WHILE WE PREPARE FOR THOSE STAFF MEMBERS, UH, TO GET SEATED COMMITTEE MEMBERS, UH, WE NEED TO ON THE AGENDA, IF YOU SEE THIS MORNING, THE MINUTES ARE, ARE PRINTED FOR THE APPROVAL OF THE SEPTEMBER 9TH, 2024 WORKFORCE EDUCATION AND EQUITY COMMITTEE MEETING MINUTES.

UH, WE ARE VERY EXCITED BECAUSE WE HAVE A NUMBER OF CONVERSATIONS AROUND ISSUES THAT I THINK WILL BE VERY IMPACTFUL AS WE TALK ABOUT WHAT WE CAN DO AS A CITY THROUGH OUR WE COMMITTEE WORKFORCE EDUCATION AND EQUITY.

EQUITY BEING, OF COURSE, THE KEY.

SO LAST MONTH, WE, UH, INTRODUCED A VERY, UM, ROBUST AND INFORMATIVE, UH, CONVERSATION AROUND ACCOUNTABILITY AND ENGAGEMENT TO KEEP US INFORMED AND CONNECTED TO THE CITY'S RACIAL EQUITY COMMITTEE.

UH, REALLY IT'S THE PLAN.

SO NOW OCTOBER WILL SET, UM, WILL BE, WE'LL MARK THE FIRST SET OF DEPARTMENTS THAT WILL COME TO THE WE COMMITTEE, UH, BEGINNING WITH THE VIBRANT PORTFOLIO.

WE WILL HEAR FROM SIX DEPARTMENTS TODAY AND THEIR EFFORTS TO DEFINITELY CLOSE THE GAPS AND DISPARITIES DIRECTLY TIED TO THE RACIAL EQUITY PLAN, AS WELL AS EQUITY IN INDICATORS.

IT'S ALSO IMPORTANT TO NOTE THAT WHILE DEPARTMENTS ARE ACCOMPLISHING MUCH, AND THEY'RE DOING A GREAT JOB, UH, I'M GONNA CALL YOU TODAY, DR.

LIZ PEREIRA.

WE APPRECIATE THEIR HARD WORK, AND THEY'RE CHARGED WITH CONTINUING TO IMPLEMENT, RECOGNIZE, AND IMPLEMENT THOSE ELEMENTS THAT WILL HELP TO STRENGTHEN OUR RACIAL EQUITY PLAN.

FOLLOWING THAT TODAY, FOLLOWING THE HUMAN RESOURCES WILL PROVIDE AN UPDATE ON ITS EFFORTS TO UPSKILL STAFF AND PROVIDE PATHWAYS TO EXPAND THEIR KNOWLEDGE BASE, CAREER GROWTH AND OPPORTUNITIES.

WE WILL ALSO, HOPEFULLY TODAY HAVE BRIEF UPDATES IN THE FORM OF MEMORANDUMS REGARDING THE D DALLAS, UH, DALLAS YOUTH SURVEY COMMITTEE MEMBERS.

YOU CAN SEE THAT IN YOUR PACKET.

DALLAS YOUTH COLLABORATIVE, THE MARTIN LUTHER KING JUNIOR PARADE WEEK, AND THE HUMAN RIGHTS WORKSHOP.

BEFORE WE PASS IT OFF TO OUR CITY MANAGER, PEREIRA, I WOULD LIKE TO DEFINITELY UNDERSCORE WHAT WAS WENT OUT LAST FRIDAY IN THE FORM OF THE DESK FROM OUR CITY MANAGER, TOLBERT KIM, KIMBERLY TOLBERT.

AND THIS IS, UH, SOMEWHAT OF A KUDOS HERE, BUT THE CITY OF DALLAS WAS RECOGNIZED BY THE INSTITUTE ON RACE, POWER AND POLITICAL ECONOMY AT THE NEW SCHOOL, WHICH SCORED DALLAS IN THE TOP THIRD OF 170 US CITIES.

I'LL SAY THAT AGAIN, IN THE TOP THIRD OF THE 170 CITIES AND COUNTIES PERFORMING JURISDICTIONS IN THE COUNTRY FOR ADVANCING EQUITY.

AND THAT'S WHAT A CAPITAL E THROUGH THE INVESTMENT OF A RPA RESOURCE ALLOCATION.

SO THIS CONTINUES TO SPEAK OF ALL OF OUR COMMITMENTS, UH, THROUGH THE COUNCIL TO PREVIOUS CITY MANAGERS TO ADVANCE EQUITY BY CLOSING GAPS.

AND WHILE WE ARE NOT THERE YET, WE UNDERSTAND THAT WE MUST CONTINUE TO MOVE IN THAT DIRECTION.

AND ONCE AGAIN, AS CHAIR, I DO APPLAUD, UH, CITY MA, UH, ASSISTANT CITY MANAGER, PERERA FOR YOUR WORK THROUGH THE YEARS, AND YOUR TEAM AS WELL AS PREVIOUS, UH, CITY MANAGER, TC BROAD KN, AND THE PRESENT INTERIM CITY MANAGER.

AND SOMETIMES I CALL IT THE CITY MANAGER, BUT INTERIM CITY MANAGER, UH, KIMBERLY TOLBERT, AND ALL OF THE MEMBERS OF THE TEAM WHO CONTINUE TO KEEP THEIR EYES ON THE PRIZE.

AND THAT BEING EQUITY AND INCLUSION, INCLUSION AND MAKING DALLAS THE CITY THAT WE WOULD LIKE TO HAVE EVERYONE ELSE MODEL AFTER.

WE'RE LOOKING TO USE DATA, AS YOU KNOW, UH, WE, WE PUBLISHED THE CITY, THE EQUITY INDICATORS REPORT IN 2019 IN COLLABORATION WITH COMMUNITIES FOUNDATION OF TEXAS.

THAT CONTINUES TO BE OUR ANCHOR FOR HOW WE ARE, UM, MAKING RIGOROUS DECISIONS BASED ON DATA AND HOW WE CAN PERHAPS CLOSE THE NEEDLE OVER TIME THROUGH INTENTIONAL EFFORTS.

SO I'M EXCITED THAT WE ARE IN THE MIDST OF, OF PUBLISHING THE UPDATED VERSION OF THE DALLAS EQUITY INDICATORS THAT WILL GIVE US NEW DATA, PERHAPS SHOW IF ANY NEEDLES HAVE BEEN MOVED TO DATE.

BUT OF COURSE, WE ALL KNOW THAT IT'S GONNA TAKE SOME TIME TO GET WHERE WE NEED TO GET TO, TO CLOSE DISPARITY IN OUTCOMES FOR ALL OF OUR RESIDENTS IN THE CITY OF DALLAS.

WE ALSO RELY ON COMMUNITY ENGAGEMENT, AS YOU KNOW, AND WE USE THE EQUITY ATLAS TO HELP US, UM, BE VERY THOUGHTFUL ABOUT ZONING IN ON YOUR DISTRICTS, ON ON CENSUS TRACKS, UH, OVERLAYING MAPS THAT MAYBE, UH, WE'RE LOOKING AT RELATED TO ENVIRONMENTAL JUSTICE AND HOW THAT INTERSECTS WITH EQUITY, ET CETERA.

SO WE HOPE THAT YOU CAN USE IN THE FUTURE THE EQUITY ATLAS AS A TOOL THAT YOU FIND TO BE, UM, USEFUL IN THIS REGARD.

AND THEN, AGAIN, USING DESEGREGATED DATA, WE'RE LOOKING TO SEE HOW DIFFERENT COMMUNITIES ARE, ARE RESPONDING TO THE DIFFERENT INTERVENTIONS THAT WE HAVE AS RELATED TO THE EQUITY PLAN.

OF COURSE, THIS CAN'T BE DONE WITHOUT OUR TEAM.

ON THE RIGHT SIDE, YOU'LL SEE THE CITY OF DALLAS'S RACIAL EQUITY PLAN CONSISTS OF 214 PROGRESS DEPARTMENT PROGRESS MEASURES.

OUT OF THE 214 PROGRESS MEASURES, 17% ARE HOUSED WITHIN THE VIBRANT PORTFOLIO, AND 59% OF THE VIBRANT PORTFOLIO'S PROGRESS MEASURES THROUGH 2024 HAVE BEEN COMPLETED.

YOU'LL HEAR A DETAILED UPDATE ON THE MEASURES FROM EACH OF THE DEPARTMENTS SHORTLY.

ON SLIDE SIX, IT'S A VISUAL REPRESENTATION OF THE VIBRANT PORTFOLIO'S RACIAL EQUITY PLAN INFRASTRUCTURE INVESTMENTS FOR FY 20 22, 20 23.

BOTH THE LEGEND AND THE MAP HIGHLIGHTS THE INTENTIONAL FUNDING INVESTMENTS TO ADDRESS EXISTING DISPARITIES, AND AS A RESULT, RESIDENTS ARE ABLE TO EXPERIENCE INCREASED MOBILITY AND ACCESS.

I THINK IT'S REALLY IMPORTANT TO NOTE THAT THIS IS JUST THE INFRASTRUCTURE INVESTMENTS AND THE RACIAL EQUITY PLAN.

MOVING TO SLIDE SEVEN.

SLIDE SEVEN MOVES US INTO THE DEPARTMENT'S SPECIFIC UPDATES, AND WE'LL START WITH THE OFFICE OF EQUITY AND INCLUSION, WHERE OUR MISSION IS TO ADVANCE EQUITY INCLUSION AND SOCIAL SOCIAL JUSTICE, SO ALL DALLAS SITES CAN THRIVE.

