YEAR TO DATE MURDERS ARE DOWN 25% OVER LAST YEAR.
AND THAT'S VERY GOOD NEWS AS YOU HEAD INTO THE LAST QUARTER OF 2024.
SO, THERE'S BEEN AN AVERAGE DECREASE OF ABOUT A THIRD IN VIOLENT CRIME IN YOUR TREATED HOTSPOTS COMPARED TO WHERE WE WERE THREE YEARS AGO.
AND, YOU KNOW, WE ALSO TRACK CRIME IN THE IMMEDIATE AREA RIGHT AROUND THOSE TREATED GRIDS TO CHECK FOR DISPLACEMENT, OR THE OPPOSITE OF THAT, WHAT WE CALL DIFFUSION OF BENEFITS, WHERE THOSE WHERE THE GRIDS IN THE AREA OR THE AREAS IMMEDIATELY SURROUNDING YOUR TREATED HOTSPOTS ACTUALLY BENEFIT BY ABOUT 7% COMPARED TO THE WHERE THEY WERE THREE YEARS AGO.
SO WE'VE SEEN NO CRIME DISPLACEMENT OVERALL.

IN THIS LAST YEAR, IN YEAR THREE YOU HAD ABOUT AN 84% FIDELITY RATE THAT'S REALLY HIGH AND PARTICULARLY IN THE LAST FEW PERIODS. SO TREATMENT.
TREATMENT FIDELITY IS, IS YOU KNOW, IT'S WAXED AND WANED, BUT OVERALL IT'S BEEN GREAT.
AND IT HAS A LOT TO DO WITH WHY VIOLENT CRIME IS DOWN SO SIGNIFICANTLY IN YOUR IN THE TREATED AREAS IS BECAUSE OFFICERS WERE THERE WHEN THEY NEEDED TO BE THERE.

ALONG WITH COUPLED WITH THE PROVISION OF SOCIAL SERVICES, WRAPAROUND SERVICES TO INDIVIDUALS WHO ARE ON THIS HIGH RISK LIST OF INDIVIDUALS WHO ARE WILLING TO ACCEPT THOSE SERVICES AND TO CHANGE THEIR LIFESTYLES.
AND SO THAT, IN A NUTSHELL, IS WHAT FOCUSED DETERRENCE IS.

THEY INITIALLY REQUESTED 145 SEPARATE SERVICES, AND THERE HAVE BEEN NEARLY A THOUSAND CONTACTS WITH THESE INDIVIDUALS OR ATTEMPTS TO CONTACT THEM, EITHER BY DPD OR BY THEIR SOCIAL SERVICE PARTNERS.
WE'VE HAD A NUMBER OF REARRESTS, BUT NONE OF THEM SO FAR HAVE BEEN FOR A VIOLENT GUN CRIME.
AND THAT'S A THAT'S A BIG THAT'S A BIG WIN SO FAR.
THERE'S MORE WORK TO BE DONE HERE WITH FOCUSED DETERRENCE.
THAT'S A BEST PRACTICE WITHIN THE FOCUS DETERRENCE SPACE.
WE'VE NOT BEEN ABLE TO DO THAT YET, BUT WE'RE GOING TO BE MOVING TOWARD, I THINK, IN THE NEAR FUTURE, A CUSTOM NOTIFICATION MODEL WHERE WE'LL ACTUALLY SEND OUT TEAMS OF INDIVIDUALS TO CONTACT THESE HIGH RISK OFFENDERS WHERE THEY ARE AT THEIR PLACES OF RESIDENCE.

THERE'S OBVIOUSLY THESE ARE VERY CHALLENGING PLACES WHERE DPD AND ITS PARTNERS ARE WORKING.

