THE CHC DUTIES AND RESPONSIBILITIES INCLUDE ONE. ADVISE THE CITY MANAGER AND DALLAS CITY COUNCIL ON ISSUES AFFECTING HOMELESSNESS. TWO, ASSIST THE CITY IN EVALUATING NEW AND EXISTING PROGRAMS. THREE. A TEAM OF DEVOTED PROFESSIONALS WILL BE ON SITE TO ADDRESS A MULTITUDE OF NEEDS, RANGING FROM THE COMPLEXITIES OF VARIOUS MENTAL HEALTH DISORDERS, SUBSTANCE ABUSE, EDUCATION, AND VOCATIONAL TRAINING, AND FINANCIAL LITERACY, THE BASIC HUMAN NEEDS, SUCH AS PROVIDING FOOD AND SHELTER. DEVELOPMENT HAS CONTINUED AND THIS PAST SPRING, HOWEVER, THE SITUATION GOT REALLY BAD IN OUR AREA WITH THE ESTABLISHMENT OF THE NUMBER OF SEMI-PERMANENT 10 TO 10, UH, ENCAMPMENTS. I'M REALLY GRATEFUL TO THE CITY FOR THEIR HELP THERE. THOSE AREAS WERE CLEARED IN MAY, AND THE CITY HAS PREVENTED THEIR REESTABLISHMENT. HOWEVER, THERE IS STILL A SIZABLE HOMELESS POPULATION IN THE AREA, AND IT IS STILL IMPACTING THE WELLBEING OF OUR RESIDENTS AND THE MEMBERS OF OUR GYM. IT IS AN IMPEDIMENT TO ME OPERATING AND GROWING MY BUSINESS. WE STILL REGULARLY DEAL WITH TRASH, FECES, AND URINE FROM HOMELESS INDIVIDUALS. I'M VERY GRATEFUL TO THE EFFORTS OF THE DOWNTOWN DALLAS CLEAN AND SECURITY TEAM FOR HELPING TO DEAL WITH THAT. BUT I STILL HAVE TO DEAL WITH IT AND STILL AN IMPACT, RIGHT? WE STILL HAVE INDIVIDUALS REGULARLY HARASSING OUR MEMBERS AND MAKING THEM FEEL UNSAFE WALKING ONTO THOSE STREETS. WE HAVE LIMITED OUR ACTIVITIES OUTSIDE OF THE GYM. WE USED TO RUN ON THE SIDEWALKS ALL THE TIME. WE DON'T DO THAT AS MUCH ANYMORE. WE CALL THREE ONE ONE. WE CALL NINE ONE ONE. WE CALL CIS A WHEN NEEDED. I HOPE NOBODY FEELS THAT THE SITUATION HAS GONE AWAY, AND THAT WAS WHY IT WAS REMOVED. AND I KNOW THE CITY HAS BEEN DEALING WITH THE SQUATTING ISSUE IN THE FORMER FAMILY GATEWAY BUILDING. I'VE ALSO BEEN TRYING TO DEAL WITH THE SAME SITUATION IN THE CANTON STREET, UH, STORAGE BUILDING. AND I KNOW THE CODE COMPLIANCE ORGANIZATION IS TRYING TO HELP US WITH THAT NOW THIS WEEK. RIGHT. I COMPLETELY GET THAT. THERE IS A LONG-TERM EFFORT TO TRY TO FIND TRANSITIONAL AND PERMANENT HOUSING FOR THE HOMELESS. THAT'S GONNA TAKE A LONG TIME. AND I DON'T HAVE ANY EXPERTISE IN THAT AREA. SO THERE ARE SOME SHELTERS THAT ARE CATEGORIZED AS TRANSITIONAL, NOT EMERGENCY, BUT THEY WILL HELP SINGLE FEMALE HEADS OF HOUSEHOLD WITH CHILDREN, BUT NOT ALL TYPES OF FAMILIES. SO WE'VE TRIED TO BE INCLUSIVE IN OUR APPROACH, AND WE'VE BEEN AROUND, WE