UH, SO MS. LIPSKA, I'M GONNA SKIP OVER AND JUMP TO NUMBER SIX, WHICH IS THE NEW NO FOR AWARDEES.

UH, ARE YOU OKAY WITH, WITH GOING THROUGH THE NEW ROUND OF, OF AWARDEES? SURE.

NOW, JUST TO SET THIS UP, UM, THE THREE AWARDEES THAT WE HAD FOR FEBRUARY, UH, REMEMBER WE HAD A TOTAL OF 200,000 THAT WE CAN AWARD, UH, PER YEAR.

AND SO, UH, HEATHER, YOU KNOW, GIVE, GIMME THE CORRECT NUMBER, BUT YEAH, IT'S ON SLIDE 15 IF YOU WANNA START THERE.

UM, SO WE, WE'VE AWARDED IT OUT, JUST SAID THERE'S $200,000 THAT YOU'RE ALLOWED TO AWARD PURPOSEFUL YEAR FOR THE THE NOVAS, AND WITH THE PREVIOUS AWARD IT WAS 109,736 AND 35 CENTS.

SO THERE'S $90,000, $263 AND 65 CENTS THAT CAN BE AWARDED IN THIS FISCAL YEAR.

I'LL ALSO NOTE THE NEW FISCAL YEAR STARTS TOMORROW.

SO THERE'S A COUPLE OF OPTIONS ON HOW YOU CAN PROCEED.

UM, AND THEN JUST A NOTE THAT THE, THE QUALIFYING APPLICANTS REQUESTED $131,510 OF FUNDING.

SO THEY REQUESTED MORE THAN WHAT IS AVAILABLE.

OKAY.

SO, SO, UH, THE LONG AND SHORT OF THAT, JUST TO, JUST TO RECAP THAT, WE HAVE 200,000 THAT WE CAN AWARD.

109 HAS ALREADY BEEN COMMITTED OUT, WHICH LEAVES US WITH JUST OVER 90,000.

NOW, UH, THE FOLKS THAT WERE RECOMMENDED THIS EVENING, THOSE TOTAL MORE THAN 90,000, SO WE HAVE THREE OPTIONS.

UH, WE CAN RECOMMEND, UH, ANY OF 'EM FOR APPROVAL OR DENIAL, NUMBER ONE.

UH, NUMBER TWO, WE CAN APPROVE ALL THREE FOR FULL FUNDING.

BUT WHAT THAT MEANS IS THAT ONE OF THEM WILL GET PUSHED, UH, TO THE NEXT FISCAL YEAR, WHICH MEANS OCTOBER.

OR WE CAN AMEND THE RECOMMENDED AMOUNTS FOR ANY AND ALL OF THESE, WHICH MAY GET IT UNDER THE 90.

SO, YOU KNOW, WE, AS I, WE MENTIONED AT THE LAST MEETING THERE WERE 13 APPLICANTS, UM, UNDER THE NOFA PROGRAM REQUIREMENTS, OR THE, THE PROGRAM STATEMENT, UM, APPLICANTS THAT SCORE OVER 80 POINTS ARE RECOMMENDED, PRESENTED TO THE BOARD FOR FUNDING.

SO WE HAD THREE THAT, UM, SCORED OVER 80 POINTS IN THIS ROUND, UM, AND DELAWARE ON SLIDE 12, OR GABBY, I DON'T KNOW WHO'S RUNNING IT.

UM, AND SO THE, THE HIGHEST SCORE WAS BCL OF TEXAS, AND THEY ARE WORKING ON A PERSONAL FINANCE INITIATIVE FOR ENTREPRENEURS.

THEY WOULD DO TWO COHORTS, UM, FOR SMALL BUSINESS ASSISTANCE.

THEY WOULD ALSO PROVIDE $500 OF MATCHING FUNDS, UM, FOR PEOPLE WHO ARE SUCCESSFUL TO HELP THEM LAUNCH THEIR BUSINESS.

THE SECOND IS THE DALLAS PRESTIGE GROUP, AND THEY SCORED 88.33 POINTS.

THEY REQUESTED, UH, $60,000, UM, TO AS TO AUGMENT THEIR PRESTIGE PARTNERS PROGRAM, WHICH IS A WEEKLY YOUTH LEADERSHIP DEVELOPMENT PROGRAM, UM, AND MENTORING FOR STUDENTS.

