLINIC FOR THEIR 14 YEAR OLD COUNTERPARTS IN PLEASANT GROVE.

NO OTHER SOCCER TOURNAMENT, OR VERY FEW OTHER EVENTS THAT ALLOW FOR THIS KIND OF CONNECTIVITY BETWEEN TWO VERY DISPARATE COMMUNITIES TO COME TOGETHER OVER A FEW HOURS IN THE NAME OF THE GAME.

SO WE'RE VERY PROUD OF THAT.

SCHOOLS GET VISITED HOMELESS SHELTERS HOSPITALS, AND WE DON'T REALLY PROMOTE IT.

WE DON'T PUBLICIZE IT.

A LOT OF IT HAPPENS IN BETWEEN GAMES WHEN THE TEAMS ARE PLAYING, THEY HAVE AN OFF DAY.

THEY CHOOSE TO GO DO THIS, AND AGAIN, THIS ALL HAPPENS ORGANICALLY THROUGH THE YEARS TO NOW WHERE WHEN TEAMS COME TO THE DALLAS CUP, IT'S SOMETHING THAT THEY SEEK OUT.

OUR GAMES ARE ON ESPN, ESPN THREE, ESPN INTERNATIONAL.

THROUGH THE YEARS WE'VE BEEN ON UNIVISION.

WE'VE HAD FINALS BROADCAST ON UNIVISION NETWORK.

WHAT ARE SOME THINGS THAT YOU'VE NOTICED AS TEAMS COME IN FROM OTHER CITIES THAT ARE THAT WORK WELL AND COULD USE IMPROVEMENT.

YEAH. WELL, I'LL START WITH ANOTHER BENEFIT OF OUR AREA IN THAT REGARD, AND THAT'S THE TWO AIRPORTS THAT WE HAVE DFW AND LOVE FIELD.

BEING REALLY A HUGE ASSET FOR US, I KNOW IT IS FOR WORLD CUP AS WELL, AND IT'S ONE OF THE REASONS WHY DALLAS GOT NINE GAMES IN 2026, BECAUSE DFW AIRPORT IN OUR LOCATION IS VERY CENTRALLY LOCATED.

OUR ABILITY TO HOST TEAMS AND RECEIVE TEAMS AT DFW AIRPORT, IT'S A BIG AIRPORT.

IT'S CHALLENGING THAT WAY, BUT IT'S A VERY, VERY GOOD INTERNATIONAL AIRPORT IN THAT REGARD.

SO THAT'S BEEN A HUGE BENEFIT FOR US THROUGH THE YEARS.

ONE ISSUE THAT DFW MAY HAVE IS HOW EXPANSIVE IT IS, BUT OUR TOURNAMENT, WE MOST OF OUR HOTELS AND OUR COMPLEXES AND OUR GAMES ARE PLAYED IN THE 635, 75 AREA.

YOU CAN, YOU KNOW, MONEYGRAM, RICHLAND THE COTTON BOWL IS A TRIANGLE, AND MOST OF OUR HOTELS ARE WITHIN THAT AREA.

THE PROGRAM ADVANCES GOAL EIGHT OF THE CCAP, WHICH IS TO IMPROVE AIR QUALITY THROUGHOUT THE CITY.

THE PURPOSE OF THE PROGRAM IS TO AGAIN MONITOR COMMUNITY LEVEL AIR AIR QUALITY.

AS YOU KNOW, WE MANAGE REGIONAL MONITORS FOR TCEQ AND EPA, BUT THOSE DON'T GIVE YOU A PERSPECTIVE ON WHAT THE AIR QUALITY IS ON THE COMMUNITY LEVEL.

SO THAT'S WHAT THIS PROGRAM DOES.

AS YOU WILL SEE, THE PROGRAM INCLUDES 24 AIR SENSOR UNITS, AND WE HAVE UNITS IN EVERY DISTRICT.

SO THE BACKGROUND AND HISTORY OF THIS PROGRAM, OUR NETWORK HAS GROWN FROM FIVE SENSOR PODS DEVELOPED OR DEPLOYED.

