AND THEN AT THIS MEETING, WE WILL ASK THE CITIZEN PARTICIPATION AND POLICY PROCEDURES COMMITTEE TO SET A MEETING THIS MONTH.
UM, AS YOU CAN SEE, WE'RE ALREADY GETTING GEARED UP FOR OUR FISCAL YEAR 2020 5, 26.
AND, UM, THE COMMITTEE STARTS THE MEETING, PLANNING THOSE NEIGHBORHOOD PUBLIC MEETINGS AND THE WORK PLAN AND LAYING OUT OUR COMMUNICATION STRATEGIES FOR, UM, FOR OUR JANUARY MEETINGS AND THOSE COMMITTEES.
WE WERE ASKED THE COMMITTEE TO SET THEIR FIRST MEETING, UM, ON TONIGHT.
THEN ON OCTOBER, UM, IT'S YOUR OCTOBER 3RD MEETING.
UM, WE WILL ASK THE ECONOMIC DEVELOPMENT HOUSING AND HOME COMMITTEE.
WE'LL BE SETTING A MEETING DURING THAT MONTH AND WE WILL BE HEARING FROM OUR HOUSING DEPARTMENT.
AND THEN THE CITIZEN PARTICIPATION COMMITTEE WILL ALSO BE MEETING IN OCTOBER.
YOUR NOVEMBER MEETING WILL OCCUR ON NOVEMBER 7TH.
AND DURING THAT MEETING, WE WILL HEAR FROM THE, THE WORK THAT THE CITIZEN PARTICIPATION COMMITTEE HAS DONE AND THE CDC WILL, THE FULL COMMISSION WILL APPROVE, UM, THE COMMITTEE'S RECOMMENDATION, OR YOU GUYS WILL HAVE AN OPPORTUNITY TO DISCUSS.

AND THEN FINAL VOTE IN THE MONTH OF NOVEMBER, WE WILL, ONCE THE COMMITTEE PRESENTS AS RECOMMENDATIONS FOR OUR COMMUNICATION AND OUTREACH PLAN FOR OUR 25 26 BUDGET DEVELOPMENT.THAT IS IN YOUR, THE FULL COMMISSION WILL VOTE ON NOVEMBER THE SEVENTH.
THAT MONTH WE WILL SEND YOUR RECOMMENDATIONS TO THE CITY COUNCIL AND WE SHARE WITH COUNCIL WHAT THE COMMITTEE HAS RECOMMENDED FOR OUR OUTREACH ACTIVITIES FOR OUR, UH, 25 26 BUDGET.
AND WE GIVE COUNCIL AN OPPORTUNITY TO, UM, ADD OR ANY OTHER ADDITIONAL ANY QUESTIONS THEY MAY HAVE.
SOMETIMES THEY CONTACT THEIR COMMISSION MEMBERS AND ASK ABOUT THE PLAN AND THOSE TYPES OF THINGS.
AND ANY FEEDBACK THAT WE WILL, UM, WE WILL GIVE COUNCIL AN OPPORTUNITY TO WEIGH IN ON YOUR RECOMMENDATIONS IN THE MONTH OF DECEMBER.
STAFF BEGINS TO, UM, IMPLEMENT THOSE RECOMMENDATIONS BECAUSE WE HAVE NEWSPAPER ADS THAT WE HAVE TO GET DRAFTS AND ALL THOSE THINGS TO, UH, THE NEWSPAPER, GET THE FLYERS DONE, GET ALL OF OUR DOCUMENT, UH, HANDOUTS AND MATERIALS PREPARED AND COMPLETED.