AND THEN THE FINAL AWARDEE WAS FOR THEM, AND THEY SCORED 86 POINTS.

UM, AND THEY SUPPORT AFTERSCHOOL FEEDING SITES IN THE SOUTH DALLAS FAIR PARK AREA.

I'LL NOTE ALL THREE OF THESE APPLICANTS DID MEET THE 50% MATCHING REQUIREMENT, AND YOU CAN SEE THAT DALLAS PRESTIGE GROUP AND FOR THEM WAS SIGNIFICANTLY OVER THAT 50% MATCHING REQUIREMENT.

UM, THAT'S A SUPER QUICK OVERVIEW IF YOU'RE ABLE, I DON'T KNOW IF IT CAN EVERYONE ELSE SEE THOSE I ONLINE? YEAH, I, IT LOOKS LIKE YOU'RE ALL, LIKE, YOU'RE REFERENCING A SLIDE, AND IF SO, IF YOU GUYS ARE ABLE TO SHARE THOSE SLIDES, THAT WOULD BE AMAZING.

THEY'VE MENTIONED A LOT OF PERFORMANCE MEASURES IN THEIR APPLICATIONS.

I WOULD SAY AS WE MOVE THESE TO CONTRACT, WE WOULD HAVE TO DEVELOP CLEARER NUMBERS OF HOW MANY STUDENTS ARE ACTUALLY IMPACTED, BECAUSE THAT WAS THE NUMBER I NEVER SAW ON THERE, RIGHT? LIKE, WE DON'T KNOW WHAT THAT SCOPE IS.

WE KNOW THAT THERE'S MULTIPLE SCHOOLS THAT THEY'RE DOING THIS PROGRAM IN.

WE KNOW THERE'S MULTIPLE GRADES, BUT WE DON'T KNOW THE SPECIFICS OF HOW MANY STUDENTS ARE GONNA BE SERVED PER SCHOOL YEAR OR SEMESTER.

SO THAT TYPE OF INFORMATION WE WOULD NEED TO WORK THROUGH AS WE, BEFORE WE PUT THEM UNDER CONTRACT.

SO THAT'S VERY CLEAR ONCE THEY'RE UNDER CONTRACT.

OKAY.

AND IS THIS A NEW PROGRAM, UH, THAT'S SPECIFIC TO, TO THIS AREA? OR IS THIS SOMETHING THAT THE DALLAS PRESTIGE GROUP ARE, ARE, IN OTHER WORDS, ARE THEY TRYING TO EXPAND THEIR FOOTPRINT AND INCLUDE MORE SCHOOLS THAT THEY'RE SERVING? OR WHAT, WHAT EXACTLY IS IT THAT THEY'RE, UH, MY READ ON THIS, AND AGAIN, I, I HAVEN'T TALKED TO THEM, I'VE ONLY GONE THROUGH WHAT'S ON THE PAPER, IS IT WOULD BE AN ADDITIONAL FUNDING SOURCE TO SUPPORT THIS PROGRAM FOR THEM.

SO IT'S AN AUGMENTATION OF THE PROGRAM, BUT NOT A NEW PROGRAM.

UM, AND I HAVE THE SAME QUESTIONS FOR, UH, FOR THEM AS WELL.

UM, I WASN'T CLEAR IF THAT WAS SOMETHING THAT WAS ALREADY ESTABLISHED.

UH, WAS IT A PILOT FOR, FOR SOUTH DALLAS? UH, SPECIFICALLY FOR THIS AREA? UM, CAN YOU SPEAK TO THAT OR? YEAH, SO FOR THEM SPECIFIED IN THEIR APPLICATION THAT THEY WOULD BE ADDING SIX TO 10 FOOD SITES WITH THIS ADDITIONAL FUNDING.

SO THEY HAVE EXISTING SITES ALREADY.

THEY HAVE A PARTNER THAT PROVIDES THEM WITH FUNDING FOR THIS, BUT THE SOUTH DALLAS FAIR PARK OPPORTUNITY FUND FUNDING WOULD ALLOW THEM TO SERVE ADDITIONAL AFTERSCHOOL SITES.

UM, THIS ORGANIZATION HAS BEEN AROUND SINCE 1991.

