WE WILL BEGIN OUR MEETING WITH THE READING OF THE MISSION STATEMENT AND DUTIES AND RESPONSIBILITIES OF THE CHC.

THE CITIZEN HOMELESSNESS COMMISSION IS AN ADVISORY BODY.

THE PURPOSE OF THE CHC IS TO ASSURE PART PARTICIPATION FROM AND INCLUSION OF ALL STAKEHOLDERS, INCLUDING THOSE WITH PAST OR PRESENT EXPERIENCE WITH HOMELESSNESS, TO DEVELOP POLICY RECOMMENDATIONS TO ENSURE ALIGNMENT OF CITY SERVICES WITH REGIONAL SERVICES TO ENHANCE EFFICIENCY, QUALITY, AND EFFECTIVENESS OF THE COMMUNITY-WIDE RESPONSE TO HOMELESSNESS.

THE CHC DUTIES AND RESPONSIBILITIES INCLUDE ONE, ADVISE THE CITY MANAGER AND THE DALLAS CITY COUNCIL ON ISSUES AFFECTING HOMELESSNESS.

TWO, ASSIST THE CITY IN EVALUATING NEW AND EXISTING PROGRAMS. THREE.

COORDINATE WITH OTHER LOCAL OR REGIONAL BODIES ADDRESSING HOMELESSNESS.

AND FOUR FORM SUCH OTHER DUTIES ASSIGNED BY THE CITY MANAGER OR DALLAS CITY COUNCIL.

UM, THIS IS A REFRESHER FOR THOSE OF YOU WHO'VE BEEN HERE FOR A WHILE.

FOR THOSE OF YOU WHO HAVE NOT, WE'RE VERY HAPPY TO SHARE OUR INCLEMENT WEATHER SHELTER, UM, INFRASTRUCTURE WITH EVERYONE.

THIS HAS BEEN A LONG TIME IN THE MAKING AND IT STARTED RIGHT HERE IN THIS COMMITTEE IN DECEMBER, WELL BEFORE THAT OF 2020, UH, WITH A MODIFICATION TO CHAPTER 45 OF THE CITY CODE THAT ALLOWED US TO BUILD THE SYSTEM.

SO WE'RE VERY HAPPY NOW THAT, UM, OHS WITH BACKING BY THE CITY, UM, IS ABLE TO HAVE AN INFRASTRUCTURE THAT, UM, CREATES, UM, A SPACE THAT ALLOWS OUR PROVIDERS TO, UH, WORK WITH SOME FINANCIAL BACKING IN A SPACE.

AND THAT IS CONTRACTED OUT THROUGH AUSTIN STREET CENTER, WHICH IS WHY DANIEL ROBBIE'S PRESENTING, AND THEN THEY SUBCONTRACT WITH AN OPERATIONS PROVIDER.

SO, WE'LL TALK A LITTLE BIT ABOUT THE STRUCTURE HERE, BUT THAT'S WHY WE'RE HERE TODAY.

JUST TO DUST THIS OFF, TELL YOU WHAT OUR UPDATES ARE.

TODAY, AS I SAID, WE'LL BE TALKING A LITTLE BIT ABOUT THE BACKGROUND AND HISTORY, UM, THE PHASES OF IMPLEMENTATION AND OF THE STRUCTURE THAT CREATED, IMPLEMENT WEATHER SHELTER.

AND THEN, UM, WE'LL GO THROUGH ALL OF THE DIFFERENT COMPONENTS OF THAT AND THE NEXT STEPS AND WHAT YOU CAN EXPECT IN THE NEAR FUTURE.

IF WE GO TO THE NEXT SLIDE, AS I SAID, OUR INCLEMENT WEATHER, UH, RESPONSE SYSTEM IS MADE MORE EFFICIENT BECAUSE WE ARE ABLE TO USE INCREASED FUNDING THROUGH, UH, CITY COUNCIL TO IDENTIFY AN EXTERNAL PARTNER, AUSTIN STREET, UM, TO MANAGE ALL INCLEMENT WEATHER SHELTER ACTIVITIES.

THE ONLY PLACE THAT WE WOULD OPERATE, UM, IF THE, IF NEEDED, AND WE TRY NOT TO USE IT, IS THE CENTRAL LIBRARY ACROSS THE STREET.

CITY OF DALLAS.

OHS STAFF WOULD OPERATE THAT PERSONALLY.

