SO, JUST A QUICK SUMMARY, CITYWIDE SUMMARY.
UH, YOU'VE GOT THAT 19% DECREASE.
UM, ALL OF YOUR INDIVIDUAL CRIME COUNTS, UM, ARE DOWN YEAR TO YEAR.
SO, UM, ROBBERIES BOTH TYPES, ROBBERIES AND BUSINESS ROBBERIES.
UM, AGGRAVATED ASSAULTS, UM, AND, AND MURDERS ARE UP RELATIVE TO WHERE THEY WERE THREE YEARS AGO THAT WAS PRE COVID.
UM, SO WE WE'RE ALWAYS CAREFUL TO SAY THAT YOUR ACTUAL NUMBERS OF, OF MURDERS AND, AND AGGRAVATED ASSAULTS HAVE FALLEN EVERY YEAR SINCE THE CRIME PLAN STARTED.
YOU'RE NOT QUITE BACK TO WHERE YOU WERE BEFORE COVID BEGAN.
UM, BUT THIS YEAR, UM, AND I JUST WAS LOOKING AT THE, THE, THE YEAR TO DATE NUMBERS WITH CHIEF GARCIA, UM, ON A REALLY GOOD TRAJECTORY WITH RESPECT TO MURDERS AND AGGRAVATED ASSAULTS.
UM, SO FAR THIS YEAR, UM, YEAR TO DATE, MURDERS ARE DOWN 25% OVER LAST YEAR.
SO, UM, THE, THE DECREASE THE TRAJECTORY THAT WE SAW IN THOSE TWO GRAPHS CONTINUES WITH RESPECT TO YOUR TWO MAJOR VIOLENT CRIME TYPES.
UM, AND THAT'S, THAT'S VERY GOOD NEWS AS YOU HEAD INTO THE LAST QUARTER OF, UM, 2024.
SO WE'LL, WE'LL TRANSITION NOW AND, AND TALK A LITTLE BIT ABOUT, UM, RESULTS IN OUR, OUR TREATMENT AREAS, OUR, OUR, OUR HOTSPOTS, OUR GRIDS, AS YOU ALL HAVE COME TO KNOW THEM.
UM, SO THERE'S BEEN AN AVERAGE DECREASE OF ABOUT A THIRD, UH, IN VIOLENT CRIME IN YOUR TREATED HOTSPOTS, UM, COMPARED TO WHERE WE WERE THREE YEARS AGO.
UM, AND, YOU KNOW, WE ALSO TRACK CRIME IN THE, IM IMMEDIATE AREA, RIGHT AROUND THOSE TREATED GRIDS TO CHECK FOR DISPLACEMENT OR THE OPPOSITE OF THAT, WHAT WE CALL DIFFUSION OF BENEFITS, WHERE THOSE, WHERE THE GRIDS IN THE AREA OR THE AREAS IMMEDIATELY SURROUNDING YOUR TREATED HOTSPOTS ACTUALLY BENEFIT BY ABOUT 7%, UM, COMPARED TO THE, UH, UH, WHERE THEY WERE THREE YEARS AGO.
SO, UH, WE'VE SEEN NO CRIME DISPLACEMENT OVERALL.
UM, IN FACT, WE'VE SEEN A BENEFIT IN THE AREAS SURROUNDING YOUR TREATED HOTSPOTS, THEM, WHICH THEMSELVES ARE DOWNED CONSIDERABLY FROM WHERE THEY WERE THREE YEARS AGO.
UM, IN YEAR THREE, THAT TRAJECTORY WAS EVEN STEEPER.
SO YOU SAW ALMOST A 40% REDUCTION IN, IN VIOLENT CRIME IN YOUR TREATED HOTSPOTS.
THESE ARE THE, THE MOST VIOLENT PLACES IN DALLAS, UM, AND ALMOST A 50% DECREASE IN THE SURROUNDING CATCHMENT AREAS COMPARED TO THE PREVIOUS YEAR.
SO, AS YOU KNOW, ONE OF THE THINGS WE TRACK CAREFULLY WITH DPD IS, UM, YOU KNOW, WE'RE OFFICERS WHERE WE WANTED THEM TO BE AT THE PLACES AND TIMES WE WANTED THEM TO BE THERE.
WE CALL THAT TREATMENT FIDELITY.
UM, IN THIS LAST YEAR, IN YEAR THREE, UM, YOU HAD ABOUT A, AN 84% FIDELITY RATE THAT'S REALLY HIGH, AND, UM, PARTICULARLY IN THE LAST FEW PERIODS.

