[Ad Hoc Committee on Administrative Affairs on September 3, 2024.]
1106 CALLED THE AD HOC COMMITTEE, ADMINISTRATIVE AFFAIRS.IN ORDER FIRST, CAN I GET A MOTION FOR THE MINUTES? MOTION FOR APPROVAL? CAN I GET A SECOND? SECOND.
SO I ASK CARRIED, UM, COLLEAGUES, WE GONNA, THIS COMMITTEE MEETING TODAY IS READY TO TALK ABOUT THE BROCHURE.
I HAVE A COPY OF, OF THE DRAFT THAT EVERYONE SUBMITTED AND, AND THAT SHOULD HAVE BEEN RESPONDED BACK TO YOU.
UM, I DO KNOW THAT SOME PEOPLE, UM, HAD SOME CONCERN.
I THINK ONE, UH, PARTICULAR COLLEAGUE, UH, UH, CHAD WEST, HE DID HAVE SOME INPUT AFTER THE DEADLINE, BUT WE DID NOT HAVE TIME TO INSERT THAT INTO THIS DOCUMENTATION.
UM, THAT'S IS ONE ISSUE THERE.
UH, WE ARE GONNA DISCUSS THE, THE BROCHURE IN, IN THE BROCHURE IS A VERY IMPORTANT OF THE CITY.
UH, ONE THING THAT I KNOW AT THE LAST COMMITTEE MEETING, THERE WAS A WHOLE LOT OF CONVERSATION ABOUT THE DRAFT, THE PICTURE, THE BROCHURE, AND I THINK IT WAS OUTTA RESPECT AS ME AS A CHAIRMAN AND ALSO RESPECT AS, UH, THE, THE COMMITTEE THAT, UM, BAKKER AND TISM, UH, HAVE AN OPPORTUNITY TO, UH, ADDRESS THAT ISSUE.
UH, I FEEL LIKE THAT WHEN SOMETHING HAPPENED THAT WE DO NOT, IT WAS A DRAFT AND EVERYBODY KNOW IT WAS A DRAFT, BUT IT CAME OUT AND, AND I DID CALL THEM AND I DID ASK THEM, HEY, I AIN'T GONNA SPEND NO MORE TIME ON THAT.
BUT, BUT ALSO THAT THEY DID WRITE A, A LETTER AND Y'ALL SHOULD HAVE A, A BRIEF IN Y'ALL BILL TO EXPLAIN THAT.
AND SO WHAT I'M GONNA DO, I AIN'T GONNA SPEND NO TIME ON IT.
UH, I, OUR CONCERN TODAY IS STRICTLY THE BROCHURE AND THAT'S WHAT WE'RE SHOWING ON THE BROCHURE.
SO, UM, EDWARD OR ART, CAN YOU SET FOR THE FEW MINUTES, JUST GO OVER THE MEMO THAT YOU WROTE TO ME ON MONDAY, UM, TALKING ABOUT THE SAMPLE DRAFT COVER AND, AND WE GOING TO GET THAT AND, AND GET THAT BEHIND US.
AND SO WE GOT A WHOLE LOT OF WORK WE NEED TO GET DONE.
CAN EVERYBODY HEAR ME OKAY? YES, WE DO.
UM, THE, UH, RECORDING, THE, THE DRAFT BROCHURE IMAGE, UH, THAT WAS DISCUSSED AT THE LAST MEETING.
UM, WE HAD SOURCED THAT FROM A, A TRUSTED, UH, IMAGE LIBRARY, UH, GETTY IMAGES.
AND, UH, UNFORTUNATELY IT WAS, UH, UH, TAGGED INCORRECTLY, UH, WHEN WE PULLED IT.
AND, UH, WE HAD, UH, ZOOMED IN CLOSELY AND WE DID NOT RECOGNIZE THAT.
AND, UH, SO, UM, APOLOGIZE FOR THAT UNFORTUNATE ERROR.
BUT AS SOON AS THE, THE QUESTION WAS RAISED, UH, DURING THAT LAST, UH, COMMITTEE MEETING, WE, UH, IMMEDIATELY, UH, CORRECTED THAT.
AND, UH, WE'VE ALSO, UH, PUT TOGETHER OPTIONS, UH, FOR YOU TO CONSIDER, UH, OF, UH, A VARIETY OF, UH, COVER PAGE IMAGES.
UH, I THINK YOU HAVE FIVE OPTIONS FOR REVIEW.
YOU SHOULD HAVE AN UPDATED, UH, BROCHURE WITH ALL OF THE COMMENTS THAT WERE RECEIVED FROM THE LAST MEETING.
