PLEASE BE ADVISED THAT YOU MUST KEEP YOUR CAMERA FACE ON TO BE COUNTED IN THIS MEETING.
OTHERWISE, YOU'LL BE COUNTED ABSENT.
AND IF YOU CANNOT VERBALLY SAY PRESENT, JUST GO AHEAD AND PUT IN THE CHAT THAT YOU'RE PRESENT.
AS I'LL AS I'LL CALL YOUR DISTRICT AND YOUR NAME, PLEASE ACKNOWLEDGE YOURSELF.
COMMISSIONER KEYS, DISTRICT TWO, CHAIR GARNER.
PRESENT IN HOUSE DISTRICT THREE.
DISTRICT NINE, REVEREND BOONE.
UH, WE HAVE QUORUM PRESENT LEGAL NOTICE HAS BEEN POSTED IN ACCORDANCE WITH THE TEXAS OPEN MEETINGS ACT AND THIS MEETING HAS BEEN DUE AND CALLED.
WE WILL BEGIN OUR MEETING WITH THE READING OF THE MISSION STATEMENT AND DUTIES AND RESPONSIBILITIES OF THE CHC.

AND FOUR FORM SUCH OTHER DUTIES ASSIGNED BY THE CITY MANAGER OR DALLAS CITY COUNCIL.
UH, I JUST WANNA TAKE A QUICK NOTE OR MAKE A QUICK NOTE FOR EVERYBODY TO, YOU KNOW, TURN YOUR RINGERS OFF.
'CAUSE I, YOU MAY BE GETTING SOME SPAM CALLS AND WE WANT LIMIT THE INTERRUPTIONS TODAY.
ITEM TWO, PUBLIC COMMENTS AND SPEAKERS.
I, UH, BELIEVE WE HAVE ONE REGISTERED SPEAKER TODAY.
WE DO HAVE A, A REGISTERED SPEAKER.
IF YOU ARE IN THE AUDIENCE AND HAVE ACKNOWLEDGED THAT YOU WOULD LIKE TO SPEAK, GO TO THE PODIUM AT THIS TIME, PLEASE.
SO MOVING ON TO ITEM THREE IS APPROVAL OF MINUTES FROM THE SEPTEMBER 19TH, 2024 CHC MEETING.
IS THERE A MOTION FOR APPROVAL? I MOTION TO APPROVE WHICH COMMISSIONER WAS, WHICH IS THAT? OH, I MOTION TO APPROVE.
SO COMMISSIONER FLORES MOVED TO APPROVE.
DO WE HAVE A SECOND? SECOND COMMISSIONER.
SO, THE MOTION BY COMMISSIONER FLORES AND A SECOND BY COMMISSIONER HACK.
ANY DISCUSSION RELATED TO CORRECTIONS OR CHANGES TO THE SEPTEMBER MEETING MINUTES? HEARING NONE.
ALL IN FAVOR TO APPROVE THE MEETING MINUTES FOR SEPTEMBER 19TH.
NEXT ITEM, ITEM FOUR, UH, IS THE, WE'RE GONNA GIVE SOME TIME TO OUR PRESENTERS TO TAKE THE STAGE.
ITEM FOUR IS A PRESENTATION ON THE COLD WEATHER SHELTER, A SYSTEMATIC APPROACH, THE CITY OF DALLAS AND PARTNERS OPERATIONAL PLAN.
WE HAVE, UH, OUR OHS DIRECTOR, CHRISTINE CROSLEY, AND THE ESTEEMED DANIEL ROBY, CEO
[00:05:01]
OF AUSTIN STREET.YOU CAN BEGIN WHEN YOU'RE READY.
GOOD AFTERNOON, CHAIR COMMITTEE.
OUR COMMISSION, UH, THIS IS CHRISTINE CROSLEY, ALSO HOMELESS SOLUTIONS DIRECTOR DANIEL, CEO OF BOSTON STREET CENTER.
CAN WE CHECK MR. ROE'S? MIC? MICROPHONE.
DANIEL ROE, CEO OF BOSTON STREET CENTER.
UH, HAPPY TO BE HERE TODAY WHILE WE'RE GETTING THAT SET UP.
UM, THIS IS A REFRESHER FOR THOSE OF YOU WHO'VE BEEN HERE FOR A WHILE.
FOR THOSE OF YOU WHO HAVE NOT, WE'RE VERY HAPPY TO SHARE OUR INCLEMENT WEATHER SHELTER, UM, INFRASTRUCTURE WITH EVERYONE.
THIS HAS BEEN A LONG TIME IN THE MAKING AND IT STARTED RIGHT HERE IN THIS COMMITTEE IN DECEMBER, WELL BEFORE THAT OF 2020, UH, WITH A MODIFICATION TO CHAPTER 45 OF THE CITY CODE THAT ALLOWED US TO BUILD THE SYSTEM.
SO WE'RE VERY HAPPY NOW THAT, UM, OHS WITH BACKING BY THE CITY, UM, IS ABLE TO HAVE AN INFRASTRUCTURE THAT, UM, CREATES, UM, A SPACE THAT ALLOWS OUR PROVIDERS TO, UH, WORK WITH SOME FINANCIAL BACKING IN A SPACE.
AND THAT IS CONTRACTED OUT THROUGH AUSTIN STREET CENTER, WHICH IS WHY DANIEL ROBBIE'S PRESENTING, AND THEN THEY SUBCONTRACT WITH AN OPERATIONS PROVIDER.
SO, WE'LL TALK A LITTLE BIT ABOUT THE STRUCTURE HERE, BUT THAT'S WHY WE'RE HERE TODAY.
JUST TO DUST THIS OFF, TELL YOU WHAT OUR UPDATES ARE.
I'M NOT SURE WHY MY MIC SEEMS TO BE ANYBODY ELSE GETTING LIKE A RINGING TONE.
THE MICS ARE KIND OF HOT TODAY, SO YOU HAVE TO BACK UP JUST A LITTLE BIT.
I'M USUALLY TOLD I'M WAY TOO QUIET, SO HERE WE GO,
UM, SO THAT'S WHY WE'RE HERE TODAY IS JUST DUST THIS OFF AND SHOW YOU GUYS WHAT'S COMING.
SO IF WE CAN GO TO THE NEXT SLIDE.
TODAY, AS I SAID, WE'LL BE TALKING A LITTLE BIT ABOUT THE BACKGROUND AND HISTORY, UM, THE PHASES OF IMPLEMENTATION AND OF THE STRUCTURE THAT CREATED, IMPLEMENT WEATHER SHELTER.
AND THEN, UM, WE'LL GO THROUGH ALL OF THE DIFFERENT COMPONENTS OF THAT AND THE NEXT STEPS AND WHAT YOU CAN EXPECT IN THE NEAR FUTURE.
IF WE GO TO THE NEXT SLIDE, AS I SAID, OUR INCLEMENT WEATHER, UH, RESPONSE SYSTEM IS MADE MORE EFFICIENT BECAUSE WE ARE ABLE TO USE INCREASED FUNDING THROUGH, UH, CITY COUNCIL TO IDENTIFY AN EXTERNAL PARTNER, AUSTIN STREET, UM, TO MANAGE ALL INCLEMENT WEATHER SHELTER ACTIVITIES.
THE ONLY PLACE THAT WE WOULD OPERATE, UM, IF THE, IF NEEDED, AND WE TRY NOT TO USE IT, IS THE CENTRAL LIBRARY ACROSS THE STREET.
OHS STAFF WOULD OPERATE THAT PERSONALLY.
UM, 'CAUSE IT IS A CITY OF DALLAS PROPERTY THAT'S VERY NEAR AND DEAR TO EVERYONE'S HEART.
BUT WE HOPE NOT TO HAVE TO USE THAT.
WE UTILIZE ROUGHLY A MILLION DOLLARS, UH, IN OUR GENERAL FUND BUDGET TO SUPPORT TEMPORARY IMPLEMENT WEATHER SHELTER ACTIVITIES.
AND CHAPTER 45 ALLOWS US TO SET PARAMETERS.
IF YOU LOOK IN CHAPTER 45, THOSE ARE BROADER.
THESE ARE OUR WORKING PARAMETERS THAT WE'VE FOUND TO BE MOST HELPFUL OVER THE YEARS.
SO, UH, ANY TEMPERATURE WHEN IT GETS BELOW 36 DEGREES IN WET WEATHER WITH 50% OR MORE PRECIPITATION PREDICTED, OR 32 DEGREES IN DRY WEATHER, AND THAT'S FOR THREE HOURS OR LONGER BEFORE THE HOURS OF 4:00 PM AND 8:00 AM THEN WE TRIGGER, UH, WE TRIGGER THE SITE.
SO WITH THAT, I'M GONNA HAND IT OVER TO DANIEL TO TALK US THROUGH THE DIFFERENT PHASES.
UM, SO, UH, CHAIR, GARDNER AND COMMISSIONERS, THANK YOU FOR THIS OPPORTUNITY TO PRESENT TO YOU TODAY.
UH, FOR OVER 40 YEARS, AUSTIN STREET CENTER HAS PROVIDED SAFE SHELTER MEETING SOME OF THE BASIC NEEDS OF THE MOST VULNERABLE HOMELESS.
AND I APPRECIATE THE OPPORTUNITY TO WORK WITH THE CITY, UH, AND SEVERAL DIFFERENT EXTERNAL PARTNERS TO BE ABLE TO MAKE, UH, INCOME, SHELTER REALITY.
UH, JUST TO REWIND THE CLOCK AS SHE'S BEEN SHARING, UM, YOU KNOW, THERE WAS A TIME WHEN THERE WAS NOT INCLEMENT WHETHER SHELTER AVAILABLE, UM, WHICH MEANT THAT A LOT OF PEOPLE WERE PASSING AWAY ON THE STREETS.
UH, AND WERE THANKFUL TO BE ABLE FOR THIS SERVICE TO, UH, TO MITIGATE THAT CONCERN.
UM, SO, UH, I REMEMBER BEING INVOLVED IN ADVOCATING FOR CHAPTER 45 IN THE VERY BEGINNING, AND I'M GLAD IT'S HERE.
SO, UM, GOING THROUGH THE PHASES, ESSENTIALLY FIRST, UM, THE, THE FIRST LOCATION THAT AUSTIN TREAT CENTER OPERATES IS ON AUSTIN STREET CENTER PROPERTY.