AND AGAIN, WE DO THAT REALLY BY COLLABORATING WITH RESIDENTS, CITY DEPARTMENTS, YOU ALL AS ELECTED OFFICIALS, CITY LEADERS, REALLY FOCUSING ON COMMUNITIES THAT HAVE THE THE GREATEST NEEDS.

WE DO IT BY CENTERING BIDIRECTIONAL COMMUNICATION, WHICH GUIDES OUR SHARED DECISION MAKING PROCESSES AND CONNECTING THROUGH RESOURCES, FUNDING OPPORTUNITIES, WHILE STILL ACKNOWLEDGING THE AMOUNT OF WORK THAT REMAINS TO BE DONE TO ACT, TO CONTINUE TO CLOSE GAPS AND IMPROVE ACCESSIBILITY.

ON SLIDE EIGHT, WE BEGIN TO HIGHLIGHT SOME OF THE OUTCOMES FROM OUR DEPARTMENT PROGRESS MEASURES.

PLEASE NOTE THAT THESE ARE NOT ALL OF THE DEPARTMENT PROGRESS MEASURES FOR THE OFFICE OF EQUITY AND INCLUSION, BUT ALL OF THEM CAN BE FOUND IN THE APPENDIX SECTION.

THE DECISION TO NOT PUT ALL THE MEASURES HERE WAS REALLY GUIDED BY SOME FEEDBACK THAT WE RECEIVED FROM YOU ALL LAST MONTH.

UM, THANK YOU TO COUNCIL MEMBER BLACKMAN, WHO REALLY CHALLENGED US TO ZONE IN ON WHAT WE ARE IN FACT CHANGING.

AND SO THIS SLIDE, OEI BUILDS ON THE RACIAL EQUITY PLANS WORK BY TARGETING INEQUITIES AND ENHANCING RESIDENTS WELLBEING.

THROUGH WE'RE GONNA HIGHLIGHT EQUITY INDICATOR 39, GOVERNMENT SATISFACTION SERVICE SATISFACTION.

SINCE THE RACIAL EQUITY PLAN, OEI HAS IMPROVED GOVERNMENT SERVICES AND ADDRESSED DISPARITIES THROUGH LANGUAGE ACCESS PROTOCOLS, THIS HAS RESULTED IN DEPARTMENTS INCREASE IN, IN COMMUNICATION WITH RESIDENTS, THROUGH BILINGUAL EMPLOYEES, THE IMPROVEMENT OF TRANSLATION SERVICES AND ORAL AND A SL INTERPRETATION SERVICES FOR THE CITY CITYWIDE EVENTS.

IN ADDITION TO THE PARTNERSHIP WITH HUMAN RESOURCES, WE'VE NOT ONLY WORKED TO SUPPORT IN UPDATING THE LSAP AD, BUT ALSO DELIVERING REAL RESULTS WITH NEARLY 1700 CITY OF DALLAS EMPLOYEES BEING TRAINED ON LANGUAGE ACCESSIBILITY.

ADDITIONALLY, YOU'LL SEE THAT WE'VE EXCEEDED OUR GOAL OF INCREASING THE PERCENT OF A DA SERVICE REQUESTS COMPLETION IN HISTORICALLY DISADVANTAGED COMMUNITIES BY 85%.

AND THE FINAL GOAL HERE ON THIS SLIDE HIGHLIGHTS, UH, THE PROGRESS REPORT AND ON THE RACIAL EQUITY PLAN.

SO IN ADDITION TO THE EQUITY INDICATOR SYMPOSIUM, WE'RE REALLY EXCITED AGAIN TO BRING THE DEPARTMENTS OVER THE NEXT COURSE OF EIGHT MONTHS TO SHARE WHAT THEY'VE BEEN DOING IN THEIR ACTUAL IMPACT.

IF WE MOVE TO SLIDE NUMBER NINE, WE BRIEFLY DISCUSSED LAST MONTH, THERE'S A DIFFERENCE, RIGHT? BETWEEN ACTUAL OUTCOMES, WHAT YOU'RE DOING AND THE IMPACT THAT IT HAS ON THE RESIDENTS.

AND SO, SLIDE NINE SHARES SOME OF THE IMPACT THAT THIS WORK HAS HAD ON IMPROVING, UH, THE LIVED EXPERIENCES OF OUR RESIDENTS.

AND SO YOU'LL SEE THIS BROKEN UP IN THREE COLUMNS.

THE FIRST IS REALLY OPERATIONALIZING EQUITY I'S LEVEL OF INVOLVEMENT IN ORAL, ORAL INTERPRETATION.

AND LANGUAGE ACCESS HAS SUPPORTED THE CITY IN REDUCING

LANGUAGE BARRIERS FOR REACHING TO REACH COMMUNITIES WE PREVIOUSLY HAVE NOT REACHED.

WE'VE REALLY SEEN THIS BECOME INFUSED THROUGHOUT VARIOUS CITY DEPARTMENTS.

AS ONE KEY EXAMPLE.

IN 2023, THE DEPARTMENT OF CODE COMPLIANCE ADDRESSED RESIDENTS COMPLAINTS ABOUT APARTMENTS IN BACHMAN LAKE AREA BY ASSIGNING SPANISH SPEAKING CODE INSPECTORS.

THIS PLACEMENT, AS REPORTED BY THE NEWS, ESTABLISHED A RELATIONSHIP OF TRUST BETWEEN RESIDENTS AND INSPECTORS.

WE'VE ALSO DONE THIS THROUGH IMPROVING ACCESS.

THE IMPACT TO INCREASE THE NUMBER OF IMMIGRANT LEADERS ON TASK FORCE WAS NOT SIMPLY ABOUT REPRESENTATION, YET, IT WAS ABOUT WHAT THEY WERE DRIVEN TO DO, HOW THEY WERE IMPACTING CHANGE, AND SHOWING UP IN THE COMMUNITY.

SO EXCITED TO SHARE THAT THE WCIA TASK FORCE CONTRIBUTED MORE THAN 200 HOURS OF SERVICE DURING THE WELCOMING INTERACTIVE AND CONDUCTED FIVE TOURS.

AND THIS REALLY SPEAKS TO THE FINAL PIECE AROUND THE ECONOMIC IMPACT.

AND SO, O'S PROGRESS MEASURES HAVE NOT ONLY OPERATIONALIZED EQUITY AND INCREASED ACCESS, BUT IT'S REALLY BROUGHT IN SOME DOLLARS.

WELCOMING INTERACTIVE WAS THE LARGEST TWO DATE WITH OVER 783 ATTENDEES AND BROUGHT IN $1.3 MILLION TO DALLAS'S ECONOMY.

IN ADDITION, THE RACIAL EQUITY PLAN CONTINUES TO PLAY A KEY ROLE IN HELPING THE CITY OF DALLAS SECURE GRANT FUNDING BY PRO, PROVIDING A SOLID FOUNDATION THAT DEMONSTRATES THE CITY'S PREPAREDNESS AND COMMITMENT TO ADVANCING EQUITY.

AND SO, WE'VE MENTIONED SOME PREVIOUS AROUND THE CAFE GRANT.

WE ALSO KNOW THAT HOUSING PLANNING AND OGA ARE DEVELOPING A HUD PRO HOUSING GRANT, UH, AS WELL AS RECENTLY SMU IN COLLABORATION WITH FLORIDA A AND M AND OTHER PARTNERS WERE AWARDED, UH, A RESEARCH FUNDING GRANT THAT SPECIFICALLY IDENTIFIED THE WORK THAT WAS HAPPENING HERE IN DALLAS WITH THE RACIAL EQUITY PLAN.

WITH THAT BEING SAID, WE DID HAVE A SLIDESHOW, BUT IN THE INTEREST OF TIME, I WOULD LIKE TO PASS IT TO JESSICA TO TALK ABOUT THE OFFICE OF EQUI, OUR OFFICE OF COMMUNITY CARE'S RACIAL EQUITY PLAN.

UH, SO FIRST YOU SEE SOME GREAT PHOTOGRAPHS, UH, FROM A FEW OF PROGRAMS IN SOME OF OUR, UM, EQUITY PRIORITY AREAS.

UM, WE'VE GOT THE AT MLK.

WE'VE GOT SOME GREAT PHOTOS OF OUR FARMER'S MARKET ACTIVITIES IN OUR SPRING VALLEY WIC CLINIC.

UH, WE ALSO HAVE SOME PHOTOS FROM OUR, UH, FRUITVALE WIC CLINIC, WHICH IS OUR NEWEST, UH, WIC CLINIC OPENED ABOUT A LITTLE OVER A YEAR AGO.

AND THEN OUR NEIGHBORS COMMUNITY GARDEN AT WEST DALLAS, MULTI-PURPOSE CENTER.

SO MOVING ON, UM, THE OFFICE OF COMMUNITY CARE AND EMPOWERMENT, UM, HAD SEVERAL, UH, ESTABLISHED DEPARTMENTAL PROGRESS MEASURES THAT WERE SET AGAINST SOME KEY GOALS RELATED TO INCOME SUPPORT, UM, AND OF COURSE CHILD POVERTY AND CHILD FOOD INSECURITY.

SO THE FIRST ONE WAS OUR GOAL TO SERVE A MINIMUM OF 400 RESIDENTS THROUGH OUR COACHING, UM, IN SOME TARGET AREAS.

THIS ONE WAS PARTIALLY COMPLETED BECAUSE WE WERE A BIT DELAYED IN OUR OFFICIAL LAUNCH OF THE PROGRAM UNTIL MID LAST YEAR.

UM, SO DURING THAT YEAR, UM, WE DID NOT SERVE THE 1000 FROM FEBRUARY UNTIL SEPTEMBER, AND THEREFORE WE WEREN'T ABLE TO ACHIEVE OUR 40% GOAL, WHICH IS WHAT THAT NUMBER WAS BASED ON.

