BEFORE WE GET STARTED ON OUR ITEMS, WE'RE JUST GOING TO TAKE A MOMENT TO TALK ABOUT THE INCREDIBLE LIFESAVING ACTIVITIES THAT HAVE RECENTLY HAPPENED IN DFR.

I'D LIKE TO ASK DOCTOR MARSHALL ISAACS TO COME JOIN US UP FRONT AND HELP US IN RECOGNIZING TWO RIGHT CARE TEAMS THAT DO THE EVERYDAY WORK OF SAVING LIVES.

BUT IT'S REALLY IMPORTANT, I THINK FOR US TO PAUSE AND RECOGNIZE BOTH THE ACTIVITIES THAT HAPPEN IN DFR AND DPD, EVERY DAY THAT MAKE PEOPLE SAY THESE ARE OUR HEROES.

DOCTOR ISAACS, CAN YOU TELL US A LITTLE BIT ABOUT WHAT HAPPENED WITH THESE TWO TEAMS.

THANK YOU SO MUCH FOR TAKING TIME OUT OF YOUR BUSY SCHEDULE TODAY TO RECOGNIZE THE EXEMPLARY PERFORMANCE OF TWO OF THE CITY'S RIGHT CARE UNITS.

AS YOU KNOW, THESE ARE BEHAVIORAL HEALTH RESPONSE UNITS THAT ARE MADE UP OF DALLAS FIRE RESCUE PARAMEDICS, DALLAS POLICE DEPARTMENT OFFICERS, AS WELL AS PARKLANDS HEALTH BEHAVIORAL HEALTH CLINICIANS.

TODAY, WE ARE SO EXCITED TO RECOGNIZE THE OUTSTANDING EFFORTS AND LIFESAVING ACTIONS OF TWO OF OUR TEAM MEMBERS, TWO OF OUR RIGHT CARE UNITS, AS WELL AS DFR MEDIC 1 RESPONSE TEAMS. THEY'RE SWIFT AND DECISIVE ACTIONS IN TWO CRITICAL INCIDENTS, NOT ONLY SAVED LIVES, BUT EXEMPLIFY THE VERY BEST OF PUBLIC SERVICE THAT I KNOW YOU SUPPORT HERE IN THE CITY OF DALLAS.

FIRST, WE WANT TO COMMEND RIGHT CARE UNIT 124 SOUTHWEST TEAM, POLICE OFFICER JOSCELYN JENKINS, PARAMEDIC ANTONIO WILSON, PARKLAND BEHAVIORAL HEALTH CLINICIAN JORDAN WAINWRIGHT, AND MEDIC 1 TEAM, PARAMEDIC ROBERT COBER, AND MOBILE CRISIS COORDINATOR KATARINA SANTIAGO.

FOR THEIR INCREDIBLE TEAMWORK IN SAVING THE LIFE OF A 49-YEAR-OLD OLD UNHOUSED NEIGHBOR.

THIS INDIVIDUAL WAS FOUND MOTIONLESS IN A DITCH AND WAS INITIALLY RESISTANT TO ACCEPTING ASSESSMENT AND TREATMENT.

HOWEVER, DUE TO THE TEAM'S PERSISTENCE AND DILIGENCE, THEY PERFORMED A SKILLFUL ASSESSMENT AND DETERMINED THAT HE REQUIRED EMERGENCY MEDICAL TRANSPORT TO PARKLAND HOSPITAL EMERGENCY DEPARTMENT.

AT THE HOSPITAL, HE WAS FOUND TO BE CRITICALLY ILL.

WITHOUT THE INTERVENTION AND COORDINATION OF BOTH OF THESE TEAMS, IT IS VERY LIKELY THAT THIS GENTLEMAN WOULD NOT HAVE SURVIVED.

THE ACTIONS OF BOTH TEAMS ARE NOTHING SHORT OF HEROIC AND WE OWE THEM OUR DEEPEST GRATITUDE.

WE ALSO WANT TO RECOGNIZE THE EXCEPTIONAL WORK OF RIGHT CARE UNIT 121, THE CENTRAL TEAM, POLICE OFFICER JESUS SALERO, PARAMEDIC CAMERON NEWELL AND SOCIAL WORKER LIZ SHERMAN.