AND, UM, SO, UM, WE APPRECIATE THE FEEDBACK FROM, UH, COUNCIL AND IN FACT, UH, THAT'S COMMONPLACE WHEN WE WORK WITH CLIENTS.
WE WORK CLOSELY TO HEAR THEIR IDEAS AND REACTIONS AND, AND, UH, AND WE, UH, HAVE, IT'S AN ITERATIVE PROCESS WHERE WE GET SUGGESTIONS ON NEW, UH, IMAGES AND NEW VERBIAGE FOR THE BROCHURE.
AND, UM, THAT'S A, A GOOD PROCESS.
AND, UH, SO, UH, WITH YOUR INPUT, UH, WE'D LIKE TO, UH, FINALIZE, UH, UH, THE BROCHURE AND, UH, SO THAT WE CAN GET STARTED ON THIS SEARCH.
UM, IT'S VERY IMPORTANT TO US AND, UH, UH, MAYOR PRO TIM, WE, UH, APPRECIATE THE OPPORTUNITY TO, UH, EXPLAIN WHAT HAPPENED,
[00:05:01]
UH, COLLEAGUES, Y'ALL SHOULD HAVE, UM, FIVE DIFFERENT OPTIONS ON THE BROCHURE AND THE COVER THEY SUBMITTED TO YOU.SO FIRST THING WE'LL DO, WE GONNA LOOK AT THAT COVER BECAUSE THAT'S THE FIRST THING THAT WE SAID WE'RE GONNA DO, UH, ON THE AGENDA DAY TO LOOK AT A BROCHURE COVER.
UH, UH, THEN, UM, I HOPE Y'ALL HAD ENOUGH TIME OVER THE WEEKEND, UH, ON THE DRAFT THAT YOUR INPUT IN THE DRAFT THAT I HOPE EVERYBODY INPUT WAS IN THE DRAFT.
WE GOT A CHANCE TO, TO LOOK AT THAT INPUT IN THE DRAFT.
BUT LET'S, FIRST, LET'S TALK ABOUT THE COVER.
THEY GAVE US FIVE, UH, UH, FIVE PHOTOGRAPHS.
SO ANYBODY WANNA START, UH, TALK ABOUT THE COVER, THE, THE OPTION, THE FIVE OPTIONS WHICH THEY SUBMIT, AND WE'RE GONNA START FROM THERE.
UH, NUMBER ONE, UH, YOU SEE THE FIRST OPTION ONE, UH, THERE, CHRIS? UH, WE LOOKING AT, UH, THEN YOU CAN SHOW OPTION TWO.
OKAY, THEN OPTION THREE, OPTION FOUR, THEN OPTION FIVE.
AND THOSE ARE THE FIVE OPTIONS THAT WE'RE LOOKING AT.
UM, IF THERE'S SOME OTHER OPTION THAT WE DO NOT KNOW THE COLLEAGUES, UH, HAVE A, A SUGGESTION, ANYTHING WE ARE HERE TO OPEN.
SO I'M OPEN UP WITH CHAIRMAN, REALLY FIRST.
UH, JUST REVIEWING EACH OF THE PHOTOS, UH, I, I THINK MY PREFERRED ONES ARE NUMBER ONE AND NUMBER FIVE.
UM, THE PROBLEM WITH THE FIRST ONE IS, IS THAT IT HIGHLIGHTS ADMITTEDLY THE ICONIC REUNION TOWER A LITTLE BIT TOO MUCH IN TERMS OF THE, THE LIGHTING, WHEREAS THE SKYLINE IS IN SHADOW.
UH, THE SECOND ONE IS KIND OF A FUZZY IMAGE.
UM, IT, IT DOESN'T REALLY PORTRAY DALLAS AS A BIG METROPOLITAN AREA.
IT, IT'S JUST TOO LIMITED IN SCOPE.
THE THIRD ONE IS JUST ABOUT THE BRIDGE, AND ALTHOUGH THAT'S AN ICONIC STRUCTURE, THAT'S NOT REALLY THE CITY.
UM, THE FOURTH ONE, UM, IS ARTISTICALLY INTERESTING WITH THE REFLECTIONS, BUT IT LOOKS LIKE DALLAS IS A COLLECTION OF A FEW TALL BUILDINGS IN THE MIDDLE OF A PRAIRIE.
UM, ALSO NOT GIVING THE IMPRESSION OF A MAJOR METROPOLITAN AREA.
AND THE LAST ONE, UM, IS GOOD.
UM, UM, I, I SUPPOSE THAT'S PROBABLY MY PREFERRED ONE.
SO OUT HERE IN OPTION ONE AND OPTION FIVE, UM, THE, THE QUESTION WITH OPTION ONE IS REUNION TOWER IS MORE FOCUSED ON REUNION TOWER TOWER.
