AND ONE OF THE THINGS I DID WAS I MET WITH CRAIG DAVIS, THE CEO AND PRESIDENT OF VISIT DALLAS A COUPLE OF WEEKS AGO.
TALKED TO HIM ABOUT SOME IDEAS AND HE SUGGESTED THAT I COME HERE
UM, ONE OF THE THINGS THAT I DID A COUPLE SUNDAYS AGO IN THE EXTREME HEAT WAS
I WENT TO A COUPLE PLACES TO PETITION.
I WENT TO TRINITY GROVES, I WENT TO THE DEEP EL AND I WENT OVER BY THE TEXAS THEATER TO GET SIGNATURES.
I ALSO GOT SOME ONLINE TO GET SIGNATURES OF ACTUAL CITIZENS AND PEOPLE LOVE THE CITY TO SEE WHAT THEIR THOUGHTS WERE ABOUT ENTERTAINMENT AND MEDIA IN THE CITY OF DALLAS

AND IF THEY THINK THAT IT CAN BE IMPROVED AND WHAT THEY WERE LIKE.SO THAT'S ONE THING THAT I TOOK UPON MYSELF THAT I WANTED TO BRING FOR YOU.
AND AS A PERSON WHO IS NOW A FILMMAKER AND, AND WORKING IN THE ARTS WHO LIVED AND WAS BORN AND RAISED IN DALLAS, I WENT TO UNT FOR GRADUATE SCHOOL.
AND I ALSO WENT TO AMERICAN FILM INSTITUTE, WHICH IS A PRETTY PRESTIGIOUS STUDENT IN LOS ANGELES.
AND I, I'VE, I'VE LEARNED, AND I LIVED THERE AND I'VE WORKED AND I SEE A CONTRAST, SHOULD I SAY, IN THE, UM, IN THE ABILITY TO WORK AMONGST THE PEOPLE IN LOS ANGELES AND THE PEOPLE IN DALLAS.
AND JUST WHAT I WANT TO DO IS UP UPLIFT WORKSHOP, FIND SOME THINGS THAT WE CAN, WE CAN REALLY BRING TOGETHER THE PEOPLE OF DALLAS TO ACTUALLY WORK TOGETHER, LEARN THE SKILLS, LEARN THE TERMINOLOGY, UM, AND HAVE THE ABILITY TO WORK IN THE ARTS.
I TRIED TO FILM HERE LAST, LAST YEAR, 2023.
ONE OF THE PROBLEMS THAT I HAD WAS, AS I WAS DIRECTING THE FILM, THE PEOPLE THAT WE HAD ON SET WERE NOT VERY SKILLFUL.
I DON'T MEAN TO PUT MY PEOPLE DOWN AT ALL, BUT THEY JUST WEREN'T EDUCATED ENOUGH TO ACTUALLY KNOW HOW TO PROPERLY WORK ON SET.
AND THAT'S SOMETHING THAT IS, IS VERY, UM, COUNTERINTUITIVE WHILE WE'RE TRYING TO BRING PEOPLE TO THE CITY TO WORK.
RIGHT? I TALKED TO THE PEOPLE OVER AT THE FILM COMMISSION, JENNIFER WALKER, AND WE TALKED ABOUT TRYING TO GET PEOPLE TO SHOOT FILMS HERE, TONY ARMOR AS WELL.
BUT THE PROBLEM IS, IS THAT WE DON'T HAVE THE, THE PERSONNEL TO ACTUALLY WHO ARE ACTUALLY EQUIPPED TO DO THE JOB WELL.
ANOTHER THING THAT WE DON'T KNOW IS THAT THE, THE COST OF EQUIPMENT IS DOUBLE THE COST HERE IN DALLAS AND IT IS IN LOS ANGELES.
SO I WANTED TO JUST SPEAK TO YOU TO TRY TO SEE IF THERE IS SOME WAY, UM, AND IF THERE IS, IF IT'S IN YOUR HEART TO ACTUALLY BE DEDICATED TO BRINGING A AND CULTURE TO A HIGHER POINT.
IN DALLAS, WE'RE THE FIFTH LARGEST MEDIA MARKET.
WE ARE THE FOURTH LARGEST METROPLEX.
WE'RE THE NINTH BIGGEST CITY IN AMERICA.
YET, IN TERMS OF OUR OUTPUT OF ARTS AND CULTURE, WE'RE NOT REALLY ON THE RADAR.
AND THAT'S SOMETHING THAT I WANT TO CHANGE.
UM, SO THAT'S WHY SPEAKING YOU, I HAVE A PLAN IN MIND AND I WOULD LOVE TO BE ABLE TO POSSIBLY MEET WITH SOMEBODY AND RUN SOME THINGS THROUGH.

UM, SO ON, ON, ON, ON THE QUALIFICATIONS DEAL, BECAUSE WE ARE TELLING THE, THE GROUPS THAT WE ARE GOING TO HAVE PEER REVIEW PANELS.
AND SO IT SOUNDS LIKE COMMISSIONER MEEK, UH, IS SEEKING DOCUMENTATION, UH, TO SUPPORT THE QUALIFICATIONS OF OUR PROPOSED PANELISTS.