THEY RESPONDED TO A CRITICAL INCIDENT INVOLVING A WOMAN WHO WAS AT HIGH RISK OF SUICIDE.

WHEN THE TEAM ARRIVED AT THE SCENE, THEY FOUND THAT THE DOORS WERE LOCKED, THERE WAS NO RESPONSE TO THEIR INTERVENTIONS, AND TRUSTING THEIR INSTINCTS, THE TEAM MADE THE CRUCIAL DECISION TO CALL FOR A FORCIBLE ENTRY.

UPON ENTRY, THEY FOUND A WOMAN IN A BATHTUB COVERED WITH FENTANYL PATCHES WHO WAS NO LONGER BREATHING.

SHE WAS AT THE BRINK OF DEATH AND THANKS TO THEIR TEAMS QUICK ACTIONS, INCLUDING THE ADMINISTRATION OF NARCAN AND OTHER LIFESAVING CARE, THAT WOMAN'S LIFE WAS SAVED.

TODAY SHE'S FULLY RECOVERED RECEIVING FOLLOW UP CARE AND IS DOING WELL, THANKS TO THE COURAGE, PROFESSIONALISM, INSTINCTS, AND AMAZING WORK OF THIS TEAM.

THESE TWO INCIDENTS HIGHLIGHT THE DEDICATION, COMPASSION, AND EXPERTISE OF THESE BEHAVIORAL HEALTH CARE UNITS, AS WELL AS THE TREMENDOUS WORK BEING DONE EACH AND EVERY DAY BY THE OTHER RIGHT CARE UNITS IN THE CITY, ALL OF OUR DFR PARAMEDICS, OUR DPD OFFICERS, AND PARKLAND BEHAVIORAL HEALTH CLINICIANS.

THEIR WORK MAKES A PROFOUND DIFFERENCE IN OUR COMMUNITY.

IT IS OUR HONOR TO RECOGNIZE THEIR SERVICE TODAY.

THEY'VE ALSO BEEN PLACED AT THE FOLLOWING FIRE STATIONS, 5600 EAST GRAND AVENUE AT STATION NUMBER 19, 2540 SOUTH VERNON AT STATION NUMBER 33, AND 3333 MOCKING B STATION NUMBER 42.

NEXT SLIDE. AS FAR AS OUR RETENTION STRATEGIES, WE HAVE A FEW THAT WE'RE STILL FINALIZING.

ONE OF THEM IS THE SICK LEAVE EXCHANGE PROGRAM, WHICH WILL ALLOW OFFICERS THE OPPORTUNITY TO EXCHANGE UNUSED SICK LEAVE HOURS BASED ON THE NUMBER OF HOURS THAT THEY HAVE ACCRUED.

FOR EXAMPLE, OFFICERS WOULD BE ABLE TO EXCHANGE UP TO 40 HOURS IF THEY'VE ACCRUED 192 HOURS OF SICK TIME.

THEY COULD EXCHANGE 50 IF THEIR BALANCE IS 456, OR THEY COULD EXCHANGE UP TO 60 HOURS IF THEY HAVE ACCRUED 720 HOURS OF SICK TIME.

THE PROGRAM RUN AS A PILOT FOR FISCAL YEAR 25 AND FISCAL YEAR 26 IF APPROVED. NEXT SLIDE, PLEASE.

ANOTHER PROGRAM THAT WE'RE WORKING TO FINALIZE IS THE EMPLOYEE REFERRAL PROGRAM WITH A MAX FISCAL YEAR 25 BUDGET OF $100,000, REFERRAL DISBURSEMENTS ARE BEING LIMITED TO $1,000, WHICH MEANS THAT THE FIRST 100 REFERRALS WILL HAVE A PAYOUT.

THERE ARE STILL ONGOING DISCUSSIONS ABOUT WHEN THE $1,000 DISBURSEMENT WILL OCCUR.

REFERRING OFFICERS WILL RECEIVE THEIR $1,000 BONUS AT ONE OF THREE JUNCTURES, EITHER WHEN THE APPLICANT ENTERS THE ACADEMY, WHEN THE APPLICANT PASSES TCOLE, OR WHEN THEY GRADUATE FROM THE ACADEMY.

