[00:00:01] OCTOBER 22ND, 2024. [Dallas Commission on Disabilities on October 22, 2024.] AND THE CURRENT TIME IS 2:03 PM WE HAVE MET QUORUM AND THIS MEETING IS NOW BEING CALLED TO ORDER. THERE ARE A COUPLE HOUSEKEEPING ITEMS I WOULD LIKE TO GO OVER PRIOR TO PROCEEDING WITH ITEMS ON THE AGENDA. IF YOU, UM, FOR THOSE OF YOU WHO ARE JOINING US REMOTELY, WE KINDLY ASK THAT YOU, UH, KEEP YOUR CAMERAS ON AT ALL TIMES IN ORDER FOR US TO COUNT YOU PRESENT. ADDITIONALLY, IF YOU WISH TO ASK A QUESTION OR MAKE A COMMENT, PLEASE SIGNIFY YOUR NAME AND DISTRICT IN ORDER TO AVOID CONFUSION. AND FINALLY, WE ARE FULLY AWARE THAT COMMISSIONERS HAVE MANY CONCERNS THEY WOULD LIKE TO SHARE. WE HEAR YOU, BUT KINDLY ASK THAT YOU KEEP YOUR COMMENTS AS BRIEF AND CO AND CONCISE AS POSSIBLE IN ORDER TO GIVE OTHERS IN THE ROOM THE OPPORTUNITY TO ASK THEIR QUESTIONS AND VOICE THEIR CONCERNS ON THAT NOTE. SECTION 16 OF CHAPTER EIGHT OF THE DALLAS CITY CODE, WHICH SPECIFICALLY DEALS WITH BOARDS AND COMMISSIONS, STATES THAT COMMISSIONERS, UM, WILL HAVE FIVE MINUTES TO SPEAK ON AN ITEM. AND THEY ARE, THEY CAN ONLY SPEAK ON AN ITEM ONCE. IF THEY WISH TO SPEAK ON THE ITEM TWICE, THEY CAN ONLY DO SO. WHEN EVERYONE ELSE IS FINISHED SPEAKING, WE ARE NOW MOVING TO THE ROLL CALL ITEM ON THE AGENDA. WHEN YOUR NAME AND RESPECTIVE DISTRICT ARE CALLED, PLEASE SIGNIFY YOUR ATTENDANCE BY SAYING PRESENT. I'M GOING TO PULL UP THE COMMISSIONER HERE. UM, OKAY, WE GOT IT. ALRIGHT. I WILL BEGIN WITH COMMISSIONER GAY REVY. DISTRICT ONE, PRESENT. DISTRICT TWO IS VACANT. UM, COMMISSIONER ROD H****R, DISTRICT THREE. I DON'T THINK HE'S NOT PRESENT. HE'S NOT PRESENT. OKAY. UH, DISTRICT FOUR IS VACANT. UH, DISTRICT FIVE IS VACANT. NOW WE HAVE COMMISSIONER STARLET RAMIREZ, DISTRICT SIX PRESENT. OKAY, COMMISSIONER SEVEN IS VACANT. UH, NEXT IS COMMISSIONER CHRISTINA POEY, DISTRICT EIGHT. GOOD AFTERNOON. PRESENT. UH, GOOD AFTERNOON, COMMISSIONER POEY. UH, NEXT WE HAVE COMMISSIONER BEVERLY WHITE, DISTRICT NINE PRESENT. OKAY. UH, NEXT IS, UM, COMMISSIONER CHRISTOPHER BALLOU, DISTRICT 10 PRESENT. OKAY. UM, NEXT IS, UH, COMMISSIONER NANCY IMMERMAN, DISTRICT 11. OKAY. DISTRICT 12 IS VACANT. UM, NEXT WE HAVE COMMISSIONER STEVEN HUSHKA, DISTRICT 13, PRESENT. PRESENT. OKAY. DISTRICT 14 IS VACANT AND DISTRICT 15, THIS IS CHAIRMAN JOHN CAL CONLEY, MAYOR APPOINTEE PRESENT. SO IT APPEARS WE HAVE DISTRICTS TWO. UH, DISTRICT TWO VACANT. DISTRICT FOUR, VACANT DISTRICT FIVE, VACANT. DISTRICT SEVEN, VACANT DISTRICT, UM, FIVE VACANT. OKAY. UM, SIX. OKAY. IT APPEARS AS THOUGH WE HAVE, WE STILL HAVE SIX SEATS THAT ARE VACANT AT THIS TIME. UM, THERE ARE 15 APPOINTED MEMBERS WHO ARE ABLE TO SERVE ON THE COMMISSION ON DISABILITIES. UM, THERE ARE NINE OF US WHO SHOW WHO, WHO COME UP TO THE MEETINGS AND, UM, AND THEY ARE PRESENT. HOWEVER, OUR GOAL IS TO MAKE SURE THAT WE FILL THOSE VACANT SEATS. SO MY SUGGESTION IS FOR ANY COMMISSIONERS THAT MAY KNOW OF ANYONE WHO'S INTERESTED IN SERVING, PLEASE DO PASS THIS INFORMATION ALONG TO THEM. UH, THE MORE VOICES WE HAVE, [00:05:01] THE STRONGER WE WILL BE AS A BODY. NEXT, WE ARE GOING TO MOVE TO ITEM NUMBER THREE ON THE AGENDA PUBLIC COM, WHICH IS PUBLIC COMMENTS. IT IS MY UNDERSTANDING THAT AS OF NOW, THERE ARE NO INDIVIDUALS WHO HAVE SIGNED UP TO PROVIDE PUBLIC COMMENT. IS THAT STILL TRUE? CORRECT. OKAY. NEXT, WE WILL GO TO, WE'RE NOW GOING TO ITEM NUMBER FOUR ON THE AGENDA, AND THAT IS THE APPROVAL OF MINUTES. KEEP IN MIND THAT WE ARE NOW APPROVING THE OCTOBER 1ST, 2024 MEETING MINUTES. I DO HAVE SOME INFORMATION THAT I WOULD LIKE TO SHARE WITH REGARDS TO THE WRITING OF THE MINUTES AS STATED PER ROBERT'S RULES OF ORDER. I'M GOING TO PULL THAT UP NOW AS WE SPEAK. OKAY, HERE WE GO. THIS IS GUIDANCE FROM CHAPTER EIGHT AND ROBERT'S RULES OF ORDER NEWLY REVISED. THIS IS ROR MINUTES. THE CONTENT OF THE MINUTES, NUMBER ONE, NOT ONLY IS NOT NECESSARY TO SUMMARIZE MATTERS DISCUSSED AT A MEETING IN THE MINUTES OF THAT MEETING, IT IS IMPROPER TO DO SO. UM, NEXT, NUMBER TWO, THE MINUTES SHOULD CONTAIN MAINLY A RECORD OF WHAT WAS DONE AT THE MEETING, NOT WHAT WAS SAID BY THE MEMBERS. NUMBER THREE, THE MINUTES SHOULD MERELY STATE THE MINUTES WERE APPROVED AS CORRECTED WITHOUT SPECIFYING WHAT THE CORRECTION WAS. AND FINALLY, NUMBER FOUR, THE MINUTES DO NOT INCLUDE THE CONTENTS OF THE REPORTS OF OFFICERS OR COMMITTEES, EXCEPT AS MAY BE NECESSARY TO COVER MOTIONS ARISING OUT OF THEM. AN EXAMPLE OF HOW THE MINUTES SHOULD DESCRIBE REPORTS WITHOUT MOTIONS IS REPORTS WERE GIVEN BY PRESIDENT DARIEN W VICE PRE VICE PRESIDENT ROXANNE ARTHUR, SECRETARY, UH, JOLAN DAVIS TREASURER JOSE, UH, HO, JOSE REINHARDT, UH, ROSE HAR REINHARDT, AND CAROL WILSON, CHAIRMAN ON BEHALF OF THE EDUCATION COMMITTEE. AN