IF A, IF A REUNION TOWER KIND OF FADED BACK IN THERE, I GUESS SHOW MORE OF THE BUILDING, UM, THAT WOULD BE YOUR, YOUR FIRST CHOICE, IS THAT CORRECT? UH, IF, IF IT HIGHLIGHTED MORE OF THE SKYLINE, IN OTHER WORDS, THE SKYLINE IS IN SHADE, RIGHT? IF, IF IT WERE BROUGHT UP AND REUNION TOWER MINIMIZED A LITTLE BIT.
UM, QUESTION TWO, THE
UM, THEY, WE MIGHT BE ABLE TO ENHANCE, UH, OR ZOOM IN ON THE PICTURE TO, TO DECREASE OR, OR, UM, INCREASE THE AREA OF FOCUS.
UM, THEY ARE PICTURES FROM, UH, THE GETTY.
UH, CHAIRMAN STEWART, UH, MY FAVORITE IS ACTUALLY THE FIRST ONE.
UM, I THINK IT HAS THE, UM, THE BREADTH OF THE, OF OUR SKYLINE.
IT'S GOT THE OMNI IN IT, UM, AS WELL AS THE, THE HYATT.
IT'S, UM, YOU KNOW, IT, IT JUST SHOWS MORE OF WHAT OUR DOWNTOWN LOOKS LIKE.
UM, AND I'D LIKE THE PERSPECTIVE HOW IT SITS BACK A LITTLE BIT.
AND THEN WE SEE HIGHWAYS BECAUSE I, I, I, WHETHER WE LIKE IT OR NOT, WE ARE ABOUT TRANSPORTATION
[00:10:02]
AND, AND, AND I THINK GRABBING THAT PIECE IS IMPORTANT.CHAIR, OR, OR FOR ME, IT'S, IT'S, IT'S REALLY HARD TO, TO LOOK AT THESE PICTURES NOW FROM WHAT WE WERE GIVEN, UH, ORIGINALLY.
AND I, I'M TRYING TO FIND MYSELF TO MOVING FORWARD, UH, 'CAUSE I JUST DON'T SEE, UM, HOW WE DO THAT AT THIS POINT.
UM, I DO HAVE A QUESTION AND I THINK I HEARD IT, BUT I WANT TO KNOW WHERE THE PHOTOS WERE SOURCED AND IF WE HAVE RIGHTS TO ALL THE IMAGES.
WE DO HAVE RIGHTS, AND I CAN GET YOU, UH, EXACTLY WHERE THEY WERE SOURCED.
UH, I JUST DON'T HAVE IT RIGHT IN FRONT OF ME.
UH, NUMBER, UH, I'M GONNA GO THROUGH THE PICTURES, PROVIDED THE FIRST ONE, UM, I UNDERSTAND, YOU KNOW, THIS IS, IT'S A REAL PICTURE, BUT WHAT WE ARE SEEING, UM, HIGHWAYS AND EMPTY PARKING LOTS, I'M NOT A BIG FAN OF THAT.
UM, I REALLY LIKE NUMBER TWO, UM, ESPECIALLY SINCE IT JUST RAINED.
AND OUR TRINITY DOES HAVE SOME, SOME WATER IN THERE CURRENTLY.
UM, I DON'T LIKE, UH, NUMBER THREE.
UM, AND ALSO LIKE NUMBER FOUR, JUST WITH THE REFLECTION THERE.
AND SO MY, MY AGAIN, AND THEN THE LAST ONE AGAIN, JUST HIGHWAYS, UM, ON THE FOUR, UH, FRONT, I'M NOT A BIG FAN OF THOSE.
SO FOR ME IT'S, UH, TWO AND FOUR.
AND SO
UM, WELL, I'M JUST GONNA SAY, FIRST OFF, I, I, I WISH THAT YOU WOULD LOOK TO LOCAL PHOTOGRAPHER.
UH, WE HAVE SOMEONE WHO CONSTANTLY IS TAKING AMAZING PHOTOS OF OUR SKYLINE, AND SO I HOPE THAT YOU'LL LOOK AT, UM, JOSEPH AND I DON'T KNOW IF HE PRONOUNCES HOBERT OR HOBERT, BUT HE DOES INCREDIBLE WORK AND I THINK REALLY PUT SOME OF THESE PHOTOS TO SHAME.
WHEN I LOOK AT HIM, REALLY, IT'S REALLY ONLY THIS FIFTH ONE THAT SEEMS TO HAVE THE ENERGY AND THE, UM, THE PULSE OF THE CITY AND I MEAN THE CITY CENTER.