THE RECEPTION OF THE UPDATED TATTOO AND BEARD POLICY HAS BEEN GREATLY RECEIVED.

MANY OFFICERS ARE CHOOSING TO EXHIBIT THEIR TATTOOS, AND SO FAR WE'VE HAD 234 BEEN APPROVED TO DO SO.

THEY ARE EXHIBITING THOSE TATTOOS, AND THEY'RE GRATEFUL FOR THE UPDATE TO THE POLICY. NEXT SLIDE, PLEASE.

THIS SLIDE INCLUDES OUR NUMBERS FOR JUNE AND JULY.

THERE WERE 296 POLICE APPLICANTS THAT WERE REFERRED BY CIVIL SERVICE AND CONTACT BY DPD.

OUR NEXT ACADEMY CLASS IS GOING TO BE NUMBER 402.

IT'S GOING TO BE SEPTEMBER 25TH, AND WE ARE PROJECTING UPWARDS OF 60 APPLICANTS IN THAT CLASS OR RECRUITS IN THAT CLASS.

FOR OUR PROFESSIONAL STAFF, WE PROCESSED 142 FOR JUNE AND JULY, 80 OF THOSE ENTERED THE BACKGROUND, AND WE'VE HAD 25 TO BE ON BOARDED IN THE MONTHS OF JUNE AND JULY.

NEXT SLIDE, PLEASE. FOR FISCAL YEAR 24, WE HAD 1081 POLICE APPLICANTS REFERRED BY CIVIL SERVICE, 622 OF THEM WERE PROCESSED OR ARE BEING PROCESSED CURRENTLY.

SEVENTY-NINE OF THOSE FELLED BACKGROUND, 187 OF THOSE HAVE ENTERED THE ACADEMY.

FOR OUR 911 CALL TAKER TRAINEES FOR FISCAL YEAR 24 QUARTER 2, WE HAVE HAD 593 OF THOSE COME THROUGH, 490 OF THOSE MET THE MINIMUM QUALIFICATIONS, 212 COMPLETED THE EXAM, 128 PASSED, AND THERE WERE 278 NO SHOWS.

FOR THE POLICE DISPATCHER, FISCAL YEAR 24 QUARTER TWO, WE HAD 467 APPLICANTS, 361 OF THOSE MET THE MINIMUM QUALIFICATIONS, 159 COMPLETED THE EXAM, AND 94 PASSED, AND WE HAD 202 NO SHOWS.

NEXT SLIDE. THIS SLIDE SHOWS OUR RECRUITING EFFORTS FOR JUNE AND JULY.

WE HAD 18 EVENTS DURING THIS TIME FRAME.

THE OTHER IS, SOME OF THEM JUST HAVE A CHANGE OF HEART, CHANGE OF CAREER MINDSET, AND THOSE ARE CERTAINLY SOME OF THE AREAS WHERE WE SEE PEOPLE FALL OUT.

THOSE THAT DON'T MAYBE HAVE INJURIES, THEY'LL JUST BE RECYCLED INTO THE NEXT CLASS, BUT THAT NUMBER IS PRETTY SMALL.

I DON'T KNOW THAT THAT WOULD HAPPEN BEFORE THE END OF THE YEAR, BUT MAYBE WE CAN COUNT THAT AS 2024 IF THEY START IN 2024, WHICH I BELIEVE THAT'S CLASS 402, AND YOU'RE PROJECTING 60.

I ALWAYS GOT FIELD TRAINING.

BUT THERE'S STILL FOUR CLASSES THAT ARE GOING THROUGH FTO.

IF YOU JUST LOOK AT THE ONES THAT HAVE COMPLETED FTO SO FAR, IT'S UNDER 60 PERCENT.

WHEN YOU LOOK AT OUR GOAL OF HIRING 250 OFFICERS, WHAT WE REALLY END UP WITH AFTER FIELD TRAINING IS 150.

THIS IDEA THAT WE'RE EVER GOING TO CATCH UP IS NONSENSE AT 250 BECAUSE WE'RE NOT EVEN HIRING AND TRAINING AND GETTING THEM TO BE INDEPENDENT AT A NUMBER THAT EXCEEDS ATTRITION.