UM, AND, AND, YOU KNOW, DIFFERENT, UH, AREAS HAVE CYCLED INTO THE STRATEGY.
UM, THERE ARE NOW FIVE TREATMENT AREAS.

IN FACT, UM, WE, WE, WE RECOMMENDED AND OR ARE WORKING WITH DPD TO RECOMMEND THAT, THAT THAT TREATMENT LOCATION BE PUT INTO A MAINTENANCE PHASE, UM, AND THAT WE ACTUALLY CYCLE IT OFF OF THE OFFICIAL TREATMENT LIST AND REPLACE IT WITH ANOTHER LOCATION.
SO WE'RE WORKING ON THAT WITH DPD RIGHT NOW.
UM, BUT THAT'S BEEN A, YOUR PROBABLY BEST SUCCESS STORY.
UM, THAT WAS OUR NUMBER ONE CRIME GRID, IF YOU RECALL, WHEN WE STARTED THREE YEARS AGO.
UM, AND THE CHANGE THERE HAS BEEN SIGNIFICANT, UM, IN THE RIGHT DIRECTION.

UM, WE'VE HAD AN, UH, A, A NUMBER OF REARRESTS, BUT NONE OF THEM SO FAR HAVE BEEN FOR A VIOLENT GUN CRIME.
UM, AND THAT'S A, THAT'S A BIG, THAT'S A BIG WIN SO FAR.
UM, THERE'S, UH, THERE'S MORE WORK TO BE DONE HERE, UH, WITH FOCUS DETERRENCE NE NEXT SLIDE, PLEASE.

AND, UH, WE WORK WITH 'EM VERY CLOSELY EVERY 60 DAYS, UM, TO ROTATE TREATMENTS.
UM, P AND I IS HAS ALSO BEEN A SUCCESS.
THERE'S OBVIOUSLY, THESE ARE VERY CHALLENGING PLACES WHERE DPD AND ITS PARTNERS ARE WORKING, UM, THOSE PLACES, SOME OF THEM CONTINUE TO BE CHALLENGING PLACES, BUT, UM, BUT OVERALL, THIS IS, THIS, THIS STRATEGY HAS MOVED THE NEEDLE, UM, IN A NUMBER OF THOSE PLACES.

WE'RE THE COMMANDERS OVER THE PERSONNEL DIVISION, AND WE'LL BE DISCUSSING OUR RECRUITING AND RETENTION EFFORTS FOR THE MONTH OF AUGUST.
SO, WE'VE HAD ADDITIONAL DISCUSSIONS REGARDING OUR EMPLOYEE REFERRAL PROGRAM, AND WE'VE MADE SOME AMENDMENTS THAT WE BELIEVE WILL MAKE THE PROGRAM MORE APPEALING TO OUR OFFICERS.
THE TOTAL PAYOUT NOW PER REFERRAL HAS BEEN CHANGED TO $5,000 TO INCLUDE THE LISTED PAYOUT.
UH, THE PAYMENT, UM, BENCHMARKS THAT YOU SEE HERE, THE REFERRING OFFICER WILL RECEIVE $1,000 FOR EACH OF THE FOLLOWING WHEN THE REFERRED APPLICANT GRADUATES FROM THE ACADEMY.
AND WHEN THEY COMPLETE THE PROBATION, THE REFERRING OFFICER WILL RECEIVE AN ADDITIONAL PAYMENT OF 3000 WHEN THE REFERRED APPLICANT REACHES THEIR FIVE YEAR ANNIVERSARY.
THIS PROGRAM WILL BEGIN AS A PILOT ON OCTOBER 1ST, WHICH MEANS THAT ANY OFFICERS WHO REF, WHO REFER APPLICANTS TO CLASSES AFTER OCTOBER 1ST WILL BE ELIGIBLE.