EXCUSE ME IN FEBRUARY 2023 TO 24 PODS DEPLOYED ACROSS THE CITY BY SPRING OF 2024, AND AT THIS POINT, WE CAN SAY THAT WE HAVE AT LEAST ONE POD LOCATED IN EACH COUNCIL DISTRICT.

THESE SENSOR PODS WERE PURCHASED AND MANUFACTURED BY AQMESH, AND BEFORE THE PODS ARE INSTALLED IN EXCUSE ME.

BEFORE THEY ARE INSTALLED, THE INSERTER POD GOES OUT INTO THE COMMUNITY.

EACH POD GOES THROUGH A CO-LOCATION CALIBRATION PROCESS, SO ONCE WE RECEIVE THE PODS, THEY SPEND ABOUT TWO WEEKS NEAR THE TCEQ, CA SITE ON HILTON STREET.

THESE PODS AT THIS COALITION SITE MEASURE AND COMPARE AIR QUALITY DATA, AND THEY ARE COMPARED TO THE TCEQ AIR QUALITY MONITORS IN THOSE LOCATIONS.

DATA IS COLLECTED FROM OUR AQMESH SPONSORS--PODS, EXCUSE ME--AND FROM THAT POINT, WE ANALYZE THAT DATA AND COMPARE BETWEEN THE TWO MONITORS.

FROM THERE, WE CREATE A CORRECTION FACTOR TO CALCULATE EACH AIR POLLUTANT MEASURED BY OUR PODS, AND BRINGS THE POD DATA CLOSER IN LINE WITH THE TCEQ MEASURED DATA.

ONCE THE POD IS INSTALLED IN THE COMMUNITY IN THE LOCATION, IT IS TRANSMITTING AIR QUALITY DATA VIA THE INTERNET TO AQMESH.

THAT DATA IS RUN THROUGH A FORMULA THAT INCLUDES THAT CORRECTION FACTOR THAT WAS UTILIZED IN THE CALIBRATION PROCESS, AND THAT DATA IS POSTED TO OUR SECURE SITE, WHICH AT THAT POINT OUR TEAM ANALYZES THE DATA FOR EACH LOCATION ACROSS THE CITY.

THE AIR QUALITY DATA THAT IS COLLECTED CAN BE USED BY MEMBERS OF THE COMMUNITY TO UNDERSTAND LOCAL AIR QUALITY USED IN LAND USE PLANNING, ZONING CASES, AIR QUALITY INVESTIGATIONS ASTHMA EDUCATION OUTREACH, AND OTHER ENVIRONMENTAL STUDIES.

SO THE POD SENSOR DATA, THE LOCATIONS, THIS LIST OF FIRST FIVE PODS THAT WERE DEPLOYED IN FEBRUARY OF 2023.

IN OCTOBER OF 2023, WE DO WANT TO MENTION THAT THE POD THAT WAS SWITCHED FROM FISHTRAP LAKE THAT NOW INCLUDES SENSORS TO MEASURE SULFUR DIOXIDE.

SO THE FIRST FIVE PODS IN THE D-CAMP PROGRAM WERE LOCATED AT CENTRAL, CENTRAL, SOUTH PARK AND [INAUDIBLE] MILLS CREEK BATCH PLANT, LARRY JOHNSON RECREATION CENTER. THE WEST DALLAS MULTI-PURPOSE CENTER, AND FISHTRAP LAKE, AS MENTIONED.

IF YOU LOOK AT THE WHITE CIRCLE, YOU'LL SEE THAT EVERY SENSOR MEASURES THE SAME CRITERIA A IR POLLUTANTS, SPECIFICALLY PARTICULATE MATTER, WHICH IS PM 2.5 AND PM 10, ALSO OZONE AND NITROGEN DIOXIDE.

IN ADDITION TO THOSE POLLUTANTS, SOME OF THE NEW SENSORS WE INSTALLED MEASURE CARBON MONOXIDE, SULFUR DIOXIDE, AND TOTAL VOLATILE ORGANIC COMPOUNDS, WHICH IS WHY WE CREATED THREE GROUPS TO HELP THE PUBLIC EASILY DIFFERENTIATE BETWEEN THE POLLUTANTS THAT ARE MEASURED AT EACH LOCATION.