UM, 'CAUSE IT IS A CITY OF DALLAS PROPERTY THAT'S VERY NEAR AND DEAR TO EVERYONE'S HEART.

BUT WE HOPE NOT TO HAVE TO USE THAT.

WE UTILIZE ROUGHLY A MILLION DOLLARS, UH, IN OUR GENERAL FUND BUDGET TO SUPPORT TEMPORARY IMPLEMENT WEATHER SHELTER ACTIVITIES.

AND CHAPTER 45 ALLOWS US TO SET PARAMETERS.

IF YOU LOOK IN CHAPTER 45, THOSE ARE BROADER.

THESE ARE OUR WORKING PARAMETERS THAT WE'VE FOUND TO BE MOST HELPFUL OVER THE YEARS.

SO, UH, ANY TEMPERATURE WHEN IT GETS BELOW 36 DEGREES IN WET WEATHER WITH 50% OR MORE PRECIPITATION PREDICTED, OR 32 DEGREES IN DRY WEATHER, AND THAT'S FOR THREE HOURS OR LONGER BEFORE THE HOURS OF 4:00 PM AND 8:00 AM THEN WE TRIGGER, UH, WE TRIGGER THE SITE.

SO WITH THAT, I'M GONNA HAND IT OVER TO DANIEL TO TALK US THROUGH THE DIFFERENT PHASES.

UM, SO, UH, CHAIR, GARDNER AND COMMISSIONERS, THANK YOU FOR THIS OPPORTUNITY TO PRESENT TO YOU TODAY.

UH, FOR OVER 40 YEARS, AUSTIN STREET CENTER HAS PROVIDED SAFE SHELTER MEETING SOME OF THE BASIC NEEDS OF THE MOST VULNERABLE HOMELESS.

AND I APPRECIATE THE OPPORTUNITY TO WORK WITH THE CITY, UH, AND SEVERAL DIFFERENT EXTERNAL PARTNERS TO BE ABLE TO MAKE, UH, INCOME, SHELTER REALITY.

UH, JUST TO REWIND THE CLOCK AS SHE'S BEEN SHARING, UM, YOU KNOW, THERE WAS A TIME WHEN THERE WAS NOT INCLEMENT WHETHER SHELTER AVAILABLE, UM, WHICH MEANT THAT A LOT OF PEOPLE WERE PASSING AWAY ON THE STREETS.

UH, AND WERE THANKFUL TO BE ABLE FOR THIS SERVICE TO, UH, TO MITIGATE THAT CONCERN.

UM, SO, UH, I REMEMBER BEING INVOLVED IN ADVOCATING FOR CHAPTER 45 IN THE VERY BEGINNING, AND I'M GLAD IT'S HERE.

SO, UM, GOING THROUGH THE PHASES, ESSENTIALLY FIRST, UM, THE, THE FIRST LOCATION THAT AUSTIN TREAT CENTER OPERATES IS ON AUSTIN STREET CENTER PROPERTY.

WE HAVE, UH, A SHELTER THAT WE DON'T CURRENTLY USE ON OUR CAMPUS, SO AUSTIN STREET AREA FOR THOSE WHO ARE UNFAMILIAR.

UH, SO A TOTAL OF ABOUT FIVE ACRES AND ABOUT TWO AND A HALF ACRES ARE, UM, INCLUDE A BUILDING THAT AUSTIN STREET OPERATED OUT OF FOR OVER 30 YEARS, FROM 1992 UNTIL 2022.

UM, AND SO, UM, THAT BUILDING IS ABLE TO OPEN TO EXPAND MORE CAPACITY.

UH, WE OFTEN GET THE QUESTION, WHY NOT YEAR ROUND? WE ARE LIMITED BY ZONING AND CAN ONLY OPEN IT DURING INCREMENT WEATHER, UH, WHICH IS THE REASON WHY, UM, YOU KNOW, WE, WE DO IT DURING THIS TIME.

SO PHASE TWO, UM, AS SHE MENTIONED, WAS WHEN WE OPERATE OTHER LOCATIONS.

SO WE WORK WITH OKLAHOMA, UNITED METHODIST CHURCH, UM, AND, UH, RACHEL'S A GREAT, UM, COLLABORATOR TO WORK WITH.

AND THEN WE WILL MOVE TO FAIR PARK KINDA IF AND WHEN THAT WE NEED TO DO THAT.