FOR EXAMPLE, WE HAD SIX ACADEMY CLASSES IN 2021.
175 RECRUITS STARTED THE ACADEMY IN THOSE CLASSES, 143 OF THEM GRADUATED, AND 127 OF THEM COMPLETED FIELD TRAINING.
THIS CHART SHOWS THE REASONS WHY RECRUITS DID NOT GRADUATE IN THE, IN THE YEARS FROM 2021 TO PRESENT.
THOSE REASONS INCLUDED ACADEMIC FAILURE, RESIGNATION, TERMINATION, PHYSICAL TRAINING, OR THEY WERE RECYCLED TO ANOTHER CLASS AGAIN IN, UH, FOR EXAMPLE, IN 2021, WE HAD ONE ACADEMIC FAILURE, 12 RESIGNATIONS, TWO TERMINATIONS.
TWO WERE UNABLE TO PASS PHYSICAL TRAINING AND 15 WERE RECYCLED.

FOR FISCAL YEAR 24, CIVIL SERVICE HAS REFERRED 1,139.
POLICE APPLICANTS TO DPD 703 HAVE BEEN OR ARE CURRENTLY BEING PROCESSED.
31 FAILED BACKGROUND AND 180 7 HAVE ENTERED THE ACADEMY.
SO FAR TO THE RIGHT ARE OUR QUARTER THREE YEAR TO DATE NUMBERS FOR OUR NINE ONE ONE CALL TAKERS AND POLICE DISPATCHERS.

OF THOSE WHO TOOK THE EXAM, 79 PASSED, UH, 58 OF OUR 260 POLICE DISPATCHER.

OUR TEAM ATTENDED 10 RECRUITING EVENTS IN AUGUST TO INCLUDE THE NATIONAL ASIAN POLICE OFFICER ASSOCIATION IN NASHVILLE, TENNESSEE, AND THE POLICE RECRUITING AND RETENTION SUMMIT IN ORLANDO, FLORIDA.
FOR THE TWO ONSITE RECRUITING EVENTS THAT WE HELD IN AUGUST 74, APPLICANTS PARTICIPATED REPRESENTING THEIR HOME STATES OF TEXAS, WISCONSIN, CALIFORNIA, WASHINGTON, COLORADO, PUERTO RICO, FLORIDA, ARIZONA, AND GEORGIA.
THESE APPLICANTS HEARD ABOUT US FROM JOB FAIRS AND SOCIAL MEDIA, BUT THE MAJORITY HEARD FROM US OR HEARD ABOUT US FROM DALLAS POLICE.NET AND OTHER DALLAS PD OFFICERS.

OUR CERT PROGRAM OFFERS A CONSISTENT APPROACH TO VOLUNTEER TRAINING AND TEAM ORGANIZATION SKILLS SO THAT OUR PUBLIC SAFETY DEPARTMENTS CAN FOCUS MORE ON COMPLEX TASK DURING DISASTERS AND EMERGENCIES.

AND MOST RECENTLY IN JUNE, THE, UH, STRAIGHT LINE WIND EVENT, UH, MEGA A SHELTER OPERATION.
SO HURRICANE HARVEY IN 2017, GOING ALL THE WAY BACK TO HURRICANE IKE AND GUSTAV, UH, MEGA SHELTER OPERATIONS.
ONE OF OUR MOST COMPLEX AND LONG-TERM ACTIVATIONS THAT WE ALL REMEMBER WAS DURING THE CITY AND COUNTY CO VACCINE OPERATIONS HERE AT THE K BAILEY HUTCHINSON, UH, CONVENTION CENTER, AND IN SUPPORT OF DALLAS FIRE RESCUE AND ALSO OVER AT FAIR PARK IN SUPPORT OF THE DALLAS COUNTY HEALTH AND HUMAN SERVICES VACCINE OPERATION.