AS PART OF THE PROJECT TTI INSTALLED FOUR AIR SENSORS LOCATED AT EMMA CARTER PARK, JC ZARAGOZA RECREATION CENTER, ARCADIA PARK RECREATION CENTER, AND MARTIN WEISS PARK.

THE SENSORS MEASURE OZONE, NITROGEN DIOXIDE, PM 2.5 AND PM 10, AND THAT DATA IS PUBLICLY DISPLAYED ON OUR CITY OF DALLAS COMMUNITY AIR MANAGEMENT DASHBOARD, AND YOU'LL SEE THAT IN A FEW SLIDES.

ALSO, THE POSITIVE BREATHING ORGANIZATION HAS BEEN CONDUCTING TARGETED ASTHMA EDUCATION AS PART OF THIS PROGRAM.

FOR EXAMPLE IN APRIL, THEY WERE AT THE WEST DALLAS MULTI-PURPOSE CENTER PROVIDING INFORMATION TO FAMILIES ABOUT MANAGING ASTHMA WHEN THE AIR QUALITY IS POOR. SO WE'LL BE FINISHED COLLECTING INFORMATION FOR THIS GRANT IN A FEW MONTHS.

FOR THIS PROJECT, WE'RE EXCITED ABOUT PARTNERING WITH TEXAS TREES FOUNDATION, SAINT PHILIP'S SCHOOL AND COMMUNITY CENTER, POSITIVE BREATHING CHILDREN'S HEALTH, PARKLAND, AND TEXAS A&M TRANSPORTATION INSTITUTE.

WE'RE CURRENTLY WORKING WITH THE EPA TO COMPLETE THE NECESSARY PAPERWORK TO RECEIVE THIS GRANT AWARD, WHICH WILL BE AN AMOUNT OF $652,000.

AFTER THE EPA APPROVES THE PAPERWORK, THEN WE'LL COME BEFORE COUNCIL TO OFFICIALLY ACCEPT THE GRANT.

THE ANTICIPATED GRANT IMPLEMENTATION DATE IS IN DECEMBER OF 2024.

THIS MATCHES UP WITH THE INCREASED FORMATION OF OZONE THAT OCCURS DURING THE SUMMER MONTHS, AS WELL AS THE 50 OZONE EXCEEDANCE DAYS THAT OCCURED LAST SUMMER.

WE ALSO OBSERVE HIGH LEVELS OF NO2 DETECTOR DURING THE EXCUSE ME THAT WERE DETECTED DURING THE PODS.

LAST SUMMER WE CONCLUDED THAT THIS WAS ALSO AN ERROR DUE TO THE REGION'S HIGH TEMPERATURES AND HUMIDITY THAT IMPACTS THE SENSOR'S ABILITY TO TRACK, NOT ACCURATELY. DURING THE SPRING, PARTICULARLY IN MARCH AND APRIL, WE ALSO NOTICED SPIKE LEVELS OF NO2 AT A PARTICULAR LOCATION NEAR THE MILLS CREEK BATCH PLANT. WORKING WITH DWU, WE CONCLUDED THAT DIESEL POWERED HEAVY EQUIPMENT WAS LIKELY IDLING WHILE PARKED.

THE CONTRACTOR RESOLVED THIS ISSUE, AND WE HAVE NOTICED A SIGNIFICANT REDUCTION IN NO2 AND IS NOW WITHIN THE MONITORED LEVELS.

INSTALLING THE SENSORS MOVING FORWARD.

ONE OF THE CHALLENGES AS WELL IS THE HEIGHT IN WHICH THE SENSOR NEEDS TO BE DEPLOYED.

IT IS THE STANDARD PRACTICE BETWEEN 6 TO 10FT.

SO IT GETS LOW CEILING AIR QUALITY.

THERE HAVE BEEN SOFTWARE GLITCHES THAT WE HAVE WORKED WITH THE MANUFACTURER TO RESOLVE, AND MOST RECENTLY SOME OF THE PARTS HAVE BEEN RECALLED.

SO THE MAINTENANCE OF BRINGING THEM IN, GETTING THE PARTS OUT, WE HAVE TO RECALIBRATE THEM AT THAT POINT THAT GOES BACK INTO THE TWO WEEK WINDOW.