WERE FOUNDED BY MAYOR ANNETTE STRAUSS ABOUT 38 YEARS AGO. SO WE'VE BEEN AROUND FOR A WHILE. UH, SO IN 2023, UM, THIS LITTLE SLIDE, WHICH THOSE OF YOU WHO KNOW ME HAVE SEEN ME PRESENT THIS LITTLE PIE CHART OVER THE YEARS. THIS IS SORT OF THE INCOMING INTO OUR ACCESS POINT AND IN WHAT STATE FAMILIES ARE IN WHEN THEY'RE SEEKING SERVICES. SO THE BLUE PIE CHART IS 28% OF THE FAMILIES WHO CAME IN 2023 WERE CATEGORIZED AS LIVING IN AN UNINHABITABLE LOCATION. USUALLY A CAR, UM, FAMILIES ARE NOTORIOUSLY HIDDEN. AND SO WE DON'T REALLY SEE THEM ON THE STREET. AND SO WE TEND NOT TO THINK ABOUT THEM, WHICH IS WHY I LIKE TO GIVE A LITTLE REPORT EVERY ONCE IN A WHILE, I'LL JUST SAY, DON'T FORGET ABOUT THIS POPULATION, JUST BECAUSE YOU CAN'T SEE THEM. SO ABOUT 28% LIVING IN THEIR CAR, 24% IN A HOTEL, PAYING THEIR OWN WAY AND RUNNING OUTTA MONEY 16% LAST YEAR, AND CATEGORIZED AS IMMINENTLY HOMELESS, WHICH MEANS THEY WILL BE HOMELESS IN 72 HOURS. AND TYPICALLY THESE ARE PENDING IN EVICTION. ABOUT 4% ARE IN ANOTHER SHELTER AND EITHER NEED TO LEAVE OR WANT TO LEAVE. AND THIS IS PRIMARILY FAMILIES WITH CHILDREN EXITING FROM A DOMESTIC VIOLENCE SHELTER WHO'VE TIMED OUT OF THAT SHORT TERM CARE WHO CAN'T GO HOME. AND THEN THERE'S THIS POPULATION, [00:35:01] WHICH MAKES UP ABOUT 28% OF OF THE FOLKS SEEKING HELP LAST YEAR. WE CATEGORIZE THEM AS DOUBLED UP OR NON-URGENT. THIS MEANS THEY COULD BE LIVING WITH A FAMILY MEMBER, AND THE FAMILY MEMBER IS NOT KICKING THEM OUT, BUT THEY DON'T WANNA BE THERE ANYMORE. THAT'S A VERY TYPICAL SORT OF SCENARIO. WE CAN'T GET TO THOSE FAMILIES. WE HAVE TO FOCUS OUR ENERGY ON THESE FOLKS WHO ARE LIVING IN THEIR CARS, CHECKING OUT OF HOTELS WITH NOWHERE TO GO ABOUT TO BE EVICTED OR COMING OUT OF ANOTHER SHELTER. SO THERE'S A POPULATION THAT WE FOCUS ON. AND SO FOR THOSE OF YOU WHO DON'T KNOW HUD'S DEFINITION OF FAMILY HOMELESSNESS MEANS LIVING IN AN UNINHABITABLE LOCATION, SUCH AS A CAR OR ABOUT TO BE THERE IN THAT SITUATION. THERE'S A DIFFERENT DEFINITION FOR HOMELESSNESS FROM THE DEPARTMENT OF EDUCATION, WHICH INCLUDES THOSE LITERALLY HOMELESS OR IMMINENTLY HOMELESS, BUT HAS A BROADER CATEGORY OF FOLKS WHO HAVE, WHO ARE LACKING A FIXED, REGULAR PLACE TO LIVE. TYPICALLY A CAR 738 FAMILIES PRE PANDEMIC LAST YEAR, 1241, LIVING IN HOTELS AND OUTTA MONEY 4 87 PRE PANDEMIC, 1,060 3, 20 23 IN ANOTHER SHELTER NEEDING OR WANTING TO LEAVE ABOUT THE SAME PENDING EVICTION 