WE HAVE TO HAVE A HIGHER NUMBER, WE HAVE TO RECRUIT MORE PEOPLE THAT CAN MAKE IT THROUGH THE PROGRAM.

WE'VE TALKED ABOUT THAT IT'S PHYSICALLY DIFFICULT TO GO THROUGH THE ACADEMY.

I BELIEVE THAT'S TRUE, BUT ACADEMICALLY, IT'S VERY DIFFICULT.

AGAIN, I WOULD LOVE TO SEE STATISTICS ON HOW MANY ARE LEAVING THE ACADEMY DUE TO, THIS JOB IS NOT FOR ME.

I THINK THAT THEY DO GET A SENSE OF WHAT THE JOB IS.

BUT ALSO, HOW MANY ARE FAILING OUT ACADEMICALLY.

I THINK IT'S A PRETTY HIGH NUMBER VERSUS HOW MANY CAN'T DO THE RANGE,

WHEN WE GO THROUGH OUR DASHBOARD AND WE LOOK AT RESPONSE TIMES, I THINK WE'RE GOING TO SEE THAT.

EVERY TIME I'VE GONE ON A RIDE ALONG, THE OFFICERS ARE VERY CONCERNED TO GO KNOCK ON THE DOOR OF SOMEBODY, AND IT'S NINE HOURS LATER FROM THAT 911 CALL.

THEY KNOW THEY'RE GOING TO GET YELLED AT, BUT THEY SHOWED UP TO DO IT.

THEY'RE DOING THE BEST THEY CAN, BUT WE DON'T HAVE ENOUGH OFFICERS.

THIS GOAL OF 250 AND THEN UNDERFUNDING A PROGRAM THAT WE UNANIMOUSLY SAID, $6,000 FOR THIS RECRUITING AND RETENTION PROGRAM.

RECRUITING WHEN THEY BUTTON THE CHAIR FOR THE ACADEMY, WHEN THEY GRADUATE, WHEN THEY FINISH FIELD TRAINING, AND THEN TWO YEARS LATER, $3,000.

THAT WILL MAKE THE OFFICERS INVESTED IN THEIR SUCCESS, HELP THEM STAY, HELP THEM THROUGH THE ACADEMICS.

IT'S A RETENTION PROGRAM AS WELL, BUT IT ALSO WILL ACTUALLY MOTIVATE THE OFFICERS TO GO OUT AND FIND PEOPLE TO HELP JOIN THE FORCE.

A THOUSAND DOLLARS IS ABSOLUTELY SETTING THIS UP FOR A COMPLETE FAILURE.

WITH THAT, WOULD YOU LIKE TO SAY ANYTHING, CHIEF GARCIA?

AS YOU'VE HEARD ME SAY AND YOU'VE BEEN TO EVERY SINGLE GRADUATION, THIS HAS ALWAYS BEEN HARD, IT IS HARD, AND IT SHOULD ALWAYS BE DIFFICULT TO BE A POLICE OFFICER.

I'LL BE HONEST WITH YOU, IF YOU LOOK AROUND THE COUNTRY, THERE ARE SOME DEPARTMENTS THAT ARE LOWERING THEIR STANDARD.

WE ARE NOT GOING TO DO THAT.

TO YOUR POINT, WE DO NEED A BIGGER APPLICANT POOL.

THERE'S NO QUESTION ABOUT IT, BUT IT'S CERTAINLY FROM MY PERSPECTIVE, NOT FOR A LACK OF EFFORT FROM WHAT OUR PEOPLE ARE DOING. I KNOW THAT'S NOT WHAT YOU'RE SAYING.

A BIGGER APPLICANT POOL WILL THEN GIVE US MORE INDIVIDUALS.

ONE OF THE THINGS THAT WE WERE LOOKING AT WHEN WE WERE DOING THAT IS THAT WE STARTED LOOKING AT, DOES THE AMOUNT OF COLLEGE HOURS THAT THEY HAVE EQUATE TO SIGNIFICANTLY HIGHER PASSING RATES THROUGH PARAMEDIC SCHOOL? SINCE WE DID NOT FIND A CORRELATION BETWEEN THAT BUT WE DO FIND A CORRELATION FOR THEIR ABILITY BECAUSE WE DO TEST THEM ON THE READING SKILLS WHEN THEY COME ON.