EXAMPLE OF THE MINUTES SHOULD TREAT A REPORT WITH A, UH, WITH A MOTION IS, FOR EXAMPLE, DENNIS MFER REPORTING ON BEHALF OF THE MEMBERSHIP COMMITTEE MOVED THAT, FOR INSTANCE, UH, STA STACY JOHNSON BE ADMITTED TO MEMBERSHIP IN THE SOCIETY. AGAIN, THIS IS IN THE ROBERTS RULES OF ORDER AS WELL. PLEASE NOTE THAT WE ARE WORKING VERY CLOSELY WITH THE, UH, CITY SECRETARY'S OFFICE ON REVIEWING, ON REVIEWING ALL PROCEDURES OF THE COMMISSION ON DISABILITIES TO ENSURE THAT WE ARE FULLY COMPLIANT WITH BOTH THE ROBERTS RULES OF ORDER AND CHAPTER EIGHT OF THE DALLAS CITY CODE, WHICH SPECIFICALLY FOCUSES ON BOARDS AND COMMISSIONS TO MY AGENDA HERE. OKAY, WE'RE NOW GOING TO MOVE FORWARD. OKAY. UM, WE'RE STILL ON THE MINUTES AT THIS POINT. ARE THERE ANY EDITS THAT NEED TO BE MADE BY COMMISSIONERS? YES. I WANNA GET SOME CLARITY FIRST. SO MOVING FORWARD, ALTHOUGH IN THE PREVIOUS MINUTES, THE INFORMATION THAT WE LISTED MOVING FORWARD, WE WON'T HAVE THOSE IN THERE UNLESS IT'S AN ACTUAL ADVISORY OR SOMETHING THAT WE'RE VOTING ON. YES. COMMISSIONER PUIS. SO, UM, BASED ON WHAT WE ARE BEING ADVISED TO DO, THE MINUTES DO NOT NEED TO INCLUDE CONTENT OF OFFICER'S REPORTS OR FOR THAT MATTER, UH, REPORTS OFFERED BY COMMISSIONERS. I ACTUALLY, UNLESS IT'S NECESSARY, AND I ACTUALLY LIKE THAT, THAT WAY WE CAN AVOID ALL THESE TYPOS BECAUSE OUR COORDINATOR IS COMPLETELY AWESOME. UH, SINCE SHE STARTED. WE, I'VE SEEN VERY FEW ERRORS, BUT TO YOUR POINT OF THE CORRECTIONS AND EDITS, SINCE WE DO HAVE THOSE MINUTE MEETINGS UNDER THE REPORTS, UM, FOR ME ON SEPTEMBER THE 14TH, IT SHOULD READ LEGISLATION COMMUNITY SUMMIT AT METHODIST HOSPITAL ON COLORADO, NOT IN COLORADO. I, I WISH I CAN GO SKIING. AND IT SHOULD ALSO READ SENATOR WEST AND STATE REPRESENTATIVE RAPHAEL. [00:10:01] UM, THE FOLLOWING SENTENCE FOR SEPTEMBER 21ST, IT SHOULD READ WHAT THE OFFICE OF EMERGENCY MANAGEMENT WITH THE CITY OF DALLAS. AND THEN THE NEXT SENTENCE IN REFERENCE TO DALLAS POLICE OFFICER DARREN BURKES. IT SHOULD READ CONTRIBUTIONS TO THE COMMUNITY AND DISTRICT EIGHT IN DISTRICT FOUR. THOSE ARE MY EDITS. THANK YOU. THANK YOU COMMISSIONER POI FOR MENTIONING THESE EDITS. NOW, AS INDICATED PREVIOUSLY, UM, THE MINUTES WILL NOT INCLUDE THE SPECIFIC EDITS THAT NEED TO BE MADE BY COMMISSIONERS OR WHAT THE COMMISSIONERS HAVE SAID. IT WILL ONLY SAY THE MINUTES HAVE BEEN APPROVED AS CORRECTED AT THIS TIME, ARE THERE ANY OTHER COMMISSIONERS THAT WISH TO MAKE EDITS TO MEETING PRIOR TO MAKING A MOTION? I'M SORRY, ONE MORE ON PAGE THREE UNDER LETTER B INSTEAD OF WHEN MEASURES ARE IN PLACE, IT SHOULD READ. ARE THERE MEASURES IN PLACE? BUT YEAH, TO YOUR POINT, JUST BECAUSE THIS INFORMATION IS POSTED PUBLICLY SO THAT WE HAVE, UH, EVERYBODY'S ON THE SAME PAGE. THANKS. THANK YOU COMMISSIONER PEY. AT THIS TIME I WILL, UH, I WILL ANNOUNCE A FINAL CALL. ARE THERE ANY OTHER COMMISSIONERS THAT WISH TO PROVIDE EDITS TO THE MINUTES PRIOR TO APPROVING THEM? AND COMMISSIONER H****R, WELCOME TO OUR MEETING. WE'RE SO GLAD YOU'RE ABLE TO JOIN US. OH, THANK YOU. GOOD AFTERNOON. SORRY FOR MY TARDINESS. UM, NO WORRIES. WE'RE GLAD TO HAVE YOU PRESENT. COMMISSIONER, ANY OTHER COMMISSIONERS THAT WISH TO PROVIDE EDITS AT THIS TIME IN THAT CASE, I MAKE A MOTION THAT THE MINUTES BE APPROVED AS CORRECTED. ALL IN FAVOR PLEASE SIGNIFY BY SAYING AYE. AYE. AYE. AYE. AYE. AYE. AYE. ALL OPPOSED? ALL OPPOSED. APPARENTLY THERE IS NOTHING THERE. THERE, UH, THERE ARE NO OPPOSITIONS IN THAT CASE. THE MOTION PASSES AND THE MINUTES HAVE BEEN APPROVED AS CORRECTED. WE ARE NOW MOVING TO THE NEXT VOTING ITEM. THIS IS DEALING SPECIFICALLY WITH COMMISSION MEETING DATES. WE ARE NOW GOING TO FIRST BEGIN WITH APPROVAL OF 2025 COMMISSION MEETING DATES, UM, OR WAS IT NOVEMBER AND DECEMBER? WAIT, COMMISSION MEETING MINUTES, VOTE AND APPROVAL OF COMMISSION, UM, DATES. OH, OKAY. WE'RE FIRST GOING TO BEGIN WITH, UH, THE APPROVAL OF THE NOVEMBER AND DECEMBER, 2024 COMMISSION ON DISABILITIES MEETING MINUTES. UM, UPON MY DISCUSSIONS WITH STAFF, IT HAS COME TO OUR ATTENTION THAT THE MEETING ON WHICH OUR MEETING IS ORIGINALLY SCHEDULED FOR NOVEMBER 26TH FALLS ON THE WEEK OF THANKSGIVING. WE ARE FULLY AWARE THAT THIS IS A TIME WHERE COMMISSIONERS MAY BE VERY BUSY WITH, UM, PREPARE MAKING PREPARATIONS FOR THIS TIME OF YEAR. ON THAT NOTE, I DECIDED TO PROPOSE THAT RATHER THAN HAVING THE MEETING IN ON NOVEMBER 26TH, THAT WE INSTEAD MOVE OUR MEETING UP ONE WEEK AND HAVE IT ON TUESDAY, NOVEMBER THE 19TH. HOWEVER, I AM GOING TO OPEN UP THE FLOOR FOR DISCUSSIONS WITH COMMISSIONERS, COMMISSIONER REVY, DISTRICT ONE. I HAVE A POTENTIAL CONFLICT WITH THAT DATE, BUT OTHERWISE I HAVE NO PROBLEM WITH IT. THANK YOU VERY MUCH, COMMISSIONER REEDY FOR ADDRESSING THIS. UM, ARE THERE ANY OTHER COMMISSIONERS THAT WISH TO PROVIDE COMMENTS OR COMMISSIONER WHITE COMMISSIONER HERE, DISTRICT EIGHT? UM, OUR VOTE TO SAY YES, HOPEFULLY WE'LL MEET QUORUM. 