DALLAS CERT STANDS READY TO SUPPORT ALL OF THE CITY OF DALLAS DEPARTMENTS WITH THEIR VOLUNTEER NEEDS.
SO NOT JUST DISASTER PREPAREDNESS, BUT UH, ALL KINDS OF CIVIC OPPORTUNITIES.
COMMUNITY EVENTS, WE ARE AVAILABLE TO BE CALLED UPON BY THE CITY DEPARTMENTS.
OUR OFFICE RELIES VERY HEAVILY ON THE COMMUNITY PARTNERSHIPS THAT WE'VE DEVELOPED WITH CORPORATE AND NONPROFIT AGENCIES.
IN THE LAST COUPLE OF YEARS, WE HAVE HAD A VERY INTENTIONAL FOCUS ON PARTNERSHIPS WITH THE SMALLER GRASSROOTS ORGANIZATION IN THE CITY, AS THEY HAVE ALREADY, THEY ARE ALREADY EMBEDDED IN THE NEIGHBORHOODS AND COMMUNITIES THAT ARE AFFECTED BY DISASTERS AND ARE OFTENTIMES THE FIRST TO RESPOND DURING DISASTERS AND EMERGENCIES.
IT'S VERY IMPORTANT FOR US TO DEVELOP THOSE RELATIONSHIPS BEFORE AN EVENT SO THAT WE CAN BETTER WORK TOGETHER TO SERVE THE AFFECTED RESIDENTS.
OUR EMERGENCY MANAGEMENT STAFF, OUR CERT INSTRUCTORS, AND OUR CERT VOLUNTEERS ARE TRAINED TO PROVIDE DISASTER PREPAREDNESS PRESENTATIONS TO THE COMMUNITY.
THESE PRESENTATIONS CAN BE TAILORED BOTH TO AUDIENCE AND TO THE SEASON THAT WE ARE IN AND PROVIDE BASIC DISASTER PREPAREDNESS INFORMATION TO BUSINESSES, FAITH-BASED ORGANIZATIONS, NEIGHBORHOOD ASSOCIATIONS, AND OTHER COMMUNITY GROUPS.
WE LIKE TO THINK THAT WE'RE PROVIDING A TEASER TO OUR, UH, PREPAREDNESS INFO AND ENCOURAGE THE PARTICIPANTS THAT ATTEND THOSE PRESENTATIONS TO THEN JOIN OUR LONGER, UH, 20 HOUR CERT PROGRAM.
WE WILL FINISH UP THIS FISCAL YEAR HAVING PROVIDED NEARLY 200 PRESENTATIONS, TOTALING OVER 300 STAFF AND VOLUNTEER HOURS DEDICATED TO MAKING SURE THAT OUR RESIDENTS ARE BETTER PREPARED.

A NEW ADDITION TO OUR COMMUNITY PREPAREDNESS PROGRAM IS CENTERED AROUND EMERGENCY FINANCIAL EMPOWERMENT.OUR OFFICE, ALONG WITH THE OFFICE OF COMMUNITY, UH, THE OFFICE OF COMMUNITY CARE AND OTHER INTERNAL DEPARTMENTS AND EXTERNAL AGENCIES ARE BUSY DEVELOPING A NETWORK THAT FOCUSES ON THE INTERSECTION OF FINANCIAL EDUCATION AND DISASTER PREPAREDNESS SO THAT WE CAN PROVIDE OUR RESIDENTS WITH THE TOOLS THAT THEY NEED TO BE BETTER FINANCIALLY PREPARED IN THE EVENTS OF DISASTERS AND EMERGENCIES.
OUR CITY WAS ONE OF FIVE CITIES ACROSS THE UNITED STATES TO RECEIVE A GRANT FROM THE CITIES FOR FINANCIAL EMPOWERMENT TO ASSIST IN BUILDING A NETWORK.
THIS WAS ACTUALLY BRIEFED TO THE PUBLIC SAFETY COMMITTEE ON AUGUST THE 27TH, AND THEN APPROVED BY CITY COUNCIL ON AUGUST THE 28TH.
SO OUR NEXT STEPS, UM, AS SOME OF YOU HEARD IN THE PRESS CONFERENCE JUST PRIOR TO THIS MEETING, UH, WE ARE HAVING A PREPAREDNESS FAIR, UH, IN CONJUNCTION WITH OUR, OUR PUBLIC SAFETY DEPARTMENTS AND MANY DISASTER RELIEF AGENCIES IN COLLABORATION WITH THE UNIVERSITY OF NORTH TEXAS DALLAS CAMPUS IN THE SOUTHERN SECTOR.

