UM, OUR NEXT ITEM, AS, AS YOU ALL KNOW, AT OUR LAST MEETING, WE DISCUSSED THAT, UH, WE HAD A MINOR AMENDMENT TO THE, UH, CIVIL SERVICE RULES.

UM, I'M GONNA ASK, UM, BEFORE WE OPEN THE PUBLIC HEARING, UH, ASK, UH, JARED, IF YOU WOULD PLEASE JUST GIVE A BRIEF OVERVIEW, UH, OF THE, UM, UH, OF THE AMENDMENTS THAT ARE PROPOSED FOR THE CIVIL SERVICE RULES, AND THEN WE'LL OPEN THE PUBLIC HEARING FOR ANYONE WHO WISHES TO SPEAK.

AS YOU KNOW, WE'VE BEEN DISCUSSING THAT, UM, WE, UH, HAVE BEEN ASKED TO CONSIDER A, A MINOR AMENDMENT TO THE CIVIL SERVICE RULES, PARTICULARLY AROUND OUR SWORN SERVICE.

I BELIEVE IN OUR FRIDAY PACKET THAT WAS SENT OUT WITH BOARD MATERIAL.

I SENT YOU OUT A MEMO, UM, CONTAINING THE INFORMATION RELATED TO THIS, UH, MINOR AMENDMENT WITHIN THE CONTENTS OF THAT MEMO.

UM, WE LOOKED AT COMPARISON CITIES AND LOOKED AT WHAT THEY WERE REQUIRING.

WE SEE WHERE WE WOULD BE LEADING AND LAGGING WITH THIS AMENDMENT.

IN SHORT, THIS AMENDMENT WOULD ALLOW AN ADDITIONAL PATH TO EMPLOYMENT FOR, UH, ENTRY LEVEL SWORN DALLAS POLICE OFFICER.

UH, WITHIN THE MEMO, I WILL ADMIT, THIS MORNING, I DISCOVERED, I, I THINK I DID A, I HAD A COPY AND PASTE, UM, SNAFU OF SORTS.

SO YOU SEE UP IN THE TEXT OF THE MEMO THAT YOU RECEIVED ON FRIDAY, IT SAYS, PAGE EIGHT OF THE CODE OF REGULATION THAT SHOULDN'T, THAT SHOULDN'T BE THERE.

AND I JUST DISCOVERED THAT THIS MORNING.

SO, ANNA, I'M GONNA ASK YOU TO BRING THE, THE, THE EXACT LANGUAGE, THE EXACT, THE EXACT LANGUAGE AS IT SHOULD APPEAR WITHOUT, WITHOUT THAT.

SO IF YOU BRING THAT MEMO UP JUST HERE VERY BRIEFLY, AND WE CAN TAKE A LOOK AT THAT TOGETHER.

AND SO IN RULE FOUR OF THE SWORN SERVICE APPOINTMENT AND PROMOTION OF YOUR RULES WITHIN THE CIVIL SERVICE CODE OF REGULATIONS, IT LAYS OUT, UM, ALL OF THE MINIMUM REQUIREMENTS, UM, WHICH ARE WITHIN YOUR RESPONSIBILITIES, UM, TO, TO ESTABLISH.

AND SO WE TOOK A LOOK AT OTHER MUNICIPALITIES WITH WHOM WE ORDINARILY PREPARE OURSELVES AND OR WE WHOM WE RECOGNIZE THAT WE SHARE A COMMON JOB MARKET.

SO IN OTHER WORDS, HERE WITHIN THE DALLAS-FORT WORTH METROPLEX, WE WANTED TO TAKE A LOOK AT WHAT OTHERS WERE DOING.

AND YOU WILL SEE THAT COMPARISON CHART WITHIN THAT MEMO.

BUT WANTED TO POINT OUT TO YOU THAT THE RED LETTERED EACH CHANGE, UM, WOULD BE WHAT, WHAT WE WOULD BE ASKING A TO HEAR FROM THE PUBLIC IF WE DO HAVE A PUBLIC SPEAKER, BUT ALSO ASKING YOU TO ADOPT.

