AND THE LIST OF NAMES, THE ONE AND ONLY, CHRIS HEBA.

FIRST, THANK YOU ALL FOR YOUR SERVICE ON THE COMMISSION.
WE ARE DEEPLY GRATEFUL FOR YOU, UH, FOR YOUR INVESTMENT OF TIME, RESOURCES, AND THE PASSION THAT YOU HAVE FOR THE ARTS IN DALLAS.
NEXT MONTH, THE AT AND T PERFORMING ARTS CENTER WILL MARK ITS 15TH ANNIVERSARY.
YOU KNOW, WHEN IT OPENED IN 2009, THE CENTER HELPED COMPLETE THE DECADES LONG VISION BEHIND THE DALLAS ARTS DISTRICT.
AFTER THE KENNEDY ASSASSINATION, DALLAS WAS REALLY TRYING TO REPOSITION ITSELF IN THE WORLD.
AND THIS INCLUDED MAKING MAJOR INVESTMENTS IN THE ARTS TO MAKE DALLAS A CULTURAL DESTINATION AND CAPITAL.
SO THEY TOOK A BREAK FROM LINCOLN CENTER AND CREATED THE DALLAS ARTS DISTRICT IN AN ECONOMICALLY CHALLENGED CORNER OF DOWNTOWN.
THAT'S WHERE THEY WERE GOING TO RELOCATE THE CITY'S MAJOR ARTS INSTITUTIONS.
AT ONE TIME, IT WAS A FREEDMAN'S NEIGHBORHOOD.
PAUL'S, UH, HISTORIC MORE THAN Y, WHERE STRAUS SQUARE IS TODAY.
THERE USED TO BE ABOR DAIRY THEN, AND THERE WERE ALSO, UH, BODY SHOPS, A CADILLAC DEALERSHIP.
BUT THE VISION OF THE ARTS DISTRICT TOOK HOLD, THE DMA AND THE MYERSON REVERSED THE NASHER AND CROW, THE CENTER, AND THEN FINALLY MOODY PERFORMANCE HALL.
NOW, THE CENTER WAS CONCEIVED BECAUSE THE DALLAS THEATER CENTER AND THE DALLAS OPERA BOTH NEEDED NEW VENUES, BUT THEY SHARED ENOUGH DONORS TO KNOW THAT IF THEY WENT AT IT SEPARATELY, THEY MIGHT GET ONE VENUE BUILT, BUT PROBABLY NOT BOTH.
SO THEY LOCKED ARMS AND DECIDED TO BUILD A CENTER WITH A NEW PERFORMANCE HOME FOR BOTH.
TODAY THE CENTER HAS FIVE RESIDENT COMPANIES.
WE ALSO PRESENT BROADWAY CONCERTS, WORLD DANCE, MAUS, COMEDY SPEAKERS AND MORE.
AND OF COURSE, THROUGH OUR ELEVATOR PROJECT, WHICH WE LOVE.
WE PRESENT SMALL, EMERGING AND HISTORICALLY MARGINALIZED ARTISTS AND ARTS ORGANIZATIONS ON OUR STAGES.
WE HAVE ALSO GROWN AN INCREDIBLE RANGE OF ARTS, EDUCATION, AND COMMUNITY PROGRAMS, ALL OF THEM FREE, THAT CONNECT THOUSANDS OF STUDENTS AND FAMILIES WITH THE ARTS, BOTH ON THE CENTER'S CAMPUS, BUT ALSO OUT IN THE COMMUNITY.
AND TO CELEBRATE OUR 15TH, AND YOU'VE GOT A LIST OF THEM THERE, WE ARE PRESENTING A SERIES OF FREE CONCERTS STARTING ON OCTOBER 4TH.
WE HAVE BLACK COUNTRY STAR, MICKEY GUY DO STR SQUARE.
THE NEXT DAY WE HAVE OUR LATINA DO FESTIVAL, WHICH IS FANTASTIC.
THEY FEATURE A RANGE OF LATIN AMERICAN MUSIC, DANCE, FOOD MARKETS, CRAFTS.
THEN WE HAVE GANGSTA GRASS, WHICH IS BLUEGRASS AND HIP HOP.
AND THAT'S GOING TO BE IN STRAU SQUARE.
AND THEN WE OF COURSE HAVE OUR BRASS AND JAZZ IN THE PARK.
I KNOW MANY OF YOU, UH, HAVE BEEN THERE.
THAT'LL BE BACK AT MADDIE NASH IN MYRTLE DAVIS PARK IN WEST DALLAS.
AND THEN TO CAP IT OFF, OUR ANNUAL RELIANT LIGHTS, YOUR HOLIDAYS, THAT'S LIVE ENTERTAINMENT, FIREWORKS, THE DRONE SHOW.