WE HAVE, UH, A SHELTER THAT WE DON'T CURRENTLY USE ON OUR CAMPUS, SO AUSTIN STREET AREA FOR THOSE WHO ARE UNFAMILIAR.
UH, SO A TOTAL OF ABOUT FIVE ACRES AND ABOUT TWO AND A HALF ACRES ARE, UM, INCLUDE A BUILDING THAT AUSTIN STREET OPERATED OUT OF FOR OVER 30 YEARS, FROM 1992 UNTIL 2022.
UM, AND SO, UM, THAT BUILDING IS ABLE TO OPEN TO EXPAND MORE CAPACITY.
UH, WE OFTEN GET THE QUESTION, WHY NOT YEAR ROUND? WE ARE LIMITED BY ZONING AND CAN ONLY OPEN IT DURING INCREMENT WEATHER, UH, WHICH IS THE REASON WHY, UM, YOU KNOW, WE, WE DO IT DURING THIS TIME.
SO PHASE TWO, UM, AS SHE MENTIONED, WAS WHEN WE OPERATE OTHER LOCATIONS.
SO WE WORK WITH OKLAHOMA, UNITED METHODIST CHURCH, UM, AND, UH, RACHEL'S A GREAT, UM, COLLABORATOR TO WORK WITH.
[00:10:01]
AND THEN WE WILL MOVE TO FAIR PARK KINDA IF AND WHEN THAT WE NEED TO DO THAT.UM, SO WE DO HAVE, UM, A LEASE AGREEMENT WITH THE CITY FOR THE PROPERTY, UM, AT 2222 HICKORY.
UM, AND SO TO THE EXTENT THAT WE CAN, WE TRY TO FOCUS ON THAT BEING THE LOCATION OF WHERE WE SERVE.
IN TERMS OF OUR ROLE, UM, YOU KNOW, WE ARE RESPONSIBLE FOR COMMUNICATION BETWEEN AGENCIES.
SO THERE'S OVER HALF A DOZEN NON-PROFITS, UH, AND ALSO OVER ABOUT A HALF A DOZEN CITY, UH, DEPARTMENTS THAT WE HAVE TO COORDINATE WITH DURING THESE EVENTS.
AND SO, UH, IT'S HELPFUL TO HAVE A SINGLE POINT OF CONTACT AND APPRECIATE, OH, SORRY, NEXT SLIDE.
UM, AND SO, UM, YOU KNOW, WE, WE COORDINATE WITH EVERYONE COMMUNICATION STANDPOINT.
AND SO WE HAVE MONTHLY MEETINGS ALL THROUGHOUT THE YEAR DURING AN INCOME WEATHER EVENT.
WE HAVE DAILY MEETINGS THAT OCCUR WITH ALL EXTERNAL PARTNERS TO MAKE SURE EVERYONE'S ON THE SAME PAGE.
WE ALSO, UM, YOU KNOW, UTILIZE, UM, THE COMMUNICATION, YOU KNOW, SYSTEM THROUGH, UH, YOU KNOW, WHATSAPP AND TEXT MESSAGING GROUP THAT ALLOWS US TO BE ABLE TO COMMUNICATE IN REAL TIME, UM, FOR TRANSPORTATION.
UH, AUSTIN TREE OPERATES A CONNECTOR PROJECT, WHICH IS A, A NUMBER OF NONPROFITS THAT SUPPORT THAT PROGRAM AS WELL AS DARK.
UH, AND THAT PROGRAM, IT OPERATES YEAR ROUND TO PROVIDE TRANSPORTATION TO PEOPLE WHO ARE HOMELESS, BUT DURING INCLEMENT WEATHER, IT EXTENDS ITS HOURS AND WE MAKE SURE THAT PEOPLE THROUGHOUT THE CITY HAVE ACCESS TO INCLEMENT WEATHER LOCATIONS.
UM, SO WE'LL GO INTO MORE OF THAT IN A MINUTE.
UH, WE ALSO DO, UH, SUPPORT THE INTAKE AT THIRD PARTY LOCATIONS.
UM, I MENTIONED PLANNING, BUT WE DO, UH, EVALUATION DEBRIEFS AFTERWARDS AND REPORTING TO FUNDERS.
AND I'VE GOT SOME INFORMATION HERE TODAY IF YOU'D LIKE IT.
YOU DO HAVE A REVIEW HERE, A BRIEF, UM, PICTURE OF WHAT OUR FACILITY LOOKS LIKE.
ONE OF THE GREAT BENEFITS OF HAVING THIS FACILITY IS, ONE, IT'S DESIGNED WITH SHELTERING IN MIND.
SO WE DO HAVE, YOU KNOW, SHOWERS AND RESTROOMS FOR THIS, UH, NUMBER OF PEOPLE WE'RE SERVING.
IN ADDITION, WE CAN STAGE, UM, YOU KNOW, PRODUCT AND SO IT, IT BECOMES A CHALLENGE, FRANKLIN WEATHER SHELTER, UH, TO TR TRY TO, UH, SOURCE ITEMS FROM ALL OVER THE PLACE AND, AND KIND OF BRING ALL THOSE THINGS TO ONE LOCATION.
SO IT'S GREAT TO HAVE A FACILITY THAT WE CAN STOCK WITH BLANKETS AND TOWELS AND COTS AND, YOU KNOW, EVERYTHING THAT WE NEED FOR THIS EVENT.
UM, AND SO WE DO HAVE IT ON ONSITE, THAT LOCATION.
UH, JUST WANNA LET YOU KNOW THAT WE DO UTILIZE A LOT OF CONTRACTORS.
SO WE MAY WORK WITH ENDEAVORS.
SO I THINK THE CITY DOES OCCASIONALLY AS WELL.
WE, WITH SEVERAL DIFFERENT SECURITY FIRMS, WE'VE WORKED WITH, UH, AGENCIES LIKE OUR CALLING, UH, YOU KNOW, WE TRY TO KEEP A STAFFING RATIO OF 40 PEOPLE PER 90 CLIENTS, UM, THAT, UH, DECREASES IN THE OVERNIGHT.
UM, BUT WE ALSO ARE GONNA COORDINATE WITH, UH, BOTH ANIMAL SERVICES AND SBA FOR KENNELS TO MAKE SURE THAT WE HAVE SPACE AVAILABLE FOR, UH, FOR ANIMALS.
AND THEN WE ARE PROVIDING ALL THE FOOD.
SO THAT MEANS THREE MEALS A DAY, UM, YOU KNOW, WE HAVE TO, DINNER'S ALWAYS SERVED HOT.
AND THEN WE DO HAVE, UH, OFTENTIMES WE'LL HAVE A, UH, A COLD LUNCH, BUT WE HAVE WARM, UM, YOU KNOW, BREAKFAST AND DINNERS, UH, WITH SNACKS AVAILABLE.
SO I'VE GOT SOME DEMOGRAPHIC INFORMATION IF YOU WANT TO GO OVER THAT.
UM, AND THEN WE, UH, ALSO, UH, CONTRACT OUT FOR JANITORIAL SERVICES.
THIS IS A, UM, PROBABLY DON'T HAVE TIME TO GO INTO ALL THIS, BUT YOU SHOULD JUST KNOW THIS IS A HIGHLY VULNERABLE POPULATION.
LIKE, AS YOU GUYS ARE LIKELY AWARE, THE PEOPLE THAT COME IN DURING INCLEMENT WEATHER ARE NOT THE TYPICAL PEOPLE THAT MAY BE ACCESSING SHELTER THROUGHOUT THE YEAR.
AND BECAUSE OF THAT, PEOPLE ARE COMING IN WITH SIGNIFICANT MEDICAL NEEDS, UH, SIGNIFICANT BEHAVIORAL HEALTH CHALLENGES, OFTENTIMES UNMEDICATED, UNTREATED.
UM, AND SO, YOU KNOW, WE, IT IS A LOT TO BE ABLE TO OPERATE.
UM, YOU KNOW, THIS, THIS SHELTER.
UM, WE DO WORK WITH AQUA MEMPHIS CHURCH HAS MENTIONED THEY HAVE CAPACITY UP TO 75 OR 80, UM, AND THEY'VE BEEN A GREAT PARTNER.
UH, WE ALSO HAVE A PARTNERSHIP WITH NORTH TEXAS BEHAVIORAL HEALTH AUTHORITY.
UH, CAROL'S GREAT TO WORK WITH THERE.
AND THEY HAVE, UM, YOU KNOW, CARE COORDINATORS AT ALL LOCATIONS.
SO AT AUSTIN STREET, IF WE OPEN UP, UP ONE AND AS WELL AS THEY WILL SUPPORT FAIR PARK, KIND OF IF AND WHEN THAT BECOMES NECESSARY.
SO PRIMARILY THAT'S AUSTIN STREET.
AS MENTIONED, ONCE WE GET TO ABOUT 75% CAPACITY, THAT'S WHEN WE START LOOKING FOR THE NEXT SITE TO OPEN, KNOWING THAT, UH, USUALLY IT TAKES, YOU KNOW, AT LEAST 24 COULD BE 48 HOURS BEFORE ABLE TO OPEN UP THE NEXT SITE.
SO WE TRY TO LOOK, UH, FOR, UH, IN ADVANCE OF WHEN THAT FACILITY MAY BE NEEDED.
UM, YOU KNOW, OHS, UM, HAS A GREAT TEAM AND AS UTILIZES THE CENTRAL LIBRARY WHEN NEEDED, INCREASINGLY WE'VE, WE'VE, UH, FOUND THAT WE'RE, WE'RE ABLE TO GO, UH, DIRECTLY FROM AUSTIN STREET TO FAIR PARK WHEN THAT'S NEEDED.
UM, YOU KNOW, HISTORICALLY IN RECENT YEARS WE'VE HAD A MULTI-DAY EVENTS.
THE LONGER THE EVENT IS, THE MORE ICE AND SNOW THAT'S ON THE GROUND, THE MORE THAT WE KNOW WE'RE GONNA BE OPEN LONGER, WHICH MEANS MORE PEOPLE.
AND SO WE TRY TO, UH, THINK AHEAD AND MAKE SURE THAT WE'RE PLAYING FOR THE RIGHT FACILITY GIVEN THE, UM, CIRCUMSTANCES ON THE GROUND.
[00:15:01]
UM, WHEN IT REALLY BEGINS TO, UH, TO GET INTENSE FOR US BECAUSE, UH, YOU KNOW, WE MAY HAVE AS MANY AS, UH, YOU KNOW, 800 TO A THOUSAND PEOPLE DEPENDING UPON THE FACILITY.UM, IF WE HAVE A MULTI-DAY EVENT, AND THAT IS A SEA OF PEOPLE.