HOWEVER, UM, WE HAVE SEEN SOME REALLY INCREDIBLE GROWTH IN THAT PROGRAM, ESPECIALLY IN SOME OF THE MOST RECENT MONTHS, AND WE'RE VERY EXCITED, UM, AT THE PROGRESS THAT WE'RE MAKING IN OUR, UM, FINANCIAL EMPOWERMENT CENTERS.

UH, THE NEXT GOAL WAS RELATED TO OUR FOOD ENGAGEMENTS AT OUR COMMUNITY CENTERS.

THAT WAS SOMETHING THAT WE ESTABLISHED NEWLY FOR THIS GOAL TO HELP ENSURE THAT WE WERE BEING REALLY TARGETED IN OUR OUTREACH AND WE ACHIEVED THAT GOAL.

UM, THE NEXT GOAL WAS RELATED TO OUR WIC CLIENTS, UM, AND REACHING, UH, OR INCREASING OUR SERVICES BY 25%.

UM, THAT ONE WAS ACTUALLY ESTABLISHED BASED ON SOME ZIP CODES IN OUR COMMUNITY WHERE WE KNEW THAT RESIDENTS MIGHT BE AT THE HIGHEST RISK OF, UH, POOR, UH, MATERNAL HEALTH OUTCOMES, OF COURSE, BASED ON, UH, RACIAL, UH, HEALTHCARE DISPARITIES.

AND WE ACTUALLY BLEW RIGHT THROUGH THAT GOAL.

UM, THIS ONE WAS REALLY EXCITING BECAUSE NOT ONLY DID WE OPEN A NEW WIC CLINIC IN THE DALE LOCATION, WHICH REALLY HELPED US TO FOCUS IN THOSE EFFORTS, UM, BUT WE WERE ALSO ABLE TO PULL DOWN FUNDING FROM THE USDA AND FOOD RESEARCH AND ACTION CENTER, UM, CALLED OUR CHILD GRANT COMMUNITY INNOVATION AND OUTREACH.

THAT REALLY HELPED US TARGET SPECIFICALLY ON SOME OF THE AREAS WHERE WE HAD THE LOWEST ENROLLMENT

OF LIKELY, UM, CLIENTS, AND WE'RE ABLE TO REALLY HONE IN AND FOCUS ON THAT.

UM, AND WE'RE SEEKING ADDITIONAL FUNDS FOR CHOW ROUND TWO, AND WE'RE REALLY HOPEFUL THAT WE GET THEM, BUT WE WON'T KNOW UNTIL NOVEMBER OR DECEMBER.

UM, OUR NEXT SCHOOL WAS RELATED, RELATED TO SUPPORTING LOCAL, UH, PROVIDERS.

SO WE WERE ACTUALLY ABLE TO, UH, USE SOME OF, UH, THE ARPA MONEY, UH, TO WORK THROUGH A PARTNER CALLED DALLAS AFTER SCHOOL, UM, AND PROVIDE SOME GRANTS TO VARIOUS CHILDCARE PROVIDERS AND OUT OF SCHOOL TIME PROVIDERS TO SUPPORT THEIR EFFORTS.

UM, AND SO WE WERE VERY EXCITED ABOUT THAT GOAL.

UM, AND THEN THE FINAL ONE IS RELATED TO OUR ENROLLMENT FROM SOME TARGETED ZIP CODES.

WE ACTUALLY MET OUR INCREASED GOAL, BUT WE DID IT AT A TIME WHERE WE WERE STARTING TO TRANSITION KIDS TO SOME OTHER PROGRAMS. AND SO WE NEVER HAD THE NUMBER OF KIDS AT ONE TIME.

UM, BUT WE'RE VERY EXCITED ABOUT THE PROGRESS THAT WE'VE BEEN MAKING FOR THE NEXT SLIDE, UM, I WANNA TALK ABOUT A FEW, UH, OF THE LARGER SCALE IMPACTS THAT WE'VE DONE.

I ALREADY MENTIONED THE CHILD GRANT AS AN EXAMPLE OF HOW WE'VE LEVERAGED OUR FUNDING.

UM, WE'VE ALSO BEEN ABLE TO BE SELECTED TO PARTICIPATE IN A COHORT CALLED FINANCIAL EMPOWERMENT CITIES, UH, WHICH IS BY THE CITIES FOR FINANCIAL EMPOWERMENT, A, UH, NATIONAL KIND OF, UH, LEADING ENTITY WHEN IT COMES TO FINANCIAL EMPOWERMENT AND FINANCIAL OUTREACH WORK.

UM, AND SO WE WERE SELECTED TO BE A PART OF THEIR SECOND EVER COHORT, SO I THINK IT WAS ONLY SIX CITIES SELECTED, SO WE WERE VERY HONORED TO BE THAT PART OF THAT.

AND WE'VE ALSO BEEN NAMED TO THEIR COALITION, WHICH IS ACTUALLY A PRETTY BIG DEAL, UM, BECAUSE THOSE COALITION MEMBERS PROACTIVELY REVIEW AND SELECT, UH, CITIES TO VOTE ON AND THEN OFFICIALLY REQUEST TO BE BECOME PARTICIPANTS IN THAT COALITION.

UM, AND I WAS ACTUALLY ATTENDING THE COALITION MEETING LAST WEEK IN ONE OF OUR PARTNER CITIES PHILADELPHIA.

SO IT'S A VERY EXCITING OPPORTUNITY TO SEE OUR EFFORTS ARE BEING RECOGNIZED NOT JUST AT THE LOCAL, BUT ALSO AT THE NATIONAL LEVEL.

UM, AND THEN WE'VE ALSO BEEN VERY EXCITED THAT WE WERE ABLE TO GET AN ADDITIONAL HALF MILLION DOLLARS FROM TDCJ TO REALLY DOUBLE DOWN ON OUR EFFORTS WHEN IT COMES TO THE REENTRY SERVICES PROGRAM, UM, IN OUR COMMUNITY.

UM, AND SO THOSE ARE, UH, NEW FUNDING AND ADDITIONAL FUNDING THAT REALLY CAME TO US JUST IN THE LAST FEW MONTHS, UM, BECAUSE OF THE EFFORTS THAT WE'VE BEEN MAKING AS FAR AS ENGAGEMENT GOES.

UM, GOING BACK TO THOSE, UH, THOSE FIVE EES, UM, OUR COMMUNITY CENTERS ARE INCREDIBLE TOOLS FOR COMMUNITY ENGAGEMENT.

THE CENTERS THEMSELVES HOST A COMBINED 36 OR MORE, UH, EVENTS AND ACTIVITIES EVERY YEAR.

AND THAT IS NOT EVEN INCLUDING THE ONES THAT ARE FACILITATED BY OTHER ORGANIZATIONS THAT ARE ABLE TO JUST USE THE SPACE TO HOST THOSE ACTIVITIES.

UH, AND WE ALSO HAVE OVER 60 PARTNERS.

AND SO THOSE ARE THE PARTNERS THAT ARE EITHER, UM, BASED IN, OR WE HAVE AGREEMENTS WITH THAT ARE REGULARLY ENGAGING.

IF YOU COUNTED THE NUMBER OF PARTNERS THAT EVER DO ANYTHING IN THE CENTERS, IT WOULD BE MUCH LARGER THAN THAT.

UM, AND WE WERE ABLE TO SERVE A VERY LARGE NUMBER OF CLIENTS OVER 2300 THROUGH THE DIGITAL NAVIGATION EFFORTS THAT HAVE BEEN GOING ON THROUGH THE ARPA SUPPORT FUND.

UM, AND THEN FINALLY, TO TALK ABOUT THE ECONOMIC IMPACT FOR THE CITY.

THE INVESTMENTS THAT ARE MADE IN THE PROGRAMS ADMINISTERED BY THE OFFICE OF COMMUNITY CARE REALLY DO DELIVER HUGE, UH, HUGE IMPACTS.

SO FIRST AND FOREMOST, UM, OVER $10 MILLION IN INCOME TAX REFUNDS RECEIVED BY SOME OF THE, UH, SOME LOWER INCOME RESIDENTS IN OUR COMMUNITY, FACILITATED BY OUR INVESTMENT IN VITA PROGRAMMING THROUGH OUR PARTNER DALLAS COMMUNITY TAX CENTERS.

UM, SO THAT IS A HUGE RETURN ON OUR SUPPORT THERE.

UM, ADDITIONALLY, THAT PROGRAM ALSO SAVES PEOPLE BECAUSE IT'S FREE TAX PREP, IT SAVES THEM FROM HAVING TO PAY FOR THOSE SERVICES AN ESTIMATED $4 MILLION A YEAR.

UM, OUR FINANCIAL EMPOWERMENT CENTERS IN THE FIRST FULL YEAR OF OPERATING, UH, REALLY CONTRIBUTED ABOUT HALF A MILLION DOLLARS DIRECTLY IN TERMS OF FINANCIAL IMPACT TO THE CLIENTS THAT ARE SERVED THROUGH THOSE PROGRAM PROGRAMS THROUGH A COMBINATION OF, UH, SAVINGS INCREASES, AS WELL AS DEBT REDUCTION FOR THOSE RESIDENTS.

UM, AND THAT IS SOMETHING THAT OUR, UH, RESEARCH AND UNDERSTANDING WITH OTHER ORGAN, UM, OTHER CITIES THAT HAVE BEEN DOING THIS WORK A LITTLE LONGER THAN US, UH, IS EXPECTED TO KIND OF GROW OVER TIME AS WE GET BETTER IN OUR OUTREACH AND BETTER IN RETAINING OUR CLIENTS IN MORE SESSIONS.