THEY GET TO PARTICIPATE IN THIS PROCESS THROUGH STAFF, AND WE PLANS WITH HOW DRAFT THOSE GUIDELINES AND DRAFT THOSE THROUGH THE SCORING.
SO WE HAVE SORT OF THAT OBJECTIVE PART OF THAT PROCESS.
AND THEN WE HAVE OUR, WHETHER IT'S ALLOCATIONS COMMITTEE OR THIS FULL BODY, OR SOMETIMES EVEN ALL THE WAY TO COUNCIL, IS OUR ELECTED OFFICIALS OR REPRESENTATIVES.
AND SO BETWEEN THOSE THREE, WE SHOULD HAVE A REALLY WELL-ROUNDED PROCESS FOR OUR RESIDENTS.
WHERE DO WE DRAW THAT LINE? SO RIGHT NOW, THE REQUIREMENTS, I BELIEVE, AND I HAVE TO LOOK DOWN ALL UP SPECIFICALLY, BUT RIGHT, IT'S, I THINK LIVE OR WORK IN DALLAS, UH, OVER 18.
UM, WE HAVE SOME KIND OF CONNECTION WITH THE ARTS, WHETHER IT'S A JOB OR YOU'RE A BOARD MEMBER, OR I THINK IN SOME WAY, SHAPE OR FORM, IT IS ACTIVELY ENGAGED IN THE ARTS AND CULTURE, UH, OR INVESTED IN THE ARTS AND CULTURE SPHERE OF DALLAS.
AND SO OVER THE YEARS THAT I'VE RECOGNIZED, WE'VE BECOME A LITTLE BIT MORE DISCERNING ON WHO, UH, THEY SERVE ON OUR PANEL.
I WOULD BE MORE INCLINED TO CONTINUE TO ALLOW MORE FLEXIBILITY WHEN IT COMES TO OUR RESIDENTS TO PARTICIPATE BECAUSE THEY ARE THE ONES RECEIVING THOSE SERVICES.
AND SO TO YOUR POINT WHEN YOU'RE SAYING, YOU KNOW, I ENJOYED THE ARTS, I WOULD BE CURIOUS TO HEAR THE CONVERSATION AS TO WHY THAT WOULD OR WOULD NOT BE ENOUGH, RIGHT? FOR SOMEONE TO SAY, I AM AN, I'M ACTIVELY ENGAGED IN THE ARTS.

UM, JUST TO SPEAK TO SOME OF YOUR CONCERNS, COMMISSIONER, WE USUALLY HAVE A, I WOULDN'T SAY SUPER ROBUST DISCUSSION, BUT THERE IS TYPICALLY AT THE ALLOCATIONS COMMITTEE MEETING, WHEN THESE NAMES ARE BROUGHT FORWARD, IT'S NOT JUST A RUBBER STAMP.
THERE IS TYPICALLY A DISCUSSION.
ALMOST ALWAYS THERE IS AT LEAST ONE, THERE ARE AT LEAST ONE OR TWO COMMISSIONERS WHO HAVE QUESTIONS FOR JULIA, UM, THAT ARE RAISED ABOUT PARTICULAR PEOPLE.

THE STAFF IS ALWAYS LOOKING FOR THEM, BUT WE ARE ONE OF THE GREATEST SOURCES.
AND THEN I WOULD PROBABLY FINALLY ECHO WHAT GLEN SAID.

AND I DO KNOW THAT JULIA, WHEN SHE PUTS A PANEL TOGETHER, WORKS HARD AT HAVING A MIX OF PEOPLE IN TERMS OF THE, BOTH THE DISCIPLINE, WHAT, YOU KNOW, WHETHER THEY'RE VISUAL ARTS, PERFORMING ARTS, MUSIC, ART, YOU KNOW, AND LEVEL OF EXPERIENCE.
BUT I'M GLAD YOU BROUGHT IT UP 'CAUSE IT WOULD BE VERY EASY FOR THIS TO BECOME A RUBBER STAMP PROCESS.

THANKS TO THE OPERATIONAL FUNDS WE RECEIVE THROUGH THE CITY OF DALLAS OFFICE AND OF ARTS AND CULTURE, WE CAN CONTINUE TO BRING CLASSICAL MUSIC PERFORMANCE AND INSTRUCTION TO AS MANY CORNERS OF OUR COMMUNITY AS POSSIBLE, ENSURING THAT THE ARTS REMAIN A VITAL AND ACCESSIBLE PART OF EVERYONE'S LIVES.

THESE ARE TWO STUDENTS FROM SMU WHO WERE IN A PART OF OUR RISING STARS.
SO WE HAVE, THE FIRST SECTION IS RISING STARS, WHO ARE PRE-PROFESSIONAL OR, UM, SOMETIMES PROFESSIONAL
AND, UM, AND THEN THE FEATURED PERFORMANCE.
AND THAT WAS, UM, LONE STAR WIND ORCHESTRA WIN AND SLIDE NINE.
AND THIS WAS, I THINK THE SLIDE THAT COMMISSIONER SMALL WAS HIT IN.
AND, UM, THERE WERE TWO ISTS AND IT WAS REALLY, REALLY, REALLY LOVELY AND A VERY DIFFICULT PIECE.
UM, AND OUR UPCOMING CONCERTS.

IT WAS LIKE AN HOUR PIECE AND IT WAS, I MEAN, IT WAS LIKE ON SOME ANDRE PREVIN LEVEL MM-HMM.
AND, UH, IF, UH, AND BEING, UH, AN AFRICAN AMERICAN MUSICIAN, IT MADE ME PROUD TO SIT THERE AND WATCH THIS PERFORMANCE OF THIS MUSIC BY THIS GUY THAT, UH, IT, IT WAS JUST INCREDIBLE.