UM, SOME, SOME, SOME OF THE NEWSPAPERS THAT THEY HAVE, THEY HAVE THE, THE PAPER PRINTS ONCE A MONTH.
SO IN ORDER FOR US TO COMMUNICATE AND GET IN IN TIME FOR OUR JANUARY MEETINGS, WE HAVE TO HAVE ALL THAT DONE IN DECEMBER.
SO WE WANNA HEAR FROM COUNCIL FEEDBACK.
AND THEN DECEMBER, UH, STAFF IS, UH, IMPLEMENTING THOSE PLANS AND SCHEDULING AND SETTING UP, GETTING, UH, SPACES RESERVED AND ALL THE THINGS FOR OUR JANUARY MEETING.
BUT ALSO IN THE MONTH OF DECEMBER, YOU'LL SEE HERE ABOUT THE EXTENSIONS OF REPROGRAMMING.
UM, THAT IS WHERE, AT THE END OF THE FISCAL YEAR, WHICH IS SEPTEMBER.
UM, WE LOOK AT ALL OF OUR CDBG PROJECTS AND THE FINANCIAL MONITORING COMMITTEE.
WE WILL ASK THEM TO SET A MEETING IN DECEMBER SO THAT, UH, WE WILL BE ABLE TO TALK ABOUT, GO THROUGH THE EXTENSIONS REPROGRAMMING, UH, LIST.
AND THOSE ARE ALL AT THE YEAR END.
WE JUST TAKE A LOOK AT ALL OF OUR, THE FINANCIAL STATUS AND POSITION OF ALL OF OUR CDBG PROJECTS AND STAFF WILL BE AVAILABLE TO ANSWER QUESTIONS.
AND ALL THAT HAPPENS IN DECEMBER, BUT WE'LL BE TALKING A LITTLE BIT MORE AND PROVIDING MORE INFORMATION ABOUT THAT DECEMBER PROCESS AS WE GET CLOSER TO THAT.
WHAT IS NOT ON HERE FOR NOVEMBER IS THAT WE, WE DO HAVE A HOUSING COMMITTEE MEETING IN OCTOBER.
WE WOULD LIKE FOR THE PUBLIC SERVICES COMMITTEE TO CONSIDER A MEETING IN NOVEMBER.
AND WHAT THESE MEETINGS DO WHEN WE MEET WITH THE COMMITTEES BEFORE BUDGET DEVELOPMENT, THAT GIVES US AN OPPORTUNITY TO LOOK AT THE PROGRAMS, ANSWER QUESTIONS, UM, GET, GET TO KNOW WHAT'S GOING ON WITH THE PROGRAM AND MAKE, IF YOU ARE ON THAT COMMITTEE, YOU'LL BE FAMILIAR WITH THE PROGRAM BECAUSE ONCE WE GET TO JANUARY AND WE START THE BUDGET DEVELOPMENT PROCESS, IT, IT'LL JUST INFORM WHAT WE'LL BE DOING, UM, GOING FORWARD.
SO WE HAVE A HOUSING COMMITTEE IN OCTOBER.
IT WOULD BE GREAT IF THE NEIGHBOR, UH, THE PUBLIC SERVICES COMMITTEE COULD MEET IN NOVEMBER.
AND THEN THE FINANCIAL MONITORING COMMITTEE WILL MEET IN DECEMBER.
SO, UH, THAT'S OUR FOUR MONTH LOOK FORWARD NOW.