UH, SOME OF THESE, YOU KNOW, I I WAS SORT OF LAUGHING AT, UH, COUNCIL MEMBER RIDLEY'S DESCRIPTION OF A COUPLE OF BUILDINGS ON A PRAIRIE 'CAUSE THAT'S EXACTLY WHAT I WAS THINKING.
UM, BUT YOU KNOW, THIS FIFTH IMAGE, AT LEAST YOU SEE THE ACTIVITY OF, UM, YOU KNOW, SORT OF THE DYNAMIC NATURE OF OUR CITY.
SO THE OTHERS, I JUST DON'T THINK REALLY REPRESENT WHO WE ARE.
I'M GLAD TO SEE SOME COLOR IN, IN THE FIFTH ONE.
YOU KNOW, THERE'S ONE IN THERE THAT DOESN'T LOOK THAT DIFFERENT THAN SORT OF THAT BEIGE SCALE THAT WE SAW ORIGINALLY.
I MEAN, THIS, THIS IS INCREDIBLY BORING FOR HAVING ONE OF THE MOST MAGNIFICENT SKYLINES IN THE WORLD.
I'M NOT SURE HOW THIS ONE WAS SELECTED.
SO I, I I HOPE THAT YOU WILL NOT MOVE FORWARD WITH THAT.
UM, BUT AGAIN, PERHAPS CHECKING OUT OUR LOCAL ARTIST PHOTOGRAPHER WOULD BE A GOOD MOVE.
CHAIRMAN DEVON, YOU, YOU'RE ON COMMITTED, BUT, UH, THANK YOU MR. CHAIRMAN AND THANK YOU TO CHAIRMAN MENDELSON.
I WAS GONNA THROW IN THE EXACT SAME PHOTOGRAPHER'S NAME.
I FOLLOW THIS PERSON ON SOCIAL MEDIA.
THIS PHOTOGRAPHER IS ICONIC THROUGHOUT THE ENTIRE, UM, CITY OF DALLAS.
SO THANK YOU FOR SAYING THAT BECAUSE I THINK THAT THIS PHOTOGRAPHER JUST CAPTURES THE CITY OF DALLAS IN OUR SKYLINE, AND WE WERE VOTED THE MOST ICONIC SKYLINE IN THE ENTIRE WORLD, UM, THROUGH A USA TODAY, UM, POLL.
SO THANK YOU CHAIRMAN MENDELSON.
'CAUSE I ABSOLUTELY AGREE WITH YOU.
I, I GUESS, UH, UH, ZEL, WOULD YOU COME FORWARD PLEASE, UM, TRY TO, UM, GET SOME, UM, CLARITY, UM, UH, CHAIRMAN, REALLY, DO YOU HAVE SOME CHAIRMAN? REALLY, REALLY? DO YOU HAVE YOUR LIGHT BACK ON? WERE YOU ABOUT TO SAY SOMETHING ELSE? WELL, UH, JUST THAT I SUPPORTED COUNCILWOMAN MENDELSON'S SUGGESTION THAT WE LOOK AT ADDITIONAL PICTURES FROM THIS PARTICULAR PHOTOGRAPHER.
I I, I'M NOT TOTALLY SATISFIED WITH ANY OF THE PICTURES HERE, AND WE PERHAPS COULD DO BETTER.
[00:15:01]
VERY IMPORTANT STEP OF THIS COMMITTEE.YOU KNOW, UH, I THINK THAT WE ARE TRYING TO LOOK AT IT FROM OUR EYES, BUT WE ALSO GOTTA LOOK AT IT FROM THE CITY OF DALLAS EYES AND WHAT WE ARE TRYING TO PORTRAY, UM, IN THIS BROCHURE.
AND TO DO THAT, UH, WE NEED A, A VERY, VERY PROFESSIONAL PERSON WHO DO THAT.
UM, I, I, I, I THINK THAT WE, WE HAD SOMEONE TO, UH, TO DO THE RESEARCH TO MAKE SURE WE GOT A CANDIDATE TO APPLY FOR THE JOB.
I KNOW WE HAD SURVEYS THAT WE DID WITH EMPLOYEES, SURVEY WE DID WITH THEM, WITH THE COMMUNITY AND THE RESIDENT, THE SURVEYS.
BUT I, I THINK WE PROBABLY MISSED ONE STEP IN THIS DEAL.
IT WAS THE OUTCOME OF THE PICTURES, YOU KNOW, HOW DO THIS PORTRAY THE CITY OF DALLAS? UH, DO WE SAID THAT WE HIRE SOMEONE TO BRING US A WHOLE LOT OF PICTURES TO PORTRAY THE CITY OF DALLAS AND, AND TO DO THAT, WE DO HAVE A CONTRACT.