UM, SO WE DO HAVE, UM, A LEASE AGREEMENT WITH THE CITY FOR THE PROPERTY, UM, AT 2222 HICKORY.

UM, AND SO TO THE EXTENT THAT WE CAN, WE TRY TO FOCUS ON THAT BEING THE LOCATION OF WHERE WE SERVE.

IN TERMS OF OUR ROLE, UM, YOU KNOW, WE ARE RESPONSIBLE FOR COMMUNICATION BETWEEN AGENCIES.

SO THERE'S OVER HALF A DOZEN NON-PROFITS, UH, AND ALSO OVER ABOUT A HALF A DOZEN CITY, UH, DEPARTMENTS THAT WE HAVE TO COORDINATE WITH DURING THESE EVENTS.

AND SO, UH, IT'S HELPFUL TO HAVE A SINGLE POINT OF CONTACT AND APPRECIATE, OH, SORRY, NEXT SLIDE.

WE ALSO, UM, YOU KNOW, UTILIZE, UM, THE COMMUNICATION, YOU KNOW, SYSTEM THROUGH, UH, YOU KNOW, WHATSAPP AND TEXT MESSAGING GROUP THAT ALLOWS US TO BE ABLE TO COMMUNICATE IN REAL TIME, UM, FOR TRANSPORTATION.

UH, AUSTIN TREE OPERATES A CONNECTOR PROJECT, WHICH IS A, A NUMBER OF NONPROFITS THAT SUPPORT THAT PROGRAM AS WELL AS DARK.

UH, AND THAT PROGRAM, IT OPERATES YEAR ROUND TO PROVIDE TRANSPORTATION TO PEOPLE WHO ARE HOMELESS, BUT DURING INCLEMENT WEATHER, IT EXTENDS ITS HOURS AND WE MAKE SURE THAT PEOPLE THROUGHOUT THE CITY HAVE ACCESS TO INCLEMENT WEATHER LOCATIONS.

UM, SO WE'LL GO INTO MORE OF THAT IN A MINUTE.

UH, WE ALSO DO, UH, SUPPORT THE INTAKE AT THIRD PARTY LOCATIONS.

UM, I MENTIONED PLANNING, BUT WE DO, UH, EVALUATION DEBRIEFS AFTERWARDS AND REPORTING TO FUNDERS.

AND I'VE GOT SOME INFORMATION HERE TODAY IF YOU'D LIKE IT.

UH, YOU NEXT SLIDE PLEASE.

ONE OF THE GREAT BENEFITS OF HAVING THIS FACILITY IS, ONE, IT'S DESIGNED WITH SHELTERING IN MIND.

SO WE DO HAVE, YOU KNOW, SHOWERS AND RESTROOMS FOR THIS, UH, NUMBER OF PEOPLE WE'RE SERVING.

IN ADDITION, WE CAN STAGE, UM, YOU KNOW, PRODUCT AND SO IT, IT BECOMES A CHALLENGE, FRANKLIN WEATHER SHELTER, UH, TO TR TRY TO, UH, SOURCE ITEMS FROM ALL OVER THE PLACE AND, AND KIND OF BRING ALL THOSE THINGS TO ONE LOCATION.

SO IT'S GREAT TO HAVE A FACILITY THAT WE CAN STOCK WITH BLANKETS AND TOWELS AND COTS AND, YOU KNOW, EVERYTHING THAT WE NEED FOR THIS EVENT.

UM, AND SO WE DO HAVE IT ON ONSITE, THAT LOCATION.

NEXT SLIDE.

UH, JUST WANNA LET YOU KNOW THAT WE DO UTILIZE A LOT OF CONTRACTORS.

SO WE MAY WORK WITH ENDEAVORS.

SO I THINK THE CITY DOES OCCASIONALLY AS WELL.

WE, WITH SEVERAL DIFFERENT SECURITY FIRMS, WE'VE WORKED WITH, UH, AGENCIES LIKE OUR CALLING, UH, YOU KNOW, WE TRY TO KEEP A STAFFING RATIO OF 40 PEOPLE PER 90 CLIENTS, UM, THAT, UH, DECREASES IN THE OVERNIGHT.

UM, BUT WE ALSO ARE GONNA COORDINATE WITH, UH, BOTH ANIMAL SERVICES AND SBA FOR KENNELS TO MAKE SURE THAT WE HAVE SPACE AVAILABLE FOR, UH, FOR ANIMALS.