REVIEW AND MAKE RECOMMENDATIONS FOR HOMELESS SOLUTIONS COMMUNITY SERVICE PROGRAMS. REQUEST FOR CD FUNDS, REVIEW AND RECOMMEND CD FUNDING PRIORITIES FOR HOMELESS SOLUTIONS, COMMUNITY SERVICE PROGRAMS. REVIEW AND RECOMMEND UNIFORM GENERAL POLICIES AND EVALUATION CRITERIA, WHICH APPLIES TO HOMELESS SOLUTIONS, COMMUNITY SERVICE PROGRAMS, REQUESTS FOR CD FUNDS, AND REVIEW AND RECOMMEND CRITERIA DETAILING THE TYPES OF ORGANIZATIONS THAT MAY RECEIVE CD FUNDS.

PUBLIC SERVICES CAN STRENGTHEN COMMUNITIES BY ADDRESSING THE NEEDS OF SPECIFIC POPULATIONS AND BY SUPPORTING ECONOMIC DEVELOPMENT.
THE CDBG REGULATIONS ALLOWED THE USE OF GRANT FUNDS FOR A WIDE RANGE OF PUBLIC SERVICES ACTIVITIES, INCLUDING BUT NOT LIMITED TO, CHILDCARE, HEALTHCARE, JOB TRAINING, RECREATION PROGRAMS, EDUCATION PROGRAMS, AND MANY OTHERS LISTED HERE.
IN ADDITION, THE COST OF OPERATING AND MAINTAINING A PORTION OF A SPECIFIC IN WHICH THE CDBG FUNDED PUBLIC SERVICE IS LOCATED.
AND THE LEASE OF FURNISHING EQUIPMENT OR OTHER PERSONAL PROPERTY NEEDED FOR AN ELIGIBLE PUBLIC SERVICE MAY BE PAID FOR A-C-D-B-G PUMP.
PAYING FOR THE OPERATION AND MAINTENANCE OF AN ENTIRE PUBLIC FACILITY THAT IS ONLY PARTIALLY USED BY A-C-D-B-G ASSISTED ACTIVITY IS NOT PERMITTED.
PUBLIC SERVICES ARE AN INTEGRAL PART OF A COMPREHENSIVE COMMUNITY DEVELOPMENT STRATEGY.
THEY CAN ADDRESS A RANGE OF INDIVIDUAL NEEDS AND CAN INCREASE THE IMPACT OF CDBG DOLLARS BY COMPLEMENTING OTHER ACTIVITIES.
FOR EXAMPLE, EMPOWERMENT GRANTEES AND UNITS OF GENERAL LOCAL GOVERNMENT DURING ACTIVE REFERRED TO AS GRANTEES, MAY COMBINE FINANCIAL COUNSELING SERVICES, WHICH CAN BE FUNDED AS A PUBLIC SERVICE ACTIVITY WITH HOUSING REHABILITATION ASSISTANCE TO HELP OWNERS MANAGE FINANCES TO MAINTAIN THE
WHEN USING CDEG TO FUND PUBLIC SERVICES, THERE ARE SOME GENERAL RULES TO KEEP IN MIND.
FIRST, GRANTEES CANNOT USE CDBG TO REPLACE MUNICIPAL FUNDS.
THIS MEANS THAT THE SERVICE COULD NOT HAVE BEEN PROVIDED BY THE MUNICIPALITY IN THE 12 MONTHS PRIOR TO SUBMISSION OF THE RELEVANT ACTION PLAN.
FOR EXAMPLE, CDBG FUNDS CANNOT BE USED FOR THE SALARY OF A YOUTH SERVICES COORDINATOR IF THE TOWN ALLOCATED THAT SALARY IN ANNUAL BUDGET THE YEAR BEFORE.
SECONDLY, THE PUBLIC SERVICE MUST BE A NEW OR EXPANDED SERVICE.
TO QUANTIFY AS AN EXPANDED SERVICE, GRANTEES MUST DEMONSTRATE THAT THERE HAS BEEN A QUANTIFIABLE INCREASE IN THE SERVICE THAT WAS DELIVERED IN THE 12, 12 MONTHS PRIOR TO THE GRANTEE'S LATEST ACTION PLAN.
FOR EXAMPLE, IF A GRANTEE WANTS TO FUND AN EXISTING NEON PROGRAM FOR SENIORS, IT LIKELY WOULD NOT

BE ELIGIBLE FOR CDBG ASSISTANCE.HOWEVER, IF THE GRANTEE WANTED TO EXPAND THE NEON PROGRAM TO INCLUDE A JOB TRAINING COMPONENT TO TRAIN PEOPLE IN FIELD PREPARATION AND BOOKING, THEN END THE JOB TRAINING COMPONENT TO BE ELIGIBLE TO ENSURE THAT YOU COMPLY WITH THESE RULES.
PLAN EARLY AND TALK WITH YOUR MUNICIPAL LEADERSHIP AND FINANCE DEPARTMENT ABOUT YOUR PLANNED ACTIVITIES FOR THE YEAR.
THIRD, CERTAIN ACTIVITIES ARE NOT ELIGIBLE.
THEY INCLUDE FUNDING FOR ACTIVITIES ALREADY PROVIDED BY A CITY OR STATE.
ONGOING FUNDING FOR MUNICIPAL SERVICES AND DIRECT PAYMENTS TO INDIVIDUALS PAYMENTS MUST GO DIRECTLY TO SERVICE PROVIDERS.
CONTINUOUS INCOME PAYMENTS FOR NON-EMERGENCY PAYMENTS FOR MORE THAN THREE CONSECUTIVE MONTHS, SUCH AS ONGOING CANCER CITIES OR
OR FOR ACTIVITIES THAT INCLUDE RELIGIOUS WORKERS INSTRUCTION OR COUNSELING LABS.
ENTITLEMENT GRANTEES MUST LIMIT THEIR FUNDING OBLIGATIONS TO 15% OF THEIR ANNUAL GRANT ALLOCATION PLUS PROGRAM INCOME AND STATE GRANT RATES MUST LIMIT THEIR EXPENDITURES ON PUBLIC SERVICE ACTIVITIES.

HOUSING ACTIVITIES MUTUALLY ADDRESS THE CDBG NATIONAL I ALTERNA OF BENEFITING LOW AND MODERATE INCOME HOUSEHOLDS.
WHEN CDVG FUNDS ARE LEVERAGED WITH PRIVATE AND OTHER PUBLIC DOLLARS,
YOU CAN REVITALIZE NEIGHBORHOODS, ENSURE THAT RESIDENTS ARE MORE INVESTED THROUGH HOME OWNERSHIP AND PRODUCE GOOD QUALITY REPORTS.