SO IN TALKING TO A FEW ORGANIZATIONS THAT ARE GOING THROUGH THE ELEVATOR PROJECT, AND I THINK IT'S A FANTASTIC OFFERING, RIGHT? TO HAVE ARTISTS WHO NORMALLY DON'T APPEAR IN THE DALLAS ARTS DISTRICT TO APPEAR IN THE ARTS DISTRICT.
IT'S IN A LOT IN TERMS OF AN INVESTMENT.
BUT SOME OF THE GROUPS THAT I'VE TALKED TO FEEL LIKE IT STILL MAY BE OUT OF THEIR REACH.
AND THAT ONE GROUP WAS ACTUALLY LOSING MONEY TO BY PARTICIPATING IN ELEVATED PROJECT.
NOW, I, I KNOW THAT THEY'RE OFFERED VARIOUS THINGS, PART OF THAT, BUT I MEAN, HAVE YOU SAT DOWN WITH ORGANIZATIONS THAT HAVE GOTTEN FEEDBACK AND THEIR INPUT? WE ALWAYS DO.
AND WHAT I WOULD DO, BECAUSE IT IS LONG AND COMPLICATED, 'CAUSE WHAT WE DO IS WE PROVIDE

THEM WITH A CERTAIN AMOUNT, A DOLLAR AMOUNT FOR DIFFERENT THINGS.BUT THEN LIKE ANY ARTS ORGANIZATION, THEY'RE EXPECTED TO FUNDRAISE BEYOND THAT.
SOME OF THE GROUPS, FOR INSTANCE, LIKE SOUL REP THEATER, THEY'VE GOT THIS DOWN AND THEY'RE REALLY GOOD AT IT.
THEN WE GET GROUPS THAT ARE LITERALLY THE FIRST TIME THEY'VE EVER DONE ONE.
SO WITH THEM, IT'S GUIDING THEM ALONG THE WAY.
WE'VE LEARNED TO TRY TO BE MORE UP, UH, WITH MORE OF THAT UPFRONT SO THEY UNDERSTAND WHAT THE EXPECTATIONS ARE EVEN BEFORE THEY APPLY.
UM, BUT IT IS SOMETHING THAT PROVIDES THEM A PLATFORM AND GIVES THEM AN OPPORTUNITY TO GROW.
BUT IT'S ALSO A LEARNING EXPERIENCE TOO.
THEY HAVE TO UNDERSTAND, JUST LIKE ANY ARTS ORGANIZATION, YOU HAVE SOME FUNDRAISING, YOU CAN'T, AND THERE'S ALWAYS A PROFIT OPPORTUNITY IN THERE.
AND WE'VE HAD PEOPLE KIND OF ALL OF A SUDDEN THEY REALIZE, OH, IF I'M GIVING AWAY TICKETS TO ALL MY FRIENDS, THAT CUTS INTO MY PROFIT.
SO IT'S THAT WE'VE HAD GROUPS TOO.
WE HAD ONE GROUP THAT VERY FOCUSED ON STREET THEATER.
THIS WAS THE FIRST TIME THEY'D PERFORMED IN A THEATER.
WE LITERALLY HAD A CHICKEN RUNNING AROUND BACKSTAGE.
SO EVERY GROUP IS A LITTLE DIFFERENT.
HECTOR GARCIA IS THE PRODUCER OF THAT.
HE'S REALLY GOOD AT THE GROUPS.
AND IF YOU WOULD LIKE, I CAN, WE CAN HAVE HECTOR COME IN SOMETIME, OR YOU CAN COME OUT AND TALK WITH HECTOR.
HE CAN KIND OF WALK YOU THROUGH THAT WHOLE PROCESS WITH EVERYBODY FOLLOW UP QUESTION.
AND I, AND JUST TO PIGGYBACK ON WHAT CHRIS WAS SAYING, I WAS ACTUALLY PART OF THAT COMMITTEE AND WENT THROUGH THAT ENTIRE PROCESS.
AND THE DOCUMENTATION, UH, THAT WAS PUT FORTH ON ALL OF THE, UH, GROUPS THAT WANTED TO PARTICIPATE IN THE CONSIDERATION OF ALL THOSE GROUPS WAS EXHAUSTING.