218 PRE PANDEMIC 709 LAST YEAR. SO THE FOLKS THAT ARE OUR TARGET FOR OUR EMERGENCY SERVICES GREW FROM 1600 FAMILIES IN 2019 TO MORE THAN 3000 IN 2023. NOW, THERE'S A LOT OF FACTORS THAT GO INTO THAT. IF, IF YOU REMEMBER DURING THE PANDEMIC, WE HAD ALL SORTS OF PROTECTIONS AND WE HAD ALL SORTS OF EXTRA RESOURCES FLOWING IN. SO SOME OF THE PROTECTIONS THAT FAMILIES GOT INCLUDE THE CHILD TAX CREDIT, WHICH HAD AN EXPANSION, WHICH PUT MORE MONEY DIRECTLY IN THE HANDS OF FAMILIES. SO IF A FAMILY CAN ONLY AFFORD A THOUSAND DOLLARS A MONTH OF RENT OFF OF THEIR INCOME, THAT CHILD TAX CREDIT MIGHT HAVE BROUGHT THAT REVENUE UP MONTHLY TO 15 OR 1600. NOW WE CAN AFFORD THE AVERAGE APARTMENT, RIGHT? AND SO THERE WERE PROTECTIONS IN PLACE DURING THE PANDEMIC OVER THE YEARS IN THAT PANDEMIC PERIOD AND POST PANDEMIC PERIOD, ALL OF THOSE PROTECTIONS ARE GONE. THEY ALSO GOT EXTRA UNEMPLOYMENT BENEFITS IF THEY WERE UNEMPLOYED. WE GOT EMERGENCY HOUSING VOUCHERS THAT WERE SPECIFICALLY DEDICATED TO FA TO FAMILIES AND INDIVIDUALS WHO WERE HOMELESS, NOT LIKE A TYPICAL VOUCHER, WHICH IS A LOTTERY BASED SYSTEM. THESE WERE SPECIFICALLY FOR PEOPLE WHO WERE EXPERIENCING HOMELESSNESS. SO WE WERE ABLE TO HAVE FEWER PEOPLE COMING IN AND MOVING THEM OUT MUCH MORE QUICKLY BECAUSE WE HAD THOSE EXTRA RESOURCES AND WE HAD EXTRA RESOURCES FROM ARPA AND ALL OF THESE. SO WE WERE ABLE TO GET THIS BEAUTIFUL FLOW THROUGH THE SYSTEM, WHICH HELPED US MANAGE OUR SHELTER INVENTORY AND HELP MORE PEOPLE. RIGHT? THE OTHER THING THAT WE DID DURING, UM, STARTING SEVERAL, I'VE BEEN HERE EIGHT YEARS, SEVEN YEARS AGO, WE STARTED REALLY HEAVILY INVESTING IN DIVERSION. AND SO DURING THE PANDEMIC AND POST PANDEMIC PERIOD, WE'VE INVESTED MORE AND MORE AND MORE AND MORE. [00:40:01] AND THAT IS WHEN A FAMILY COMES FOR SERVICES SEEKING SHELTER, WE'RE GOING TO LOOK AT EVERY POSSIBLE ALTERNATIVE TO SHELTER. WHERE IS YOUR FAMILY? WHERE WERE YOU BEFORE YOU WERE SLEEPING IN THE CAR? YOU KNOW, WHAT, WHAT IS THE SITUATION? AND SO THAT LOOKS LIKE TRANSPORTING A FAMILY TO ANOTHER FAMILY MEMBER OUTTA STATE. IT LOOKS LIKE PROVIDING A DEPOSIT IN THREE MONTHS OF RENT. IT LOOKS LIKE, OH, YOU'VE GOT A VOUCHER, BUT DON'T KNOW WHERE TO USE IT. WE KNOW WHERE TO USE IT. SO IT HELPS US SORT OF HELP THE BETTER OFF FOLKS, RIGHT? AND SAVE SHELTER FOR THE PEOPLE WHO REALLY HAVE NO OTHER CHOICE. SO ALL OF THAT, UM, HAS HAPPENED AND TRANSPIRED DURING THAT