SO SOME OF THE MONITORS ARE OFFLINE FOR TIME WHEN IT COMES TO JUST MAINTENANCE AND UPKEEP OF OF THE OF THE SENSORS OVERALL, AND THEN JUST THE DEPARTMENTAL CHALLENGES OF THE TWO STAFF MEMBERS IN CHARGE OF THESE MONITORS BALANCING THE MAINTENANCE, THE OPERATION, THE DATA ANALYTICS OF THE PROJECT JUST OVER TIME.

WE'RE ALSO LOOKING AT NEW WAYS TO BRING THE AWARENESS OF D-CAMP INTO THE COMMUNITY.

WE DON'T EVEN HAVE ENOUGH HOSPITALS TO SPEAK TO THE NEEDS, AND THAT WAS JUSTIFIED BY THE DATA FROM THE COUNTY, AND THEN DEFINITELY DURING COVID.

SO AS WE TALK ABOUT HEALING THE CITY AND BEING ONE, WE NEED TO LOOK HOLISTICALLY.

NOW, I BELIEVE YOU MIGHT CHECK WITH THE STATE.

I THINK THEY DID CONDUCT SOME TYPE OF ENVIRONMENTAL STUDY WHEN THEY BEGIN TO BUILD THE GATEWAY, BUT WE CANNOT AFFORD TO LOOK OVER THOSE UP CLOSE AND PERSONAL LOCATIONS WHERE PEOPLE HAVE A DIFFICULT TIME TRYING TO BREATHE FUNCTION.

THE COST OF THEIR HEALTHCARE CONTINUES TO GO OUT THE WINDOW, AND THEN THEY MAKE DECISIONS ABOUT, SHOULD I GO TO THE DOCTOR? I CAN'T AFFORD IT.

WE HAVE TONS OF THINGS, AND SOME OF THEM ARE NOT OPERATIONAL, BUT THEY HAVE LEFT BEHIND AN ENVIRONMENT THAT IS ACTIVATED WITH WITH NATURE, WHETHER IT RAINS TOO MUCH OR IT'S TOO HOT, MOST DEFINITELY IT BEGINS TO COOK.

SO WE'VE GOT TO DEAL WITH THOSE HISTORICAL SITES, AND SO WE WILL DEAL WITH THAT THE WASTEWATER TREATMENT PLANT.

SO THE REGULATORY AIR MONITORS ARE THE MOST HAVE THE HIGHEST QUALITY ARE THE MOST EXPENSIVE, AND THOSE ARE THE ONES THAT WE MAINTAIN FOR EPA AND TCEQ.

THE NEXT LEVEL DOWN ARE THE SENSORS THAT WE OPERATE.

SO FOR EXAMPLE, THEY THEY ARE THE AQMESH OR AIR QUALITY SENSORS THAT WE HAVE.

WE CALIBRATE OUR AIR SENSORS WITH THE REGULATORY AIR MONITORS TO MAKE SURE THAT OUR AIR SENSORS ARE RELIABLE.

THERE IS A I MEAN, YOU CAN CUT THE PIE IN A NUMBER OF WAYS, BUT LET'S JUST SAY THERE'S A LOWER LEVEL OF SENSORS, INCLUDING PURPLE AIR SENSORS THAT ARE NOT CALIBRATED WITH REGULATORY AIR SENSORS.

THAT'S WHAT CAME OUT OF OUR PARK BOARD MEETING LAST THURSDAY.

OKAY, AND WHEN YOU'RE WHAT WAS THE BUDGET IMPLICATION FOR THAT? WE'RE STILL WE'RE ANALYZING THE IMPLICATIONS.

IT COULD BE UPWARDS OF $230,000 IN SAVINGS AND SUNK COSTS.

THERE'S GOING TO BE SOME IMPACTS ON THE TOTAL NUMBER OF ATTENDEES THAT WERE THE SWIM LESSONS THAT WE CAN PROVIDE, MAYBE ABOUT A 40% REDUCTION THERE.

THERE WILL ALSO BE SOME REDUCTIONS IN THE OVERALL REVENUES ASSOCIATED WITH THOSE LESSONS, AND SO WE'RE STILL EVALUATING THAT.

I KNOW THERE'S QUITE A FEW POOLS IN THE SOUTHERN SECTOR, AND I DON'T WANT TO JUST LIMIT IT TO THAT.