DOES DR. GARCIA HAVE LIKE AN INFORMATIONAL SESSION FOR THOSE WHO ARE CONSIDERING THE ELEVATOR PROJECT? YES.
UM, BUT WE WERE TALKING THE OTHER DAY THAT I'VE, WE KIND OF HAD A DISCUSSION BECAUSE SOMEBODY ELSE WAS KIND OF COMMENTING.
SO I SAID, I THINK WE NEED TO DO MORE ON THE FRONT END, MAKE SURE THEY UNDERSTAND ALL THAT, UM, BEFORE THEY GO THROUGH ALL THE PROCESS.
'CAUSE IT IS AN EXTENSIVE PROCESS.
WE HAVE A LOT OF GROUPS THAT WANT IN, AND WE GENERALLY ONLY HAVE EIGHT THIS YEAR.
WE ACTUALLY SAID IT'S ONE GROUP THAT'S REALLY GOOD.
SO NOW WE'RE DOING NINE THIS YEAR.
UM, BUT THAT'S AN INVESTMENT THAT WE MAKE AND WE PROVIDE A WHOLE BUNCH OF THE RESOURCES, BUT THEY'RE EXPECTED TO KIND OF STEP UP AS WELL, SO THAT WAY THEY'VE GOT SKIN IN THE GAME AS WELL.
AND I BELIEVE, UH, COMMISSIONER, UH, WELL THAT IS
SO I WANT TO TALK ABOUT KIND OF WHAT TINA WAS TALKING ABOUT.
UM, I RUN AN ARTS ORGANIZATION SEVERAL YEARS AGO.
WE DID RECEIVE AN ELEVATOR PROJECT AND I DON'T REMEMBER HAVING CONVERSATIONS ABOUT YOU HAVE TO FUNDRAISE MORE THAN THAT.
SO IS THAT SOMETHING NEW THAT HAS BEEN IMPLEMENTED, HOW YOU'RE WE ARE COMPETING WITH ORGANIZATIONS.
WE ARE TRYING TO HAVE MORE OF THE COMPENSATIONS ON THE FRONT.
AND THAT'S SOMETHING JUST LITERALLY TWO DAYS AGO, HECTOR AND I WERE TALKING ABOUT THAT BECAUSE I FELT LIKE MORE GROUPS, WE PROBABLY NEED TO EXPLAIN MORE OF THAT AND HELP THEM UNDERSTAND THAT.
AND WE TRY TO SUPPORT THEM IN IT TOO.
UM, BUT THAT IS SOMETHING THAT IS, THEY'RE GONNA HAVE TO DO SOMETHING IN THE FRONT.
AND EVERY GROUP IS DIFFERENT, RIGHT? YOU HAVE SOME GROUPS THAT ARE THERE FOR TWO TO THREE NIGHTS BECAUSE THEY'RE A DANCE COMPANY.
YOU GOT A THEATRICAL RUN, THEY NEED TO BE IN THERE A LOT LONGER.
AND THEY USUALLY NEED TO RAISE MORE FUNDS AS WELL BECAUSE IT'S A LONGER RUN.
UM, YOU'RE BUILDING SETS, WHEREAS A DANCE MAY BE MUCH MORE, UH, SMALLER SCOPED AND NOT, WE NEED AS MANY RESOURCES.
EVERY GROUP IS LITERALLY DIFFERENT.
WELL, ON THE ELEVATOR PROJECT, KUDOS.
I KNOW YOU'RE WORKING OUT SOME KINKS, BUT I DO THINK THE OPPORTUNITY FOR SOME OF OUR SMALLER ARTS ORGANIZATIONS TO PERFORM IN THAT TYPE OF SPACE CAN BE, UM, CHANGING FOR THE ORGANIZATION.
AND I'VE SEEN SOME OF 'EM THAT WENT INTO YOUR PROJECT EARLY ON WHO HAVE REALLY GROWN AFTER SOME ROUGH PATCHES, BUT THEY'VE REALLY GRIND THROUGH THE EXPERIENCE, SO KUDOS.
BUT I WANTED TO ASK YOU ABOUT, UM, BECAUSE YOU HELPED ME WITH THIS ONCE AND I, IT GAVE ME A THOUGHT.
UM, THERE'S SOMETHING THAT YOU DO DOWN THERE ON THE PLAZA THAT'S LIKE AN OPEN MIC NIGHT.