'CAUSE TO YOUR POINT, EVEN THOUGH IT'S THE WEEK BEFORE THANKSGIVING, PEOPLE ARE TRAVELING, HAVE FAMILIES, THEY HAVE, LIKE MYSELF, A STUDENT IN COLLEGE. SO IF THERE ISN'T A CONFLICT, UM, AND IF PEOPLE CAN ATTEND POSSIBLY EVEN ONLINE SO THAT WE DON'T HAVE TWO CANCELLATIONS FOR 2024, I BELIEVE THAT THIS IS ABOUT POINT COMMISSION. THAT'S WHY I'M NOT PROPOSING THAT WE CANCELED THE MEETING. WE CANCELED NOVEMBER. RIGHT. BECAUSE WE WANNA MAKE SURE THAT WE ARE STILL, BECAUSE IF WE CANCELED THE MEETING IN NOVEMBER, THAT MEANS WE WOULD NOT BE MEETING TWO MONTHS IN A ROW. AND THAT MEANS WE, WE ARE NOT INFORMED OF EACH OTHER'S WORK. AND, UH, WE THEN IN THAT CASE, WE WOULD REMAIN QUITE DISTANT. I BELIEVE COMMISSIONER WHITE WAS GOING TO SAY SOMETHING. YES. THANK YOU. CHAIR. THIS IS BEVERLY WHITE. COMMISSIONER DISTRICT NINE. UM, I CAN ATTEND ON THE 26TH, [00:15:01] BUT NOT THE 19TH. HMM. COMMISSIONER, THIS IS COMMISSIONER BALLOU, DISTRICT 10. I CANNOT ATTEND ON THE 19TH. I HAVE A OUT OF TOWN COMMITMENT FOR WORK AT THAT DURING THAT TIME. AND COMMISSIONER HUKA, YOU HAD TO POINT MR. HUKA, YOU HAD TO POINT. UH, JUST TO ECHO WHAT I THINK OTHER COMMISSIONERS HAVE SAID. I AM AVAILABLE ON THE 26TH, BUT I UNFORTUNATELY HAVE A CONFLICT ON THE 19TH AND COMMISSIONER H****R. YES, I AM AVAILABLE ON THE 19TH AS WELL AS THE 26TH. SO EITHER DATE. OKAY. SO BASED ON THE DISCUSSION, IT IS OUR UNDERSTANDING THAT SOME COMMISSIONERS ARE ABLE TO MAKE IT ON THE 19TH WHILE OTHERS WILL NOT BE ABLE TO. SO WHERE ARE WE GOING IN TERMS OF HERE? HOW DO WE GO, HOW DO WE GO ABOUT MOVING FORWARD? WELL, I THINK, I'M SORRY, COMMISSIONER POE HERE. DISTRICT EIGHT. I THINK SINCE WE'RE DISCUSSING WHO CAN POSSIBLY BE AND NOT JUST KIND OF SEE WHAT THE NUMBERS LOOK LIKE FOR THE VOTE. YES, THAT'S CORRECT. SO WE'RE ABOUT TO MAKE A VOTE ON THE ITEM, BUT I WANT TO, UM, BEFORE WE FINALIZE IT, I WANT TO MAKE SURE THAT ALL OF US ARE ON THE SAME PAGE HERE. UM, YES. COMMISSIONER POWAY, DID YOU HAVE A QUESTION? NO QUESTION. COMMISSIONER HUSHKA, YOU HAD A QUESTION? UH, NO QUESTION. COMMISSIONER WHITE? YES, COMMISSIONER WHITE. UM, IF, IF, IF I COUNTED CORRECTLY, THERE'S FOUR COMMISSIONERS THAT CAN'T COME ON THE 19TH. EXCUSE ME, I DID NOT HEAR YOU. IF I COUNTED CORRECTLY, THERE ARE FOUR COMMISSIONERS THAT CAN'T COME ON THE 19TH. THERE ARE FOUR. THAT WOULD BE COMMISSIONER REVY, COMMISSIONER BALLOU, MYSELF AND COMMISSIONER . OKAY. YES, THAT IS CORRECT. SO IN THAT CASE, IF WE DID MOVE THE MEETING UP ONE WEEK, UM, THERE WOULD BE NO QUORUM THERE. YEAH, UNFORTUNATELY THERE WOULD BE NO QUORUM MET. SO WE WOULD HAVE A VERY LOW CHANCE OF MAKING MEETING, OF MAKING QUORUM BECAUSE FOUR COMMISSIONERS WOULD NOT BE ABLE TO ATTEND. SO BASED ON WHERE THIS DISCUSSION IS GOING, IT APPEARS AS THOUGH OUR MEETING ON NOVEMBER 26TH, OUR MEETING FOR NOVEMBER, WILL REMAIN, UH, TO TAKE PLACE ON NOVEMBER THE 26TH, WHICH IS THAT LAST TUESDAY. ARE WE ALL ON THE SAME PAGE HERE? YES. OKAY. IN THAT CASE THEN, I MAKE A MOTION THAT THE COMMISSION ON DISABILITIES MEETING FOR THE MONTH OF NOVEMBER, UM, TAKE PLACE AT ITS SCHEDULED DATE, WHICH IS TUESDAY, NOVEMBER THE 26TH. ALL IN FAVOR OF THIS PLEASE SIGNIFY BY SAYING AYE. SECOND. AYE. AYE. AYE. AYE. AYE. ALL OPPOSED? APPARENTLY THERE IS NONE. SO THE MOTION PASSES AND THE MEETING WILL TAKE PLACE ON THE DAY AS ORIGINALLY SCHEDULED. NEXT, WE'RE GOING TO BE VOTING ON THE MEETING FOR DECEMBER THE FOURTH, TUESDAY ON DECEMBER, 2024, FALLS ON CHRISTMAS EVE, WHICH IS DECEMBER 24TH. UPON DISCUSSIONS WITH STAFF, WE BE, THERE WERE A COUPLE THINGS WE HAD TALKED ABOUT. I DO UNDERSTAND AS MUCH AS EVERYONE ELSE DOES HERE, THAT DECEMBER IS ALSO A VERY BUSY TIME OF YEAR. IT IS THE HOLIDAY SEASON AND THE FACT THAT THE COMMISSION, UM, WILL BE MEETING ON THE 24TH, WHICH IS CHRISTMAS EVE, THERE'S PROBABLY GOING TO BE A VERY LOW CHANCE OF MAKING QUORUM. SO I AM PROPOSING THAT WE CANCEL THE MEETING IN DECEMBER, 2024, AND INSTEAD, UM, CONVENE AGAIN AFTER THE NEW YEAR IN JANUARY. HOWEVER, I AM GOING TO OPEN THE FLOOR FOR DISCUSSIONS. THIS IS COMMISSIONER H****R. UH, COMMISSIONER H****R. I'M IN FAVOR FOR THAT DIRECTION. UH, EXCUSE ME. NO, I SAY I I AGREE WITH YOUR APPROACH. UM, AS FAR AS, UH, COUNSELING, THE DECEMBER MEETING. OKAY. SO BASED ON WHERE THIS DISCUSSION IS GOING, IT APPEARS AS THOUGH WE WILL NOT BE MEETING, UM, IN DECEMBER. AT THIS POINT, I MAKE A MOTION THAT WE CANCEL THE COMMISSION ON DISABILITIES MEETING FOR THE MONTH OF DECEMBER. ALL IN FAVOR OF THIS MOTION PLEASE [00:20:01] SIGNIFY BY SAYING SIGN. AYE. PLEASE SIGNIFY BY SAYING AYE. BY SAYING