UH, I DON'T KNOW THE, THE PACIFIC OF THE CONTRACT, UH, SHOULD DO THAT, UH, THIS BE SOMETHING WE'D BE ADDING TO OR WHATEVER.
SO ZEL WHAT I'M HEARING FROM, I COMMITTED THAT, UH, I DON'T THINK WE ALL ON THE SAME PAGE, YOU KNOW, WITH THE PICTURE THAT PRESENTED TO US.
UH, UH, BUT WHAT IS THE PROCESS THAT IF THERE ARE SOMEONE ELSE OUT THERE THAT WE SAID, YOU KNOW WHAT, WE WANT THIS OTHER PERSON TO BRING ALL THESE PICTURES TO US AND WE MAKE A DECISION THAT, WOULD THAT BE ANOTHER PROCUREMENT? BECAUSE WE JUST CAN'T GO AND SAY, WE'RE GONNA HIRE THIS PARTICULAR PERSON.
UH, WE GOT TO GO THROUGH A PROCUREMENT IN ORDER TO GET THAT, AND HOW MUCH TIME WOULD IT DO THAT? OR WE COULD GO THROUGH ADMINISTRATION ACTION THAT WE MIGHT CAN DO IT ANOTHER WAY THAT WAY.
SO I'M TRYING TO MAKE SURE THE PROCESS AND PROCEDURE IS FOLLOWED CORRECTLY.
SO IF, IF A COMMITTEE SAID, HEY, WE WANT TO GO AND FIND SOMEONE ELSE TO BRING US BACK THE PICTURES OF, OF, OF THE FACE OF THE BROCHURE, UH, WHAT, WHAT IS YOUR SUGGESTION? WHAT CAN WE DO? GOOD MORNING, ZEL GIBSON, INTERIM ASSISTANT CITY MANAGER, CHAIRMAN ATKINS.
UM, I THINK THAT WOULD BE A CHANGE TO THE EXISTING CONTRACT THAT WE HAVE WITH BAKER TILLEY.
UM, I THINK THE EXISTING CONTRACT WAS TURNKEY, MEANING THAT THEY WOULD PROVIDE ALL THE SERVICES INCLUDED IN THE BROCHURE AND ANY ASSOCIATED PHOTOS.
SO IF THERE WAS A SPECIFIC PHOTO OR A SPECIFIC ARTIST THAT YOU GUYS WOULD WANT TO USE, THAT WOULD BE SOMETHING THAT WE WOULD THEN HAVE TO HAVE A CONVERSATION WITH BAKER TILLY ABOUT, AND THEN COULD DO A POTENTIAL SUPPLEMENT TO YOUR EXISTING CONTRACT.
SHOULD THERE BE A SPECIFIC SUB OR A SEARCH FOR A SUB FOR A SPECIFIC CITY OF DALLAS? UH, SCENIC PHOTOS.
UH, CHAIRMAN SISON, THANK YOU.
I WONDER IF THE CITY DOESN'T ALREADY OWN APPROPRIATE PHOTOS, UM, INCLUDING SOME FROM JOSEPH.
UM, AND IF NOT, PERHAPS THE CITY ITSELF WOULD LIKE TO PURCHASE SOME OF THOSE RIGHTS THAT WE COULD THEN JUST SHARE WITH THEM.
BECAUSE, YOU KNOW, I MEAN, YOU LOOK AT HIS WORK AND YOU JUST THINK, YOU KNOW, I, I JOKINGLY PUT ON TWITTER YESTERDAY THAT HE'S THE UNOFFICIAL PHOTOGRAPHER OF THE DALLAS SKYLINE, BUT, YOU KNOW, I DON'T KNOW HOW MUCH YOU GUYS CAN SEE THAT, BUT THAT'S INCREDIBLE.
AND I, I WOULD LOVE THE CITY TO OWN THAT IMAGE.
SO, YOU KNOW, PERHAPS THIS IS A SIDE CONVERSATION AND WE CAN PROVIDE THE IMAGE TO THEM, BUT I WOULD IMAGINE THIS WOULD COME UNDERNEATH, UM, A HUNDRED THOUSAND DOLLARS CONTRACT THAT THE CITY MANAGER COULD JUST EXECUTE.
SO PERHAPS IT'S A TWO FOR ONE, WHERE WE, WE, UM, PURCHASE AN IMAGE THAT WE SHARE WITH THEM.
REALLY, UH, QUESTION FOR YOU, MR. GIBSON.