AND, UM, SO THAT I CAN NOW MOVE FORWARD TO A COMMITTEE OF COUNCIL.

THE WHOLE GOAL BEHIND THIS IS A, IN CONJUNCTION WITH THE CITY MANAGERS A HUNDRED DAY PLAN, WE WANT TO EXPAND THE AVENUES, UM, IN WHICH, OR BY WHICH INDIVIDUALS CAN BECOME EMPLOYED IN OUR SWORN SERVICE.

AND YOU WILL SEE COMPARED TO OTHER MUNICIPALITIES, I THINK THIS CHANGE WOULD PUT US ON PAR WITH OTHERS.

UM, I THINK THAT THERE ARE SOME THAT, UM, REQUIRE DIFFERENT THINGS THAT, THAT ARE LAID OUT.

HOWEVER, I THINK THIS WOULD A, UM, BOLSTER DPDS ABILITY AS, AS WELL AS THE CITY'S ABILITY TO ATTRACT ADDITIONAL IN THE FUTURE POLICE, UH, WORKFORCE FOR THE CITY OF DALLAS.

AND SO I'LL STAND HERE FOR ANY QUESTIONS OR DISCUSSIONS, BUT AS YOU SAW WITHIN THE MEMO, UM, ALL WAS, UH, WAS LAID OUT IN TERMS OF OTHER CITIES THAT WE LOOKED AT, AS WELL AS WHAT THEIR REQUIREMENTS

BUT I WANTED TO POINT OUT TO YOU THAT THE LANGUAGE BEFORE YOU TODAY IS WHAT'S ON YOUR, WHAT'S ON YOUR SCREEN, UM, RIGHT NOW, YOU KNOW, MINUS THAT FOOTNOTE FROM THE ACTUAL RULE, UM, PROVISION, IS IT POSSIBLE TO GET BACK ON THE GRID? CAN WE GET BACK ON, I DON'T KNOW HOW THAT WORKS.

YOU WOULD HAVE TO TOUCH A LAYOUT, UH, BOARD MEMBER GERBER.

SO MY ONE QUESTION IS, IS THERE A REASON WHY IT WAS THE OTHER WAY WITHOUT THIS AMENDMENT TO, 'CAUSE I WOULD IMAGINE ORIGINALLY THERE WAS SOME THOUGHT GIVEN TO THAT.

WELL, I THINK THAT OVER, QUITE HONESTLY, OVER THE YEARS, WE'VE DONE DIFFERENT ITERATIONS OF MINIMUM QUALIFICATION REQUIREMENTS FOR BOTH OUR SWORN ENTRY LEVEL SWORN FIRE, AS WELL AS ENTRY LEVEL, UM, POLICE.

I THINK AS WE CONTINUE TO ANALYZE THE JOB MARKET AND, AND ATTEMPTING TO MAKE THE CAREER ATTRACTIVE TO THE NEXT GENERATION, WHAT WE'RE NOW LOOKING FOR IS AN INDIVIDUAL WITH A HIGH SCHOOL, UM, DIPLOMA OR GED AS WELL AS 36 MONTHS OF FULL-TIME EMPLOYMENT EXPERIENCE.

IF YOU LOOK AT OUR NEAR NEIGHBOR IN FORT WORTH, UM, THEY, THEY REQUIRE A SIMILAR REQUIREMENT.

AND SO WHEN WE LOOK, YOU KNOW, AT OUR COMPARATORS, EVEN AS WE LOOK DOWN, WILL WE ORDINARILY COMPARE OURSELVES TO AUSTIN JUST FROM A STATE BASIS, UM, THEY REQUIRE SOMETHING SIMILAR.