UM, AND THEN FINALLY, OUR WIC PROGRAM.

OF COURSE, WHAT WE TALK ABOUT IS THE ADMINISTRATIVE SIDE OF WIC.

WE OPERATE THESE CLINICS.

WE PROVIDE THE NUTRITION COUNSELING, AND WE PROVIDE THOSE BENEFITS, BUT THOSE BENEFITS ARE VALUED AT OVER $52 MILLION, UH, FOR OUR RESIDENTS THAT THEY CAN THEN GO AND USE IN FOOD RETAILERS IN OUR COMMUNITY.

THAT DOESN'T INCLUDE THE VALUE OF THE, UM, FORMULAS, WHICH WAS JUST EXCEEDINGLY DIFFICULT TO CALCULATE BECAUSE OF SO MANY VARIANCES.

UH, HOWEVER, FOR THE FOOD BENEFITS ALONE THROUGH OUR RESIDENTS, WE'RE SEEING OVER $52 MILLION IN BENEFITS FROM OUR WIC PROGRAM.

SO ON, ON HERE, ON THIS SLIDE, YOU SEE, UH, OUR V CAMP PRO UH, PROGRAM, OUR DALLAS COMMUNITY AIR LOCAL AIR MONITORING PROGRAM.

UH, BEFORE THIS PROGRAM, THE CITY COULD ONLY TRACK REGIONAL, REGIONAL AIR QUALITY.

THIS PROGRAM PROVIDES REAL TIME AIR POLLUTION DATA ON THE COMMUNITY LEVEL AND POST THAT DATA ONTO OUR PUBLIC PUBLICLY AVAILABLE DASHBOARD, WHICH WE'RE IMPROVING.

IT'S A LITTLE, UH, ROUGH TO, UH, TO, TO USE RIGHT NOW, BUT, UH, BASED ON RESIDENTIAL FEEDBACK, UH, WE WANT TO MAKE IT A LITTLE MORE USER FRIENDLY.

THE CITY IDENTIFIED $250,000, UH, OF RACIAL EQUITY PLAN FUNDING TO SUPPORT THIS PROGRAM.

UH, DECAMP, WE'VE INSTALLED 24 AIR SENSOR PODS FOCUSING ON HISTORICALLY DISADVANTAGED COMMUNITIES.

WE WERE VERY BUSY IN FY 24, INSTALLING, INSTALLING 19 OF THOSE PODS.

WE'VE ALSO PARTNERED WITH EXTERNAL STAKEHOLDERS LIKE THE TEXAS A AND M, TEXAS TRANSPORTATION INSTITUTE, PARKLAND, TEXAS TREES, AND THE ASTHMA CHASERS TO LEVERAGE APPROXIMATELY $850,000 IN EPA GRANT FUNDING TO INSTALL AND OPERATE ADDITIONAL AIR SENSORS.

UH, 200 GRANT, UH, $200,000 IN GRANT FUNDING WAS USED TO INSTALL FOUR AIR SENSORS IN WEST DALLAS, AND 650,000 UH, DOLLARS IN GRANT FUNDING WILL BE USED TO INSTALL UP TO 10 AIR SENSORS IN THE FOREST DISTRICT.

MOVING TO THE COMMUNITY SOLAR, UH, PROGRAM, OEQS IS ALSO FOCUSED ON LEVERAGING FEDERAL DOLLARS TO ADVANCE SOLAR OPPORTUNITIES FOR OUR RESIDENTS.

AS WE KNOW, WE LIVE IN A SOLAR RICH STATE, BUT LAG BEHIND OTHER STATES IN ADVANCING RESIDENTIAL SOLAR, PARTICULARLY FOR LOW INCOME COMMUNITIES.

OEQS PARTNERS WITH DALLAS COUNTY OR O-O-E-Q-S PARTNERED WITH DALLAS COUNTY TO JOIN A STATEWIDE COALITION THAT IN APRIL SUCCESSFULLY OBTAINED A $249.7 MILLION GRANT AWARD FROM EPAS SOLAR FOR ALL GRANT PROGRAM.

DALLAS COUNTY, DALLAS COUNTY IS CURRENTLY ESTIMATED TO RECEIVE APPROXIMATELY $40 MILLION OF THE 249.7 MILLION, UH, FOR, UH, FOR THIS COUNTY.

AND WE'RE STILL EVALUATING WHAT EVALUATING WHAT THE CITY WILL OBTAIN FROM, FROM THAT 40 MILLION AND FY 24.

OUR TEAM ALSO COMPLETED A SOLAR SIDING STUDY TO EVALUATE CITY, CITY PROPERTIES FOR POTENTIAL BUILDING, SERVING, OR COMMUNITY SERVING SOLAR DEVELOPMENT.

THE PROJECT TEAM RECOMMENDED NINE BUILDING SER NINE BUILDING SERVING SITES, AND ONE COMMUNITY SERVING SITE.

UH, THROUGH THAT, THROUGH THAT EVALUATION, SLIDE 15 WE'RE FOCUSED ON ENGAGING RESIDENTS AND MAKING AN IMPACT.

JUST LIKE, UH, ALL THE OTHER DEPARTMENTS HERE, UH, IN OUR JEFFRIES MEYERS WORK, UH, OUR ENVIRONMENTAL RISK MANAGEMENT TEAM AND BROWNFIELD'S TEAM HAVE BEEN WORKING WITH DEPUTY MAYOR PRO TIM BA'S OFFICE TO ENGAGE STAKEHOLDERS IN THE AREA, UH, UH, IN THE AREA, AND ASSESS PROPERTIES WITH THE GOAL OF CLEANING UP AND ULTIMATELY REVITALIZING THAT AREA FOR HOUSING.

$500,000 OF THEIR RACIAL EQUITY PLAN FUNDING WAS IDENTIFIED FOR THIS WORK.

AND WE'VE ENGAGED PROPERTY OWNERS TO CONDUCT A NUMBER OF PROPERTY ASSESSMENTS IN THE AREA.

OVER THE LAST FEW MONTHS, WE'VE BEEN REACHING OUT TO THE REMAINING PROPERTY OWNERS TO LET THEM KNOW OF THE PROPERTY ASSESSMENT OPPORTUNITIES.

AND BECAUSE OF THE ENGAGEMENT WITH PROPERTY OWNERS, WE NOW HAVE A GOOD UNDERSTANDING OF THE ENVIRONMENTAL IMPACTS IN THAT AREA.

REGARDING DECAMP, WE'VE, I'VE ALREADY DISCUSSED, UH, DECAMP, SO I'LL JUST MOVE ALONG TO THE GREEN WARRIORS PILOT PROGRAM.

WE'VE ALSO CONDUCTED, UH, THIS PROGRAM.

THIS IS A PILOT THAT OFFERS ON-THE-JOB TRAINING TO RESIDENTS WHILE INSTALLING WEATHERIZATION TECHNOLOGY IN SEVEN HOMES LOCATED IN SOUTH DALLAS.

THE TECH, THE TECHNOLOGY IMPROVES HEALTH OUTCOMES WHILE REDUCING ENERGY BILLS.

WE'VE PARTNERED WITH THE SOUTH SOUTHERN DALLAS PROGRESS COMMUNITY DEVELOPMENT CORPORATION, THE IN-N-OUT CONSTRUCTION COMPANY, AND UTA.

UH, THROUGH THIS PROJECT, WE'VE ALSO BEEN ABLE TO EVALUATE DATA FROM THIS PILOT FOR, WE'LL ALSO BE ABLE TO EVALUATE DATA FROM THIS PILOT PROGRAM FOR AT LEAST ONE YEAR TO DETERMINE ENERGY SAVINGS BY USING, UH, WEATHERIZATION TECHNOLOGY, WE'VE COMPLETE, AGAIN, WE'VE COMPLETED

THE WEATHERIZATION, WEATHERIZATION OF SEVEN HOMES, AND WE EXPECT TO REDUCE ENERGY USE BY 10 TO 40%.

FINALLY, WE'RE IMPLEMENTING OUR BROWNFIELDS PROGRAM.

WE'RE LEVERAGING $1.7 MILLION OF EPA GRANT FUNDING ON TOP OF $1.5 MILLION OF RACIAL EQUITY PLAN FUNDING.

THIS PROGRAM HAS A CO THIS PROGRAM IS A COMPLEX ONE.

UH, THIS PROGRAM OFFERS BOTH ASSESSMENT FUNDING AND GRANT AND LOAN FUNDING FOR SITE CLEANUPS BECAUSE WE'LL BE LENDING AND GRANTING MONEY.

WE'VE TAKEN SOME TIME, UH, TO DEVELOP THE INFRASTRUCTURE FOR THIS PROGRAM, SUCH AS HIRING AN UNDERWRITER TO ENSURE PROPERTY LENDING TO ENSURE PROPER PROPERTY LENDING.

THAT SAID, THE, THE ASSESSMENT ARM, UH, OF THIS PROGRAM HAS ALREADY ASSESSED THREE SITES ON TOP OF THE 40 PLUS ASSESSMENTS CONDUCTED UNDER PREVIOUS EPA BROWNFIELD GRANT FUNDING ON THE LOAN GRANT SIDE.

WE PLAN TO ISSUE OUR FIRST LOAN WITHIN THE NEXT FEW MONTHS IF THE LOAN IS A GOOD INVESTMENT FOR THE CITY.

OUR OFFICE IS CHARGED WITH IMPROVING WELLBEING, IMPROVING FEELINGS OF SAFETY, AND IMPROVING PARTICIPATION IN COMMUNITY AND CIVIC RESPONSIBILITIES, WHICH ALL FOLLOW THROUGH WHEN FOLKS HAVE A STRONG SENSE OF COMMUNITY.