AND THEN WE ARE PROVIDING ALL THE FOOD.

SO THAT MEANS THREE MEALS A DAY, UM, YOU KNOW, WE HAVE TO, DINNER'S ALWAYS SERVED HOT.

AND THEN WE DO HAVE, UH, OFTENTIMES WE'LL HAVE A, UH, A COLD LUNCH, BUT WE HAVE WARM, UM, YOU KNOW, BREAKFAST AND DINNERS, UH, WITH SNACKS AVAILABLE.

SO I'VE GOT SOME DEMOGRAPHIC INFORMATION IF YOU WANT TO GO OVER THAT.

UM, AND THEN WE, UH, ALSO, UH, CONTRACT OUT FOR JANITORIAL SERVICES.

THIS IS A, UM, PROBABLY DON'T HAVE TIME TO GO INTO ALL THIS, BUT YOU SHOULD JUST KNOW THIS IS A HIGHLY VULNERABLE POPULATION.

LIKE, AS YOU GUYS ARE LIKELY AWARE, THE PEOPLE THAT COME IN DURING INCLEMENT WEATHER ARE NOT THE TYPICAL PEOPLE THAT MAY BE ACCESSING SHELTER THROUGHOUT THE YEAR.

AND BECAUSE OF THAT, PEOPLE ARE COMING IN WITH SIGNIFICANT MEDICAL NEEDS, UH, SIGNIFICANT BEHAVIORAL HEALTH CHALLENGES, OFTENTIMES UNMEDICATED, UNTREATED.

UM, AND SO, YOU KNOW, WE, IT IS A LOT TO BE ABLE TO OPERATE.

UM, YOU KNOW, THIS, THIS SHELTER.

SO NEXT SLIDE.

UM, WE DO WORK WITH AQUA MEMPHIS CHURCH HAS MENTIONED THEY HAVE CAPACITY UP TO 75 OR 80, UM, AND THEY'VE BEEN A GREAT PARTNER.

UH, WE ALSO HAVE A PARTNERSHIP WITH NORTH TEXAS BEHAVIORAL HEALTH AUTHORITY.

UH, CAROL'S GREAT TO WORK WITH THERE.

AND THEY HAVE, UM, YOU KNOW, CARE COORDINATORS AT ALL LOCATIONS.

SO AT AUSTIN STREET, IF WE OPEN UP, UP ONE AND AS WELL AS THEY WILL SUPPORT FAIR PARK, KIND OF IF AND WHEN THAT BECOMES NECESSARY.

AS MENTIONED, ONCE WE GET TO ABOUT 75% CAPACITY, THAT'S WHEN WE START LOOKING FOR THE NEXT SITE TO OPEN, KNOWING THAT, UH, USUALLY IT TAKES, YOU KNOW, AT LEAST 24 COULD BE 48 HOURS BEFORE ABLE TO OPEN UP THE NEXT SITE.

SO WE TRY TO LOOK, UH, FOR, UH, IN ADVANCE OF WHEN THAT FACILITY MAY BE NEEDED.

UM, YOU KNOW, OHS, UM, HAS A GREAT TEAM AND AS UTILIZES THE CENTRAL LIBRARY WHEN NEEDED, INCREASINGLY WE'VE, WE'VE, UH, FOUND THAT WE'RE, WE'RE ABLE TO GO, UH, DIRECTLY FROM AUSTIN STREET TO FAIR PARK WHEN THAT'S NEEDED.

UM, YOU KNOW, HISTORICALLY IN RECENT YEARS WE'VE HAD A MULTI-DAY EVENTS.

THE LONGER THE EVENT IS, THE MORE ICE AND SNOW THAT'S ON THE GROUND, THE MORE THAT WE KNOW WE'RE GONNA BE OPEN LONGER, WHICH MEANS MORE PEOPLE.

AND SO WE TRY TO, UH, THINK AHEAD AND MAKE SURE THAT WE'RE PLAYING FOR THE RIGHT FACILITY GIVEN THE, UM, CIRCUMSTANCES ON THE GROUND.

UM, AND IT'S USUALLY REQUIRED WHEN WE HAVE A MULTI-DAY AGREEMENT.

WELL, THE ORIGINAL IDEA WAS, UH, OF THE CITY WAS TO HAVE SHELTERS DISPERSED ALL OVER TOWN AND THAT NEVER MATERIALIZED.