UM, AND SO WE HAVE TO, UM, UTILIZE A LOT MORE RESOURCES WHEN THAT HAPPENS.
UM, AND IT'S USUALLY REQUIRED WHEN WE HAVE A MULTI-DAY AGREEMENT.
UM, SO, AND KNOW THE CITY HAS AN AGREEMENT, UH, WITH FAIR PARK THAT'S SEPARATE FROM BOSTON STREET, SO WHAT A COORDINATOR ON GROUNDS.
UM, BUT THEY, UM, ARE THE OFTENTIMES THE ONE THAT CAN HELP US OPEN THAT WHEN THAT IS NECESSARY.
AND YOU'LL REMEMBER, UH, US TALKING ABOUT, OR MAYBE NOT, UM, THE SHORT TERM LEASE AGREEMENT THAT WE HAVE WITH FAIR PARK, THAT IS SOMETHING THAT WE HAVE WHERE WE ONLY PAY FOR IT WHEN WE NEED SPACE.
UM, THERE IS ALWAYS A REASONABLE EXPECTATION PER FAIR PARK THAT THERE WILL BE SPACE AVAILABLE FOR US BECAUSE THEY'RE, UH, CONTRACTING OUT TO OTHER VENDORS IS SLOWER IN THE WINTER MONTHS.
UM, AND EVEN WITH ALL OF THE, UM, EXPECTED, UH, RECONSTRUCTION, WE'VE BEEN TOLD THAT MOST OF THAT WILL FOCUS ON THE COTTON BOWL, AND IT WOULD BE QUITE SOME TIME BEFORE ANY OF THE BUILDINGS THAT WE USE ARE TOUCHED.
UM, AND I KNOW THERE'S ALSO BEEN A LOT OF TURNOVER AT FAIR PARK.
FIRST WE HAVE STAFF ON THE GROUND THAT WE ARE WORKING WITH.
UM, AND I THINK WE'RE GONNA BE DOING SOME WALKTHROUGHS HERE SOON TO MAKE SURE THAT WE HAVE, UH, EYES ON ALL OF THE DIFFERENT THINGS.
BUT THAT IS SOMETHING THAT WHEN WE'RE TOLD BY AUSTIN STREET, HEY, WE NEED TO OPEN THIS UP, THE CITY GOES AND ENACT THAT CONTRACT.
UH, A GOOD MORE SOCIAL TRANSPORTATION PLANS.
SO AUSTIN STREET HELPS TO COORDINATE TRANSPORTATION BOTH WITH OUR VEHICLES AS WELL.
WE OFTENTIMES HAVE VOLUNTEERS WHO ARE PICKING UP PEOPLE, UM, IF VANS ARE AVAILABLE FROM, YOU KNOW, THE STUPA OR CHURCHES.
UH, WE'VE HAD SEVERAL CHURCHES VOLUNTEER TO BE ABLE TO DO PICKUPS, AND SO, UH, WE WILL COORDINATE THAT AS WELL.
SO WE'LL BASICALLY HAVE, UH, A CELL PHONE THAT SOMEONE IS USING AS A DISPATCH, AND THEY ARE, UM, AT THAT PHONE FROM FIRST THING IN THE MORNING.
AND SO USUALLY AROUND 10 O'CLOCK AT NIGHT.
UH, AND THAT 10 O'CLOCK AT NIGHT IS USUALLY WHEN, UM, YOU KNOW, WE END UP GETTING ADDITIONAL SUPPORT FROM DALLAS FIRE AND RESCUE TO MAKE SURE THAT, UH, PEOPLE ARE ABLE TO GET TO SHELTER EVEN IF THEY, UH, DECIDE, YOU KNOW, VERY, VERY, VERY LATE IN THE DAY.
UM, SO, UH, WE'RE GRATEFUL FOR THE PARTNERSHIP WITH DART, UM, SO THAT THEY HELP US TO, TO BE ABLE TO DO THIS, BUT ALSO WITH THEIR COMMUNICATION TO MAKE SURE THAT PEOPLE ARE ABLE TO, UH, ACCESS PUBLIC TRANS TRANSIT WHILE THAT'S AVAILABLE.
IN COLD WEATHER TRANSPORTATION, THIS SHOWS YOU WHERE ALL THE STOPS ARE.
UM, WE DO HAVE THE ABILITY TO FLEX A LITTLE BIT, UM, YOU KNOW, DURING AN EVENT.
I MEAN, WHEN A CRISIS EVENT LIKE THIS HAPPENS, WE HAVE TO BE ABLE TO REMAIN AS FLEXIBLE AS POSSIBLE, WHICH MEANS THAT WE'VE DONE OCCASIONAL PICKUPS, UH, AT ENCAMPMENT LOCATIONS, YOU KNOW, WHEN, UM, YOU KNOW, IF WE KNOW THERE'S A LOT OF PEOPLE AND THEY MAY, THEY MAY NEED TO SWING BY, BUT MOSTLY WE HAVE THREE DIFFERENT ZONES WITH DIFFERENT VEHICLES, UM, WHERE PEOPLE GO BY TO PICK UP INDIVIDUALS.
UM, AND SO, UM, THAT, THAT ALLOWS, UH, FOR LOCATIONS FOR PEOPLE TO, UH, ESSENTIALLY BE STAGING AND WAITING FOR US SO THAT THEY KNOW SOMEONE'S GONNA BE THERE.
SO WHEN WE GET CONTACTED, UH, WE TRY TO REFER PEOPLE TO, UH, TO PICK UP LOCATIONS.
AND THESE ARE, THIS IS ALSO AN EXAMPLE OF THE PICKUP LOCATIONS.
SO I'M, YOU KNOW, DON'T LOOK AT THIS AND BE MARRIED TO ONE OF THE SITES.
UM, WE HAVE A LOT OF PARTNER BRIEFINGS TO DO TO LOOK AT DIFFERENT SITES, AND THESE MAY CHANGE, UM, ESPECIALLY WHEN YOU GET TO INCLEMENT WEATHER SHELTER, IT'S VERY IMPORTANT TO GO TO THE OHS WEBSITE TO SEE WHAT'S LISTED AND WHICH SITES PEOPLE ARE BEING DIRECTED TO, BECAUSE THIS IS DYNAMIC AND IT WILL CHANGE DIFFERENT TIMES BASED ON THE SEVERITY OF THE ISSUE.
YEAH, AND I WOULD ADD, YOU KNOW, THIS IS REALLY ABOUT LIFE SAFETY.
SO WE'RE JUST TRYING TO MAKE SURE THAT PEOPLE GET ACCESS TO, UH, TO SAFE SHELTER.
SO PARTNERS ASSISTING WITH TRANSPORTATION, UM, KINDA SHOWS THAT, UM, YOU KNOW, WE'VE GOT THEIR VANS FROM OUR CALLING.
THERE'S A, A BUS FROM AUGUSTA, MICHELIN COORDINATE WITH, WE WORK WITH DOWNTOWN DALLAS, UH, AND DART AND DALLAS FIND RESCUE.
SO ALL THESE, UH, DIFFERENT GROUPS ARE INVOLVED IN TRANSPORTING AT SOME POINT OR ANOTHER.
AND WITH THIS ONE, OH, NEXT SLIDE.
UM, THIS IS JUST THE ACTIVATION STRUCTURE BECAUSE THIS IS THE CITY PROCESS.
UM, O-H-O-H-S HAS STAFF WHO MONITOR THE WEATHER IN PARTNERSHIP WITH AUSTIN STREET STAFF AND THE REST OF OUR SYSTEM.
AND IT IS THEIR JOB TO COME TO US AND SAY, HEY, THE WEATHER IS LOOKING LIKE, AND THEN THEY'LL SAY, YOU KNOW, CAN WE CHECK IT OUT? AND I THINK FOR THOSE OF YOU WHO'VE BEEN HERE BEFORE, WE HAVE A VERY SPECIFIC ZIP CODE FOR A SPECIFIC FORECAST THAT WE LOOK AT BENCHMARKS THAT WE LOOK AT WITHIN THAT.
AND SO WE ALL HAVE TO AGREE THAT YES, WE DO SEE THAT THAT'S COMING.
AND THEN OHS PREPARES A, UM, STATEMENT THAT SAYS, YOU KNOW, THE DIRECTOR OF OHS IS ACTIVATING INCLEMENT WEATHER SHELTER, AND THEN THAT TRIGGERS EVERYTHING THAT YOU SEE HERE.
AND THEN THAT TRIGGERED STEPS TWO AND THREE, IF YOU WANNA TALK ABOUT SURE.
I, YOU KIND OF WENT OVER ALL OF IT, BUT YEAH.
SO BASICALLY, UM, YOU KNOW, OFFICE HOMELESS SOLUTIONS IS THE ONE THAT PULLS THE TRIGGER.
WE WORK WITH, UM, THE OFFICE OF EMERGENCY MANAGEMENT, UH, AS WELL.
AND, AND MAKING THIS DETERMINATION, WE UTILIZE THE NATIONAL MACHINE MAKING AND ATMOSPHERIC, UH, ADMINISTRATION, IF I GOT
[00:20:01]
THAT CORRECT.UM, AND SO WE UTILIZE, UH, OEM'S ICS, UH, PROTOCOL, WHICH IS ESSENTIALLY A WAY TO MAKE SURE, UH, WE, EVERYONE IS COMMUNICATED WITH AND WE CAN HAVE AN ACTION PLAN ON THE GROUND EVERY DAY.
UM, SO OHS IS MAKING THAT DECISION AND THEN WE'RE ESSENTIALLY OPERATIONALLY THE ONES, UH, THAT ARE MAKING IT HAPPEN ACROSS, UH, COORDINATED PARTNERS.
IT USED TO HAVE A TYPO THAT SAID WE HAD 4,360 BEDS AT OLD AUSTIN STREET SITE
THIS IS SHOWING THIS CAPACITY AT EACH ONE OF THE LOCATIONS.
AND SOME OF IT DEPENDS UPON WHICH BUILDING AT FAIR PARK THAT WE HAVE ACCESS TO, YOU KNOW, BUT ESSENTIALLY WE MAY BE ABLE TO SHELTER AS MUCH AS, YOU KNOW, 1200 PEOPLE AT A LOCATION IF FAIR PARK IS OPENED.