AYE. AYE. AYE. AYE. AYE. AYE. AYE. ALL OPPOSED? APPARENTLY THERE IS NONE. SO THE MOTION PASSES AND WE WILL NOT HAVE OUR MEETING IN DECEMBER. THIS WILL ALSO GIVE US THE TIME TO WORK ON THE ANNUAL REPORT FOR 2024 AND, UM, ALSO, UM, PLAN FOR NEXT YEAR. NOW WE'RE GOING TO BE VOTING ON ONE LAST ITEM. THIS IS THE APPROVAL OF 2025 COMMISSION MEETINGS, MEETING DATES FOR THE PAST COUPLE YEARS. WE HAVE ALWAYS DONE OUR MEETINGS ON THE FOURTH TUESDAY OF, OF EACH MONTH. HOWEVER, IF THERE ARE ANY COMMISSIONERS THAT WISH TO PROPOSE THAT WE HAVE MEETINGS ON DIFFERENT DATES, I'M ALSO OPEN TO DISCUSSING THIS AS WELL. BUT NOW I'M OPENING THE FLOOR TO THE COMMISSIONERS IN THAT CASE THEN. AND IN TERMS OF WHERE THE DISCUSSION IS GOING, IT APPEARS AS THOUGH WE WILL CONTINUE MEETING ON THE FOURTH TUESDAY OF EACH MONTH IN THE YEAR 2025. ON THAT NOTE, I MAKE A MOTION THAT THE COMMISSION ON DISABILITIES MEETINGS CONTINUE ON THE FOURTH TUESDAY OF EACH MONTH IN THE YEAR 2025. ALL IN FAVOR OF THIS MOTION PLEASE SIGNIFY BY SAYING AYE. AYE. AYE. AYE. AYE. AYE. AYE. MM-HMM. . ALL OPPOSED? APPARENTLY THERE IS NONE. SO THE MOTION PASSES AND THE COMMISSION ON DISABILITIES MEETING WILL CONTINUE ON THE FOURTH TUESDAY OF EACH MONTH IN THE YEAR 2025. WE'RE NOW GOING TO MOVE TO THE OFFICER'S REPORT FOR THE MONTH OF OCTOBER. I'M GOING TO PULL UP MY REPORT HERE AND, OKAY. I HAVE IT RIGHT HERE. SO, I, I WILL BEGIN BY REVIEWING THE OFFICER'S REPORT FOR THE MONTH OF OCTOBER. ON OCTOBER 7TH, COMMISSIONER REVY AND MYSELF MET WITH THE LEADERS OF MOSEY AT THEIR HEADQUARTERS WHERE WE TOOK A RIDE ON THE VEHICLE, OLLIE, WHICH IS FULLY AUTONOMOUS AND A DA COMPLIANT. WE TRULY COMMEND THIS ORGANIZATION FOR TAKING THE INITIAL STEPS IN REVOLUTIONIZING URBAN MOBILITY, WHICH BEGAN WITH ROAD TESTING THESE VEHICLES. WE ARE HOPEFUL TO BE SEEING THESE VEHICLES IN FULL OPERATIONS ON THE STREETS OF DALLAS. ON OCTOBER THE EIGHTH, I HAD THE DISTINCT HONOR OF REPRESENTING THE COMMISSION ON DISABILITIES AT THE 2024 CAREER EXPO, WHICH WAS ORGANIZED BY EMPLOYABILITY DALLAS AT THE K BAILEY HUTCHINSON DALLAS CONVENTION CENTER. I WAS THERE AT 9:30 AM AND LEFT AT 1:00 PM MANY INDIVIDUALS CAME TO VISIT OUR RESOURCE TABLE AND SHOWED INTEREST IN THE WORK WE DO, WHICH RESULTED IN SEVERAL SIGNUPS. WE CERTAINLY LOOK FORWARD TO THE PRESENCE OF THESE INDIVIDUALS WHO SIGNED UP. AS THE MORE VOICES WE, WE HEAR LEADS TO A STRONGER BODY. AND FINALLY, ON OCTOBER THE 15TH, I ATTENDED THE WHITE CANE DAY CELEBRATION HOSTED BY THE NATIONAL FEDERATION OF THE BLIND OF TEXAS DALLAS CHAPTER AT THE NASHER SCULPTURE CENTER, WHERE I WAS PRIVILEGED TO REPRESENT OUR COMMISSION ONCE AGAIN. IN ADDITION TO OUR EFFORTS OBSERVED EACH YEAR SINCE 1964, WHITE CANE AWARENESS DAY RECOGNIZES THE ACHIEVEMENTS AND CAPABILITIES OF INDIVIDUALS WHO ARE VISUALLY IMPAIRED AND SERVES AS AN OPPORTUNITY TO HONOR THEIR DIGNITY AND HUMANITY AS THEY STRIVE TO GIVE BACK TO SOCIETY THROUGH LIVING, WORKING, AND GIVING BACK TO THEIR COMMUNITIES AS INDEPENDENT AND PRODUCTIVE CITIZENS. THIS CONCLUDES MY REPORT. THANK YOU FOR YOUR ATTENTION. AND I WILL NOW CALL ON COMMISSIONERS TO PROVIDE REPORTS OF THEIR OWN. AS, AS PREVIOUSLY DONE. ONCE YOUR NAME AND RESPECTIVE DISTRICT ARE CALLED, YOU ARE WELCOME TO PROVIDE YOUR REPORT. IF YOU DO NOT WISH TO PROVIDE A REPORT FOR THIS MONTH, YOU ARE CERTAINLY WELCOME TO INDICATE SO, WHEN YOUR NAME AND RESPECTIVE DISTRICT ARE CALLED, [00:25:01] I WILL BEGIN WITH COMMISSIONER REVY, DISTRICT ONE. DO YOU WISH TO PROVIDE A REPORT? YES. UH, MS. PETERSON, DO WE HAVE THE FILM CLIP? MR. CHAIRMAN, THIS IS ROSIE. YOU AND I WROTE ON THIS VEHICLE. I WANTED COMMISSIONERS TO SEE IT. IT'S BEEN DESCRIBED AS A STREETCAR WITHOUT RAILS, AND WE VIEWED IT AT THEIR HEADQUARTERS IN THE DESIGN DISTRICT OF DALLAS. IT'S FULLY AIR CONDITIONING, FULLY A DA COMPLIANT, AND IT RIDES SO SMOOTHLY, AS YOU KNOW, IT'S ON AN AIR SUSPENSION SYSTEM, SO WE HARDLY NOTICE THE BUMPS AND DIPS ON THE STREETS OF DALLAS. THIS VEHICLE IS AMAZING. IT'S REALLY CONVENIENT AND WOULD BE PERFECT FOR SHORT HOPS AROUND THE CITY. WAIT, WAIT, I THINK IT'S COMING UP NOW. . HERE WE GO. HERE'S A PICTURE OF THE VEHICLE JUST SITTING IN THE WAREHOUSE NOSES THAT IT'S COMPACT. IT'S BEEN DESCRIBED AS A STREETCAR WITHOUT RAILS, BUT IT'S THE SIZE OF A NICE MINI VAN, BUT IT STANDS ABOUT EIGHT FEET TALL. THE DOORS SWING OPEN EASILY. UM, THE RAMP CAN COME DOWN FROM WHEELCHAIRS. THERE ARE PLACES IN THE INTERIOR TO SECURE A WHEELCHAIR AND EVERY PASSENGER HAS A SEATBELT, SO IT'S SUPER SAFE. I GUESS THAT'S IT, MR. CHAIRMAN. IT WAS A DELIGHTFUL RIDE AND FRANKLY IT WAS FUN. THANK YOU. THANK YOU COMMISSIONER REVY FOR PROVIDING THIS REPORT. UM, I TRULY ENJOYED VISITING MOSEY ONCE AGAIN WITH YOU, AND I CERTAINLY REMAIN