LIKE THESE COMMUNITY POOLS REALLY SERVICE THE PART OF THE COMMUNITY THAT DOESN'T HAVE ACCESS TO POOLS OTHERWISE.

SO FOR US TO MAKE THE CUTS HERE IN, IN THIS PARTICULAR AREA.

I'M GOING TO BE LOOKING REALLY HARD AT THE REST OF THE PARKS DEPARTMENT BUDGET TO MAKE SURE, YOU KNOW, WE'RE CUTTING EVERYTHING THAT WE NEED TO BEFORE WE WIN HERE.

SO WHAT WAS THE DECISION? WHY WAS THE DECISION MADE TO GO AFTER THE COMMUNITY POOLS IN THIS SPECIFIC INSTANCE? WELL, WE DISCUSSED IT MORE THROUGH THE BUDGET PROCESS.

SO I'LL BE VERY LIMITED TODAY, BUT THE BOTTOM LINE WAS AND THERE'S A CHART THAT YOU ALWAYS SHOW, AND I DON'T HAVE A PROBLEM COMING BACK AFTER THIS.

THE CITY MANAGER PRESENTS HER PROPOSED BUDGET TO THE TO THE COUNCIL.

I DON'T MIND COMING BACK TO THE TTE COMMITTEE AND PROVIDING A DETAILED BRIEFING AS IT RELATES TO THE POOLS AND WHY THE DECISION WAS MADE, BUT TO BE SHORT AND BRIEF TODAY I PROVIDED A CHART TO THE PARK BOARD.

FOUR YEARS AGO, WE CUT $6 MILLION OUT OF THE PARK DEPARTMENT BUDGET, AND I WENT OUT TO A LOT OF WHAT WE CALL INEFFICIENCIES.

I WENT AFTER A BUNCH OF THE BACK OFFICE STAFF, AND WE CUT THERE.

I DON'T HAVE THIS BUDGET TO BE MAKING CUTS IN THOSE AREAS.

THE ONLY THING THAT HAPPENED AFTER I MADE THOSE CUTS WERE I CUT IN ADMINISTRATIVE STAFF I CUT IN COMPLIANCE STAFF, AND ALL WE DID WAS END UP STAFFING RIGHT BACK UP BECAUSE WE KEPT GETTING DINGED BY THE CITY AUDITOR ON COMPLIANCE, WHO WAS GETTING DINGED BY THE BOARD, AND THIS COUNCIL ON REPORTS NOT GETTING YOUR REPORTS ON TIME.

SO THE POOLS WAS ON THE TABLE BECAUSE, AS I DISCUSSED THROUGH THE BUDGET PROCESS, ALONG WITH THIS BODY AS WELL AS THE BOARD POOLS WERE A PRIORITY AS FAR AS MY RECOMMENDATION IN THE BOND PROGRAM, ESPECIALLY THESE COMMUNITY POOLS.

THEY'RE OUTDATED.

THEY WERE BUILT IN 1945, 1947.

I CAN'T THINK OF ONE ONE YEAR IN THE LAST TEN YEARS THAT A COMMUNITY POOL REMAINED OPEN THROUGHOUT THE YEAR WITHOUT HAVING SOME OF THEM GO DOWN, BECAUSE IT'S JUST THEY'RE OLD.

IT'S LIKE REPLACING YOUR CAR AFTER YOU GET TO AROUND YEAR 12 OR 14 OR 15 YEARS OLD.

YOU CAN PUMP AS MUCH MONEY YOU WANT TO THAT CAR, BUT YOU DON'T KNOW WHAT'S GOING TO BE THE MAJOR COMPONENT THAT GOES OUT AFTER THAT.

THAT'S WHERE WE ARE WITH THESE POOLS NOW.

IT'S NOT AN EASY CHOICE, BUT THEY'RE VERY INEFFICIENT.

I WOULD LIKE TO DIRECT FOLKS TO THE AQUATICS FACILITIES UNTIL WE HAVE A PLAN TO EITHER REPLACE, REBUILD, OR CLOSE CERTAIN POOLS AND REPLACE THEM WITH SOMETHING BETTER.