UM, USUALLY, UM, THAT IS ONLY NEEDED WHEN WE HAVE A MULTI-DAY EVENT AND ESPECIALLY IF THERE ARE SNOW OR ICE ON THE GROUND.
SO, UM, IT'S NOT, THAT USUALLY WORKS.
FOR THE COMMUNICATION STRUCTURE, UM, YOU CAN TALK, I THINK IN A MINUTE ABOUT EXTERNAL, BUT FOR INTERNAL, WE'VE SPENT SEVERAL YEARS, UM, TAKING FEEDBACK FROM LOCAL ACTIVIST GROUPS, UM, OTHER NONPROFIT PROVIDERS, CITY STAFF, EXTERNAL STAFF, FIGURING OUT HOW DO WE GET TO EVERY SINGLE PERSON TO LET THEM KNOW WHAT'S GOING ON, IF THEY'RE IN NEW OR IF THEY WANT TO HELP SOMEONE WHO IS.
AND SO THE FIRST STOP FOR US IS THE OHS WEBSITE.
ONE TEMPORARY INCLEMENT WEATHER SHELTER IS ACTIVATED.
THERE IS A RED BANNER THAT GROWS ACROSS THE TOP OF THE SITE, SAME AS THE HEAT ADVISORIES, AND IT SAYS THERE IS A COLD WEATHER ADVISORY.
IT DIRECTS YOU WHERE TO GO TO LOOK AT THE DIFFERENT SITES.
UM, WE ALSO HAVE A TEXT ALERT THAT GOES OUT TO ALL CITY STAFF.
UM, WE ALSO HAVE AN EMAIL THAT GOES OUT.
WE DO BOTH, BECAUSE IF YOU'RE IN A COLD WEATHER SITUATION, YOU'RE PROBABLY NOT CHECKING YOUR EMAIL.
UM, WE HAVE HANDOUT CARDS THAT GO OUT WITH OUR COLD WEATHER KITS THAT HAVE QR CODES ON 'EM BECAUSE 95% OF FOLKS WHO ARE UNSHELTERED STILL HAVE A PHONE OR KNOW SOMEONE WHO DOES WHAT'S THE QUICKEST WAY TO GET TO OUR WEBSITE.
UM, WE ALSO HAVE, UH, PEOPLE WHO ARE, WE HAVE A SPECIAL 3 1 1 SERVICE REQUEST, UH, ASPECT THAT ACTIVATES DURING INCLEMENT WEATHER SHELTER.
SO PEOPLE CALLING THAT IN WILL IMMEDIATELY GET ROUTED TO ONE OF OUR TEAM MEMBERS WHO WILL THEN DISPATCH THAT TO ALL OF THE DRIVERS.
UM, AS I SAID, OUR COLD WEATHER KITS, THIS ACTUALLY WAS A SUGGESTION OF, UM, A GROUP OF ACTIVISTS A COUPLE OF YEARS AGO THAT WAS A REALLY GREAT SUGGESTION AND SAID, HEY, WE ALL KNOW THAT THERE ARE PEOPLE WHO WILL REFUSE TO COME INSIDE.
IT COULD BE NEGATIVE 10, THEY WILL STILL REFUSE, SO LET'S GIVE THEM SOMETHING THAT GIVES 'EM THE BEST CHANCE OF STAYING ALIVE.
AND SO THIS IS JUST A COLD WEATHER KIT THAT THEY ARE GIVEN.
UH, WE'RE ALSO ABOUT TO START THROUGH, UH, THE TEMPORARY WEATHER SHELTER SEASON.
UM, WE HAVE A COAT DRIVE THAT GOES, THAT'LL KICK OFF HERE SOON.
UM, AND THERE'LL BE BOXES ALL OVER THE CITY WHERE PEOPLE CAN DROP COATS.
AND THEN AS THOSE FILL UP, THAT WILL ACTUALLY GO THROUGH JANUARY AND THEN WE DROP ALL OF THOSE COATS OFF TO AUSTIN STREET WHERE PEOPLE IN SHELTER.
AND I DON'T KNOW IF YOU WANNA TALK ABOUT OTHER COMMUNICATIONS.
THAT MEAN IT'S PROBABLY GOOD TO KNOW THAT, YOU KNOW, UM, LIKE, UH, CHRISTINE MENTIONED THAT, YOU KNOW, OHS WEBSITE IS ESSENTIALLY THE FIRST POINT OF CONTACT, BUT THAT ISSUE IS BASICALLY A STREAM OF COMMUNICATION, RIGHT? TYPICALLY AROUND THESE EVENTS, USUALLY MEDIA IS INVOLVED IN SOME CAPACITY.
USUALLY ALL THE DIFFERENT NONPROFIT ORGANIZATIONS ARE REPOSTING ALL THE INFORMATION ON THEIR SOCIAL MEDIA SITES, UM, WHICH GET RESHARED.
AND THEN, YOU KNOW, ANY OF THE AGENCIES THAT WE PARTNER WITH THAT HAVE THEIR OWN TEXT AND CAPABILITIES, SOME OTHER NONPROFITS, UH, DO KEEP DATABASES OF CLIENT, UM, TEXT, UM, CELL PHONES.
AND SO YEAH, THOSE TEXT ALERTS GO OUT.
SO WE BASICALLY USE EVERY COMMUNICATION CHANNEL THAT WE CAN TO MAKE SURE THAT PEOPLE HAVE ACCESS TO SAFETY.
AND FOR YOU GUYS BEING, YOU KNOW, YOU HAVE A CITY OF DALLAS ID AND AN EMAIL ADDRESS, YOU SHOULD BE ABLE TO OPT INTO OUR INTERNAL TEXT COMMUNICATION SO THAT YOU HAVE THAT INFORMATION AS IT HITS TO BE ABLE TO GET OUT TO THE COMMUNITY.
UH, THIS IS JUST, UH, WE'VE HAD THIS ON HERE, UH, EVER SINCE COVID TO MAKE SURE THAT WE ARE TALKING ABOUT HOW WE KEEP THE SPREAD OF DISEASE AT BAY.
NOW, WE HAVEN'T HAD TO DO ANY ISOLATION IN QUARANTINE TO A COUNTY SITE IN MANY YEARS, THANK GOODNESS,
BUT, UH, WE DO STILL HAVE NIFA ON SITE.
UM, DO YOU WANNA TALK A LITTLE BIT ABOUT HOW WE STARTED NEEDING NIFA AND WHAT THAT, YOU KNOW, WE, WE HAVE THAT KIND OF YEAH.
SO, YOU KNOW, UM, AND TO REWIND, WE, WE'VE HAD THIS AGREEMENT WITH THE CITY FOR, UH, EFFECTIVELY TWO YEARS COMING ON OUR THIRD YEAR, YOU KNOW, BUT PRIOR TO THAT, WE DID IT, UH, INFORMALLY FOR A COUPLE OF YEARS.
AND, YOU KNOW, IT BECAME IDENTIFIED REALLY EARLY THAT THERE'S A LOT OF VERY PERSISTENT, SIGNIFICANT MENTAL HEALTH CHALLENGES TO THE POPULATION THAT MAYBE DOESN'T TYPICALLY SEEK SHELTER UNLESS IT REALLY BECOMES A, A LIFE SAFETY ISSUE.
AND SO HAVING, UH, MENTAL HEALTH CARE PROFESSIONALS THAT, SO ON SITE THAT CAN PROVIDE ACCESS AND CONNECTION TO MENTAL HEALTH MEDICATION BECOMES VERY IMPORTANT.
WE FIND SOMETIMES THAT ENDS UP REALLY KEEPING SOMEBODY WHO WOULD NOT TYPICALLY BE ABLE TO HANDLE, UM, A SURROUNDING WITH LOTS AND LOTS OF PEOPLE IN A CONGREGATE SETTING TO BE ABLE TO KIND OF HAVE THE MENTAL AWARENESS,
[00:25:01]
UH, TO BE ABLE TO, AND WHEREWITHAL TO BE ABLE TO MANAGE THAT ENVIRONMENT.UM, AND SO, UH, SO THAT'S BEEN VERY USEFUL TO BE ABLE TO, UH, MAKE SURE WE HAVE ACCESS TO THEM.
SO WE ARE, UH, REQUIRED BY AGREEMENT TO MAKE SURE WE CAN REPORT OUT ON RACIAL DEMOGRAPHICS, THE NUMBER OF PEOPLE SERVED, THE SERVICES PROVIDED DURING COLD WEATHER SHELTER.
AND THEN YOU'VE GOT THE, UH, INFORMATION THERE ON WHAT ARE THE SPECIFIC DEGREE, UM, TEMPERATURES THAT WE IN ACT IN CON WEATHER, WHICH I'M SURE CHRISTINE CAN SPEAK MORE TO.
AS SHE REFERENCED, WE HAVE A VERY SPECIFIC WEBSITE AND VERY SPECIFIC ZIP CODE THAT WE USE TO BE ABLE TO MAKE THE DETERMINATION BECAUSE OBVIOUSLY THE FORECAST IS GOING TO CHANGE BASED ON THE NEWS AGENCY THAT YOU'RE WORKING WITH.
AND SO, UH, WE WANNA MAKE SURE THAT WE ARE CONSISTENT USING THE SAME, UH, INFORMATION, UM, AND THE BEST INFORMATION AVAILABLE.
SO, YEAH, IT ALSO HAS TO BE INCREDIBLY SPECIFIC BECAUSE YOU WILL GET TO POINTS WHERE WE ARE COMPARING SCREENSHOTS OF THE SAME FORECAST.
UM, BECAUSE THIS IS LIFE AND DEATH FOR A LOT OF PEOPLE.
UM, AND YOU KNOW, AS SOON AS IT HITS 50, WE'LL START GETTING CALLS SAYING, WELL, ARE YOU GUYS GONNA AN OPEN COMMIT WEATHER SHELTER? AND SO IT HAS TO BE, THESE ARE THE SPECIFICS THEY DO NOT CHANGE.
UM, AND WE'VE ACTUALLY ADDED THE PRECIPITATION.
I THINK WE INCREASED THE PRECIPITATION TO 50%, UH, UP FROM IT USED TO BE LESS.
UM, BECAUSE WE DID HAVE A TIME WHERE DIFFERENT PARTS OF THE CITY, BECAUSE DALLAS IS SO VAST, OPERATE IN DIFFERENT WAYS.
SO IT MIGHT BE FINE IN NORTH, IN, IN, UM, LIKE DALLAS PROPER AND DOWNTOWN, BUT IT'S SNOWING IN NORTH DALLAS.