WE DID FIND A HIGHER CORRELATION BETWEEN THEIR READING SKILLS AND THEIR ABILITY TO PASS PARAMEDIC SCHOOL.

THAT IS THE REASON WHY WE PUSH FORWARD THE CHANGE.

WE ARE CURRENTLY LIVE ON THE DEPARTMENT OF DEFENSE WEBSITE FOR THE SKILLBRIDGE PROGRAM.

THAT HAS KICKED OFF.

WE CURRENTLY HAVE AN INTEREST LIST OF 40 SERVICE MEMBERS FOR THE MILITARY SKILLBRIDGE PROGRAM.

WE'VE ALSO FINALLY INKED THE CONTRACT FOR OUR DISD DALLAS COLLEGE PARTNERSHIP WITH ROOSEVELT HIGH SCHOOL, WHERE THEY'RE GOING TO BE ABLE TO GRADUATE WITH BOTH A FIREFIGHTER CERT AND A EMT BASIC.

THE FIRST CLASS ENTERED THIS FALL, AND WE HAVE 20 FRESHMEN WHO SIGNED UP FOR THAT PROGRAM SO FAR.

ALSO, I'LL REVIEW WITH YOU WHAT STEPS THE DEPARTMENT IS DOING TO INCREASE THOSE CLEARANCE RATES. NEXT SLIDE, PLEASE.

THE PURPOSE OF THIS PRESENTATION IS TO PROVIDE THE PUBLIC SAFETY COMMITTEE AND THE RESIDENTS OF DALLAS INFORMATION ON CLEARANCE RATES OF VIOLENT CRIME AND STEPS BEING TAKEN BY THE DALLAS POLICE DEPARTMENT TO INVESTIGATE THESE CASES AND INCREASED IN CLEARANCE RATES.

IT'S BY ARREST OR EXCEPTIONAL MEANS.

WITH REGARDS TO EXCEPTIONAL MEANS, IN CERTAIN SITUATIONS, ELEMENTS BEYOND THE LAW ENFORCEMENT'S CONTROL PREVENT THE AGENCY FROM ARRESTING AND FORMALLY CHARGING THE OFFENDER.

WHEN THIS OCCURS, THE AGENCY CAN CLEAR THE OFFENSE EXCEPTIONALLY.

THE FOLLOWING ARE FOUR CONDITIONS THAT MUST BE MET.

ONE, IDENTIFY THE DEFENDER, TWO GATHER ENOUGH EVIDENCE TO SUPPORT AN ARREST, IDENTIFY THE OFFENDER'S EXACT LOCATION, SO THE SUSPECT COULD BE TAKEN INTO CUSTODY IMMEDIATELY, AND ENCOUNTERED A CIRCUMSTANCE OUTSIDE THE CONTROL OF A LAW ENFORCEMENT AGENCY THAT PROHIBITS THE AGENCY FROM ARRESTING, CHARGING, AND PROSECUTING THE OFFENDER.

EXAMPLES OF EXCEPTIONAL CLEARANCE WOULD INCLUDE BUT NOT LIMITED TO THE DEATH OF THE OFFENDER, THE VICTIM'S REFUSAL TO COOPERATE WITH THE PROSECUTION AFTER THE OFFENDER HAS BEEN IDENTIFIED OR THE DENIAL OF EXTRADITION OF THE OFFENDER.

FOR MURDER, IT'S 49.39%, ROBBERY, 24.07%, ASSAULT, 41.7%, AND SEX OFFENSES AT 21.96%.

THE CLEARANCE RATE IN 2022 WAS 73.91% IN 2023 OF 74.15%, AND CURRENTLY THE CLEARANCE RATE YEAR TO DATE IS 72.13%.

THE SECTION BELOW SHOWS YOU THE NUMBER OF ACTUAL VICTIMS IN EACH OF THE FOLLOWING YEARS.

THE DEPARTMENT REPORTS CRIME NUMBERS BY INCIDENT.