BUT IN THE COURSE OF THAT, CHRIS, I WALKED AROUND AND VISITED WITH SOME OF THOSE ARTISTS WHO WERE, SOME OF THEM WERE JUST SPECTACULAR.
AND THEY WERE JUST, UH, JUST, THEY WERE CITIZENS WHO HAD NO, UH, INTERACTION WITH OUR ARTS COMMUNITY OTHER THAN THEY HAD SEEN YOUR AD.
AND NONE OF THE PEOPLE THAT I SPOKE WITH KNEW ABOUT OUR PROGRAMMING LIKE, UH, CAP ARTISTS, WHICH SOME OF THEM I THINK COULD POTENTIALLY APPLY FOR CAP ARTISTS OR ARTS ACTIVATE GRANTS.
AND I WONDERED IF YOU MIGHT CONSIDER HOW, YOU KNOW, IF THERE IS SOME WAY TO SHARE THE INFORMATION ABOUT THE GRANT PROGRAMS FROM THE CITY OF DALLAS WITH THOSE ARTISTS THAT YOU ARE BRINGING IN.
UM, 'CAUSE YOU HAD SOME REALLY SPECTACULAR SINGERS AND PERFORMERS.
UM, AGAIN, NOT THE ONE THAT I BROUGHT TO YOUR STAGE, BUT, UM,
AND THEN WE ALSO HAVE THE PNC PATIO SESSIONS, WHICH IS LIVE MUSIC.
AND THERE ARE ALMOST ALWAYS THE STUFF WE DO IS LOCAL ARTS.
AND WE TRY TO FIND A PLATFORM TO DO THE PNCS A LITTLE DIFFERENT BECAUSE THEY'RE NOT NECESSARILY WHAT WE WOULD CALL FINE ARTS, PERFORMING ARTS, BUT THEY STILL ARE ARTISTS AND, AND LOOKING FOR A PLATFORM.
AND WELL, THERE WAS A WIDE RANGE OF TALENT, BUT I, THAT I WAS THERE.
BUT, UH, THERE WERE CERTAINLY SOME THAT I COULD SEE, UM, ARTISTS WHO, YOU KNOW, I WOULD, AND AND MOST OF THEM WHEN I VISITED WITH THEM, HAVE FULL-TIME JOBS DOING SOMETHING OUTSIDE OF THE ARTS.
AND SO I WONDERED IF THERE, YOU KNOW, IF YOU MIGHT THINK ABOUT SOME WAY TO HAVE SOMETHING ON THE TABLE OR SOME FOLLOW UP WITH ARTISTS SO THAT JUST CONNECTING THEM TO OUR WEBSITE SO THAT THEY LEARN ABOUT THE OTHER FUNDING PROGRAMS THAT ARE AVAILABLE FOR THEM TO FOLLOW THEIR PASSION.
IN FACT, JUST YESTERDAY WE'RE, WHEN JULIE AND, UH, TAAKA, WE WERE ALL TOGETHER TALKING ABOUT ALL THE DIFFERENT THINGS THAT WE ACTUALLY DO IN TERMS OF GRANTS AND PROGRAMS AND DIFFERENT THINGS, AND TRYING TO FIGURE OUT CAN WE CREATE ONE SPACE WHERE THEY CAN KIND OF PUT SOME STUFF IN SO THEY'RE NOT HAVING TO RE YOU KNOW, REDO GRANTS, EVERYTHING ALL OVER EVERYBODY, THAT MAYBE THERE'S A WAY WE CAN DO THAT.

I, I KNOW, I KNOW, I KNOW THE OUTDOOR STUFF IS TRICKY, OBVIOUSLY, BUT, UH, IT, IT STILL JUST FEELS LIKE A SPACE WITH ALL THIS POTENTIAL, ESPECIALLY WHEN THINGS ARE FREE.
UH, THE SECOND QUESTION WAS JUST ON CHALLENGE WITH THE MYERSON AS WELL, IN THAT WE, WE CAN'T DO REALLY LOUD STUFF WHILE THE MYERSON'S DOING CLASSICAL, SO WE'RE JUGGLING THAT WITH THE CALENDAR BACK TO THE ELEVATED PROJECT.