AND SO WE'RE REALLY TRYING TO PLAY WITH THAT PRECIPITATION PERCENTAGE SO WE CAN FIGURE OUT HOW DO WE DO THIS IN A WAY THAT'S NOT GOING TO HAVE US OPEN FOR SIX MONTHS STRAIGHT, BUT IS GOING TO MEET THE NEED THAT'S THERE WHEN HE'S TIRED.
YEAH, I WOULD ADD, YOU KNOW, JUST, UM, YOU KNOW, HAVING INCOME, WHETHER SHELTER IS CRITICAL FOR LIFE SAFETY FROM A, UH, A FINANCE PERSPECTIVE, LIKE IT'S BECAUSE THE POPULATION HAS SUCH GREATER NEEDS, YOUR STAFFING LEVELS HAVE TO BE A LITTLE BIT DIFFERENT, WHICH WAS MENTIONED EARLIER IN THE BEGINNING OF THE SLIDE.
AND SO THIS IS SOMETHING THAT, YOU KNOW, WOULD NOT BE FINANCIAL FEE FEE, UH, FEASIBLE FOR US TO BE ABLE TO DO YEAR ROUND.
SO, UM, IT'S HELPFUL TO BE ABLE TO TARGET, UH, FOR THIS CRITICAL POPULATION IN THIS CRITICAL TIME.
YEAH, NEXT SLIDE IS OUR NEXT STEP.
SO WHAT, WHAT CAN YOU GUYS EXPECT US GOING INTO WHAT HOPEFULLY IS NOT COLD WEATHER, BUT YOU KNOW, I'M SURE IT'LL COME EVENTUALLY.
UM, WE ACTUALLY ARE PARTNERING WITH THE DEPARTMENT OF EMERGENCY MANAGEMENT AND CRISIS RESPONSE.
YOU USED TO KNOW THAT AS THE OFFICE OF INTEGRATED PUBLIC SAFETY SOLUTIONS AND THE OFFICE OF EMERGENCY MANAGEMENT, THEY MERGED.
AND SO THEY'VE OFFERED TO WALK US THROUGH A TABLETOP EXERCISE THAT WE'RE SUPER EXCITED ABOUT.
UM, AND THEN OF COURSE, DANIEL'S MENTIONED HE'LL BE LEADING ONGOING MEETINGS.
THESE ARE ALL INTERNAL, UM, MEETINGS WITH CONTRACTORS AND DIFFERENT NON-PROFITS.
UM, STREET OUTREACH IS CURRENTLY CONDUCTING OUR INVENTORY AND REPLENISHING OF COLD WEATHER KITS AND COTS.
I THINK WE'VE ACTUALLY WRAPPED THAT UP AND WE'RE JUST LOOKING AT METRICS NOW.
AND I MENTIONED FRIENDS OF OHS IS GONNA KICK OFF ITS ANNUAL COAT DRIVE NOVEMBER 18TH THROUGH DECEMBER 31ST.
UM, AND THEN VOLUNTEER OPPORTUNITIES RELATED TO INCLEMENT WEATHER SHELTER CAN BE INQUIRED AT VIA OUR EMAIL ADDRESS.
HOWEVER, WE'RE JUST, YOU KNOW, WHEN WE, WHEN WE GET THOSE VOLUNTEER REQUESTS, WE'RE SENDING THEM TO DANIEL OR TO OAK LAWN TO MAKE SURE THAT THEY'RE HELPING.
SO IF PEOPLE WANT TO VOLUNTEER, WE ALWAYS ENCOURAGE THEM TO GO TO OUR PARTNER SITES FIRST.
BUT IF FOR SOME REASON THEY REALLY SPECIFICALLY WANNA WORK WITH OHS, THEY CAN COME TO OUR WEBSITE, BUT WE DON'T WANNA TAKE AWAY FROM WHAT EVERYONE ELSE IS DOING.
THAT SHOULD BE THEIR FIRST STOP.
THE ONLY THING I WANT TO ADD, UM, AT THE END, 'CAUSE I WAS MENTIONING, UM, YOU KNOW, THE FINANCE STRUCTURE IS THAT IF THIS IS A REIMBURSEMENT CONTRACT FOR SERVICES WHERE WE ARE PAYING FOR VENDORS TO BE ABLE TO DO THE WORK THAT THEY'RE DOING, THIS DOESN'T PAY FOR AUSTIN STREET OVERHEAD, DOESN'T PAY FOR ACCOUNTING OR HR OR IT OR MY INVOLVEMENT.
UM, IT'S REALLY JUST MAKING SURE THAT THE BUILDING IS, UH, IS WARM, THE FOOD IS AVAILABLE, AND THE STAFFING IS AVAILABLE TO BE ABLE TO DO THE SERVICES THAT ARE NEEDED.
UH, AND NONE OF THE EMERGENCY SHELTERS ARE CLOSING DOWN TO MAKE THIS HAPPEN.
WE ARE OPERATING OUR EXISTING SHELTER AND, UH, MAKING SURE THAT WE STAND UP THESE INCREMENTAL WEATHER SHELTERS AS WELL.
WE'LL TURN IT BACK OVER FOR QUESTIONS.
WE REALLY APPRECIATE THIS PRESENTATION.
I HOPE THAT AS WE HAVE THIS ANNUALLY, THAT THIS IS BECOMING, UH, INDELIBLE IN EVERYONE'S MINDS, UM, ON WHAT THE PROCESS IS AND I REALLY APPRECIATE THIS REFRESHER.
UM, I'M JUST GONNA START WITH SOME QUICK QUESTIONS.
UM, SO WE CAN START THE CLOCK FOR MYSELF IF LIKE, UM, JUST AS A RECOMMENDATION FOR NEXT STEPS, UM, I WOULD LIKE TO SEE SOME ENGAGED, SINCE THIS WAS WRITTEN, TO ALLOW FOR CHURCHES TO, UM, OPEN THEIR DOORS AND BE INCLEMENT WEATHER SHELTERS.
UM, JUST I WOULD LIKE TO SUGGEST SOME SORT OF COLLABORATION OR, UH, EMAIL CHAIN OR SOMEONE GOING TO AREA CHURCHES AND AREAS WHERE THE INCLEMENT WEATHER SHELTER IS LACKING
[00:30:01]
SO THAT WE CAN GET MORE PARTNERS, UM, AS WE MOVE FORWARD IN THIS.AND I KNOW THERE'S A LOT IN NORTH DALLAS.
UM, AND THEN MY FIRST QUESTION IS IF THERE ARE ANY COORDINATION WITH OTHER WARMING SHELTERS, AND I KNOW THAT PLANO HAS ONE, GARLAND HAS ONE.
UM, SO WHEN PEOPLE, UM, TRY TO COME DOWNTOWN AND MAYBE THEY'RE IN MESQUITE, UH, OR SOMEBODY TRIES TO COME DOWNTOWN AND MAYBE THEY'RE IN PLANO, IS THERE ANY COORDINATION THERE? YEAH, SO I'LL START AND YOU CAN ADD ANYTHING YOU WANT TO.
UM, IS NO, THE ANSWER TO YOUR QUESTION IS YES.
SO ALL THOSE WITH THE SHELTERS AND OTHER LOCATIONS ARE ALSO INVOLVED IN ALL OF OUR COMMUNICATION.
EVERYTHING FROM THE DAILY MEETING WHEN WE ACTIVATE THE MONTHLY MEETINGS THAT WE'RE PLANNING AND THE KIND OF LIVE MINUTE TO MINUTE, UM, TEXT MESSAGING AND CELL PHONE SERVICE.
SO WHEN WE DO THAT COMMUNICATION, UM, YOU KNOW, WE ARE TRYING TO ENSURE THAT PEOPLE ESSENTIALLY ACCESS THE SHELTER THAT'S AVAILABLE TO 'EM IN THE LOCATIONS WHERE THEY ARE.
SO, UM, YES, YOU KNOW, UM, GLOW SHELTER IN GARLAND IS USUALLY, UM, YOU KNOW, HAS, UM, IS, IS COMMUNICATED WITH AS WELL AS THE SALVATION ARMIES AND DIFFERENT, UH, YOU KNOW, FACILITIES.
AND SOME OF THAT HAS BEEN NEW THIS PAST YEAR.
SO I THINK WE'VE DONE A BETTER JOB THIS PAST YEAR AND NEEDED TO CONTINUE TO DO BETTER.
BUT, UH, THE ANSWER IS YES, WE ARE COMMUNICATING WITH THOSE, UM, OTHER FOLKS THAT ARE OUTSIDE THE CITY OF DALLAS PROPER AND HOUSING BOARD, UM, REALLY FOCUSES AND, AND HAS, I THINK LAST YEAR WAS MAYBE THE FIRST YEAR THAT THEY SPECIFICALLY MOVED TO FOCUS ON HELPING, UH, SUPPORT INFRASTRUCTURE AND HMIS ENTRY FOR OTHER AREAS OUTSIDE OF DALLAS WITHIN OUR CONTINUUM OF CARE BECAUSE THE DALLAS SYSTEM IS FAIRLY, UH, SEEMS VERY SOPHISTICATED THESE DAYS.
AND SO WE REALLY HAVE THAT ALL DOWN.
AND SO THEY ARE LOOKING AT HELPING OTHER AREAS IN THE COC STAND UP THEIR INFRASTRUCTURE TO A SIMILAR DEGREE.
IT SOUNDS LIKE WE HAVE A REGIONAL APPROACH, WHICH IS EXACTLY WHAT NEEDS TO HAPPEN HERE.
UM, SO I'LL OPEN THE FLOOR OF QUESTIONS FOR COMMISSIONERS.
UH, I'M GONNA START HERE AT CITY HALL.
UM, IF YOU HAVE ANY QUESTIONS, PLEASE RAISE YOUR MIC INTO THE AIR, HIT THE BUTTON FOR SPEAK SO I CAN SEE THAT THE LIGHT IS ON.
AND THEN I WILL ACKNOWLEDGE YOU AND YOU CAN ASK YOUR QUESTIONS.
UH, WE'LL START WITH COMMISSIONER KATTEN.
H UH, YOU HAVE TWO MINUTES, WE'LL START THE CLOCK NOW.
THANK YOU CHAIR AND DIRECTOR CROSLEY.
AND MR. ROBBIE, THANK YOU SO MUCH FOR YOUR TIME.