HOPEFUL, AS I'M SURE OTHER COMMISSIONERS DO AS WELL, THAT WE WILL EVENTUALLY SEE THESE VEHICLES FULLY OPERATING ON THE STREETS OF OUR CITY. DISTRICT TWO. APPARENTLY YES. DISTRICT TWO IS VACANT. UM, COMMISSIONER H****R FROM DISTRICT THREE. DO YOU WISH TO PROVIDE A REPORT? HERE WE GO. UH, YEAH, I I CAN GIVE A REPORT. HELLO EVERYONE. THANK YOU AGAIN, UH, FOR JUST CARVING OUT THIS TIME AND SPACE. UH, A LOT OF THE EVENTS THAT FOR OCTOBER THAT I WILL ATTEND IS COMING UP ACTUALLY NEXT WEEK. UM, THIS WEEKEND I WILL BE PARTICIPATING IN THE, UM, EVENT AT THE POTTER'S HOUSE, UM, THE SNEAKERS IN SPAGHETTI, UM, GALA THAT IS IN SUPPORT FOR INDIVIDUALS THAT HAVE, UM, INTELLECTUAL DEVELOPMENTAL DISABILITIES. UM, SO I'LL BE PARTICIPATING, UM, IN THAT EVENT WITH MY FAMILY AS WELL AS NEXT WEEK. UM, I'LL BE PARTICIPATING IN THE, UM, HIGHER ABILITY, UM, EVENT AT CEDAR VALLEY COLLEGE IN DALLAS, UM, AS A PART OF THE, UH, NORTH TEXAS CHAMBER OF DISABILITIES. UM, SO THOSE ARE THE TWO ACTIVITIES THAT I HAVE PLANNED COMING UP. UH, NOTHING AS OF YET, BUT JUST WANTED TO SHARE THAT INFORMATION. THANK YOU SO MUCH FOR PROVIDING THIS REPORT. COMMISSIONER H****R, DISTRICT FOUR AND FIVE ARE VACANT. NEXT IS DISTRICT SIX. COMMISSIONER RAMIREZ, DO YOU WISH TO PROVIDE A REPORT? NOT AT THIS TIME. THANK YOU. COMMISSIONER RAMIREZ. COMMISSIONER SEVEN IS, OR DISTRICT SEVEN IS VACANT. UM, NEXT IS COMMISSIONER PERUE, DISTRICT EIGHT. DO YOU WISH TO PROVIDE A REPORT? YES, I DO. UM, REAL BRIEFLY, I WANNA SAY HAPPY BIRTHDAY TO THOSE LIVING LARGE LIBRAS. IT'S OCTOBER. MYSELF AND CHAIRMAN KYLE, CONNIE HAVE OCTOBER BIRTH BIRTHDAY, SO I WANNA SAY HAPPY BIRTHDAY TO THE CHAIR. UM, YAY. SO ON OCTOBER THE 17TH, I ATTENDED THE COMMUNITY COUNCIL OF THE GREATER DALLAS FOUNDERS AWARDS DINNER AT THE FAIRMONT, WHERE DALLAS MAYOR, UM, FORMER MAYOR, UH, MIKE ROLLINS, UM, WAS THE KEYNOTE SPEAKER AND THE MC WAS NBC'S FIVE'S NEWS ANCHOR MURDER LAND. AND IT AWARDED INDIVIDUALS IN THE CITY OF DALLAS, UM, AND THEIR ORGANIZATIONS THAT SERVE OUR CITY IN THE CAPACITY FROM HOMELESSNESS TO INDIVIDUALS WHO HAVE HIV, UM, OR SENIOR CITIZENS. UM, PREDOMINANTLY THE POPULATION OF INDIVIDUALS WHO YOU WOULDN'T POSSIBLY WONDER OR THINK THEY ACTUALLY DO HAVE DISABILITIES. SO I WAS AN HONOR TO BE INVITED TO THAT, TO LOOK AT WHAT THAT ORGANIZATION, UM, [00:30:01] DOES AND ENTAILS IN THE FUNDING MONEY THAT IS A MAJOR CON, UH, CONTRIBUTION TO ASSISTING IN, IN THOSE GRANTS. OR YOU ALL WANNA EVER LOOK INTO THAT? PLEASE DO. BECAUSE, UM, THOSE ORGANIZATIONS HAVE A PARTNERSHIP WITH THE CITY OF DALLAS. AND ONE LAST THING, UH, NONPARTISAN HERE, BUT WE ALL KNOW THAT IT'S VOTING TIME. WE HAVE 12 DAYS OF EARLY VOTING, UM, WHICH STARTED ON YESTERDAY, OCTOBER, THE 21ST THROUGH NOVEMBER THE FIRST. AND ELECTION DAY IS NOVEMBER THE FIFTH. SO YOU GET THERE, TRAIN, BUS, CAR, WALKING, IF YOU WALK, WHAT YOUR CHECKS. SO, UM, THAT'S WHAT I HAVE. THANK YOU. THANK YOU COMMISSIONER POEY FOR OFFERING THIS REPORT AND HAPPY BIRTHDAY TO YOU ALL AS WELL. UM, YES, AND THEN, UM, DEFINITELY EARLY VOTING HAS STARTED. SO IT IS THE TIME TO MAKE OUR VOICES HEARD AND LET'S BE MINDFUL, UM, TO EXERCISE. OUR RIGHT NEXT IS DISTRICT NINE. COMMISSIONER WHITE, DO YOU WISH TO PROVIDE A REPORT? JUST A QUICK FOLLOW UP ON COMMISSIONER QUAY. UM, I VOTED YESTERDAY AND UH, I HAVE MULTIPLE SCLEROSIS, SO I CAN'T STAND FOR ANY GREAT LENGTH OF TIME. AND IT'S THE FIRST TIME I'M 75. I'VE BEEN VOTING SINCE I TURNED 21. IT'S THE FIRST TIME I HAD TO ACCESS THE ACCOMMODATIONS THAT THEY OFFER. AND I WAS VERY, I'M VERY PLEASED TO SAY THAT IT WAS NOT A PROBLEM. THEY LET ME SKIP THE LINE. THEY GAVE ME A PLACE TO SIT AND THEN GOT ME IN AND OUT VERY QUICKLY. SO I DID NOT HAVE TO STAND LONG AND I WAS MR. . THANK YOU. I'M GLAD YOU MENTIONED THAT. SO, REAL QUICK, SHOUT OUT IN MY DISTRICT, WHICH IS DISTRICT EIGHT. I VOTED THIS MORNING AS SOON AS I GOT OFF THE PLANE. UM, SO I DON'T KNOW WHERE ALL THE, UM, POLLING LOCATIONS ARE IN YOUR PROSPECTIVE DISTRICTS. HOWEVER, TO COMMISSIONER WHITE'S POINT, SHE IS ABSOLUTELY CORRECT. I WAS AS WELL IMPRESSED BY THE ACCOMMODATIONS AND IMPACT THAT IS AND SHOULD HAVE BEEN FOREVER PRESENT. I VOTED THIS MORNING AT FRIENDSHIP WEST CHURCH, UH, DR. PASTOR FREDDY HAYNES. AND I HAD MY SON WITH ME WHO'S IN HIS STROLL, THE WHEELCHAIR. AND WE FELT LIKE VIPS, LET'S JUST BE CLEAR, LIKE THEY MAKE SURE THAT YOU HAVE THOSE ACCOMMODATIONS. AGAIN, WHEELCHAIR CAME, BLIND HEARING, WHATEVER THE DISABILITY IS. THEY HAVE INDIVIDUALS THERE WHO ARE ASSISTING AND ENSURING THAT YOU EVEN HAVE THE PRIVACY FOR YOUR RIGHT TO VOTE. SO THANK YOU FOR SHARING. COMMISSIONER WHITE, LET ME POINT OUT, MINE IS NOT A, YOU CAN'T TELL THAT I HAVE A DISABILITY. SO I WAS PARTICULARLY IMPRESSED WITH