YOU KNOW, YOU HAVE A LOT OF HEALTH BENEFITS THAT CAN COME OUT OF STRENGTHENING THE BODY, SOCIAL GATHERINGS THAT ARE LEGALLY REWARDING AND BENEFICIAL.

IF YOU DON'T HAVE THEM, THEN YOU HAVE A LOT OF LOITERING, AND THEN THAT TRIGGERS THE POLICE AND I BELIEVE THE POLICE TESTIFIED LAST WEEK ABOUT THE NEED TO HAVE THIS PROGRAM CONTINUE, BECAUSE IT REDUCES THE CALLS THAT PROBABLY WILL GO TO THEM JUST FOR LOITERING AND OTHER ACTIVITIES.

SO I WANTED TO MAKE SURE I STRESS THAT IN MY COMMUNITIES KNOW AND THOSE AND I HAD FOLKS WHO WERE WRITING ME WHO WERE NOT IN OUR COMMUNITIES, WHO WERE SIMPLY SAYING, YOU NEED THAT.

SO LET US FIGURE OUT HOW TO, I GUESS, MARKET AND ASK THE QUESTION.

YOU HAVE FOLKS OUT THERE WHO HAVE MONEY ABOUT HOW MUCH WOULD IT COST ON MY TWO PARKS PER PARK? IS IT 5 MILLION OR WHAT? OH YEAH, THE COST TO GO WITH A SMALLER AQUATICS FACILITY LIKE THE NEW ONES TODAY WE BUILT ABOUT 4.5 TO $5 MILLION BUT IF WE COULD DO A NEW POOL, RECONSTRUCT A NEW POOL THAT COST, A NEW POOL IS 4.5.

THAT'S OKAY. I DON'T KNOW IF YOU'RE TALKING ABOUT THE AQUATIC CENTER, SO WE OUGHT TO BE ABLE TO FIND SOMEONE WITH A WITH ABOUT 20 MILLION THAT CAN GO TO THOSE TWO PARKS, I'M SURE. THAT'S NOT A PROBLEM.

NOW, I DON'T PLAY THE LOTTERIES, BUT IF I EVER PLAY AND WIN, I'M IN TE NEXT COUPLE OF MONTHS, I'LL TAKE CARE OF IT, BUT IN THE MEANTIME, I CAN'T.

MR. JENKINS, OF THE NINE POOLS THAT WILL BE IMPACTED, HOW MANY ARE INCLUDED IN THE 2024 BOND THAT WAS JUST PASSED TO IMPROVE? YEAH OF THE NINE POOLS, ONLY ONE WAS INCLUDED IN THE, IN THE 2024 BOND PROGRAM, AND THAT PARTICULAR POOL IS JC ZARAGOZA IN DISTRICT SIX.

OKAY. I JUST WANT TO HIGHLIGHT THAT BECAUSE I THINK THAT THIS IS EXACTLY THE POINT THAT I WAS TRYING TO MAKE DURING THE BOND DISCUSSIONS.

WE CAN CONTINUE TO POUR MONEY AND HAVE RECORD BREAKING BOND PACKAGES, BUT WE CAN ALSO CONTINUE TO ALLOW FOR OUR ASSETS TO CRUMBLE IN FRONT OF OUR EYES, AND THAT DOESN'T HELP US TO PUT 300 PLUS MILLION DOLLARS INTO OUR PARK SYSTEMS, BUT LET ASSETS DETERIORATE, AND THEN LITERALLY MONTHS AFTER THE VOTERS PASSED THE BOND, SAY, WE'LL HAVE TO TALK ABOUT IT IN THIS NEXT BOND.

I MEAN, THIS IS THIS IS A PRIME EXAMPLE.

JUST AS AS OTHER COUNCIL MEMBERS HAVE MENTIONED, THIS IS A LIFELINE.

THESE PARTICULAR ASSETS ARE NOT ONLY ONES THAT WE'VE ALREADY MADE INVESTMENTS IN, BUT THEY'RE ONES THAT OUR COMMUNITY COUNTS ON, AND SO FOR US TO HAVE A RECORD BREAKING BOND PACKAGE THAT'S PASSED FOR OUR PARKS DEPARTMENT, AND IT'S NOT ADDRESSING SOME OF THE MOST CRITICAL NEEDS THAT WE HAVE TO KEEP OUR CURRENT ASSETS SUSTAINABLE.