UM, IF WE REQUESTED BAKER TILLY TO SUBMIT ADDITIONAL PHOTOS AND ENCOURAGED THEM TO SOURCE SOME FROM THIS PARTICULAR ARTIST, WOULD WE HAVE TO GO THROUGH THE FORMAL PROCUREMENT PROCESS FOR A CITY VENDOR? GOOD QUESTION.
THANK YOU FOR THAT, MR. RIDLEY.
TO, TO MY KNOWLEDGE, WE WOULD NOT, UH, WE COULD DO THAT VIA A, A SUPPLEMENTAL AGREEMENT WITH BAKER TILLY AS LONG AS THEY FELT COMFORTABLE WITH THE ASK.
OKAY? THEN I WOULD SUGGEST THAT WE DO THAT WITH, WITH THAT.
[00:20:02]
HAVE THE ASK OF VICTOR TOO, SO WE HAVE THEM HERE.UH, UM, UH, AGAIN, UM, I DON'T KNOW IF YOU'RE FAMILIAR WITH THAT PARTICULAR ARTIST.
I, I KNOW THE NAME DONE CAME UP AND THEY NEED TO RESEARCH THE ARTIST THEMSELVES AND FEEL COMFORTABLE.
UH, I WOULD ASK THEM TO REACH OUT TO THEM AND, AND SEE THAT THERE WILL BE SOMETHING THEY WILL ACCOMMODATE US.
IF, IF THAT'S SOMETHING THEY WERE WILLING TO DO, I DON'T HAVE NO PROBLEM WITH THAT ISSUE BECAUSE WE WANT TO GET IT RIGHT.
SO A COUPLE DAYS AIN'T GONNA HELP HURT NOTHING TO GET IT RIGHT.
SO BAKER TILLER, THAT'S SOMETHING WE, Y'ALL, UM, DO, WE CAN DO THAT.
UM, THE, UH, THE THING THAT I WOULD SUGGEST IS THE CITY MAY HAVE HUNDREDS, IF NOT THOUSANDS OF STOCK PICTURES OR ACCESS TO THEM.
SO THERE MAY BE SOME THAT YOU HAVE, UH, WITH YOUR PROFESSIONALS AT AT CITY HALL THAT THAT WOULD BE EASY TO JUST SEND TO US THAT UTILIZE.
AND, UH, I, I THINK, UH, UH, YOU WOULD LIKE US TO LOOK AT A SPECIFIC PICTURE.
WE CAN, WE CAN TALK TO SOMEONE, BUT I'M YOU, IN ALL LIKELIHOOD, YOU PROBABLY GOT A RELATIONSHIP WITH THE ARTIST ALREADY.
UM, THAT, SO, WE'LL, WE'LL TAKE YOUR DIRECTION, BUT OKAY.
I SUSPECT THAT YOUR PROFESSIONALS AT CITY HALL PROBABLY HAVE ACCESS TO, UH, SIMILAR TYPES OF PICTURES OR, AND WE CAN PURSUE WHAT YOU WANT US TO PURSUE, OKAY? OKAY.
SO BY SAYING THAT COLLEAGUES, THEN IT GONNA BE BACK TO US, OKAY? AND, AND THIS, THIS, WHAT I'M TRY TO BE VERY CLEAR AND TRANSPARENT.
IF, IF WE WANT TO CHANGE THIS ORDER, WHAT WE'RE DOING, AND WE, WE GONNA SAY, YOU KNOW WHAT, BRING US THE BEST PICTURES.
AND WHEN I'M ASK THE TIMELINE, HOW LONG WOULD IT TAKE THE BRAND, THE BEST PICTURES? AND THIS IS GOING TO BE THE, THE FORMAT AND THIS GONNA BE THE CORRAL OF PICTURE THAT WE LOOKING AT.
I DON'T WANT TO SAY, OKAY, YOU BRING US THIS SET OF PICTURES, NOW COME BACK, LET'S GO BACK AND DO IT AGAIN.
I DON'T WANT TO KEEP KICKING THE CAN DOWN THE ROAD.
SO IF THIS ARTIST THAT, UH, THAT CHAIRMAN MINSON KIND OF BROUGHT UP, UM, AND CHAIRMAN NAVIS KIND OF BROUGHT UP AND I HEAR YOU CHAIRMAN MORENO, THAT HEY, THERE'S SOME ARCHIVES OF THE CITY OF DALLAS.
IF WE CAN GIVE ALL THOSE PICTURES TO BACON TILLERS.
HOW MANY PICTURES ARE WE REFERRING TO? I THINK WE NEED TO PULL A LIMIT.
WHO GONNA JUDGE THE TOP 10 PICTURES? THE TOP 20 PICTURES? UH, YOU KNOW, YOU KNOW, HUH? 10.