THE FACT THAT THEY TOOK MY WORD FOR IT, UH, BECAUSE I'VE ENCOUNTERED MANY TIMES OVER THE YEARS WHERE THEY DON'T AND I JUST WANTED TO GIVE THEM A THUMBS UP FOR IT. THANK YOU. MM-HMM, . THANK YOU. COMMISSIONER PORE. UH, COMMISSIONER WHITE. UM, DO YOU HAVE ANY OTHER REPORTS OR ANYTHING ELSE YOU WISH TO OFFER PRIOR TO MOVING ON? NO, THAT'S IT. THANK YOU. NOTE. OKAY. ALRIGHT. THANK YOU SO MUCH. NEXT IS COMMISSIONER BLUE, DISTRICT 10. DO YOU WISH TO PROVIDE A REPORT? YES, I DO. FIRST OF ALL, I'LL JOIN THE PLEASE GET OUT AND VOTE BANDWAGON. IT'S SUCH AN IMPORTANT PART THING, THING THAT WE CAN DO, ESPECIALLY IN THIS POLITICAL CLIMATE, WHEREVER, WHICHEVER WAY YOU LEAN. SO LET'S PLEASE BE SURE AND GET OUT THERE AND VOTE. UM, I DO JUST WANNA CALL ATTENTION TO THE FACT THAT, UH, OCTOBER IS NATIONAL DOWN SYNDROME AWARENESS MONTH. UH, THIS MONTH IS ESTABLISHED IN THE EIGHTIES BY THE NATIONAL DOWN SYNDROME SOCIETY. AND THE GOAL OF IT IS TO RAISE AWARENESS OF DOWN SYNDROME AND THE ABILITIES OF PEOPLE WITH THIS CONDITION. UM, DURING THE MONTH, IT'S GOOD, YOU KNOW, PEOPLE ARE ALWAYS ADVOCATING ACCEPTANCE AND INCLUSION OF PEOPLE WITH DOWN SYNDROME. BUT AS THIS MONTH, IT'S GOOD AS YOU SEE PEOPLE IN THE COMMUNITY SUCH AS WHERE MY DAUGHTER WORKS AT THE TACO JOINT IN LAKE HIGHLANDS OR IN, UM, OTHER PEOPLE I KNOW WHO WORK FOR TRADER JOE'S AND SEVERAL OTHER BUSINESSES AROUND TOWN. PLEASE THANK THOSE BUSINESSES AS YOU SEE THEM. UM, EMPLOYING PEOPLE WITH ANY KINDA DISABILITY BECAUSE IT TAKES PEOPLE WILLING TO DO A LITTLE BIT MORE WORK TO HELP, UH, PEOPLE WITH DISABILITIES GET INTO THE WORKPLACE. SO, THAT'S MY REPORT FOR TODAY. THANK YOU. THANK YOU SO MUCH FOR THIS INFORMATIVE REPORT. COMMISSIONER BLUE. NEXT IS COMMISSIONER IMMERMAN, DISTRICT 11. IS SHE PRESENT? OKAY. DISTRICT 12 IS VACANT. AND FINALLY, DISTRICT 13. DISTRICT DISTRICT 13 COMM. DO YOU WISH TO PROVIDE A REPORT? REPORT YOU WISH TO PROVIDE A REPORT? UH, NEW REPORT THIS MONTH. THANK YOU. OKAY, THANK YOU SO MUCH. UM, COMMISSIONER HUSHKA AND DISTRICT 14 IS VACANT [00:35:01] AND I HAVE ALREADY PROVIDED THE OFFICER'S REPORT. UH, DISTRICT 15 AND MAYOR APPOINTEE. THANK YOU ONCE AGAIN COMMISSIONERS FOR PROVIDING YOUR REPORTS. UM, YOUR DEDICATION AND SUPPORT TO THE COMMISSION ON DISABILITIES AND ITS EFFORTS ARE STRONGLY FELT, RECOGNIZED AND FULLY APPRECIATED. I JUST WANTED YOU GUYS TO MAKE NOTE OF IT. UM, I DID WANT TO LET YOU, THE COMMISSIONERS KNOW THAT WE WILL BE CALLING A SHORT RECESS DUE TO THE FACT THAT THE PERSON WHO WILL BE PRESENTING WITH US, UM, IS NOT ABLE TO LOG ON AND THEIR VIDEO IS NOT WORKING. AND AS ADVISED BY THE CITY ATTORNEY'S OFFICE, WHENEVER A PERSON IS PRESENTING, THEIR VIDEO MUST BE PRESENT. SO IN THAT CASE, THIS WILL BE, WE WILL BE CALLING FOR A VERY SHORT RECESS UNTIL WE GET THIS ISSUE RESOLVED. THANK YOU FOR YOUR ATTENTION, . UM, I DID WANT TO LET THE COMMISSIONERS KNOW THAT THE RECESS THAT I HAD CALLED OUR AIM IS TO HAVE IT FOR 10 MINUTES, SO THAT, UM, WE WILL HAVE SOME TIME TO RESOLVE SOME OF THE TECHNICAL PROBLEMS AND HELP OUR PRESENTER LOG ON AND GIVE HIS BRIEFING TO US. THANK YOU. [00:49:32] HELLO [00:49:33] EVERYONE. THIS IS CHAIRMAN CARL CONLEY. I DID WANT TO GIVE YOU GUYS AN UPDATE IN TERMS OF WHERE WE ARE WITH THE PRESENTER. IT APPEARS AS THOUGH HE IS NOT ABLE TO JOIN VIA WEBEX, UH, VIA VIDEO, UM, AS ADVISED BY THE CITY ATTORNEY'S OFFICE. SO WE ARE STILL WAITING TO HEAR BACK FROM THE ATTORNEY'S OFFICE TO SEE IF HE COULD POSSIBLY JOIN WEBEX VIA AUDIO. UM, OR [00:50:01] IF THAT ENDS UP NOT WORKING, HE MAY HAVE TO JOIN VIA TEAMS, BUT WE'RE STILL WAITING TO GET SOME CLARIFICATION ON THAT. ON THAT NOTE, I AM GOING TO EXTEND OUR RECESS TO AN ADDITIONAL 10 MINUTES AND I'LL BE BACK TO GIVE YOU ANOTHER UPDATE AS IT BECOMES AVAILABLE AND AS WE HEAR MORE ON HOW TO PROCEED FROM HERE. THANK YOU. [00:55:35] THIS IS A PRETTY ONE. AND, UH, YEAH, DANIEL, HE'S LIKE OUR EXPERT IN THIS AREA. OKAY. BUT ALRIGHTY. SO MUCH. THANK Y'ALL. OKAY, I'M STILL LISTENING AND IF HAVE MORE ISSUES. HELLO EVERYONE. THIS IS CHAIRMAN CARL CONLEY. I AM HERE TO GIVE YOU GUYS AN UPDATE ON HOW TO PROCEED FORWARD FROM HERE. SO, UH, AFTER, UH, CALLING TWO RECESSES AND TRYING TO GET THE TECHNICAL, UM, SITUATION RESOLVED, UNFORTUNATELY NO SUCCESS HAS BEEN ACHIEVED IN THAT REGARD. AS A RESULT, WE WILL HAVE TO RESCHEDULE THE PRESENTER FOR THIS MONTH FOR ANOTHER TIME, AND WE'LL HAVE TO CONCLUDE THIS SEGMENT OF THE, THE AGENDA AND MOVE FORWARD TO MOVE FORWARD WITH THE NEXT ONE, WHICH IS ANNOUNCEMENTS. UM, I'M GOING TO PULL UP MY OFFICER'S REPORT HERE, UM, 'CAUSE I OPENED IT. WAIT. OKAY. UM, UM, UM, OKAY. I'M, I WAS ABLE TO PULL UP MY REPORT. UM, NOW I'M GOING TO MOVE TO THE ANNOUNCEMENTS PORTION OF THE AGENDA. SO FOR