SO AS WE LOOK MORE BROADLY TO RECRUIT THE NEXT GENERATION OF POLICE, UM, AND FIRE FOR THAT MATTER, UM, ONE OF THE RULE AMENDMENTS THAT YOU ALL SUPPORTED THAT WE PUT FORWARD WAS ALLOWING THE ADDITIONAL PATH THROUGH THE TEXAS SUCCESS INITIATIVE ON THE FIRE SIDE THAT SHOWS THAT YOU ARE ACADEMICALLY READY AND OTHERWISE, UM, ABLE TO SIT, YOU KNOW, FOR THE PARAMEDICS EXAM.

SO I THINK IN THIS VEIN, WE WANT TO BE ABLE TO RECRUIT, UM, INDIVIDUALS THAT ARE FRESH OUT OF, YOU KNOW, HIGH SCHOOL WITH EMPLOYMENT EXPERIENCE AND SHOWS THAT PROMISE AND POTENTIAL, UM, TO PROTECT AND SER UM, UH, PROTECT AND SERVE ON, ON, ON OUR, ON OUR POLICE FORCE.

AND SO I THINK THAT'S KIND OF WHAT'S BEHIND THAT.

AND AS YOU NOTICE BETWEEN, QUITE HONEST, BETWEEN ITEMS FOUR A THROUGH FOUR E, THOSE ARE THE MULTIPLE PATHS TO EMPLOYMENT, UM, BOARD MEMBER GERBER, UM, FOR ENTRY LEVEL POLICE.

AND SO THIS IS JUST EXPANDING ADDITIONAL, AN ADDITIONAL TRIBUTARY, I THINK, TO THAT EMPLOYMENT STREAM.

JARED, IF I COULD ADD ONE QUICK THING IS, AS, AS SOMEONE WHO REPRESENTS A LOT OF LOCAL GOVERNMENTS, SUBURBAN, LOCAL GOVERNMENTS, THIS IS NOT AT ALL UNUSUAL WITH SOME OF OUR COMPETITOR SUBURBAN CITIES.

AND THAT'S ANOTHER REASON WHY, YOU KNOW, ORDINARILY WHEN WE'RE LOOKING AT DATA AND, YOU KNOW, LOOKING AT THE OTHER, YOU KNOW, THE OVERALL PERFORMANCE, WE NORMALLY LOOK TO EL PASO, HOUSTON, AUSTIN, BUT WE RECOGNIZE THAT WE'RE DEALING WITH THE JOB MARKET AND THE COMPETITION.

AND SO THAT'S WHY YOU SEE THE GARLANDS AND THE ARLINGTONS AND THE OTHERS THAT YOU WOULDN'T NORMALLY, NORMALLY SEE.

UM, WITHIN THIS BOARD MEMBER PID.

IS THIS APPLICABLE ALSO TO THE FIRE DEPARTMENT? WELL, RIGHT NOW WE'RE JUST LOOKING AT, AT, AT, AT, AT RIGHT NOW THIS A RULE AMENDMENT WOULD JUST APPLY TO, UH, POLICE.

WE'VE MADE SOME RECENT CHANGES, UM, I THINK A LITTLE BIT RIGHT BEFORE YOU CAME ON BOARD TO EXPAND, UM, THE PATHWAY FOR, FOR FIRE IN TERMS OF THEIR ENTRY LEVEL RECRUITMENT.

SO WE'VE KIND OF DONE, AT ONE TIME WE WERE DOING PROMOTIONAL EXPANSION FOR POLICE WHILE WE WERE LOOKING AT ENTRY LEVEL AT FIRE, THEN WE WERE LOOKING AT PROMOTION AT FIRE, AND NOW WE'RE LOOKING AT ENTRY LEVEL, UM, AT, AT POLICE IN TERMS OF TAKING A LOOK AT THESE RULES.

OKAY.