SO, SO, SO THEREFORE WE, WE, WE NEED TO SET, OKAY, BACON TAYLOR, HERE IS ALL THE PICTURES.
PULL THE PICTURE WHO YOU NEED TO TALK TO, AND, AND, AND THERE WILL BE A SUGGESTION TO COME BACK TO US AND SAY, HEY, HERE IS THE TOP 10, THE TOP 20 THAT WE THINK PRESENTED TO US.
SO I GUESS, UH, ZEL, I ASKING YOU AND ALSO MAKE A DECISION AND HOW FAST CAN WE GET, YOU NEED TO GIVE WITH AN ARTIST, YOU KNOW, TO GET WITH BAKER TSOL.
HOW FAST CAN WE GET THAT DONE TO GIVE US A TIMELINE THAT THESE PICTURES CAN GET TO THEM AND I CAN CALL ANOTHER SPECIAL CALL MEETING TO ADDRESS THE PICTURES.
UM, I, I UNDERSTAND THAT WE'RE NOT ALL SEEING EYE TO EYE ON, ON, ON THE, THE PICTURE BEFORE US, BUT I, I WANNA MAKE SURE THAT WE PUT THE, THE ONUS ON THE CONSULTANT COMPANY TO BRING THOSE IMAGES BACK.
I THINK IT WAS RECOMMENDED THAT WE PROVIDE THOSE PICTURES AND, YOU KNOW, I DON'T THINK THAT'S OUR JOB TO PROVIDE THE IMAGES TO A CONSULTANT THAT WE'VE HIRED.
I THINK THAT'S THEIR RESPONSIBILITY TO MAKE THOSE RECOMMENDATIONS TO US.
AND I UNDERSTAND WE'RE TRYING TO, UM, CUT THE BACK AND FORTH HERE.
UH, BUT I DON'T WANT TO SIT AND GO THROUGH A THOUSAND PHOTOS MYSELF TO UH, PRESENT THOSE TOP 10 TO, TO THE COMMITTEE.
SO, SO MY, MY SUGGESTION WAS BACK TO, YOU KNOW, NUMBER ONE THAT IT WOULD BE THE CONSULTANT WHO ACTUALLY BE DOING THAT, UH, TO SUBMIT A PICTURE BACK TO US.
AND, AND ONLY THING WE DID WAS WE HERE AS A COMMITTEE, WE, UM, PUT OUT A SUGGESTION AND, AND AS POLICY MAKERS, WE DO SUGGESTION AND, AND, AND THE SUGGESTION HERE IN FRONT OF THE CONSULTANT IN ZEL AND, AND SOME OF MY COLLEAGUES DID MENTION, I SEE YOUR HAND, MS. MEN, I'LL GET RIGHT WITH YOU, THAT WE DID MAKE A SUGGESTION.
THE CONSULTANTS SAY, YES, I WILL ACCEPT THAT SUGGESTION.
SO IT'S STILL NOT US TO MAKE DECISION, WHICH PICTURE THEY GONNA SUBMIT TO US, THEY GONNA LOOK AT
[00:25:01]
IT, THEY GONNA COME BACK AND SAY, HERE, HERE ARE THE PICTURE, I THINK IS THE BEST PICTURE.BUT WE DID PUT OUT A SUGGESTION THAT'S ALL WE DID.
BUT WE ARE NOT GOING BACK AND GOING THROUGH A HUNDRED THE PICTURES.
AND WE, WE GET A LITTLE GUIDANCE, UH, WITH THAT DONE, SAY, I SAW YOUR LIGHT WAS ON, THEN I'LL GO WITH MR. MEISON.
IT, IT WAS CHAIRMAN, ALL I WAS GONNA ADD IS THAT YOU GUYS LISTED A MYRIAD OF OPPORTUNITIES FOR A PHOTO AND HOW WE COULD SOURCE AND GET A PHOTO.
AND WORKING WITH BAKER TILLY, IT IT COULD BE A ZERO COST, UH, SUPPLEMENT.
MEANING THAT INSTEAD OF THEM TAKING THE LEAD AND DIRECTION AND DEVELOPMENT AND EVERYTHING THEY'RE PROVIDING FOR THE BROCHURE, THAT THE COUNCIL AT ITS OPTION, BECAUSE YOU'RE MANAGING AND RUNNING THIS PROCESS, HAVE A VERY SPECIFIC PHOTO OR A SPECIFIC LOOK THAT YOU WANT THE CITY TO HAVE AND THAT YOU'RE GOING TO GIVE THAT TO THEM AS PART OF THE PROCESS.
THANK CHAIRMAN, CHAIRMAN MENISON.