OUR FIRST DEPARTMENT PROGRESS MEASURE THAT'S NOTED IS AN INCREASE IN PERCENTAGE OF CULTURAL SERVICES FUNDING TO HISTORICALLY DISADVANTAGED ARTISTS AND ORGANIZATIONS.

UH, WE HAVE ACCOMPLISHED THIS MEASURE BY ENSURING THAT THE CITY SUPPORT IN DOLLARS FOR HDCS, ESPECIALLY IN THIS FISCAL YEAR, WE CLOSED AT RIGHT UNDER 38% OF OUR DOLLARS SPENT THROUGH OUR CULTURAL FUNDING PROGRAMS, WHICH INCLUDES THE CULTURAL ORGANIZATIONS PROGRAM AND ARTS ACTIVATE ALL, WHICH ARE SPECIFICALLY NOTED AS ARTISTIC SERVICES CONTRACTS.

UM, I'LL SAY THAT IN MY TENURE HERE, WHAT HAS MEANT A LOT WITHIN THE BOUNDS OF OUR FUNDING PROGRAMS HAS TO DO WITH HOW THE RACIAL EQUITY PLAN CHARGED US WITH NOT ONLY INCREASING THIS PERCENTAGE, BUT ALSO ENSURING THAT OUR PANELS, OUR PANELISTS, WHO REVIEW THE APPLICATIONS FOR THIS FUNDING ARE ALSO GROW GROWING IN, IN DIVERSITY.

UM, NEXT YOU'LL SEE THAT OUR OFFICES CHARGED WITH CELEBRATING THE MANY INTERNATIONAL CULTURES AND PEOPLE THAT MAKE DALLAS THRIVE BY INCREASING THE CITY'S SUPPORT DOLLARS, AGAIN, FOR HISTORICALLY DISADVANTAGED COMMUNITY PROGRAMMING.

AND YOU'LL NOTE AN EXPANSION OF OUR PROGRAMMATIC REACH.

UH, MANY OF YOU ARE VERY FAMILIAR WITH OUR COMMUNITY ARTISTS PROGRAM, AND THAT PROGRAM SPEAKS TO WHAT WE CALL ARTS DESERTS ACROSS THE CITY TO ENSURE THAT IF FOLKS DON'T HAVE DIRECT ACCESS TO A CULTURAL CENTER, THAT WE CAN REACH THEM WHERE THEY ARE, UH, THROUGH OUR COMMUNITY ARTS PROGRAM BY BRINGING ARTISTS AND CULTURAL EVENTS TO THEIR NEIGHBORHOODS.

UH, WE ALSO HAVE AN INCREASE IN ARTS ENGAGEMENTS AT PARKS WITH OUR SISTER DEPARTMENT, PKR, AND A NUMBER OF VARIOUS NEIGHBORHOOD EVENTS THAT AREN'T NECESSARILY OAC SPONSORED, BUT WE COLLABORATE WITH OUR PARTNER DEPARTMENTS TO ENSURE THAT WE HAVE A PRESENCE.

NEXT IN THE ENGAGEMENT BUCKET, YOU'LL NOTE AN INCREASE IN PARTNERSHIPS, ENGAGEMENT AND OUTREACH.

AND THAT TOUCHES ALL THE DIVISIONS OF OUR DEPARTMENT, WHETHER THAT'S THE PUBLIC ART, FUNDING PROGRAMS, MARKETING, UM, OR EVEN OUR ADMINISTRATIVE DEPARTMENT.

TO THAT END, YOU KNOW, 30 AT LEAST WELL IN, IN EXCESS OF 30 INFORMATION SESSIONS HOSTED BY OUR FUNDING PROGRAMS TEAM TO SHARE ABOUT FUNDING PROGRAMS. THEY ARE MAKING A LOT OF PROGRESS IN ENSURING THAT THEY ARE ACCESSIBLE TO THE COMMUNITY MEMBERS WHO WOULD LIKE TO SEEK FUNDING FROM OUR OFFICE, HANDHOLDING WHEN NEEDED, ENSURING THAT INFORMATION ABOUT OUR FUNDING PROGRAMS IS AVAILABLE IN VARIOUS LANGUAGES AND FORMATS TO ENSURE THAT WE ARE NOT CREATING BARRIERS FOR FOLKS TO ACCESS RESOURCES AND INFORMATION FROM OAC.

AND LASTLY, IN THAT BUCKET, UH, PROGRAMMING AT VENUES AND CULTURAL CENTERS ACROSS THE CITY, OF COURSE, WE HAVE INCREASED ENGAGEMENT.

UM, WE HAVE BEEN CATERING A BIT MORE TO OUR SENIORS ACROSS THE CITY, ESPECIALLY THOSE WHO ARE, UM, WHO ACKNOWLEDGE THAT THEY ARE ALSO RESIDENTS AND HDCS.

AND WE'RE REALLY PROUD OF THE WORK THAT WE'VE ACCOMPLISHED WITHIN THAT REALM.

NEXT, FOR THE ECONOMIC IMPACT FOR THE CITY, UH, WE ARE REALLY THRILLED ABOUT THE PROGRESS WE'VE MADE TO INCREASE PER SERVICE ARTIST FEES.

UM, AS YOU KNOW, FOR US, IT'S REALLY IMPORTANT THAT ARTISTS WHO ARE DALLAS RESIDENTS CAN REMAIN DALLAS RESIDENTS, UM, AND WITH INCREASED COST OF LIVING, WE JUST WANT TO ENSURE THAT WE REMAIN COMPETITIVE AND THE TYPE OF FEES THAT ARTISTS CAN EARN, ESPECIALLY WITHIN THE BOUNDS OF OUR COMMUNITY ARTISTS PROGRAM.

OAC HAS ALLOCATED OVER $8 MILLION FOR ARTS AND CULTURAL PROGRAMS, AND A LARGE PORTION OF OUR PUBLIC ARTS PROGRAM COLLECTION IS HOUSED AGAIN, AT VARIOUS PARKS ACROSS THE CITY FOR ALL FOLKS TO BE ABLE TO ENGAGE WITH.

AGAIN, NO BARRIER TO ACCESS.

SO WHAT WILL PEOPLE DO WITH THEIR GED? THEY CAN COME BACK TO THE LIBRARY AND ENGAGE IN WORKFORCE SKILLS.

UM, SO IF I CAN, NEXT SLIDE PLEASE.

SO, OUR EQUITY, UH, INDICATORS, UH, TOUCH ON SEVERAL AREAS, INCLUDING UNEMPLOYMENT ADULTS WITH NO HIGH SCHOOL DIPLOMA AND INTERNET ACCESS.

UM, OUR FIRST, UH, RACIAL EQUITY PLAN GOAL WAS TO INCREASE OUR HIGH SCHOOL EQUIVALENCY PROGRAMS, OUR GED PROGRAMS, UM, ACROSS FOUR EQUITY PRIORITY AREAS.

AND WE ACHIEVED THAT GOAL.

UH, SOME OF THE CHANGES WE MADE WAS WE MADE SURE TO REALLOCATE RESOURCES TO PROVIDE SPANISH LANGUAGE GED CLASSES, PARTICULARLY, UM, FOR EXAMPLE, AT THE ARCADIA PARK LIBRARY, WHICH IS A NEIGHBORHOOD THAT'S ALMOST 80% SPANISH SPEAKING IN THE HOME.

UM, AND WE HAVE ALSO, UH, ENGAGED FOR THE FIRST TIME AND PROMOTING THESE CLASSES ON DART WITH PRIVATE FUNDING.

AND, UM, SO WE WERE ABLE TO REALLY EXCEED OUR GOAL, UH, THIS YEAR WITH ENROLLMENTS.

AND THOSE ARE INDIVIDUAL ENROLLMENTS.

SO THAT 224, THOSE ARE, ARE 224 INDIVIDUALS THAT WERE ENGAGED IN GED CLASSES.

UM, OUR WORKFORCE SERVICES, THAT WAS OUR NEXT GOAL TO INCREASE THOSE FROM A HUNDRED TO 200.

AND HERE WE REALLY LOOKED AT THE WAY IN WHICH WE OFFERED THESE.

AND, UM, YOU KNOW, IT IS, WE'VE, WE'VE OFFERED ALL KINDS OF FINANCIAL LITERACY WORKFORCE CLASSES, COMPUTER CLASSES IN THE PAST.

AND, UM, EVEN WHEN, YOU KNOW, YOU NEED A COMPUTER CLASS, IT'S REALLY HARD TO MAKE THE DECISION TO GO TO A LIBRARY ON A SATURDAY MORNING WHEN YOU COULD MAYBE FOR A COMPUTER CLASS WHEN YOU COULD MAYBE BE HAVING PANCAKES WITH YOUR KIDS.

SO WE CHANGED THE MODEL IN HOW WE OFFER THOSE WORKFORCE OPPORTUNITIES TO BE, TO GO FROM LARGER CLASSES TO SMALLER TUTORING TYPE SESSIONS.

WE ENGAGED PARTNERS SUCH AS THE CARDBOARD PROJECT, UM, TO PROVIDE WRAPAROUND SERVICES.

AND SO NOW WE'RE REALLY ABLE TO PROVIDE POINT OF NEED SERVICES.

SO SOMEONE COMES TO THE LIBRARY AND THEY'RE LOOKING TO GET, UH, HELP WITH A RESUME TODAY.

WE'RE ABLE TO REALLY HELP THEM TODAY INSTEAD OF ASKING THEM TO WAIT FOR A CLASS THAT'S GONNA HAPPEN.