UH, AND I JUST WONDER, UH, SO THAT'S AN OVERALL SORT OF LIKE, UM, HAVING SAT ON THAT COMMITTEE, LIKE, YOU KNOW, UH, PERCEPTIONS OF READINESS OR DEMONSTRATIONS OF READINESS TO TAKE ADVANTAGE OF THE OPPORTUNITY.
I JUST WANT TO NARRATIVELY IF WITHIN THE ELEVATOR PROJECT CAN ALSO BE A TRACKING TOWARDS SOME OF THE LARGER CULTURE PLAN GOALS, SUPPORTING AND WORKING WITH A LOT OF ORGANIZATIONS.

WE'VE BROUGHT A RECOMMENDATION TO YOU THAT WILL ADMIT FOUR BRAND NEW ORGANIZATIONS INTO THE COP FUNDING PROGRAM.
AND WE'LL BRING ONE ORGANIZATION THAT WAS PREVIOUSLY A COP ORGANIZATION AND IT'S BEEN OUT AND IS BACK IN, BACK INTO, UM, THAT COP FUNDING.
UH, WE DID HAVE A A, WE DID HAVE, ONE OF THE GREAT THINGS WE HAD WAS, UH, HOT MONEY.
THIS PROGRAM'S FUNDED BY BOTH GENERAL FUND AND HOT MONEY.

WE GO TO NEXUS RECOVERY CENTER, MOSAIC FAMILY SERVICES, ALSO CC YOUNG.
SO WE GO FROM LITTLE ONES TO SENIORS AND EVERYTHING IN BETWEEN.
AND FOR OUR SHOWS, WE, WE DO, UH, INVITE, UH, ORGANIZATIONS LIKE NEXUS RECOVERY CENTER AND THE RESOURCE CENTER AND WE GIVE THEM TICKETS.
WE GIVE AWAY 300 TICKETS TO ORGANIZATIONS TO PROVIDE GREATER ACCESSIBILITY TO THE ARTS AND ESPECIALLY TO COME TO THE DALLAS ARTS DISTRICT BECAUSE AS WE KNOW, PARKING IS AN ISSUE BESIDES OTHER THINGS THERE.
AND SO WE PROVIDE FREE TICKETS FOR THAT AND TO BE ABLE TO SEE THESE CONCERTS THAT PRESENT MASTER WORKS BY LAURA LUBOVITCH.

SO OUR DANCERS ARE BECOMING REALLY EXCELLENT CHOREOGRAPHERS BECAUSE THEY HAVE WORKED WITH BRUCE'S COMPANY AND UH, THEN THEY'VE WORKED WITH ARTISTS LIKE LAURA LUBOVITCH AND, AND THEN, UM, THEY'RE DOING THEIR OWN WORK.
IT'S ABOUT PASSING IT FORWARD AND KEEPING IT GOING.

WHAT'S BEEN MOST ENCOURAGING FOR ME IS THAT OUT IN THE STREETS THERE ARE ARTISTS AND PEOPLE WHO HAVEN'T NORMALLY KNOWN ABOUT THE EXISTENCE OR THE PURPOSE OF OAC DO AND WHO ARE ACTIVELY TALKING ABOUT THE WORK THAT WE DO.
SO IT'S A KIND OF A DOVETAIL BETWEEN, UH, WHAT, WHAT, UM, COMMISSIONER MUCKLE SAID AS WELL, RIGHT? IT'S NICE TO SEE THE WORK NOT ONLY BEING DONE AND TAKEN CARE OF AND PAID FOR, BUT ALSO THE WORK BEING, UH, UNDERSTOOD AND RECOGNIZED BY THE COMMUNITY.
SO THAT'S A SHOUT OUT JUST GENERALLY TO THE ENTIRE STAFF, UM, THAT I SEE YOU WHEN YOU'RE OUT IN THE DISTRICTS MEETING WITH ARTISTS WHO MAY OR MAY NOT UNDERSTAND ALL THAT'S STATED TO BE DONE.
AND I WANT YOU TO KNOW THAT THE ARTISTS AND THE ARTS ORGANIZATIONS KNOW AND KNOW THAT THEY HAVE A RESOURCE, UH, IN THE CITY.