MY QUESTION IS, I HEAR FROM FAITH-BASED ORGANIZATIONS IN MY DISTRICT, DISTRICT 11 WHO AREN'T QUITE READY TO STAND UP A SHELTER, BUT WHO WANNA HELP.
SO WHAT COULD I TELL THOSE ORGANIZATIONS? HERE'S WHAT YOU CAN DO WHENEVER WE HAVE ONE OF THESE EVENTS.
HERE'S HOW YOU CAN PREPARE TO HELP SOME OF THE OTHER SERVICE PROVIDERS.
'CAUSE THEY WANNA DO SOMETHING, THEY'RE JUST NOT READY TO COMMIT TO THAT, UH, SET UP.
SO I THINK THE BIGGEST THING THAT THEY COULD DO DO IS VOLUNTEER THEIR TIME.
SO, AND, AND I WOULD SAY THE EARLIER THAT THEY CAN, YOU KNOW, REACH OUT TO BE ABLE TO REQUEST A VOLUNTEER THE BETTER.
BECAUSE IF WE CAN GET AHEAD OF TRAINING AND MAKE SURE PEOPLE ARE PREPARED TO SUPPORT, THEY ARE GONNA WANNA KEEP IN MIND THAT IF THEY'RE VOLUNTEERING FOR INCOME, WEATHER, SHELTER SPECIFICALLY, THAT MEANS THAT WE'RE GONNA CALL THEM, YOU KNOW, WHEN THE INCOME WEATHER IS ENACTED, WHICH MAY BE AN INCONVENIENT TIME.
WE'VE OPERATED INCL WEATHER SHELTERS ON CHRISTMAS DAY.
WE'VE OPERATED INCLEMENT WEATHER SHELTERS OVER THE WEEKEND AND OVER, YOU KNOW, DAYS THAT, UH, PEOPLE MIGHT BE OTHERWISE PREOCCUPIED.
I ALSO SAY, UH, IF YOU CAN DONATE THE TYPE OF PRODUCTS THAT WE NEED.
SO WE DO HAVE, UH, I KNOW AWESOME TREATS SEPARATELY FROM INCLEMENT WEATHER DOES POST A KIND OF A REGULAR AMAZON WISHLIST OR THINGS THAT PEOPLE CAN DO IN IT THAT WAY.
OR IF THEY WANNA SEND 'EM TO OUR LOCATION AT 1717 JEFFERIES, WE CAN ACCEPT THEM.
BUT ESSENTIALLY BLANKETS AND THE TYPE OF HYGIENE ITEMS, THINGS THAT WE'RE GOING TO NEED, UM, FOR THIS.
SO USUALLY A LOT OF EXTRA LARGE, YOU KNOW, SWEATPANTS AND SWEATSHIRTS AND T-SHIRTS AND THINGS LIKE THAT ARE NEEDED AS WELL.
I'LL ALSO SAY THAT INCLEMENT WEATHER SHELTER IS FOR ADULTS.
IF WE HAVE FAMILIES COME, THEN THEY ARE IMMEDIATELY TRANSPORTED TO OTHER LOCATIONS BECAUSE THIS IS JUST SINGLE ADULTS.
SO ALSO, WHEN YOU'RE LOOKING AT ALL OF THIS, DON'T FORGET THAT THERE ARE OTHER PEOPLE OUT THERE WITH WISHLISTS FOR PEOPLE WHO WERE ALSO HIT BY COLD WEATHER, BUT THEY'RE ALL IN SHELTER.
THIS IS SPECIFICALLY FOR THE PEOPLE WHO ARE OUTSIDE AND UNSHELTERED.
SO DIFFERENT POPULATIONS MAY BE OF INTEREST TO DIFFERENT PEOPLE.
UM, AND THERE ARE PLENTY OF WAYS THAT YOU CAN HELP OUT, EVEN IF YOU CAN'T, YOU KNOW, GIVE YOUR TIME OR YOUR MONEY.
I MEAN, SOMETIMES IT'S, I DON'T KNOW, DAY SIX AT AT OAK LAWN AND ALL OF THE CASSEROLES ARE GONE AND THE, YOU KNOW, THE VERY LOVELY LADIES WHO RUN THAT SITE ARE VERY TIRED.
UH, AND SO THERE ARE LOTS OF DIFFERENT WAYS THAT YOU CAN HELP AND FOR MINERS.
UM, I, I'M NOT SURE IF YOU GUYS DO, I KNOW THAT WE HAVE SOME STUFF OFFSITE THAT PEOPLE CAN DO.
'CAUSE YOU REALLY SHOULDN'T BE UNDER 18 AND COMING TO ONE OF THE SITES.
UM, BUT I KNOW A COUPLE YEARS AGO WE WERE DOING IT OVER CHRISTMAS, LIKE BISHOP LYNCH HIGH SCHOOL, UM, HAD PEOPLE WRITE CHRISTMAS CARDS FOR EVERYBODY AT THE SHELTER AND IT WAS REALLY SWEET.
ANY FURTHER QUESTIONS? YOU GOOD? OKAY, SO I'M HERE AT CITY HALL AND I SEE THE MICROPHONE RAISED FOR COMMISSIONER FLORES.
UH, YOU HAVE THE FLOOR, WE'RE GONNA START THE CLOCK AT TWO MINUTES.
[00:35:01]
AND THANK YOU BOTH FOR YOUR PRESENTATION.UH, I HAD A QUESTION ON THE BEHAVIORAL HEALTH ASSOCIATE, UM, CARE COORDINATOR THAT'S AVAILABLE.
SO I CAN SEE, UH, YOU KNOW, THERE'S A BIG DIFFERENCE FROM HAVING 450 CAPACITY VERSUS THE 1200.
UH, IS THERE EVER, UH, ARE THERE EVER TWO COORDINATORS AVAILABLE AT A, AT A LOCATION DEPENDING ON CAPACITY? THAT'S A GOOD QUESTION.
UM, YOU'RE GOOD WITH ME TAKING THIS.
UM, NORTH TEXAS BAY HEALTH AUTHORITY, YOU KNOW, THEY SEND THIS QUALIFIED MENTAL HEALTHCARE PROFESSIONALS Q MHPS AND YOU KNOW, THEY ARE, UH, YOU KNOW, WITH US REALLY AROUND THE CLOCK AND WHEN THEY COME, THEY TYPICALLY COME IN TWOS, THERE'S OCCASIONALLY ONE PERSON AND WHEN WE'RE OUT OPENING UP, UM, YOU KNOW, THE FAIR PARK LOCATION, WE MAY HAVE FOUR.
SO, UM, YES, WE OFTENTIMES HAVE MORE THAN ONE PEOPLE AT LOCATION BASED UPON THE DEMAND AT THAT LOCATION.
AND THERE WAS ALSO ONE MORE QUESTION IF THAT'S OKAY.
UH, THERE WAS ANOTHER NOTE ABOUT SPCA RESOURCES BEING AVAILABLE.
UM, OUR NOT EMOTIONAL SUPPORT, OUR SERVICE ANIMALS THOUGH THEY ARE ABLE TO STAY WITH THEIR OWNER ON SITE.
IS THAT CORRECT OR DO THEY HAVE TO BE PUT IN KENNEL? OH, UM, SO IF I UNDERSTAND YOUR QUESTION CORRECTLY, SO YES, SERVICE ANIMALS ARE ACCOMMODATED FOR LIKE LOCATION, THEY ARE ACCOMMODATED FOR IN KENNEL.
SO JUST TO KINDA KEEP IN MIND, YOU KNOW, THERE ARE HUNDREDS IF NOT OVER A THOUSAND PEOPLE IN KINDA ONE ROOM, AND THERE CAN BE SOME SAFETY ISSUES INVOLVED.
USUALLY WHEN PEOPLE ARE HAVING KINDA A FREE OR, YOU KNOW, ROAMING ANIMAL OR YOU KNOW, HOW LONG IS THE LEASH AND IS IT LONG ENOUGH SO THEY CAN'T, THE ANIMAL CANNOT REACH THE PERSON CAUGHT NEXT TO THEM.
DOES THAT PERSON HAVE THE PAY FOR A HEALTH CHALLENGE THEMSELVES AND ARE THEY ABLE TO BE AROUND A PET? ALL THESE THINGS HAVE TO BE, YOU KNOW, ACCOUNTED FOR.
AND SO I THINK USUALLY WHAT WE DO IS WE TRY TO ENCOURAGE AN INDIVIDUAL TO PUT THE, UM, THE PET IN ONE OF THE KENNELS, BUT THEY ARE, UM, HAVE REGULAR ACCESS THROUGHOUT THE DAY TO THOSE KENNELS TO BE ABLE TO WALK THE PETS AND BRING THEM BACK.
AND SO WE HAVE SEVERAL, UH, DIFFERENT HOURS OF THOSE, UM, THAT THOSE TYPICALLY HAPPEN.
DOES THAT ANSWER YOUR QUESTION? IT IT, IT DOES.
I KNOW THAT, THAT SOME SERVICE ANIMALS ARE THERE TO NOTIFY THAT, UH, BLOOD SUGAR SURE.
CHANGING OR GETTING THE DANGEROUS LEVELS, THOSE SORTS OF THINGS.
SO WONDERING HOW DO YOU ACCOMMODATE THOSE TYPES OF THINGS? YEAH.
FORGIVE ME, I THOUGHT YOU WERE SPEAKING WITH EIGHT PEOPLE THAT HAVE ANIMALS THAT ARE NOT SPECIFICALLY TO PROVIDE A SPECIFIC SERVICE FOR THE INDIVIDUAL.
ANYONE CAN BRING THEIR ANIMAL IN.
THE ANSWER IS YES, THEY GET TO KEEP THE ANIMAL WITH THEM IF THEY ARE A SERVICE ANIMAL.
THANK YOU COMMISSIONER FLORES.
COMMISSIONER, HOW MINUTES? THANK YOU CHAIR AND UH, THANK YOU FOR EVERYTHING, DIRECTOR CROLEY.
MR. I HAVE A QUESTION THAT I ASKED LAST YEAR ALSO, I'M GONNA ASK AGAIN JUST BECAUSE I'M THAT KIND OF PERSON,
WE THROW A BUNCH OF PEOPLE IN A BUS AND MOVE THEM.