UM, WE'VE ALSO, UH, INCREASED THE ENGAGEMENT WITH OUR HISPANIC RESIDENTS FROM, UH, 35.6% TO 45.8%, WHICH WE THINK IS JUST AN AMAZING INCREASE.

AND WE'VE DONE THAT THROUGH, WE PARTICIPATED, UM, I BELIEVE IN 2022 IN AN AMERICAN LIBRARY ASSOCIATION PROGRAM CALLED ENGAGING LATINX FAMILIES.

AND WE WERE ABLE TO DO SOME DEEP ENGAGEMENTS AND COMMUNITY FORUMS TO FIND OUT WHAT, UH, THAT COMMUNITY IS LOOKING FOR IN THE LIBRARY.

AND WE WERE ABLE TO RESPOND THROUGH MORE FAMILY PROGRAMMING, MORE BILINGUAL PROGRAMMING, AND, UM, SHIFTING EVEN OUR ENGLISH CLASSES TO FOCUS ON, UM, MORE SORT OF DAY-TO-DAY SKILLS, LIKE APPLYING FOR A, A RENTAL APPLICATION, UM, GOING TO YOUR TEACHERS, GOING TO YOUR SCHOOL, GOING TO YOUR CHILDREN'S TEACHER, PARENT CONFERENCES, AND THINGS THAT HELP PEOPLE GET ENGAGED IN THE COMMUNITY.

AND SO, OUR OVERALL IMPACTS, WE REALLY GREW TREMENDOUSLY IN OUR ABILITY TO ENGAGE THE, THE PUBLIC.

WE HAD A GREAT OPPORTUNITY WITH OUR STRATEGIC PLAN TO DO SOME GUIDED ENGAGEMENT, AND WE LEARNED A LOT ABOUT OFFERING WAYS TO PROVIDE FEEDBACK TO THE LIBRARY THAT, UM, CAN CROSS AGE, UH, AGE BARRIERS, UH, NEURO DIVERGENT, UH, INCLUSION AND, UM, LANGUAGE INCLUSION AS WELL.

SO WE PROVIDED FEEDBACK IN THE FORM OF ACTIVITIES AND GRAPHICS BASED RESPONSE FORMATS, UM, AS WELL AS A SURVEY IN THE SIX MAIN LANGUAGES SPOKEN IN THE CITY.

AND WE'VE REALLY INCREASED OUR SPANISH LANGUAGE AND BILINGUAL PROGRAMS OFFERED.

SO IN TERMS OF ACCESS, WE ARE SEEING MORE, UM, HISTORICALLY DISADVANTAGED COMMUNITIES THAT ARE TAKING PART IN OUR GED CLASSES.

UM, AND WE, UH, ARE SEEING MORE PARTICIPATION IN ALL OF OUR PROGRAMS WITH OUR NON-ENGLISH SPEAKING, OUR LOW ENGLISH PROFICIENCY COMMUNITY AS WELL.

AND IN TERMS OF ECONOMIC IMPACT, THE LIBRARY REALLY PLAYS AN IMPORTANT ROLE IN HELPING TO SCAFFOLD PEOPLE TO TAKE ADVANTAGE OF OTHER OPPORTUNITIES IN THE CITY, UM, WHETHER THAT'S THROUGH SITTING NEXT TO THEM WHILE THEY, YOU KNOW, FILL OUT THEIR WORKFORCE, UH, COMMISSION APPLICATION OR HELPING THEM OBTAIN THEIR GED.

AND SO DOING THINGS LIKE

GETTING YOUR GED INCREASES THE LIKELIHOOD OF SECURING EMPLOYMENT OR IMPROVING EMPLOYMENT.

UM, THE SAME THING WITH LEARNING ENGLISH.

THAT OFTENTIMES MEANS SOMEONE CAN GET, UH, A PROMOTION AND A JOB THAT THEY HAVE.

AND THE ONE-ON-ONE COMPUTER ASSISTANCE REALLY HELPS PEOPLE ACCOMPLISH THE, THE MINUTE GOALS THAT THEY HAVE TODAY.

AND WITH THAT, I WILL TURN IT OVER TO PARK AND RECREATION AND CRYSTAL.

SO AS WE TALK ABOUT THE EFFORTS MADE, UM, BY THE DALLAS PARK AND RECREATION DEPARTMENT, WE'RE STARTING WITH THIS FIRST SLIDE HERE.

YOU'LL SEE A PICTURE OF OUR MENTAL WELLNESS WALK, WHICH WAS AN INAUGURAL WALK THAT TOOK PLACE AT SINGING HILLS RECREATION CENTER, UM, SPONSORED AND PARTNERED WITH GREG ELLIS, FORMER DALLAS COWBOY, NO JUDGMENT, UM, CURRENT DALLAS COWBOYS COACH.

SO WE HAD ABOUT 500 PARTICIPANTS THAT WERE REGISTERED TO WALK.

WE WANTED TO MAKE SURE THAT IT TOOK PLACE IN A COMMUNITY WHERE THERE WERE SIGNIFICANT HEALTH CHALLENGES, UM, HEALTH DISPARITIES THAT OCCURRED.

SO WE LOOK FORWARD TO THIS AGAIN, NEXT MAY, MAY OF 2025.

SO MOVING TO THE NEXT SLIDE.

AND WE TALK ABOUT THE EQUITY INDICATORS THAT WE'RE FOCUSED ON.

WE FOCUS HIGHLY ON OUR ACCESS TO PARKS AND PHYSICAL ACTIVITY, BOTH OF WHICH REALLY TAP INTO OUR, UM, NATIONAL THREE PILLARS, OR TWO OF OUR THREE PILLARS, WHICH FOCUS ON HEALTH AND WELLNESS, AS WELL AS SOCIAL EQUITY.

SO THE DEPARTMENT OF PROGRESS MEASURES WE TOOK ON, WE FIRST ATTEMPTED TO ADDRESS THE ISSUES AND THE CHALLENGES THAT WERE FACED BY OUR PALATES, OUR PUSH CART OPERATORS ON OUR PARKS.

AND SO WE WERE TASKED WITH ELIMINATING BARRIERS, PREVENTING THEM FROM BEING ABLE TO OPERATE THEIR SMALL BUSINESSES WITHIN OUR PARK PROPERTIES.

WE DID DO WHAT WE COULD DO TO REMOVE THOSE PARK FEES, UM, HOWEVER THAT WAS TURNED OVER TO DALLAS COUNTY DUE TO THE PERMITTING PROCESS.

SO THAT'S NOW OUT OF OUR HANDS.

SO WE CONSIDER THAT COMPLETED ON OUR EFFORT, UM, ON OUR END, ONLY BECAUSE WE DID WHAT WE WERE ABLE TO DO WITHIN OUR CAPACITY OF REMOVING THOSE PARK FEES.

MOVING TO THE NEXT, UM, PERFORMANCE MEASURE, WE ADDRESSED OUR OUTOF SCHOOL TIME PROGRAMMING, LAYMAN'S TERM AFTER SCHOOL PROGRAMMING, MAKING SURE THAT WE WERE ABLE TO INCREASE THE OFFERING THROUGHOUT THE CITY.

AND THE ONLY WAY WE COULD DO THIS SUCCESSFULLY IS THROUGH THE PARTNERSHIP OF NONPROFIT ORGANIZATIONS, ADDITIONAL SITES AT OUR DALLAS ISD LOCATIONS.

UM, WE WORKED VERY INTENTIONALLY WITH OUR PARTNERS OF DALLAS AFTERSCHOOL TO MAKE SURE THAT THE SITES THAT WE IDENTIFIED FOR EXPANSION MADE SENSE WITHIN THOSE HISTORICALLY DISADVANTAGED COMMUNITIES.

AND SO, WITH THAT BEING SAID, WE DID INCREASE OUR AFTERSCHOOL ENROLLMENT FEES, AFTERSCHOOL ENROLLMENT BY 50%.

AND I WANNA REITERATE, OUR AFTERSCHOOL PROGRAMS, WHETHER THEY TAKE PLACE IN OUR 40 RECREATION CENTERS OR WITHIN OUR 10 DALLAS, ISD SITES ARE FREE OF CHARGE.

SO, YEARS BACK, PROBABLY ABOUT FOUR YEARS AGO, THERE WAS A FEE THAT OUR FAMILIES HAD TO INCUR.

AND SO WE, WE REALIZED THERE WAS A SIGNIFICANT BARRIERS IN SOME OF OUR COMMUNITIES.

SO THOSE FEES WERE ELIMINATED, AND THUS WE'RE SEEING, UM, A GREATER RETURN IN OUR, UH, PARTICIPATION FOR THOSE PROGRAMS. UH, THE NEXT PERFORMANCE MEASURE WE HAVE IS INCREASE THE PERCENTAGE OF THOSE ENROLLED IN OUR HEALTH AND WELLNESS PROGRAMS, IN OUR RECREATION FACILITIES.

AND AGAIN, THIS, AGAIN, WE MOVED WITH INTENTIONALITY, INTENTIONALITY, MAKING SURE THAT WE ALIGNED WITH SOME OF THE CENTERS AND SOME OF THESE ZIP CODES THAT WERE IDENTIFIED IN THE DALLAS COUNTY HEALTH AND NEEDS ASSESSMENT SURVEY.

SO WE KNOW THAT THERE ARE SOME, SOME ZIP CODES THAT HAVE, UM, DISPROPORTIONATELY HIGH RATES AND INCIDENTS WITH CHRONIC DISEASE, WHETHER IT'S KIDNEYS, HIGH BLOOD PRESSURE, DIABETES.