IN EACH OF THE FOLLOWING YEARS, WE HAVE HAD A COUPLE OF MURDER INCIDENTS WITH MULTIPLE VICTIMS. FOR EXAMPLE, IN 2022, WE HAD SIX INCIDENTS WITH MULTIPLE VICTIMS, IN 2023, WE HAD FIVE INCIDENTS WITH MULTIPLE VICTIMS, AND IN 2024, WE'VE HAD FOUR INCIDENTS WITH MULTIPLE VICTIMS. NEXT SLIDE, PLEASE. THIS SLIDE SHOWS YOU THE CLEARANCE RATES FOR ROBBERY, IN 2022 IS 26.57, IN 2023 IS 25.99, AND YEAR TO DATE SO FAR IN 2024, IT'S 26.25.

YOU SEE WE'VE BROKEN DOWN BOTH BUSINESS ROBBERIES AND INDIVIDUAL ROBBERIES THIS YEAR.

KEEP IN MIND, AS CHIEF WILLIAMS HAS SAID THAT 30% OF BUSINESS ROBBERIES ARE STARTING WITH A SIMPLE SHOP LIFT.

ALSO, WE HAVE FOUND WITH AGGRAVATED ASSAULTS AND NON FAMILY VIOLENCE INCIDENTS WITH MULTIPLE VICTIMS RESULTS IN USUALLY THE CASE BEING SUSPENDED BECAUSE VICTIMS SEEM CHOOSE NOT TO WANT TO PROSECUTE ON THOSE CASES.

IN 2022, 65.13% CLEARANCE RATE, 2023, 55.39%, AND IN 2024 YEAR TO DATE SO FAR IS 54.39%, AND WE'VE BROKEN DOWN THE NUMBER OF OFFENSES BY FAMILY VIOLENCE AND NON FAMILY VIOLENCE.

THE DALLAS POLICE DEPARTMENT HAS TAKEN NUMEROUS STEPS TO INCREASE SOLVABILITY IN VIOLENT CRIME, WHICH WILL IN TURN INCREASE THOSE CLEARANCE RATES.

ON PERSONNEL, WE HAVE HIRED INVESTIGATIVE SUPPORT SPECIALIST.

THE PROFESSIONAL STEP POSITIONS ASSIST THE DETECTIVE IN FILING THOSE CASES, DOING ALL THE BACK WORK TO GET THOSE CASES TO THE DA OFFICE SO THOSE DETECTIVES CAN CONCENTRATE ON THE INVESTIGATION PORT OF CASE.

THE SECOND ONE IS DETENTION OFFICER POSITIONS FOR ETHOPS.

THIS ALLOWS THE DETENTION OFFICERS TO TAKE CARE OF THE JUVENILE PROCESSING OFFICE AT HEADQUARTERS, WHILE THE DETECTIVES CAN AGAIN WORK SPECIFICALLY ON INVESTIGATING THEIR CASES.

EVIDENCE TESTING, WE DO PRIORITIZE OUR CASES THAT HAVE LEADS.

WE UTILIZE OUTSIDE LABORATORIES FOR QUICKER RESULTS OR SPECIALIZED TESTING, AND THEN WE USE OUR NYMAN LEADS, AND WE USE OUR FEDERAL PARTNERS TO ASSIST US WITH THOSE AS WELL.

TECHNOLOGY. WE USE AXON FLOCK.

WE ARE IN THE PROCESS OF CREATING OUR OWN DIGITAL FORENSIC LAB AS WELL, BUT ALSO WE DO USE THE FBI'S LAB ALSO.

THEN THE INVESTIGATIVE DIGITAL PLATFORMS, WHICH INCLUDE NIGHTHAWK, CELL BRIGHT, AND CELL HAWK, AND THEN OUR FACIAL RECOGNITION THAT JUST WENT INTO EFFECT RECENTLY.

ALSO, WE CONTINUED OUR COLLABORATION WITH THE DISTRICT ATTORNEY'S OFFICE ON VIOLENT AND IMPACT OFFENDERS. NEXT SLIDE, PLEASE.

AS YOU WERE TOLD EARLIER THAT APPROXIMATELY 35% OF BUSINESS ROBBERIES BEGIN WITH SIMPLE SHOPLIFTS.

ON SEPTEMBER 3 AT FAIR PARK, THE COMMUNITY AFFAIRS IS HAVING A BUSINESS SYMPOSIUM TO BRING BUSINESS TOGETHER TO TALK TO THEM ABOUT ATTEMPTING TO STOP SHOPLIFTERS FOR JUST PROPERTY.