ANNOUNCEMENTS, OCTOBER IS BLIND EQUALITY ACHIEVEMENT MONTH, WHERE WE HONOR THE SIGNIFICANT CONTRIBUTIONS OF THESE INDIVIDUALS WHO GO ABOVE AND BEYOND IN REDEFINING WHAT IT MEANS TO BE HUMAN THROUGH THEIR EFFORTS. ACCORDING TO THE CENTERS FOR DISEASE CONTROL, IT IS ESTIMATED THAT MORE THAN 1 MILLION AMERICANS ARE LEGALLY BLIND AND 12 MILLION PEOPLE ARE VISUALLY IMPAIRED. LET'S TAKE SOME TIME TO MEET THESE INDIVIDUALS AND LEARN ABOUT THEIR EXPERIENCES TO FURTHER APPRECIATE THEM. OCTOBER IS ALSO NATIONAL DISABILITY EMPLOYMENT AWARENESS MONTH, N-D-E-A-M, WHERE WE RECOGNIZE EMPLOYMENT EMPLOYERS WHO INCLUDE PEOPLE WITH DISABILITIES INTO THEIR WORKFORCE. WE ARE ALSO REMINDED OF THE WORK THAT IS STILL LEFT TO BE DONE IN ORDER TO ACHIEVE FULL INCLUSION. I'M ALSO EXCITED TO SHARE THAT THE PROCLAMATIONS FOR THE MONTH OF OCTOBER, INCLUDING THE ONE FOR BLIND EQUALITY ACHIEVEMENT MONTH, NATIONAL DISABILITY, EMPLOYMENT AWARENESS MONTH, AND Y CANE, UH, Y CANE AWARENESS DAY, ARE NOW AVAILABLE ON THE COMMISSION ON DISABILITIES WEBSITE. THIS IS IN ADDITION TO OUR OTHER DISABILITY PROCLAMATIONS, INCLUDING THE ONES FOR DEAF AWARENESS WEEK, AND OUR, OF COURSE, A DA PROCLAMATION WE WISH TO SINCERELY APPRECIATE MS. KELSEY PETERSON, OUR A DA COORDINATOR FOR HER ASSISTANCE IN POSTING ALL OF THESE. AS MORE BECOME AVAILABLE, WE WILL KEEP YOU UPDATED AND YOU ARE CERTAINLY WELCOME TO EXPLORE THE WEBSITE SHOULD YOU WISH TO DO SO. I ALSO WANTED TO MAKE AN, AN ANNOUNCEMENT ABOUT AN ENGAGEMENT THAT THE COMMISSION ON DISABILITIES WAS INVITED TO. I THINK THIS WOULD BE A TREMENDOUS OPPORTUNITY TO, UM, PRESENT THE, OUR EFFORTS AND THE WORK THAT WE DO. I AM GOING TO PULL UP THE REPORT THAT I GOT FROM, UH, I'M WAITING, I'M WAITING FOR IT TO LOAD. SO BEAR WITH ME FOR ONE MOMENT. UM, OKAY. IT, OH, [01:00:01] ARE YOU KIDDING ME? OKAY. PARDON ME FOR A SECOND. UM, I'M TRYING TO GET MY, MY FILE TO LOAD HERE. SO THE ENGAGEMENT THAT I WAS GOING TO ANNOUNCE IS AN INVITATION THAT WE RECEIVED TO SPEAK AT THE TEXAS GOVERNOR'S COMMITTEE ON PEOPLE WITH DISABILITIES, GCPD QUARTER QUARTERLY MEETING. THE COMMISSION ON DISABILITIES IS INVITED TO BE ON THE GCPD AGENDA FOR THEIR OCTOBER 29TH, 2024 QUARTERLY MEETING. THERE IS A PORTION OF THE MEETING CALLED LISTENING TO THE, LISTENING TO THE DALLAS DISABILITY COMMUNITY, WHERE THE COMMISSION WILL BE INVITED TO PROVIDE A 15 MINUTE SUMMARY OF THE ACTIVITIES OF THEIR WORK. THE FOLLOWING GUIDELINES WAS PROVIDED REGARDING THE FOLLOWING GUIDANCE WAS PROVIDED REGARDING THE SUMMARY. UM, WE PREFER THAT WE PREFER THAT MOST OF THAT TIME BE SPENT ON INFORMING OUR VOLUNTEERS ABOUT HOW THEY G OR GCPD CAN HELP FOR THE CONSTITUENCY OF THE COMMISSION. WHAT SERVICE GAPS ARE MISSING. ARE THERE SERVICES WHICH NEED TO BE EXPANDED? ARE THERE SERVICES WHICH NEED TO BE OPERATED DIFFERENTLY? WE DO WANT TO HEAR THE GREAT WORK AND THE GOALS OF THE COMMISSION, BUT MOST OF THAT CAN BE SHARED WITH A POWERPOINT PRESENTATION OR A HANDOUT. IN MY CASE, OF COURSE, I WILL JUST BE PROVIDING A HANDOUT WITH THE SUMMARY AND TALKING POINTS FOR THE SERVICE RELATED QUESTIONS. IS THERE SOMETHING THAT GCPD COULD DOCUMENT ON THEIR POLICY RECOMMENDATION FORUM? THE GOAL THEN IS TO ELEVATE THE RECOMMENDATIONS POSSIBLY TO ACTION BY THE TEXAS LEGISLATURE. IT IS ALMOST TO LATE TO, IT IS ALMOST TOO LATE, UH, TO BRING NEW IDEAS TO THE UPCOMING LEGISLATURE, BUT WE ARE ALREADY PLANNING FOR SESSION BEGINNING IN JANUARY, 2027. IF THERE'S AN ISSUE OR TWO THAT CAN BEGIN THE PROCESS, OUR, OUR POLICY RECOMMENDATION FORM IS ATTACHED. THIS IS NOT MANDATORY FOR THE PRESENTATION, BUT IT IS AN OPPORTUNITY. INITIALLY, THE FORM DOES NOT HAVE TO BE FILLED OUT COMPLETELY, BUT IF THE IDEA CATCHES SOME, IF THE IDEA CATCHES SOMEONE'S ATTENTION, THAT PERSON MAY TAKE IT TO THE NEXT LEVEL, OF COURSE. NOW, UM, I DECIDED NOT TO MOVE FORWARD WITH THE POLICY RECOMMENDATION FORM UNLESS THE COMMISSIONERS WANT TO. I CAN CERTAINLY OPEN THAT UP FOR DISCUSSION. BUT HERE ARE THE GUIDELINES THAT WE RECEIVED FROM THE DALLAS CITY SECRETARY'S OFFICE. THE COMMISSION IS WELCOME TO PARTICIPATE IN THIS ENGAGEMENT, BUT THIS IS NOT OFFICIAL CITY BUSINESS. BECAUSE OF THIS, ANY MATERIALS PRESENTED AT THIS EVENT SHOULD NOT INCLUDE THE CITY OF DALLAS LOGO. FURTHERMORE, WHILE THE CHAIR CAN MAKE AN ANNOUNCEMENT AND INVITE COMMISSIONERS TO THIS ENGAGEMENT, IT IS BEST PRACTICE FOR ITEMS SUCH AS THIS TO BE ON THE AGENDA FOR VOTING PURPOSES AND DISCUSSION. AS THE COMMISSION IS A FULL BODY, IT IS RECOMMENDED THAT IF THE CHAIR DECIDES THE COMMISSIONER, THE THE COMMISSION WILL MOVE FORWARD WITH THIS EVENT THAT HE RECEIVES ACCEPTABLE RECOMMENDATIONS SLASH FEEDBACK FROM COMMISSIONERS FOR THE PRESENTATION AND SHARES THE FINAL PRESENTATION SLASH MATERIALS PRIOR TO