I THINK WE'RE REALLY MISSING THE MARK HERE SO WE CAN KEEP TOUTING SHINY AND NEW AND WE CAN KEEP GETTING PEOPLE, YOU KNOW, EXCITED ABOUT PARK, BUT I WOULD LIKE TO SEE US HAVE THAT SAME PASSION AND EXCITEMENT AND MAINTAINING THE PARKS THAT ARE ALREADY IN OUR SYSTEM BECAUSE THAT'S NOT HAPPENING HERE.

SO I GUESS IF WE'RE GOING TO HAVE TO WAIT UNTIL THE NEXT BOND PACKAGE OR GET BACK TO THE DRAWING BOARD FOR PRIVATE PARTNERSHIPS IN ORDER JUST TO MAINTAIN WHAT WE HAVE.

I DON'T KNOW HOW MUCH HOPE THAT'S SUPPOSED TO GIVE THE VOTERS WHO JUST VOTED FOR THIS PACKAGE, BECAUSE WE'RE GOING TO SPEND HUNDREDS OF MILLIONS OF DOLLARS ON OTHER ASSETS THAT 20 YEARS FROM NOW, 50 YEARS FROM NOW, 75 YEARS FROM NOW, FOR INSTANCE.

WHAT'S THE PLAN TO MAINTAIN THEM? DEPUTY MAYOR PRO TEM, WOULD YOU REPEAT THAT LAST? DID YOU HAVE A QUESTION THERE AT THE END? YEAH, IT WASN'T RHETORICAL.

WELL, THE FIRST STEP IS AS THE BOARD AND I'VE HEARD FROM SEVERAL COUNCIL MEMBERS, WE NEED TO UPDATE THE AQUATICS MASTER PLAN.

THAT'S NUMBER ONE BECAUSE NOW JUST A LITTLE HISTORY HERE.

I DON'T AS PART OF THE ORIGINAL MASTER PLAN, THE COMMUNITY POOLS WHERE IT WAS THE POLICY DECISION THAT THE COMMUNITY POOLS WOULD, AS WE OPEN THE NEW AQUATICS FACILITIES, THE COMMUNITY POOLS WOULD CLOSE.

THAT HASN'T HAPPENED, BUT SINCE IT HASN'T HAPPENED, YOU KNOW, AS I EXPRESSED TO THE PARK BOARD, AND I THINK I MAY HAVE EXPRESSED THIS A WHILE BACK THROUGH THE BOND PROCESS, WE NEED TO MAKE A DECISION WHAT WE WANT TO DO WITH THESE COMMUNITY POOLS NOW, BECAUSE IT SOUNDS LIKE THERE IS AN INTEREST TO KEEP THEM OPEN.

SO I AGREE 100% NOW THAT'S THE CASE, WE ARE GOING TO GO AFTER AND I'M GOING TO MAKE AN APPEAL EVERY TIME I GET A CHANCE TO TALK TO THE PUBLIC. CORPORATE SPONSORS, JUST LIKE YOU, HAVE COME TO THE TABLE TO SUPPORT OUR PARKS.

I AM ASKING YOU TO BE A CORPORATE SPONSOR WITH US AND SUPPORTING OUR FACILITIES NOW, WHICH INCLUDES OUR SWIMMING POOLS, BECAUSE I DO BELIEVE WE CAN GET THOSE TYPE OF PARTNERSHIPS AND THAT'S WHY WE ENTERED INTO THE SPONSORSHIP CONTRACT RECENTLY, AND SO TO MAINTAIN THEM, YES, WE'RE GOING TO DO WHAT WE'RE GOING TO DO.

THERE IS A LITTLE MONEY THAT WAS PUT INTO THE BOND PROGRAM FOR A COUPLE OF POOLS, JUST FOR SOME MAINTENANCE, LIKE PLEASANT OAKS.