AND WHAT I WONDER IS WHY WE DO THAT, IT FEELS TO ME A LITTLE ODD WHEN THE WEATHER IS IN CLEMENT POTENTIALLY ICY, SNOWY AND DANGEROUS, THAT WE WOULD'VE PUT A BUNCH OF PEOPLE IN A BUS AND DRIVE AND FOR ANOTHER PART OF TOWN WHO ALREADY ARE A LITTLE DISCOMBOBULATED AND THROWN OFF BY EVERYTHING GOING ON AND WHY WE DON'T FIND A WAY TO KEEP THEM WHERE THEY'RE AT AND THEN JUST OPEN THE ADDITIONAL CAPACITY.
WELL, THE ORIGINAL IDEA WAS, UH, OF THE CITY WAS TO HAVE SHELTERS DISPERSED ALL OVER TOWN AND THAT NEVER MATERIALIZED.
UM, FIRST IT WAS BECAUSE OF COVID AND PEOPLE WERE WORRIED AND THEN IT BECAME A LOT OF THE PLACES THAT IT WAS THOUGHT WOULD OPEN.
UM, YOU KNOW, CENTERS THAT HAVE SPACE COMMUNITY CENTERS OR CHURCHES END UP ALSO HAVING PRESCHOOLS DURING THE DAY OR THEY'RE SMALLER AND THEY'RE ALREADY SENDING ALL OF THEIR VOLUNTEERS DOWN TO THIS EFFORT.
UM, AND SO IT JUST NEVER HAPPENED THAT WAY.
AND OBVIOUSLY WE STILL HAVE LIFESAVING WORK TO DO, WHETHER PEOPLE ARE OPENING IT OR NOT.
AND SO THAT'S WHY WE ENDED UP PUSHING FOR THE CITY TO HAVE A SPACE BECAUSE FOR A COUPLE OF YEARS BEFORE THAT IT WAS TRIED TO DECENTRALIZE IT AND, YOU KNOW, TO, UH, THE CHAIR'S POINT, WE ARE STILL LOOKING AT WAYS THAT WE CAN DRAW PEOPLE INTO THAT SPACE TO HAVE PERMITS FOR TEMPORARY IMPLEMENT WEATHER SHELTER.
IT'S JUST THAT IT IS A VERY TOUGH JOB AND YOU'RE WORKING WITH A, YOU'RE WORKING WITH FOLKS WHO ARE NORMALLY OUTSIDE WHO HAVE VERY HIGH BARRIERS TO SHELTER, WHO HAVE A LOT OF BEHAVIORAL HEALTH NEEDS.
THERE'S A LOT THAT GOES INTO IT AND I THINK IT'S DIFFICULT FOR MOST ORGANIZATIONS OUTSIDE OF THOSE WHO DO IT PROFESSIONALLY TO SET THAT UP.
I THINK IT'S, IT'S DAUNTING AND WE'RE STILL TRYING TO FIGURE OUT HOW WE OVERCOME THAT BARRIER TO GET PEOPLE TO DO THAT WORK.
SO JUST TO FOLLOW ALONG ON THAT, IS, IS IT MY UNDERSTANDING THAT THAT IT'S IT'S A RESOURCE SAVING THING THAT CAUSES YOU DEBT TO CLOSE AND MOVE? OR BECAUSE IT THINK IF YOU'RE SPEAKING OF PEOPLE WHO ARE STRUGGLING,
[00:40:01]
I WOULDN'T WANT TO MOVE THEM AFTER I GET THEM.RIGHT? OH, YOU MEAN CLOSE, CLOSE THE AUSTIN STREET INTO THEM.
I THOUGHT YOU MEANT LIKE BRING 'EM FROM ALL OVER DALLAS.
YEAH, I MEAN I CAN TALK ABOUT THAT, BUT YOUR OPERATING SHELTER, DO YOU WANNA TALK ABOUT WHY AUSTIN STREET GETS CLOSED DOWN? THEY MOVED TO FAIR PARK? YES, THAT IS YOUR QUESTION.
MOVING FROM AUSTIN STREET TO FAIR PARK.
SO, UM, YOU KNOW, WE WILL, BASED UPON THE CIRCUMSTANCES ON THE GROUND, SO I SAY THAT BECAUSE FOR EXAMPLE, UM, IF WE ANTICIPATE IF WE OPEN TO AUSTIN STREET AND WE ANTICIPATE THAT, UM, WE'RE GONNA OPEN UP FAIR PARK, BUT THAT FAIR PARK IS GONNA FILL UP, YOU KNOW, WE, WE WOULD NOT NECESSARILY CLOSE DOWN AUSTIN STREET IF WE ALREADY KNOW IN ADVANCE THAT HEY, WE BELIEVE THAT FAIR PARK IS GONNA OPEN UP FOR A SHORT PERIOD OF TIME, BUT TYPICALLY WE WILL MOVE PEOPLE, UM, BECAUSE OF THE EFFICIENCY OF SITE LOCATION.
SO, AND THIS ACTUALLY KIND OF FEEDS INTO WHAT YOU WERE REFERRING TO EARLIER, WHICH IS FROM A COST PERSPECTIVE AND AN OPERATIONAL PERSPECTIVE, IT IS INCREDIBLY MORE EFFICIENT TO BE ABLE TO MAKE SURE YOU ARE ALL AT ONE LOCATION WHENEVER POSSIBLE.
AND SO, YOU KNOW, UM, THE ABILITY TO BE ABLE TO DO THIS IN MULTIPLE LOCATIONS IS MORE CHALLENGING FROM A STAFFING PERSPECTIVE.
YOU HAVE TO HAVE STAFF 24 HOURS A DAY REGARDLESS OF HOW MANY LOCATIONS YOU'RE AT.
AND SO WE TRY TO MAKE SURE THAT TO THE EXTENT THAT IT MAKES SENSE THAT WE WILL OPERATE ONE LOCATION AT A TIME.
NOW WHEN WE HAVE, UH, 75% CAPACITY AT AUSTIN STREET, YOU KNOW, WE, UM, THAT'S WHEN WE'RE TRYING TO STAY TO THE NEXT ONE.
I'LL ALSO SAY IN THE YEARS BEFORE WE HAD THE INFRASTRUCTURE WE HAVE NOW, WE DID DO THAT AND IT WAS BECAUSE THERE WAS NOTHING, NO OTHER OPTION.
AND SO, UH, YOU KNOW, WE'VE HAD PEOPLE AT ALL OF THE SHELTERS PLUS THE LIBRARY PLUS THREE TO FOUR DIFFERENT REC CENTERS.
I'VE BEEN SETTING UP COTS ON BEHALF OF THE GYM WHERE THERE WASN'T A LEAK FROM THE STORM.
UM, AND IT'S NOT PLEASANT FOR ANYONE INVOLVED.
SO THE MORE CENTRALIZED WE CAN BE, THE BETTER SERVICE, BETTER QUALITY OF SERVICE WE END UP OFFERING EVERYONE.
OKAY, WE'RE GONNA MOVE ONLINE AND I BELIEVE, UH, COMMISSIONER REVEREND BOONE, YOU HAD YOUR HAND RAISED.
UH, DANIEL, THANKS FOR TAKING THE TIME.
IT'S, UH, GOOD TO HEAR THE GOOD WORK Y'ALL ARE DOING ON THIS.
UH, FIRST WE'LL GETTING ME QUEUED UP, SIR, HOLD ON.
YOU WANNA DO A QUICK MIC CHECK? REVEREND, Y'ALL HEAR ME? CAN YOU DO A QUICK MIC CHECK? REVEREND, CAN YOU HEAR ME? WE CANNOT HEAR YOU.
COMMISSIONER JACOB, I DO SEE YOUR HAND.
I BELIEVE IT SHOWS THAT YOUR SOUND IS OFF.
COMMISSIONER FROM YOUR SIDE, CAN YOU UNMUTE? I AM UNMUTED.
CAN YOU DO A, UM, REENACTMENT OF WHAT YOU WOULD LIKE
COMMISSIONER JACOB, THANK YOU VERY MUCH.
INTERPRETER RUBY AND DIRECTOR CROSSLEY.
THANKS FOR YOUR TIME AND PRESENTATION TODAY.
WE CAN'T, IF YOU'D LIKE TO TYPE YOUR QUESTIONS INTO THE CHAT, MAYBE WE CAN SAVE A LITTLE BIT OF TIME BECAUSE WE ARE RUNNING A LITTLE BIT BEHIND.
CAN YOU SPEAK NOW? CAN YOU HEAR ME NOW? OR COMMISSIONER JACOB, CAN EITHER ONE
[00:45:01]
OF YOU SAY SOMETHING IN YOUR MICROPHONES? CAN YOU HEAR ME NOW? OKAY.UM, HOW ABOUT WE, JUST FOR THE BEST INTEREST OF TIME AND UM, IF YOU GUYS WANNA TYPE YOUR QUESTIONS.
SO SORRY ABOUT THIS, UM, THE VOLUME ON THE BOTTOM RIGHT OF YOUR COMPUTER IS OFF.
SEE, THAT'S HOW COMPUTERS SHOULD BE.
THINK THERE'S A QUESTION ON THE CHAT.
I THINK WE HAVE A QUESTION IN THE CHAT AND I CANNOT SEE THE CHAT.
SO, UH, MS. RAIN, ARE YOU ABLE TO READ THE QUESTION BUT READ THERE'S YOUR REASON FOR
SORRY, THE QUESTION FROM COMMISSIONER BO SAYS, ARE THERE SCENARIOS IN WHICH A FORECAST WOULD BE SEVERE ENOUGH THAT THE SHELTER PLAN WOULD START WITH PHASE THREE? SURE.
THE ANSWER TO YOUR QUESTION IS YES.
AND WE HAVE DONE THAT BEFORE, YOU KNOW, WOULD WE ANTICIPATE THAT THERE'S GONNA BE, IT'S GONNA BE, YOU KNOW, A MINIMUM FOUR OR FIVE NIGHTS AND WE'VE GOT PRECIPITATION THAT'S GONNA BE ON THE GROUND.
WE KNOW THAT WE'RE GOING TO HAVE THAT MANY PEOPLE AND SO WE WILL GO STRAIGHT TO FAIR PARK IN THOSE CIRCUMSTANCES.
YOU KNOW, AGAIN, YOU KNOW, OPERATING DURING A CRISIS MEANS YOU HAVE TO HAVE FLEXIBILITY.
SO WE HAVE TO BE ABLE TO DO WHAT WE NEED TO DO, UM, BASED UPON THE CONDITIONS ON THE GROUND.
DID THAT ANSWER YOUR QUESTION? OKAY.
DID YOU HAVE ANY MORE? YOU HAVE ONE MORE? OKAY.