SO JARED, UM, YOU KNOW, IF WE'RE GONNA GIVE AN A 19-YEAR-OLD WHO'S WORKED AT MCDONALD'S FOR THREE YEARS, A BADGE AND A GUN, WHAT HAPPENS AFTER THEY MEET THIS CRITERIA? I MEAN, SO WHAT ARE THE STEPS? SO SAY, YOU KNOW, SOMEBODY MEETS THIS CRITERIA, WHAT ARE THE STEPS BETWEEN THIS AND THEN BEING ON THE STREET WITH A BADGE AND A GUN? SURE.

THERE ARE MANY, MANY STEPS.

WE'RE JUST ESTABLISHING THE BASELINE MINIMUM QUALIFICATIONS.

AND SO, UM, AN INDIVIDUAL THAT HAS THE THREE YEARS FULL-TIME, UM, WORK EXPERIENCE, WHEREVER THEY MAY HAVE GAINED THAT WORK EXPERIENCE, UM, PROVIDED THAT THEY MEET, YOU KNOW, 19 AND A HALF YEARS OLD, THEY'VE DEMONSTRATED ALL OF THAT.

ONCE THEY APPLY, THEN THEY GO THROUGH THE BACKGROUND SCREENING PROCESS WHERE DPD LOOKS FOR THOSE BEHAVIORAL CHARACTERISTICS, LOOKS FOR THEIR FIT FOR JOB, FOR READINESS FOR THE JOB, AND ALL OF THE BACKGROUND SCREENING COMPONENTS.

AND THEN ONCE YOU'RE FOUND EVEN, YOU KNOW, QUALIFIED TO MOVE TO THE NEXT STEP, THEN YOU WOULD ENTER IN, YOU KNOW, YOU'D GO THROUGH THE INTERVIEW PROCESS WHERE YOU'RE SITTING BEFORE A PANEL OF INDIVIDUALS WHO ARE ALSO SCREENING AND EVALUATING WHETHER OR NOT YOU'RE FIT AND READY FOR, READY FOR

THE OPPORTUNITY.

AND THEN EVEN AFTER THAT, YOU HAVE TO GO THROUGH THE ACADEMY AND SUCCESSFULLY COME THROUGH THE POLICE ACADEMY WHERE YOU ARE NOT ONLY GETTING, YOU KNOW, PHYSICALLY FIT, BUT OTHERWISE, UM, UM, PREPARED AND EDUCATED ON, ON, ON HOW TO ENFORCE, ENFORCE THE LAW AND PROTECT AND PROTECT OUR, OUR INTEREST HERE IN THE, IN THE CITY.

AND SO I THINK THERE ARE MULTIPLE HURDLES, IF YOU WILL, BEFORE A 19 AND A HALF YEAR OLD TO USE YOUR EXAMPLE, UH, WITH THREE YEARS OF EXPERIENCE AT A FAST FOOD RESTAURANT, UM, BEFORE, YOU KNOW, DEPUTIZING THEM AND PUTTING THEM ON THE STREET AS YOU, AS YOU MENTIONED.

SO, UM, THERE ARE MULTIPLE HURDLES AND I THINK AS WE LOOK AT OTHER MUNICIPALITIES AND CITIES, I THINK THEY'VE ALSO GIVEN PROBABLY THAT SOME CONSIDERATION AS WELL.

ONCE THEY GRADUATE FROM THE ACADEMY, ASSUMING THEY PASS ALL THE BACKGROUND TESTS, THE PSYCHOLOGICAL TESTS, GONE THROUGH THE INTERVIEWS, PHYSICAL FITNESS TEST AND THE ACADEMY, THEN, THEN THEY THEN GO THROUGH THE FIELD TRAINING OFFICER PROCESS WHERE THEY'RE EVALUATED ON THE JOB AS WELL.

THEY'RE NOT OUT ON THE STREET BY THEMSELVES IMMEDIATELY AT, UPON GRADUATION FROM THE ACADEMY.

SO, UM, AND JARED, CAN I ASK ONE QUICK QUESTION? AND THIS IS, THIS IS WITH THE BLESSING OF THE DPD AND THE ASSOCIATIONS, CORRECT? CORRECT.