THERE'S $1 MILLION IN THERE, AND SO WE KNOW WE HAVE SOME MONEY TO TRY TO TAKE CARE OF THOSE MECHANICALS, AND SO WE'RE GOING TO JUST LOVE TO SEE A COMMITMENT FOR US TO TAKE CARE OF THOSE MECHANICALS BEFORE WE START MOVING ON TO THE NEXT STEP, AND I UNDERSTAND THAT WE'RE ALREADY THERE AND WE HAVE SOME PROJECTS, YOU KNOW, THAT ARE IN THE PIPELINE. THE POINT TO ME IS THAT WE CAN'T CONTINUE TO TALK OUT OF BOTH SIDES OF OUR MOUTHS AND ALLOW FOR OUR ASSETS TO DETERIORATE.

FAIR PARK IS SOMETHING THAT I WILL CONTINUE TO HIGHLIGHT, AND THAT IS BASICALLY A POSTER CHILD FOR HOW WE, WITH OUR OWN NEGLECT, HAVE ALLOWED FOR A PARK ASSET TO ACCRUE HUNDREDS OF MILLIONS OF DEFERRED MAINTENANCE, AND WE CONTINUE TO HAVE FUNDING OPPORTUNITIES THAT WE DON'T ADDRESS WHAT WE KNOW EXISTS, AND WE CONTINUE TO PUSH IT INTO OTHER NEW, BUT THE REALITY IS THAT IT'S GOING TO END UP FALLING ON THE BACKS OF THE TAXPAYERS IF WE CONTINUE TO SPEND IRRESPONSIBLY, AND THAT'S WHAT IT IS WHEN WE HAVE A $300 MILLION BOND PACKAGE THAT'S NOW SITTING READY TO BE SOLD OVER THE NEXT SEVERAL YEARS, THAT'S NOT ACTUALLY ADDRESSING NEEDS THAT Y'ALL ARE PUTTING IN FRONT OF OUR FACE.

THAT'S SUPPOSED TO BE WHAT THESE CAPITAL IMPROVEMENTS DO.

SO I WOULD LIKE TO SEE US HAVE MORE OF A PLAN GOING FORWARD THAT DOESN'T TALK OUT OF BOTH SIDES OF OUR MOUTHS, BUT HAS A VERY COMPREHENSIVE OUTLOOK OF HOW WE ARE GOING TO SUSTAIN OUR CURRENT ASSETS WHILE CONTINUING TO ADD TO THE PORTFOLIO.

IF WE CAN'T DO BOTH, THEN WE'RE MISSING THE WHOLE POINT OF WHAT IT IS THAT WE'RE SUPPOSED TO BE OFFERING TO OUR RESIDENTS.

WE NEED TO EVALUATE THE, YOU KNOW, THE COST OF ITS TO OPERATE THESE FACILITIES.

THE PARTNERSHIPS BETWEEN THE DALLAS COLLEGE, DISD, WHICH I'M ACTIVELY ONGOING IN TRYING TO HAVE SOME SORT OF PARTNERSHIP FOR NATATORIUM IN THE CITY OF DALLAS. ALSO OTHER COMMUNITY PARTNERS DISD, THE YMCA, WHERE ARE THOSE LOCATED AND HOW CAN WE BETTER PARTNER WITH EXISTING FACILITIES THAT ARE OUT THERE? AND SO I WANT TO MAKE SURE THIS CONVERSATION CONTINUES.

I WANT TO MAKE SURE THAT WE'RE GETTING INPUT FROM ALL THE COUNCIL MEMBERS, AND I JUST WANT TO SAY THANK YOU GUYS.

I MEAN, THEY ARE RESORT STYLE COMMUNITY POOLS AND I'M HAPPY THAT WE HAVE THEM, AND WE MAYBE JUST NEED MORE OF THEM, AND SO I THINK THAT'S WHAT THE CONVERSATION THAT WE NEED TO HAVE. THESE POOLS, THE COMMUNITY POOLS ARE REALLY ARE OUTDATED.

YOU KNOW, I DON'T THINK ANYONE BEHIND THIS HORSESHOE WANTS TO CLOSE THOSE DOWN, BUT IF THERE'S AN OPPORTUNITY TO BRING THEM UP TO MODERNIZATION, TO MAKING SURE THAT WE'RE GETTING DAILY ATTENDANCE, MAKING SURE THAT PEOPLE ARE, YOU KNOW, WITH LIFEGUARDS.