ITS PRIMARY FOCUS IS ON PROVIDING SUSTAINABLE, AFFORDABLE, LOW, UH, HOUSING FOR LOW AND MODERATE INCOME FAMILIES, UM, THROUGH MULTIFAMILY SINGLE FAMILY, UH, ECONOMIC DEVELOPMENT, HOME BUYER COUNSELING AND CONNECTIVITY THROUGH SOCIAL SERVICES.

THEIR PRIMARY FOCUS WITHIN THE SOUTH DALLAS FAIR PARK AREA IS THE JEFFREY MEYERS NEIGHBORHOOD.

UM, AND IMPORTANTLY, THEY HAVE INVESTED MORE THAN 35 MILLION IN SOUTH DALLAS FAIR PARK OVER THE PAST 30 YEARS.

THEY HAVE CREATED MORE THAN 400 HOUSING UNITS, AND THEY ALSO HAVE ONE SMALL COMMERCIAL DEVELOPMENT THAT THEY HAVE, UH, COMPLETED.

NEXT SLIDE.

SO THIS SPECIFIC PROJECT IS LOCATED ON CURRENTLY TWO LOTS, UH, THAT HAVE BEEN REPLANTED INTO ONE THAT'LL BE A HALF ACRE.

UH, THE LOCATION RIGHT NOW ARE 26 45 MERLIN STREET AND 28 0 1 AL LIPSKI WAY.

THIS PROJECT IS A TWO PHASE RETAIL AND OFFICE AND COMMUNITY PROJECT.

THE TOTAL PROJECT IS APPROXIMATELY 11,000 SQUARE FEET, AND WE'RE CONSIDERING PHASE ONE TODAY.

NEXT SLIDE.

UM, SO PHASE ONE IS A GROUND, A NEW GROUND UP DEVELOPMENT OF 4,859 SQUARE FEET THAT'S LOCATED ON THE NORTH CORNER OF MALCOLM X BOULEVARD AND EL LIPSCOMB.

UH, THE PROPOSED PROJECT WILL PROVIDE NEW OFFICE AND RESTAURANT SPACE, UH, AND THE OFFICE SPACE CAN MORPH INTO SMALL RETAIL AND OFFICE SPACES TO BE USED FOR NEIGHBORHOOD ENTREPRENEURS.

UM, AT THE TIME OF APPLICATION, THERE WERE FOUR FULL-TIME JOBS TO BE CREATED AND THREE RETAINED.

AND THE TENANTS AS OF TODAY ARE SOUTH FAIR, CDC, AND THEY WOULD OCCUPY 3009 SQUARE FEET, WHICH MAY LATER BE DIVIDED.

UM, AND, AND IRENE'S KITCHEN AT 1800 SQUARE FEET.

THE TOTAL PROJECT COST IS APPROXIMATELY 2.3 MILLION, WHICH INCLUDES

ONE POINT OR 121,500 FOR THE LAND EQUITY, WHICH IS CONTRIBUTED AS THE OWNER EQUITY.

AND THE CONSTRUCTION BUDGET IS APPROXIMATELY 1.9 MILLION.

UH, AND THE CONSTRUCTION START DATE IDEALLY IS JANUARY 1ST, 2025.

UH, AND YOU CAN SEE ON HERE THERE'S A SITE PLAN, UH, RENDERING OF WHAT THAT PHASE ONE BUILDING WOULD LOOK LIKE.

UH, NEXT SLIDE.

SO THIS PROJECT CAME TO US WITH BANK FUNDING, UH, COMMITTED FROM BOTH VISTA BANK AND TEXAS MEZZANINE FUND, UM, AND AN ADDITIONAL GAP THAT THEY WERE SEEKING ASSISTANCE ON.

UPON STAFF REVIEW AND UNDERWRITER REVIEW.

THE PROJECT COULDN'T SUPPORT THE DEBT DUE TO THE INTEREST RATE FROM THE SENIOR LENDER.

UM, AND THE INITIAL CASH FLOW WAS NEGATIVE 43,617 ANNUALLY.

SO WHAT WE ARE RECOMMENDING, UM, IS A SOUTH DALLAS FAIR PARK OPPORTUNITY FUND LOAN TO REPLACE THE SENIOR LENDER OF 1.19 MILLION, WHICH WILL SERVE AS A SENIOR LOAN.

THE INTEREST RATE WILL BE AT 2.5%.

IT'LL HAVE A 25 YEAR AD IZATION WITH A 10 YEAR TERM.

UH, IT'S A CONSTRUCTION ONLY PERIOD, UH, WILL BE INTEREST ONLY.