AND, UH, COMMISSIONER JACOB, WE'LL, WE'LL ADDRESS YOURS NEXT.
COMMISSIONER JACOB'S QUESTION IS, MY BIGGEST QUES QUESTION HAS TO DO WITH NONE, NO NATURE CLAY.
IN CLIMATE WEATHER IS MORE THAN JUST COLD WEATHER.
HAS THERE BEEN ANY THOUGHT TO ENACT IWS DURING THUNDERSTORMS OR TRAUMATIC DRAMATIC ACTIVITY? THAT IS A GREAT QUESTION.
UM, SO INCLEMENT WEATHER SHELTER SPECIFICALLY FOR HOMELESSNESS MEANS HOT OR COLD WEATHER, AND WE HAVE PARAMETERS FOR BOTH.
UM, ANYTHING OUTSIDE OF THAT THAT AFFECTS A LARGER POPULATION GOES THROUGH OFFICE OF EMERGENCY MANAGEMENT AND THEN OUR RESPONSE GETS CO-OPTED INTO THEIRS.
SO YOU MIGHT RECALL DURING WINTER STORM URI OR, UM, SOME OF THE OTHER REALLY SEVERE EVENTS WE'VE HAD WHERE YOU SEE CITYWIDE POWER OUTAGES, UM, THERE WILL BE BRIEFINGS AND WE HAVE, LIKE, WE GET TO A POINT WHERE WE, UH, TWO OR THREE TIMES A DAY WE'LL HAVE BRIEFINGS WHERE THERE'S A BUNCH OF US DIRECTORS IS LIKE TALKING HEADS AND WINDOWS AND OEM BRIEFS, AND THEN THE REPORTERS ASK EACH ONE OF US FOR OUR DIFFERENT DEPARTMENTS BECAUSE WE'RE TREATING THAT AS A CITYWIDE RESPONSE.
AND SO OHS GETS CO-OPTED INTO WHOLE AT THAT POINT.
UM, AND THEN AT THAT POINT YOU'RE LOOKING AT WORKING WITH FEMA RED CROSS FOR REIMBURSEMENTS.
SO YES, THERE THERE ARE MUCH LARGER, UM, RESPONSES AND THOSE GO THROUGH UH, OEM.
UH, REVEREND BOONE, DID YOU HAVE ANOTHER QUESTION? OKAY.
DID YOU TYPE IT IN? OKAY, WE'RE WAITING TO SEE THAT YOU PUT THE REVERB ON.
UH, QUESTION NUMBER TWO IS, IS IT STILL THE PREFERENCE OF OHS THAT REMOTE OR SATELLITE SHELTERS BE PLACED ALL OVER THE CITY? IS THERE A SPECIFIC DISTRICT WHERE THESE SHELTERS WOULD BE MOST HELPFUL IF SITES WERE RECRUITED? DOES AUSTIN STREET AND CITY STAFF HAVE THE RESOURCES TO SUPPORT MULTIPLE SH SHELTERS AROUND THE CITY? FROM A CITY STANDPOINT, WE CONTINUE TO HAVE REQUESTS FOR SHELTERS IN NORTH DALLAS.
UM, AND I THINK THAT WOULD BE GREAT, BUT IN TERMS OF ASKING OUR PROVIDER AND CONTRACTOR TO, UH, STAFF THAT UP, I MEAN FINANCIALLY, FINANCIALLY, THAT WOULD COME FROM THE CITY AND I'M NOT SURE WE'D BE ABLE TO PAY FOR THAT.
I DON'T KNOW WHAT YOU'D GOING THROUGH YOUR HEAD ON THAT.
YEAH, I MEAN I THINK IDEALLY, UH, THAT WOULD, THAT WOULD EXIST AND YOU KNOW, I'VE UH, TRIED TO EXPLORE OPPORTUNITIES TO BE ABLE TO FUND THAT PRIVATELY.
THE REALITY IS, UH, THE OPERATIONAL NEEDS BECOMES ENORMOUSLY STRAINED.
SO YOU WANT PEOPLE THAT HAVE EXPERIENCE WORKING WITH FOLKS THAT ARE CHRONICALLY HOMELESS AND KNOW HOW TO DEESCALATE AND PEOPLE GET UPSET, YOU KNOW, HAVE SOME SORT OF CONTEXT FOR BEHAVIORAL HEALTH BACKGROUND.
THEY DON'T HAVE TO BE EXPERTS, BUT THEY HAVE TO BE KNOWLEDGEABLE.
AND SO THE CHALLENGE TO BE ABLE TO HAVE THAT MANY PEOPLE.
'CAUSE REMEMBER WHILE MOST FOLKS MAY BE, YOU KNOW, SNOWED IN AT THEIR OWN HOME OR WHATEVER, YOU KNOW, WE'RE TRYING TO GET STAFF, UH, FROM ALL OVER THE CITY TO THE, TO WHATEVER LOCATION THAT WE'RE OPERATING AND MAKING SURE THAT THAT STAFF IS
[00:50:01]
AVAILABLE 24 7.SO FROM OUR STANDPOINT, FROM UH, AN ABILITY TO DO THAT, UM, EFFICIENTLY, WE WOULDN'T BE ABLE TO OPERATE MORE THAN, YOU KNOW, THE LOCATIONS THAT WE HAVE AGREED TO AT THIS TIME.
UM, EVEN IF THERE WAS MORE FUNDING AVAILABLE.
AND I THINK THAT, UM, YOU KNOW, IDEALLY, YOU KNOW, UH, THAT WOULD BE POSSIBLE AND WE COULD COORDINATE IF THERE WAS MORE MONEY AND MORE PARTNERS.
BUT WE DON'T CURRENTLY HAVE THE, UH, THE PARTNER STAFF AND CONTRACTORS AVAILABLE TO DO THAT.
YEAH, I THINK BASICALLY WE HAD SITES THAT WERE FAR ENOUGH AWAY IN DALLAS THAT THEY WOULD NEED A MIRROR INFRASTRUCTURE.
AND SO WE'D BE LOOKING AT FUNDING AND PARTNERS TO SET UP SATELLITE NOT ONLY SITES, BUT SATELLITE INFRASTRUCTURE.
SO NOT OUTTA THE REALM OF POSSIBILITY, IT'S JUST NOT AN OPPORTUNITY WE'VE EVER BEEN GIVEN TO EXPLORE.
UH, I'M LOOKING OUT INTO VIRTUAL LAND.
UM, I ONLY SEE REVEREND MITCHELL BOONE.
I THINK THAT WAS PROBABLY THE LAST QUESTION.
UH, I JUST WANNA MAKE SURE, UH, MATT, JACOB GOT HIS QUESTIONS IN.
SO WE'RE GONNA TURN TO THE CHAT BOX REAL QUICK.
JACOB, CAN YOU GO AHEAD AND SPEAK NOW? HOPEFULLY THE VOLUME IS CORRECT, PLEASE, SIR.
UM, I JUST OUTTA CURIOSITY, WHAT FEDERAL GRANTS OR EVEN STATE AND LOCAL GRANTS ARE WE APPLYING FOR TO HELP OFFSET SOME OF THESE FINANCIAL BARRIERS THAT DO EXIST? AND I MEAN, REVEREND BOONE BROUGHT IT UP IN TERMS OF, UH, LOOKING POTENTIALLY AT, UH, CITY RECREATION CENTERS AS A WAY TO LOCALIZE OR CONTEXTUALIZE OUR TEMPORARY SHELTER EFFORTS.
UM, IS IT THAT STAFFING AND FINANCE AND FURTHER FINANCIAL BARRIER THAT KEEPS US FROM DOING SO? UM, SO LET'S SEE.
FOR THE FIRST QUESTION, THIS IS ALL GENERAL FUND.
UM, THERE'S, IN TERMS OF GRANTS FOR INCLEMENT WEATHER SHELTER, THERE'S NOT REALLY A SPECIFIC GRANT BUT EXISTS FOR THAT.
UM, WHEN THE DISASTER OR THE WEATHER GETS LARGE SCALE ENOUGH, THEN THERE ARE, UM, ABILITIES FOR US TO, THROUGH THE OFFICE OF EMERGENCY MANAGEMENT TO SUBMIT FOR FEMA REIMBURSEMENT.
SO THERE ARE TIMES WHEN WE DO GET OPPORTUNITIES AS A CITY, BUT IT REALLY DEPENDS.
IT ALSO THEN DEPENDS ON THE STATE LEVEL.
HAS THE GOVERNOR, YOU KNOW, DECLARED A STATE OF EMERGENCY? HAVE WE DECLARED A STATE OF EMERGENCY? SO THERE ARE LOTS OF HOOPS TO JUMP THROUGH.
UM, AND SO IT'S NOT SOMETHING WE CAN CONSISTENTLY BET ON.
FOR THE RECREATION CENTERS, IT SOUNDS GREAT, BUT IN PRACTICE, UM, IT REALLY ISN'T FEASIBLE BECAUSE THOSE RECREATION CENTERS BELONG TO THOSE COMMUNITIES AND THE COMMUNITIES HAVE INDIVIDUAL SCHEDULES.
AND SO WHILE IT MAY BE INCLEMENT WEATHER, SHELTER HOURS FOR US, AND IT'S NOT SAFE FOR PEOPLE TO EXIST OUTSIDE, THE REST OF THE CITY MAY BE GOING ON BUSINESS AS USUAL.
AND SO THERE ARE DIFFERENT SCHEDULED ACTIVITIES AT THOSE SPACES AND IT'S, OKAY, WELL YOU CAN HAVE IT TODAY, BUT TOMORROW YOU CAN'T BE THERE.
OR YOU CAN HAVE IT TONIGHT, BUT THEN YOU'VE GOT A FERRY PEOPLE OVER ONE OF THE OTHER REC CENTER THAT'S CLOSED BECAUSE WE NEED THIS FROM EIGHT TO FOUR TOMORROW, AND THEN YOU CAN BRING THEM BACK.
AND WE'VE HAD TO DO THAT WHEN NECESSARY.
BUT IT'S A LAST RESORT BECAUSE IT'S INCREDIBLY DISRUPTIVE FOR THE REC CENTER STAFF AND ALSO FOR THE, FOR THE RESIDENTS THAT WE'RE WORKING WITH THEMSELVES.
SO YEAH, YOU YOU WOULD THINK THAT IT WORKS THAT WAY, BUT ACTUALLY IT'S IN PRACTICE IT'S VERY DISRUPTIVE AND IT'S NOT CONSISTENT.