I WOULDN'T THINK THAT ANY OF US WANNA GO THROUGH A THOUSAND PHOTOS HERE,
UM, BUT WHAT I THINK MR. DAVIS SAID, WHICH WAS KEY, WAS OPENING UP OUR, UM, PHOTO LIBRARY TO THEM TO USE AND BE ABLE TO PULL FROM.
UM, WE ALREADY HAVE MANY, I MEAN, I'M SURE THOUSANDS AND THOUSANDS OF IMAGES OF DALLAS THAT WE OWN.
SO THERE WOULD BE LITERALLY NO COST, BUT PERHAPS THERE MAY BE ONE THAT THE CITY WOULD LIKE TO PURCHASE SO THAT THEY CAN INCLUDE IT IN ITS LIBRARY THAT THEN THEY MAKE AVAILABLE TO BAKER TILLY.
BUT I WILL SAY THAT WHATEVER WE END UP WITH WITH THE COVER WILL ALSO HAVE A RIPPLE EFFECT ABOUT THE PROPOSED PHOTOS THAT WE'RE SEEING HERE.
SO IF THE SKYLINE, AND I'M ASSUMING IT'LL BE A DOWNTOWN SKYLINE, UM, FOR THIS, WELL, WE MIGHT NOT THEN WANNA HAVE ANOTHER PHOTO THAT, WELL, THERE'S ALREADY TWO THAT WERE INCLUDED IN HERE OF SOME OF OUR ICONIC DOWNTOWN FEATURES.
SO, YOU KNOW, WHAT WE'RE MISSING AT THAT POINT IS WE HAVE NOTHING THAT REPRESENTS OUR MORE SUBURBAN AREAS.
SO, YOU KNOW, THERE'S GONNA NEED TO BE SORT OF A REBALANCING, I THINK OF THE REST OF THE PHOTOS BASED ON WHATEVER IS CHOSEN FOR THE COVER.
BUT THIS IS REALLY THE WORK OF THE CONSULTANT AND UM, YOU KNOW, CLEARLY THERE WAS AN INITIAL MISSTEP, BUT PERHAPS JUST GIVING THEM THE TOOLS OF PHOTOS WE ALREADY OWN, AND PERHAPS IF WE DON'T OWN AN APPROPRIATE PHOTO, THEN WE KNOW WHERE TO SOURCE IT.
AND I DO THINK IF WE'RE GONNA PAY ANYTHING, I DON'T WANNA PAY EXTRA, NO OFFENSE TO BAKER TILLY TO GET A PHOTO.
I WANNA, I WANNA BUY IT AND OWN IT FOR DALLAS SO THAT WE CAN CONTINUE TO USE IT.
ANYONE ELSE? OKAY, SO, UM, WHAT I'M GONNA DO IS, NUMBER ONE, UH, WE DONE HEARD THE RECOMMENDATION, THE SUGGESTION THAT WE'RE GONNA DO, AND, UH, ONLY THING I WAS GET WITH ZEL, UH, GIVE US A TIME LIMIT, YOU KNOW, GET WITH A CONSULTANT.
WE NEED A TIMEFRAME, UH, WHEN THOSE PICTURES CAN GET TO THEM AND WHEN THEY CAN GIVE IT BACK TO US.
SO THAT'S WHAT WE NEED AND, AND IN ORDER TO COME BACK WITH ANOTHER MEETING TO PICK IT UP, CHAIRMAN.
SO, UH, ZEL, DO YOU KNOW, DOES THE CITY HAVE AN ARCHIVE OF PHOTOGRAPHS OF THE CITY? I WOULD THINK THERE WOULD BE SOME SOMEWHERE.
SO I, I THINK THAT'S SOMETHING THAT WE PROBABLY USE ON A LOT OF BROCHURES AND, UM, THERE MAY BE SOME TOP PICKS FROM THAT ARCHIVE THAT WOULD SUIT OUR NEEDS.
SO WITH, WITH THAT, WE, WE HEAR WHAT WE'RE GONNA DO.
WE ARE GONNA LOOK AT THESE OPTIONS, WHAT WE DISCUSSED, AND SOON WE FIND OUT WE'RE BACK TO HOW LONG, UH, THEY'LL GET THE PHOTOS IN THEIR HAND AND HOW SOON CAN THEY GIVE IT BACK TO US AND WE'LL CALL ANOTHER SPECIAL AD HOC COMMITTEE, YOU KNOW, WHICH MIGHT TAKE 15 OR 20 MINUTES AND WE GET IT RESOLVED AND WE'LL MOVE ON WITH OUR VISIT.
I CALL THE AD HOC COMMITTEE ADJOURNED.