PERIOD. BUT NOW WE'RE AT THIS POINT WHERE, LET'S GO TO THE NEXT SLIDE. SO WE WERE IN 2019, DIVERTED 750 FAMILIES LAST YEAR. 1211. SO WE WERE ABLE TO REALLY INVEST HEAVILY IN THAT. UNFORTUNATELY, NEW FAMILIES REQUIRING SHELTER 384 IN 2019 UP TO 872 LAST YEAR. SO WE DON'T HAVE THAT MUCH SHELTER SPACE. SO OUR MODEL IS, WHICH WE DON'T TALK ABOUT PUBLICLY, BUT HERE WE ARE, IS WE OVERFLOW INTO HOTEL ROOMS WHEN WE MEET, WHEN A FAMILY NEEDS A SHELTER. AND SO WE'VE ALSO BEEN HEAVILY INVESTING IN THAT. SO WE'VE HAD, UM, THROUGH THE, THROUGH THE GENEROSITY OF OUR FRIEND, JEFF BEZOS GAVE US A BIG PILE OF MONEY IN 2019, WHICH WE'VE BEEN RIDING ON ALL THIS TIME. UM, AND UNFORTUNATELY, HE NEVER GIVES TO THE SAME ORGANIZATION TWICE. SO WE DON'T THINK WE'RE GONNA SEE THAT PILE OF MONEY ANYMORE, AND THE ARPA MONEY IS GONE. SO OUR CONCERN NOW IS WE, WE FOUND THESE THINGS THAT WORK AND HAVE HAD THE INVESTMENTS IN THOSE, AND NOW THE, THOSE DOLLARS ARE GONE. AND SO WHEN I COME BACK NEXT YEAR, WHICH I HOPE WE GET AN INVITATION BACK, IT MAY BE A VERY DIFFERENT PICTURE ABOUT HOW MANY PEOPLE WE CAN SERVE WITH A SMALLER BUDGET. SO, UM, AND THEN THERE IS ALSO A POPULATION OF PEOPLE JUST SO YOU KNOW, WHO CALL, WHO SAY THEY WANT SERVICES, BUT THEY WANT A VERY SPECIFIC THING. AND IF WE CAN'T OFFER THEM THAT VERY SPECIFIC THING, THEY WANT NOTHING TO DO WITH US. A VERY COMMON, A COMMON CALL OR WALK IN IS, I HEARD IF I COME TO FAMILY GATEWAY, I WILL GET A VOUCHER. WE ARE NOT THE KEEPER OF THE VOUCHERS. WE HAVE NONE. AND SO THEY WANTED A VOUCHER. THEY DIDN'T REALLY WANT ANY OTHER SERVICE, SO THEY REALLY DIDN'T WANT EMERGENCY SERVICES. THEY HAD THIS THING. SO THERE'S A POPULATION OF THOSE. SO WE'RE GRATEFUL FOR THAT BECAUSE THEY MOVE ON THEIR WAY. UM, LET'S GO TO THE NEXT SLIDE. SO JUST WHO OUR FAMILIES ARE 78% AFRICAN AMERICAN, 78% HEADED BY A SINGLE FEMALE HEAD OF HOUSEHOLD. ALTHOUGH WE SERVE ALL TYPES OF FAMILIES, 23% HAVE SOMEONE IN THE HOUSEHOLD WITH DISABILITY. THIS IS TYPICALLY A CHILD WITH SEVERE AUTISM. WE HAVE KIDS WITH CANCER, WE HAVE KIDS WITH CEREBRAL PALSY, WE HAVE FAMILIES WITH THE HEAD OF HOUSEHOLD WHO'S HAD A STROKE. YOU NAME IT, WE SEE IT, WE GOT 'EM. UM, ONLY 4% OF FAMILIES CAN BE CLASSIFIED AS CHRONICALLY HOMELESS. SO IT'S THE OPPOSITE OF WHAT YOU SEE IN INDIVIDUAL HOMELESSNESS, BECAUSE THEY CAN'T MEET THAT THRESHOLD OF BEING UNSHELTERED OR SHELTERED FOR A YEAR PLUS A DISABILITY. SO