BUT WE HAVE VERY FEW OPTIONS OUTSIDE OF TRADITIONAL SINGLE FAMILY DETACHED HOMES AND ESTABLISHED NEIGHBORHOODS THAT ARE, QUITE FRANKLY, OUT OF REACH FOR MOST OF OUR WORKING FAMILIES. THE GENERAL THEME OF THOSE WHO OPPOSE FORWARD DALLAS IS THAT THEY WANT TO PROTECT SINGLE FAMILY NEIGHBORHOODS, AND THEY FEAR THAT DEVELOPERS ARE GOING TO COME IN AND BUILD DENSE APARTMENTS IN THEIR BACKYARDS. AND SO HOW DO WE SUPPORT THOSE EFFORTS THAT WE'RE ALREADY SEEING IN OUR COMMUNITIES? AND ALL IN ALL, YOU KNOW, I PERSONALLY GREW UP, YOU KNOW, AS A RENTER, NOT BY CHOICE BUT BY DESIGN. AND YOU CAN PUT THINGS WRITTEN IN A ON, ON A PIECE OF PAPER AND IT CAN BE PERFECTLY CLEAR, BUT SOMEHOW THINGS DON'T END UP WORKING OUT FOR THE BENEFIT OF THAT NEIGHBORHOOD. AND BASICALLY MOST COMMUNITIES WITHIN DALLAS THAT WOULD KEEP THOSE IN AS PRIMARY USES. [00:30:07] AND SORT OF TO HELP REINFORCE THAT, WE WANT TO MAKE SURE THAT WE HAVE DIFFERENT OPPORTUNITIES AND DIFFERENT WAYS FOR PEOPLE TO OWN HOMES AND HAVE THOSE. OPPORTUNITIES INCLUDING SINGLE FAMILY, DETACHED. BUT WE ALL KNOW THAT IT'S GETTING HARDER AND HARDER TO. AFFORD A SINGLE FAMILY. DETACHED. SO WE WANT TO PROVIDE AND SIGNAL THAT OTHER PRODUCTS MAY. BE AVAILABLE FOR HOMEOWNERSHIP AS WELL. AND THEN THE WHAT WE SAY IF WE GO THAT ROUTE. WHAT WE CAN DO IS WE CAN MAKE SURE THAT THERE'S AN ADDITIONAL PROVISION THAT IS PRIORITIZING SOME OF THE DESIGN STANDARDS OR UPDATING THE DESIGN STANDARDS SPECIFICALLY FOR OUR DUPLEX DISTRICTS AND OUR TOWNHOME DISTRICTS. TO DETERMINE THE MOST EFFECTIVE APPROACH FOR THE USE OF FUNDS THAT WILL BE TRANSFERRED FROM THESE THREE TIF DISTRICTS TO THE HOUSING DEPARTMENT TO BE DEPLOYED AND USED IN THE CITY'S HOMEOWNER STABILIZATION, HOMEBUYER ASSISTANCE, HOME REPAIR, AND DISPLACEMENT MITIGATION PROGRAMS IN TRANSITIONING NEIGHBORHOODS THAT ARE IN AND ADJACENT TO THOSE THREE TIF DISTRICTS. SO THESE FUNDS WILL BE DEPLOYED BY THE HOUSING DEPARTMENT TO IMPLEMENT POLICIES THAT ARE ALREADY IN PLACE. SO THE HOUSING DEPARTMENT IS ALREADY USING THEIR EQUITY STRATEGY. TARGET AREAS. THE TIF DISTRICTS ALSO HAVE GOALS WITH REGARD TO PRESERVATION AND STABILIZATION OF HOME OWNERSHIP IN THE DISTRICT AND ADJACENT TO THE DISTRICT, AND WILL ALSO HELP THE HOUSING DEPARTMENT IMPLEMENT THEIR HOUSING POLICY 2033, AND ALSO TO HELP THE CITY IMPLEMENT AREA PLANS. SO THE WEST OAK CLIFF AREA PLAN SPECIFICALLY CALLS FOR THESE SORTS OF FUNDS TO BE DEPLOYED BY THE HOUSING DEPARTMENT. THE SOUTH DALLAS FAIR PARK AREA PLAN ALSO RECOMMENDS THIS THING. SO THIS IS SOMETHING THAT'S, YOU KNOW, FROM A POLICY PERSPECTIVE, HAS ALREADY BEEN APPROVED BY EACH TIF DISTRICT BOARD AND BY THE CITY COUNCIL. FOR THE CURRENT FISCAL YEAR, ASSUMING COUNCIL APPROVES THIS THIS RESOLUTION ON SEPTEMBER 25TH, THE OAK CLIFF GATEWAY TIF DISTRICT WOULD BE TRANSFERRING $2.5 MILLION TO THE HOUSING DEPARTMENT FOR THESE PROGRAMS. $912,000 FROM FORT WORTH AVENUE TIF DISTRICT AND 2.875 MILLION FROM DEEP ELLUM TIF DISTRICT.