SO FAR AS, UM, TRANSFERRING CITY PRISONERS, UM, THEY WERE, THEY WERE ACTUALLY, UH, SUGGESTING THAT THE MARSHALS DO A PICKUP AND TRANSFER TO THE CITY DETENTION CENTER.
AS YOU KNOW, THE CITY DETENTION CENTER IS NOT IN STANDARDS AS A JAIL.
UM, SO THEREFORE WE, WE DID NOT AGREE TO THAT.
UM, AS FAR AS, UM, CITY PRISONERS, UM, IF THEY WERE TAKEN INTO DALLAS COUNTY FOR A CHARGE OF A CLASS C, THEY WERE NOT PROCESSING THAT.
SO WE ARE WORKING TOWARDS GETTING THAT JAIL ARRANGEMENTS FOR CLASS C TO GO INTO, UH, LUSTER AND GET THOSE PROCESSED.
AND THEN EVEN FOR FELONY CHARGES THOUGH, DALLAS RESIDENTS WHO ARE INCARCERATED TO STAY AT STERRETT AND THEN TAKE SOMEBODY WHO'S FROM OKLAHOMA THAT'S THERE AND LET THEM BE MOVED IF THEY HAVE TO GO TO AN OVERFLOW SITUATION.
SO ARE WE PRIORITIZED? UM, SO WE ARE PRIORITIZED AS FAR AS, UM, PROCESSING CITY PRISONERS AS FAR AS, UM, IF THEIR JAIL POPULATIONS, IT'S FOR OVERCROWDING, THEY WILL DENY, THEY'LL JUST DENY THEY WON'T EVEN MOVE TO ANOTHER JAIL.

SO WHY DON'T YOU TELL US HOW MANY RESIDENTIAL PERMITS THERE ARE AND HOW MANY BUSINESS PERMITS? OKAY.
OH, AND WHEN I ANSWER THIS, IT'LL BE, THERE'S A DISTINCTION BETWEEN PERMITS AND ACTIVE PERMITS BECAUSE SOMEONE HAD A PERMIT, BUT THEY MIGHT NOT HAVE RENEWED IT OR IT'S LAPSED.

YOU KNOW, LIKE THE VENDOR PROVIDES THE TECHNOLOGY THAT INTEGRATES, THAT INTEGRATES WITH CAD AND, AND THE BILLING SYSTEM.
SO IT'S, IT'S VERY MUCH A TECHNOLOGY DRIVEN PROJECT.
IT'S A, AND SO BRINGING IT IN-HOUSE WOULD REQUIRE THAT WE WOULD HAVE, WE WOULD HAVE TO LIKE IN-HOUSE, DEVELOP OUR OWN PROGRAM.