OUR FAMILIES ARE PERFECT TARGETS FOR RAPID REHOUSING, WHICH IS ANOTHER PLACE WHERE WE LIKE TO INVEST. WE HAVE A VERY SMALL PERMANENT SUPPORTIVE HOUSING PROGRAM. THESE FAMILIES CAN'T QUALIFY. NEXT SLIDE. SO THE GAPS IN OUR SYSTEM ARE, OF COURSE, WE CAN'T GET TO ALL OF THEM. WE CAN ONLY HELP THE MOST CRITICAL ONES. WE CAN'T GET TO THOSE ONES WHO ARE IN THAT BROADER MCKINNEY-VENTO DEFINITION, ALTHOUGH THERE ARE PLENTY OF PEOPLE IN THIS COMMUNITY WHO WANT US TO GO THERE. LIKE WE CAN'T EVEN HELP THE ONES, YOU KNOW, WE GOTTA, WE GOTTA FOCUS OUR RESOURCES. IF WE HAD EXPANDED MONEY, WE WOULD KEEP GOING, RIGHT? UM, AND SO, AND WE ALSO DON'T HAVE ANY RESOURCES TO HELP THOSE WHO DON'T HAVE A CONNECTION TO OUR TWO COUNTY AREAS. SO IF ANY OF YOU HAVE INFLUENCE OVER OUR VOUCHER SYSTEM AND HAVE AN OPPORTUNITY TO WEIGH IN ON WHO THEY SHOULD BE ASSIGNED TO, WE WOULD LOVE TO SEE MORE OF THOSE VOUCHERS ASSIGNED FOR FAMILIES AND INDIVIDUALS WHO ARE HOMELESS, RATHER THAN THEM GOING INTO THE POT OF ALL PEOPLE WHO FALL BELOW A CERTAIN INCOME AND GETTING RANDOMLY PICKED OUTTA THAT POT. WE NEED MORE TARGETED RESOURCES. THERE, THERE WILL BE, AFTER THIS ELECTION YEAR, [00:45:01] THERE WILL BE ANOTHER OPPORTUNITY TO GET THAT CHILD TAX CREDIT BACK. IT IS A BIPARTISAN AGREEMENT THAT DURING THE PANDEMIC, WE LIFTED 40 TO 50% OF CHILDREN OUT OF POVERTY BECAUSE OF THAT CREDIT. AND WHAT HAPPENED WHEN IT ENDED, WE'RE RIGHT BACK IN. THAT WOULD HELP US STOP THIS TREMENDOUS INFLOW AND HELP US MANAGE BETTER. SO WE REALLY WANT THAT BACK. AND THEN WE ARE ADVOCATING FOR IN OUR COCI, I THINK IS PRIORITIZING, AND IT'S NEXT ROUND OF FUNDING MORE RAPID REHOUSING FOR FAMILIES. AND, UM, ALSO DURING THE PANDEMIC, WE HAD RENTAL ASSISTANCE COMING FROM EVERY WHICH DIRECTION THAT'S GONE TOO. SO WE NEED TO GET BACK WHAT WE CAN AND SHIFT FROM MORE GOVERNMENT TO MORE PRIVATE DOLLARS. WE WERE ABOUT 50 50 GOVERNMENT PRIVATE DURING THE PANDEMIC. WE'RE BACK NOW TO WHAT WE WERE PRE PANDEMIC, WHICH IS WE'RE RAISING 70% OF OUR FUNDS PRIVATELY. AND UNFORTUNATELY, IT'S A BIGGER PIECE OF PIE THAT WE HAVE TO RAISE FOR. BUT NOTHING REALLY CHANGES IN OUR COMMUNITY WITHOUT TRULY AFFORDABLE HOUSING FOR FAMILIES WHO EARN LESS THAN 60% OF THE A MI. SO THAT WHAT WE PASS THROUGH TO THE BRIDGE ON THE 25TH, UH, WILL ACTUALLY BE, UH, I THINK IT'S 5.7 TOTAL. UM, SO VERY HAPPY ABOUT THAT. AND YOU'LL SEE THAT WHEN YOU LOOK AT PAGE TWO, THE BRIDGE.