AND SO WE WORKED HAND IN HAND WITH OUR PARTNERS ABOUT BAYLOR SCOTT AND WHITE DALLAS COUNTY PARKLAND COMMUNITIES, TO MAKING SURE THAT WE OFFERED PROGRAMS WITH VERY LIMITED BARRIER, UM, TO GET OUR PARTICIPANTS, OUR COMMUNITY RESIDENTS INTO THE FACILITIES TO IMPROVE THEIR HEALTH AND WELLNESS THROUGH PHYSICAL FITNESS AS WELL AS PREVENTION AND EDUCATION.

WHEN WE LOOK AT THE THREE, UM, THE BUCKETS, AS MARTINE REFERRED TO THEM, I'M GONNA USE THAT TERM, WE TALK ABOUT ACCESS, ENGAGEMENT, ECONOMIC IMPACT TO THE CITY.

SO WHEN WE TALK ABOUT REMOVING ACCESS OR INCREASING ACCESS TO, UM, REMOVING BARRIERS, INCREASING ACCESS TO OUR PROGRAMS, WE, WE ADDED 10 ADDITIONAL SITES FOR OUR SYNDICATED CAMP.

AND SO THAT IS, THAT IS A SUMMER PROGRAM THAT TAKES PLACE IN COMMUNITIES THAT ARE NOT NECESSARILY WALKABLE TO A RECREATION FACILITY.

SO WE'VE USED SCHOOL

SITES, WE'VE USED NONPROFITS, WE'VE USED PARKS TO CREATE A POP-UP EXPERIENCE MAKING THE AFTERSCHOOL, I'M SORRY, THE SUMMER CAMP EXPERIENCE ACCESSIBLE TO THE COMMUNITIES, UM, THAT NEED THEM MOST.

SO AGAIN, WE, WE INCREASE THAT BY 10 SITES.

WE OPENED THREE ADDITIONAL ELEMENTARY SITES FOR OUR OUTOF SCHOOL TIME SLASH AFTERSCHOOL PROGRAMMING.

AND SO WE'VE, WE'VE RECOGNIZED THAT THERE WAS A GAP IN SERVICE IN SOME OF THOSE AREAS.

AND WORKING WITH OUR PARTNERS OF DALLAS, DALLAS AFTERSCHOOL TO MAKE SURE THAT WE IDENTIFY THE APPROPRIATE SITES TO MOVE IN AND BE ABLE TO INCREASE SOME OF THE SEATS THAT WE HAVE IN OUR AFTERSCHOOL SITES.

SO WE HAD 181 ADDITIONAL AFTERSCHOOL PARTICIPANTS ENROLLED FREE WIFI, UM, AND ALL OF OUR PARKS AND, YOU KNOW, OUR RECREATION FACILITIES.

WE KNEW THAT THIS WAS A HUGE CHALLENGE.

AT THE HEIGHT OF THE PANDEMIC, WE RECOGNIZED THE DISPARITIES AND THE ISSUES THAT OUR FAMILIES AND OUR COMMUNITY MEMBERS WERE FACING WITH NOT HAVING ACCESS.

AND SO NOW THAT THEY CAN GO INTO OUR RECREATION FACILITIES, THEY CAN SIT INTO OUR PARKS, THEY HAVE CONNECTIVITY.

SO, UM, WE'RE GLAD THAT WE WERE ABLE TO MAKE THAT HAPPEN.

ENGAGEMENT, THIS IS SOMETHING THAT WE ARE, EVEN THOUGH WE SAY WE'VE MET, WE KNOW THAT WE ARE STILL CONTINUALLY TO WORK ON MAKING SURE THAT OUR FAMILIES AND OUR COMMUNITY RESIDENTS KNOW HOW TO CONNECT WITH US.

WE WORK VERY CLOSELY WITH OUR PARTNERING AGENCIES TO FOCUS ON THE SOCIAL AND EMOTIONAL HEALTH OF NOT JUST OUR STUDENTS THAT WE WORK CLOSELY WITH, BUT THEIR FAMILIES AND THEIR CAREGIVERS.

WE HOSTED NINE POP-UP WELLNESS EVENTS IN OUR, UH, HISTORICALLY DISADVANTAGED COMMUNITIES.

AGAIN, WE RECOGNIZE THAT SOME OF WHICH WE KNOW IN OUR COMMUNITIES, WE HAVE HIGH INCIDENTS OF EMERGENCY ROOM VISITS BECAUSE THERE'S NOT A LOT OF EDUCATION AND PREVENTION THAT'S BEEN MADE KNOWN AND MADE AVAILABLE.

AND SO WORKING WITH THOSE COMMUNITY PARTNERS, DOING POP-UP EVENTS TO EDUCATE, TO PROVIDE, UH, PREVENTION MEASURES, TO PROVIDE RESOURCES TO THEM, WE FOUND THAT TO BE HIGHLY CRITICAL.

WE ADDED THREE NEW SITES TO OUR HEALTHY CITIES INITIATIVE.

OUR HEALTHY CITIES INITIATIVE IS AN INITIATIVE WHERE WE PARTNER WITH BAYLOR SCOTT AND WHITE.

IT'S A 10 WEEK PROGRAM THAT FOCUSES ON NUTRITION EDUCATION, UM, CHRONIC DISEASE PREVENTION INTERVENTION, AND IT REALLY DOES PROVIDE AN OVERALL, UH, EDUCATIONAL RESOURCE TO OUR COMMUNITIES.

WE HAVE A TOTAL OF 10 SITES THROUGHOUT DALLAS, AND AGAIN, PARTNERING WITH BAYLOR SCOTT AND WHITE, WE, WE ANTICIPATE EXPANDING IN THE NEXT YEAR AS WELL.

WE PARTNERED WITH 20 NEW DISD CAMPUSES, AND THIS IS FOR THE OUT SCHOOL TIME PROGRAMMING THAT TAKES PLACE SEASONALLY, SO IT CAN BE SUMMER AS WELL AS OUR AFTERSCHOOL PROGRAMS. AND SO WE'RE LOOKING TO PARTNER WITH OTHER NON-PROFITS AS WELL AS OTHER SCHOOL DISTRICTS AS WE ARE ABLE TO PROVIDE MORE ACCESS, ACCESS TO OUR FAMILIES, THE ECONOMIC IMPACT FOR THE CITY, AGAIN, WE TALKED ABOUT THE FREE WIFI ACCESS, AND WE TALKED ABOUT HOW CRITICAL THAT IS TO OUR RESIDENTS.

WE CONTINUE TO HOLD MAJOR EVENTS AND OUR PARKS, OUR TRAILS AND OPEN SPACES TO ENSURE THAT PEOPLE KNOW THE RESOURCES THAT ARE AVAILABLE TO THEM, UM, WAYS IN WHICH THEY CAN DO SELF-LED SELF-DIRECTED PROGRAMMING, SELF-LED SELF-DIRECTED WELLNESS ACTIVITIES ON OUR PARKS AND TRAILS.

SO WE WANNA MAKE SURE THAT THAT IS SOMETHING THAT'S CONTINUALLY DONE.

THERE WAS A $15 MILLION INVESTMENT IN COUNCIL DISTRICT 10 WITH OUR FOREST ELIA MULTIPURPOSE CENTER.

IF YOU ALL HAVEN'T HAD THE OPPORTUNITY TO VISIT THIS, THIS IS WHERE WE INITIALLY STARTED, UM, WITH THE BOXING GYM IN AN AREA THAT HAD, UM, A HISTORY OF HIGH CRIME, BUT MORE IMPORTANTLY, LACK OF RESOURCES.

AND SO WHAT THE CITY HAS DONE IS REALLY INVESTED INTO THIS COMMUNITY TO CREATE A SPACE.

WE ARE ANTICIPATING TO BREAK GROUND ON OUR FIRST, OUR FIRST PHASE OF THE PROGRAM IN THE NEXT FIRST PHASE OF THE PROJECT IN THE NEXT 60 DAYS WITH OUR FIR WITH THE PARK.

AND SO WE'LL START WITH THE PARK, AND THEN WE'LL BUILD OUT TO THE MULTIPURPOSE CENTER.

BUT WE KNOW THAT IT'S GOING TO COMPLETELY CHANGE THE, THE ENERGY OF THAT COMMUNITY.

AND WE'RE LOOKING FORWARD TO THAT PROJECT COMING INTO FRUITION IN THE NEXT 60 DAYS.

BUT I LOVE THAT, AND I'LL PROBABLY MIMIC THAT, UH, ALSO, UH, IN MY COMMUNITIES BECAUSE I THINK IT'S VERY IMPORTANT.

BUT, UM, UH, I MEAN, WE, WE NOW HAVE COLLECTED ENOUGH DATA TO WHERE IT'S NO LONGER ANECDOTAL FOR US TO, UH, SPEAK TO A LOT OF THE INEQUITIES, THE DISPARITIES THAT EXIST.

HOW DOES THAT MATCH DIRECTLY UP WITH OUR BUDGET OFFICE SPECIFICALLY? HOW DOES THAT MATCH DIRECTLY? AND I KNOW YOU'RE, YOU'RE REPRESENTING THE CITY MANAGER'S OFFICE, LIZ AND I, AND I THINK THAT IF EVERYONE IN THE CITY MANAGER'S OFFICE HAD THE SAME MINDSET THAT YOU DID, WE WOULDN'T BE HAVING THIS DISCUSSION.

UM, BUT HOW DO WE BREAK THROUGH THE BUREAUCRATIC BARRIERS THAT SEEM TO, TO KEEP US FROM REALLY GETTING THAT FINISH LINE? AND I, I'LL, I'LL TALK TO YOU, CARLOS.