IT'LL BE DISPERSED INTO A CONSTRUCTION MANAGEMENT ACCOUNT THAT TEXAS MEZZANINE FUND WILL BE, UM, OVERSEEING.

IT'LL BE MANAGED THROUGH A SINGLE DRAW, UM, THROUGH WITH TMF.

AND THEN WITH THE REVISED STRUCTURE, THE CASH FLOW IS BELOW, SO IT'S CASH FLOWING POSITIVE, WHICH OBVIOUSLY MAKES IT A MUCH STRONGER PROJECT.

UM, THE LOAN WAS SIZED BASED ON THE LTV AT A HUNDRED PERCENT, AND THE FAIR MARKET VALUE IS PROJECTED TO BE 1.998 MILLION.

JUST TO NOTE THAT THE UNDERWRITER FOR THIS IS GROW AMERICA, WHICH IS A CDC, UH, CDFI THAT HAS EXTENSIVE, UM, LOAN AND THIS TYPE OF DEVELOPMENT.

SO IT'S SOMEBODY THAT OUR DEPARTMENT HAS BEEN USING FOR THE PAST THREE YEARS PLUS.

UM, AND THEY DO BUSINESS LOANS AND THEY DO REAL ESTATE LOANS AND THEY ARE CDI, SO THEY'RE COMMITTED TO LMI NEIGHBORHOODS.

THEY UNDERSTAND THE CHALLENGES IN THOSE NEIGHBORHOODS.

UM, NEXT SLIDE.

SO THE PROPOSED FUNDING, UM, THE SOURCES WOULD BE 1.19 AS AN OPPORTUNITY FUND LOAN, THE TMF GRANT OF 6 75, THAT WAS IN THEIR INITIAL UM, APPROACH.

WE'RE ALSO PROPOSING A SOUTHERN DALLAS INVESTMENT FUND GRANT OF 312,500 FOR THE REMAINING GAP.

THIS WILL ACTUALLY END UP MOST LIKELY BEING BRIDGED BY TMF.

SO SHE HAS ALL HER FUNDING AT THE BEGINNING, SO SHE CAN START CONSTRUCTION, UH, THE LAND EQUITY IN THE, IN THE SOURCES.

AND SO THE TOTAL PROJECT IS AT 2.3 MILLION.

IF YOU LOOK ON THE OTHER, THE RIGHT HAND SIDE, YOU CAN SEE THE USES INCLUDES THE ONSITE IMPROVEMENTS, THE LAND, THE CONSTRUCTION, THE A AND E, THE DEVELOPER FEE, AND THE LEASE OF EXPENSES.

SO THAT IS THE CONSTRUCTION BUDGET FOR THIS PROJECT.

UM, AND THEN IN TERMS OF THE AGREEMENT CONDITIONS, SORRY, I KNOW THAT'S A LOT OF REALLY SMALL PRINT, UH, BUT WE WILL BE GETTING QUARTERLY REPORTS DURING CONSTRUCTION.

ALL JOBS THAT ARE DIRECTLY CREATED BY THE PROJECT MUST PAY A LIVING WAGE, WHICH IS CURRENTLY $22 AND 6 CENTS.

THE CITY WILL BE IN THE FIRST LIEN POSITION.

UM, THE FUNDING WILL CLOSE WITH THE LOAN FROM TMF AND INTO THAT CONSTRUCTION DISBURSEMENT ACCOUNT.

UM, THAT'S APPROVED BY THE CITY OF DALLAS AND TMF.

THEY'LL FOLLOW A TRADITIONAL CONSTRUCTION DRAW PROCESS.

SO, UM, THAT, YOU KNOW, THE CONTRACTORS ARE GETTING PAID, THE WORK IS GETTING DONE.

AND THEN IN TERMS OF COMPLIANCE FOR THE LOAN, UM, THE LOAN WILL BE IN COMPLIANCE.

WHEN THE CONSTRUCTION IS DONE, THE FINAL COS ARE OBTAINED, THE RETAIL OFFICE SPACE IS OPEN TO THE PUBLIC, AND THAT THE BUILDING IS 60% LEASED AND OCCUPIED.

AND THEN ON THE NEXT SLIDE, WE JUST HAVE A RENDERING OF THE PROJECT.

UM, SO THAT IS WHAT IT WILL LOOK LIKE.