THE ENGAGEMENT. THE COMMISSION CAN PARTICIPATE, BUT THE GCPD POLICY RECOMMENDATION FORM SHOULD BE AN AGENDA ITEM DISCUSSED AND VOTED ON WITH COMMISSION, THAT THE COMMISSION CAN CANNOT BEGIN THIS PROCESS PRIOR TO THIS ENGAGEMENT. IN OTHER WORDS, BECAUSE THIS IS, UH, TIMES AT TIMES SENSITIVE MATTER, IF ANY OF YOU COMMISSIONERS HAVE FEEDBACK, UM, IN TERMS OF WHAT I SHOULD PRESENT ON IN TERMS OF SERVICES OR AREAS YOU FEEL NEED IMPROVEMENT OR SOME GAPS THAT YOU FEEL [01:05:01] ARE MISSING FROM THE COMMUNITY, UH, WE KINDLY ASK THAT YOU EMAIL YOUR FEEDBACK TO ME AND MS. KELSEY PETERSON BY THE END OF DAY TOMORROW VIA EMAIL. BASED ON THE FEEDBACK THAT I RECEIVE FROM THE COMMISSIONERS, I CAN BETTER ABLE PREPARE MY TALKING POINTS AND AS WELL AS REPRESENT THE COMMISSION ON DISABILITIES. I BELIEVE, AGAIN, THIS WOULD BE A TREMENDOUS OPPORTUNITY TO PRESENT THE WORK THAT WE DO AND THE, THE RESOURCE WE TRY TO BE FOR OUR CITY. THAT CONCLUDES MY ANNOUNCEMENTS. FOR NOW. I AM GOING TO ASK EACH OF THEIR COMMISSIONERS TO PROVIDE ANNOUNCEMENTS OF THEIR OWN, BEGINNING WITH COMMISSIONER REVY, DISTRICT ONE. NOTHING AT THIS TIME. THANK YOU. OKAY. UH, COMMISSIONER TWO IS VACANT. UM, COMMISSIONER ROD H****R, DO YOU WISH TO PROVIDE ANNOUNCEMENTS? UH, NOTHING AT THIS TIME. CHAIR. EXCUSE ME. PARDON ME? NO, I SAID NOTHING AT THIS TIME. OKAY, THANK YOU. UM, DISTRICTS FOUR AND FIVE ARE VACANT. UH, NEXT WE HAVE COMMISSIONER RAMIREZ, DISTRICT SIX. DO YOU WISH TO PROVIDE ANNOUNCEMENTS? NOTHING AT THIS TIME. OKAY. COM UH, DISTRICT SEVEN IS VACANT. COMMISSIONER POEY, DISTRICT EIGHT. DO YOU WISH TO PROVIDE ANNOUNCEMENTS? YES, PLEASE. THANK YOU. COMMISSIONER POEY HERE AT DISTRICT EIGHT? NOT NECESSARILY. UH, AN ANNOUNCEMENT, MORE SO AN INQUIRY OR A QUESTION IN REFERENCE TO THE FORM FOR THE UPCOMING LEGISLATION FOR 2027. UM, I WOULD LIKE TO SEE WHAT'S ON THAT FORM BECAUSE SINCE IT'S NOT CONSIDERED OFFICIAL CITY BUSINESS AS A PARENT AND AS AN ADVOCATE, I DO HAVE QUESTIONS ABOUT EDUCATIONAL FUNDING FOR INDIVIDUALS, STUDENTS IN THE STATE OF TEXAS WITH DISABILITIES SINCE 2019, THAT FUNDING HAS CONTINUALLY DECREASED. AND SO TO LOOK AT, UH, WHAT NEW BILLS WE PASSED, WHAT NEW FUNDING WILL BE PASSED SO THAT IT DOESN'T CONTINUE TO KEEP, UM, NOT NECESSARILY REJECT IT, BUT NOT BEING IN CONVERSATION WITH A BILL ON THE TABLE TO PASS. UM, THAT IS A VALID POINT. THAT IS A VERY VALID POINT. COMMISSIONER POE, THANK YOU FOR PASSING IT ALONG. UM, I WOULD BE HAPPY TO SHARE THAT INFORMATION WITH YOU JUST SO THAT YOU CAN HAVE IT FOR YOUR RECORDS, BUT ALSO IF YOU DO HAVE ANY FEEDBACK IN TERMS OF, UM, WHAT I CAN PRESENT ON THAT WOULD ALSO BE APPRECIATED. UM, NEXT IS COMMISSIONER WHITE FROM DISTRICT NINE. DO YOU WISH TO PROVIDE ANNOUNCEMENTS? NOTHING AT THIS TIME. THANK YOU. YOU'RE WELCOME. UH, NEXT WE HAVE COMMISSIONER BALLOU, DISTRICT 10. DO YOU WISH TO PROVIDE ANNOUNCEMENTS? NOTHING AT THIS TIME. OKAY. THANK YOU SO MUCH. UM, NEXT, UH, COMMISSIONER 11, DISTRICT ERMAN. DISTRICT ERMAN. IS SHE STILL PRESENT OR NOT? IS SHE STILL PRESENT OR NOT PRESENT? OKAY. UM, DISTRICT 12 IS VACANT. AND FINALLY, COMMISSIONER HUKA, DISTRICT 13. DO YOU WISH TO PROVIDE ANNOUNCEMENTS TO PROVIDE ANNOUNCEMENTS? NO ANNOUNCEMENTS AT THIS TIME. THANK YOU. OKAY. THANK YOU SO MUCH EVERYONE FOR, UH, PARTICIPATING. UH, ONCE AGAIN, I WOULD LIKE TO REITERATE THAT IF YOU, IF YOU COMMISSIONERS HAVE ANY FEEDBACK THAT, UH, YOU WOULD LIKE TO PROVIDE ON SERVICES YOU WOULD LIKE TO SEE HERE IN DALLAS AND HOW THE GOVERNOR'S COMMITTEE ON PEOPLE WITH DISABILITIES CAN HELP IN SUSTAINING THOSE EFFORTS, UM, YOUR FEEDBACK WOULD KINDLY BE APPRECIATED. UM, WE WOULD BE GRATEFUL IN RECEIVING MS. PETERSON AND MYSELF WOULD BE, UH, GRATEFUL IN RECEIVING THEM BY THE END OF TOMORROW. SHOULD YOU HAVE ANY FEEDBACK FOR US AT THIS TIME, THEN UM, WE HAVE CONCLUDED THE ANNOUNCEMENTS PORTION OF OUR SEC OF OUR MEETING AND WE WILL BE ADJOURNING EARLY TODAY GIVEN THE FACT THAT WE WERE NOT ABLE TO WELCOME OUR PRESENTER, WHOM I, I WAS VERY EXCITED ABOUT, AS I'M SURE YOU ALL WERE TOO. AND IT WAS VERY RELEVANT, UH, FOR, GIVEN THAT OCTOBER OF COURSE IS BLIND EQUALITY ACHIEVEMENT MONTH. HOWEVER, WE WILL BE, UH, REACHING BACK OUT TO YOU ALL, UH, ONCE WE'RE ABLE TO RESCHEDULE. SO I MAKE A MOTION NOW THAT THIS MEETING BE ADJOURNED. ALL IN FAVOR, PLEASE SIGNIFY BY SAYING AYE. AYE. AYE. AYE. AYE. AYE. AYE. I OPPOSED, I OPPOSED. APPARENTLY THERE IS NONE. APPARENTLY THERE IS NO. SO, THE, THE MEETING HAS BEEN ADJOURNED. THE MEETING HAS BEEN ADJOURNED. AND FOR THE RECORDS, THE TIME THIS MEETING ADJOURNED IS 3:13 PM ONCE AGAIN, EVERYONE, THANK YOU SO MUCH FOR YOUR ATTENTION AND WE LOOK FORWARD TO SEEING YOU BACK NEXT MONTH. * This transcript was created by voice-to-text technology.