THIS IS A CONTRACT WITH A VENDOR TO HELP PROVIDE, UM, OVERSIGHT OVER OUR INFRASTRUCTURE, INCLUDING, UM, THE BADGE TECHNOLOGY, THE, THE ACCESS CONTROL SYSTEMS, PLUS THE GATES AND THE INFRASTRUCTURE THAT SUPPORT THE GATES AT OUR, AT OUR LOCATIONS.
AND IT ALSO PROVIDES ACCESS CONTROLS AT ALL, AT ALL FACILITIES THAT THE POLICE HAVE TO HAVE ACCESS TO.
SO HOW MANY STATIONS HAVE, UM, GATES THAT ARE NOT PROPERLY FUNCTIONING? WE HAVE EIGHT LOCATIONS THAT THIS CONTRACT COVERS FOR GATES AND THE VARIOUS STATIONS WILL BE OPERATIONAL OR NOT OPERATIONAL AT ANY GIVEN TIME.
SO I DON'T, I DON'T KNOW RIGHT NOW AT THIS MOMENT IN TIME, I DON'T HAVE A STATUS OF WHICH ONES ARE, ARE NOT OPERATIONAL, BUT I KNOW THAT IT'S, IT'S ALWAYS CHANGING BECAUSE IT, WE MIGHT SEND SOME A REPAIR OUT TO FIX IT AND IT'S WORKING AND THEN A COUPLE WEEKS LATER, ANOTHER GATE MIGHT GET HIT OR, AND NOW IT'S NOT OPERATIONAL.
SO IT'S ALWAYS GONNA BE CHANGING.
WELL, I'M JUST GONNA TELL YOU, I THINK IT'S UNACCEPTABLE FOR OUR POLICE STATION OF GATES THAT AREN'T FUNCTIONING.
AND WHEN I SEE THE, UM, GRID FOR FUNDING THIS OVER MULTIPLE YEARS, IT'S A LITTLE BIT ALARMING BECAUSE I THINK IT NEEDS TO BE FUNDED IMMEDIATELY.
AND, YOU KNOW, WHEN THE GATES WERE PUT IN, YOU KNOW, AFTER SEVEN SEVEN, IT WAS A PRIORITY.
AND I DON'T UNDERSTAND WHAT THE POINT OF HAVING A GATE IS IF IT'S NOT CLOSING.

THERE'S ADDITIONAL MONEY IN FUTURE BUDGETS BECAUSE WE KNOW THAT AT ANY GIVEN TIME, A GATE COULD GET HIT, WE COULD HAVE A STORM.
WE, WE DON'T HISTORICALLY HAVE MONEY READY AND AVAILABLE TO REPLACE A GATE, EVEN THOUGH THAT'S THE REALITY.
SO WE DO HAVE MONEY IN OUR FUTURE BUDGETS TO COVER THOSE CIRCUMSTANCES.
AND WE ALSO HAVE AN INTENTION OF NEXT YEAR HAVING AN ARCHITECTURE AND ENGINEERING FIRM GO TO ALL LOCATIONS AND STUDY THE GATES.
BECAUSE IN SOME CASES WE KNOW THAT THE GATE MIGHT BE, IT MIGHT BE BETTER SUITED TO BE MOVED AT A DIFFERENT LOCATION, OR WE MIGHT NEED A DIFFERENT TYPE OF GATE, A BETTER HIGH A, A MORE FUNCTIONING GATE THAT LENDS ITSELF TO THE SITUATION OF THAT, OF THAT STATION.
SO, UH, THE MONEY IN FUTURE YEARS WILL COVER THAT WORK, THIS CONTRACT.
HOWEVER, JUST TO BE CLEAR, IT WILL, IT WILL PROVIDE IMMEDIATE REPAIRS TO GET ALL GATES FUNCTIONING.
SO BY WHAT POINT WILL YOU BE ABLE TO SIT THERE AND SAY, ALL OUR GATES WORK BY THE THIRD QUARTER, BY THE THIRD QUARTER OF NEXT YEAR, WE BELIEVE ALL THE GATES WILL BE WORKING.
UM, AS I MENTIONED, THE, THE, THE A E FIRM WILL DO, WILL DO THEIR ASSESSMENTS, AND WE MIGHT FIND THAT WE NEED TO MAKE A COMPLETE RENOVATION AT THIS PARTICULAR STATION BECAUSE THE GATE IS, IS NOT PROPER.