UM, FIRST IT WAS BECAUSE OF COVID AND PEOPLE WERE WORRIED AND THEN IT BECAME A LOT OF THE PLACES THAT IT WAS THOUGHT WOULD OPEN.

UM, YOU KNOW, CENTERS THAT HAVE SPACE COMMUNITY CENTERS OR CHURCHES END UP ALSO HAVING PRESCHOOLS DURING THE DAY OR THEY'RE SMALLER AND THEY'RE ALREADY SENDING ALL OF THEIR VOLUNTEERS DOWN TO THIS EFFORT.

UM, AND SO IT JUST NEVER HAPPENED THAT WAY.

AND OBVIOUSLY WE STILL HAVE LIFESAVING WORK TO DO, WHETHER PEOPLE ARE OPENING IT OR NOT.

UM, WHEN THE DISASTER OR THE WEATHER GETS LARGE SCALE ENOUGH, THEN THERE ARE, UM, ABILITIES FOR US TO, THROUGH THE OFFICE OF EMERGENCY MANAGEMENT TO SUBMIT FOR FEMA REIMBURSEMENT.

SO THERE ARE TIMES WHEN WE DO GET OPPORTUNITIES AS A CITY, BUT IT REALLY DEPENDS.

IT ALSO THEN DEPENDS ON THE STATE LEVEL.

HAS THE GOVERNOR, YOU KNOW, DECLARED A STATE OF EMERGENCY? HAVE WE DECLARED A STATE OF EMERGENCY? SO THERE ARE LOTS OF HOOPS TO JUMP THROUGH.

UH, THIS IS A MULTI-DEPARTMENTAL TEAM, UH, WHICH IS DESIGNED AGAIN TO MAKE SURE THAT WE RESPOND TO COMPLEX HOMELESS ISSUES WITHIN 24 TO 48 HOURS, WITH A GOAL OF RESOLVING THOSE ISSUES WITHIN 10 BUSINESS DAYS.

UM, AGAIN, THIS, UH, THIS RAPID RESPONSE TEAM REALLY CAME ABOUT AS, AS A CITY, AS WE RECOGNIZE A GAP IN HOW QUICKLY WE CAN ADDRESS THESE URGENT MATTERS THAT ARE AFFECTING OUR HOMELESS POPULATIONS AND ALSO THE COMMUNITIES THAT ARE AFFECTED THAT ARE SURROUNDING THEM AS WELL.

UM, AGAIN, THIS, UM, THIS TEAM IS A, THIS TEAM'S IDENTITY IS A MORE PROACTIVE WORK APPROACH AND IDENTITY TO SOME OF THESE ISSUES THAT WE'RE TRYING TO GET AHEAD, UM, ON SOME OF THE ISSUES THAT CAUSES FOR OTHER DEPARTMENTS TO RESPOND TO THE ISSUES.

AND THEN OUR SECONDARY TEAM COMES INTO PLAY WHERE WE HAVE A DALLAS, UH, FILE, RESCUE, UH, CODE, COMPLIANCE, PARKS AND RECS AND SANITATION.

SO WE DO, UH, USE THESE PARTNERS TO HELP US TO RESOLVE ANY ISSUES THAT WE MAY COME ACROSS, UH, WITH DEALING WITH, UH, OUR HOMELESS POPULATION.

OUR MARSHALS ARE TRAINED THAT IF THEY, IF THAT PERSON DOES HAVE A ISSUE WITH THE POLICE, THEN THEY STEP BACK.

BUT THEIR JOB IS TO MAKE SURE THAT EVERYONE OUT THERE IS SAFE AND THAT WE ARE SAFE, AND THAT, UH, THE ENVIRONMENT IS SAFE.

USUALLY, SOMETIMES IF WE HAVE TO GO INTO AN ENCAMPMENT, THE MARSHALS GO IN FIRST TO MAKE SURE THAT EVERYTHING IS SAFE.

THEY'VE BEEN TRAINED TO DO THAT.

SO WE HAVE OUR CO COMPLIANCE, UH, OFFICER, UH, THAT'S CONNECTED TO THE HEART TEAM AND THEIR ROLE WITH THE HEART TEAM.

IF WE COME ACROSS ANY PROPERTY THAT'S PRIVATE, THEY HAVE A-A-S-O-P-A STANDARD OPERATION PROCEDURE WHERE THEY HAVE TO NOTIFY THE PROPERTY OWNER, UH, OF THE HOMELESS ACTIVITY AND GIVE THEM 10 DAYS TO ADDRESS THAT ACTIVITY.