UM, SPECIFICALLY, UM, WHEN IT COMES TO ENVIRONMENTAL, YOU AND I HAVE DISCUSSED SEVERAL STOP GAPS THAT WE'VE COME UP WITH.

UM, AND I KNOW THAT Y'ALL HAVE BEEN INNOVATIVE AND VERY PROACTIVE TO SEEK OUTSIDE PRIVATE FUNDING TO SEEK, UH, GRANTS AND FEDERAL DOLLARS, UH, TO HELP US WITH THESE GOALS.

BUT WHAT HERE AT 1500 MARILLA IS STOPPING US FROM BEING MORE AGGRESSIVE AND ACTUALLY ADDRESSING THE INEQUITIES.

'CAUSE WE CAN KEEP COLLECTING DATA ALL DAY LONG TO TELL US WHAT WE ALREADY KNOW, BUT HOW DO WE CHANGE WHAT WE'RE, WHAT WE HAVE DATA NOW TO SUPPORT? LET, LET ME START, AND THANK YOU FOR THE, THE QUESTION.

UM, NOT AN EASY ONE TO ANSWER, CERTAINLY.

BUT, BUT, BUT THAT'S WHAT THIS WORK IS ABOUT, REALLY HAVING SOME OF THESE TOUGHER CONVERSATIONS WHEN WE KNOW THAT THERE ARE GRAVE DISPARITIES ACROSS OUTCOMES, UM, IN, IN OUR CITIZENRY AND BEYOND.

SO IF I CAN GIVE AS AN EXAMPLE, UM, THE ARPA ACKNOWLEDGEMENT, RIGHT? WE WERE THIS CITY WAS, WAS ACKNOWLEDGED AMONG THE TOP TIERS OF CITIES THAT WERE RECOGNIZED FOR, UH, DEPLOYING ARPA DOLLARS IN AN EQUITABLE MANNER.

NOW, THAT WASN'T BY ACCIDENT, CERTAINLY, RIGHT? IT WAS OUR COUNCIL, IT WAS OUR COMMUNITIES, IT WAS THE, THESE COLLEAGUES HERE SAYING, WE HAVE TO ADDRESS THE GREATEST NEEDS.

AND, AND SO, UM, WE DID, AND, AND WE DEPLOYED THOSE FUNDS IN A WAY THAT WAS GOING TO, TO REACH THE, THE HARDEST HIT COMMUNITIES.

AND, AND THOSE PEOPLE WHO WEREN'T ALWAYS A, A SEAT AT THE TABLE, FRANKLY.

AND, AND SO WE SORT OF USE THAT AS, AS A, A REAL NORTH STAR.

IF WE COULD DO IT, THEN, THEN WE CAN DO IT ACROSS SYSTEMS, RIGHT ACROSS THE SYSTEM.

AND, AND CERTAINLY WE UNDERSTAND AS AN EXECUTIVE LEADERSHIP TEAM AND FROM RESPONDING TO WHAT OUR PRIORITIES ARE BY THE COUNCIL, THAT, UH, WE HAVE TO BE REALISTIC IN, ESPECIALLY IN, IN, UM, CHALLENGING TIMES.

AND, AND SO WHAT I HAVE CHARGED MY TEAM, AND I THINK WHAT THE CITY MANAGER INTERIM HAS CHARGED US TO IS TO LOOK TO SEE WHAT YOU HAVE AVAILABLE.

YOU KNOW, WE DID NOT STOP THE BUDGETING FOR EQUITY PROCESS, UM, DURING THE, THIS LAST SEASON.

AND, AND, AND I THINK THAT THAT MATTERED, UH, BECAUSE ALL OF THE DEPARTMENTS THAT I, AT LEAST THE ONES THAT I LEAD, UH, WERE CHARGED WITH DEVISING PLANS WHERE THEY CAN, IRRESPECTIVE OF DIFFICULT TIMES, UM, BE ABLE TO DEPLOY FUNDING BASED ON AN EQUITY ANALYSIS.

AND, AND I THINK THAT'S WHAT ALL OF OUR DEPARTMENTS ARE BEING, UM, CALLED TO DO.

I WANT TO HEAR FROM THE REST, BUT I WANT TO TALK SPECIFICALLY ON INFRASTRUCTURE.

DO YOU BELIEVE WHEN YOU SAY THAT WE HAVE BEEN EQUITABLY BUDGETING, UM, THAT, THAT WE HAVE ACCOMPLISHED A GOAL WHEN, YOU KNOW, WHEN WE HAVE RESIDENTS, MR. RESENDEZ AND US IN, IN MY AND I SPECIFICALLY THAT HAVE NO SIDEWALKS, THAT HAVE, UH, NEVER HAVE HAD A PAVED ALLEYWAY THAT HAVE, UH, CRUMBLING INFRASTRUCTURE.

SOME OF THE STREETS THAT YOU CAN GO IN SOUTHEAST DALLAS, LITERALLY LOOKS LIKE WE ARE IN A THIRD WORLD COUNTRY, LITERALLY.

AND WE SEE WHERE DATA HAS DRIVEN, AND I GET POLITICAL WILL, BUT WHEN DATA HAS DRIVEN US TO A PLACE WHERE A FISCAL YEAR IDENTIFIES REPAIRING STREETS THAT HAVE BEEN REPAIRED 20 TIMES IN OUR CITY'S HISTORY VERSUS GIVING MY RESIDENTS A SIDEWALK, WHY?

WHAT, WHAT CHANGES FROM THE DATA? THE DATA IS NOT CHANGING THE FACT THAT WE ALREADY KNOW THAT THIS EXISTS, BUT NOW THE DATA'S STARING US IN OUR FACE.

WHEN ARE WE GOING TO ACT ON IT? AND WHEN IS IT GOING TO BE AGGRESSIVE AND NOT DONE INCREMENTALLY? I GET WE, WE CAN TAKE THESE WINS.

I, I THINK, YOU KNOW, THE GOOD THING IS THAT I THINK A CM, LIZ, CDO, PERA AND INTERIM CITY MANAGER TOLBERT, HAVE SAID THAT ADVANCING EQUITY AND ADVANCING ENVIRONMENTAL, JUST ENVIRONMENTAL QUALITY OR ENVIRONMENTAL JUSTICE AND CLIMATE JUSTICE IS EVERYBODY'S, UH, GOAL OR PRIORITY, NOT JUST OEQS, UH, BUT IT'S EVERY DEPARTMENT'S PRIORITY, RIGHT? AND SO I THINK THAT'S ONE OF THE THINGS THAT ALL DEPARTMENTS SEE IS AS WE'RE TRYING TO EVALUATE, AND LET ME STEP BACK AS WELL.

UH, THIS REPORT ALSO, UH, TARGETED EMPLOYEES WHO FALL BELOW THE 46,000 WAGE STRESSFUL.

UM, THE, AT THE INCEPTION OF THIS PILOT PROGRAM, WHICH WAS NOVEMBER, 2023, THERE WERE 295 JOB TITLES AT THE CITY, AND APPROXIMATELY 2,430 EMPLOYEES THAT FELL BELOW THE 46,000, WHICH TRACE HOLE, WHICH IS ROUGHLY 19% OF OUR WORKFORCE.

SO WE WERE ABLE TO CONNECT HER WITH OUR ITS DEPARTMENT, AND SHE TOOK SOME EXCEL TRAINING COURSES OVER THE SUMMER.

AND THEN WITH THAT, SHE WAS ALSO ABLE TO GET INTO SOME PROJECT MANAGEMENT COURSES THAT THE ITS DEPARTMENT OFFERED OVER THE SUMMER, AND SHE CONTINUED TO INTERVIEW KNOWING THAT THAT PROJECT MANAGEMENT, UM, OPPORTUNITY WILL TAKE A WHILE TO ACQUIRE THAT THROUGH OUR EDUCATIONAL PARTNERS.

BUT SHE CONTINUED TO INTERVIEW.

SHE JUST RECEIVED A PROMOTION THAT WILL INCREASE HER SALARY BY 43%.

IT WAS DETERMINED THAT HE SHOWED A LOT OF STRONG LEADERSHIP SKILLS, BUT IT WAS THAT CDLA THAT WAS THE BARRIER FOR HIM MOVING INTO A HIGHER PAYING POSITION.

SO HE WAS ABLE TO RECEIVE A SCHOLARSHIP THROUGH THE SOUTH DALLAS DRIVING ACADEMY.

HE WILL BEGIN HIS CDLA TRAINING AT THE BEGINNING OF NOVEMBER.

HE'LL FINISH WITHIN ABOUT FIVE WEEKS, AND HE, HE'LL HAVE THAT CDLA LICENSE.

WE HAVE ALSO BEEN WORKING CLOSELY WITH THE SANITATION DEPARTMENT AND THE DEPARTMENT OF LABOR TO GET AN AUTOMOTIVE TECHNICIAN SPECIALIST APPRENTICESHIP AT THE CITY OF DALLAS.

THIS APPRENTICESHIP WILL LAST APPROXIMATELY TWO YEARS, AND AT THE END OF THE PROGRAM, THE CITY OF DALLAS APPRENTICE WILL HAVE JOURNEY LEVEL MECHANIC EXPERIENCE.

THEN THAT EMPLOYEE CAN CONTINUE TO FOLLOW ONE OF OUR ALREADY CREATED CAREER SERIES BY MOVING TO A SENIOR HEAVY EQUIPMENT MECHANIC OR A CERTIFIED TECHNICIAN MECHANIC, WHICH WOULD BE A PAY GRADE 13 OR 14.

THIS IS A WAITING APPROVAL FROM THE DEPARTMENT OF LABOR, AND AN ESTIMATED APPROVAL DATE WOULD BE MID-NOVEMBER OF 2024.