WE DON'T WANT PEOPLE TO GET HURT. IT'S JUST PROPERTY.

WE'RE GOING TO BE TALKING AND DISCUSSING THAT ASPECT OF IT AS WELL.

I THINK THAT WILL HELP BUSINESS UNDERSTAND WHAT THE LAW IS AND HELP THEM NOT BEING ABLE TO STOP THESE SHOPLIFTERS THAT END UP TURNING INTO ROBBERIES.

IT SAYS THAT THIS IS OUTSIDE THE CONTROL OF LAW ENFORCEMENT.

BUT I THOUGHT THAT WHETHER A VICTIM PARTICIPATED OR NOT, THAT LAW ENFORCEMENT WAS STILL ABLE TO PURSUE IF THERE'S SOMEONE WHO'S COMMITTED A CRIME THAT'S OUT THERE, POTENTIALLY A THREAT TO THE PUBLIC.

TELL ME A LITTLE BIT MORE ABOUT THAT.

>> WELL, SOMETIMES IT'S THE EVIDENCE THAT WE HAVE, AND SOMETIMES YOU MAY NEED THE COMPLAINING WITNESS TO TESTIFY IN COURT, AND SOMETIMES THE COMPLAINING WITNESS CHOOSES NOT TO DO SO FOR WHATEVER THE REASONS PERSONALLY THEY MAY HAVE.

SOMETIMES THEY HAVE THEIR OWN PERSONAL REASONS WHY THEY DO THAT, AND A LOT OF TIMES, SOME OF THESE OFFENSES OCCUR IN AREAS WHERE THEY MAY NOT BEEN PART OF WHAT WAS GOING ON, BUT WERE ASSAULTED IN SOME WAY, AND THEY JUST CHOOSE NOT TO MOVE FORWARD, AND WE CAN'T MOVE FORWARD WITHOUT THEIR COOPERATION SOMETIMES, AND SO THAT'S WHAT HAPPENS.

ALSO FOR THE COMMUNITY ENGAGEMENT SIDE, WHEN WE'RE LOOKING AT THESE HOT SPOTS, THEY'RE ABLE TO PUT TOGETHER LIKE LITTLE COMMUNITY MEETINGS AND STUFF AND EDUCATE THE PUBLIC WHERE WE'RE SEEING THESE SPIKES AND THESE HOT SPOTS AND GIVING THEM LIKE A FENTANYL PACKET, JUST A PENTEL CAMPAIGN, DOING THINGS ON THE RADIO.

REALLY THE BIGGEST THING IS EDUCATION ON WHAT THIS PENTYL DOES TO OUR CHILDREN AS WELL AS OUR ADULTS.

AS FAR AS THE RESPONSE TO THAT THROUGH THE OVERDOSE RESPONSE TEAM, WE ARE MAKING FOLLOW-UPS WITH THOSE PATIENTS WHERE THEY RESIDE OR THEIR REPORTED ADDRESS TO PREVENT THE REOCCURRENCE OF A SECONDARY OVERDOSE.

THAT'S OUR FIRST EFFORT AT PREVENTING THE OVERDOSE IN WHATEVER LOCATION IS REACHING OUT TO THEM IN THE LOCATION IN WHICH THEY RESIDE.

AS FAR AS BEING ABLE TO RESPOND TO THE ACTUAL LOCATION.

THAT'S WHERE WE RELY ON LAW ENFORCEMENT A LITTLE BIT MORE TO STEP UP ENFORCEMENT IN THOSE AREAS.

OBVIOUSLY, IF THERE'S A BIG SHIFT, WE CAN REACH OUT TO OUR PARTNERS IN THE PUBLIC HEALTH AGENCIES FLYERS, BANNERS, DO THE EDUCATION PIECE.

AS FAR AS DFRS RESPONSE, IF WE SEE A SPIKE IN A CERTAIN AREA, WE CAN MAKE OUR CREWS AWARE OF IT.