DO IT BE TRASH, DEBRIS, OR IF YOU HAVE PEOPLE ON THEIR PROPERTY WHO ARE LIVING ON A PROPERTY, THEN THE COAL COMES IN AND THEY ADDRESS THAT THROUGH NOTIFYING THE PROPERTY OWNER.

AND THEN ONCE THEY NOTIFY THE PROPERTY OWNER, THE PROPERTY OWNER HAS 10 DAYS.

IF THE PROPERTY OWNER DOES NOT RESPOND, THEN WE COME IN, WE ADDRESS IT, AND THEN NICOLE, UH, TAKE CARE OF THAT MATTER WITH THE, WITH THE PROPERTY OWNER.

SO A LOT OF TIMES WE CANNOT GO ON, UH, ON, ON CERTAIN PROPERTIES DUE TO IT BEING PRIVATE PROPERTY.

AND THEN SOMETIMES, UH, PROPERTY CAN BE DARK PROPERTY AND CODE CAN LET US KNOW, HEY, THIS PROPERTY IS DARK PROPERTY, OR THIS PROPERTY IS TDOT PROPERTY, OR THIS PROPERTY IS CITY PROPERTY.

IF IT'S CITY PROPERTY, THEN WE CAN RESPOND TO IT IMMEDIATELY.

AND SO THAT'S THE QUICK RESPONSE THAT WE GET WHEN WE GO THERE.

SO THEY'RE THERE TO MAKE THE ASSESSMENT FOR SOMEBODY'S IN DANGER TO THEMSELVES OF OTHERS.

AND THEY CAN ALSO PROVIDE OTHER SERVICES.

IF WE HAVE A FAMILY THAT'S THERE, THEY CAN PROVIDE, UH, SERVICES TO FAMILY GATEWAY.

OR IF WE HAVE A FAMILY OUT THERE AND WE HAVE CHILDREN OUT THERE, THEY CAN CONTACT C UH, UH, THE, UH, CHILD PROTECTIVE SERVICE, THEY CAN DO THAT AS WELL.

THEY PROVIDED THAT SHELTER SERVICE FORM, UH, THEY, AND THEN A PERSON WAS ABLE TO COME BACK AND PICK UP THEIR DOG.

UH, WE ALSO HELP OUT THE BRIDGE.

IF THE BRIDGE NEEDS SERVICES WITH ANIMALS OVER THERE, WE CAN DEPLOY A DALLAS ANIMAL SERVICE OFFICER TO THE BRIDGE AND HELP OUT.

AND SO I'M JUST GIVING CONTEXT ON THAT.

AND, AND PREVIOUSLY THIS ROLE FROM, UH, PUBLIC WORKS HERE IN REGARDS TO ADDRESSING THESE HOMELESS ENCAMPMENTS, FORESTS WAS RECENTLY THE ROLE OF CO COMPLIANCE NUISANCE ABATEMENT TEAM.

AS YOU MAY BE AWARE OF THIS PHYSICAL YEAR, THERE HAS BEEN SOME MERGERS OF DEPARTMENTS AND ONE OF THOSE BEING, UH, TRANSPORTATION AND PUBLIC WORKS, THEY HAVE NOW MERGED.

UH, AND SO THEY ARE UN UNDER ONE.

AND SO, AND THEN ALSO THE, SO THE ROLE OF RESPONSIBILITY OF NEWS ABATEMENT HAVE TRANSFERRED OVER TO, UH, PUBLIC WORKS DEPARTMENT TO ASSUME THIS YEAR'S, UM, CLEANING AROUND OUR, UH, HOMELESS, UH, ENCAMPMENTS.

AND, AND THEY USUALLY COME THROUGH THAT 3 1 1, UH, REQUESTS.

UH, WE GET THE 3 1 1 SERVICE REQUEST, AND THEN WE SEND THAT SERVICE REQUEST, IT WAS TO CODE, BUT NOW THAT IT'D BE TWO PUBLIC WORKS TO GET THIS LOCATION CLEANED.

AND THEN WHEN THEY DO COME TO CLEAN IT, THEY GIVE US A SCHEDULE, AND THEN WE GO MEET, UH, PUBLIC WORKS OUT THERE AND WE GET THE, UH, ENCAMPMENT CLEAN.