BUT OVERALL, THIS IS THIS, THIS STRATEGY HAS MOVED THE NEEDLE IN A NUMBER OF THOSE PLACES.
SO ANYTHING THE CITY CAN DO, THE CITY ATTORNEY'S OFFICE CAN DO TO BRING LEGAL LEVERS TO BEAR AGAINST THESE PROPERTIES WHEN THEY ARE RECALCITRANT, WHEN THEY ARE NOT WORKING EFFECTIVELY AS PARTNERS TO IMPROVE SAFETY IN THE LOCATION HAS NOW IS NOW SHOWN TO BE AN EVIDENCE BASED STRATEGY TO REDUCE VIOLENCE IN THESE KINDS OF CHALLENGED MULTIFAMILY APARTMENT COMPLEXES.
AND SO THAT IS OUR RECOMMENDATION.

I'LL TALK ABOUT OUR COMMUNITY PARTNERSHIP AND COMMUNITY ENGAGEMENT INITIATIVES.
AND FINALLY, OUR EMERGENCY FINANCIAL EMPOWERMENT NETWORK, WHICH IS A NEW INITIATIVE IN OUR OFFICE.
OUR CERT PROGRAM OFFERS A CONSISTENT APPROACH TO VOLUNTEER TRAINING AND TEAM ORGANIZATION SKILLS, SO THAT OUR PUBLIC SAFETY DEPARTMENTS CAN FOCUS MORE ON COMPLEX TASKS DURING DISASTERS AND EMERGENCIES.
AFTER OUR VOLUNTEERS ARE TRAINED IN BASIC DISASTER PREPAREDNESS, THEY ARE OFFERED ADDITIONAL TRAINING OPPORTUNITIES LOCALLY AND TOPICS SUCH AS INCIDENT COMMAND, CPR, AED, AMATEUR RADIO AND MUCH, MUCH MORE.
OUR THIRD ACTIVATIONS DATE BACK TO 2007 DURING THE SOUTHWEST GAS INDUSTRIAL ACETYLENE GAS TANK EXPLOSIONS THAT ENDED UP ON INTERSTATE 35.
WE WERE ABLE TO SUPPORT DALLAS POLICE DEPARTMENT.
ALSO SEVERAL RESIDENT RESOURCE CENTER ACTIVATIONS THAT WE HAVE HAD POST TORNADOES AND MOST RECENTLY IN JUNE, THE STRAIGHT LINE WIND EVENT MEGA SHELTER OPERATIONS.
SO HURRICANE HARVEY IN 2017, GOING ALL THE WAY BACK TO HURRICANE IKE AND GUSTAV OF MEGA SHELTER OPERATIONS OVER AT KAY BAILEY HUTCHINSON, ONE OF OUR MOST COMPLEX AND LONG TERM ACTIVATIONS THAT WE ALL REMEMBER WAS DURING THE CITY AND COUNTY COVID VACCINE OPERATIONS HERE AT THE KAY BAILEY HUTCHINSON CONVENTION CENTER AND IN SUPPORT OF DALLAS FIRE RESCUE, AND ALSO OVER AT FAIR PARK IN SUPPORT OF THE DALLAS COUNTY HEALTH AND HUMAN SERVICES VACCINE OPERATION. IN MAY OF 2023, CERT WAS DEPLOYED TO THE DPD SUBSTATIONS ON AN ASSIGNMENT WHICH WAS NEW AND UNUSUAL FOR US, WHICH INVOLVED TRIAGING HUNDREDS OF DPD POLICE VEHICLES TO DETERMINE IF THE CROWDSTRIKE SOFTWARE NEEDED TO BE ADDED TO THEIR EQUIPMENT.
SO NOT JUST DISASTER PREPAREDNESS, BUT ALL KINDS OF CIVIC OPPORTUNITIES, COMMUNITY EVENTS.
WE ARE AVAILABLE TO BE CALLED UPON BY THE CITY DEPARTMENTS.
THESE PRESENTATIONS CAN BE TAILORED BOTH TO AUDIENCE AND TO THE SEASON THAT WE ARE IN, AND PROVIDE BASIC DISASTER PREPAREDNESS INFORMATION TO BUSINESSES FAITH BASED ORGANIZATIONS, NEIGHBORHOOD ASSOCIATIONS, AND OTHER COMMUNITY GROUPS.