AT LEAST ONE INSTANCE THAT I'M AWARE OF SINCE I'VE BEEN IN THIS POSITION, WE EVEN FORWARD STAGED EXTRA DOSES OF NARCAN OVER A LONG WEEKEND SO THAT IF WE RAN OUT TO POTENTIALLY RESPOND TO A HOTBED AREA, WE HAD SOME EASY ACCESS, WE WOULDN'T HAVE TO GO TO THE CENTRALIZED SUPPLY HOUSE ON A WEEKEND AND HAVE SOMEONE OPEN IT UP.

THERE ARE AGENCIES AND GROUPS SMALLER THAN OURS, VERY MUCH GRASSROOTS ORGANIZATIONS THAT ARE FOCUSED ON VERY GRASSROOTS LEVEL OUTREACH WITH THAT POPULATION.

WE HAVE TO ACKNOWLEDGE THAT EVEN US AS AN AGENCY REPRESENTING THE TREATMENT SECTOR IN THE PUBLIC HEALTH SECTOR, BUT CERTAINLY LARGER AGENCIES LIKE DFR AND DPD AND DALLAS COUNTY PUBLIC HEALTH, THESE SMALLER GROUPS AND ORGANIZATIONS HAVE BUILT A TRUST WITH THIS POPULATION THAT NONE OF US SITTING HERE AT THIS TABLE WILL EVER BE ABLE TO ACHIEVE.

I THINK ONE THING THAT WE COULD DO A BETTER JOB OF IS UTILIZING THIS DATA AND UTILIZING THE IDENTIFICATION OF THESE HOTSPOTS TO MAYBE BRING SOME OF THOSE MORE GRASSROOTS ORGANIZATIONS INTO THE CONVERSATION AND ALLOW THEM TO DO THE WORK THAT THEY DO SO WELL, WHICH IS TARGETING THOSE INDIVIDUALS AND USING THE RAPPORT AND THE RELATIONSHIPS THAT THEY'VE BUILT WITH THEM TO DO A MORE BLANKETED OUTREACH, BECAUSE AGAIN, I THINK WE ARE SEEING HIGH RATES OF THIS IMPACTING OUR UNSHELTERED NEIGHBORS, AND THERE'S ONLY SO MUCH THAT ANY OF US REPRESENTING THE AGENCIES WE REPRESENT CAN DO TO REACH THOSE PEOPLE.

THERE'S PRIVATE CONTRACTORS.

OUR APPLICANT POOL IS SMALLER, JUST BECAUSE WE DON'T HAVE THE ABILITY TO HIRE THEM, PUT THEM THROUGH A POLICE ACADEMY, AND THEN HAVE THEM JOIN THE MARSHALS AT THAT POINT.

WE'RE LOOKING AT DIFFERENT STRATEGIES IN ORDER TO TRY TO CHANGE THAT DYNAMIC SO THAT WE WILL HAVE A BIGGER APPLICANT POOL, BUT WE'VE SEEN TREMENDOUS SUCCESS IN WORKING WITH DALLAS COLLEGE AND WORKING WITH THE CADETS THAT ARE IN THEIR LAW ENFORCEMENT ACADEMY.

AS THEY'RE GOING THROUGH THE ACADEMY, WE SEND MARSHALS OUT THERE TO WORK WITH THEM.

WE WEREN'T DOING THAT PREVIOUSLY, AND THAT'S PROBABLY BEEN THE MOST SUCCESSFUL THING THAT WE'VE DONE SINCE I'VE BEEN OVER AT THE MARSHAL'S OFFICE IN OUR ABILITY TO RECRUIT PEOPLE OVER TO THE DEPARTMENT.

IT'S A DIFFERENT TYPE OF LAW ENFORCEMENT THAT'S DONE THROUGH THE MARSHAL'S OFFICE, AND WE'RE TRYING TO ATTRACT PEOPLE SAYING, HEY, IF YOU WANT TO BE IN LAW ENFORCEMENT, BUT MAYBE YOU'RE NOT READY TO DO THE TYPES OF THINGS THAT DPD OFFICERS HAVE TO DO, WE HAVE AN ALTERNATIVE WHERE YOU CAN STILL BE IN LAW ENFORCEMENT, BUT YOU'RE HERE AT THE MARSHAL'S OFFICE.

JUST ADVERTISING THE DIFFERENCES AND RESPONSIBILITIES THAT MAY BE MORE APPEALING TO OTHERS.