AND THEN WE LET THEM KNOW THAT THIS IS A DECOMMISSION SITE, THIS IS A CLOSED SITE, THAT THERE CAN BE NO CAMPING OR SLEEPING AT THIS SITE.

AND SO A LOT OF TIMES IF WE, UH, GET PEOPLE WHO ARE RESISTANT TO THAT, USUALLY THE MARSHAL WILL STEP IN AND SAY, HEY, THIS IS THE CLOSE SITE YOU HAVE TO LEAVE.

AND USUALLY WE GET, UH, THAT VOLUNTEER COMPLIANCE OF WHAT WE'RE SEEKING FOR THEM TO LEAVE THAT LOCATION.

UH, SO WE DO HAVE A TOTAL OF 24 LOCATIONS THAT WE VISIT WEEKLY, UH, TO MAKE SURE THAT THOSE LOCATIONS DO NOT HAVE CAMPSITES OR STRUCTURES OR PEOPLE SLEEPING OR HANGING OUT AT THOSE, UH, AT THOSE CLOSED DECOMMISSION SITES.

SO THE NUMBER OF INDIVIDUALS PERMANENTLY HOUSED, WE HAVE 331 FROM THOSE SITES.

AND IT TAKES TIME TO BUILD THAT ENGAGEMENT AND BUILD THAT TRUST FOR A TRUE, MEANINGFUL ENGAGEMENT WITH THOSE INDIVIDUALS.

AND SO WHEN WE DO COME OUT, WE WOULD LOVE TO OFFER SERVICES TO PEOPLE, BUT WE UNDERSTAND THAT THEY ARE NOT READY YET.

AND SO THAT IS A CHALLENGE FOR OUR TEAM AS FAR AS, UM, CALLING IT A TRUE SUCCESS WHEN WE DO HAVE TO GO OUT AND CLEAN AN ENCAMPMENT AND WHEN THERE WAS NO ONE THERE WHO OFFERED, WHO ACCEPTED SERVICES.

UM, YOU CAN SEE OUR GENERAL CODES, UM, CAPITAL OUTLAY, WE DON'T HAVE ONE, WE DON'T USUALLY HAVE ONE, BUT WE NEVER HAVE ONE, UM, REIMBURSEMENTS THAT'S NEW THIS YEAR.

SO INSTEAD OF US HAVING A, UH, LINE ITEM FOR OUR ENVIRONMENTAL CLEANUP FEE, WE ACTUALLY HAVE, OR EXCUSE ME, FOR ENVIRONMENTAL CLEANUP, THERE'S ACTUALLY NOW AN ENVIRONMENTAL CLEANUP FEE THAT IS ADMINISTERED BY SANITATION SERVICES.

AND THEN REMAINING ONE-TIME FUNDING.

THESE ARE THINGS THAT, UM, POTEN THAT ARE OBLIGATED TO VARIOUS PROJECTS OR IN THE WORKS 2017 BOND FUND FOR INSTANCE SAYS 1 68, BUT ACTUALLY RIGHT NOW IT'S AROUND 30,000, UH, THAT HASN'T BEEN SPENT.

UM, 2.5 MILLION OF THAT, WHICH I THINK SHOWED UP YESTERDAY IN A PRESENTATION TO COUNCIL THAT IS ACTUALLY OBLIGATED WAS FOR 41 50 INDEPENDENCE DRIVE.

SO SOME THINGS JUST HAVE NOT BEEN SPENT, BUT ARE ALREADY OBLIGATED.

UM, AND THEN, LET'S SEE.

I THINK THAT'S PRETTY MUCH IT.

IT'S PRETTY MUCH, IT'S SIMILAR TO LAST YEAR'S BUDGET, UM, EXCEPT IT WENT DOWN BY ABOUT 3 MILLION.

AND THAT IS BECAUSE WE LOST A BUNCH OF THE, UH, WE LOST THREE OF THE $1 MILLION ONE-OFFS FROM LAST YEAR.

ONE OF THOSE WAS THE CAPACITY BUILDING FOR UNITED WAY, WHICH HAS BEEN HUGELY SUCCESSFUL.

UH, THAT'S WHAT WE'RE GONNA BE LOOKING AT AND, AND HOW WE CAN USE THAT DATA TO TELL THE STORY OF HOW WE CAN MOVE SOMEONE FROM STREET TO HOME MOST QUICKLY.
